Correspondence Files of D.C. Rao, Director, International Economics Department

These files contain primarily copies of Director Rao's outgoing correspondence for the period March 1990 to April 1993. The files for the period May to November 1993 contain both Rao's incoming and outgoing correspondence. Enclosures to outgoing correspondence are generally not included. This series includes copies of Rao's correspondence while he was Acting Vice President, DEC, and the correspondence of Masood Ahmed and others who served as Acting Directors of IEC in Rao's absence. Rao did not become Director of IEC until May 1, 1990, but his March - April 1990 correspondence in this series relates entirely to IEC Business.

Memoranda and Reports Maintained by the Development Policy Group (DPG) Concerning Procedures and Schedules for Country Strategy Papers (CPSs)

The records in this series were maintained by the Development Policy Group (DPG) and its predecessor, the Economic Advisory Staff (EAS), and consist of the following seven small groupings of memoranda and reports concerning schedules and procedures for the drafting and review of Country Strategy Papers (CSPs):

Indonesia project and research reports (Bahasa)

This series contains project and research reports on Indonesia that were prepared by or for the Government of Indonesia or as part of the regular work of an Indonesian institution. A few are pre-publication versions. They were obtained by Gloria Davis as background for her work on Indonesia.

In a few cases Gloria Davis obtained part of a series of reports in English and part in Bahasa; see, for example, the Survey Agro Ekonomi where working papers 8, 9 and 11 are English and the rest of the seriesis in Bahasa. Similarly, the early monitoring reports of the Baturaja and Way Abung monitoring by Institut Pertanian Bogor are in English, but the draft final reports are in Bahasa.

Research Project Files Maintained in the Office of the Vice President, Development Policy (VPD) and the Office of the Vice President, Economics and Research (VPERS)

Most of the research projects for which there are files in this series were started in the 1970s to early and mid-1980s The remainder of the series consists of files for other research projects started in the later 1980s, as well as a smaller number of files for projects started after that time that were maintained by the Research Administrator. The series is arranged in four parts. The first three parts cover overlapping time periods from 1969 to 1995. The fourth part of the series is a research project file for the City Project or City Study (1975 - 1985).

The majority of the projects in this series fall into the categories of development policy and planning, international finance and trade, agriculture and rural development, industry, transportation, water, telecommunications, energy, urbanization and regional development, and population and human resources. Some of the projects were conducted in collaboration with bilateral aid agencies, outside research institutions, and government agencies.

The earlier projects were funded wholly or in part from the External Research budget (ERB) and the later projects by the Research Support Budget (RSB). The Development Economics Department (ECD), Development Research Center (DRC) and the Economic Analysis and Projection Department (EPD) were responsible organizations for most of the earlier projects with Sector and Regional organizations bearing responsibility for the remainder. Research project proposals for the later period were forwarded by the Development Research Department (later the Country Economics Department) or another department, a Sector, or Regional unit, or, in the case of jointly sponsored projects, by a department or Sector and a Regional unit.

A typical research file contains: the formal research proposal submitted on a standardized form and sometimes accompanied by a narrative description of the proposed research and methodology; a memorandum establishing the membership of the review panel; comments on the proposal from Regional or sector units; the report of the review panel; replies from the reviewers or from the review panel; minutes of the Research Committee meeting at which the project proposal was reviewed;a memorandum containing the Research Committee's decision for funding and the identification code (RPO number) assigned to the project; quarterly status reports submitted on forms or narrative progress reports; and an abstract of the project that was published in the World Bank Group Research Program that was first issued in August 1972.The abstract described specific objectives of the study and the research method, the organization of the project, the date when final output was expected, and the Bank staff involved in the project. Also part of the project file were Terms of Reference and Back-to-Office reports for missions connected with the project; correspondence between the project supervisors and the Research Administrator that may include requests for additional funding (which were sometimes accompanied by an additional project proposal) or for an extension of the completion date; budget tracking reports; a project completion report on a standard form; and project evaluation reports from internal and external reviewers that accompanied the final project evaluation, or a project evaluation report from an internal panel. Files for some of the earlier projects also include correspondence with evaluators of the project, comments from the evaluators, and the project manager's response to the evaluations. Occasionally, completion reports and evaluation reports for more than one project were combined and some files are without completion reports. Internal and external evaluation reports as well as REPAC evaluation panel reports are in some files. After 31 July, 1984, only projects receiving over $100,000 in RSB funds were required to be evaluated.

Some project files for the mid to late 1980s contain proposals in the form of memoranda or papers for funding from RSB small grants (usually under $20,000) for development of formal project proposals; preparation of papers for colloquia; organization of workshops, seminars or expert meetings to assist in the formulation of a formal research proposal; or for dissemination of papers or other output from previously conducted research projects. The proposals for funding from the small grants program were usually reviewed and approved by the Research Adviser (later Research Administrator). The other research files for this period for projects requiring larger amounts of funding from the RSB vary in content. All of these files contain a completed Request for Research Support Budget (RSB) funding which is often accompanied by a memorandum describing in some detail the proposed research and/or methodology. Sometimes revisions were made to the original proposal and additional request forms were completed. All of the files contain an identification or RPO number.

Among the more widely known of the early files in this series is a project file for what was in 1987 the longest running (18 years) research project in the Bank's history-Road Construction, Maintenance and Vehicle Operating Cost (also known as the Highway Design Study') (670-27). The International Comparison Project (670-68) was begun by the United Nations in 1968, was later funded as an external research project by the Bank, and was closed in December 1984. The Strategic Planning to Accommodate Rapid Growth in LDC Cities (The City Project or City Study) (671-47) project file covers the 10-year period from 1975 to 1985. In addition to the project completion report and evaluation, the file includes a November 1982 narrative report entitled The City Study: A Summary of Results and Policy Implications prepared by Gregory Ingram, Alvaro Pachon, and Jose Fernando Pineda. Another project file for the same project (RPO 671-47) contains manuscripts of some of the project papers and intermediate papers produced. According to the Project Completion Report filed by project manager Gregory Ingram, the intermediate papers were a means of compiling intermediate, mainly descriptive, results and usually resulted from the city study workshops. The project papers were usually more analytical and intended as finished results. These were intended for wide distribution and have mostly been published as World Bank Staff Working Papers or papers elsewhere in journals and books. Paper abstracts are in this series along with the manuscript of the monograph Understanding the Developing Metropolis: Lessons from the City Study of Bogota and Cali, Colombia by Rakesh Mohan, which was published in 1994 and summarized the main findings of the City Study.

Also found with the earlier files in this series is correspondence of Ernest Stern, Senior Adviser, Development Policy with the Ford Foundation, the Rockefeller Foundation, the International Development Research Center (IDRC), the U.S. Agency for International Development (AID), and other government offices following the social science research on development conference in Bellagio, Italy, 13-15 February 1974 (RPO 670-92). The correspondence primarily concerns the continuation of international collaboration for development research and planning by holding meetings (referred to as Bellagio Plus meetings) during 1974 and 1975 in the areas of employment, income distribution, rural development, population, and education. Correspondence concerning planning and outcomes of these meetings is in the files along with correspondence of Benjamin King, Research Administrator, and Orville Grimes, Secretary to the Research Committee, with IDRC concerning Bank participation in the Social Science Research (SSR) information system and with Bank officials concerning the issue of Bank participation in DEVSIS, an international information system in the field of economics and social development sponsored by IDRC, ILO, OECD, UNDP, and UNESCO.

The earlier files also include documents brought together for the World Bank's Comparative Study of Poverty (673-73), an overall study and evaluation of poverty, equity and growth in 21 developing countries during the period 1950-1985. Included are unpublished papers concerning Ghana's agricultural commodity prices, political economy, and production costs for food crops; studies of poverty, equity, and growth issues; various development plans and reports, including World Bank reports; study outlines; notes and correspondence concerning project work; and newspaper articles pertaining to Ghana. With these documents is a heavily annotated typewritten timeline of economic and political events in Ghana from 1874 to 1983 that was used in the study, a sample questionnaire, computer printouts, and related correspondence. Research papers on the Political Economy of Poverty, Equity and Growth in Brazil, Mexico, Colombia, Malawi, Hong Kong, Thailand, Sri Lanka, and Malaysia developed for the study and several comparative research papers; printouts of computer data; and a draft introduction prepared for a multi-volume publication of the research papers developed for the study are part of the files.

For the later period the series includes project files for several multi-country Comparative Studies. The Timing and Sequencing of A Trade Liberalization Policy was the first of these studies that was initiated under a Research Policy Council program in 1985. An evaluation of the Comparative Studies was summarized in the FY 93 Report on the World Bank Research Program. A small number of project files for the later period were created for administrative purposes and assigned RPO numbers.

Files are included in the series for projects that extended beyond their authorized duration and never went beyond initial planning stages and projects that were cancelled because no contract was signed or funds expended to carry out the project. The titles of some projects were changed after approval of the research proposal and a few projects were shut down and never completed because of lack of department or division sponsorship or because no work was undertaken after the project proposal was approved.

Correspondence Files of Masood Ahmed, Director, International Economics Department (IEC)

This series, which contains the incoming and outgoing correspondence of Masood Ahmed, consists of five parts.

The first set of files (7 linear feet) is correspondence for the periods December 1, 1993 - February 28, 1995 and March 16 - December 31, 1995 containing both incoming and outgoing correspondence for the periods December 1, 1993 - October 31, 1994 and August 1995. The files for November 1994 -July 1995; and September - December 1995 primarily contain only copies of outgoing correspondence. In most cases, the enclosures to outgoing mail are included.

The second part of the series (3 linear feet) is the general correspondence for August 8, 1994 and September 19, 1994 - December 30, 1995. A number of the items in these files are duplicated in the first set of correspondence described above. The correspondence is primarily with World Bank staff, and most consists of a copy of the incoming letter with Ahmed's handwritten reply. Almost all are electrostatic copies rather than the originals. The typedoutgoing copy of Ahmed's reply is not always attached but generally can be found in the first set of files.

The general external correspondence forms the third part of the series (1 linear foot) with records dating from September 1994 to December 1995 with two documents dated June 7, 1994 and August 30, 1994. These files contain Ahmed's correspondence with individuals or organizations external to the Bank or his correspondence with IEC staff that concerned issues external to the Bank. A large portion of the files consists only of electrostatic copies of the covers of non-Bank reports or publications that were sent to Ahmed and that he then forwarded to a Bank staff member or circulated to the IEC managers. Other documents in the files are memoranda from IEC staff concerning external-Bank issues; copies of Ahmed's letters sent to or received from non-Bank personnel; intra-IEC memoranda concerning attendance at a non-Bank conference or arranging for visits of non-Bank staff to IEC; Ahmed's memoranda to IEC staff regarding his meetings with non-Bank individuals; and requests for copies of IEC reports or publications. Many of the letters and memoranda are electrostatic copies rather than the originals.

The fourth group (5.42 linear feet) consists of printouts of incoming e-mail, September 11, 1994 - December 31, 1995, primarily from World Bank staff, but some e-mails are from staff of the Organization of Economic Cooperation and Development (OECD), the International Monetary Fund, and the Development Assistance Committee (DAC).

The final set (1.66 linear feet) includes printouts of outgoing e-mail, September 12, 1994 - December 27, 1995. Some printouts of incoming e-mail are filed with the related outgoing message and are duplicated in the set of incoming e-mail.

Subject Files of Masood Ahmed, Director, International Economics Department (IEC) Concerning the Development of the Poverty Reduction and Economic Management Network (PREM)

In early 1996, Masood Ahmed began a transition from the position of the Director of International Economics Department (IEC) to Vice President of the Poverty Reduction and Economic Management Network (PREM). The IEC was terminated within the DEC Vice-Presidency in July 1997, and PREM was launched in July 1997. The DEC VP oversaw much of Ahmed's transition into PREM, primarily because a large portion of IEC, its subordinate department, was absorbed by the new network, and DEC was re-organized as a result. This series consists of records from this transition period, and Ahmed's involvement in planning and implementing PREM.

The series consists of chronological files, including communications between Ahmed and the DEC Vice-President Joseph Stiglitz. The records primarily relate to: the re-organization of DEC with the closure of IEC; PREM's possible collaboration with or inclusion in DEC; updates on the planning of PREM; and what functions and actions will be mapped into potential sector departments in PREM. These records date from December 1996 to June 1997. Additional chronological files consist of correspondence and memoranda related to various discussions, topics, and meetings concerning PREM's launch, and administrative structure. Ahmed's handwritten notes are also interfiled among the chronological files. These records date from November 1996 to December 1997.

The second part of the series contains records related to PREM planning meetings and retreats. These records concern the Operations Vice Presidents (OVPs) -meetings and retreats attended by Network Heads from other newly launched networks. The OVP meetings records contain: agenda and meeting minutes; correspondence; memoranda; budgeting reports; business plan reports for each network; and network update reports for various meetings and retreats from December 1996 to August 1997. Separate subject files for the other two networks involved in the OVP meetings (Environmentally and Socially Sustainable Development Network [ESSD] and the Human DevelopmentNetwork [HDN]) are also included. Other planning materials relate to: development of sector departments and boards; development of PREM functions; short-term outputs for the PREM launch; development of PREM technical standards; budgeting for PREM; development of PREM knowledge and information infrastructure; and development of PREM evaluation and monitoring. These meeting records include agenda and meeting minutes, memoranda, correspondences, and handwritten notes. PREM produced reports, business strategy plans, and printed presentation slides are also included. These records date from January 1997 to December 1997.

The last part of this series includes records related to selection of management for PREM and mapping of staff for potential sector departments. These records consist of Ahmed's handwritten notes; potential candidate lists; background information, including CVs and biographical information; memoranda; agenda and meeting minutes from selection management meetings; and correspondence discussing candidates. Some of the records relate to the Poverty and Social Policy Department (PSP). This department briefly fell under the IEC's supervision following the closure of the Human Capital Development Vice Presidency (HCD) in December 1996. The PSP became the Poverty, Gender, and Management Units (PGP) during this short period in the first half of 1997. PGP staff was eventually mapped into the new sector departments of PREM. The PSP records discuss this staff mapping from PGP into PREM and also the absorption of past PSP functions and activities into PREM. Similarly, mapping and management selection records discuss disbursement of staff from Ahmed's own IEC, which was closed in mid-1997. PREM additionally mapped and selected candidates from other sources. Records related to the Bank Human Resources and management selection meetings discuss potential candidates and selection procedures. The mapping and management selection records are dated January 1997 to December 1997.

Files Documenting the Review Process for Country Program Papers, Country Strategy Papers, and Country Assistance Strategies in the Development Policy Group (DPG)

This series contains files documenting the drafting and review of Country Program Papers (CPPs), Country Strategy Papers (CSPs), Country Assistance Strategies (CASs) and several Country Strategy Notes (CSNs) and Country Economic Memoranda (CEMs). These files were maintained by the Development Policy Group (DPG) and by its predecessor, the Economic Advisory Staff (EAS). Both units were responsible for shepherding CSPs etc. through the review process.

The small number of items dated prior to the 1987 Reorganization and the establishment of EAS are primarily only copies of Country Program Papers, Special Country Program Papers (SCPPs), or Country Program Notes (CPN) and copies of Postscripts of Operations Policy Subcommittee reviews of CPPs; there are very few memoranda discussing drafts or commenting on the CPP/CPN content. The document copies were forwarded to the Vice President for Development Policy (VPD) and to units within VPD: the Policy Planning and Program Review Department (DPP) and the Program Review Division (PPPR); to the Economics and Research Staff (ERS); and to the Country Policy Department (CPD) in the Operations Policy Complex (OPS).

The more complete files in this series cover the period from 1987 to 1994 and contain records documenting the entire CSP/CAS drafting and review process and the input of EAS/DEC staff into that review process: a draft Initiating Memorandum (IM) or brief prepared by Regional staff and comments on the draft IM from units throughout the Bank; a summary of the meeting in which the draft IM was discussed; a working level draft CSP developed by Regional staff and comments on the draft and minutes of the review meeting at which the draft was discussed; the agenda and minutes of the Regional VP (Loan Committee) review meeting; a revised draft CSP incorporating changes agreed upon in the Regional VP review; the Operations Committee review draft of the CSP with comments on the draft from Regional staff and staff in EAS/DPG/DECVP; an agenda with background information prepared by EAS for the Operations Committee (OC) meeting to discuss the draft CSP; comments forwarded to EAS/DPG on the draft Operation Committee minutes and on the draft CSP; an Operations Committee Postscript written by EAS to incorporate decisions made in the OC meeting and comments received from all units following the OC meeting; the President's Review draft of the CSP or CAS and related comments from Bank units; minutes of President's Review meeting; the President's comments on the CSP following the President's Review meeting; handwritten notes taken by EAS/DPG staff and by the Chief Economist (DECVP) at the various review meetings; news notices and magazine articles (primarily from The Economist, Financial Times, and Far Eastern Economic Review) regarding the country that was the subject of the CSP; internal EAS, DPG, and DECVP memoranda discussing the various drafts and/or commenting on the various review meetings; comments on the CSP/CAS from staff within DEC units, especially the Policy Research Department (PRD), the Research Advisory Staff (RAD), and the International Economics Department (IEC); and correspondence between EAS/DPG staff and Regional staff during the entire drafting and review process. In some cases, the DPG representative who attended the Regional Loan Committee meeting wrote his own post-meeting review to the files. The file on South Africa is an aberration; it contain nothing but news updates on the political situation in South Africa from 1992 to 1994 and one summary of discussionsof the situation in South Africa at a December 9, 1993, meeting of the Executive Directors.

Indonesia transmigration program subject file

The first Indonesian transmigration program that the World Bank financed (Transmigration I) involved the areas of Baturaja and Way Abung. Transmigration II involved the areas of Rimbo Bujang, Alai Hilir, and Singkut along the trans-Sumtra highway in Jambi province. The files in this series are primarily on those locations, with additional files on topics such as cassava and land tenure. Davis incorporated in the files documents from her previous work on Indonesia, such as a bibliography from 1972, and writings from other Indonesia specialists that she used. The files Baturaja - Way Abung Computer Analysis and Notes include notes that Davis made in 1976.

Some interview notes are included, as are maps, documents from the Government of Indonesia, reports from consultants, and a draft of Beyond Subsistence: A Report on the Agricultural Economies of Way Abung and Baturaja, a study prepared by Davis. The Way Abung file includes summaries based on a brief survey of 240 informants in 12 WA villages and supplementary material from a report from IPB Bogor based on interviews with 90 migrant families. A survey was conducted in the Rimbobujang area, and the files contain information, data, and analysis from that survey.

While most of the files relate to the geographic areas included in the transmigration program review that was conducted between 1979 and 1981, the series also includes a file on a review of the North Sumatra smallholder development project. At the end of the series is a file containing progress reports 3 through 10 on the South Sumatra and Lampung Transmigration and Rural Development Project, prepared for the Government of Indonesia by its consultants.

The files are useful for an historical perspective on the villages and areas where transmigration occurred.

Personal file

The series appears to have been established by Davis when she began work at the World Bank, although it incorporates two papers that she wrote before coming to the Bank. Each file is titled with her name, the subject of the document it contains and usually a date. A file of drafts, primarily of papers Davis wrote in the 1970s, was added to the subject files.

Most of these items are memos or reports written by Davis during her first years at the Bank. They all concern Indonesia, and in them Davis' voiceand opinions are clearly expressed. Particularly interesting are notes she wrote following a visit to Saimen in August 1978, reporting on what residents told her about the Kali Tapan demonstration project.

Indonesia maps and charts

This series principally contains maps, but it also includes some oversize organization charts and schematic drawings. Approximately half are commercial maps of Indonesia, the remainder are maps created for projects funded by the Bank. Some project maps are hand colored or annotated.

The maps are extremely useful for studying the Bank funded transmigration projects, particularly the surveys undertaken in 1978 and 1979.

Sub-Saharan Africa Hydrological Assessment records

Series consists of records related to the Sub-Saharan Africa Hydrological Assessment (SSAHA) project. The SSAHA was a United Nations Development Programme project (UNDP, Project # RAF/87/030). However, the World Bank served as the primary implementer of the project. The World Bank also helped finance the project, along with the UNDP, the African Development Bank (ADB), the French Ministry of Cooperation, and the European Community (EC).

The SSAHA was developed in response to requests from African governments to review the hydrological services in Sub-Saharan Africa. Its aim was to assist sub-Saharan countries in the creation and/or improvement of a sound hydrometric base for the purposes of planning and evaluating water resources development programs and projects. The project would evaluate the status of all existing water resource data and information and make recommendations for the filling of important gaps and for the general enhancement of the capability to measure, retrieve, process and publish hydrological data and information (Sub-Saharan Africa Hydrological Assessment Project Document; c. December, 1986; File #30187398). The project involved: preparing inventories of the present status of data collections, processing and publication including the listing of bibliographies; identifying the more important gaps that exist in present programs; and making recommendations on priority programs to fill the gaps including institutional and training aspects.

The SSAHA project was prepared by the World Bank in1986-1987 in consultation with the UNDP, the United Nations Department of Technical Co-Operation for Development (UNDTCD, later the United Nations Department of Economic and Social Development [UNDESD]), the World Meteorological Organization (WMO), regional African agencies, and African national governments. The UNDP approved the project in June, 1987 and the World Bank signed the Project Document as Executing Agency in the same month. The project became effective in September, 1987. A Steering Committee comprised of donor agencies, regional agencies, country representatives, WMO and UNESCO was established at this time. The UNDP chaired the Committee with the World Bank and ADB serving as co-chairs. It began to meet twice annually (or when convened by the Chairman) in November, 1987, to assist in the supervision of the project, to redirect approaches as needed, and to evaluate the project results.

Within the World Bank, the Agriculture and Rural Development Department's Production and Services Division (AGRPS) was designated the executing unit. Ulrich Kuffner served as task manager from 1987 until January 1, 1992 when Geoffrey Matthews, Agriculture and Rural Development Department, Technology and Natural Resources (AGRTN), replaced him. Torbjorn Damhaug of the African Regional Office, Environmentally Sustainable Division (AFTES), was made a co-task manager in 1994 or earlier. A Project Management Committee (PMC) was established in 1987 to serve as a liaison between the Agriculture and Rural Development Department (AGR) and the African Regional Office (AGR).

Series contains records created and received by the AGRPS that relate to SSAHA project planning, financing, execution, oversight, and evaluation. The majority of the records are organized into numbered volumes according to: consultant firm; African region; project organizer and/or financer; Steering Committee meeting; and general correspondence files.

Records relating to Regional African Agencies are numerous and contain correspondence between the Bank andthe Agencies' representatives. Folders are labeled according to region: South African Development Coordination Conference (SADCC, in 1992 renamed the South African Development Community [SADC]), and the International Authority on Drought and Development (IGADD, in 1996 renamed the Intergovernmental Authority on Development [IGAD]), as well as Madagascar, which is not included in one of the aforementioned Regions. Records relate to: project planning and negotiation; consultants' reports; planning of meetings and workshops; and coordinating with consultants. Records contain: drafts of consultants' reports and Regions' comments; back-to-office reports; Terms of Reference; consultants' proposals and contracts; and aide memoires.

Records also contain correspondence with consultants who have been awarded a contract. Records relate to: payment; revisions to Terms of Reference or payment; negotiation of completion and reporting dates; publishing; and coordination of consultants with Regions and countries.

The series also contains multiple volumes labeled General Correspondence. These records include correspondence with Regional African Agencies as described earlier. Correspondence with consultants is also included, although the majority of this material was created before contracts were awarded and thus contain Terms of Reference, proposals, minutes of negotiations, and related records. General correspondence files also contain correspondence with: the Bank's country and regional offices; country officials and representatives; participating agencies (UNDP, WMO, EC, ADB, etc.); and short-term consultants. Records relate to: project planning; meetings; training exercises; workshops; project coordination and logistics; contracts; financial issues; Bank staff reporting; evaluation of consultants' reports; project funding; and project research and planning.

The series contains folders for each of the eight Steering Committee meetings held between November, 1987 and July, 1996. Records relate to meeting planning and coordination and the invitation of participants. Records include: agendas; minutes; list of participants; preparatory materials (i.e. reports); and back-to-office reports by meeting attendees. A lesser amount of records relating to the World Bank's Project Management Committee meetings are also included; records are of similar type to those previously described.

Separate folders for correspondence with WMO, UNESCO, and the Comite Interafricain d'Etudes Hydrauliques (CIEF) are also contained in this series.

Budget files containing reports, budgets, copies of contracts, revisions, and disbursement records are also included.

The series also contains numerous folders labeled General Files. Records include: reports and articles used as background or research; reviews of the SSAHA project written by Bank staff or consultants; copies of contracts with consultants; correspondence with consultants; budget and financing summaries; consultant negotiation materials; cost estimates; drafts of SSAHA pamphlets; correspondence related to meetings; comments on consultants' reports from Bank staff and external; Project Performance Evaluation Reports (PPER) for RAF/87/030 (1992 and 1994); correspondence between AGR staff related to project planning and development; multiple drafts of the original SSAHA Project Document; final versions of the original SSAHA Project Document; copy of signed WB/UNDP SSAHA agreement; meeting notes; progress reports of consultants; recommendations for future action; World Hydrological Cycle Observing System (WHYCOS) project document and supporting materials, including materials related to its regional components; files on individual and short-term consultants; records related to SSAHA hydrological workshop (1994); copies of booklet, Sub-Saharan Africa Hydrological Assessment (1993); text of the SSAHA Program Completion Brochure (1996); and a paper by Geoffrey J. Indonesia projects file

In addition to the large program review of the Indonesia transmigration projects and the later review of the entire transmigration sector, Gloria Davis was involved with or closely followed other projects in Indonesia. This series consists of files on the Second Swamp Reclamation project, a Transmigration Income Survey project, the UN Development Program's Bank-funded Transmigration Management and Monitoring Service Project, and UN Food and Agriculture Organization/World Food Program projects. The files include correspondence, reports, survey forms, drafts, copies of contracts, and work plans.

The three files on the UNDP program are helpful to understand the background of the monitoring service. By 1979 the Bank and other funders were concerned that the transmigration project had grown beyond the capacities of the Government of Indonesia's current management structure. The Bank agreed that the Government could use $2 million of the funds already lent to the Government to establish a monitoring project; UNDP provided a grant of $1.5 million; and the Government of Indonesia made a contribution, all of which funds would be administered by UNDP which would contract with a management firm to provide assistance to the Junior Minister of Transmigration to improve the management of the overall transmigration program and to assist in establishing procedures and training for the staff and establish a system for monitoring and evaluating the development of and benefits of the Transmigration II project. In 1980 the firm of Resources Management, International, was awarded the contract. Gloria Davis was involved in the negotiations for the monitoring program, and reports on the program are found in her file of project and research reports and other correspondence on the monitoring project is found in the correspondence file.

Records of sub-committees, task forces, and working groups

During its first years, the Development Committee created subordinate bodies to help manage the Committee itself (the Sub-committee on Administration) and to investigate issues and propose positions (task forces and working groups). In 1979 the Committee decide to abolish working groups, but task forces with a specific limited task and duration might still be established. Thereafter the Committee created task forces rarely, choosing instead to handle most matters within the Secretariat and the Committee.

An ad hoc working group on administration was established by the Committee chairman and met in Paris on 9 June 1975, to discuss the budget and organization of the Committee. This working group recommended the establishment of a sub-committee of the Development Committee, to be designated the Sub-committee on Administration, to consist of ten members to review the budget (see numbered Committee document DC/75-17). Although the sub-committee was intended to be a continuing body, it failed to gain acceptance and was terminated in 1978.

The Development Committee created task forces on private foreign investment (1979-1980), non-concessional flows (1980-1982), and concessional flows (1982-1985) and working groups on access to capital markets (1975-1978) and on development finance and policy (1977-1979). These bodies commissioned papers, held meetings and consultations, and prepared proposals for the Development Committee. The papers and proposals, prepared as numbered documents, provide important overviews of world economic mechanisms as of the beginning of the fourth quarter of the twentieth century. Of particular interest are records of a seminar held by the Working Group on access to capital markets in October of 1978. The seminar brought together representatives of developing countries and market operators and institutional investors, and the report of proceedings shows the divergent points of view current at that time.

Administrative files

The series consists of subject files covering the operations of the Committee on a day-to-day basis. These include records of meetings of the Committee President with various members, with the President of the Bank and the Managing Director of the International Monetary Fund (the three together are known as the Troika), and with the Intergovernmental Group of Twenty-Four on International Monetary Affairs. There are records of administrative matters such as governance and membership, budgets, work programs,and correspondence with other multi-lateral international development agencies. Other files contain information on topics of interest to the Committee, such as health, environment, and debt issues, while still others are speeches, general correspondence, and the publication of a pamphlet for the tenth anniversary of the Committee.

When this series was in active use, it was the heart of the Development Committee secretariat operations, according to former Executive Secretary Peter Mountfield. It is an essential resource for understanding the scope and operations of the Development Committee during its first two decades.

EDI Task Force Secretary's records

This series consists of records related to the research and consultation undertaken by the task force. This includes the reports on consultations; some items relating to EDI and its programs that pre-date the task force (includinga copy of the Bank's 1976 EDI/20 : Memoir of a Fellowship); memoranda to and from the task force members; interim reprots; drafts; and a copy of the final report to the Board.

Central files

This series is the key record of the first fifteen years of the history of CGIAR. All of the efforts to create the organization are documented, as are the general meetings held once or twice a year, the CGIAR staff liaison with the members and donors, the work of the Technical Advisory Committee (as the Science Council was called during those years), and the periodic reviews of the CGIAR program.

Other important records in the series are those in file category G, records of the international agricultural research centers. A set of files exists for each center, containing correspondence with and about the center, records of periodic reviews, appointments, projects and work plans, budgets and financing, and publications. These are an excellent source for the history of agricultural research and the choices made to support or not support a particular research emphasis. Files also exist on associated centers and programs that were not part of the core institutions supported by CGIAR. These files are not as extensive as those relating to the CGIAR centers, but they contain useful information on institutions such as the International Soybean Resource Base (INTSOY) and the International Agricultural Development Services (IADS).

Also included in the series are speeches, addresses and outgoing memos and letters of S. Shahid Husain as Chairman of CGIAR, 1984 - 1987.

Committee of Center Board Chairpersons (CBC) meeting files

The series primarily consists of CBC meeting agendas, minutes, and supporting materials for meetings held between 1987 and 1991. Included with the materials for the CBC meeting held on October 25 and 26, 1990, is an attachment entitled CBC Corporate Memory which includes a summary of CBC meetings and meeting activities, subjects, and decisions for meetings held between 1985 and 1990.

The series also contains records related to Board surveys conducted by two of the International Agricultural Research Centers (IARC) represented on the CDC: the International Institute of Tropical Agriculture (IITA) and the International Livestock Centre for Africa (ILCA). A small amount of other informational material is also included.

Subject Files of the Forestry Program

This series consists of the alphabetical subject files of the forestry program. The records include memoranda, correspondence, reports, policy papers, and drafts of papers and book chapters. The principal focus of the files is the development of the World Bank's forest policy paper of 1991, including a series of background reports commissioned from world forestry experts during 1990.

The records also contain files on the Tropical Forest Action Plan, a program sponsored jointly by the Bank and the Food and Agriculture Organization, the United Nations Development Program, and the World Resources Institute, including records that reflect the establishment of the Bank's policy on the Plan. Files on forestry projects throughout the world between 1991 and 1993 include correspondence, mission reports, sometimes project supervision and completion reports, and publications. A few files on the International Board for Plant Genetic Resources, although labeled Weekly staff bulletin, actually contain useful reports,background papers, and handbooks on the operation of the Board.

The records are unusually complete, and it is possible to trace the development of the 1991 forest policy paper in its entirety. The paper itself is published, but these files provide important background content and context for research on forestry policy.

Publications of international agricultural research centers

This series contains publications acquired from international agricultural research centers for the CGIAR CD-ROM publication project Compact International Agricultural Research Library - Basic Retrospective Set (CIARL - BRS). A few publications from the Rockefeller and Ford Foundations, which provide important support for the centers, also are included. Not all of the publications in this series ultimately were reproduced on the CD-ROM.

The purpose of the CD-ROM publication was to provide a resource on agriculture for developing countries. CGIAR solicited the publications from the research centers, the centers made the first selection on relevance to the purpose of the publication, and the CGIAR project staff made the final determinations.

The publications selected include guidelines, instructional manuals, studies, handbook, directories, monographs, annual reports, and proceedings of internal symposia and workshops, among others. Duplicate copies of some of these publications are found in the CGIAR Central Files, particularly in file categories G and H. The publications reflect the state-of-the art of agricultural research at the time they were published. Taken together with the Central Files, they illuminate the research emphases of the centers, showing changing attitudes toward, for example, environmental issues, small farmers, and various species of plants and animals. The series as a whole provides a worldwide overview of agricultural research.

Center Directors Committee (CDC) meeting and informational files

The series consists of records that evidence the relationship between the CGIAR Secretariat and the International Agricultural Research Centers' (IARC) Directors and the Center Directors Committee (CDC). The majority of the records in the series are informational reports and other materials forwarded, most commonly, by the CGIAR Executive Secretary to CDC members. These records include topical reports, CGIAR-authored reports, CGIAR-related external publications, and CGIAR project and initiative updates. Some records also relate to the recruitment of new CGIAR members/donors. Series also consist of reports authored by the CDC or CDC members as well as a small amount of CDC meeting agendas and minutes.

CGIAR's International Agricultural Research Centers (IARC) general files

The series consists of records created and received by the CGIAR Secretariat as a result of its ongoing relationship with the International Agricultural Research Centers (IARC). The series contains records relating to three of the IARCs: the International Livestock Centre for Africa (ILCA), the International Laboratory for Research on Animal Diseases (ILRAD), and the International Network for the Improvement of Banana and Plantain (INIBAP). These IARCs no longer exist; in 1994, INIBAP was absorbed into theInternational Plant Genetic Resources Institute (IPGRI, renamed Bioversity International in 2006) and, in the same year, the ILAC and ILRAD merged and formed the International Livestock Research Institute (ILRI).

Records related to the ILRAD include: correspondence between the CGIAR Chairman and ILRAD; schedule of the Chairman's visit to ILRAD and other IARCs; position search and announcements; ILRAD Board of Directors annual meeting agenda (1989); correspondence and announcements concerning funding disbursements; external reviews; survey of ILRAD board members; Director General's report to the ILRAD Board of Directors (1990); and other materials.

Records related to ILCA include: correspondence between the CGIAR Chairman and ILCA; schedule of the Chairman's visit to ILCA and other IARCs; ILCA newsletters; ILCA Board of Trustees meeting minutes; ILCA Board orientation program materials; correspondence and announcements concerning funding disbursements; external reviews; ILCA board member surveys; an ILCA-authored paper entitled Management Information Requirements at ILCA: A Discussion Paper (1987); annual meeting and other committee meeting minutes; and other materials.

Records related to INIBAP include: correspondence between the CGIAR Chairman and INIBAP; INIBAP strategy document (1991); International Musa Testing Program materials; collaborative research agreements; INIBAP workshop materials; program committee reports; position search and announcements; INIBAP program surveys; Board of Trustees meeting minutes; Donor Support Group meeting minutes and supporting materials; budget proposal (1992); an initial offer of support by the CGIAR Chairman to INIBAP (21 November, 1990) and related materials; external reviews; and other materials. Records related to INIBAP's absorption into INGRI are also contained in this series. These include: records from the 1993 meeting in which the incorporation of INIBAP and INGRI was discussed and the Memorandum of Understanding between INIBAP and INGRI.

Chronological Correspondence

Throughout his career, Diamond kept a personal file in chronological order.

Although the records are found in one long chronological series, several distinct parts exist. The earliest file, dating from 1955 to 1958, primarily contains outgoing messages and personal items on finances, travel arrangements, and publications. It includes information on EDI courses; Diamond's letters to Bank officials during his missions in Ethiopia, Greece, Turkey, and Tunisia; a letter to Newton Parker, March 24, 1958, onthe roles of economic institutions in Honduras; and a memo to S.R. Cope of April 1, 1958, reporting on Davidson Sommers's meeting with a Yugoslav representative on future loans to Yugoslavia.

Records also relate to Diamond's work in India as an advisor to the Industrial Credit and Investment Corporation of India (ICICI). The files between 1958 and 1960 provide a view of the early organization of the ICICI and the establishment of its policies. Items include incoming and outgoing correspondence; meetingnotes; reports; clippings; and personal correspondence. Correspondents include Eugene Black and George D. Woods; ICICI officials; Indian government officials and industrialists; the IBRD resident representatives in India and Pakistan; and various World Bank staff members. Some correspondence discusses the establishment of the Pakistan Industrial Credit and Investment Corporation Limited and developments in Ethiopia.

Overall, the bulk of this series relates to Diamond's assignments at the Bank between 1962 and 1978. For the first eight years, the files contain primarily copies of Diamond's outgoing messages; thereafter the files increasingly include copies of incoming records, such as reports from the field and copies of records sent to him while he was on mission travel. The files from the IFC period contain many records about the development banks in South Asia and North Africa. When Diamond was a Director of country programs in the South Asia Regional Vice-Presidency, the files include records related to the Tarbela Dam project and the efforts to assist Bangladesh. Note that the records in these files are largely duplicates of those in the official files of the Bank, but their chronological arrangement allows the user to see the variety of issues that Diamond was handling and to trace the evolution of Diamond's and the Bank's responses to events.

The final part of the series contains records relating to Diamond's work as a consultant to IFC between 1980 and 1990. The earliest records relate to IFC's role in the work of the Societe Internationale Financiere pour les Investissements et le Developpement en Afrique (SIFIDA), but most of the records relate to the Banco Portugues de Investimento SA (BPI). In 1978 a group of Portuguese industrialists created an "Executive Group" to develop a private financial institution to promote private economic development. They sought the involvement of the IFC, and the IFC engaged Diamond as its consultant on the BPI.

Copies of Articles, Lectures, and Speeches Authored by Anne O. Kreuger

This series contains copies of 30 articles, lectures, and speeches authored by Anne O. Kreuger, Vice President, Economics and Research (VPERS). In some cases, the title page indicates at which conference or seminar the paper was delivered or in which periodical it was to be published.

Minutes, Agenda, and Other Records of the Research Policy Council (RPC) and the Bank Research Advisory Group (BRAG)

This series contains the minutes, agenda, and other records of the Research Policy Council (RPC) and the Bank Research Advisory Group (BRAG). Based on the recommendations in a report on the management of Bank research which was produced by a study team under the auspices of the Organization Planning Department (OPD), President A. W. Clausen established the RPC on August 2, 1983 to provide overall leadership in the guidance, coordination and evaluation of all Bank research. Anne Krueger, Vice President, Economics and Research Staff (VPERS), served as chairperson. The RPC records in this series consist primarily of agenda and minutes of meetings, August 1983 - February 1987. Filed with some of the agenda are copies of the issues papers to be discussed at the meetings. Included with the records are: a small file of May 1987 intra-Bank memoranda regarding the Internal Audit Department's proposed review of the comparative studies program, and memoranda and issuances, August 1983 - October 1985, outlining the role of the RPC and how it changed the role of the Research Committee. There is also a copy of the minutes of the first meeting (November 19, 1987) of the Research and Publications Policy Council (RPPC) which replaced the RPC.

The Bank Research Advisory Group (BRAG) was established by the RPC to advise it on a wide range of Bank views on research issues of interest to the Council and to assist the RPC in formulating institutionally relevant research priorities. Anne Krueger (VPERS) chaired BRAG and appointed its members after consultation with the RPC. The BRAG had a membership of 20 senior Bank staff chosen so as to ensure a wide representation of perspectives. The Secretary of the RPC was also an ex-officio member of BRAG. The BRAG records in this series consist of: lists of the BRAG members; Anne Krueger's correspondence with members, February-August 1984; copies of key documents establishing BRAG and outlining its duties; and agenda and minutes of the two BRAG meetings, April 12, 1984 and October 4, 1984. Filed with the agenda are copies of documents to be discussed at the meetings, including a copy of the October 1984 report on dissemination of the Bank's research output that was prepared by a BRAG subcommittee, chaired by C. Michalopoulos.

Correspondence Concerning the World Bank's Research Program

This series contains primarily letters and memoranda sent and received by the staff of the Vice President, Development Policy (VPD) and by members of the Development Policy Staff and departments. The series consists of two parts: general correspondence and correspondence concerning research on specific subjects (sectors). Much of the general correspondence is from the secretary of the Research Committee (RC) forwarding to committee members meeting agenda, packets of materials to be reviewed in meetings, and minutes of meetings; establishing informal review panels to evaluate research proposals; requesting or commenting on project narratives, status reports, project abstracts, or completion reports from project managers; responding to requests for research funds from non-Bank economists; and transmitting ideas for the World Development Report (WDR) to the WDR staff.

Other correspondence includes letters from VPD Chenery inviting Bank staff to be members of the Research Committee; memoranda from the chairsof review panels reporting the results of the panels' reviews; memoranda from the RC secretary and from other VPD staff outlining procedures for submission and review of research proposals and explaining why a research proposal was not approved by the RC or what changes were required before approval would be granted; letters from Regional economists or from sector staff transmitting research proposals to the RC; and memoranda from the Director, Development Policy, responding to questions from the Executive Directors regarding the Bank's research program. Beginning in May 1978, much of the correspondence consists of copies of letters sent by President McNamara and by VPD staff to members of the General Research Advisory Panel and the Special Research Advisory Panels. Also included is correspondence regarding implementation of the Panels' recommendations. At the end of the general correspondence, there is a folder containing copies of the FY 1977 annual report: World Bank Research Program, January 23, 1978, and a June 19, 1979 Updating Report on the World Bank Research Program.

The second part of the series, which primarily concerns sector research, includes comments on research proposals, review panels' decisions on proposals, Back-to-Office reports from research-related missions, and correspondence responding to GRAP recommendations for research in a sector.

Records of the General Research Advisory Panel and the Special Research Advisory Panels

This series contains the records of the General Research Advisory Panel (GRAP), reports of most of the Special Research Advisory Panels, and detailed records of two of the Special Panels: the Research Advisory Panel on Industrial Development and Trade (ID and T) and the Research Advisory Panel on Income Distribution and Employment (RAPIDE). The GRAP was a panel of outside experts chaired by Sir Arthur Lewis and established by the Bank in 1978 to review the entire research program of the Bank. GRAP was assisted in its work by eight Special Research Advisory Panels which examined and made recommendations on Bank research in specific sectors: Agriculture and Rural Development; Industrial Development and Trade; Commodities; Energy, Water and Telecommunications; Transport; Income Distribution and Employment; Education; and Population. For administrative purposes, the panels were assigned to the Office of the Vice President, Development Policy (VPD), and Suman Bery in VPD served as secretary.

The GRAP records include: biographical notes on and Terms of Reference for panel members; a letter of appointment for each panel member; extensive background documents on the World Bank, the World Bank research program, and the Research Committee; lists of assignments for individual panel members; schedules for the October 26 - 28, 1978, March 5 - 7, 1979, and June 6 - 8, 1979 meetings and handwritten notes from the October and June meetings; various drafts of the panel's report and comments on the drafts from Bank staff; drafts and the final printed copy of President McNamara's November 6, 1979 memorandum to the Executive Directors regarding the GRAP report; the final printed GRAP report dated August 13, 1979 (R79-221); a Summary of Discussion at the Meeting of Executive Directors of the Bank and IDA, December 4, 1979 at which the GRAP report was discussed; memoranda to VPD Chenery regarding the responses of individual Executive Directors to the GRAP report and to President McNamara's memorandum on the report; and Bank staff memoranda regarding the GRAP recommendation for a Research Subsidiary in the Bank. Also included are 1979 - 1980 Bank memoranda regarding: planned follow-up to the GRAP report; funding and guidelines for research; and the Development Policy Staff (DPS) work program and budget for FY 81.

The records of the Research Advisory Panel on Income Distribution and Employment (RAPIDE) include: biographical notes on and Terms of Reference for panel members; individual panel members' letter of appointment and correspondence with other panel members and with Michael Beenstock in the Policy Planning Division who served as coordinator for RAPIDE; copies of Bank documents Beenstock provided the panel members as background material, including a number of memoranda concerning the Bank's research on Income Distribution and Employment; a list of specific assignments for individual members; the schedule for the panel meeting held October 10 - 12, 1977; correspondence with the chair of GRAP regarding the work of the RAPIDE members; various drafts of portions of the panel's report; a copy of the final draft, dated April 10, 1978; and comments from Bank staff on that draft.

The records of the Research Advisory Panel on Industrial Development and Trade (ID and T) include: biographical notes on and Terms of Reference for panel members; letters of appointment; background materials including memoranda and reports from Bank staff regarding research on industry and trade; schedules for the July 17 - 1, 1978, October 10 - 12, 1978, November 30 - December 2, 1978, and February 8 - 9, 1979 meetings and handwritten notes from the July and October meetings; various drafts of the panel's report and comments on the drafts from Bank staff; and copies of first and second Interim Reports of the Industry and Trade Research Steering Committee.

Included in this series are draft final reports for all the special panels except the ones on Population and on Education which are filed separately in (see folder numbers 30135058 and 30135060). Also included are copies of the Terms of Reference and the background reports for the Panel on Energy, Water and Telecommunications and a July 13, 1978 memorandum outlining plans for future work for the Panel on Transport.

Commodity Files of the Director, Development Policy

These files were compiled by the Senior Adviser whose title became in April 1974 Director, Development Policy. That position was held by Ernest Stern from 1972 to September 1975 and by Attila Karaosmanoglu from October 1975 to June 1979. The files include correspondence, reports, studies, publications and policy papers regarding commodities and Bank policy towards specific commodities. Topics covered include Bank policy for financing the production of a specific commodity, Bank policy on publication of information on commodities, commodity price forecasts and stabilization, and analysis of world production and demand for a commodity.

Policy Review Committee Files of the Director, Development Policy

These Policy Review Committee (PRC) records were maintained by the Senior Adviser whose title became in April 1974 Director, Development Policy, positions held by Ernest Stern from 1971 to September 1975; by Attila Karaosmanoglu from October 1975 to June 1979; and by E. Bevin Waide from July 1979 to 1982. A file typically contains a copy of a policy document or issues paper; minutes of the PRC staff review meeting and/or the PRC meeting at which the paper was discussed; and often background materials documenting the development of a policy paper before it reached the PRC including: comments on the draft paper from Development Policy staff and staff throughout the Bank, copies of memoranda between the Director, Development Policy and President McNamara and VPD Chenery, intra Development Policy Staff correspondence, and copies of Back-to-Office Reports forwarded to Stern or Karaosmanoglu.

Governance, management and oversight

Series contains records of the Industry and Energy Office of the Director (IENDR), its predecessors, and divisions that relate to planning, organizing, and directing subordinate units as well as developing business plans, work programs, and budgets. Most records were maintained by Director Richard Stern, Senior Adviser Dennis Anderson, and Division Chief Afsaneh Mashayekhi. The series also contains the chronological and subject files of Assistant Director Efrain Friedmann that represent the department's energy sector work in the early 1970s as well as subject files of the mining units under IEN and later, the joint Bank/International Finance Corporation (IFC) Oil, Gas, Mining and Chemicals Department (COC).

Strategic planning, business development, and management

Records in the series document changes in divisional structure, reporting lines, resources, and activities of the responsible units. Individual subject files relate to IEN reorganization (1993 - 1997), energy practice management (1993 - 1996), and others.

Specific types of records include internal memoranda, All-in-1 message hard copies, organizational charts, vision and mission statements, budget sheets, reports regarding IEN departmental structure, IEN background and staff profiles, job descriptions, functional descriptions (outlining organization, functional areas, reporting, division management) and reports on activities of the Oil and Gas Division (IENOG).

Another set of records (1990 - 1997) relate to the department's midyear review,retrospective review, portfolio management, business plan and budget, and preparation of the Annual Report on Portfolio Performance (ARPP). Record types include: copies of ARPP by the Operations Evaluation Department (OED); minutes of review meetings; drafts and final text of IEN divisions; and portfolio improvement program review reports by the Quality Assurance Group (EXCQA) unit.

Two correspondence files containing incoming and outgoing memoranda with FPDVP (1992 - 1997) cover the period when Richard D. Stern was ESMAP Manager (ESMMR), then IEN director. Some memos are in the form of briefing notes and background for meetings and discuss department activities, papers produced, reorganizations, ESMAP products, and private sector investment in infrastructure projects. Also in the files are sector papers on topics including industrial restructuring, and a comparative survey of public and private ownership of gas companies.

There are also files maintained by IEN divisions and predecessors regarding the organization and activities of divisions carrying out United Nations Development Programme / World Bank Group Energy Sector Management Assistance Program (ESMAP). Included are: files related to ESMAP operations (1989 - 1993); Office of the ESMAP Manager (ESMMR, in existence from 1991 - 1992); ESMAP reorganization (1990 - 1992); ESMAP activities and schedules (1990 - 1991); and ESMAP procedures and guidelines for operations coordination (1991, 1993). General files (1986 - 1995) contain mostly internal memoranda and accompanying reports that cover a variety of topics such as meeting summaries, ESMAP operations, knowledge and learning events, sector work program, division status reports, recruitment, reporting to vice presidencies, and general administrative information such as for cross support activities.

Other files relate to industry and mining budgeting, work programs, and business planning (1994 - 2005), the latter maintained by unit staff of the Mining Department (CMN) and successor Oil, Gas, Mining and Chemical Department (COC) senior staff including Division Chief, later Manager Peter van der Veen. Also included is a briefing book prepared for IFC Vice President Peter L. Woicke related to a 2003 visit to Bolivia.

Operational support oversight

A smaller volume of files titled "cross support" created by IENDR (1992 - 1996) contain mostly internal memoranda between Director Stern, IEN divisions, Finance and Private Sector Development Vice Presidency (FPDVP), and regional units concerning projects and support to the regions in terms of delivery plans, allocation of tasks, and enhancing collaboration. Some memoranda also provide information about regional unit reorganizations, trust fund management issues, and network performance measures. Filed with the correspondence are back-to-office reports (BTORs), meeting minutes, data tables, and other records.

Another set of records document communications between Director Stern, IEN units, and Bank senior management regarding certain Bank projects (1980 - 1997), such as the Arun Hydroelectric Power Project in Nepal. Files include correspondence, draft discussion papers, external press articles, President's Memorandum, project documents (staff appraisal report, project agreement etc.), and other material.

Several files related to general energy and environmental sector work contain correspondence and other records (1994 - 1996) maintained by Senior Adviser Anderson (IENDR). Included are invitations and follow ups to meetings, events, publications and reviews written by Anderson, communication about the Bank's energy work, current and potential studies, comments on internal or external papers and reports, and other matters.

Efrain Friedmann chronological and subject files

The series contains records created and received by Efrain Friedmann during the period 1972 to 1980 when he held the following positions: energy specialist, then energy adviser in Public Utilities Department Director's Office (PBPDR, 1972 - 1977, later Energy, Water, Telecommunications Department [EWT]); assistant director, Energy and Fuels (EWTDR, 1977 - 1979); and senior adviser in the Energy Policy Advisory Staff (EGYEP, 1979 - 1980).

Chronological files span the periods from November 1972 to August 1974 and April 1977 to March 1980 and includes internal memoranda, cables, and incoming and outgoing correspondence with representatives of the United States government and other country or international organization officials, oil companies, engineers, and academics regarding the world energy situation and the Bank's mineral and energy programs. Correspondence covers topics such as oil surveys, energy projects and studies, research and policy development activities, department work program and budget, staff development seminars on energy planning, hiring of consultants, international conferences, meetings with oil companies, participation in missions, comments on draft correspondence to be sent by vice president, Operations Policy, and administrative matters. Also included among the correspondence is a paper prepared by Friedmann for Bank Group President Robert McNamara's meeting with U.N. General Secretary Waldheim in December 1979 which presents the Bank's views on energy conservation and the search for new energy supplies, and a memorandum on a White House meeting with President Carter, which indicates Carter's growing interest in developing oil reserves in developing countries.

Friedmann subject files represent his various activities such as: liaison with consultant O.B. Falls regarding Impact of Primary Energy Cost on Electric Power study (1974); liaison and meetings with banks and development banks (1977 - 1979); meeting on assistance to the energy sector in developing countries, Paris (1979), attendance at various conferences (1978 - 1979), and sector work (1979). There are also several files concerning nuclear power (1972 - 1976) and a nuclear study (1975 - 1976) which mostly contain memoranda and correspondence with International Atomic Energy Agency (IAEA) or national atomic energy agencies.

Record types in the Friedmann files include memoranda, cables, incoming and outgoing letters, summaries of meetings and consultations, Terms of Reference (TORs), BTORS including copies from regional staff, approach papers, briefing notes, sector reports, externally authored conference papers and reports, draft study outlines (some annotated), and press clippings. The Paris World Energy meeting files contain agenda and list of delegates, copy of "Program to Accelerate Petroleum Production in Developing Countries" Bank report, list of oil and gas production projects, summary of development partners' energy assistance and activities, and other items.

NRIC and EISIC correspondence and related records

Also included in the series are several correspondence files (1978 - 1986) sent and received by division chiefs, senior advisers or occasionally directors that were originally sent to the Non-Regional Information Center (NRIC) and arranged under the Bank-wide classification system. Files are titled "general" and include mostly internal memoranda (some in the form of BTORs), letters, and cables that cover management of the various sector activities and division objectives such as: workshop or roundtable preparation and participation; selection of consultants for projects; direction of energy policy and lending including comments on policy papers and draft guidelines for lending; ESMAP program; and collaboration with external organizations. Reports, discussion papers and other records are sometimesfiled with the related correspondence. Two files that are thin in volume relate to a proposed World Bank energy affiliate (1981 - 1982) and contains memoranda from Senior Vice President of Operations Ernest Stern to Bank Group President Clausen.

Series also contains a set of thematic, or subject files (1974 - 1987) that were originally maintained in the Energy and Industry Information Center (EISIC). Files contain internal memoranda and cables, many are copies sent by the Energy and Industry Vice Presidency (EISVP), the Office of the Senior Vice Presidency, Operations (SVPOP), by regional directors, and unit or sector staff. There are also some original incoming letters to industry and energy directors or division chiefs. Correspondence is occasionally attached to draft and final internal reports, discussion or issues papers, BTORs, Board reports, briefing notes, summary of discussions, and other items.

The more voluminous files relate to activities regarding petroleum, natural gas, environment, ecology, cofinancing, budget and work program, project implementation review, and project performance audit. Because of the EISIC filing system that interfiled sector records, these files also represent the industry sector including industrial development finance (IDF) operations. Files titled "general energy correspondence" cover a broad range of topics ranging from routine to substantive matters. The latter includes: confirmations on appointments and divisional assignments or responsibilities from regional chiefs copied to sector; Bank programs and activities in related sectors; procedural changes (i.e. project pre-briefs); training requirements, and Industry Department implementation review. Routine administrative matters cover staffing, Bank employment, word processing, travel schedules, and Board schedules.

A set of "energy and industry staff" files relate to the EIS departments that reported to EISVP under SVPOP between 1982 and 1987. These department files discuss recruitment, management and divisional retreat summaries, sector work, ESMAP tasks and country work, and assignment of responsibilities. Memoranda between Vice President Jean-Loup Dherse (EISVP), SVPOP, and Director Rovani and others discuss operational initiatives such as an issues paper regarding project financing on limited recourse basis in Bank projects, proposal of EIS support, and other business activities.

Berne Union Files Maintained by Development Finance Services, Economic Program Department

The International Union of Credit and Investment Insurers (Berne Union) was formed in 1934 with members from France, Italy, Spain, and the United Kingdom. Its purpose was to foster international acceptance of sound principles of export credit insurance; to establish and maintain discipline in terms of credit for international trade; to maintain sound principles of foreign investment insurance; to encourage a favorable investment climate; and to exchange information, assistance, expertise, and advice in relation to the commercial and political risks associated with export credit and investment insurance.

The January 1965 to January 1970 files cover the period when Andr Nespoulous-Neuville served as a World Bank observer to Berne Union Extraordinary General Meetings held in January and Annual General Meetings usually held in May of the same year. Most meeting files for the period include correspondence regarding meeting arrangements, provisional and final programs and lists of participants, lists of countries to be reviewed at the meetings, press releases (press notices), minutes of the meetings provided by the Berne Union Secretary-General, and the observer's Back-to-Office reports. Some of Nespoulous-Neuville's reports and other correspondence regarding Berne Union are addressed to the President of the Bank, the Director and Associate Director of the Development Services Department, and the Director, Development Finance Services where he was on staff.

The file for the 20 - 25 May 1967 Annual General Meeting in Wiesbaden contains a copy of a statement made by Nespoulous-Neuville at the meeting on the World Bank's Staff Study of Supplier' Credits from Industrialized to Developing Countries. The file for the 16 - 20 January 1967 meeting in Meg?ve includes a copy of a January 26, 1967 letter from Nespoulous-Neuville to the Secretary-General of Berne Union informing him that the Berne Union President had agreed at the meeting to send the World Bank all documents of general interest to the Bank. Most of the files dated after this letter usually include statistical data and other Berne Union documents not previously distributed to the Bank. The file for the London meeting, June 4-9, 1968 is the first to include a letter of invitation to the observer to participate in country review discussions at the meetings.

Nespoulous-Neuville left Development Finances Services before the May 1970 Annual General Meeting and was succeeded as a Bank observer at that meeting by Ugo Sachetti, the Director, Development Finance Services, which became the International Finance Division in the January 15, 1971 Bank reorganization. Sachetti served as observer through the May 1971 Annual General Meeting held in Washington, DC. Among topics discussed at that meeting were the responses to a questionnaire regarding the availability of export credit insurance to Ghana. Some responses are part of the file for that meeting.

Correspondence and Files Created for Research Projects in Support of Operations (Operations Policy Files)

The series consists of correspondence of Departments and of other organizational units of the Development Policy Staff (DPS), Central Projects Staff (CPS), and the Regional Offices primarily with the Vice President, Development Policy (VPD), the Director, Development Policy, and the DPS Research Adviser concerning research projects in support of operations. Most of these projects were funded through the Bank's External Research Budget beginning in 1972, but the series also includes correspondence relatingto research funded through Department resources. The remainder of the series consists of: research project files, 1972 - 1974 and sector research files, 1975 - 1977.

The research correspondence for the 1972 - 1974 period includes: research proposals forwarded by DPS, CPS, and Regional Office departments to the Research Committee; reports of reviews of research proposals by Research Committee review panels; memos concerning funding estimates for approved research projects; lists of projects requiring funding submitted by the Departments; research project status reports; correspondence of VPD, Bank Departments, and Regional Offices with outside consultants conducting research for approved projects; Terms of Reference (TOR); Back - to - Office Reports (BTOs) for missions associated with research projects; and research proposals from outside researchers and multi-national organizations and responses to these proposals. Also with the 1972 - 1974 correspondence is a copy of the pamphlet World Bank Research Program - Policies and Procedures.

Found with the 1972 - 1974 correspondence are reports prepared in 1973 at the request of Ernest Stern, (Director, Development Policy), which provided information for the first comprehensive report on the Bank's external research program in 1973. Among these reports is a 28 September 1973 status report prepared by the Director, Policy Planning and Program Review Department, DPS of 58 policy papers underway and planned for FY 1974 - FY 1975 and policy papers added, completed, and dropped. A November 30, 1973 update of this report is also in the files. Also among the 1972 - 1974 correspondence are copies of letters and other correspondence concerning the Task Force on Education and Development (ECIEL) and other research issues coming out of the conference on social research held at Bellagio, Italy in February 1974 and co-sponsored by the Ford and Rockefeller Foundations, the Bank, the International Development Research Centre (IDRC), and the U.S. Agency for International Development (AID). Filed at the end of the correspondence for 1972 - 1974 are project files relating to various topics including anthropology, export promotion and preference, growth potential of iron ore from developing countries, and urban transport and the automobile.

The research correspondence for 1975 - 1977, while similar in content to the earlier 1972 - 1974 correspondence, includes for the first time copies of mostly administrative correspondence of the Secretary to the Research Committee, Orville F. Grimes, Jr., including copies of Research Committee review panel announcements and minutes of Research Committee meetings. The 1975 - 1977 correspondence also includes Grimes' memos to supervisors of external research projects requesting input for the Abstracts of Current Studies booklet issued annually; copies of revisions of procedures for preparation and submissions of research proposals and informal guidelines for panel review of proposals issued by the Research Adviser; a copy of a bibliography on foreign aid prepared in VPD and furnished to the Executive Directors (EDS) on 19 March 1976 covering publications dated from 1968 to 1975; drafts of sections of the Annual Report on Research forwarded for comment by VPD; correspondence concerning the formation in 1977 of the Research Advisory Panel on Income Distribution and Employment (RAPIDE), including an informal history of the origins of the Research Committee prepared by Grimes (10 October 1972); and a report prepared at VPD's request by the Chief Economist, Latin America and the Caribbean Regional Office, concerning prospective research in country analysis and identification of areas justifying increased external funding or internal staff time.

Immediately following the research correspondence, 1975 - 1977 are three folders, apparently created by Grimes, which contain copies of grey cover annual reports of the World Bank Research Program for 30 December 1975, 8 January 1975, and 13 January 1977, and an annotated draft of the annual report for 1978. A folder on cotton research precedes the 1975-1977 sector research project files which are similar in content to the earlier (1972 - 1974) research project files. The kinds of documents found in the three 1975-1977 research study files at the end of the series (Kenya Socio-Economic Impact, Private Sector Development Study, Socio-Economic Impact Study) are similar to those found in the earlier research project files.

Reading File of The World Development Report (WDR) Team

The series consists of documents sent electronically within the WDR team, to other parts of DEC, and to other Bank organizations. The WDR team reported directly to DECVP and had primary responsibility for the Bank assessment of the state of the global economy found in the annual WDR and for selecting an aspect of development to be analyzed in depth for the annual report. The documents in this series reflect the process of information gathering, analysis, and review involved in the preparation of the annual WDR, including briefing of the Bank President. Also documented is the collaboration that took place with other Bank organizations for information and data needed for the report as well as consultation with outside groups including NGOs. Summaries of meetings at which the WDR was discussed are in the series. Michael Bruno was DECVP for most of the period covered by these records.

Subject Files of the Director, Policy and Review Department (PRDDR)

This series contains both the incoming and outgoing correspondence of the Director, Policy and Review Department (PRDDR) and his immediate staff. Much of the incoming correspondence is heavily hand annotated by Director Paul Isenman with his reply and/or his comments regarding the disposition of the incoming document. The files also contain agenda and minutes of meetings; drafts of reports, papers, and publications; and Isenman's handwritten notes from meetings. The series consists of the following four parts:

  1. The first and largest (8.83 linear feet) segment is the main subject file, January 1990 - November 1991. It consists largely of files on draft policy papers that the PRD staff reviewed. These files contain Isenman's copies of the correspondence, comments, and minutes of meetings relating to the policy paper throughout the drafting process. Policy subjects covered include: forestry, governance, guarantees (i.e. expanding Bank guarantee instruments for private sector development), human development, military expenditure, poverty, the Soviet economy, technical assistance for the Soviet Union, and policy guidelines on tobacco. Also included are files regarding the review of the Report of the Technical Assistance Review Task Force (TARTF); files documenting the development of Business plans for units in PRE [Policy, Research and External Affairs]; and memoranda and other correspondence, dated January - October 1990, on the transition to establish PRD from the Strategic Planning and Review Department (filed under New Department). Filed under President's Council are agenda and minutes of meetings of the President's Council (PC) along with PRD staff comments on documents that were to be discussed at the meetings.
  • The second segment, Isenman's working file, 1989 - 1991, contains many documents that Isenman annotated as working file or file W. Most of the files relate to subjects that were of short-term interest to PRD, but filed under Policy Research and External Affairs (PRE) Committee are schedules for PRE meetings and minutes and agenda for meetings of the PRE Committee on which Isenman served. Some items filed under lunches and people are dated as early as 1989 when Isenman was director of the Africa-South Central and Indian Ocean Department (AF3).

  • The third segment, January 1990 - August 1991, contains PRD's correspondence with and notes from meetings with PRE managers and the staff in PRD's Program Management Unit (PRDPM) concerning the drafting and monitoring of budgets and work programs for all PRE units. Also included are files on the FY 91 retrospective reviews for PRE units and the FY 92 PRE management contract.

  • The final segment appears to be another working file pulled together as PRD was being abolished. It contains a number of files pulled from the first segment, but the bulk of it consists of thick accordion files in which Isenman filed background materials on topics of current interest or in preparation for attendance at a meeting on the topic. Many include Isenman's handwrittennotes from meetings.

AENVP/ASI chronological files

Series consists of chronological files created by Johannes Linn while serving as Senior Economist in the East Asia and Pacific Vice Presidency (AENVP) and Asia Regional Vice Presidency (ASI). Files primarily consist of correspondence and memoranda between Linn and World Bank staff. Topics include: publication of papers and monographs; feedback on papers and reports; mission travel; staffing and recruitment; Country Economic Memoranda (CEM); country sector reports; country projections; country creditworthiness; debt reporting; macromodelling; project review and planning; and work programs. During Linn's time in AENVP and ASI, he did extensive analysis of Thailand, as well as Indonesia, Korea, and the Philippines and this is reflected in the records of this series.

This series also contains correspondence with external individuals and institutions. These records discuss speaking engagements, information exchange, feedback on drafts, and offers of employment. Files also consist of a small amount of travel records.

Subject files

Series contains subject files created and maintained during Qureshi's career in the World Bank Group (WBG). Although the files are most voluminous for the period during which Qureshi was the Bank's Senior Vice President for Operations, 1987 to 1991, the series also includes records accumulated while Qureshi served in his various capacities at the international Finance Corporation (IFC), through his tenure as Senior Vice President of Finance, 1981 to 1987. Subject files were created beginning in 1972 apartfrom a few reproductions of earlier publications and documents within the files.

Records include outgoing memoranda, letters, draft loan issuances, minutes, copies of Qureshi's speeches and articles, press releases and clippings, Qureshi's handwritten notes and comments, and occasionally externally-authored papers and reports. Several of the files contain Board papers presented to Executive Directors regarding a given topic.

Subject file topics include: debt; debt reduction; lending programs; Bank capital increases; co-financing; International Development Association (IDA) replenishments; overdue service payments; economic and social sectors; development of operations policy; Operations Evaluation Department (OED) project performance results; technical assistance; relations with China; relations with the Palestinian Liberation Front; currency pooling; special drawing rights; the Persian Gulf crisis; private sector development; women in development; and cooperation with the International Monetary Fund (IMF) and the United Nations (UN). Administrative topics include: budget issues, processes, and guidelines; Operations staffing, budget, and business planning; IT support; and managers' retreats.

Budget management

Series consists of records maintained by the front office of the Education Team of the Human Development Network (HDNED) related to fiscal year business planning and reviews in preparation for budget allocation and monitoring. Business plans were developed by the sector director and advisers and were subsequently endorsed by the Education Sector Board on which the director served as chair. Records were predominantly created between 1997 and 2001 by Directors Maris O'Rourke and Ruth Kagia and other senior staff including Bruno LaPorte, Jamil Salmi, and Sukai Prom-Jackson. The records provide contextual information about the organization of HDNED teams, the sector's thematic activities, strategic objectives, support to Bank regions, partnerships, spending, and lending.

Record types within the series include memoranda, hard copy emails, budget sheets, staffing lists, cost and expenditure tables, guidelines, hard copy presentation slides, HDN issues notes, and draft and final reports concerning the sector'sbusiness plans, mid-term review of work programs, and retrospective reviews. These records, particularly the reports that are in table form, detail the sector's various work programs, such as early childhood education, under which the program's various themes, activities, projects and outcomes, and regions of focus are outlined.

Correspondence is between HDNED director or other senior staff and the Human Development Network Vice Presidency (HDNVP), Human Development Network Operations (HDNOP), and Strategy, Finance, Risk and Resource Management (SFRRM) regarding the planning process and budget matters, and allocation of funds to the regions and HD anchor.

Series also includes a file from 2004 containing records related to global partnerships and programs, specifically preparation of the Development Grant Facility (DGF) work program, budget, and Global Program and Partnerships (GPP) portfolio review. Among the records are a hard copy presentation on DGF and proposed DGF budget FY05 to executive directors, hard copy emails attached to DGF summary information with budget requests and allocations, DGF work program task outlines, draft report, and DGF Council correspondence and reports on allocations for HDN. Correspondence is mainly between HDNED staff and DGF manager.

Grant and trust fund management

Series contains records of the Human Development Network Education Team (HDNED) and previous units related to the management of funds to support global and regional development initiatives. Records document financial support for various education programs under the Bank's Special Grants Program (SPG) as well as the Development Grant Facility (DGF) approved in fiscal year 1998 which later absorbed the SPG. Most records in this series relate to DGF-supported programs. The programs represented in the records were implemented by the Bank's development partners including United Nations agencies, international organizations, bilateral agencies, foundations, and the private sector. DGF programs consisted of: country-level activities; capacity building; knowledge initiatives such as organization of conferences and training; and collective action across countries on education sector priorities.

Partnerships and programs represented in the files include, but are not limited to: World Education Forum for the Education for All (EFA) program; United Nations Educational, Scientific and Cultural Organization Institute for Statistics (UIS) program of education statistics to monitor country-level progress towards EFA goals; Global Development Network (GDN) to support education research; Association for the Development of Education in Africa (ADEA) and knowledge initiatives; Forum of African Women Educationalists (FAWE); and International Programme for the Improvement of Educational Outcomes (IPIEO).

Records were createdand maintained between 1995 and 2005 by various HDNED staff primarily including Shobhana Sosale, senior education specialist and program manager for trust funds, Task Manager and Economist Elizabeth (Beth) King, Adviser Marlaine Lockheed, and Sukai Prom-Jackson. The records reflect the activities of program managers throughout the grant and trust fund cycle, including preparation and review of grant proposals for the sector board, handling communication with partner grant recipients, preparation of the Letter of Approval (LOA) issued by the HDN vice president, arranging disbursement of funds, and the audit and evaluation of programs. Other records reflect participation in Bank and externally organized conferences and workshops on trust funds, and the trust fund learning and certification program.

Files contain detailed information on grant and trust fund-related programs, activities, achievements, and partnerships and contain the following formats: internal memoranda; all-in-1 notes and email hard copies; incoming and outgoing letters; handwritten notes; draft and final proposals; partnership approval and tracking system (PATS) output reports; guidelines; recipients' annual, financial and technical reports; recipient and internal progress reports; expenditure statements; budget reports; funding data tables; agenda and minutes of meetings; background papers, some prepared by the sector; fiscal year education DGF strategy and programs draft paper; letters of representations; lists of program trust funds; and printed material produced by partner organizations.

Internal correspondence is mostly between the responsible HDNED program manager or director, sector staff, and sector board, and HDN vice president. The correspondence covers various matters such as: reviews of proposals including recruitment of external peer reviewers for proposals; survey data for DGF applications; feedback and comments on proposals, including from the Education Sector Board; reporting on priorities for use of trust funds; the Bank's trust funds management reform; and announcements of trust fund agreements from the Trust Funds and Cofinancing Department (CTF). Other correspondence and associated records, such as the draft DGF sector strategy proposal, detail how funding was shaped by the Education Sector Strategy Paper issued in 1999.

Hard copy emails between program manager Sosale and the DGF unit and with HDNED directors concern the disbursement of educational grant program funds and contain general details on proposed individual programs and fiscal year priorities for funding. Attached to these emails are score cards of proposals from DGF manager, submission summary report, and strategy reports.

External correspondence includes the LOA sent by HDNVP to the president or head of the partner and recipient organization, and letters or hard copy emails from the director and program managers about proposal preparation, use and disbursement of funds, and other matters and queries such as categorization of funding.

The series also consists of records related to the Bank Netherlands Partnership Program (BNPP, 1997 - 2003) that contain funding proposals for the Dutch Trust Fund, email hard copies and memoranda outlining prioritized proposals by Marleen Dijkman (HDNHE) and from Education Sector Board Secretary Margaret Amaral to HDN Vice President David de Ferranti. Records document activities, timeline, and costs of regional and global activities in the education sector such as girls education and EFA.

There are also files related to rejected proposals and task managers' meetings (2000 - 2001).

Policy, Planning and Program Review Department chronological files

Series consists of chronological files created during Chernick's time as Division Chief, Senior Advisor, and Acting Director of the Policy, Planning and Program Review Department (PPPRD) between 1972 and 1982. Chronological files contain correspondence in different formats; carbon copies of correspondence sent by Chernick are the most common, while paper copies and telexes are also included. The amount of outgoing correspondence, authored by Chernick, is far more substantial than correspondence received byChernick. While much of the correspondence refers to attachments (reports, country program papers [CPPs], meeting minutes, etc.), very few are included in the files.

Records related to Chernick's role as Division Chief of PPPRD's Program Review Division (PPRPR) from 1973 to 1976 are numerous. The Division's primary roles were to provide guidelines for economic analysis in economic reports and country programs and review CPPs before their submission to the President in order to ensure quality and consistency with the Bank's development objectives. CPPs are confidential reports authored by the regional departments, usually on an annual basis. They include a discussion of a given country's political and economic situation and a history of the Bank's loans and external financing and on that basis propose a five-year lending program for the country. Other, special studies (usually discussing a specific sector within a country or a general development issue) and economic reports were also reviewed by the PPPRD. Chernick's role was to manage his Division's review of CPPs and to arrange Regional Vice Presidents (RVP) meetings and Management Review meetings. As such, correspondence includes: assignment of reviews; schedule of review meetings; discussion of reviews; and policy development and explanation.

Series also consists of correspondence relating to the development and revision of Operational Manual Statements (OMSs). Assignment of tasks related to OMSs is included as are a small amount of OMS drafts and comments on drafts.

Records related to a Working Group on Bank/Fund Collaboration are found in this series. This includes Bank President McNamara's initial request for a report. Chernick's role in the research and writing of this report is unclear; he is copied on related correspondence and drafts were sent to him for review.

Chernick played a significant role in the Development Committee between 1980 and 1982. Created in 1974, the Committee was designed to provide a focal point at a high political level in the structure of economic cooperation for the formation of a comprehensive overview of international activities in the development area, for efficient and prompt consideration of development issues and for coordination of international efforts to deal with problems of financing development. Drafts of Committee meeting agendas are included; in some cases, these drafts are sent from Chernick, as Acting Director of PPPRD, to Bank President McNamara. Correspondence related to scheduling and Committee reviews and projects is also included.

Records in this series relate to a variety of other topics and activities, including: staff hiring and reviews; staff meetings; mission planning; work programs; conference participation and planning; and policy development related to Structural Adjustment Loans (SALs). Also included are: regular summaries of Board meetings authored by Chernick for Hollis Chenery, Vice President of Development Policy (DPS); ad hoc reports and reviews created by Chernick or his staff for superiors within the Development Policy Vice Presidency (DPS) and externally; comments on reports; and a small amount of correspondence related to the research and publication of Chernick's book The Commonwealth Caribbean: The Integration Experience (1978).

South Asia Country Programs Department chronological files

Series consists of chronological files created during Chernick's time as Senior Economist in the South Asia Country Programs Department (ASADR). The majority of the files consist of correspondence in the form of carbon copies, printed copies, and telexes. Records reflect various activities undertaken by Chernick, including: research; commenting on Bank research and policy papers and project and loan reports; writing of country program papers (CPPs); staffing of ASADR; information sharing; and seminar planning. A small number of reports are included in this series; these include: Current and Mid-Term Assessment of South Asian Countries; Indicative Statements of Economic and Sector Work for the South Asia Region; Disbursement Estimates; and Country Reports. There is, notably, a significant amount of material related to a problematic Maldives Country Report from 1986.

Copies of George D. Woods used for the biography

Spanning Woods' life both before and after he was President of the World Bank, this material provides insight into his principal interests, as seen by his biographer. Particularly well represented in the copies are memoranda and correspondence on India. A number of items concern Woods' part in the IBRD negotiations of the Suez Canal dispute in 1958, prior to his tenure at the Bank. Internal Bank documents include notes on the Economic Development Institute and the economic work of the Bank, correspondence relating to the IDA replenishment deadlock of 1965-1966, and documents regarding the nomination of a new president. Later documents include his 1974 statement to the U.S. Senate Foreign Relations Committee on IDA replenishment and correspondence with notable figures such as Barbara Ward.

The topic file consist of: Aid (E. Martin, DAC), Brookings Institution SDR [Special Drawing Rights], Study Group, Columbia University, John Foster Dulles Oral History Project, First Boston Corporation, Foreign - Miscellaneous (India - Egypt), Foreign Economic Assistance Task Force, India, IBRD, Miscellaneous personal messages, Notre Dame University, New York Times, Suez Canal, UN, and White House, Trip to Europe, Yugoslavia and Egypt.

Correspondence with World Bank President

Series contains Qureshi's correspondence with Bank Presidents Robert S. McNamara, Alden W. Clausen, and Barber Conable beginning when Qureshi was both Executive Vice President of the International Finance Corporation (IFC) and Vice President Finance, International Bank for Reconstruction and Development (IBRD) in 1979 to his retirement in 1991 as Senior Vice President for Operations.

Although Qureshi maintained this correspondence in a single chronological series, the nature of the files changes somewhatwith each president. Records from the McNamara era, 1979-1981, include: copies of notes and memoranda sent by or through Qureshi to McNamara; copies of letters forwarded by Qureshi to McNamara for his signature; letters forwarded to McNamara by others and copied to Qureshi; copies of letters and memoranda McNamara sent to others and copied to Qureshi; and memoranda "to the files" summarizing important meetings that McNamara held with others and that Qureshi attended as an observer and/or recorder. Many of Quresh's memoranda to McNamara were returned with extensive handwritten comments and/or replies from McNamara. In many cases, a typed version of McNamara's handwritten comments is also attached to the incoming correspondence.

Records from the Clausen era, 1981-1986, primarily consist of: copies of letters Clausen sent to others and copied to Qureshi; copies of memoranda and notes sent by or through Qureshi to Clausen; and copies of letters Qureshi and his staff prepared for Clausen's signature.

Topics covered in the files during the McNamara and Conable presidencies include (but are not limited to): draft Board papers; Bank borrowing operations; World Bank capital increases; International Development Association (IDA) replenishments; currency management; fiscal projections and monthly financial reports; work program and budget; and staffing requirements and personnel matters.

Records from the Conable era, 1986-1991, include: copies of letters Conable sent to others and copied to Qureshi; copies of memoranda and notes sent by or through Qureshi to Conable; and copies of correspondence Qureshi and his staff prepared for Conable's signature. None of Qureshi's correspondence to Conable were returned with the President's comments. Memoranda and notes that Conable sent directly to Qureshi are filed in Qureshi's subject files.

Most of the correspondence from Conable's era was sent when Qureshi was Senior Vice President for Operations (SVPOP) beginning in 1987. Correspondence covers subjects including: debt; Special Action Program for African countries; International Development Association (IDA) allocations; country lending and emergency situations; and adjustment lending and operations.

The series also contains an index of all of Qureshi's correspondence, 1979-1991, indicating the date, subject, and occasionally, the type of correspondence.

Country Strategy Papers

Series consists of Moeen Qureshi's set of Country Strategy Papers (CSP) and Country Strategy Notes (CSN), and their predecessor, Country Program Papers (CPP). While Qureshi was both Executive Vice President of the International Finance Corporation (IFC) and the International Bank for Reconstruction and Development's (IBRD) Vice President of Finance from 1979 to 1980 through his tenure as Senior Vice President, Finance (SVPFI, 1981-1987), the papers were copied to him for his information. The CPPs and CSPs map out the Bank's assistance strategy for a country and were submitted by the Regional Vice Presidencies (RVPs) to the Operations Committee (OC) or the Operations Policy Committee (OPC) for review and approval. Most of Qureshi's files contain copies of the postscripts, which summarize the action taken by the OC, the OPC, or the OPNSV, together with the CPP or CSP, and copies of memoranda to the Senior Vice President for Operations (SVPOP). In a few instances, the country papers maintained when Qureshi was Vice President then Senior Vice President of Finance include attached typewritten notes. The notes were addressed to Qureshi from IBRD/IFC senior staff or were prepared by Qureshi, to provide additional economic information or insight on the country. Some of the files created when Qureshi was SVPOP beginning in 1987 also contain original memos and both review drafts and final versions of CSPs. The few earliest files, from 1974 to 1977, were maintained by Qureshi's IFC predecessor, Ladislaus Von Hoffman.

Chronological files

Series includes Desmond McCarthy's chronological files covering nearly his entire career at the World Bank, beginning just prior to his transfer from the Comparative Analysis and Projections Division of the Economic Analysis and Projects Department (EPDCA) in 1983 to his time as Economic Adviser in the Development Economics Vice Presidency (DECVP) in 1998. Records generally consist of correspondence and memoranda between McCarthy and World Bank colleagues. Correspondence between McCarthy and individuals and institutions external to the Bank are included in lesser number. A significant amount of correspondence relates to the exchange of articles and reports for information, research, and review purposes; as such, articles and reports in final or draft form often accompany correspondence. Terms of Reference and back-to-office reports relating to mission travel by McCarthy and colleagues are included, as is correspondence related to work programs and research projects.

Records created during McCarthy's time as an Economist in the Latin America and the Caribbean Vice Presidency (LCN) between 1985 and 1988 are plentiful and primarily relate to his work as country economist for Argentina. Records relate to McCarthy's authorship or review of Argentina's Country Program Paper (CPP) and Country Economic Memorandum (CEM) and related discussion and research on macro-economic issues including: trade, financial sector reform, public sector expenditure, economic recovery and growth, and debt management. Records also relate to a variety of new initiatives in Argentina including a Cofinancing Task Force, debt equity swaps, and a significant refinancing package. Records also include periodic economic updates on Argentina.

Records relating to McCarthy's time in the International Economic Analysis and Prospects Division (IECAP) of the International Economics Department (IEC) between 1988 and 1992 include research on and discussion of a variety of topics including: World Bank-International Monetary Fund (IMF) relationship; impacts of the 1990 Middle East crisis on development; global economic outlooks; global capital shortages; and the environment and the world economy.

Records relating to McCarthy's work as an Economic Adviser in the Development Policy Group (DPG) between 1992 and 1993 primarily relate to his contribution to and review of Country Strategy Papers (CSPs). Substantial records relating to CSPs for Kenya, Columbia, Chili, Bulgaria, Poland, and Indonesia are included in this series. Comments by McCarthy on drafts of CSPs for other countries are also included. Records relating to McCarthy's participation in Paris Club Meetings are also included.

Records relating to McCarthy's time as Economic Adviser to the Chief Economist and Development Economist Vice President (DECVP) between 1993 and 1999 primarily relate to his research efforts. Topics include: public sector expenditure; impacts of environment on trade and development economics; and guidance and review of Country Assistance Strategy papers (CAS). Briefs on a variety of topics and countries for senior DECVP staff (including Chief Economists Michael Bruno [1993-1996] and Joseph Stiglitz [1997-2000]) are also included.

Speeches, articles, and conference attendance and participation

Series contains reports and articles authored by McCarthy in both published and draft form. Published materials are usually contained in publications or as published reports. Articles and reports date from throughout McCarthy's employment at the World Bank, including his time as a consultant after his 1999 retirement. A small number of articles contained in this series were published while McCarthy was affiliated with the Massachusetts Institute of Technology (MIT) in the late 1970s. Topics of the articlesare wide-ranging, but generally relate to country economic profiles, consumer behavior in developing countries, and the agriculture and nutrition sectors.

Series also includes a number of reports published by the World Bank and authored by World Bank staff and consultants other than McCarthy. A small number of development-related speeches authored by individuals external to the World Bank are also included.

Records related to seminar attendance and participation by McCarthy are included in this series.Records include text and slides from presentations by both McCarthy and others. The most common topic of articles, reports, and conference materials is the environment and its effect on and role in development economics. Other topics include structural adjustment and country economic profiles.

Personal records

A business card file containing various business cards of James L. Theodores and of other individuals in the fields of international development, media, and hospitality is included in this series. Numerous versions of Theodores's Curriculum Vitae and commendation letters are also included.

PSD and PSAS business plan, work program, and budget monitoring records

The series includes budget monitoring, business plan, and work programs records for: the Private Sector Development Department (PSD); its numerous units; and its successor, the Private Sector Advisory Services (PSAS) in PSIVP. The PSD units were mapped and merged into PSAS in late 1999, which came after the establishment of PSIVP in February 1999. Much of the PSD related records consists of correspondence and memoranda that details the carryover of funding for PSD projects to PSAS, and reorganization and merging of PSD units with other Bank and IFC units. Budget monitoring records for PSD and PSAS include: monthly monitoring tables for fiscal years 2000 to 2003; year-end projections reports; overrun cost reports; quarterly and mid-year review reports; reposting and dispute budget reports; chargeback reports; reimbursable income reports; cross support funding reports; staff budget reports; and discretionary budget reports. European Union trust fund reports and economic sector work (ESW) budget records for PSDrelated projects are also included, and discuss carryover and extension of projects to PSAS of PSIVP. Business plan and work program records for PSD and PSAS are included for fiscal years 2000 to 2003. The business plans and work programs include: staff and consultant information; thematic group activities reports; sector board compacts; Time Reporting System Adjustments and Cross Support Ratio budget reports; PSAS set-up information; and correspondence and memoranda regarding restructuring and reorganization of PSD.

President's Council minutes

The President's Council was established by President Woods in March 1965. Originally composed of the Vice-Presidents, the Economic Adviser to the President, the General Counsel and the Directors of the Information, Administration, and Development Services Departments, the size of the President's Council increased to more than twenty members after the McNamara reorganization of 1972, including the Senior Vice-Presidents, Vice-Presidents, and Department Directors. For discussion of special topics, additional persons attended on an as needed basis.

This series consists of the minutes of the President's Council meetings prepared by the Personal Assistant to the President. It contains occasional notes, drafts and annotations by President McNamara. Minutes of the Council record President McNamara's reports on official trips, meetings or interviews, recommendations, and special assignments, and members' reports on the activities of their sector or department. Issues discussed at the weekly meeting included relations with the Board of Directors, the Annual Meeting, lending and borrowing programs, the IBRD and IFC capital increases, the IDA replenishments, the Third Window, and the work of the Pearson and Brandt Commissions. The organization of the Bank, personnel issues, the status of particular projects, and studies on population control, rural development, urban poverty, health, women or energy were also major topics on the Council's agenda.

World Bank Documents on management and operations

This series consists of sample reports compiled by the President's office to provide President McNamara with examples of the various types of documents and reports commonly produced throughout the Bank. Each sample is an actual Bank report, accompanied by a short description of the report type explaining the report structure and function within the operations and management of the Bank. Standard report types included in the series are: Monthly Operational Summary; IBRD Financial Policies Report; Administrative Budget; President's Report; Appraisal Report; Supervision Report; Audit Report; Evaluation Report; and Country Economic Report. The reports used for this sample are dated between 1971 and 1973.

President's Council files

Shortly after assuming the Presidency, Barber Conable discontinued the Managing Committee that, during the Clausen years, had provided overall administrative control of the Bank. In its place Conable created an advisory body made up of the Bank Vice Presidents who reported directly to the President (some vice presidents reported to other vice presidents; they were excluded). This body was originally known as the Policy Committee, then renamed the President's Council in May 1988. It advised on policy decisions for consideration by the Executive Directors, on strategic objectives, resource mobilization and allocation, manpower strategies, and other managerial issues. A staff member in the President's office served as the secretary for the Committee/Council.

This series contains the official records of the Council, from May 1987 to July 1991, grouped in two subseries. The files in the first subseries, amounting to 10 linear feet, are the records of the weekly meetings of the Council, including agendas, minutes, reports, and documents discussed. The second subseries, 2 linear feet, is the set of papers distributed to the Council members for background information; the first seven files (of a total of nine) include a list at the beginning of the file providing the title of each document in the file, the originator, and the date. The files include a few pieces of correspondence and a few annotations and comments from Council members.

These records are an essential source for a researcher who wishes to understand the internal discussions in the Bank during the Conable years.
