Series contains records related to the organization and management of the Incentives and Comparative Analysis (INCA) Unit, situated in the Industrial Development Finance Department (IDF) in 1981 and later the Industry Department, Strategy and Policy Division (INDSP) from 1982 to 1985. Records were primarily maintained by Economist Garry Pursell who led the unit beginning in 1981. The records consist of internal memoranda and reports documenting the establishment and history of the INCA Unit including the RPO-672-44 "Establishment of an Experimental Unit for Work on Industrial Incentives and Comparative Advantages" preparation of work programs, reporting on unit activities, dissemination of INCA products, and other activities including management of staff and consultants. Internal memoranda are mainly between Pursell and IND senior management including assistant directors and division chiefs and discusses work program, strategy, budgeting, research and studies, as well as recruitment and organization of consultants.

Incentives and Comparative Advantage (INCA) research and knowledge products

Series consists of records related to the Incentives and Comparative Advantage (INCA) unit's applied research work including developing methodologies and tools to support INCA studies and analysis of studies. Most records were maintained by Economist Garry Pursell beginning from his tenure with the Development Research Center (DRC) and its previous units under the Development Policy Vice Presidency (VPD) in the 1970s before he was transferred to the International Development Finance Department (IDF) to lead the Bank's new INCA unit in 1981. Other records were created by consultants with the INCA unit when it was under the Strategy and Policy Division, Industry Department (INDSP). In some cases, material was added to the files by Pursell or colleagues after 1985 when the INCA unit was discontinued; these six additional files date from 1986 to 1991.

Research and reference materials

Most of the records in this series comprise research material created and collected for a study of Cote d'Ivoire carried out by the INDSP INCA unit and possibly predecessors. The effective protection study analyzed various types of incentive indicators (effective protection and effective subsidy) and comparative advantage indicators (effective rates of protection [ERC] and domestic resource cost [DRC]) using data from 84 industrial firms in Cote d'Ivoire. Records include the export questionnaires in French, 1984 printouts of calculations made from the computer program on which the data had been entered, and the resulting material based on the survey data including handwritten notes, export statistics, and price calculation outlines. These records are also filed with reference documentation including journal articles, external guidelines, and working papers (1970 - 1983). Predominant industries covered in the export survey include textiles, beverages, and edible oils.

Cote d'Ivoire research records also include four volumes of country papers and reports on various aspects about the economy of Cote d'Ivoire created by various units of the World Bank and International Monetary Fund (IMF) units (1972 - 1978) and a larger body of reference files in English and French, some containing Bank internal reports, pertaining to the country's various industries and economy (1968 - 1984) that were used in the study. Additional reports, studies, pamphlets, project descriptions, and other records compiled by the INCA unit in support of the study were authored by various departments of the Government of Cote d'Ivoire and by external agencies and organizations (1963 - 1984). These pertain to existing and proposed industries, customs tariff schedules, financial reports, and trade statistics.

Other research materials include INCA country files representing nearly 40 countries that were maintained by Pursell and used as background information and data for INCA research projects and studies by DRC and successor INCA unit. Files contain draft and final reports authored by DRC staff and other Bank department staff (IFD), Board papers, Bank and external working papers including sector strategy paper, copies of externally authored publications and journal articles, research proposals, back-to-office reports (BTORs), and memoranda related to effective protection and associated topics or project data (1968, 1971 - 1991). Memoranda and letters beginning from the 1970s are between DRC staff including Pursell, Larry Westphal, and Consultant Bela Balassa and occasionally the Bank's regional units.

Methodology and applied research

The series contains records related to the INCA staff and consultants' methodology work as a primary task under its applied research responsibility (1978, 1980 - 1991 [predominant 1982 - 1985]). These records, including discussion papers, unpublished technical and procedure notes (first draft and final versions), export questionnaire (French), document the methods used for analysis on effective protection, domestic resource cost (DRC) estimates, export incentives and related concepts.

Applied research outputs to support INCA country studies develop Bank operational tools, also referred to as "infrastructure" according to the various INCA unit reports, are also represented in the series and include a draft interview guide on incentive issues, INCA program description and model for computing, bibliographies and summaries of studies, and one of the unit's final products, a 1985 final draft manual for INCA for country officials and researchers.

Knowledge and information products

The series also contains records related to the pooling of international price data for numerous industrial products (1972 - 1974, 1980 - 1984). The INCA unit collected global price data for numerous industrial products to make accessible for international data pooling and exchange. Specific records include: internal memoranda and correspondence with external institutes or government offices concerning the collection or sharing of price information; copy of the multipage form that the unit designed for requesting prices; directory of information sources on international prices (1984) prepared by the unit; and related reference material used to compile the directory including copies of Industry Department (IND) papers, published Bank working papers, external publications, and news clippings. Early material includes copies of internal memoranda distributed to Central Projects Staff (CPS) management about a border prices paper (1973), and external reference material.

Lastly, another group of records (1971 - 1985) entitled "liaison" consist of unpublished and published reports and other items authored or co-authored by Pursell, other INDSP staff and consultants including Yoon Joo Lee, or authored by international academics that were collected by Pursell and INCA personnel. Records mostly contain draft and final reports, working papers, case study, lectures, and copies of published articles and external reports. A few files created before 1981 relate to Pursell's work in the DRC unit; one of these contains reports on a Bank workshop on trade policy in relation to industry in developing countries (1980).

Circulation of reports for review or information

Series contains draft reports and related materials circulated by the Economic Committee (EC) secretariat to committee members for review during a meeting of the committee, for written comment, or for information. In rare cases, the report is circulated by the committee chairperson. Most of the files included in this series use the classification system imposed following the reconstitution, in 1965, of the Staff Economic Committee (SEC) as the Economic Committee. Those files that include classification in their titles are classified as EC/O, or reports distributed to committee members, most but not all under review by the committee.

Note that in some report folders, only a secretariat's cover letter is included, indicating the title of a draft report that was previously attached and the date when either comments are requested, or a meeting will be held to discuss the report. In these cases, the actual report is not included, and the folder title indicates "no report attached".

The majority of the EC's time was given to review of reports focused on the economies and development prospects of individual countries. As such, most of the draft reports included in this series are Country Program Papers (CPPs, October 1969 to October 1972), Country Program Notes, Recent Economic Developments, or other general country economic reports. A small number of more focused country reports relating to the review of a specific aspect of that country's economy are included; these are generally focused on economic sectors suchas transportation, agriculture, energy, etc.

Draft reports relating to non-country-specific topics that were circulated to committee members are also included in this series. Reports date from 1965 to 1970. Some folders include the report as well as "correspondence" which generally refers to memoranda or other documents distributed in support of the review of the report under consideration.

Also contained in this series are draft versions of country economic profiles in the form of "Country Economic Briefs" prepared in 1968 by the Economic and Area Departments with contributions by the EC. These profiles were created, as described in the collection's preface, "to be a ready reference on the economies of World Bank Group members and of the World Bank Group's economic policy attitude towards them." The intention was to upgrade and update the material when more information became available. The briefs may include: a brief discussion of the country's economic situation and development challenges, authored by Area Departments; conclusions and recommendations prepared by the EC; a data brief, compiled by the Economic and Area Departments; and the latest economic map available highlighting topics such as land use, manufacturing centers, resource areas, etc.

A set of Five-Year Program Papers from 1968-69 are also included in this series. These economic profiles duplicate much of what is included in the Country Economic Briefs. The primary addition, which is not included for every folder, is memoranda summarizing the current development outlook for the country. This includes discussion of key problems and issues, creditworthiness, Bank actions, and tables documenting Bank project lending.

The series includes a small collection of monthly reports on Bank lending operations dating from 1969 and 1970. It is unclear if these tables were circulated to committee members or if they served as reference material for the committee's secretariat. The reports each focus on active or potential Bank-funded projects and consist oftwo types: reports on appraisal and negotiations of a project; and preparation and identification of a project. The former charts the progress of the appraisal and negotiations through 12 steps, from "decision to send appraisal mission" to "loan or credit signed." Each step includes an original forecast date, the previous month's forecast, and the current forecast or actual date. Reports on the preparation and identification of projects list the latest step completed as well as pre-investment studies required. Both types of reports include the option for notes and are signed by the Loan Officer.

Monthly reports describing expected economic missions by Area Departments and the staffing needs related to that mission travel are also included. Reports, beginning in January 1969, initially included expected mission travel and staff required for the following six months. Beginning in September 1969, reports began providing this information for the twelve months. While it is likely that all of these reports were circulated to committee members, beginning in September 1969 each report includes a cover letter indicating that the report was sent to committee members by the committee's secretariat. The final report provides planned mission travel for April 1970 to June 1971.

Reading File Maintained by Mary Shirley While Serving as Chief, Finance and Private Sector Development (PRDFD) and During Prior Bank Assignments

The correspondence in this series was maintained as a personal reading file by Mary Shirley during successive assignments at the World Bank from 1980 to 1995 serving as: Economist/Loan Officer, Country Programs Department I (LC1D), Office of the Regional Vice President for Latin America and the Caribbean, 1980 - 1982; Senior Economist, Projects Advisory Staff (PAS), Office of the Vice President, Operations Policy (OPSVP), 1983; Senior Economist and later Public Enterprises Adviser, Public Sector Management Unit (PPDPS), OPSVP, 1983 - 1987; Public Enterprises Adviser, Public Sector Management and Private Sector Development Division (CECPS), Country Economics Department, Office of the Vice President, Development Economics and Chief Economist (DECVP), 1987 - 1990; Chief, CECPS, 1990 - 1993; and Chief, Finance and Private Sector Development (PRDFP), Policy Research Department (PRD), 1993 - 1995.

Incoming correspondence is sometimes filed with copies of letters, memoranda, reports, papers, and informal communications prepared by Shirley. Shirley's earliest correspondence while assigned to LC1D was primarily with Division Chief Francisco Aguirre-Sacasa and government officials. The majority of the correspondence in the reading file centers on her work after leaving LC1D in 1982. The subjects of much of this later correspondence, exchanged primarily with Bank staff, relate to public enterprise issues, particularly in developing countries; private sector development; and privatization. Research and projects in all of these areas are covered in her correspondence.

Throughout the series are Back-to-Office Reports (BTOs) prepared by Shirley following numerous missions she led to various parts of Latin America, Europe, Asia, and Africa. She also represented the Bank at meetings of the Development Assistance Committee (DAC) in Paris (1987, 1990) when issues relating to private sector development were discussed. BTOs for these meetings are part of the file. Correspondence concerning Shirley's participation in the Committee on Private Sector Development and other Bank initiatives, along with a small amount of correspondence concerning her work on the World Development Report at the end of her LC1D assignment in 1982, are in the series. Throughout the series are letters of invitation for speaking engagements from academic institutions and professional groups both within the United States and abroad and Shirley's responses.

Correspondence of Masood Ahmed, Director, International Economics Department (IEC) Concerning Joint World Bank-IMF Development Committees, Annual Meetings , and Seminars

This series consists of five parts and includes records related to the Joint World Bank and International Monetary Fund (IMF) committees, meetings, and seminars in which Masood Ahmed participated during his time as Director of the International Economics Department (IEC). IEC played a key role in joint Bank-IMF initiatives by providing statistical data and publications on macroeconomic projections, multilateral-debt, and trade forecasting. Much of this was done in collaboration with the IMF's Statistical Department, where IEC and the IMF shared and reviewed data and publications such as the IEC Global Economic Prospects (GEP), World Debt Tables (WDT), and the IMF Statistical Department's World Economic Outlook (WEO). The data provided by IEC and IMF Statistical Department helped to set the agenda for Joint IMF-Bank meetings, and informed subsequent policy development. In addition, IEC senior officials directly participated and advised Bank-IMF efforts, and helped develop the joint Bank-IMF board papers eventually produced by the Development Committee.

The first part of this series includes records from Ahmed's involvement with the joint Bank-IMF Development Committee from January 1994 to December 1997. The records consist of agenda and minutes of meetings, memoranda, and correspondence; copies of statements given by participants in committees; and published reports and joint Bank-IMF papers. Some of the correspondence is internal Bank communications to the Office of the President (EXC), DEC staff, and IEC staff reporting on Committee meetings, or discussing issues or actions related to the meetings. The records primarily focus on the topic of Heavily Indebted Poor Countries (HIPC) and the joint Bank-IMF HIPC Initiative of 1996. Ahmed played a key role in policy advisement for the HIPC Initiative and its subsequent implementation and policy revisions.

The second part of the series consists of files from the joint Bank-IMF Annual Meetings Ahmed attended from 1994 to 1997, including meetings held in: Madrid, 1994; Washington, DC, 1995 and 1996; and Hong Kong, 1997. The records include: briefing books outlining events, topics, and background information; briefs for ad hoc meetings or smaller committee meetings; delegation lists and biographies of participating agencies and individuals; handwritten notes; speech transcripts by Masood Ahmed and others; and correspondence and memoranda related to involvement by IEC units for the Annual Meetings, and related to subsequent reporting in the Annual Meetings to Officeof the President (EXC), the DEC Vice President, IEC officials, or other internal Bank staff.

The third segment of this series is records from the IMF Interim Committee meetings Ahmed attended from 1994 to 1997. The Interim Committee meetings were IMF member only meetings, but the Bank President and other senior officials were invited as observers for each meeting. The Office of the President (EXC) usually had the DEC Vice President or Ahmed attend these meetings in the President's absence. The records consist of agenda and meeting minutes and correspondence sent from the IMF and correspondence and memoranda sent internally between EXC, DEC, and IEC regarding arrangements or attendance at the meeting, and reporting of the meeting.

The fourth part of the series includes records from joint Bank-IMF organized seminars and workshops in which Ahmed participated. These records consist of Severely Indebted Low Income Countries (SILIC) seminars and workshops Ahmed attended from 1994 to 1995 where he helped develop a joint IMF-Bank SILIC paper. Memoranda, correspondence, and drafts document Ahmed's collaboration with the IMF to develop SILIC policy, and also his reporting of his work to the Office of the President (EXC), the DEC Vice President, and other internal Bank staff. Similar records contain transcripts for the Workshop on the Analytical Aspects of the Debt Problems of Heavily-Indebted Countries, 7 February 1996. Agenda, memoranda, correspondence, and copies of presentation speeches are also included for the IMF/Bank Seminar on External Financing for Low Income Countries, 9-12 December 1996.

The last part of the series consists of correspondence, memoranda, and photo static copies of statistical reports and publications sent from the IMF to Ahmed from January 1995 to December 1997. The records document the collaboration between IEC and the IMF Statistical Department.

Records Relating to Adjustment Programs

This series, which was compiled by Vinod Dubey, Director of the Country Policy Department (CPD), contains records relating to adjustment programs in a number of different countries. CPD was responsible for, among other functions, providing advice and support to the regions on structural adjustment lending. This function was transferred to EAS when CPD was terminated in 1987.

The records relate to adjustment programs in Argentina, Bangladesh, Bolivia, Brazil, Chile, Columbia, Ecuador, Ivory Coast, Mexico, Morocco, Nigeria, Peru, Philippines, Uruguay, Venezuela, and Yugoslavia. The documents for a country vary but included are: Medium-Term Growth Strategy Papers, Country Studies, Baker Initiative Papers, Selected Analytical Variables for Economists and Managers (SAVEM) Tables, and printouts of the major economic indicators for a country. Dubey forwarded many of the country papers and studies to the Operations Policy Subcommittee (OPSC) for discussion, and some minutes of OPSC meetings are included in the files.

Chronological files

The series consists of records created by the Population, Health and Nutrition Division (PHRHN) and its subordinate units beginning from 1988 and continuing through 1995 under its' successor, the Population, Health and Nutrition Department (PHN) of the Human Resources Development (HRO) Vice Presidency.

Records generally consist of outgoing memoranda and letters, specifically hard copies of All-In-1 messages and attachments. Much of the correspondence is between division staff and external agencies, institutions, and governments discussing information exchange, collaboration on projects, and conferences. Correspondence between PHN staff and other Bank departments relates to: research paper publication; peer review and comments on research, strategy, and policy papers; conference attendance and planning; preparation of sector reviews; grants and trust funds; and assistance to and collaboration with the regions. Other records occasionally found among the correspondence are back-to-office reports; terms of reference (TORs); aide memoires; published and unpublished reports and policy papers; sector reviews; and business plans.

A small body of correspondence files all dated 1993 were provided classification by country or subject presumably by IISC (see Archival History field for further information). Most of the country files contain a single memorandum regarding projects, pre-appraisal and reviews, or country health or nutrition data. The subject files are also thin, and cover a variety of topics under: administration (including budget, work program, special grant or donor funding, and fiscal review); policy development and research; dissemination and training (including publications and attendance at conferences, workshops, roundtables, and other events); and general functional areas). This set of files contain mostly memoranda between PHRHN division staff and other Bank staff, including the Regions, often in the form of TORs and back-to-office reports.

The memoranda regarding IDA concern IDA policies, financing and international agricultural research. They bear no annotations by the President.

The memoranda regarding IFC contain some notes by McNamara of the discussion by the Executive Directors of papers on operating policies (1973), as well as personal comments by R. L. Knight regarding IFC policies (1973).

The memoranda on financial policy contain McNamara's papers to the Board on the Bank's borrowing program, financial policies and capital increase, and the establishment of the Third Window. They include the President's drafts of statements and closing remarks for the Executive Directors' discussions of memoranda on the scale of financial operations FY74-78 (1972) and IBRD financial policies (1973) and notes accompanying his 1976 memorandum on IBRD capital increase.

The memoranda on the recommendations of the Pearson and Brandt Commissions relating to the Bank bear some annotations by McNamara.

A set of documents concerning the discussions of memoranda to the Board on the future role of the Bank and its associated capital requirements was put together by President McNamara. It contains summaries of informal meetings with the Directors, technical notes, memoranda and handwritten notes of the discussions, and correspondence. An index to the documents in the file Role of the Bank, both in McNamara's handwriting and in typescript, is included in the file.

The APPRs were scheduled to be published for the fiscal years 1993 to 1995. The reports were prepared by the Monitoring Unit of the Poverty Analysis and Policy team in ESP and later PSP. The bulk of poverty progress information was collected from the poverty assessment reports and assessment summaries produced by operational staff in the Regional Vice Presidencies. The APPRs were presented to the Executive Board, the Operational Policy Committee (OPC), and EXC for comment, review, and approval. The APPRs were then used as the official publication for dissemination to audiences external to the Bank, and were subsequently presented at Poverty Dissemination Seminars organized by the World Bank in partnership with various international development agencies, NGOs, government agencies, and academic institutions.

Research and policy development

Series contains records maintained by the various divisions and departments responsible for the population, health, and nutrition sector while producing and disseminating research, and developing and analyzing sector policy and strategy. The records reflect discussions about the department's research priorities, methods and techniques of analysis, the quality of its work and ways to improve it, and its relationship to the country-based work carried out in the Bank's regional offices.

Records in the series were primarily created by the Policy and Research Unit (PHNPR), established in 1979 and dismantled in the 1987 Bank-wide reorganization. PHNPR's functions were continued by succeeding units through to the Health, Nutrition, and Population Team (HDNHE), but no longer as a separate division dedicated to policy and research. Many of the records were maintained by PHNPR Chief Nancy Birdsall during her tenure (1984 - 1987) as well as Senior Demographer K.C. Zachariah, Population and Human Resources Division, Economics Department and later the Policy and Research Division, PHNPR (1970 - 1987).

Record types include, but are not limited to: research proposals; terms of reference; back-to-office reports; contracts; agreements with consultants, universities and other third parties who are doing research for or with the division; initiating briefs for policy papers; statistical and other data; published and unpublished reports; drafts and final working papers; briefing notes; external reports and publications; surveys and questionnaires; budget reports and other financial records of research expenditures; and related correspondence.

Staff and consultant research papers

The largest portion of records in the series relate to research and concept papers authored by various department and division staff and consultants. Apart from a single file dated 1970, the papers were primarily accumulated between 1979 and 1988. Records are organized by author and contain draft papers and correspondence about comments on papers. Senior staff and other individuals represented in the files include, but are not limited to: Directors Kandiah Kanagaratnam, John North and David de Ferranti; PHNPR Division Chief Nancy Birdsall; Senior Health Advisor Anthony Measham; Senior Nutrition Advisor Alan Berg; and other Bank staff outside of PHN such as James Lee, Ernest Stern, Shahid Husain, and Barbara Herz. General sector topics are covered as well as topics related to a particular country or region. Subjects include: family planning; rural contraceptive needs; marriage and migration; sub-Saharan Africa population policy project; public health planning; primary health care; health expenditures; education; and economic topics such as liberalization and taxes. A smaller volume of files relate to papers presented at symposia or conferences.

PHNPR Division subject files

The series also comprises a large volume of subject files maintained by the former PHNPR Division between 1976 and 1987. Some of the files were created by staff of the former Population and Human Resources Division. The subject files cover a wide range of the division's activities such as policy research and analysis, preparing studies, project support, conferences, and other knowledge and learning events. These files contain internal memoranda, outgoing letters, reports, background papers, conference reports and agenda, and other records.

Several subject files refer to a specific country project funded by IDA credit (Gambia National Health Project) and covers project appraisal, budget, and analysis on lending in the sector. Files concerning research projects are indicated by the RPO (Research Project Output) code assigned to projects throughout the Bank by the Development Economics department. The RPO material was mostly maintained by Dr. Susan Cochrane, senior economist, PHNPR. RPO files relate to the projects Education and Rural Development in Nepal and Thailand (RP0671-49) and Determinants of Fertility in Egypt (RP0671-49). Included are: memoranda and letters discussing project status updates and workshops on population research; draft surveys and questionnaires with annotations; questionnaire instructions and code sheets; interviewer manual; proposals submitted to Research Committee; expense and budget reports documenting financing through the Research Committee; preliminary chapters; data tables; and background reports. Most of the material is in English but there are also questionnaires and data in Thai. A memo from Susan Cochrane (DEDPH) to the Steering Committee on Determinants of Fertility in Egypt is also included.

Other subject files pertain to poverty guidelines and contain memoranda, reports, and manuals on the Bank's measurement of poverty as it relates to lending to the lower income countries and to alleviate urban poverty. There are also subject files related to health care, health financing, health program evaluation, health services research, pharmaceuticals and drugs, health organizations, diseases, health resources development, irrigation health risk study, and the interaction between health and water supply. Subject files on nutrition relate to nutrition research, programming, nutrition service delivery, and food subsidies and pricing. Population files concern population aspects of education projects, population studies, fertility, contraception, and population policies.

Files related to conferences include the 1984 International Conference on Population, Conference on Research Priorities for Sub-Saharan Africa in Bellagio 1985, Task Force for Child Survival Cartagenaconference, and also seminars, workshops, and EDI training. There are also files related to data on women in development, household living standards, and files reflecting PHN's input on President Clausen's speeches.

Other PHNPR subject files relate to partnerships with international organizations such as World Health Organization (WHO), academic institutes, committees and working groups, and inter-agency partnerships such as the Special Program for Research and Training in Tropical Diseases (TDR), the Control of Diarrheal Diseases (CDD) Program, and the Onchocerciasis Control Program (OCP) or river blindness. The onchocerciasis file (1980 - 1984) contain memoranda, a report of an independent commission regarding economic analysis of OCP reflecting the involvement of Andre Prost and Nick Prescott (PHN) and comments on reports by Karen Lashman Hall (PNHPR). There are also files regarding WHO and Bank cooperation for HIV/AIDS and comments on the draft proposals on structure and coordination of the WHO Special Programme on AIDS.

Working papers series and publications

The series also contains a substantial volume of records related to the PHN Technical Note working papers series authored between 1976 and 1992, arranged by the series or issue number. Files primarily contain printer's copies and research data on topics including cost benefit and cost effectiveness studies, demographic data, AIDS research, health care management, and Safe Motherhood (also known as maternal and child health and mortality).

Thereare also reports and other records related to the PHN Policy Research Working Papers (WPS numbered series) covering the years 1989 to 1993 and include annual sector reviews which outlines population, health, and nutrition lending, health system trends, costs, and resources. Although most of the publications and papers were forwarded to the Bank's Internal Documents Unit and were eventually digitized, other papers contained in this series were disseminated through PHN's successor, HDNHE.

Series also contains handwritten notes, regional data tables for population and mortality projections and labor force data for member countries, as well as memoranda accumulated between 1973 and 1990 in preparation for the annual World Development Reports (WDR). Several files relate to the 1984 WDR that focused on economic performance and population growth, including comments on drafts.

There are also three files (1993 - 1996) related to the best practices book authored by PHN Senior Nutritionist, Dr. Judith McGuire, and consultant Rae Galloway, entitled "Enriching Lives - Overcoming Vitamin and Mineral Malnutrition in Developing Countries" published by the World Bank in 1994. Includes three floppy diskettes of the Spanish version, hard copy of the English master for correction, bound French version, and drafts.

Senior Demographer K.C. Zachariah records

Series also consists of a set of chronological files and subject files maintained by Dr. K.C. Zachariah, Senior Demographer between 1970 and 1987 beginning when Zachariah was in the Population and Human Resources Division, Economics Department and later the Policy and Research Division (PHNPR). The chronological files span 1971 to 1984; however, files for the years 1979 and 1981 are not present. There are two files of incoming correspondence from 1983 to 1987, and several subject files containing research proposals, final versions of staff working papers, and study papers authored by Zachariah including Population Projections for Bank Member Countries 1970 - 2000. Specific subjects covered in Zachariah's records include family planning, income distribution and fertility rates, demographic measures, and migration in specific countries or regions. There are also back-to-office reports and terms of reference documents regarding Zachariah's research missions and attendance at international conferences, terms of reference for consultants, and administrative records related to the recruitment of consultants and research assistants.

Health Sector Strategy paper

Series contains records regarding the development of the HDNHE 1997 Health Sector Strategy paper, from 1995 to 1997. Included are minutes of strategy retreats, strategy and concept paper drafts and final version, notes, and Sector Board minutes in which concept papers were reviewed and discussed.

Tobacco control policy

Also included in the series are records related to tobacco control analysis and policy created between 1988 and 1999 which were primarily maintained by Dr. Prabhat Jha, health specialist, Human Development Department (HDD) and later HDNHE. Records include correspondence, mainly containing comments on report outlines and background papers, draft papers, trip reports, conference publications, handwritten research notes, and statistical tables and charts regarding smoking prevalence, tobacco, cigarette consumption, GDP, and other data. The Bank had organized a consultation session on the economics of tobacco control in 1997 at the tenth World Conference on Tobacco in Beijing that was part of an ongoing review of the Bank's own control policies. A Bank-sponsored international conference on the economics of tobacco control in Cape Town followed in 1998. Files contain Beijing conference abstract booklets and programme, and Cape Town conference funding report and press conference reports. The Bank and WHO began a global study in 1997 on the economics of tobacco control for countries, particularly low-income and middle-income countries and a small volume of files relate to statistical data compiled, as well as the study team's 1999 publication led by Jha and Frank J. Chaloupka entitled "Curbing the Epidemic: Governments and the economics of tobacco control". There isalso correspondence with UN Agencies including FAO, WHO, UNCTAD, and ECOSOC dating from 1989 to 1995 that represents the Bank's early work on tobacco by Senior Economist Howard Barnum.

Country files

This series contains records of President Conable's meetings with representatives, delegates, and heads of the member countries; briefing notes for meetings with country leaders; general background information on countries and governments; press releases; correspondence with government leaders; memoranda of advice from staff members; and congratulatory and thank you letters. Topics covered in the records include external debt; Bank lending operations and criteria, and environmental concerns. Three files cover regions in Africa - Eastern, Southern, and Sub-Saharan - rather than an individual country, in addition to individual files on most countries in those regions. No files on the United States are included.

The files on the USSR are significant, as the period of the Conable presidency covers the late twentieth century political changes in Eastern Europe and the Soviet Union. Of particular interest are the files on a joint study that the 1990 economic summit in Houston, Texas, asked the Bank and the IMF toundertake. The study, completed between July 1990 and May 1991, surveyed the Soviet economy, made recommendations for its reform, and established criteria for Western economic assistance to support reform.

Many of the files contain records dating from the Clausen presidency, some as early as 1984; apparently Conable used the Clausen country records as building blocks for his information on the countries. Similarly, the files on the USSR contain some records that post-date the Conable administration by several months (until December 1991), as the incoming Preston administration continued to use them.

President's Council files

This series consists of the records of meetings of the President's Council that were maintained by Anapum Khanna, Special Assistant to the President. The files contain agendas and minutes of the meetings, Khanna's handwritten notes taken during meetings, talking points for the President, and papers for discussion by the Council. The series is not a complete record of all President's Council meetings for the period covered, and not all records of meetings contain an agenda or minutes.

This series is a useful supplement to the official records of the Council in WB IBRD/IDA EXC-11-32S. Not all of the official records include minutes, and Khanna's handwritten notes may fill in gaps in the official files. Furthermore, this series includes talking points for the President, all of which may not be included in the official files.

Trust Fund management and oversight

Series consists of records related to ESSD's role in providing management, oversight, and resource allocation for those trust funds that involve ESSD sectors. Records relating to trust funds provided by Denmark (TF024153), Norway (TF0231295), and Italy (TF023333) are the most numerous. Records related to Denmark are dated from 1996-1997 and 2000 and include: proposals; trust fund agreements; budget requests; initiating briefs; and correspondence between ESD and Danish government ministers. Records from 2000 relate to a proposal for a possible second phase of the Danish ESSD Trust Fund. Policy and guidelines development and supporting materials

Series consists of records related to ESSD and Bank-wide policy and guidelines development. In some cases, ESSDVP and Vice President Ian Johnson played active roles in the development of policy and guidelines while in others reports and correspondence were forwarded to ESSDVP for comment or for informational purposes. The series contains some records that evidence the formation of institutional rules and policies, namely Operational Policy and Business Practice (OP/BP). However, the majority of records in this series are the product of ESSDVP research and information exchange on various topics for the purpose of writing reports, planning projects, or developing relationships with external agencies, institutions, and governments.

The series contains a significant amount of records related to the development and evaluation of OP/BP. Records related to Bank forestry policy are numerous and include: a copy of Forest Policy Implementation Review and Strategy (OP/BP 4.36); a copy of Revised Forestry Strategy for the World Bank Group; minutes of an ad hoc group on the topic; ESSD Council meeting minutes on the topic; related correspondence; and an inventory of projects having to do with the topic. Series also contains records related to OP 4.12 Involuntary Resettlement and OP/BP 13.05 Guidelines for Projects Supervision. These include: correspondence; drafts of policy; and comments made by ESSDVP staff.

Records of the Operational Policy Committee Meeting from 1999 to 2002 are also included; records discuss OP/BP and guideline development. Records include: minutes; agendas; reports; comments; correspondence; and supporting materials.

Records in this series that do not relate to the development of specific policy may relate to ESSDVP and Ian Johnson's involvement in the research and writing of guidelines, reports, and evaluations but may also be limited to providing comments or receiving reports and correspondence for informational purposes. Topics include but are not limited to: human rights; indigenous peoples; safeguard policies; social development strategic directions; civil society; disaster management; water management and infrastructure; food assessment; climate change; desertification and drylands management; fisheries; commodity price risk management; global public policy; investment in energy infrastructure; promoting sustainability in development ; and Green procurement. Records on these topics include but are not limited to: final and draft versions of reports; comments from ESSDVP and, most often, Vice President Johnson; correspondence; meeting agendas and minutes; and briefing notes. Records from meetings and workshops attended and, in some cases, participated in by Johnson are included. These records include event and background materials and Johnson's notes.

A small amount of files contain records forwarded to Johnson from the Social Development Department (SDV) of ESSD. Topics of these records include: NGO/Bank relations; community driven development; cultural development; civil society; and post conflict development. Records generally include reports and correspondence.

Records related to Johnson's activities involving the Global Environment Facility (GEF) are also included, although small in number. These include correspondence and informational reports forwarded to Johnson and materials from replenishment meetings attended by Johnson.

The series also contains final reports and other records that the Operations Evaluation Department (OED, now the Independent Evaluation Group [IEG]) created that relate either directly to ESSD or to topics relevant to ESSD's sectors. OED reports found in this series include: OED Review of the Bank's Performance on the Environment (2001, draft, accompanied by presentation slides); Phase I Interim Report: 'Promoting Environmental Sustainability in Development: An Evaluation of the World Bank's Performance' (2000); Safeguard Policy Framework: OED Comments on Systemic Issues (2000); OED Forest Strategy Review (2000); OED Review of the World Bank Forest Strategy and Its Implementation (2000); The World Bank and Global Public Policies and Programs: An Evaluation Strategy (2001); How Far into the Mainstream? A Review of Environmental Issues in IDA Activities (2001); IDA's Partnership for Poverty Reduction (FY94-FY00) (2001); and OED IDA Review: Environmental Sustainability Issues in IDA 10-12 (2000). A number of reports on Forest Development and World Bank Assistance related to specific countries (China, India, and Brazil) are also included and are accompanied by briefing materials. Records that accompany reports include comments from ESSDVP and sector department staff as well as correspondence. A small amount of correspondence and reports forwarded to ESSDVP for informational purposes that relate to the Committee on Development Effectiveness (CODE) are also included in this series.

ESSDVP correspondence files

Series consists of correspondence files created by the ESSDVP. All of the correspondence in this series was authored by, addressed to, or forwarded to ESSD Vice Presidents Ismail Serageldin and Ian Johnson. There are, however, different forms of correspondence. Numbered correspondence in the form of a Lotus Notes log book is the most voluminous; these records span March 1998 to July 1999 and include correspondence to and from both Serageldin and Johnson. Correspondence of similar type, but that was not managed under the log book system, is included from 1999 to 2001 and is exclusively authored by or addressed to Johnson. Included in these records are a small number of short briefing notes authored by Johnson and/or the ESSDVP for the World Bank President. Memoranda files created in 2000 to 2001 are also included in this series as are a small number of records filed separately that only contain correspondence between the ESSDVP and the World Bank President between 1999 and 2001. The latter contains correspondence related to event and meeting attendance and planning, information exchange, briefing reports, and letters written by the ESSDVP for the President's signature.

Lastly, the series consists of records related to the Safe Motherhood Initiative. The Safe Motherhood Initiative was a multi-agency international initiative focused on maternal health and family planning issues of women. The World Bank sponsored the initiative, and the WID Adviser and the Population, Health, and Nutrition Department (PHN) helped plan and organize. The Safe Motherhood Initiative was launched in February 1987 at a conference held in Nairobi Kenya. The records from the Initiative in this series pre-date the conference from 1985 to 1986when Barbara Herz served as WID Adviser. The records consist of: correspondence; memoranda; terms of reference; outline work plans; outline plans for a senior technical conference; and consultant recruiting records related to the Initiative. Some of the correspondence is between the WID Adviser Barbara Herz and medical professionals at the Center for Population and Family Health and the Women in Development Office of the Swedish International Development Authority (SIDA) regarding funding to develop a concept paper for the Initiative. Correspondence and memoranda between Herz and the Projects Policy Department (PPD) Director and other staff are also included. The Initiative records also contain reference material including reports, studies, and articles produced by the Bank and external agencies, which are related to maternal health.

Research projects

This series primarily contains records documenting the findings and results of the World Bank's (Bank) two-year research project in 1976 - 1978 on "Appropriate Technology for Water Supply and Waste Disposal in Developing Countries." This project guided the United Nations Development Programme (UNDP) and the Bank to address the importance of low-cost water and sanitation systems in achieving inclusive access to clean water and adequate sanitation for everyone, especially in developing economies. It includesa series of publications in various record types: manuals, guides, reports, working documents, technical papers, summaries, case studies, and questionnaires.

This research project stemmed from years of informal and formal arrangements in the 1960s and 1970s between the Bank and the international development community (e.g., World Health Organization-WHO) to address ongoing water and waste management issues, particularly in Bank member countries' rural and urban communities. During this time, the Bank was also expanding and redirecting its investments to urbanization projects, particularly in water supply and sewerage initiatives, as emphasized by President Robert McNamara in his address to the Board of Governors in October 1976.

The research project focused on obtaining the perspectives of community members with the following factors and/or activities in mind: evaluation of varying constraints (e.g., environmental, public health, demand, institutional, cultural, social, and financial); sanitation, reclamation, composting technologies; low-cost and/or alternative technological solutions for water and sanitation development; resource availability; and project beneficiaries. The geographical area of focus was concentrated in Latin America, Africa, and the Caribbean.

The project resulted in a series of publications entitled "World Bank Studies in Water Supply and Sanitation" and related monographs, entitled "Appropriate Technology for Water Supply and Sanitation (ATWSS)," published between the early to mid-1980s. They aimed to guide and provide recommendations to project engineers, scientists, technicians, and field workers involved with water-related projects. Key authors include but are not limited to John M. Kalbermatten, David C. Jones, DeAnne S. Julius, Charles G. Gunnerson, and D. Duncan Mara.

Photographs

This series primarily contains black-and-white and color photographs documenting Martin Rosen's visits to various countries (Korea, Japan, West and East Pakistan, Greece, and India) and International Finance Corporation (IFC) financed projects between the 1950s and 1969. Photographs depict various activities, such as dinner events, visits to the city of Karachi (West Pakistan) and Dacca (East Pakistan), signing of the IFC-FEMSA (Fabrica Espanola Magnetos, S.A.) Agreement in Madrid in February 1962, visits to various corporations in Korea, and many more.

There is also a copy of Hosai Hyuga's Memoir (Watashi No Rirekisho), translated from Japanese to English and published in 1987. The frontispiece has a photograph of Mr. and Mrs. Simon Aldewereld with the author.

Briefing papers

The majority of this series consists President George D. Woods' briefing papers for the annual meetings of the World Bank and International Monetary Fund Boards of Governors. The country sections contain background information on each country's economic and political situation (including occasional economic reports), the country's relations with the Bank, and lists of each member country's delegates at the annual meeting and the topics they are likely to raise. In the case of Africa and Latin America, there are also memoranda concerning the caucuses held by the countries in these regions and texts of remarks the President intended to deliver to them.

Also part of the series is a briefing file on the 57th session of the Development Assistance Committee (DAC) of the Organization for Economic Co-operation and Development in July 1965. Two small files contain briefs for visits to Argentina and Brazil.

Chenery; comments on drafts, including an annotated draft by McNamara, dated June 19, 1973; memoranda by high-level staff discussing topics contained in the speech, including food production, agricultural sector, and the rural poor; a background paper presented by Chenery to President McNamara entitled "A Conceptual Framework for the Analysis of Poverty"; and various data collections in memoranda and table form.

Also contained in this series are records related to research seminars organized by Bank staff. These seminars were initiated by President McNamara in the spring of 1971 and then formalized into a series of seminars by Hollis B. Chenery in the fall of the same year. The seminars were intended for the Bank's senior staff. Both Bank staff and external participants presented on development-related topics. Records in this series are primarily from 1971 although they extend through 1973. Records include the full text or distributed notes on seminar presentations as well as invitations to sessions. Group of Twenty Four files

This series contains Stern's records relating to the meetings of the Intergovernmental Group of Twenty Four on International Monetary Affairs, also known as the G-24. Set up in 1971 on the model of the Group of Ten, the G-24 was a permanent body representing the views of the non-socialist developing countries concerning international monetary affairs. Stern attended the meetings of the G-24 on behalf of the World Bank. The records consist of Stern's correspondence regarding G-24 as well as agendas, membership lists, communiques, and records of discussions at the meetings of the G-24 Ministers and Deputies.

The series contains internal memoranda to the World Bank Group President, the Regional Vice Presidents, other senior managers, and the Executive Directors for the period in which Stern was Vice President and Senior Vice President, Operations.

Issues covered relate to: the formulation and review of regional and country assistance strategies and lending programs and of structural adjustment loans and selected individual projects; operational policy and procedure; World Bank-International Monetary Fund collaboration; budgeting; and analyses of current initiatives, such as the China program, the Brandt Commission, energy development, and International Development Association (IDA) replenishments.

While Stern served as Senior Vice President from 1980 to May 1987, there is a gap in the chronological records for 1987; the series contains only seven items dating from 1987.

India Fourth Five-Year Plan and economic policy files

Series consists of records maintained by Bernard R. Bell primarily relating to his work studying India's Fourth Five-Year plan while he was economic advisor to Andre de Lattre, President Woods' appointed representative to India. The study began with an appraisal mission headed by Bell which visited India in October-November 1966. The purposes of the mission were to examine the changes made in Indian economic policy in 1966 and how they were being implemented, and to survey the proposed Fourth Five-Year Plan and the aid requirements associated with it. The series contains: Bell's outgoing memoranda and cables with Woods and de Lattre and members of the 1966 appraisal mission to India; correspondence on the previous Bell Mission Report (1964-1966) on India's economy; correspondence with the government of India and documents from the U.S. government on India; a file on Woods' meeting with Ashok Mehta, the Indian Minister of Planning; and copies of official meeting documents of the India Consortium, a group of donor countries concerned with providing aid to India and India's development efforts. The consortium meeting records are filed with copies of memoranda primarily from Alexander Stevenson, Associate Director of Asia Department, and copied to Bell and others, covering the years 1966 to 1968.

Series also contains: subject files relating to the Fourth Plan, containing correspondence and background reference materials on agricultural policy, foreign debt, family planning, power, and other topics; a copy of Bell's fourteen volume Bell Mission report in 1965 published as "The Report to the President of the IBRD and IDA on India's Economic Development Effort"; and a copy of his 1967 Bank report titled, "Indian Economic Policy and the Fourth Five-Year Plan".

Also included in the series is a small volume of correspondence and other records, dating from 1964 to 1965, relating to the India coal transport study financed by the Bank, a report written by Bell's consulting firm in 1963 on statistics of Korea, and economic reports authored by the Bank, the Indian government or external research groups on India, its growth, and economic prospects, dating from 1973 to 1975.

Speeches

This series consists of a chronological collection of President A. W. Clausen's speeches delivered at seminars, meetings, and conferences to a wide variety of audiences. It is closely related to the Speech background file; sometimes there is a file unit in both series on the same event, but neither series appears to have files on all the Clausen speeches.
