FPBVP and FPRVP subject and activity files

This series includes subject and activity files collected by Joseph Wood while Vice President of the Financial Policy, Planning, and Budgeting Vice Presidency (FPBVP, 1983-1987) and the Financial Policy and Risk Management Vice Presidency (FPRVP, 1987-1991). The FPBVP contained the Financial Policy Department (FPA) and the Planning and Budgeting Department (PBD). The FPRVP contained the Financial Policy Department as well as the Resource Mobilization Department (FRM). Records in this series relate to Wood's role overseeing the work of these units. Subject files include: lending programs; adjustment lending; debt and debt servicing; cofinancing; Bank relations with external institutions; Bank sectors (i.e. environment, women in development, etc.); risk management; Bank capital and currency management; borrowing and liquidity policy; International Finance Corporation (IFC) operations; International Development Association (IDA) policy; IDA replenishment; IBRD General Capital Increase (GCI); country positions on various topics; and the Brady Proposal. Records include correspondence and memoranda between Wood and the Office of the President (EXC), Senior Vice President of Finance Ernest Stern, other high-ranking World Bank staff, and staff of departments reporting to the FPBVP and FPRVP. Many of the correspondence and memoranda are forwarded to Wood for information or comment. Many contain handwritten annotations by Wood.

FPD budget, business plan, and work program records

The series includes budget, business plan, and work program records. The bulk of the records are Private Sector Development Department (PSD) budget records detailing funding for PSD related units for fiscal year 1996. The budget records include: correspondence; memoranda; trust fund letters of representation; budget reports and charts; and travel expense reports. Budget records related to PSD resource mobilization and funding units of the Private Sector Financial Operations Group (CFSPS) and its successor the Private Sector Development and Privatization Group (PSDPS) are also included for the fiscal year 1996. Budget and work program records for FPD involvement with the Consultative Group to Assist the Poor (CGAP) program are included for fiscal years 1995 and 1996. CGAP records include: correspondence; memoranda; budget reports and charts; progress reports; staff and consultant hiring records; and travel expense reports. Records related to the overall planning, management, and organization of FPD and its subordinate departments are also included for fiscal years 1994 to 1996. These records include: correspondence and memoranda between FPD Vice President Jean Francois Rischard and the directors and staff from each department; quarterly, mid-year, and retrospective review reports; staff lists; trust fund budget reports; FPD themes and prospects reports; business plans; and work programs.

FPRVP chronological files

Series consists of chronological files created by Johannes Linn while serving as the Vice President of the Financial Policy and Risk Management Vice Presidency (FPRVP). Files primarily consist of correspondence and memoranda between Linn and World Bank staff including Senior Vice President of Finance (SVPFI) Ernest Stern as well as World Bank managing directors. Drafts of reports and papers for review and information sharing often accompany correspondence. Topics of correspondence include: lending constraints; FPRVP staffing and budget; IBRD disbursement projections; privatization in developing countries; loan loss provisioning; Soviet Union and former Soviet republics membership in the World Bank; single currency loans and the Asset-Liability Management Committee; risk-based capital investments; IDA replenishments (including United States funding issues); IDA country performance ratings; FPRVP annual and mid-year reviews; FPRVP advisory role on Loan Committee; country risk management and portfolio reviews; sector paper reviews; Joint Audit Committee (JAC) activities; lending allocation reviews; negative pledge policy; Global Environment Facility (GEF) replenishment; and multilateral debt overhang.

This series also contains correspondence with external individuals and institutions. These records discuss speaking engagements, information exchange, commenting on drafts, and offers of employment. They also contain announcements (often related to IDA replenishments) and letters of gratitude.

Front Office Business Plans for Fiscal Years 1991-2000

These copies of DEC Business Plans were maintained by Lesley Davis (Leslie Davis Arnold) who was Program Coordinator for Administration in DEC's Front Office. Prior to the 1992 reorganization, DEC Business Plans were submitted to the Senior Vice President, Policy, Planning and Research (PPRSV). After the reorganization of that year, they were submitted to the Director, Planning and budgeting Department (PBD). The plans were submitted for all DEC units. The Business plan was a major component of Bank budget cycles and provided information from DEC that would become part of priorities and framework papers presented to the Board. The Business plan also served as the basis for DEC's next fiscal year work program and budget, described each DEC organization's plans for the following two or more fiscal years, described each organization's underlying strategy and work program, and indicated plans for special emphases and topics that cut across department and other organizational boundaries. Included in files aredraft and final Business plans, submissions for each DEC unit, background correspondence, data relating to the preparation of the plans, and copies of monitoring reports. The FY 1998 - 00 [2000] DEC Business Plan was prepared in April 1997 in anticipation of the Bank reorganization by July 1 of that year which would form as major parts of DEC a new Research, Data and Prospects Group and an Economic Development Institute and Leadership Center (EDI) in alliance with the Bank's new Strategic Compact.

Front Office Quarterly Monitoring, Mid-Year, and Retrospective Review Reports

Most of these copies of DEC 's Apex, Quarterly Monitoring, Mid-Year, and Retrospective Review Reports were maintained by Lesley Davis (Leslie Davis Arnold) who was Program Coordinator for Administration in DEC's Front Office. The FY 92 Apex Reports were submitted after the end of the first quarter to the Policy and Review Department (PRD) before that unit was abolished in the 1992 reorganization. The FY 92 DEC Apex Reports described the status of DEC's implementation of the FY 1992 PRE [Policy, Research and External Affairs] Management Contract, compared quarter outcomes with the original plan in the Contract, described major activities/accomplishments by program objective category (POC), and described the status of EDI's development training program and EXT's [External Affairs Department] public information work and publications program. The report also commented on cross-cutting topics such as private sector development, environment, poverty, and women in development.

In FY 93, the Apex Reports were renamed Quarterly Monitoring Reports and, similar to the earlier Apex Reports, described progress of DEC departments against their individual Management Contracts and commented on cross-cutting topics. Guidance memoranda, divisions' submissions, and other related correspondence are found with the Monitoring Reports submitted to the Director, Planning and budgeting Department (PBD) following the First (FYs 93 - 95) and Third (FYs 94 - 97) Quarters of the fiscal year.

DEC's Mid-Year Review Reports (FYs 92 - 94, 96, 97) were prepared to provide bases for estimating whether fiscal year objectives and plans would be achieved. They covered structural changes within DEC and cross-support activities and compared first-half of the year performance of the DEC Departments and other units to the Management Contracts. Sometimes the Mid-Year Review Reports were accompanied by requests to PBD for additional funds for the second half of the fiscal year for programs included in the Management Contracts.

Retrospective Reviews (FYs 92 - 96 and FY 99) were conducted for DEC organizations after the close of a fiscal year. They provided Department Directors and the Vice President opportunities to compare organizational performance against the fiscal year budget plan or management contract, to determine the reasons for any deviations from the plan, to gain insights for the implementation of the new fiscal year budget plan, and to share findings at the institutional level. The reports, which were submitted to PBD/PBDPR [Program and Budget Review Division], provided an overview of the implementation of the past year's work program, highlights of program activities, services to other parts of the Bank, and dissemination activities.

At the beginning of FY 97 the Mid-Year and Retrospective Review Reports were replaced by Semiannual Reports on Monitoring the Bank's Strategic Compact - the plan for fundamental reform to make the Bank more effective in delivering its Regional program and achieving its basic mission of reducing poverty.DEC submitted data to PBD for retrospective reporting and, in addition, DEC provided a brief retrospective narrative report describing steps taken to deliver on the Compact. The FY 99 Retrospective Review consisted of: a review of progress under the Strategic Compact; a review of focus areas and major programs and activities; and budgetary information.

Davis also maintained a copy of the Country Economics Department's (CED) Black Book, which was developed at the end of FY 92. The black Book includes a completion report on each of the research or policy tasks completed by CED during that fiscal year, a summary linking work completed in FY 92 to the FY 93 work program, and a list of CED FY 92 publications.

Front Office Records Relating to Special Programs and Issues

This series consists primarily of files maintained by Lesley Davis Arnold, Program Coordinator in the DEC front office, 1993 - 1997. Her records concern special programs and issues affecting DEC, such as the DEC Action Plans for Women for FY 95 - 97; DEC's input into plans for the World Bank's 50th Anniversary; DEC presentations and briefings; matters concerning the Board of Executive Directors; and DEC's performance plan for FY 97 (filed under Planning Directions). Among the files for DEC's Action Plans for Women are Lesley Davis Arnold's correspondence regarding: DEC's Advisory Group on Gender of which she was a member; special funding available for first-time women consultants in DEC; plans for celebrating International Women's Day; and meetings of the Vice Presidential Unit Gender Coordinators and of the Local-Level Harassment Advisors (LHA). The files relating to the Board of Executives Directors include schedules of the major DEC papers and reports that required Board review. Files under Presentations include copies of the briefing materials Michael Bruno used in his March 1995 presentation to President Wolfensohn and a copy of his statement to the Executive Directors in December 1994. This series also includes five memoranda dated November 3 - 9, 1992, relating to plans for the 1993 reorganization as they affected DEC. Included is a copy of Lawrence Summers' November 9, 1992 memorandum regarding his vision for research on sectoral issues.

Front Office Records Relating to the 1992 and 1998 Bank Reorganizations

These files were created by Leslie Davis (Leslie Davis Arnold), Program Coordinator for Administration in DEC's Front Office, during the planning stages of the FY 1993 Bank reorganization. They include copies of: briefing papers, memoranda, electronic messages, and other correspondence concerning reassignments within DEC and the Technical Departments; budget allocation and remapping documents; notes and reports from meetings discussing the DEC reorganization; correspondence concerning the reconfiguration of the Country Economics Department (CEC); and DECVP's memorandum of January 19, 1993 announcing CEC's change in name to the Policy Research Department (PRD) and designating it as the principal department in DEC engaged in research affecting the formulation of development policy. Also included as part of Davis' files on the FY 1993 reorganization are correspondence and reports concerning the closing of the Geneva Office by the end of June 1993. Much of the correspondence between Davis with the Administrative Assistant at the Geneva Office, Diane Cunningham, concerns various aspects of the closedown including reactions to the announcement of the shut down, allocation of Geneva Office responsibilities to DEC and to other Bank units, employment issues affecting Bank personnel at the office, the abolition of the Geneva Office support staff, termination of the lease for the office space, and disposition of Bank property at the Geneva Office.

Davis' file for the FY 1998 reorganization includes memoranda, electronic messages, organization charts, copies of kiosk announcements, and other documents concerning the movement of staff resources and dollars, reclassifications and appointments, and proposals for reorganization structure. Also in her file are copies of memoranda exchanged between human resources organizations, DEC department heads, and DEC Front Office staff, as well as Davis' correspondence with personnel within and outside of DEC regarding the reorganization.

Front Office Work Program and Budget Records for Fiscal Years 1993-1998

These copies of DEC annual work programs and budgets, usually accompanied by Department and EDI [Economic Development Institute] feeder work programs and budgets, were maintained by Lesley Davis (Lesley Davis Arnold) who was Program Coordinator for Administration in DEC's Front Office. Copies of DEC's FY 93 Mid-Year and Retrospective Review Reports were maintained with the FY 93 work program and budget. Background materials for the FY 93 work program and budget include correspondence concerning positionsand funds associated with a proposed downsizing of the Geneva Office and concerning the impact on staffing of the acceptance into Bank and Fund membership in 1992 of most of the Republics of the former Soviet Union. Found with the FY 94 work plan and budget is correspondence concerning the merger of the budget of the Development Policy Group (former Economic Advisory Staff [EAS]) with that for the rest of DEC and copies of monitoring and Mid-Year Review Reports. The FY 94 - FY 96 Business Plan for DEC accompanies these records. A new format was adopted for the FY 95 work plan and DEC units' submissions were entered into the Resource Planning System (RPS). Accompanying documents relating to the FY 95 work program are FY 95 - FY 97 and FY 96 - FY 98 Business Plans for DEC (including EDI). Found with documents pertaining to the FY 96 work program is correspondence concerning development of a new Country Assistance Strategy or Country compact and a copy of the Third Quarter FY 97 Monitoring Report of the DEC work program and budget which was prepared for the first time in a new format in line with implementation of the Bank's new Strategic Compact - the plan for fundamental reform to make the Bank more effective in delivering its Regional program and achieving its basic mission of reducing poverty. Correspondence concerning DEC's proposed involvement in the Bank's program of technical cooperation, expanded volunteer efforts, and modest funding of activities related to education, employment, poverty alleviation, and municipal services for Washington, DC is found with guidance documents for preparation of the FY 98 work programs and budgets.

FSEVP budget monitoring and planning records

The series consists of budget monitoring records for the fiscal years 1999 to 2002 for FSEVP and its subordinate departments and units. The budget records include correspondence and memoranda; work program budgets; budget guidelines reports; quarterly and mid-year budget review reports; staffing expense reports; budget allocation; status budget reports; and budget deliverables. Proposed and planned budget records are also included for projects funded by the New Spending Authority (NSA) as part of the WorldBank and IMF Financial Sector Assessment Program (FSAP) for the years 1998 to 2001. The FSAP records include retrospective reports, strategic compact funding, and cross support budget records.

GEF correspondence files

Series consists of records related to Johnson's responsibilities as Assistant CEO of the Global Environment Facility (GEF). Records consist almost exclusively of correspondence addressed to and received from academic institutions,government agencies, non-governmental organizations (NGOs), research groups, consulting groups, and business leaders. The main topics of the correspondence include information exchange and invitations to conferences and meetings. A speech to the Governing Council of the United Nations Environmental Programme that appears to have been given by Johnson is also included.

General correspondence

This series contains letters and copies of letters addressed to President McNamara by heads of States, international organizations and regional development banks, government officials, U.S. Senators and Congressmen, economists and lawyers. It also contains internal memoranda addressed to the President by the Executive Directors or the staff. Incoming letters and memoranda are often annotated or accompanied by notes by McNamara or minutes of his responses. Although generally incoming items, the series also contains a small quantity of outgoing letters and memoranda. Correspondents include heads of State Indira Gandhi, Yahya Khan, and Gamel Abdel Nasser; U.S. Treasury Secretaries Henry Fowler, John Connally, William Simon, W. Michael Blumenthal and G. William Miller; UN Secretary Generals U Thant and Kurt Waldheim; various directors of WHO, FAO, the UN Environment Programme and World Food Council; and public figures such as Barbara Ward. The correspondence deals with the general issue of development, development programs of other agencies, relations with the U.S. government and Congress, and governments of other member countries, in particular India and Pakistan. The internal memoranda addressed to the President mostly concern the IDA replenishments and the situation in India and Pakistan, but there are also some exchanges on joint financing, World Bank borrowing, relations with OPEC countries, energy, the World Development Report of 1978, and a number of memoranda regarding the U.S. Congress' committee investigation on the Bank's effectiveness in reaching the poor (1977). McNamara's minutes and notes include his letter to Lester B. Pearson asking him to organize a committee to study development in the next decade (1968); letters to various U.S. Treasury Secretaries and U.S. Secretary of State Henry Kissinger on the IDA replenishments and the Foreign Assistance Appropriation Bill, the Bank and the OPEC countries; memoranda of conversations with Executive Directors and notes on the IDA, the India-Pakistan war, and Bangladesh; and an annotated draft of the World Development Program proposal (1977). The series also includes two photographs of Robert McNamara with U.S. President Richard Nixon in the White House at the signing ceremony on 10 March 1972 of the bill authorizing the United States' contribution to International Development Association (IDA).

General Subject Files of the Directors-General, Operations Evaluation

This series consists primarily of reports, studies, and other issuances sent to the Director-General either for his comments or as part of a general distribution to high-level managers in the Bank. Filed with these issuances are comments and related correspondence of the Director-General and his special advisers and comments that the OED staff provided the DGO. The documents from the Kapur and Rovani eras are primarily originals, many with handwritten comments from the Directors-General. The Picciotto-eradocuments are primarily electrostatic copies. Key topics covered by the files include: mechanisms for integrating OED findings into the policy formation process of the Bank (filed under Dissemination and Feedback); evaluation criteria used in appraising projects (filed under Methodology); OEDs involvement in the monitoring and evaluation of NGO programs and in providing evaluation guidance to NGOs (filed under NGOs); OED guidelines for evaluating environmental projects (filed under Environment); planning for the 1995 G-7 Summit in Halifax (filed under G-7 Summit); the role of gender in OED work (filed under Women in Development); DGO/OED comments on the Annual Report on Portfolio Performance (ARPP) and on the disconnect between the ARPP and Completion Report/Audit Report ratings (filed under Annual Report on Portfolio Performance); and planning for the 1994 Annual Review of Evaluation Results (filed under Annual Review). Filed under Development Committee Task Force on Multilateral Development Banks (MDBs) are replies to questions and copies of documents DGO Picciottos adviser Pablo Guerrero provided to the Task Force secretary. The MDB Task Force files also contain Guerreros comments on draft background studies submitted to the Task Force. Filed under Main Complex Rehabilitation Project (MCRP) are records regarding a 1993 Bank inquiry into cost overruns for an improvement program to the Banks headquarters complex at 1818 H Street NW. That file includes copies of Robert Picciottos 1993 memoranda outlining the input he had into the funding required for the project while he was Vice President of Corporate Planning and Budget. The files also include Picciottos comments on a draft of the S. Guhan chapter, The Banks Project Lending in South Asia, 1971-1990, in Volume II of the Brookings history of the World Bank.

Governance, management and oversight

Series contains records of the Industry and Energy Office of the Director (IENDR), its predecessors, and divisions that relate to planning, organizing, and directing subordinate units as well as developing business plans, work programs, and budgets. Most records were maintained by Director Richard Stern, Senior Adviser Dennis Anderson, and Division Chief Afsaneh Mashayekhi. The series also contains the chronological and subject files of Assistant Director Efrain Friedmann that represent the department's energy sector work in the early 1970s as well as subject files of the mining units under IEN and later, the joint Bank/International Finance Corporation (IFC) Oil, Gas, Mining and Chemicals Department (COC).

Strategic planning, business development, and management

Records in the series document changes in divisional structure, reporting lines, resources, and activities of the responsible units. Individual subject files relate to IEN reorganization (1993 - 1997), energy practice management (1993 - 1996), and others.

Specific types of records include internal memoranda, All-in-1 message hard copies, organizational charts, vision and mission statements, budget sheets, reports regarding IEN departmental structure, IEN background and staff profiles, job descriptions, functional descriptions (outlining organization, functional areas, reporting, division management) and reports on activities of the Oil and Gas Division (IENOG).

Another set of records (1990 - 1997) relate to the department's midyear review,retrospective review, portfolio management, business plan and budget, and preparation of the Annual Report on Portfolio Performance (ARPP). Record types include: copies of ARPP by the Operations Evaluation Department (OED); minutes of review meetings; drafts and final text of IEN divisions; and portfolio improvement program review reports by the Quality Assurance Group (EXCQA) unit.

Two correspondence files containing incoming and outgoing memoranda with FPDVP (1992 - 1997) cover the period when Richard D. Stern was ESMAP Manager (ESMMR), then IEN director. Some memos are in the form of briefing notes and background for meetings and discuss department activities, papers produced, reorganizations, ESMAP products, and private sector investment in infrastructure projects. Also in the files are sector papers on topics including industrial restructuring, and a comparative survey of public and private ownership of gas companies.

There are also files maintained by IEN divisions and predecessors regarding the organization and activities of divisions carrying out United Nations Development Programme / World Bank Group Energy Sector Management Assistance Program (ESMAP). Included are: files related to ESMAP operations (1989 - 1993); Office of the ESMAP Manager (ESMMR, in existence from 1991 - 1992); ESMAP reorganization (1990 - 1992); ESMAP activities and schedules (1990 - 1991); and ESMAP procedures and guidelines for operations coordination (1991, 1993). General files (1986 - 1995) contain mostly internal memoranda and accompanying reports that cover a variety of topics such as meeting summaries, ESMAP operations, knowledge and learning events, sector work program, division status reports, recruitment, reporting to vice presidencies, and general administrative information such as for cross support activities.

Other files relate to industry and mining budgeting, work programs, and business planning (1994 - 2005), the latter maintained by unit staff of the Mining Department (CMN) and successor Oil, Gas, Mining and Chemical Department (COC) senior staff including Division Chief, later Manager Peter van der Veen. Also included is a briefing book prepared for IFC Vice President Peter L. Woicke related to a 2003 visit to Bolivia.

Operational support oversight

A smaller volume of files titled "cross support" created by IENDR (1992 - 1996) contain mostly internal memoranda between Director Stern, IEN divisions, Finance and Private Sector Development Vice Presidency (FPDVP), and regional units concerning projects and support to the regions in terms of delivery plans, allocation of tasks, and enhancing collaboration. Some memoranda also provide information about regional unit reorganizations, trust fund management issues, and network performance measures. Filed with the correspondence are back-to-office reports (BTORs), meeting minutes, data tables, and other records.

Another set of records document communications between Director Stern, IEN units, and Bank senior management regarding certain Bank projects (1980 - 1997), such as the Arun Hydroelectric Power Project in Nepal. Files include correspondence, draft discussion papers, external press articles, President's Memorandum, project documents (staff appraisal report, project agreement etc.), and other material.

Several files related to general energy and environmental sector work contain correspondence and other records (1994 - 1996) maintained by Senior Adviser Anderson (IENDR). Included are invitations and follow ups to meetings, events, publications and reviews written by Anderson, communication about the Bank's energy work, current and potential studies, comments on internal or external papers and reports, and other matters.

Efrain Friedmann chronological and subject files

The series contains records created and received by Efrain Friedmann during the period 1972 to 1980 when he held the following positions: energy specialist, then energy adviser in Public Utilities Department Director's Office (PBPDR, 1972 - 1977, later Energy, Water, Telecommunications Department [EWT]); assistant director, Energy and Fuels (EWTDR, 1977 - 1979); and senior adviser in the Energy Policy Advisory Staff (EGYEP, 1979 - 1980).

Chronological files span the periods from November 1972 to August 1974 and April 1977 to March 1980 and includes internal memoranda, cables, and incoming and outgoing correspondence with representatives of the United States government and other country or international organization officials, oil companies, engineers, and academics regarding the world energy situation and the Bank's mineral and energy programs. Correspondence covers topics such as oil surveys, energy projects and studies, research and policy development activities, department work program and budget, staff development seminars on energy planning, hiring of consultants, international conferences, meetings with oil companies, participation in missions, comments on draft correspondence to be sent by vice president, Operations Policy, and administrative matters. Also included among the correspondence is a paper prepared by Friedmann for Bank Group President Robert McNamara's meeting with U.N. General Secretary Waldheim in December 1979 which presents the Bank's views on energy conservation and the search for new energy supplies, and a memorandum on a White House meeting with President Carter, which indicates Carter's growing interest in developing oil reserves in developing countries.

Friedmann subject files represent his various activities such as: liaison with consultant O.B. Falls regarding Impact of Primary Energy Cost on Electric Power study (1974); liaison and meetings with banks and development banks (1977 - 1979); meeting on assistance to the energy sector in developing countries, Paris (1979), attendance at various conferences (1978 - 1979), and sector work (1979). There are also several files concerning nuclear power (1972 - 1976) and a nuclear study (1975 - 1976) which mostly contain memoranda and correspondence with International Atomic Energy Agency (IAEA) or national atomic energy agencies.

Record types in the Friedmann files include memoranda, cables, incoming and outgoing letters, summaries of meetings and consultations, Terms of Reference (TORs), BTORS including copies from regional staff, approach papers, briefing notes, sector reports, externally authored conference papers and reports, draft study outlines (some annotated), and press clippings. The Paris World Energy meeting files contain agenda and list of delegates, copy of "Program to Accelerate Petroleum Production in Developing Countries" Bank report, list of oil and gas production projects, summary of development partners' energy assistance and activities, and other items.

NRIC and EISIC correspondence and related records

Also included in the series are several correspondence files (1978 - 1986) sent and received by division chiefs, senior advisers or occasionally directors that were originally sent to the Non-Regional Information Center (NRIC) and arranged under the Bank-wide classification system. Files are titled "general" and include mostly internal memoranda (some in the form of BTORs), letters, and cables that cover management of the various sector activities and division objectives such as: workshop or roundtable preparation and participation; selection of consultants for projects; direction of energy policy and lending including comments on policy papers and draft guidelines for lending; ESMAP program; and collaboration with external organizations. Reports, discussion papers and other records are sometimesfiled with the related correspondence. Two files that are thin in volume relate to a proposed World Bank energy affiliate (1981 - 1982) and contains memoranda from Senior Vice President of Operations Ernest Stern to Bank Group President Clausen.

Series also contains a set of thematic, or subject files (1974 - 1987) that were originally maintained in the Energy and Industry Information Center (EISIC). Files contain internal memoranda and cables, many are copies sent by the Energy and Industry Vice Presidency (EISVP), the Office of the Senior Vice Presidency, Operations (SVPOP), by regional directors, and unit or sector staff. There are also some original incoming letters to industry and energy directors or division chiefs. Correspondence is occasionally attached to draft and final internal reports, discussion or issues papers, BTORs, Board reports, briefing notes, summary of discussions, and other items.

The more voluminous files relate to activities regarding petroleum, natural gas, environment, ecology, cofinancing, budget and work program, project implementation review, and project performance audit. Because of the EISIC filing system that interfiled sector records, these files also represent the industry sector including industrial development finance (IDF) operations. Files titled "general energy correspondence" cover a broad range of topics ranging from routine to substantive matters. The latter includes: confirmations on appointments and divisional assignments or responsibilities from regional chiefs copied to sector; Bank programs and activities in related sectors; procedural changes (i.e. project pre-briefs); training requirements, and Industry Department implementation review. Routine administrative matters cover staffing, Bank employment, word processing, travel schedules, and Board schedules.

A set of "energy and industry staff" files relate to the EIS departments that reported to EISVP under SVPOP between 1982 and 1987. These department files discuss recruitment, management and divisional retreat summaries, sector work, ESMAP tasks and country work, and assignment of responsibilities. Memoranda between Vice President Jean-Loup Dherse (EISVP), SVPOP, and Director Rovani and others discuss operational initiatives such as an issues paper regarding project financing on limited recourse basis in Bank projects, proposal of EIS support, and other business activities.

Governance, management and oversight

Series consists of records created and received by the Industry Department (IND) units, previous units and successors, related to managing the industry and mining portfolio and strategy and directing the research, policy, and project work of the department.

EISIC Subject files

A substantial portion of records are thematic, or subject files (1972 - 1987) primarily organized by specific industry subsector that contain correspondence, reports, and other material created by division chiefs and seniorstaff and often copied to the Office of the Director that were maintained in the EISIC. The more predominant subjects include the following industries or subsectors: alcohol; coal; fertilizer (phosphate and nitrogen); mining and minerals; pulp and paper; lead and zinc; steel (including iron ore); textiles; oil shale; refinery; science and technology; capital goods; as well as individual files on several other industries.

Files contain mainly copies of internal memoranda or cables between the Office of the Director (INDDR) to division chiefs and other IND staff and Bank departments including in the Regions, or to INDDR reporting office, Senior Vice President, Operations Policy (SVPOP). A broad range of subjects are covered, such as: summaries of visits to external organizations and meetings; representation at conferences or other events; arrangement of consultants for studies or reviews; review and comments on department papers or data (including commodity price projections); compilation and sharing of project data; discussion of project practice and impact of sector review (pricing, subsidization); sector issues and trends (new technologies, commodity pricing systems). Memoranda are occasionally in the form of Terms of Reference (TORs) for studies or missions, and back-to-office reports (BTORs) including copies of regional staff BTORs. There are also originals and copies of incoming letters and outgoing letters between IND senior management or staff and representatives of external organizations or government offices regarding: invitations or confirmations to participate in external meetings or conferences; proposed projects for the sector; and sharing of information on projects and common issues.

Other record types occasionally filed with the correspondence include: consultant reports; draft and final background papers or reports; agenda; list of participants; commodity and industry data such as price projections, company revenues, and production; external journal articles or press clippings; and other items.

Several files are titled "Industry Department general correspondence" (1977 - 1987) and industry sector reports (1973 - 1986). The general correspondence records cover a broad range of topics ranging from routine to substantive matters originating from IND successor, the Industrial Projects Department (NDP, later IPD). Topics of the latter include: division work program and budget, Bank lending program, confirmations on appointments and divisional assignments; Bank programs and activities in related sectors; procedural changes; and training requirements. Routine matters cover staffing and consultants, recruitment, bidding process, and other administrative matters. Files also contain copies of memoranda from Operations Vice President Ernest Stern to operational vice presidencies and Regional Vice Presidencies.

A set of "industrial strategy and policy" files (1982 - 1987) mainly reflect the various activities of the Industrial Strategy and Policy Division (INDSP). Memoranda covers arrangement of seminars, draft guidelines, summaries of meetings with external organizations representatives and government officials, budget and work plan, dissemination of draft papers including policy papers for comments, delegation of authority, and other matters.

NRIC correspondence and related records

The series also contains some correspondence files (1978 - 1986) authored by IND senior management and advisers and chiefs that were originally sent to the Bank's centralized records in the Non-Regional Information Center (NRIC). Files are titled "industry", "mining", and "general" and include mostly memoranda and letters that cover the various sector activities such as policy work, sector studies and projects, division work programs and organizational structure, and liaison with external organizations. "General" correspondence files cover various routine and substantive matters; among the latter includes notes about sector projects, policy and analysis, comments on regional lending program, IPD lending/work program, training components in Bank projects, sector activities in Regions, and external meetings. Attached documents include sector-authored yellow cover papers, published technical reports, draft policy papers or publication chapters, work program summaries, data tables (including lending operations); and external reports. A "General PIN" file contains drafts and final report, titled "World Bank Role in Non-Fuel Mineral Development", that outlines the potential for developing non-fuel indigenous resources in developing countries. "Mining" files are thin in volume. There is some overlap in certain records between these NRIC files and those above maintained in the EISIC as the department "working files"; however, this set of NRIC files is considerably smaller in volume and scope of sector activities.

Governance, management and oversight

This series mainly contains records that were created and/or maintained by John M. Kalbermatten between the 1970s and 1980 while working as an adviser and then a consultant in both urban and rural water supply initiatives in various iterations of the water sector departments (i.e., Public Utilities Department-PBP; Energy, Water, and Telecommunications Department Office of the Director-EWTDR; Transportation, Water, and Telecommunications Water and Wastes Advisory Staff-TWTWW).

Kalbermatten contributed to World Bank policies and training on water supply and rural development, as well as research on appropriate water supply and sanitation technology. This series also contains records authored by other individuals, primarily by Yves Rovani (1972 - 1980: director, Public Utilities Projects Department-PBP; director, Energy, Water & Telecommunications Department-EWT) and Richard Middleton (1972 - 1978: sanitary engineer, Public Utilities Division-WAPPB; sanitary engineer, Public Utilities Division Office of theDirector-PBPDR; senior sanitary engineer, Energy, Water, and Telecommunications Office of the Director-EWTDR).

Records contain information relating to a panel on Measuring the Health Benefits of Investments in Water Supply; PBP project monitoring; 1970s work programs; annual staff training course on water supply; research on appropriate technology for water supply and waste disposal in low-income countries; case study reports on residential demand for water and sewerage service in countries in Africa; cooperation with external organizations (e.g., WHO and UNDP); and many more.

Record types include but are not limited to office memoranda, correspondence, articles and discussion papers, journals, training course documents, programs, questionnaires, and case study reports.

Grant and trust fund management

Series contains records of the Human Development Network Education Team (HDNED) and previous units related to the management of funds to support global and regional development initiatives. Records document financial support for various education programs under the Bank's Special Grants Program (SPG) as well as the Development Grant Facility (DGF) approved in fiscal year 1998 which later absorbed the SPG. Most records in this series relate to DGF-supported programs. The programs represented in the records were implemented by the Bank's development partners including United Nations agencies, international organizations, bilateral agencies, foundations, and the private sector. DGF programs consisted of: country-level activities; capacity building; knowledge initiatives such as organization of conferences and training; and collective action across countries on education sector priorities.

Partnerships and programs represented in the files include, but are not limited to: World Education Forum for the Education for All (EFA) program; United Nations Educational, Scientific and Cultural Organization Institute for Statistics (UIS) program of education statistics to monitor country-level progress towards EFA goals; Global Development Network (GDN) to support education research; Association for the Development of Education in Africa (ADEA) and knowledge initiatives; Forum of African Women Educationalists (FAWE); and International Programme for the Improvement of Educational Outcomes (IPIEO).

Records were createdand maintained between 1995 and 2005 by various HDNED staff primarily including Shobhana Sosale, senior education specialist and program manager for trust funds, Task Manager and Economist Elizabeth (Beth) King, Adviser Marlaine Lockheed, and Sukai Prom-Jackson. The records reflect the activities of program managers throughout the grant and trust fund cycle, including preparation and review of grant proposals for the sector board, handling communication with partner grant recipients, preparation of the Letter of Approval (LOA) issued by the HDN vice president, arranging disbursement of funds, and the audit and evaluation of programs. Other records reflect participation in Bank and externally organized conferences and workshops on trust funds, and the trust fund learning and certification program.

Files contain detailed information on grant and trust fund-related programs, activities, achievements, and partnerships and contain the following formats: internal memoranda; all-in-1 notes and email hard copies; incoming and outgoing letters; handwritten notes; draft and final proposals; partnership approval and tracking system (PATS) output reports; guidelines; recipients' annual, financial and technical reports; recipient and internal progress reports; expenditure statements; budget reports; funding data tables; agenda and minutes of meetings; background papers, some prepared by the sector; fiscal year education DGF strategy and programs draft paper; letters of representations; lists of program trust funds; and printed material produced by partner organizations.

Internal correspondence is mostly between the responsible HDNED program manager or director, sector staff, and sector board, and HDN vice president. The correspondence covers various matters such as: reviews of proposals including recruitment of external peer reviewers for proposals; survey data for DGF applications; feedback and comments on proposals, including from the Education Sector Board; reporting on priorities for use of trust funds; the Bank's trust funds management reform; and announcements of trust fund agreements from the Trust Funds and Cofinancing Department (CTF). Other correspondence and associated records, such as the draft DGF sector strategy proposal, detail how funding was shaped by the Education Sector Strategy Paper issued in 1999.

Hard copy emails between program manager Sosale and the DGF unit and with HDNED directors concern the disbursement of educational grant program funds and contain general details on proposed individual programs and fiscal year priorities for funding. Attached to these emails are score cards of proposals from DGF manager, submission summary report, and strategy reports.

External correspondence includes the LOA sent by HDNVP to the president or head of the partner and recipient organization, and letters or hard copy emails from the director and program managers about proposal preparation, use and disbursement of funds, and other matters and queries such as categorization of funding.

The series also consists of records related to the Bank Netherlands Partnership Program (BNPP, 1997 - 2003) that contain funding proposals for the Dutch Trust Fund, email hard copies and memoranda outlining prioritized proposals by Marleen Dijkman (HDNHE) and from Education Sector Board Secretary Margaret Amaral to HDN Vice President David de Ferranti. Records document activities, timeline, and costs of regional and global activities in the education sector such as girls education and EFA.

There are also files related to rejected proposals and task managers' meetings (2000 - 2001).

Grant and trust fund management

Series consists of records created and maintained by the Health, Nutrition, and Population Team of the Human Development Network (HDNHE) and previous units responsible for managing and monitoring grants to partnership programs. Records in this series document financial support for various programs primarily under the Bank's Special Grants Program (SPG) created in 1982, as well as the Development Grant Facility (DGF) approved in FY1998 which later absorbed the SPG. The management of funds and the activitiesfinanced were supervised by HDNHE and its predecessors beginning with the Population, Health, and Nutrition Department (PHN, 1979 to 1987). The programs were implemented by the Bank's development partners in the form of country-level operations, knowledge initiatives, advisory services, and collective action across countries on PHN sector priorities.

Partnership programs represented in the files include, but are not limited to: World Health Organization (WHO) for the Human Reproductive Program (HRP) and Stop TB (Tuberculosis); UNAIDS and WHO for HIV/AIDS; Commonwealth Medical Association (CMA) and Population Council for Safe Motherhood activities; Global Fund for Women and Female Genital Mutilation (FGM) programs; and International Council for Control of Iodine Deficiency Disorders for (ICCIDD) iodine nutrition control initiatives. Other SPG- and DGF-supported programs addressed malaria (Roll Back Malaria), disease testing, family planning and contraception, and organization of conferences, training, andstudies across the sectors.

The records reflect the activities of HDNHE program managers throughout the trust fund cycle, including preparation and review of grant proposals for the sector board or predecessor committees, handling communication with partner grant recipients, preparation of the Letter of Approval (LOA) issued by the HDN Vice President, arranging disbursement of funds, and evaluation of programs. Files contain substantive information on health, nutrition, and population programs in the formof: internal memoranda; all-in-1-notes; incoming and outgoing letters; handwritten notes; draft and final proposals; recipients' annual, financial, and technical reports; recipient interim reports; budget reports; minutes of meetings; background papers, some prepared by PHN; and printed material produced by partner organizations.

Correspondence is between the responsible HDNHE or predecessor unit program manager and the president or head of the partner organization. Internal memoranda are addressed toand from the sector program manager, sector director, and other sector staff including the Population Policy and Advisory Service Group (PPAS, established in 1992 in the PHR Front Office). Other Bank groups represented in the memoranda are the Special Grants Oversight Committee Secretary, DGF Secretariat, and others. The correspondence and memoranda cover matters including proposals or reports received the grant recipient's use of funds or surplus funds, legalities of budget guidelines, and comments on theLOA. The accounting and disbursement data are mostly presented in memoranda between HDNHE or predecessor unit and the Office of the Vice President and Controller (CTRVP).

There are also chronological files (1985 - 1997) and records related to SPG meetings, committee, or advisory group meetings containing agenda, minutes, and correspondence (1994 - 1998). The Population NGOs and Safe Motherhood Committee discussed details of funding proposals, amounts and recommendations, updates on funds spent, and approved proposals. A small volume of records also relate to: the historical background of SPG and include various discussion papers (1987 - 1995); Bank review of SPG in the 1990s; and a PHN strategy report on SPG (1995).

Records were created and maintained by various staff including Senior Population Adviser Tom Merrick, Population Specialist Janet Nassim, Senior Nutrition Advisor Alan Berg, Nutrition Specialist Judith McGuire, Health Specialist Kirrin Gill, and Consultant Crystal Worzola.

Records are predominantly in English. However, there is occasional correspondence, external reports, publications, and other material in French, Spanish, and German.

Group of Twenty Four files

This series contains Stern's records relating to the meetings of the Intergovernmental Group of Twenty Four on International Monetary Affairs, also known as the G-24. Set up in 1971 on the model of the Group of Ten, the G-24 was a permanent body representing the views of the non-socialist developing countries concerning international monetary affairs. Stern attended the meetings of the G-24 on behalf of the World Bank. The records consist of Stern's correspondence regarding G-24 as well as agendas, membership lists, communiques, and records of discussions at the meetings of the G-24 Ministers and Deputies.

HIV/AIDS program management files

Series consists of various records maintained by Debrework Zewdie while managing the Bank's HIV/AIDS program and developing its strategic direction. Records included in the series are: reports on Global HIV/AIDS activities and work program (1999- 2003); summaries of internal meetings regarding the Bank's HIV/AIDS portfolio and minutes of a briefing to Bank President Wolfensohn by Zewdie and colleagues on portfolio implementation (2002); action plan on accelerating implementation (2002); draft papers submitted to the Development Committee (2002); and regional AIDS sectoral strategies (2001 - 2002).

The series also contains a small volume of records related to evaluation of the United Nations Joint Programme on HIV/AIDS (UNAIDS) and UNAIDS Monitoring and Evaluation Reference Group (2002), World HIV/AIDS Campaign strategy (2002 - 2003) as well as comments on HIV/AIDS project design and other records regarding projects in Brazil (2002), Guinea (2003), and Sri Lanka (no date). There are also individual filesregarding HIV/AIDS treatment projects in Africa (2003), telemedicine (2002), lending numbers (2002), and partnership for social justice with faith groups (2002).

IFPRI and World Bank Poverty Research Conference records

The series consist of records related to the International Food Policy Research Institute (IFPRI) and World Bank Poverty Research Conference held at Airlie House in Northern Virginia from October 25-28, 1989. The records primarily consist of abstracts and copies of papers focused on poverty related issues, which were presented at the conference. The abstracts and papers were produced by PHRWH staff, other World Bank staff, and numerous academic and NGO participants. Correspondence and memoranda discuss arrangements and reporting on the conference. Additional correspondence and memoranda discuss possible publication of a poverty focused book consisting of a compilation of the papers presented at the conference.

Impact Evaluation Reports

The series primarily consists of Impact Evaluation Reports (IERs) and the working files produced during the creation of those reports. The series also consists of a number of special studies produced by the OED. IERs assess the performance of operations at full development, some five to ten years after the close of disbursements on the Bank's loan. The evaluations are selective; only a small percentage of projects undergo an impact evaluation. These evaluations provide a second look at a project by analyzing the long-term effects - intended or unintended - on people, institutions, and the physical environment. The evaluations assess projects against the goals that were stated at appraisal and also against a broad set of criteria that relate to social dynamics, income distributions, effects on women and families, institutional development, sustainability, and the environment. This series consists of IERs from the very beginning of their production in 1979 and through into the 1990s.

The content of the files for impact evaluations varies somewhat but the more complete files contain: copies of the Completion Reports, Audit Reports, and other OED-generated records relating to the project; non-Bank background reports and publications relating to the project; Terms of Reference for the OED staff members and/or consultants assigned to evaluation; drafts of the Approach Paper and Study Design Paper; memoranda and correspondence regarding the team's travel plans if a mission was required; a Back-to-Office Report regarding the mission; intra-OED correspondence regarding the format for the evaluation; various drafts of the evaluation; comments on the drafts from OED and Regional staff, officials in the client country, and representatives from other aid/lending organizations; drafts of comments by the Director-General, Operations, (DGO) to the Committee on Development Effectiveness (CODE) or its predecessor, the Joint Audit Committee (JAC) regarding evaluations; minutes of CODE or JAC meetings at which the evaluation was discussed; drafts of the DGO's transmittal memorandum to the Executive Directors and the President; and summaries of the Executive Directors' discussion of the evaluation and copies of the Board chairman's published comments. Many of the impact evaluations relied on field surveys to gather opinions of stakeholders. The raw survey data is not included in an evaluation file, but sample survey questionnaires and data derived from the surveys may be in the file.

The series contains the first IER produced by theOED, referred to as a Project Impact Evaluation Report (PIER). The report was for the Mexico Third Irrigation Project (1978 - 1979) which focused on irrigation rehabilitation programs in irrigation districts Nos. 17 (Region Lagunera) and 23 (San Juan del Ro). The evaluation was undertaken by Chief Evaluation Officer John Malone about five years after the performance audit was conducted for the project. Other early impact evaluation reports in this series are for: Kenya's First Smallholder Agricultural Credit Program (1980); the Kenya First Livestock Development Project (1981); the Roseires Irrigation Project in the Sudan (1980); the Burundi-First Arabica Coffee Improvement Project (1980); the Malaysian Muda and Kemubu Irrigation Projects (1981); the Atlantico Irrigation Project in Colombia (1982); and the San Lorenzo Irrigation and Land Settlement Projects in Peru (1982). In addition, records related to an IER conducted jointly with the National Economic and Development Authority (NEDA) and the Central Bank of the Philippines on the Philippines Second Rural Credit Project are included. The report was issued in 1983 after an extensive evaluation that involved a survey of beneficiaries in different regions. Also issued in 1983 was an IER for the Indonesia Irrigation Rehabilitation Project.

The series contains many other IERs and IER working files produced through the mid to late 1980s and 1990s. Agriculture, urban, education, transport, industry and transmigration projects are represented. Of note, one IER covers three income generating projects for refugees in Pakistan for which the Bank acted as executive agency on behalf of the United Nations High Commissioner for Refugees (UNHCR). Also contained are background materials on Indonesia that OED's Agriculture and Human Development Division (OEDD1) gathered from a wide variety of sources in preparation for a 1993 impact evaluation covering loans for three transmigration projects in Indonesia. The files include the Project Completion Reports for two of the loans (Transmigration II [L1707] and III [L 2248]) and Terms of Reference for the impact evaluation but no other documents regarding the impact evaluation.

The series also includes a number of special process and thematic studies. Reports and related working papers include: a 1987 and 1988 OED special study entitled Management of Renewable Resources in Agricultural Operations; two transport sector evaluation studies entitled The Transport Sector in Mexico: An Evaluation (1998) and Transport in China: An Evaluation of Bank Assistance (1999); a copy of a 1998 paper (The Industrial Organization of Corruption: Why Corruption Hurts More in Africa than in Asia) prepared by Sector and Thematic Evaluation Division (OEDST) staff members Antti Talvitie and Binyam Reja, based on their participation in an OED evaluation of five transport projects in Indonesia; background records for a 1996 Infrastructure and Energy Division (OEDD3) process study, Effectiveness of Environmental Assessments and National Environmental Action Plans (EA/NEAP Study), which evaluated the Bank's use of project-level environmental assessments (EAs) and highlighted the differences between countries that had an approved National Environmental Action Plan (NEAP) and those that did not; working files for the 1995 Country Policy, Industry and Finance Division (OEDD2) study The Social Impact of Adjustment Operations: An Overview; and special impact evaluation studies covering a range of agriculture topics, including Harvesting the Waters (1980s), The World Bank and Structural Adjustment in Agriculture; Reforming Agriculture: The World Bank Goes to Market, Irrigation O & M [Operation and Maintenance] and System Performance in Southeast Asia (1996), Natural Resource Management in Bolivia: 30 Years of Experience (1993), and Dynamics of Rural Development in Northeast Brazil: New Lessons from Old Project (1991), as well as one file for a special process study entitled Monitoring and Evaluation Plans in Staff Appraisal Reports Issued in Fiscal Year 1995.

Also in this series are correspondence, reports, and publications that evaluator Christian Polti gathered while OEDD1 was working on two impact evaluation studies. The first study deals with the World Bank's experience with irrigation development and examined irrigation projects in Morocco, Mexico, the Philippines, and Thailand. The second study deals with cotton development programs in Cote d'Ivoire, Burkina Faso, and Togo.

Incentives and Comparative Advantage (INCA) management

Series contains records related to the organization and management of the Incentives and Comparative Analysis (INCA) Unit, situated in the Industrial Development Finance Department (IDF) in 1981 and later the Industry Department, Strategy and Policy Division (INDSP) from 1982 to 1985. Records were primarily maintained by Economist Garry Pursell who led the unit beginning in 1981. The records consist of internal memoranda and reports documenting the establishment and history of the INCA Unit including the RPO-672-44 "Establishment of an Experimental Unit for Work on Industrial Incentives and Comparative Advantages" preparation of work programs, reporting on unit activities, dissemination of INCA products, and other activities including management of staff and consultants. Record types include: forms and profile sheets regarding consultants and requests; administrative lists of INDSP requests and information products; reports and papers including Pursell's "The INCA Unit at the World Bank", INCA situation and status reports, and INCA Project Completion Report (1985); summary note of activities; work program review report; draft and final work program plans; and data tables including a summary of research activities. Internal memoranda are mainly between Pursell and IND senior management including assistant directors and division chiefs and discusses work program, strategy, budgeting, research and studies, as well as recruitment and organization of consultants.

Incentives and Comparative Advantage (INCA) research and knowledge products

Series consists of records related to the Incentives and Comparative Advantage (INCA) unit's applied research work including developing methodologies and tools to support INCA studies and analysis of studies. Most records were maintained by Economist Garry Pursell beginning from his tenure with the Development Research Center (DRC) and its previous units under the Development Policy Vice Presidency (VPD) in the 1970s before he was transferred to the International Development Finance Department (IDF) to lead the Bank's new INCA unit in 1981. Other records were created by consultants with the INCA unit when it was under the Strategy and Policy Division, Industry Department (INDSP). In some cases, material was added to the files by Pursell or colleagues after 1985 when the INCA unit was discontinued; these six additional files date from 1986 to 1991.

Research and reference materials

Most of the records in this series comprise research material created and collected for a study of Cote d'Ivoire carried out by the INDSP INCA unit and possibly predecessors. The effective protection study analyzed various types of incentive indicators (effective protection and effective subsidy) and comparative advantage indicators (effective rates of protection [ERC] and domestic resource cost [DRC]) using data from 84 industrial firms in Cote d'Ivoire. Records include the export questionnaires in French, 1984 printouts of calculations made from the computer program on which the data had been entered, and the resulting material based on the survey data including handwritten notes, export statistics, and price calculation outlines. These records are also filed with reference documentation including journal articles, external guidelines, and working papers (1970 - 1983). Predominant industries covered in the export survey include textiles, beverages, and edible oils.

Cote d'Ivoire research records also include four volumes of country papers and reports on various aspects about the economy of Cote d'Ivoire created by various units of the World Bank and International Monetary Fund (IMF) units (1972 - 1978) and a larger body of reference files in English and French, some containing Bank internal reports, pertaining to the country's various industries and economy (1968 - 1984) that were used in the study. Additional reports, studies, pamphlets, project descriptions, and other records compiled by the INCA unit in support of the study were authored by various departments of the Government of Cote d'Ivoire and by external agencies and organizations (1963 - 1984). These pertain to existing and proposed industries, customs tariff schedules, financial reports, and trade statistics.

Other research materials include INCA country files representing nearly 40 countries that were maintained by Pursell and used as background information and data for INCA research projects and studies by DRC and successor INCA unit. Files contain draft and final reports authored by DRC staff and other Bank department staff (IFD), Board papers, Bank and external working papers including sector strategy paper, copies of externally authored publications and journal articles, research proposals, back-to-office reports (BTORs), and memoranda related to effective protection and associated topics or project data (1968, 1971 - 1991). Memoranda and letters beginning from the 1970s are between DRC staff including Pursell, Larry Westphal, and Consultant Bela Balassa and occasionally the Bank's regional units.

Methodology and applied research

The series contains records related to the INCA staff and consultants' methodology work as a primary task under its applied research responsibility (1978, 1980 - 1991 [predominant 1982 - 1985]). These records, including discussion papers, unpublished technical and procedure notes (first draft and final versions), export questionnaire (French), document the methods used for analysis on effective protection, domestic resource cost (DRC) estimates, export incentives and related concepts.

Applied research outputs to support INCA country studies develop Bank operational tools, also referred to as "infrastructure" according to the various INCA unit reports, are also represented in the series and include a draft interview guide on incentive issues, INCA program description and model for computing, bibliographies and summaries of studies, and one of the unit's final products, a 1985 final draft manual for INCA for country officials and researchers.

Knowledge and information products

The series also contains records related to the pooling of international price data for numerous industrial products (1972 - 1974, 1980 - 1984). The INCA unit collected global price data for numerous industrial products to make accessible for international data pooling and exchange. Specific records include: internal memoranda and correspondence with external institutes or government offices concerning the collection or sharing of price information; copy of the multipage form that the unit designed for requesting prices; directory of information sources on international prices (1984) prepared by the unit; and related reference material used to compile the directory including copies of Industry Department (IND) papers, published Bank working papers, external publications, and news clippings. Early material includes copies of internal memoranda distributed to Central Projects Staff (CPS) management about a border prices paper (1973), and external reference material.

Lastly, another group of records (1971 - 1985) entitled "liaison" consist of unpublished and published reports and other items authored or co-authored by Pursell, other INDSP staff and consultants including Yoon Joo Lee, or authored by international academics that were collected by Pursell and INCA personnel. Records mostly contain draft and final reports, working papers, case study, lectures, and copies of published articles and external reports. A few files created before 1981 relate to Pursell's work in the DRC unit; one of these contains reports on a Bank workshop on trade policy in relation to industry in developing countries (1980).

Incentives and Comparative Advantage (INCA) support

Series consists of records related to the Incentives and Comparative Advantage (INCA) unit and its predecessor's support to operating departments carrying out INCA projects or studies. Most of the unit's resources were devoted to support activities including contributing to long term INCA studies sponsored by, and under the responsibility of, operating departments and short-term studies by Bank or International Finance Corporation (IFC) industry missions. Records are organized by country or study topic anddocument the unit's contribution to developing Terms of Reference (TOR) and methodology for the studies as well as reviewing a developing country's protection system as a condition of Bank lending. Records also reflect general support and advice provided to the Bank's regional units and notes on INCA work shared with IND senior management. Approximately 28 countries are represented within this series. Most files are thin in volume; some files have only one or a few documents.

Internal memoranda are between Economist Garry Pursell or INDSP consultants, IND assistant director, and regional units, particularly the Industrial Development Finance (IDF) divisions. The memoranda contains INDSP comments on TORs for an INCA country study, comments on project protection issues, notes for a regional unit on use of domestic resource cost ratios to help in allocating working capital loans, and more. Memoranda are also in the form of: back-to-office reports (BTORs) including for Structural Adjustment Loan (SAL) appraisal, reform missions or INCA studies; visit or meeting summaries; and TORs for missions, studies or personnel. Draft and final TORs are included. There are also letters to consultants and external academics who collaborated on Bank projects or commented on draft reports.

Other record types included are: draft technical notes (on countries, prices, etc.); notes on effective protection studies; copy of questionnaires, including the 1975 export survey of importing firms in Korea; and handwritten notes. Other topics covered in the records include incentives reform, tariff reform (Cote d'Ivoire), SAL, and trade and industrial policy in individual countries such as Bangladesh, Mauritius, Malaysia.

India Fourth Five-Year Plan and economic policy files

Series consists of records maintained by Bernard R. Bell primarily relating to his work studying India's Fourth Five-Year plan while he was economic advisor to Andre de Lattre, President Woods' appointed representative to India. The study began with an appraisal mission headed by Bell which visited India in October-November 1966. The purposes of the mission were to examine the changes made in Indian economic policy in 1966 and how they were being implemented, and to survey the proposed Fourth Five-Year Plan and the aid requirements associated with it. The series contains: Bell's outgoing memoranda and cables with Woods and de Lattre and members of the 1966 appraisal mission to India; correspondence on the previous Bell Mission Report (1964-1966) on India's economy; correspondence with the government of India and documents from the U.S. government on India; a file on Woods' meeting with Ashok Mehta, the Indian Minister of Planning; and copies of official meeting documents of the India Consortium, a group of donor countries concerned with providing aid to India and India's development efforts. The consortium meeting records are filed with copies of memoranda primarily from Alexander Stevenson, Associate Director of Asia Department, and copied to Bell and others, covering the years 1966 to 1968.

Series also contains: subject files relating to the Fourth Plan, containing correspondence and background reference materials on agricultural policy, foreign debt, family planning, power, and other topics; a copy of Bell's fourteen volume Bell Mission report in 1965 published as "The Report to the President of the IBRD and IDA on India's Economic Development Effort"; and a copy of his 1967 Bank report titled, "Indian Economic Policy and the Fourth Five-Year Plan".

Also included in the series is a small volume of correspondence and other records, dating from 1964 to 1965, relating to the India coal transport study financed by the Bank, a report written by Bell's consulting firm in 1963 on statistics of Korea, and economic reports authored by the Bank, the Indian government or external research groups on India, its growth, and economic prospects, dating from 1973 to 1975.

Indonesia maps and charts

This series principally contains maps, but it also includes some oversize organization charts and schematic drawings. Approximately half are commercial maps of Indonesia, the remainder are maps created for projects funded by the Bank. Some project maps are hand colored or annotated.

The maps are extremely useful for studying the Bank funded transmigration projects, particularly the surveys undertaken in 1978 and 1979.

Indonesia project and research reports (Bahasa)

This series contains project and research reports on Indonesia that were prepared by or for the Government of Indonesia or as part of the regular work of an Indonesian institution. A few are pre-publication versions. They were obtained by Gloria Davis as background for her work on Indonesia.

In a few cases Gloria Davis obtained part of a series of reports in English and part in Bahasa; see, for example, the Survey Agro Ekonomi where working papers 8, 9 and 11 are English and the rest of the seriesis in Bahasa. Similarly, the early monitoring reports of the Baturaja and Way Abung monitoring by Institut Pertanian Bogor are in English, but the draft final reports are in Bahasa.

Indonesia project and research reports (English)

Each project, whether funded by the World Bank or by other donors, requires formal reports. In addition, research reports on Indonesia published by various institutions were obtained by Gloria Davis as background to her work on Indonesia, including a few pre-publication versions.

This series contains project and research reports in English; Bahasa language reports are in a separate series. The first section includes reports from the Government of Indonesia and reports to it by its contractors. The second section has reports of research undertaken by Indonesian institutions. Of particular interest are the reports of a Bogor Agricultural University project established in 1977 to do long term social-economic monitoring of the two transmigration settlements of Batu Marta, South Sumatra, and Way Abung, North Lampung. The third section has reports from projects undertaken by a foreign government, the fourth section has reports from projects and research undertaken by international institutions., and the finalsection contains reports by research institutions outside Indonesia.

Indonesia projects file

In addition to the large program review of the Indonesia transmigration projects and the later review of the entire transmigration sector, Gloria Davis was involved with or closely followed other projects in Indonesia. This series consists of files on the Second Swamp Reclamation project, a Transmigration Income Survey project, the UN Development Program's Bank-funded Transmigration Management and Monitoring Service Project, and UN Food and Agriculture Organization/World Food Program projects. The files include correspondence, reports, survey forms, drafts, copies of contracts, and work plans.

The three files on the UNDP program are helpful to understand the background of the monitoring service. By 1979 the Bank and other funders were concerned that the transmigration project had grown beyond the capacities of the Government of Indonesia's current management structure. The Bank agreed that the Government could use $2 million of the funds already lent to the Government to establish a monitoring project; UNDP provided a grant of $1.5 million; and the Government of Indonesia made a contribution, all of which funds would be administered by UNDP which would contract with a management firm to provide assistance to the Junior Minister of Transmigration to improve the management of the overall transmigration program and to assist in establishing procedures and training for the staff and establish a system for monitoring and evaluating the development of and benefits of the Transmigration II project. In 1980 the firm of Resources Management, International, was awarded the contract. Gloria Davis was involved in the negotiations for the monitoring program, and reports on the program are found in her file of project and research reports and other correspondence on the monitoring project is found in the correspondence file.

Indonesia transmigration notebooks

This series consists of notebooks that Davis kept or obtained during surveys of villages in Indonesia involved in transmigration. The first five notebooks relate to villages that she studied for her Ph.D. dissertation, of which the first four are Davis' notes and the fifth is a report written to her.

The next four notebooks are numbered, and the last is annotated very rapid general survey please hold and return. The second notebook is dated 12-3-78, giving the date for the survey. Each reports survey data from the villages of Pulung Kencana, Candra Kencana, Penumangan, Panaragan Jaya, Tara Karya, Bangun Sari, Sidomukti, Purbasakri, Makari, Marga Mulyo, Daya Sakri and Daya Murni. The names of the persons interviewed are not included. The data are date of arrival, originally from, type of migration, how many people were at home and how many migrated, what property is owned here and what property in Java, what type of house, occupation in Java, money brought from Java when migrating, number of times returned to Java, number of people who followed you here, and questions about the land given and purchased, crops grown and productivity of farm, fertilizer use, off-farm work, income here and in Java, expectations as against reality, and biggest difficulty.

The third set of notebooks are numbered 1-5 and labeled Unit Desa I (3 volumes) and Unit Desa II (2 volumes). They contain the same type of data as the second set of notebooks. These villages were organized by blok; in village I the bloks had letters for identification (for example, Blok E) while in the second village the bloks carried both a letter and the numeral II (Blok C II). In these surveys the name of the family surveyed is included.

Finally, 1 notebook marked Way Abung Apr. May 1978 Baturaja Mar 78? and 1 notebook marked Sitiung contain lists of variables and codes to be used in analyzing data.

Indonesia transmigration program - data and statistics

This series consists of the original data sheets, coded tabulations, and computer analyses from surveys in the areas involved in the first two transmigration projects funded by the World Bank, including Way Abung, Rimbo Bujang, Singkut, Sitiung, Upang, and villages designated only by unit number.

The first group, labeled Data sheets - Original Sit, Up & RB forms, consists of 3-page, 7-part completed interview forms in ten villages identified as Unit I through Unit X. Part 1 of the form gives basic demographic information, part 2 is on agricultural land provided by the government, part 3 is use of other land, part 4 is on water, part 5 on agricultural production (crop yields), part 6 is agricultural inputs, and part 7 is possessions. Names are not included. The survey was taken after May 1978 (the latest date recorded for arrival of migrants) and before the coding was done in September 1978. Included are the coding sheets and data analysis.

The second group of survey data sheets is from 1979. The survey covered the villages of Bataraja-Matapura, Sitiung, Upang, and Way Abung. The folder containing the Upang forms is marked Delta data collected June 79. The form used had 2 pages and asked many of the same questions as the 1978 form. After the initial section of demographic information, there are sections on agricultural land, agricultural production, agricultural inputs, house type, property (agricultural and personal), and information about returns made to Java, comparison of income in Java and in current location, expectations and reality, and problems encountered.

The 1979 data was analyzed using the Statistical Package for the Social Sciences (SPSS) computer program. There are cross-tabulations for all villages or a subset of villages, variables broken down by village, and Pearson correlation coefficients.

In 1983, the project completion review team for the Bank's Transmigration I project, led by Gloria Davis, requested that a census of village units be conducted in village units V, VI, VII, VIII,IX, X and XI of Batumarta and Units XII and XII of the Transmigration I extension area. The data was to be collected on about 200 families. The 1979 form was used. No analysis of the data is included.

Because the survey forms appear to be complete, they could serve as a baseline for further analytical work in the same villages.

Indonesia transmigration program subject file

The first Indonesian transmigration program that the World Bank financed (Transmigration I) involved the areas of Baturaja and Way Abung. Transmigration II involved the areas of Rimbo Bujang, Alai Hilir, and Singkut along the trans-Sumtra highway in Jambi province. The files in this series are primarily on those locations, with additional files on topics such as cassava and land tenure. Davis incorporated in the files documents from her previous work on Indonesia, such as a bibliography from 1972, and writings from other Indonesia specialists that she used. The files Baturaja - Way Abung Computer Analysis and Notes include notes that Davis made in 1976.

Some interview notes are included, as are maps, documents from the Government of Indonesia, reports from consultants, and a draft of Beyond Subsistence: A Report on the Agricultural Economies of Way Abung and Baturaja, a study prepared by Davis. The Way Abung file includes summaries based on a brief survey of 240 informants in 12 WA villages and supplementary material from a report from IPB Bogor based on interviews with 90 migrant families. A survey was conducted in the Rimbobujang area, and the files contain information, data, and analysis from that survey.

While most of the files relate to the geographic areas included in the transmigration program review that was conducted between 1979 and 1981, the series also includes a file on a review of the North Sumatra smallholder development project. At the end of the series is a file containing progress reports 3 through 10 on the South Sumatra and Lampung Transmigration and Rural Development Project, prepared for the Government of Indonesia by its consultants.

The files are useful for an historical perspective on the villages and areas where transmigration occurred.

Indonesia transmigration sector review files

In September 1984 the Bank began preparing for a review of the entire Indonesian transmigration sector. Gloria Davis led the sector review, and she and two colleagues went to Indonesia in November 1984 on the initiating mission. The final report of the sector review was published on October 24, 1986.

The series consists of a few files arranged by topic, followed by computer printouts of statistical analysis concerning population projections and working files of data and analysis. The working files include information from previous World Bank studies. The series concludes with data and statistics from the Government of Indonesia, primarily dating from 1982 to 1985 but including two items from 1976. Related items from the Government of Indonesia from this period are found in the series of Indonesia project and research reports (Bahasa), and correspondence about the review is found in the correspondence files.

Indonesian oil sector files

Series consists of records primarily created during Bernard R. Bell's tenure as Director, Resident Staff Indonesia from 1968 to 1972. The series contains a draft paper on the historical development of the oil sector in Indonesia, including notes on Indonesian oil companies. Correspondence and notes concerning Bank economic missions reviewing the oil sector are included, as well as notes of interviews with Indonesian government officials and oil company personnel. The series contains copies of articles on Indonesian oil, copies contracts dating from 1963, copies of Indonesian laws regulating the oil sector, and statistics on the financial status of P. N. Pertamina, the Indonesian National Oil and Natural Gas Mining State Enterprise.

Industrial Development and Finance Division, Western Africa Projects Department (WAPID) country and project records

Series consists of correspondence created and received by Frank Vita during his tenure as Senior Operations Officer in the Financial Division of the Western Africa Industrial Development and Finance Projects Department (WAPID) of the West Africa Vice Presidency (WAN). Vita was primarily involved in project appraisal and supervision during his time in WAPID. Records were primarily filed according to country and thereunder by project name or type of records (i.e. supervision reports, official project documents, correspondence). Ghana is represented the most while records relating to Liberia, Nigeria, Malawi, and Kenya are also included. Project-related records include supervisory reports; project appraisals; project completion reports (PCRs); appraisal of projects submitted for financing by development finance companies; country sector reports (particularly on industry, financial institutions, and development banks); and correspondence discussing the writing and dissemination of these materials. Terms of Reference and back-to-office reports related to project appraisal and supervision are also included. Series contains a significant number of records related to the following Ghanaian projects: National Investment Bank Project (01) National Investment Project (02) Highway Project (02) and Highway Project (03) - Emergency Maintenance Project records related to the Development Finance Corporation Project (01) in Liberia are also numerous.

Note that a small amount of records relating to the identification of financial technical assistance projects prepared by Vita in 1990 while working in the International Finance Corporation (IFC) are filed in a folder alongside Ghana project files.

Interim Committee files

This series contains Stern's records relating to the Interim Committee of the Board of Governors on the International Monetary System, known as the Interim Committee. The Interim Committee was created by the International Monetary Fund (IMF) in 1974 to advise in the supervision of the management and adaptation of the evolving international monetary system until the establishment of a permanent decision-making body. Stern attended the meetings of the Interim Committee on behalf of the Bank. The records consist of agendas, reports, and records of discussion of the Interim Committee meetings from August 1975 to December 1981. Also included is Stern's correspondence regarding Interim Committee meetings and issues.

Internal communication and staff engagement

This series consists of internal Bank staff publications and newsletters as well as photographs and negatives used in those publications. Also included are records relating to internal communications strategies. A small amount of records related to community relations programs is also included.

Records include copies of the various iterations of the World Bank's internal staff publications. These include: "International Bank Notes" (1947 - 1971); "Bank Notes" (1971 - 1981); and "Bank's World" (1982 - 2000). Series contains a full collection of these publications with only a few exceptions.

Bank newsletters started with the publication of International Bank Notes in 1947. International Bank Notes was published out of the Bank's Personnel Division. The newsletter was intended to foster a sense of community among staff and provide information of a personal nature to Bank staff rather than duplicating material from press releases and official memorandum. The publication highlights social events, marriages, births, and the arrival of new staff. It also reports on recreational events and offers favorite cooking recipes submitted by staff. The publication started out with a 2-page format but soon after transformed into a small booklet with photos. By the end of its run, International Bank Notes had a more polished look and tone including a table of contents, multi-page interviews with Bank staff, and articles about Bank activities and projects. International Bank Notes Supplements were also published in six monthintervals. These were subtitled "Introducing New Professional Staff", and include a biography and picture of new staff.

In 1971 the staff newsletter publication function was moved to the Information and Public Affairs (IPA) Department and was renamed Bank Notes. It took on a larger physical format with the look and feel of a newspaper. Its content, however, did not change significantly. In addition to the combination of staff- and operations-focused content, the publication included a Bank Calendar of upcoming social events and meetings, a column entitled Women's Information and Volunteer Service (or "WIVES"), a Cross Currents page containing classified ads, as well as humor and food columns.

The next and final version of the physical staff newsletter was titled Bank's World. It was a glossy color magazine and was published from 1982 through 2000. Each issue included a cover story article, articles about development projects, reports from various Country Departments, and a new column called AnswerLine that provided answers to questions of broad interest concerning the Bank Group's policies and procedures. Other features included multipage in-depth articles called On the Record which were often written by the Bank President and a space entitled Around the Bank which detailed news from Executive Directors and Vice Presidents. Some issues have indexes of stories. A special June/July 1987 issue titled The Reorganized Bank: Managers and Senior Staff is also included. In 2000 the print version of "Bank's World" was discontinued and replaced with an online intranet version called "Bank's World Today".

An index of articles in these three publications from 1947 to 1993 is also included.

The series also includes photographs and negatives from 1952 through 1983 that were created for use in staff newsletter publications. Image formats consist of negatives, transparencies, prints, and color photocopies of photographs taken or acquired by the Bank's Photolab. It also includes photographs of projects, staff events, headquarters' activities, and staff portraits.

The series also contains a variety of other newsletter-type publications intended for Bank staff. This includes copies of "Report - News of the World Bank Group" from 1973 to 1982, complete except for a small number of missing issues. The publication was produced by the IPA and the Publications Department (PUB) for both internal and external audiences. It provided general news of economic development as well as reports on World Bank Group activities.

There are also printouts of "Updates on the Bank Renewal" (or its informal name "Manager's Updates"), an electronic newsletter that was produced and sent bi-monthly by the Chief of Internal Communications from June 20, 1997 to December 1998. The updates shared Bank-wide news from the Board; summaries of the President and Managing Directors' town halls and senior management meetings; and progress on change initiatives.

Also included is a newsletter created by the Development Services Department (DSD) that was intended to be sent to field staff to keep them abreast of current activities in the Bank such as Bank membership, borrowing, IDA financing, and staff and organizational news. While DSD existed from 1961 to 1973, this series only includes issues of the DSD newsletter from 1966 to 1973; it is unclear if the Department published this newsletter prior to 1966.

Also included in this series are copies of the EXT-produced Development News Weekly Supplement from 1981 to 1990 and Development News Daily Summary from 1995 to 1998. Both are bound collated supplements of external press clippings related to the Bank and its activities. The articles range from governmental news, various developmental projects, and financial activities of the Bank.

Records related to EXT's internal communication support and engagement activities from 1988 to 1999 are also included. Records document communication strategies developed for internal programs and change initiatives as well as the dissemination of information and documentation about the initiatives, and research methods measuring staff response to initiatives. Internal communication records include correspondence and other materials primarily created by Internal Communications Division Chief, Rachel Weaving, and other senior staff. There are emails and facsimiles sent between the division and EXT Director, Managing Director's staff and other Bank departments. Correspondence is filed with summaries of Bank meetings given by the Bank Group President and global offices or meetings led by other senior staff, draft outlines, statements and emails, questionnaires and surveys, reports, external reference material, briefing material for senior management, and handwritten notes.

Many records relate to the 1997 Bank-wide reorganization and the 1997 Staff Survey and follow-up, as well as the Bank's 1997 Strategic Compact, a reform and renewal plan intended to increase Bank efficiency and effectiveness. There are files, 4 audiocassettes and a floppy disk relating to Managing Director Sandstrom's Open Forum, February to October 1997.

Other records relating to internal communications include: the development of a comprehensive Bank-wide communications strategy for fiscal year 1989; logistics and communications for Annual Meetings including briefings and broadcasting; 11-17 Network Launch and its steering committee; Knowledge Management Board (KMB); Human Resources Reform and Cost-Effectiveness; and photograph displays and exhibits including a World Bank mission photograph exhibit at the Bank and IFC between 1998 and 1999 and the Greening the Bank fair and exhibit. The exhibit files contain copies of emails, facsimiles, copies for displays, working documents, and reference material related to planning and content creation for the Bank exhibits.

A small volume of records related to Bank community relations programs are also included in this series. Records consist of administrative materials for charity programs such as the United Way campaign and other charitable fundraisers.

International Agricultural Research Centers (IARC) reports

Series consists of records created by the CGIAR's International Agricultural Research Centers (IARC) and which relate to their financial, operational, and reporting responsibilities. The series includes records from two IARCs: the International Livestock Centre for Africa (ILCA), based in Ethiopia, and the International Laboratory for Research on Animal Diseases (ILRAD), based in Kenya. In 1994, the two programs merged to form the International Livestock Research Institute (ILRI) which based itself in Kenya.

ILCA records include: materials related to the origins of the ILCA, including a report entitled Final Report of the Initial Stage of the Proposal for the Establishment of the International Livestock Centre for Africa (ILCA) (1975); conference materials, including conference papers; ILCA authored and commissioned reports; annual reports (1981-1994); the ILCA Staff Regulations and Rules (January, 1980); reports related to long term planning and strategies; ILCA Board of Trustees meeting agendas, minutes, and supporting material; ILCA Board of Trustees Handbook (undated) and Rules of Procedure (1983); financial statements, budget statements, Auditors' Report and Accounts reports (1975-1987), and Programme and Budget reports (1975-1988); board appointments records; the ILCA Bulletin (1978-1989); the ILCA Newsletter (1982-1991); other related newsletters; external management reviews; ILCA Directors' statements; and International Centers Week (ICW) presentations.

ILRAD records include: ILCA authored reports; Programme and Budget reports (1974-1986); annual reports (1980, 1986-1994) and Annual Scientific Reports (1987-1993); board appointments records; reports related to medium and long term planning; annual accounts (1974-1988); minutes of the first meeting of the ILRAD Board of Trustees (November 26-27, 1973); external management reviews; and financial statements and audit reports.

International Economic Analysis and Prospects Division (IECAP) Files Relating to the Long Term Surveys of Country Ecoinomics and to the Short-Term Outlook

The Long Term Surveys of Country Economists and Short-Term Outlook were products of the Global Analysis and Prospects Division (EPDGL) under the Economics and Research Staff and its successor, the International Economic Analysis and Prospects Division (IECAP). The Long Term Survey, which was prepared once a year, contained ten-year GDP projections for developing countries and provided key data for the World Development Report. Short-Term Outlook was prepared twice a year for the Executive Board.

Included for the Long Term Surveys are: the results of the second and fourth (1985 and 1987) Surveys and the Guidelines for the second and third (1985 and 1986) Surveys. The Guidelines were sent to Regional Senior Economists and Country Economists and included the Planning Assumptions Committee's projections for the global macroeconomic and financial indicators used in the survey.

The records relating to the Short Term Outlook (STO) include: a January 24, 1989 Statement by the Staff on the Short-Term Outlook which appears to been presented to the Board of Executive Directors; a copy of Stanley Fischer's March 1, 1990 statement to the Board; a summary by Arman M. J. Van Nimmen (EDINU) of the March 1, 1990 Board meeting which was devoted entirely to a discussion of the STO; and a copy of Stanley Fischer's August 2, 1990 introductory statement to the Board regarding the summer STO.

International Economics Department (IEC) chronological files

This series consists of chronological files with incoming and outgoing correspondence from when Masood Ahmed served as the Director of the International Economics Department (IEC). The records are arranged into the following categories: incoming emails from January 1996 to July 1997; outgoing emails from December 1995 to July 1997; chronological files from March 1995 to June 1997; general correspondence from January 1996 to July 1997; and general external correspondence from January 1996 to December 1996. The chronological files consist of incoming and outgoing correspondence and memoranda with attached reports and handwritten notes related to the activities and communications within IEC, and with other units of the Bank. The general correspondence records contain much of the same as the chronological files, but appear to be duplicates and photo static copies of original correspondence. The general external correspondence category includes incoming and outgoing correspondence between Ahmed and outside agencies, including communications with other multilateral institutions, NGOs, and private sector institutions. External reports and articles are also included.

International Economics Department (IEC) FY 1992-FY 1994 Budget and Work Program Proposals

This series contains memoranda regarding their work programs and budgets from the IEC division directors to Director D.C.Rao; copies of memoranda that Rao sent the Chief Economist outlining the proposed IEC budgets and work programs; and copies of memoranda from the Chief Economist and his staff outlining the guidelines for the annual budgets.

International Economics Department (IEC) Secretariat Records of the Planning Assumptions Committee MAintained in the International Economic Analysis and Prospects Division (IECAP)

This series contains copies of PAC Memoranda, summaries of meetings, and other records of the Planning Assumptions Committee (PAC) and related records of the Economic Analysis and Projections Department (EPD) and later of the International Economic Analysis and Prospects Division (IECAP), the two units that maintained these records.

Originally formed in the early 1970s as the Deflator Committee, the Committee approved the deflator projections to be used in Bank financial planning and in project appraisals. Late in 1980, the name was changed to Planning Assumptions Committee, and its role was broadened to cover a wide range of key indicators of change in the global environment. By establishing common planning assumptions about the world economy, the Committee ensured that the various parts of the Bank used the same projections for economic and sector work, project analysis, financial and budget analysis, and the World Development Report. The Global Analysis Division (EPDGL) of EPD and later the International Economic Analysis and Prospects Division (IECAP) of IEC prepared the background analysis and projections for PAC. This series includes memoranda from those two units transmitting projections data to the PAC chairman. That data was incorporated into the PAC Memoranda which were issued twice a year, in the spring and the fall, to units throughout the Bank. By the late 1980s, these memoranda were issued directly by IECAP, through the Director of the International Economics Department (IECDR) as PlanningAssumptions for Major Macroeconomic Indicators and Financial Indicators. In addition to the official PAC memoranda, there are intra EPD and IEC memoranda documenting the process of compiling the planning data.

International Finance Corporation (IFC) chronological and subject files

Series consists of correspondence created and received by Frank Vita while he was Manager of Corporate Development in the International Finance Corporation (IFC). Records are contained in chronological files and, in fewer number, subject files. Records relate to: the identification of investment opportunities; project proposals; establishing contacts in the private sector; IFC policies and procedures; and responding to inquiries.

Interviews

At the first meeting of the project's advisory committee in January, 1990 the authors were advised to undertake a series of interviews. The authors agreed and embarked on an extensive interview program, ultimately talking with 149 persons. The interviews were conducted during the entire life of the project and included discussions with current and former Bank staff and executive directors, persons from related institutions such as the International Monetary Fund and the Asian Development Bank, and prominent external observers of the Bank. Some of the interviews were noted in footnotes in the published volumes of The World Bank: Its First Half Century. Series contains dupicate reference copies of almost all of the original interview tapes.

A series of interviews were conducted during a research trip the authors made to India, Bangladesh, Indonesia and the Philippines in November, 1991. These interviews were primarily with national leaders and focus particularly on the 1980s.

Some of the persons interviewed by the authors were also interviewed by the Bank's own oral history program; some also were interviewed by Robert Oliver for his biography of Bank president George D. Woods. The series also contains some of the transcripts from these older interviews.

In the Preface to his biography of George D. Woods, Oliver writes, I relied most heavily on the interviews in writing the life of Woods. The interviews he conducted, all titled by Oliver Conversations about George Woods and the World Bank, illuminate the events and personalities during Woods' tenure as President.

Inventories and Status Reports of Major Policy Products and of Annual and Semi-Annual Reports, Policy and Review Department

This series contains Lotus 123 spreadsheet printouts that provide inventories of and status reports on major policy products and on annual and semi-annual reports which had Bank-wide operational/policy relevance. The reports serve as a quick reference to the policy products and reports that made their way to the Board each year; they were generated by the Strategic Planning and Review Department (SPR) through June 1990 and thereafter by the Policy Review Department (PRD). The entries on the reports for policy products cover all policy papers, best-practice papers, and information papers which were destined for the Board. The entries for annual and semi-annual reports cover all regular and non-regular reports that were destined for the Board. For each Bank complex, the products or reports are listed in the order of the Board meeting dates at which the item was discussed. Entries on the spreadsheets show for each item: the name and Bank unit of the staff member with prime responsibility for the item; an abbreviated title of the item; date of the policy brief that initiated the item (if applicable); dates when the item was discussed at various review meetings; and brief comments regarding the status of the item.

IPA chronological file (outgoing)

This series is composed of letters and memoranda drafted for McNamara by the Department of Information and Public Affairs (IPA) between January 1969 and July 1981. Letters consist of thank-you notes, mostly regrets, for invitations to participate or speak at meetings or luncheons, deliver interviews and appear on television, thanks for gifts, books, articles, comments, views, support, staff work, and responses to requests for material, statements and articles.

The addressees are private citizens, scholars, journalists, heads of organizations and congregations, diplomats, and government officials. Thank-you letters range from a note to President Leopold Sedar Senghor thanking him for a volume of poetry, to letters to the U.S. President, senators and congressmen thanking them for assuring the passage of foreign assistance legislation. Responses to inquiries include a letter informing President Sekou Toure of the progress of the Konkoure project, a letter attempting to answer William Safire's etymological inquiry about the phrase bargaining chip, and notes declining requests for comments on defense policy and the Vietnam War.

Itinerary files

This series contains records of President Clausen's visits abroad and his appearances and presentations in the United States. The files contain travel itineraries, briefing materials, arrival and departure statements, press conference briefings, remarks, schedules of meetings and appointments, correspondence (letters, memoranda, telexes and facsimiles written to and from government leaders, thank you notes), lists of government officials and biographical data about them, general background information on countries and governments, status reports on projects in execution, maps and newspaper clippings. The file on Niger contains photographs of the ministers. Some files listed under a country are primarily files on a meeting held there, not on the country per se; see, for example, the GATT meeting file under Switzerland. Itineraries and briefings for Mrs. Clausen when she accompanied the President on foreign visits are found in some files. The general files at the beginning of the series contain travel orders and itineraries but no background information.

The series is rich in annotations and comments by Clausen and his advisors. It provides snapshot views of the countries at the time of the visits and also provides particularly useful information on the World Bank's relationship with each country.
