This series contains files for the earliest projects approved under the World Bank's research program. These particular files are primarily those that were maintained by the managers responsible for directing the projects. Most were directed by staff from departments under the Development Policy Staff (the Development Research Center, the Development Economics Department, the Economic Analysis and Projections Department) and under the Economics and Research Staff (the Economics and Analysis and Projection Department and the Development Research Department), but others were conducted by staff from the sectors or the Regions. The files are in two sections: those that were completed and for which completion reports and evaluations had been filed and those for which the final reports and evaluations had not been filed.

A project file typically contains draft research proposals with comments on the drafts, the formal research proposal submitted on a standardized form, memoranda establishing a review panel to vet the proposal and to convey the decision of the review panel, minutes of the Research Committee meeting at which the proposal was discussed, the Research Committee's decision on the proposal, correspondence with consultants who worked on the project, Back-to-Office reports from missions connected with the project, requests for computer support, requests for additional funding and/or an extension of the research schedule and the Research Committee's decisions regarding those requests, intra-office correspondence of the unit directing the project, a summary of the project results for inclusion in Research News, and possibly a project completion report on a standard form. For most projects, there is a separate folder containing quarterly status reports and possibly also the project completion report. The files in the completed projects section of the series also include evaluation reports. Most of the files for projects under the 672 and 673 series contain only completion reports.

Project files Numbered 671-93 to 671-98 were used for documentation relating to the General Research Advisory Panel (GRAP) and five of the Special Research Advisory Panels. For the official GRAP files, see (add link to series 4031).

These Business plans for all of the organizations comprising the Policy Research and External Affairs Complex (PRE) and the predecessor Policy, Planning and Research Complex (PPR) were maintained by Gregory Ingram, Principal Adviser, Review and Analysis Division (PRDRA), Policy and Review Department (PRD) and Ziaddin Choudhury and Zmarak Shalizi in the Program Management Unit (PRDPM) in PRD. The Business plan was a major component of Bank budget cycles and provided information from PRE that would become part of priorities and framework papers presented to the Board. The Business plan also served as the basis for PRE's next fiscal year work program and budget, described each PRE organization's plans for the following two or more fiscal years, described each organization's underlying strategy and work program, and indicated plans for special emphases and topics that cut across department and other organizational boundaries. Included in the files are draft and final Business plans, submissions from each PRE (or PPR) organization, including DEC, and background correspondence and data relating to the preparation of the plans.

This series includes subject and activity files related to the various activities and responsibilities of Joseph Wood from his time as Division Chief and later Assistant Director of the Program and Budgeting Department (PAB). The bulk of the records consist of incoming and outgoing correspondence; memoranda; reports; draft PAB project proposals; draft working papers; draft policy papers; background research material; and handwritten notes sent or received by Joseph Wood and other PAB staff. Most records are extensively annotated by Joseph Wood, and some background research material pre-dates Wood's time in PAB. Memoranda, correspondence, and meeting minutes received by or sent to the Office of the President (EXC) and the Executive Board of Directors are also included. Some subject files include: discussion and working paper drafts on capital increase and the report entitled, "Future Role of the Bank"; revision of the Bank's lending program; reports and draft policy papers on capital market prospects; revisions for draft financial policy papers; drafts and background material on selective capital increase; reports on access to capital markets; IDA statistical tables, data, and documents; FY77 budget issues records; correspondence related to the OPEC Recycling Scheme; notes on disbursement projections; and so on.

This series consists of chronological correspondence from when Joseph Wood served as the Vice President for the Financial Policy, Planning, and Budgeting Vice Presidency (FPBVP), and later as Vice President for the Financial Policy and Risk Management Vice Presidency (FPRVP), the successor to FRBVP. The series primarily consists of correspondence and memoranda between Joseph Wood, the Office of the President (EXC), Senior Vice President of Finance Moeen Qureshi, Senior Vice President of Finance Ernest Stern (succeeded Moeen Qureshi in 1987), Executive Directors Board members, and other World Bank staff. Wood's handwritten notes and annotations are also included. The chronological correspondence focus on numerous topics, including: IBRD lending; the "Future Role of the Bank"; fiscal years budgets for 1986 to 1988; IDA commitments and agreements; and General Capital Increase (GCI).

The series consists of records created by the Agriculture and Rural Development Department (AGR) and its subordinate divisions and units for the years 1978 to 1987. The series also includes records for AGR's successor, the Agriculture, Technology and Natural Resources Department (AGR) for years 1992 and 1995.

The records of AGR from 1978 to 1987 are similar to those of its successor. The records consist almost exclusively of correspondence. A significant amount of the records relates to Bank projects andthe Department's role in their design, preparation, support, and evaluation. Also included are records related to the writing and analysis of technical, research, and issues papers as well as country and sector policy papers by Department staff and Bank staff external to AGR. In some cases, a draft of the paper is included. Records in this series also relate to: budget and work planning; administration; conference and workshop planning and attendance; information exchange (primarily within the Bank); communications and liaison; grant and trust fund negotiation and allocation; CGIAR-related activities; staff missions (often in the form of Terms of Reference and back-to-office reports); and donor meetings.

As noted above (2.3 Archival history), it is likely that the records classification and file titling of the files in this series was done by IISC staff once individual pieces of correspondence were sent to the IISC for filing. Some of the records (approximately one third) were provided with subject- or function-based classification; these files are from May 1992, to July 1993, and are generally very small and in many instances contain only one or two pieces of correspondence. However, the subjects of the records they contain are indistinguishable from the rest of the files in this series which were titled 'Chronological file' and are considerably larger. The files titled 'Chronological file' are from May 1993 to December 1995.

These records were compiled by the Director of Development Policy in the Office of the Vice President of Development Policy. That position was held by Ernest Stern from April 1974 to September 1975, Attila Karaosmanoglu from October 1975 to June 1979, and E. Bevan Waide from June 1979 to 1982.

The Joint Ministerial Committee of the Boards of Governors of the Bank and the Fund on the Transfer of Real Resources to Developing Countries, better known as the Development Committee, was established in 1974 to advise the Boards on development issues and to coordinate international efforts to finance development. The Interim Committee of the Board of Governors of the International Monetary System, known since 1999 as the International Monetary and Finance Committee, was established by the International Monetary Fund in 1974 to advise the Board on the management of the international monetary system. The Group of Twenty-Four on International Monetary Affairs, now officially the Intergovernmental Group of Twenty-Four on International Monetary Affairs and Development, was established in 1971 to coordinate the positions of developing countries on international monetary and development finance issues to ensure that their interests were adequately represented in negotiations on international monetary matters. The chairman of the Group of Twenty-Four customarily addresses Development Committee meetings, and the Development Committee, the Interim Committee, and the Group of 24 normally meet at the same times during the year.

The series consists of four groups of records:

• 1. A general chronological file, 1977 - 1982, contains: a) correspondence between the Director, Development Policy and the Executive Secretary of the Development Committee, the Bank's liaison (Ernest Stern, Vice President of Operations) with the Development Committee, and other Bank managers, including President McNamara; b) copies of draft and final versions of Development Committee documents (agenda, press communiqu?s, reviews of Development Committeeperformance, annual reports, and work programs) forwarded to the Director of Development Policy or to the Executive Directors of IBRD.
• 2. Chronological files on meetings of the Development Committee, 1977 - 1980, contain agenda of meetings, copies of Development Committee documents to be discussed at the meetings, copies of President McNamara's statements delivered at Development Committee meetings, and memoranda from the Director, Development Policy or the Bank's liaison with the Development Committeesummarizing meetings. These files include some agenda for and documents considered at meetings of the Working Group on Development Finance and Policy, the Working Group on Access to Capital Markets, the Group of Twenty-four, and the Senior Officials of the Development Committee.
• 3. Files on committees and working groups generally contain agendas with copies of the documents to be discussed at the meeting attached, intra-Bank memoranda regarding the committee or working group, and reports and papers prepared by the committee, working group, or task force. Included are records for the Capital Markets Coordinating Committee, 1972 - 1977; the Working Group on Capital Market Access, 1975 - 1978; the Working Group on Development Finance and Policy, 1978; the Senior Officials' Meeting, September 1978; the Task Force on Private Foreign Investment, 1979 - 1981; the Task Force on Non-Concessional Flows, 1980-1981; the Group of Twenty-Four, 1978-1981; and the Interim Committee of the Board of Governors of the International Monetary System , 1978, 1980 - 1981.
• 4. Files related to Development Committee studies and reports include: correspondence, papers, and a report regarding cofinancing, 1978 -1980; a Bank study of aid groups sponsored by IBRD, 1978; a report on the implementations of the Special Action Program, 1978; the Joint Fund/Bank staff study on The Stabilization of Export Earnings, done at the invitation of the Development Committee and submitted to the Committee in 1978; and reviews of Development Committee performance, 1976 and1978.

This series contains the records of the Vice President for Development Policy's (VPD's) staff, departments, and divisions for the period 1978 - 1982. There are a few files that cover the Development Policy Staff (DPS) in general, and these files include a small amount of correspondence with the VPD, his senior adviser, and the Director, Development Policy, but this series primarily contains the correspondence, studies, reports, and publications of four of the DPS departments and of some of the divisions within those departments. Included are files for the Policy Planning and Program Review Department (PPR), the Economic Analysis and Projections Department (EPD), the Development Economics Department (DED), and the Development Research Center (DRC). The EPD correspondence for the years 1978 - 1980 also includes information regarding the Berne Union: Back-to-the-Office Reports from missions to Berne Union meetings; summaries of discussions at Berne Union meetings, and analyses of Berne Union data. The division-level files include correspondence, publications and reports generated by the division.

In addition to the department and division files, there are records relating to the Bank's World Development Report (WDR), 1978 - 1980. These files include correspondence containing input for the report, comments on drafts of the report, and plans for the content of the next report. Copies of background papers for the report and copies of the 1978 - 1980 editions are also included.

The Development Policy Staff ended in 1982, but this series includes DPS publications issued with a 1983 publication date.

The Committee of Twenty (C-XX), formally known as the Committee of the Board of Governors on Reform of the International Monetary System and Related Issues, was established by the IMF in 1972 to prepare a draft for a reformed international monetary system after the United States had announced in August 1971 that it was suspending the convertibility of the dollar into gold. The records in this series were compiled by Frank Vibert while he was working in the Policy Planning and Program Review Department (PPR) in the Office of the Vice President for Development Policy (VPD). The records primarily concern two of the Committee's Technical Groups: the Technical Group on the Transfer of Real Resources and the Technical Group on the Special Drawing Rights (SDR) Link and Related Proposals. The Bank was asked to participate in the secretariat function for the Technical Group on the Transfer of Real Resources, and Frank Vibert with Azizali Mohammed from the IMF formed the secretariat for the Group. Earnest Stern, Senior Adviser in VPD, was part of the Technical Group on the SDR Link.

The series contains copies of IMF and World Bank studies and other documents that were used as background materials for the Committee or that were drafted in response to specific requests from Committee staff; drafts of and comments from IMF and Bank staff on the Bank paper, Capital Flows to Developing Countries, that was prepared for the Committee; and the issues of the IMF newsletter, IMF Survey, that included articles regarding the Committee of Twenty. The files include: copies of President McNamara's correspondence with Ernest Stern and with C. Jeremy Morse, the chair of the Deputies of the Committee of Twenty; memoranda exchanged between Vibert and Stern; intra-VPD correspondence and other intra-Bank correspondence relating to the Committee of Twenty and the Technical Groups; Vibert's correspondence with IMF staff and with the chair of the Technical Group on the Transfer of Real Resources; copies of memoranda Vibert drafted for the chair's signature; and Vibert's copies of Stern's memoranda to the files regarding the SDR Link.

Records maintained for meetings of the Technical Group on the Transfer of Real Resources include: Vibert's correspondence relating to pre-meeting planning, copies of documents provided as background for the meeting discussions, lists of attendees, copies of the Terms of Reference for the Group, and Vibert's handwritten notes form the meetings. The files also contain multiple drafts and comments on the drafts of the Group's report.

Records relating to the Technical Group on the SDR Link include copies of World Bank and IMF documents provided the Group as background materials; copies of statements regarding the SDR Link made by heads of delegations to the Group; notes regarding SDR discussions with the United Kingdom and Germany; and various drafts of the Bank paper Bank Group Uses of SDR Link Resources.

The Policy Planning and Program Review Department staff (Pedro-Pablo Kuczynski, Frank Vibert, and Shahid J. Burki) served as the secretariat for the Policy Review Committee (PRC). This series contains the secretariat's set of policy papers and the notices of meetings and minutes of staff review meetings and of Policy Review Committee meetings at which the policy papers were discussed. The policy papers, which were drafted by various units throughout the Bank, were distributed for review at the PRC stafflevel or by the Policy Review Committee as a whole or were widely distributed throughout the Bank for comment or for information purposes prior to consideration by the Executive Directors. The files contain the various versions of a paper as it proceeded through the review process. The policy papers cover a broad range of subjects: sector issues, project costs overruns, the lending policies and practices of IDA, the World Bank's approach to interest rates and credit allocation issues, and the establishmentof the Third Window.

This series consists of discussion papers produced by staff in the Education and Social Policy Department (ESP) and the Poverty and Social Policy Department (PSP) for the departments Discussion Paper Series. The Discussion Paper Series includes papers on numerous topics related to the functions of ESP and PSP. The papers produced for this Series were not meant to be published as final products or reports, but were intended to stimulate discussion and comment internally among ESP and PSP staff, and provide up to date analysis to operational staff. The discussion papers also served as preliminary analysis for subsequent policy and best practice papers meant for publication and dissemination to an external audience.

This series consists of the subject and activity files of Poverty and Social Policy Department (PSP) and Poverty, Gender, and Public Sector Management Department (PGP) Director Ishrat Husain. The records in this series were used as reference for Husain as well as support for the activities of PSP and PGP sector teams and groups. Records include: memoranda; correspondence; agenda; meeting minutes; working papers; and policy paper drafts for numerous working groups, task forces, and policy development committees focused on a particular topic or project.

The series additionally consists of PSP budget records consisting of: correspondence; memoranda; Draft Discussion Notes from Human Capital Development and Operations Policy Vice Presidency (HCO); and PSP business work plans for fiscal years 1997 to 1999. Additional records include correspondence and memoranda related to the mapping of PSP/PGP Groups into the HDN, ESSD, and PREM Networks. Other planning records include: PSP Week correspondence from May 1996; "Next Step Action Program" correspondence and memoranda from fiscal years 1996 to 1999; and correspondence, memoranda, reports, and handbooks related to designing performance and poverty monitoring indicators for PSP and World Bank operations poverty reduction monitoring efforts from 1993 to 1996.

The series also includes records related to PSP's predecessor Education and Social Policy Department (ESP) inherited by PSP/PGP Director Ishrat Husain. This includes correspondence and memoranda related to ESP's planning and compliance to poverty reduction policies outlined in IDA 9 and IDA 10 Agreements dated 1992 and 1993. Additional correspondence and memoranda address the following topics: performance indicators; subnational indicators; and social funds. It also includes records related to the "Program of Targeted Interventions (PTI)" pursued by ESP in 1993. Records detailing procedures of ESP and Human Resources Development and Operations Policy Vice Presidency (HRO) are also included for the years 1992 to 1995, but some PSP correspondences are interfiled after 1996. A speech transcript file consisting of speeches given by ESP and PSP staff, the HROVP, other World Bank unit staff and officials, and Ishrat Husain are also included for the years 1992 to 1996.

The series contains chronological files created by: the Education and Social Policy Department (ESP); the Poverty and Social Policy Department (PSP); and the Poverty, Gender, and Public Sector Management Department (PGP). Two separate sets of departmental chronological files are contained in this series: one for ESP; and another for PSP and PGP. The ESP chronological files consist of records related to: policy development; departmental contributions to external projects, reviews, and policy development; conference and seminar attendance and participation; and assistance to and collaboration with the Regions. Records include: memoranda; meeting briefing notes, agendas, and minutes; comments on research and policy papers and Country Assistance Strategy (CAS) papers; Terms of Reference; back-to-office reports; and progress reports. The ESP departmental chronological files are mostly correspondence with attachments and memoranda between ESP Director Kingsley Y. Amoako, ESP staff, and other World Bank units. Records within ESP departmental chronological files from July 1995 to December 1995 contain records created and received by both ESP and PSP, due to the transition period of ESP staff into PSP.

The separate PSP/PGP departmental chronological files consist of similar records between PSP/PGP Director Ishrat Husain, PSP staff, PGP staff, and other World Bank units. Additional PSP chronological files were also maintained for incoming and outgoing correspondence between Husain and external agencies and individuals from May 1995 to May 1997. Incoming and outgoing faxes and emails files between Husain, PSP staff, and other World Bank units are maintained from July 1995 to May 1997. PSP correspondence and memoranda from mid-1996 discuss the mapping of PSP Groups into the HD, ESSD, and PREM Networks. PGP related records are contained in chronological files dated January 1997 to May 1997 when PGP was temporarily created to transition into the PREM Network.

This series includes records related to the Annual Poverty Progress Report (APPR) prepared by the Education and Social Policy Department (ESP) and the Poverty and Social Policy Department (PSP). At the request of the Bank's Executive Board of Directors and the Office of the President (EXC), the ESP was given the responsibility of producing an annual report that gauged the progression of the Poverty Reduction Strategy outlined in the Bank's World Development Report (WDR) 1990: Poverty. The APPRs were scheduled to be published for the fiscal years 1993 to 1995. The reports were prepared by the Monitoring Unit of the Poverty Analysis and Policy team in ESP and later PSP. The bulk of poverty progress information was collected from the poverty assessment reports and assessment summaries produced by operational staff in the Regional Vice Presidencies. The APPRs were presented to the Executive Board, the Operational Policy Committee (OPC), and EXC for comment, review, and approval. The APPRs were then used as the official publication for dissemination to audiences external to the Bank, and were subsequently presented at Poverty Dissemination Seminars organized by the World Bank in partnership with various international development agencies, NGOs, government agencies, and academic institutions.

The records in this series includes background history and reference material on the Poverty Reduction Strategy and the 1990 WDR, including: a copy of the policy paper "Assistance Strategies to Reduce Poverty" (1991); and memoranda, agenda, meeting minutes, and a communiqu? related to the joint IMF and World Bank Development Committee from April 1992 regarding reporting on the Poverty Reduction Strategy. The records additionally consist of APPR drafts for 1992 to 1995, and a published APPR copy of the Poverty Reduction and the World Bank: Progress and Challenges in the 1990s for fiscal year 1995. Memoranda, correspondence, and back-to-office reports detail meetings with the Executive Board, OPC, and EXC related to the APPRs, and follow-up actions taken by ESP and PSP. Numerous World Bank press releases and external articles related to the APPRs are also included.

The series also includes records related to the Poverty Dissemination Seminars attended by World Bank staff in Europe from 1993 to 1994. These records consist of: memoranda; agenda and meeting minutes; correspondence; invitation letters to participants; speech transcripts of World Bank staff; external reports on poverty issues; and copies of the World Bank published APPRs. The memoranda and correspondence consist of planning arrangements between ESP/ PSP and other World Bank units for seminars. Other memoranda and correspondence are post--seminar reports or summaries of responses to the APPR from external organizations and individuals.

These very loosely organized files appear to have been assembled, mostly in black binders, by de Tray for his personal use. Files (binders) were created for a 1985 mission to Jamaica he participated in to evaluate the effects of structural adjustment activities on major sectors of the Jamaican economy and a 1986 mission to Grenada he also participated in to meet with government officials in the national statistical office to discuss government survey needs and the possibility of monitoring a Living Standards Study. These files include copies of Back-to-Office Reports (BTOs) and other correspondence relating to the mission.

De Tray's Ivory Coast Living Standards Survey (ICLSS) materials, which consist mostly of technical data from the survey (1985-1987), include a Terms of Reference (TOR) and BTO for a 1983 project identification/preparation mission to Abidjan, Paris, and London for the ICLSS. A small number of reports, sampling plans, and prototype questions for the ICLSS are included for the 1983 - 1984 period. Correspondence concerning the French version of the ICLSS questionnaire, recommendations for questionnaire changes, and a report of a mission by a DRDLS staff member to Cote d'Ivoire to collect data from the ICLSS are included for the 1986-1987 period. De Tray also created a file for a 1985-1986 Bank study (RPO 673-84) (folder 1315128) of the determinants of children's nutritional status and morbidity in the Cote d'Ivoire for which he was principal supervisor.

De Tray's Ghana Living Standards Survey (GLSS) materials include his BTO from a February - March 1986 Technical Assistance mission to Ghana and Cote d'Ivoire to explore the possibility of undertaking a GLSS and to discuss a proposed seminar covering results from the 1985 ICLSS and an earlier 1979 consumption survey. Also included are other 1986-1987 BTO reports from missions relating to the GLSS including a September 17, 1986 report of a mission to Ghana de Tray participated in to finalize plans for the GLSS. Also included is correspondence with and mission reports from a consultant working on the GLSS.

A smaller amount of material is included for the Peruvian Living Standards Survey. BTO reports (1984) from missions to Peru to prepare for the survey and a proposal for a study of Education and Informal Sector Employment (1983) are among the documents assembled. The series also includes an undated draft proposal for an Egyptian Living Standards Survey, a December 5, 1983 BTO from a mission to that country to discuss the conduct of a Living Standards Survey, and some related material. De Tray also assembled some publications and other materials that appear to have related to his membership on the Task Force on the Annual Report on Bank Research. Found with this material is a copy of a paper he prepared in October 1984 entitled The Living Standards Measurement Survey which describes in detail the origin of LSMS at the Bank, the development of the survey design, planned analyses of data collected, and the survey plan for the Ivory Coast where the first LSMS was to take place.

This series contains basic information on the establishment and progress of the World Bank History Project. Most of the documents are printouts of routine email messages, with the exception of the records in the project structure file, which are incoming and outgoing paper correspondence. The Project background/contract file contains a copy of the official agreement between the Brookings Institution and the Bank to undertake the study; it also contains handwritten and typed notes of the first meeting of the International Advisory Council on January 22, 1990. The Archives 1991-1993 file contains a list of senior personnel at the Bank each year from 1968-1991.

This chronological series contains both incoming and outgoing correspondence transmitted through email, postal mail, or fax. Some handwritten notes between the three co-authors are included. There is no general chronological file between August 1, 1991, and June 30, 1994. Some of the correspondence includes commentary on the history of the Bank, particularly in the chronological file of John Lewis, but the majority of the messages are routine, such as requests for oral interviews and requests for data and documents from Bank offices. Other correspondence consists of comments on drafts, either on draft chapters of the history or on other writings by the authors. Two small files contain a single incoming letter from Sidney Dell (1990) and Peter Wright (1992), each enclosing multiple documents for the authors to use.

This series consists of electrostatic copies of documents obtained and collected by the World Bank History Project staff in the course of researching and writing The World Bank: Its First Half Century. The documents relate primarily to the topics of the chapters in Volume I; a few are the background to the research papers prepared by the project's research assistants. The authors filed the copies by subject, sometimes with cryptic subject titles. Some files may have been kept by an individual staff member,but those files have been combined in this general reference series.

The majority of the documents copied in these files are in the archives of the Bank, but some are also copies received from former Bank staff or from non-Bank sources.

Series consists of copies of a variety of different types of agreements formed between 2001 and 2005 while Ian Johnson was Vice President of ESSD. Included are trust fund, programme, and project funding agreements involving external agencies, foundations and governments. There is, in some cases, small amounts of background information related to the funds, projects, and programmes being sponsored and/or created.

Work program agreements between ESSD and other World Bank units are also included.

Series consists of correspondence related to Johnson's role as Chairman of the Consultative Group on International Agricultural Research (CGIAR). Correspondence is between Johnson and: other World Bank units; research institutes; aid agencies; Banking institutions; government agencies and officials; and academic institutions. Correspondence generally relates to: invitations to meetings and conferences; information exchange; and, in small quantities, requests for sponsorship and funding.

Series consists of records relating to Johnson's attendance at, and participation in, the World Bank's annual meetings in 2001 to 2003 and spring meetings in 2001 and 2002. Included are Briefing Binders for annual meetings in 2001 and 2002 and spring meetings in 2001 to 2003. These binders contain: Issue Briefs; Regional Briefs; Success Stories; press coverage; talking points; schedules; Notes from the President; and briefings and summaries on a variety of other topics. Records related to roundtable discussion with civil society are also included.

Series also includes files containing briefing reports for Bank President Wolfensohn in advance of meetings with representatives from a number of donor countries prior to the 2002 spring meetings. It is unclear who prepared these briefings for Wolfensohn. However, the focus of the briefings extends beyond the scope of ESSD and so it is likely that they are contained in Johnson's files for informational purposes and not because he or ESSD had a hand in their preparation.

Series consists of records related to UNDP projects for which the Agriculture and Rural Development Department (AGR) was the executing agency. Projects date from between 1977 and 1992. Records relate to project planning, project budgeting and review, workshop planning, and hiring and management of consultants. Records primarily consist of correspondence between AGR staff and UNDP staff, country representatives, consultants, and other Bank staff. Other records include Project Documents, Preparatory Assistance Documents, copies of contracts, Terms of Reference, back-to-office reports, and reports.

Also contained are budget revision records for UNDP projects dating from 1986 to 1992. Records date from 1992 to 1998. Revisions consist of originals, signed by both the World Bank and the UNDP, and are unattached to any other records. However, some of the records are attached to correspondence to or from the UNDP or to the Bank's Legal Department (LEG) or Controller (CTR). A small number of complete project contracts are also included.

This series consists of six parts and contains records related to Masood Ahmed's collaboration, communications, reporting, and presentations to the Office of the President (EXC) and the Board of Executive Directors. The first part of the series includes chronological files related to the EXC kept by Ahmed from January 1994 to December 1996. Records consists of incoming and outgoing correspondence between Ahmed, IEC staff, DEC Vice President, and EXC; presentation slides, speech drafts, and reports intendedfor EXC; memoranda, meeting minutes, and monthly EXC reports; and scattered Executive Board reports.

The second part of the series contains files titled "Board General" from April 1994 to December 1997, and these consist of agendas and meetings minutes, memoranda, and correspondence as well as Executive Board reports and biographies of Executive Directors. IEC reported regularly to the Board and this series contains memoranda and correspondence related to this activity. In addition to those found in the "Board General" records, Executive Director biography files were kept by Ahmed that dated January 1994 to December 1997.

The third part of the series consists of records from the Induction Program for Executive Directors and Alternates, 20-21 November 1996, in which DEC officials gave a presentation to incoming Executive Directors on the roles, functions, and activities of DEC and its departmental units. The records include correspondence and memoranda between the DEC Vice President, IEC senior officials,and other Bank units discussing preparations and planning for the presentation. Copies of the presentation slides are also included.

The fourth part of the series concerns records related to the World Development Report (WDR), 1997. IEC was responsible for providing and drafting much of the analytical and statistical data in this report. Ahmed's WDR records include memoranda, and correspondence with attached draft WDRs that discuss revisions, edits, updates, and other issues related to the report. The correspondence and memoranda are between EXC, the DEC Vice President, IEC senior officials, and the Staff Director of the WDR. Other memoranda and correspondence discuss the presentation of the WDR to the EXC and the Board, and subsequent Executive Directors discussion of the report.

The fifth part of the series consists of readings compiled by Ahmed for World Bank President James Wolfensohn from January 1995 to December 1995. These include various articles, reports, and other publications. Most of the readings are publications external to the Bank, and discuss international finance, debt, and trade.

The sixth part of the series includes records related to Wolfensohn's Change Management Group, a Bank-wide initiative that organized 30 focus groups from selected individuals in offices and units across the Bank to assess management issues and draft strategies for potential re-organization of management in the Bank. The records are dated August 1995 to May 1996. The records consist of agenda and meeting minutes from meetings and retreats; correspondence with various individuals in different Bank units who participated in the multi-unit focus groups; and published articles related to business and management change.

The series consists of WID liaison records with organizations external to the World Bank. This includes records related to the United Nations Decade of Women (1976-1985), which was declared at the World Conference on Women, held in Mexico City in 1975. The records consist of: memoranda; correspondence; agenda; itineraries; travel information; speakers' notes; and meeting minutes from the extensive liaison between WID Advisers Gloria Scott and Barbara Herz and various United Nations units, including the UN Commission on Status of Women. The records are from attendance in conferences, meetings, training sessions, seminars, and symposiums dedicated to women's issues. Numerous articles, press releases, publications, and reports produced by the United Nations units or other outside agencies are also included. This series also consists of records for liaison with universities, private organizations, NGOs, women's organizations, labor organizations, agricultural organizations, government agencies, and other multilateral development agencies. These records include correspondence; agenda; meeting minutes; articles; press releases; publications; and reports.

This series consists of records from conferences, seminars, symposiums, workshops, and meetings organized or participated in by the Poverty and Social Policy Department (PSP). Some seminars, workshops, and meetings are organized by the specific teams or groups of PSP. Other events are organized in collaboration with NGOs, outside agencies, or other World Bank units. The records include: memoranda; correspondence; agenda and minutes; itineraries; printouts of presentation slides; speech transcripts; articles; programs; brochures; PSP produced reports; external reports; and post event follow-up reports. The events organized solely by PSP or one of its teams or groups contain planning records, such as proposed events, speakers, content, and budget information.

This series was compiled successively by staff in units responsible for maintaining and reviewing adjustment operations: the Country Policy Department (Assistant Director Sidney Chernick and Vinod Dubey who served as Senior Adviser and later Director of CPD), the Economic Advisory Staff (Directors Vinod Dubey and Enzo Grilli), and the Development Policy Group (Enzo Grilli, Anandarup Ray, Satish Mannon). The records are divided roughly into three parts. The first part relates to the early development of the Structural Adjustment Loan (SAL) program, 1979 - 1984, and includes copies of SAL papers and reports presented to the Board and summaries of discussions from Executive Directors' meetings in which the reports and papers were discussed.

The second part is dated 1982 - 1994 and consists of the working files created in CPD, EAS, and DPG relating to adjustment lending. The files include status reports and progress reports on adjustment lending; correspondence relating to the development of guidelines for the processing of adjustment loans; evaluations of the adjustment lending program from the Operations Evaluation Department (OED); correspondence concerning implementation and assessment of adjustment lending; and comments on the various reports, papers, and evaluations of adjustment lending.

The files in part three contain publications relating to adjustment lending and adjustment lending studies and reports that were forwarded to the Executive Directors, 1980-1992. Included in the files are summaries of discussions from Executive Directors' meetings.

The first part of the series consists primarily of correspondence (1994 - 1996) of Director Masood Ahmed (IECDR) concerning Bank preparations for drafting an agreement between the World Bank and World Trade Organization (WTO). It includes Ahmed's correspondence with Michael Bruno, Vice President and Chief Economist (DECVP), L. Alan Winters, Chief, International Trade Division (IECIT), and other Bank officials throughout the lengthy process of developing a document describing the parameters for a relationship between the Bank and WTO. Comments received from Bank offices on various versions of the document, including the version of the document circulated to the Board on 7 February 1995; a copy of the IMF paper on collaboration with the WTO presented to its Board on 15 February 1995; and the final version of the Agreement between the WTO and World Bank are part of the files. Correspondence concerning a Board Seminar on Bank relations with WTO held in 1995 includes Michael Bruno's 28 July 1995 report to Bank President Wolfensohn on the outcome of the seminar. The first part of the series also includes correspondence and briefing papers prepared for meetings of the Bank and IMF heads (Wolfensohn, Camdessus) with the newly appointed Director, WTO (Ruggiero) in 1995 and a Wolfensohn-Ruggiero meeting in 1996.

The second part of the series contains a copy of a 13 September 1993 letter from IECDR (D.C. Rao) to the Deputy Director General, General Agreements on Tariffs and Trade (GATT, Jesus de Seade) informing him of the closure of the Bank's Geneva Office and the appointment of consultant John Croome to represent the Bank in GATT and Uruguay Round meetings. Copies of Croome's faxed reports to IECIT regarding meetings of the GATT Council, formal Council committees (Trade Policy Review, Trade Negotiations, Market Access, balance-of-Payments), and other formal and informal meetings he attended as the Bank's representative are in both parts of the series.

This series contains memoranda regarding their work programs and budgets from the IEC division directors to Director D.C.Rao; copies of memoranda that Rao sent the Chief Economist outlining the proposed IEC budgets and work programs; and copies of memoranda from the Chief Economist and his staff outlining the guidelines for the annual budgets.

This series consists primarily of copies of Chenery's memoranda to McNamara, many of which were returned to Chenery heavily annotated with McNamara's handwritten notes and/or a red stamp indicating the President has seen. Some Chenery memoranda to McNamara are marked returned by McNamara's Office on a specific date with no notes or stamp. Also included are McNamara's memoranda to Chenery, memoranda sent to McNamara by other Bank staff (e.g. Ernest Stern) and copied to Chenery, letters and memoranda McNamara sent to Bank staff and copied to Chenery, and copies of letters Chenery drafted for McNamara's signature. Also included are Chenery's agenda for meetings with McNamara, Chenery's memoranda to the files summarizing discussions with McNamara, Chenery's handwritten notes from his meetings with McNamara, and copies of Chenery's memoranda to his managers summarizing either his discussions with McNamara or meetings that he attended of the President's Council.

In May 1973, Chenery asked McNamara for time to finish his book, The Developing Economy. McNamara agreed that following Chenery's August vacation, he would be allowed to spend sixty percent of his time until December 31 on that book. To permit Chenery to do this, Ernest Stern took over most of the day-to-day direction of the Development Policy Staff, and many of the August to December 1973 memoranda in this series were sent to McNamara by Stern rather than Chenery.

The records cover a wide range of subjects including the work program, organization, budget,and staffing for the Economics Department and the Development Policy Staff; the recruitment and assignment of economists in the Bank Group; the preparation, format, review, and scheduling of country economic programs and sector program papers; ex-post project evaluation work in the Bank; topics for and draft content of the President's annual meeting speeches and the preparation of other speeches for the President; the 1972 Bank reorganization; Bank coordination with the Ford Foundation and the International Monetary Fund; the review of country program papers; the preparation of seminars led by external experts for high-level Bank management; the preparation and review of papers on development policy; the World Bank's research program and budget; drafting of policy papers prepared in response to specific requests from McNamara; comments on policy papers scheduled for discussion by the Executive Directors; policy planning and the role of the Policy Review Committee; economic projections generated by the Development Policy Staff; the coordination of statistical work in the Bank; background information on individuals (and their country's issues) who were scheduled to meet with McNamara; management of the World Development Report team and plans for WDR topics and content; the treatment of Taiwan in World Bank reports; the initiation of the Living Standards Measurement Study (LSMS); and the selection of Chenery's successor. Beginning in 1977, many memoranda concern the reports of the external Research Advisory Panels and the implementation of recommendations made by those panels.

The series consist of records related to the International Food Policy Research Institute (IFPRI) and World Bank Poverty Research Conference held at Airlie House in Northern Virginia from October 25-28, 1989. The records primarily consist of abstracts and copies of papers focused on poverty related issues, which were presented at the conference. The abstracts and papers were produced by PHRWH staff, other World Bank staff, and numerous academic and NGO participants. Correspondence and memoranda discuss arrangements and reporting on the conference. Additional correspondence and memoranda discuss possible publication of a poverty focused book consisting of a compilation of the papers presented at the conference.

This series includes records related to Living Standards Measurement Study (LSMS). The LSMS was first launched by the Development Research Center (DRC) in 1980. Included in this series are records relating to the LSMS from the DRC as well as those units subsequently responsible for the Survey through 1992. These include: the Development Research Department Living Standards Measurement Unit (DRDLS), 1983 to 1987; the Population and Human Resources Welfare and Human Resources Development Division (PHRWH), 1987 to 1992; and the Population and Human Resources Poverty Analysis and Policy Division (PHRPA), February 1992 to December 1992.

The series includes research files maintained for each country. These records include: background papers, articles, and reports produced by the Bank and outside sources; research proposals; LSMS questionnaires; household and life expectancy raw statistical data sheets; handwritten notes; memoranda and correspondence regarding progress, procedures, and changes in LSMS surveys; back-to office reports; terms of reference; travel expense reports; and budget records. The series consist of additional LSMS research files referred to as World Bank Research Program (RPO) files. These records include research projects related to topics such as education, health care, nutrition, household data, living standards, welfare, and labor. Each RPO project generally includes the following records: correspondence and memoranda regarding project planning, progression, recruitment, and changes; mission reports; back-to-office reports; drafts, revisions, and final project proposals; travel expenses; terms-of-reference; notes; background papers; RPO status reports; administrative expense reports; consultant background and CV records; appointment letters; and Project Completion Reports (PCRs). The research files cover the years 1978 to 1992.

This series also consists of records related to the Working Papers Numbered Series in support of the LSMS surveys from 1980 to 1992. The records include drafts; original copies; published copies; cover negatives; and handwritten notes for LSMS Working Papers 1-59. The Working Papers were used in the preparation of the following World Bank publication: Living standards measurement study: abstracts of working papers.

The series additionally contains records related to the Bank's collaboration with the UN National Household Survey Capability Program (NHSCP), and the UN Statistical Office (UNSO) from 1978 to 1988. The statistical data produced by the LSMS surveys were shared and disseminated to cooperating units through prepared papers and reports, collaborative working groups, and meetings. The records in this series include correspondence from World Bank officials within DRC, DRDLS, and PHRWH to NHSCP and UNSO. The bulk of records contain correspondence and LSMS background reports from DRDLS Head Dennis N. de Tray and DRDLS associate Jacques van der Gaag sent to NHSCP and UNSO officials. Post 1987 records include correspondence from PHRWH Chief Jacques van der Gaag Population and Human Resources (PHR) Director Ann Hamilton sent to NHSCHP and UNSO officials. Also included are records from the UN Statistical Commission Meeting on LSMS held in New York City from February 28 to March 1, 1985. The records from this meeting include: memoranda and correspondence regarding preparation and reporting on the meeting; agenda and meeting minutes from the meeting; back-to-office reports; handwritten notes; LSMS statistical reports and papers prepared by the World Bank for the meeting; and statistical reports prepared by UN units.

This series includes PREM Poverty Division (PRMPO) and its successor the PREM Poverty Reduction Group (PRMPR) records related to projects supported by trust funds. The series consists of records related to proposed projects funded by numerous trust fund donors, including: the Swedish International Development Cooperation Agency (SIDA); the Bank of Netherlands Partnership Programme (BNPP or Dutch Trust Fund); the World Bank's President Contingency Fund; the Korea Consultant Trust Fund (CTF); and other smaller donors. Records are maintained for SIDA funded projects planned for the fiscal years 2005 to 2009. SIDA records include administration agreement records and set-up documents. BNPP trust fund project records are maintained for the years 1998-2001. Additional proposed project records include records for Poverty Reduction Strategy Papers (PRSP) projects for the years 1998 to 2003. PRSP records include: correspondence between the donors and recipients; Letter of Representation (LOR); reports; records related to the closing and end of date extensions; expense records; and records of hired consultants. Records related to proposed study projects for the Moving Out of Poverty: Understanding Growth, Well-being, and Freedom from the Bottom-up initiative from 2005 to 2007 are also included. The records for these projects consist of: award notification and trust fund set-up documents; amendment documents; request for funds proposals; original project proposals; proposals for overflow funds; reporting records; request for transfer money to trust fund; and BNPP donor correspondence.

Series consists of chronological files created by Johannes Linn while working in the Development Economist and Chief Economist Vice Presidency (DECVP) between 1988 and 1991. The series contains records Linn created and received while serving in three different positions: as Senior Economic Advisor in the DECVP reporting directly to World Bank Chief Economist Stanley Fischer; as Director of DECVP's International Economics Department (IEC, 1989-1990); and as Country Economics Department Director (CEC, 1990-1991).

Records contained in chronological files created during his time as Senior Economic Advisor primarily contain correspondence, memoranda, and notes between Linn and World Bank staff. Drafts of reports, papers, and speeches are also included, generally as attachments; Linn's handwritten comments are included on some. Topics include: publication of reports; DECVP budgeting; adjustment lending; Operations Committee procedures; private sector development; public sector finance; staffing; conference and seminar attendance and participation; dissemination of information, reports, and speeches; and World Development Report 1989 and 1990. Records also include presentations and responses to queries related to the World Development Report 1988, of which Linn was the Staff Director. World Bank Board meeting minutes and Annual Meeting briefs authored for senior DECVP staff are also included.

Records contained in chronological files created during Linn's time as Director of DECVP's International Economics Department (IEC) contain correspondence, memoranda, and notes between Linn and World Bank staff. Topics include: access to World Bank socio-economic data; world economic projections; departmental staffing and recruitment; world debt tables; debt forgiveness; IEC publications; structural adjustment; and World Development Indicators (WDI) collaboration. A single file containing correspondence with external individuals and institutions created during Linn's time as Director of IEC is also contained in this series. It primarily contains invitations to participate in conferences and letters from individuals seeking employment or information.

Records contained in chronological files created during Linn's time as Director of DECVP's Country Economics Department (CEC) contain correspondence, memoranda, and notes between Linn and World Bank staff. Topics include: departmental budget, staffing, and work program review; country strategy papers (CSPs); structural and sectoral adjustment; coordination and support of policy workand research; review of staff papers and reports; private sector development (PSD) policy brief and PSD Working Group; publication of Linn's and others' articles and monographs; Soviet Union and former Soviet republics membership in the World Bank; privatization in developing countries; and constraints on lending. A small amount of material in these files relate to Linn's role in supporting the incoming World Bank Chief Economist Larry Summers. Records include correspondence with Summers and briefing materials.

Series consists of chronological files created by Johannes Linn while serving as the Vice President of the Financial Policy and Risk Management Vice Presidency (FPRVP). Files primarily consist of correspondence and memoranda between Linn and World Bank staff including Senior Vice President of Finance (SVPFI) Ernest Stern as well as World Bank managing directors. Drafts of reports and papers for review and information sharing often accompany correspondence. Topics of correspondence include: lending constraints; FPRVP staffing and budget; IBRD disbursement projections; privatization in developing countries; loan loss provisioning; Soviet Union and former Soviet republics membership in the World Bank; single currency loans and the Asset-Liability Management Committee; risk-based capital investments; IDA replenishments (including United States funding issues); IDA country performance ratings; FPRVP annual and mid-year reviews; FPRVP advisory role on Loan Committee; country risk management and portfolio reviews; sector paper reviews; Joint Audit Committee (JAC) activities; lending allocation reviews; negative pledge policy; Global Environment Facility (GEF) replenishment; and multilateral debt overhang.

This series also contains correspondence with external individuals and institutions. These records discuss speaking engagements, information exchange, commenting on drafts, and offers of employment. They also contain announcements (often related to IDA replenishments) and letters of gratitude.

The series consist of records related to liaison with organizations external to the Bank. This includes correspondence maintained by Transportation, Water, and Telecommunications Department (TWT) related to the joint United Nations Development Programme (UNDP) - World Bank Water and Sanitation Program from 1978, and correspondence maintained by TWT and WUD related to the joint World Health Organization (WHO) / World Bank Cooperative Program, which also focused on water and sanitation, from 1977 to 1987.

This series contains fragments of John J. McCloy's correspondence with political leaders and prominent businessmen during his time as President of the World Bank from March 1947 to May 1949. The most substantial bodies of correspondence are with Emilio G. Collado, U.S. Executive Director of the World Bank, 1946-1947; Russell C. Leffingwell, Chairman of the Executive Committee of J.P. Morgan and Co. Inc.; and Bernard H. Baruch, American financier and stock investor.

The correspondence with Emilio Collado consists of letters and memoranda to McCloy regarding World Bank activities, including excerpts from memoranda Collado prepared for U.S. Secretary of State Dean Acheson and a document entitled "Note Relating to a Debt Limit" dated May 1947. McCloy's correspondence with Russell C. Leffingwell includes substantive comments on topics related to the Bank and its operations, such as money stabilization, sterling devaluation, the Bank's lending philosophy, and the prospects for European recovery under the MarshallPlan. Letters to and from Bernard H. Baruch include: a letter related to an Export Import Bank loan to England; a letter sent by Baruch to John Snyder, U.S. Treasury Secretary, on how to stimulate production in the world; and a copy of McCloy's memoranda to Snyder on lending.

Also included are McCloy's answers to questions from U.S. House of Representatives member Howard Buffet and U.S. Senator Leverett Saltonstall. Finally, a letter from Secretary of the Treasury John Snyder forwarding an August 1947 memoranda by U.S. President Harry Truman is also included. It concerns U.S. Ambassador to Chile Claude Bowers' complaint about Wall Street control over the operations of the Bank.

Series consists of records related to Garcia de Truslow's activities in the Strategic Planning and Review Department's Strategic Planning Division (SPRSP) between 1987 and 1990. As a Planning Officer, Garcia de Truslow contributed to the establishment of the strategic planning process, supported the Strategic Agenda program through analytic work on priority issues, and provided ad hoc support to senior management. She also contributed to the 1987 reorganization process and participated in the Bank's Main Complex renovation.

A number of papers and reports discussing the future of the Bank, including a copy of the Strategic Agenda report, are included. Other reports authored by SPR staff, SPR consultants, and external authors are included. Topics are varied and include: technology and development; public sector reform; private investment; trade; field offices; and employment and macro-economic policies. Budget materials including midyear and retrospective reviews of various Vice Presidencies are included. Records related to the 1987 reorganization include: the General Reorganization Report and other reports; staff announcements; and memoranda. Records relating to facilities management and the rehabilitation of the Bank's Main Complex include: renovation proposals; memoranda; and correspondence related to the architectural design competition.

Series contains a number of subject files containing records collected by Garcia de Truslow during her time in SPRSP. The majority of these records are reports and articles on a disparate range of topics. A small amount of Bank memoranda and Board papers are also included.

SPRSP budgeting and management records are also included in this series as is a chronological file containing incoming and outgoing correspondence related to SPRSP activities. Correspondence is primarily between Garcia de Truslow and parties external to the Bank and relates to a variety of topics relevant to Garcia de Truslow's work in SPRSP as well as to her work in operations.

Series contains records created and maintained by the Industry Development Division (IENIN) and predecessor units responsible for producing and disseminating sectoral research in industry and trade. Research was conducted to support operational projects as well as regional, country, or specific sector programs and initiatives, to improve the level of sector knowledge in certain areas and support emerging priority areas of the Bank. Records also document collaboration between industry sector units and the Development Economics Vice Presidency (DECVP) units, particularly in preparing research project output papers. Most often, reports such as department working papers or policy papers, were published following the units' research. However, some records described below were not disseminated or incorporated into reports.

Record types within this series include: internal memoranda with industry sector units and regional and publication units; back-to-office reports (BTORs); study proposals; lists of participants; workshop reports; conference background papers or notes by external presenters from university and research institutions; draft and final papers authored by IENIN, other Bank staff, and consultants including working papers, discussion and research project papers (RPOs); questionnaires; Terms of Reference (TORs); invitations; letters between Bank staff and national academic or research institutions; handwritten notes on research and discussions at conferences; minutes of meetings with government officials or other external meetings shared with the Bank; press clippings; government and other external institution reports, publications, and brochures; and copies of national legislation. Within the industrial development research files, there is a substantial amount of data tables, computer printouts and handwritten computations, most of which relate to a 1976 Korean export study that analyzed relative importance of domestic and imported inputs for export production (traditional and modern industries), debt (equity ratio, capital intensity), estimates of imputed rate of return on real value of equity under alternative policy regimes, estimates of trend growth of exporting companies and their profitability during 1970 - 1975. There is also data related to Russian enterprises; both studies are further described below.

Industrial development research and studies

The largest quantity of records comprising the series relate to research and analysis of Republic of Korea industrial development (1970 - 1989). The records were maintained by Economist Yung W. Rhee beginning from his tenure in the Development Research Center, Special Topics Division (DRCST ) followed by Economics of Industry Division (DEDND), both under the Office of the Vice President, Development Policy (VPD). Rhee moved to the Industry Department, Strategy and Policy Division (INDSP) starting mid-1982, then IENIN as a senior economist. Numerous files represent Rhee's work on a survey of over 100 Korean exporting firms conducted with DRCST and INDSP colleague Economist Garry Pursell in 1976. Rhee had a special interest in export incentives and collaborated with the Incentives and Comparative Advantage (INCA) unit, notably his co-author, Pursell (see the related units of description note for more information about INCA unit research records). Rhee and Pursell's survey and research were part of a larger Bank research project under the overall direction of Bank Consultant and Special Advisor Bela Balassa, entitled "Export incentive policies in developing countries" (RPO 671-35). A portion of records reflect Rhee's research and analysis of data and drafting of this RPO paper. The Korea survey was also the basis for Rhee's co-authored research study "Korea's competitive edge: managing the entry into world markets" published in 1984. Some records are in Korean, including the qualitative questionnaires and data. Typed and handwritten draft questionnaires are also in English.

The series also contains research records such as final draft publications and other papers (1975 - 1986) related to the topic of the acquisition of technological capabilities in various industries of newly-industrializing countries that were mostly maintained by Carl J. Dahlman, INDSP. Some material represents analytical comparisons of the economies of Korea, Brazil, India, and Mexico that were likely utilized for the research project, Acquisition of Technological Capability directed by Dahlman and Larry Westphal (DRC) that began in 1982 and continued over three years. There is also reference material maintained by Dahlman related to science and technology in Singapore and Taiwan, and industrial technology development in Malaysia and Brazil (1984 - 1990).

A smaller volume of records relate to science and technology, defense conversion, and industrial restructuring in the recently formed Russian Federation (1991 - 1992) and potential Bank support. Records were mostly maintained by Industrial Economist Dr. Masayuki (Masa) Kondo, IENIN. Records reflect Kondo's research and attendance at conferences and workshops including the International Institute for Applied System Analysis (IIAA). Additional files relate to Kondo's research of technology strategy for Mauritius (1992) and a China machine tool sector study (1991). Some of the correspondence and notes are in Russian and Japanese.

Industry adjustment lending research material and database

Series also contains records (1981 - 1992) related to IENIN departmental working papers (also referred to as "pink papers"), sector review, and the adjustment lending conditionality and implementation database (ALCID) that the unit developed to provide data on policy conditionality and implementation in adjustment and other policy-based Bank loans. The majority of records reflect research material and preparation of data primarily kept by Hemamala (Mala) Hettige in preparing departmental working papers and Industry Trade and Finance (ITF) sector review Fiscal Year 1989. Final working papers included Industry and Energy Department (IEN) Industry Series Paper 45 "The Impact of Adjustment Lending in African Countries" published in 1991. Other record types consist of: ALCID user guide prepared by IENIN and ALCID coding sheets;database reports of adjustment loan data, particularly on Sub Saharan Africa countries; memoranda with draft proposal, data tables and graphs representing calculations of Bank project loans and policy areas; lessons learned issue survey and guide (used to prepare the industry sector inputs into the report on adjustment lending and annual sector review); handwritten notes; preliminary draft report excerpts; reference material such as World Bank annual reports; lists of approved projects; FY89 ITF sector review final annexes; final copy of the sector review published November 1990.

SINTIA, SINTIA-T and related software and database material

There are also records related to the development of computer software by INDSP, later IENIN, including Software for Industrial Trade and Incentives Analysis (SINTIA and SINTIA-T) and related packages (1982 - 1988, 1990), for Bank member countries and users, as well as the units' use of an industry database. Specific records include: SINTA user guide, tariff and nominal protection manual on the use of SINTA-T; Introduction to Software for Industrial, Trade and Inventive Analysis (SINTIA) manual (1984); technical notes and software procedure notes, including for calculations and extracting data; SINTIA computer disks and source code; industry database hard copy reports prepared in 1987, including trade value of exports and imports of numerous developing countries, 1966 to 1986; handwritten notes on using the industry database and related country data that was compiled ;and material used as reference or that reflect use of the software, such as technical notes and manual prepared by the INDSP Incentives and Comparative Analysis (INCA) Unit, pre-appraisal mission report, a draft chapter regarding Pakistan trade policy review; and INDSP paper on growth and structural change in world industry data base. There are three individual files containing memoranda from IENIN to regional unit or copies of memos between regional units sharing data on tariff analysis (nominal rate of protection) and attached data tables for Rwanda, Madagascar, and Venezuela (1987 - 1990).

Policy and best practice

The series also contains a small volume of records related to IENIM participation in an energy and environment strategy paper (1996 - 1998). Includes memoranda regarding preparation of the paper and consultation with NGOs, draft note on coal strategy and Bank lending, press release, and draft of "Fuel for Thought: An environmental strategy for the energy sector".

Non-Regional Information Center (NRIC) correspondence and related records

Also included in the series are four files originally maintained in the NRIC (1981 - 1985) that are mostly comprised of internal memoranda to and from IND divisions and outgoing letters and cables between the division and external consultants or corporations. Topics include status of sector studies, review of studies and reports, proposals, evaluation of proposals, and Bank reviews on external research reports.

Series consists of records related to partnerships and collaborative activities between external organizations and the Industrial Projects Department (IPD) units and successors between 1979 and 1985 and 1995 to 1999. Records provide information about common initiatives with partners in the industrial and mining sector, collaborative programs, and senior staff participation on high-level committees or events.

Most of the small set of files that were maintained in the Energy and Information Center (EISIC) document the participation of Division Chief L. Hartsell Cash, Projects, Mining and Heavy Machinery Division (IPDD2) in the United Nations Revolving Fund for Natural Resources Exploration working groups and Joint Operations Group (JOG) meetings (1979 - 1983). Other individual files include the International Labor Organization (1983 - 1986), United Nations Development Programme (UNDP) Research and Development in Integrated Resource Recovery programme (1984), and Business Partners for Development (BPD) mining cluster (1997 - 2000). Record types include: draft and final reports; minutes of United Nations Revolving Fund working group and JOG meetings; JOG progress and quarterly reports; internal memoranda and letters with representatives of external organizations.

The series also contains four files (1997 - 1999) related to the Bank-led Clean Coal Initiative (CCL) launched at a roundtable in June 1996. Specific records include: letters and facsimiles from IENIM Division Chief Peter Van der Veen to Energy Sector Management and Assistance Program (ESMAP) donors and stakeholders concerning financial support for a pilot "project" based in China; letters with consultants; strategic framework and reform priorities for China; draft articles on the Bank's involvement in coal and CCL; project description (also referred to as study program); Terms of Reference; coal price data; back-to-office-report; and other external reference articles and reports. Records were maintained by Principal Mineral Engineer John Strongman who was later succeeded by Principal Mining Engineer and Task Manager Christopher Wardell

Series contains records related to the organization and management of the Incentives and Comparative Analysis (INCA) Unit, situated in the Industrial Development Finance Department (IDF) in 1981 and later the Industry Department, Strategy and Policy Division (INDSP) from 1982 to 1985. Records were primarily maintained by Economist Garry Pursell who led the unit beginning in 1981. The records consist of internal memoranda and reports documenting the establishment and history of the INCA Unit including the RPO-672-44 "Establishment of an Experimental Unit for Work on Industrial Incentives and Comparative Advantages" preparation of work programs, reporting on unit activities, dissemination of INCA products, and other activities including management of staff and consultants. Record types include: forms and profile sheets regarding consultants and requests; administrative lists of INDSP requests and information products; reports and papers including Pursell's "The INCA Unit at the World Bank", INCA situation and status reports, and INCA Project Completion Report (1985); summary note of activities; work program review report; draft and final work program plans; and data tables including a summary of research activities. Internal memoranda are mainly between Pursell and IND senior management including assistant directors and division chiefs and discusses work program, strategy, budgeting, research and studies, as well as recruitment and organization of consultants.

Series consists of records related to the Incentives and Comparative Advantage (INCA) unit and its predecessor's support to operating departments carrying out INCA projects or studies. Most of the unit's resources were devoted to support activities including contributing to long term INCA studies sponsored by, and under the responsibility of, operating departments and short-term studies by Bank or International Finance Corporation (IFC) industry missions. Records are organized by country or study topic anddocument the unit's contribution to developing Terms of Reference (TOR) and methodology for the studies as well as reviewing a developing country's protection system as a condition of Bank lending. Records also reflect general support and advice provided to the Bank's regional units and notes on INCA work shared with IND senior management. Approximately 28 countries are represented within this series. Most files are thin in volume; some files have only one or a few documents.

Internal memoranda are between Economist Garry Pursell or INDSP consultants, IND assistant director, and regional units, particularly the Industrial Development Finance (IDF) divisions. The memoranda contains INDSP comments on TORs for an INCA country study, comments on project protection issues, notes for a regional unit on use of domestic resource cost ratios to help in allocating working capital loans, and more. Memoranda are also in the form of: back-to-office reports (BTORs) including for Structural Adjustment Loan (SAL) appraisal, reform missions or INCA studies; visit or meeting summaries; and TORs for missions, studies or personnel. Draft and final TORs are included. There are also letters to consultants and external academics who collaborated on Bank projects or commented on draft reports.

Other record types included are: draft technical notes (on countries, prices, etc.); notes on effective protection studies; copy of questionnaires, including the 1975 export survey of importing firms in Korea; and handwritten notes. Other topics covered in the records include incentives reform, tariff reform (Cote d'Ivoire), SAL, and trade and industrial policy in individual countries such as Bangladesh, Mauritius, Malaysia.

Series contains the chronological files created by Rischard during his time as a project officer in the Industrial Projects Department (NDP/IPD/IND) from 1976 to 1982. The records in this series relate to the various activities of sectoral project officers. Regarding involvement with lending operations, records evidence Rischard's role in multiple projects and countries. Common project types include funding of chemical industries, fertilizer production, and industrial energy conservation and diversification. Specific projects include: P008691 - Tecuci Fertilizer Project (Romania) P006289 - Copesul Petrochemical Project (Brazil) P008710 - Craiova Chemical Project (Romania) P009665 - Gorakhpur Fertilizer Expansion Project (India) P009369 - Ashuganj Fertilizer Project (Bangladesh) and P008639 - Industrial Energy Conservation and Diversification Project (Portugal) Records related to travel logistics and expenses and the exchange of information within the World Bank and with external organizations are also included.

Records primarily consist of correspondence between Rischard and other World Bank staff (in the form of office memoranda and telexes) and official correspondence between Rischard and external individuals, including country representatives. In addition to correspondence, back-to-office reports, Terms of Reference, and reports and studies on industrial sector topics are included.

Series contains the chronological files created by Rischard during his time as a financial analyst in the Financial Policy and Analysis Department FPA; he worked in both the Financial Analysis Division (FPAFA) and the Financial Studies Division (FPAFS). The series also contains records maintained by Rischard after he was named the Department's division chief for the new Financial Management and Analysis Division (FPAMA) in 1984. Records in this series relate to the various activities for which these units were responsible. Work areas included: IBRD financial forecasting (as part of the IBRD Financial Projections Task Force that Rischard participated in and, at times, led); IBRD and IDA program and financial policy review; the Bank's relationship with high debt countries and its advisory role in debt restructuring; exchange rate and currency availability and disbursements; commercial loan sales; guarantee pricing; and the creation of an IBRD subsidiary bank. Many of the records in this series were created in the context of the FPA's Management Support Group (formerly the Data Support Group). The Group's work consisted of: IBRD forecasting; FPA work scheduling; and development of management information and monitoring tools (including management of resource mobilization, net transfer, and income).

Series consists of the chronological files created by Rischard during his time as Director of the Investment Department (INV) in the Treasury Vice President (TREVP). Records relate to Rischard's position as director of the department and manager of its various units and their activities. The majority of the correspondence are in the form of office memoranda between Rischard and other Bank staff discussing: divisional work programs; specific topics related to unit activities; the creation of the new products and strategies division; staffing; workshop and meeting planning, scheduling, and attendance; and information sharing. Monthly portfolio and annual retrospective reports are also found amongst the office memoranda. A smaller amount of correspondence are letters between Rischard and external individuals and organizations primarily discussing meetings and the exchange of information.

Note that the series contains correspondence authored and received by Rischard's predecessor in the role of INV Director, Bernard Holland, from January 1989 to July 1989. Rischard became the INV Director in September of 1989. It appears that the correspondence of the new Director was added to the folder for the year 1989 initiated by Holland.

This series contains records relating to the World Bank's liaison with external organizations. Records in this series originated in the various units responsible for liaison with external organizations in the External Relations department/vice presidency. However, due to records management practices in the Bank between 1946 and 1978, some of the records in this series originated in departments other than those focused exclusively on liaison activities. This is described in more detail below. Also note that, beginning in 1987, most of the liaison functions in the Bank were removed from the External Relations vice presidency for two brief periods: 1987 to 1990, and 1993 to 2002. Please see the Administrative History field in the Records of the Office of External Relations fonds description for more information on the organizational history of the liaison function in the Bank. Also see the Related Units of Description field below for the location of those post-1987 records related to the liaison function created in units outside of External Relations that are not contained in this series.

This series consists of records that were classified as "liaison files" or "United Nations liaison files" in the Bank's 'General' or 'Central' filing systems. These records date from 1946 to 1978 (with the exception of 1969 to 1971; please see Related Units of Description below). While records classified in this manner originated in departments from across the Bank (including the Office of the President), the majority of the 'General' and 'Central' files originated in the Technical Assistance and Liaison Staff (TAL, 1946-1961), Development Services Department (DSD, 1961-1973), and International Relations Department (IRD, 1973-1978).

Note that, from the beginning of the Bank's General Files classification system in 1946, "liaison files" and "United Nations liaison files" were classified separately. This likely occurred because the Bank's relationshipwith the UN and its agencies was more involved than with any other external organization. In 1964, as the Bank's collaboration with the UN in fields like agriculture and education was increasing, the Bank created a separate position called the Special Representative to the United Nations within DSD separate from staff responsible for liaison with non-UN external organizations. In 1965 the Special Representative moved to New York and opened an office at the United Nations headquarters. In 1978 a second World Bank UN Office was opened in Geneva, Switzerland.

Both the "liaison files" or "United Nations liaison files" consist of communications with external organizations with whom the Bank had a relationship. Organizations include governmental and international agencies, development banks, religious groups, academic institutions, and private foundations. Records relating to communications with the United Nations and its many agencies (United Nations Development Program [UNDP], Food and Agriculture Organizations [FAO], etc.) are the most voluminous in this series. The volume of records relating to communications with non-UN organizations and governments can be sizable (the Organisation for Economic Co-Operation and Development [OECD] or the United States government and its legislators, for example) or as small as a single folder.

The most common correspondence in this series are invitations to or requests for participation in meetings, conferences, seminars, workshops, training courses, and similar events. In addition to correspondence with external organizations, records related to event participation and coordination also include internal memoranda, Terms of Reference, back-to-office reports, meeting agendas, conference programs, and press releases.

Records relating to collaboration or partnership on joint projects, research, and missions are also common, particularly in those records relating to the UN and its agencies. These records are generally limited to work program development, information sharing, and logistical planning. The records also relate to the exchange of information (including mission schedules, policy proposals, sector studies, etc., most of which are not included with the correspondence), and request for comment.

The Bank-wide 'General' and 'Central' filing practice was discontinued in 1978, and a new Non-Regional Information Center (NRIC) was created to manage records created by non-operational units including the External Relations' International Relations Department (IRD). Unlike the records of the 'General' and 'Central' files, records from the NRIC, which existed from 1978 to 1986, and those subsequently transferred to the World Bank Group Archives directly from units responsible for external liaison include only those that originated in units responsible for the function. The exceptions are those records that were shared with these departments by other Bank units. Note that most of the records relating to external liaison that were created while the external liaison function was housedoutside of the External Relations Vice Presidency from 1987 to 1990 and 1993 to 2002 are included. To locate those arranged in other fonds, please see the Related Units of Description field below.

Topics contained in the NRIC and subsequent records are similar to those in the 'General' or 'Central' files, but with some additions. Beginning around 1980, the Bank's engagement with non-governmental organizations (NGOs) intensified. Records relating to the Bank's communication and collaboration with NGOs as well as the development of policy for interacting with NGOs are contained in this series. Likewise, records relating to the Bank's interaction with civil society also become more numerous throughout the 1980s and 1990s.

Records relating to external meeting and conference attendance are also included as are records related to external liaison staff's participation in World Bank Group spring and annual meetings. Background and briefing materials for senior Bank management prepared by EXT units responsible for meetings with external organizations are contained in this series. Many of these briefing materials were prepared for World Bank Group presidents Lewis Preston, James Wolfensohn, Paul Wolfowitz, and Robert Zoellick. Finally, a small amount of records relating to the organization and management of the units responsible for external liaison over time, including the New York and Geneva offices, are contained in this series. These records primarily relate to staff retreats where strategy and work programs were developed.

Records relating to the Bank's European field office in Paris, France, are also included in this series. The records date from 1949, when Drew Dudley, Director of Public Relations for Europe, arrived in Paris, to 1980. The records of the European office relate to its primary role as Bank representative to European governments, central banks and other financial institutions, international organizations, and the European media, academic institutions, and business community. Records also relate to other activities, including the arrangement for the sale of Bank securities in Europe, carrying out information programs, and performing administrative functions. Records consist of correspondence with Bank staff, including Bank presidents, in Washington, DC. Topics include logistical matters, reports on meetings, and exchange of information.

Records relating to the Tokyo office, which opened in November 1970, are also included in this series. The office was concerned with facilitating liaison between the Bank and the Japanese government and the Japanese financial community. It also served as a source of information for the Japanese press and public. Tokyo office records date from 1974 to 1975 and relate to communications with the Japanese government and media, administrative functions, and information exchange and publication.

The series also contains records from 1983 to 1987 relating to general policy and analysis undertaken by IRD in support of liaison with NGOs and other external organizations. Records relate to food security, poverty, debt, and the environment and contain reports, internal memoranda, communications with external organizations, logistical plans for meetings, and back-to-office reports.

The series also contains thematic subject files created and used by EXT units responsible for liaison with external organizations. Topics include gender, human rights, indigenous peoples, partnerships, structural adjustment, private sector investment, etc. These types of records generally date from the 1980s through 2010 and contain a variety of materials, such as: correspondence and internal memoranda; conference materials; and external publications.

The records of the World Bank's Grant Committee are also contained in this series. In 1981, the Bank's system for making grants to development institutions and conferences was streamlined and consolidated within the External Relations Department. From 1981 to 1987, IRD provided the staff for the roles of chairman and secretary. Records include meeting minutes, internal memoranda, and correspondence with external organizations relating to their requests for funding. Records date from 1981 to 1987 and 1990 to 1993.

Records related to the Robert S. McNamara Fellowship Fund are also included in this series. The fund was proposed in 1981 and awarded its first fellowships in 1983. Records relate to the setting up of the fund, raising funds from Bank members, the establishment of a selection committee, and the awarding of fellowships. Records date from 1981 to 1986.

This series contains Stern's records relating to the Interim Committee of the Board of Governors on the International Monetary System, known as the Interim Committee. The Interim Committee was created by the International Monetary Fund (IMF) in 1974 to advise in the supervision of the management and adaptation of the evolving international monetary system until the establishment of a permanent decision-making body. Stern attended the meetings of the Interim Committee on behalf of the Bank. The records consist of agendas, reports, and records of discussion of the Interim Committee meetings from August 1975 to December 1981. Also included is Stern's correspondence regarding Interim Committee meetings and issues.

Series contains records related to the budgeting and administration of the Office of the Vice President and its departments responsible for the external relations function in the World Bank. Records are predominantly from the 1970s and 1990s and include outgoing memoranda, reports, handwritten notes and ledger sheets in preparation for fiscal year business planning. The series also contains memoranda and notes relating to personnel administration and budget correspondence files of Information and Public Affairs (IPA) Directors Lars J. Lind (1967 to 1972), and John Merriam (1973 to 1974), which provides contextual information about IPA's organization and activities.

Series contains sound recordings and films intended for public audiences that promote the World Bank Group or provide information about its operations. The series also contains a small amount of textual records relating to the production and distribution of films and radio programs by the External Relations (EXT) Vice Presidency and its predecessors. In most cases, EXT units were responsible for producing the material for radio, film and television.

The Bank's Public Relations Department (PRD) began producing documentary films about the Bank's work in 1951. These early films were circulated broadly to movie theaters, television stations, schools, universities, and adult discussion clubs. These earliest films are not contained in this series, presumably because they were discontinued after 2 to 3 years in circulation and may have been destroyed by the Office of Information.

With regard to radio programs, PRD's successor, the Office of Information (INFO), began creating and distributing recorded interviews with or speeches by Bank staff or senior country officials in 1955. These segments were used and distributed by the United Nations and carried to numerous radio stations in the United States.

The series is predominantly comprised of documentary or informational videos produced or co-produced by World Bank for international television media outlets or for development education. Videos date from 1984 to 2005 but are mostly from 1990 to early 2000. They document: development activities in various countries; interviews with government officials, citizens and workers; and raw footage shot in various countries including city, village and industrial scenes. Themes and topics include: first loans signed; Uganda education reform; industry in Russia; the aftermath of the 2005 tsunami in Asia; World Bank corporate videos; Young Professionals program; and World Development Report press briefings.

There is also a large volume of videos of the Bank's Public Service Announcements (PSAs) from 1997 to 2004, produced for television broadcasting, several of which aired on CNN (Cable News Network). Most of the PSAs are compilations and relate to more than one topic on each video. They cover issues such as governance, global hunger, the environment and sustainability, natural disasters, safe motherhood, AIDS, water, Global Environment Facility (GEF), reconstruction in Bosnia, the southeast Asia financial crisis, transparency, slum upgrading, tropical diseases, and disability. Some of the individual item titles in the inventory do not indicate that they are PSA but were identified as such by relating their titles to others in the PSA inventory. PSA videos are primarily in English but also include Arabic, French, Chinese, Spanish, Russian, and numerous other languages.

The series also contains joint-productions of the Bank including Staying Alive and two sequels, a documentary produced in partnership with UNAIDS and MTV (Music Television) that launched on World AIDS day, December 1, 1998. There are also severalvideos relating to the Global Links educational documentary series produced by World Bank Institute (WBI) that focused on the importance of development and was also licensed to broadcast on television in the United States and abroad, including China. Also included is the Azimuths video series, a co-production with United Nations Development Program (UNDP) and the Information and Public Affairs Department's Production Services Section.

The series also contains film reels (predominantly 16mm) created in 1980 to 1985 and which relate to the work of the Bank. Titles include: Plague Upon the Land; Dandora; Seeds of Progress; Reflections on the 21st Century; Development is People; IDA; Neighborhood of Coelhos; The World Bank; and World Bank Trade Women. Some films such as Plague Upon the Land, Dandora, and The World Bank were translated into multiple languages. There are copies of some of the film titles that were transferred to the archives with the masters.

The series also includes a small number of films developed around 1984 to 1986 about the World Bank and development issues geared toward secondary school or higher education audiences. Titles include: Toward a Better World; Some Big Questions; Many Steps, One Goal; and What Happens When a Desert Blooms.

The series also contains sound recordings, primarily audio reels of radio broadcasts from 1970 to 1979 produced by the Radio Services Unit of Information and Public Affairs (IPA). The bulk of the sound recordings are Special Reports, a program about World Bank activities, announcements of loans for country projects, Bank Annual Reports and development trends, and interviews of Bank staff. Special Reports also feature excerpts of President McNamara speaking at Annual Meetings and his speeches and addresses while visiting various countries or attending ministerial or UN meetings. Other radio programs from this period include Africa Today, Progressive Asia, Finance and Development, Pioneros del Siglo, and Comments from the Inside. These recordings alsofeature news about World Bank loans and development initiatives in various countries and other economic and social development issues. British film actor, barrister and World Bank consultant Paul Danquah is featured in the various broadcasts as interviewer or host as are other IPA senior staff including Peter L. Chatenay, Garry Lightowler, and Pastor B. Siston.

The earliest sound recordings dating 1955-1967 comprise the Mallon Series interviews on World Bank and country development activities. Topics discussed include the building of a new railroad through Rhodesia and electric power plant in the Brazilian jungle (1955). There are also sound recordings narrating IPA Advisor William Bennett's flight from Egypt (1967). More recent radio broadcasts in the series include Challenges on World Development (1980) focused on rural development issues and two audio reels entitled The African Dilemma (1991). Most of the radio broadcasts are in English, but a considerable amount are also translated into several otherlanguages. Arabic, Spanish and French are the other predominant languages.

Textual records in this series consist of original letters, copies of outgoing memoranda, and cables addressed to and sent by the Director or senior staff of IPA and its predecessors, PRD and INFO between 1951 to 1974. The correspondence primarily relates to the production, distribution and use of the earliest Bank films such as Power Changes Mexico (1951), India Fights Kans (1952), and On the Road (1955) as well as television broadcasts. Although some files are labelled "TV and Radio" there is very little information about the Bank's radio programs and broadcasting. Correspondence is authored by Directors Harold N. Graves and William Clark, Lars Lind, Public Affairs Chief David C. Fulton, and Tom Noone of the Office of Information, and addresses production and broadcast company executives, United Nations information officers, and government officials. Topics include: planning and budgeting of films; contracts with film production and distribution companies; technical production and editing; costs of printing for distribution; collaboration with USID (United States Information Agency), the National Council of Churches in Canada and ABC television; and occasional requests for interviews or television appearances from President McNamara or Vice President Garner. Correspondence occasionally includes attachments such as brochures, articles, and tables or figure sheets relating to budgets and audience screenings. A file containing the script and proposal for the development of the World Bank film Bank at Work (1957) is also included. The correspondence is in English, French, German, Spanish.

Series contains sound recordings and videos created by External Relations and its predecessor units documenting World Bank meetings and other events organized, sponsored, or attended by Bank units. The series primarily contains audio reels of Annual Meeting speeches by Bank Presidents, Governors and world leaders as well as various Annual Meetings sessions. These materials date from 1954 to 1999. Records from Annual Meetings from the years 1955, 1961, 1964 and 1967 are missing from this series. Audio reelsof consultative group, consortia, and aid meetings, from 1965 to 1980, are also included.

The series also contains a collection of recorded speeches, press conferences, and interviews, primarily of Bank Presidents but also featuring other Bank staff. These audio reels cover the period 1956 to 1987. Speeches given by President McNamara are the most common, but Presidents Clausen, Conable, Woods, and Black also appear in the recordings. There are audio reels recording President Black's television addressto the National Farm Institute in 1956 and a press conference in April 1957.

Other sound recordings consist of speeches given by various Bank staff, including Vice President Robert L. Garner, at conferences, seminars, and other forums, audio reels relating to the Orangi Pilot Project in Pakistan which was launched in 1980, and audio cassettes of various Bank press conferences from 1997 to 1999.

Videos included in this series contain Bank Presidents' speeches, addresses, press conferences, and interviews covering the period 1985 to 2010 but are predominantly from President Wolfensohn's tenure from 1995 to 2005. Videos include: speeches and press conferences at Annual Meetings by Presidents Conable, Preston, Wolfensohn, Wolfowitz and Zoellick; World Development Report (WDR) press conferences; town halls; President Wolfensohn's speeches and addresses given at high-level meetings, conferences, or trips to countries; and international media interviews of Bank presidents. Other videos document interviews with other World Bank staff. A small number of videos relate to orientation for new staff (1988) and proceedings of meetings such as Second Africa Regional Workshop on Harmonization, Alignment and Results for Development Effectiveness (2004), and the Annual Bank Conference on Development Economics (ABCDE) in 2006.

This series documents Stern's functions covering the period from when he joined World Bank in 1972 as Senior Advisor in the Office of the Economic Advisor to the President (January-October 1972), to his successive positions in the Office of the Vice President, Development Policy (VPD) as Senior Advisor (October 1972-April 1974) and Director (1974-1975).

The files relating to his role as Senior Advisor in the Office of the President primarily includes memoranda addressed to or from Vice President Hollis Cheney, the Bank's Research Committee, and other colleagues in the Office of the Economic Advisor. The correspondence documents the establishment and organization of the World Bank's economic research program, activities of the Research Committee and the Development Research Center, research proposals and decisions, publication of economic reports, discussions on policy papers, joint projects with external organizations, and evaluation of the Bank's economic activities.

The files relating to Stern's Development Policy functions associated with the Front Office of the Vice President include memoranda and letters addressed to the managers of the constituent departments of the Development Policy complex, the President, senior managers, UN offices, government officials, and other outside development organizations and experts. Reports, notes, and other supporting documents are occasionally attached to the memoranda. Records document program, budget, and staffing matters in the Office of the Vice President, management of the research program, country program reviews, growth prospects of developing countries, U.S. aid to development countries, International Development Association (IDA) replenishments, capital markets, Special Drawing Rights (SDR) allocations, World Bank Group-International Monetary Fund cooperation, the European Economic Community, the Committee of Twenty, G-24, the Pearson Commission, the Technical Committee on the transfer of Real Resources, the oil crisis, and some region and country-specific economic statistics. Further, they include comments on the Bank's policy structure regarding the 1972 reorganization, draft speeches for President McNamara and Vice President Hollis Chenery, and reviews of books and articles relating to development.

The series consists of memoranda, letters, and telexes written or received by Stern during his tenure as Senior Vice President of Finance (FINSV) from 1988 to 1991. Stern assumed his duties in FINSV in May 1987 but there is a gap in his chronological files for the year 1987. Records consist mostly of internal memoranda to the President, the Regional Vice Presidents, other senior managers in the Finance Vice Presidency and President's Council as well as the Board of Directors. A smaller portion of the correspondence is with external banks or institutions and country ministers. Reports and draft papers are occasionally attached to the correspondence in addition to handwritten notes and annotations.

Issues covered in the files relate to: investment guidelines and operations; lending arrangements; monthly financial reports for clearance; market updates; currency management and policies to borrowers; country loan payments; comments on internal and external reports and papers; IDA9 deputies meeting administration and IDA9 negotiations; World Bank-International Monetary Fund collaboration and debt reduction; pension fund management; capital subscriptions; FINSV's work program and budget; and staffing matters. Topics of note are: U.S. Treasury's Brady Plan for international debt reduction and the role of the World Bank; review of the Bank's reimbursable programs; and the establishment of the Global Environment Facility (GEF) in 1991.
