Young Professionals Program (YPP) chronological files

This series consists of records from Masood Ahmed's participation in the World Bank's Young Professionals Program (YPP) in 1979. Records include: back-to-office reports; correspondence; memoranda; travel arrangement records; statement of expenses records; timesheets; and terms of reference related to his rotational project work in African and Middle-Eastern countries.

Writings not by Gloria Davis

This series contains writings, primarily on Indonesian topics, that were given to Gloria Davis by their authors. Both published and unpublished items are included. Some are papers that were presented at conferences; others are student papers, theses, and dissertations; many are reprints from journals. A few have annotations. The series concludes with the papers from the International Seminar on Settlement Concept as an Integrated Part of Regional and Rural Development, August 23-28, 1987, which Davis maintained as a set.

World Debt Tables and World Economic Indicators

The earliest World Debt Tables in the series were prepared by the Comparative Data Division, Economics (later Economic Program) Department. The tables were developed from data received from deBTOr countries supplemented by data from other sources. These tables were periodically updated and supplemented; data used in some updates are part of the series. The Economic and Social Data Division, Economic Analysis and Projections Department of the Development Policy Staff succeeded the Comparative Data Divisionin issuing World Debt Tables.

Included in this series is the first World Economic Indicators report that was transmitted with a November 2, 1973 explanatory memo from Bank President Robert McNamara. The purpose of the report was to assemble data for use by Bank senior staff and the Board relating to major trends in the world economy and to describe major features of the economic situation in developing countries.

World Bank Resident Representative for Afghanistan activities and related research and reference materials

Series consists primarily of records related to Theodores's role as Resident Representative for Afghanistan between 1977 and 1980. Many of the records in this series appear to have been compiled by Theodores as either research or memory aids; they have been placed in plastic sleeves and, in many cases, given annotations in the form of sticky notes affixed to the front page of a document or group of documents that describe the document(s) or, in some cases, provide commentary. As part of these compilations,records relating to Afghanistan that were received or collected by Theodores previous or subsequent to his time as Resident Representative have also been included.

Series consists of records relating to the role and mission of the Resident Representative and its relationship with the United Nations Development Programme (UNDP) representative in Afghanistan. These records date back to the opening of the World Bank country office in Kabul, Afghanistan in 1969. Specifically, records relate to: the establishment of the Afghanistan Resident Mission in 1969; briefings on the country's military and political situation (including after the 1973 coup d'etat); the World Bank's role in Afghanistan; Theodores's assignment to Kabul, Afghanistan; the role and objectives of the Resident Mission in Afghanistan; the Mission's relationship and communications with the UNDP representatives regarding operations and security policy; and the diplomatic status of the Resident Representative.

Records related to Theodores's activities as Afghanistan Resident Representative are contained in a chronological file divided into sections according to topic (credentials/identification, receiving guests, health, insurance, taxes, and shipping) and correspondent (World Bank headquarters, family, and personal). Correspondence with World Bank colleagues relates to administration, staffing, travel, housing logistics, and expressions of congratulations or gratitude. Substantive discussion of ongoing or prospective lending operations or economic and sector work is minimal.

Series also consists of four maps of Afghanistan. These include two maps showing political regions (1976), a navigational map (1966), and a general map (1975).

Records compiled by Theodores that appear to be research or memory aids relate to a variety of topics, including: the origins and early days of the Soviet/Afghan war; World Bank security policy and updates; encryption of correspondence; evacuation guidelines; Afghan office budgeting; Bank and resident mission staffing;Theodores's emergency evacuation from Afghanistan in January 1980 for health reasons; assistance of Afghan nationals in communication with the American embassy; transfer of confidential records upon closure of the Kabul office; the Theodores family's final departure from Afghanistan in June, 1980; the closure of the World Bank's Kabul office; and updates on local office staff subsequent to Theodores's departure from Afghanistan. The majority of the records are from Theodores's time in Afghanistan, but somerecords date subsequent to his departure. Records are in the form of correspondence (typed, handwritten, telexes), reports, newspaper clippings, and Afghan government issuances.

Theodores compiled records related to the 1973 and 1978 coups and subsequent Soviet invasion in 1979 as well as the murder of United States Ambassador Adolph "Spike" Dubs in February 1979. These records primarily consist of correspondence between Theodores and Bank colleagues. Records also contain lengthy handwritten letters fromTheodores to his family. Speeches, decrees, and reports made by the various Afghan leadership regimes in 1978 and 1979 are also included.

In addition to correspondence, newspaper clippings from Afghanistan and from other international publications reporting on events in Afghanistan as well as editorials and speeches by external experts commenting on the events and future of Afghanistan are included. Included is a collection of materials related to the nearly decade-long conflict between Afghanistan and the Soviet Union and is primarily newspaper clippings and magazine articles.

Series also consists of three sets of photograph prints. The first consists of fifteen black and white prints depicting Afghani citizens and landscapes. The images appear to be shot by John Siceloff of the American Peace Corps and are not dated. The other two sets of photographs consist of ten color prints and three black and white prints depicting Afghani citizens, landscapes, and towns. Prints appear to have been sold and acquired by Theodores commercially.

A small amount of records related to a talk that Theodores gave at the Newport Public Library in 2002 on the past and future of Afghanistan are also included. Records include presentation notes, articles, and correspondence.

World Bank History Project liaison records

In 1989 the World Bank commissioned the Brookings Institution to prepare a history of the Bank as part of the commemoration of the Bank's fiftieth anniversary. Originally planned for publication in 1994, the two volume work, The World Bank: Its First Half Century, was published in 1997. When the Office of the Historian was established at the beginning of 1993, the task of liaison between the Bank and Brookings and the authors fell to the Historian. This series documents the evolving relationship between the Bank and the Brookings Institution's World Bank History Project, both before and after the establishment of the Historian's Office.

The first subseries, the chronological General Files, shows the genesis of the idea for a history (including copies of documents on the Bank's history dating back to December 1967), the funding of the project, and the administration of the relationship between the Bank and the Brookings Institution. Files contain a transcript of the meeting of the project advisory committee in 1993.

An Internal Review Group was established by the Bank in 1993 to read and comment on each chapter produced by the project. The Office of the Historian served as secretary for the group, both sending out chapters for review and transmitting the group members' comments to the project. The second subseries is the correspondence of the historian with the group and with the project.

The Office of the Historian conducted its own oral history program at the same time as the World Bank History Project wasinterviewing people for the fiftieth anniversary volumes. Each program provided some copies of interviews to the other, and the third sub-series contains a file about the interviews, including lists of persons interviewed by the project, and duplicate copies of rough transcripts of some project interviews, including those with World Bank Group presidents A.W. Clausen, Barber B. Conable, and Lewis T. Preston.

The fourth subseries is the draft of the history, arranged by volume and thereunder by chapter. Nocopy exists for chapter 8 of volume II. The copies are not annotated.

World Bank Group Field Coordinator security policy and planning

Series consists of records relating to World Bank Group security policy, planning, coordination, and response activities, and James L. Theodores's role leading this work as Field Coordinator (FC) between 1981 and 1987. Records include: official Bank policies and procedures on security in the field and other materials authored by Theodores and distributed to Bank staff; external publications on security and terrorism; undated and uncredited briefing papers on hijackings, letter and parcel bombs, and telephone threats; consultants' reports on World Bank Group security policy and planning; staff guidelines regarding street crime, burglary, vehicles and travel, and fire protection; reports and summaries of political incidents, security advisories, and incidents involving Bank staff; correspondence regarding specific travel bans; work program and other materials related to the Field Office Improvement Program developed by Theodores upon taking over the position of FC; and the FC transition program that resulted in the transfer of the Field Security System to the General Service Department's (GSD) Security Division upon Theodores's departure from the World Bank in 1987. Some records also relate back to Theodores's time as Resident Representative in Kabul, Afghanistan (1977-1980) and the various security plans and guidelines he followed and enforced.

Series also includes records related to the hijacking of Pakistan International Airlines PK326 in March 1981. One of the hostages was World Bank staff member Jeffrey Balkind. Theodores served as the coordinator and major spokesman for the World Bank's informal Crisis Management Team during the hostage taking. Records include regular updates on the hijacking, primarily in the form of wires from the United Nations Development Programme's (UNDP) Resident Representative in Kabul, Afghanistan. Security updates authored by Theodores presumably for internal World Bank consumption are also included.

Records in this series related to the hijacking were subsequently used by Balkind for research purposes. A letter from Balkind to Theodores thanking him for the use of these records is included as is the packaging used to courier the records back to Theodores. The packaging is dated June 26, 1996. A complete draft of Balkind's unpublished history of the hijacking, "Life and Death on a Tarmac: The Hijacking of PK326" is included. Other chapters of the book that were reviewed and annotated by Theodores are also included, as is correspondence between Theodores and Balkind.

Records related to the May 1985 abduction of consultant Dr. Robert Williams, his wife Jenny Williamson, and their driver are also included. Williamson was engaged in work on a World Bank supervised project in Pakistan. Records include initial reports and notes on the incident and regular updates, including those made to senior staff World Bank staff.

World Bank Documents on management and operations

This series consists of sample reports compiled by the President's office to provide President McNamara with examples of the various types of documents and reports commonly produced throughout the Bank. Each sample is an actual Bank report, accompanied by a short description of the report type explaining the report structure and function within the operations and management of the Bank. Standard report types included in the series are: Monthly Operational Summary; IBRD Financial Policies Report; Administrative Budget; President's Report; Appraisal Report; Supervision Report; Audit Report; Evaluation Report; and Country Economic Report. The reports used for this sample are dated between 1971 and 1973.

World Bank 50th Anniversary

This is the only series in the President's office records that covers the commemoration of the fiftieth anniversary of the Bank. The files document the anniversary activities, and one file relates to the Commission on the Future of the Bretton Woods Institutions, a commission established by the private Bretton Woods Committee. To mark the fiftieth anniversary of the Bretton Woods Conference, the commission issued a report with recommendations on state of the international monetary system, development finance, and the International Monetary Fund and the World Bank, and this file provides the Bank's view of the work of the commission.

Working files - Conable/Camdessus lunches

This series contains records of President Conable's meetings with Michel Camdessus, Managing Director of the International Monetary Fund, between June 1989 and July 1991. The records consist of meeting agendas, briefing notes, talking points, and minutes of the meetings. The topics include Bank and Fund collaboration and operations involving debt reduction, country matters, environmental issues, and preparations for Annual Meetings issues, among others.

The file was maintained by Jennifer Volk, an Executive Assistant to the President. The official file on the lunches is missing from the Liaison files - Non-governmental and international agencies; consequently the working file provides the existing information on the meetings of these two executives.

Working File for the Trade Policy Development Project Maintained in the Development Research Group

In November 1999, the World Bank established a new program of international standards, technical regulations, and trade policy with the support of the United Kingdom's Department of International Development's (DFID) Trust Fund. The DFID umbrella Trust Fund project had eight sub-components or projects: WTO 2000 and WBI Core Course developed by the World Bank Institute; WTO Agriculture; Services Trade; Trade Support; International Standards Support; Trade Policy Data System; and Impact Modeling. This file appears to have been initially maintained by Anthony Venables (Manager for Trade, Development Research Group [DECRG]) who was designated Task Manager to administer this three-year Trust Fund project.

Found in the series are copies of electronic messages (e-mails) exchanged in 1998 between L. Alan Winters, then Trade Manager, DECRG with David Batt, Head of DFID about a DFID-World Bank collaboration on trade policy in advance of the next round of World Trade Organization (WTO) negotiations in order to increase understanding of the policy implications and economic impact of standards and regulations on world trade development. A copy of Winter's 21 December 1998 letter to Botts expressing the Bank's interest in a Trade Policy Development Project is in the file. Also in the file are copies of e-mails and notes concerning the preparation process for a Bank Initiating brief for a Trust Fund for the Trade Policy Development Project and a copy of the Initiating brief executed on 29 March 1999 that describes the objectives of the Trust Fund.

In the series are descriptions of each sub-component project approved by DFID for financing, program updates/progress reports, and other project related correspondence including Venable's correspondence with personnel designated as Bank contact points for the sub-projects and with DFID and a copy of a later 2001 facsimile message requesting payment from DFID for expenditures for the period 1 October 2000 to 30 September 2001.

Work Program and Budget Records for Fiscal Years, 1988-1992 Maintained in the Policy and Review Department

The earliest work program and budget records in this series are the FY 1988 mid-year review records for the Policy, Planning and Research Staff (PPR). PPR, created after the May 1987 Bank reorganization, brought together existing departments from different parts of the Bank (principally the Economics and Research Staff [ERS] and the Operations Staff [OPS]). budget files maintained by Richard Woodford, Program Coordinator, Office of the Senior Vice President, Policy, Planning and Research (SVPPR) and Ziaddin Choudhury, SVPPR contain copies of PPR organizations' FY 1988 mid-year review reports; the FY 1988 PPR mid-year review report submitted by SVPPR to the Planning and budget Department (PBD) of PPR; and PBD's memo of June 29, 1988 to President Conable giving preliminary findings of PBD's review of the Bank's planning and budgeting system. PBD had responsibility for budget analysis and monitoring of work program and budget performance for the entire Bank. DECVP reported to SVPPR.

Budget files maintained by Gregory Ingram, who joined the SVPPR staff as Principal Adviser, Policy and Research, along with the Woodford and Choudhury files contain: budget and work program guidelines, submissions, reports, and memos (FYs 1989-1992); FY 1989 and FY 1990 capital budget guidelines and requests from PPR organizations for office technology and other equipment; mid-year review submissions from PPR organizations for FYs 1989 and 1990 and retrospective review submissions and drafts for FY 1989; PBD's draft mid-year review report of the FY 1989 budget forwarded to the President's Council for review; documents assembled for the PPR FY 1989 work program review meetings with PBD; and the FY 1990 PPR budget plan (management contract) developed after the Bank's FY 1990 budget was approved by the Board.

After PPR became Policy, Research and External Affairs (PRE) in 1990 and the Policy and Review Department (PRD) was created in PRE, Ingram (PRDRA) and Woodford (PRDPM) had continued responsibilities for budget (management contract) and work program coordination for PRE. Their files and those of Zmarak Shalizi (PRDPM) and Ziaddin Choudhury (PRDPM) contain copies of PRE organizations' submissions for the FY 1991 work program and budget; FY 1991 mid-year review submissions from PRE organizations; and the PRE FY 1991 mid-year review report. There is a small amount of information concerning funding of special grant programs after FY 1991. DECVP reported to PRESV.

WID reference files

The series consists of Women in Development (WID) reference files that contain numerous reports, articles, and policy records produced by both the World Bank and outside agencies. Correspondence and memoranda are interfiled with some of the reference files. All reference files are devoted to a particular topic pertinent to women related issues, including: agriculture and rural development; basic needs; anthropology; children; education; fertility; female circumcision; housing and development; poisons; populations; water and sanitation; and so on.

WID operational support records

This series includes records created in the course of project surveys and evaluations. Records related to training sessions on WID issues organized by the WID Adviser are also included. The records include WID Adviser mission project files containing: correspondence; memoranda; project proposals; back-to-office reports; project completion reports; travel information; and project loan information for the years 1983 to 1984. The project mission files discuss short-term survey projects done by WID team members for particular development projects, as well as training sessions given to World Bank staff, NGOs, government officials, or any other participant involved in a development project with implications on women.

The series also consists of project file evaluation studies and background papers. Project files specific to a country and sector (e.g. agriculture and development, education, health, urban development, etc.) are kept for each evaluation study. The files include correspondence, memoranda, backgroundpapers, and evaluation studies. The background papers include handwritten notes, articles, and reports of technical data produced by other units within the World Bank, primarily the sector department pertinent to the particular project. The evaluations studies are the reports produced by the WID Adviser team, which summarizes the findings of the evaluation project, and includes advisory recommendations.

Additional country correspondence files from the years 1980 to 1987 consist of articles, external reports, and correspondence discussing particular women related issues within a country.

WID liaison, conferences, meetings, training, seminars, and symposiums

The series consists of WID liaison records with organizations external to the World Bank. This includes records related to the United Nations Decade of Women (1976-1985), which was declared at the World Conference on Women, held in Mexico City in 1975. The records consist of: memoranda; correspondence; agenda; itineraries; travel information; speakers' notes; and meeting minutes from the extensive liaison between WID Advisers Gloria Scott and Barbara Herz and various United Nations units, including the UN Commission on Status of Women. The records are from attendance in conferences, meetings, training sessions, seminars, and symposiums dedicated to women's issues. Numerous articles, press releases, publications, and reports produced by the United Nations units or other outside agencies are also included. This series also consists of records for liaison with universities, private organizations, NGOs, women's organizations, labor organizations, agricultural organizations, government agencies, and other multilateral development agencies. These records include correspondence; agenda; meeting minutes; articles; press releases; publications; and reports.

WID Adviser subject and activity files

This series includes numerous subject files of WID Advisers Gloria Scott and Barbara Herz, related to the various activities and responsibilities of the WID Adviser position. The subject files consist of correspondence and memoranda focused on a specific topic. The records include some of the following subject files: responses to external request for information; records detailing WID functions and activities; background information on WID policies, sector studies, and case materials; WID project efforts in West Africa; staffing of WID; press releases related to WID; revisions to a WID "Q and A" booklet; briefing books for the WID Adviser; workshop papers and training manuals; back-to-office reports on mission projects from 1985 to 1987; World Bank Projects and Women Report, 1979; proposed WID work program from 1984 to 1987; budgets for WID work program from 1984 to 1985; reference file on Economic Development Institute (EDI) activities; status of WID work in the World Bank; and planning of sector strategy papers.

The series also consists of correspondence and memoranda records related to departmental planning and strategy of Operations Policy Staff (OPS), Projects Policy Department (PPD), and the Operational Vice Presidents (OVP). This includes correspondence and memoranda between the WID Adviser and head officials in OPS, PPD, and OVP.

The series also includes correspondence and memoranda records regarding preparation of a World Bank statement and WID paper by WID Adviser Gloria Scott to be presented to U.S. Senator Charles Percy and his Foreign Relations Committee in 1984.

The series additionally contains a correspondence file documenting WID Adviser Gloria Scott's involvement with the Margaret McNamara Memorial Fund, a program run by the World Bank Volunteer Services, which assists female students from developing countries with financial aid for their studies in the United States.

The series also consists of correspondence, recipient lists, and final drafts related to Gloria Scott's publication: "Recognizing the 'Invisible' Woman in Development: The World Bank's Experience" from 1979 to 1980.

This series also includes country strategy papers. The country strategies papers were proposed by Barbara Herz in late 1985 as part of larger framework to put WID policies and studies to action in World Bank operational development projects. The country strategies papers included a detailed country-focused assessment of women's issues, and an action plan to address these issues. The records include: correspondence; memoranda; proposals; budget records; studies; and terms of reference regarding a planned country strategy papers for the countries of Kenya and Indonesia. A portion of the country strategies correspondence and memoranda are between WID Adviser Barbara Herz and Senior Vice President of Operations Ernest Stern. Records related to recruitment of consultants, development of an East Asia task force, and task charts prepared by WID task managers are also included.

Lastly, the series consists of records related to the Safe Motherhood Initiative. The Safe Motherhood Initiative was a multi-agency international initiative focused on maternal health and family planning issues of women. The World Bank sponsored the initiative, and the WID Adviser and the Population, Health, and Nutrition Department (PHN) helped plan and organize. The Safe Motherhood Initiative was launched in February 1987 at a conference held in Nairobi Kenya. The records from the Initiative in this series pre-date the conference from 1985 to 1986when Barbara Herz served as WID Adviser. The records consist of: correspondence; memoranda; terms of reference; outline work plans; outline plans for a senior technical conference; and consultant recruiting records related to the Initiative. Some of the correspondence is between the WID Adviser Barbara Herz and medical professionals at the Center for Population and Family Health and the Women in Development Office of the Swedish International Development Authority (SIDA) regarding funding to develop a concept paper for the Initiative. Correspondence and memoranda between Herz and the Projects Policy Department (PPD) Director and other staff are also included. The Initiative records also contain reference material including reports, studies, and articles produced by the Bank and external agencies, which are related to maternal health.

Volume II drafts

The authors conceived Volume II of The World Bank: Its First Half Century as a series of essays that would look at the Bank from outside vantage points, including the points of view of borrowers, lenders, the economics profession,and political analysts. The project contracted with authors for these essays, and this series consists of submitted drafts as well as exchanges of comments with the authors. It includes both essays that were published in volume IIand also a draft on Brazil and a draft on politics and the Bank that ultimately were not included.

Volume I drafts and related writings

This series is a fragment of the files that must have been created during the drafting of the chapters in Volume 1 of The World Bank: Its First Half Century. The files are of three types: comments on drafts by the three authors; background reports by staff researchers; and papers prepared for other purposes but related to the themes of Volume I.

The comments cover draft chapters on: agriculture and rural development; external relations; policy-based lending; and the International Development Association. The comments are from readers both within and outside the Bank and from co-authors. The files also include some background materials as well as a draft of the book's table of contents. The authors were assisted by staff researchers, who prepared background papers or reports on groups of files for use by the authors. The series also includes: Lewis's file as a reader for the North-South Institute's project on multinational development banks, including drafts and comments; Kapur and Webb's paper on the evolution of these banks for a conference on the fiftieth anniversary of Bretton Woods; and Webb's article on policy reform in Peru for a conference at the Institute for International Economics.

Video recordings

The annual meeting of the CGIAR sponsors and centers is routinely videotaped. Normally these tapes are destroyed once the verbatim transcript of the meeting is produced. For especially significant meetings, however, the videotapes are preserved; the two meetings that fall into this category are the Ministerial level meeting on CGIAR reform and renewal held in Lucerne, Switzerland, in February 1995, and the twenty-fifth anniversary meeting held in 1996. The twenty-fifth anniversary program was taped in full, including sessions, panel discussions, a parallel session on genetics resources conservation, exhibitions, and the concluding press conference.

On the occasion of its twenty-fifth anniversary, CGIAR taped a number of interviews with individuals important in its history, both persons who worked at CGIAR and international agricultural scientists. It also produced videos titled CGIAR: The first 25 years and Serving the world through science: An introduction to the CGIAR. In the process it shot and acquired both stock footage of its operations, particularly in Ethiopia, and finished productions on topics ranging from rice to farming in Rwanda.

A few other videotaped interviews, speeches, and press conferences have been retained, including interviews with Nobel Prize winner Norman Borlaug, several speeches by CGIAR chairman Ismail Serageldin, and footage of the mid-term meeting in New Delhi in 1994.

Vice President, Finance and Private Sector Development Vice Presidency (FPD) chronological correspondence files

Series consists of the chronological files created by Rischard during his time as Vice President of the Finance and Private Sector Development Vice Presidency (FSDVP). The FSDVP's responsibilities included supervision of the overall management of the VP's three sectoral departments as well as maintaining relationships with other development and commercial banks and private sector executives. The departments of the FSDVP included the Financial Sector Development (FSD), Private Sector Development (PSD), and Industry and Energy Sector departments (IEN). They were responsible for: operational support to the Regions; developing and monitoring policy; maintaining effective relationships with the external community; and for setting research priorities.

Series consists of records relating to a variety of topics and activities, including: operational support (in the form of proposals, advice, and information); Operations Evaluation Department (OED) project reviews; budgeting; staffing and other human resources related issues; information dissemination; conference planning; dissemination of publications and products produced by FSDVP departments; and the reorganization of 1997-98 and related mapping of staff. Records also consist of: responses to external individuals or organizations for requests for information; VP Annual retrospectives; project updates for the Office of the President; three year business plans; and briefings and summaries on a variety of topics for Bank senior management including Presidents Prestonand Wolfensohn. A small amount of correspondence relating to the Energy Sector Management Assistance Programme (ESMAP) is included.

Series also includes four sets of transparencies created by FPDVP sector departments for a presentation to the council of the new Finance, Private Sector Development, and Infrastructure Network (FPSI). The council reported to the network head and is composed of the top network managers from each Region and was responsible for setting the overall agenda for the network and forpromoting effective deployment of skills across network units. The presentations describe the accomplishments, ongoing work, direction, organizational structure, and collaborative efforts of each department.

Note that the transition from FPDVP to the new FPSI network was staggered. Although it technically began in 1997, much of the transition had not been completed by the time Rischard left the FSDVP/FPSI to begin his new role as Vice President of Europe (EXTEU) in the summer of 1998. Rischard continues to refer to himself as FPDVP in his correspondence and does not begin a new folder reflecting the creation of the new network.

Vice President, Africa Regional Vice Presidency (AFRVP) chronological correspondence files

This series contains chronological correspondence files sent and received by Madavo during his time as Vice President of the Africa Regional Vice Presidency (AFRVP). Note that when Madavo was named Vice President in 1996, it was as co-Vice President with Jean-Louis Sarbib. A small amount of the correspondence in this series is either authored by both Madavo and Sarbib or is authored by Madavo on correspondence with letterhead naming both Vice Presidents.

Records in this series relate to the various responsibilities of the AFRVP, including: the development and review of lending operations in the Region; reviewing country strategies; handling high-level communications with member countries; operational policy making; high-level staffing; and support of the Office of the President.

Correspondence in the "Letters" section of the chronological files contains correspondence sent or received by Madavo primarily to external parties. These include: member government officials including country leaders, ministers,and ambassadors; external organizations including NGOs and multilateral organizations; and Bank executive directors. Some of the correspondence is authored by Madavo on behalf of World Bank President Jim Wolfensohn. In addition, a small amount of correspondence in this section is with Bank staff including President Wolfensohn; these often take the form of briefing notes in advance of meetings with external individuals or groups. Topics of correspondence in the "Letters" section are varied. They include: combatting corruption; conference planning and attendance; debt and the Heavily Indebted Poor Countries (HIPC) initiative; HIV/AIDS; planning visits to countries; and collaboration with external organizations. Other correspondence relates to requests for support from external parties, invitations to events, and the dissemination of information.

The "Office Memoranda" section of the chronological files contains correspondence sent or received by Madavo to Bank staff. Topics include: debt reduction; capacity building; proposed and ongoing country projects and technical assistance; budgeting; review of Bank programs; country office audits; Bank operations in conflict areas; conference attendance; country program development and monitoring; staff recruitment and appointments; operations policy development and implementation; travel planning, logistics, and expenses; and the Special Program of Assistance for Africa (SPA). Correspondence includes mission reports and reports on country economic and political developments.

The sections of the chronological files titled, Notes, Electronic Messages/Emails, Miscellaneous, and Travel are relatively small compared to the Letters and Office Memoranda sections. The Notes section generally contains updates and briefing materials addressed to President Wolfensohn, Bank Managing Directors, or other VPs. The Electronic Messages section generally contains short messages related to administrative matters, attendance at meetings or events, travel logistics or expenses, and expressions of gratitude. The Miscellaneous section contains travel expenses, invoices, and statements of expenses as well as reference materials and correspondence related to staffing. The Travelling section contains travel invoices and statements of expenses.

Vice President of South Asia Region chronological files

The series consists of outgoing memoranda written by Stern while he served as Vice President of the Bank's South Asia Region (SAR). Some memos are addressed to the World Bank President McNamara and others to senior managers and managers in SAR. The series also includes letters and telexes to the regional missions and government officials in South Asia, notably India and Pakistan. The records address such issues as the formulation of the lending programs for the region or its individual countries, the review of individual projects, operational policies and procedures, cooperation with the Central Projects Staff and the Development Committee, and staffing and budgeting.

Vice President and Senior Vice President of Operations chronological files

The series contains internal memoranda to the World Bank Group President, the Regional Vice Presidents, other senior managers, and the Executive Directors for the period in which Stern was Vice President and Senior Vice President, Operations.

Issues covered relate to: the formulation and review of regional and country assistance strategies and lending programs and of structural adjustment loans and selected individual projects; operational policy and procedure; World Bank-International Monetary Fund collaboration; budgeting; and analyses of current initiatives, such as the China program, the Brandt Commission, energy development, and International Development Association (IDA) replenishments.

While Stern served as Senior Vice President from 1980 to May 1987, there is a gap in the chronological records for 1987; the series contains only seven items dating from 1987.

Verification files

This series contains correspondence related to fact and footnote verification. Series contains files for some subjects in Volume I and some chapters of Volume II. The subject verification files contain copies of internal Bank documents or articles that were located during the verification process and are often marked with the footnote numbers to which they provide verification. Verification files for only three of the Volume II chapters exist.

Utilities Projects Department research and studies

Series consists of records relating to a report that Jennings led focusing on the financial analyst function in the World Bank entitled "A Study of the Financial Analyst Function in the Bank". The report was undertaken in response to a recommendation in the November 1974 Staff Development Report. Staff from sector departments in the Bank's regional vice presidencies participated in the study. Records include: a draft of the final report; comments on the draft report from various Bank staff; Terms of Reference (TOR) for the report and Jennings' participation; the questionnaire used in the writing of the report; questionnaire distribution list; and memoranda.

Series also includes records relating to the authoring of a report entitled "The Purpose and Form of Financial Covenants in Public Utility Loans and Credits" which Jennings participated in. Included are two draft versions of the report dated February and June 1976, respectively. Memoranda discussing the topic and the report are also included.

Urban Poverty Program files

Series consists of records created and received by the Urban Operations Review and Support Unit (URBOR) and related to the Urban Poverty Program. Records relate to the various objectives and activities of the Program, including defining, identifying, and quantifying developing countries? urban poor; identifying urban poverty target groups; estimating poverty incomes levels; creating lending policy; developing guidelines on project implementation and review; setting targets; and measuring impacts. Series iscomprised of chronological files consisting of correspondence, memoranda, and reports dating from the beginning of the Task Group?s existence in July of 1975. Included is a memorandum entitled ?Bank Action Program to Attack Urban Poverty? submitted to President McNamara by Warren C. Baum, Vice President, Central Projects Staff, on July 11, 1975, as well as two early ?Action Program and Interim Reports? submitted by Edward V. K. Jaycox to Warren C. Baum; these are dated Oct. 23, 1975, and March 29, 1976. Other interim reports and project reviews submitted between 1976 and 1981 are also included, as is feedback on the reports from Department staff. Reports and memoranda submitted to the project Chairman from internal and external offices are contained. Memoranda from the Bank?s regional offices? Chief Economists reporting on their efforts to combat urban poverty and offering feedback on the Group?s reports and memoranda are included. A small amount of meeting minutes and notes are included, as are photocopies of newspaper and journal articles.

There are also records from the Office of the Director of the Public Utilities Projects Department (PBPDR) and the Office of the Director of the Energy, Water and Telecommunications Department (EWTDR), between 1975 and 1977, concerning the Urban Poverty Program?s Urban Poverty Task Group. Files contain correspondence by Yves Rovani (director, PBP, then EWT), Richard N. Middleton (Sanitary Engineer) and John M. Kalbermatten (Water and Wastes Advisor), as well as with divisions in the regional projects departments, including regional chief economists, dealing with water supply and sewerage issues. Correspondence generally deals with the implementation of the Urban Poverty Program, specifically the impact of water supply and sewerage projects or operations and sanitation lending on the urban poor, and EWT's input into the water supply and wastewater aspects of the Task Group's work.

Urban development reference subject files

Series consists of reference materials created or received by the Water Supply and Urban Development Department (WUD) and, more specifically, the Water Supply and Urban Development Department Operations Support and Research Unit (WUDOR).

The majority of the records within this series are published and unpublished research and discussion papers created by the WUDOR, World Bank regional offices, other World Bank departments, and external authors. External authors include consultants, academics, NGOs, and other multilaterals, such as United Nations Center for Human Settlements (HABITAT), United Nations Development Programme (UNDP), and the Organization for Economic Co-operation and Development. Topics of these papers relate to urban-rural relations, urban development strategy implementation, housing and shelter, municipal finances, spatial policy, urbanization, urban infrastructure, rent controls, electricity and energy pricing, participant/observer project evaluation, structural adjustment, urban transport, project budget management, and urban population. Records include background and theoretical papers as well as papers specific to individual countries and regions; all regions are represented, although African countries are most common. A small percentage of records relate to topics that are not directly related to the urban development sector, such as agriculture, healthcare, education, rural development, and water.

Series also includes a small amount of records created and used during the research and writing of World Bank-authored papers, including memoranda, back-to-office reports and consultant terms of reference.

Other types of papers included in the series include small numbers of regional strategy papers, project proposals and summaries, loan committee reviews, country and project appraisal reports, mission notes, policy papers, research and discussion paper drafts, project case studies, research proposals, program statistical data, Country Economic Memoranda, sector reports, conference papers, regional status reports, project monitoring reports and guidelines, and WUD annual reports for 1984 and 1986.

United States Agency for International Development (USAID) CGIAR files

The series consists of records created and collected by the Associate Director (Research), Office of Agriculture, Technical Advisory Bureau, of the US Agency for International Development (USAID). The majority of the records relate to the first five years of the CGIAR. The series contains two types of files: chronological correspondence files and files relating to specific meetings and conferences.

The correspondence files are exclusively related to communication between USAID and the CGIAR Secretariat. Subjects of the correspondence include: International Agricultural Research Centers (IARC) appraisal, IARC financial practices and policy, and deliberations on and accounting of USAID funding. Records include: CGIAR meeting summary of proceedings; reports authored by the CGIAR's Technical Advisory Committee (TAC); CGIAR reports and records distributed to member countries for informational purposes; and materials related to International Centers Week (ICW). A small amount of correspondence sent within USAID departments on the topic of the CGIAR is also included in these files.

The majority of records relating to meeting or conference attendance relate to CGIAR's annual ICW meetings. A number of other USAID-CGIAR meetings are represented as are meetings of the CGIAR North American donors. Further, meetings relating to agricultural research that do not directly involve CGIAR but which are attended by USAID representatives are also present in small number. Records relating to meetings or conferences attended by USAID representatives include meeting agendas, minutes, summary of proceedings, and supporting documents. Also included are meeting and conference summaries authored by USAID attendees as part of their reporting responsibilities. A small number of Action Memoranda composed in response to issues raised and the subsequent need for deliberation are also included.

United Nations Conference on Trade and Development (UNCTAD) Files of the Special Representative to the U.N. Organizations in Geneva Relating to Least Development Countries (LDCs)

Included in the series is the 1982 correspondence between L. Peter Chatenay while assigned to the International Relations Department (IRD) and Representative Mahmud Burney regarding Bank/UNDP/UNCTAD cooperation on Least Developed Countries (LDC) issues and meetings attended on LDC issues. Correspondence between the two concerning LDCs continued after Chatenay succeeded Burney as Representative and Burney was designated Senior Adviser, U.N. Affairs, IRD. Also in the series is Chatenay's correspondence with other IRD officials and Representatives Siebeck and Baneth's correspondence with Bank Headquarters and U.N. officials on various LDC issues and the Second United Nations Conference on the Least Developed Countries held in Paris on 3 March 3 1990 - 14 March 1990. Copies of statements made by Bank officials at the Conference are part of the series.

Unit budgeting and administration

Series contains records related to the budgeting and administration of the Office of the Vice President and its departments responsible for the external relations function in the World Bank. Records are predominantly from the 1970s and 1990s and include outgoing memoranda, reports, handwritten notes and ledger sheets in preparation for fiscal year business planning. The series also contains memoranda and notes relating to personnel administration and budget correspondence files of Information and Public Affairs (IPA) Directors Lars J. Lind (1967 to 1972), and John Merriam (1973 to 1974), which provides contextual information about IPA's organization and activities.

UNDP/World Bank Energy Sector Programs management and donor coordination

Series consists of records related to the management of the joint United Nations Development Programme / World Bank Energy Sector Assessment Program (EAP) and the Energy Sector Management Assistance Program (ESMAP). The Bank's Energy Department (EGY) was the executing agency of both the EAP technical assistance program (in existence from 1980 to 1987) and ESMAP, created in April 1983 as a companion to EAP to follow up on energy assessments. Records in the series were created by the Office of the Energy Director (EGYDR) and Office of the ESMAP Manager (ESMMR), positions that were merged after the January 1993 reorganization. Records in the series were also maintained by EGY divisions and successor units. The body of records reflects liaison activities with EAP and ESMAP cosponsor UNDP, organization of ESMAP donor annual meetings, donor coordination, fundraising, and ESMAP governance.

Donor coordination

A substantial portion of records in the series concerns relations with donors, financial contributions, and cofinancing (1981 - 1997) for EAP and ESMAP activities. Donor files represent the energy units' liaison with government development agencies of Australia, Austria, Canada, Belgium, Denmark, Germany, Finland, France, Japan, Netherlands, New Zealand, Norway, Portugal, Sweden, Switzerland, Spain, United Kingdom, and the United States. Multilateral donor coordination files include African Development Bank, Asian Development Bank, Commission of European Communities (EEC), International Labor Organization, and Nordic Development Bank. A small set of records (1994 - 2005) related to the management of ESMAP trust funds indicate the trust fund number and/or Bank project number and are organized by government donor, then name of the specific ESMAP project financed.

Internal memoranda are primarily between the Bank's energy divisions (Energy Strategy and Pre-Investment Division II [EGYS2], successor Energy Efficiency and Strategy Unit [IENEE] and others) and include Terms of Reference (TORs) and back-to-office reports (BTORs) of donor visits and consultations, summaries of meetings, discussions about financing and cofinancing, funding allotments, proposals for activities, eligible countries for cofinancing, and other matters. Letters and cables between EGY and donors communicate contribution amounts, lists of activities financed or cofinanced, special assignment agreements, recruitment of staff and consultants, and other administrative matters. Other records are occasionally attached to the correspondence including: ESMAP project reports such as Activity Initiation Briefs (AIBs), assessment aide-memoires, financial data tables, project proposals, meeting agenda, Memorandum of Understanding and Letter of Agreement drafts or copies, externally printed material of donor organizations, and reports dating from 1981.

There are also several general donor files (1983 - 1992) and individual files regarding cofinancing (1983 - 1987), Consultants Trust Funds Program (1990 - 1991), ESMAP Financial Committee (1992), Energy Education Donors Conference in Cote d'Ivoire (1990) and Energy Research Donors Meeting (1990).

Liaison and coordination with UNDP

Records in the series also reflect coordination with EAP and ESMAP cosponsor, UNDP through the UNDP Division for Global and Interregional Projects and UNDP regional offices (1984 - 1996). Letters and facsimiles between UNDP and the Energy Assessment Division (EGYEA), later Office of the ESMAP Manager (ESMMR) and other successors, cover various management issues of the joint energy programs, such as the distribution of reports, recruitment of personnel, work program and financial support of ESMAP activities, ESMAP country studies, discussion of bilateral donor contributions, and support of the ESMAP governance bodies. Internal memoranda include summaries of meetings and joint UNDP and donor meetings, BTORs, and ex-post evaluation. Records filed with the correspondence are project proposals and reports, task descriptions, draft MOUs, financial reports, and other items.

Annual ESMAPmeeting coordination

Records also relate to the organization of ESMAP annual consultative meetings (1987 - 1991) that were mostly created by the Energy Strategy, Management and Assessment Division, Industry and Energy Department (IENES) donor relations manager and IEN Director's Office. Included are: draft and final summary of proceedings sent by the director to IEN staff; statements by IEN and UNDP directors; transcripts and aide-memoires for certain meetings; invitations and post-meeting follow up letters to donors and recipient representatives sent by the IEN director; letters, facsimiles, telexes regarding responses of invitees and administrative arrangements for meetings; provisional and final list of participants and agenda; background discussion reports (some authored by UNDP); and internal memoranda in the form of BTORs outlining donor relations manager and IEN senior management missions to ESMAP donor countries and multilateral donors. Other memoranda from IENES donor relations manager to IEN divisions and UNDP outline discussions with donors and multilateral meetings.

The series also contains records related to the ESMAP in the Nineties Commission set up in 1990 and the subsequent formation of a structured governance body in the form of the ESMAP Consultative Group (CG) and the Technical Advisory Group (TAG) in 1991. Files include agenda and minutes of the first meeting of the commission in May 1990 as well as position papers, background material on work program and donors, proposal for the committee, and internal memoranda. Memoranda concerns internal and external peer review, nominations of the Natural Gas Development Unit (IENGU) chief for individuals to serve on the panel, notes for a second commission meeting prepared by IENEE, and meeting preparations.

ESMAP governance relations

ESMAP CG and TAG meeting records were maintained by the executive secretary for the ESMAP secretariat, former donor relations manager, until around 1992 when the executive secretary position was eliminated. They were also kept by ESMAP manager and IEN Office of the Director. CG records (1991 - 1996) include letters of invitation from CG Chair and Vice President V. Rajagopalan and responses with discussion of agenda, reports distributed for meetings, agenda, list of participants, minutes, transcripts, and communiques distributed to ESMAP staff. Technical Advisory Group records (1991 - 1992) relate to planning the inaugural TAG meeting in July 1991 and subsequent meetings and contain draft and final Terms of Referencefor TAG, list of members, agenda, position descriptions, a briefing note on the genesis of ESMAP, and letters from the CG Chair, FDPVP to TAG members with attached meeting documents and pre-meeting notes, and letters from ESMAP Manager, later IEN Director Richard D. Stern regarding involvement in ESMAP activities. Internal memoranda, mostly between Finance and Private Sector Development Vice Presidency (FPD) and IEN, covers topics such as the status of implementation of the commission's recommendations, meeting arrangements, and TAG membership with attached biographical notes and curriculum vitae.

Reports and other program management records

The series also contains a set of ESMAP Annual Reports (1987 - 1997), audit report with related correspondence (1992), evaluation report jointly authored by the governments of Canada and the Netherlands (1988), commission report on ESMAP (1990), and periodic Information and Status Reports (1987 - 1990) that describe current and prospective activities and priorities and provide statistical data.

The series also contains a set of various reports (1984 - 2002) likely collected for reference, including: proceedings and reports of ESMAP workshops and seminars and jointly organized workshops between ESMAP, sector and regional units; final and draft ESMAP country proposal numbered reports; ESMAP technical working papers; Energy Development Information Note reports; Board reports; regional sector unit reports; internal discussion papers on financial and trust fund matters; meeting files; external reports; and reprint of the 1960 International Development Association (IDA) Articles of the Agreement.

UNDP project administration

Series consists of records related to UNDP projects for which the Agriculture and Rural Development Department (AGR) was the executing agency. Projects date from between 1977 and 1992. Records relate to project planning, project budgeting and review, workshop planning, and hiring and management of consultants. Records primarily consist of correspondence between AGR staff and UNDP staff, country representatives, consultants, and other Bank staff. Other records include Project Documents, Preparatory Assistance Documents, copies of contracts, Terms of Reference, back-to-office reports, and reports.

Also contained are budget revision records for UNDP projects dating from 1986 to 1992. Records date from 1992 to 1998. Revisions consist of originals, signed by both the World Bank and the UNDP, and are unattached to any other records. However, some of the records are attached to correspondence to or from the UNDP or to the Bank's Legal Department (LEG) or Controller (CTR). A small number of complete project contracts are also included.

Trust Fund management and oversight

Series consists of records related to ESSD's role in providing management, oversight, and resource allocation for those trust funds that involve ESSD sectors. Records relating to trust funds provided by Denmark (TF024153), Norway (TF0231295), and Italy (TF023333) are the most numerous. Records related to Denmark are dated from 1996-1997 and 2000 and include: proposals; trust fund agreements; budget requests; initiating briefs; and correspondence between ESD and Danish government ministers. Records from 2000 relate to a proposal for a possible second phase of the Danish ESSD Trust Fund. These records include a proposal by SDV to the Government of Denmark as well as debriefing and consultation notes and a copy of Denmark's Development Policy (2000). Records related to Italy include correspondence between Bank officials (including the Bank President and ESSD Vice President) and Italian officials including their American Ambassador. Also included is background material on the Trust Fund for Culture and Sustainable Development for which Italy provided funding. Records related to Norway include funding proposals by SDV as well as other Bank units external to ESSD. Also included are records relating to the Norwegian Trust Fund for Environmentally and Socially Sustainable Development (NTF-ESSD). These records include: status reports; reports; meetings notes; and background information on the Bank-Netherlands Partnership Program related to Water Resources Management. A small amount of correspondence from 1999 related to a proposed Social Development Trust Fund funded by Japan is also included.

Records relating to funds managed or overseen by ESSDVP are also included. Records related to the launch and subsequent Donor Councils of the Critical Ecosystem Partnership Fund are included; correspondence related to this Fund is also included. In addition, the series also contains correspondence files for the Prototype Carbon Fund.

A variety of records related to the general management of ESSD-related trust funds is also included. These include: records related to fund allocation and transfer; a list of task managers and division chiefs for specific, ESSD-related trust fund projects; and notes, slides and announcement emails for a Trust Fund Awareness Training program organized by the ESSDVP.

Trip diaries

Electrostatic copies of typewritten accounts by Louise Woods of official and personal trips. The files on some of the official trips can be found in the records of George D. Woods. The descriptions are exclusively of social events, such as dinners, receptions, shopping trips, and sightseeing. Some descriptions illuminate the personalities of persons who accompanied the Woods on the trips or were met by them.

Travel files

The files in this series contain Mr. Preston's travel itinerary; briefing books that include background on the country's economy, the Bank's lending program, projects under execution, country profile and map of the country; schedules; meetings with Heads of States and representatives of member countries; minutes of meetings; arrival and departure statements; press statements; and outgoing letters to the government subjects.

The series contains both the files that the President used on the trip and the administrative files created by the President's office, most often by Gisu Mohadjer, an Executive Assistant to Preston, during the preparation for the trips. In some cases, there are Gisu Mohadjer files for a trip as well as files that appear to be the President's copy for use during the trip. Often the Mohadjer file will contain some briefing materials as well as logistical information.

The records include photographs from Mr. Preston's trips to Tanzania, Venezuela, Morocco, and India.

Travel files

The travel files are for foreign trips exclusively. They include both trips undertaken for specific operational purposes, such as raising funds for IDA and promoting bond issues in Part I countries and encouraging the establishment of development funds, banks and agencies, and trips undertaken for ceremonial activities, such as the groundbreaking ceremony of an Aluminum Smelter in Ghana. Individual trips files may include handwritten notes President Woods took during meetings with heads of state and other dignitaries, speeches, and frequently memoranda to files summarizing the purposes and highlights of important meetings, as well as invitations, acceptance and thank you letters, background or formal briefing papers on the politico-economic situation of the countries visited, itineraries, agendas, programs, flight schedules, information on lodgings and tourist attractions, maps, and newspaper clippings.

Travel briefings of staff assistants to the President

The series consists of the travel briefing files of three staff assistants for three trips during the McNamara Presidency. The first are the files of Sven Burmester, Special Assistant to the President, for the Middle East trip (Kuwait, Saudi Arabia, Qatar, and the United Arab Emirates) of March 5-16, 1975. The second are the files of Caio Koch-Weser, Personal Assistant to the President, for the West Africa trip (Nigeria, Ivory Coast, Liberia, Guinea, The Gambia, and Senegal) of November 1-15, 1977. The last are the files of Oliver Lafourcade, Personal Assistant to the President, for the trip to India and Pakistan, March 28-April 1, 1981. All of these trips also have briefing files in the President's travel briefs series.

Travel briefings

This series contains records related to President Conable's trips and attendance at meetings and conferences abroad and appearances and presentations inside the United States. The first file contains a table of travel undertaken by the President from September 1986 through September 1990, with columns for the dates, region visited, the country/state/city/town/field location visited, the purpose of the trip, meeting dates, and whether Mrs. Conable accompanied the President.

The files consist of travel itineraries background information on countries, briefing notes for meetings, arrival and departure statements and sometimes speeches, press conference briefings, remarks, schedules of meetings and appointments, agendas, correspondence with government leaders (including thank you notes), lists of government officials and biographical data, general background information on countries and governments, notes on projects and field visits, and maps of the country. A videotape is included on Conable's trip to India in November 1987.

Travel briefings

This series contains the briefings prepared for President McNamara's official trips. It includes notes by McNamara, some handwritten; correspondence with senior staff and government officials; and staff reports on visits.

The briefings consist of schedules, airport statements, government lists and biographies, lists of topics for discussion, basic data and maps, background information on the political and economic situation and the Bank's operations in the country visited and, for Part II countries, aid programs and IDA contributions. Schedules, statements, biographies, and topics for discussion are often annotated by McNamara, some heavily. If the trip included more than one country, the first file may include general information on the region. While most files contain a full briefing, a few files include only the list of persons visited or a schedule.

The 1980 files on an African trip include a file of Mrs. McNamara's activities. The series includes one photo from McNamara's trip to Peru in 1976.

These files are valuable for any researcher looking at the Bank's relationship with a country. The rich analytical material in the briefing file pulls together the Bank's information on a country at a particular date which, when supplemented with McNamara's notes, give a snapshot of the country's stage of development and its political climate.

Transportation, Water and Urban Development Department Urban Development Division chronological files

Series consists of records related to Tim Campbell's work as Principal Urban Sector Specialist and Head of the Urban Partnership in the Transportation, Water and Urban Development Department's Urban Development Division (TWURD). Series consists almost exclusively of correspondence, the majority of which are incoming. Records contain correspondence with external agencies, institutions, and government representatives and include but are not limited to: the Inter-American Development Bank; the World Economic Development Congress; the Organisation for Economic Co-operation and Development (OECD); the United Nations Centre for Human Settlements; the World Conference of Mayors, Inc. Correspondence with government agencies and embassies of Switzerland, Great Britain, Sweden, Denmark, and Ecuador is also included. Transparencies for Presentations Made by the Directors-General, Operations Evaluation

Series consists of transparencies and/or transparency master (hard) copies prepared for presentations made by the Director-General, Operations Evaluation (DGO), within the Bank and to external groups. Most of the presentations dealt with the role played by OED in supporting the Bank's development agenda. Some of the transparencies are accompanied by copies of speeches or presentation outlines.

Transition Correspondence

This small series contains President's Conable's correspondence at the time of his appointment as President of the World Bank and for the first few months of his term. The records include congratulations, thanks, job inquiries, and letters from persons advertising their services, and the correspondents include both friends and institutions such as commercial banks. The series provides an interesting view of the type of approaches made to an incoming President.

Transition briefing files

This series consists of briefings prepared for A.W. Clausen upon his inauguration as the World Bank's President in July 1981 and Clausen's copy of briefings on Bank operations prepared in 1986 for the Presidential transition from Clausen to Barber Conable. The files provide a broad overview of the Bank's structure and functions, as well as the status of World Bank's projects throughout the world.

The 1981 briefings on the Bank itself describe the origins, purpose, objectives, and current status of the various Bank entities, including the Financial complex, Operations, Development Policy Staff, World Bank Group Staff Association, Secretary's Department, Legal Department, Central Projects Staff, External Relations, Compensation, and the Administration, Organization and Personnel Complex. Also included are briefings on the International Finance Corporation (IFC) and on Bank/Fund collaboration.

Regional briefings summarize the history and current status of development projects throughout the world. They are arranged by region, and then by country, and typically summarize the political background, economic structure, development policy, future prospects, and the Bank's role in development. Included are briefings on Europe; Eastern Africa Region; Western Africa Region; Europe, Middle East and North Africa (EMENA); East Asia and Pacific Region; South Asia Region; and Latin America and Caribbean Region.

The briefing on Operations prepared in 1986 for in-coming President Barber B. Conable provides an overview of the Operations Policy Staff and the Energy and Industry Staff. It also gives the history and status of Bank operations in EMENA, East Asia and Pacific, South Asia, West Africa, Eastern and Southern Africa.

The series includes background material dating back to 1970.

Training, conference, and workshop records

Series consists of records created and compiled by Shelton Davis from the various training sessions, conferences, and workshops related to indigenous communities, social development, sustainability, and environmental issues. Series includes planning documents, handwritten notes, correspondence, presentation and training materials, reports, manuals, and audio-visual materials. This includes VHS tapes from the training seminar Indigenous Peoples held in October 1992, which Davis organized, led, and participated in as the Senior Sociologist for the Environment Department (ENVAP). Two audio-cassette tapes contain a similar presentation given by Davis for the United Nations. Seminar documents, reports, and presentation notes from the seminars Indigenous Knowledge Systems and Institutions in Africa, June 1, 1995 and Indigenous Peoples and Economic Development in Asia, May 29, 1996 are also included from Davis's time as Principal Sociologist with the Social Policy and Resettlement Division (ENVSP).

The series also contains records from the years Davis served as Sector Manager in the Environmentally and Socially Sustainable Development Unit , Latin America and Caribbean Region (LCSES), 1998-1999, and the Sector Manager in the Social Development Unit, Latin America and Caribbean Region (LCSEO), 2000-2004. This includes handwritten notes, agendas, minutes, training session records, and presentation transparencies related to the workshops devoted to operational directive "OD 4.20 - Indigenous Peoples" and operational policy "OP 4.10 - Indigenous Peoples" in 1999 and 2002. Agenda, minutes, correspondence, and reports are also included for multiple planning meetings and workshops such as the Indigenous Peoples and Human Development Project Design: A Technical Workshop, February 24, 1999; the Indigenous Peoples and Social Sector Projects Workshop, April 11-12, 2000; and the Ethnicity and Health Equity - Expert Group Meeting, June 18-20, 2001. A topical file containing "Safeguard Policies - Instructor's binder" is interfiled among other workshop materials. The series also consists of CDs and VHS tapes from many training sessions, conferences, seminars, and workshops organized and held in the Latin America and Caribbean Region from 2000 to 2004. The CDs contain digital training records, agendas, images, and reports related to indigenous rights, resettlement, social development, and sustainable development. Each CD is typically specific to one country, project, or issue. VHS tapes produced by the World Bank related to specific Bank-funded projects or training seminars, conferences, or workshops are also included.

Training material

This series contains records relating to two projects that were part of the UNDP (United Nations Development Programme)-World Bank Water and Sanitation Program (UNDP-World Bank WSP) that supported the United Nation's 1981 - 1990 International Drinking Water Supply and Sanitation Decade (IDWSSD). The two projects are the Information and Training Program in Low-Cost Water Supply and Sanitation (INT/82/002) and the International Training Network (ITN) for Water and Waste Management (INT/86/027). These projects were responsible for developing and delivering training modules geared toward water sector personnel and non-water professionals on topics concerning low-cost alternative technologies, sanitation (e.g., ventilated pit latrines), economic appraisal of projects, user participation, health aspects of water supply and sanitation, sanitation technology solutions, wells and handpumps, water distribution network, water and waste treatment, hygiene education, gravity-flow water supply, rainwater roof catchment systems, institutional and financial aspects, and many more. The goals of these training projects were to promote and deliver training on technical aspects, management, administration, finance, community development, and project support communications.

The training projects produced three major training packages for three primary stakeholders: the Decision Package for policy and senior government leaders; the Technical Package for students and sector professionals; and the Community (User) Participation Package for community workers and project staff.

UNDP financed the projects in cooperation with international agencies, while the World Bank (Bank) was responsible for project execution through the Technology Advisory Group (TAG) for technical assistance. The Bank's responsibilities included but were not limited to coordinating the recruitment process, agreements, feasibility studies, in-country training, project description drafts, course curricula design, etc.

Some of the key individuals mentioned in this series include but are not limited to Letitia Obeng, Saul Arlosoroff, Richard N. Middleton, and Mary Elmendorf (anthropologist/consultant, 1975-1996).

Materials include but are not limited to foundational records to prepare and produce the training modules; translations; progress and review reports; correspondence and memoranda; administrative files; conference and workshop files; photographic prints; and audiovisual items (e.g., magnetic cards, flexible disks, 35 mm color slides, and cassette tapes).

This series also contains records related to other initiatives: Research and Development in Integrated Resource Recovery (GLO/80/004) and TAG's collaboration with the UNDP's Women and the Decade Project (INT/83/003). It contains information about the promotion and support for women's participation in the United Nation's 1981 - 1990 International Drinking Water Supply and Sanitation Decade (IDWSSD) and the development of low-cost sanitation projects and training modules created by the Bank's EconomicDevelopment Institute (EDI).

Tokyo Office chronological files

Series consists of correspondence created and received by Frank Vita while serving as Deputy Chief of Mission in the World Bank's Tokyo Office between 1984 and 1985. The Tokyo Office primarily existed to assist in the Bank's borrowing program in the Japanese capital market. It also assisted in the dissemination of information on World Bank activities in Japan. Records include: briefing notes; speeches and presentations; policy and guideline papers; newspaper and magazine clippings related to Japan and its banking system and financial markets; and capital market studies. Correspondence in this series relates to: Tokyo Office administration, budgeting, and staffing; Tokyo capital markets; and currency swaps.

Third System Review

The series consists of records related to CGIAR's Third System Review conducted in 1996-1998. The Review's purpose was to assess the role, relevance and future directions of the CGIAR System and make recommendations for improving its overall effectiveness. Its focus included, but was not limited to:

  • Mission and strategy: mission, scientific orientation, goals, principal activities, priorities, and strategies of the System

  • Governance and finance: roles and responsibilities of System-wide units, System-level management processes (priority setting, resource allocation, evaluation); funding modalities

  • Operational effectiveness: quality, relevance, and efficiency of the science practiced by the centers; partnerships; structural considerations.

The Review was conducted by an external panel which was supported by separate Working Groups and facilitated by a secretariat. The series contains Review Panel meeting minutes along with extensive background readings and other supporting materials. Indexes for meeting-related materials are included. Series also contains correspondence related to the System Review. Correspondence relates to the selection of Panel and Working Group members as well as meeting and conference planning and requests for comments on Review-generated reports. The series also contains a file of reports commissioned by the Review Panel as well reports created or collected by the Panel. Finally, the series contains a copy of the Review's final report, The International Research Partnership forFood Security and Sustainable Agriculture, dated October 8, 1998. A draft of the final paper by the Specialist Panel on Governance and Finance (August 24, 1998) is also included.

Technical assistance

The series contains records relating to technical assistance projects that were managed by the International Relations Department's Technical Assistance Division (TAD) and its predecessors. The functions of technical assistance coordination and United Nations liaison were the responsibility of the Technical Assistance and Liaison Department (TAL) from 1946 to 1961. TAL was terminated in 1961 and these functions were transferred to the Technical Assistance Division (TAD) of the Development Services Department and subsequently to the External Relations Vice Presidency as part of the newly formed International Relations Department (IRD) in 1973. Records in this series are predominantly from 1973 to 1983.

The majority of the records in this series relate to technical assistance projects that are almost entirely funded by the United Nations Development Programme (UNDP) or its predecessor, the UN Special Fund (UNSF), but administered and executed by the Bank. A very small portion of the series relates to technical assistance directly supporting Bank Group lending operations.

Records document TAD and its successor TAL's role in coordinating technical assistance between the Bank's operating departments and UNDP and UN or, for Bank-funded projects, between project consultants and Bank departments. Records consists of correspondence and supporting documents that cover the appraisal and negotiation of proposed projects in addition to the project's administration. Topics include: payments and use of funds; budget revisions; TA consultants contract arrangements; and project evaluation and reporting.

Correspondence is between TAD and the respective World Bank regional or sector departments or vice presidencies, UNDP and other UN officials, senior government officials, and project manager consultants and includes copies of outgoing memoranda, letters, telexes and cables. The correspondence is filed with project documents and includes: proposals and plan of operation; contracts; externally-produced reports, many issued by UNDP; Bank project evaluation draft reports and final reports; newspaper clippings; and occasionally plans and diagrams. A portion of country files that are labelled 'Miscellaneous' contain correspondence and supporting proposals for projects requested by the government for UNDP assistance and were sent by UNDP officials for Bank comment.

Also included in the series are IRD correspondence files relating to general technical assistance administration and procedures. Records include copiesof outgoing memoranda between IRD senior staff including Director Shirley Boskey and successor Shahid Javed Burk as well as TAD Chief Vincent J. Riley, senior advisors, and other Bank staff. Some correspondence is authored by IRD Directors or other senior staff to be sent by World Bank President McNamara or Clausen, or Vice President of External Relations Jose Botafogo. A portion of the correspondence is also with external bodies including UNDP officials. Series also contains semi-annual reports on the Bank's technical assistance activities and other ad hoc reports as well as files related to UNDP's annual General Council meetings (1975-1976).

Although the technical assistance function was transferred from IRD to the regional vice presidencies in 1981, a few correspondence files in this series extend to 1986 and reflect IRD's continuing function in advising on operational activities with UNDP and UN bodies. Files from this period contain copies of outgoing memoranda and reports about technical assistance projects managed by UNDP, discussion of the relationship of technical assistance advisors with UN Resident Coordinators, and communication on country projects as well as a copy of World Bank Technical Paper WTP23 "Twinning of Institutions: Its Use as a Technical Assistance Delivery System", released in 1984.
