Contained in this series are memoranda and copies of Bank-wide issuances concerning the Bank's Reorganization of 1972 as it affected the Economics Department and, after the reorganization, the Development Policy Staff. The notebook appears to have been maintained first by P. D. Henderson and, after the reorganization, by Alexander Stevenson, the Director of the Development Economics Department (DED). Among the contents are: November 1971 memoranda to Henderson from Economics Department managers with their thoughts on possible future organizational structures for the Bank; copies of December 1971 memoranda from Mohamed Shoaib (chair of the Organization Study Steering Committee) and Hollis B. Chenery to President McNamara with their reorganization ideas; Henderson's notes from the December 22, 1971 meeting of the President's Council; McNamara's January 7, 1972 announcement of a study of the Bank's organization and procedures; Henderson's correspondence from McKinsey, the consulting firm which helped with the study; a copy of the July 13, 1972 memorandum outlining the views of Mahbub Haq and Ernest Stern regarding the Bank's policy function; a copy of E. Lerdau's July 24, 1972 comments on Haq's and Stern's views; the August 10, 1972 announcement of the first phase of the restructuring; memoranda from various managers of the Central Economic Staff (CES) to Henderson with ideas as to how to reorganize CES; Henderson's September 30, 1972 draft of a memorandum from Hollis B. Chenery to President McNamara concerning responsibility for sector development policy; the October 16, 1972 announcement of the Development Policy Staff's organization; and other memoranda further refining the organization and staffing of the Development Economics Department in the Development Policy Staff.

The Committee of Twenty (C-XX), formally known as the Committee of the Board of Governors on Reform of the International Monetary System and Related Issues, was established by the IMF in 1972 to prepare a draft for a reformed international monetary system after the United States had announced in August 1971 that it was suspending the convertibility of the dollar into gold. The records in this series were compiled by Frank Vibert while he was working in the Policy Planning and Program Review Department (PPR) in the Office of the Vice President for Development Policy (VPD). The records primarily concern two of the Committee's Technical Groups: the Technical Group on the Transfer of Real Resources and the Technical Group on the Special Drawing Rights (SDR) Link and Related Proposals. The Bank was asked to participate in the secretariat function for the Technical Group on the Transfer of Real Resources, and Frank Vibert with Azizali Mohammed from the IMF formed the secretariat for the Group. Earnest Stern, Senior Adviser in VPD, was part of the Technical Group on the SDR Link.

The series contains copies of IMF and World Bank studies and other documents that were used as background materials for the Committee or that were drafted in response to specific requests from Committee staff; drafts of and comments from IMF and Bank staff on the Bank paper, Capital Flows to Developing Countries, that was prepared for the Committee; and the issues of the IMF newsletter, IMF Survey, that included articles regarding the Committee of Twenty. The files include: copies of President McNamara's correspondence with Ernest Stern and with C. Jeremy Morse, the chair of the Deputies of the Committee of Twenty; memoranda exchanged between Vibert and Stern; intra-VPD correspondence and other intra-Bank correspondence relating to the Committee of Twenty and the Technical Groups; Vibert's correspondence with IMF staff and with the chair of the Technical Group on the Transfer of Real Resources; copies of memoranda Vibert drafted for the chair's signature; and Vibert's copies of Stern's memoranda to the files regarding the SDR Link.

Records maintained for meetings of the Technical Group on the Transfer of Real Resources include: Vibert's correspondence relating to pre-meeting planning, copies of documents provided as background for the meeting discussions, lists of attendees, copies of the Terms of Reference for the Group, and Vibert's handwritten notes form the meetings. The files also contain multiple drafts and comments on the drafts of the Group's report.

Records relating to the Technical Group on the SDR Link include copies of World Bank and IMF documents provided the Group as background materials; copies of statements regarding the SDR Link made by heads of delegations to the Group; notes regarding SDR discussions with the United Kingdom and Germany; and various drafts of the Bank paper Bank Group Uses of SDR Link Resources.

The series includes records maintained by the Country Policy Department (CPD) and its subordinate divisions and units from 1981 to 1986. The records include correspondence and memoranda maintained by the CPD Directors, divisionalstaff, and unit staff. The records also include discussion papers, policy papers, and reports produced by the CPD divisions and units with comments for review.

The series consists of documents sent electronically within the Front Office, to other parts of DEC, and to other Bank organizations by economic and statistical advisors and other staff. A few of the documents were sent by Mark Baird, DECVP [Director, Development Policy]. Included are comments on Country Assistance Strategy (CAS) papers, Initiating Memoranda (IMs) for loans and credits, Initial Executive Project Summaries (IEPS), the Unified Survey, and other papers received for review. Paris Club meetings are the subject of some of the documents.

This series contains the briefing books, travel documents, and travel-related correspondence for Senior Vice President and Chief Economist Nicholas H. Stern. The files include information on his trips to Washington, DC from March to June 2000 before he officially took charge as Chief Economist. Some of the files (e.g. those for brief trips to Boston, New York, London, and Ottawa) contain only travel documents (such as itineraries and e-mails regarding travel arrangements), but the more extensive files include briefing books containing: daily schedules and agenda; outlines of the objectives and themes for the visit or the Bank's strategy for a conference; biographical data on officials with whom Stern met; talking points for meetings; background information on and summaries of Bank projects in the countries he was scheduled to visit; copies of Bank documents (e.g. country assistance strategies, Implementation Completion Reports, OED evaluations of Bank projects, loan status reports) relating to the country visited; formal invitations to special events; copies of Stern's presentations and related Power-point slides; press releases; and extensive intra-Bank correspondence regarding trip plans and drafts of Stern's presentations. Many files include copies of Stern's Back-to-Office Reports to President Wolfensohn and Stern's own extensive notes from meetings. If Stern attended a conference, the conference documents (program, list of attendees, background documents) are included. If Stern accompanied President Wolfensohn on a trip (e.g. Brazil, March 28 - 29, 2003), a copy of the President's briefing book is in the files.

This series contains files on major issues of interest to the Vice President and Chief Economist and his staff. Most files contain documents compiled by DECVP Michael Bruno and by Mark Baird, Director of Development Policy in DEC, but some are from the administrations of former DECVPs Stanley Fischer and Lawrence Summers. Among the topics covered are: aid effectiveness; plans to relaunch and reform the Economic Development Institute in 1995; planning for the 50th Anniversary of the World Bank; and DEC presentations made to the Board and to President Wolfensohn.

Specific documents include: comments on drafts of a paper on aid effectiveness, prepared by the staff of the World Bank, in collaboration with the staff of the International Monetary Fund, for the 49th meeting of the Development Committee on October 3, 1994; memoranda on research proposals on aid effectiveness; a copy of Mark Baird's presentation to the IDA Deputies at a February 1995 meeting in Paris to discuss the Eleventh Replenishment of IDA; a DEC paper, dated April 1, 1994, on the contribution of research and training (EDI) to the work of the World Bank (filed under 50th Anniversary); summaries of brainstorming sessions, held in 1994 in conjunction with plans for the 50th Anniversary, on future issues facing the Bank; a copy of the DEC information package provided the Executive Directors when DEC made a presentation to the Directors on December 2, 1994 as part of the Executive Directors' Information Program; background notes used to prepare for a strategy meeting with President Wolfensohn on November 22, 1995 (filed under DEC strategy note); DEC memoranda and a February 1995 DEC report regarding the DEC review process of loans and country strategies (filed under lending); an October 1994 DEC Proposal to Restructure Funding of Non-Lending Services (filed under Non-lending Services); comments from Mark Baird and other DEC staff on items discussed at Loan Committee meetings; Michael Bruno's correspondence with the Deputy Director-General and the Director General of the World Trade Organization (WTO); briefing materials prepared for President Wolfensohn's July 6, 1995 meeting with the head of the WTO and the IMF; summaries of meetings the Chief Economist and DEC staff had with WTO staff; and comments on drafts of the guidelines for World Bank staff cooperation with the WTO.

Most of Fischer's outgoing letters and memoranda are accompanied by incoming communications. The majority of the letters in this series concern Fischer's contacts with fellow economists and professional and international organizations outside the Bank. Included are: Fischer's letters accepting and declining invitations to speak or otherwise participate in conferences, institutes, symposia, and professional meetings; his responses to letters suggesting topics for his future research and writing; and his responses to letters requesting Fischer's comments on papers and to letters commenting on his papers and other writing. Some incoming letters and memoranda contain Fischer's annotations regarding the response to be prepared.

The remainder of the series includes: Fischer's letters of invitation sent to academics and other outside economists to participate in informal workshops, seminars, and conferences sponsored (or co-sponsored) by the Bank; Fischer's thank you letters to participants following these events and to officials with whom he met during overseas trips; and occasional memoranda Fischer sent to individuals inside the Bank.

The series includes reprints of approximately 200 papers and essays authored by Bella Balassa on a wide spectrum of economic and trade issues including development strategy, adjustment policies, tariff policy and taxation, exchange rates and balance of payments, protectionism, and export policy and performance. Most of the papers and essays were initially presented by Balassa at symposia, conferences, institutes, and seminars held in the United States and abroad while he served as consultant to the Bank and as a faculty member at The Johns Hopkins University. A series of papers published between 1963 and 1966 were written while he was on the faculty of Yale University. Also found in the series is a copy of a Le Monde article of 26 April 1990 announcing the award of an honorary doctorate to Balassa by the l'universite de Paris, a copy of a letter Belassa sent to friends concerning the Sorbonne ceremony and other honors, and a copy of an article on Balassa that appeared in the March 1990 issue of The Bank's World.

These very loosely organized files appear to have been assembled, mostly in black binders, by de Tray for his personal use. Files (binders) were created for a 1985 mission to Jamaica he participated in to evaluate the effects of structural adjustment activities on major sectors of the Jamaican economy and a 1986 mission to Grenada he also participated in to meet with government officials in the national statistical office to discuss government survey needs and the possibility of monitoring a Living Standards Study. These files include copies of Back-to-Office Reports (BTOs) and other correspondence relating to the mission.

De Tray's Ivory Coast Living Standards Survey (ICLSS) materials, which consist mostly of technical data from the survey (1985-1987), include a Terms of Reference (TOR) and BTO for a 1983 project identification/preparation mission to Abidjan, Paris, and London for the ICLSS. A small number of reports, sampling plans, and prototype questions for the ICLSS are included for the 1983 - 1984 period. Correspondence concerning the French version of the ICLSS questionnaire, recommendations for questionnaire changes, and a report of a mission by a DRDLS staff member to Cote d'Ivoire to collect data from the ICLSS are included for the 1986-1987 period. De Tray also created a file for a 1985-1986 Bank study (RPO 673-84) (folder 1315128) of the determinants of children's nutritional status and morbidity in the Cote d'Ivoire for which he was principal supervisor.

De Tray's Ghana Living Standards Survey (GLSS) materials include his BTO from a February - March 1986 Technical Assistance mission to Ghana and Cote d'Ivoire to explore the possibility of undertaking a GLSS and to discuss a proposed seminar covering results from the 1985 ICLSS and an earlier 1979 consumption survey. Also included are other 1986-1987 BTO reports from missions relating to the GLSS including a September 17, 1986 report of a mission to Ghana de Tray participated in to finalize plans for the GLSS. Also included is correspondence with and mission reports from a consultant working on the GLSS.

A smaller amount of material is included for the Peruvian Living Standards Survey. BTO reports (1984) from missions to Peru to prepare for the survey and a proposal for a study of Education and Informal Sector Employment (1983) are among the documents assembled. The series also includes an undated draft proposal for an Egyptian Living Standards Survey, a December 5, 1983 BTO from a mission to that country to discuss the conduct of a Living Standards Survey, and some related material. De Tray also assembled some publications and other materials that appear to have related to his membership on the Task Force on the Annual Report on Bank Research. Found with this material is a copy of a paper he prepared in October 1984 entitled The Living Standards Measurement Survey which describes in detail the origin of LSMS at the Bank, the development of the survey design, planned analyses of data collected, and the survey plan for the Ivory Coast where the first LSMS was to take place.

This series contains the memoranda that Ernest Stern exchanged with President McNamara while he was Senior Adviser (later Research Adviser) and, beginning in April 1974, Director of Development Policy in the Office of the Vice President, Development Policy. The records consist of copies of Stern's memoranda to McNamara or to his immediate staff; copies of memoranda to McNamara from other Bank staff, especially VPD Hollis Chenery, that were copied to Stern; Stern's memoranda to Bank staff that were copied to McNamara; and memoranda and notes from McNamara or members of his staff to Stern. In many cases, Stern's original memoranda to McNamara were returned to him marked with the President's annotations or with a red stamp indicating President has seen. Stern's correspondence in this file predates his official appointment in VPD on November 1, 1972. Stern's memoranda transmit comments on papers prepared by Bank staff, suggestions for topics to be covered in briefing books prepared for the President, drafts of Presidential speeches, drafts of letters for the President's signature, and comments on correspondence received by McNamara.

The correspondence covers a wide-range of subjects: cooperation with the IMF; the establishment of the Development Committee and the Interim Committee; the Bank's response to the energy crisis; and the establishment of the Intermediate Financing Facility or Third Window. Filed at the end of the series are three items belonging to Stern's successor, Attila Karaosmanoglu: two October memoranda Chenery sent McNamara and copied to Karaosmanoglu and Karaosmanoglu's December 31 draft outlines for McNamara's annual speech.

These records were compiled by the Director of Development Policy in the Office of the Vice President of Development Policy. That position was held by Ernest Stern from April 1974 to September 1975, Attila Karaosmanoglu from October 1975 to June 1979, and E. Bevan Waide from June 1979 to 1982.

The Joint Ministerial Committee of the Boards of Governors of the Bank and the Fund on the Transfer of Real Resources to Developing Countries, better known as the Development Committee, was established in 1974 to advise the Boards on development issues and to coordinate international efforts to finance development. The Interim Committee of the Board of Governors of the International Monetary System, known since 1999 as the International Monetary and Finance Committee, was established by the International Monetary Fund in 1974 to advise the Board on the management of the international monetary system. The Group of Twenty-Four on International Monetary Affairs, now officially the Intergovernmental Group of Twenty-Four on International Monetary Affairs and Development, was established in 1971 to coordinate the positions of developing countries on international monetary and development finance issues to ensure that their interests were adequately represented in negotiations on international monetary matters. The chairman of the Group of Twenty-Four customarily addresses Development Committee meetings, and the Development Committee, the Interim Committee, and the Group of 24 normally meet at the same times during the year.

The series consists of four groups of records:

• 1. A general chronological file, 1977 - 1982, contains: a) correspondence between the Director, Development Policy and the Executive Secretary of the Development Committee, the Bank's liaison (Ernest Stern, Vice President of Operations) with the Development Committee, and other Bank managers, including President McNamara; b) copies of draft and final versions of Development Committee documents (agenda, press communiqu?s, reviews of Development Committeeperformance, annual reports, and work programs) forwarded to the Director of Development Policy or to the Executive Directors of IBRD.
• 2. Chronological files on meetings of the Development Committee, 1977 - 1980, contain agenda of meetings, copies of Development Committee documents to be discussed at the meetings, copies of President McNamara's statements delivered at Development Committee meetings, and memoranda from the Director, Development Policy or the Bank's liaison with the Development Committeesummarizing meetings. These files include some agenda for and documents considered at meetings of the Working Group on Development Finance and Policy, the Working Group on Access to Capital Markets, the Group of Twenty-four, and the Senior Officials of the Development Committee.
• 3. Files on committees and working groups generally contain agendas with copies of the documents to be discussed at the meeting attached, intra-Bank memoranda regarding the committee or working group, and reports and papers prepared by the committee, working group, or task force. Included are records for the Capital Markets Coordinating Committee, 1972 - 1977; the Working Group on Capital Market Access, 1975 - 1978; the Working Group on Development Finance and Policy, 1978; the Senior Officials' Meeting, September 1978; the Task Force on Private Foreign Investment, 1979 - 1981; the Task Force on Non-Concessional Flows, 1980-1981; the Group of Twenty-Four, 1978-1981; and the Interim Committee of the Board of Governors of the International Monetary System , 1978, 1980 - 1981.
• 4. Files related to Development Committee studies and reports include: correspondence, papers, and a report regarding cofinancing, 1978 -1980; a Bank study of aid groups sponsored by IBRD, 1978; a report on the implementations of the Special Action Program, 1978; the Joint Fund/Bank staff study on The Stabilization of Export Earnings, done at the invitation of the Development Committee and submitted to the Committee in 1978; and reviews of Development Committee performance, 1976 and1978.

This series consists of photographs created by or for departments responsible for the external affairs function in the World Bank. The majority of the photographs included here were managed by Information and Public Affairs Department (IPA) staff responsible for the Photograph Library. Photographs were taken by Bank staff or were received from other sources, including contracted photographers, country representatives, among others. The Photo Library loaned or provided copies of photographs to external organizations, including publishing companies, newspapers, magazines, governments, and academic institutions. Photographs were also used in Bank publications and other promotional displays and projects in the World Bank Group headquarters and field offices.

This series contains an extensive collection of country photographs documenting project sites, and loan and credit signing events. The majority of these photos document International Bank for Reconstruction and Development (IBRD) and International Development Association (IDA) projects from 1946 to 2001, but projects financed by the International Finance Corporation (IFC) between 1962 and 1981 (predominant 1978-1980) are also represented. Country photos may also include images of cities, villages, dwellings, people, streets and markets, transportation, and water supply. Photographs documenting membership signings of the IDA and the International Centre for Settlement of Investment Disputes (ICSID) are also included. The majority of these photographs are 8x10black and white prints mounted on cardboard, often with captions on the reverse. More recent images are 35mm color slides often contained in binders. Some of the IFC project images are black and white negatives.

Photographs of World Bank staff, including Bank Presidents, as well as Executive Directors are included in this series. Photographs are generally portraits but, in the case of senior staff and, especially, Bank presidents, images documenting activities, meetings, trips, and other important events are also included. Photographs are 8x10 black and white prints and are, in most cases, mounted on cardboard, occasionally with captions on the reverse.

Photographs of Bank-owned buildings, including those in Washington DC and, in lesser number, Paris, France, are included. Images are of building exteriors and also include building interiors and the office of President Robert McNamara. Photographs date from 1946 to 1982 and are black and white prints of various size, some of which are mounted on cardboard.

Photographs from the Bretton Woods Conference held at Bretton Woods, New Hampshire in July 1944 are also included. Photographs include images of various national delegations as well as notable attendees. A small number of group photos and photos of country representatives signing International Bank for Reconstruction and Development (IBRD) Articles of Agreement are also included. Note that these photographs were originally taken by press sources and by the Office of War Information of the United States Government. Photographs are black and white prints of various size, some of which are mounted on cardboard with captions on the reverse.

Photographs documenting the Bank's Annual Meetings are also included in this series. These photographs show prominent guests, Bank staff, speakers, and events and are included for every year between 1946 and 1986 with the exception of 1976. Annual Meetings from 1994 to1996 and 1998 are also included. The majority of photographs are black and white prints of various size, some of which are mounted on cardboard with captions on the reverse. Some of the photographs from the 1990s are color prints or slides.

A small amount of textual records relating to the management of the photograph library and procurement of photographs are also included. These records, dating from 1959 to 1968, primarily relate to hiring photographers to travel to Bank member countries and photograph ongoing Bank-funded projects. Many of these contracts are with photographers represented by Black Star Publishing Co., Inc., in New York, New York. Much of the series contains correspondence with Black Star as well as with the photographers themselves discussing contracts, logistics, and related matters.

Textual records in this series also include correspondence between staff in the Bank's Information Department responsible for photograph lending and external correspondents representing publishing companies, academic institutions, international organizations, etc. Correspondence generally concerns requests and logistics related to the loan of photographs from the World Bank photo library. These records date from 1966 to 1968.

The series also contains single copies of the Bank publication "Loans at Work". Included are copies from 1950 through 1967 with the exception of 1951, 1956, and 1966. These publications, which provide country and regional lending information but primarily consist of photographs, were maintained by the Photo Library staff. Some of the publications contain annotations next to photographs indicating where in their library the photograph was stored.

Slides and black and white prints of images used in the 1984 to 1986 World Bank Group Annual Reports are also included in this series. A folder containing prints of diagrams and charts as well as a folder containing notes related to the creation and publication of the reports are are also included.

A small number of Photo Library brochures dating from 1983 and 1984 are also included in this series.

These files were maintained by Zamarak Shalizi, in the office of the Program Management Unit (PRDPM), Policy and Review Department (PRD) which came under the Office of the Senior Vice President, Policy, Research and External Affairs (PRESV). Found in this series are: copies of completed Trust Fund project description forms (Trust Fund Summary of Characteristics) for agreements concluded in 1991. These forms include the title of the project, the donor and the beneficiary countries, the effective date andduration of the project, and the project's sector; copies of Initiating briefs for Trust Fund projects (1991); copies of documents describing cooperation between ESMAP [Energy Sector Management Assistance Program] and the Regions; and several ESMAP reports including that of a commission to review ESMAP in the 1990s. The series also includes minutes of meetings of the Funding Coordinators' Group (1990 - 1991) of which Shalizi was a member and some administrative correspondence. DECVP reported to PRESV.

The earliest work program and budget records in this series are the FY 1988 mid-year review records for the Policy, Planning and Research Staff (PPR). PPR, created after the May 1987 Bank reorganization, brought together existing departments from different parts of the Bank (principally the Economics and Research Staff [ERS] and the Operations Staff [OPS]). budget files maintained by Richard Woodford, Program Coordinator, Office of the Senior Vice President, Policy, Planning and Research (SVPPR) and Ziaddin Choudhury, SVPPR contain copies of PPR organizations' FY 1988 mid-year review reports; the FY 1988 PPR mid-year review report submitted by SVPPR to the Planning and budget Department (PBD) of PPR; and PBD's memo of June 29, 1988 to President Conable giving preliminary findings of PBD's review of the Bank's planning and budgeting system. PBD had responsibility for budget analysis and monitoring of work program and budget performance for the entire Bank. DECVP reported to SVPPR.

Budget files maintained by Gregory Ingram, who joined the SVPPR staff as Principal Adviser, Policy and Research, along with the Woodford and Choudhury files contain: budget and work program guidelines, submissions, reports, and memos (FYs 1989-1992); FY 1989 and FY 1990 capital budget guidelines and requests from PPR organizations for office technology and other equipment; mid-year review submissions from PPR organizations for FYs 1989 and 1990 and retrospective review submissions and drafts for FY 1989; PBD's draft mid-year review report of the FY 1989 budget forwarded to the President's Council for review; documents assembled for the PPR FY 1989 work program review meetings with PBD; and the FY 1990 PPR budget plan (management contract) developed after the Bank's FY 1990 budget was approved by the Board.

After PPR became Policy, Research and External Affairs (PRE) in 1990 and the Policy and Review Department (PRD) was created in PRE, Ingram (PRDRA) and Woodford (PRDPM) had continued responsibilities for budget (management contract) and work program coordination for PRE. Their files and those of Zmarak Shalizi (PRDPM) and Ziaddin Choudhury (PRDPM) contain copies of PRE organizations' submissions for the FY 1991 work program and budget; FY 1991 mid-year review submissions from PRE organizations; and the PRE FY 1991 mid-year review report. There is a small amount of information concerning funding of special grant programs after FY 1991. DECVP reported to PRESV.

The series has two parts: records of the annual water seminars 1985 - 1994 and records of the water study tours 1976, 1987, 1991, and 1993. The records are the files of Herve L. Plusquellec, the irrigation engineering adviser in the Agriculture and Rural Development Department who was the organizer of the conferences.

In January 1985 the Agriculture and Rural Development Department started an annual seminar on irrigation and drainage. At that time irrigation was the largest component in the Bank's investment portfolio, and the Department believed it was the Bank's most stable and successful program in agriculture. The seminar was for Bank staff, and both Bank staff and external experts spoke. Only the Department director's speech to the seminar and the background papers exist from the first seminar. Thereafter the files include agendas, participant lists, a few administrative items and handwritten notes, speeches, and background materials. The papers and background readings include both broad topics (for example, A second look at irrigation development in the seventh annual seminar or Tradable water rights and water markets: Issues in the ninth) and case studies on a variety of countries and projects. In 1993 the annual seminar was retitled Water Resources Management Seminar, reflecting the breadth of issues the seminar had come to consider during its nine previous sessions. The last file is on the seminar of December 1994. The file for the sixth annual seminar is missing.

In 1976 the Bank sent a study tour mission of Bank staff to the southwestern and western United States to look at irrigation and agriculture projects and practices. In 1987 the Bank organized an irrigation study tour to Mexico and Arizona. This was followed by irrigation study tours to China in 1991 and to Mexico and Spain in 1993. The records include agendas, administrative correspondence, notes, lists of participants, and final reports of the missions.

Anyone researching water issues, whether irrigation, drainage, water supply, sanitation or water engineering, will find in these records the best contemporary information, both within the Bank and in the larger development community. In addition, researchers interested in the development of the Banks water policy will find these files an important source of information.

The annual meeting of the CGIAR sponsors and centers is routinely videotaped. Normally these tapes are destroyed once the verbatim transcript of the meeting is produced. For especially significant meetings, however, the videotapes are preserved; the two meetings that fall into this category are the Ministerial level meeting on CGIAR reform and renewal held in Lucerne, Switzerland, in February 1995, and the twenty-fifth anniversary meeting held in 1996. The twenty-fifth anniversary program was taped in full, including sessions, panel discussions, a parallel session on genetics resources conservation, exhibitions, and the concluding press conference.

On the occasion of its twenty-fifth anniversary, CGIAR taped a number of interviews with individuals important in its history, both persons who worked at CGIAR and international agricultural scientists. It also produced videos titled CGIAR: The first 25 years and Serving the world through science: An introduction to the CGIAR. In the process it shot and acquired both stock footage of its operations, particularly in Ethiopia, and finished productions on topics ranging from rice to farming in Rwanda.

A few other videotaped interviews, speeches, and press conferences have been retained, including interviews with Nobel Prize winner Norman Borlaug, several speeches by CGIAR chairman Ismail Serageldin, and footage of the mid-term meeting in New Delhi in 1994.

This series consists of the alphabetical subject files, A C, of the Economics and Policy Division. The records include memoranda, letters, reports, policy papers, numbered research proposals, and speeches, but primarily consist of drafts (some annotated) of papers and book chapters. A range of agricultural development issues are covered, such as credit and rural finance, price policies, technological innovation, and trade. The records include discussions of the Division's methods and techniques of analysis, the quality of its work and ways to improve it, and the relationship of the Division's work to the country-based work carried out in the Bank's regional offices. A few files deal with computers and their use by the Division for economic modeling and organizing economic reference data, and a few others are on conferences that members of the Division attended.

Eleven files are coded with a Research Project Output (RPO) code number, which was assigned to projects throughout the Bank by the Development Economics department. However, another four such RPO coded files, listed on the original transfer to the archives, are not among these records and probably were returned to the Agriculture and Rural Development Sector after the initial transfer of the records to the archives in 1989. One research project, RPO 671 42, on agricultural prices and subsidies, is a broad study of many countries and their pricing policies, while others are on the pricing policy of a single country (Turkey in RPO 672 78, for example) or a single topic (agriculture technology and innovation in RPO 671 44).

The correspondence is mostly that of Graham Donaldson, who was chief of the division between 1977 and 1984, but a few correspondence files postdate his tenure. Also included is a set of files on agriculture and credit that seem to be those of J. D. Von Pischke, and a file labeled Agricultural development. Reports is for the most part the speeches of Montague Yudelman.

The principal value of these records for research is the view that the records provide of the process of research and policy paper development within the Division. Some material on particular countries is found in the records, including India, the Philippines, Somalia, Sri Lanka, Yugoslavia, Senegal, Mexico, and Indonesia, much of which has probably subsequently been published. A report on the World Food Program contractual study of agricultural development in Korea is in the file Agricultural development. Reports.

Series consists of briefing reports prepared by the ESSDVP and its sector departments for World Bank President James Wolfensohn. Records also include research materials used in the creation of the briefs (including reports, biographical information, and correspondence) as well as correspondence discussing brief requirements and meeting details. Briefs were created in preparation for the President's meetings with representatives from non-governmental organizations (NGOs), government agencies, and other external agencies and institutions. Topics include: climate change; environmental law; resettlement policy; environmental and social safeguard policy; agriculture science and technology; food security; climate change; biodiversity; energy; dams and water resources; forest policy; and empowerment, culture, and civic engagement.

A small number of letters drafted by the ESSDVP for the President's signature are also included in this series.

Series consists of records relating to the dissemination of reports authored by the staff of HRO and its departments. Series also includes records relating to a seminar on Gender and Development organized by HRO.

This series consists of discussion papers produced by staff in the Education and Social Policy Department (ESP) and the Poverty and Social Policy Department (PSP) for the departments Discussion Paper Series. The Discussion Paper Series includes papers on numerous topics related to the functions of ESP and PSP. The papers produced for this Series were not meant to be published as final products or reports, but were intended to stimulate discussion and comment internally among ESP and PSP staff, and provide up to date analysis to operational staff. The discussion papers also served as preliminary analysis for subsequent policy and best practice papers meant for publication and dissemination to an external audience.

This series contains correspondence and notes regarding guest lectures and remarks by President McNamara and conferences he attended, both in the U.S. and in Europe. It is clearly fragmentary and does not cover many of the events in which McNamara participated. The series includes speeches he gave on topics such as population (University of Notre Dame in May 1969), poverty and population (American Urological Association in October 1977), and international development (Frederick Ebert Foundation in Bonn in 1979). Several files relate to awards given to McNamara, including on from the Tun Abdul Razak foundation in Malaysia; some awards files include speeches and remarks he made at the presentation of the award.

A few conference files include McNamara's handwritten notes of points made by other speakers; sometimes a typescript copy of his notes on the proceedings is filed. Because the speakers were often important figures in public affairs, these notes are useful for researching both the positions taken bythe participants and McNamara's understanding of the points they made.

This series contains records relating to President Conable's meetings during Annual Meetings of the Bank's board of Governors. The organization of the Annual Meeting is the responsibility of the Corporate Secretary, so these records are those of the President himself and the arrangements made by and for his immediate office. The records are arranged in 2 subseries. The first subseries contains the President's records for the Annual Meetings, including background materials and briefings prepared by the staff in preparation for general meetings and meetings with country delegates. The records cover only the first three years of Conable's term (1986-1988).

The second subseries contains the administrative files the President's office created while preparing for the annual meetings. The files include schedules for the President and senior Bank officials, files for Mrs. Conable's activities, special guest lists, letters of invitation, travel and financial arrangements for staff, hotel accommodations and related items. Briefings are included in the files for some meetings. The administrative file on the 1987 annual meeting, for example, includes sub-files titled: Part I [country Governors], Part II [country Governors], Africa, Asia, EMENA [Europe, Middle East, North Africa], LAC [Latin America and Caribbean], IMF, Social, VIPs, JS [Joint Secretariat] documents, Speeches, Development/Interim Committee, Briefs, Administration. The series includes a photo of three Bank Presidents - McNamara, Clausen, and Conable - taken at the 1986 Annual Meeting.

This series provides information on financial issues, both internal and external, that affect the Bank. The files include briefings, talking points, agendas, drafts of Mr. Conable's opening remarks for meetings, and correspondence. The file on the debt initiative includes records dating from the Clausen presidency.

This series consists of the records maintained by Marianne Haug concerning Bank's 1987 reorganization. They include internal Bank correspondence, presentations, and reorganization follow-up reports describing the successes and weaknesses of the 1987 reorganization efforts. This is the fullest set of files in the President's office on the reorganization and its subsequent fine-tuning' in 1989.

This series consists of the records maintained by J. William Stanton concerning Bank's 1987 reorganization. They include internal Bank correspondence, presentations, and follow-up reports describing the successes and weaknesses of the 1987 reorganization efforts. The files also include correspondence and reports from management consultants in connection with the 1987 reorganization, memos of Stanton's discussions with President Conable, and reorganization reports of the Steering Committee and the Support Units Task Force.

This chronological file consists of copies of the outgoing letters, memoranda and correspondence handled for President Conable by J. William Stanton as well as Stanton's correspondence. The records include social and public relations messages; letters of appreciation for invitations, acceptances and regrets; congratulations; arrangements for meetings; and letters of introduction and recommendation. A few incoming letters are included. Public figures, such as U.S. Senators and officials of the Executive Branch, are among the correspondents.

The files in this series contain Mr. Preston's travel itinerary; briefing books that include background on the country's economy, the Bank's lending program, projects under execution, country profile and map of the country; schedules; meetings with Heads of States and representatives of member countries; minutes of meetings; arrival and departure statements; press statements; and outgoing letters to the government subjects.

The series contains both the files that the President used on the trip and the administrative files created by the President's office, most often by Gisu Mohadjer, an Executive Assistant to Preston, during the preparation for the trips. In some cases, there are Gisu Mohadjer files for a trip as well as files that appear to be the President's copy for use during the trip. Often the Mohadjer file will contain some briefing materials as well as logistical information.

The records include photographs from Mr. Preston's trips to Tanzania, Venezuela, Morocco, and India.

This series contains individual files on Rajagopalan's trips as Special Adviser to the President during 1993. The files include correspondence, agendas and background papers for meetings he attended during these journeys.

Visvanathan Rajagopalan maintained a series of subject files during his period as Vice President, Operations, and as Special Adviser to the President. Some of the files contain information spanning both periods, while others contain information from only one. Some files are purely topical (environment, for example) while others are on a specific meeting (for example, the file on Bellagio III) or a particular type of meeting (Bank senior staff retreats from 1987 through 1992).

Rajagopalan's files on development effectiveness provide useful background to the Wapenhans report controversy. Finally, during his tenure as Special Adviser Rajagopalan served briefly as the manager of the Information, Technology and Facilities Department, and a number of files deal with ITF management issues.

This series contains transcripts of speeches and remarks Visvanathan Rajagopalan delivered as Chairman of the Consultative Group on International Agricultural Research (CGIAR) and as Vice President and Special Adviser to PresidentPreston. Most of the speeches concern CGIAR, but other topics range from the engineer's role in sustainable development to safe motherhood; food security; the Bank's activities in environment and infrastructure; integrating women's issues in project, sector, and economic work; the World Conference on Education for All; and malaria control. The series includes Rajagopalan's remarks at his retirement party.

The series consist of records related to the International Food Policy Research Institute (IFPRI) and World Bank Poverty Research Conference held at Airlie House in Northern Virginia from October 25-28, 1989. The records primarily consist of abstracts and copies of papers focused on poverty related issues, which were presented at the conference. The abstracts and papers were produced by PHRWH staff, other World Bank staff, and numerous academic and NGO participants. Correspondence and memoranda discuss arrangements and reporting on the conference. Additional correspondence and memoranda discuss possible publication of a poverty focused book consisting of a compilation of the papers presented at the conference.

Series consists of records related to ESSD Vice President Ian Johnson's attendance and participation at various conferences, seminars, and workshops organized by governments, agencies, and institutions external to the Bank. Records include: correspondence; briefing notes; agendas; list of participants; presentation notes; background papers and speeches written by Johnson or by other attendees; pamphlets; travel itineraries; and speakers' biographies.

This series contains correspondence, reports, and other records that Ronald C. Duncan maintained primarily while he was director of the International Commodity Markets Division (IECCM) and later the International Trade Division (IECIT) in the International Economics Department. Duncan served as Division Chief in IECCM from 1 July 1987 until 1 May 1990 when he became Division Chief in IECIT. Prior to this he was Divisions Chief in the Economic Program Department's Commodity and Export Projects Division (EPDCS) between 1984 and 1987.

One file in this series, Support to the Regions, documents Duncan's units' support to the regions dating from 1984 when he was director of EPDCS to 1993 when he directed IECIT. Other files concern commodity price forecasting; commodity problems in Africa; the drafting of a paper, Bank Policy on the Financing of Commodities, which was discussed at the October 1989 meeting of the Operations Committee; Bank lending for plantation crops (tea, coffee, and cocoa); and possible researchwork on Eastern Europe. Several files contain correspondence and reports on research in units headed by Duncan. One concerns research funded by IECIT, rather than by the Research Support Budget (RSB). Another contains IEC proposals, 1993-1994, for RSB-funded research, and one updates the FY 1995 status of RSB-funded research projects in IECIT.

This series consists of records relating to the Global Prospects Conferences sponsored by the International Economic Analysis and Prospects Division (IECAP) of the International Economics Department (IEC). Included are verbatim transcripts of the proceedings of the first (April 25 - 26, 1989) and second (April 30 - May 1, 1990) conferences. Also included for the first conference are memoranda of a draft conference outline and a proposed budget. Among the files for the second conference are black-and-white photographic negatives of conference sessions, copies of some of the papers prepared for the conference, a copy of the preliminary conference announcement (December 27, 1989), and marked-up copies of transcripts edited by some of the speakers.

The series consists of seven parts. The first part contains correspondence and other records dated May to December 1995 and relating to plans for the issuance of Global Economic Prospects 1996 (GEP'96). Included are intra-IEC memoranda concerning overall plans for GEP '96; various drafts of the initiating brief for GEP '96; production schedules; copies of draft chapters with comments from IEC staff; and copies of DEC Notes regarding GEP '96.

The second part consists of memoranda and other records dated March 1994 to March 1995 and relating to the Organization for Economic Cooperation and Development (OECD) and the Development Assistance Committee (DAC). Filed under "OECD" are: Ahmed's correspondence with OECD staff and with Bank staff regarding OECD and DAC matters, March 1994 -March 1995; and memoranda, letters, schedules dated October 21, 1994 to November 15, 1994 regarding Ahmed's attendance at meetings of the OECD Economic Policy Committee, November 8 -10, 1994

The third part consists of agenda and minutes of meetings of the Departmental Management Team (DMT) which included the Director of IEC, the IEC Division Chiefs and other key staff. The records cover the period April 1990 to June 1997 and include minutes and agenda for the periods when D.C. Rao was Director from 1990 to 1993 and when Masood Ahmed was Director from 1993 to 1997. The files also include some background papers that were discussed at meetings and memoranda regarding follow-up actions from DMT meetings.

The fourth part includes agendas and minutes of meetings, memoranda, and correspondence related to administrative actions and planning initiatives by the DEC Vice President's Office from 1994 to 1997. This includes records related to: budget; reporting of department activities; and DEC-wide initiatives. Other records relate to the DEC Communication Strategy from 1995 to 1996, which sought to develop a cross-department communication policy and strengthen its partnership with the Bank's Office of External Affairs (EXT). These records consist of: correspondence between the DEC Vice President, DEC senior managers, other department staff, and EXT; approach paper drafts; agendas; minutes of meetings; and memoranda. Additional communications between the DEC VP, DEC department managers and staff, and EXT are included for the years 1994 to 1996 on a variety of topics.

The fifth part includes records related to a Bank-wide initiative to create an Information Services (IS) and Information Technology (IT) Task Force from 1995 to 1997 to help upgrade and centralize the Bank's IT Systems. Records consist of: correspondence sent to DMT, IEC Division staff, and DEC senior officials; reports, surveys, and audits of Bank IT systems and architecture; and agenda, minutes, and printed presentation slides related to Bank-wide IT development and management. The initiative proposed an Information Management Group (IMG), and sought representatives from units and departments across the Bank, including DEC and IEC.

The sixth part consists of records related to ongoing IEC collaboration with other national, multi-lateral, and external agencies through: attendance at seminars and meetings; exchange and sharing of research, data, and analysis through data systems, publications, and presentations; and policy advisement for international finance, debt, and trade issues. The records include agenda, meeting minutes, memoranda, correspondence, and reports from October 1995 to October 1996 related to the ongoing interaction between Ahmed of the IEC and the United Nations Conference on Trade and Development (UNCTAD). Most records relate to Ahmed's participation in UNCTAD meetings, and exchanging of global trade statistics through UNCTAD produced reports and IEC publications such as Global Economic Prospects (GEP). Other records in this part include agenda, memoranda, and correspondence related to the Bank-funded initiative International Comparisons Program (ICP) dated 1993 to 1997, which partnered with other national, bi-lateral, and multi-lateral institutions to conduct a massive survey of purchasing power parities (PPPs) among countries. IEC played a significant role in providing technical resources to conduct surveys and research, and led data processing and analysis activities. Records of meetings and seminars related to multilateral debt on severely and heavily indebted countries attended by Bank senior officials, or representatives from DEC or IEC are also included. These records consist of agenda, memoranda, meeting minutes, correspondence, briefings for senior officials, and external reports and papers for a variety of meetings, including: the OXFAM international meetings and seminars, 1995; the G-7 Summit-Halifax, 1995; and the G-7 Summit-Lyon, 1996. The bulk of correspondence in these records is internal communications between IEC, DEC, and the Office of the President (EXC) regarding: the content of the meeting and seminars; responses to papers, reports, and speeches related to multilateral debt; and the Bank's potential actions for multilateral debt. Lastly, records from the G-24 Group dated 1995 to 1996 contain external joint G-24 and IMF papers and reports related to various topics on international finance, debt, and trade issues.

The seventh part filed under "Miscellaneous" are memoranda and other records dated 1994 to 1995 concerning: 1) the Annual Bank Conference on Development Economics (ABCDE), May 1 -2, 1995, including memoranda regarding the drafting of the keynote speech; 2) Back-to-Office Reports and other records from DEC staff who attended the UN Symposium on Trade Efficiency that met in Columbus, Ohio, October 17 -21, 1994; and 3) a memorandum concerning guidelines for the Working Paper Series, December 5, 1994.

The series consists of documents sent electronically within PRD, to other parts of DEC, and to other Bank organizations. They include peer review comments and comments on other papers, sector reports, Country Assistance Strategy (CAS) documents, research design proposals, concept papers, and draft Final Executive Project Summaries (FEPS) sent to PRD divisions for review. These and other documents in the series reflect PRD divisions' involvement in research into aid effectiveness, poverty (including theold age security study and HIV/AIDS and STDs prevention and management), and the environment. Copies of Terms of Reference and Back-to-Office Reports for missions undertaken during this period and documents relating to establishment of a Research Advisory Group are part of the series. Also included are copies of reports from Bank Board meetings and DEC Senior Managers Meetings which were usually circulated to the divisions by the Department head or the Division Chiefs.

The documents dated August 1991 - January 1992 were created in the Policy and Review Department, which also had the acronym PRD and was abolished November 30, 1991. The few post-dated documents concern matters pertaining to the termination of that department. This reading file also includes copies of documents sent (4 January 1993 - 23 February 1993) by CECFP [Financial Policy and Systems], CECTM [Transition and Macro-Adjustment], and CECTP [Trade Policy] Division] staff short periods before and after 1 February 1993 when the Country Economics Department (CEC) was renamed the Policy Research Department (PRD). Three small subject files pertaining to a poverty handbook and budget matters are part of the series.

This series primarily contains briefing memoranda prepared by staff in the Policy Analysis and Review Division (SPRPA) of the Strategic Planning and Review Department. SPRPA was the predecessor to the Review and Analysis Division (PRDRA). The memoranda, which analyze documents to be discussed at an Operations Committee (OC) meeting and propose a position to be taken by the Chief Economist (DECVP), were forwarded to the Chief Economist and, in some cases, also to the Vice President for Sector Policy and Research (PREVP). Most of the items discussed in the briefings are Country Strategy Papers and adjustment loan/credit documents. Included in the series are several agenda for OC meetings and some post-Operations Committee meeting memoranda summarizing the discussion at an OC meeting.

These copies of DEC Business Plans were maintained by Lesley Davis (Leslie Davis Arnold) who was Program Coordinator for Administration in DEC's Front Office. Prior to the 1992 reorganization, DEC Business Plans were submitted to the Senior Vice President, Policy, Planning and Research (PPRSV). After the reorganization of that year, they were submitted to the Director, Planning and budgeting Department (PBD). The plans were submitted for all DEC units. The Business plan was a major component of Bank budget cycles and provided information from DEC that would become part of priorities and framework papers presented to the Board. The Business plan also served as the basis for DEC's next fiscal year work program and budget, described each DEC organization's plans for the following two or more fiscal years, described each organization's underlying strategy and work program, and indicated plans for special emphases and topics that cut across department and other organizational boundaries. Included in files aredraft and final Business plans, submissions for each DEC unit, background correspondence, data relating to the preparation of the plans, and copies of monitoring reports. The FY 1998 - 00 [2000] DEC Business Plan was prepared in April 1997 in anticipation of the Bank reorganization by July 1 of that year which would form as major parts of DEC a new Research, Data and Prospects Group and an Economic Development Institute and Leadership Center (EDI) in alliance with the Bank's new Strategic Compact.

This series contains some significant material on the increase of IBRD capital, the IDA VIth replenishment and the Brandt Commission. Most of the other files concern issues that President McNamara was dealing with at the end of his tenure: FY82 budget, maintenance of value, the PLO observers issue, China's membership, the establishment of an energy affiliate, and the briefing of A.W. Clausen. They often consist of background material, sometimes annotated by McNamara.

Among the materials concerning the IBRD capital increase, a file on the President's paper to the Board, Future role of the World Bank and its associated capital requirements (31 January 1977), includes McNamara's handwritten notes and drafts of memoranda on the informal meetings held with the Executive Directors to discuss the paper, minutes of the informal meetings, Programme and Budgeting J. Wood's IBRD Capital Increase Proposal and other internal memoranda, with annotations by McNamara. There are also minutes of McNamara's discussions with Kuhn Loeb partners and the U.S. Treasury.

The file regarding IDA VIth replenishment contains Senior Vice-President J.B. Knapp's memoranda on country participation, Special Advisor S. El Fishawy's memoranda on the United Arab Emirates contribution, and material on U.S. congressional approval of the IDA VIth authorization bill. The latter includes briefings for McNamara's meetings with Senators and Congressmen, the minutes of McNamara's discussions with U.S. officials Donald Regan, Meyer Rashish and Alexander Haig, and U.S. Executive Director Colbert King's memorandum on President Ronald Reagan's decision to request congressional authorization on full participation (February 1981). The file contains numerous notes, figures and annotations by McNamara.

The Brandt Commission file concerns the creation of the Independent Commission on International Development Issues. It contains McNamara's correspondence with Chairman Willy Brandt and Treasurer Jan P. Pronk, Secretary of the International Development Center David Hopper, Director of the Aspen Institute Harlan Cleveland, and Commissioners Edward Heath and Katharine Graham on the announcement, organization, work, and final report of the Commission. The file contains also two sets of McNamara's handwritten notes of and for conversations with Brandt, Hopper, Cleveland, Executive Directors, and Vice-President of External Affairs William Clark; and his drafts, or annotations of drafts, of the terms of reference, announcement and final report of the Commission. The rest of the file contains Clark's reports on his early 1977 conversations in Europe, McNamara's meetings with Brandt, and the progress of the launching of the Commission, as well as other internal memoranda on McNamara's proposal, the reactions of the Less Developed Countries (LDC) Executive Directors and members of the Group of 77, and the Bank's response to the recommendations of the Commission. Two photographs of Willy Brandt, Katharine Graham, and Shridath Ramphal, Secretary General of the Commonwealth, at the presentation to McNamara on 13 February 1980 of a copy of North-South: A Program for Survival are included.

Series contains records related to the preparation and participation at workshops, training courses, conferences, and other events facilitated or attended by Debrework Zewdie primarily during her tenure as director of the Global HIV/AIDS Program Team (HNDGA). Records include: agenda; list of participants; working papers; correspondence and copies of agreements on funding inter-agency workshops with the Joint United Nations Programme on HIV/AIDS (UNAIDS) or World Health Organization (WHO); and hard copies of emails from HDNGA operations adviser regarding organization and participation in events, some attended with Zewdie. A portion of the records pertain to administrative matters such as transfer of funds to external conference organizers, travel, and accommodation.

Workshops and courses include: Monitoring and Evaluation of National HIV/AIDS response (2006); Dissemination of the World Bank Procurement Guide Publication "Battling Aids" (2004); and HIV/AIDS Workshop for Faith-Based Organizations and National AIDS Councils (no date). Other events include, but are not limited to: Consultative Meeting on Improving Access of Faith-Based Organizations to Funding from National HIV/AIDS Programs (2003), and the Global HIV Monitoring and Evaluation Team (GAMET) retreat (2005).

The series also contains a briefing book compiled for the Chief Economist Advisory Council (2002), in which some of the contents mention HIV/AIDS activities.

Throughout most of his career, Calika kept copies of the memos, letters, reports, and studies that he wrote, either for his signature or that of senior Bank officials. He maintained these copies in a personal file in chronological order.Occasionally he included copies of incoming letters and memoranda. Some drafts of speeches or proposed remarks are in the file, as are copies of minutes or other official documents.

The documents in these files are largely duplicates of those in the official files of the Bank, but their chronological arrangement allows the user to follow issues as they unfolded, from the point of view of a Bank officer. The files are particularly rich for the African period of Calika's career. Calika began active involvement with the region as chief of the unit dealing with the British Commonwealth. His files exist from the latter part of that period; while they contain some information on countries such as Malta or British Guiana, most of the documents relate to Kenya, Tanganyika, Swaziland, Rhodesia, Nyasaland, South Africa, and Mauritius. During Calika's years in the Africa Department, the Bank decided to set up two local offices (permanent missions), one in East Africa and one in West Africa. Calika monitored the activities in those offices, traveling to them and overseeing the cooperative programs they undertook. The files for the Africa years include, for example, a July 1967 memo on river blindness, memos on the progress of the Agricultural Development Service, and correspondence with partners such as the World Health Organization, the United Nations Development Program, UNESCO, the Food and Agriculture Organization, and the African Development Bank.

Calika served in the Education Project Department during the years surrounding Robert McNamara's 1970 launch of a new approach to lending for education. Calika's role in the department included hiring and training new staff to meet the new lending goals, and the administrative issues of the expanding department are reflected in the files. The papers from Calika's period in Latin America are thinner, with the year 1975 entirely missing and the papers from 1979 very thin.

The Calika papers are particularly useful to researchers interested in the history of the Bank's relationship with Africa throughout the 1960s. They also help a researcher follow the internal administration of the Bank's effort to expand its role in education.

This series consists of eight appointment books for President Clausen, containing the dates and times of appointments and the names of the individuals or organizations with whom he met.

This series includes chronological correspondence, memoranda, and other records of Heywood Fleisig created or received during his position as Principal Economist in the Office of the Chief Economist, Latin America and Caribbean Region (LACCE). The records are primarily devoted to economic and sector work (ESW) planning, and reporting for the Latin America and Caribbean Region (LAC). The records include: initiating memoranda; ESW business plans; ESW task briefs; terms-of-reference; back-to-office reports; and research paper and survey proposals. The series also includes meeting minutes from LAC regional ESW planning meetings, and draft policy papers with handwritten notes and comments by Fleisig. Most memoranda and correspondence are between Fleisig, the Region's Lead Economists, and other staff in the LAC Region. Correspondence between Fleisig and the Office of the President (EXC) are also included.

The series includes chronological correspondence, memoranda, and other records of Heywood Fleisig created or received during his position as Principal Economist in the Country Operations Division, Asia-Country Department II (AS2CO). Most of the records are related to debt restructuring plans and strategies for the Task Force on Philippines Debt from 1989. Much of the correspondence and memoranda include attached reports or surveys, Fleisig's personal notes, and financial and statistical data. The correspondence and memoranda are mostly between Fleisig and other Asia Country Department staff. Meeting minutes from the Executive Board of Directors related to debt restructuring in the Philippines are also interfiled in records.

The series includes chronological correspondence, memoranda, and other records of Heywood Fleisig created or received during his position as Principal Economist in the Asia Vice Presidency (ASIVP). The correspondence and memoranda are primarily between Fleisig and the Lead and Chief Economist in the Asia Regional Office (ASI) regarding economic and sector work (ESW) projects. Draft research papers and reports are attached, and contain comments and handwritten notes by Fleisig. Back-to-office reports, project proposal reports, initiating memoranda, mission reports, financial and statistical data printouts, and meeting minutes related to regional ESW projects are also included.

Records in this series relate to the activities of the Bank's Research Committee and Kuczynski's participation in the Committee in 1972 and 1973. The Committee's responsibilities included: developing an overall research program and setting research priorities; reviewing research proposals and allocating resources to successful proposals, including those undertaken by both Bank staff and external persons; reviewing process of ongoing research programs and budgets; monitoring the work of and liaising with other institutions; and encouraging the dissemination of research output. The Committee consisted of ten to twelve members from the World Bank, including the International Finance Corporation (IFC). Participation on the Committee was for generally a year or twoone or two years.

The majority of the records in this series are materials disseminated in advance of Research Committee meetings. The meetings were held twice annually. Participants at these meetings considered further allocations of funds to existingand new projects and reviewed ongoing research projects. Records in this series relate to the three meetings that occurred while Kuczynski was a member of the committee: June 1972; September 1972; and May/June 1973.

Records were originally disseminated to Committee members as part of "books". These books contained all the materials necessary for the meeting of the Committee, including project reviews, budget materials, and, most voluminous, project proposals. The latter are arranged according to project sector topic. Tables of contents are included. Project proposal materials generally include two parts: the research proposal form and the project description. Other materials, including memoranda between Committee members discussing the proposed project prior to the Committee meeting, may be included. Memoranda, generally authored by Ernest Stern and disseminated to Committee members, is also included; it is not clear if these records were distributed with the meeting book or filed with the book's contents by Kuczynski.

Research proposals by Bank staff for fiscal year 1974 are also included. These do not appear to be part of the normal dissemination of meeting materials. It is not clear if these are to be discussed at a specific meeting or if they are part of a planning exercise. Projects related to only three sectors are included: industry and trade; agriculture and rural development; and urbanization and regional development.

A small amount of related memoranda and reports are filed separately. These include correspondence between group members discussing: research protocols; functions and logistics of the committee; potential and ongoing projects; budget reporting and projections; and recommendations for research. An update on the Committee's work for Office of the President is also included as is a a summary report of then current (1972) research projects.

Series contains records maintained by Leonard B. Rist from the early period of IBRD history primarily when he first served as Director of the Research Department, later Economics Department between 1946 and 1960. Records are varied and include correspondence and speeches that Rist drafted for President Eugene Black during the period 1947-1953 and an information packet prepared for Black's 1952 trip on which Rist and other senior staff accompanied him to Pakistan, India, Ceylon, Thailand, and Australia. Also included is a file of Rist's speeches to the information conferences (1949-1959), two or three-day sessions at the Bank where groups of individuals in the finance profession would be introduced the Bank and its operations (1949-1951), a file on establishing the Research Department in 1946, and files on loan policy, 1946-1967. Records from the 1950s relate to the European Investment Bank and French oil exploration, and UK credit conditions covering 1945-1957. In 1963 and 1964 while he was Special Adviser to the President, Rist chaired the Committee on Loan Charges, and these files include correspondence on the Committee's Memorandum on Loan Charges (1964). Other files (1960-1968) relate to terms of Bank loans, market loans, IBRD reserves and 9% subscriptions, and Bank and IDA financial policy.

The series consists of memoranda, letters, and telexes written or received by Stern during his tenure as Senior Vice President of Finance (FINSV) from 1988 to 1991. Stern assumed his duties in FINSV in May 1987 but there is a gap in his chronological files for the year 1987. Records consist mostly of internal memoranda to the President, the Regional Vice Presidents, other senior managers in the Finance Vice Presidency and President's Council as well as the Board of Directors. A smaller portion of the correspondence is with external banks or institutions and country ministers. Reports and draft papers are occasionally attached to the correspondence in addition to handwritten notes and annotations.

Issues covered in the files relate to: investment guidelines and operations; lending arrangements; monthly financial reports for clearance; market updates; currency management and policies to borrowers; country loan payments; comments on internal and external reports and papers; IDA9 deputies meeting administration and IDA9 negotiations; World Bank-International Monetary Fund collaboration and debt reduction; pension fund management; capital subscriptions; FINSV's work program and budget; and staffing matters. Topics of note are: U.S. Treasury's Brady Plan for international debt reduction and the role of the World Bank; review of the Bank's reimbursable programs; and the establishment of the Global Environment Facility (GEF) in 1991.

Series consists of a variety of records primarily documenting speaking appearances made by Stern during his time at the World Bank Group. The majority of the records consist of full-text speeches given at academic institutions, external conferences, seminars, symposia and at various meetings of country ministers and International Development Association (IDA) replenishment meetings. Other speeches were made by Stern at internal World Bank Group functions such as Board and Executive Directors meetings, presidents' retreats, and senior operations manager retreats. The series also includes press releases, talking points prepared for Stern, copies of articles written by Stern, or publications containing interviews with him. The series also contains a copy of a 1971 speech "Foreign Assistance Agencies and the Problem of Unemployment" given by Stern prior to his World Bank employment when he was at USAID. His farewell speech as Managing Director in 1995 is also included.

This series contains records of President Clausen's visits abroad and his appearances and presentations in the United States. The files contain travel itineraries, briefing materials, arrival and departure statements, press conference briefings, remarks, schedules of meetings and appointments, correspondence (letters, memoranda, telexes and facsimiles written to and from government leaders, thank you notes), lists of government officials and biographical data about them, general background information on countries and governments, status reports on projects in execution, maps and newspaper clippings. The file on Niger contains photographs of the ministers. Some files listed under a country are primarily files on a meeting held there, not on the country per se; see, for example, the GATT meeting file under Switzerland. Itineraries and briefings for Mrs. Clausen when she accompanied the President on foreign visits are found in some files. The general files at the beginning of the series contain travel orders and itineraries but no background information.

The series is rich in annotations and comments by Clausen and his advisors. It provides snapshot views of the countries at the time of the visits and also provides particularly useful information on the World Bank's relationship with each country.
