Series

Operational support and ESMAP project management

Series consists of records related to the Energy Department (EGY) and successor divisions and units' support to project lending, technical assistance, implementation of the United Nations Development Programme (UNDP)/World Bank Energy Sector Management Assistance Program (ESMAP) projects, economic and sector work (ESW), and other sector analyses. The earliest records in the series are externally produced geological maps (Ghana, 1958), seismic maps, and external technical reports starting from 1959 that were kept as reference mainly for ESMAP energy assessments and petroleum exploration projects.

Related sectors such as industry, forestry, and environment are occasionally represented in the project records, usually in the form of copies of staff appraisal reports, other sector project documents, or memoranda regarding collaboration and information sharing. The series also contains records created in support of mining operational activities primarily during the period of the Oil, Gas, Mining, and Chemicals Department (COC, 2002 - 2010).

The following are three major groupings of records: Energy Assessment Programme (EAP) and ESMAP projects; Bank project lending, cross support and ESW; and general country and topical files. These are described further below. Each grouping represents several different units that maintained the records and these units' separate recordkeeping systems over time.

EAP and ESMAP project records

The largest volume of records in the series (1958 - 2002) relate to energy sector projects to aid low- and lower-middle income countries, particularly oil-importing nations, that were carried out under ESMAP and its precursor program, EAP. In operation from 1980 to 1987, EAP was the technical assistance program co-sponsored by UNDP and the Bank to diagnose a country's most serious energy problems and evaluate options. Assessment missions produced reports for over 70 countries. ESMAP was created in 1983 as a trust-funded program to complement EAP and implement the assessment priorities. After EAP ended in 1987, ESMAP took over assessment work. As the executing agency for ESMAP and EAP, the Energy Department units and successor Industry and Energy Department (IEN) units were responsible for implementing the program and its projects, providing management and budgetary support, recruiting consultants, and preparing reports. From December 1991 to December 1992 when ESMAP was an independent department from IEN, the ESMAP Operations Division (ESMOD) and ESMAP Strategy and Programs Division (ESMPD) carried out ESMAP projects. Since ESMAP's establishment, projects were frequently undertaken in collaboration with consultants who visited project recipients and field sites, researched and collected data, and prepared reports.

ESMAP projects included various activities in the areas of: assessments, project formulation and justification (feasibility and prefeasibility studies), and institutional and policy support (technical assistance, strategies, etc.). Projects were financed or cofinanced by UNDP, theBank, and bilateral and multilateral donors.

The records document the initiation, analysis, preparation, and implementation stages of ESMAP projects in the energy subsectors in collaboration with the Bank's regional operational units, UNDP Division for Global and Interregional Projects, UNDP resident representatives, and occasionally the Bank's Industry Department units. Regional units were involved in the design, review, and dissemination of the country assessments and other ESMAP projects. Although a majority of projects are country-specific, a portion of records relate to regional and global projects. The records also provide insight into the program's evolution to meet the complex demands and diversity of the energy sector.

An early focus of ESMAP was household energy and a study series called ESMAP Household Energy Strategy Studies (HESS) was produced. These were country-based strategies to assist governments to improve capacity to transition from traditional to sustainable energy systems for households in urban and rural locations and establish regulatory reforms. Many, but not all, of the studies were conducted in African countries and published as ESMAP papers (ESM and other numbered reports) beginning in the early 1990s. There are also records from the early 1980s to the 1990s that are related to the Biomass Gasifier Monitoring Program.

Other ESMAP project topics and related research include: electricity; rural electrification; petroleum (oil and natural gas) development and conservation; improved stove; kerosene and liquified gas stoves; environment health and safety; power and gas pipelines; gas flaring reduction; greenhouse gas reduction; clean coal; heat supply restructuring and conservation; wind farm development; photovoltaic systems and technology; waste to energy; women in energy; and energy sector reform. Certain ESMAP project files also relate to the industry sector: industrial energy efficiency; industrial energy conservation (including Sri Lanka and Senegal); interfuel substitution and power generation; and energy efficiency in the fertilizer and cement industries (including Syria and Poland).

Record types include: ESMAP task descriptions; drafts and final Activity Initiation Briefs (AIB); AIB background and project proposals; initiating project memoranda; draft contracts; copies of regional unit back-to-office reports (BTORs) of project missions; BTORs of ESMAP assessment missions, project preparation, and follow-up missions; Terms of Reference (TORs); aide-memoires detailing conclusions of missions; final draft (yellow cover) Activity Completion Reports (ACRs) circulated for review and approval; approved draft (green cover) ACRs; project working papers; energy audit reports; consultant reports; agenda and minutes of internal meetings and with government officials and copies of review meetings prepared by regional units; budget sheets; final and draft ESMAP country assessment reports; assessment status reports; UNDP project documents; data tables, i.e. consumption calculations, conversion factors; handwritten notes and data; press clippings; and external reference material such as discussion and conference papers, government and corporate reports, guidelines, legislation, and equipment brochures. The reference materials were created and compiled by staff and consultants when conducting research work for ESMAP projects such as energy assessments, strategy studies, and surveys.

Correspondence consists of memoranda, letters, cables, facsimiles, or All-in-1 hard copy messages between the energy units and regional units or consultants, Bank resident missions, government officials, or UNDP representatives. Topics discussed in the correspondence include requests for ESMAP assistance, resource allocation, collaboration between energy sector units and regional units, sharing project information and updates, reporting on project issues or field investigations, data collection, financing and allocating resources for projects, dissemination of reports, recruitment and reporting of consultants, and other operational and administrative matters. In addition to textual records, there are also an undetermined number of technical drawings, geological and country maps, and computer disks.

ESMAP project records also relate to the organization and delivery of regional and country-based seminars, workshops, and conferences that were often included as a training component in the technical assistance projects as early as 1983. These workshops and similar events evolved into a knowledge dissemination function likely in the late 1990s or early 2000s. The events were organized by EGY and IEN division staff in coordination with regional staff, and often involved the recruitment of external consultants to develop materials or background papers or conduct the learning events. Specific conference or seminar topics include but are not limited to, energy efficiency, energy conservation, energy strategy for rural and low-income urban communities, reducing electric power system losses in Africa, and a global windmill testing program workshop.

Record types found in the seminar and workshop files are similar in content to other ESMAP operational files and include: draft and final AIB for the seminar or workshop; proceedings; speeches and addresses; conference agenda and program description with lists of participants; BTORs; TORs; aide-memoires; draft and final workshop reports; copies of consultant contracts; and evaluation summaries. Correspondence such as incoming and outgoing letters, cables, facsimiles, and hard copy emails between IEN staff, government officials, private sector, and consultants document administrative and financial arrangements, invitations, selection of speakers, participants and consultants, collaboration with Economic Development Institute (EDI), outreach, and event follow up. The correspondence also covers substantive matters such as roundtable discussions, policy, statistical data provided in support of a study or event, and sharing of country sector information.

Less commonly, ESMAP funds were also used for assistance in organizing energy sector donor meetings for specific countries such as Senegal (1985 - 1986); a very small volume of records relate to these meetings and preparations.

A small portion of correspondence and other records maintained in the Non-Regional Information Center (NRIC) indicate the UNDP project identifier number and are nearly all general files related to ESMAP (1981 - 1987) or assessments (1980 - 1986) and Biomass Gasifier Monitoring Program (1983 - 1987) that were financed, or partially financed, by UNDP under ESMAP. Other project files relating to testing and demonstration of solar pumping systems and renewable energy technologies do not always include mention of ESMAP and may be separate projects.

Project lending, cross support records, and Economic and Sector Work (ESW)

Records in the series also reflect EGY, IEN, and successor energy units' support to project identification, preparation, and supervision for investment, structural adjustment, and other development projects that were financed, cofinanced, or managed by the Bank's regional operations units (approximately 1980 - 2010) with reference material dating from the early 1960s. These include completed and dropped projects. Energy sector units aided project preparation by selecting and recruiting consultants and supporting consultant work and reports. They also reviewed operational documents and provided guidance, advice, or analytical tools to regional offices.

Projects involved, but are not limited to, petroleum exploration (both oil and natural gas), hydroelectric power, power distribution and efficiency, gas engineering, gas utilization, and energy sector rehabilitation. Specific projects supported by the COC mining and energy units that represent the more extensive files include: Mining Sector Capacity Building and Environmental Management Project - Burkina Faso P000283; Mine Closure and Social Mitigation Project - Romania P056337; Sustainable Management of Mineral Resources - Nigeria P086716; Mineral Resources Management Capacity Building Project - Mozambique P001808; Energy Conservation Project - China P003606; Coal Sector Rehabilitation Project - India P009979; and Environmental Management Capacity Building Pilot Project of the Hydrocarbon Sector - Bolivia P065902.

Record types include: memoranda sent and received by the energy units discussing project support, progress, or provision of comments on reports; minutes of meetings; notes for files; briefing papers; BTORs; aide-memoires; white cover reportcopies; supervision reports; project performance audit reports; aide-memories resulting from review missions by regional staff and or consultants; consultant proposals; CVs; draft reports, particularly from the gas industry; copies of loan agreements and related documents; and externally produced geological maps.

From time to time, ESMAP externally funded staff would provide cross support to the Bank's country departments on economic and sector work and technical assistance, as well as lending preparation and appraisal, at the financial expense of the country departments. Cross support records are also reflected in this series and include: ESMAP and consultant feasibility reports and studies; BTORs; curriculum vitaes of consultants; letters and facsimiles and other correspondence (between IEN, consultant, government officials) concerning progress on reports, project status and country energy situation, procurement matters; and internal memoranda or All-in-1 hard copy messages between IEN and regional units.

Series also contains records created and compiled by EGY and successor unit staff to produce the ESW analytical reports that helped direct development programs and project lending. Records span the period from approximately 1978 to 1996 and include: surveys; survey result reports; draft and final study reports, including World Bank Study of multiple country energy topics; working papers; TORs; Board documents; proposals; internal memoranda between IEN divisions and regional units; letters to and from external parties regarding collaboration on studies; statements and speeches of IEN director or Bank Group senior management; and background documents including external reports, national energy legislation, and supporting data such as pricing figures. Numerous files (for which approximate dates follow), relate to reviews of Bank lending for natural gas (approximately 1983 - 1992), petroleum, oil and gas contracts, privatization and other issues (1978 - 1991), Indonesia gas development planning (1988 - 1993), electricity (1989 - 1993), various environment matters (1988 - 1993), ESMAP, and files by country or region.

General country and topical files

General country and topical files in the series (1980s - 2005) are labeled as such and include a mix of reports, correspondence, and other records related to both ESMAP and Bank lending activities in oil, gas, and mining as well as country studies and reports in these sectors. A portion of the mining files titled "development activities" are organized by country. These records describe the status of mining projects, investments, and development activities, as well as discuss government policy in member countries and minerals and mining issues including conflict diamonds and coal. Other country and subject files (1992 - 2004), although fragmentary, contain mostly hard copy emails and related records maintained by Craig B. Andrews (Industry and Mining Division, IENIM) and Jeffrey Davidson (Policy Division, Industry and Mining (CMNPO), later the Policy Division, Oil, Gas and Mining (COCPO). These files relate to operational and project support of IFC/Bank projects in oil and gas and mining and mining activities in Nicaragua, Senegal, Burkina Faso, and Madagascar.

A set of IEN subject files (1987 - 1998) shared by the Power Development, Efficiency and Household Fuels Division (IENPD), Oil and Gas Division (IENOG) broadly cover project management and program support topics. The files were further classified into Country Area Programs (CAP) and Management or Program Support (MPS). There appears to be some overlap between the two. Many of the files relate to ESMAP projects including proposals, assessments, recruitment and reporting of consultants, and arrangement and delivery of ESMAP workshops. Other management or program support files relate to organization and delivery of Energy Week program, global themes such as energy efficiency and renewable energy, clean coal case studies, and country-level activities. Specific record types include many of those mentioned in the above sections.

UNDP/World Bank Energy Sector Programs management and donor coordination

Series consists of records related to the management of the joint United Nations Development Programme / World Bank Energy Sector Assessment Program (EAP) and the Energy Sector Management Assistance Program (ESMAP). The Bank's Energy Department (EGY) was the executing agency of both the EAP technical assistance program (in existence from 1980 to 1987) and ESMAP, created in April 1983 as a companion to EAP to follow up on energy assessments. Records in the series were created by the Office of the Energy Director (EGYDR) and Office of the ESMAP Manager (ESMMR), positions that were merged after the January 1993 reorganization. Records in the series were also maintained by EGY divisions and successor units. The body of records reflects liaison activities with EAP and ESMAP cosponsor UNDP, organization of ESMAP donor annual meetings, donor coordination, fundraising, and ESMAP governance.

Donor coordination

A substantial portion of records in the series concerns relations with donors, financial contributions, and cofinancing (1981 - 1997) for EAP and ESMAP activities. Donor files represent the energy units' liaison with government development agencies of Australia, Austria, Canada, Belgium, Denmark, Germany, Finland, France, Japan, Netherlands, New Zealand, Norway, Portugal, Sweden, Switzerland, Spain, United Kingdom, and the United States. Multilateral donor coordination files include African Development Bank, Asian Development Bank, Commission of European Communities (EEC), International Labor Organization, and Nordic Development Bank. A small set of records (1994 - 2005) related to the management of ESMAP trust funds indicate the trust fund number and/or Bank project number and are organized by government donor, then name of the specific ESMAP project financed.

Internal memoranda are primarily between the Bank's energy divisions (Energy Strategy and Pre-Investment Division II [EGYS2], successor Energy Efficiency and Strategy Unit [IENEE] and others) and include Terms of Reference (TORs) and back-to-office reports (BTORs) of donor visits and consultations, summaries of meetings, discussions about financing and cofinancing, funding allotments, proposals for activities, eligible countries for cofinancing, and other matters. Letters and cables between EGY and donors communicate contribution amounts, lists of activities financed or cofinanced, special assignment agreements, recruitment of staff and consultants, and other administrative matters. Other records are occasionally attached to the correspondence including: ESMAP project reports such as Activity Initiation Briefs (AIBs), assessment aide-memoires, financial data tables, project proposals, meeting agenda, Memorandum of Understanding and Letter of Agreement drafts or copies, externally printed material of donor organizations, and reports dating from 1981.

There are also several general donor files (1983 - 1992) and individual files regarding cofinancing (1983 - 1987), Consultants Trust Funds Program (1990 - 1991), ESMAP Financial Committee (1992), Energy Education Donors Conference in Cote d'Ivoire (1990) and Energy Research Donors Meeting (1990).

Liaison and coordination with UNDP

Records in the series also reflect coordination with EAP and ESMAP cosponsor, UNDP through the UNDP Division for Global and Interregional Projects and UNDP regional offices (1984 - 1996). Letters and facsimiles between UNDP and the Energy Assessment Division (EGYEA), later Office of the ESMAP Manager (ESMMR) and other successors, cover various management issues of the joint energy programs, such as the distribution of reports, recruitment of personnel, work program and financial support of ESMAP activities, ESMAP country studies, discussion of bilateral donor contributions, and support of the ESMAP governance bodies. Internal memoranda include summaries of meetings and joint UNDP and donor meetings, BTORs, and ex-post evaluation. Records filed with the correspondence are project proposals and reports, task descriptions, draft MOUs, financial reports, and other items.

Annual ESMAPmeeting coordination

Records also relate to the organization of ESMAP annual consultative meetings (1987 - 1991) that were mostly created by the Energy Strategy, Management and Assessment Division, Industry and Energy Department (IENES) donor relations manager and IEN Director's Office. Included are: draft and final summary of proceedings sent by the director to IEN staff; statements by IEN and UNDP directors; transcripts and aide-memoires for certain meetings; invitations and post-meeting follow up letters to donors and recipient representatives sent by the IEN director; letters, facsimiles, telexes regarding responses of invitees and administrative arrangements for meetings; provisional and final list of participants and agenda; background discussion reports (some authored by UNDP); and internal memoranda in the form of BTORs outlining donor relations manager and IEN senior management missions to ESMAP donor countries and multilateral donors. Other memoranda from IENES donor relations manager to IEN divisions and UNDP outline discussions with donors and multilateral meetings.

The series also contains records related to the ESMAP in the Nineties Commission set up in 1990 and the subsequent formation of a structured governance body in the form of the ESMAP Consultative Group (CG) and the Technical Advisory Group (TAG) in 1991. Files include agenda and minutes of the first meeting of the commission in May 1990 as well as position papers, background material on work program and donors, proposal for the committee, and internal memoranda. Memoranda concerns internal and external peer review, nominations of the Natural Gas Development Unit (IENGU) chief for individuals to serve on the panel, notes for a second commission meeting prepared by IENEE, and meeting preparations.

ESMAP governance relations

ESMAP CG and TAG meeting records were maintained by the executive secretary for the ESMAP secretariat, former donor relations manager, until around 1992 when the executive secretary position was eliminated. They were also kept by ESMAP manager and IEN Office of the Director. CG records (1991 - 1996) include letters of invitation from CG Chair and Vice President V. Rajagopalan and responses with discussion of agenda, reports distributed for meetings, agenda, list of participants, minutes, transcripts, and communiques distributed to ESMAP staff. Technical Advisory Group records (1991 - 1992) relate to planning the inaugural TAG meeting in July 1991 and subsequent meetings and contain draft and final Terms of Referencefor TAG, list of members, agenda, position descriptions, a briefing note on the genesis of ESMAP, and letters from the CG Chair, FDPVP to TAG members with attached meeting documents and pre-meeting notes, and letters from ESMAP Manager, later IEN Director Richard D. Stern regarding involvement in ESMAP activities. Internal memoranda, mostly between Finance and Private Sector Development Vice Presidency (FPD) and IEN, covers topics such as the status of implementation of the commission's recommendations, meeting arrangements, and TAG membership with attached biographical notes and curriculum vitae.

Reports and other program management records

The series also contains a set of ESMAP Annual Reports (1987 - 1997), audit report with related correspondence (1992), evaluation report jointly authored by the governments of Canada and the Netherlands (1988), commission report on ESMAP (1990), and periodic Information and Status Reports (1987 - 1990) that describe current and prospective activities and priorities and provide statistical data.

The series also contains a set of various reports (1984 - 2002) likely collected for reference, including: proceedings and reports of ESMAP workshops and seminars and jointly organized workshops between ESMAP, sector and regional units; final and draft ESMAP country proposal numbered reports; ESMAP technical working papers; Energy Development Information Note reports; Board reports; regional sector unit reports; internal discussion papers on financial and trust fund matters; meeting files; external reports; and reprint of the 1960 International Development Association (IDA) Articles of the Agreement.

Conference on Improving the Effectiveness of Urban Assistance files

Series consists of records relating to the Conference on Improving the Effectiveness of Urban Assistance held in Washington on December 2-6, 1985. The Conference was convened by the World Bank to evaluate the previous decade's experience in the area of urban development and to develop plans for the future. Records include general Conference information and planning materials such as agendas, workshop plans, tour preparation, and planning committee correspondence. The series also includes speeches, biographies of speakers, and a published copy of the summary of proceedings. Correspondence relating to presenter, delegate, and donor invitations is also included as are thank-you and feedback letters from attendees.

Governance, management, and oversight

Series contains records created and maintained by the front office of the Transportation Department (TPD), successor offices, and divisions. The records relate to managing transportation research, policy, sector program work, oversight and business planning, and collaboration with external institutions.

Types of records comprising the series include: internal memoranda sent or received by Bank transport directors, senior advisers, sector staff, and staff from other Bank units including its superior, Operations Policy Vice Presidency (OSPVP) and regional units; letters with external organizations; internal and external reports; drafts and published articles and working paper; proposals; minutes and meeting notes; Board papers; handwritten notes; newsletters; and external brochures and publications.

The earliest material in the series dating from 1969 and the early 1970s relates to highways, transport regulation, aviation, and railway subsectors. Railway sector information is organized by country including European countries and developing countries.

Many records relate to transport sector projects and sector work. There are memoranda and reports about the transport sector support strategy paper by the Transport and Water Department (TWD) in 1983 and operational reviews of the Bank's transport sector work in the late 1980s. Correspondence and reports relate to urban transport, traffic simulation, transport pricing, construction industry, generalized road roughness index for worldwide use, road roughness measurement and application in Australia, traffic flow theory, and rural road user costs; some of these reports are country-focused. Files related to research include a paper presented by Director Christopher Willoughby on Transport Research in Developing Countries, discussion paper "Transportation Research at the World Bank: Opportunities for Collaboration," and memoranda discussing transport research program, future needs, impact on Bank policies and operation, and TRP strategy objectives.

Other topics covered are project success cases, transport project completion reports (e.g., Nepal Second Highway Project - P010112, Yugoslavia Fifth Railway Project -P009180), project implementation reviews and performance audit reports (PPARs), involuntary resettlement in Bank-financed transportation projects,structural adjustment lending (SAL) operational features paper, comments on Operations Evaluation Department (OED) annual review of PPAR transportation chapter and lessons learned from PPAR review, and other matters. Four volumes of problem project reviews are mostly copies of memoranda between regional vice presidents (RVPs) and senior vice president (SVP), Operations (SVP), or regional unit staff with copy to the transport sector unit director. These volumes pertain to railway projects, inland waterways,and various other sector projects.

There are also correspondence, reports, publications, and other records that relate to the Bank's liaison with external organizations in the transport sector, primarily through Senior Adviser Vincent Hogg. Organizations include the International Maritime Organization, International Road Federation, International Road Transport Union, national research institutions and others. Records pertain to conferences or annual meetings about transport policies, research about transportation systems, and other collaborative activities.

Records in the series also relate to the sector's business plans, work programs, and budgets, and transport sector units' comments and responses to several Bank-wide initiatives including organization manual statement on Bank financing of recurrent costs, SAL, and SAL procedures. Some files contain widely distributed information about Bank sector departments' initiatives and collaboration with other sectors and Bank departments such as environment and Economic Development Institute (EDI). In terms of environment, the records concern drafting environmental guidelines for port and harbor projects, training course, environmental procedures in Bank operations, and comments on key environment papers.

Partnerships and program collaboration

This series contains records related to the partnerships and collaboration activities of the World Bank (Bank), United Nations Development Programme (UNDP), and other international agencies in support of the UNDP-World Bank Water and Sanitation Program (UNDP-World Bank WSP) and the United Nation's 1981 - 1990 International Drinking Water Supply and Sanitation Decade (IDWSSD). It also contains records documenting the trust fund management that supported the UNDP-World Bank WSP projects relating to low-cost development solutions for water and sanitation in low-income countries (i.e., funding contributions came from UNDP and Bank and trust fund resources derived from various international donors).

Partnerships and collaboration records

Records relating to partnerships and collaboration contain the following topics: missions in various countries (e.g., India, Philippines, Ethiopia, Zimbabwe, Morocco, Yemen, etc.); low-cost water sanitation techniques; field trials (e.g., VLOM-Village Level Operated and Maintained handpumps and Canadian Monarch handpumps); related initiatives; advisory panel meetings to discuss staffing, and ongoing and future field trials in regions such as East Africa and Southeast Asia; project implementations and timelines; loan and grant conditions applied by the External Support Agencies (ESAs); recommendations on aid-giving procedures; and meetings with the Collaborative Council of ESAs in the water sector in 1989 (held in Sophia Antipolis, France) and the Steering Committee for Cooperative Action in 1981-1985 (held at the World Bank in Washington, DC); the United Nations Educational, Scientific and Cultural Organization-UNESCO; the United Nations Children's Fund-UNICEF; and the Food and Agriculture Organization-FAO).

Types of partnership and collaboration records in this series include but are not limited to mission reports and communications, job descriptions, project proposals (including work plans, project justifications, budget outlines, schedules, etc.), progress and status reports, and meeting files (e.g., agenda, minutes, progress reports, memos, etc.). Examples of other institutions collaborating with the Bank in this activity are the Science and Technology Fund of the UNDP, Kumasi City Council, University of Science and Technology in Ghana, Banque Ouest Africaine de Developpment-BOAD, ARLAB (a subsidiary of Mines ParisTech5), Georgia Institute of Technology, and others.

The earliest projects related to the Bank's global partnership and collaboration with other organizations associated with water resources and management are:

  • Testing and Demonstration of Small-Scale Solar Powered Pumping Systems (GLO/78/004);

Trust fund management records

Records relating to trust fund management contain topics such as: trust fund agreements and amendments to agreements; cost-sharing; executing trust fund activities; funds received and transferred; country reports; financial management assessments or financial compliance reviews; policy exceptions; project phases (i.e., information gathering and testing; and development and implementation); audit review findings; proposals of project descriptions; Global Water Partnership Interim Committee; financial support for the Participatory Learning and Action Initiative; opportunity to initiate a core-funding relationship with various countries (e.g., Finland, France, Ireland, etc.); and collaborations with bilateral agencies (e.g., UK's Department for International Development-DFID, German Technical Cooperation Agency-GTZ, etc.). They also document communications about trust fund management between the Bank (including the Technical Advisory Group) and other institutions (e.g., UNDP, the Swedish International Development Cooperation Agency-SIDA,the Danish International Development Agency-DANIDA, the Swiss Development Corporation-SDC, Norway's Ministry of Development Cooperation, AusAID Trust Fund, World Health Organization-WHO, United Nations Children's Fund-UNICEF, etc.).

Types of trust fund management records in this series include but are not limited to master budget files, contribution and disbursement statements, project delivery reports (PDR), audit files (e.g., Terms of Reference), reports, waivers, original contracts, legal agreements,payment records, cost-sharing files, Bank internal clearances, Initiating Brief for Trust Funds (IBTF), funding proposals, project files (e.g., evaluations progress reports), recommendations, and donor correspondence.

This series also contains sixteen volumes, entitled Preliminary Study: The Large Aqueducts System, 1969 - 1971. These are bound volumes of pre-feasibility study reports by Gilbert Associates, Inc. (Reading, PA) for the Obras Sanitarias de la Nacion Argentina-OSN (now Agua y Saneamientos Argentinos-AySA), a utility company based in Argentina. These reports are associated with the loan agreement signed on June 3, 1963, between the Argentine Government and the USA through the US Agency for International Development (USAID). These volumes may have been used as reference files.

CGIAR correspondence files

Series consists of correspondence related to Johnson's role as Chairman of the Consultative Group on International Agricultural Research (CGIAR). Correspondence is between Johnson and: other World Bank units; research institutes; aid agencies; Banking institutions; government agencies and officials; and academic institutions. Correspondence generally relates to: invitations to meetings and conferences; information exchange; and, in small quantities, requests for sponsorship and funding.

Briefings for Bank President Wolfensohn and other reports

Series consists of briefing materials prepared by ESSD and its sector departments for Bank President Wolfensohn. Briefing materials provide information on various individuals, organizations, and governments in advance of their meetings with Wolfensohn. A small amount of background research material is also included.

Series also consists of copies of reports submitted by ESSD to the Bank's Secretary of Board Operations. Finally, copies of Inspection Panel Investigation Reports on two South American loans from 2004 are included: Paraguay - Reform Project for the Water and Telecommunications Sector (Loan No. 3842-PA) and Argentina - SEGBA V Power Distribution Project (Loan No. 2854 - AR).

Spring and annual meeting records

Series consists of records relating to Johnson's attendance at, and participation in, the World Bank's annual meetings in 2001 to 2003 and spring meetings in 2001 and 2002. Included are Briefing Binders for annual meetings in 2001 and 2002 and spring meetings in 2001 to 2003. These binders contain: Issue Briefs; Regional Briefs; Success Stories; press coverage; talking points; schedules; Notes from the President; and briefings and summaries on a variety of other topics. Records related to roundtable discussion with civil society are also included.

Series also includes files containing briefing reports for Bank President Wolfensohn in advance of meetings with representatives from a number of donor countries prior to the 2002 spring meetings. It is unclear who prepared these briefings for Wolfensohn. However, the focus of the briefings extends beyond the scope of ESSD and so it is likely that they are contained in Johnson's files for informational purposes and not because he or ESSD had a hand in their preparation.

Knowledge and learning

Series consists of records relating to seminars, conferences, training, and workshop events organized or attended by staff of the Transportation Department (TRP) and Infrastructure and Urban Development Department Transport Development Division (INUTD). Records relate to various transportation-related topics and event planning records. Records concern the attendance and participation of transportation sector staff in external and internal conferences, seminars, symposiums, training courses, and lectures. Many records relate to the activities of Senior Highway Engineer William D. O. Paterson, Ports and Aviation Adviser John R. Lethbridge and Principal Transport Economist Clell G. Harral. Record types include course materials, draft and final conference papers prepared by Bank staff, agenda, lists of events, list of participants and attendance lists, internal memoranda including back-to-office reports, letters from external organizations, speeches, handwritten notes, summary evaluations, and external reports,brochures, and other printed material.

Topics covered in the records include harbors and port technology, port maintenance in developing countries, global shipping, Port of Rouen training course, liner shipping policy developments, inland water and coastal and barge transportation review, England and France Channel Tunnel (informally, Chunnel) project, Port of Baltimore dredging works, American public works and infrastructure, International Road Federation (IRF) African Highway Conferences, rural roads, urban transport, highways and road pavement design, pavement performance and maintenance, Strategic Highway Research Program, and air and rail transport.

Two files that relate to planning Bank transport staff training and Bank staff grading contain mostly internal memoranda and discuss internal and external sector staff training needs including regional participation, opportunities, and preparation.

Correspondence, personnel files, speeches, articles, and photographs

Topics covered in this series include reorganization of the World Bank, procurement review, communications, loan documentation, World Bank Group (Bank Group) studies, the succession of Bank Group presidents, and improving efficiency in the Bank Group.

This series contains various textual records: correspondence (e.g., with Robert S. McNamara, J. Henry Smith, Warren C. Baum, etc.); personnel files (pertaining to Sommers's personal information data, employment history, reappointments, semi-annual summaryof work activities, etc.); copies of transcripts (i.e., Sommers's two oral history interviews in 1961 and 1985 and a conversation between Sommers, John J. McCloy, and Richard Demuth in 1984); speeches (e.g., "Legal Aspects of the International Bank's Structure and Juridical Personality," February 20, 1950; and "Legal Problems Arising in the Bank?s Loan Operations", February 24, 1950;) articles given by and/or written by Sommers (e.g., a description of the World Bank and its operations, presented in Mexico City in February 1950; an address entitled "Early Days of the Bank given to Bank staff in 1960"; and a 1984 article for the Bank/IMF periodical, Finance and Development, to commemorate the fortieth anniversary of the Bretton Woods Conference); publications (e.g., a photocopy of Sommers's "The World in Ferment", July-August 1967); newspaper clippings; copies of International Bank Notes; and many more.

This series also contains photographs documenting: World Bank's B building remodeling in the late 1950s,a British-Egyptian negotiation in 1959 (possibly the Suez Canal negotiations; individuals include Sommers, Eugene Black, and an unidentified Egyptian negotiator), the World Bank's twentieth-anniversary luncheon in 1966 (individuals include John J. McCloy, George D. Woods, Eugene Black, Martin Rosen, etc.), and the Pension Finance Committee in 1985 and 1987 (e.g., John Lowe, John Hagler, etc.).

ECDRB/DEDRB chronological files

Series consists of chronological files created by Johannes Linn while serving in the Urban and Regional Economics Division of the Economics Department (ECDRB) and its successor the Development Economics Department (DEDRB) of the Development Policy Vice Presidency (DPS). Correspondence and memoranda contained in the chronological files generally relate to his work on urban development policy. Chronological files include those labeled "Chronological File - Official Correspondence" and labeled "Chronological File".

The "Official Correspondence" folders date from 1973 to 1981 and exclusively contain correspondence between Linn and individuals external to the World Bank. Most of the correspondence deals with the sharing of information (i.e. papers and reports), conference participation, and speech requests and logistical planning for conferences. A small number of papers and reports are included as attachments to correspondence. Correspondence is between Linn and academics, journalists, government officials, multilateral institutions, and other institutions and associations.

Other chronological files in this series primarily contain correspondence and memoranda between Linn and World Bank staff. Correspondence between Linn and external, non-Bank staff is more personal and substantive in nature than that found in the Official Correspondence files. Topics in these records include: project proposals; seminar and conference participation; research projects; work programs; economic analysis of Bank projects; and country and city studies.

Management and Personnel Vice Presidency (MPSVP) chronological correspondence files

The series includes incoming and outgoing correspondence and memoranda of Syed Shahid Husain from when he served as Vice President for Management and Personnel Services (MPSVP). The correspondence and memoranda are primarily between MPS staff, the Office of the President (EXC), and Vice President Offices of numerous units of the Bank. The correspondence and memoranda cover various topics, including: personnel recruitment; compensation; personnel performance review; redundancies; and re-organization of Bank units.

Agreements involving or facilitated by ESSD

Series consists of copies of a variety of different types of agreements formed between 2001 and 2005 while Ian Johnson was Vice President of ESSD. Included are trust fund, programme, and project funding agreements involving external agencies, foundations and governments. There is, in some cases, small amounts of background information related to the funds, projects, and programmes being sponsored and/or created.

Work program agreements between ESSD and other World Bank units are also included.

Annual and Spring Meetings briefing materials

This series consists of records relating to preparation for President Wolfensohn's participation in the Annual Meetings of the International Monetary Fund (IMF) and the World Bank Group (WBG) Board of Governors and the Spring Meetings of the IMF and WBG Board of Governors. These records primarily take the form of briefing materials containing logistical information, talking points, and background information on countries and topics to be discussed at individual meetings.

The IMF and WBG Board of Governors Annual Meetings take place annually in the fall and alternate between the WBG's headquarters in Washington, D.C. and, every third year, in a member country. The Spring Meetings take place annually in the spring in Washington, D.C. During Annual Meetings, the WBG and IMF Boards of Governors meet in plenary sessions where broader policy discussions related to the two institutions is discussed. Meetings of the WBG-IMF Development Committee and the International Monetary and Financial Committee (IMFC) take place at both the Annual and Spring Meetings, as do other meetings and events where representatives of civil society organizations, journalists, private sector executives, academics, WBG and IMF staff, and representatives of other international organizations also participate.

During both Annual and Spring Meetings, the WBG president participates in many of the aforementioned meetings as well as bilateral meetings with member country leaders and senior officials, representatives of civil society including non-governmental organizations (NGOs), business leaders, and others. He also delivers an opening address and participates in media availabilities and social events.

Records in this series primarily take the form of briefing materials prepared in advance of meetings and other events participated in by President Wolfensohn during Annual and Spring Meetings. A smaller amount of briefing materials included in this series relate to preparatory meetings involving President Wolfensohn held prior to the Annual and Spring Meetings. Thematic briefing materials which are prepared not for specific meetings but for the president's general briefing on specific topics are also included.

Briefing materials vary in size and types of information. Most folders include a "Document Log" sheet that is generated by EXC's document management system. The log contains a field for information related to the meeting or event; information may include meeting name, participants list, contacts' information, venue, and other notes. Logs for thematic briefing materials often contain an index.

Note that handwritten notes, presumably by President Wolfensohn as well as others, are sometimes found on the records in this series.

The most common type of briefing materials are those created in support of the president's bilateral meetings with country delegations. These records can include: a list of participants; biographies of meeting participants; key issues for discussion; issues to be raised by meeting counterparts (often shared by the counterpart prior to the meeting); notes on the country's engagement with the WBG (i.e. loans, IDA contributions, procurement, trust funds, etc.); notes from the International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA); minutes from past meetings; recent relevant correspondence with representatives of the country; and recent internal memoranda in which the country was discussed.

Briefing materials for the president's participation in Development Committee and IMFC meetings are included in this series. Records can include a seating chart, constituency list, list of observers, agenda, steering brief from the committee's executive secretary, Development Committee communique, background on topics to be discussed, and talking points for President Wolfensohn's participation.

Briefing materials for the president's meetings with civil society and NGOs and regional governors (group meetings including the WBG president and multiple governors of individual regions) are also included in this series and consist of similar materials as described above. President Wolfensohn also participated in meetings and townhalls during Annual and Spring Meetings in which he made speeches; materials related to these activities are also included in this series.

Briefing materials created in preparation for engagements with the media are also included in this series. These engagements can include interviews and press conferences with media from around the world during which various topics are discussed. Materials can consist of a suggested main message or talking points, background resources, and question and answer documents containing suggested answers to specific questions. Transcripts of media engagements, including press conferences, are sometimes included. Also included are folders of press coverage which generally consist of newspaper clippings, journal articles, or printed out online articles that relate to Annual or Spring.

Thematic briefing binders relate to a variety of operational and administrative topics and are created as needed for general use but especially for media appearances. A thematic briefing binder can contain between 20-30 topics such as debt and debt sustainability, IDA, budget and compensation, trade, education, human rights, the environment, etc. Briefing materials can consist of notes created specifically for the briefing, reports or portions of reports, internal correspondence or memoranda, etc.

Meeting and event briefing materials

This series consists of records relating to support for President Wolfensohn's participation in meetings and events with both internal and external partners. Meetings and events relate to all major functions for which the president of the World Bank Group (WBG) is responsible and encompass a wide range of activities, including meetings, conferences, retreats, phone calls, WBG staff events, exhibits, concerts, receptions and parties, dinners and luncheons, and others. Note that briefing materials supportingPresident Wolfensohn's participation in Spring and Annual Meetings activities, media engagements, and speaking engagements are arranged elsewhere in this subfonds as are records relating to briefing the president on mission travel.

The preparation of the president's briefing materials is managed by the Office of the President's Middle Office, who provides guidance to WBG staff in the preparation of briefing books and who receives briefing books from other WBG units. Briefing materials in this series are generated by staff in the Office of the President (EXC), the Office of External Relations (EXT), World Bank Group (WBG) managing directors, and other WBG vice presidencies.

Records relate to meetings and events with the WBG's external partners including heads of state and senior officials of member countries, leaders and representatives of civil society and nongovernmental organization (NGO) organizations, heads of private business and enterprise, leaders and representatives of other multilateral organizations (including the International Monetary Fund [IMF], United Nations, and other development economic institutions), donors, academics and thought leaders, and others.

Records also relate to meetings and events involving internal WBG staff. Topics include all aspects of WBG operations and administration. Records relate to meetings with WBG senior management, including managing directors and vice presidents, both individually and in small groups or as part of regular Executive Management Committee meetings(EXCOM), which consisted of both managing directors and some vice presidents, or Management Committee meetings, which consisted primarily of WBG managing directors. Briefing materials related to "Corporate Days" (1998-2005) are also included in this series. The monthly, day-long meeting, usually chaired by President Wolfensohn or by a managing director in his absence, included WBG senior leadership members (including leadership from the International Finance Corporation [IFC], Multilateral Investment Guarantee Agency [MIGA], and International Centre for Settlement of Investment Disputes [ICSID]) and involved discussion on key strategy and management issues.

Briefing materials in this series also relate to President Wolfensohn's meetings with leadership and senior management teams from nearly all WBG units, including: all regional vice presidencies, Human Development Network (HDN), Environmentally and Socially Sustainable Development Network (ESSD), Poverty Reduction and Economic Management Network (PREM), Private Sector Development and Infrastructure Network (PSI), Financial Sector Network (FSN), Development Economics Vice Presidency (DEC), External Affairs and United Nations Affairs (EXT), Operations Policy and Country Services (OPCS), Resource Mobilization and Cofinancing (RMC), Treasury (TRE), Strategy and Resource Management (SRM, later Strategy, Finance, and Resource Management [SFR]), Controller (CTR), Economic Development Institute (EDI, later World Bank Institute [WBI]), General Accounting Office (GAO), General Services Department (GSD), Human Resources (HR), Information Solutions Group (ISG), Internal Auditing Department (IAD), Legal Vice Presidency (LEG), and Operations Evaluation Department (OED). Briefing materials related to meetings with the staff from the International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA) are also included.

Briefing materials for meetings attended by President Wolfensohn on numerous WBG programs and initiatives are included in this series. These include, but are not limited to: the Heavily Indebted Poor Countries (HIPC), a comprehensive approach to relieve high external debt burdens of poor nations; the Strategic Compact, a series of initiatives approved by the WBG Board of Directors in 1997 designed to clarify the objectives of the WBG and address issues of accountability; the semi-regular Strategic Forum, a strategy and planning meeting first held in January 1998 consisting of President Wolfensohn and senior management; the Comprehensive Development Framework (CDF), President Wolfensohn's new and more inclusive approach to WBG operations; the Development Gateway, an early WBG initiative to connect the WBG, its members, and other development practitioners via the internet; the Ideas Line, a program designed to solicit suggestions and feedback from WBG staff; the President's contingency fund, the institutional budget reserve intended to fund major resource requirements that were not anticipated at the time of budget preparation; and CEO Days, an annual forum for the exchange of ideas between external business leaders and WBG senior management hosted by President Wolfensohn and the WBG.

This series also includes a small number of briefing materials created for President Wolfensohn at his request but not for a specific meeting or event. Of note are the folders titled "Presidential Archives" which contain initial briefings by WBG units and senior staff on various WBG functions and topics; these folders date from March 1995, prior to Wolfensohn's official arrival at the WBG.

Briefing materials for each meeting or event range significantly. Briefing materials range in size from thin, grey portfolio folders containing a small number of documents to large accordion folders or multi-volume sets of folders. Most folders include a "Document Log" sheet at the beginning or end of the records that is generated by EXC's document management system. The log contains a field for information related to the meeting or event that may include: title of meeting; nature of President Wolfensohn's participation; venue/location; contact information; program outline; attendees; and support provided by WBG staff.

Briefing materials for both external and internal meetings may include a broad range of information and document types. Information and/or documentation related to the request for or origin of the meeting or event may be included in the form of communication and/or invitation from the participants. Communications between EXC and other meeting participants may be included and could include logistical information or briefing materials. Internal WBG communications relating to meeting or event logistics may also be included.

Guidance for the president in the form of a cover note, talking points, or possible discussion topics is often included, although they can range in degree of formality, from official briefings authored by EXC or EXT staff, WBG managing directors, or WBG vice presidents to less formal notes authored by President Wolfensohn's chief of staff, assistants, or advisers. In some cases, meeting counterparts will provide briefing materials in advance of the meeting.

A list of meeting or event participants is commonly included in briefing materials, particularly for external meeting and events. Short biographies of meeting participants are sometimes included.

Briefing materials created for meetings and events with country leaders, officials, and other representatives often include extensive information on the country in the form of country briefs (focusing on political and economic developments and key economic data), relevant WBG reports (country reports, project documents, etc.), internal correspondence that discusses the country or the WBG's engagement with the country, and copies of past press releases. Briefing materials often include possible discussion topics or talking points.

Similarly, for meetings with representatives of private business or civil society, briefing materials may include lists of and information on meeting or event participants, summaries of organizations including their histories, copies of past press releases, minutes from previous meetings with same individuals or organizations, copies of past correspondence relevant to the meeting or event, and internal correspondence relating to meeting or event planning or logistics. These materials may also include discussion topics or talking points.

Handwritten notes, presumably by President Wolfensohn as well as others, are sometimes found on the records in this series.

At a later point in President Wolfensohn's tenure as WBG president, the practice of inserting meeting minutes into the briefing folder at some point after the conclusion of the meeting was initiated.

Itinerary files

This series contains records of President Clausen's visits abroad and his appearances and presentations in the United States. The files contain travel itineraries, briefing materials, arrival and departure statements, press conference briefings, remarks, schedules of meetings and appointments, correspondence (letters, memoranda, telexes and facsimiles written to and from government leaders, thank you notes), lists of government officials and biographical data about them, general background information on countries and governments, status reports on projects in execution, maps and newspaper clippings. The file on Niger contains photographs of the ministers. Some files listed under a country are primarily files on a meeting held there, not on the country per se; see, for example, the GATT meeting file under Switzerland. Itineraries and briefings for Mrs. Clausen when she accompanied the President on foreign visits are found in some files. The general files at the beginning of the series contain travel orders and itineraries but no background information.

The series is rich in annotations and comments by Clausen and his advisors. It provides snapshot views of the countries at the time of the visits and also provides particularly useful information on the World Bank's relationship with each country.

Senior Management Council official files

This series consists of the official files of the Senior Management Council maintained by its secretary. In 1982 the Senior Management Council replaced the President's Council, which had been created in 1965 by George Woods. Occasionally the Senior Management Council and the Managing Committee met jointly, and some records of the joint meetings are included.

The official records contain agendas, minutes, memoranda to the Senior Management Council, reports and studies for review, and some correspondence. Also included are materials concerning the annual dinner gatherings and retreats of the Executive Directors and members of the Senior Management Council, including drafts of the President's remarks at the dinners. A photograph of the Senior Management Council members in 1984 is included.

Chronological files

Throughout most of his career, Calika kept copies of the memos, letters, reports, and studies that he wrote, either for his signature or that of senior Bank officials. He maintained these copies in a personal file in chronological order.Occasionally he included copies of incoming letters and memoranda. Some drafts of speeches or proposed remarks are in the file, as are copies of minutes or other official documents.

The documents in these files are largely duplicates of those in the official files of the Bank, but their chronological arrangement allows the user to follow issues as they unfolded, from the point of view of a Bank officer. The files are particularly rich for the African period of Calika's career. Calika began active involvement with the region as chief of the unit dealing with the British Commonwealth. His files exist from the latter part of that period; while they contain some information on countries such as Malta or British Guiana, most of the documents relate to Kenya, Tanganyika, Swaziland, Rhodesia, Nyasaland, South Africa, and Mauritius. During Calika's years in the Africa Department, the Bank decided to set up two local offices (permanent missions), one in East Africa and one in West Africa. Calika monitored the activities in those offices, traveling to them and overseeing the cooperative programs they undertook. The files for the Africa years include, for example, a July 1967 memo on river blindness, memos on the progress of the Agricultural Development Service, and correspondence with partners such as the World Health Organization, the United Nations Development Program, UNESCO, the Food and Agriculture Organization, and the African Development Bank.

Calika served in the Education Project Department during the years surrounding Robert McNamara's 1970 launch of a new approach to lending for education. Calika's role in the department included hiring and training new staff to meet the new lending goals, and the administrative issues of the expanding department are reflected in the files. The papers from Calika's period in Latin America are thinner, with the year 1975 entirely missing and the papers from 1979 very thin.

The Calika papers are particularly useful to researchers interested in the history of the Bank's relationship with Africa throughout the 1960s. They also help a researcher follow the internal administration of the Bank's effort to expand its role in education.

PRDPD work program and working group records

This series includes records related to work programs and working groups Geoffrey Lamb participated in or helped develop as the Adviser for the Policy Development Unit (PRDPD) of the Policy and Review Department (PRD). This includes records related to development and implementation of a work program related to economic policy reform in post-apartheid South Africa from 1990 to 1991. The development and implementation of the work program was done in close collaboration with PRDPD, the Public Sector Management and Private Sector Development Division (CECPS) of the Country Economics Department (CEC) within the Development Economics Vice Presidency (DEC), and the Country Operations Division (AF6CO) of the Africa Regional Vice Presidency (AFR). The records include correspondence and memoranda between Lamb, the Africa Region Vice President (AFRVP) Edward Jaycox, AFC60 staff, and CECPS staff. The records also include: back-to-office reports (BTOs) regarding economic missions in South Africa; extensive academic papers, reports, and newspaper articles produced outside the Bank related to South Africa and its economy; CECPS produced economic policy papers and reports; and meeting minutes and summaries regarding meetings with members of the African National Congress (ANC), and meetings between World Bank President Barber Conable and South African Government Ministers.

The series also includes records related to the Working Group on Military Expenditure in which Lamb participated in 1991. The Working Group was a response to the International Monetary Fund's (IMF) paper Military Expenditure and the Role of the Fund. The Working Group was given the responsibility to assess areas of Bank operations that address issues related to military expenditure, and create a report for the Bank President in preparation for the Joint Annual Meeting of the IMF and World Bank. The working group records include: correspondence and memoranda between the working group members; lists of working group board members; summaries of Fund Board meetings regarding the IMF Military Expenditure paper; summary reports on Bank work related to military expenditure; back-to-office reports (BTOs); meeting minutes of the Executive Director's Board regarding military expenditure; additional background papers and reports related to military expenditure; and letters prepared by Bank President Barber Conable, Senior Vice President of Operations (OPNSV) Moeen Qureshi, and IMF Managing Director Michel Camdessus regarding military expenditure.

Conference and seminar programming records

This series includes records related to Lamb's involvement with the International Development Exchange Program Seminar on Economic Policy Change and Governmental Process held November 9 -12, 1987 in Seoul, Korea. The seminar was organized jointly by the Korea Development Institute and the World Bank's Economic Development Institute (EDI). Lamb participated in the seminar, and helped prepare and edit the subsequent seminar publication Managing Policy Reform in the Real World: Asian Experiences (1991), whichwas prepared jointly by EDI and Country Economics' Public Sector Management and Private Sector Development (CECPS). Records related to this seminar include: a draft copy and numerous published copies of the seminar publication; photographs and handwritten notes of the seminar; discussion notes and speech transcripts from country case studies presented at the seminar; and reference material.

Country Programs Department 1, Europe, Middle East, and North Africa Region (EM1DR) chronological correspondence files

The series includes chronological correspondence files from when Attila Karaosmanoglu served as the Director in the Country Programs Department 1 of the Europe, Middle East, and North Africa Region (EM1DR). The records primarily include incoming and outgoing correspondence and memoranda between Karaosmanoglu and EM1 staff regarding the numerous activities of EM1. Correspondence and memoranda between Karaosmanoglu, the Office of the President (EXC), and members of the Executive Board of Directors are also included.

Development Policy Vice Presidency (VPD) chronological correspondence files

The series includes chronological correspondence files from the period Attila Karaosmanoglu served as Director for Development Policy Vice Presidency (VPD). The correspondence is primarily between Karaosmanoglu, the Office of the President (EXC), and members of the Board of Executive Directors. The correspondence focuses on numerous topics, including: planning of the annual World Development Report (WDR) publication; world economic and social indicators forecasting; and budgeting and planning for research initiatives.

FPBVP and FPRVP chronological correspondence files

This series consists of chronological correspondence from when Joseph Wood served as the Vice President for the Financial Policy, Planning, and Budgeting Vice Presidency (FPBVP), and later as Vice President for the Financial Policy and Risk Management Vice Presidency (FPRVP), the successor to FRBVP. The series primarily consists of correspondence and memoranda between Joseph Wood, the Office of the President (EXC), Senior Vice President of Finance Moeen Qureshi, Senior Vice President of Finance Ernest Stern (succeeded Moeen Qureshi in 1987), Executive Directors Board members, and other World Bank staff. Wood's handwritten notes and annotations are also included. The chronological correspondence focus on numerous topics, including: IBRD lending; the "Future Role of the Bank"; fiscal years budgets for 1986 to 1988; IDA commitments and agreements; and General Capital Increase (GCI).

Office of the Chief Economist, Latin America and Caribbean Region (LACCE) chronological correspondence files

This series includes chronological correspondence, memoranda, and other records of Heywood Fleisig created or received during his position as Principal Economist in the Office of the Chief Economist, Latin America and Caribbean Region (LACCE). The records are primarily devoted to economic and sector work (ESW) planning, and reporting for the Latin America and Caribbean Region (LAC). The records include: initiating memoranda; ESW business plans; ESW task briefs; terms-of-reference; back-to-office reports; and research paper and survey proposals. The series also includes meeting minutes from LAC regional ESW planning meetings, and draft policy papers with handwritten notes and comments by Fleisig. Most memoranda and correspondence are between Fleisig, the Region's Lead Economists, and other staff in the LAC Region. Correspondence between Fleisig and the Office of the President (EXC) are also included.

Operations Division, Asia-Country Department II (AS2CO) chronological correspondence files

The series includes chronological correspondence, memoranda, and other records of Heywood Fleisig created or received during his position as Principal Economist in the Country Operations Division, Asia-Country Department II (AS2CO). Most of the records are related to debt restructuring plans and strategies for the Task Force on Philippines Debt from 1989. Much of the correspondence and memoranda include attached reports or surveys, Fleisig's personal notes, and financial and statistical data. The correspondence and memoranda are mostly between Fleisig and other Asia Country Department staff. Meeting minutes from the Executive Board of Directors related to debt restructuring in the Philippines are also interfiled in records.

Asia Vice Presidency (ASIVP) chronological correspondence files

The series includes chronological correspondence, memoranda, and other records of Heywood Fleisig created or received during his position as Principal Economist in the Asia Vice Presidency (ASIVP). The correspondence and memoranda are primarily between Fleisig and the Lead and Chief Economist in the Asia Regional Office (ASI) regarding economic and sector work (ESW) projects. Draft research papers and reports are attached, and contain comments and handwritten notes by Fleisig. Back-to-office reports, project proposal reports, initiating memoranda, mission reports, financial and statistical data printouts, and meeting minutes related to regional ESW projects are also included.

Research Committee participation

Records in this series relate to the activities of the Bank's Research Committee and Kuczynski's participation in the Committee in 1972 and 1973. The Committee's responsibilities included: developing an overall research program and setting research priorities; reviewing research proposals and allocating resources to successful proposals, including those undertaken by both Bank staff and external persons; reviewing process of ongoing research programs and budgets; monitoring the work of and liaising with other institutions; and encouraging the dissemination of research output. The Committee consisted of ten to twelve members from the World Bank, including the International Finance Corporation (IFC). Participation on the Committee was for generally a year or twoone or two years.

The majority of the records in this series are materials disseminated in advance of Research Committee meetings. The meetings were held twice annually. Participants at these meetings considered further allocations of funds to existingand new projects and reviewed ongoing research projects. Records in this series relate to the three meetings that occurred while Kuczynski was a member of the committee: June 1972; September 1972; and May/June 1973.

Records were originally disseminated to Committee members as part of "books". These books contained all the materials necessary for the meeting of the Committee, including project reviews, budget materials, and, most voluminous, project proposals. The latter are arranged according to project sector topic. Tables of contents are included. Project proposal materials generally include two parts: the research proposal form and the project description. Other materials, including memoranda between Committee members discussing the proposed project prior to the Committee meeting, may be included. Memoranda, generally authored by Ernest Stern and disseminated to Committee members, is also included; it is not clear if these records were distributed with the meeting book or filed with the book's contents by Kuczynski.

Research proposals by Bank staff for fiscal year 1974 are also included. These do not appear to be part of the normal dissemination of meeting materials. It is not clear if these are to be discussed at a specific meeting or if they are part of a planning exercise. Projects related to only three sectors are included: industry and trade; agriculture and rural development; and urbanization and regional development.

A small amount of related memoranda and reports are filed separately. These include correspondence between group members discussing: research protocols; functions and logistics of the committee; potential and ongoing projects; budget reporting and projections; and recommendations for research. An update on the Committee's work for Office of the President is also included as is a a summary report of then current (1972) research projects.

Subject files

Series contains records maintained by Leonard B. Rist from the early period of IBRD history primarily when he first served as Director of the Research Department, later Economics Department between 1946 and 1960. Records are varied and include correspondence and speeches that Rist drafted for President Eugene Black during the period 1947-1953 and an information packet prepared for Black's 1952 trip on which Rist and other senior staff accompanied him to Pakistan, India, Ceylon, Thailand, and Australia. Also included is a file of Rist's speeches to the information conferences (1949-1959), two or three-day sessions at the Bank where groups of individuals in the finance profession would be introduced the Bank and its operations (1949-1951), a file on establishing the Research Department in 1946, and files on loan policy, 1946-1967. Records from the 1950s relate to the European Investment Bank and French oil exploration, and UK credit conditions covering 1945-1957. In 1963 and 1964 while he was Special Adviser to the President, Rist chaired the Committee on Loan Charges, and these files include correspondence on the Committee's Memorandum on Loan Charges (1964). Other files (1960-1968) relate to terms of Bank loans, market loans, IBRD reserves and 9% subscriptions, and Bank and IDA financial policy.

Records of David Bock, Director, Sector and Operations Policy (OSPVP)

The series consist of records maintained by OSPVP Director David Bock. The records include sector policy papers focused on numerous topics, including privatization, housing policy, family planning, water, power, industry, poverty monitoring, development effectiveness, and other topics. The policy paper records include: copies of policy papers; attached memoranda; and Bock's handwritten annotations related to policy drafts. Bock's records also focus on the creation, management, and budget of OSPVP. This includes: records regarding roles and procedures of OSPVP; cross support budget and mid-year review budget records; and records related to OSPVP retreats.

Liaison records

The series consist of records related to liaison with organizations external to the Bank. This includes correspondence maintained by Transportation, Water, and Telecommunications Department (TWT) related to the joint United Nations Development Programme (UNDP) - World Bank Water and Sanitation Program from 1978, and correspondence maintained by TWT and WUD related to the joint World Health Organization (WHO) / World Bank Cooperative Program, which also focused on water and sanitation, from 1977 to 1987.

Country Policy Department chronological files

Series consists of chronological files created during Chernick's time as Assistant Director of the Country Policy Department (CPD). The type of activities undertaken by Chernick in the CPD was quite similar to those during his years in PPPRD and, consequently, the types of records are also very similar. The majority of the records consist of correspondence in the form of carbon copies, paper copies, and telexes. Nearly all correspondence was authored by Chernick and there is very little incoming correspondence. Reports sometimes accompany correspondence or are included in the files without accompanying correspondence.

Records relating to country program papers (CPPs) are included in this series, but not in great number. Records generally discuss the scheduling of Regional Vice Presidents (RVP) and Management Review meetings. In addition, Chernick served as Secretariat of the Operations Policy Subcommittee (OPSC). The OPSC was also involved in the review of CPPs and records related to the OPSC in this seriesdiscuss this activity.

Series also consists of regular status reports on Structural Adjustment Lending (SAL) and Program Lending (PL) operations. Other SAL-related records are included, such as Proposed Structural Adjustment Loan and Related Technical Assistance Project reports and SAL Progress Reports.

Between 1982 and 1983, Chernick was on the Steering Group Committee for the Bank's 'Pioneers' of development economics lecture series. His responsibilities included booking guests/speakers, making announcements, booking rooms, and planning Steering Group Committee meetings. Records related to these activities are included in this series.

Records in this series also relate to a variety of other topics and activities, including: seminar attendance and planning; Department retreat planning; and publication of country Economic Memoranda. Other records include: Terms of Reference for Country and Economic and SAL Supervision missions; comments by Chernick on reports and project proposals; Country Economic and Sector Work quality control reports; and administrative and staffing records.

Director and Front Office records

Series consists of records created and maintained by the front office of the Human Development Network, Education Team (HDNED) and predecessor units between 1964 and 2013, beginning with the Education Department (EDP) in existence from 1968 to 1972. The records document management oversight and strategic planning; directing research, policy work, and sector programs; managing the Bank's relationship with external partners in the sector; and, to a lesser extent, donor coordination activities. The records also provide information about the units' structure and communication between the director and advisers in the front office. The department's front office initially consisted of a senior adviser, economic adviser, implementation adviser, training adviser and education adviser from at least 1968 until the creation of the functional units, later divisions, under the Education Department (EDC) beginning in July 1977. The Training Unit (EDCTR) was established in 1977 followed in July 1983 by the Education Research Program (EDCRS), Education Operational Policy Program (EDCOP), and Education Project Related Training Program. The units were elevated to divisions in 1985 led by division chiefs and acronyms were changed. This structure changed again in the 1987 Bank-wide reorganization and the formation of the Population and Human Resources Department, Education and Employment Division (PHREE).

Records cover the tenure of the following directors: Duncan Ballantine (tenure 1964 - 1977); Aklilu Habte (1977 - 1987); WadiD. Haddad (1987 - 1988); Maris O'Rourke (1995 - 2000); Ruth Kagia (2001 - 2008), and Elizabeth (Beth) M. King (2009 - 2014). There is a gap in the records of directors and managers between 1989 and 1994. The tenures of O'Rourke and Kagia are the most widely represented. Between 2000 and early 2001, Senior Advisers Bruno LaPorte and Marlaine Lockheed served as acting directors, and they are also creators of records in this series.

The series is comprised of subject files, chronological files, and a small number of briefing books for the Bank's senior officials. A sizeable portion of the subject file records reflect the development and oversight of the sector's policy, research, and training programs and activities, particularly in the early period between 1965 and 1988. The earliest records consist of correspondence and data sheets related to diversified secondary curriculum (Discus) projects (1964 - 1976).

Education policy

The series includes records related to the preparation, dissemination, and promotion (1974 - 1980) of the 1979 Education Sector Policy (PUB2680). Files were created and accumulated by EDC Director Aklilu Habte, Implementation Adviser David H. Lewis, Senior Adviser Mats Hultin, and others. There is some overlap amongst these files maintained by various personnel in EDC with separate roles in the development of the policy paper. Internal memoranda are between senior management and staff, regional educational divisions, and other Bank staff regarding comments on the sector paper and internal discussions on developing stronger policy for the sector, and discussion on work program and priorities. There are also cables and incoming and outgoing letters with colleagues external to the Bank documenting their collaboration on reviewing the drafts and responses to external requests for policy information and previous publications.

The policy paper correspondence is filedwith draft outlines, data tables, preliminary and final drafts of chapters for discussion, Policy Review Committee revised version and committee minutes, list of commenters including a summary of seminars and discussions held on the draft, draft foreward prepared for President McNamara, summary of Board discussion on sector policy paper, copy of the bound publication issued September 1979 and a copy of the earlier sector policy paper published in 1974.

The Education Sector Policy dissemination and promotion records include: prepared remarks by Habte (October, 1979); memoranda regarding discussion of the policy at a regional senior staff meeting; draft and final board paper on cooperation between the World Bank and other organizations in the education sector in follow up to the sector paper; copies of press releases in English, Spanish, French, and Arabic; and copies of articles, journal and book reviews, and editorials documenting reactions to the policy. There is also a substantive 1980 report submitted by Wadi D. Haddad to Habte, summarizing procedures followed in the preparation of paper, consultations, policy gaps and procedure for future policy work, and proposal for a policy information system.

The sector policy files also include reference to the External Advisory Panel appointed by President McNamara in 1977 to review the status of education in the developing world including the Bank's education and training projects and recommend areas for future action. Files contain copies of memoranda from Vice President, Central Projects Warren C. Baum to Vice President of Operations (SVPOP) Ernest Stern regarding the panel report which contains Stern's notations. There is also correspondence addressed to panel Chair David Bell, Ford Foundation detailing external individual's comments on the 1978 panel report and items for discussion with the panel prepared by Habte.

Other records relate to the Task Force on Issues and Strategies for Meeting Needs of High-Level Agricultural Training in Africa (1986 - 1987) including Terms of Reference, meeting summaries, draft and final reports, and draft report and progress report regarding the Special Program for African Agricultural Research (SPAAR) initiated by the Bank to bring together multilateral and bilateral donors to develop a special program on agriculture research. These records were mostly accumulated by Education Policy Division (EDTPD) Operations Adviser Ralph W. Harbison and EDTPD Agriculture Education and Training Adviser J. Price Gittinger.

Sub-Saharan Africa education policy

Records also relate to the development, collaboration, and dissemination of the Bank's Sub-Saharan Africa education policy paper (1982 - 1988). Background preparation included the formation of an External Advisory Panel to advise on the policy paper. There are memoranda between Habte, Haddad, Policy Division Senior Economist Peter R. Moock and Adviser J. Price Gittinger concerning Gittinger's attendance at a meeting of donor agency representatives to discuss the implications for donors of education in sub-Saharan Africa. There are also: Terms of Reference and other records related to a meeting of the advisory panel and seminar program in Dijon, France in 1985 attended by Habte and other staff from EDT, the Regions and other Bank divisions; Dijon meeting background reports and World Bank Staff Working Papers by various authors; consultants' papers, and back-to-office report (BTOR). Other records are related to the African ministers of education meeting in 1987 attended by PHREE Division Chief Haddad, and conference of European donors to education in 1987 attended by Moock that includes a conference report and BTOR.

Correspondence and other items also pertain to the dissemination of the Sub-Saharan African education policy paper largely handled by Moock. There are letters to government officials from Wadi Haddad Chief, Education and Employment Division, (PHREE). 1987. The paper issued in 1988 was titled "Education in Sub-Saharan Africa: policies for adjustment, revitalization, and expansion"..

Project Related Training program and other training seminars and activities

The series contains records of the front office and divisions (1980 - 1987) regarding training programs and seminars organized by the sector, some in collaboration with other Bank divisions. Records primarily document staff training programactivities of the Project Related Training Division (EDTPT, in existence 1983 - 1986). Most of these records were maintained by the front office for reference purposes and contain copies of training material.

There are several seminar files that contain a schedule or agenda, list of participants, course materials consisting of concept papers and case studies, and evaluation form. Topics of seminars include issues in education projects, tools for sector analysis, financing of education, education policy analysis, mass communication, and others. Three training files relate to a staff seminar on preparation and design of project-supported institutional development components and contain handouts, outlines, exercises, case studies, and evaluation form. There are also draft seminar modules for a seminar in agriculture projects, project related training and institutional development in agricultural lending training material, BTORs of senior training advisers, and announcement memoranda to other Bank departments.

Records of Senior Adviser Richard K. Johanson, Director's Office (EDTDR) and others contain reports in the form of memoranda addressed to division chiefs including evaluation report on staff seminars and training, and summary of a Bank seminar on the quality of education in development countries with a list of consultants and credentials, agenda, session outline, and keynote address. Also included are a seminar report, background papers and externally printed material on a school quality and education project management course developed under Implementation Adviser Adriaan Verspoor.

Research program

A small volume of research program records relate to the International Fund for Education Research (IFER, 1973 - 1984). Included are internal memoranda within the Education Research Program unit (EDCRS), BTORs, Terms of Reference, and outgoing letters from EDC Senior Sociologist and later Chief, Education and Training Design Division, Education Development Institute, Stephen Heyneman. Correspondence discusses budget allocation, paper proposals, financial assistance to countries, and comments on the education research strategy paper.

There is a large bound volume of correspondence (1973 - 1979) consisting mostly of internal memoranda of Senior Adviser Mats Hultin and copies accumulated including memoranda from Vice President Ernest Stern to President McNamara regarding the Bank Group research program and education research activities. Memoranda is also addressed to Director Ballantine including an original memo from the Development Policy vice president. Draft research project papers (RPO), Board reports, and project proposals are also filed in the volume.

Also included is a file on a joint United Nations Educational, Scientific, Cultural Organization (UNESCO) Bank education study with background papers (1973).

Knowledge and information products

Series contains World Bank Education Newsletters (WBEN, 1986 - 1987) issued beginning in April 1986 to report on challenges of education investment and Bank efforts to support education. The newsletters were edited by EDTDR Senior Adviser Richard K. Johanson. The newsletters inform about news of country policies, summary of education projects, recent papers and books published, education research updates, and policy notes features. The file also contains memoranda from Johanson.

A retreat file contains background papers and publications that are mostly external.

HDNED Subject files

Also included in this series are subject files maintained by Human DevelopmentNetwork, Education Team (HDNED) Directors O'Rourke and Kagia from 1995 to 2004 mostly relating to unit activities and programs and the strategic direction of the sector and its partnerships and global programs. A single item dated 1973 is a copy of an education project appraisal in Costa Rica found in the 2002 file pertaining to education and technology. Correspondence includes mainly internal memoranda, letters, and hard copy emails. There are memoranda from Kagia to the Bank managing director regarding partnership proposals and hard copy emails concerning the arrangement and proceedings of meetings. Other records filed with the correspondence are internal draft and final reports or concept papers, some annotated; report outlines; agenda, list of participants and reports from various conferences; Poverty Reduction Strategy papers (PRSP); lists and inventory of Human Development Network (HDN) and partnerships; education action plans outlining country information and goals and progress; press releases; and speeches. Topics covered in the files include but are not limited to: Dakar World Conference outcomes; sector lending; grant and trust funds for education; partnership selectivity and oversight; and user fees.

Several subject files relate to the Education for All Fast Track Initiative (EFA-FTI) program and reflect the sector director's support to, or representation at, high level program or partnership meetings, conferences, and working groups. Records include a briefing note and talking points for Bank President Wolfensohn prepared by Kagia, meeting summaries of the G-8 Education Task Force and PRSP Task Force, and committee activities and comments regarding an EFA concept note and financing paper. Also included is a file on the EFA-FTI donors meeting (2002-2003) coordinated by the sector director's office which contains correspondence prepared for the vice president, HDN regarding FTI funding and donor pledges, presentations, agenda, list of participants, and draft summary of discussion and agreements.

Other HDNED subject files relate to the delivery of presentations or addresses given by the director at Bank meetings or externally organized events. Several of these files contain transparency slides and, occasionally, the hard copy presentation and notes on topics such as the Bank's role and strategy for education (1998).

HDNED Director chronological files

Series also consists of mostly outgoing chronological correspondence records that reflect the wide range of management and liaison functions of MarisO'Rourke (HDD senior advisor and later HDNED director, tenure 1995 - 2000), HDNED Director Ruth Kagia (2001 - 2008) and HDNED Director Elizabeth (Beth) M. King (2009 - 2014). There is a gap in correspondence in 2008 which could be the result of Kagia's promotion to country director in the Africa Regional Vice Presidency in August 2008. King's correspondence as director covers her tenure only until 2013.

Correspondents within the records include other Education Sector colleagues, Bank staff in the regions and the Office of External Relations, government officials, United Nations agency officials, and representatives of other external organizations. The correspondence covers various topics such as: visits with education professionals and academics; responses to invitations to conferences and UN governance meetings; comments on external education reports and initiatives; proposals for collaboration or Bank funding; external projects in member countries; small grants program; supervision of project components; sector strategy concept paper and sector policy; research projects; consultants' activities; staffing; adult learning, girls education, and other thematic areas; database development; the Education for All (ETA), Fast Track Initiative (ETA-FTI) and the Bank's Learning for All programs, and ETA-FTI successor, the Global Partnership for Education (GPE).

Correspondence is in the form of all-in-1 notes and email hard copies and incoming and outgoing letters and is sometimes filed with various records such as: trust fund agreement copies; draft and final discussion papers; program or study proposals; meeting or conference agenda and outlines; BTORs; summaries of meetings or conferences attended; speeches and statements; curriculum vitae (CVs); copies of external articles; United Nations agency reports; and other external annual reports.

The series also contains external correspondence files (2000 - 2007) concerning replies prepared for the Office of the President and Office of the Vice President and Head of Network (HDNVP). These files contain correspondence logs or cover sheets indicating correspondence details and action instructions that are filed with the original incoming letters mostly addressed to Bank Presidents Wolfensohn and Wolfowitz, and, to a lesser extent, Zoellick. The outgoing responses were prepared by or on behalf of Directors O'Rourke or Kagia. The HDNVP incoming external correspondence files are primarily addressed to the HDN vice president and occasionally to the Bank president. Topics include: financial contributions of the Bank; invitations to conferences, symposia, roundtables, and other events; Development Grant Facility (DGF); partnership and liaison activities with international organizations and the private sector; and other matters.

There are also a small number of files titled "deadline logbooks" maintained by O'Rourke that contain correspondence log sheets with the attached letters addressed to President Wolfensohn for reply by the sector or by the HDN vice president.

The series also consists of chronological correspondence (2005 - 2006) prepared for Nicholas Krafft, Office of the Vice President (HDNVP). Many of the letters were drafted by Director Kagia or other HDNED senior staff to be sent by the HDN vice president or the Bank president.

Economist Elizabeth King chronological file

The series contains a chronological file which was maintained by Beth King while she was an economist, later senior economist of PHREE between September 1987 to March 1991 and July1991 to March 1992. The file includes both her incoming and outgoing correspondence. Much of the correspondence is with economists and educators external to the Bank, but the files include her correspondence with other sector and department employees. Among the correspondence are copies of her Terms of Reference, travel documents, and back-to-office reports regarding her missions and attendance at conferences; copies of draft papers on which she commented; drafts of her own publications with comments from others; and copies of research project proposals she drafted. The correspondence also documents her role as part of the World Development Report 1991 team and her drafting of the chapter on human resources in the report.

Briefing books

The series also consists of a small set of briefing books (1997 - 2002, 2009) prepared by the sector primarily for senior officials including President Wolfensohn at the World Education Forum held in Dakar in 2000, for Wolfensohn's meeting with the Bureau of African Ministers of the Association for the Development of Education in Africa (ADEA, 1997 - 2000, and a quarterly briefing book for Managing Director Mamphela Ramphele (2002). There are briefing books (1998 - 2002) for HDNED director external meetings and events and a briefing book of Director King (2009).

NRIC correspondence and related records

Also included in the series are several correspondence files (1975 - 1986) authored by department senior management, division chiefs, and advisers that were originally sent to the Non-Regional Information Center (NRIC) and arranged under the Bank-wide classification. Files are titled "general" and "agriculture modular instruction" and include mostly internal memoranda, letters, and cables that cover the various sector activities such as policy work, project related training and workshops, unit work program and objectives, education lending and economic and sector work reviews, and liaison with partners. Study outlines and papers, Terms of Reference, meeting summaries, proposals, final reports, and bound publications are sometimes filed with correspondence.

Most records in the series are in English. However, a small amount of correspondence and other items are in French and the 1979 Education Sector Policy press release is also in French, Spanish, and Arabic.

Operations research

Series contains records maintained by the Education Department (EDP, 1968 - 1972, later EDC, 1977 - 1984) and successor units responsible for producing and disseminating research. Research is conducted by the sectors to support operations projects as well as regional, country, or specific sector programs and initiatives, and to improve the level of sector knowledge in particular areas. Records were primarily created between 1968 and 1991 apart from a set of questionnaires dated 2005 and copy of an externalreport dated 1965 used for reference.

Many of the records were created by George Psacharopoulos during his tenure as education research adviser, Education Department (EDC, 1981 - 1983), manager, Education Research Program (EDCRS, 1983 - 1985) followed by Research Division chief (EDTRS, 1985 - 1987). Other records were created by Senior Adviser Wadi D. Haddad, Senior Sociologist Stephen P. Heyneman, Economist Elizabeth (Beth) M. King, Michael Wilson, and others.

Record formats include, but are not limited to: correspondence regarding collaboration, sharing of information, comments on draft papers, or research conducted for the unit by university professors and other third parties; research proposals; initiating briefs; preliminary outlines; Terms of Reference; back-to-office reports for missions relating to research projects; statistical and other data; operational project audit and completion reports; published and unpublished external reports from governments, external organizations and scholars; working and discussion paper drafts and final versions; surveys; handwritten research notes; copies of journal articles and press clippings; and computer floppy disks containing final papers and research results.

A portion of the material specifically relates to country studies regarding living standards in Peru, higher education in Africa, diversified secondary curriculum (DiSCus) in Colombia and Tanzania, and university education in Pakistan. Other topics include, but are not limited to: economic impact of education; women in education; structural adjustment and education; education and public expenditures; vocational training; education strategy and employment policies; assessments of testing capacities; effects of school conditions and atmosphere on students' performances; informal sector education and employment; education and earnings; and education and environment.

Several of these subject files relate to the preparation of Research Project Outputs (RPOs). The RPO numeric code was assigned to projects throughout the Bank by the Development Economics Department. One such set of files relates to RPO 672-45 Diversified Secondary Curriculum Study (1968 - 1985, not inclusive) prepared by George Psacharopoulos and previously by Wadi Haddad. Records consist of back-to-office reports following missions, internal and external correspondence including with the Research Committee, working papers, questionnaires, research notes and data, and various other record types.

There are also records (1984 - 1986) pertaining to the EDTRS publication "Financing education in developing countries: an exploration of policy options" issued in 1986. Records include working drafts and review draft versions, memoranda from EDT Director Aklilu Habte to Operations Policy Staff Vice President S. Shahid Husain including the initiating brief, correspondence concerning press reaction, and other items.

A small portion of records in the series reflect collaboration between the Research Division and the Education Policy Division (EDTEP) led by Division Chief Dean T. Jamison regarding policy on education in Africa (1983 - 1987). Records include memoranda from Jamison and Psacharopoulos to OPSVP sharing a summary of the Bank-organized Research Priorities in Education in Sub-Saharan Africa Conference proceedings held in Bellagio in 1985, final conference report, agenda and list of participants, papers presented at the conference, and a pre-conference report on workshop research priorities (1984).

The sector policy study "Education in Sub-Saharan Africa: policies for adjustment, revitalization, and expansion" soon followed, issued in 1988. There are three volumes of files (1984 - 1987) pertaining to the preparation of the study. Included are memoranda between Haddad, Jamison, task leader and Senior Economist Peter R. Moock (EDTEP), Operations Adviser Ralph W. Harbison, and other staff discussing the development of the paper, comments on preliminary versions, and budget. Included with the memoranda are the initiating brief with follow-up comments, meeting address of Habte, and background data and papers.

Records originally maintained in the NRIC (1981 - 1982) contain internal memoranda between Haddad and Habte, letters exchanged with external agencies, primarily the International Development Research Center regarding the sector's participation in the Research Review and Advisory Group and other collaborative activities. Back-to-office reports, draft outlines and reports, and other items are also filed with the correspondence. Finally, a small portion of questionnaires maintained by Director Ruth Kagia related to the Ngecha Education Study (2005) also belong to the series.

Most of the records are in English, with correspondence and reports occasionally in French and Spanish, and research data and questionnaires in Swahili.

International Finance Corporation (IFC) chronological and subject files

Series consists of correspondence created and received by Frank Vita while he was Manager of Corporate Development in the International Finance Corporation (IFC). Records are contained in chronological files and, in fewer number, subject files. Records relate to: the identification of investment opportunities; project proposals; establishing contacts in the private sector; IFC policies and procedures; and responding to inquiries.

Europe, Middle East, and North Africa Vice Presidency (EMENA) and Europe and Central Asia Vice Presidency (ECAVP) chronological and project files

Series consists of correspondence, reports, and other records created or received by Frank Vita while serving as Senior Country Officer in the Europe, Middle East, and North Africa Vice Presidency (EMENA) and, following the 1991 reorganization of the World Bank's operational units, the Europe and Central Asia Vice Presidency (ECAVP). Vita left this position and retired from the World Bank in 1992. During most or all of his time in EMENA and ECAVP, Vita was the Country Officer for Czechoslovakia, or Czech and Slovak Federal Republic (CSFR). As a result, almost all of the records in this series relate to CSFR project lending and sector research. Of these, records relating to the "Technical and Financial Advisory Project" are most common; note, however, that the CFSR government eventually withdrew from the project. Records related to the Technical and Financial Advisory Project include: project cycle documents, including project briefs, appraisal and post-appraisal documents, final executive project summary, and legal documents; Terms of Reference; back-to-office reports; Aide-Memoires; country strategy notes (including drafts); and correspondence with and briefing notes for CFSR government and state Bank officials.

Other CFSR records relate to: country risk assessment; privatization and restructuring of state-owned enterprises and infrastructure (the latter through the Build, Own, Operate Transfer [BOOT] system); sector reports and research materials (including banking and financial sector, energy sector, and transportation sector); country briefs; a VHS videocassette related to CFSR "Enterprise for Privatization" initiatives; and Annual Meeting briefs. Records relating to senior Bank management mission trips to CFSR are also included. Vita often acted as liaison and facilitator for these trips, which included Moeen Qureshi (Senior Vice President of Operations [OPNSV]) and Willi A. Wapenhans (EMENA Vice President). A small amount of loan documents related to other CFSR projects are also included.

World Bank Resident Representative for Afghanistan activities and related research and reference materials

Series consists primarily of records related to Theodores's role as Resident Representative for Afghanistan between 1977 and 1980. Many of the records in this series appear to have been compiled by Theodores as either research or memory aids; they have been placed in plastic sleeves and, in many cases, given annotations in the form of sticky notes affixed to the front page of a document or group of documents that describe the document(s) or, in some cases, provide commentary. As part of these compilations,records relating to Afghanistan that were received or collected by Theodores previous or subsequent to his time as Resident Representative have also been included.

Series consists of records relating to the role and mission of the Resident Representative and its relationship with the United Nations Development Programme (UNDP) representative in Afghanistan. These records date back to the opening of the World Bank country office in Kabul, Afghanistan in 1969. Specifically, records relate to: the establishment of the Afghanistan Resident Mission in 1969; briefings on the country's military and political situation (including after the 1973 coup d'etat); the World Bank's role in Afghanistan; Theodores's assignment to Kabul, Afghanistan; the role and objectives of the Resident Mission in Afghanistan; the Mission's relationship and communications with the UNDP representatives regarding operations and security policy; and the diplomatic status of the Resident Representative.

Records related to Theodores's activities as Afghanistan Resident Representative are contained in a chronological file divided into sections according to topic (credentials/identification, receiving guests, health, insurance, taxes, and shipping) and correspondent (World Bank headquarters, family, and personal). Correspondence with World Bank colleagues relates to administration, staffing, travel, housing logistics, and expressions of congratulations or gratitude. Substantive discussion of ongoing or prospective lending operations or economic and sector work is minimal.

Series also consists of four maps of Afghanistan. These include two maps showing political regions (1976), a navigational map (1966), and a general map (1975).

Records compiled by Theodores that appear to be research or memory aids relate to a variety of topics, including: the origins and early days of the Soviet/Afghan war; World Bank security policy and updates; encryption of correspondence; evacuation guidelines; Afghan office budgeting; Bank and resident mission staffing;Theodores's emergency evacuation from Afghanistan in January 1980 for health reasons; assistance of Afghan nationals in communication with the American embassy; transfer of confidential records upon closure of the Kabul office; the Theodores family's final departure from Afghanistan in June, 1980; the closure of the World Bank's Kabul office; and updates on local office staff subsequent to Theodores's departure from Afghanistan. The majority of the records are from Theodores's time in Afghanistan, but somerecords date subsequent to his departure. Records are in the form of correspondence (typed, handwritten, telexes), reports, newspaper clippings, and Afghan government issuances.

Theodores compiled records related to the 1973 and 1978 coups and subsequent Soviet invasion in 1979 as well as the murder of United States Ambassador Adolph "Spike" Dubs in February 1979. These records primarily consist of correspondence between Theodores and Bank colleagues. Records also contain lengthy handwritten letters fromTheodores to his family. Speeches, decrees, and reports made by the various Afghan leadership regimes in 1978 and 1979 are also included.

In addition to correspondence, newspaper clippings from Afghanistan and from other international publications reporting on events in Afghanistan as well as editorials and speeches by external experts commenting on the events and future of Afghanistan are included. Included is a collection of materials related to the nearly decade-long conflict between Afghanistan and the Soviet Union and is primarily newspaper clippings and magazine articles.

Series also consists of three sets of photograph prints. The first consists of fifteen black and white prints depicting Afghani citizens and landscapes. The images appear to be shot by John Siceloff of the American Peace Corps and are not dated. The other two sets of photographs consist of ten color prints and three black and white prints depicting Afghani citizens, landscapes, and towns. Prints appear to have been sold and acquired by Theodores commercially.

A small amount of records related to a talk that Theodores gave at the Newport Public Library in 2002 on the past and future of Afghanistan are also included. Records include presentation notes, articles, and correspondence.

Briefing reports for World Bank President and related materials

Series consists of briefing reports prepared by the ESSDVP and its sector departments for World Bank President James Wolfensohn. Records also include research materials used in the creation of the briefs (including reports, biographical information, and correspondence) as well as correspondence discussing brief requirements and meeting details. Briefs were created in preparation for the President's meetings with representatives from non-governmental organizations (NGOs), government agencies, and other external agencies and institutions. Topics include: climate change; environmental law; resettlement policy; environmental and social safeguard policy; agriculture science and technology; food security; climate change; biodiversity; energy; dams and water resources; forest policy; and empowerment, culture, and civic engagement.

A small number of letters drafted by the ESSDVP for the President's signature are also included in this series.

ESP and PSP Discussion Paper Series records

This series consists of discussion papers produced by staff in the Education and Social Policy Department (ESP) and the Poverty and Social Policy Department (PSP) for the departments Discussion Paper Series. The Discussion Paper Series includes papers on numerous topics related to the functions of ESP and PSP. The papers produced for this Series were not meant to be published as final products or reports, but were intended to stimulate discussion and comment internally among ESP and PSP staff, and provide up to date analysis to operational staff. The discussion papers also served as preliminary analysis for subsequent policy and best practice papers meant for publication and dissemination to an external audience.

ESSD Vice President's conference attendance and participation

Series consists of records related to ESSD Vice President Ian Johnson's attendance and participation at various conferences, seminars, and workshops organized by governments, agencies, and institutions external to the Bank. Records include: correspondence; briefing notes; agendas; list of participants; presentation notes; background papers and speeches written by Johnson or by other attendees; pamphlets; travel itineraries; and speakers' biographies.

IFPRI and World Bank Poverty Research Conference records

The series consist of records related to the International Food Policy Research Institute (IFPRI) and World Bank Poverty Research Conference held at Airlie House in Northern Virginia from October 25-28, 1989. The records primarily consist of abstracts and copies of papers focused on poverty related issues, which were presented at the conference. The abstracts and papers were produced by PHRWH staff, other World Bank staff, and numerous academic and NGO participants. Correspondence and memoranda discuss arrangements and reporting on the conference. Additional correspondence and memoranda discuss possible publication of a poverty focused book consisting of a compilation of the papers presented at the conference.

PSD budget and work program records

The series consists of budget and work program records related to the multiple units and groups of the Private Sector Development Department (PSD) of the Finance, Private Sector Development, and Infrastructure Network (FPSI). Correspondence, memoranda, anchor function reports, cross support reports, business plans, and thematic budget reports are among work program and budget records for the PSD for fiscal years 1998 and 1999. Separate budget reports are related to trust fund support for PSD related projects for fiscal years 1998 and 1999. Records related to the PSD Consultative Mechanisms Study from 1997 to 1999 are also included, and contain consultant budget records, CVs, and background information on numerous consultants hired by PSD.

Director, Development Policy Ernest Stern's Correspondence with President McNamara

This series contains the memoranda that Ernest Stern exchanged with President McNamara while he was Senior Adviser (later Research Adviser) and, beginning in April 1974, Director of Development Policy in the Office of the Vice President, Development Policy. The records consist of copies of Stern's memoranda to McNamara or to his immediate staff; copies of memoranda to McNamara from other Bank staff, especially VPD Hollis Chenery, that were copied to Stern; Stern's memoranda to Bank staff that were copied to McNamara; and memoranda and notes from McNamara or members of his staff to Stern. In many cases, Stern's original memoranda to McNamara were returned to him marked with the President's annotations or with a red stamp indicating President has seen. Stern's correspondence in this file predates his official appointment in VPD on November 1, 1972. Stern's memoranda transmit comments on papers prepared by Bank staff, suggestions for topics to be covered in briefing books prepared for the President, drafts of Presidential speeches, drafts of letters for the President's signature, and comments on correspondence received by McNamara.

The correspondence covers a wide-range of subjects: cooperation with the IMF; the establishment of the Development Committee and the Interim Committee; the Bank's response to the energy crisis; and the establishment of the Intermediate Financing Facility or Third Window. Filed at the end of the series are three items belonging to Stern's successor, Attila Karaosmanoglu: two October memoranda Chenery sent McNamara and copied to Karaosmanoglu and Karaosmanoglu's December 31 draft outlines for McNamara's annual speech.

Files of the Director, Development Policy, Regarding the Development Committee and Related Committees

These records were compiled by the Director of Development Policy in the Office of the Vice President of Development Policy. That position was held by Ernest Stern from April 1974 to September 1975, Attila Karaosmanoglu from October 1975 to June 1979, and E. Bevan Waide from June 1979 to 1982.

The Joint Ministerial Committee of the Boards of Governors of the Bank and the Fund on the Transfer of Real Resources to Developing Countries, better known as the Development Committee, was established in 1974 to advise the Boards on development issues and to coordinate international efforts to finance development. The Interim Committee of the Board of Governors of the International Monetary System, known since 1999 as the International Monetary and Finance Committee, was established by the International Monetary Fund in 1974 to advise the Board on the management of the international monetary system. The Group of Twenty-Four on International Monetary Affairs, now officially the Intergovernmental Group of Twenty-Four on International Monetary Affairs and Development, was established in 1971 to coordinate the positions of developing countries on international monetary and development finance issues to ensure that their interests were adequately represented in negotiations on international monetary matters. The chairman of the Group of Twenty-Four customarily addresses Development Committee meetings, and the Development Committee, the Interim Committee, and the Group of 24 normally meet at the same times during the year.

The series consists of four groups of records:

    1. A general chronological file, 1977 - 1982, contains: a) correspondence between the Director, Development Policy and the Executive Secretary of the Development Committee, the Bank's liaison (Ernest Stern, Vice President of Operations) with the Development Committee, and other Bank managers, including President McNamara; b) copies of draft and final versions of Development Committee documents (agenda, press communiqu?s, reviews of Development Committeeperformance, annual reports, and work programs) forwarded to the Director of Development Policy or to the Executive Directors of IBRD.
    1. Chronological files on meetings of the Development Committee, 1977 - 1980, contain agenda of meetings, copies of Development Committee documents to be discussed at the meetings, copies of President McNamara's statements delivered at Development Committee meetings, and memoranda from the Director, Development Policy or the Bank's liaison with the Development Committeesummarizing meetings. These files include some agenda for and documents considered at meetings of the Working Group on Development Finance and Policy, the Working Group on Access to Capital Markets, the Group of Twenty-four, and the Senior Officials of the Development Committee.
    1. Files on committees and working groups generally contain agendas with copies of the documents to be discussed at the meeting attached, intra-Bank memoranda regarding the committee or working group, and reports and papers prepared by the committee, working group, or task force. Included are records for the Capital Markets Coordinating Committee, 1972 - 1977; the Working Group on Capital Market Access, 1975 - 1978; the Working Group on Development Finance and Policy, 1978; the Senior Officials' Meeting, September 1978; the Task Force on Private Foreign Investment, 1979 - 1981; the Task Force on Non-Concessional Flows, 1980-1981; the Group of Twenty-Four, 1978-1981; and the Interim Committee of the Board of Governors of the International Monetary System , 1978, 1980 - 1981.
    1. Files related to Development Committee studies and reports include: correspondence, papers, and a report regarding cofinancing, 1978 -1980; a Bank study of aid groups sponsored by IBRD, 1978; a report on the implementations of the Special Action Program, 1978; the Joint Fund/Bank staff study on The Stabilization of Export Earnings, done at the invitation of the Development Committee and submitted to the Committee in 1978; and reviews of Development Committee performance, 1976 and1978.

Memoranda and Issuances Relating to the Reorganization of 1972

Contained in this series are memoranda and copies of Bank-wide issuances concerning the Bank's Reorganization of 1972 as it affected the Economics Department and, after the reorganization, the Development Policy Staff. The notebook appears to have been maintained first by P. D. Henderson and, after the reorganization, by Alexander Stevenson, the Director of the Development Economics Department (DED). Among the contents are: November 1971 memoranda to Henderson from Economics Department managers with their thoughts on possible future organizational structures for the Bank; copies of December 1971 memoranda from Mohamed Shoaib (chair of the Organization Study Steering Committee) and Hollis B. Chenery to President McNamara with their reorganization ideas; Henderson's notes from the December 22, 1971 meeting of the President's Council; McNamara's January 7, 1972 announcement of a study of the Bank's organization and procedures; Henderson's correspondence from McKinsey, the consulting firm which helped with the study; a copy of the July 13, 1972 memorandum outlining the views of Mahbub Haq and Ernest Stern regarding the Bank's policy function; a copy of E. Lerdau's July 24, 1972 comments on Haq's and Stern's views; the August 10, 1972 announcement of the first phase of the restructuring; memoranda from various managers of the Central Economic Staff (CES) to Henderson with ideas as to how to reorganize CES; Henderson's September 30, 1972 draft of a memorandum from Hollis B. Chenery to President McNamara concerning responsibility for sector development policy; the October 16, 1972 announcement of the Development Policy Staff's organization; and other memoranda further refining the organization and staffing of the Development Economics Department in the Development Policy Staff.

Records Relating to the Committee of Twenty and to Two of Its Technical Groups

The Committee of Twenty (C-XX), formally known as the Committee of the Board of Governors on Reform of the International Monetary System and Related Issues, was established by the IMF in 1972 to prepare a draft for a reformed international monetary system after the United States had announced in August 1971 that it was suspending the convertibility of the dollar into gold. The records in this series were compiled by Frank Vibert while he was working in the Policy Planning and Program Review Department (PPR) in the Office of the Vice President for Development Policy (VPD). The records primarily concern two of the Committee's Technical Groups: the Technical Group on the Transfer of Real Resources and the Technical Group on the Special Drawing Rights (SDR) Link and Related Proposals. The Bank was asked to participate in the secretariat function for the Technical Group on the Transfer of Real Resources, and Frank Vibert with Azizali Mohammed from the IMF formed the secretariat for the Group. Earnest Stern, Senior Adviser in VPD, was part of the Technical Group on the SDR Link.

The series contains copies of IMF and World Bank studies and other documents that were used as background materials for the Committee or that were drafted in response to specific requests from Committee staff; drafts of and comments from IMF and Bank staff on the Bank paper, Capital Flows to Developing Countries, that was prepared for the Committee; and the issues of the IMF newsletter, IMF Survey, that included articles regarding the Committee of Twenty. The files include: copies of President McNamara's correspondence with Ernest Stern and with C. Jeremy Morse, the chair of the Deputies of the Committee of Twenty; memoranda exchanged between Vibert and Stern; intra-VPD correspondence and other intra-Bank correspondence relating to the Committee of Twenty and the Technical Groups; Vibert's correspondence with IMF staff and with the chair of the Technical Group on the Transfer of Real Resources; copies of memoranda Vibert drafted for the chair's signature; and Vibert's copies of Stern's memoranda to the files regarding the SDR Link.

Records maintained for meetings of the Technical Group on the Transfer of Real Resources include: Vibert's correspondence relating to pre-meeting planning, copies of documents provided as background for the meeting discussions, lists of attendees, copies of the Terms of Reference for the Group, and Vibert's handwritten notes form the meetings. The files also contain multiple drafts and comments on the drafts of the Group's report.

Records relating to the Technical Group on the SDR Link include copies of World Bank and IMF documents provided the Group as background materials; copies of statements regarding the SDR Link made by heads of delegations to the Group; notes regarding SDR discussions with the United Kingdom and Germany; and various drafts of the Bank paper Bank Group Uses of SDR Link Resources.

Papers and reports

This series consists of ten files containing papers that Alexander Nowicki compiled primarily while he was a senior economist in the Projects Department of the South Asia Regional Office and later as Director of the OED's Policy-Based Lending, Industry, Public Utilities and Urban Sectors Division (OEDD2). Included are Nowicki's own October 19, 1967 paper, Academic and Private Research on Economic Problems of Developing Countries - Survey of Work and Thinking in France, and a copy of a lecture, General Issues and Actual Problems of Central Planning, that he delivered at a September 1986 seminar organized by the Brazilian Ministry of Planning. Other documents include copies of papers presented at the 1985 Manila Conference on Privatization Policies, Methods, and Procedures; two papers on industrial restructuring and on competition policies for industrializing countries that were prepared for discussion at Bank Board seminars in 1989; a December 1981 Bank compilation of basic data on population; copies of a March 1983 country program paper for Pakistan and a draft January 20, 1984 report regarding recent economic development in Pakistan; and a copy of a Handbook on Balance of Payments that was presented at the World Bank Seminar on Debt and Developing Countries, April 18-20, 1984.

Conferences, lectures and addresses

This series contains correspondence and notes regarding guest lectures and remarks by President McNamara and conferences he attended, both in the U.S. and in Europe. It is clearly fragmentary and does not cover many of the events in which McNamara participated. The series includes speeches he gave on topics such as population (University of Notre Dame in May 1969), poverty and population (American Urological Association in October 1977), and international development (Frederick Ebert Foundation in Bonn in 1979). Several files relate to awards given to McNamara, including on from the Tun Abdul Razak foundation in Malaysia; some awards files include speeches and remarks he made at the presentation of the award.

A few conference files include McNamara's handwritten notes of points made by other speakers; sometimes a typescript copy of his notes on the proceedings is filed. Because the speakers were often important figures in public affairs, these notes are useful for researching both the positions taken bythe participants and McNamara's understanding of the points they made.

Annual Meetings

This series contains records relating to President Conable's meetings during Annual Meetings of the Bank's board of Governors. The organization of the Annual Meeting is the responsibility of the Corporate Secretary, so these records are those of the President himself and the arrangements made by and for his immediate office. The records are arranged in 2 subseries. The first subseries contains the President's records for the Annual Meetings, including background materials and briefings prepared by the staff in preparation for general meetings and meetings with country delegates. The records cover only the first three years of Conable's term (1986-1988).

The second subseries contains the administrative files the President's office created while preparing for the annual meetings. The files include schedules for the President and senior Bank officials, files for Mrs. Conable's activities, special guest lists, letters of invitation, travel and financial arrangements for staff, hotel accommodations and related items. Briefings are included in the files for some meetings. The administrative file on the 1987 annual meeting, for example, includes sub-files titled: Part I [country Governors], Part II [country Governors], Africa, Asia, EMENA [Europe, Middle East, North Africa], LAC [Latin America and Caribbean], IMF, Social, VIPs, JS [Joint Secretariat] documents, Speeches, Development/Interim Committee, Briefs, Administration. The series includes a photo of three Bank Presidents - McNamara, Clausen, and Conable - taken at the 1986 Annual Meeting.

Correspondence of Economic Advisor Hollis Chenery

Hollis Chenery served as the Economic Adviser to the President from 1970 until 1972. Reporting directly to the President, he commented on virtually all the significant economic issues that confronted the Bank. The series consists of one file of Chenery's memoranda and correspondence and two files on the Development Research Center of the World Bank.

The correspondence file includes a memorandum by Chenery on research prospects in Latin America in April 1972; a proposal to the Bank on generation of employment in Mexico and a draft study with comments on planning in Mexico; and a draft study on Ethiopia.
