The series consists of records related to Jonas' coordination of Bank operational responses to emergencies, pandemics, and other key initiatives, primarily through her participation and organization of high-level meetings, conferences, and other events. Most of the records comprising the series (four files, 2006 - 2014) contains information about the Bank's Avian and Human Influenza (AHI) program and collaboration with the United Nations and UN System Influenza Coordinator (UNSIC), World Health Organization (WHO), Food and Agriculture Organization (FAO), and the World Organization for Animal Health (WOAH, founded as OIE). Meetings and conferences represented within the files include: International Conference on Avian Influenza (2006); High Level Technical Meeting to Address Health Risks at the Human-Animal Ecosystems Interfaces (2011); and Avian Flu working group.

Other records (two files) relate to Jonas' work with the international Task Force on Small States (1999 - 2006), participation in the Global Conference on the Development Agenda for Small States in 2000 and the Small States Forum (2004 - 2005).

Also included is an individual file related to the Bank's support to post-tsunami disaster recovery in Indonesia and affected South Asia countries (2005 - 2006) including Bank staff participation in the Global Consortium on Tsunami Recovery held at UN, New York in April 2006.

There is also a briefing file related to Bank President Paul Wolfowitz's meeting with Roberto Danino kept by Jonas for reference (2005).

E-mail hard copies are between Jonas and internal and external colleagues and between country directors, regional staff, and other Bank colleagues. Topics discussed include preparation and organization of conferences and meetings and invitations, Bank support activities, comments on papers, travel arrangements, and other business matters.

Series is comprised of Leonard B. Rist's collection of reference material on the Bretton Woods Conference and the events leading up to it. Document types include official copies of proposals, agreements and amendments relating to the Bretton Woods institutions, IBRD and IMF, as well as reports and commentary from U.S. government agencies (Treasury, Federal Reserve, State Department), research institutions, and the press (Foreign Affairs, Finance, Foreign Commerce Weekly). Also included are President Roosevelt's address to Congress recommending passage of the Bretton Woods agreements, 1963 amendment to the Bretton Woods agreement, and several unpublished papers.

Series contains records maintained by Leonard B. Rist from the early period of IBRD history primarily when he first served as Director of the Research Department, later Economics Department between 1946 and 1960. Records are varied and include correspondence and speeches that Rist drafted for President Eugene Black during the period 1947-1953 and an information packet prepared for Black's 1952 trip on which Rist and other senior staff accompanied him to Pakistan, India, Ceylon, Thailand, and Australia. Also included is a file of Rist's speeches to the information conferences (1949-1959), two or three-day sessions at the Bank where groups of individuals in the finance profession would be introduced the Bank and its operations (1949-1951), a file on establishing the Research Department in 1946, and files on loan policy, 1946-1967. Records from the 1950s relate to the European Investment Bank and French oil exploration, and UK credit conditions covering 1945-1957. In 1963 and 1964 while he was Special Adviser to the President, Rist chaired the Committee on Loan Charges, and these files include correspondence on the Committee's Memorandum on Loan Charges (1964). Other files (1960-1968) relate to terms of Bank loans, market loans, IBRD reserves and 9% subscriptions, and Bank and IDA financial policy.

Series contains Qureshi's correspondence with Bank Presidents Robert S. McNamara, Alden W. Clausen, and Barber Conable beginning when Qureshi was both Executive Vice President of the International Finance Corporation (IFC) and Vice President Finance, International Bank for Reconstruction and Development (IBRD) in 1979 to his retirement in 1991 as Senior Vice President for Operations.

Although Qureshi maintained this correspondence in a single chronological series, the nature of the files changes somewhatwith each president. Records from the McNamara era, 1979-1981, include: copies of notes and memoranda sent by or through Qureshi to McNamara; copies of letters forwarded by Qureshi to McNamara for his signature; letters forwarded to McNamara by others and copied to Qureshi; copies of letters and memoranda McNamara sent to others and copied to Qureshi; and memoranda "to the files" summarizing important meetings that McNamara held with others and that Qureshi attended as an observer and/or recorder. Many of Quresh's memoranda to McNamara were returned with extensive handwritten comments and/or replies from McNamara. In many cases, a typed version of McNamara's handwritten comments is also attached to the incoming correspondence.

Records from the Clausen era, 1981-1986, primarily consist of: copies of letters Clausen sent to others and copied to Qureshi; copies of memoranda and notes sent by or through Qureshi to Clausen; and copies of letters Qureshi and his staff prepared for Clausen's signature.

Topics covered in the files during the McNamara and Conable presidencies include (but are not limited to): draft Board papers; Bank borrowing operations; World Bank capital increases; International Development Association (IDA) replenishments; currency management; fiscal projections and monthly financial reports; work program and budget; and staffing requirements and personnel matters.

Records from the Conable era, 1986-1991, include: copies of letters Conable sent to others and copied to Qureshi; copies of memoranda and notes sent by or through Qureshi to Conable; and copies of correspondence Qureshi and his staff prepared for Conable's signature. None of Qureshi's correspondence to Conable were returned with the President's comments. Memoranda and notes that Conable sent directly to Qureshi are filed in Qureshi's subject files.

Most of the correspondence from Conable's era was sent when Qureshi was Senior Vice President for Operations (SVPOP) beginning in 1987. Correspondence covers subjects including: debt; Special Action Program for African countries; International Development Association (IDA) allocations; country lending and emergency situations; and adjustment lending and operations.

The series also contains an index of all of Qureshi's correspondence, 1979-1991, indicating the date, subject, and occasionally, the type of correspondence.

Series contains copies of of World Bank/International Finance Corporation/International Development Association (IBRD/IFC/IDA) Administrative Circulars from 1973 to 1985 and For Your Information (FYI) announcements from 1986 to 1993 collected by Moeen Qureshi. Administrative Circulars were circulated Bank-wide, and provided announcements of senior staff appointments, organizational and procedural changes, and Bank-wide initiatives. As of 1986, the circulars were renamed For Your Information. The frequencyof the announcements varied from week to week.

Series consists of records primarily created during Bernard R. Bell's tenure as Director, Resident Staff Indonesia from 1968 to 1972. The series contains a draft paper on the historical development of the oil sector in Indonesia, including notes on Indonesian oil companies. Correspondence and notes concerning Bank economic missions reviewing the oil sector are included, as well as notes of interviews with Indonesian government officials and oil company personnel. The series contains copies of articles on Indonesian oil, copies contracts dating from 1963, copies of Indonesian laws regulating the oil sector, and statistics on the financial status of P. N. Pertamina, the Indonesian National Oil and Natural Gas Mining State Enterprise.

Series contains subject files created and maintained during Qureshi's career in the World Bank Group (WBG). Although the files are most voluminous for the period during which Qureshi was the Bank's Senior Vice President for Operations, 1987 to 1991, the series also includes records accumulated while Qureshi served in his various capacities at the international Finance Corporation (IFC), through his tenure as Senior Vice President of Finance, 1981 to 1987. Subject files were created beginning in 1972 apartfrom a few reproductions of earlier publications and documents within the files.

Records include outgoing memoranda, letters, draft loan issuances, minutes, copies of Qureshi's speeches and articles, press releases and clippings, Qureshi's handwritten notes and comments, and occasionally externally-authored papers and reports. Several of the files contain Board papers presented to Executive Directors regarding a given topic.

Series consists of records maintained by Bernard R. Bell primarily relating to his work studying India's Fourth Five-Year plan while he was economic advisor to Andre de Lattre, President Woods' appointed representative to India. The study began with an appraisal mission headed by Bell which visited India in October-November 1966. The purposes of the mission were to examine the changes made in Indian economic policy in 1966 and how they were being implemented, and to survey the proposed Fourth Five-Year Plan and the aid requirements associated with it. The series contains: Bell's outgoing memoranda and cables with Woods and de Lattre and members of the 1966 appraisal mission to India; correspondence on the previous Bell Mission Report (1964-1966) on India's economy; correspondence with the government of India and documents from the U.S. government on India; a file on Woods' meeting with Ashok Mehta, the Indian Minister of Planning; and copies of official meeting documents of the India Consortium, a group of donor countries concerned with providing aid to India and India's development efforts. The consortium meeting records are filed with copies of memoranda primarily from Alexander Stevenson, Associate Director of Asia Department, and copied to Bell and others, covering the years 1966 to 1968.

Series also contains: subject files relating to the Fourth Plan, containing correspondence and background reference materials on agricultural policy, foreign debt, family planning, power, and other topics; a copy of Bell's fourteen volume Bell Mission report in 1965 published as "The Report to the President of the IBRD and IDA on India's Economic Development Effort"; and a copy of his 1967 Bank report titled, "Indian Economic Policy and the Fourth Five-Year Plan".

Also included in the series is a small volume of correspondence and other records, dating from 1964 to 1965, relating to the India coal transport study financed by the Bank, a report written by Bell's consulting firm in 1963 on statistics of Korea, and economic reports authored by the Bank, the Indian government or external research groups on India, its growth, and economic prospects, dating from 1973 to 1975.

The series contains internal memoranda to the World Bank Group President, the Regional Vice Presidents, other senior managers, and the Executive Directors for the period in which Stern was Vice President and Senior Vice President, Operations.

Issues covered relate to: the formulation and review of regional and country assistance strategies and lending programs and of structural adjustment loans and selected individual projects; operational policy and procedure; World Bank-International Monetary Fund collaboration; budgeting; and analyses of current initiatives, such as the China program, the Brandt Commission, energy development, and International Development Association (IDA) replenishments.

While Stern served as Senior Vice President from 1980 to May 1987, there is a gap in the chronological records for 1987; the series contains only seven items dating from 1987.

This series contains Stern's records relating to the organization and functioning of the Joint Ministerial Committee of the Boards of Governors of the Bank and the Fund on the Transfer of Real Resources to developing countries, known as the Development Committee. The series includes Stern's correspondence regarding the Development Committee and the Draft Resolution establishing it, its initial work program, administrative arrangements, membership lists, and budget. Included in the administrative files are April and September 1974 reports from the Technical Group on the Transfer of Real Resources, the Committee of Twenty, as well as the September 1974 suggestions for the work program of the Development Committee. The bulk of the series are Stern's files on meetings of the Committee from its inaugural meeting in October 1974 through September 1981. The series also includes files on two working groups and a task force established by the Committee.

The series consists of outgoing memoranda written by Stern while he served as Vice President of the Bank's South Asia Region (SAR). Some memos are addressed to the World Bank President McNamara and others to senior managers and managers in SAR. The series also includes letters and telexes to the regional missions and government officials in South Asia, notably India and Pakistan. The records address such issues as the formulation of the lending programs for the region or its individual countries, the review of individual projects, operational policies and procedures, cooperation with the Central Projects Staff and the Development Committee, and staffing and budgeting.

This series contains Stern's records relating to the meetings of the Intergovernmental Group of Twenty Four on International Monetary Affairs, also known as the G-24. Set up in 1971 on the model of the Group of Ten, the G-24 was a permanent body representing the views of the non-socialist developing countries concerning international monetary affairs. Stern attended the meetings of the G-24 on behalf of the World Bank. The records consist of Stern's correspondence regarding G-24 as well as agendas, membership lists, communiques, and records of discussions at the meetings of the G-24 Ministers and Deputies.

This series includes policy papers prepared by Lamb for conferences and seminars when he served as a research Fellow at the Institute of Development Studies at the University of Sussex from 1977 to 1979. The papers pre-date his appointment to the World Bank in 1980. The following draft papers are included: Distributive Politics in Tanzania; The Politics of Growth and Distribution: Is a Policy-relevant Analysis Possible?; and Organising for Technology Appropriation: An approach to appropriate technology implementation.

The series includes incoming and outgoing correspondence and memoranda of Syed Shahid Husain from when he served as Vice President for Management and Personnel Services (MPSVP). The correspondence and memoranda are primarily between MPS staff, the Office of the President (EXC), and Vice President Offices of numerous units of the Bank. The correspondence and memoranda cover various topics, including: personnel recruitment; compensation; personnel performance review; redundancies; and re-organization of Bank units.

The series includes chronological correspondence, memoranda, and other records of Heywood Fleisig created or received during his position as Principal Economist in the Asia Vice Presidency (ASIVP). The correspondence and memoranda are primarily between Fleisig and the Lead and Chief Economist in the Asia Regional Office (ASI) regarding economic and sector work (ESW) projects. Draft research papers and reports are attached, and contain comments and handwritten notes by Fleisig. Back-to-office reports, project proposal reports, initiating memoranda, mission reports, financial and statistical data printouts, and meeting minutes related to regional ESW projects are also included.

The series includes chronological correspondence, memoranda, and other records of Heywood Fleisig created or received during his position as Senior Economist in the East Asia and Pacific Vice Presidency (AENVP). The series includes chronological correspondence files from when Attila Karaosmanoglu served as Vice President in the East Asia and Pacific Region (AENVP). The records include incoming and outgoing correspondence, memoranda, and other records related to support of AENVP operations, including: memoranda of country project loan signings; back-to-office reports; mission support records; briefing notes; and records related to numerous meetings, training seminars, and events held in the AEN region. Outgoing correspondence discussing ongoing projects and initiatives for particular countries sent from Karaosmanoglu to AEN country Executive Directors of the Bank are also included.

The series includes chronological correspondence files from when Attila Karaosmanoglu served as the Director in the Country Programs Department 1 of the Europe, Middle East, and North Africa Region (EM1DR). The records primarily include incoming and outgoing correspondence and memoranda between Karaosmanoglu and EM1 staff regarding the numerous activities of EM1. Correspondence and memoranda between Karaosmanoglu, the Office of the President (EXC), and members of the Executive Board of Directors are also included.

The series includes chronological correspondence files from the period Attila Karaosmanoglu served as Director for Development Policy Vice Presidency (VPD). The correspondence is primarily between Karaosmanoglu, the Office of the President (EXC), and members of the Board of Executive Directors. The records are primarily devoted to economic and sector work (ESW) planning, and reporting for the Latin America and Caribbean Region (LAC). The records include: initiating memoranda; ESW business plans; ESW task briefs; terms-of-reference; back-to-office reports; and research paper and survey proposals. The series also includes meeting minutes from LAC regional ESW planning meetings, and draft policy papers with handwritten notes and comments by Fleisig. Most memoranda and correspondence are between Fleisig, the Region's Lead Economists, and other staff in the LAC Region. Correspondence between Fleisig and the Office of the President (EXC) are also included.

The series includes chronological correspondence, memoranda, and other records of Heywood Fleisig created or received during his position as Principal Economist in the Country Operations Division, Asia-Country Department II (AS2CO). Most of the records are related to debt restructuring plans and strategies for the Task Force on Philippines Debt from 1989. Much of the correspondence and memoranda include attached reports or surveys, Fleisig's personal notes, and financial and statistical data. The correspondence and memoranda are mostly between Fleisig and other Asia Country Department staff. Meeting minutes from the Executive Board of Directors related to debt restructuring in the Philippines are also interfiled in records.

This series includes records of the speeches, presentations, statements, and interviews given by Attila Karaousmangolu in the following roles: Director of Development Policy (VPD); Director of the Country Programs Department 1 of the Europe, Middle East, and North Africa Region (EM1DR); Vice-President East Asia and Pacific Region (AENVP); and Managing Director (MDS). The records include speech transcripts, presentation papers, press releases, newspaper clippings, and hand-written notes. Correspondence and memoranda are also included, and detail formal arrangements, itineraries, and responses to speeches, presentations, statements, and interviews given by Karaosmanoglu.

The series includes chronological correspondence files from when Attila Karaosmanoglu served as Vice President in the Asia Vice Presidency (ASIVP). The records include correspondence, memoranda, agenda and meeting minutes, and other records related to support of ASIVP operations, including: memoranda of country project loan signings; meeting minutes and agenda records for meetings with ASI staff, Board of Executive Directors members, country representatives from the ASI countries, and other senior World Bank officials; and incoming and outgoing correspondence and memoranda regarding management of ASI and support of ongoing projects within the ASI Region.

The series includes incoming and outgoing correspondence and memoranda of Syed Shahid Husain from when he served as Vice President for Latin America and Caribbean Region (LACVP). The correspondence and memoranda are primarily between Husain and other LAC regional staff regarding a number of topics, including: country assistance strategies (CAS); technical assistance action plans, progress reports, and planning; policy reports and papers; structural adjustment loans; private sector development; and regionalmeetings, workshops, and retreats. The series also consists of correspondence external to the Bank from various country ministry offices. Correspondence and memoranda between Husain, the Office of the President (EXC), and the Bank's External Affairs Department (EXT) are also included.

This series contains copies of Vinod Dubey's outgoing memoranda, letters, telexes, and routing slips that he generated while he was working in the Europe, Middle East and North Africa Region (EMENA), the Country Policy Department (CPD), and the Economic Advisory Staff (EAS). For some of the periods covered by this series, Dubey's incoming correspondence is filed with the copy of his related outgoing correspondence.

For the period that Dubey was a Senior Economist in EMENA, the files include copies of his outgoing letters, memoranda, and reports and copies of memoranda and letters that he prepared for the signatures of others. Very little incoming correspondence or attachments to outgoing correspondence is included for this period. Among the outgoing correspondence are his minutes of the EMENA senior economists' biweekly meetings; his comments on draft papers and reports, especially regarding Country Program Papers and economic and sector work; the Back-to-Office reports from his missions; his reviews of research proposals; and the minutes he prepared for the research proposal review panels on which he served. Most of his correspondence was sent to the Director, Development Policy Staff, the EMENA senior vice president, and other EMENA economists.

After Dubey became Chief Economist for EMENA in October 1975, the files primarily contain copies of incoming documents that he transmitted to the EMENA program departments and senior economists with requests for their comments. There is little showing his input into policy development; the files consist mostly of copies of his routing slips, some without an incoming document attached.

Dubey's files are much richer for the period beginning in January 1984 when he was a senior adviser in the Country Program Department (CPD). The records reflect his responsibilities for: coordinating Bank relations with the IMF, the Paris Club, and the OECD Export Credit Group; preparing policy papers for the director of CPD; advising the Regions on adjustment lending; directing the CPD Secretariat for the Loan Committee; and preparing the agenda for Loan Committee meetings.

Specific topics covered include preparations for the Bank-Fund Seminar on assisting member countries in Sub-Saharan Africa, May 22 - 24, 1985; planning for seminars on Policy Based Lending held June 18 - 20, 1985 and December 11 - 13, 1985; and the scheduling of Country Policy Papers for review by the Operations Policy Subcommittee. Much of Dubey's correspondence beginning in September 1984 concerns his drafting of a Board paper on Bank-Fund collaboration. None of the drafts is found in the files, but there is extensive correspondence with Bank and Fund staff concerning the preparation of the report which was issued in the spring1985.

Specific documents of note are: his May 23, 1984 report, Bank-Fund Collaboration: A Brief Historical Note, which is a compilation of the documents relating to Bank/Fund collaboration from May 1946 to April 1981; a November 28, 1984 memo to Files on the role of the World Bank in theParis Club; a December 14, 1984 draft of his paper Policy Based Lending and the World Bank; his reports from attendance at OECD Export Credit Group and Paris Club meetings; and the agenda he prepared for meetings of the Operations Policy Subcommittee and of the Loan Committee.

Most of his outgoing correspondence for this period was sent to Regional Chief Economists; the SVP for Operations (SVPOP); the Vice President for Operations Policy (OPSVP); the Director of CPD; the secretary of the Research Policy Committee; IMF managers; and staff/members of the Paris Club, the OECD, and the International Labor Organization (ILO). A number of his memoranda are written to the files and primarily concern meetings he attended on structural adjustment lending.

After Dubey became Director of the Country Policy Department in January 1986, his files reflect less of his role in policy development. The bulk of the files for this period consist of his agenda for meetings of the Loan Committee and the Operations Policy Subcommittee. The files often contain copies of his incoming correspondence, much of which was forwarded to CPD staff.

After Dubey's appointment as director of EAS in June 1987, he continued many of the duties he had in CPD: coordinating the Bank's interaction with the Paris Club, the Berne Union, the OECD Export Credit Group, and the International Monetary Fund; reviewing country strategy papers and Structural Adjustment Policy Framework Papers (PFPs); providing the SVP Operations with analysis on operational issues and policy initiatives; serving as the Secretariat to the Operations Committee; and providing advice and support to the Regional staff on major policy questions, especially regarding country strategies, adjustment operations, and country economic and sector work.

nA large portion of his records for the EAS period consists of agenda, schedules, and postscripts for Operations Committee meetings and correspondence regarding the preparation and review of documents for discussion by the Committee. Othercorrespondence concerns the preparation of documents for the signatures of the Senior Vice President, Operations and President Conable and his review of research proposals.

Series consists of records related to Johnson's responsibilities as Assistant CEO of the Global Environment Facility (GEF). Records consist almost exclusively of correspondence addressed to and received from academic institutions,government agencies, non-governmental organizations (NGOs), research groups, consulting groups, and business leaders. The main topics of the correspondence include information exchange and invitations to conferences and meetings. A speech to the Governing Council of the United Nations Environmental Programme that appears to have been given by Johnson is also included.

This series consists of ten files containing papers that Alexander Nowicki compiled primarily while he was a senior economist in the Projects Department of the South Asia Regional Office and later as Director of the OED's Policy-Based Lending, Industry, Public Utilities and Urban Sectors Division (OEDD2). Included are Nowicki's own October 19, 1967 paper, Academic and Private Research on Economic Problems of Developing Countries - Survey of Work and Thinking in France, and a copy of a lecture, General Issues and Actual Problems of Central Planning, that he delivered at a September 1986 seminar organized by the Brazilian Ministry of Planning. Other documents include copies of papers presented at the 1985 Manila Conference on Privatization Policies, Methods, and Procedures; two papers on industrial restructuring and on competition policies for industrializing countries that were prepared for discussion at Bank Board seminars in 1989; a December 1981 Bank compilation of basic data on population; copies of a March 1983 country program paper for Pakistan and a draft January 20, 1984 report regarding recent economic development in Pakistan; and a copy of a Handbook on Balance of Payments that was presented at the World Bank Seminar on Debt and Developing Countries, April 18-20, 1984.

The files in this series were maintained by Vinod Dubey while he was Senior Advisor in and Director of the Country Policy Department (CPD) and later as Director of the Economic Advisory Staff (EAS). Most of the files concern the preparation of briefing books for Moeen Qureshi's attendance at the Aspen Seminars from 1988 to 1991 and at the World Economic Forum in Davos, Switzerland, February 2 - 4, 1990. One file documents Dubey's attendance at the U.N. Symposium on Economic Reforms and the Role of Asian Centrally Planned Economies, China, Eastern Europe and the Soviet Union in Global Economic Relations, Helsinki, June 12 - 16, 1989. Included in that file are his notes from various sessions, his copies of the papers distributed to attendees, and his conference comments on Thomas A. Wolf's paper, Macro-economic Adjustment and Reform in Planned Economies. The series includes chronological correspondence files from when Attila Karaosmanoglu served as Managing Director (MDS) for Bank President Lewis T. Preston. The records include correspondence, memoranda, agenda and meeting minutes, and other records related to high level policies, programs, and administrative operations of the World Bank. This includes records related to the reorganization of the Bank in 1991, which details the termination of senior vice-presidencies in bank operations, establishment of managing directors in Bank operations, and the re-organization of Bank units and World Bank Group affiliates. Other records include memoranda and correspondence of various

meetings arranged for Karaosmanoglu with Preston, fellow Managing Directors Ernest Stern and Sven Sandstrom, Executive Directors of the Bank, country leaders, Regional Bank staff, and other World Bank senior officials. Some correspondence and memoranda cover policy and programs of the Bank, such as structural adjustment loan programs, travel policy, and country strategy or policy framework papers for specific countries.

Series consists of records related to Tim Campbell's work in the Latin America and Caribbean Technical Department, Infrastructure and Energy Division (LATIE), as Senior Urban Planner and, briefly, as Chief, Urban and Water Unit. Series consists of correspondence and reports, among other formats. Records relate to project planning and evaluation activities as well as to urban development-related research conducted by Campbell and task forces and workshops on which Campbell participated. Records include: Terms of Reference; back-to-office reports; records related to missions to countries for project planning and information gathered (including Brazil, Mexico, and Guatemala); Campbell's comments on Departmental and external reports and policy papers; comments on Campbell's reports by Departmental colleagues and other Bank staff; Campbell's reviews of Project Completion Reports (PCRs); annual Urban Sector review; briefing notes; externally authored reports; meeting and seminar summaries; presentation notes and slides. Series consists almost exclusively of correspondence, the majority of which are incoming. Records contain correspondence with external agencies, institutions, and government representatives and include but are not limited to: the Inter-American Development Bank; the World Economic Development Congress; the Organisation for Economic Co-operation and Development (OECD); the United Nations Centre for Human Settlements; the World Conference of Mayors, Inc. Correspondence with government agencies and embassies of Switzerland, Great Britain, Sweden, Denmark, and Ecuador is also included. Correspondence relates to conference and meeting invitation, information exchange, and collaboration.

Series consists of records related to Tim Campbell's work as the Principal Urban Sector Specialist in the Latin America and Caribbean Technical Department, Advisory Group (LATAD). Records relate to: conference attendance and participation; travel plans; Campbell's presentations to a variety of audiences; and staffing. Records include: Terms of Reference; back-to-office reports; Bank reports forwarded to Campbell; FY94 LATAD Retrospective; presentation slides; a number of innovation Case Studies relating toCuritiba, Brazil; LAC - FY97-99 Business Plan; and Campbell's FY97-99 Work Program. Records relate to a number of conferences and seminars that Campbell participated in or helped organize. These include: Institutional Development (ID) and Decentralized Governance: Looking Back on Lending, Looking Ahead to a Contestability Model of ID in LAC (1994);conferences of Latin American Mayors in Washington, DC, and Miami, Florida (1994 and 1996); a seminar called Decentralization: Policies and Practices that Work (1994); a seminar called Managing Decentralization: Best Practices and Policy Lessons in LAC (1996); a sub-regional conference on Best Practice and Policy Lessons in Decentralization (1995).

Series also contains a number of reports and articles authored by Campbell, including: Participation, Choice, and Accountability in Local Government: LAC andthe U.S. (May 1993); The Politics of Participation in Tijuana, Mexico: Inventing a New Style of Governance (1996, draft); Mendoza Provincial Program for Basic Social Infrastructure (MENPROSIF): Case Study (1995); and Innovations and Risk Taking: The Engine of Reform in Local Government of LAC (1996, accompanied by notes for a presentation on the paper).

From 1985 to 1990, Vinod Dubey participated in over 20 seminars, symposia, and conferences at which he served as lecturer, speaker, panel chairman or member, or commentator. Files were prepared for each engagement. They include key documents, notes, statistical information, and outlines used in Dubey's preparations. The evolution of the Bank, Bank policy, and adjustment lending were frequently the topics of his presentations.

During the period covered by this series, Vinod Dubey served as: Senior Adviser (1984 - 1985) and Director (1986 - 1987) in the Country Policy Department in the Office of Operations Policy, and as Director, Economic Advisory Staff (1987-1990) under the Senior Vice President, Operations. Dubey also served as the first Liaison Officer to the Paris Club during the period 1984 - 1986.

Dubey served several times as: a lecturer for EDI [Economic Development Institute] seminars (1985, 1986, 1988, and 1989); lecturer, panel chairman or panelist for a number of other Bank sponsored seminars and conferences (1985 - 1990); and lecturer for the IMF Institute (1985, 1986, 1988). The file created for a Bank-sponsored symposium in Copenhagen, May 5 - 6, 1987 on economic adjustment and the Third World includes copies of a number of the papers that were presented, including Dubey's paper entitled Ensuring That The Poor Benefit From Improved Policy.

Dubey was also invited to speak at symposia and conferences sponsored by outside organizations including the Foreign Service Institute (1986), the Inter-American Development Bank (1987, 1989), and the Agency for International Development (1987, 1989). The file created for Dubey's Back-to-Office Report of a visit to Japan, January 25 -3 0, 1987 to speak to Japanese officials in seminars on structural adjustment lending includes copies of Dubey's lectures in Japan.

Several files were created for other conferences and symposia sponsored by the Bank and outside organizations which Dubey attended including SVPOP (later OPNSV) retreats (1986, 1988, and 1989) and a Bank/UNICEF meeting on collaboration on adjustment issues (1987). Notes taken by Dubey of discussions at these events are part of the files.

A file titled The Institute Lecture contains a copy of President Clausen's remarks at the Joint Bank-Fund Luncheon, May 25, 1985; Dubey apparently prepared the remarks. The series also includes a file created after Dubey was asked to represent the Bank at the June 5 - 10, 1989 Berne Union Meeting in place of Fred Levy. Separate files (1987 - 1988, 1988 - 1989) were created just for background materials for Dubey's lectures and speeches. The files include copies of Bank documents and publications, IMF publications, reprints of articles on finance and economics, newspaper clippings, and Dubey's handwritten notes.

Series consists of chronological files created by Johannes Linn while serving as Senior Economist in the East Asia and Pacific Vice Presidency (AENVP) and Asia Regional Vice Presidency (ASI). Files primarily consist of correspondence and memoranda between Linn and World Bank staff. Topics include: publication of papers and monographs; feedback on papers and reports; mission travel; staffing and recruitment; Country Economic Memoranda (CEM); country sector reports; country projections; country creditworthiness; debt reporting; macromodelling; project review and planning; and work programs. During Linn's time in AENVP and ASI, he did extensive analysis of Thailand, as well as Indonesia, Korea, and the Philippines and this is reflected in the records of this series.

This series also contains correspondence with external individuals and institutions. These records discuss speaking engagements, information exchange, feedback on drafts, and offers of employment. Files also consist of a small amount of travel records.

Series consists of chronological files created by Johannes Linn while serving in the Urban and Regional Economics Division of the Economics Department (ECDRB) and its successor the Development Economics Department (DEDRB) of the Development Policy Vice Presidency (DPS). Correspondence and memoranda contained in the chronological files generally relate to his work on urban development policy. Chronological files include those labeled "Chronological File - Official Correspondence" and labeled "Chronological File".

The "Official Correspondence" folders date from 1973 to 1981 and exclusively contain correspondence between Linn and individuals external to the World Bank. Most of the correspondence deals with the sharing of information (i.e. papers and reports), conference participation, and speech requests and logistical planning for conferences. A small number of papers and reports are included as attachments to correspondence. Correspondence is between Linn and academics, journalists, government officials, multilateral institutions, and other institutions and associations.

Other chronological files in this series primarily contain correspondence and memoranda between Linn and World Bank staff. Correspondence between Linn and external, non-Bank staff is more personal and substantive in nature than that found in the Official Correspondence files. Topics in these records include: project proposals; seminar and conference participation; research projects; work programs; economic analysis of Bank projects; and country and city studies.

Series contains subject records created and received by Kuczynski during his second period of employment at the World Bank (1971-1973). The records were accumulated during his time as both Chief Economist of the Central America and Caribbean Department (CACDR) and Chief of the Policy Planning Division (EPRPP). Many of the files were begun whilecontain records from Kuczynski's time at the served in CACDR and then were added to while he led EPRPP.

Records related to the economic development of Latin American countries and their relationship with the World Bank are included in this series. These records date from the period when Kuczynski was Chief Economist for the Central America and Caribbean Department (CACDR); in addition there are two reports from 1970, prior to when Kuczynski assumed the position. Topics discussed in these records include: taxation and trade in Latin America; Bank relations with and activity of the Inter-American Bank (IDB); the Common Market in Latin America; and staff recruitment in the CACDR. The majority of the records are correspondence which either involves Kuczynski or was forwarded to him for informational value. Other records include: back-to-office reports describing country visits and meetings and conferences attended by Bank staff; lending reports for Bank member countries; reports (including "The World Bank in the Americas" authored by Kuczynski in August 1971); comments on memoranda and/reports by Kuczynski and others; and summaries on Latin American operations for Bank President McNamara in preparation for his participation in the Latin American Caucus in 1970 and 1971.

Records related to the Seminar on the Collection, Processing and Reporting of External Debt Statistics in Latin America are also included. The seminar, held in March 1973, was organized by the World Bank and the Inter-American Development Bank (IDB). Records include the seminar program guide as well as country presentations. Each country presentation was authored by country representatives and describe their country's debt administration and collection. Also included are report summaries and background information as well as correspondence discussing logistical details.

Records related to commodity production and trade are also included in Kuczynski's subject files. Commodities discussed include petroleum, coffee, tea, minerals, rubber, sugar, bauxite, rice, sulfur, cotton, and grains. Records also relate to: the Bank's role in the mineral sector; seminar planning on topics related to commodity production and trade; and the influence of the Organization of Petroleum Exporting Countries (OPEC). Records include: correspondence; memoranda; back-to-office reports; and Board papers (including commodity forecasts and studies). Also included are a number of reports including a series authored by John Foster of the Economic Analysis and Projects Department discussing oil revenue projects of OPEC member countries, collectively, and by Saudi Arabia, Abu Dhabi, and Kuwait individually.

Kuczynski's subject files also include records related to topics in general economics. These include: income distribution; population growth and impact; joint and parallel financing of Bank projects; employment rates; and private lending to developing countries.

Records relating to Bank-related topics are filed alongside the general economics records. These include: impact of budget cuts on economic research; staffing; relations with the United Nations Development Programme (UNDP); research project planning; publication of Bank reports;Bank Board procedures; and country economic reporting. The majority of the records are correspondence and memoranda dating from 1972 and 1973. A single document, "Glossary of Population Terms", dates from 1967. Also included are comments on papers and summaries of Area Heads' meetings from 1972.

A file containing records related to Bank operations collected by Kuczynski while Chief Economist of CACDR is also included. Records contain correspondence and memoranda discussing: the Bank's operations program for 1972, 1973, and 1974; the Area Departments method of reporting; and the Bank-wide reorganization of 1972.

Records related to planning and future Bank lending are found in this series. Kuczynski collected these correspondence and reports (both final and draft) during 1971 and 1972. Reports discuss creditworthiness and Bank operations, capital flows, and the scale of future Bank operations. Of note is the memorandum entitled "The Scale of IBRD Financial Operations, FY74-78", which was presented to the Board by President McNamara in December 1971.

This series also contains records relating to the research and writing of the speech President McNamara delivered to the Board of Governors at the 1973 Annual Meetings in Nairobi, Kenya. Records include: memoranda discussing possible themes for the speech; a draft outline of the speech; multiple drafts, with contributions by Kuczynski, Mahbub ul Haq, Ernest Stern, and Hollis B. Chenery; comments on drafts, including an annotated draft by McNamara, dated June 19, 1973; memoranda by high-level staff discussing topics contained in the speech, including food production, agricultural sector, and the rural poor; a background paper presented by Chenery to President McNamara entitled "A Conceptual Framework for the Analysis of Poverty"; and various data collections in memoranda and table form.

Also contained in this series are records related to research seminars organized by Bank staff. These seminars were initiated by President McNamara in the spring of 1971 and then formalized into a series of seminars by Hollis B. Chenery in the fall of the same year. The seminars were intended for the Bank's senior staff. Both Bank staff and external participants presented on development-related topics. Records in this series are primarily from 1971 although they extend through 1973. Records include the full text or distributed notes on seminar presentations as well as invitations to sessions. A schedule of speakers for the fall 1971 series is included.

Also included in this seriesare Country Program Papers (CPPs) for most borrowing countries as well as correspondence related to the review of CPPs by the Program Review Division (EPRPR). (The EPRPR existed alongside the division led by Kuczynski, the Policy Planning Division (EPRPP), in the Policy, Planning and Program Review Department.) In addition to the CPPs, Country Program Notes and CPP "postscripts" are also included.

Finally, a copy of the World Tables produced in 1971 by the Bank's Economic Program Department's Socio-Economic Data Division is included.

Series consists of the chronological files created by Rischard during his time as Vice President of the Finance and Private Sector Development Vice Presidency (FSDVP). The FSDVP's responsibilities included supervision of the overall management of the VP's three sectoral departments as well as maintaining relationships with other development and commercial banks and private sector executives. The departments of the FSDVP included the Financial Sector Development (FSD), Private Sector Development (PSD), and Industry and Energy Sector departments (IEN). They were responsible for: operational support to the Regions; developing and monitoring policy; maintaining effective relationships with the external community; and for setting research priorities.

Series consists of records relating to a variety of topics and activities, including: operational support (in the form of proposals, advice, and information); Operations Evaluation Department (OED) project reviews; budgeting; staffing and other human resources related issues; information dissemination; conference planning; dissemination of publications and products produced by FSDVP departments; and the reorganization of 1997-98 and related mapping of staff. Records also consist of: responses to external individuals or organizations for requests for information; VP Annual retrospectives; project updates for the Office of the President; three year business plans; and briefings and summaries on a variety of topics for Bank senior management including Presidents Prestonand Wolfensohn. A small amount of correspondence relating to the Energy Sector Management Assistance Programme (ESMAP) is included.

Series also includes four sets of transparencies created by FPDVP sector departments for a presentation to the council of the new Finance, Private Sector Development, and Infrastructure Network (FPSI). The council reported to the network head and is composed of the top network managers from each Region and was responsible for setting the overall agenda for the network and forpromoting effective deployment of skills across network units. The presentations describe the accomplishments, ongoing work, direction, organizational structure, and collaborative efforts of each department.

Note that the transition from FPDVP to the new FPSI network was staggered. Although it technically began in 1997, much of the transition had not been completed by the time Rischard left the FSDVP/FPSI to begin his new role as Vice President of Europe (EXTEU) in the summer of 1998. Rischard continues to refer to himself as FPDVP in his correspondence and does not begin a new folder reflecting the creation of the new network.

This series includes records related to the subject of institutional reform maintained by Geoffrey Lamb when he served as Public Sector Management Adviser for the Public Management Unit (PPDPS) of the Projects Policy Department (PPD). The records include numerous policy papers and reports related to institutional reform, which were produced by PPDPS. Some of the papers and reports are authored by Lamb, including Managing Economic Policy Change: Institutional Dimension published in 1987. Background PPDPS reports on structural adjustment lending and the PPD Tenth Annual Report on Project Implementation and Supervision (1985) are also included.

The series includes chronological correspondence, memoranda, and other records created or received in Lamb's capacity as Public Sector Management Adviser for the Public Management Unit (PPDPS). The records include correspondence and memoranda primarily between Lamb, PPDPS Chief Arturo Israel, PPDPS staff, and staff from Bank regional departments. The correspondence and memoranda concern PPDPS planning and reporting of country missions, policy papers, country strategies, structural adjustment loan (SALs) projects, technical assistance (TA) projects, and workshops and seminars. Public sector management related topics are addressed in the memoranda and correspondence, including civil service reform, public expenditure, and institutional reform. Incoming and outgoing correspondence sent and received by Lamb from individuals and organizations external to the Bank are also included. The records also consist of Lamb's travel request records, leave request records, back-to-office reports (BTOs), aide-memoires, expense reports, and timesheets.

This series includes drafts of proposed country strategy papers, study papers, and policy papers maintained by Lamb when he served as Economist for the Development Research Department (DRD). This includes the following draft papers: African Development Strategy: Some Administrative Issues; Proposed Institutional Study of Kenya Tea Development Authority; Rapid Capitalist Development Model: a New Politics of Dependence?; and Market Surrogate Approaches to Institutional Development.

Series consists of chronological correspondence sent and received by Gautam Kaji while serving as Managing Director of the World Bank. Series broadly consists of three chronologically parallel parts: general correspondence; correspondence authored by Kaji and Managing Director Koch-Weser; and correspondence between Kaji and World Bank President Wolfensohn.

General correspondence records date from December 1994 when Kaji assumed the position of Managing Director and November 1997 when he retired from the Bank. Files are generally divided into two sections. The first section includes internal Bank correspondence. The most common records in this group are those relating to Kaji's role as Chairman of the Loan Committee and its successor, the Operations Committee. These records include reports on potential projects, materials related to regular Operations Committee meetings, and Kaji's comments on draft Country Assistance Strategies. Other topics discussed in the records of this series include: performance monitoring indicators and performance standards; guarantees in private sector investment in IDA countries and the World Bank Guarantee Program; World Debt Tables; the Bank-wide reorganization of 1997; conference attendance; planning and review of Bank program and budget; and operations and business policy development, review, and dissemination. Records include: drafts of Kaji's publications; Kaji's speeches; personal correspondence; meeting notices; memoranda to the Executive Directors; operations review reports; and Quarterly Reports on Pending Tranche Releases of Adjustment Operations. The second and smaller section of records includes correspondence from, and responses to, external parties. Topics of this correspondence are wide ranging but generally discuss East Asia operations and sector research.

The second part of the series includes correspondence authored jointly by Kaji and Managing Director Caio K. Koch-Weser from December 1995 to November 1997. Together, Kaji and Koch-Weser were responsible for Bankoperations. Records discuss a variety of topics related to operations, including an increasingly results-driven approach to project implementation and evaluation as well as the need for simplification of operational procedures and reporting. Correspondence, which is most often between Kaji and Koch-Weser and regional Vice Presidents, discuss portfolio management, disbursements, completion reports, Country Assistance Strategies, and economic and sector work. Staffing related to the 1997 reorganization and the launch of the Bank's new network organization are also discussed.

The third part of the series includes correspondence with attachments between Kaji and Bank President James Wolfensohn from March 1995 to November 1997. Correspondence consists of copies of correspondence and attachments authored by Kaji and sent to Wolfensohn as well as Wolfensohn's incoming and outgoing correspondence from others which was then forwarded to Kaji. Correspondence serves a variety of purposes: information dissemination; briefing for Wolfensohn's meetings; answering Wolfensohn's requests for information; authoring correspondence for Wolfensohn; and submitting reports, announcement, and correspondence for Wolfensohn's approval.

This series includes records related to work programs and working groups Geoffrey Lamb participated in or helped develop as the Adviser for the Policy Development Unit (PRDPD) of the Policy and Review Department (PRD). This includes records related to development and implementation of a work program related to economic policy reform in post-apartheid South Africa from 1990 to 1991. The development and implementation of the work program was done in close collaboration with PRDPD, the Public Sector Management and Private Sector Development Division (CECPS) of the Country Economics Department (CEC) within the Development Economics Vice Presidency (DEC), and the Country Operations Division (AF6CO) of the Africa Regional Vice Presidency (AFR). The records include correspondence and memoranda between Lamb, the Africa Region Vice President (AFRVP) Edward Jaycox, AFC60 staff, and CECPS staff. The records also include: back-to-office reports (BTOs) regarding economic missions in South Africa; extensive academic papers, reports, and newspaper articles produced outside the Bank related to South Africa and its economy; CECPS produced economic policy papers and reports; and meeting minutes and summaries regarding meetings with members of the African National Congress (ANC), and meetings between World Bank President Barber Conable and South African Government Ministers.

The series also includes records related to the Working Group on Military Expenditure in which Lamb participated in 1991. The Working Group was a response to the International Monetary Fund's (IMF) paper Military Expenditure and the Role of the Fund. The Working Group was given the responsibility to assess areas of Bank operations that address issues related to military expenditure, and create a report for the Bank President in preparation for the Joint Annual Meeting of the IMF and World Bank. The working group records include: correspondence and memoranda between the working group members; lists of working group board members; summaries of Fund Board meetings regarding the IMF Military Expenditure paper; summary reports on Bank work related to military expenditure; back-to-office reports (BTOs); meeting minutes of the Executive Director's Board regarding military expenditure; additional background papers and reports related to military expenditure; and letters prepared by Bank President Barber Conable, Senior Vice President of Operations (OPNSV) Moeen Qureshi, and IMF Managing Director Michel Camdessus regarding military expenditure.

The series includes chronological correspondence, memoranda, and other records created or received by Geoffrey Lamb while serving as Unit Chief in the Public Sector Management (EMTPM) unit of the shared regional ECA/MENA Technical Department of the Europe and Central Asia Vice Presidency (ECA). The records include memoranda and correspondence primarily between Lamb, ECA Vice President Wilfred Thalwitz, EMTPM staff, ECA Region staff, and Middle East and North Africa Region (MNA) staff. The correspondence and memoranda cover the following topics: ECA and MNA Regional Actions Plans for Technical Assistance (TA); EMTPM organized seminars, workshops, and training sessions; economic sector work (ESW) and Institutional Development Fund (IDF) lending for public sector management projects in the ECA Region; Dutch Trust Fund resources for ECA countries; and EMTPM planning priorities and consultant recruitment. The series includes chronological correspondence, memoranda, and other records created or received while Geoffrey Lamb served as Adviser for the Strategic Planning Division (SPRSP) and the Policy Development Unit (PRDPD). SPRSP records prior to July 1990 include correspondence and memoranda primarily between Lamb, Strategic Planning and Review Department (SPR) Director Alex Shakow, Senior Vice President for Policy Planning and Research (SVPPR) David Hopper, staff from departments within the Development Economics Vice Presidency (DEC), and staff from the Regional departments. The correspondence and memoranda focus on the following topics: review of various policy papers by SPRSP; review of Bank's Strategic Agenda; preparation and review of speech prepared for Bank President Barber Conable for the Bank's Annual Meeting; joint organization of SPR and International Economics Department (IEC) seminar; re-organization of private sector development functions and personnel in the Bank; Bank strategy and economic policy reform in Eastern Europe; and hiring of consultants.

The SPRSP correspondence and memoranda after July 1990 transition into when SPR was replaced by the PRDPD, and the parties involved in this transition. The correspondence and memoranda of SPRSP and PRDPD after July 1990 are primarily between the following parties: Lamb; PRD Director Paul Isenman; Senior Vice President Wilfred Thalwitz of the Policy, Research and External Affairs (PRESV); PRDPD staff; and members of the Policy, Research and External Affairs (PRE) Committee. The correspondence and memoranda discuss review, comments, and approval of publication of numerous policy papers and Bank annual publications by PRDPD and PRE. Also included are records related to working groups, task forces, and symposiums participated in, or jointly organized with PRDPD, including task forces focused on such topics as governance and military expenditure. Incoming and outgoing correspondence sent and received by Lamb from individuals and organizations external to the Bank are also included. This series includes records related to Lamb's involvement with the International Development Exchange Program Seminar on Economic Policy Change and Governmental Process held November 9 -12, 1987 in Seoul, Korea. The seminar was organized jointly by the Korea Development Institute and the World Bank's Economic Development Institute (EDI). Lamb participated in the seminar, and helped prepare and edit the subsequent seminar publication Managing Policy Reform in the Real World: Asian Experiences (1991), whichwas prepared jointly by EDI and Country Economics' Public Sector Management and Private Sector Development (CECPS). Records related to this seminar include: a draft copy and numerous published copies of the seminar publication; photographs and handwritten notes of the seminar; discussion notes and speech transcripts from country case studies presented at the seminar; and reference material.

The series includes chronological correspondence, memoranda, and other records created or received by Geoffrey Lamb while serving as Economist for the Development Research Department (DRD). Records include incoming and outgoing correspondence and memoranda between Lamb, the DRD Director John Duloy, DRD staff, and staff from other Bank units, including the Development Economics Department (DED), the Projects Advisory Staff (PAS), the Policy, Planning, and Program Review Department (PPR), and economic staffin Bank Regions. The correspondence and memoranda primarily concern proposed country economic research and studies, seminar and workshop participation, and DRC Work Program proposals. Incoming and outgoing correspondence are also included from individuals and organizations external to the Bank. Series consists of correspondence and attachments sent and received by Gautam Kaji while serving as East Asia and Pacific Vice President.

Topics of correspondence and attachments generally relate to operations policy, procedure, reporting, and evaluation, but also include: conference attendance; staffing; administrative matters; regional and Bank-wide lending program; management of field offices; development of Country Strategy Papers; annual lending allocation reviews; sector research and discussion (including gender, environment, social development); EAP administrative budget; country consultative groups; and the EAP Business Process Innovation (BPI) pilot. This series consists of chronological correspondence from when Joseph Wood served as Vice President for the South Asia Region (SASVP). The records include incoming and outgoing correspondence and memoranda received and sent to internal World Bank units and staff, and correspondence sent to external agencies. Numerous correspondence are between Joseph Wood, Managing Director Ernest Stern, the Office of the President (EXC), and Executive Directors Board members. The chronological correspondence focus on a variety of topics, including: SAS lending; SAS workshops and training; and SAS briefing.

This series consists of records related to Masood Ahmed's collaboration with the Economic Development Institute (EDI) of the Bank. Ahmed served on an EDI Advisory Committee during his time as Director of the IEC, and continued tocollaborate with EDI on a number of activities once he became the Vice President of PREM. The series includes memoranda, correspondence, articles, EDI reports, and EDI publications.

This series consists of Masood Ahmed's speech transcripts, presentation slides, and briefing books from his time as the Director of the International Economics Department (IEC) from 1993 to 1997 and the Vice President of the Poverty Reduction and Economic Management Network (PREM) from July 1997 to December 1998. Many of his speeches and presentations are found in files from 1996 to 1998, overlapping his time in IEC and PREM. Additional records include speeches and presentations related to the IEC publication Global Economic Prospects (GEP) dating 1995 to 1996. Other IEC staff speeches and presentations records are dated 1996 to 1998. The series also includes reference files of speeches and presentations created by staff in other units in the World Bank from 1993 to 1996; primarily from meetings and events he attended. The briefing books in this series include records prepared by his unit for Ahmed prior to a meeting or event. These records include: programs; agendas; itineraries; logistical information; issues to be addressed; notes; and other pertinent information. The briefing books are also maintained in files from 1996 to 1998, and overlap his time in IEC and PREM.
