Director-General Robert Picciotto's Working Files for OED Studies, Reports, and Reviews

This series contains the working files that Director-General Robert Picciotto and his assistant, Pablo Guerrero, maintained for OED's special evaluation studies, Annual Reviews (known as the Annual Review of Evaluation Results [ARER] until 1997 when they became the Annual Review of Development Effectiveness [ARDE]), impact evaluation reports, annual Process Reviews of Annual Reports on Portfolio Performance (ARPP), Country Assistance Reviews, and Country Assistance Notes. Also included are files for OED'sannual policy ledgers which compiled OED recommendations from its reports and management responses to those recommendations. Most of the documents in these files are presumably duplicated elsewhere among the OED records relating to Annual Reviews and to the creation of evaluation products, but many of the intra-OED memoranda and e-mail exchanges are originals, and a number of the documents are heavily annotated by DGO Picciotto. The records in the files relating to OED's 1993 - 1997 annual ARPPs are uniqueto this series.

The files on any given OED product generally contain: multiple drafts of the study, report, or review; intra-OED correspondence and e-mail exchanges; minutes of meetings of the Committee on Development Effectiveness (CODE) and of the Executive Directors at which the product was discussed; drafts of management responses to the OED product; comments on draft and final versions of the product; copies of OED presentation slides, agenda, and other documents from OED workshops related to a study; and clippings regarding OED issuances and Bank policies. Files for evaluation studies may also contain Terms of Reference for consultants assigned to the study, initiating memoranda, design and approach papers, and a copy of the printed study.

Files of the Directors-General, Operations Evaluation, Documenting the Early History of OED

This series consists of files compiled by the Director-General containing his copies of reports and correspondence documenting the early history of the Operations Evaluation Department. Filed under Operations Evaluation History are copies of documents dated 1969 - 1974 that established the evaluation function in the Bank and the responsibilities of the OED and the Director-General. Included are copies of the DGO's correspondence with President Robert McNamara, the President's memoranda and circulars regarding OED and the evaluation function, and a 1974 General Accounting Office (GAO) proposal regarding Operations Evaluation. Filed under GAO Audits are copies compiled in June 1973 of documents dated 1967, 1969, and 1973 regarding audits of several international and government institutions in response to a bill to revise the functions of the Comptroller General of the U.S (the head of GAO). Filed under U.S. Congressional Staff Report on International Finance Institutions (IFIs) and DGO's Commentary are copies of documents dated 1975 - 1981 regarding a 1979 investigation of International Finance Institutions by the U.S. House Committee on Appropriations. DGO Mervyn L. Weiner reviewed a draft of the investigative report and prepared the Bank's response. That file also includes a 1981 GAO review of operations evaluation in the World Bank and Weiner's response to recommendations from that review. A file labeled OED 50: 'Learning About Development - Major Evaluation Findings' contains the DGO's copy of the draft of abooklet on OED prepared in connection with the Bank's 50th anniversary and OED's 20th anniversary. Filed with the draft are background materials used by Stokes Tolbert, one of the two consultants who drafted the booklet. Filed under Operation and Impact of the Bank's Evaluation System are various drafts of the 1989 OED booklet, Improving the World Bank's Performance: the Role of Operations Evaluation. Also in that file are copies of the Operational Directives chapters that concerned OED and copies of OED staff and DGO memoranda, articles, and presentations about OED and the Bank's evaluation system, 1975 - 1989.

Records of the Directors-General, Operations Evaluation, Regarding the Evaluation Capacity Development Program

This series contains correspondence and other documents regarding: the development of monitoring and evaluation systems in member countries; the evaluation of specific Bank-funded projects; and the formal Evaluation Capability Development Program (ECDP), which was established in OED in 1987 and was renamed the Evaluation Capacity Development Program in 1993. The main tasks of ECDP were to: strengthen networks of evaluators in developing countries; assess countries' interest in evaluation and their evaluation capacity-building requirements; organize evaluation seminars and workshops; provide short-term training within OED for client staff; and organize pilot programs in a small number of countries. The files generally contain: correspondence; reports from evaluation missions; Terms of Reference for special studies or missions regarding project evaluations; studies, reports, and articles regarding ex-post evaluations or evaluation capabilities; agenda and other planning documents for monitoring and evaluation seminars and workshops; and schedules and other records regarding visits of staff from client countries to OED for monitoring and evaluation training. Of special note is the extensive documentation filed under India: Narmada which OED compiled while working on an evaluation of the Narmada project. Most of the correspondence in the series is with the Director-General or with Robert van der Lugt and Pablo Guerrero, the two special advisors who coordinated ECDP within OED.

Correspondence of the Directors-General with the International Finance Corporation (IFC)

The series consists of correspondence primarily between DGO Yves Rovani and IFC Chief Evaluation Officer Walter I. Cohn, and relates to the DGO's responsibility for oversight of IFC's operations evaluation activities. An Operations Evalution Unit (OEU) was established within the Development Department of IFC in 1984. Included are drafts of IFC operations evaluation work programs for fiscal years 1986-1993 forwarded by Cohn to Rovani and to his successor Robert Picciotto for review and comment. Accompanying many of the work programs are proposals for special studies. Draft approach papers for those studies, also forwarded to DGO for review, include those prepared for the following studies: IFC's experience in the tourism sector (1989); performance of IFC's oil and gas exploration program (1991); successful IFC investments in Sub-Saharan Africa (1991); lending for industrial technology development (1992); IFC's market assessments (1992); and IFC's experience in the privatization of State-owned enterprises (1992). Comments prepared by the Country Policy, Industry and Finance Division (OEDD2) on some of the approach papers are included.

Also among the correspondence are comments from the DGOs to Cohn on OEU work programs and use of resources along with notes from the first meeting (July 16, 1986) at which the role of DGO in operations evaluation in IFC was discussed. Also included are: minutes of special meetings of the Portfolio Committee at which IFC evaluation studies were discussed; a list of IFC project completion reports for fiscal year 1982 to fiscal year 1986; a copy of a May 20, 1987, memo distributed to all IFC high level staff on new procedures for project completion reports; and Cohn's February 21, 1991, memorandum copied to Rovani in which he responds extensively to issues raised at an earlier Joint Audit Committee (JAC) Sub-Committee on Operations Evaluation meeting regarding IFC's evaluation capacity, IFC evaluation work, and the relationship between IFC and DGO and OED. In this memo he also responds to issues surrounding a report prepared by OEU on IFC's experience in the agricultural production sector.

A small amount of miscellaneous correspondence arranged by subject (1983 - 1995) includes: formal and informal memoranda and other correspondence between the Director, OEU, Walter I. Cohn and DGO's Mervyn Weiner, Yves Rovani, and Robert Picciotto; approach papers for studies forwarded for approval to DGO before being sent to the JAC, copies of IFC policy papers, and draft IFC evaluation reports, workprograms, and budgets. Also included are an Annual Portfolio Evaluation Report for FY 1983 and an updated mandate statement for evaluation in the Bank and IFC that reflects findings of the March 1995 report of the review of evaluation in IFC.

Subject files (1980 - 1995) found with the correspondence include the report of IFC's first evaluation of a segment of its portfolio of investments, IFC Hotel Portfolio Review, forwarded by DGO Mervyn Wiener to the Joint Audit Committee (JAC) for review on May 11, 1981. Also included are reports of IFC evaluations in the agricultural, mining, and petrochemical sectors completed between 1983 and 1994 and in the cement and textile industries sectors between 1983 and 1989. There are also files containing correspondence and reports relating to: evaluations of successful investments in Sub-Saharan Africa (1994); support for small and medium scale enterprises (1995); investment assessments performed by OED (1992 - 1994); IFC's Five Year Program for fiscal years 1985 - 1989; and the review of evaluation in IFC (1994 - 1995).

A small amount of miscellaneous IFC and OEU reports (1979 - 1989), some of which are annotated, forwarded to DGOs Mervyn Weiner, Yves Rovani, and Robert Picciotto are in the series. A number of these reports were distributed to the Board of Directors including three confidential Project Completion Reports (PCRs) on three IFC investments in Guatemala (1979), Brazil (1979), and Indonesia (1979). These three reports were distributed in January 1980 to the Board based on a decision made at an October 30, 1979, Board meeting. Each director was to receive a copy to indicate the type of PCR IFC had been preparing and to illustrate why caution was necessary when disseminating information contained in the reports. Other IFC reports included are: Annual Portfolio Evaluation Reports for fiscal years 1984 and 1986 - 1988; a report entitled Deterioration in IFC's Portfolio: An Analysis (March 1985); and a report prepared by a consultant entitled IFC in Sub-Saharan Africa, Proposals for a New Approach (February 1987).

Minutes and other Loan Committee records of the Chairman (Ernest Stern)

This series consists of Loan Committee records that were maintained in the office of the Chairman, Ernest Stern. A typical file contains the Initiating Memorandum (IM), comments regarding the IM from committee members, memoranda suggesting agenda topics, minutes and amendments to minutes of Loan Committee meetings, and memoranda and notes from Stern.

Subject files

The files consist of correspondence, reports, legal memoranda, briefs, and printed items. The topics to which the records relate reflect issues of personal interest to Nurick or issues that he handled on behalf of his clients. Records relate to the World Bank as an institution, such as the Bank's Articles of Agreement, the Bretton Woods Agreement, sovereign immunity, the International Finance Corporation, immunities and powers of the Bank, and Bank membership issues involving China, the Palestine Liberation Organization, and Iran. Also included are records relating to bond issues and finance, taxation, co-financing, and securities and investment. Some records relate to litigation, such as a Federal Communications Commission case and a case involving university tuition payments. Files on specific World Bank lending projects include records related to the Volta River power projects in Ghana (including photographs), the Shashe projects in Botswana (Shashe Engineering Project and Shashe Construction and Supplementary Loan Project), the Falconbridge ferronickel project in the Dominican Republic, and the Boke UNDP Technical Assistance project in Guinea. Records also relate to personnel issues, such as staff rights and obligations, garnishment, and staff compensation.

Reading file

Irving S. Friedman was appointed economic adviser to Bank President George D. Woods on 1 October 1964 after having served as Director of the Exchange Restrictions Department at the IMF since 1950. Many of the letters and memoranda for the October-December 1964 period concern the structuring of his staff and appointments. Letters and memoranda concerning strengthening of the Economics Department placed under him and appointments of additional economists including Andrew Kamarck who was named director of the department and Bela Belassa who was recruited by Friedman as consultant adviser to the Economics Department are in the file for the early portion of 1965. Other subjects of the 1965 correspondence include the Capital Requirements Study, assistance to countries in debt rescheduling, external debt, and creation of the Economic Committee at the Bank. Friedman's memoranda to President Woods for this period include: proposals for consultative groups; comments on Fund quota increases and the impact of Balance of Payments on an IBRD bond issue in the United States; and his report to Wood on his visits to Brazil, Argentina, and Chile in September 1965.

Friedman's reading file for the 1966-1967 period includes: a 4 February 1966 draft of a speech to be given at the White House by President Woods on his views on the U.S. foreign aid program; outlines of presentations and copies of speeches made by Friedman at Harvard University, the Brookings Institution, the U.N. Trade and Development Board and elsewhere; notes and summaries to the file on various subjects; drafts of papers on various topics and issues including some September 1966 drafts entitled Accomplishment in Economics of the last two years at World Bank. A 14 March 1966 memorandum to Woods on Post War [Viet Nam Conflict] Planning; several memoranda sent to Woods in May 1966 concerning a meeting between Friedman and representatives of the U.S. Defense Department at which India and Pakistan defense expenditures were discussed; and a 12 June 1967 memorandumwritten jointly by Friedman and Kamarck to Woods proposing a New Perspective for the Middle East following the six-day war between Israel and an alliance of Arab states are part of the file.

The blue carbon typewritten copies of letters and memoranda in this series constituted Friedman's personal reading file. They primarily document Friedman's official duties while serving with Woods until the President's retirement on 31 March 1968, but they also include some personal letters of congratulation and condolence, thank you letters for invitations and hospitality extended to him and his wife, and occasional personal letters to professional colleagues outside the Bank.

Correspondence/manuscripts by former staff

When the Historian's office was established, a number of former Bank staff contributed documents or reminiscences to the office. This series includes the incoming correspondence and the enclosed papers, reports and manuscripts, some written by the sender and others written by colleagues of the sender. The items cover various topics, including: early Bank operations (William Katzenstein's Budgeting in the World Bank, 1947-1956); language training; and the Young Professionals program.

Items within this series may also be found among the records of the Bank, but these copies were regarded by their authors or possessors as so significant that the Historian's office needed to be made aware of them.

Verification files

This series contains correspondence related to fact and footnote verification. Series contains files for some subjects in Volume I and some chapters of Volume II. The subject verification files contain copies of internal Bank documents or articles that were located during the verification process and are often marked with the footnote numbers to which they provide verification. Verification files for only three of the Volume II chapters exist.

Volume I drafts and related writings

This series is a fragment of the files that must have been created during the drafting of the chapters in Volume 1 of The World Bank: Its First Half Century. The files are of three types: comments on drafts by the three authors; background reports by staff researchers; and papers prepared for other purposes but related to the themes of Volume I.

The comments cover draft chapters on: agriculture and rural development; external relations; policy-based lending; and the International Development Association. The comments are from readers both within and outside the Bank and from co-authors. The files also include some background materials as well as a draft of the book's table of contents. The authors were assisted by staff researchers, who prepared background papers or reports on groups of files for use by the authors. The series also includes: Lewis's file as a reader for the North-South Institute's project on multinational development banks, including drafts and comments; Kapur and Webb's paper on the evolution of these banks for a conference on the fiftieth anniversary of Bretton Woods; and Webb's article on policy reform in Peru for a conference at the Institute for International Economics.

Liaison with external organizations

karThis series contains records relating to the World Bank's liaison with external organizations. Records in this series originated in the various units responsible for liaison with external organizations in the External Relations department/vice presidency. However, due to records management practices in the Bank between 1946 and 1978, some of the records in this series originated in departments other than those focused exclusively on liaison activities. This is described in more detail below. Also note that, beginning in 1987, most of the liaison functions in the Bank were removed from the External Relations vice presidency for two brief periods: 1987 to 1990, and 1993 to 2002. Please see the Administrative History field in the Records of the Office of External Relations fonds description for more information on the organizational history of the liaison function in the Bank. Also see the Related Units of Description field below for the location of those post-1987 records related to the liaison function created in units outside of External Relations that are not contained in this series.

This series consists of records that were classified as "liaison files" or "United Nations liaison files" in the Bank's 'General' or 'Central' filing systems. These records date from 1946 to 1978 (with the exception of 1969 to 1971; please see Related Units of Description below). While records classified in this manner originated in departments from across the Bank (including the Office of the President), the majority of the 'General' and 'Central' files originated in the Technical Assistance and Liaison Staff (TAL, 1946-1961), Development Services Department (DSD, 1961-1973), and International Relations Department (IRD, 1973-1978).

Note that, from the beginning of the Bank's General Files classification system in 1946, "liaison files" and "United Nations liaison files" were classified separately. This likely occurred because the Bank's relationship with the UN and its agencies was more involved than with any other external organization. In 1964, as the Bank's collaboration with the UN in fields like agriculture and education was increasing, the Bank created a separate position called the Special Representative to the United Nations within DSD separate from staff responsible for liaison with non-UN external organizations. In 1965 the Special Representative moved to New York and opened an office at the United Nations headquarters. In 1978 a second World Bank UN Office was opened in Geneva, Switzerland.

Both the "liaison files" or "United Nations liaison files" consist of communications with external organizations with whom the Bank had a relationship. Organizations include governmental and international agencies, development banks, religious groups, academic institutions, and private foundations. Records relating to communications with the United Nations and its many agencies (United Nations Development Program [UNDP], Food and Agriculture Organizations [FAO], etc.) are the most voluminous in this series. The volume of records relating to communications with non-UN organizations and governments can be sizable (the Organisation for Economic Co-Operation and Development [OECD] or the United States government and its legislators, for example) or as small as a single folder.

The most common correspondence in this series are invitations to or requests for participation in meetings, conferences, seminars, workshops, training courses, and similar events. In addition to correspondence with external organizations, records related to event participation and coordination also include internal memoranda, Terms of Reference, back-to-office reports, meeting agendas, conference programs, and press releases.

Records relating to collaboration or partnership on joint projects, research, and missions are also common, particularly in those records relating to the UN and its agencies. These records are generally limited to work program development, information sharing,and logistical planning. The records also relate to the exchange of information (including mission schedules, policy proposals, sector studies, etc., most of which are not included with the correspondence), and request for comment.

The Bank-wide 'General' and 'Central' filing practice was discontinued in 1978, and a new Non-Regional Information Center (NRIC) was created to manage records created by non-operational units including the External Relations' International Relations Department (IRD). Unlike therecords of the 'General' and 'Central' files, records from the NRIC, which existed from 1978 to 1986, and those subsequently transferred to the World Bank Group Archives directly from units responsible for external liaison include only those that originated in units responsible for the function. The exceptions are those records that were shared with these departments by other Bank units. Note that most of the records relating to external liaison that were created while the external liaison function was housed outside of the External Relations Vice Presidency from 1987 to 1990 and 1993 to 2002 are included. To locate those arranged in other fonds, please see the Related Units of Description field below.

Topics contained in the NRIC and subsequent records are similar to those in the 'General' or 'Central' files, but with some additions. Beginning around 1980, the Bank's engagement with non-governmental organizations (NGOs) intensified. Records relating to the Bank's communication and collaboration with NGOs as well as the development of policy for interacting with NGOs are contained in this series. Likewise, records relating to the Bank's interaction with civil society also become more numerous throughout the 1980s and 1990s.

Records relating to external meeting and conference attendance are also included as are records related to external liaison staff's participation in World Bank Group spring and annual meetings. Background and briefing materials for senior Bank management prepared by EXT units responsiblefor meetings with external organizations are contained in this series. Many of these briefing materials were prepared for World Bank Group presidents Lewis Preston, James Wolfensohn, Paul Wolfowitz, and Robert Zoellick. Finally, a small amount of records relating to the organization and management of the units responsible for external liaison over time, including the New York and Geneva offices, are contained in this series. These records primarily relate to staff retreats where strategy and work programs were developed.

Records relating to the Bank's European field office in Paris, France, are also included in this series. The records date from 1949, when Drew Dudley, Director of Public Relations for Europe, arrived in Paris, to 1980. The records of the European office relate to its primary role as Bank representative to European governments, central banks and other financial institutions, international organizations, and the European media, academic institutions, and business community. Records also relate to other activities, including the arrangement for the sale of Bank securities in Europe, carrying out information programs, and performing administrative functions. Records consist of correspondence with Bank staff, including Bank presidents, in Washington, DC. Topics include logistical matters, reports on meetings, and exchange of information.

Records relating to the Tokyo office, which opened in November 1970, are also included in this series. The office was concerned with facilitating liaison between the Bank and the Japanese government and the Japanese financial community. It also served as a source of information for the Japanese press and public. Tokyo office records date from 1974 to 1975 and relate to communications with the Japanese government and media, administrative functions, and information exchange and publication.

The series also contains records from 1983 to 1987 relating to general policy and analysis undertaken by IRD in support of liaison with NGOs and other external organizations. Records relate to food security, poverty, debt, and the environment and contain reports, internal memoranda, communications with external organizations, logistical plans for meetings, and back-to-office reports.

The series also contains thematic subject files created and used by EXT units responsible for liaison with external organizations. Topics include gender, human rights, indigenous peoples, partnerships, structural adjustment, private sector investment, etc. These types of records generally date from the 1980s through 2010 and contain a variety of materials, such as: correspondence and internal memoranda; conference materials; and external publications.

The records of the World Bank's Grant Committee are also contained in this series. In 1981, the Bank's system for making grants to development institutions and conferences was streamlined and consolidated within the External Relations Department. From 1981 to 1987, IRD provided the staff for the roles of chairman and secretary. Records include meetingminutes, internal memoranda, and correspondence with external organizations relating to their requests for funding. Records date from 1981 to 1987 and 1990 to 1993.

Records related to the Robert S. McNamara Fellowship Fund are also included in this series. The fund was proposed in 1981 and awarded its first fellowships in 1983. Records relate to the setting up of the fund, raising funds from Bank members, the establishment of a selection committee, and the awarding of fellowships. Records date from 1981 to 1986.

Reading File Maintained by Mary Shirley While Serving as Chief, Finance and Private Sector Development (PRDFD) and During Prior Bank Assignments

The correspondence in this series was maintained as a personal reading file by Mary Shirley during successive assignments at the World Bank from 1980 to 1995 serving as: Economist/Loan Officer, Country Programs Department I (LC1D), Office of the Regional Vice President for Latin America and the Caribbean, 1980 - 1982; Senior Economist, Projects Advisory Staff (PAS), Office of the Vice President, Operations Policy (OPSVP), 1983; Senior Economist and later Public Enterprises Adviser, Public Sector Management Unit (PPDPS), OPSVP, 1983 - 1987; Public Enterprises Adviser, Public Sector Management and Private Sector Development Division (CECPS), Country Economics Department, Office of the Vice President, Development Economics and Chief Economist (DECVP), 1987 - 1990; Chief, CECPS, 1990 - 1993; and Chief, Finance and Private Sector Development (PRDFP), Policy Research Department (PRD), 1993 - 1995.

Incoming correspondence is sometimes filed with copies of letters, memoranda, reports, papers, and informal communications prepared by Shirley. Shirley's earliest correspondence while assigned to LC1D was primarily with Division Chief Francisco Aguirre-Sacasa and government officials. The majority of the correspondence in the reading file centers on her work after leaving LC1D in 1982. The subjects of much of this later correspondence, exchanged primarily with Bank staff, relate to public enterprise issues, particularly in developing countries; private sector development; and privatization. Research and projects in all of these areas are covered in her correspondence.

Throughout the series are Back-to-Office Reports (BTOs) prepared by Shirley following numerous missions she led to various parts of Latin America, Europe, Asia, and Africa. She also represented the Bank at meetings of the Development Assistance Committee (DAC) in Paris (1987, 1990) when issues relating to private sector development were discussed. BTOs for these meetings are part of the file. Correspondence concerning Shirley's participation in the Committee on Private Sector Development and other Bank initiatives, along with a small amount of correspondence concerning her work on the World Development Report at the end of her LC1D assignment in 1982, are in the series. Throughout the series are letters of invitation for speaking engagements from academic institutions and professional groups both within the United States and abroad and Shirley's responses.

Correspondence of Masood Ahmed, Director, International Economics Department (IEC) Concerning Joint World Bank-IMF Development Committees, Annual Meetings , and Seminars

This series consists of five parts and includes records related to the Joint World Bank and International Monetary Fund (IMF) committees, meetings, and seminars in which Masood Ahmed participated during his time as Director of the International Economics Department (IEC). IEC played a key role in joint Bank-IMF initiatives by providing statistical data and publications on macroeconomic projections, multilateral-debt, and trade forecasting. Much of this was done in collaboration with the IMF's Statistical Department, where IEC and the IMF shared and reviewed data and publications such as the IEC Global Economic Prospects (GEP), World Debt Tables (WDT), and the IMF Statistical Department's World Economic Outlook (WEO). The data provided by IEC and IMF Statistical Department helped to set the agenda for Joint IMF-Bank meetings, and informed subsequent policy development. In addition, IEC senior officials directly participated and advised Bank-IMF efforts, and helped develop the joint Bank-IMF board papers eventually produced by the Development Committee.

The first part of this series includes records from Ahmed's involvement with the joint Bank-IMF Development Committee from January 1994 to December 1997. The records consist of agenda and minutes of meetings, memoranda, and correspondence; copies of statements given by participants in committees; and published reports and joint Bank-IMF papers. Some of the correspondence is internal Bank communications to the Office of the President (EXC), DEC staff, and IEC staff reporting on Committee meetings, or discussing issues or actions related to the meetings. The records primarily focus on the topic of Heavily Indebted Poor Countries (HIPC) and the joint Bank-IMF HIPC Initiative of 1996. Ahmed played a key role in policy advisement for the HIPC Initiative and its subsequent implementation and policy revisions.

The second part of the series consists of files from the joint Bank-IMF Annual Meetings Ahmed attended from 1994 to 1997, including meetings held in: Madrid, 1994; Washington, DC, 1995 and 1996; and Hong Kong, 1997. The records include: briefing books outlining events, topics, and background information; briefs for ad hoc meetings or smaller committee meetings; delegation lists and biographies of participating agencies and individuals; handwritten notes; speech transcripts by Masood Ahmed and others; and correspondence and memoranda related to involvement by IEC units for the Annual Meetings, and related to subsequent reporting in the Annual Meetings to Officeof the President (EXC), the DEC Vice President, IEC officials, or other internal Bank staff.

The third segment of this series is records from the IMF Interim Committee meetings Ahmed attended from 1994 to 1997. The Interim Committee meetings were IMF member only meetings, but the Bank President and other senior officials were invited as observers for each meeting. The Office of the President (EXC) usually had the DEC Vice President or Ahmed attend these meetings in the President's absence. The records consist of agenda and meeting minutes and correspondence sent from the IMF and correspondence and memoranda sent internally between EXC, DEC, and IEC regarding arrangements or attendance at the meeting, and reporting of the meeting.

The fourth part of the series includes records from joint Bank-IMF organized seminars and workshops in which Ahmed participated. These records consist of Severely Indebted Low Income Countries (SILIC) seminars and workshops Ahmed attended from 1994 to 1995 where he helped develop a joint IMF-Bank SILIC paper. Memoranda, correspondence, and drafts document Ahmed's collaboration with the IMF to develop SILIC policy, and also his reporting of his work to the Office of the President (EXC), the DEC Vice President, and other internal Bank staff. Similar records contain transcripts for the Workshop on the Analytical Aspects of the Debt Problems of Heavily-Indebted Countries, 7 February 1996. Agenda, memoranda, correspondence, and copies of presentation speeches are also included for the IMF/Bank Seminar on External Financing for Low Income Countries, 9-12 December 1996.

The last part of the series consists of correspondence, memoranda, and photo static copies of statistical reports and publications sent from the IMF to Ahmed from January 1995 to December 1997. The records document the collaboration between IEC and the IMF Statistical Department.

Records Relating to Adjustment Programs

This series, which was compiled by Vinod Dubey, Director of the Country Policy Department (CPD), contains records relating to adjustment programs in a number of different countries. CPD was responsible for, among other functions, providing advice and support to the regions on structural adjustment lending. This function was transferred to EAS when CPD was terminated in 1987.

The records relate to adjustment programs in Argentina, Bangladesh, Bolivia, Brazil, Chile, Columbia, Ecuador, Ivory Coast, Mexico, Morocco, Nigeria, Peru, Philippines, Uruguay, Venezuela, and Yugoslavia. The documents for a country vary but included are: Medium-Term Growth Strategy Papers, Country Studies, Baker Initiative Papers, Selected Analytical Variables for Economists and Managers (SAVEM) Tables, and printouts of the major economic indicators for a country. Dubey forwarded many of the country papers and studies to the Operations Policy Subcommittee (OPSC) for discussion, and some minutes of OPSC meetings are included in the files.

Research Proposals that were Withdrawn or Rejected

The files for the 1985 - 1988 period for research proposals that were rejected or were withdrawn by the staff members who submitted the original proposals appear to have been maintained by the Secretary to the Research Projects Approval Committee (REPAC). Research funding was limited to departments which normally did not have in-house research capacity such as the Regional departments. For the 1989 - 1997 period, files for research project proposals that were rejected by either Research Advisory Staff (RAD) or the Research Committee (RC) or were withdrawn by the staff member who submitted the original proposal were maintained by RAD.

Among the documents that can be found in rejected files for the 1985 - 1988 period are: the research project proposal submitted to the Research Administrator (RA), comments made on the proposal by RA or by internal or external referees who agreed to comment on the proposal, responses to referees' comments, the report of the REPAC subcommittee to all REPAC members on the proposal; and minutes of the REPAC meeting or correspondence indicating action taken on the project proposal. Appeals of rejections by REPAC are in some files along with REPAC's responses.

A number of files for the 1989 - 1997 period contain requests for information regarding the procedures for requesting funding for a research proposal or for advice as to whether a specific proposal fit within the guidelines of the RC for projects funded from the Research Support Budget. The more complete files for rejected projects for the 1989 -1997 period include: a formal project proposal; correspondence between the RAD staff and the project manager; RAD's correspondence with referees; the referees' comments and the project manager's responses to RAD regarding issues raised by the referees; intra-RAD memoranda regarding the project proposal; a report from the Research Committee subcommittee that reviewed the project proposal; replies from the manager to specific questions from RAD staff; handwritten notes from RAD staff; and the official memorandum from RAD stating that the project had not been approved. There are a few files for pending proposals for which no final action was taken or for which no formal proposal was submitted.

Records of Evaluation of The World Bank Economic Review and The World Bank Research Observer Maintained by the Research Advisory Staff (RAD)

The series includes: Terms of Reference for the 1995 evaluation of The World Bank Economic Review (WBER) and The World Bank Research Observer (WBRO), both of which were first published in 1986; six individual evaluations of WBER and WBRO that were submitted during July and August 1995 to Moshe Syrquin, Editor, The World Bank Journals; and a March 1997 report on WBER and WBRO submitted by Syrquin to Joseph E. Stiglitz, Senior Vice President and Chief Economist, DEC. Syrquin's report included findings of evaluations of the two journals conducted in 1991 and in 1995.

Development Research Group's Reading File Relating to the World Trade Organization (WTO) Second Ministerial Conference and the 50th Anniversary of the Multilateral Trading System

This appears to be the reading file maintained in DECRG for the delegation representing the Bank at the Second WTO Ministerial Conference and the 50th Anniversary celebration of WTO in Geneva, 18 May 1998 - 20 May 1998. Members of the delegation were: Masood Ahmed, Vice President and Head of Network, Poverty Reduction and Economic Management (PRM), head of delegation; L. Alan Winters, Research Manager, Trade, DECRG; and John Croome, consultant, Permanent Observer to the WTO at Geneva.

Copies of schedules and programs of events; Croome's e-mails regarding arrangements for the conference and celebration; a number of background documents and reports including President Wolfensohn's 27 April 1998 memorandum and report on the WTO initiated Integrated Program for Least-Developed Countries Trade Development which was endorsed by the Executive Board; e-mails and other correspondence and papers exchanged between Ahmed and Winters regarding preparations for the Conference and the Wolfensohn report; and Ahmed's statement to the Second Ministerial Conference are part of the series. Subject Files of Masood Ahmed, Director, International Economics Department (IEC) Concerning the Office of the President and the Board of Executive Directors

This series consists of six parts and contains records related to Masood Ahmed's collaboration, communications, reporting, and presentations to the Office of the President (EXC) and the Board of Executive Directors. The first part of the series includes chronological files related to the EXC kept by Ahmed from January 1994 to December 1996. Records consists of incoming and outgoing correspondence between Ahmed, IEC staff, DEC Vice President, and EXC; presentation slides, speech drafts, and reports intendedfor EXC; memoranda, meeting minutes, and monthly EXC reports; and scattered Executive Board reports

The second part of the series contains files titled "Board General" from April 1994 to December 1997, and these consist of agendas and meetings minutes, memoranda, and correspondence as well as Executive Board reports and biographies of Executive Directors. IEC reported regularly to the Board and this series contains memoranda and correspondence related to this activity. In addition to those found in the "Board General" records, Executive Director biography files were kept by Ahmed that dated January 1994 to December 1997.

The third part of the series consists of records from the Induction Program for Executive Directors and Alternates, 20-21 November 1996, in which DEC officials gave a presentation to incoming Executive Directors on the roles, functions, and activities of DEC and its departmental units. The records include correspondence and memoranda between the DEC Vice President, IEC senior officials, and other Bank units discussing preparations and planning for the presentation. Copies of the presentation slides are also included.

The fourth part of the series concerns records related to the World Development Report (WDR), 1997. IEC was responsible for providing and drafting much of the analytical and statistical data in this report. Ahmed's WDR records include memoranda, and correspondence with attached draft WDRs that discuss revisions, edits, updates, and other issues related to the report. The correspondence and memoranda are between EXC, the DEC Vice President, IEC senior officials, and the Staff Director of the WDR. Other memoranda and correspondence discuss the presentation of the WDR to the EXC and the Board, and subsequent Executive Directors discussion of the report.

The fifth part of the series consists of readings compiled by Ahmed for World Bank President James Wolfensohn from January 1995 to December 1995. These include various articles, reports, and other publications. Most of the readings are publications external to the Bank, and discuss international finance, debt, and trade.

The sixth part of the series includes records related to Wolfensohn's Change Management Group, a Bank-wide initiative that organized 30 focus groups from selected individuals in offices and units across the Bank to assess management issues and draft strategies for potential re-organization of management in the Bank. The records are dated August 1995 to May 1996. The records consist of agenda and meeting minutes from meetings and retreats; correspondence with various individuals in different Bank units who participated in the multi-unit focus groups; and published articles related to business and management change.

Records Maintained by Mary Shirley While Serving with the Secretariat for the Private Sector Development Review Group, the Private Sector Development Committee, and the Private Sector Development Working Group

This series contains records maintained by Mary Shirley who was assigned to the secretariat for the Private Sector Development Review Group, the Private Sector Development Committee, and the Private Sector Development Working Group. She also served as head of the Private Sector Development Unit in the Public Sector Management and Private Sector Development Division (CECPS) of the Country Economics Department (CEC) and later as chief of the Finance and Private Sector Development Division (PRDFP) of the Policy Research Department. As part of her various secretariat duties, Shirley also had the lead in preparing an annual progress report on the Bank's efforts to promote private sector development (PSD).

The PSD Review Group was created in February 1988 to assess the Bank's work on PSD and to recommend specific ways to strengthen and expand it. The Review Group's report was presented to the Executive Directors in August 1988, and, in response, management set up a Task Force led by CECPS to prepare a World BankGroup Private Sector Development Action Program. The Action Program was adopted in January 1989, and management then set up the PSD Committee in March 1989 to implement the Action Program and to report annually on PSD progress. In November 1990, President Conable established the Working Group on PSD, chaired by D. Joseph Wood, to propose how to best orchestrate the support provided by the IFC, MIGA, and the Bank to promote private sector development.

Specific records in this series include various drafts of the PSD Review Group's report and of the Task Force's PSD Action Plan; Terms of Reference for and minutes and agenda of meetings of the PSD Committee and the Working Group on PSD; multiple drafts of annual PSD progress reports and of the Working Group's reports on PSD prepared for the Development Committee; a February 1992 draft of the Third Report on Adjustment Lending; and 1992 - 1993 reports from the Regions on the status of their private sector assessments. The series also includes copies of background reports and papers, 1979 - 1987, on the Bank's private sector development efforts and on institutional development work in the Bank and Shirley's summaries of a workshop on PSD held June 27 - 29, 1989 and of a conference, Institutional Development and the World Bank, held December 14 - 15, 1989 at the World Bank.

Divisional Reading File of the International Economics Department (IEC)

The series consists of documents sent electronically within IEC, to other parts of DEC, and to other Bank units on many subjects. A large proportion of the documents concern debt reporting, debt management operations, borrowing arrangements for countries, World Debt Tables, and World Development Indicators. Also included are comments on reports and papers, Unified Survey projects for various countries, Staff Appraisal Reports, and Draft Memoranda of the President for loans for projects. The series also includes requests for information in preparation for representation at Berne Union meetings and documents pertaining to modeling and analytical tools in IECIT [International Trade Division], external debt missions, and The Old Age Crisis Report. Summaries and reports of Bank Board meetings, comments on brainstorming sessions, and meeting announcements circulated by the Department Director or Division Chiefs are also part of the series.

Correspondence and Other Records of Masood Ahmed, Director, International Economics Department (IEC) Relating to Finance and Development and to Phase II of IEC's Renewal Program

This series consists of two parts. The first part contains International Economics Department (IEC) Director Masood Ahmed's records relating to the publication Finance & Development (F &D). Ahmed was a member of the Joint Fund-Bank Committee on Finance & Development from 1994 until January 1997. His files relating to Finance & Development consist mostly of correspondence with the editor-in-chief of F & D; copies of articles that were considered for publication in F & D; and comments on the proposed articles from Ahmed, IEC staff members, and other members of the Joint Committee. A few agenda and minutes of meetings of the Joint Committee are included in the series. Also included is correspondence sent to Ahmed that details the Bank's decision to discontinue the F & D in March 1997.

The second part of the series contains Director Masood Ahmed's files relating to Phase II of the International Economics Department's Renewal Program, which focus on the data and systems area of the department (established inspring 1995 and called the Development Data Group -IECDD). The files in this series include: intra-IEC memoranda and copies of IEC memoranda to other Bank units concerning the Renewal Program; minutes of meetings of the Redesign Team, the Steering Committee, the Data/System Management Team, and the various Sub Teams; copies of slides from computer-assisted presentations regarding the program made to the Steering Committee, the Departmental Management Team, and the IEC staff; copies of the IECDD briefing packet distributed to staff; notes from planning sessions; and memoranda regarding the reorganization of the Development Data Group.

Subject Files of Masood Ahmed, Director, International Economics Department (IEC), Relating to EDI and the 50th Anniversary of the World Bank

This series contains files that IEC Director Masood Ahmed compiled on the Economic Development Institute (EDI) and the 50th Anniversary of the World Bank. Ahmed agreed in November 1993 to be a member of an informal network to review and comment on some of the internal Bank work regarding plans for the 50th Anniversary. The network was directed by Sarwar Lateef, who was also head of the secretariat to coordinate the Bank-wide 50th anniversary program. The 50th Anniversary files include correspondence withSarwar Lateef, staff in DECVP, and other members of the informal network; agenda for network meetings; comments on drafts of The World Bank at the Threshold of the Twenty-First Century: Learning from the Past/Embracing the Future; and copies of various background articles and papers prepared for the Committee on the Future of the Bretton Woods Institutions and for the 50th Anniversary of the World Bank. In October 1994 Ahmed was tapped to be a member of the Advisory Committee to EDI. The records relatingto EDI in this series include Ahmed's correspondence with the Director of EDI and other members of the Advisory Committee regarding the relaunching of EDI, copies of minutes of meetings of the Advisory Committee, and copies of various issuances regarding EDI from its establishment in 1955.

Files Relating to IDA Policies and Programs Maintained by the Senior Adviser, Development Policy Group (DPG)

This series, which contains files relating to the policies and programs of IDA, was compiled primarily by Anandarup Ray while he was a Senior Adviser first with the Economic Advisory Staff (EAS) and then with the Development Policy Group. Most of the documents are Ray's comments on or correspondence regarding the preparation of IDA documents for presentation to the Board of Executive Directors. Specific documents and subjects include: the preparation of statements of eligibility for IDA credits for individual countries, 1988 - 1992; EAS staff comments on a Bank publication, The Evolving Role of IDA, 1989; general correspondence on IDA policies and resources, 1987-1991; the preparation of papers for the Implementation of the IDA-9 and IDA-10 replenishments, 1989 - 1993 and 1996; and annual country performance ratings, 1996.

Files Maintained by Vinod Dubey, Director, Economic advisory Staff, while Also Serving as the First Liaison Officer to the Paris Club

Much of the correspondence at the beginning of the series concerns Bank efforts to play a greater role in the Paris Club's rescheduling of debts, including admission to informal meetings with credit participants.The appointment of Vinod Dubey as liaison officer was a response to the Paris Club's need, in return, for a central contact point in the Bank. The Paris Club refers to meetings held since 1956 that have arranged, when necessary, for the renegotiation of debt owed to official creditors or guaranteed to them. Neither the World Bank nor the IMF are members of the Paris Club, but the IMF has played an important role in developing debt restructure packages with commercial Banks. both the Paris Club and the commercial Banks require deBTOr countries to have agreed on a stabilization program with the IMF as part of the renegotiation process.

Copies of Senior Vice President, Operations Ernest Stern's letter of October 10, 1984 to Philippe Jurgensen, Chairman of the Paris Club, announcing Dubey's appointment as the Bank's liaison officer to the Paris Club regarding all matters affecting specific country negotiations and Stern's November 1, 1984 memo to Operational Vice Presidents on the same subject are in the files. Dubey was serving as Senior Advisor, Country Policy Department at the time of his appointment.

Following his appointment, Dubey continued to receive copies of correspondence forwarded to him concerning the need to increase the Bank's role at Paris Club meetings. Copies of correspondence between Stern and Jurgensen regarding a misunderstanding of the Bank's view of the Paris Club and the Bank's request to provide presentations to the Club on medium-term prospects of some indebted countries are in the files along with other correspondence between Dubey and Vice President, Operations Policy S. Shaid Husain regarding scheduling of these presentations. The files include copies of Dubey's correspondence with Bank regional officials concerning preparations for meetings, drafts of statements and speeches forwarded to Dubey for review before the meetings, background materials concerning countries seeking debt rescheduling, meeting invitations, Dubey's responses to the invitations which list the Bank's delegations to the meetings, back-to Office Reports prepared by Dubey and others representing the Bank at the meetings, and copies of press communiques regarding meetings.

A proof of a lengthy article entitled The Paris Club, 1978-1983 scheduled to appear in the Columbia Journal of Transnational Law is inthe files. A 30 October 1984 note found in the files indicates that the author, Alexis Rieffel, formerly the representative of the U.S. Treasury Department to the Paris Club, was brought to Dubey's attention by Alexander Shakow, Director, International Relations Department (IRDD). A report of a 26 November 1984 meeting of the Coordinating Group of Creditor Countries for Yougoslavia prepared by Dubey and Joseph Ingram, Senior Loan Officer, Country Programs Department was placed in the files along with memos from Ingram regarding Yugoslavia sent to Dubey after the meeting.

Dubey was succeeded as liaison by basil Kavalsky, Assistant Director, Country Policy Department in January 1986 after Dubey was designated Director of that department. Only a small amount of correspondence after that date is in the files and there is no correspondence for 1987.

Also contained in this series are correspondence, memoranda, background papers, reports, handwritten notes, feedback on reports, meeting agendas and summaries, and other materials related to Vinod Dubey's participation in the World Bank's Debt Task Force. The Debt Task Force first met on July 6th, 1987 and was led by Jean Baneth. The Task Force was to re-examine the debt problems of middle-income countries. It was to provide an interim report, undertake country analyses and projections, and examine possible modalities of debt relief schemes and the role the World Bank would play in those schemes. Records date from July 8 to September 22 of 1987.

Apex and Retrospective Review Reports Maintained in the Policy and Review Department

These files were maintained by Richard Woodford, Program Coordinator in the Office of the Senior Vice President, Policy, Planning and Research (SVPPR); Gregory Ingram, Principal Adviser, Policy and Research, Policy and Review Department (PRD); and Amarak Shalizi in the Program Management Unit (PRDPM) in PRD. PRD reported to the Senior Vice President, Policy, Research and External Affairs (PRESV).

  • The Apex Reports covering all PPR (later PRE) organizations, including DEC, were prepared at the end of each fiscal year quarter from feeder reports prepared by all PPR (PRE) organizations and included a summary of the status of principal elements of the current fiscal year's budget plan and descriptions of activities and accomplishments of each organizational unit. Annexes to the Reports provided listings of major policy and research papers completed or initiated during the quarter.

  • Retrospective reviews were conducted for PPR (later PRE) organizations after the close of a fiscal year. They provided Department Directors, Vice Presidents, and the Senior Vice President opportunities to compare organization performance against the fiscal year budget plan, to determine the reasons for any deviations from the plan, to gain insights for the implementation of the new fiscal year budget plan, and to share findings at the institutional level.

  • A folder containing a draft of and supporting materials for a briefing book for an Executive Directors budget Priorities Colloquium has also been included in this series. Thecolloquium was held on 9 October 1990 and appears to have been organized by the SVPPR and PRD.

Review Files for Policy Papers/best Practices Papers, and Other Publications and Issuances, Policy Development Unit, Policy and Review Department

This series documents the review process for World Bank Policy Papers, best Practices Papers, and information papers, most of which were generated by Policy, Research, and External Affairs (PRE) units. Also included are a file for Development Committee papers and files for annual publications such as the World Development Report and Global Economic Prospects. The files, which were maintained by Geoffrey Lamb and the Policy Development Unit (PRDPD), generally contain a copy of the initiating policy brief for the paper, copies of all the major revisions of the paper, copies of comments on the paper from high-level Bank managers, notes and minutes from meetings at which the paper was discussed (e.g. review meetings within the concerned complex, PRE managers' meetings, meetings of the PRE Committee, and meetings of the President's Council or the Committee of the Whole), and information about Board seminars regarding the policy outlined in the paper. The file for the Task Force on Environmental Action contains only the final report. In addition to the files for specific policy/best practices papers, one folder (filed under Pending correspondence) contains 1991 memoranda and intra-Bank correspondence on a number of policy papers that were still pending when PRD was abolished on November 30, 1991. The several files that predate the establishment of PRD contain only an initiating brief.

Subject Files of Geoffrey B. Lamb, Adviser, Policy Development Unit (PRDPD), Policy and Review Department

This series contains files compiled by Geoffrey B. Lamb while he was an adviser in the Strategic Planning Division (SPRSP) of the Strategic Planning and Review Department and, after July 1, 1990, an adviser in and later head of the Policy Development Unit (PRDPD) of the Policy and Review Department (PRD). SPRSP had the major responsibility for generating and drafting the President's addresses to the Annual Meetings of the Bank and the Fund, and more than two thirds of this series consists of files Lamb compiled while drafting the speeches that President Conable delivered at the 1987, 1988, and 1989 annual meetings. These speech files contain numerous drafts of the speeches, much intra-Bank correspondence containing suggestions for the speeches and comments on the many drafts, copies of Bank publications used as background materials, Lamb's handwritten notes from meetings at which the drafts were discussed, and intra-Bank memoranda regarding follow-up action required to ensure that policies and programs outlined in the speeches were, in fact, accomplished.

Other files in the series contain records concerning the Group of Thirty's Study Group on Financing Eastern Europe which issued a 1991 report on the outlook for capital flows into Eastern Europe and the policy issues affecting them. Included is Lamb's correspondence with Richard A. Debs, the chair of the study group; Charles Taylor, the Executive Director of the Group of Thirty; and Wilfried Thalwitz, the World Bank's Senior Vice President, Policy, Research and External Affairs (PRESV), who was a member of the study group. A copy of the published report is included in the files. Items filed under President's Retreat 1989 concern the drafting of a work program and other follow-up work emanating from the January 6, 1989 retreat on the Strategic Agenda Framework. Another file contains intra-Bank memoranda and reports on the relationship between the U.S.S.R. and the Bretton Woods institutions and copies of and comments on a draft of the 1989 article The Soviet Union and the Bretton Woods Agencies written by the Executive Vice President and Director of the Overseas Development Council Richard E. Feinberg. There is also a file concerning the drafting of briefing materials compiled in November 1990 for President Conable prior to his visit to the U.S.S.R.

At the end of the series is a small file (under Guarantees) containing seven memoranda and papers, June 1990-September 1991, from Alfred J. Watkins, a senior economist in the Policy Development Unit, outlining howthe World Bank could use its guarantee powers to facilitate private capital flows to private sector entities in developing countries.

Chronological File of the Policy Development Unit (PRDPD), Policy and Review Department

This series contains copies of the outgoing letters, memoranda, and facsimile messages from the chief and other members of the Policy Development Unit (PRDPD). Included with the outgoing messages are a few incoming memoranda from the Director of the Policy and Review Department (PRDDR) and from the Senior Vice President, Policy, Research and External Affairs (PRESVP). Much of PRDPD's correspondence concerns the scheduling of review work on policy papers, comments on draft policy papers, coordination of PRE policy matters with the Board, and the compilation of information for the inventories of policy products. PRDPD had responsibility for managing the PRE Committee, and this series includes memoranda transmitting schedules, agenda, and minutes of meetings of the Committee, some of which include copies of the papers to be discussed by the Committee. Also included are 1991 agenda of the New Products Working Group and materials for the first meeting (September 4, 1991) of the Working Group on Military Expenditures.

Correspondence of the Directors, International Economic Department (IECDR) Concerning GATT and WTO

The first part of the series consists primarily of correspondence (1994 - 1996) of Director Masood Ahmed (IECDR) concerning Bank preparations for drafting an agreement between the World Bank and World Trade Organization (WTO). It includes Ahmed's correspondence with Michael Bruno, Vice President and Chief Economist (DECVP), L. Alan Winters, Chief, International Trade Division (IECIT), and other Bank officials throughout the lengthy process of developing a document describing the parameters for a relationship between the Bank and WTO. Comments received from Bank offices on various versions of the document, including the version of the document circulated to the Board on 7 February 1995; a copy of the IMF paper on collaboration with the WTO presented to its Board on 15 February 1995; and the final version of the Agreement between the WTO and World Bank are part of the files. Correspondence concerning a Board Seminar on Bank relations with WTO held in 1995 includes Michael Bruno's 28 July 1995 report to Bank President Wolfensohn on the outcome of the seminar. The first part of the series also includes correspondence and briefing papers prepared for meetings of the Bank and IMF heads (Wolfensohn, Camdessus) with the newly appointed Director, WTO (Ruggiero) in 1995 and a Wolfensohn-Ruggiero meeting in 1996.

The second part of the series contains a copy of a 13 September 1993 letter from IECDR (D.C. Rao) to the Deputy Director General, General Agreements on Tariffs and Trade (GATT, Jesus de Seade) informing him of the closure of the Bank's Geneva Office and the appointment of consultant John Croome to represent the Bank in GATT and Uruguay Round meetings. Copies of Croome's faxed reports to IECIT regarding meetings of the GATT Council, formal Council committees (Trade Policy Review, Trade Negotiations, Market Access, balance-of-Payments), and other formal and informal meetings he attended as the Bank's representative are in both parts of the series.

Project Managers' Research Project Files

This series contains files for the earliest projects approved under the World Bank's research program. These particular files are primarily those that were maintained by the managers responsible for directing the projects. Most were directed by staff from departments under the Development Policy Staff (the Development Research Center, the Development Economics Department, the Economic Analysis and Projections Department) and under the Economics and Research Staff (the Economics and Analysis and Projection Department and the Development Research Department), but others were conducted by staff from the sectors or the Regions. The files are in two sections: those that were completed and for which completion reports and evaluations had been filed and those for which the final reports and evaluations had not been filed.

A project file typically contains draft research proposals with comments on the drafts, the formal research proposal submitted on a standardized form, memoranda establishing a review panel to vet the proposal and to convey the decision of the review panel, minutes of the Research Committee meeting at which the proposal was discussed, the Research Committee's decision on the proposal, correspondence with consultants who worked on the project, Back-to-Office reports from missions connected with the project, requests for computer support, requests for additional funding and/or an extension of the research schedule and the Research Committee's decisions regarding those requests, intra-office correspondence of the unit directing the project, a summary of the project results for inclusion in Research News, and possibly a project completion report on a standard form. For most projects, there is a separate folder containing quarterly status reports and possibly also the project completion report. The files in the completed projects section of the series also include evaluation reports. Most of the files for projects under the 672 and 673 series contain only completion reports.

Project files Numbered 671-93 to 671-98 were used for documentation relating to the General Research Advisory Panel (GRAP) and five of the Special Research Advisory Panels. For the official GRAP files, see (add link to series 4031).

United Nations Conference on Trade and Development (UNCTAD) Files of the Special Representative to the U.N. Organizations in Geneva Relating to Least Development Countries (LDCs)

Included in the series is the 1982 correspondence between L. Peter Chatenay while assigned to the International Relations Department (IRD) and Representative Mahmud Burney regarding Bank/UNDP/UNCTAD cooperation on Least Developed Countries (LDC) issues and meetings attended on LDC issues. Correspondence between the two concerning LDCs continued after Chatenay succeeded Burney as Representative and Burney was designated Senior Adviser, U.N. Affairs, IRD. Also in the series is Chatenay's correspondence with other IRD officials and Representatives Siebeck and Baneth's correspondence with Bank Headquarters and U.N. officials on various LDC issues and the Second United Nations Conference on the Least Developed Countries held in Paris on 3 March 3 1990 - 14 March 1990. Copies of statements made by Bank officials at the Conference are part of the series.

Correspondence and Reports of the Office of the Special Representative to the U.N. Organizations in Geneva Concerning Negotiation of General Agreements on Tariffs and Trade (GATT) for the Uruguay Round

Most of the records were maintained by Special Representatives Wolfgang Siebeck and Jean baneth who were also referred to as Directors of the Geneva office from 1986 to 1992. Baneth was succeeded by Pritta Sorsa in 1992. Beginning in 1987, the Geneva Office reported as SPRGE to the Senior Vice President, Policy Research and External Affairs (SVPRE). After the restructuring of the Policy, Planning, and Research Complex (PPR), the Geneva Office reported to the Senior Vice President, Policy, Planning and External Affairs (PRESV). As the GATT negotiations gained momentum, the Geneva Office was upgraded and transferred to the Front Office of PRESV, reporting as PREGE. Following the termination of all Senior Vice Presidencies in the Bank, the Geneva Office was transferred to the Front Office of DEC on December 12, 1991 and began reporting as DECGE to the Vice President, Development Economics and Chief Economist (DECVP).

The Uruguay Round, the eighth GATT multilateral trade negotiation, was launched in September 1986 in Punta del Este and was completed in 1994. This series includes correspondence with Headquarters of the Representatives and others designated as observers at various Trade Policy and GATT Council meetings. Subjects include: general progress of the Uruguay Round; development of a handbook on multilateral trade negotiations to support developing countries in the Uruguay Round; Bank participation in seminars and workshops to provide technical assistance and support to developing countries in the Uruguay Round; Bank access to country trade and tariff data; and arrangements for visits of the Director General and the Personnel Director of GATT to the Bank in Washington, DC.

With the correspondence are documents provided to the Special Representatives by the GATT Secretariat headquartered in Geneva including Trade Policy Review reports (1989 - 1993) documenting reviews of trade policies and practices by the GATT Council. Also included are documents furnished by the GATT Secretariat concerning acceptances(Protocol of Accession) to GATT of Bolivia, Bulgaria, China, Costa Rica, Ecuador, Guatemala, Panama, Paraguay, and Nepal (1987 - 1992) and Romania, Switzerland, Tunisia, and Venezuela (1990 and 1992). Documents concerning the renegotiation of Terms of Accession for Poland (1991 - 1992) and working papers and notes of meetings at the Uruguay Round and the mid-term review of the Round completed in Geneva in 1989 were also furnished by the GATT Secretariat.

The Geneva Office continued to represent the Bank in the GATT negotiations in the Uruguay Round and in meetings of UNCTAD and other U.N. organizations at Geneva. As the Uruguay Round negotiations came to an end, the Geneva Office was closed on June 30, 1993. After the Geneva Office closed, its functions were provided through a combination of Geneva-based consultants and Headquarters staff sent to Geneva.

Miscellaneous Correspondence of the Office of the Special Representative to the U.N. Organizations in Geneva

The series consists of documents that were most likely retained for reference purposes by the Directors of the Geneva office (also referred to as Special Representatives to the U.N. Organizations in Geneva) and their staffs. Included in the series are: copies of the agreement regarding privileges and immunities concluded between the U.N. and the Swiss Federal Council on 19 April 1946; a copy of the 22 June 1978 letter from the Director, International Relations Department of the Bank to the Deputy Director-General of the U.N. announcing the opening of the Bank's Geneva office with Mahmud Burney as permanent representative; biographical information about Bank Presidents; copies of staff and other announcements of the appointments of Wolfgang Siebert (effective 20 January 1986) and Jean Baneth (effective 4 August 1989) as Directors; copies of the announcement of Baneth's departure and the appointment of his successor Piritta Sorsa (effective 14 December 1992); memos and other correspondence concerning the Post Adjustment (cost-of-living) System for Field Assignments (1988 - 1992); memoranda concerning work plans (1990 - 1991) and staffing requirements (1985, 1987, 1989) for the office; an unsigned 7-page monograph titled Notes on the Bank Office in Geneva dated 20 November 1985 most likely written by L. Peter Chatenay who headed the office from 1982 to 1985; and a draft of a letter to the U.N. office in Geneva announcing the permanent closing of the Bank's Geneva office as of 1 July 1993. Copies of a small amount of correspondence prepared by Siebert and Baneth regarding the Geneva office and correspondence from other permanent missions at Geneva are also part of the series.

Reports to Headquarters from Special Representatives to U.N. Organizations in Geneva

The series consists of three black binders containing reports sent from Geneva to Headquarters by Representatives Mahmud Burney, L. Peter Chatenay, and Wolfgang Siebeck. The Bank first opened an office in Geneva in 1978 staffed by a resident representative and one support staff. Its responsibilities included representing the Bank in meetings of international organizations held in Geneva, principally the GATT, UNCTAD, ILO, and WHO. The Bank staff at Geneva kept Bank Headquarters informed through periodicreports and facilitated informal contacts with staffs of Geneva organizations. Reports to Headquarters prior to 1987 were addressed to the Director of the Bank's International Relations Department (IRD). When the Strategic Planning and Review Department (SPR) was established under the Senior Vice President, Policy, Planning and Research (SVPPR) in May 1987, the Geneva Office reported to the International Relations Division (SPRIE), which included the U.N. Offices in New York and Geneva (SPRGE).

The first black binder contains numbered Geneva bi-monthly letters (also referred to as newsletters) sent by Mahmud, the first Representative, from September 21, 1979 to October 29, 1982. A register showing letter number, date, and subject is located at the beginning of the binder. At the back of the binder are 15 unnumbered Washington letters and one unnumbered memorandum (10 September 1979 - 31 August 1982), most of which were sent to Burney by Shirley Boskey, Director, International Relations Department (IRD),in response to issues raised in Burney's numbered reports.

All of the numbered Burney Geneva letters except the first and last were addressed to Boskey. In almost all of the letters, Burney provides full descriptions of discussions and outcomes of meetings and conferences of UNCTAD [United Nations Conference on Trade and Development], particularly the Trade and Development Board of UNCTAD, and GATT [General Agreement on Tariffs and Trade]. In the 17 December 1979 letter, Burney offers his views on the impact of the crisis in Iran on Geneva negotiations and possibly the Bank. Burney's letters describe his involvement with work of the U.N. High Commissioner for Refugees (UNHCR) and various preparatory meetings for the G-77 ministers meeting (1980), the U.N. Conference on the Least Developed Countries (1981), the GATT Ministerial Meeting (1982), and UNCTAD VI (1982). Burney also reported on the reactions from the U.N. and other organizations at Geneva to world events such as the Iran crisis (1979), President McNamara's announcement of his retirement (1980), the Gulf War (1980), Ronald Reagan's assumption of the U.S. Presidency (1981), and President Clausen's early pronouncements as Bank President (1981). Burney included in his letters information gained in informal and formal discussions with country representatives at Geneva concerning the impact of high oil prices and inflation on economies, balance-of-payments problems of developing countries; the absence of developing countries' at management and seniormanagement levels of the Bank; and the withholding of observer status for the PLO at Bank annual meetings. Burney also reported on other formal and informal contacts with representatives of international organizations in Geneva, arrivals and departures of ambassadors, changes in U.N. and GATT officials, and visits with Bank staff attending meetings in Geneva.

Reports from Geneva of the other two Representatives were similar in the kinds of information covered but differed in frequency and format. The Geneva Letters binder of L. Peter Chatenay is divided into three parts: Geneva Office Activity Reports (in the form of memoranda) sent monthly to the Director, IRD, Shahid Javed Burki, 15 August 1983 - 3 July 1985; reports of UNCTAD, GATT, and other meetings Chatenay attended, 12 September 1983 - 30 July 1985 addressed primarily to Burki; and a small number of Washington letters and messages, some undated, received by Chatenay from Burney and others at the Bank, 10 August 1983 - 16 September 1985. The monthly activity reports focused more on general trends, upcoming events, contacts with and observations about the diplomatic community at Geneva, and contacts with Bank visitors to Geneva. The reports of meetings attended describe comments made by Chatenay and other representatives at these meetings, outcomes, and Chatenay's observations and/or recommendations for Bank response.

Wolfgang Siebeck's first report of 21 January 1986 to Burki was in the form of a letter. The next report, simply captioned Geneva Report for April 1986, covered meetings and other developments related to GATT, UNCTAD, the International Trade Center, the International Labor Organization, and a World Bank briefing given by Burki on April 20, 1986 at Geneva for a group of 88 representatives of Permanent Missions and U.N. Organizations. The reports which followed were submitted on a monthly basis, followed the same format, and focused primarily on GATT and UNCTAD. In these reports, Siebeck covered meetings attended, positions taken,outcomes, and his observations.

In his cover memo of 14 November 1986, Siebeck announced a change in the format of the Geneva Report. Attached to the memo were the October/November and November/December reports, both of which focused on preparations for and negotiations at the Uruguay Round. Succeeding reports beginning with January/February 1987 were numbered and covered Uruguay Round meetings/negotiations, UNCTAD VII and other activities. After September 1987, Siebeck's reports from Geneva fluctuatedbetween one month and two months coverage but continued to address the Uruguay Round and UNCTAD VII developments. In his last report (October/November 1989) from Geneva, Siebeck focused entirely on the status of negotiations in individual Uruguay Round groups.

Subject Files of the Office of the Special Representative to the U.N. Organizations in Geneva

Most of these files appear to have been created while Wolfgang Siebeck (1986-1989) and Jean Baneth (1989-1992) served as Special Representative. A few files contain documents of earlier Representatives who served during the 1980s (Mahmud Burney and L. Peter Chatenay) and of Jean Baneth's successor in 1992, Sorsa Piritta. Documents placed in these files include not only memoranda, electronic messages, speeches, and statements prepared or received by the Representatives but also memoranda and other documents prepared by members of their staffs and other Bank officials.

A few files (Women, North/South Roundtable on Trade) contain only a single document but others are more substantive. The International Labor Organization (ILO) files (1982 - 1990) contain considerable correspondence of both Siebeck and Baneth covering coordination between the World Bank and ILO. In some of the correspondence, Siebeck is identified as Director, International Relations Department, Geneva Office (IRDGO). Much of the correspondence in the Human Rights file pertains to Baneth's participation as Bank representative at meetings of the U.N. Centre for Human Rights and preparations for the 1993 U.N. Conference on Human Rights. The file also contains some correspondence of earlier Representatives concerning human rights issues. The Gulf Crisis file (26 October 1990 - 16 July 1991) includes Baneth's (and his Administrative Assistant's) correspondence concerning United Nations Disaster Relief Organization (UNDRO) efforts on behalf of displaced persons in the Middle East during the crisis. Correspondence was exchanged during the crisis with the Vice President, Corporate Planning and budget Robert Picciotto; the Senior Vice President, Policy Research and External Affairs Wilfred Thalwitz; and the Director, External Affairs Alexander Shakow.

Michael Bruno's Chronological Correspondence File (Internal and External Chronological Files)

Both incoming and outgoing correspondence is included in this series. The incoming correspondence in the first part of the series documents Bruno's roles as Manager of the Development Economics Vice Presidency, Chief of Research for the Bank and the Bank's principal economic adviser, Chairman of the Research Committee, and Chairman of the Economist Panel. The letters from January to August 1993 were signed by D.C. Rao who was serving as Acting DECVP until Vruno's assumption of duties.

EDI funding and programs, selection of topics for annual World Development Reports, DEC Business plans, relations with the World Trade Organization (WTO), liaison functions with Berne Union and the Paris Club, and Terms of Reference for DEC department heads leading missions are among the many subjects of Bruno's correspondence with DEC department heads and Bank Managing Directors in the first part of the series. Responses to Ernest Stern, Chairman of the Loan Committee, on lending options and comments offered for Country Assistance Strategy (CAS) Reviews are also in the first part of the series along with Bruno's reports on his 1994 visits to India; Slovenia, Slovakia, and the Ukraine; Brazil and Argentina; and South Africa, Senegal and Kenya.

The internal correspondence file relating to Bank President James D. Wolfensohn in the second part of the series includes informal memos and notes from Bruno to Wolfensohn on Bank-Fund [IMF] relations and collaboration and issues raised in policy papers and presentations; background papers prepared for Wolfensohn on various subjects including the closure of the World Bank office in Geneva and Wolfensohn's forthcoming trip to Russia and Hungary; and copies of Wolfensohn's staff announcements. Bruno's elevation to Senior Vice President and to the President's new Executive Committee is part of the December 7, 1995 Announcement to Staff on the Restructuring of the Bank's Top Management. Also placed in the file is a copy of a Wolfensohn December 26, 1996 memo addressed to all staff announcing Michael Bruno's death on December 25, 1996 in Jerusalem. Bruno had left the Bank earlier in 1996. Filed at the end of the internal correspondence in the first part of the series is a small amount of Lyn Squire's correspondence while serving as Acting DECVP following Bruno's departure from the Bank. It includes correspondence concerning meetings with Joseph Stiglitz in January 1997. Filed immediately following the internal correspondence are comments and other correspondence concerning the 1994 WDR.

The external correspondence file relating to Bank President Wolfensohn includes letters from outside organizations and private individuals forwarded to Bruno by the President's office requesting that a response be prepared in DEC for Wolfensohn's signature, Bruno's signature, or for signature by one of the DEC department heads. Background information provided to Wolfensohn to use in his replies and information copies of Wolfensohn's correspondence forwarded to Bruno are also in this external correspondence file.

Front Office Records Relating to the 1992 and 1998 Bank Reorganizations

These files were created by Leslie Davis (Leslie Davis Arnold), Program Coordinator for Administration in DEC's Front Office, during the planning stages of the FY 1993 Bank reorganization. They include copies of: briefing papers, memoranda, electronic messages, and other correspondence concerning reassignments within DEC and the Technical Departments; budget allocation and remapping documents; notes and reports from meetings discussing the DEC reorganization; correspondence concerning the reconfiguration of the Country Economics Department (CEC); and DECVP's memorandum of January 19, 1993 announcing CEC's change in name to the Policy Research Department (PRD) and designating it as the principal department in DEC engaged in research affecting the formulation of development policy. Also included as part of Davis' files on the FY 1993 reorganization are correspondence and reports concerning the closing of the Geneva Office by the end of June 1993. Much of the correspondence between Davis with the Administrative Assistant at the Geneva Office, Diane Cunningham, concerns various aspects of the closedown including reactions to the announcement of the shut down, allocation of Geneva Office responsibilities to DEC and to other Bank units, employment issues affecting Bank personnel at the office, the abolition of the Geneva Office support staff, termination of the lease for the office space, and disposition of Bank property at the Geneva Office.

Davis' file for the FY 1998 reorganization includes memoranda, electronic messages, organization charts, copies of kiosk announcements, and other documents concerning the movement of staff resources and dollars, reclassifications and appointments, and proposals for reorganization structure. Also in her file are copies of memoranda exchanged between human resources organizations, DEC department heads, and DEC Front Office staff, as well as Davis' correspondence with personnel within and outside of DEC regarding the reorganization.

Files Maintained by Vinod Dubey and Enzo Grilli, Directors, Economic Advisory Staff, Related to Collaboration between the World Bank and the International Monetary Fund

The bulk of the series consists of Policy Framework Papers (PFP) and related records documenting Bank/Fund collaboration in connection with the Fund's Structural Adjustment Facility (SAF), and the later Enhanced Structural Adjustment Facility (ESAF) from April 1986 to September 1991. These files are arranged in three segments. The first two segments are arranged alphabetically by client country and maintained primarily by Vinod Dubey when he was Director of the Country Policy Department (CPD) and Directorof the Economic Advisory Staff (EAS). The third segment focuses on Bank-Fund collaboration in reviewing the PFP process and the SAF program, and development of the ESAF program. The country files may include comments on a draft PFP from Regional staff, the Economics and Research Staff, and the Senior Vice President for Operations (SVPOP); minutes of meetings of the Operations Policy Subcommittee and the Operations Policy Committee at which the PFP was discussed; and summaries of discussions and agenda and minutes of meetings of the Committee of the Whole at which a PFP was discussed.

Additional PFP related records include program review and development records maintained by Enzo Grilli when he was Director of EAS. The records include: IMF papers submitted to the Executive Board related to PFP extensions and PFP modifications; IMF proposal papers related to ESAF operational and financial arrangements, legal documentation, and access and monitoring procedures; SAF/ESAF review papers submitted to the IMF Executive Board; and IMF Executive Board meeting minutes related to SAF/ESAF review. The records also consist of materials related to the IMF/Bank Working Group on PFP Issues and the Bank/IMF Seminar with Donors on PFPs. The records include Working Group meeting minutes and summary reports, and papers prepared by both IMF and Bank staff for the PFP Seminar. Lastly, records related to PFP procedures and practices, and country schedules for PFPs are also included.

The series also consists of background correspondence concerning the compilation of three reports on Bank/Fund collaboration between 1984 and 1990. The initial report was issued in February 1985; the second report was issued in May 1986 to document progress on Bank/Fund collaboration during the previous year. A third report was issued in July 1990. Final copies of reports are in the files. Records related to the Bank/Fund collaboration report include: President's Memoranda sent to the Bank's Executive Board of Directors; Executive Directors meeting minutes and notes; and meeting minutes held between Senior Vice President of Operations (OPNSV) Moeen Qureshi, and Senior Staff of IMF regarding the report. Vinod Dubey in the Country Policy Department (CPD) had responsibility for coordinating the Bank's input; C. David Finch was the IMF contact. This responsibility continued with Dubey and Grilli in EAS.

The series also includes records dealing with Bank/Fund collaboration from February 1972 to February 1984. The records come from Development Policy Staff (DPS) units from the Development Policy Vice Presidency (VPD), the Economics and Research Staff (ERS), and from Vinod Dubey while he was the Chief Economist in EMENA. The records are primarily intra-Bank memoranda and reports.

The series also consists of copies of Bank-wide records outlining Bank/Fund collaboration from 1966 and 1970 to 1979. The records were compiled by the Program Review Division (PRD) of the Policy Planning and Program Review Department (PPR) of the VPD, and includes intra-Bank memoranda, joint Bank/Fund memoranda, PPR and PRD memoranda, notes regarding the meetings of the Bank/Fund Working Group, which first met April 3, 1974, and published articles regarding the Bank/Fund relationship.

The series also includes records related to Bank-Fund collaboration on arrears for member countries, or overdue debt obligations to the Bank and IMF from 1988 to 1991. The records include: approach papers and reports produced by the IMF countries in arrears; IMF Executive Board meeting minutes regardingarrears; Joint Audit Committee (JAC) meeting minutes regarding joint IMF/Bank review of countries in arrears, and debt relief strategies for arrears; records related to preparation of collectability papers for countries in arrears; and incoming and outgoing correspondence records for EAS Directors Vinod Dubey and Enzo Grilli, Senior Vice President of Operations (OPNSV) Moeen Qureshi, Senior Vice President of Finance (FINSV) Ernest Stern, and Bank President Barber Conable regarding arrears. Country files are also maintained and include memoranda and correspondence focused on the following topics: arrears clearance, arrears country strategies and reviews, approach papers, and issue papers prepared for individual arrears member countries.

The series also consists of records related to EAS involvement in IMF/Bank collaboration on joint IMF/Bank papers, press releases, and publications for the years 1988 to 1991. The records include numerous draft papers with attached EAS comments related to economic policy topics, such as debt, export credits, or balance of payments (BOPs). EAS comments on drafted IMF press releases and joint IMF/Bank communiques for the IMF/Bank Annual Meetings and Interim Committee are also included.

Statements, speeches and interviews

This series contains the official statements issued by Robert S. McNamara as President of the World Bank. The material consists of drafts by the President (some handwritten) and drafts prepared by staff (some heavily annotated)' press releases' and occasional background documents. Statements include remarks at the signing of Bank loans' statements at press conferences' airport statements' statements at Annual Meetings and Board meetings' toasts at official dinners including some toasts to McNamara given by Presidents' messages to be delivered at conferences' remarks to the U.S. Congress and messages to staff.

The set also contains transcripts of interviews and newspaper articles. The former include interviews for the NBC Today Show and Meet the Press (1974)' Segment Three (1978)' Bill Moyer's Journal on WNET (1975)' a CBS interview with Peter Jay (1977)' the ABC presentation of A Day in Shrishnagar (1980)' and appearances on the BBC (1978-1980) and on Norwegian' Japanese' German' and French television. There are also interviews for the London Times and Europa (1975)' the New York Times (1978)' Newsweek (1979)' and the Sunday Times (1980).

Board [of Executive Directors] Actions files

President McNamara's memoranda to the Board of Executive Directors constitute this series. They are divided into the following subjects:

The first file of the series consists of 2 finding aids prepared in the President's office. The first finding aid is an annotated list of the President's memoranda to the Executive Directors from 1 April 1968 - July 10, 1980, listing the subjects discussed, the background papers distributed on the subject, the date of the discussion, and remarks. The annotations indicate the file (I through X and BC) containing the documents on the subject. The second finding aid is titled Board Actions Books I-X. It lists all documents filed within the ten numbered subject files plus the Brandt Commission file. Copies of these lists are filed in the subject files, and the lists in the subject files are annotated to show which documents have been removed from that file or have been filed in other files.

The memoranda dealing with lending rate contain the President's recommendations to the Board with regard to the Bank's interest rate policy and its annual and quarterly review. They include background material dating from 1947 and some handwritten notes by McNamara of the Executive Directors' discussions on lending rate policy (1968, 1969 and 1979).

The memoranda on profit transfer deal with the Bank's annual transfer to IDA of part of the year's income. They include some handwritten notes by McNamara of the Executive Directors' discussion on the allocation of net income for FY69. The budget proposals and related memoranda presented to the Executive Directors for review and approval are occasionally annotated by McNamara. The 1973 Review of IBRD/IDA program, FY74-78, is accompanied by the President's handwritten notes of his meetings with H. Kaufman, E. Patberg and L. Parker of Salomon Brothers, the First Boston Corporation and Morgan Stanley respectively.

The memoranda on compensation are concerned with salary policies and procedures, salary reviews, staff retirement and tax liabilities. They include McNamara's proposals of a general salary increase with his notes of the discussions of the Board, drafts and comparative figures (1968-1970), and recommendations with regard to the conclusions of the McKinsey study on staff compensation (1972) and the Report of the Joint Bank-Fund Committee on Staff Compensation Issues (Kafka Committee 1979). There are also notes taken by the President of discussions on tax liabilities (1979).

The miscellaneous memoranda deal with Board procedures, IBRD borrowing, lending policies, procurement practices, operations evaluation, work arrangements with other agencies, the Bank research program, international agricultural research, and office space. They contain McNamara's handwritten notes on the Executive Directors' discussions of his recommendations regarding subscriptions to the capital stock of the Bank (1969, 1970), Board procedures (1971), and the financing of tea (1973). The memoranda relating to IBRD borrowing and bonds issues are heavily annotated by the President (1978-1980), as is a memorandum on development policy for countries dependent on exports of primary products (1973).

The memoranda regarding IDA concern IDA policies, financing and international agricultural research. They bear no annotations by the President.

The memoranda regarding IFC contain some notes by McNamara of the discussion by the Executive Directors of papers on operating policies (1973), as well as personal comments by R. L. Knight regarding IFC policies (1973).

The memoranda on financial policy contain McNamara's papers to the Board on the Bank's borrowing program, financial policies and capital increase, and the establishment of the Third Window. They include the President's drafts of statements and closing remarks for the Executive Directors' discussions of memoranda on the scale of financial operations FY74-78 (1972) and IBRD financial policies (1973) and notes accompanying his 1976 memorandum on IBRD capital increase.

The memoranda on the recommendations of the Pearson and Brandt Commissions relating to the Bank bear some annotations by McNamara.

A set of documents concerning the discussions of memoranda to the Board on the future role of the Bank and its associated capital requirements was put together by President McNamara. It contains summaries of informal meetings with the Directors, technical notes, memoranda and handwritten notes of the discussions, and correspondence. An index to the documents in the file Role of the Bank, both in McNamara's handwriting and in typescript, is included in the file.

EAS Working Group and Task Force files

This series includes records related to Economic Advisory Staff (EAS)participation in Bank working groups and task forces. This includes records related to the Country Risk Management and Portfolio Review Working Group from 1989 to 1991. The Working Group was led by the Bank's Risk Management and Financial Policy Department (FRS), but the Working Group consisted of representatives from EAS, and many other units in the Bank. The records relate to review of country risk monitoring and financial risk assessment functions performed by FRS. The records include: correspondence and memoranda from EAS staff, FRS staff, Working Group representatives, and senior Bank officials; meeting minutes and agenda from the Working Group, the Operations Committee (OC)of the Operations Senior Vice Presidency (OPNSV), and the Finance Committee of the Finance Senior Vice Presidency (FINSV); and reports with comments produced in support of the Working Group, including copies of the Country Risk Management and Portfolio Review report.

The series also includes records from the Task Force on Exposure Guidelines from 1989 to 1990. The task force was led by EAS Director Enzo Grilli, and done in close collaboration with the Bank's regional units and FRS. The task force was formed to re-evaluate and review the Bank's exposure guidelines used to assess member countries and the Bank's exposure to major financial risks such as debt obligations. The records include: memoranda and correspondence; Task Force meeting minutes and agenda; recordsrelated to Country Robustness Analysis surveys performed as part of the Exposure Guidelines Task Force exercise; and draft and final Exposure Guidelines reports with comments.

Correspondence Regarding Collaboration between the World Bank and the International Monetary Fund (IMF)

This series contains the incoming and outgoing correspondence of the Vice President and Chief Economist that concerned collaboration between the World Bank and the International Monetary Fund. It is primarily the correspondence of Chief Economists Fischer and Bruno; there is very little from Lawrence Summer's tenure. The correspondence is with DEC staff and managers, managers in other Bank units, and IMF managers and concerns proposed topics for the periodic luncheons between the Bank's President and the Fund's Managing Director with summaries of those luncheon discussions drafted by DEC staff; comments from Bank staff on draft IMF papers; IMF comments on draft Development Committee papers; attendance of Bank staff at IMF Board meetings and Board seminars and summaries of those meetings and seminars from Bank staff; duplication of effort between the Bank and the Fund; policy on disclosure of Policy Framework Papers; Bank procedures for Policy Framework Papers; proposals for joint Bank/Fund studies; planningfor a joint retreat in 1995; guidelines for Bank-Fund collaboration on public expenditure issues; and DEC representation on the IMF Working Party on Measurement of International Capital Flows. Included in the series is a July 5, 1990 draft of the joint Bank/Fund report, World Bank and International Monetary Fund Progress Report on Bank-fund Collaboration.

Front Office Records Relating to Special Programs and Issues

This series consists primarily of files maintained by Lesley Davis Arnold, Program Coordinator in the DEC front office, 1993 - 1997. Her records concern special programs and issues affecting DEC, such as the DEC Action Plans for Women for FY 95 - 97; DEC's input into plans for the World Bank's 50th Anniversary; DEC presentations and briefings; matters concerning the Board of Executive Directors; and DEC's performance plan for FY 97 (filed under Planning Directions). Among the files for DEC's Action Plans for Women are Lesley Davis Arnold's correspondence regarding: DEC's Advisory Group on Gender of which she was a member; special funding available for first-time women consultants in DEC; plans for celebrating International Women's Day; and meetings of the Vice Presidential Unit Gender Coordinators and of the Local-Level Harassment Advisors (LHA). The files relating to the Board of Executives Directors include schedules of the major DEC papers and reports that required Board review. Files under Presentations include copies of the briefing materials Michael Bruno used in his March 1995 presentation to President Wolfensohn and a copy of his statement to the Executive Directors in December 1994. This series also includes five memoranda dated November 3 - 9, 1992, relating to plans for the 1993 reorganization as they affected DEC. Included is a copy of Lawrence Summers' November 9, 1992 memorandum regarding his vision for research on sectoral issues.

Front Office Work Program and Budget Records for Fiscal Years 1993-1998

These copies of DEC annual work programs and budgets, usually accompanied by Department and EDI [Economic Development Institute] feeder work programs and budgets, were maintained by Lesley Davis (Lesley Davis Arnold) who was Program Coordinator for Administration in DEC's Front Office. Copies of DEC's FY 93 Mid-Year and Retrospective Review Reports were maintained with the FY 93 work program and budget. Background materials for the FY 93 work program and budget include correspondence concerning positionsand funds associated with a proposed downsizing of the Geneva Office and concerning the impact on staffing of the acceptance into Bank and Fund membership in 1992 of most of the Republics of the former Soviet Union. Found with the FY 94 work plan and budget is correspondence concerning the merger of the budget of the Development Policy Group (former Economic Advisory Staff [EAS]) with that for the rest of DEC and copies of monitoring and Mid-Year Review Reports. The FY 94 - FY 96 Business Plan for DEC accompanies these records. A new format was adopted for the FY 95 work plan and DEC units' submissions were entered into the Resource Planning System (RPS). Accompanying documents relating to the FY 95 work program are FY 95 - FY 97 and FY 96 - FY 98 Business Plans for DEC (including EDI). Found with documents pertaining to the FY 96 work program is correspondence concerning development of a new Country Assistance Strategy or Country compact and a copy of the Third Quarter FY 97 Monitoring Report of the DEC work program and budget which was prepared for the first time in a new format in line with implementation of the Bank's new Strategic Compact - the plan for fundamental reform to make the Bank more effective in delivering its Regional program and achieving its basic mission of reducing poverty. Correspondence concerning DEC's proposed involvement in the Bank's program of technical cooperation, expanded volunteer efforts, and modest funding of activities related to education, employment, poverty alleviation, and municipal services for Washington, DC is found with guidance documents for preparation of the FY 98 work programs and budgets.

Front Office Quarterly Monitoring, Mid-Year, and Retrospective Review Reports

Most of these copies of DEC 's Apex, Quarterly Monitoring, Mid-Year, and Retrospective Review Reports were maintained by Lesley Davis (Leslie Davis Arnold) who was Program Coordinator for Administration in DEC's Front Office. The FY 92 Apex Reports were submitted after the end of the first quarter to the Policy and Review Department (PRD) before that unit was abolished in the 1992 reorganization. The FY 92 DEC Apex Reports described the status of DEC's implementation of the FY 1992 PRE [Policy, Research and External Affairs] Management Contract, compared quarter outcomes with the original plan in the Contract, described major activities/accomplishments by program objective category (POC), and described the status of EDI's development training program and EXT's [External Affairs Department] public information work and publications program. The report also commented on cross-cutting topics such as private sector development, environment, poverty, and women in development.

In FY 93, the Apex Reports were renamed Quarterly Monitoring Reports and, similar to the earlier Apex Reports, described progress of DEC departments against their individual Management Contracts and commented on cross-cutting topics. Guidance memoranda, divisions' submissions, and other related correspondence are found with the Monitoring Reports submitted to the Director, Planning and budgeting Department (PBD) following the First (FYs 93 - 95) and Third (FYs 94 - 97) Quarters of the fiscal year.

DEC's Mid-Year Review Reports (FYs 92 - 94, 96, 97) were prepared to provide bases for estimating whether fiscal year objectives and plans would be achieved. They covered structural changes within DEC and cross-support activities and compared first-half of the year performance of the DEC Departments and other units to the Management Contracts. Sometimes the Mid-Year Review Reports were accompanied by requests to PBD for additional funds for the second half of the fiscal year for programs included in the Management Contracts.

Retrospective Reviews (FYs 92 - 96 and FY 99) were conducted for DEC organizations after the close of a fiscal year. They provided Department Directors and the Vice President opportunities to compare organizational performance against the fiscal year budget plan or management contract, to determine the reasons for any deviations from the plan, to gain insights for the implementation of the new fiscal year budget plan, and to share findings at the institutional level. The reports, which were submitted to PBD/PBDPR [Program and Budget Review Division], provided an overview of the implementation of the past year's work program, highlights of program activities, services to other parts of the Bank, and dissemination activities.

At the beginning of FY 97 the Mid-Year and Retrospective Review Reports were replaced by Semiannual Reports on Monitoring the Bank's Strategic Compact - the plan for fundamental reform to make the Bank more effective in delivering its Regional program and achieving its basic mission of reducing poverty.DEC submitted data to PBD for retrospective reporting and, in addition, DEC provided a brief retrospective narrative report describing steps taken to deliver on the Compact. The FY 99 Retrospective Review consisted of: a review of progress under the Strategic Compact; a review of focus areas and major programs and activities; and budgetary information.

Davis also maintained a copy of the Country Economics Department's (CED) Black Book, which was developed at the end of FY 92. The black Book includes a completion report on each of the research or policy tasks completed by CED during that fiscal year, a summary linking work completed in FY 92 to the FY 93 work program, and a list of CED FY 92 publications.

Working files - Conable/Camdessus lunches

This series contains records of President Conable's meetings with Michel Camdessus, Managing Director of the International Monetary Fund, between June 1989 and July 1991. The records consist of meeting agendas, briefing notes, talking points, and minutes of the meetings. The topics include Bank and Fund collaboration and operations involving debt reduction, country matters, environmental issues, and preparations for Annual Meetings issues, among others.

The file was maintained by Jennifer Volk, an Executive Assistant to the President. The official file on the lunches is missing from the Liaison files - Non-governmental and international agencies; consequently the working file provides the existing information on the meetings of these two executives.

Annual Meetings

This series consists of President Preston's files for the Annual Meetings and the records of the logistical arrangements made by his office staff. The general organization of the Annual Meeting is the responsibility of the Corporate Secretary, so the records in this series are those of the President himself and the arrangements made by and for his immediate office.

The records consist of agendas, background material, briefings, speeches, correspondence, and related records regarding the Annual Meetings. The 1993 and 1994 files include briefings on commercial banks and financial institutions and the 1993 files include a Reference book. Market that has briefings on the Bank's FY94 funding plan, official borrowings, and country briefs. The briefings provided to the President for these meetings give a useful snapshot of the state of the particular country or institution as of the date of the meeting.

World Bank 50th Anniversary

This is the only series in the President's office records that covers the commemoration of the fiftieth anniversary of the Bank. The files document the anniversary activities, and one file relates to the Commission on the Future of the Bretton Woods Institutions, a commission established by the private Bretton Woods Committee. To mark the fiftieth anniversary of the Bretton Woods Conference, the commission issued a report with recommendations on state of the international monetary system, development finance, and the International Monetary Fund and the World Bank, and this file provides the Bank's view of the work of the commission.

Living Standards Measurement Study (LSMS) research survey records

This series includes records related to Living Standards Measurement Study (LSMS). The LSMS was first launched by the Development Research Center (DRC) in 1980. Included in this series are records relating to the LSMS from the DRC as well as those units subsequently responsible for the Survey through 1992. These include: the Development Research Department Living Standards Measurement Unit (DRDLS), 1983 to 1987; the Population and Human Resources Welfare and Human Resources Development Division (PHRWH), 1987 to 1992; and the Population and Human Resources Poverty Analysis and Policy Division (PHRPA), February 1992 to December 1992.

The series includes research files maintained for each country. These records include: background papers, articles, and reports produced by the Bank and outside sources; research proposals; LSMS questionnaires; household and life expectancy raw statistical data sheets; handwritten notes; memoranda and correspondence regarding progress, procedures, and changes in LSMS surveys; back-to office reports; terms of reference; travel expense reports; and budget records. The series consist of additional LSMS research files referred to as World Bank Research Program (RPO) files. These records include research projects related to topics such as education, health care, nutrition, household data, living standards, welfare, and labor. Each RPO project generally includes the following records: correspondence and memoranda regarding project planning, progression, recruitment, and changes; mission reports; back-to-office reports; drafts, revisions, and final project proposals; travel expenses; terms-of-reference; notes; background papers; RPO status reports; administrative expense reports; consultant background and CV records; appointment letters; and Project Completion Reports (PCRs). The research files cover the years 1978 to 1992.

This series also consists of records related to the Working Papers Numbered Series in support of the LSMS surveys from 1980 to 1992. The records include drafts; original copies; published copies; cover negatives; and handwritten notes for LSMS Working Papers 1-59. The Working Papers were used in the preparation of the following World Bank publication: Living standards measurement study: abstracts of working papers.

The series additionally contains records related to the Bank's collaboration with the UN National Household Survey Capability Program (NHSCP), and the UN Statistical Office (UNSO) from 1978 to 1988. The statistical data produced by the LSMS surveys were shared and disseminated to cooperating units through prepared papers and reports, collaborative working groups, and meetings. The records in this series include correspondence from World Bank officials within DRC, DRDLS, and PHRWH to NHSCP and UNSO. The bulk of records contain correspondence and LSMS background reports from DRDLS Head Dennis N. de Tray and DRDLS associate Jacques van der Gaag sent to NHSCP and UNSO officials. Post 1987 records include correspondence from PHRWH Chief Jacques van der Gaag Population and Human Resources (PHR) Director Ann Hamilton sent to NHSCHP and UNSO officials. Also included are records from the UN Statistical Commission Meeting on LSMS held in New York City from February 28 to March 1, 1985. The records from this meeting include: memoranda and correspondence regarding preparation and reporting on the meeting; agenda and meeting minutes from the meeting; back-to-office reports; handwritten notes; LSMS statistical reports and papers prepared by the World Bank for the meeting; and statistical reports prepared by UN units.

Country files

This series contains records of President Conable's meetings with representatives, delegates, and heads of the member countries; briefing notes for meetings with country leaders; general background information on countries and governments; press releases; correspondence with government leaders; memoranda of advice from staff members; and congratulatory and thank you letters. Topics covered in the records include external debt; Bank lending operations and criteria, and environmental concerns. Three files cover regions in Africa - Eastern, Southern, and Sub-Saharan - rather than an individual country, in addition to individual files on most countries in those regions. No files on the United States are included.

The files on the USSR are significant, as the period of the Conable presidency covers the late twentieth century political changes in Eastern Europe and the Soviet Union. Of particular interest are the files on a joint study that the 1990 economic summit in Houston, Texas, asked the Bank and the IMF toundertake. The study, completed between July 1990 and May 1991, surveyed the Soviet economy, made recommendations for its reform, and established criteria for Western economic assistance to support reform.

Many of the files contain records dating from the Clausen presidency, some as early as 1984; apparently Conable used the Clausen country records as building blocks for his information on the countries. Similarly, the files on the USSR contain some records that post-date the Conable administration by several months (until December 1991), as the incoming Preston administration continued to use them.
