Statements, speeches and interviews

This series contains the official statements issued by Robert S. McNamara as President of the World Bank. The material consists of drafts by the President (some handwritten) and drafts prepared by staff (some heavily annotated)' press releases' and occasional background documents. Statements include remarks at the signing of Bank loans' statements at press conferences' airport statements' statements at Annual Meetings and Board meetings' toasts at official dinners including some toasts to McNamara given by Presidents' messages to be delivered at conferences' remarks to the U.S. Congress and messages to staff.

The set also contains transcripts of interviews and newspaper articles. The former include interviews for the NBC Today Show and Meet the Press (1974)' Segment Three (1978)' Bill Moyer's Journal on WNET (1975)' a CBS interview with Peter Jay (1977)' the ABC presentation of A Day in Shrishnagar (1980)' and appearances on the BBC (1978-1980) and on Norwegian' Japanese' German' and French television. There are also interviews for the London Times and Europa (1975)' the New York Times (1978)' Newsweek (1979)' and the Sunday Times (1980).

Strategic Planning and Review Department (SPR) records

Series consists of records related to Garcia de Truslow's activities in the Strategic Planning and Review Department's Strategic Planning Division (SPRSP) between 1987 and 1990. As a Planning Officer, Garcia de Truslow contributed to the establishment of the strategic planning process, supported the Strategic Agenda program through analytic work on priority issues, and provided ad hoc support to senior management. She also contributed to the 1987 reorganization process and participated in the Bank's Main Complex renovation.

A number of papers and reports discussing the future of the Bank, including a copy of the Strategic Agenda report, are included. Other reports authored by SPR staff, SPR consultants, and external authors are included. Topics are varied and include: technology and development; public sector reform; private investment; trade; field offices; and employment and macro-economic policies. Budget materials including midyear and retrospective reviews of various Vice Presidencies are included. Records related to the 1987 reorganization include: the General Reorganization Report and other reports; staff announcements; and memoranda. Records relating to facilities management and the rehabilitation of the Bank's Main Complex include: renovation proposals; memoranda; and correspondence related to the architectural design competition.

Series contains a number of subject files containing records collected by Garcia de Truslow during her time in SPRSP. The majority of these records are reports and articles on a disparate range of topics. A small amount of Bank memoranda and Board papers are also included.

SPRSP budgeting and management records are also included in this series as is a chronological file containing incoming and outgoing correspondence related to SPRSP activities. Correspondence is primarily between Garcia de Truslow and parties external to the Bank and relates to a variety of topics relevant to Garcia de Truslow's work in SPRSP as well as to her work in operations.

Strategic Planning Division (SPRSP) and Policy Development Unit (PRDPD) chronological correspondence files

The series includes chronological correspondence, memoranda, and other records created or received while Geoffrey Lamb served as Adviser for the Strategic Planning Division (SPRSP) and the Policy Development Unit (PRDPD). SPRSP records prior to July 1990 include correspondence and memoranda primarily between Lamb, Strategic Planning and Review Department (SPR) Director Alex Shakow, Senior Vice President for Policy Planning and Research (SVPPR) David Hopper, staff from departments within the Development Economics Vice Presidency (DEC), and staff from the Regional departments. The correspondence and memoranda focus on the following topics: review of various policy papers by SPRSP; review of Bank's Strategic Agenda; preparation and review of speech prepared for Bank President Barber Conable for the Bank's Annual Meeting; joint organization of SPR and International Economics Department (IEC) seminar; re-organization of private sector development functions and personnel in the Bank; Bank strategy and economic policy reform in Eastern Europe; and hiring of consultants.

The SPRSP correspondence and memoranda after July 1990 transition into when SPR was replaced by the PRDPD, and the parties involved in this transition. The correspondence and memoranda of SPRSP and PRDPD after July 1990 are primarily between the following parties: Lamb; PRD Director Paul Isenman; Senior Vice President Wilfred Thalwitz of the Policy, Research and External Affairs (PRESV); PRDPD staff; and members of the Policy, Research and External Affairs (PRE) Committee. The correspondence and memoranda discuss review, comments, and approval of publication of numerous policy papers and Bank annual publications by PRDPD and PRE. Also included are records related to working groups, task forces, and symposiums participated in, or jointly organized with PRDPD, including task forces focused on such topics as governance and military expenditure. Incoming and outgoing correspondence sent and received by Lamb from individuals and organizations external to the Bank are also included. The correspondence also consists of sub-files with the following types of records: copies of faxes, telex messages, and cables sent to Lamb; travel request records; leave request records; expense reports; timesheets; and performance review records.

Studies Generated by the Strategic Planning Division (SPRSP), Strategic Planning and Review Department

Filed in this series are copies of studies generated by consultants and staff in the Strategic Planning Division (SPRSP) of the Strategic Planning and Review Department. Filed with some of the studies are memoranda between the author and SPRSP staff or between SPRSP staff and the SPR Director. Although some of the papers were issued as PRE Working Papers and/or SPR Discussion Papers, most were not published. Of special note is the paper, Strategic Planning in the World Bank, 1987-1990, by SPR staff member Norman Hicks, which provides a history of strategic planning in the Bank and the role of SPRSP in that process and analyzes the successes and failures of SPRSP. The annex to the paper contains a list of the major products of the Strategic Planning Division, most of which are filed in this series.

Subject File of Dennis N. de Tray, Head of the Living Standards Measurement Unit (DRDLS), Development Research Department

These very loosely organized files appear to have been assembled, mostly in black binders, by de Tray for his personal use. Files (binders) were created for a 1985 mission to Jamaica he participated in to evaluate the effects of structural adjustment activities on major sectors of the Jamaican economy and a 1986 mission to Grenada he also participated in to meet with government officials in the national statistical office to discuss government survey needs and the possibility of monitoring a Living Standards Study. These files include copies of Back-to-Office Reports (BTOs) and other correspondence relating to the mission.

De Tray's Ivory Coast Living Standards Survey (ICLSS) materials, which consist mostly of technical data from the survey (1985-1987), include a Terms of Reference (TOR) and BTO for a 1983 project identification/preparation mission to Abidjan, Paris, and London for the ICLSS. A small number of reports, sampling plans, and prototype questions for the ICLSS are included for the 1983 - 1984 period. Correspondence concerning the French version of the ICLSS questionnaire, recommendations for questionnaire changes, and a report of a mission by a DRDLS staff member to Cote d'Ivoire to collect data from the ICLSS are included for the 1986-1987 period. De Tray also created a file for a 1985-1986 Bank study (RPO 673-84) (folder 1315128) of the determinants of children's nutritional status and morbidity in the Cote d'Ivoire for which he was principal supervisor.

De Tray's Ghana Living Standards Survey (GLSS) materials include his BTO from a February - March 1986 Technical Assistance mission to Ghana and Cote d'Ivoire to explore the possibility of undertaking a GLSS and to discuss a proposed seminar covering results from the 1985 ICLSS and an earlier 1979 consumption survey. Also included are other 1986-1987 BTO reports from missions relating to the GLSS including a September 17, 1986 report of a mission to Ghana de Tray participated in to finalize plans for the GLSS. Also included is correspondence with and mission reports from a consultant working on the GLSS.

A smaller amount of material is included for the Peruvian Living Standards Survey. BTO reports (1984) from missions to Peru to prepare for the survey and a proposal for a study of Education and Informal Sector Employment (1983) are among the documents assembled. The series also includes an undated draft proposal for an Egyptian Living Standards Survey, a December 5, 1983 BTO from a mission to that country to discuss the conduct of a Living Standards Survey, and some related material. De Tray also assembled some publications and other materials that appear to have related to his membership on the Task Force on the Annual Report on Bank Research. Found with this material is a copy of a paper he prepared in October 1984 entitled The Living Standards Measurement Survey which describes in detail the origin of LSMS at the Bank, the development of the survey design, planned analyses of data collected, and the survey plan for the Ivory Coast where the first LSMS was to take place.

Subject File of the External Funding Coordinator, Program Management Unit, Policy and Review Department

These files were maintained by Zamarak Shalizi, in the office of the Program Management Unit (PRDPM), Policy and Review Department (PRD) which came under the Office of the Senior Vice President, Policy, Research and External Affairs (PRESV). Found in this series are: copies of completed Trust Fund project description forms (Trust Fund Summary of Characteristics) for agreements concluded in 1991. These forms include the title of the project, the donor and the beneficiary countries, the effective date andduration of the project, and the project's sector; copies of Initiating briefs for Trust Fund projects (1991); copies of documents describing cooperation between ESMAP [Energy Sector Management Assistance Program] and the Regions; and several ESMAP reports including that of a commission to review ESMAP in the 1990s. The series also includes minutes of meetings of the Funding Coordinators' Group (1990 - 1991) of which Shalizi was a member and some administrative correspondence. DECVP reported to PRESV.

Subject files

Series contains records maintained by Leonard B. Rist from the early period of IBRD history primarily when he first served as Director of the Research Department, later Economics Department between 1946 and 1960. Records are varied and include correspondence and speeches that Rist drafted for President Eugene Black during the period 1947-1953 and an information packet prepared for Black's 1952 trip on which Rist and other senior staff accompanied him to Pakistan, India, Ceylon, Thailand, and Australia. Also included is a file of Rist's speeches to the information conferences (1949-1959), two or three-day sessions at the Bank where groups of individuals in the finance profession would be introduced the Bank and its operations (1949-1951), a file on establishing the Research Department in 1946, and files on loan policy, 1946-1967. Records from the 1950s relate to the European Investment Bank and French oil exploration, and UK credit conditions covering 1945-1957. In 1963 and 1964 while he was Special Adviser to the President, Rist chaired the Committee on Loan Charges, and these files include correspondence on the Committee's Memorandum on Loan Charges (1964). Other files (1960-1968) relate to terms of Bank loans, market loans, IBRD reserves and 9% subscriptions, and Bank and IDA financial policy.

Subject files

This series contains some significant material on the increase of IBRD capital, the IDA VIth replenishment and the Brandt Commission. Most of the other files concern issues that President McNamara was dealing with at the end of his tenure: FY82 budget, maintenance of value, the PLO observers issue, China's membership, the establishment of an energy affiliate, and the briefing of A.W. Clausen. They often consist of background material, sometimes annotated by McNamara.

Among the materials concerning the IBRD capital increase, a file on the President's paper to the Board, Future role of the World Bank and its associated capital requirements (31 January 1977), includes McNamara's handwritten notes and drafts of memoranda on the informal meetings held with the Executive Directors to discuss the paper, minutes of the informal meetings, Programme and Budgeting J. Wood's IBRD Capital Increase Proposal and other internal memoranda, with annotations by McNamara. There are also minutes of McNamara's discussions with Kuhn Loeb partners and the U.S. Treasury.

The file regarding IDA VIth replenishment contains Senior Vice-President J.B. Knapp's memoranda on country participation, Special Advisor S. El Fishawy's memoranda on the United Arab Emirates contribution, and material on U.S. congressional approval of the IDA VIth authorization bill. The latter includes briefings for McNamara's meetings with Senators and Congressmen, the minutes of McNamara's discussions with U.S. officials Donald Regan, Meyer Rashish and Alexander Haig, and U.S. Executive Director Colbert King's memorandum on President Ronald Reagan's decision to request congressional authorization on full participation (February 1981). The file contains numerous notes, figures and annotations by McNamara.

The Brandt Commission file concerns the creation of the Independent Commission on International Development Issues. It contains McNamara's correspondence with Chairman Willy Brandt and Treasurer Jan P. Pronk, Secretary of the International Development Center David Hopper, Director of the Aspen Institute Harlan Cleveland, and Commissioners Edward Heath and Katharine Graham on the announcement, organization, work, and final report of the Commission. The file contains also two sets of McNamara's handwritten notes of and for conversations with Brandt, Hopper, Cleveland, Executive Directors, and Vice-President of External Affairs William Clark; and his drafts, or annotations of drafts, of the terms of reference, announcement and final report of the Commission. The rest of the file contains Clark's reports on his early 1977 conversations in Europe, McNamara's meetings with Brandt, and the progress of the launching of the Commission, as well as other internal memoranda on McNamara's proposal, the reactions of the Less Developed Countries (LDC) Executive Directors and members of the Group of 77, and the Bank's response to the recommendations of the Commission. Two photographs of Willy Brandt, Katharine Graham, and Shridath Ramphal, Secretary General of the Commonwealth, at the presentation to McNamara on 13 February 1980 of a copy of North-South: A Program for Survival are included.

Subject files

Visvanathan Rajagopalan maintained a series of subject files during his period as Vice President, Operations, and as Special Adviser to the President. Some of the files contain information spanning both periods, while others contain information from only one. Some files are purely topical (environment, for example) while others are on a specific meeting (for example, the file on Bellagio III) or a particular type of meeting (Bank senior staff retreats from 1987 through 1992).

Rajagopalan's files on development effectiveness provide useful background to the Wapenhans report controversy. Finally, during his tenure as Special Adviser Rajagopalan served briefly as the manager of the Information, Technology and Facilities Department, and a number of files deal with ITF management issues.

Subject files

The files in this series were maintained by Vinod Dubey while he was Senior Advisor in and Director of the Country Policy Department (CPD) and later as Director of the Economic Advisory Staff (EAS). Most of the files concern the preparation of briefing books for Moeen Qureshi's attendance at the Aspen Seminars from 1988 to 1991 and at the World Economic Forum in Davos, Switzerland, February 2 - 4, 1990. One file documents Dubey's attendance at the U.N. Symposium on Economic Reforms and the Role of Asian Centrally Planned Economies, China, Eastern Europe and the Soviet Union in Global Economic Relations, Helsinki, June 12 - 16, 1989. Included in that file are his notes from various sessions, his copies of the papers distributed to attendees, and his conference comments on Thomas A. Wolf's paper, Macro-economic Adjustment and Reform in Planned Economies. Other files contain CPD staff comments on drafts of the 1984 report, The Future of Operations of the Bank; EAS review of Expanded Cofinancing Operations for Hungary, India, and China; the CPD preparation of a progress report on Sector Adjustment Lending (filed under OECD Export Credit Group), CPD preparations for and follow up to a 1985 Bank-Fund Collaboration Seminar, and a CPD file on the IMF's Structural Adjustment Facility (filed under IMF Special Disbursement Account).

Subject files

Series consists of subject files created by Biderman during his employment at the World Bank. Subjects include: Country Economic and Sector Work (CESW) effectiveness; public expenditure management and review; and annual reporting on portfolio performance and field-based supervision. Records include: approach papers; report drafts; final reports; and meeting minutes. The majority of the reports included in this series were authored by the Development Economics and Chief Economist Vice Presidency (DEC).

Subject files

Series contains subject files compiled by Garcia de Truslow over the course of her career at the World Bank. The majority of the records contained in this series span her time in both the Bank's operations complex and the Strategic Planning and Review Department (SPR). Topics include: women in the World Bank; urban development and housing; metrology in South and Central American countries; debt; technology and innovation; women in development; project accounting, disbursement and auditing; market and financial deregulation; small-scale enterprise development; development economics; and the environment. Records include: reports authored by the World Bank and external authors; memoranda on specific topics; newspaper clippings and magazine articles; and conference publications.

Subject files

In 1993 Gloria Davis became the chief of the World Bank's Social Policy and Resettlement Division and in 1997 she became the director of the Department of Social Policy. In these positions she directed studies, authored papers, and participated in major Bank task forces and initiatives. This series of files is organized by subject, principally around major topics in social policy. Within each subject the files are chronological and often include background materials used for studies and drafts at various stages of the writing process.

These files are a rich resource for the study of the social policy debate within the Bank. Through the drafts and comments on them, the user can see the varied influences on the final version of a study and the role that Davis played in the outcome. Because many of the topics overlapped, a researcher interested in one topic might find very useful information in another subject file on a related topic.

Clusters of files are found around topics that were the focus of a working group or task force in which Davis participated; see, for example, the files on participation in development by local communities, on safeguards, and on the fiftieth anniversary of the World Bank. In early 1996 the Bank formed a Task Group on Social Development, which had ten satellite groups to work on specific areas. Davis was a member of the Task Group and deeply involved in the work of the satellite group on social capital. The main files are Task Group on Social Development, with additional files under Social capital - Correspondence. The files include printed email messages, drafts, and background information shared among the group members.

During 2001 and 2003, Davis was one of the representatives of the Bank on a collaborative effort by the African Development Bank, the Asian Development Bank, the European Investment Bank, the European Bank for Reconstruction and Development, the Inter-American Development Bank, and the International Finance Corporation and the World Bank to develop a common framework for environmental impact assessment. The group developed a report, A Common Framework: Converging Requirements of Multilateral Financial institutions. The series includes meeting agendas, draft papers, and comments by World Bank staff members on the harmonization effort.

Another set of files are those Davis assembled when writing her major study, History of the Social Development Network in the World Bank, 1973-2002. For this work she pulled together materials from the 1970s to the present,often in copies but sometimes in originals. The files on the history contain correspondence from readers of drafts or persons to whom she directed questions; in addition, many of the items listed in the annex to the History can be found scattered throughout this series.

In addition, Davis retained her lifelong interest in Indonesia, and a small amount of material on Indonesia is also found in the series, both as a separate subject and in areas such as Social capital. Local level institutions study, which looked intensively at institutions in Indonesia.

Any researcher interested in the development of the social policy in the Bank will find these records useful, particularly those on the Task Force and on the history Davis wrote of social development in the Bank.

Subject files

Series contains subject files created and maintained during Qureshi's career in the World Bank Group (WBG). Although the files are most voluminous for the period during which Qureshi was the Bank's Senior Vice President for Operations, 1987 to 1991, the series also includes records accumulated while Qureshi served in his various capacities at the international Finance Corporation (IFC), through his tenure as Senior Vice President of Finance, 1981 to 1987. Subject files were created beginning in 1972 apartfrom a few reproductions of earlier publications and documents within the files.

Records include outgoing memoranda, letters, draft loan issuances, minutes, copies of Qureshi's speeches and articles, press releases and clippings, Qureshi's handwritten notes and comments, and occasionally externally-authored papers and reports. Several of the files contain Board papers presented to Executive Directors regarding a given topic.

Subject file topics include: debt; debt reduction; lending programs; Bank capital increases; co-financing; International Development Association (IDA) replenishments; overdue service payments; economic and social sectors; development of operations policy; Operations Evaluation Department (OED) project performance results; technical assistance; relations with China; relations with the Palestinian Liberation Front; currency pooling; special drawing rights; the Persian Gulf crisis; private sector development; women in development; and cooperation with the International Monetary Fund (IMF) and the United Nations (UN). Administrative topics include: budget issues, processes, and guidelines; Operations staffing, budget, and business planning; IT support; and managers' retreats.

Subject files

The files in this fragmentary series contain primarily memoranda and reports on a few administrative topics. Some of the items in the files had been accumulated by Khann's predecessor as Special Assistant, Josue Tanaka. Some files are useful because they continue a subject found elsewhere; for example, the environment file in this series complements and extends the environment file found in the Haug subject files. The private sector development file postdates the Conable Presidency.

Subject files

This series provides an unusually good overview of the scope of issues handled by staff assistants in the Office of the President. Unlike the Stanton files in WB IBRD/IDA 03 EXC-11-02 which are focused on reorganization and space needs, the Haug files cover a very wide range of administrative matters and program topics. The Bank's increasing emphasis on environmental and social issues is reflected here, in such files as environment, forestry, population, and women in development. The monitoring of program operations can be traced in such files as annual sector reviews and strategy papers from Bank entities. Haug also had special interests in staff issues, reflected in files on outside interests and activities, the staff association, the staff retirement plan and staff compensation.

Haug brought some files with her to the President's office, including those on the Joint Committee on Staff Compensation and the Outside Interests Committee, from which she resigned when she joined the President's staff. In addition, a few documents from 1991 in the U.S. estate tax file post-date her tenure and presumably were filed by the President's office staff into Haug's subject file after she departed.

Subject files

The files consist of correspondence, reports, legal memoranda, briefs, and printed items. The topics to which the records relate reflect issues of personal interest to Nurick or issues that he handled on behalf of his clients. Records relate to the World Bank as an institution, such as the Bank's Articles of Agreement, the Bretton Woods Agreement, sovereign immunity, the International Finance Corporation, immunities and powers of the Bank, and Bank membership issues involving China, the Palestine Liberation Organization, and Iran. Also included are records relating to bond issues and finance, taxation, co-financing, and securities and investment. Some records relate to litigation, such as a Federal Communications Commission case and a case involving university tuition payments. Files on specific World Bank lending projects include records related to the Volta River power projects in Ghana (including photographs), the Shashe projects in Botswana (Shashe Engineering Project and Shashe Construction and Supplementary Loan Project), the Falconbridge ferronickel project in the Dominican Republic, and the Boke UNDP Technical Assistance project in Guinea. Records also relate to personnel issues, such as staff rights and obligations, garnishment, and staff compensation.

Subject files

Series contains subject records created and received by Kuczynski during his second period of employment at the World Bank (1971-1973). The records were accumulated during his time as both Chief Economist of the Central America and Caribbean Department (CACDR) and Chief of the Policy Planning Division (EPRPP). Many of the files were begun whilecontain records from Kuczynski's time at the served in CACDR and then were added to while he led EPRPP.

Records related to the economic development of Latin American countries and their relationship with the World Bank are included in this series. These records date from the period when Kuczynski was Chief Economist for the Central America and Caribbean Department (CACDR); in addition there are two reports from 1970, prior to when Kuczynski assumed the position. Topics discussed in these records include: taxation and trade in Latin America; Bank relations with and activity of the Inter-American Bank (IDB); the Common Market in Latin America; and staff recruitment in the CACDR. The majority of the records are correspondence which either involves Kuczynski or was forwarded to him for informational value. Other records include: back-to-office reports describing country visits and meetings and conferences attended by Bank staff; lending reports for Bank member countries; reports (including "The World Bank in the Americas" authored by Kuczynski in August 1971); comments on memoranda and/reports by Kuczynski and others; and summaries on Latin American operations for Bank President McNamara in preparation for his participation in the Latin American Caucus in 1970 and 1971.

Records related to the Seminar on the Collection, Processing and Reporting of External Debt Statistics in Latin America are also included. The seminar, held in March 1973, was organized by the World Bank and the Inter-American Development Bank (IDB). Records include the seminar program guide as well as country presentations. Each country presentation was authored by country representatives and describe their country's debt administration and collection. Also included are report summaries and background information as well as correspondence discussing logistical details.

Records related to commodity production and trade are also included in Kuczynski's subject files. Commodities discussed include petroleum, coffee, tea, minerals, rubber, sugar, bauxite, rice, sulfur, cotton, and grains. Records also relate to: the Bank's role in the mineral sector; seminar planning on topics related to commodity production and trade; and the influence of the Organization of Petroleum Exporting Countries (OPEC). Records include: correspondence; memoranda; back-to-office reports; and Board papers (including commodity forecasts and studies). Also included are a number of reports including a series authored by John Foster of the Economic Analysis and Projects Department discussing oil revenue projects of OPEC member countries, collectively, and by Saudi Arabia, Abu Dhabi, and Kuwait individually.

Kuczynski's subject files also include records related to topics in general economics. These include: income distribution; population growth and impact; joint and parallel financing of Bank projects; employment rates; and private lending to developing countries.

Records relating to Bank-related topics are filed alongside the general economics records. These include: impact of budget cuts on economic research; staffing; relations with the United Nations Development Programme (UNDP); research project planning; publication of Bank reports;Bank Board procedures; and country economic reporting. The majority of the records are correspondence and memoranda dating from 1972 and 1973. A single document, "Glossary of Population Terms", dates from 1967. Also included are comments on papers and summaries of Area Heads' meetings from 1972.

A file containing records related to Bank operations collected by Kuczynski while Chief Economist of CACDR is also included. Records contain correspondence and memoranda discussing: the Bank's operations program for 1972, 1973, and 1974; the Area Departments method of reporting; and the Bank-wide reorganization of 1972.

Records related to planning and future Bank lending are found in this series. Kuczynski collected these correspondence and reports (both final and draft) during 1971 and 1972. Reports discuss creditworthiness and Bank operations, capital flows, and the scale of future Bank operations. Of note is the memorandum entitled "The Scale of IBRD Financial Operations, FY74-78", which was presented to the Board by President McNamara in December 1971.

This series also contains records relating to the research and writing of the speech President McNamara delivered to the Board of Governors at the 1973 Annual Meetings in Nairobi, Kenya. Records include: memoranda discussing possible themes for the speech; a draft outline of the speech; multiple drafts, with contributions by Kuczynski, Mahbub ul Haq, Ernest Stern, and Hollis B. Chenery; comments on drafts, including an annotated draft by McNamara, dated June 19, 1973; memoranda by high-level staff discussing topics contained in the speech, including food production, agricultural sector, and the rural poor; a background paper presented by Chenery to President McNamara entitled "A Conceptual Framework for the Analysis of Poverty"; and various data collections in memoranda and table form.

Also contained in this series are records related to research seminars organized by Bank staff. These seminars were initiated by President McNamara in the spring of 1971 and then formalized into a series of seminars by Hollis B. Chenery in the fall of the same year. The seminars were intended for the Bank's senior staff. Both Bank staff and external participants presented on development-related topics. Records in this series are primarily from 1971 although they extend through 1973. Records include the full text or distributed notes on seminar presentations as well as invitations to sessions. A schedule of speakers for the fall 1971 series is included.

Also included in this seriesare Country Program Papers (CPPs) for most borrowing countries as well as correspondence related to the review of CPPs by the Program Review Division (EPRPR). (The EPRPR existed alongside the division led by Kuczynski, the Policy Planning Division (EPRPP), in the Policy, Planning and Program Review Department.) In addition to the CPPs, Country Program Notes and CPP "postscripts" are also included.

Finally, a copy of the World Tables produced in 1971 by the Bank's Economic Program Department's Socio-Economic Data Division is included.

Subject Files of Geoffrey B. Lamb, Adviser, Policy Development Unit (PRDPD), Policy and Review Department

This series contains files compiled by Geoffrey B. Lamb while he was an adviser in the Strategic Planning Division (SPRSP) of the Strategic Planning and Review Department and, after July 1, 1990, an adviser in and later head of the Policy Development Unit (PRDPD) of the Policy and Review Department (PRD). SPRSP had the major responsibility for generating and drafting the President's addresses to the Annual Meetings of the Bank and the Fund, and more than two thirds of this series consists of files Lamb compiled while drafting the speeches that President Conable delivered at the 1987, 1988, and 1989 annual meetings. These speech files contain numerous drafts of the speeches, much intra-Bank correspondence containing suggestions for the speeches and comments on the many drafts, copies of Bank publications used as background materials, Lamb's handwritten notes from meetings at which the drafts were discussed, and intra-Bank memoranda regarding follow-up action required to ensure that policies and programs outlined in the speeches were, in fact, accomplished.

Other files in the series contain records concerning the Group of Thirty's Study Group on Financing Eastern Europe which issued a 1991 report on the outlook for capital flows into Eastern Europe and the policy issues affecting them. Included is Lamb's correspondence with Richard A. Debs, the chair of the study group; Charles Taylor, the Executive Director of the Group of Thirty; and Wilfried Thalwitz, the World Bank's Senior Vice President, Policy, Research and External Affairs (PRESV), who was a member of the study group. A copy of the published report is included in the files. Items filed under President's Retreat 1989 concern the drafting of a work program and other follow-up work emanating from the January 6, 1989 retreat on the Strategic Agenda Framework. Another file contains intra-Bank memoranda and reports on the relationship between the U.S.S.R. and the Bretton Woods institutions and copies of and comments on a draft of the 1989 article The Soviet Union and the Bretton Woods Agencies written by the Executive Vice President and Director of the Overseas Development Council Richard E. Feinberg. There is also a file concerning the drafting of briefing materials compiled in November 1990 for President Conable prior to his visit to the U.S.S.R.

At the end of the series is a small file (under Guarantees) containing seven memoranda and papers, June 1990-September 1991, from Alfred J. Watkins, a senior economist in the Policy Development Unit, outlining howthe World Bank could use its guarantee powers to facilitate private capital flows to private sector entities in developing countries.

Subject Files of Masood Ahmed, Director, International Economics Department (IEC)

The series consists of seven parts. The first part contains correspondence and other records dated May to December 1995 and relating to plans for the issuance of Global Economic Prospects 1996 (GEP'96). Included are intra-IEC memoranda concerning overall plans for GEP '96; various drafts of the initiating brief for GEP '96; production schedules; copies of draft chapters with comments from IEC staff; and copies of DEC Notes regarding GEP '96.

The second part consists of memoranda and other records dated March 1994 to March 1995 and relating to the Organization for Economic Cooperation and Development (OECD) and the Development Assistance Committee (DAC). Filed under "OECD" are: Ahmed's correspondence with OECD staff and with Bank staff regarding OECD and DAC matters, March 1994 -March 1995; and memoranda, letters, schedules dated October 21, 1994 to November 15, 1994 regarding Ahmed's attendance at meetings of the OECD Economic Policy Committee, November 8 -10, 1994

The third part consists of agenda and minutes of meetings of the Departmental Management Team (DMT) which included the Director of IEC, the IEC Division Chiefs and other key staff. The records cover the period April 1990 to June 1997 and include minutes and agenda for the periods when D.C. Rao was Director from 1990 to 1993 and when Masood Ahmed was Director from 1993 to 1997. The files also include some background papers that were discussed at meetings and memoranda regarding follow-up actions from DMT meetings.

The fourth part includes agendas and minutes of meetings, memoranda, and correspondence related to administrative actions and planning initiatives by the DEC Vice President's Office from 1994 to 1997. This includes records related to: budget; reporting of department activities; and DEC-wide initiatives. Other records relate to the DEC Communication Strategy from 1995 to 1996, which sought to develop a cross-department communication policy and strengthen its partnership with the Bank's Office of External Affairs (EXT). These records consist of: correspondence between the DEC Vice President, DEC senior managers, other department staff, and EXT; approach paper drafts; agendas; minutes of meetings; and memoranda. Additional communications between the DEC VP, DEC department managers and staff, and EXT are included for the years 1994 to 1996 on a variety of topics.

The fifth part includes records related to a Bank-wide initiative to create an Information Services (IS) and Information Technology (IT) Task Force from 1995 to 1997 to help upgrade and centralize the Bank's IT Systems. Records consist of: correspondence sent to DMT, IEC Division staff, and DEC senior officials; reports, surveys, and audits of Bank IT systems and architecture; and agenda, minutes, and printed presentation slides related to Bank-wide IT development and management. The initiative proposed an Information Management Group (IMG), and sought representatives from units and departments across the Bank, including DEC and IEC.

The sixth part consists of records related to ongoing IEC collaboration with other national, multi-lateral, and external agencies through: attendance at seminars and meetings; exchange and sharing of research, data, and analysis through data systems, publications, and presentations; and policy advisement for international finance, debt, and trade issues. The records include agenda, meeting minutes, memoranda, correspondence, and reports from October 1995 to October 1996 related to the ongoing interaction between Ahmed of the IEC and the United Nations Conference on Trade and Development (UNCTAD). Most records relate to Ahmed's participation in UNCTAD meetings, and exchanging of global trade statistics through UNCTAD produced reports and IEC publications such as Global Economic Prospects (GEP). Other records in this part include agenda, memoranda, and correspondence related to the Bank-funded initiative International Comparisons Program (ICP) dated 1993 to 1997, which partnered with other national, bi-lateral, and multi-lateral institutions to conduct a massive survey of purchasing power parities (PPPs) among countries. IEC played a significant role in providing technical resources to conduct surveys and research, and led data processing and analysis activities. Records of meetings and seminars related to multilateral debt on severely and heavily indebted countries attended by Bank senior officials, or representatives from DEC or IEC are also included. These records consist of agenda, memoranda, meeting minutes, correspondence, briefings for senior officials, and external reports and papers for a variety of meetings, including: the OXFAM international meetings and seminars, 1995; the G-7 Summit-Halifax, 1995; and the G-7 Summit-Lyon, 1996. The bulk of correspondence in these records is internal communications between IEC, DEC, and the Office of the President (EXC) regarding: the content of the meeting and seminars; responses to papers, reports, and speeches related to multilateral debt; and the Bank's potential actions for multilateral debt. Lastly, records from the G-24 Group dated 1995 to 1996 contain external joint G-24 and IMF papers and reports related to various topics on international finance, debt, and trade issues.

The seventh part filed under "Miscellaneous" are memoranda and other records dated 1994 to 1995 concerning: 1) the Annual Bank Conference on Development Economics (ABCDE), May 1 -2, 1995, including memoranda regarding the drafting of the keynote speech; 2) Back-to-Office Reports and other records from DEC staff who attended the UN Symposium on Trade Efficiency that met in Columbus, Ohio, October 17 -21, 1994; and 3) a memorandum concerning guidelines for the Working Paper Series, December 5, 1994.

Subject Files of Masood Ahmed, Director, International Economics Department (IEC) Concerning the Development of the Poverty Reduction and Economic Management Network (PREM)

In early 1996, Masood Ahmed began a transition from the position of the Director of International Economics Department (IEC) to Vice President of the Poverty Reduction and Economic Management Network (PREM). The IEC was terminated within the DEC Vice-Presidency in July 1997, and PREM was launched in July 1997. The DEC VP oversaw much of Ahmed's transition into PREM, primarily because a large portion of IEC, its subordinate department, was absorbed by the new network, and DEC was re-organized as a result. This series consists of records from this transition period, and Ahmed's involvement in planning and implementing PREM.

The series consists of chronological files, including communications between Ahmed and the DEC Vice-President Joseph Stiglitz. The records primarily relate to: the re-organization of DEC with the closure of IEC; PREM's possible collaboration with or inclusion in DEC; updates on the planning of PREM; and what functions and actions will be mapped into potential sector departments in PREM. These records date from December 1996 to June 1997. Additional chronological files consist of correspondence and memoranda related to various discussions, topics, and meetings concerning PREM's launch, and administrative structure. Ahmed's handwritten notes are also interfiled among the chronological files. These records date from November 1996 to December 1997.

The second part of the series contains records related to PREM planning meetings and retreats. These records concern the Operations Vice Presidents (OVPs) -meetings and retreats attended by Network Heads from other newly launched networks. The OVP meetings records contain: agenda and meeting minutes; correspondence; memoranda; budgeting reports; business plan reports for each network; and network update reports for various meetings and retreats from December 1996 to August 1997. Separate subject files for the other two networks involved in the OVP meetings (Environmentally and Socially Sustainable Development Network [ESSD] and the Human DevelopmentNetwork [HDN]) are also included. Other planning materials relate to: development of sector departments and boards; development of PREM functions; short-term outputs for the PREM launch; development of PREM technical standards; budgeting for PREM; development of PREM knowledge and information infrastructure; and development of PREM evaluation and monitoring. These meeting records include agenda and meeting minutes, memoranda, correspondences, and handwritten notes. PREM produced reports, business strategy plans, and printed presentation slides are also included. These records date from January 1997 to December 1997.

The last part of this series includes records related to selection of management for PREM and mapping of staff for potential sector departments. These records consist of Ahmed's handwritten notes; potential candidate lists; background information, including CVs and biographical information; memoranda; agenda and meeting minutes from selection management meetings; and correspondence discussing candidates. Some of the records relate to the Poverty and Social Policy Department (PSP). This department briefly fell under the IEC's supervision following the closure of the Human Capital Development Vice Presidency (HCD) in December 1996. The PSP became the Poverty, Gender, and Management Units (PGP) during this short period in the first half of 1997. PGP staff was eventually mapped into the new sector departments of PREM. The PSP records discuss this staff mapping from PGP into PREM and also the absorption of past PSP functions and activities into PREM. Similarly, mapping and management selection records discuss disbursement of staff from Ahmed's own IEC, which was closed in mid-1997. PREM additionally mapped and selected candidates from other sources. Records related to the Bank Human Resources and management selection meetings discuss potential candidates and selection procedures. The mapping and management selection records are dated January 1997 to December 1997.

Subject Files of Masood Ahmed, Director, International Economics Department (IEC) Concerning the Office of the President and the Board of Executive Directors

This series consists of six parts and contains records related to Masood Ahmed's collaboration, communications, reporting, and presentations to the Office of the President (EXC) and the Board of Executive Directors. The first part of the series includes chronological files related to the EXC kept by Ahmed from January 1994 to December 1996. Records consists of incoming and outgoing correspondence between Ahmed, IEC staff, DEC Vice President, and EXC; presentation slides, speech drafts, and reports intendedfor EXC; memoranda, meeting minutes, and monthly EXC reports; and scattered Executive Board reports.

The second part of the series contains files titled "Board General" from April 1994 to December 1997, and these consist of agendas and meetings minutes, memoranda, and correspondence as well as Executive Board reports and biographies of Executive Directors. IEC reported regularly to the Board and this series contains memoranda and correspondence related to this activity. In addition to those found in the "Board General" records, Executive Director biography files were kept by Ahmed that dated January 1994 to December 1997.

The third part of the series consists of records from the Induction Program for Executive Directors and Alternates, 20-21 November 1996, in which DEC officials gave a presentation to incoming Executive Directors on the roles, functions, and activities of DEC and its departmental units. The records include correspondence and memoranda between the DEC Vice President, IEC senior officials,and other Bank units discussing preparations and planning for the presentation. Copies of the presentation slides are also included.

The fourth part of the series concerns records related to the World Development Report (WDR), 1997. IEC was responsible for providing and drafting much of the analytical and statistical data in this report. Ahmed's WDR records include memoranda, and correspondence with attached draft WDRs that discuss revisions, edits, updates, and other issues related to the report. The correspondence and memoranda are between EXC, the DEC Vice President, IEC senior officials, and the Staff Director of the WDR. Other memoranda and correspondence discuss the presentation of the WDR to the EXC and the Board, and subsequent Executive Directors discussion of the report.

The fifth part of the series consists of readings compiled by Ahmed for World Bank President James Wolfensohn from January 1995 to December 1995. These include various articles, reports, and other publications. Most of the readings are publications external to the Bank, and discuss international finance, debt, and trade.

The sixth part of the series includes records related to Wolfensohn's Change Management Group, a Bank-wide initiative that organized 30 focus groups from selected individuals in offices and units across the Bank to assess management issues and draft strategies for potential re-organization of management in the Bank. The records are dated August 1995 to May 1996. The records consist of agenda and meeting minutes from meetings and retreats; correspondence with various individuals in different Bank units who participated in the multi-unit focus groups; and published articles related to business and management change.

Subject Files of Masood Ahmed, Director, International Economics Department (IEC), Relating to EDI and the 50th Anniversary of the World Bank

This series contains files that IEC Director Masood Ahmed compiled on the Economic Development Institute (EDI) and the 50th Anniversary of the World Bank. Ahmed agreed in November 1993 to be a member of an informal network to review and comment on some of the internal Bank work regarding plans for the 50th Anniversary. The network was directed by Sarwar Lateef, who was also head of the secretariat to coordinate the Bank-wide 50th anniversary program. The 50th Anniversary files include correspondence withSarwar Lateef, staff in DECVP, and other members of the informal network; agenda for network meetings; comments on drafts of The World Bank at the Threshold of the Twenty-First Century: Learning from the Past/Embracing the Future; and copies of various background articles and papers prepared for the Committee on the Future of the Bretton Woods Institutions and for the 50th Anniversary of the World Bank. In October 1994 Ahmed was tapped to be a member of the Advisory Committee to EDI. The records relatingto EDI in this series include Ahmed's correspondence with the Director of EDI and other members of the Advisory Committee regarding the relaunching of EDI, copies of minutes of meetings of the Advisory Committee, and copies of various issuances regarding EDI from its establishment in 1955.

Subject Files of the Director, International Economic Department (IECDR)

This series contains incoming and outgoing correspondence, reports, draft articles and papers, and other records maintained by the Directors of the International Economics Department. Most of the correspondence is with staff in the IEC divisions and with the Vice President and Chief Economist (DECVP). The files concern: external access to the IEC's Bank Economic and Social Database System (BESD); data management issues in IEC; the distribution and marketing plans for IEC products (filed under Dissemination Task Force Electronic Data including CD-Rom Project and External Dissemination of IEC Products); the Socio-Economic Data Division's (IECSE's) participation in the International Comparison Project (ICP); intra-IEC discussions on the rebasing of national accounts and on statistical capability building; the methodology for preparing trade data tables; and the 1990 and 1991 work program and budget of the Debt and International Finance Division (IECDI).

Specific documents include: IEC correspondence on drafting its September 1991 report on The Management of Commodity Price Risk and the Bank's Role; copies of computer-generated slides from the January 27, 1992 IEC Seminar on Information Management Opportunities; copies of background papers and IEC staff comments on papers prepared for Long-Term Prospects Paper, 1990; status reports and correspondence regarding the development of the Revised Minimum Standard Model - Extended (RMSM - X) in IECSE; a February 1993 draft research agenda for IECSE (filed under Unified Survey'); and IEC correspondence and comments on the World Development Indicators (WDI) production process.

Subject Files of the Director, Policy and Review Department (PRDDR)

This series contains both the incoming and outgoing correspondence of the Director, Policy and Review Department (PRDDR) and his immediate staff. Much of the incoming correspondence is heavily hand annotated by Director Paul Isenman with his reply and/or his comments regarding the disposition of the incoming document. The files also contain agenda and minutes of meetings; drafts of reports, papers, and publications; and Isenman's handwritten notes from meetings. The series consists of the following four parts:

  1. The first and largest (8.83 linear feet) segment is the main subject file, January 1990 - November 1991. It consists largely of files on draft policy papers that the PRD staff reviewed. These files contain Isenman's copies of the correspondence, comments, and minutes of meetings relating to the policy paper throughout the drafting process. Policy subjects covered include: forestry, governance, guarantees (i.e. expanding Bank guarantee instruments for private sector development), human development, military expenditure, poverty, the Soviet economy, technical assistance for the Soviet Union, and policy guidelines on tobacco. Also included are files regarding the review of the Report of the Technical Assistance Review Task Force (TARTF); files documenting the development of Business plans for units in PRE [Policy, Research and External Affairs]; and memoranda and other correspondence, dated January - October 1990, on the transition to establish PRD from the Strategic Planning and Review Department (filed under New Department). Filed under President's Council are agenda and minutes of meetings of the President's Council (PC) along with PRD staff comments on documents that were to be discussed at the meetings.
  • The second segment, Isenman's working file, 1989 - 1991, contains many documents that Isenman annotated as working file or file W. Most of the files relate to subjects that were of short-term interest to PRD, but filed under Policy Research and External Affairs (PRE) Committee are schedules for PRE meetings and minutes and agenda for meetings of the PRE Committee on which Isenman served. Some items filed under lunches and people are dated as early as 1989 when Isenman was director of the Africa-South Central and Indian Ocean Department (AF3).

  • The third segment, January 1990 - August 1991, contains PRD's correspondence with and notes from meetings with PRE managers and the staff in PRD's Program Management Unit (PRDPM) concerning the drafting and monitoring of budgets and work programs for all PRE units. Also included are files on the FY 91 retrospective reviews for PRE units and the FY 92 PRE management contract.

  • The final segment appears to be another working file pulled together as PRD was being abolished. It contains a number of files pulled from the first segment, but the bulk of it consists of thick accordion files in which Isenman filed background materials on topics of current interest or in preparation for attendance at a meeting on the topic. Many include Isenman's handwrittennotes from meetings.

Subject Files of the Directors-General, Operations Evaluation

This series consists of subject files containing: copies of the Director-General's outgoing correspondence; and the reports, articles, minutes, agenda of meetings, and other records received by the DGO. Much of the series relates to routine OED administrative matters but the files cover a broad range of topics: the 1993 review of OED's processes and structure (filed under OED Process Review); changes in the Operational Directives affecting OED (filed under Operational Directives); the establishment of an independent Inspection Panel in the Bank (filed under Operations Inspections in the Bank); the establishment of the OED's Publication Committee; Failed States and UN/World Bank cooperation in post-conflict reconstruction; and rules of conduct for OED staff. Specific documents include: summaries, drafted by OED attendees, of discussions of OED-related topics covered in Executive Board meetings (filed under Board of Executive Directors); invitations, trip itineraries, copies of presentations made by OED staff, agenda, and other documents regarding conferences and seminars attended by OED personnel (filed under Conferences and Seminars); Apex reports for OED; copies of statements and presentations made by the Director-General (filed under Presentations) agenda, articles, and other documents relating to the 1994 Joint DAC/UNDP/World Bank Seminar on Technical Cooperation; the program packages provided to staff members prior to 1993 and 1995 OED staff retreats; and copies of notes summarizing the weekly meetings the Director-General had with the OED managers, November 1989 - May 1992 and September 1992 - June 1995 (filed under Management Team Meetings). Filed under Miscellaneous are personal notes sent to the Director-General and much of his correspondence with job applicants and other non-Bank personnel. The files for the Task Force on Portfolio Management contain copies of memoranda regarding the changing mandate of OED.

Subject Files of the Fisheries Program

This small series consists of the subject files of the fishery program. The records include memoranda, correspondence, mission reports and reports of meetings, policy papers, and drafts of papers. The files seem to have been created during the period when an aquaculture study was undertaken by the Bank. The file Banque Mondial includes the terms of reference for an aquaculture study and notes and reports of meetings on fisheries.

Most of the files relate to meetings, a few within the Bank but mostly international meetings, and information about fisheries studies undertaken by other organizations. Some files relate to a World Bank mission to Chile, Peru, and Ecuador to study international fisheries research, including background information and mission reports. A file on the advisory committee for a study of international fisheries research, undertaken by the World Bank, the Food and Agriculture Organization, the United Nations Development Program, and the Commission of European Communities, includes notes on the issues raised in the committee.

The records provide an overview of international cooperation on fisheries research at the beginning of the 1990s. Although small, these files provide useful explanatory material on the setting of international priorities on fisheries research.

Subject Files of the Forestry Program

This series consists of the alphabetical subject files of the forestry program. The records include memoranda, correspondence, reports, policy papers, and drafts of papers and book chapters. The principal focus of the files is the development of the World Bank's forest policy paper of 1991, including a series of background reports commissioned from world forestry experts during 1990.

The records also contain files on the Tropical Forest Action Plan, a program sponsored jointly by the Bank and the Food and Agriculture Organization, the United Nations Development Program, and the World Resources Institute, including records that reflect the establishment of the Bank's policy on the Plan. Files on forestry projects throughout the world between 1991 and 1993 include correspondence, mission reports, sometimes project supervision and completion reports, and publications. A few files on the International Board for Plant Genetic Resources, although labeled Weekly staff bulletin, actually contain useful reports,background papers, and handbooks on the operation of the Board.

The records are unusually complete, and it is possible to trace the development of the 1991 forest policy paper in its entirety. The paper itself is published, but these files provide important background content and context for research on forestry policy.

Subject files of the Office of the Director of the Economics and Policy Division

This series consists of the alphabetical subject files, A C, of the Economics and Policy Division. The records include memoranda, letters, reports, policy papers, numbered research proposals, and speeches, but primarily consist of drafts (some annotated) of papers and book chapters. A range of agricultural development issues are covered, such as credit and rural finance, price policies, technological innovation, and trade. The records include discussions of the Division's methods and techniques of analysis, the quality of its work and ways to improve it, and the relationship of the Division's work to the country-based work carried out in the Bank's regional offices. A few files deal with computers and their use by the Division for economic modeling and organizing economic reference data, and a few others are on conferences that members of the Division attended.

Eleven files are coded with a Research Project Output (RPO) code number, which was assigned to projects throughout the Bank by the Development Economics department. However, another four such RPO coded files, listed on the original transfer to the archives, are not among these records and probably were returned to the Agriculture and Rural Development Sector after the initial transfer of the records to the archives in 1989. One research project, RPO 671 42, on agricultural prices and subsidies, is a broad study of many countries and their pricing policies, while others are on the pricing policy of a single country (Turkey in RPO 672 78, for example) or a single topic (agriculture technology and innovation in RPO 671 44).

The correspondence is mostly that of Graham Donaldson, who was chief of the division between 1977 and 1984, but a few correspondence files postdate his tenure. Also included is a set of files on agriculture and credit that seem to be those of J. D. Von Pischke, and a file labeled Agricultural development. Reports is for the most part the speeches of Montague Yudelman.

The principal value of these records for research is the view that the records provide of the process of research and policy paper development within the Division. Some material on particular countries is found in the records, including India, the Philippines, Somalia, Sri Lanka, Yugoslavia, Senegal, Mexico, and Indonesia, much of which has probably subsequently been published. A report on the World Food Program contractual study of agricultural development in Korea is in the file Agricultural development. Reports.

Subject Files of the Office of the Special Representative to the U.N. Organizations in Geneva

Most of these files appear to have been created while Wolfgang Siebeck (1986-1989) and Jean Baneth (1989-1992) served as Special Representative. A few files contain documents of earlier Representatives who served during the 1980s (Mahmud Burney and L. Peter Chatenay) and of Jean Baneth's successor in 1992, Sorsa Piritta. Documents placed in these files include not only memoranda, electronic messages, speeches, and statements prepared or received by the Representatives but also memoranda and other documents prepared by members of their staffs and other Bank officials.

A few files (Women, North/South Roundtable on Trade) contain only a single document but others are more substantive. The International Labor Organization (ILO) files (1982 - 1990) contain considerable correspondence of both Siebeck and Baneth covering coordination between the World Bank and ILO. In some of the correspondence, Siebeck is identified as Director, International Relations Department, Geneva Office (IRDGO). Much of the correspondence in the Human Rights file pertains to Baneth's participation as Bank representative at meetings of the U.N. Centre for Human Rights and preparations for the 1993 U.N. Conference on Human Rights. The file also contains some correspondence of earlier Representatives concerning human rights issues. The Gulf Crisis file (26 October 1990 - 16 July 1991) includes Baneth's (and his Administrative Assistant's) correspondence concerning United Nations Disaster Relief Organization (UNDRO) efforts on behalf of displaced persons in the Middle East during the crisis. Correspondence was exchanged during the crisis with the Vice President, Corporate Planning and budget Robert Picciotto; the Senior Vice President, Policy Research and External Affairs Wilfred Thalwitz; and the Director, External Affairs Alexander Shakow.

Subject Files of the Research Advisers

This series contains the subject files of Research Advisers Ernest Stern (originally titled Senior Adviser) and, beginning in April 1974, Benjamin B. King. After King left the position in March 1977, Ian M.D. Little and Bela Belassa served as acting Research Adviser until the appointment of Shankar Acharya in July 1979. The files include the advisers' correspondence with President McNamara, the Vice President of Development Policy, the directors and staff of the Development Policy departments, members ofthe Research Committee, and non-Bank research professionals. This series also includes some correspondence of the Research Committee secretary. A file on the early administration of the World Bank's research program, 1971 - 1974, includes a history and description of the research program, outlines of research priorities, and memoranda on the policy of long-term consultant appointments funded from the External Research Budget.

Other files contain: tables and correspondence regarding the research budget and the funding of specific projects, July 1971-June 1973; correspondence on rejected proposals, October 1971 - May 1974, including comments on the project proposals and memoranda explaining why specific research proposals were rejected; agenda (May 1971 - June 1979) and minutes ( April 1971 - October 1974; January 1975 - March 1979) of Research Committee meetings; minutes of Review Panel meetings, 1972 - 1978; correspondence regarding the size and membership of the Research Committee, 1971 - 1979; correspondence regarding research proposals (instructions and deadlines for submitting proposals, memoranda conveying the decisions of the Research Committee, lists of proposals each department planned to submit in the coming fiscal year), 1972 - 1974; comments on drafts of the annual report to the Executive Directors on the research program and memoranda summarizing the response of the Directors to the report, 1973 - 1974; correspondence regarding the evaluation of urban development projects and the financing of these evaluations, 1972 - 1975; correspondence with non-Bank personnel, 1971 - 1974 (filed under Outside Correspondence); excerpts from Research Committee minutes and memoranda on funding the sector research program, 1973 - 1977; and information regarding the Development Policy staff's participation and attendance at the International Meetings of the Directors of Development Research and Training Institutes, OECD [Organization for Economic Co-operation and Development] in Belgrade, Yugoslavia, August 1972, and in Abidjan, Ivory Coast, August 1974.

Subject Files Relating to Major Issues of Interest to the Vice President and Chief Economist (DECVP)

This series contains files on major issues of interest to the Vice President and Chief Economist and his staff. Most files contain documents compiled by DECVP Michael Bruno and by Mark Baird, Director of Development Policy in DEC, but some are from the administrations of former DECVPs Stanley Fischer and Lawrence Summers. Among the topics covered are: aid effectiveness; plans to relaunch and reform the Economic Development Institute in 1995; planning for the 50th Anniversary of the World Bank; and DEC presentations made to the Board and to President Wolfensohn.

Sub-Saharan Africa Hydrological Assessment records

Series consists of records related to the Sub-Saharan Africa Hydrological Assessment (SSAHA) project. The SSAHA was a United Nations Development Programme project (UNDP, Project # RAF/87/030). However, the World Bank served as the primary implementer of the project. The World Bank also helped finance the project, along with the UNDP, the African Development Bank (ADB), the French Ministry of Cooperation, and the European Community (EC).

The SSAHA was developed in response to requests from African governments to review the hydrological services in Sub-Saharan Africa. Its aim was to assist sub-Saharan countries in the creation and/or improvement of a sound hydrometric base for the purposes of planning and evaluating water resources development programs and projects. The project would evaluate the status of all existing water resource data and information and make recommendations for the filling of important gaps and for the general enhancement of the capability to measure, retrieve, process and publish hydrological data and information (Sub-Saharan Africa Hydrological Assessment Project Document; c. December, 1986; File #30187398). The project involved: preparing inventories of the present status of data collections, processing and publication including the listing of bibliographies; identifying the more important gaps that exist in present programs; and making recommendations on priority programs to fill the gaps including institutional and training aspects.

The SSAHA project was prepared by the World Bank in1986-1987 in consultation with the UNDP, the United Nations Department of Technical Co-Operation for Development (UNDTCD, later the United Nations Department of Economic and Social Development [UNDESD]), the World Meteorological Organization (WMO), regional African agencies, and African national governments. The UNDP approved the project in June, 1987 and the World Bank signed the Project Document as Executing Agency in the same month. The project became effective in September, 1987. A Steering Committee comprised of donor agencies, regional agencies, country representatives, WMO and UNESCO was established at this time. The UNDP chaired the Committee with the World Bank and ADB serving as co-chairs. It began to meet twice annually (or when convened by the Chairman) in November, 1987, to assist in the supervision of the project, to redirect approaches as needed, and to evaluate the project results.

Within the World Bank, the Agriculture and Rural Development Department's Production and Services Division (AGRPS) was designated the executing unit. Ulrich Kuffner served as task manager from 1987 until January 1, 1992 when Geoffrey Matthews, Agriculture and Rural Development Department, Technology and Natural Resources (AGRTN), replaced him. Torbjorn Damhaug of the African Regional Office, Environmentally Sustainable Division (AFTES), was made a co-task manager in 1994 or earlier. A Project Management Committee (PMC) was established in 1987 to serve as a liaison between the Agriculture and Rural Development Department (AGR) and the African Regional Office (AGR).

Series contains records created and received by the AGRPS that relate to SSAHA project planning, financing, execution, oversight, and evaluation. The majority of the records are organized into numbered volumes according to: consultant firm; African region; project organizer and/or financer; Steering Committee meeting; and general correspondence files.

Records relating to Regional African Agencies are numerous and contain correspondence between the Bank andthe Agencies' representatives. Folders are labeled according to region: South African Development Coordination Conference (SADCC, in 1992 renamed the South African Development Community [SADC]), and the International Authority on Drought and Development (IGADD, in 1996 renamed the Intergovernmental Authority on Development [IGAD]), as well as Madagascar, which is not included in one of the aforementioned Regions. Records relate to: project planning and negotiation; consultants' reports; planning of meetings and workshops; and coordinating with consultants. Records contain: drafts of consultants' reports and Regions' comments; back-to-office reports; Terms of Reference; consultants' proposals and contracts; and aide memoires.

Records also contain correspondence with consultants who have been awarded a contract. Records relate to: payment; revisions to Terms of Reference or payment; negotiation of completion and reporting dates; publishing; and coordination of consultants with Regions and countries.

The series also contains multiple volumes labeled General Correspondence. These records include correspondence with Regional African Agencies as described earlier. Correspondence with consultants is also included, although the majority of this material was created before contracts were awarded and thus contain Terms of Reference, proposals, minutes of negotiations, and related records. General correspondence files also contain correspondence with: the Bank's country and regional offices; country officials and representatives; participating agencies (UNDP, WMO, EC, ADB, etc.); and short-term consultants. Records relate to: project planning; meetings; training exercises; workshops; project coordination and logistics; contracts; financial issues; Bank staff reporting; evaluation of consultants' reports; project funding; and project research and planning.

The series contains folders for each of the eight Steering Committee meetings held between November, 1987 and July, 1996. Records relate to meeting planning and coordination and the invitation of participants. Records include: agendas; minutes; list of participants; preparatory materials (i.e. reports); and back-to-office reports by meeting attendees. A lesser amount of records relating to the World Bank's Project Management Committee meetings are also included; records are of similar type to those previously described.

Separate folders for correspondence with WMO, UNESCO, and the Comite Interafricain d'Etudes Hydrauliques (CIEF) are also contained in this series.

Budget files containing reports, budgets, copies of contracts, revisions, and disbursement records are also included.

The series also contains numerous folders labeled General Files. Substantive [subject] files

This series contains correspondence and background material relating to development issues studied by the Development Committee. It includes the principal body of records on the Working Group on access to capital markets. These files are essential for understanding the initial conceptualizations of the Development Committee as to its area of activity and the extent of its coordinating functions in the field of development.

Support and communications of the Office of the President and senior staff

The staff support and communications of the Office of the President and senior staff series includes records related to a variety of activities undertaken by External Relations (EXT) departments. These include: authoring correspondence for senior staff and Bank presidents; scheduling and managing logistics for media relations and speaking engagements; liaising with the press with regard to publication requests; and authoring briefing books for mission travel and meetings. This series contains records related to these activities in addition to subject and reference files.

Series contains records related to the authorship of correspondence for the Office of the President (EXC). The correspondence was authored for Bank Presidents Robert McNamara (1968 to 1981), A. W. Clausen (1981 to 1986), and Barber Conable (1986 to 1991). The records include correspondence received by EXC and forwarded to EXT for response. Forwarded correspondence is accompanied by EXC's forms for requests of action (i.e. author a response,file with EXT records, provide advice, etc.) Topics of correspondence are wide ranging and include: requests for interviews; invitations to conferences and meetings; research proposals; and letters of introduction.

Also included in this series are records related to the scheduling and logistics planning provided by EXT for media interviews in which Bank presidents participated. Records relate to interviews with Presidents McNamara and to a lesser extent, Conable. Records include: correspondence leading upto the interview; internal memoranda concerning logistics; proposed questions and answers; and a clipping or a full transcript of the actual interview. Records relate to print interviews with the Wall Street Journal, Newsweek, Washington Post, New York Times and Life magazine. Television interviews include the BBC, Italian television, and McNamara's appearance on NBC's Meet the Press in 1974. The records related to McNamara's Meet the Press appearance include preparation notes, transcripts from the episode, and correspondence from viewers.

Records relating to EXT's support of press conferences in which President Conable participated are also included. Records include transcripts of press conferences and press interviews for the years covering 1986 to 1989. Topics include: Bank's 1987 Reorganization; Annual Meetings; annual reports; the establishment of the Multilateral Investment Guarantee Agency (MIGA); Bank policies on the environment; a 1988 loan package to Argentina; indebtedness; adjustment lending; and a 1989 loan package to Mexico. Series also includes records related to press conferences involving Sir William Ryrie (International Finance Corporation [IFC] Executive Vice President), Yoshio Terasawa (Executive Vice President of MIGA), and Ibrahim F. I. Shihata (World Bank Vice President).

Also included in this series are records related to the requests for speeches by Bank senior staff including the president. The majority of these records consist of correspondence with external organizations that are requesting participation by Bank staff in their conferences, meetings, and other events. In the cases where invitations were accepted, a transcript of the speech given is often included. In addition to requests to Presidents Black, Woods, and McNamara, requests are also made to a number of other World Bank vice presidents. A small amount of records related to World Bank policy with regard to speaking events is also included. Records date from 1950 to 1968.

Records relating to requests for article submission to periodicals and other publications are also included in this series. Records relate to requests made to Presidents Woods and McNamara. Records include correspondence with media representatives in which requests for articles are made. Records also relate to the submission of articles, including drafts (often with hand-written annotations) and final versions as well as correspondence with the publisher.

The series also includes records relating to logistical and program support for tours of member countries made by senior Bank staff including Presidents McCloy, Woods, and McNamara. Records date from 1947 to 1968 and consist of internal memoranda, correspondence (including invitations), and itineraries.

The series also contains briefing books prepared by EXT staff for President James Wolfensohn between 1996 and 2005 in support of his various trips and conferences. The briefing books include event background, speaking points, transcripts of speeches, meeting notes, agendas, itineraries, biographical and relevant information on meeting participants, and media biographies. Briefing papers relate to: Wolfensohn's visits to Geneva, Spain, and Switzerland; UN Special Representative Secretary General seminars; Annual Meeting seminars; and the 2002 Monterrey Mexico conference on development financing. There are also briefing papers and supporting materials for Wolfensohn and other staff members related to G-7 meetings from 1995 through 1997. A small number of briefing papers for Mats Karlsson (Vice President of External and United Nations Affairs [EXTUN]) covering 1999 to 2001 are also included.

The series includes recordings and transcripts (including physical and electronic formats) of President Wolfensohn's various internal addresses to staff. These include: high-level workshops, end of year messages, senior management meetings, townhalls, and, most voluminously, his semi-regular "journal" recordings that update staff on Bank operations and activities. This collection of speeches was to be included in Wolfensohn's online "Speech Bank" and incorporated into the Renewal website. The versions in this series were maintained by EXT as a reference collection.

Records also relate to EXT's involvement in the management of internal facing World Bank Group websites. Specifically, records relate to the creation of the Renewal website, a staff-focused resource providing updates on the 1997-1998 reorganization as well as other ongoing administrative and operational initiatives. Records include: email correspondence; materials related to the testing and creation of website content; reports created by the Planning and Budgeting Department; and printouts of pages from the Renewal site. The series also includes materials related to the creation and management of the EXC website from 1998 to 2000. These records include internal correspondence within the department for updates, requests for approval of information to be included on the website, drafts of page content, requests for images for website use, and printout copies of webpages.

The series also includes memoranda summarizing recommendations made by the Pearson Commission on International Development which investigated the effectiveness of the World Bank's first 20 years of operation. These memoranda, dated from 1969 to 1970 and authored by EXT staff for review by the Executive Directors, address specific topics such as education, population, economic reports, debt relief, and aid coordination. The memorandum has handwritten notes written on them by President McNamarato members of the Board.

Task Force Chairman's Records

This series consists of the records related to the Task Force on Local Financing under Adjustment Operations. The records were created and collected by Salah El Serafy, Economic Adviser in Economic Advisory Staff (EAS), who served as chairman of the Task Force on Local Cost Financing Under Adjustment Operations. The series contains a copy of the final Task Force report which was forwarded to President Conable on December 18, 1990; copies of comments on the final report from members of the President's Council; various drafts of the report; Serafy's correspondence with the Task Force members; hand written notes from Task Force meetings; and background documents including minutes of the May 24, 1990 Executive Directors' meeting at which questions were raised regarding the appropriateness of using credit proceeds to finance local costs for credits to Ghana (Credit No. 214GH) and Nigeria (Credit No. 2139-UNI). It was that Board discussion which led to the establishment of this task force. Also included among the background documents are copies of many of the records, dated from November 1989 to May 1990, of the Task Force on Cost Sharing and Local Cost Financing (also called the Project Cost Sharing Task Force) chaired by Randolph L. P. Harris. The final report of that Task Force which was issued on May 31, 1990, is not in this series, but copies of comments on various drafts of the report are included.

Technical assistance

The series contains records relating to technical assistance projects that were managed by the International Relations Department's Technical Assistance Division (TAD) and its predecessors. The functions of technical assistance coordination and United Nations liaison were the responsibility of the Technical Assistance and Liaison Department (TAL) from 1946 to 1961. TAL was terminated in 1961 and these functions were transferred to the Technical Assistance Division (TAD) of the Development Services Department and subsequently to the External Relations Vice Presidency as part of the newly formed International Relations Department (IRD) in 1973. Records in this series are predominantly from 1973 to 1983.

The majority of the records in this series relate to technical assistance projects that are almost entirely funded by the United Nations Development Programme (UNDP) or its predecessor, the UN Special Fund (UNSF), but administered and executed by the Bank. A very small portion of the series relates to technical assistance directly supporting Bank Group lending operations.

Records document TAD and its successor TAL's role in coordinating technical assistance between the Bank's operating departments and UNDP and UN or, for Bank-funded projects, between project consultants and Bank departments. Records consists of correspondence and supporting documents that cover the appraisal and negotiation of proposed projects in addition to the project's administration. Topics include: payments and use of funds; budget revisions; TA consultants contract arrangements; and project evaluation and reporting.

Correspondence is between TAD and the respective World Bank regional or sector departments or vice presidencies, UNDP and other UN officials, senior government officials, and project manager consultants and includes copies of outgoing memoranda, letters, telexes and cables. The correspondence is filed with project documents and includes: proposals and plan of operation; contracts; externally-produced reports, many issued by UNDP; Bank project evaluation draft reports and final reports; newspaper clippings; and occasionally plans and diagrams. A portion of country files that are labelled 'Miscellaneous' contain correspondence and supporting proposals for projects requested by the government for UNDP assistance and were sent by UNDP officials for Bank comment.

Also included in the series are IRD correspondence files relating to general technical assistance administration and procedures. Records include copiesof outgoing memoranda between IRD senior staff including Director Shirley Boskey and successor Shahid Javed Burk as well as TAD Chief Vincent J. Riley, senior advisors, and other Bank staff. Some correspondence is authored by IRD Directors or other senior staff to be sent by World Bank President McNamara or Clausen, or Vice President of External Relations Jose Botafogo. A portion of the correspondence is also with external bodies including UNDP officials. Series also contains semi-annual reports on the Bank's technical assistance activities and other ad hoc reports as well as files related to UNDP's annual General Council meetings (1975-1976).

Although the technical assistance function was transferred from IRD to the regional vice presidencies in 1981, a few correspondence files in this series extend to 1986 and reflect IRD's continuing function in advising on operational activities with UNDP and UN bodies. Files from this period contain copies of outgoing memoranda and reports about technical assistance projects managed by UNDP, discussion of the relationship of technical assistance advisors with UN Resident Coordinators, and communication on country projects as well as a copy of World Bank Technical Paper WTP23 "Twinning of Institutions: Its Use as a Technical Assistance Delivery System", released in 1984.

Third System Review

The series consists of records related to CGIAR's Third System Review conducted in 1996-1998. The Review's purpose was to assess the role, relevance and future directions of the CGIAR System and make recommendations for improving its overall effectiveness. Its focus included, but was not limited to:

  • Mission and strategy: mission, scientific orientation, goals, principal activities, priorities, and strategies of the System

  • Governance and finance: roles and responsibilities of System-wide units, System-level management processes (priority setting, resource allocation, evaluation); funding modalities

  • Operational effectiveness: quality, relevance, and efficiency of the science practiced by the centers; partnerships; structural considerations.

The Review was conducted by an external panel which was supported by separate Working Groups and facilitated by a secretariat. The series contains Review Panel meeting minutes along with extensive background readings and other supporting materials. Indexes for meeting-related materials are included. Series also contains correspondence related to the System Review. Correspondence relates to the selection of Panel and Working Group members as well as meeting and conference planning and requests for comments on Review-generated reports. The series also contains a file of reports commissioned by the Review Panel as well reports created or collected by the Panel. Finally, the series contains a copy of the Review's final report, The International Research Partnership forFood Security and Sustainable Agriculture, dated October 8, 1998. A draft of the final paper by the Specialist Panel on Governance and Finance (August 24, 1998) is also included.

Tokyo Office chronological files

Series consists of correspondence created and received by Frank Vita while serving as Deputy Chief of Mission in the World Bank's Tokyo Office between 1984 and 1985. The Tokyo Office primarily existed to assist in the Bank's borrowing program in the Japanese capital market. It also assisted in the dissemination of information on World Bank activities in Japan. Records include: briefing notes; speeches and presentations; policy and guideline papers; newspaper and magazine clippings related to Japan and its banking system and financial markets; and capital market studies. Correspondence in this series relates to: Tokyo Office administration, budgeting, and staffing; Tokyo capital markets; and currency swaps.

Training material

This series contains records relating to two projects that were part of the UNDP (United Nations Development Programme)-World Bank Water and Sanitation Program (UNDP-World Bank WSP) that supported the United Nation's 1981 - 1990 International Drinking Water Supply and Sanitation Decade (IDWSSD). The two projects are the Information and Training Program in Low-Cost Water Supply and Sanitation (INT/82/002) and the International Training Network (ITN) for Water and Waste Management (INT/86/027). These projects were responsible for developing and delivering training modules geared toward water sector personnel and non-water professionals on topics concerning low-cost alternative technologies, sanitation (e.g., ventilated pit latrines), economic appraisal of projects, user participation, health aspects of water supply and sanitation, sanitation technology solutions, wells and handpumps, water distribution network, water and waste treatment, hygiene education, gravity-flow water supply, rainwater roof catchment systems, institutional and financial aspects, and many more. The goals of these training projects were to promote and deliver training on technical aspects, management, administration, finance, community development, and project support communications.

The training projects produced three major training packages for three primary stakeholders: the Decision Package for policy and senior government leaders; the Technical Package for students and sector professionals; and the Community (User) Participation Package for community workers and project staff.

UNDP financed the projects in cooperation with international agencies, while the World Bank (Bank) was responsible for project execution through the Technology Advisory Group (TAG) for technical assistance. The Bank's responsibilities included but were not limited to coordinating the recruitment process, agreements, feasibility studies, in-country training, project description drafts, course curricula design, etc.

Some of the key individuals mentioned in this series include but are not limited to Letitia Obeng, Saul Arlosoroff, Richard N. Middleton, and Mary Elmendorf (anthropologist/consultant, 1975-1996).

Materials include but are not limited to foundational records to prepare and produce the training modules; translations; progress and review reports; correspondence and memoranda; administrative files; conference and workshop files; photographic prints; and audiovisual items (e.g., magnetic cards, flexible disks, 35 mm color slides, and cassette tapes).

This series also contains records related to other initiatives: Research and Development in Integrated Resource Recovery (GLO/80/004) and TAG's collaboration with the UNDP's Women and the Decade Project (INT/83/003). It contains information about the promotion and support for women's participation in the United Nation's 1981 - 1990 International Drinking Water Supply and Sanitation Decade (IDWSSD) and the development of low-cost sanitation projects and training modules created by the Bank's EconomicDevelopment Institute (EDI).

Training, conference, and workshop records

Series consists of records created and compiled by Shelton Davis from the various training sessions, conferences, and workshops related to indigenous communities, social development, sustainability, and environmental issues. Series includes planning documents, handwritten notes, correspondence, presentation and training materials, reports, manuals, and audio-visual materials. This includes VHS tapes from the training seminar Indigenous Peoples held in October 1992, which Davis organized, led, and participated in as the Senior Sociologist for the Environment Department (ENVAP). Two audio-cassette tapes contain a similar presentation given by Davis for the United Nations. Seminar documents, reports, and presentation notes from the seminars Indigenous Knowledge Systems and Institutions in Africa, June 1, 1995 and Indigenous Peoples and Economic Development in Asia, May 29, 1996 are also included from Davis's time as Principal Sociologist with the Social Policy and Resettlement Division (ENVSP).

The series also contains records from the years Davis served as Sector Manager in the Environmentally and Socially Sustainable Development Unit , Latin America and Caribbean Region (LCSES), 1998-1999, and the Sector Manager in the Social Development Unit, Latin America and Caribbean Region (LCSEO), 2000-2004. This includes handwritten notes, agendas, minutes, training session records, and presentation transparencies related to the workshops devoted to operational directive "OD 4.20 - Indigenous Peoples" and operational policy "OP 4.10 - Indigenous Peoples" in 1999 and 2002. Agenda, minutes, correspondence, and reports are also included for multiple planning meetings and workshops such as the Indigenous Peoples and Human Development Project Design: A Technical Workshop, February 24, 1999; the Indigenous Peoples and Social Sector Projects Workshop, April 11-12, 2000; and the Ethnicity and Health Equity - Expert Group Meeting, June 18-20, 2001. A topical file containing "Safeguard Policies - Instructor's binder" is interfiled among other workshop materials. The series also consists of CDs and VHS tapes from many training sessions, conferences, seminars, and workshops organized and held in the Latin America and Caribbean Region from 2000 to 2004. The CDs contain digital training records, agendas, images, and reports related to indigenous rights, resettlement, social development, and sustainable development. Each CD is typically specific to one country, project, or issue. VHS tapes produced by the World Bank related to specific Bank-funded projects or training seminars, conferences, or workshops are also included.

Transition briefing files

This series consists of briefings prepared for A.W. Clausen upon his inauguration as the World Bank's President in July 1981 and Clausen's copy of briefings on Bank operations prepared in 1986 for the Presidential transition from Clausen to Barber Conable. The files provide a broad overview of the Bank's structure and functions, as well as the status of World Bank's projects throughout the world.

The 1981 briefings on the Bank itself describe the origins, purpose, objectives, and current status of the various Bank entities, including the Financial complex, Operations, Development Policy Staff, World Bank Group Staff Association, Secretary's Department, Legal Department, Central Projects Staff, External Relations, Compensation, and the Administration, Organization and Personnel Complex. Also included are briefings on the International Finance Corporation (IFC) and on Bank/Fund collaboration.

Regional briefings summarize the history and current status of development projects throughout the world. They are arranged by region, and then by country, and typically summarize the political background, economic structure, development policy, future prospects, and the Bank's role in development. Included are briefings on Europe; Eastern Africa Region; Western Africa Region; Europe, Middle East and North Africa (EMENA); East Asia and Pacific Region; South Asia Region; and Latin America and Caribbean Region.

The briefing on Operations prepared in 1986 for in-coming President Barber B. Conable provides an overview of the Operations Policy Staff and the Energy and Industry Staff. It also gives the history and status of Bank operations in EMENA, East Asia and Pacific, South Asia, West Africa, Eastern and Southern Africa.

The series includes background material dating back to 1970.

Transition Correspondence

This small series contains President's Conable's correspondence at the time of his appointment as President of the World Bank and for the first few months of his term. The records include congratulations, thanks, job inquiries, and letters from persons advertising their services, and the correspondents include both friends and institutions such as commercial banks. The series provides an interesting view of the type of approaches made to an incoming President.

Transparencies for Presentations Made by the Directors-General, Operations Evaluation

Series consists of transparencies and/or transparency master (hard) copies prepared for presentations made by the Director-General, Operations Evaluation (DGO), within the Bank and to external groups. Most of the presentations dealt with the role played by OED in supporting the Bank's development agenda. Some of the transparencies are accompanied by copies of speeches or presentation outlines.

Transportation, Water and Urban Development Department Urban Development Division chronological files

Series consists of records related to Tim Campbell's work as Principal Urban Sector Specialist and Head of the Urban Partnership in the Transportation, Water and Urban Development Department's Urban Development Division (TWURD). Series consists almost exclusively of correspondence, the majority of which are incoming. Records contain correspondence with external agencies, institutions, and government representatives and include but are not limited to: the Inter-American Development Bank; the World Economic Development Congress; the Organisation for Economic Co-operation and Development (OECD); the United Nations Centre for Human Settlements; the World Conference of Mayors, Inc. Correspondence with government agencies and embassies of Switzerland, Great Britain, Sweden, Denmark, and Ecuador is also included. Correspondence relates to conference and meeting invitation, information exchange, and collaboration.

Travel briefings

This series contains records related to President Conable's trips and attendance at meetings and conferences abroad and appearances and presentations inside the United States. The first file contains a table of travel undertaken by the President from September 1986 through September 1990, with columns for the dates, region visited, the country/state/city/town/field location visited, the purpose of the trip, meeting dates, and whether Mrs. Conable accompanied the President.

The files consist of travel itineraries background information on countries, briefing notes for meetings, arrival and departure statements and sometimes speeches, press conference briefings, remarks, schedules of meetings and appointments, agendas, correspondence with government leaders (including thank you notes), lists of government officials and biographical data, general background information on countries and governments, notes on projects and field visits, and maps of the country. A videotape is included on Conable's trip to India in November 1987.

Travel briefings

This series contains the briefings prepared for President McNamara's official trips. It includes notes by McNamara, some handwritten; correspondence with senior staff and government officials; and staff reports on visits.

The briefings consist of schedules, airport statements, government lists and biographies, lists of topics for discussion, basic data and maps, background information on the political and economic situation and the Bank's operations in the country visited and, for Part II countries, aid programs and IDA contributions. Schedules, statements, biographies, and topics for discussion are often annotated by McNamara, some heavily. If the trip included more than one country, the first file may include general information on the region. While most files contain a full briefing, a few files include only the list of persons visited or a schedule.

The 1980 files on an African trip include a file of Mrs. McNamara's activities. The series includes one photo from McNamara's trip to Peru in 1976.

These files are valuable for any researcher looking at the Bank's relationship with a country. The rich analytical material in the briefing file pulls together the Bank's information on a country at a particular date which, when supplemented with McNamara's notes, give a snapshot of the country's stage of development and its political climate.

Travel briefings of staff assistants to the President

The series consists of the travel briefing files of three staff assistants for three trips during the McNamara Presidency. The first are the files of Sven Burmester, Special Assistant to the President, for the Middle East trip (Kuwait, Saudi Arabia, Qatar, and the United Arab Emirates) of March 5-16, 1975. The second are the files of Caio Koch-Weser, Personal Assistant to the President, for the West Africa trip (Nigeria, Ivory Coast, Liberia, Guinea, The Gambia, and Senegal) of November 1-15, 1977. The last are the files of Oliver Lafourcade, Personal Assistant to the President, for the trip to India and Pakistan, March 28-April 1, 1981. All of these trips also have briefing files in the President's travel briefs series.

Travel files

The files in this series contain Mr. Preston's travel itinerary; briefing books that include background on the country's economy, the Bank's lending program, projects under execution, country profile and map of the country; schedules; meetings with Heads of States and representatives of member countries; minutes of meetings; arrival and departure statements; press statements; and outgoing letters to the government subjects.

The series contains both the files that the President used on the trip and the administrative files created by the President's office, most often by Gisu Mohadjer, an Executive Assistant to Preston, during the preparation for the trips. In some cases, there are Gisu Mohadjer files for a trip as well as files that appear to be the President's copy for use during the trip. Often the Mohadjer file will contain some briefing materials as well as logistical information.

The records include photographs from Mr. Preston's trips to Tanzania, Venezuela, Morocco, and India.
