Reorganization files

This series consists of the records maintained by J. William Stanton concerning Bank's 1987 reorganization. They include internal Bank correspondence, presentations, and follow-up reports describing the successes and weaknesses of the 1987 reorganization efforts. The files also include correspondence and reports from management consultants in connection with the 1987 reorganization, memos of Stanton's discussions with President Conable, and reorganization reports of the Steering Committee and the Support Units Task Force.

Chronological file

This chronological file consists of copies of the outgoing letters, memoranda and correspondence handled for President Conable by J. William Stanton as well as Stanton's correspondence. The records include social and public relations messages; letters of appreciation for invitations, acceptances and regrets; congratulations; arrangements for meetings; and letters of introduction and recommendation. A few incoming letters are included. Public figures, such as U.S. Senators and officials of the Executive Branch, are among the correspondents.

Subject File of Dennis N. de Tray, Head of the Living Standards Measurement Unit (DRDLS), Development Research Department

These very loosely organized files appear to have been assembled, mostly in black binders, by de Tray for his personal use. Files (binders) were created for a 1985 mission to Jamaica he participated in to evaluate the effects of structural adjustment activities on major sectors of the Jamaican economy and a 1986 mission to Grenada he also participated in to meet with government officials in the national statistical office to discuss government survey needs and the possibility of monitoring a Living Standards Study. These files include copies of Back-to-Office Reports (BTOs) and other correspondence relating to the mission.

De Tray's Ivory Coast Living Standards Survey (ICLSS) materials, which consist mostly of technical data from the survey (1985-1987), include a Terms of Reference (TOR) and BTO for a 1983 project identification/preparation mission to Abidjan, Paris, and London for the ICLSS. A small number of reports, sampling plans, and prototype questions for the ICLSS are included for the 1983 - 1984 period. Correspondence concerning the French version of the ICLSS questionnaire, recommendations for questionnaire changes, and a report of a mission by a DRDLS staff member to Cote d'Ivoire to collect data from the ICLSS are included for the 1986-1987 period. De Tray also created a file for a 1985-1986 Bank study (RPO 673-84) (folder 1315128) of the determinants of children's nutritional status and morbidity in the Cote d'Ivoire for which he was principal supervisor.

De Tray's Ghana Living Standards Survey (GLSS) materials include his BTO from a February - March 1986 Technical Assistance mission to Ghana and Cote d'Ivoire to explore the possibility of undertaking a GLSS and to discuss a proposed seminar covering results from the 1985 ICLSS and an earlier 1979 consumption survey. Also included are other 1986-1987 BTO reports from missions relating to the GLSS including a September 17, 1986 report of a mission to Ghana de Tray participated in to finalize plans for the GLSS. Also included is correspondence with and mission reports from a consultant working on the GLSS.

A smaller amount of material is included for the Peruvian Living Standards Survey. BTO reports (1984) from missions to Peru to prepare for the survey and a proposal for a study of Education and Informal Sector Employment (1983) are among the documents assembled. The series also includes an undated draft proposal for an Egyptian Living Standards Survey, a December 5, 1983 BTO from a mission to that country to discuss the conduct of a Living Standards Survey, and some related material. De Tray also assembled some publications and other materials that appear to have related to his membership on the Task Force on the Annual Report on Bank Research. Found with this material is a copy of a paper he prepared in October 1984 entitled The Living Standards Measurement Survey which describes in detail the origin of LSMS at the Bank, the development of the survey design, planned analyses of data collected, and the survey plan for the Ivory Coast where the first LSMS was to take place.

Memoranda and Issuances Relating to the Reorganization of 1972

Contained in this series are memoranda and copies of Bank-wide issuances concerning the Bank's Reorganization of 1972 as it affected the Economics Department and, after the reorganization, the Development Policy Staff. The notebook appears to have been maintained first by P. D. Henderson and, after the reorganization, by Alexander Stevenson, the Director of the Development Economics Department (DED). Among the contents are: November 1971 memoranda to Henderson from Economics Department managers with their thoughts on possible future organizational structures for the Bank; copies of December 1971 memoranda from Mohamed Shoaib (chair of the Organization Study Steering Committee) and Hollis B. Chenery to President McNamara with their reorganization ideas; Henderson's notes from the December 22, 1971 meeting of the President's Council; McNamara's January 7, 1972 announcement of a study of the Bank's organization and procedures; Henderson's correspondence from McKinsey, the consulting firm which helped with the study; a copy of the July 13, 1972 memorandum outlining the views of Mahbub Haq and Ernest Stern regarding the Bank's policy function; a copy of E. Lerdau's July 24, 1972 comments on Haq's and Stern's views; the August 10, 1972 announcement of the first phase of the restructuring; memoranda from various managers of the Central Economic Staff (CES) to Henderson with ideas as to how to reorganize CES; Henderson's September 30, 1972 draft of a memorandum from Hollis B. Chenery to President McNamara concerning responsibility for sector development policy; the October 16, 1972 announcement of the Development Policy Staff's organization; and other memoranda further refining the organization and staffing of the Development Economics Department in the Development Policy Staff.

Records Relating to the Committee of Twenty and to Two of Its Technical Groups

The Committee of Twenty (C-XX), formally known as the Committee of the Board of Governors on Reform of the International Monetary System and Related Issues, was established by the IMF in 1972 to prepare a draft for a reformed international monetary system after the United States had announced in August 1971 that it was suspending the convertibility of the dollar into gold. The records in this series were compiled by Frank Vibert while he was working in the Policy Planning and Program Review Department (PPR) in the Office of the Vice President for Development Policy (VPD). The records primarily concern two of the Committee's Technical Groups: the Technical Group on the Transfer of Real Resources and the Technical Group on the Special Drawing Rights (SDR) Link and Related Proposals. The Bank was asked to participate in the secretariat function for the Technical Group on the Transfer of Real Resources, and Frank Vibert with Azizali Mohammed from the IMF formed the secretariat for the Group. Earnest Stern, Senior Adviser in VPD, was part of the Technical Group on the SDR Link.

The series contains copies of IMF and World Bank studies and other documents that were used as background materials for the Committee or that were drafted in response to specific requests from Committee staff; drafts of and comments from IMF and Bank staff on the Bank paper, Capital Flows to Developing Countries, that was prepared for the Committee; and the issues of the IMF newsletter, IMF Survey, that included articles regarding the Committee of Twenty. The files include: copies of President McNamara's correspondence with Ernest Stern and with C. Jeremy Morse, the chair of the Deputies of the Committee of Twenty; memoranda exchanged between Vibert and Stern; intra-VPD correspondence and other intra-Bank correspondence relating to the Committee of Twenty and the Technical Groups; Vibert's correspondence with IMF staff and with the chair of the Technical Group on the Transfer of Real Resources; copies of memoranda Vibert drafted for the chair's signature; and Vibert's copies of Stern's memoranda to the files regarding the SDR Link.

Records maintained for meetings of the Technical Group on the Transfer of Real Resources include: Vibert's correspondence relating to pre-meeting planning, copies of documents provided as background for the meeting discussions, lists of attendees, copies of the Terms of Reference for the Group, and Vibert's handwritten notes form the meetings. The files also contain multiple drafts and comments on the drafts of the Group's report.

Records relating to the Technical Group on the SDR Link include copies of World Bank and IMF documents provided the Group as background materials; copies of statements regarding the SDR Link made by heads of delegations to the Group; notes regarding SDR discussions with the United Kingdom and Germany; and various drafts of the Bank paper Bank Group Uses of SDR Link Resources.

External Relations Vice President and Director records

Series contains records of the front offices of External Relations Vice Presidency (EXTVP) and Directors of EXT units and EXT predecessor units, including Development Services Department (DSD). EXTVP records include chronological and subject files documenting the unit's strategic management of World Bank Group's communications and relationships with donor countries, international organizations, media, and the private sector as well as internal communication within the Bank.

Records include the chronological files of Mark Malloch Brown, 1994 to 1999, while he was first Director of External Affairs (1994-1995) and then Vice President when EXT was elevated again to a Vice Presidency in January 1996. Chronological files of Brown's successor, Vice President Mats Karlsson, date from 1999 to 2001. Both Vice Presidents chronological files contain copies of outgoing memoranda, letters and printed emails, often with attached incoming letters, facsimiles, reports and external documents. Many of the files also contain the Vice Presidents' handwritten notes and drafts of replies. Correspondence addressees include Managing Director Sven Sandstrom and other Bank senior staff as well as representatives and senior officials of various United Nations (UN) agencies and other international organizations. Chronological files document the day to day management of the Bank-wide external relations program, including the arrangement of speaking engagements and meetings, notes and statements drafted for President Wolfensohn, and cooperation with UN agencies including comments on external papers and collaboration on development operations.

Other chronological files included in the series are those of: Rachel Weaving (Chief, EXT Internal Communications Division) dating from 1998 to 1999; Judith Maguire (Senior Advisor to the EXT Vice President) dating from 1996 to 1998; J. William Stanton (Senior Advisor to the EXT Vice President) dating from 1992 to 1994; and Timothy Cullen (various EXT positions including Senior Advisor to EXT Vice President and Chief of Information and Public Affairs) dating from 1980 to 1999.

Subject files included in this series date from 1984 to 2003. The majority were created and accumulated between 1994 and 2003 by Vice Presidents Mark Malloch Brown (1994-1999), and Mats Karlsson (1999-2003). Other subject files were created by Tim Cullen when he was Senior Advisor, EXTVP responsible for media (1996-1999) and also between 1989 and 1993 when he was Chief, Information and Public Affairs.

With one exception, the subject files in this series were created beginning in 1984. The files between 1984 and 1994 were created primarily by Alexander Shakow while he was Senior Adviser, International Relations Department (1984-1987) then Director, Strategic Planning and Review Department (SPR) (1987-1990) until SPR's termination in 1990 after which Shakow became Director of External Affairs Department (EXT) around July 1990. A small portion of the subject files from this period were also created by the International Relations Department (IRD) Director's Office under Shahid Javed Burki and IRD's United Nations Affairs unit.

EXTVP subject files cover the broad range of the office's responsibilities and are filed by organization or institution, country, region, issue or theme. Files document activities including: the front office's comments on papers; information about Bank and joint meetings; the Vice President's advice and support to the Bank President regarding Bank publicity; development of communications strategies and communication plans including responses prepared for the Bank on sensitive or politically-charged topics and planning and execution of campaigns on Bank-wide issues and outreach; writing, or clearance, of letters to the editor of major publications relating to articles involving the Bank; internal communications products such as Bank's World, and communications support for the Bank-wide change initiatives; internal publications; film and video projects; administration and organization of EXT and its units; Annual Meeting preparations and drafting of the meeting speech for President; and the Bank's relationships with UN institutions including United Nations Development Program (UNDP), United Nations Exchange Program, United Nations Foundation, and other intergovernmental or international institutions such as International Monetary Fund (IMF), International Labor Organization (ILO), World Trade Organization (WTO), Oxfam, and non-governmental organizations (NGOs). The more voluminous subject files includecorruption, dams and the World Conference on Dams, IDA lending and replenishments, poverty, debt and the Heavily Indebted Countries Initiative (HIPC), Group of Seven (G7) summits, the Chad-Cameroon pipeline project; and planning of events and publicity for the Bank's 50th anniversary in 1994.

Subject files contain correspondence including copies of outgoing memoranda, emails and facsimiles, as well as original memoranda, and incoming letters. Addressees include EXTVP staff and EXT senior staff inthe European offices and Tokyo, Bank President and Vice Presidents, Managing Directors, country or sector directors, other Bank senior staff, and external organizations. The correspondence is often attached to final and draft papers, draft letters and statements, talking points, concept notes, reports and memoranda authored by UN agencies, articles, press releases, press clippings, transcripts, and handwritten notes of the Vice President.

Subject files also document the Vice President's input provided to the Bank President and drafting of statements or letters to be sent by the President, or briefing material for the President or occasionally Managing Directors.

Correspondence between EXTVP and EXT European and Tokyo offices primarily relates to visits of delegations, summaries of meetings attended by Bank President or EXT senior staff, relations with external organizations, feedback from member countries (on IDA and G7), and the Bank's coverage in the press or summaries of press conferences attended by EXT personnel.

There are also files relating to EXTVP retreats that took place in 1996 to 1997 and a 1988 press briefing speech by EXT Director Francisco J. Aguirre-Sacasa, as well as five photographs of World Bank-Switzerland signing agreement in April 1997 attended by President James Wolfensohn.

Among the earlier records of the series are those of William Clark who served as Director of Information and Public Affairs from 1967 to 1973 while reporting to the Development Services Department (DSD) and then as Director of External Affairs from 1973 to 1974 in the newly established External Affairs Staff (ERS) complex following the Bank's 1973 reorganization. When External Affairs was elevated to the status of a Vice Presidency in 1974, William Clark was promoted to Vice President, External Affairs (VPE). Clark's records relate to the Pearson Commission on International Development from 1968 to 1970 and include correspondence on the selection of Commission members, copies of statements of various national and international development agencies, as well as a copy of the President's memoranda on the report's recommendations.

Clark's records related to the Independent Commission on International Development Issues, also known as the Brandt Commission, date from 1976 to 1981. The records primarily contain chronological files of memoranda, letters and cables between the organizers and candidates/members of the Commission, as well as press clippings, reports and notes on conversations and meetings. Clark's Brandt Commission chronological files are accompanied by several subject files on the establishment and membership of the Commission; public reaction to its establishment; the Bank's follow-up on its conclusions, including lists of Commission proposals to be reviewed by the Board (some of which are heavily annotated by Bank President McNamara); and correspondence handled by Clark for President McNamara.

The series also contains records of the International Relations Department (IRD) Director's Officepredominantly dating from 1973 to 1983 during Director Shirley Boskey's tenure. Records created by Boskey's predecessors, Richard H. Demuth, Director of Development Services Department (DSD) dating 1965 to 1973, and Michael Hoffman, Director of IRD from 1973 to 1975 are also included. The records of Directors Boskey, Hoffman and Demuth are mainly comprised of subject files related to the management of the Bank's relationships with intergovernmental organizations and international institutions, primarily UN institutions (including the United Nations Development Programme [UNDP] and the International Labour Organization [ILO]) on development issues, meetings, arrangement of visits, comments on UN papers; and internal meetings attended by the Director. There are also several files dating from 1969 to 1970 and 1978 related to the Organisation for Economic Cooperation and Development (OECD) Development Assistance Committee (DAC) and its working parties, in which the Bank and the International Monetary Fund (IMF)were observers. Correspondence contains copies of outgoing memoranda, letters, and telexes, and is often filed with: minutes or summaries of external meetings; reports and proposals intended for presentation by Bank staff; annotated copies of draft speeches or letters to UN officials prepared for Bank President McNamara along with the original addressed to President; articles; and Boskey's handwritten notes. There are also copies of memoranda and letters on which the Director was copied, particularly regarding the Publication Committee chaired by the Vice President of External Relations.

The series also contains separate chronological files of Assistants to the Development Services Director, Max Ebstein (1972, 1974) and Pastor B. Sison (1972 to 1975), and consist of copies of memoranda and cables.

Also included in the series is a small number of 'General' correspondence files including outgoing memos and letters written by Special Advisor Peter L. Chatenay on behalf of the IRD Director to other IRD staff, Bank staff or external addressees including UNDP. Correspondence relates to meetings of the President, dignitary visits, UNDP projects and financing and Bank-UN relations.

This series of Committee records was compiled by Cosmos Linus Robless, Senior Operations Advisor, Office of the Senior Vice President - Operations. It includes four types of records:

  • (I) Agendas of meetings, 17 February 1988 to 25 May 1990, arranged by date of meeting;

  • (II) Minutes and Postscripts of meetings, 3 March 1988 to 25 May 1990, arranged by date of meeting;

  • (III) Initiating Memoranda discussed at Operations Committee meetings, 29 March 1989 to 27 March 1990;

  • (IV) Memoranda to Committee members regarding papers to be discussed at meetings and Committee procedures and schedules, June 1987 to April 1990.

Agenda and minutes of meetings, and background documents: Loan Committee and Operations Committee

The files for each meeting include the formal agenda and minutes of the meeting and extensive background documentation such as the project proposal (e.g., Final Executive Project Summary) and related memoranda forwarded from a region, memoranda from various units in the Bank commenting on the proposal prior to the Committee's meeting, handwritten notes taken during the Committee's meeting, draft minutes and comments on drafts, and follow-up memoranda and correspondence regarding the project. The files for the period from December 1991 to December 1995 were maintained by Orsalia Kalantzopolous, assistant to Managing Directors Ernest Stern and Gautam Kaji. When the Operations Committee replaced the Loan Committee in January 1996, the committee secretariat was transferred to the Office of the Director, Operations Policy Department (OPRDR), and John D. Shilling was appointed secretary to both the Operations Committee and the Operations Policy Committee.

Loan Committee project files

The files typically contain: discussion memoranda; discussion memoranda transmittal sheets; loan agreements; guarantee agreements; project agreements; reports and recommendations of the IBRD President to Executive Directors; agreements amending guarantee agreements; and memoranda regarding either withdrawal of loan offers or loan modifications. A small number of files contain minutes of Loan Committee meetings. Project files for the Bahamas (1973) and Barbados (1973) include memoranda and other documents relating to their applications for membership in the IBRD and documents indicating approval actions taken by the IBRD.

The bulk of these records are dated 1980 - 1987. Very few Loan Committee project files survive from the 1970s because in September 1971 the Committee and the staff of the Bank's Administration Department decided that once a project file was more than two fiscal years old, it would be discarded.

Chronological File of Director-General Robert Picciotto

This series contains copies of the letters, memoranda, and electronic messages Robert Picciotto sent from September 1992 to June 2001, the period during which he was Director-General, Operations Evaluation (DGO).

Picciotto's files for September 1992 to December 1996 contain only copies of outgoing correspondence; copies of attachments to his outgoing correspondence are not routinely included until 1996. Beginning in January 1997, incoming letters and electronic messages are filed with Picciotto's replies,and his handwritten responses are often written on incoming correspondence. His correspondence is with: President Wolfensohn; OED staff; officials in other organizations and countries who were responsible for performance evaluations or development assistance; officials in countries in which OED was conducting a Country Assistance Review (CAR) or Evaluation (CAE); editors of scholarly journals; members of the Committee on Development Effectiveness (CODE) and its predecessor, the Joint Audit Committee; and members of the Evaluation Cooperation Group (ECG). His correspondence with OED staff primarily concerns: OED work programs, evaluation process issues and specific evaluation projects; planning for OED seminars and workshops and for the annual OED staff retreat; the deliberations of the Evaluation Cooperation Group (ECG) which Picciotto chaired; efforts to establish an International Development Evaluation Association; and the establishment of the Comprehensive Development Framework (CDF) Evaluation Steering Committee. Specific records include: Picciotto's replies to applicants for Bank positions; his comments on draft Bank publications or directives; his response to a report regarding the Bank from the Allan Meltzer Commission; his input for President Wolfensohn's speeches or articles; copies of his own articles; and a draft of the OED booklet, Evaluation in the Bank and IFC. This series also includes nine letters and memoranda, dated July 1992 - August 1992, which Picciotto sent while still Vice President of Corporate Planning and Budgeting (CPBVP).

Policies and Procedures

This series consists of records related to the development of policies and procedures for the OED. Policies and procedures for OED programs and work products were developed in intra-OED correspondence, staff meetings, retreats, committees, and working groups and via Bank-wide task forces, committees, issuances, and operational manuals. The majority of the series consists of records created and received by the OED Directors-General (OEDDG) and OED Directors (OEDDR) that relate to the development of Department policies and procedures. Most of these guidelines relate to the creation of OED work products, such as audit reports, impact evaluation reports, Country Assistance Reviews and Evaluations, and special evaluation studies.

The series also consists of records documenting meetings of the Department Management Team (DMT) as well as records related to Departmental Management Team retreats.

Bound Reports and Studies Maintained by the DGO's Reference Library

The series consists of three sets of leather bound volumes that were maintained in the Office of the Director-General, Operations Evaluation (DGO). Volumes are titled: Annual Reports - Annual Reviews - JAC Reports - JAC Subcommittee Reports (October 1971 - November 1995); Project Evaluation - Project Performance Audit Reports (PPARs) - Project Completion Reports (October 1972 - August 1994); and Special Studies - Impact Evaluation Reports (July 1973 - August 1994).

Photo albums

Three albums of color photographs, the first of a fashion show luncheon on 1963-10-02 hosted by Louise Woods and Mrs. Pierre-Paul Schweitzer, wife of the Managing Director of the International Monetary Fund, for wives of attendeesat the Annual Meeting of the Board of Governors; the second of a luncheon hosted on 1966-09-26 by Mrs. Woods and Mrs. Schweitzer for the same group during the Annual Meeting; and the third of the farewell dinner given for George D. and Louise Woods by the Executive Directors of the World Bank on 1968-03-29. All with captions.

External communication and production

Series contains sound recordings and films intended for public audiences that promote the World Bank Group or provide information about its operations. The series also contains a small amount of textual records relating to the production and distribution of films and radio programs by the External Relations (EXT) Vice Presidency and its predecessors. In most cases, EXT units were responsible for producing the material for radio, film and television.

The Bank's Public Relations Department (PRD) began producing documentary films about the Bank's work in 1951. These early films were circulated broadly to movie theaters, television stations, schools, universities, and adult discussion clubs. These earliest films are not contained in this series, presumably because they were discontinued after 2 to 3 years in circulation and may have been destroyed by the Office of Information.

With regard to radio programs, PRD's successor, the Office of Information (INFO), began creating and distributing recorded interviews with or speeches by Bank staff or senior country officials in 1955. These segments were used and distributed by the United Nations and carried to numerous radio stations in the United States.

The series is predominantly comprised of documentary or informational videos produced or co-produced by World Bank for international television media outlets or for development education. Videos date from 1984 to 2005 but are mostly from 1990 to early 2000. They document: development activities in various countries; interviews with government officials, citizens and workers; and raw footage shot in various countries including city, village and industrial scenes. Themes and topics include: first loans signed; Uganda education reform; industry in Russia; the aftermath of the 2005 tsunami in Asia; World Bank corporate videos; Young Professionals program; and World Development Report press briefings.

There is also a large volume of videos of the Bank's Public Service Announcements (PSAs) from 1997 to 2004, produced for television broadcasting, several of which aired on CNN (Cable News Network). Most of the PSAs are compilations and relate to more than one topic on each video. They cover issues such as governance, global hunger, the environment and sustainability, natural disasters, safe motherhood, AIDS, water, Global Environment Facility (GEF), reconstruction in Bosnia, the southeast Asia financial crisis, transparency, slum upgrading, tropical diseases, and disability. Some of the individual item titles in the inventory do not indicate that they are PSA but were identified as such by relating their titles to others in the PSA inventory. PSA videos are primarily in English but also include Arabic, French, Chinese, Spanish, Russian, and numerous other languages.

The series also contains joint-productions of the Bank including Staying Alive and two sequels, a documentary produced in partnership with UNAIDS and MTV (Music Television) that launched on World AIDS day, December 1, 1998. There are also severalvideos relating to the Global Links educational documentary series produced by World Bank Institute (WBI) that focused on the importance of development and was also licensed to broadcast on television in the United States and abroad, including China. Also included is the Azimuths video series, a co-production with United Nations Development Program (UNDP) and the Information and Public Affairs Department's Production Services Section.

The series also contains film reels (predominantly 16mm) created in 1980 to 1985 and which relate to the work of the Bank. Titles include: Plague Upon the Land; Dandora; Seeds of Progress; Reflections on the 21st Century; Development is People; IDA; Neighborhood of Coelhos; The World Bank; and World Bank Trade Women. Some films such as Plague Upon the Land, Dandora, and The World Bank were translated into multiple languages. There are copies of some of the film titles that were transferred to the archives with the masters.

The series also includes a small number of films developed around 1984 to 1986 about the World Bank and development issues geared toward secondary school or higher education audiences. Titles include: Toward a Better World; Some Big Questions; Many Steps, One Goal; and What Happens When a Desert Blooms.

The series also contains sound recordings, primarily audio reels of radio broadcasts from 1970 to 1979 produced by the Radio Services Unit of Information and Public Affairs (IPA). The bulk of the sound recordings are Special Reports, a program about World Bank activities, announcements of loans for country projects, Bank Annual Reports and development trends, and interviews of Bank staff. Special Reports also feature excerpts of President McNamara speaking at Annual Meetings and his speeches and addresses while visiting various countries or attending ministerial or UN meetings. Other radio programs from this period include Africa Today, Progressive Asia, Finance and Development, Pioneros del Siglo, and Comments from the Inside. These recordings alsofeature news about World Bank loans and development initiatives in various countries and other economic and social development issues. British film actor, barrister and World Bank consultant Paul Danquah is featured in the various broadcasts as interviewer or host as are other IPA senior staff including Peter L. Chatenay, Garry Lightowler, and Pastor B. Siston.

The earliest sound recordings dating 1955-1967 comprise the Mallon Series interviews on World Bank and country development activities. Topics discussed include the building of a new railroad through Rhodesia and electric power plant in the Brazilian jungle (1955). There are also sound recordings narrating IPA Advisor William Bennett's flight from Egypt (1967). More recent radio broadcasts in the series include Challenges on World Development (1980) focused on rural development issues and two audio reels entitled The African Dilemma (1991). Most of the radio broadcasts are in English, but a considerable amount are also translated into several otherlanguages. Arabic, Spanish and French are the other predominant languages.

Textual records in this series consist of original letters, copies of outgoing memoranda, and cables addressed to and sent by the Director or senior staff of IPA and its predecessors, PRD and INFO between 1951 to 1974. The correspondence primarily relates to the production, distribution and use of the earliest Bank films such as Power Changes Mexico (1951), India Fights Kans (1952), and On the Road (1955) as well as television broadcasts. Although some files are labelled "TV and Radio" there is very little information about the Bank's radio programs and broadcasting. Correspondence is authored by Directors Harold N. Graves and William Clark, Lars Lind, Public Affairs Chief David C. Fulton, and Tom Noone of the Office of Information, and addresses production and broadcast company executives, United Nations information officers, and government officials. Topics include: planning and budgeting of films; contracts with film production and distribution companies; technical production and editing; costs of printing for distribution; collaboration with USID (United States Information Agency), the National Council of Churches in Canada and ABC television; and occasional requests for interviews or television appearances from President McNamara or Vice President Garner. Correspondence occasionally includes attachments such as brochures, articles, and tables or figure sheets relating to budgets and audience screenings. A file containing the script and proposal for the development of the World Bank film Bank at Work (1957) is also included. The correspondence is in English, French, German, Spanish.

Correspondence of the Directors-General, Operations Evaluation with Bilateral and International Organizations

The series consists of letters, memoranda, and messages between the DGO and the heads of evaluation units of bilateral and international organizations. The series documents primarily the formulation, implementation, and impact of evaluations within these bilateral and international organizations. Some of the correspondence is with the Special Advisor and Assistant to the DGO and the Director, Operations Evaluation Department (OEDDR). The series also contains copies of studies, publications, and reports of audits and evaluations sent to DGO. A copy of a February 15, 1980 memorandum from President Robert S. McNamara to DGO Mervyn L. Weiner addresses Bank support for upgrading national audit institutions. With this memorandum is correspondence describing implementation actions taken by the Bank and cooperation with the International Organization of Supreme Audit Institutions (INTOSA).

Director-General Robert Picciotto's Files on the Independent Evaluation of the Pilot Phase of the Global Environment Facility (GEF)

The series consists of records related to the Global Environment Facility (GEF). The GEF was a three-year pilot program begun in 1991 to provide grants and low interest loans to developing countries for programs to relieve pressures on global ecosystems. The Facility was a co-operative venture among national governments, the World Bank, the United Nations Development Program (UNDP) and the United Nations Environment Program (UNEP). In April 1992, GEF participants agreed that its structure should be modified, and at a subsequent meeting in December of that year in Abidjan the participants requested an independent evaluation of the Pilot Phase.

Correspondence regarding discussions held within the Bank regarding the GEF independent evaluation of the Pilot Phase are part of the series, including minutes of a January 25, 1993, meeting on the topic convened by the Chief, Infrastructure and Energy Division (OEDD3) at which ENVGE (Global Environment Facility Administration) was represented. Drafts of the Terms of Reference (TOR) to be presented at a GEF meeting in Rome on March 4-5, 1993, are part of the series. Drafts of the Inception Memorandum for the independent evaluation, the Inception Report, and the Terms of Reference prepared after the Rome meeting are also part of the series. Most of these records were prepared following a March 12, 1993, meeting attended by the Deputy Director of UNDP's Central Evaluation Office (CEO), the Chief of OEDD3, and an OEDD3 consultant (John Malone). Establishment of an Independent Panel of Experts for the GEF evaluation was discussed at this meeting. Copies of letters of invitation extended to individuals selected to serve on the panel are part of the series.

Memoranda, paper copies of electronic and facsimile messages, correspondence, newspaper articles, and news releases in the series document the work of the Independent Panel of Experts (Independent Evaluation Panel [IEP]) and the three Evaluation Managers (Robert Picciotto - DGO, World Bank, Gus Edgren - UNDP, and Nay Htun -UNEP) responsible for conduct of the evaluation. Also documented are the managers' contacts with the Chairperson of IEP (Dr. Alvaro Umata), the principal evaluators (Jim Kelly - UNDP, Andrea Matte-Bakers, and Stjepan Keckes - UNEP, John Malone - World Bank), and the Evaluation Staff Coordinator (W. Haven North - World Bank).

The series includes: the final Inception Memorandum; work plan outline and budget for the evaluation; agendas, discussion papers, and minutes of meetings of the IEP and of GEF participants; copies of the questionnaires distributed to GEF participants as part of the evaluation; a draft Project Evaluation Form (PEF) consisting of a summary of questionnaire responses; and the interim and final reports of the evaluation. A copy of Global Environment Facility-The Pilot Phase and Beyond, Working Paper Series, Number I, May 1992, contains the text on the restructuring of the GEF approved by participating governments on April 30, 1992. Also in the series is the July 20, 1993, Back-to-Office report of Hideki Mori (OEDD3), of a GEF evaluation mission to Japan, Thailand, and Lao People's Democratic Republic from June 16 to July 5, 1993.

Records of the Director, Agriculture and Human Development Division (OEDD1)

Series consists of records created and received by the Director of OED's Agriculture and Human Development Division (OEDD1). Specifically, the series contains records gathered by OEDD1 Director Graham Donaldson, including reports, correspondence, intra-OED memoranda, agendas and minutes of meetings, and seminar outlines. The records generally relate to the extension of OED's influence and the dissemination and use of OED products throughout the Bank, in international organizations, and in other countries. Among the topics covered are: a review of OED reports and advice regarding their publication; policy regarding the dissemination of OED findings and information; the establishment of operations evaluation programs in other countries and in the Inter-American Development Bank; the Bank's coordination with countries and other organizations doing post evaluations of projects fully or partially funded by the Bank; Bank-provided training on program monitoring and evaluation; and the Evaluation Capability Development Program. Included are a number of requests from Bank staff and from non-Bank organizations for specific OED reports. Two large folders on the Joint Audit Committee (JAC) include: intra-OED memoranda regarding the Department's responses to specific JAC inquiries and requests; agenda and minutes of JAC meetings; the OED Director's requests for Donaldson's comments on JAC reports; OED's proposals for the JAC work program; and OED comments on the Report of the Working Group on Project Completion Reports and on the Report of the Task Force on Dissemination and Utilization of OED Findings.

Records provide information about common initiatives with partners in the industrial and mining sector, collaborative programs, and senior staff participation on high-level committees or events.

Most of the small set of files that were maintained in the Energy and Information Center (EISIC) document the participation of Division Chief L. Hartsell Cash, Projects, Mining and Heavy Machinery Division (IPDD2) in the United Nations Revolving Fund for Natural Resources Exploration working groups and Joint Operations Group (JOG) meetings (1979 - 1983). Other individual files include the International Labor Organization (1983 - 1986), United Nations Development Programme (UNDP) Research and Development in Integrated Resource Recovery programme (1984), and Business Partners for Development (BPD) mining cluster (1997 - 2000). Record types include: draft and final reports; minutes of United Nations Revolving Fund working group and JOG meetings; JOG progress and quarterly reports; internal memoranda and letters with representatives of external organizations.

The series also contains four files (1997 - 1999) related to the Bank-led Clean Coal Initiative (CCL) launched at a roundtable in June 1996. Specific records include: letters and facsimiles from IENIM Division Chief Peter Van der Veen to Energy Sector Management and Assistance Program (ESMAP) donors and stakeholders concerning financial support for a pilot "project" based in China; letters with consultants; strategic framework and reform priorities for China; draft articles on the Bank's involvement in coal and CCL; project description (also referred to as study program); Terms of Reference; coal price data; back-to-office-report; and other external reference articles and reports. Records were maintained by Principal Mineral Engineer John Strongman who was later succeeded by Principal Mining Engineer and Task Manager Christopher Wardell

Country economic research and assessment

The records in this series primarily relate to the World Bank's involvement in the transition from planned to market economies in Russia immediately following the dissolution of the Soviet Union. Records specifically relate to missions made by Bank officials, including John Nellis, to the then Soviet Union in September and October 1990 and to Russia in November 1991 and August and September 1992. Series primarily consists of handwritten notes written by Nellis during these missions.

The 1990 mission to the Soviet Union was the World Bank's first and was undertaken with staff from the International Monetary Fund (IMF), the Organisation for Economic Cooperation and Development (OECD), and the European Bank for Reconstruction and Development. The mission resulted in the publication of the joint authored 'The Economy of the USSR: Summary and Recommendations'. During the trip, John Nellis's role was to examine the prospects for enterprise reform and privatization primarily through interviews with Soviet ministries (including Ministry of Justice and various sector and union ministries), other government officials, companies, financial authorities, and academics.

Notes taken by Nellis during these interviews are included in this series. The handwritten notes are heavily annotated in Nellis's hand. A transcription of the notes is also included as is a brief summary of the trip authored by Nellis and submitted to a select number of Bank staff. Further, notes authored by Nellis for a presentation to Bank President Barber Conable are included. The presentation, dated November 10, 1990, is titled, "Soviet Economic Study: Enterprise Reform and Privatization Component" and summarizes what the mission to the Soviet Union learned about potential enterprise reform and suggests avenues for the Bank's involvement in the reform process. In addition, a World Bank Discussion Paper authored by Nellis entitled "Improving the Performance of Soviet Enterprises" is included. The paper is based on interviews undertaken by Nellis during the 1990 mission and was published in 1991.

Records relating to a second trip to Moscow by Bank officials in November 1991 are also included. The purpose of the trip was to gain knowledge about the state and its economy and advance the process of enterprise reform and privatization. Notes are, again, handwritten and heavily annotated by Nellis. The World Bank team also stopped in Hungary and notes from Nellis's meetings in Budapest are also included. A mission summary authored by Nellis entitled "Privatization in the Republic of Russia" is also included.

Records relating to a third trip to Moscow in August and September of 1992 are also included in this series. Nellis was charged with researching corporate governance and property funds. Again, records include handwritten notes made by Nellis during interviews with Russian government officials and other interested parties, both Russian and international. Topics include: economic and political developments in Russia; privatization efforts; voucher program; corporate governance; finance sector; energy sector; foreign investment; and inflation.

The series also contains a small amount of notes made by Nellis during a series of talks and meetings between May 18, 1992 and May 27, 1992. The notes appear to have come from the same notebook as the Soviet Union/Russia notes. These events include a number of Bank staff and external parties speaking on privatization in Russia and EasternEurope. A separate set of notes on a talk by World Bank staff member Qimiao Fan in April 1995 on restructuring of Russian enterprise is also included.

Collection of published materials and mementos

Series contains published materials and other items related to Lurick's work at the World Bank Group. Materials appear to have been selected by Nurick as personal mementos. Included are fourteen copies of the Bank's in-house staff publication International Bank Notes that contain mention of Nurick and his work or celebrate various anniversaries of the Bank. Also included are three copies of an IBRD Office of Information's press clippings compilation from May 1959 in which Nurick is mentioned. Materials related to a trip Nurick made to Japan in 1971 are included as are invitations for Nurick's attendance at a variety of events. Finally, an inscribed copy of a personal memoir by Bank colleague Davidson Sommers titled "Recollections" is included in this series.

Correspondence

This series contains copies of incoming and outgoing correspondence, memoranda, and emails from the office of Managing Director Caio Koch-Weser. In addition to correspondence directly to or from Koch-Weser, the series includes copies of correspondence to World Bank Group President James D. Wolfensohn forwarded to Koch-Weser for action or reference; notes from Wolfensohn to vice presidents with annotations by Koch-Weser; memoranda jointly authored by Koch-Weser and Managing Director Sven Sandstrom to World Bank vice presidents and managers; and meeting notes. The series includes communications with both internal and external correspondents.

The bulk of the materials are in English. Some items in German include an attached English-language translation or summary.

Publications

The terms of reference for the Office of the Historian included the responsibility to develop and maintain an authoritative record of events . . and maintain a running narrative of them, prepare background papers and ad hoc histories, and select and prepare records for publication. This series contains the files of the publications - whether final or draft, articles or books, published or unpublished - that Office staff or contractors developed. Some files contain only the final publication, while others include background documents and occasional correspondence.

Administrative files

This series reflects a variety of the activities undertaken by the Office of the Historian. The activities file contains lists of oral histories conducted by the project and lists of records the historian had when the office closed. The Paris file reports on records that are in the Bank's Paris office, while the CPP file reports on the master set of Country Program Papers, Country Strategy Papers, and Country Assistance Strategy Papers. A file that relates to the Presidents' papers includes: notes on the contents and a few copies of documents from the Eugene Meyer papers at the Library of Congress; notes, descriptions, and a list of George Woods' papers at Columbia University Library; and series descriptions of McNamara's records in the Bank.

Chronological files

This chronological series contains both incoming and outgoing correspondence transmitted through email, postal mail, or fax. Some handwritten notes between the three co-authors are included. There is no general chronological file between August 1, 1991, and June 30, 1994. Some of the correspondence includes commentary on the history of the Bank, particularly in the chronological file of John Lewis, but the majority of the messages are routine, such as requests for oral interviews and requests for data and documents from Bank offices. Other correspondence consists of comments on drafts, either on draft chapters of the history or on other writings by the authors. Two small files contain a single incoming letter from Sidney Dell (1990) and Peter Wright (1992), each enclosing multiple documents for the authors to use.

Interviews

At the first meeting of the project's advisory committee in January, 1990 the authors were advised to undertake a series of interviews. The authors agreed and embarked on an extensive interview program, ultimately talking with 149 persons. The interviews were conducted during the entire life of the project and included discussions with current and former Bank staff and executive directors, persons from related institutions such as the International Monetary Fund and the Asian Development Bank, and prominent external observers of the Bank. Some of the interviews were noted in footnotes in the published volumes of The World Bank: Its First Half Century. Series contains dupicate reference copies of almost all of the original interview tapes.

A series of interviews were conducted during a research trip the authors made to India, Bangladesh, Indonesia and the Philippines in November, 1991. These interviews were primarily with national leaders and focus particularly on the 1980s.

Some of the persons interviewed by the authors were also interviewed by the Bank's own oral history program; some also were interviewed by Robert Oliver for his biography of Bank president George D. Woods. The series also contains some of the transcripts from these older interviews.

Finance files

The series consists of records related to the management of IBRD, IFC, and IDA funds that were maintained in the Central Files system. The records were predominantly created between 1946 and 1977, except for a single file dating to 1978. Records originated primarily in the Treasurer's Department and its divisions as well as the Office of the Controller that was initially established in the Administration Department in 1948. Records of the Office of the President and Office of the Vice President were also centralized until 1968 and there is some correspondence originating mainly from Presidents John McCloy, Eugene R. Black, and George D. Woods. The correspondence includes internal memoranda mostly between the Bank treasurer or controller and the president or vice president, as well as letters exchanged between these Bank offices and government and corporate bank officials. The records in this series cover the development and maintenance of accounts and accounting systems, reporting of financial information, management of investments, and advancement of overall financial policy of the World Bank Group. This series does not contain records of the World Bank units responsible for donor-based resource mobilization functions related to cofinancing and trust funds or program and budgeting.

The general subject files (1946 - 1974) comprising the series contain mostly internal memoranda to and from the treasurer and controller. Incoming and outgoing cables, draft and final Board of Executive Directors resolutions and reports, Financial Policy Committee reports, Advisory Council notes, data tables, Secretary's memorandum, and other records are also often found within the files. There are also files containing IBRD and IDA monthly financial statements (1946 - 1968) from the Treasurer's Department and a financial statement prepared by Price Waterhouse & Co. dated June 30, 1946 shortly after IBRD began operations. Bank press releases are also attached to some of the financial statements. Other financial statement files arein the form of memoranda regarding the translation, printing, and proofing of financial statements in other languages (1952 - 1969).

Also among the general subject files, capital stock records provide information about the Bank's earliest financial operations and policy decisions. These files contain mostly internal memoranda regarding various capital stock subscription issues such as calls for payment of subscriptions and delays in payment, enquiries about exchange rates, data regarding Bank and Fund member subscriptions and quotas, and procedures of payment with gold. Early records also relate to potential income of the Bank and establishment of the fiscal year. Memoranda is occasionally filed with: data tables such as a comparison of subscriptions or capital structure; excerpts of resolutions of Advisory Council or Board of Directors; draft circulars, some with handwritten annotations; final printed circulars and revised copies, such as the instruction to depositories on the establishment and maintenanceof accounts for IBRD; draft letter to government officials notifying of subscription payment written in June 1946 prior to the Bank's operations; draft and final first reports and second report (both dated May 1946) of the Committee on Capital appointed by the executive directors and chaired by Bank Treasurer Daniel Crena de Iongh; and the Committee on Interpretation 1946 report and note on interpretation of the Articles on Agreement.

Finance subject files also relate to general investment and pension fund investment management, also referred to as staff retirement plan (1948 - 1977), portfolio sales and participation (1972 - 1978), audits and appointment of auditors (1946 - 1974), and overdue service payments (1987). The investment files cover various matters including the development of policy and procedures, interpretation of the Articles of Agreement, and discussions and decisions about investment of Bank holdings in various countries, investment returns, the sale of gold, and audit of investments. Data tables occasionally filed with the memoranda detail schedules of investment securities, U.S. government bonds owned by IBRD, and other financial data.

A set of individual files for each IBRD account according to bank name (1946 - 1974) contains mostly correspondence relating to opening of accounts and policy regarding transactions. The earliest institutions represented in the files include the United States Federal Reserve Bank and American Security and Trust (from 1946), Bank for International Settlements (1947), Banque National Suisse (1948), Chase Manhattan Bank (1949).

IBRD general currency files (1946 - 1974) include correspondence and other material concerning local expenditure and local currency loans, devaluations of currencies on loans, convertibility, exchange rates and risks, repayment of non-dollar currency and supplying non-dollars under dollar loans, losses as a result of devaluation, maintenance of value, and Bank policy material on clauses in loan agreements and denomination. The series also contains currency files by country of origin (1951 - 1971), several which are thin in volume, and cover a variety of topics including currency proposals and problems, loan transactions, and revaluations. Correspondence is filed with financial data tables and forecast reports.

There is also correspondence and statements relating to time deposit investment accounts (1959 - 1972) held in various commercial banks. Files are arranged according to bank.

Records related to IFC finance include general accounts management arranged by bank (1956 - 1971), and time deposit files (1961 - 1971) also organized by bank name. Among the earliest account files (1956) are Federal Reserve Bank and American Security and Trust. Other files (1956 - 1971) relate to financial statements, investments, audits, forecast on income, interest on late payments, reserve against losses, stock options and equity holdings, consultants, and two files concerning borrowing (1969 - 1971).

IDA finance files contain correspondence and other records related to general accounts and opening of accounts by bank (1960 - 1977), several of which relate directly to transactions with the US Federal Reserve and depository statements (1960 - 1971). There are files related to financial statements (1961 - 1971) and related correspondence, time deposits (1960 - 1971), currencies (1960 - 1971), and audits (1961 - 1971). From 1972 to 1977 there are only files titled "Miscellaneous IDA" and a "general" file (1987) and these cover the various aforementioned subjects. There is also a small volume of records related to the fourth, fifth, and eighth IDA replenishments (1971 - 1977, 1987) originating mostly from the Controller and Legal Departments as well as the Office of the Vice President of Finance. Also included in the IDA files is a transcript of proceedings of the IDA meeting on criteria for country allocation of IDA resources, June 3, 1977.

Report preparation and President's memoranda

Series consists of records related to the preparation, publication, and follow up of the Commission's final report, titled "Partners in Development" issued in September 1969. The series includes: draft outlines of the report produced in 1968 and 1969 including an outline prepared by Chairman Pearson; internal memoranda regarding comments on the report outline and discussion about content between Commission Executive Secretary Edward K. Hamilton, Deputy Executive Secretary Ernest Stern, other Commission staff, and World Bank staff; preliminary drafts and final version of the Commission's report; and correspondence pertaining to the report's publication. Also included in the series is World Bank President's Memoranda on Report Recommendations, the 1970 official Bank response to the findings of the Commission initiated by President Robert S. McNamara.

Consultative Group on International Agricultural Research planning files

Series contains records documenting the origins and first year of operation of the Consultative Group on International Agricultural Research (CGIAR) that were maintained by Central Files and created primarily by the Development Services Department (DSD) between 1969 and 1971. A single item dated 1968 is a copy of the by-laws of the International Institute of Tropical Agriculture. Co-sponsored by the World Bank Group, the Food and Agriculture Organization (FAO), and the United Nations Development Programme (UNDP), CGIAR was established in May 1971 as an informal association of countries, international development agencies, and private foundations to support a network of international agricultural research centers.

Records in this series consist mostly of correspondence between Bank staff assigned responsibility for implementing proposals for CGIAR including DSD Director Richard H. Demuth and Arie Kruithoff and their counterparts at the Rockefeller Foundation, Ford Foundation, United Nations Development Programme (UNDP), Food and Agriculture Organization (FAO), the individual research institutes to be financed through CGIAR, and senior managers of the Bank principally Warren C. Baum and Vice President, Operations J. Burke Knapp. A smaller volume of correspondence is from L.J.C. Evans of the Bank's Agriculture Projects Department, concerning agricultural research summary of meetings.

Other records included in the series are summaries of meetings of agricultural research institutes including the International Institute of Tropical Agriculture, speeches, and study papers and reports produced by the initial agricultural research institutes funded by CGIAR including annual and financial reports. The series also consists of a set of documents on the first meeting of the CGIAR held in January 1971.

Series consists of records relating to a report that Jennings led focusing on the financial analyst function in the World Bank entitled "A Study of the Financial Analyst Function in the Bank". The report was undertaken in response to a recommendation in the November 1974 Staff Development Report. Staff from sector departments in the Bank's regional vice presidencies participated in the study. Records include: a draft of the final report; comments on the draft report from various Bank staff; Terms of Reference (TOR) for the report and Jennings' participation; the questionnaire used in the writing of the report; questionnaire distribution list; and memoranda.

Series also includes records relating to the authoring of a report entitled "The Purpose and Form of Financial Covenants in Public Utility Loans and Credits" which Jennings participated in. Included are two draft versions of the report dated February and June 1976, respectively. Memoranda discussing the topic and the report are also included.

Records of Economic Advisor Irving Friedman

Irving Friedman maintained these files on the Bank's cooperation with the United Nations Conference on Trade and Development in developing a supplementary financing scheme. The scheme was conceived as a response to the instability of commodity prices that frequently led to unexpected shortfalls of export earnings in developing countries. The aim was to have supplementary financing cover these shortfalls through soft loans to shield the development programs of the developing countries. IBRD/IIDA supplementary financing would offer longer-term assistance, as opposed to the International Monetary Fund's short-term compensatory financing facility.

The records include correspondence with UNCTAD, memoranda, drafts, handwritten notes by Friedman and others, meeting briefs, agendas, speeches, and official documents from UNCTAD, IMF, and IBRD on supplementary financing. The general correspondence is principally between Friedman, other Bank managers, and UNCTAD officials, especially Raul Prebish and Manuel Perez-Guerrero, Secretary Generals of UNCTAD, and Sidney Dell, Director of UNCTAD. The meetings files relate to meetings of UNCTAD, the UNCTAD Committee on Invisibles and Financing related to Trade, the Intergovernmental Group on Supplementary Finance, the Development Advisory Committee, and meetings within the World Bank. Friedman filed into the file on a meeting both documents that pre-dated the meeting and documents from activities subsequent to the meeting, so researchers will need to read through the sub-series on meetings in order to find all the items about one meeting.

In addition, three files on stabilization of prices for primary commodity products, transferred to the World Bank Group Archives separately from those on supplementary financing, are found at the end of the series.

Personnel inquiries

This series of consists of correspondence and copies of curricula vitae from people interested in employment with the Bank. The records also include thank you letters and letters of recommendation from applicants.

Country files

The series contains records of President Preston's briefings and talking points for meetings with Government leaders and representatives of member countries, background information on the country, country strategy papers, and internal memoranda. A few files contain items from the Conable Presidency. Many of the records in the files are memoranda and correspondence of the Managing Directors; however, the records were maintained as the record set of country files for the Office of the President.

The files cover only the first three years of the Preston term. Files on countries during the last part of the Preston years are found in the records of Matthew F. McHugh, who was appointed Counselor to the President in 1993. McHugh remained in the President's office for the first term of the Wolfensohn Presidency and he continued to use and file into the country files he maintained; these records are part of the Wolfensohn Presidential records.

Speeches

This series contains both draft and final copies of Mr. Preston's speechesm, opening remarks, and addresses given to the Board of Governors and at Annual Meetings, United Nations' conferences, official luncheons, and farewells. The series is incomplete.

External Affairs

This series is a rich source of information on the liaison and public relations activities of the Preston Presidency. The records are particularly strong on the Bank's efforts to improve relationships with the Government of the United States and the U.S. public. Other files cover efforts to improve internal communications in the Bank and to coordinate with Bank field offices. In addition, McHugh's files on Presidential trips cover travel that is not included in the Travel files of the President.

Subject files

Series contains subject files on various topics and organizations related to the energy and environment sectors and other areas relevant to Maurice Strong's role as senior adviser to World Bank Group (WBG) President James Wolfensohn. Topics include, but are not limited to: energy sector; water sector; environment sector; climate change; forests; biodiversity; the "Greening of the Bank" initiative; WBG's Strategic Compact; Consultative Group for International Agricultural Research (CGIAR); Multilateral Investment Guarantee Agency (MIGA); Economic Development Institute (EDI); and the Global Environment Facility (GEF). Series also includes general files related to the Environmentally Sustainable Development Vice Presidency (ESDVP) as well as correspondence between ESD Vice President Ismail Serageldin and Strong.

Records consist of information shared within the institution as well as resources received from external partners and other sources. Specifically, records include WBG authored background notes and papers, externally authored reports, press releases, slides and talking points for presentations, transcripts of speeches by WBG officials and external individuals, materials from conferences, invitations to participate in meetings and events, and correspondence and email.

Also included in this series are records related to an article drafted by Strong for inclusion in the United Nations Environment Programme (UNEP) journal Our Planet entitled "The Way Ahead". In addition, records relating to the WBG's involvement in the launch of WETV, a new broadcast television network, are also included.

Newspaper and magazine clippings are also included in this series and focus on topics related to Strong's work areas; some articles reference Strong specifically.

Subject files

This series contains subject files created and maintained during Frank's career in the World Bank Group. Most of the files come from the period during which Frank was a managing director of the Bank, 1995 to 1997. The series also includes records assembled while Frank served in his various capacities at the International Finance Corporation (IFC), 1979 to 1995, including his work with the Planning, Budget, and Analysis Department (PBA), and as IFC Vice President, Finance and Planning (CFPVP). One file contains a photocopy of a thesis originally published in 1965.

File date ranges indicate when the original materials were created, not necessarily the dates of duplication or use. In many cases, particularly while serving as managing director, Frank retained or acquired older documents for reference on a subject.

File titles reflect original groupings of records. Liaison files relate to Frank's work as chairman of the Private Sector Development (PSD) Group to foster cooperation across the World Bank Group on PSD issues. Files labeled "significant issues" contain records about specific topics central to Frank's work. Many individual "informational files" contain materials on multiple unrelated topics.

Subject file topics include: private sector development (PSD); the Multilateral Guarantee Investment Agency (MIGA); IFC market borrowing; guarantees; individual corporations such as Corporacion Financiera del Valle, Enron, Freeport, and the Institute of International Finance; multilateral development banks; the Bank Group's Strategic Compact; and various conferences and meetings that Frank attended. Materials include memoranda, internal and external correspondence, minutes, notes, discussion papers, draft and final reports, and presentation documents.

Financial Operations Department (FOD) and Vice President and Treasurer (TREVP) subject files

This series includes subject and activity files collected by Jessica P. Einhorn while serving in the Office of the Vice President and Treasurer (TREVP, 1981-1986, 1991-1995) and the Financial Operations Department (FOD, 1987-1991). Included are some files likely created by Einhorn's TREVP colleagues and predecessors, notably Vice President and Treasurer Eugene H. Rotberg.

Topics discussed in subject files from the 1970s and 1980s include: a proposal for a "World Bank's Bank" to increase IBRD lending and raise funds from commercial banks; the Financial Policy and Analysis Department (FPA); asset management; debt prepayment; special drawing rights; U.S. Treasury policy; and innovative financial transactions. Subject files from Einhorn's tenure as Vice President and Treasurer (1991-1995) cover topics such as: policy issues in international bond market access and liability management; proposed borrowing transactions; the Government Borrowers Forum; and monitoring reports on audits.

Managing Director, Finance and Resource Mobilization (MDFMD) subject files

This series consists of subject files and briefing books from when Jessica P. Einhorn served as Managing Director, Finance and Resource Mobilization (MDFMD), from January 1996 to August 1998. The series includes files started before Einhorn's transition to MDFMD, such as a current events briefing book of financial reports (1992-1996), files on meetings of senior finance managers (1992-1998), and a collection of Einhorn's speeches (1982-1998).

Subject files in this series relate to topics such as: financial accounting issues; reports by the Internal Auditing Department (IAD); letters of representation for financial audits of the Bank; the eleventh replenishment of the International Development Association (IDA11); membership and financing for Bosnia and Herzegovina; and a "glass ceiling panel" about the gender imbalance in senior business leadership, including at the Bank. Briefing books cover issues such as allocation of net income and review of single-currency loans (SCL) and currency pool loans.

"Foundation files" relating to the World Bank Group's efforts to build partnerships with charitable foundations and foundation-like organizations (FLOs) contain briefing books, memoranda, discussion papers, and quarterly reports. Organizations referenced include the Rockefeller Foundation, Open Society Institute (Soros Foundation), Ford Foundation, Carnegie Corporation, MacArthur Foundation, and Getty Trust.

Cofinancing and Financial Advisory Services Department (CFS) chronological files

Series consists of chronological correspondence created and received by Bock while he served as director of the Cofinancing and Financial Advisory Services Department (CFS).

Records in this series are primarily memoranda between CFS staff and management, regional unit staff, and other Bank departments such as Financial Policy and Risk Management Vice Presidency (FPRM). Topics include Bank financial policy and planning, cofinancing operations, debt issues, and departmental budget monitoring and staffing.

Subject files

This series contains subject file records maintained by Bock during his tenure from 1983 to 1991 as director of the following departments: Financial Policy and Analysis (FPADR); Debt Management & Financial Services (DFS) and its successor, the Cofinancing and Financial Advisory Services (CFS); and Operations Staff, Office of the Senior Vice President, Operations (OPNSV).

Records included in the series are memoranda between Bock's subordinate units and several other Bank departments, letters and facsimiles exchanged with representatives of multilateral development institutions and other external organizations, agenda and minutes of meetings, Board papers, internal working papers authored by Bank staff, handwritten notes, speeches, and external reports.

Topics from Bock's financial policy, analysis, and advisory work in the 1980s include: IDA replenishment negotiation, IBRD capital increases, borrowing requirements and prospects, currency swaps, debt-for-nature swaps, financial technical assistance, coordination with the International Monetary Fund (IMF) and World Bank Group affiliates; cofinancing and collaboration with external partners including Organization for Economic Cooperation and Development (OECD); and Group of Ten (G10) and other intergovernmental meetings. Also included are records dated 1983 to 1986 concerning the Future Role of the Bank initiative including a task force chaired by Bock that addressed resource implications and lending prospects.

A large portion of records in the series concern external debt issues including debt reduction efforts to assist developing countries, debt studies, eligibility criteria, allocation approaches and impacts on Bank exposure, Debt Task Force, use of the IDA Special Facility for Debt Reduction, and the Bank's support to the Brady Plan introduced by then-US Secretary of the Treasury Nicholas Brady in March 1989. Bock met with US Treasury Department and commercial bank officials on behalf of the Bank during the Brady Plan's implementation that are reflected in this series.

Many records also relate to the Bank's response to the Persian Gulf War and oil price crisis in the early 1990s. The conflict had significant economic implications for countries in the region, and the files in this series relate to Bank assistance to the affected countries, and cost sharing discussions between development partners. Records include correspondence, briefings, minutes of the Gulf Crisis Financial Coordination Group of bilateral and multilateral members, and collaboration withIMF, particularly in preparation of a paper, "Coordination of Development Assistance in the Middle East Region" requested by the Gulf Crisis Financial Coordination Group.

The series also comprises records documenting Bock's diverse activities in OPNSV such as involvement in the Operations Committee, Lending Allocation Review Group, World Bank Group's private sector development initiatives, technical assistance program and Technical Assistance Review Task Force, environment and environmental impact assessments process, Union of Soviet Socialist Republics (USSR) development, 1991 Bank reorganization, and seminars and conferences Bock attended or presented at, including the Global Finance Forum.

Work program and budget management

Series consists of records maintained by Bock related to formulating and monitoring unit budgets and work program planning. The records cover the period during which he was director of the following departments: Financial Policy and Analysis (FPADR), Debt Management & Financial Services (DFS), and Operations Staff, Office of the Senior Vice President, Operations (OPNSV).

Records include memoranda between Bock and units reporting to him, and the Bank's budget units. Also included are budget submissions, data tables, and reports including a retrospective review of Fiscal Year 1991. A single file relates to program coordinators meetings.

Chronological files

Series contains chronological files of Debrework Zewdie that cover her various activities related to managing the Bank's HIV/AIDS programs and partnerships. Three files date 1999 to 2001 and cover the period when Zewdie led the AIDS Campaign Team for Africa (ACTAfrica) in the Africa Regional Vice Presidency (AFRHV). The 1999 chronological file contains only a single letter. The records reflect Zewdie's collaboration with external organizations, attendance at externally organized events, and peer review of reports, and include: hard copies of emails to World Health Organization (WHO) and the Joint United Nations Programme on HIV/AIDS (UNAIDS) colleagues, including comments on a UNAIDS/WHO working paper; invitation letters to external meetings and conferences; letters from development organizations; and letters from country officials addressed to Bank President James Wolfensohn regarding concessional funding and the World AIDS campaign. There are internal hard copy emails addressed to colleagues of the Africa Region AIDS Campaign Team and director of the Human Development, Health, Nutrition, and Population Team (HDNHE) on meetings of common interest or participation. Correspondence is filed with provisional agenda and reports, internal and external working papers and guidance documents sent for Zewdie's review, and UNAIDS press releases and meeting papers.

Chronological files dated 2002 to 2004 cover Zewdie's tenure as director, Global HIV/AIDS Program (HDNGA). Files contain mostly hard copy emails and facsimiles between Zewdie and her reporting unit, Human Development Network Vice Presidency (HDNVP), and Zewdie's responses to requests addressed to the Bank president or HDN vice president. Topics covered in the files include program audit, relations with The Global Fund to Fight AIDS, Tuberculosis and Malaria, HIV/AIDS research, Bank-organized consultation workshops, partnership between the Global HIV/AIDS unit and AIDS Campaign Team for Africa Region, and administrative matters. Other record types found in thefiles are external newsletters, conference booklets, project proposals, a unit progress report (2002), and financial reports to UNAIDS on use of funds.

Chief of Staff and Middle Office files

This series consists of records created and received by the Office of the President's (EXC) Middle Office. The Middle Office was responsible for managing the president's activities, including mission travel, meetings, and appearances; this included confirming trip dates, planning trips, and planning briefing books and pre-trip briefings. The office also supported the president's participation in speaking engagements and press conferences, including speechwriting. It also received and managed photographs, press clippings, and other memorabilia. The president's chief of staff, who headed the Middle Office, played an advisory role to the president.

Series consists of chronological files of Rachel Lomax who served in the role of President Wolfensohn's chief of staff from September 1995 to August 1996. Records primarily date from September and October 1995. A small number of materials date from July 1995. Lomax's chronological files primarily consist of incoming correspondence addressed directly to Lomax or received by her as courtesy or for her information. Lomax organized her chronological folders according to recipient and/or broad groupings of WBG organizational entities such as vice presidents, executive directors, Office of External Relations (EXT), and Office of the President (EXC). Topics contained in each of these groupings often overlap. They include: 1995 Board of Governors Annual Meeting planning; planning for other meetings involving President Wolfensohn, including the Development Committee and meetings and retreats with executive directors; planning for President Wolfensohn's mission travel; responses to correspondence and invitations received by the president; drafting speeches for President Wolfensohn; division of responsibilities in EXC; debt and debt relief; WBG operations, specifically potentially controversial projects; organizational restructuring or reorganization; and various other topics. Records relating to EXT and EXT Vice President Mark Malloch Brown primarily consist of press clippings forwarded to Lomax by EXT, but also include records relating to various activities of President Wolfensohn, including meetings, speeches, and press availability.

A small amount of correspondence between Lomax and external individuals is also included. This correspondence primarily relates to information sharing and invitations to events, although some relates to various topics involving President Wolfensohn and the Office of the President.

A chronological file relating to Josie Bassinette, assistant in the Office of the President, is also included. Records relate to topics in her purview and primarily take the form of internal and external correspondence. Bassinette's areas of responsibility included vice presidential unit (VPU) meetings, Board of Governors Annual Meetings, Board of Executive Directors and Secretary's Department, Controllers, personnel, legal, and WBG operations. Correspondence dates from January 1996 to October 1996. A small amount of memoranda and notes to President Wolfensohn are also included.

Also included in this series are subject files stored in the Middle Office classified as "strictly confidential". It is likely that most of these records were created or received by Xavier Coll, who served as President Wolfensohn's chief of staff from December 2001 to October 2004.

Subject file records date from 1999 to 2005 (predominant April 2001 to December 2004) and cover a number of topics in various forms, including: a draft work program for the faith and ethics agenda; correspondence andupdates from the WBG Office of Ethics and Business Conduct, Department of Institutional Integrity (INT), and Conflict Resolution System; briefing materials for President Wolfensohn's meetings with executive directors, Multilateral Investment Guarantee Agency (MIGA) staff and from meetings on the WBG anti-corruption strategy. Records related to performance evaluation of WBG vice presidents and EXC staff, including managing directors, are also included as are records related to the hiring of the MIGA Executive Vice President in 2003. A Memorandum for the Record authored by WBG Managing Director Mamphela Ramphele is included and consists

of a survey of her contributions to the WBG and a selection of speeches and articles authored by Ramphele. Other topics discussed in the subject files include: correspondence unit activities, presidential succession, presidential security, EXC budget, and 2002 and 2004 WBG staff surveys.

Speaking engagement briefing materials

This series consists of records relating to support for President Wolfensohn's speaking engagements from throughout his presidency. This includes speeches both internal to the World Bank Group (WBG) and at external events. Exceptions include addresses he made at Annual and Spring Meetings and, in some cases, speeches he made while on mission travel; records related to these engagements are arranged elsewhere in this subfonds. Briefing materials for speaking engagements were primarily compiled by staff in the Office of the President's (EXC) Middle Office which included the president's speechwriter. Materials were also contributed by staff in other WBG units, especially the Office of External Relations (EXT). The Middle Office also oversaw the planning and logistics for speaking engagements.

External audiences for President's speeches are varied as are the occasions upon which he was asked to speak. These include: keynote speeches at conferences, forums, and similar events; the launch, inauguration, or anniversary of programs or institutions; speeches at various receptions and other social events; and others. Speaking engagements internal to the WBG generally include conferences, forums, and various training or team-building events.

Briefing materials for each speaking engagement range in size from thin, grey portfolio folders containing only a single briefing note to large accordion folders containing a variety of materials. Most folders include a "Document Log" sheet at the beginning or end of the records that is generated by EXC's document management system. The information contained in the log is not consistent, but may include event name, speech title, date and time of Wolfensohn's speech, location, program information, contact information, and a list of other activities that he will participate in.

The briefing materials themselves generally include either the text for a speech to be given by Wolfensohn or, more often, talking points or a briefing memo from which he would base his speech. Some of thesematerials have handwritten notes or other markings on them, presumably made by Wolfensohn in preparation for the speech.

Briefing materials often contain a cover note describing the purpose and objective of the speech, main topics or issues to be addressed, the list of potential audience members, and/or possible sensitivities. The original invitation to speak is often included, as is promotional information relating to the event he will be speaking at, when applicable. Background information on the eventand reference material relating to the topic of Wolfensohn's speech may also be included; the latter can include relevant reports and fact sheets, materials distributed by even organizers, and background information on the organization, host country, or, in the case of internal speaking engagements, the WBG unit that is hosting the engagement. At larger events, lists of other speakers and their biographies are sometimes included. Minutes for these engagements are sometimes included, but rarely. Transcriptsof his speeches are also sometimes added to the folder after the event has concluded.

This series also consists of briefing materials for speaking events that Wolfensohn videotaped ahead of time when he could not participate in person. Materials related to these events are not significantly different from in-person speaking engagement in that they usually have information about the event, background information, etc., in addition to the speech or talking points for the speech he will be giving.

Also included in this series is a compilation of speech notes, talking points, etc., from 1999. The records are organized by month and appear to be the reference collection of EXC speechwriter Dale Lautenbach.

PRMPO and PRMPR Trust Fund Cycle project records

This series includes PREM Poverty Division (PRMPO) and its successor the PREM Poverty Reduction Group (PRMPR) records related to projects supported by trust funds. The series consists of records related to proposed projects funded by numerous trust fund donors, including: the Swedish International Development Cooperation Agency (SIDA); the Bank of Netherlands Partnership Programme (BNPP or Dutch Trust Fund); the World Bank's President Contingency Fund; the Korea Consultant Trust Fund (CTF); and other smaller donors. Records are maintained for SIDA funded projects planned for the fiscal years 2005 to 2009. SIDA records include administration agreement records and set-up documents. BNPP trust fund project records are maintained for the years 1998-2001. Additional proposed project records include records for Poverty Reduction Strategy Papers (PRSP) projects for the years 1998 to 2003. PRSP records include: correspondence between the donors and recipients; Letter of Representation (LOR); reports; records related to the closing and end of date extensions; expense records; and records of hired consultants. Records related to proposed study projects for the Moving Out of Poverty: Understanding Growth, Well-being, and Freedom from the Bottom-up initiative from 2005 to 2007 are also included. The records for these projects consist of: award notification and trust fund set-up documents; amendment documents; request for funds proposals; original project proposals; proposals for overflow funds; reporting records; request for transfer money to trust fund; and BNPP donor correspondence.

WID liaison, conferences, meetings, training, seminars, and symposiums

The series consists of WID liaison records with organizations external to the World Bank. This includes records related to the United Nations Decade of Women (1976-1985), which was declared at the World Conference on Women, held in Mexico City in 1975. The records consist of: memoranda; correspondence; agenda; itineraries; travel information; speakers' notes; and meeting minutes from the extensive liaison between WID Advisers Gloria Scott and Barbara Herz and various United Nations units, including the UN Commission on Status of Women. The records are from attendance in conferences, meetings, training sessions, seminars, and symposiums dedicated to women's issues. Numerous articles, press releases, publications, and reports produced by the United Nations units or other outside agencies are also included. This series also consists of records for liaison with universities, private organizations, NGOs, women's organizations, labor organizations, agricultural organizations, government agencies, and other multilateral development agencies. These records include correspondence; agenda; meeting minutes; articles; press releases; publications; and reports.

Director and Front Office records

Series consists of records created and maintained by the front office of the Population, Health and Nutrition Division (PHRHN) and predecessor units that date from 1968 to 1992, including the Population Projects Department (PNP) in existence from 1969 to 1972. The records document the activities of the office in overseeing the population, health, nutrition portfolio and strategy, directing the research and policy work of the department, and managing the Bank's relationship with external partners in the sector. Records cover the tenure of the following directors: Dr. Kandiah Kanagaratnam (1969 - 1979); Dr. John R. Evans (1979 - 1983); John D. North (1983 - 1987); and Ann O. Hamilton (1987 - 1993).

The series is primarily comprised of subject files. Types of records within the files include, but are not limited to: internal memoranda between the department, divisions, Bank president, and other Bank departments; incoming and outgoing letters; back-to-office reports; terms of reference; draft and final research study and concept papers; Board and committee meeting records; panel reports; demographic and country briefs; minutes or summaries of meetings; research proposals; copies of journal articles; and external reports.

A large volume of records relate to the department's relationship and collaboration with international organizations, universities and research institutes, national aid agencies, private foundations, and Nongovernment Organizations (NGOs) during the years 1968 - 1983. Organizations include, but are not limited to: American Public Health Association (APHA); United Nations (UN); United Nations Children?s Fund (UNICEF), United Nations Population Fund (UNFPA), United Nations Educational, Scientific, and Cultural Organization (UNESCO) and committees; World Health Organization (WHO); Population Reference Bureau; Population Service International; European Economic Community and European Parliament; World Population Society; Harvard University; Ford Foundation; Asian Development Bank; Smithsonian Institute; Rockefeller Foundation; Population Council; and United States Congress. Liaison correspondence details operations between the sector and partners, summaries of meetings, participation in Bank missions, coordination of aid and perspective investments in countries, comments on papers, and exchange of information on various health topics. A smaller volume of records relate to the sector's involvement in collaborative disease-prevention programs (1973 - 1983) such as the Onchocerciasis Control Program (OCP, or river blindness) that was administered within the Africa Regional Vice Presidency.

Other records relate to: the work of the external panels and review groups and the Bank's follow-up, such as the 1975 Board-appointed External Advisory Panel on population chaired by Dr. Bernard Berelson; formulation of the 1973 nutrition policy and 1974 health policy; conferences, seminars, lectures, and trainings organized or attended by the Director and staff; population and health lending program; project supervision and disbursement; research and policy papers prepared by the department, such as contraceptive research and development and Kenya health and worker productivity studies; World Development Report (WDR); and specific health topics including public health, environmental health, and HIV/AIDS. The correspondence regarding HIV/AIDS dates from 1986 to 1988, prior to the time when the Bank formed the HIV/AIDS Global Program Unit under the Human Development Network, in 2002. The series also contains two files relating to education and educational projects (1970 - 1980).

Records maintained by Ann O. Hamilton, director, Population and Human Resources Department (PHRDR) who served from 1987 to 1992 include correspondence with the Bank president (1987 - 1992) as well as correspondence and other records related to: the Bellagio Conference of the Task Force on Child Survival (1987 - 1988); FY 1989 and 1990 annual sector review; work program FY 1991; and HIV/AIDS (1988).

Series also contains records maintained by Dr. Anthony R. Measham from 1981 to 1987 while he served as public health specialist, PHND3 (1982 - 1984) followed by health adviser in the director's office (April 1984 to May 1988) prior to becoming division chief, PHRHN 1988 - 1992. Measham's records primarily relate to his economic research and involvement in external partnerships in the health sector as well as participation in conferences, seminars, and workshops. Records include: internal memoranda; letters; cables; reports and studies authored by Meashamand others; briefing notes; conference press kit as well as draft conference program, workshop proposal, and participants list; and minutes of meetings of the Task Force for Child Survival on which Measham served as the Bank representative. Memoranda is mainly between Measham and PHN divisions, and correspondence is with colleagues external to the Bank such as task force representatives, some letters detailing the Bank's support and views. Specific topics covered in the files include Tobacco Working Group,maternal mortality, WHO programs and strategy, health sector survey, and the first Safe Motherhood conference in February 1987. Measham and Division Chief Barbara Herz, Women in Development (PHRWD), participated in coordinating Safe Motherhood conference donors, participants, and prepared papers to be presented at the conference. The conference was followed by Measham and Herz's World Bank Discussion Paper publication The Safe Motherhood Initiative: Proposals for Action no. WDP 9, published in May 1987. There are also records related to Measham's recruitment and management of staff and consultants. The health sector survey file contains material in Chinese such as surveys and research data regarding hospital costs.

Also included in the series are several correspondence files (1974 - 1986) authored by department senior management and advisers that were originally sent to the Non-Regional Information Center (NRIC) and arranged under the Bank-wide classification. Files are titled 'health', 'population', 'nutrition', 'external advisory panel', and 'general' and include mostly memoranda and letters that cover the various sector activities such as policy work, research, review of projects, and partnerships. Much of the correspondence is between director and division chiefs, and Operations Vice Presidency (VPOPS) and some is with external agencies, mostly within the United Nations family. Reports, discussion papers, and guidelines are occasionally filed with the correspondence.

A small volume of records in the series relate to the management of the division, work plan, 1975 relocation of the nutrition division, management team meeting minutes (1987 - 1990), and involvement in the Board of Governors Annual Meetings.
