The records are primarily devoted to economic and sector work (ESW) planning, and reporting for the Latin America and Caribbean Region (LAC). The records include: initiating memoranda; ESW business plans; ESW task briefs; terms-of-reference; back-to-office reports; and research paper and survey proposals. The series also includes meeting minutes from LAC regional ESW planning meetings, and draft policy papers with handwritten notes and comments by Fleisig. Most memoranda and correspondence are between Fleisig, the Region's Lead Economists, and other staff in the LAC Region. Correspondence between Fleisig and the Office of the President (EXC) are also included.

Most of the records are related to debt restructuring plans and strategies for the Task Force on Philippines Debt from 1989. The correspondence and memoranda are mostly between Fleisig and other Asia Country Department staff. Meeting minutes from the Executive Board of Directors related to debt restructuring in the Philippines are also interfiled in records.

The chronological correspondence focus on a variety of topics, including: SAS lending; SAS workshops and training; and SAS briefing.

The series primarily consists of correspondence and memoranda between Joseph Wood, the Office of the President (EXC), Senior Vice President of Finance Moeen Qureshi, Senior Vice President of Finance Ernest Stern (succeeded Moeen Qureshi in 1987), Executive Directors Board members, and other World Bank staff. Wood's handwritten notes and annotations are also included. The chronological correspondence focus on numerous topics, including: IBRD lending; the "Future Role of the Bank"; fiscal years budgets for 1986 to 1988; IDA commitments and agreements; and General Capital Increase (GCI).

This series includes subject and activity files collected by Joseph Wood while Vice President of the Financial Policy, Planning, and Budgeting Vice Presidency (FPBVP, 1983-1987) and the Financial Policy and Risk Management Vice Presidency (FPRVP, 1987-1991). The FPBVP contained the Financial Policy Department (FPA) and the Planning and Budgeting Department (PBD). The FPRVP contained the Financial Policy Department as well as the Resource Mobilization Department (FRM). Records in this series relate to Wood's role overseeing the work of these units. Subject files include: lending programs; adjustment lending; debt and debt servicing; cofinancing; Bank relations with external institutions; Bank sectors (i.e. environment, women in development, etc.); risk management; Bank capital and currency management; borrowing and liquidity policy; International Finance Corporation (IFC) operations; International Development Association (IDA) policy; IDA replenishment; IBRD General Capital Increase (GCI); country positions on various topics; and the Brady Proposal. Records include correspondence and memoranda between Wood and the Office of the President (EXC), Senior Vice President of Finance Ernest Stern, other high-ranking World Bank staff, and staff of departments reporting to the FPBVP and FPRVP. Many of the correspondence and memoranda are forwarded to Wood for information or comment. Many contain handwritten annotations by Wood.

This series includes subject and activity files related to the various activities and responsibilities of Joseph Wood from his time as Division Chief and later Assistant Director of the Program and Budgeting Department (PAB). The bulk of the records consist of incoming and outgoing correspondence; memoranda; reports; draft PAB project proposals; draft working papers; draft policy papers; background research material; and handwritten notes sent or received by Joseph Wood and other PAB staff. Most records are extensively annotated by Joseph Wood, and some background research material pre-dates Wood's time in PAB. Memoranda, correspondence, and meeting minutes received by or sent to the Office of the President (EXC) and the Executive Board of Directors are also included. Some subject files include: discussion and working paper drafts on capital increase and the report entitled, "Future Role of the Bank"; revision of the Bank's lending program; reports and draft policy papers on capital market prospects; revisions for draft financial policy papers; drafts and background material on selective capital increase; reports on access to capital markets; IDA statistical tables, data, and documents; FY77 budget issues records; correspondence related to the OPEC Recycling Scheme; notes on disbursement projections; and so on.

This sub-fonds consists of the records generated by Joseph Wood in numerous positions at the World Bank. Included are subject and activity files from when Wood served as Division Chief and later Assistant Director for the Programming and Budget Department Office (PAB). Subject and activity files are also included for Wood's role as the Vice President for the Financial Policy, Planning, and Budgeting Vice Presidency (FPBVP), and Vice President for the Financial Policy and Risk Management Vice Presidency (FPRVP), the successor to FPBVP. This series consists of Masood Ahmed's speech transcripts, presentation slides, and briefing books from his time as the Director of the International Economics Department (IEC) from 1993 to 1997 and the Vice President of the Poverty Reduction and Economic Management Network (PREM) from July 1997 to December 1998. Many of his speeches and presentations are found in files from 1996 to 1998, overlapping his time in IEC and PREM. Additional records include speeches and presentations related to the IEC publication Global Economic Prospects (GEP) dating 1995 to 1996. Other IEC staff speeches and presentations records are dated 1996 to 1998. The series also includes reference files of speeches and presentations created by staff in other units in the World Bank from 1993 to 1996; primarily from meetings and events he attended. The briefing books in this series include records prepared by his unit for Ahmed prior to a meeting or event. These records include: programs; agendas; itineraries; logistical information; issues to be addressed; notes; and other pertinent information. The briefing books are also maintained in files from 1996 to 1998, and overlap his time in IEC and PREM.

Records from 1987 to 1991 are related to lending and advisory services for development projects in the Maghreb countries of Northwest Africa. Additional records consist of travel, leave, and timesheet information dating from 1987 to 1991.

This series consists of records from Masood Ahmed's participation in the World Bank's Young Professionals Program (YPP) in 1979. Records include: back-to-office reports; correspondence; memoranda; travel arrangement records; statement of expenses records; timesheets; and terms of reference related to his rotational project work in African and Middle-Eastern countries.

The sub-fonds consist of chronological correspondence records from different units throughout Masood Ahmed's World Bank career. The series additionally includes speech and presentation records from his time in IEC and PREM, and records related to his involvement with the Economic Development Institute (EDI, now renamed the World Bank Institute [WBI]).

The sub-fonds consists of records related to Davis's early operational work as a Bank Sociologist on impacts of development on indigenous communities, primarily in the Latin America and Caribbean Region, Environment Unit (LATEN). It also contains records related to Davis's work in the Bank's Environment (ENV) and Social Development (SDV) departments developing social safeguard policies for indigenous peoples, and to his training initiatives on policy implementation. External research, reference, and conference materials highlight Davis's diverse research interests and collaboration with agencies outside the Bank to raise awareness on indigenous issues. Lastly, records related to project support and training outline the role Davis played as the Sector Manager in the Latin America and Caribbean Region in implementing safeguard policies in regional units.

This series contains memoranda and reports compiled by L. Peter Chatenay, which primarily relate to the World Bank's early organization and staffing. Although his participation is not detailed nor confirmed in the records, it is apparent that Chatenay worked in some capacity on tasks associated with the Organization Study Team and that this is a file created in support of that activity. The Study Team (also referred to as the Study Committee) was chaired by Bank Vice President M. Shoaib and was charged with reviewing a Bank organization study completed by external consultants and studying other topics related to the 1972 Bank-wide reorganization.
Included in this series are copies of memoranda from Humphrey C. Winterton, Farrokh Kavarana and Philippe Beuzelin to the Study Team. Winterton and Beuzelin were two of the six members of the Study Team while Kavarana was part of the external consultant team. The rest of the records in this series consist of reports and reference materials on the organization and staffing of the Bank. These include: a FY 1971 chart and March 1972 memoranda comparing the time required to negotiate a project proposal in the various Regions and sectors; a February 1972 report on the status of the World Bank's current organization; a 15 March 1972 draft of a report: Dimensions of the "Main-Frame" Structural Problem which is an analysis the Bank's structure prior to the 1972 reorganization; a list showing major Bank organizational changes, 1952 - 1972 and tables showing changes in staffing (i.e. comparing the number of people allocated to the categories professional, special services, and general services) in 1961, 1971, and projections for 1976; and tables analyzing the Bank's administrative expenses, 1962 - 1971 with projections through 1978.

This sub-fonds contains memoranda and reports compiled by L. Peter Chatenay that primarily relate to the World Bank's early organization and staffing. It would seem that these materials were prepared in support of Chatenay's participation in the Organization Study Team which was created in support of the 1972 Bank-wide reorganization.

This series consists of ten files containing papers that Alexander Nowicki compiled primarily while he was a senior economist in the Projects Department of the South Asia Regional Office and later as Director of the OED's Policy-Based Lending, Industry, Public Utilities and Urban Sectors Division (OEDD2). Included are Nowicki's own October 19, 1967 paper, Academic and Private Research on Economic Problems of Developing Countries - Survey of Work and Thinking in France, and a copy of a lecture, General Issues and Actual Problems of Central Planning, that he delivered at a September 1986 seminar organized by the Brazilian Ministry of Planning. Other documents include copies of papers presented at the 1985 Manila Conference on Privatization Policies, Methods, and Procedures; two papers on industrial restructuring and on competition policies for industrializing countries that were prepared for discussion at Bank Board seminars in 1989; a December 1981 Bank compilation of basic data on population; copies of a March 1983 country program paper for Pakistan and a draft January 20, 1984 report regarding recent economic development in Pakistan; and a copy of a Handbook on Balance of Payments that was presented at the World Bank Seminar on Debt and Developing Countries, April 18-20, 1984.

Fonds consists of papers and reports Alexander Nowicki produced while in the employment of the World Bank.

From 1985 to 1990, Vinod Dubey participated in over 20 seminars, symposia, and conferences at which he served as lecturer, speaker, panel chairman or member, or commentator. Files were prepared for each engagement. They include key documents, notes, statistical information, and outlines used in Dubey's preparations. The evolution of the Bank, Bank policy, and adjustment lending were frequently the topics of his presentations.

During the period covered by this series, Vinod Dubey served as: Senior Adviser (1984 - 1985) and Director (1986 - 1987) in the Country Policy Department in the Office of Operations Policy, and as Director, Economic Advisory Staff (1987-1990) under the Senior Vice President, Operations. Dubey also served as the first Liaison Officer to the Paris Club during the period 1984 - 1986.

Dubey served several times as: a lecturer for EDI [Economic Development Institute] seminars (1985, 1986, 1988, and 1989); lecturer, panel chairman or panelist for a number of other Bank sponsored seminars and conferences (1985 - 1990); and lecturer for the IMF Institute (1985, 1986, 1988). The file created for a Bank-sponsored symposium in Copenhagen, May 5 - 6, 1987 on economic adjustment and the Third World includes copies of a number of the papers that were presented, including Dubey's paper entitled Ensuring That The Poor Benefit From Improved Policy.

Dubey was also invited to speak at symposia and conferences sponsored by outside organizations including the Foreign Service Institute (1986), the Inter-American Development Bank (1987, 1989), and the Agency for International Development (1987, 1989). The file created for Dubey's Back-to-Office Report of a visit to Japan, January 25 -3 0, 1987 to speak to Japanese officials in seminars on structural adjustment lending includes copies of Dubey's lectures in Japan.

Several files were created for other conferences and symposia sponsored by the Bank and outside organizations which Dubey attended including SVPOP (later OPNSV) retreats (1986, 1988, and 1989) and a Bank/UNICEF meeting on collaboration on adjustment issues (1987). Notes taken by Dubey of discussions at these events are part of the files.

A file titled The Institute Lecture contains a copy of President Clausen's remarks at the Joint Bank-Fund Luncheon, May 25, 1985; Dubey apparently prepared the remarks. The series also includes a file created after Dubey was asked to represent the Bank at the June 5 - 10, 1989 Berne Union Meeting in place of Fred Levy. Separate files (1987 - 1988, 1988 - 1989) were created just for background materials for Dubey's lectures and speeches. The files include copies of Bank documents and publications, IMF publications, reprints of articles on finance and economics, newspaper clippings, and Dubey's handwritten notes.

The files in this series were maintained by Vinod Dubey while he was Senior Advisor in and Director of the Country Policy Department (CPD) and later as Director of the Economic Advisory Staff (EAS). Most of the files concern the preparation of briefing books for Moeen Qureshi's attendance at the Aspen Seminars from 1988 to 1991 and at the World Economic Forum in Davos, Switzerland, February 2 - 4, 1990. One file documents Dubey's attendance at the U.N. Symposium on Economic Reforms and the Role of Asian Centrally Planned Economies, China, Eastern Europe and the Soviet Union in Global Economic Relations, Helsinki, June 12 - 16, 1989. Included in that file are his notes from various sessions, his copies of the papers distributed to attendees, and his conference comments on Thomas A. Wolf's paper, Macro-economic Adjustment and Reform in Planned Economies. Other files contain CPD staff comments on drafts of the 1984 report, The Future of Operations of the Bank; EAS review of Expanded Cofinancing Operations for Hungary, India, and China; the CPD preparation of a progress report on Sector Adjustment Lending (filed under OECD Export Credit Group), CPD preparations for and follow up to a 1985 Bank-Fund Collaboration Seminar, and a CPD file on the IMF's Structural Adjustment Facility (filed under IMF Special Disbursement Account).

This series contains copies of Vinod Dubey's outgoing memoranda, letters, telexes, and routing slips that he generated while he was working in the Europe, Middle East and North Africa Region (EMENA), the Country Policy Department (CPD), and the Economic Advisory Staff (EAS). For some of the periods covered by this series, Dubey's incoming correspondence is filed with the copy of his related outgoing correspondence.

For the period that Dubey was a Senior Economist in EMENA, the files include copies of his outgoing letters, memoranda, and reports and copies of memoranda and letters that he prepared for the signatures of others. Very little incoming correspondence or attachments to outgoing correspondence is included for this period. Among the outgoing correspondence are his minutes of the EMENA senior economists' biweekly meetings; his comments on draft papers and reports, especially regarding Country Program Papers and economic and sector work; the Back-to-Office reports from his missions; his reviews of research proposals; and the minutes he prepared for the research proposal review panels on which he served. Most of his correspondence was sent to the Director, Development Policy Staff, the EMENA senior vice president, and other EMENA economists.

After Dubey became Chief Economist for EMENA in October 1975, the files primarily contain copies of incoming documents that he transmitted to the EMENA program departments and senior economists with requests for their comments. There is little showing his input into policy development; the files consist mostly of copies of his routing slips, some without an incoming document attached.

Dubey's files are much richer for the period beginning in January 1984 when he was a senior adviser in the Country Program Department (CPD). The records reflect his responsibilities for: coordinating Bank relations with the IMF, the Paris Club, and the OECD Export Credit Group; preparing policy papers for the director of CPD; advising the Regions on adjustment lending; directing the CPD Secretariat for the Loan Committee; and preparing the agenda for Loan Committee meetings.

Specific topics covered include preparations for the Bank-Fund Seminar on assisting member countries in Sub-Saharan Africa, May 22 - 24, 1985; planning for seminars on Policy Based Lending held June 18 - 20, 1985 and December 11 - 13, 1985; and the scheduling of Country Policy Papers for review by the Operations Policy Subcommittee. Much of Dubey's correspondence beginning in September 1984 concerns his drafting of a Board paper on Bank-Fund collaboration. None of the drafts is found in the files, but there is extensive correspondence with Bank and Fund staff concerning the preparation of the report which was issued in the spring1985.

Specific documents of note are: his May 23, 1984 report, Bank-Fund Collaboration: A Brief Historical Note, which is a compilation of the documents relating to Bank/Fund collaboration from May 1946 to April 1981; a November 28, 1984 memo to Files on the role of the World Bank in theParis Club; a December 14, 1984 draft of his paper Policy Based Lending and the World Bank; his reports from attendance at OECD Export Credit Group and Paris Club meetings; and the agenda he prepared for meetings of the Operations Policy Subcommittee and of the Loan Committee.

Most of his outgoing correspondence for this period was sent to Regional Chief Economists; the SVP for Operations (SVPOP); the Vice President for Operations Policy (OPSVP); the Director of CPD; the secretary of the Research Policy Committee; IMF managers; and staff/members of the Paris Club, the OECD, and the International Labor Organization (ILO). A number of his memoranda are written to the files and primarily concern meetings he attended on structural adjustment lending.

After Dubey became Director of the Country Policy Department in January 1986, his files reflect less of his role in policy development. The bulk of the files for this period consist of his agenda for meetings of the Loan Committee and the Operations Policy Subcommittee. The files often contain copies of his incoming correspondence, much of which was forwarded to CPD staff.

After Dubey's appointment as director of EAS in June 1987, he continued many of the duties he had in CPD: coordinating the Bank's interaction with the Paris Club, the Berne Union, the OECD Export Credit Group, and the International Monetary Fund; reviewing country strategy papers and Structural Adjustment Policy Framework Papers (PFPs); providing the SVP Operations with analysis on operational issues and policy initiatives; serving as the Secretariat to the Operations Committee; and providing advice and support to the Regional staff on major policy questions, especially regarding country strategies, adjustment operations, and country economic and sector work.

nA large portion of his records for the EAS period consists of agenda, schedules, and postscripts for Operations Committee meetings and correspondence regarding the preparation and review of documents for discussion by the Committee. Othercorrespondence concerns the preparation of documents for the signatures of the Senior Vice President, Operations and President Conable and his review of research proposals.

The series consists of records collected and maintained by Vinod Dubey during his time at the World Bank. The majority of the records were created during Dubey's time in CPD and EAS.

Series consists of briefing materials prepared by ESSD and its sector departments for Bank President Wolfensohn. Briefing materials provide information on various individuals, organizations, and governments in advance of their meetings with Wolfensohn. A small amount of background research material is also included.

Series also consists of copies of reports submitted by ESSD to the Bank's Secretary of Board Operations. Finally, copies of Inspection Panel Investigation Reports on two South American loans from 2004 are included: Paraguay - Reform Project for the Water and Telecommunications Sector (Loan No. 3842-PA) and Argentina - SEGBA V Power Distribution Project (Loan No. 2854 - AR).

Series consists of correspondence and memoranda authored by or addressed to Johnson as Vice President of ESSD. Topics of external correspondence are from 2002 to 2004 and include invitations to participate in meetings and conference, and the exchange of information. Correspondence is with a variety of academic and research institutions, government agencies, and other external organizations.

Series also consists of memoranda from 2002 to 2004 authored by or addressed to Johnson to and from ESSD sector departments as well as other Bank units. Included are memoranda from Johnson to managing directors and Bank President Wolfensohn.

Series consists of records relating to Johnson's attendance at, and participation in, the World Bank's annual meetings in 2001 to 2003 and spring meetings in 2001 and 2002. Included are Briefing Binders for annual meetings in 2001 and 2002 and spring meetings in 2001 to 2003. These binders contain: Issue Briefs; Regional Briefs; Success Stories; press coverage; talking points; schedules; Notes from the President; and briefings and summaries on a variety of other topics. Records related to roundtable discussion with civil society are also included.

Series also includes files containing briefing reports for Bank President Wolfensohn in advance of meetings with representatives from a number of donor countries prior to the 2002 spring meetings. It is unclear who prepared these briefings for Wolfensohn. However, the focus of the briefings extends beyond the scope of ESSD and so it is likely that they are contained in Johnson's files for informational purposes and not because he or ESSD had a hand in their preparation.

Series consists of correspondence related to Johnson's role as Chairman of the Consultative Group on International Agricultural Research (CGIAR). Correspondence is between Johnson and: other World Bank units; research institutes; aid agencies; Banking institutions; government agencies and officials; and academic institutions. Correspondence generally relates to: invitations to meetings and conferences; information exchange; and, in small quantities, requests for sponsorship and funding.

Series consists of copies of a variety of different types of agreements formed between 2001 and 2005 while Ian Johnson was Vice President of ESSD. Included are trust fund, programme, and project funding agreements involving external agencies, foundations and governments. There is, in some cases, small amounts of background information related to the funds, projects, and programmes being sponsored and/or created.

Work program agreements between ESSD and other World Bank units are also included.

Series consists of records related to Johnson's responsibilities as Assistant CEO of the Global Environment Facility (GEF). Records consist almost exclusively of correspondence addressed to and received from academic institutions,government agencies, non-governmental organizations (NGOs), research groups, consulting groups, and business leaders. The main topics of the correspondence include information exchange and invitations to conferences and meetings. A speech to the Governing Council of the United Nations Environmental Programme that appears to have been given by Johnson is also included.

Series consists of records related to Johnson's work in the Europe, Middle East and North Africa Projects Department, Power and Energy Division (EMPPE) in 1984 and 1985. Much of the records in this series relate to Johnson's contribution to projects in Turkey. Records relating to Agricultural Sector Policy Loan to Turkey, the Thrace Gas Development project (Loan 2327-TU), and background reports relating to Turkey's energy sector are particularly plentiful. The series contains records, memoranda and reports related to Johnson's activities in the EMPPE. Notably, drafts of a Europe, Middle East and North Africa Projects Department (EMENA) Regional Energy Strategy Paper are included; one of these drafts has Johnson's hand-written comments.

Fonds consists of chronological files created by Timothy Campbell during his employment in the Latin America and Caribbean Region and Transportation, Water and Urban Development Department. Records from his time in the World Bank Institute (WBI) are not present. The majority of the records in this fonds provide evidence of Campbell's research activities and his communication and collaboration with agencies and institutions external to the Bank. As such, the majority of the records take the form of researchmaterials, drafts of articles and reports, and correspondence.

The records are largely electrostatic copies of correspondence and papers, filed by the type of function that generated the records. The majority of the records date from 1992-1995 when Shalizi was chief of the Transport Division.

The records are arranged in four sections. The first section has administrative records; the conference files include the background readings for a 1991 seminar for Bank staff on air quality in urban transportation.

The second section is records of research projects funded by the regular budget, trust funds or other special funds. Four of the research proposal files consist primarily of reviews of proposed Bank positions on taxation policies and on poverty lending in the urban sector, 1980-1991, and three additional files concern Bank transport sector policy and performance reviews, 1992-1995. The chronological file consists principally of notes and correspondence regarding the review of taxation and poverty policies found in the research proposals. The papers and a small quantity of correspondence were written by persons other than Shalizi and sent to him for his comments or use. The topics range from road pricing to automotive emissions in developing countries to railways to informal gold mining and mercury pollution in Brazil. The publications are primarily those produced by the Bank, although a few others from sources such as the Journal of Transport Economics and Policy are included. The principal topics are railways and transport-related air pollution; some correspondence related to the publications is included.

The third section consists of records of operational support for projects. One of the four files consists of country studies of taxation in Mexico, Brazil, Nigeria, Indonesia, and Malawi. This is followed by three files of correspondence, arranged chronologically, commenting on projects and studies, proposed and ongoing.

The fourth section is records of research projects funded by the Bank's Research Support Budget. The majority of the files relate to Shalizi's 1989-1991 project on a "Practical framework for evaluating mineral payment/taxation schemes" and are linked to the taxation files found in the second section. In the publications file is a copy of the project document on "Trade and transport in West and Central African States" dated April 1993, while the files of original research data include two papers co-authored by Shalizi, "Contract Policy and the Variability of Government Revenue form Mining Projects" (1990, with R. Conrad and J. Syme) and "The Role of Extraction Charges in Mineral Contracts (1991, with R. Conrad and M. Engers). The research files also include three files on the project on taxation in developing countries, one file on a framework for tax policy analysis in Sub-Saharan Africa, two files on uniform rates of effective protection and efficient taxes, and three files on an analysis of the tax system in developing countries as applied to Pakistan and Mexico.

Series contains primarily outgoing copies of memoranda and typewritten or handwritten notes sent or received by Stern relating to his business with Executive Directors. The records span the period when Stern was Senior President of Operations (SVPOP), Senior Vice President of Finance (FINSV), and Managing Director and therefore documents a crossover of operational, financial, and executive management matters. Correspondence is addressed to and from individual or all Executives Directors as a group, or is authored by other senior officials and sent to Stern for his consideration or comments. A significant volume of the correspondence contains attached letters, reports and telexes and covers issues including: county projects, loans and repayments; aid coordination; International Development Association (IDA) resources; and governance and operational policy and procedures such as Board management and overdue loans and arrears.

The series consists of correspondence between Stern and World Bank Presidents McNamara, Clausen, Conable, and Preston accumulated over the course of his time at the Bank. Correspondence includes copies of memoranda and attachments authored by Stern and sent to the President as well as some of the President's incoming and outgoing correspondence from others, which was forwarded to Stern. Correspondence serves a variety of purposes: information dissemination; briefing for President's meetings; responding to requests for information; authoring correspondence for the President; and submitting reports, announcements, and correspondence for the President's approval. A small portion of the memoranda are originals sent by Stern or the President, and many also contain attached reports and papers or articles. Other record types include telexes and letters. The files document a broad range of policy and management issues during Stern's various appointments such as country economic issues, debt repayment, World Bank program review and budget, Bank-Fund relations, annual meetings, and women in development. One folder from 1987 to 1990 exclusively relates to activities of the Finance Vice Presidency.

The series consists of records created and received by Stern while serving as Managing Director from December 1991 until his retirement in 1995. The majority of the records are chronological files containing outgoing memoranda, letters, reports, and handwritten notes addressed to his fellow Managing Directors Atilla Karaosmanoglu and Sven Sandstrom, President Lewis Preston, Regional Vice Presidents, and other senior managers. The files cover issues including: Loan Committee proceedings for which Stern served as Chairman; Commonwealth of Independent States (CIS) food security, staffing, and other matters; initiation and status of country loans; country debt; planning and review of Bank program and budget; recruitment; and comments contributing to internal papers and strategy discussions. Other external correspondents include senior government officials, academic institutions, and private sector executives. Series also contains a small portion of files relating to lending operations and portfolio management, Lending Allocation Review (LAR) guidelines, Policy Review Committee guidelines, and Country Strategy Assistance Program guidelines.

The series consists of memoranda, letters, and telexes written or received by Stern during his tenure as Senior Vice President of Finance (FINSV) from 1988 to 1991. Stern assumed his duties in FINSV in May 1987 but there is a gap in his chronological files for the year 1987. Records consist mostly of internal memoranda to the President, the Regional Vice Presidents, other senior managers in the Finance Vice Presidency and President's Council as well as the Board of Directors. A smaller portion of the correspondence is with external banks or institutions and country ministers. Reports and draft papers are occasionally attached to the correspondence in addition to handwritten notes and annotations.

Issues covered in the files relate to: investment guidelines and operations; lending arrangements; monthly financial reports for clearance; market updates; currency management and policies to borrowers; country loan payments; comments on internal and external reports and papers; IDA9 deputies meeting administration and IDA9 negotiations; World Bank-International Monetary Fund collaboration and debt reduction; pension fund management; capital subscriptions; FINSV's work program and budget; and staffing matters. Topics of note are: U.S. Treasury's Brady Plan for international debt reduction and the role of the World Bank; review of the Bank's reimbursable programs; and the establishment of the Global Environment Facility (GEF) in 1991.

The series contains internal memoranda to the World Bank Group President, the Regional Vice Presidents, other senior managers, and the Executive Directors for the period in which Stern was Vice President and Senior Vice President, Operations.

Issues covered relate to: the formulation and review of regional and country assistance strategies and lending programs and of structural adjustment loans and selected individual projects; operational policy and procedure; World Bank-International Monetary Fund collaboration; budgeting; and analyses of current initiatives, such as the China program, the Brandt Commission, energy development, and International Development Association (IDA) replenishments.

While Stern served as Senior Vice President from 1980 to May 1987, there is a gap in the chronological records for 1987; the series contains only seven items dating from 1987.

The series consists of outgoing memoranda written by Stern while he served as Vice President of the Bank's South Asia Region (SAR). Some memos are addressed to the World Bank President McNamara and others to senior managers and managers in SAR. The series also includes letters and telexes to the regional missions and government officials in South Asia, notably India and Pakistan. The records address such issues as the formulation of the lending programs for the region or its individual countries, the review of individual projects, operational policies and procedures, cooperation with the Central Projects Staff and the Development Committee, and staffing and budgeting.

This series documents Stern's functions covering the period from when he joined World Bank in 1972 as Senior Advisor in the Office of the Economic Advisor to the President (January-October 1972), to his successive positions in the Office of the Vice President, Development Policy (VPD) as Senior Advisor (October 1972-April 1974) and Director (1974-1975).

The files relating to his role as Senior Advisor in the Office of the President primarily includes memoranda addressed to or from Vice President Hollis Cheney, the Bank's Research Committee, and other colleagues in the Office of the Economic Advisor. The correspondence documents the establishment and organization of the World Bank's economic research program, activities of the Research Committee and the Development Research Center, research proposals and decisions, publication of economic reports, discussions on policy papers, joint projects with external organizations, and evaluation of the Bank's economic activities.

The files relating to Stern's Development Policy functions associated with the Front Office of the Vice President include memoranda and letters addressed to the managers of the constituent departments of the Development Policy complex, the President, senior managers, UN offices, government officials, and other outside development organizations and experts. Reports, notes, and other supporting documents are occasionally attached to the memoranda. Records document program, budget, and staffing matters in the Office of the Vice President, management of the research program, country program reviews, growth prospects of developing countries, U.S. aid to development countries, International Development Association (IDA) replenishments, capital markets, Special Drawing Rights (SDR) allocations, World Bank Group-International Monetary Fund cooperation, the European Economic Community, the Committee of Twenty, G-24, the Pearson Commission, the Technical Committee on the transfer of Real Resources, the oil crisis, and some region and country-specific economic statistics. Further, they include comments on the Bank's policy structure regarding the 1972 reorganization, draft speeches for President McNamara and Vice President Hollis Chenery, and reviews of books and articles relating to development.

This series contains Stern's records relating to the organization and functioning of the Joint Ministerial Committee of the Boards of Governors of the Bank and the Fund on the Transfer of Real Resources to developing countries, known as the Development Committee. The series includes Stern's correspondence regarding the Development Committee and the Draft Resolution establishing it, its initial work program, administrative arrangements, membership lists, and budget. Included in the administrative files are April and September 1974 reports from the Technical Group on the Transfer of Real Resources, the Committee of Twenty, as well as the September 1974 suggestions for the work program of the Development Committee. The bulk of the series are Stern's files on meetings of the Committee from its inaugural meeting in October 1974 through September 1981. The series also includes files on two working groups and a task force established by the Committee.

This series contains Stern's records relating to the meetings of the Intergovernmental Group of Twenty Four on International Monetary Affairs, also known as the G-24. Set up in 1971 on the model of the Group of Ten, the G-24 was a permanent body representing the views of the non-socialist developing countries concerning international monetary affairs. Stern attended the meetings of the G-24 on behalf of the World Bank. The records consist of Stern's correspondence regarding G-24 as well as agendas, membership lists, communiques, and records of discussions at the meetings of the G-24 Ministers and Deputies.

This series contains Stern's records relating to the Interim Committee of the Board of Governors on the International Monetary System, known as the Interim Committee. The Interim Committee was created by the International Monetary Fund (IMF) in 1974 to advise in the supervision of the management and adaptation of the evolving international monetary system until the establishment of a permanent decision-making body. Stern attended the meetings of the Interim Committee on behalf of the Bank. The records consist of agendas, reports, and records of discussion of the Interim Committee meetings from August 1975 to December 1981. Also included is Stern's correspondence regarding Interim Committee meetings and issues.

Series consists of a variety of records primarily documenting speaking appearances made by Stern during his time at the World Bank Group. The majority of the records consist of full-text speeches given at academic institutions, external conferences, seminars, symposia and at various meetings of country ministers and International Development Association (IDA) replenishment meetings. Other speeches were made by Stern at internal World Bank Group functions such as Board and Executive Directors meetings, presidents' retreats, and senior operations manager retreats. The series also includes press releases, talking points prepared for Stern, copies of articles written by Stern, or publications containing interviews with him. The series also contains a copy of a 1971 speech "Foreign Assistance Agencies and the Problem of Unemployment" given by Stern prior to his World Bank employment when he was at USAID. His farewell speech as Managing Director in 1995 is also included.
