Volume II drafts

The authors conceived Volume II of The World Bank: Its First Half Century as a series of essays that would look at the Bank from outside vantage points, including the points of view of borrowers, lenders, the economics profession,and political analysts. The project contracted with authors for these essays, and this series consists of submitted drafts as well as exchanges of comments with the authors. It includes both essays that were published in volume IIand also a draft on Brazil and a draft on politics and the Bank that ultimately were not included.

Technical assistance

The series contains records relating to technical assistance projects that were managed by the International Relations Department's Technical Assistance Division (TAD) and its predecessors. The functions of technical assistance coordination and United Nations liaison were the responsibility of the Technical Assistance and Liaison Department (TAL) from 1946 to 1961. TAL was terminated in 1961 and these functions were transferred to the Technical Assistance Division (TAD) of the Development Services Department and subsequently to the External Relations Vice Presidency as part of the newly formed International Relations Department (IRD) in 1973. Records in this series are predominantly from 1973 to 1983.

The majority of the records in this series relate to technical assistance projects that are almost entirely funded by the United Nations Development Programme (UNDP) or its predecessor, the UN Special Fund (UNSF), but administered and executed by the Bank. A very small portion of the series relates to technical assistance directly supporting Bank Group lending operations.

Records document TAD and its successor TAL's role in coordinating technical assistance between the Bank's operating departments and UNDP and UN or, for Bank-funded projects, between project consultants and Bank departments. Records consists of correspondence and supporting documents that cover the appraisal and negotiation of proposed projects in addition to the project's administration. Topics include: payments and use of funds; budget revisions; TA consultants contract arrangements; and project evaluation and reporting.

Correspondence is between TAD and the respective World Bank regional or sector departments or vice presidencies, UNDP and other UN officials, senior government officials, and project manager consultants and includes copies of outgoing memoranda, letters, telexes and cables. The correspondence is filed with project documents and includes: proposals and plan of operation; contracts; externally-produced reports, many issued by UNDP; Bank project evaluation draft reports and final reports; newspaper clippings; and occasionally plans and diagrams. A portion of country files that are labelled 'Miscellaneous' contain correspondence and supporting proposals for projects requested by the government for UNDP assistance and were sent by UNDP officials for Bank comment.

Also included in the series are IRD correspondence files relating to general technical assistance administration and procedures. Records include copiesof outgoing memoranda between IRD senior staff including Director Shirley Boskey and successor Shahid Javed Burk as well as TAD Chief Vincent J. Riley, senior advisors, and other Bank staff. Some correspondence is authored by IRD Directors or other senior staff to be sent by World Bank President McNamara or Clausen, or Vice President of External Relations Jose Botafogo. A portion of the correspondence is also with external bodies including UNDP officials. Series also contains semi-annual reports on the Bank's technical assistance activities and other ad hoc reports as well as files related to UNDP's annual General Council meetings (1975-1976).

Although the technical assistance function was transferred from IRD to the regional vice presidencies in 1981, a few correspondence files in this series extend to 1986 and reflect IRD's continuing function in advising on operational activities with UNDP and UN bodies. Files from this period contain copies of outgoing memoranda and reports about technical assistance projects managed by UNDP, discussion of the relationship of technical assistance advisors with UN Resident Coordinators, and communication on country projects as well as a copy of World Bank Technical Paper WTP23 "Twinning of Institutions: Its Use as a Technical Assistance Delivery System", released in 1984.

Special Evaluation Studies

The special evaluation studies build on the primary assessments covered by Completion and Audit Reports and Impact Evaluations. Those primary evaluation products for specific projects generate data, findings, and lessons that support the special evaluation studies which examine the impact of a number of projects and their implications for the World Bank's policies, practices, and procedures. The special evaluation studies cover topics and issues raised by the Executive Directors and by management and operations staff as well those emerging from audit work. The studies focus on countries, sectors, Bank processes and policies, and broad themes.

  • Sector Studies- Address the effectiveness of Bank programs on sector policies and on project selection, design, and implementation. Many of the sector studies compare experiences across countries (examples include studies of human resource development, Bank experience in the Education Sector, and rural water supplies), whereas others are in-depth reviews of particular sectors in individual countries (e.g., educational development in Korea, population policies and programs in Kenya).

  • Process- Studies Evaluate the Bank's business processes from a development perspective. These studies examine how well the Bank applies its policies and evaluate the efficiency and effectiveness of Bank business practices. Examples include: studies of: poverty assessments; Environmental Impact Assessments and Action Plans; and Project Appraisals.

  • Policy Reviews- Examples of topics covered by such studies include: experience with agricultural research; fiscal management; financial sector reform; and experience in large dams.

  • Thematic Studies- Examine broad themes that encompass multiple sectors and countries and themes of special emphasis for the Bank, such as: resettlement policy; gender; anti-corruption; and poverty alleviation.

The content of the files for the special studies varies but the more complete files contain: drafts and final copies of an Initiating Memorandum (IM), a Study Design Paper, and an Approach Paper; comments on these initial documents from OED staff and from members of the Committee on Development Effectiveness (CODE) or its predecessor, the Joint Audit Committee (JAC); Terms of Reference for the OED staff members and/or consultants assigned to the study; copies of previously issued Bank and OED reports, studies, and audits relating to the study topic; Back-to-Office Reports from study missions; intra-OED memoranda regarding methodology, schedules, and progress on the study; various drafts of the study with comments on the drafts from OED staff, Bank staff in other units, representatives of other development and aid organizations, and officials in client countries; drafts of the DGO's comments to CODE (or JAC) regarding the evaluation; minutes of CODE (or JAC) meetings at which the study was discussed; drafts of the DGO's transmittal memorandum to the Executive Directors and the President; and summaries of discussions and minutes of meetings of the Executive Directors at which the study was discussed; copies of the OED Precis and Fast Track Brief relating to the study; and copies of letters transmitting the final report to interested parties.

Board of Directors support and reference

Series consists of records related to the functions of the Board of Executive Directors of the International Bank for Reconstruction and Development (IBRD), International Development Association (IDA), and International Finance Corporation (IFC) that were maintained in the Bank's centralized filing system since 1946, originally General Files, then Central Files. The centralized records originated primarily from Secretary's Department as well as the Office of the President. As described in the archival history section, Secretary's Department is the custodian of Board of Directors records and proceedings but distributed certain correspondence and related documents to the Central Files while maintaining its own official files.

Records in this series include general correspondence files (1947 - 1977) concerning IBRD composition of standing committees, statements of directors, board schedules, procedural issues, information on monthly reports, and routine administrative matters. Correspondence is occasionally filed with related Board reports. While the IDA general correspondence file (1960 - 1966) is sparse, the more substantive general correspondence files for IFC (1956 - 1967) contain draft and issued Board reports regarding country membership and rules of procedure, memoranda concerning routine announcements and amendments to rules of procedure, directors' membership, formation of the IFC Board, statements and meeting summary of the IFC Directors, and investment processes. The IFC general correspondence file also contains the Rules of Procedure and By-laws booklets (1956). Individual correspondence files (1947 - 1971) consist of internal memoranda, outgoing cables and letters, and original letters primarily to and from the Bank president, secretary, and government officials regarding appointments and resignations of directors and alternates, their travel, and other administrative issues. Some individual files occasionally include the director's biographical statement.

There are also cables, memoranda, and Board reports relating to elections (1950 - 1971) and salaries and expenses (1948 - 1971), the latter which includes the report of the Board of Governors Ad Hoc Committee to consider provisions of the Articles of Agreement and By-laws relating to duties and renumeration of executive directors (1949 - 1950).

The series also includes meeting correspondence (1950 - 1971), agenda for IBRD and IDA executive director meetings (1966 - 1974), minutes of some IBRD, IDA, and IFC executive director meetings (1966 - 1974) including IFC directors' 1956 first meetings, IBRD special meetings minutes (1964), summaries, and IBRD, IDA, and IFC resolutions (1967 - 1971).

The series also includes a small volume of records relating to: the establishment and proceedings of the Bank Committee on Directors' Administrative Matters (CODAM, 1967 - 1971); agreement and administration of the Bank-Fund Executive Directors' Library (1968 - 1971); establishment of the Joint Audit Committee of the Executive Directors (1969 - 1971); and revisions of the Operational Policy Manual including the section on aid coordination and well as the approach paper on aid coordination (1970 - 1971).

Operations policy and procedures

Series consists of records related to the formulation of policies, guidelines, standards, and advisory support for lending, economic sector work, and other operations of the International Bank for Reconstruction of Development (IBRD), International Finance Corporation (IFC), and International Development Association (IDA) that were maintained in the centralized files. Records date from 1946 to 1986. There are no records from 1987 in this series, likely because files were handed over to the functional departments following the closure of the NRIC in July 1987. The offices and non-regional departments whose records were centralized over time and are represented most prominently in this series include, but are not limited to: Office of the President and Vice President; Treasurer's Department; Office of the Controller; Research, later Economic Department (years of operation between 1946 - 1952); Technical Operations and divisions (1952 - 1965) and its successors Projects Department (1965 - 1972), Central Projects Staff (1972 - 1982), and Operations Policy Vice Presidency (1982 - 1986); Technical Assistance and Liaison Department (1951 - 1967) and successor, Development Services (1967 - 1973).

Records comprising the series include internal memoranda, incoming and outgoing letters, cables, copies of Board records and committee documents, legal document drafts, concept and strategy papers, external reports, summaries, minutes or excerpts of senior staff and other department or external meetings, and published articles and press clippings. Back-to-office reports and Terms of Reference are often in the form of internal memoranda.

Development and debt policy

A significant volume of records relate to general development and foreign aid policy, strategy, and activities for developing countries. Records cover the period 1947 to 1977 and contain internal memoranda and Bank-produced reports or comments on reports on development including the Tinbergen Report (1953 - 1958), Horowitz Proposal (1964 - 1968), Machado proposal (1963 - 1968), and an article by Hollis B. Chenery entitled "Effectiveness of Foreign Assistance". Also contains original letters sent to and from Presidents Woods and McNamara, and memoranda between the president, vice president, president's Economic Advisor Irving Friedman, with directors or advisors of Economic Department, Development Services, Area Departments, general counsel of the Legal Department, and IFC. There is correspondence regarding President Woods' proposal for a grand assize on development assistance and responses from government officials, and correspondence related to the Bank's support to the Commission on International Development (or Pearson Commission) formed in 1968 at President McNamara's request. There is also correspondence to and from McNamara and senior Bank staff following the Pearson Commission's findings as well as proceedings of the Bank's Committee of the Whole on Pearson Commission Recommendations. Other development topics covered are: development finance trends and outlook; Bank's role as aid coordinator; coordination of bilateral project financing; multilateral financing; Bank study of aid results; use of leverage in development aid; land reform; and the Brandt Commission (1976 - 1983) also known as the Independent Commission on International Development Issues. Development correspondence is often filed together with external reports, copies of Economic Committee papers, published articles and press clippings, and excerpts of senior staff meetings.

Series also includes correspondence, reports, and other documents relating to the Bank's policy on indebtedness (1947 - 1977), debt information compiled for the Annual Report, communication with regional development banks on joint debt, and the Foreign Bondholders Council (1946 - 1971).

IDA operational policy and procedures

The series contains a set of IDA general operational policy and procedure files (1960 - 1971) and files regarding credit regulation, creditworthiness, and Statements of Credits (1966 - 1968). General IDA policy files include reports from the Staff Loan Committee, Board of Directors meetings, IDA Financial Policy committee, and a draft of the Report of the Working Group on IDA policies by Benjamin B. King (1968). Other records concerning IDA policy and guidelines are found throughout this series filed according to the subject matter.

Lending and non-lending policy and procedures

A large volume of records comprising this series relate to IBRD, IFC, and IDA lending policy (1948 - 1986) including specific topics such as: loan regulations and agreements; loan administrative reports; procedures for handling loan applications; lending forecasts including Five-Year Program; structural adjustment lending; Special Project Preparation Facility; Third Window loans; cancellation of loans and credits; and consultative and negative pledge clauses in loan agreements. There are also files on colonial lending (1948 - 1952), effective date, determination of loan grace periods, and amortization payment and maturity.

The series also contains records related to the Bank's technical assistance function from 1946 to 1977 and includes material on the UN Technical Assistance Board, correspondence with technical research institutes and training centers, and quarterly reports.

Project policy and procedures

A sizable portion of records also relate to the development of standards and policy surrounding Bank projects (1946 - 1977) such as appraisal of proposed projects, preparation and costs of projects, supervision of Bank and IDA project loans, project monitoring and identification of problem projects, performance audit reports, and origin of supply particularly for civil works projects.

Also included are records related to the creation, development, and review of Bank Group-wide and divisional procurement and consultant policies (1947 - 1986). Procurement policy issues and advice cover topics such as: assistance to borrowers in procuring materials needed for a project; contract bidding; selection of consultants; sector project contracts; review visits and discussions with governments; and comments on Bank procurement guidelines.

Specific files regarding consultants and contractors selected for Bank projects include correspondence on bidding, bonds, contractual arrangements, and international industry federations. There are also contractor files for certain member countries as well as the 1956 Colquhoun consultancy report.

Mission policy and procedures

Mission files comprising the series (1947 - 1971) relate to the establishment, administration, and functions of economic and sector missions, project supervision missions, technical assistance missions and special missions undertaken primarily by the Area Departments and Projects Department. Correspondence containing mostly internal memoranda, details practices and procedures for the collection of data and reports, scheduling and staffing for missions, cooperation with United Nations other international organizations and financial support of missions, and country updates. Memoranda is occasionally attached to lists of missions, tables with comparative data, Economic Committee reports on missions, and excerpts of senior staff meetings. Also includes a 1947 report on European missions and description of proposed missions. There are a portion of files (1972 - 1974) containing cables and outgoing letters drafted by the Projects Department and its sectors, mostly pertaining to administrative arrangements for missions and meetings and occasionally mission follow up discussions.Also included are correspondence and reports from the Bank's resident offices and missions (1947 - 1968).

Operational committees, working groups, task forces, and meetings

Series also contains the centralized records related to the practices, procedures, composition, and functions of the Bank's committees, working groups, and task forces concerned with operations. Includes memoranda, agenda, minutes, or reports of the Loan Committee (1946 - 1971), Economic Committee (1953 - 1968), Statutory Loan Committee (1947 - 1968), Financial Policy Committee (1949 - 1967), Technical Assistance Committee (1961 - 1964), Committee on Development Projects and Prospects (1975 - 1977), Operational Policy Subcommittee (1982), Advisory Panel on Bank Operations (1966 - 1968) and Working Parties on Financial Aspects of Development Assistance (DAC, 1969 - 1971). The functions of the Technical Assistance Committee that was established in 1961 under the chairmanship of the director of Development Services to review proposals forBank/IDA technical assistance were taken over in 1964 by the Loan Committee. Loan Committee records document committee deliberations, function, structure of meetings, designation of officers, drafting of Operational Memoranda, and subjects for discussion presented by Bank staff. Among the committee records are also files related to senior staff meetings (1963 - 1968).

External aid coordination

The series also contains records concerning the development and implementation of policy and strategies for co-financing covering the period 1975 to 1986 including joint and parallel financing. Records also cover development aid coordination with bilateral and multilateral organizations, aid untying, and guidelines and procedures related to consortia and consultative aid groups sponsored by the Bank (1971 - 1980). Also contains correspondence and documents related to the Consultative Group on Food Production and Investment in Developing Countries (CGFPI, 1974 to 1977).

Arbitration policy and procedures

Arbitration records in the series (1960 - 1971) concern policy and practices for the settlement of differences between member country clients, consultants, contractors, and manufacturers involved in Bank projects. Included is correspondence sent and received primarily by IBRD general counsel and staff and occasionally from operations or sector departments. There is also material concerning the Convention on the Settlement of Investment Disputes (SID), and the establishment of the International Centre for Settlement of Investment Disputes (ICSID) including summary of meeting proceedings (1964 - 1968).

Finance policy and procedures

Financial audit records in the centralized files were primarily created by Treasurer's Department, Office of the Controller, Technical Operations Department, its sector divisions, and successors and relate to external auditing of Bank and IDA borrowers accounts by independent and corporate auditors. Letters and cables to and from government officials, companies, and private banks provide information on balances of loans and loan details, and internal memoranda outlines countries with project loans and contains arrangements and reviews of accounting practices of industrial borrowers.

Records related to the Bank's policy on investment were created between 1950 - 1973 and covers the advancement and protection of private and foreign investments, guarantees, insurance, and the Symington Plan (1953 - 1957). There is also correspondence with international investment institutions and memoranda from Shirley E. Boskey, policy planning officer and senior policy planning advisor in the Development Services Department, concerning the Working Party on International Investment Guarantees.

Portfolio sales and participation records in the series (1947 - 1968) include memoranda to and from Legal and Treasurer's Departments and the Office of the President including President Black. There are also letters, cables, and other material related to the sales of bonds received under loan agreements and participation by outsiders in loans. Includes approvals for borrowing filed by country, certificates of investment, exchange transfers, and statements of borrowers' obligations. Also includes correspondence relating to the Ford Foundation participation (1956 - 1962), German purchasers, and transactions handled by the Bank's New York and Paris Offices.

Development banks and development finance companies

Several files in the series relate to development banks and development finance companies (1951 - 1978) including Bank Group meetings with regional development banks and development finance companies. Other records relate to IFC's appointment of directors to the boards of development banks and of finance companies in which IFC is a shareholder. There are also a few files regarding the Conference of Development Finance Companies (1965 - 1971).

Operations administration

Series contains records concerning Bank operations administration from as early as 1946 and departments' status of projects, reports to andfrom department heads, country assignments, schedules of operations, operational vice president meetings (1978 - 1986), operations evaluation system (1975 - 1977), and operations evaluation reports including the annual report (1978 - 1983). There are also records related to the preparation of Board reports and working papers such as Future Role of the Bank (1977), Possible Improvements in Techniques of Lending - A Study by the Staff of the World Bank (1970), and a review of Bank experience with proposals for the future (1969). Two general reports files (1975 - 1977) relate to the distribution, format, quality of various reports proposals and standards for the president's report, appraisal report, economic and sector reports, annual report, and drafting of confidentiality agreement of contractors regarding Bank records.

The series also includes correspondence and other records related to policies, practices, and preparation for Bank Group operational reports and statements including: Monthly Operational Summary of Bank and IDA projects (1955 - 1971); Semi-Monthly Operational Report to the Executive Directors on Bank and IDA Operations (1967 - 1971); IFC Monthly Report (1966 - 1968); Statement of Loans (1952 - 1976); Status of Loans (1954 - 1970); Statement of Credits (1969 - 1975); World Tables (1969 - 1976); Country Data and Economic Indicators, Country Economic Brief and Country Program Papers (1969 - 1985).

There is also material concerning the planning and preparation of the Bank's operational directives including the Operational Memorandum and Manual (1952- 1986), Central Projects Notes and Operational Policy Note (1981 - 1986) and Projects Department Director's Memoranda (1969 - 1971).

Fellowship and training files in this series (1969 - 1971) primarily originated in the Projects Department and its sectors, particularly the Education Sector, and contain mostly internal memoranda and cables related to: administrative arrangements of member country trainees for operational projects also known as manpower trainees; nominations of trainees; proposed training for Projects Department professional staff; trainee and fellowship recipient reports; and comments on a draft manual on an "overseas" training program.

Liaison with external organizations, individuals, and United States government

The series consists of records related to liaison activities of the World Bank Group that were maintained in the centralized files. The records detail the arrangement and proceedings of meetings hosted by the Bank and meetings the Bank attended that were organized by external organizations, as well as exchanges of information and collaborative programs. Records were predominantly created between 1969 and 1971 and originated in departments who records were centralized including (but not limited to): The Technical Assistance and Liaison Department (TAL) and successor, Development Services Department (DSD); Economics Department; and Projects Department and its sector divisions. A very small volume of correspondence is authored by the Bank president or vice president, field office representatives, country departments, and IFC departments.

Organizations covered in the files include, but are not limited to: International Monetary Fund (IMF); United Nations (UN); United Nations Development Programme (UNDP); United Nations Economic and Social Council (ECOSOC); United Nations Conference on Trade and Development (UNCTAD); United Nations Educational, Scientific, Cultural Organization (UNESCO), United Nations Administrative Committee on Coordination (UNACC), United Nations Industrial Development Organization (UNIDO), and other UN bodies. UNDP files (1969 - 1971) mostly contain correspondence relating to UNDP representatives on assignment and detailing country activities. There are also numerous liaison files with economic commissions, private foundations, academic and scientific institutes, industry and professional associations, religious organizations, international organizations such as Organisation for Economic Co-operation and Development (OECD), Food and Agriculture Organization (FAO), World Health Organization (WHO), and International Atomic Energy Agency (IAEA) containing correspondence to and from the Bank President McNamara, director of Development Services Department, and others. The correspondence is general in matter regarding meetings, visits, conferences, information sharing, ideas for development assistance and occasionally, Bank projects and operations. A portion of the alphabetical files (1972 - 1974) also include individual correspondents external to the Bank such as ministry and central bank officials and heads of corporations, business organizations, or academic institutions, mostly addressed to Bank president. Outgoing replies are from various country departments, Economics Department, Projects Department and sectors, development finance companies director, and others.

Internal memoranda are occasionally in the form of briefing notes, back-to-office reports, and terms of reference. Other records found in the external organization files include external reports and concept papers, and conference and meeting agenda.

The series also contains a smaller volume of records regarding the Bank's early relations with the United States government executive and legislative branches and federal agencies (1946 - 1971). Most of the records are in the form of internal memoranda and incoming and outgoing letters regarding support for foreign aid and operations. Many letters are between senior White House officials, congressmen, and the Bank president, vice president, or US executive director, and between independent US executive branch and federal government agency representatives and Bank senior staff. Bank staff correspondents include the Loan and Economic Departments, Technical Operations and Treasurer's Departments, Information and Public Affairs Department (IPA, initially under DSD), in collaboration mainly with the US Export-Import Bank (EXIM), US Agency for International Development (USAID), and US Department of Agriculture. Some correspondence is filed with proposals, meeting summaries, minutes, financial statements, data tables, Board, Economic and Staff Loan Committee documents, press clippings, copies of US legislation, agency speeches and press releases, and other records. There is also a preliminary draft paper by Carl B. Fritsche titled "The Role of the World Bank in Global Development" (1949).

Records cover routine information exchange and attendance at seminars and roundtables in addition to more substantive subjects such as: the role of the Bank in the European Recovery Project (also known as the Marshall Plan); the establishment and activities of the Bank interdepartmental committee drawn from Research Department and Loan Department to study the Marshall Plan; cooperation with the House Committee of Foreign Affairs and economic policy subcommittee; loan operations of the Bank and US Export-Import Bank and credit applications to countries, also discussion of disbursement rate, joint financing, private capital flows, and proposed US legislation; the Bank's involvement in the missions and hearings of the Committee on Banking and Currency chaired by Senator Homer E. Capehart. The Capehart Committee commissioned a study of IBRD and the Export-Import Bank operations and their relationship to expansion of international trade in 1954. There are several memoranda authored by DSD Senior Policy Planning Adviser Shirley E. Boskey reporting on the proceedings of the committee hearings and comments on draft Bank presentations to the committee.

Minutes of Loan Committee meetings

The series includes: formal minutes of regular meetings from April 1948 to May 1987; minutes of special meetings from January 1968 to August 1972; notes on weekly meetings from May 1950 to January 1962; summaries of decisions reached at meetings from April to August 1948; and memoranda requesting that the Committee approve a loan without meeting from 1969 to 1972. In some cases, memoranda regarding the date and agenda of a meeting are included. Filed at the end of the series is a chronological set of memoranda to Committee members from June 1983 to March 1987 confirming the date and topic of a meeting.

Country Assistance Evaluations

The series consists of Country Assistance Reviews (CARs), Country Assistance Notes (CANs), Country Assistance Evaluations (CAEs), and related records created by the OED. Country Assistance Reviews (CARs) were launched in 1994 when they were endorsed by the Joint Audit Committee (JAC) Subcommittee on OED Reports. OED's first CAR focused on Ghana and was completed late in FY 95. The CARs were, in essence, countrywide impact evaluations that concentrated on the overall impact and development effectiveness of the Bank's whole program of assistance (for both lending and non-lending activities) to a country over a number of years, usually a decade. They evaluated the Bank's overall assistance program to a country in the same way that performance audits evaluated individual projects. CARs processing schedules were eventually timed and designed so as to be useful inputs into the preparatory work for the corresponding Country Assistance Strategy by both Bank staff and government officials and to provide the ExecutiveBoard with an up-to-date, independent evaluation of past results of Bank assistance one to three months in advance of the scheduled CAS consideration.

Country Assistance Notes (CANs) were introduced in 1997 as a way to speed the process of country assistance evaluations. CANs were meant to be mini-CARs and thus were more limited in the scope and/or time frame covered. For example, CARs covered all relevant sectors of a country, whereas the CANs were more selective. The rationale for introducing the CANs was to achieve greater coverage of countries in the short term. After the introduction of CANs, CARs were limited to the largest borrowers, in total or per capita, or to outliers in terms of performance and GDP per capita. CANs were produced for countries undergoing a second evaluation and for which a CAR had previously been produced. The length of both the CARs and CANs changed over time. The first CARs were typically about 100 pages; later CARs were limited to 15 to 30 pages of main report. The CANs were shortened to 5 to 15 pages. As time went by, OED softened the distinction between CARs and CANs and by the late 1990s, the country-wide evaluations were simply referred to as Country Assistance Evaluations (CAEs), but OED did generate mini CAEs that were the equivalent of CANs.

CARs, CANs, and CAEs were based largely on a review of OED and Bank Reports available in Washington: Staff Appraisal Reports; Performance Audit and Implementation Completion Reports; Country Assistance Program/Strategy Papers; Country Briefs; Country Economic Memoranda; sector reports; Country Risk Assessments; management briefs for the Annual Meetings and for high-level field visits; and project and general country files. They also relied on direct interviews with key current and former government officials, other relevant national and/or association representatives, donor representatives, and current and former Bank staff members. CANs did not usually involve an OED mission to the client country and personal contact with other donors, whereas CARs may have involved more than one mission and increasingly included evaluation participants from other donor agencies. CARs, CANs, and CAEs were all prepared in close consultation with the Regional operational staff.

The content of the files for the country assistance evaluations varies somewhat but the more complete files contain: copies of the previous OED and Bank studies and reports for the country; Terms of Reference for the OED staff members and/or consultants assigned to the project team; drafts of the Approach Paper and Study Design Paper; memoranda and correspondence regarding the team's travel plans if a mission to the client country was required; a Back-to-Office Report regarding the mission; intra-OED correspondence regarding the format for the evaluation; various drafts of the evaluation; minutes of One-Stop Review Meetings at which the top OED managers evaluated progress on or reviewed a draft of the evaluation; comments on the drafts from OED and Regional staff, officials in the client country, and representatives from other aid/lending organization; drafts of the DGO's comments to CODE regarding the evaluation; minutes of CODE meetings at which the evaluation was discussed; drafts of the DGO's transmittal memorandum to the Executive Directors and the President; summaries of the Executive Directors' discussion of the report and copies of the chairman's published comments; drafts of the management response to the evaluation; a draft of the OED Fast Track Brief and Precis regarding the evaluation; the final, published (grey cover) evaluation; and letters transmitting the final, published evaluation to officials in the client country. A few files also contain questionnaires completed by stakeholders, paper copies made from computer-assisted presentations, and copies of records used in workshops held for various stakeholders.

All of the country assistance evaluations in this series were generated by the OED's Country Evaluation and Regional Relations Division/Group (OEDCR) and its predecessor, the Country Policy, Industry and Finance Division (OEDD2). The series contains reports and related working files for many countries, including: the Russian Federation, Bulgaria, Lithuania, Paraguay, El Salvador, Brazil, Peru, Haiti, the Dominican Republic, Guatemala, Chile, Guinea, Niger, Eritrea, Zambia, Lesotho, Jordan, Mongolia, India, Zambia, Yemen, Tunisia, Nepal, Pakistan, Costa Rica, Malawi, Kenya, Thailand, Cameroon, Zimbabwe, Uruguay, Croatia, Uganda, Ghana, Cote D'Ivoire, Cambodia, Mozambique, West Bank and Gaza, Papua New Guinea, Philippines, Ecuador, Tanzania, India, Poland, Ecuador, Argentina, Chile, Maldives, Kazakhstan, Indonesia, Morocco, Mexico, Albania, Azerbaijan, Bangladesh, Burkina Faso, Egypt, Jamaica, Sri Lanka, Tgo, Ukraine, Brazil, Armenia, Belarus, Bolivia, Nepal, China, and Turkey. Of special note in this series is the extensive documentation for the CAR for India completed by a team headed by Gianni Zanini and issued in 2001. In addition to the usual documentation generatedfor a country assistance evaluation, the files for the India CAR include an extensive collection of Bank reports on India, materials from workshops organized by OED and the South Asia Region from March to May 2000, and twenty or more background papers prepared by OED staff and consultants. Also of note are the voluminous files for the Russian Federation CAR which, in addition to the usual CAE records, include schedules and briefing papers for President Wolfensohn's visits to Moscow in May 1998 and February2000.

Subject Files of the Directors-General, Operations Evaluation

This series consists of subject files containing: copies of the Director-General's outgoing correspondence; and the reports, articles, minutes, agenda of meetings, and other records received by the DGO. Much of the series relates to routine OED administrative matters but the files cover a broad range of topics: the 1993 review of OED's processes and structure (filed under OED Process Review); changes in the Operational Directives affecting OED (filed under Operational Directives); the establishment of an independent Inspection Panel in the Bank (filed under Operations Inspections in the Bank); the establishment of the OED's Publication Committee; Failed States and UN/World Bank cooperation in post-conflict reconstruction; and rules of conduct for OED staff. Specific documents include: summaries, drafted by OED attendees, of discussions of OED-related topics covered in Executive Board meetings (filed under Board of Executive Directors); invitations, trip itineraries, copies of presentations made by OED staff, agenda, and other documents regarding conferences and seminars attended by OED personnel (filed under Conferences and Seminars); Apex reports for OED; copies of statements and presentations made by the Director-General (filed under Presentations) agenda, articles, and other documents relating to the 1994 Joint DAC/UNDP/World Bank Seminar on Technical Cooperation; the program packages provided to staff members prior to 1993 and 1995 OED staff retreats; and copies of notes summarizing the weekly meetings the Director-General had with the OED managers, November 1989 - May 1992 and September 1992 - June 1995 (filed under Management Team Meetings). Filed under Miscellaneous are personal notes sent to the Director-General and much of his correspondence with job applicants and other non-Bank personnel. The files for the Task Force on Portfolio Management contain copies of memoranda regarding the changing mandate of OED.

Director-General Robert Picciotto's Files Relating Primarily to Committees, Commissions, Task Forces, and Boards on which he served

The series consists of files compiled by DGO Robert Picciotto that relate to topics not directly connected with the work of OED; most of the files concern committees, commissions, task forces, or boards on which Picciotto served. The majority of files concerns the Bank-wide Social Development Task Force (SDTF) which was established early in 1996 as an acknowledgement of the social dimensions of development in project design and to take a considered look at the various initiatives and approaches underway onsocial development and to make recommendations on further actions to advance [that] work. Picciotto served as chair of the Task Force's Satellite Group 9 on Bank Instruments of Lending. Picciotto's Task Force records include: agenda for meetings and retreats; copies of and comments on the drafts of the Group 9 report; correspondence with other members of Group 9 and with other Task Force members; and copies of input from the other Task Force groups.

Related to the SDTF are records filed under Adapting Lending Products and Adaptable Lending Products. Picciotto was a member of the New Products Steering Committee which was organized to implement the recommendations of the SDTF. That led to the Adaptable Lending Group which first met in March 1997 to create a new line of lending products recommended for Bank-wide adaptation to implement SDTF goals. The Executive Directors approved the Adaptable Lending Instruments in September 1997. The files contain Picciotto's correspondence regarding the development of the new lending products.

Filed under Project Implementation Commission - Brazil are Picciotto's records, dated July 1999 - August 1996, for the Brazil/World Bank Commission on Improving the Developmental Effectiveness of World Bank Financial Projects. Picciotto was a member of the joint Bank/Brazil Commission which was created to improve the Bank's portfolio in three sectors (education, rural poverty, and health) in the Northeast Region of Brazil and in the environment sector across Brazil. Picciotto's recordsinclude: correspondence with Commission members; Terms of Reference for consultants assigned to work with the Commission; minutes of Commission meetings; intra-OED correspondence regarding audits of Brazilian projects and the establishment of new projects in Brazil; draft outlines of the Commission's final report; drafts of the Executive Summary of the report; and comments regarding drafts of the final report. Drafts of the entire report are not in the files.

Picciotto served on the Joint Fund-Bank Committee on Finance and Development which was the advisory board for Finance and Development (F and D), the quarterly publication of the International Monetary Fund and the Bank. His Board records (filed under Internal Correspondence - Finance and Development) date from December 1987 when he was Vice President for Corporate Planning and Budgeting. Included are: his correspondence with the editor of F and D; agenda and minutes of Board meetings; copies of book reviews he provided for publication; resumes of job applicants for positions with the publication; articles submitted for publication which were forwarded to Picciotto for comment; and a copy of an article, A New Project Cycle for the World Bank? which he and Rachel Weaving submitted for publication in October 1994.

In addition to board, task force, and committee records, this series includes files on several other non-OED topics. Filed under Socratic Seminar Files are Picciotto's records regarding his coordination work for a television program, Banking on the Poor, which was part of a public television series The Fred Friendly Seminars. Picciotto had the lead in planning for the October 1, 1994, program which took place in Madrid, Spain, at the time of the Bank's annual meeting. It was the third in a series sponsored by the Bank to examine the role of international finance in fighting poverty. The program followed the Socratic Seminar format, created in the 1970s by Fred Friendly and Stuart Sucherman. Picciotto's records are dated May to October 1994 and include concept papers and e-mails regarding logistical planning for the program.

This series also includes copies of June 1996 - June 1998 correspondence (filed under Knowledge Center - Management) Picciotto received regarding the Knowledge Management Board that was established in July 1997 as well as copies of his comments on proposals for knowledge management within the Bank.

Correspondence Files of the Directors-General, Operations Evaluation, Relating to the Establishment of and Participation in DAC and OECD

The series consists of correspondence files containing communications between the DGO and representatives of the Organization for Economic Cooperation and Development (OECD). The correspondence relates to aid evaluation and the promotion of evaluation functions in client countries. This exchange culminated on December 1, 1980, in DGO Mervyn Weiner's nomination of Shiv Kapur, OEDDR, as the Bank's correspondent for DAC's work in aid effectiveness. Following Kapur's selection as DGO, Yukinori Watanabe, OEDDR,was nominated on October 15, 1984, as the Bank's representative to DAC's Expert Group on Evaluation.

Correspondence and other documents for the period 1981 - 1995 relate to the establishment of DAC's Expert Group on Aid Coordination (later Evaluation) which held its first meeting in Paris on March 8 and 9, 1983, and include meeting schedules and agenda, meeting summaries, reports, seminar papers and other correspondence of the Directors-General who served as the Bank's representatives at high level meetings of the DAC Expert Group on Aid Evaluation during this period. Topics include: primary health care; technical cooperation; non-governmental organizations (NGOs); the economic environment; gender issues; public support for aid; and aid effectiveness. Correspondence regarding DGO Robert Picciotto's participation in the Third Annual Conference on Environmentally Sustainable Development held in October 1995 is also included.

Subject files covering the period 1984 - 1989 consist primarily of issue papers and proposals prepared for discussions at DAC meetings and seminars as well as correspondence dealing with issues of coordination, evaluation and the environment. Subjects covered in the records relate to institution building, health, the environmental impact of development projects and the Economic Development Institute (EDI) evaluation function. Documents prepared for a November 1988 meeting with NGOs are also in the files.

Transparencies for Presentations Made by the Directors-General, Operations Evaluation

Series consists of transparencies and/or transparency master (hard) copies prepared for presentations made by the Director-General, Operations Evaluation (DGO), within the Bank and to external groups. Most of the presentations dealt with the role played by OED in supporting the Bank's development agenda. Some of the transparencies are accompanied by copies of speeches or presentation outlines.

Commission meetings and regional hearings

Series consists of records documenting the activities and proceedings of the Commission on International Development from the time of its establishment in 1968. The records predominantly cover the years 1968 to 1969 apart from a regional hearing file dating 1970. The Commission met four times to decide the direction of the staff's work, to make decisions about the ideas and conclusions on international development issues, and to write their report. Records include correspondence and minutes of Commission meetings held in Mont Gabriel near Montreal (December 16-17, 1968), followed by meetings in Rome (March 1969), Copenhagen (June 1969), and Geneva (August 1969).

There are also records concerning several meetings in Sydney followed by Tokyo in April 1969 between Chairman Pearson, Commission member Dr. Saburo Okita, and ministers, other government officials, and Japanese industrialists. The meetings discussed aid policy, aid activities, and allocation. A meeting with the President of the Asian Development Bank (ADB) spoke about relations with World Bank and United Nations Development Programme, aid tying, and ADB country projects. Records are primarily in the form of meeting summaries with press clippings, memorandum, and copy of a lecture dated 1965 by Professor David C. Corbett regarding Australian aid in south and southeast Asia.

Also included in the series are audio recordings of press conferences and addresses at Commission meetings and regional hearings made by Chairman Pearson and Commission members Okita, Lewis and Guth. Commission press conference recordings cover two of the Commission's four meetings including the first meeting at Mont Gabriel in December 1968 and in Copenhagen in June 1969. Regional hearing press conferences and statements include: Abidjan and Kampala (March 1969), and New Delhi and Singapore (April 1969). The Kampala press conference includes a statement by the President of Uganda, Dr. Milton Obote. There is a single audio reel in French, entitled "La commission internationale de laBanque Mondiale d'aide au developpement."

Latin America and Caribbean Projects Department (LCP) chronological files

Series includes Jennings' chronological files relating to his work as assistant director in the Latin America and Caribbean Projects Department (LCP). Records include memoranda related to: training; staffing; departmental budget; the implementation of the Performance, Planning, and Review (PPR) system in the Latin America and Caribbean (LCR) Vice Presidency; procurement procedures; LCR project implementation reviews; and oversight of sector departments reporting to LCP director S. M. L. van der Meer. Chronological file also includes numerous informal "Notes" to Bank colleagues.

Latin America and Caribbean Vice Presidency (LCN) project and subject files

Series consists of correspondence created and received by Frank Vita during his time as loan officer in the Latin America and Caribbean Vice Presidency (LCN). Series contains a variety of records related to operations mission travel made by Vita to Uruguay. Records include Terms of Reference and back-to-office reports and other supporting material. Mission travel activities included project appraisal (Fourth Livestock Development Project) and supervision (Highway Project) as well as conducting research for sector studies. A subject file on Chile and Uruguay is also contained in this series. Records include World Bank authored reports and memoranda on country lending activities.

Development Finance Companies Department (DFC) chronological files

Series consists of correspondence created and received by Frank Vita during his tenure as an Economist in the Development Finance Companies Department (DFC). Vita was placed in the Financial Development Unit (FDU) and the majority of the records in the series relate to its primary activity, namely the review of the World Bank's activities in the area of financial development. FDU records primarily relate to the research and authorship of the FDU report "The World Bank's Approach to Interest Rate and CreditAllocation Issues". Records include what appears to be the final version of the report presented to Bank President Robert McNamara as well as drafts of the report. Comments and research materials related to the report are also included. Research materials include reports on meetings with the Bank's regional staff and reports on regional and country finance development issues.

Records also include correspondence with development finance companies discussing the appraisal of projects submitted for financing by development finance companies. The majority of this correspondence is with the Industrial Development Bank (IDB).

HIV/AIDS program management files

Series consists of various records maintained by Debrework Zewdie while managing the Bank's HIV/AIDS program and developing its strategic direction. Records included in the series are: reports on Global HIV/AIDS activities and work program (1999- 2003); summaries of internal meetings regarding the Bank's HIV/AIDS portfolio and minutes of a briefing to Bank President Wolfensohn by Zewdie and colleagues on portfolio implementation (2002); action plan on accelerating implementation (2002); draft papers submitted to the Development Committee (2002); and regional AIDS sectoral strategies (2001 - 2002).

The series also contains a small volume of records related to evaluation of the United Nations Joint Programme on HIV/AIDS (UNAIDS) and UNAIDS Monitoring and Evaluation Reference Group (2002), World HIV/AIDS Campaign strategy (2002 - 2003) as well as comments on HIV/AIDS project design and other records regarding projects in Brazil (2002), Guinea (2003), and Sri Lanka (no date). There are also individual filesregarding HIV/AIDS treatment projects in Africa (2003), telemedicine (2002), lending numbers (2002), and partnership for social justice with faith groups (2002).

McNamara notebooks

This series consists primarily of copies of Chenery's memoranda to McNamara, many of which were returned to Chenery heavily annotated with McNamara's handwritten notes and/or a red stamp indicating the President has seen. Some Chenery memoranda to McNamara are marked returned by McNamara's Office on a specific date with no notes or stamp. Also included are McNamara's memoranda to Chenery, memoranda sent to McNamara by other Bank staff (e.g. Ernest Stern) and copied to Chenery, letters and memoranda McNamara sent to Bank staff and copied to Chenery, and copies of letters Chenery drafted for McNamara's signature. Also included are Chenery's agenda for meetings with McNamara, Chenery's memoranda to the files summarizing discussions with McNamara, Chenery's handwritten notes from his meetings with McNamara, and copies of Chenery's memoranda to his managers summarizing either his discussions with McNamara or meetings that he attended of the President's Council.

In May 1973, Chenery asked McNamara for time to finish his book, The Developing Economy. McNamara agreed that following Chenery's August vacation, he would be allowed to spend sixty percent of his time until December 31 on that book. To permit Chenery to do this, Ernest Stern took over most of the day-to-day direction of the Development Policy Staff, and many of the August to December 1973 memoranda in this series were sent to McNamara by Stern rather than Chenery.

The records cover a wide range of subjects including the work program, organization, budget,and staffing for the Economics Department and the Development Policy Staff; the recruitment and assignment of economists in the Bank Group; the preparation, format, review, and scheduling of country economic programs and sector program papers; ex-post project evaluation work in the Bank; topics for and draft content of the President's annual meeting speeches and the preparation of other speeches for the President; the 1972 Bank reorganization; Bank coordination with the Ford Foundation and the International Monetary Fund; the review of country program papers; the preparation of seminars led by external experts for high-level Bank management; the preparation and review of papers on development policy; the World Bank's research program and budget; drafting of policy papers prepared in response to specific requests from McNamara; comments on policy papers scheduled for discussion by the Executive Directors; policy planning and the role of the Policy Review Committee; economic projections generated by the Development Policy Staff; the coordination of statistical work in the Bank; background information on individuals (and their country's issues) who were scheduled to meet with McNamara; management of the World Development Report team and plans for WDR topics and content; the treatment of Taiwan in World Bank reports; the initiation of the Living Standards Measurement Study (LSMS); and the selection of Chenery's successor. Beginning in 1977, many memoranda concern the reports of the external Research Advisory Panels and the implementation of recommendations made by those panels.

FPD budget, business plan, and work program records

The series includes budget, business plan, and work program records. The bulk of the records are Private Sector Development Department (PSD) budget records detailing funding for PSD related units for fiscal year 1996. The budget records include: correspondence; memoranda; trust fund letters of representation; budget reports and charts; and travel expense reports. Budget records related to PSD resource mobilization and funding units of the Private Sector Financial Operations Group (CFSPS) and its successor the Private Sector Development and Privatization Group (PSDPS) are also included for the fiscal year 1996. Budget and work program records for FPD involvement with the Consultative Group to Assist the Poor (CGAP) program are included for fiscal years 1995 and 1996. CGAP records include: correspondence; memoranda; budget reports and charts; progress reports; staff and consultant hiring records; and travel expense reports. Records related to the overall planning, management, and organization of FPD and its subordinate departments are also included for fiscal years 1994 to 1996. These records include: correspondence and memoranda between FPD Vice President Jean Francois Rischard and the directors and staff from each department; quarterly, mid-year, and retrospective review reports; staff lists; trust fund budget reports; FPD themes and prospects reports; business plans; and work programs.

Chronological [outgoing] files

This series consists of copies of the outgoing letters and memoranda of George D. Woods and correspondence handled for President Woods by his personal assistants George C. Wishart and Rainer B. Steckhan. It includes correspondence sent on substantive issues of development assistance, memoranda to files, internal memoranda of the Bank and social and public relations messages.

Letters to foreign heads of state, government officials, banks, development institutions and academics regarding particular loans and projects, missions, technical assistance, bond issues and other sources of financing, and development policy issues are found in the series. Memoranda to files, usually written by Wishart, make a record of Woods' meetings with high-level government and business executives, focusing on important remarks and outcomes. Occasional Bank-internal memoranda, usually addressed to Vice Presidents and other high-level managers, concern such issues as staffing of the Economic Development Institute (EDI), defining the competencies of the technical operations and regional departments of the Bank with regard to project preparation, and procedures for establishing consultative groups.

The social and public relations letters express appreciation for invitations, hospitality, and for letters, publications and gifts received; express regret regarding invitations; offer congratulations; discuss arrangements for meetings and itineraries for travel; and provide letters of introduction.

Economic Advisory and Development Policy chronological files

This series documents Stern's functions covering the period from when he joined World Bank in 1972 as Senior Advisor in the Office of the Economic Advisor to the President (January-October 1972), to his successive positions in the Office of the Vice President, Development Policy (VPD) as Senior Advisor (October 1972-April 1974) and Director (1974-1975).

The files relating to his role as Senior Advisor in the Office of the President primarily includes memoranda addressed to or from Vice President Hollis Cheney, the Bank's Research Committee, and other colleagues in the Office of the Economic Advisor. The correspondence documents the establishment and organization of the World Bank's economic research program, activities of the Research Committee and the Development Research Center, research proposals and decisions, publication of economic reports, discussions on policy papers, joint projects with external organizations, and evaluation of the Bank's economic activities.

The files relating to Stern's Development Policy functions associated with the Front Office of the Vice President include memoranda and letters addressed to the managers of the constituent departments of the Development Policy complex, the President, senior managers, UN offices, government officials, and other outside development organizations and experts. Reports, notes, and other supporting documents are occasionally attached to the memoranda. Records document program, budget, and staffing matters in the Office of the Vice President, management of the research program, country program reviews, growth prospects of developing countries, U.S. aid to development countries, International Development Association (IDA) replenishments, capital markets, Special Drawing Rights (SDR) allocations, World Bank Group-International Monetary Fund cooperation, the European Economic Community, the Committee of Twenty, G-24, the Pearson Commission, the Technical Committee on the transfer of Real Resources, the oil crisis, and some region and country-specific economic statistics. Further, they include comments on the Bank's policy structure regarding the 1972 reorganization, draft speeches for President McNamara and Vice President Hollis Chenery, and reviews of books and articles relating to development.

Indonesian oil sector files

Series consists of records primarily created during Bernard R. Bell's tenure as Director, Resident Staff Indonesia from 1968 to 1972. The series contains a draft paper on the historical development of the oil sector in Indonesia, including notes on Indonesian oil companies. Correspondence and notes concerning Bank economic missions reviewing the oil sector are included, as well as notes of interviews with Indonesian government officials and oil company personnel. The series contains copies of articles on Indonesian oil, copies contracts dating from 1963, copies of Indonesian laws regulating the oil sector, and statistics on the financial status of P. N. Pertamina, the Indonesian National Oil and Natural Gas Mining State Enterprise.

Policy and research papers

Series consists of copies of various policy and research papers kept by Bernard R. Bell while he was Regional Vice President, East Asia and Pacific Region (EAPVP). Series includes a World Health Organization (WHO)-UNICEF study on health needs in developing countries in 1975, internal Bank memoranda and records relating to energy and the oil crisis from 1973 to 1974, two Bank papers on the economic evaluation of public utilities projects dating from 1974 to 1975, and Bank papers on topics of interest to Bell, ranging from rural roads to procedures for project documentation.

Development Committee files

This series contains President Clausen's records related to the Development Committee meetings from 1983 through 1986. Formally the Joint Ministerial Committee of the Boards of Governors of the World Bank and the International Monetary Fund on the Transfer of Real Resources to Developing Countries, the Development Committee was established in 1974 with its own secretariat that maintained the official records of the Committee.

The records in this series, therefore, are Clausen's office files on the Development Committee meetings during his tenure (meetings 21-28). The records, organized by meeting, include correspondence, memoranda regarding the meetings, drafts of the President's opening remarks and the President's Report to the Development Committee, summaries of Committee discussions, and statements to the press. The files also contain papers and reports prepared for the Development Committee, including the Development Committee Annual Report, task force and working group reports, and papers on topics such as development in Sub-Saharan Africa, the world economic outlook, and external debt problems of developing countries.

Annual Meeting files

This series contains President Clausen's records related to the Annual Meetings of the Board of Governors. The records are a mix of substantive and administrative materials, from lists of delegations and special guests to briefing materials on countries and issues. The files contain the President's opening and closing remarks, speeches and addresses; records relating to the annual Ministers' luncheon, Co-Financing breakfast, and the Latin-American Governors' luncheon; records of press conferences; correspondence and memoranda regarding appointments with country delegations; schedules, letters of invitation and thank you notes.

Latin America and Caribbean Technical Department, Infrastructure and Energy Division chronological files

Series consists of records related to Tim Campbell's work in the Latin America and Caribbean Technical Department, Infrastructure and Energy Division (LATIE), as Senior Urban Planner and, briefly, as Chief, Urban and Water Unit. Series consists of correspondence and reports, among other formats. Records relate to project planning and evaluation activities as well as to urban development-related research conducted by Campbell and task forces and workshops on which Campbell participated. Records include: Terms of Reference; back-to-office reports; records related to missions to countries for project planning and information gathered (including Brazil, Mexico, and Guatemala); Campbell's comments on Departmental and external reports and policy papers; comments on Campbell's reports by Departmental colleagues and other Bank staff; Campbell's reviews of Project Completion Reports (PCRs); annual Urban Sector review; briefing notes; externally authored reports; meeting and seminar summaries; presentation notes and slides. Series also contains two reports authored by Campbell: Environmental Dilemmas and the Urban Poor (draft, 1989, prepared for the Overseas Development Council and not for the Bank); Decentralization to Local Government in LAC: National Strategies and Local Response in Planning, Spending and Management (1991, an LATIE Regional Study, accompanied by drafts and research materials); and Modes of Accountability in Local Governments of LAC (1992).

Transportation, Water and Urban Development Department Urban Development Division chronological files

Series consists of records related to Tim Campbell's work as Principal Urban Sector Specialist and Head of the Urban Partnership in the Transportation, Water and Urban Development Department's Urban Development Division (TWURD). Series consists almost exclusively of correspondence, the majority of which are incoming. Records contain correspondence with external agencies, institutions, and government representatives and include but are not limited to: the Inter-American Development Bank; the World Economic Development Congress; the Organisation for Economic Co-operation and Development (OECD); the United Nations Centre for Human Settlements; the World Conference of Mayors, Inc. Correspondence with government agencies and embassies of Switzerland, Great Britain, Sweden, Denmark, and Ecuador is also included. Correspondence relates to conference and meeting invitation, information exchange, and collaboration.

ESSD correspondence and internal memoranda

Series consists of correspondence and memoranda authored by or addressed to Johnson as Vice President of ESSD. Topics of external correspondence are from 2002 to 2004 and include invitations to participate in meetings and conference, and the exchange of information. Correspondence is with a variety of academic and research institutions, government agencies, and other external organizations.

Series also consists of memoranda from 2002 to 2004 authored by or addressed to Johnson to and from ESSD sector departments as well as other Bank units. Included are memoranda from Johnson to managing directors and Bank President Wolfensohn.

GEF correspondence files

Series consists of records related to Johnson's responsibilities as Assistant CEO of the Global Environment Facility (GEF). Records consist almost exclusively of correspondence addressed to and received from academic institutions,government agencies, non-governmental organizations (NGOs), research groups, consulting groups, and business leaders. The main topics of the correspondence include information exchange and invitations to conferences and meetings. A speech to the Governing Council of the United Nations Environmental Programme that appears to have been given by Johnson is also included.

Lecture and speech files

From 1985 to 1990, Vinod Dubey participated in over 20 seminars, symposia, and conferences at which he served as lecturer, speaker, panel chairman or member, or commentator. Files were prepared for each engagement. They include key documents, notes, statistical information, and outlines used in Dubey's preparations. The evolution of the Bank, Bank policy, and adjustment lending were frequently the topics of his presentations.

During the period covered by this series, Vinod Dubey served as: Senior Adviser (1984 - 1985) and Director (1986 - 1987) in the Country Policy Department in the Office of Operations Policy, and as Director, Economic Advisory Staff (1987-1990) under the Senior Vice President, Operations. Dubey also served as the first Liaison Officer to the Paris Club during the period 1984 - 1986.

Dubey served several times as: a lecturer for EDI [Economic Development Institute] seminars (1985, 1986, 1988, and 1989); lecturer, panel chairman or panelist for a number of other Bank sponsored seminars and conferences (1985 - 1990); and lecturer for the IMF Institute (1985, 1986, 1988). The file created for a Bank-sponsored symposium in Copenhagen, May 5 - 6, 1987 on economic adjustment and the Third World includes copies of a number of the papers that were presented, including Dubey's paper entitled Ensuring That The Poor Benefit From Improved Policy.

Dubey was also invited to speak at symposia and conferences sponsored by outside organizations including the Foreign Service Institute (1986), the Inter-American Development Bank (1987, 1989), and the Agency for International Development (1987, 1989). The file created for Dubey's Back-to-Office Report of a visit to Japan, January 25 -3 0, 1987 to speak to Japanese officials in seminars on structural adjustment lending includes copies of Dubey's lectures in Japan.

Several files were created for other conferences and symposia sponsored by the Bank and outside organizations which Dubey attended including SVPOP (later OPNSV) retreats (1986, 1988, and 1989) and a Bank/UNICEF meeting on collaboration on adjustment issues (1987). Notes taken by Dubey of discussions at these events are part of the files.

A file titled The Institute Lecture contains a copy of President Clausen's remarks at the Joint Bank-Fund Luncheon, May 25, 1985; Dubey apparently prepared the remarks. The series also includes a file created after Dubey was asked to represent the Bank at the June 5 - 10, 1989 Berne Union Meeting in place of Fred Levy. Separate files (1987 - 1988, 1988 - 1989) were created just for background materials for Dubey's lectures and speeches. The files include copies of Bank documents and publications, IMF publications, reprints of articles on finance and economics, newspaper clippings, and Dubey's handwritten notes.

International Economics Department (IEC) chronological files

This series consists of chronological files with incoming and outgoing correspondence from when Masood Ahmed served as the Director of the International Economics Department (IEC). The records are arranged into the following categories: incoming emails from January 1996 to July 1997; outgoing emails from December 1995 to July 1997; chronological files from March 1995 to June 1997; general correspondence from January 1996 to July 1997; and general external correspondence from January 1996 to December 1996. The chronological files consist of incoming and outgoing correspondence and memoranda with attached reports and handwritten notes related to the activities and communications within IEC, and with other units of the Bank. The general correspondence records contain much of the same as the chronological files, but appear to be duplicates and photo static copies of original correspondence. The general external correspondence category includes incoming and outgoing correspondence between Ahmed and outside agencies, including communications with other multilateral institutions, NGOs, and private sector institutions. External reports and articles are also included.

Young Professionals Program (YPP) chronological files

This series consists of records from Masood Ahmed's participation in the World Bank's Young Professionals Program (YPP) in 1979. Records include: back-to-office reports; correspondence; memoranda; travel arrangement records; statement of expenses records; timesheets; and terms of reference related to his rotational project work in African and Middle-Eastern countries.

Training, conference, and workshop records

Series consists of records created and compiled by Shelton Davis from the various training sessions, conferences, and workshops related to indigenous communities, social development, sustainability, and environmental issues. Series includes planning documents, handwritten notes, correspondence, presentation and training materials, reports, manuals, and audio-visual materials. This includes VHS tapes from the training seminar Indigenous Peoples held in October 1992, which Davis organized, led, and participated in as the Senior Sociologist for the Environment Department (ENVAP). Two audio-cassette tapes contain a similar presentation given by Davis for the United Nations. Seminar documents, reports, and presentation notes from the seminars Indigenous Knowledge Systems and Institutions in Africa, June 1, 1995 and Indigenous Peoples and Economic Development in Asia, May 29, 1996 are also included from Davis's time as Principal Sociologist with the Social Policy and Resettlement Division (ENVSP).

The series also contains records from the years Davis served as Sector Manager in the Environmentally and Socially Sustainable Development Unit , Latin America and Caribbean Region (LCSES), 1998-1999, and the Sector Manager in the Social Development Unit, Latin America and Caribbean Region (LCSEO), 2000-2004. This includes handwritten notes, agendas, minutes, training session records, and presentation transparencies related to the workshops devoted to operational directive "OD 4.20 - Indigenous Peoples" and operational policy "OP 4.10 - Indigenous Peoples" in 1999 and 2002. Agenda, minutes, correspondence, and reports are also included for multiple planning meetings and workshops such as the Indigenous Peoples and Human Development Project Design: A Technical Workshop, February 24, 1999; the Indigenous Peoples and Social Sector Projects Workshop, April 11-12, 2000; and the Ethnicity and Health Equity - Expert Group Meeting, June 18-20, 2001. A topical file containing "Safeguard Policies - Instructor's binder" is interfiled among other workshop materials. The series also consists of CDs and VHS tapes from many training sessions, conferences, seminars, and workshops organized and held in the Latin America and Caribbean Region from 2000 to 2004. The CDs contain digital training records, agendas, images, and reports related to indigenous rights, resettlement, social development, and sustainable development. Each CD is typically specific to one country, project, or issue. VHS tapes produced by the World Bank related to specific Bank-funded projects or training seminars, conferences, or workshops are also included.

Research, project support, and reference files

This series consists of records that supported Davis' project work, policy development, and research. It contains field notes, project files, reference files, and research materials that cover Davis' World Bank career. The field notes are handwritten notebooks from Davis' operational field work, meetings, and project site visits from 1986 to 2002. The majority of the field notes arise from Davis' work in the Latin America and Caribbean Region, especially the earlier years as Senior Sociologist for the Environment Unit, Latin America and Caribbean Region (LATEN) from 1987 to 1991. Some notes are included from operational fieldwork and site visits in India, the Philippines, Russia, and Mozambique from his later years as Principal Sociologist for the Social Policy and Resettlement Division (ENVSP) from 1993 to 1997. The series also contains project site visit notes Davis created to review progress and compliance with safeguard policies (e.g. indigenous rights, environment, and sustainability) at development sites, primarily as a Sector Manager in the Latin America and Caribbean Region.

This series also includes extensive reference and project files. The reference files consist of papers, articles, reports, and publications typically devoted to a particular subject. Much of the reference material was authored and/or published externally by outside agencies, institutions, or person(s). The project files contain similar contents, but differ because they also contain project proposals, correspondence, memoranda, annotated notes, draft reports, and final reports, which are primarily created by Davis or by the units in which he served at the Bank. An example includes the file Social Assessments, 1998-2002, which details assessments and reviews done for development projects in the Latin America and Caribbean Region countries. Other files are specific to a country project, or to policy development, including Indigenous Peoples files related to World Bank operational directive "OD 4.20 - Indigenous Peoples" and operational policy "OP 4.10 - Indigenous Peoples". It is unclear what records in this series were maintained strictly for project support or reference because the records are interfiled together within a single folder, usually according to topic. Furthermore, the files overlap different periods in Davis' career when he served in different positions or areas of responsibility 

This series contains VHS tapes, DVDs, and CDs sent to Davis from outside agencies, institutions, and persons. These audio-visual items are not World Bank produced, but relate directly to areas of interests to Davis, including Latin America, indigenous rights and culture, bio-diversity, sustainability, and the environment. It is uncertain how Davis used these items in his roles at the Bank, but most likely kept them for reference.

Public Sector Management Unit (EMTPM) ECA/MENA Technical Department chronological correspondence files

The series includes chronological correspondence, memoranda, and other records created or received by Geoffrey Lamb while serving as Unit Chief in the Public Sector Management (EMTPM) unit of the shared regional ECA/MENA Technical Department of the Europe and Central Asia Vice Presidency (ECA). The records include memoranda and correspondence primarily between Lamb, ECA Vice President Wilfred Thalwitz, EMTPM staff, ECA Region staff, and Middle East and North Africa Region (MNA) staff. The correspondence and memoranda cover the following topics: ECA and MNA Regional Actions Plans for Technical Assistance (TA); EMTPM organized seminars, workshops, and training sessions; economic sector work (ESW) and Institutional Development Fund (IDF) lending for public sector management projects in the ECA Region; Dutch Trust Fund resources for ECA countries; and EMTPM planning priorities and consultant recruitment. Back-to-office (BTOs) mission reports and Terms of Reference (TORs) are interfiled among correspondence and memoranda. Incoming and outgoing correspondence sent and received by Lamb from individuals and organizations external to the Bank are also included. The chronological correspondence files also consists of sub-files containing: copies of faxes, telex messages, and cables sent to Lamb; travel request records; leave request records; expense reports; timesheets; and performance review records.

PPDPS institutional reform policy analysis records

This series includes records related to the subject of institutional reform maintained by Geoffrey Lamb when he served as Public Sector Management Adviser for the Public Management Unit (PPDPS) of the Projects Policy Department (PPD). The records include numerous policy papers and reports related to institutional reform, which were produced by PPDPS. Some of the papers and reports are authored by Lamb, including Managing Economic Policy Change: Institutional Dimension published in 1987. Background PPDPS reports on structural adjustment lending and the PPD Tenth Annual Report on Project Implementation and Supervision (1985) are also included.

Public Sector Management Unit (PPDPS) chronological correspondence files

The series includes chronological correspondence, memoranda, and other records created or received in Lamb's capacity as Public Sector Management Adviser for the Public Management Unit (PPDPS). The records include correspondence and memoranda primarily between Lamb, PPDPS Chief Arturo Israel, PPDPS staff, and staff from Bank regional departments. The correspondence and memoranda concern PPDPS planning and reporting of country missions, policy papers, country strategies, structural adjustment loan (SALs) projects, technical assistance (TA) projects, and workshops and seminars. Public sector management related topics are addressed in the memoranda and correspondence, including civil service reform, public expenditure, and institutional reform. Incoming and outgoing correspondence sent and received by Lamb from individuals and organizations external to the Bank are also included. The records also consist of Lamb's travel request records, leave request records, back-to-office reports (BTOs), aide-memoires, expense reports, and timesheets.

East Asia and Pacific Vice President (EAPVP) chronological files

Series consists of correspondence and attachments sent and received by Gautam Kaji while serving as East Asia and Pacific Vice President.

Topics of correspondence and attachments generally relate to operations policy, procedure, reporting, and evaluation, but also include: conference attendance; staffing; administrative matters; regional and Bank-wide lending program; management of field offices; development of Country Strategy Papers; annual lending allocation reviews; sector research and discussion (including gender, environment, social development); EAP administrative budget; country consultative groups; and the EAP Business Process Innovation (BPI) pilot. Records include: EAP Portfolio Monitoring Tables; country policy framework papers; briefing notes for Kaji; briefing notes created by EAP staff for senior Bank staff, including Bank President Preston; Country Strategy Papers; regional "Prospects Papers" and progress reports; administrative budget materials; three-year business plans for EAP; and materials disseminated in advance of Loan Committee meetings.

Managing Director chronological files

Series consists of chronological correspondence sent and received by Gautam Kaji while serving as Managing Director of the World Bank. Series broadly consists of three chronologically parallel parts: general correspondence; correspondence authored by Kaji and Managing Director Koch-Weser; and correspondence between Kaji and World Bank President Wolfensohn.

General correspondence records date from December 1994 when Kaji assumed the position of Managing Director and November 1997 when he retired from the Bank. Files are generally divided into two sections. The first section includes internal Bank correspondence. The most common records in this group are those relating to Kaji's role as Chairman of the Loan Committee and its successor, the Operations Committee. These records include reports on potential projects, materials related to regular Operations Committee meetings, and Kaji's comments on draft Country Assistance Strategies. Other topics discussed in the records of this series include: performance monitoring indicators and performance standards; guarantees in private sector investment in IDA countries and the World Bank Guarantee Program; World Debt Tables; the Bank-wide reorganization of 1997; conference attendance; planning and review of Bank program and budget; and operations and business policy development, review, and dissemination. Records include: drafts of Kaji's publications; Kaji's speeches; personal correspondence; meeting notices; memoranda to the Executive Directors; operations review reports; and Quarterly Reports on Pending Tranche Releases of Adjustment Operations. The second and smaller section of records includes correspondence from, and responses to, external parties. Topics of this correspondence are wide ranging but generally discuss East Asia operations and sector research.

The second part of the series includes correspondence authored jointly by Kaji and Managing Director Caio K. Koch-Weser from December 1995 to November 1997. Together, Kaji and Koch-Weser were responsible for Bankoperations. Records discuss a variety of topics related to operations, including an increasingly results-driven approach to project implementation and evaluation as well as the need for simplification of operational procedures and reporting. Correspondence, which is most often between Kaji and Koch-Weser and regional Vice Presidents, discuss portfolio management, disbursements, completion reports, Country Assistance Strategies, and economic and sector work. Staffing related to the 1997 reorganization and the launch of the Bank's new network organization are also discussed.

The third part of the series includes correspondence with attachments between Kaji and Bank President James Wolfensohn from March 1995 to November 1997. Correspondence consists of copies of correspondence and attachments authored by Kaji and sent to Wolfensohn as well as Wolfensohn's incoming and outgoing correspondence from others which was then forwarded to Kaji. Correspondence serves a variety of purposes: information dissemination; briefing for Wolfensohn's meetings; answering Wolfensohn's requests for information; authoring correspondence for Wolfensohn; and submitting reports, announcement, and correspondence for Wolfensohn's approval.

East Asia and Pacific Vice Presidency (AENVP) chronological correspondence files

The series includes chronological correspondence files from when Attila Karaosmanoglu served as Vice President in the East Asia and Pacific Region (AENVP). The records include incoming and outgoing correspondence, memoranda, and other records related to support of AENVP operations, including: memoranda of country project loan signings; back-to-office reports; mission support records; briefing notes; and records related to numerous meetings, training seminars, and events held in the AEN region. Outgoing correspondence discussing ongoing projects and initiatives for particular countries sent from Karaosmanoglu to AEN country Executive Directors of the Bank are also included.

Speech, presentation, statement, and interview files

This series includes records of the speeches, presentations, statements, and interviews given by Attila Karaousmangolu in the following roles: Director of Development Policy (VPD); Director of the Country Programs Department 1 of the Europe, Middle East, and North Africa Region (EM1DR); Vice-President East Asia and Pacific Region (AENVP); and Managing Director (MDS). The records include speech transcripts, presentation papers, press releases, newspaper clippings, and hand-written notes. Correspondence and memoranda are also included, and detail formal arrangements, itineraries, and responses to speeches, presentations, statements, and interviews given by Karaosmanoglu.

SASVP chronological correspondence files

This series consists of chronological correspondence from when Joseph Wood served as Vice President for the South Asia Region (SASVP). The records include incoming and outgoing correspondence and memoranda received and sent to internal World Bank units and staff, and correspondence sent to external agencies. Numerous correspondence are between Joseph Wood, Managing Director Ernest Stern, the Office of the President (EXC), and Executive Directors Board members. The chronological correspondence focus on a variety of topics, including: SAS lending; SAS workshops and training; and SAS briefing.

Reading File of Bela Balassa

This reading file covers Balassa's work as a consultant for the World Bank from September 1966 to May 1991. Bela Balassa was recruited in 1966 by Irving S. Friedman, The Economic Adviser to the President, as a consultant adviser to the Economics Department of the Bank. Balassa had recently been appointed Professor of Political Economy at The Johns Hopkins University and prior to that was on the faculty of Yale University. Balassa worked closely with Friedman and Andrew Kamarck, the Director of the Economics Department, and later with Hollis B. Chenery after he was appointed Economic Adviser to the Bank President in October 1970.

Through successive Bank reorganizations, Balassa served as a consultant policy adviser and prepared papers at the request of Operations and other Bank units, led Bank missions to developing countries, supervised research performed in Regional offices, and conducted his own research and writing. He served as a consultant in DEC at the time of his death on May 10, 1991.

During theperiod 1966-1970, the series includes Balassa's letters and Back-to-Office Reports for missions to Argentina, Korea, Taiwan, and Israel, letters sent in conjunction with the Development Strategies in Semi-Industrial Countries and Export Promotion in Developing Countries projects, and letters to outside economists invited to attend meetings at the Bank on the Structure of Protection in Developing Countries.

Letters and memoranda for the 1971-1981 period continue to document his duties as Research Adviser to the Economics Department and to the Vice President, Development Policy Hollis Chenery who was appointed the Economic Adviser to the Bank President. Balassa also consulted with Ernest Stern, Senior Adviser, Development Policy and officials of other Bank departments on policy issues and participated in economic or advisory missions. In February 1972 he was transferred to the Development Research Center. Letters and memoranda for the period afterward indicate that Belassa continued to lead or otherwise participate in missions; performed other policy advisory work for Regional Offices, other parts of the Bank, and governments of less developed countries; assisted the Research Committee (later the Research Projects Approval Committee [REPAC]) in panel review of research proposals; provided leadership to the Industrial Development and Trade Steering Group; commented on the quality and distribution of World Bank staff working papers; and conducted his own research and writing

Beginning in 1982, Balassa reported to the Vice President, Development Policy Staff (later Vice President, Economics and Research [ERS]) and to the Director of the Development Research Department. Letters and memoranda indicate his increased involvement in policy advising and operational support both to senior Bank management and Regional Offices and continued participation in missions and in the Research Committee. After the 1987 Reorganization, Balassa reported to the Vice President, Development Economics and Chief Economist (DEC). A copy of an August 4, 1987 report on World Bank Research prepared at the request of the Senior Vice President, Policy, Planning and Research is in the file. A number of letters and reports after that date and continuing through 1991 concern Balassa's review of papers in the Policy, Planning and Research (PPR, later PRE [Policy, Research, and External Affairs]) Working Papers series. Included in the PPR/PRE series were World Development Reports and other papers prepared by organizations within DECVP, IEC [International Economics Department], and CEC [Country Economics Department].

Throughout the series are copies of papers Balassa prepared at the request of the Board and Bank offices, copies of research papers and lectures prepared for Bank-IMF sponsored conferences and for meetings of international organizations, reports prepared after returning to the Bank from outside meetings on economic issues and trade policy, and letters concerning his books and other publications.

Fact Sheet, Press Release, and Other Materials Concerning the Publication of the 1996 World Debt Table Maintained by the Debt and International Finance Division (IECDF)

This series documents media coverage of the March 1996 release of the sixteenth edition of the World Debt Tables. Included are: copies of the Bank's press release and fact sheet; a transcript of remarks Michael Bruno, Chief Economist, Nawal Kamel, Chief of the Debt and International Finance Division (IECDF), and Masood Ahmed, Director of the International Economics Department, delivered at the National Press Club on March 11; copies of news clippings; and a list of questions and answers relating to the report.

Evaluation Report for SMART (Software for Market Access and Restriction to Trade) Maintained by the Chief, International Trade Division (IECIT)

This series contains a draft and the final version of the report of the joint Bank/United Nations Conference on Trade and Development (UNCTAD) project to evaluate: the development of the SMART [Software for Market Access and Restrictions to Trade] system, the dissemination activities for SMART, and the use that developing countries had made of SMART. These copies of the report were maintained by the Chief of the International Trade Division (IECIT) of the International Economics Department whose staff worked on the project. SMART was a software system to analyze trade, tariffs, and NTBs (nontariff barriers) in OECD [Organization of Economic Cooperation and Development] markets.

International Economic Analysis and Prospects Division (IECAP) Files Relating to the Long Term Surveys of Country Ecoinomics and to the Short-Term Outlook

The Long Term Surveys of Country Economists and Short-Term Outlook were products of the Global Analysis and Prospects Division (EPDGL) under the Economics and Research Staff and its successor, the International Economic Analysis and Prospects Division (IECAP). The Long Term Survey, which was prepared once a year, contained ten-year GDP projections for developing countries and provided key data for the World Development Report. Short-Term Outlook was prepared twice a year for the Executive Board.

Included for the Long Term Surveys are: the results of the second and fourth (1985 and 1987) Surveys and the Guidelines for the second and third (1985 and 1986) Surveys. The Guidelines were sent to Regional Senior Economists and Country Economists and included the Planning Assumptions Committee's projections for the global macroeconomic and financial indicators used in the survey.

The records relating to the Short Term Outlook (STO) include: a January 24, 1989 Statement by the Staff on the Short-Term Outlook which appears to been presented to the Board of Executive Directors; a copy of Stanley Fischer's March 1, 1990 statement to the Board; a summary by Arman M. J. Van Nimmen (EDINU) of the March 1, 1990 Board meeting which was devoted entirely to a discussion of the STO; and a copy of Stanley Fischer's August 2, 1990 introductory statement to the Board regarding the summer STO.

Back-to-Office Reports from Bank Liaison Officers to the Paris Club

These reports were prepared by Bank officials designated to serve as liaison officers to the Paris Club. The Paris Club refers to meetings held since 1956 that have arranged, when necessary, for the renegotiation of debt owed to official creditors or guaranteed to them. Neither the World Bank nor the IMF is a member of the Paris Club, but the IMF has played an important role in developing debt restructure packages with commercial Banks. Both the Paris Club and the commercial Banks require debt or countries to have agreed on a stabilization program with the IMF as part of the renegotiation process.

The reports for Paris Club meetings held from April 1990 to November 1991 were prepared by Per Ljung, Economic Adviser, Economic Advisory Staff (EAS) in the Office of the Senior Vice President, Operations (OPNSV). Reports were addressed to Moeen Quereshi, OPNSV. In a 6 February 1991 memo addressed to all Country Directors and Country Operations Department Chiefs, Ljung announced a change in distribution of theParis Club Back-to-Office Reports (BTOs). Previously, a BTO was distributed to a Country Director only when a country coming under that Director's purview had its debt rescheduled or was among the countries discussed during Tour d'Horizon sessions at the Paris Club Meeting. Future reports were to be distributed to all Country Departments, and separate copies were to be sent to the Director and to the Country Operations Chief. The report covering the 19 November - 22 November 1991 Paris Club meeting was prepared by Ljung and Ljung's successor, Michael Lav, Economic Adviser, EAS [Economic Advisory Staff, later Development Policy Group -DPG] under the Office of the Vice President, Development Economics and Chief Economist (DECVP).

Lav's (or his alternates') BTOs cover meetings attended from December 1991 to December 1993 and were addressed to DECVP. Most of the reports of Lav's successor, Ronald P. Brigish, who served as Operations Adviser, International Economics Department (IEC) were addressed to the Director, IEC. Brigish's reports cover Paris Club meetings attended from January 1994 to December 1995. The BTOs for the January-April 1996 meetings were prepared by Fred Kilby, Economic Adviser, and International Finance Division (IECIF) and were addressed to the Director; IECIF.

The BTOs identify the countries and subjects discussed at each meeting and decisions reached with regard to rescheduling countries' debts. Summaries (by country) of discussions at Tour d'Horizon sessions, copies of the Agreed Minute, copies of statements made at the meetings by representatives of countries requesting debt rescheduling and by various organizations represented at the meetings including the IMF, World Bank, and UNCTAD [United Nations Conference on Trade and Development], and copies of Club correspondence are parts of many of the reports. Some reports are marked Confidential. The Paris Club met monthly except during the month of August or when cancelled.

Business Plans for Fiscal Years 1991-1995 Maintained in the Policy and Review Department

These Business plans for all of the organizations comprising the Policy Research and External Affairs Complex (PRE) and the predecessor Policy, Planning and Research Complex (PPR) were maintained by Gregory Ingram, Principal Adviser, Review and Analysis Division (PRDRA), Policy and Review Department (PRD) and Ziaddin Choudhury and Zmarak Shalizi in the Program Management Unit (PRDPM) in PRD. The Business plan was a major component of Bank budget cycles and provided information from PRE that would become part of priorities and framework papers presented to the Board. The Business plan also served as the basis for PRE's next fiscal year work program and budget, described each PRE organization's plans for the following two or more fiscal years, described each organization's underlying strategy and work program, and indicated plans for special emphases and topics that cut across department and other organizational boundaries. Included in the files are draft and final Business plans, submissions from each PRE (or PPR) organization, including DEC, and background correspondence and data relating to the preparation of the plans.

Studies Generated by the Strategic Planning Division (SPRSP), Strategic Planning and Review Department

Filed in this series are copies of studies generated by consultants and staff in the Strategic Planning Division (SPRSP) of the Strategic Planning and Review Department. Filed with some of the studies are memoranda between the author and SPRSP staff or between SPRSP staff and the SPR Director. Although some of the papers were issued as PRE Working Papers and/or SPR Discussion Papers, most were not published. Of special note is the paper, Strategic Planning in the World Bank, 1987-1990, by SPR staff member Norman Hicks, which provides a history of strategic planning in the Bank and the role of SPRSP in that process and analyzes the successes and failures of SPRSP. The annex to the paper contains a list of the major products of the Strategic Planning Division, most of which are filed in this series.
