Series consists of records documenting the Transportation Projects Department (TPD) and successor units' research projects and activities, United Nations Development Programme (UNDP) projects, and operational support to the Bank's lending and project activities in the transport sector. Specific records are further described within the sections below.

Highway Design and Maintenance Standards Study (HDMS) and Highway Design and Maintenance Standards Model (HDM)

The largest volume of records in this seriesrelate to the World Bank?s Highway Design and Maintenance Standards Model (HDM) and to the research projects that served as the basis for the model?s creation (1969 - 1988). The mathematical model resulted from the Highway Design and Maintenance Standards Study (HDMS) initiated in 1969 by Transportation Department (TRP) engineers to develop a new quantitative basis for investment decision making in the highways sector. The HDMS became a large-scale collaborative research project involving academic institutions and road agencies in several countries. Among the first collaborators were the British Transport and Road Research Laboratory (TRRL), the French Laboratoire Centrale des Ponts et Chaussee, and the Massachusetts Institute of Technology (MIT) in the United States.

While most of the records in this series concern the third model version, HDM-III, released in 1987 and researched and prepared over the previous decade, a massive portion of reports and background research materials from the earliest years ofthe project are also included. Records relate to general methodologies, country-based studies and analysis of highway design, evaluation, damage, costs, pavement performance, roughness measurement systems, deterioration, and maintenance. Records also relate to proposals to modify the HDM model, work programs, release of HDM, and discussion of a Permanent International Association of Road Congresses (PIARC) Committee on roads in developing regions.

Project records include proposals, reports, research and discussion papers, budget tables, user manuals, questionnaires, lists of computer specifications, model descriptions, and training materials. HDM-II and III were mainly based on field studies undertaken in Kenya, Brazil, India, and the Caribbean. The series mostly contains records that relate to the Brazilian and Indian studies, including internal and external reports, working papers, data tables or datasets, calculations, notes, memoranda, correspondence, back-to-office reports, project files, and seminar and presentation notes. Also included are the volumes of the Bank's Highway Design and Maintenance Standards Series that document the results of the HDM study: "The Highway Design and Maintenance Standards Model"; User's Manual for the HDM-III Model, both authored by Thawat Watanatada, Clell G. Harral, William D. O. Paterson, Ashok M. Dhareshwa, Anil Bhandari, and Koji Tsunokawa and "Vehicle Operating Costs: Evidence from Developing Countries" by Andrew Chesher and Robert Harrison; and "Modelo de Normas de Diseno y Mantenimiento de Carreteras".

The Brazil Highway Research Project study was the largest of the HDM field studies and was conducted from 1975 to 1984. The results were used as the primary basis for the empirical and theoretical work of the HDM-III model issued in 1987. The project was financed by the Government of Brazil and the United Nations Development Programme (UNDP) and executed by the Empresa Brasileira de Planejamento de Transportes (GEIPOT) jointly with a team from the World Bank and the Texas Research and Development Foundation. Its objectives were to determine the total cost of highway transportation in Brazil and minimize the cost. Topics among the records include costs of highway construction, highway characteristics, vehicle utilization and maintenance, road deterioration analysis, road roughness analysis, road costs, paved road deterioration, traffic simulation model, and fuel consumption. Many records were maintained by TRP's Senior Highway Engineer William D.O. Paterson, who was responsible for methodology and processing of the primary data.

Records of the India studies concern the spectrum of axle loads on national highways, growth of highway traffic, construction and maintenance of roads,road user cost, and road improvement programs in India.

Highway and road research and project support

Series also contains various records created and maintained while conducting research projects for publication, or analysis and support for Bank lending projects. The earliest records relate to a Washington Motor Vehicle Operating Cost Survey (1952 - 1953). Most material dates between 1968 and 1991.

Records include technical, laboratory, and work progress reports, as well as correspondence with external institutions, executive summaries, notes, back-to-office reports, Terms of Reference, project cycle documents, government reports, topography maps, and chronological files primarily maintained by Senior Highway Engineer William D. O. Paterson. The records contain information about the Indonesia Highway Betterment Project P003838 concerning pavement and asphalt testing and road maintenance, as well as state-owned transport enterprises in Indonesia, road management system, India road deterioration study, Niger Fourth and Sixth Highway Project missions, road and pavement management in Niger and Nigeria, Eastern Europe highway survey and analysis, supervision of transport studies under the Korea Highway Sector Loan P004112 and the Korea Provincial and County Roads. or Road Development Project P004107, road maintenance study in Tunisia, fuel pricing, taxing transport, road use costs, and road engineering.

Also included are working papers and reports from various authors regarding cost responsibility and allocation, vehicle size and load limits, pavement design and management, and road roughness in the United States, South Africa, Brazil, etc., reports and proceedings about road deterioration and terrain analysis, and correspondence, articles, notes concerning axle-load regulations, climate analysis, and the American Association of State Highway Officials (AASHO) design method, which was based on extensive tests on pavement failure carried out between the 1950s and early 1960s.

There are also photographic prints and negatives that depict road maintenance work, however the location and context of the photographs are not known.

World Bank / United Nations Development Programme (UNDP) projects

The series also contains recordsregarding the Transportation Department (TPD) role as the executing agency for projects of the United Nations Special Fund and the Fund's successor UNDP between 1968 and 1972. Through financing and technical assistance, the Bank and UNDP assisted former territories and countries who requested assistance to improve their transportation system. Projects in the series primarily relate to the Bank's supervision of national transport studies and surveys, which were typically conducted by outside consulting agencies or individuals (e.g., experts for technical assistance on the managerial level, engineers, soils and pavement specialists, economists, project managers, etc.) recruited by UNDP.

The records reflect project coordination, pre-appraisal and appraisal activities, feasibility studies, negotiations with contracting agencies (e.g., Kampsax, Louis Berger Inc.), staffing, cost estimates, project and contract extensions, logistic management, study findings and recommendations, and comments on reports.

Types of records include: survey and economic mission reports; applications and proposals; contractors' resumes; contracts for consultants' services; Terms of Reference; progress reports from contractors concerning various activities (e.g., implementation of rehabilitation work).

Specific projects include: Indonesia transport and port and dredging survey; Fiji transport and highway Maintenance Surveys (application submitted by the Government of the United Kingdom, on behalf of the Government of Fiji); Korea transport, highway studies, highway coordination and organization, and ports and harbors; Malaysia transport survey; Pakistan Karachi port expansion study; East Pakistan ports and waterways; East/West Pakistan transport study, Papua New Guinea highway study; Philippines port study; and Bangkok Thailand transport study.

Appraisal software user manuals

The series contains four user manuals developed by the Transportation and Urban Projects Department (TUD) with the assistance of the Computing Activities Department (1974, 1976 - 1977). The manuals provide instruction for the appraisal software used for Bank operational projects. The software was also distributed to member countries. Manuals include: Financial Analysis System (FAST, 1977), Port Simulation Model (PORTSIM, 1974), Cost Benefit Package (CBPACK, 1974), and the Road Analysis Model (RAM, 1976). FAST was designed to support the financial analysis of projects implemented by the Bank. CBPACK was produced to support the cost benefit analysis of projects. The Port Simulation Model (PORTISM) was an appraisal tool designed to support the evaluation of port projects. It aided Bank engineers and economists to accurately estimate the operational implications of the projects. The RAM appraisal tool was designed to support the economic evaluation of road projects by the Bank by providing an estimated return on the contemplated investment. The software is not included in the series.

Bank operational project support

The series also contains records related to theTransport Division of the Transport and Urban Development Department (TUDTR) and successor units' support to Bank lending projects (2001 - 2011). Records contain information about technical proposals for the supervision consultancy for Jaffna District in the Sri Lanka Provincial Roads Project - P107847 and technical assistance services for an environmental audit as part of the Bangladesh Rural Transport Improvement Project - P071435. Record types include reports and studies (e.g., status and audit reports), manuals, and procurement-related records.

Knowledge and learning

Series consists of records relating to seminars, conferences, training, and workshop events organized or attended by staff of the Transportation Department (TRP) and Infrastructure and Urban Development Department Transport Development Division (INUTD). Records relate to various transportation-related topics and event planning records. Records concern the attendance and participation of transportation sector staff in external and internal conferences, seminars, symposiums, training courses, and lectures. Many records relate to the activities of Senior Highway Engineer William D. O. Paterson, Ports and Aviation Adviser John R. Lethbridge and Principal Transport Economist Clell G. Harral. Record types include course materials, draft and final conference papers prepared by Bank staff, agenda, lists of events, list of participants and attendance lists, internal memoranda including back-to-office reports, letters from external organizations, speeches, handwritten notes, summary evaluations, and external reports,brochures, and other printed material.

Topics covered in the records include harbors and port technology, port maintenance in developing countries, global shipping, Port of Rouen training course, liner shipping policy developments, inland water and coastal and barge transportation review, England and France Channel Tunnel (informally, Chunnel) project, Port of Baltimore dredging works, American public works and infrastructure, International Road Federation (IRF) African Highway Conferences, rural roads, urban transport, highways and road pavement design, pavement performance and maintenance, Strategic Highway Research Program, and air and rail transport.

Two files that relate to planning Bank transport staff training and Bank staff grading contain mostly internal memoranda and discuss internal and external sector staff training needs including regional participation, opportunities, and preparation.

Records of the Transport Sector

The fonds contains records that reflect the various activities of the transport sector units including operational project support to the Regions, research, collaboration with external organizations, and participation or organization of conference, seminars, and workshops. The records were created and maintained by transport-related units beginning in the late 1960s with the Transportation Projects Department (TRP) and several successor units through to the Transport, Water, and Information and Communication Technologies Department (TWI) created in 2007.

While sector records were maintained in the Bank-wide centralized filing system from the early years of operations in the 1940s until mid-1987 and some of these records remain part of the Central Files fonds, departments often kept separate working files. It is primarily the working files of the Transport Sector that comprise the records in this fonds, along with records created after 1987 when recordkeeping responsibilities were turned over to the records-creating offices. The fonds contains a gap in the records between 1992 and 2000. The gap is likely due to the frequent organizational changes of the transport units and coexistence with other sectors in the same department or division and therefore records becoming intermingled. Chronological records of the Transportation, Water and Urban Development Department (TWU) from 1993 to 1995 are part of the Records of the Environmentally Sustainable Development Vice Presidency fonds. See the related units of description note for additional information.

An extensive volume of records in the fonds are related to the Highway Design and Maintenance Standards Model (HDMS) created in 1969 and to research projects that served as the basis for the model's creation.

Reports, working papers, memoranda, and correspondence are the most common record form. The records cover a broad range of subsectors and topics under transport development, including, but not limited to: road and highway design, management, and maintenance; rural roads; pavement performance; railway construction and modernization; maritime transport and port engineering; and aviation and air transport.

Seminar and speech files

This series consists of two files related to academic seminars, professional conferences, and World Bank corporate training events that Frank participated in. For most of the seminars, Frank delivered a presentation himself as a guest speaker or contributed written material for discussion. Seminar topics include agribusiness, international food delivery, and Bank operations. Several agribusiness seminars were part of the Harvard Business School executive education program. The file of speeches contains Frank's prepared remarks for an international capital markets seminar on International Finance Corporation risk management, notes for a presentation at Nikko Securities in Tokyo about investment in emerging markets, and remarks to a conference of bankers in Colombia about Colombian financiers (financieras).

Subject files

This series contains subject files created and maintained during Frank's career in the World Bank Group. Most of the files come from the period during which Frank was a managing director of the Bank, 1995 to 1997. The series also includes records assembled while Frank served in his various capacities at the International Finance Corporation (IFC), 1979 to 1995, including his work with the Planning, Budget, and Analysis Department (PBA), and as IFC Vice President, Finance and Planning (CFPVP). One file contains a photocopy of a thesis originally published in 1965.

File date ranges indicate when the original materials were created, not necessarily the dates of duplication or use. In many cases, particularly while serving as managing director, Frank retained or acquired older documents for reference on a subject.

File titles reflect original groupings of records. Liaison files relate to Frank's work as chairman of the Private Sector Development (PSD) Group to foster cooperation across the World Bank Group on PSD issues. Files labeled "significant issues" contain records about specific topics central to Frank's work. Many individual "informational files" contain materials on multiple unrelated topics.

Subject file topics include: private sector development (PSD); the Multilateral Guarantee Investment Agency (MIGA); IFC market borrowing; guarantees; individual corporations such as Corporacion Financiera del Valle, Enron, Freeport, and the Institute of International Finance; multilateral development banks; the Bank Group's Strategic Compact; and various conferences and meetings that Frank attended. Materials include memoranda, internal and external correspondence, minutes, notes, discussion papers, draft and final reports, and presentation documents.

Managing director chronological files

This series consists of chronological correspondence, memoranda, emails, and attachments from when Frank served as managing director and chairman, Private Sector Development (PSD) Group, 1995 to 1997, plus one folder of congratulatory messages to Frank beginning in November 1994 upon the news of his appointment.

Topics in this series include the overall PSD strategy across the Bank Group, in coordination with the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA); PSD policy coordination within the Bank Group; Country Assistance Strategies that include Private Sector Strategies; support for "multi-institutional" projects that involve the World Bank, IFC, and MIGA; and lending to large countries and state-owned enterprises.

Among the Bank Group correspondents are senior officials such as President James D. Wolfensohn; MIGA Executive Director Akira Iida; IFC Executive Director Jannik Lindbaek; the Bank's executive directors; and Frank's fellow managing directors, particularly Gautam Kaji and Sven Sandstrom. External recipients include leaders of international businesses, business groups, nongovernmental organizations (NGOs), and development banks.

The series consists of two overlapping sets of correspondence. The chronological files contain mostly copies of Frank's outgoing general correspondence to internal and external recipients. Copies of correspondence to the President's Office are included in the chronological files and duplicated in a separate group of files in this series labeled "correspondence to the President's Office or signed by the President's Office." Similarly, one file of correspondence with Frank's fellow managing directors contains copies of items that may be duplicated in the chronological files.

Included in the series is one file of "Minutes of President's Meetings," which contains information about meetings in 1995 involving managing directors and regional and central vice presidents. Some are records of meetings held between February and May 1995, while President Lewis T. Preston was on leave and the Bank's managing directors took turns in the role of president-designate. Other minutes in this file relate to meetings led by President Wolfensohn from June to August 1995.

International Finance Corporation (IFC) chronological files

The series consists of chronological correspondence, memoranda, and attachments that Frank created or received during his various positions at the International Finance Corporation (IFC). The bulk of the files relate to Frank's work as vice president, IFC Finance and Planning, a position he held from 1987 to 1995. Topics include IFC budgets, accounting, treasury operations, financial planning, and corporate planning.

Europe, Middle East, and North Africa (EMENA) chronological files

The series includes chronological correspondence, memoranda, and attachments that Frank created or received during his position as division chief, Agriculture Division III, in the Europe, Middle East, and North Africa Region Projects Department (EMPA3). Topics include departmental budget monitoring and the appraisal, finance, and progress of agricultural projects in the EMENA region.

Richard H. Frank files

This subfonds consists of chronological files and subject files maintained by Richard H. Frank during his career at the World Bank Group. These include: correspondence from Frank's work in Agriculture Division III of the Europe, Middle East, and North Africa Region Projects Department (EMPA3) in 1978; chronological correspondence related to Frank's various positions in IFC, 1979 to 1995, including vice president, IFC Finance and Planning; correspondence related to Frank's position as managing director, 1995 to 1997; and subject files related to his work at IFC and as managing director. Also included are records of speeches Frank gave and professional seminars he participated in.

Managing Director, Finance and Resource Mobilization (MDFMD) subject files

This series consists of subject files and briefing books from when Jessica P. Einhorn served as Managing Director, Finance and Resource Mobilization (MDFMD), from January 1996 to August 1998. The series includes files started before Einhorn's transition to MDFMD, such as a current events briefing book of financial reports (1992-1996), files on meetings of senior finance managers (1992-1998), and a collection of Einhorn's speeches (1982-1998).

Subject files in this series relate to topics such as: financial accounting issues; reports by the Internal Auditing Department (IAD); letters of representation for financial audits of the Bank; the eleventh replenishment of the International Development Association (IDA11); membership and financing for Bosnia and Herzegovina; and a "glass ceiling panel" about the gender imbalance in senior business leadership, including at the Bank. Briefing books cover issues such as allocation of net income and review of single-currency loans (SCL) and currency pool loans.

"Foundation files" relating to the World Bank Group's efforts to build partnerships with charitable foundations and foundation-like organizations (FLOs) contain briefing books, memoranda, discussion papers, and quarterly reports. Organizations referenced include the Rockefeller Foundation, Open Society Institute (Soros Foundation), Ford Foundation, Carnegie Corporation, MacArthur Foundation, and Getty Trust.

Financial Operations Department (FOD) and Vice President and Treasurer (TREVP) subject files

This series includes subject and activity files collected by Jessica P. Einhorn while serving in the Office of the Vice President and Treasurer (TREVP, 1981-1986, 1991-1995) and the Financial Operations Department (FOD, 1987-1991). Included are some files likely created by Einhorn's TREVP colleagues and predecessors, notably Vice President and Treasurer Eugene H. Rotberg.

Topics discussed in subject files from the 1970s and 1980s include: a proposal for a "World Bank's Bank" to increase IBRD lending and raise funds from commercial banks; the Financial Policy and Analysis Department (FPA); asset management; debt prepayment; special drawing rights; U.S. Treasury policy; and innovative financial transactions. Subject files from Einhorn's tenure as Vice President and Treasurer (1991-1995) cover topics such as: policy issues in international bond market access and liability management; proposed borrowing transactions; the Government Borrowers Forum; and monitoring reports on audits.

Managing Director, Finance and Resource Mobilization (MDFMD) chronological files

This series consists of chronological correspondence from when Jessica P. Einhorn served as Managing Director, Finance and Resource Mobilization (MDFMD), from January 1996 to August 1998. The records include incoming and outgoing correspondence, memoranda, notes, and emails. The bulk of the records are communications to or from internal World Bank units and staff. Subjects covered include financial administration, operations, risks, and strategy.

Some correspondence is between Einhorn and other senior World Bank officials, including President James D. Wolfensohn, fellow Managing Directors such as Sven Sandstrom and Caio Koch-Weser, and Executive Directors of the Bank. Included is one folder of personalized notes and annotated documents for Einhorn from President Wolfensohn, dating from 1995 to 1997, and from Managing Director Ernest Stern, dating from 1992 to 1994.

This series consists of chronological correspondence from when Jessica P. Einhorn served as Vice President and Treasurer. The records include incoming and outgoing correspondence, memoranda, notes, and emails. The bulk of the records are communications to or from internal World Bank Group units and staff about financial administration. Correspondents include Managing Director Ernest Stern, Managing Director Attila Karaosmanoglu, and Financial Operations Department (FOD) Director Kenneth Lay. Some correspondence is to or from commercial banking firms and national government treasuries. A small portion of the file labeled Confidential dates from December 1995 to January 1996, when Einhorn was transitioning to the role of managing director.

Finance Operations Department (FOD) chronological files

This series consists of chronological correspondence from when Jessica P. Einhorn served as Director of the Finance Operations Department (FOD). The records include incoming and outgoing correspondence, memoranda, notes, faxes, telexes, and emails. The bulk of the records are communications to or from internal World Bank units and staff, including Vice President and Treasurer (TREVP) Donald C. Roth, Senior Vice President of Finance (FINSV) Ernest Stern, and the Tokyo Office. Also included is external correspondence with commercial banking firms and national banks.

The chronological correspondence relates primarily to the functions of the Financial Operations Department, which borrowed funds required to meet the World Bank's debt obligations, loan disbursements, and operating expenses. One folder of miscellaneous incoming correspondence includes external and sometimes personal correspondence, a portion of which was received prior to Einhorn's appointment in FOD.

This subfonds consists of incoming and outgoing chronological correspondence files and subject files maintained by Jessica P. Einhorn during her career at the World Bank Group. The bulk of the chronological correspondence covers the period of 1987 to 1998, spanning Einhorn's work in the Financial Operations Department (FOD), the Office of the Vice President and Treasurer (TREVP), and the Managing Director, Finance and Resource Mobilization (MDFMD). The subject files consist mostly of records created by Einhorn, as well as some created by her predecessors in FOD and TREVP. The records in this subfonds relate primarily to the World Bank Group's financial activities.

Health program collaboration and research

The series consists of records related to Bernhard H. Liese's participation in the World Health Organization (WHO)-led joint health programs while he was a public health specialist in the Population, Health and Nutrition Department (PHN) and continuing through to his appointment as director, Health Services Department (HSDDR).

Records consist of internal memos between Liese and colleagues in PHN and HSD, and between President McNamara and senior Bank staff. External correspondence in the form of letters and faxes are between Liese and representatives of WHO, United Nations Development Programme (UNDP), the Edna McConnell Clarke Foundation, and other organizations. Also included are back-to-office reports, mission Terms of References, progress reports, Board of Executive Director records, Board papers, WHO/ Special Programme for Tropical Disease Research and Training (TDR) meeting records (agenda, minutes, reports and summary of recommendations), briefing notes, grant agreements, press releases, brochures, publications, and draft articles and research papers prepared by Liese and others.

Most records relate to Liese's attendance at meetings of the statutory bodies of the TDR (1990 - 1999) including the Standing Committee, Joint Coordinating Board (JCB), and the Scientific and Technical Advisory Committee (STAC). Briefing notes also document the history of the TDR program and the Bank's support. Records also include discussions on the Bank, WHO and UNDP financial contributions to the Tropical Disease Research Fund and expenditures on tropical disease control.

Series also contains records related to World Bank research studies initiated and funded by the Bank with support from the Edna McConnell Clark Foundation (1986 - 2002). Liese managed an international comparative study on Organization and Management of Tropical Diseases in which research was undertaken jointly by the Bank, consultants, and the foundation between 1989 and 1990. These records take the form of correspondence and background research material regarding a series of case studies on tuberculosis, schistosomiasis, and malaria control. Final products of these research studies include the 1991 publication titled "Organizing and Managing Tropical Diseases: Lessons of Success" and the 1992 report "Organizing and managing tropical disease control programs : case studies".

Records also relate to Liese's management of the Bank's financial support to the former WHO Programme for the Control of Acute Respiratory Infections (ARI) through the Bank Special Grants Program, later the Development Grant Facility (1992 - 1998). Records concerning Liese's attendance at an ARI clinical course are also included. A smaller volume of records (1990 - 1995) pertains to Liese's participation at Meetings of Interested Parties (MIP) of WHO's Division of Diahrroeal and Acute Respiratory Disease Control (CDR), MIP of the Expanded Programme of Immunization and statutory meetings related to family and reproductive health. CDR was formerly the WHO Control of Diarrhoeal Diseases (CDD) and ARI.

Also included in the series are draft and final versions of publications authored or co-authored by Liese, including "Onchocerciasis Control Program in West Africa - Commitment to Success".

Bernhard H. Liese files

Subfonds contains records maintained by Bernhard H. Liese that primarily relate to his participation in jointly sponsored health programs including the United Nations Development Programme (UNDP)/World Bank/World Health Organization (WHO) Special Programme for Research and Training in Tropical Diseases (TDR) and the WHO Division of Diarrhoeal and Acute Respiratory Disease Control (CDR). Liese's management of the Bank's financial support to these and other programs and his tropical disease research activities are also represented in the subfonds.

Subject files

The series consists of records related to Jonas' coordination of Bank operational responses to emergencies, pandemics, and other key initiatives, primarily through her participation and organization of high-level meetings, conferences, and other events. Most of the records comprising the series (four files, 2006 - 2014) contains information about the Bank's Avian and Human Influenza (AHI) program and collaboration with the United Nations and UN System Influenza Coordinator (UNSIC), World Health Organization (WHO), Food and Agriculture Organization (FAO), and the World Organization for Animal Health (WOAH, founded as OIE). This series contains subject file records maintained by Bock during his tenure from 1983 to 1991 as director of the following departments: Financial Policy and Analysis (FPADR); Debt Management & Financial Services (DFS) and its successor, the Cofinancing and Financial Advisory Services (CFS); and Operations Staff, Office of the Senior Vice President, Operations (OPNSV).

Records included in the series are memoranda between Bock's subordinate units and several other Bank departments, letters and facsimiles exchanged with representatives of multilateral development institutions and other external organizations, agenda and minutes of meetings, Board papers, internal working papers authored by Bank staff, handwritten notes, speeches, and external reports.

Topics from Bock's financial policy, analysis, and advisory work in the 1980s include: IDA replenishment negotiation, IBRD capital increases, borrowing requirements and prospects, currency swaps, debt-for-nature swaps, financial technical assistance, coordination with the International Monetary Fund (IMF) and World Bank Group affiliates; cofinancing and collaboration with external partners including Organization for Economic Cooperation and Development (OECD); and Group of Ten (G10) and other intergovernmental meetings. Also included are records dated 1983 to 1986 concerning the Future Role of the Bank initiative including a task force chaired by Bock that addressed resource implications and lending prospects.

A large portion of records in the series concern external debt issues including debt reduction efforts to assist developing countries, debt studies, eligibility criteria, allocation approaches and impacts on Bank exposure, Debt Task Force, use of the IDA Special Facility for Debt Reduction, and the Bank's support to the Brady Plan introduced by then-US Secretary of the Treasury Nicholas Brady in March 1989. Bock met with US Treasury Department and commercial bank officials on behalf of the Bank during the Brady Plan's implementation that are reflected in this series.

Many records also relate to the Bank's response to the Persian Gulf War and oil price crisis in the early 1990s. The conflict had significant economic implications for countries in the region, and the files in this series relate to Bank assistance to the affected countries, and cost sharing discussions between development partners. Certain correspondence was drafted by Bock to be sent by Senior Vice President, Operations Moeen Qureshi.

Outgoing memoranda is addressed to operations vice presidency and regional staff, Office of the President (EXC), and other Bank departments.

Series contains chronological files of Debrework Zewdie that cover her various activities related to managing the Bank's HIV/AIDS programs and partnerships. Three files date 1999 to 2001 and cover the period when Zewdie led the AIDS Campaign Team for Africa (ACTAfrica) in the Africa Regional Vice Presidency (AFRHV). The 1999 chronological file contains only a single letter. Series consists of chronological files created by Johannes Linn while working in the Development Economist and Chief Economist Vice Presidency (DECVP) between 1988 and 1991. The series contains records Linn created and received while serving in three different positions: as Senior Economic Advisor in the DECVP reporting directly to World Bank Chief Economist Stanley Fischer; as Director of DECVP's International Economics Department (IEC, 1989-1990); and as Country Economics Department Director (CEC, 1990-1991).

Records contained in chronological files created during his time as Senior Economic Advisor primarily contain correspondence, memoranda, and notes between Linn and World Bank staff. Drafts of reports, papers, and speeches are also included, generally as attachments; Linn's handwritten comments are included on some. Topics include: publication of reports; DECVP budgeting; adjustment lending; Operations Committee procedures; private sector development; public sector finance; staffing; conference and seminar attendance and participation; dissemination of information, reports, and speeches; and World Development Report 1989 and 1990. Records also include presentations and responses to queries related to the World Development Report 1988, of which Linn was the Staff Director. Records contained in chronological files created during Linn's time as Director of DECVP's Country Economics Department (CEC) contain correspondence, memoranda, and notes between Linn and World Bank staff. Topics include: departmental budget, staffing, and work program review; country strategy papers (CSPs); structural and sectoral adjustment; coordination and support of policy workand research; review of staff papers and reports; private sector development (PSD) policy brief and PSD Working Group; publication of Linn's and others' articles and monographs; Soviet Union and former Soviet republics membership in the World Bank; privatization in developing countries; and constraints on lending. A small amount of material in these files relate to Linn's role in supporting the incoming World Bank Chief Economist Larry Summers. AENVP/ASI chronological files

Series consists of chronological files created by Johannes Linn while serving as Senior Economist in the East Asia and Pacific Vice Presidency (AENVP) and Asia Regional Vice Presidency (ASI). Files primarily consist of correspondence and memoranda between Linn and World Bank staff. ECDRB/DEDRB chronological files

Series consists of chronological files created by Johannes Linn while serving in the Urban and Regional Economics Division of the Economics Department (ECDRB) and its successor the Development Economics Department (DEDRB) of the Development Policy Vice Presidency (DPS). Correspondence and memoranda contained in the chronological files generally relate to his work on urban development policy. Chronological files include those labeled "Chronological File - Official Correspondence" and labeled "Chronological File".

The "Official Correspondence" folders date from 1973 to 1981 and exclusively contain correspondence between Linn and individuals external to the World Bank. Most of the correspondence deals with the sharing of information (i.e. papers and reports), conference participation, and speech requests and logistical planning for conferences. A small number of papers and reports are included as attachments to correspondence. Correspondence is between Linn and academics, journalists, government officials, multilateral institutions, and other institutions and associations.

Other chronological files in this series primarily contain correspondence and memoranda between Linn and World Bank staff. Correspondence between Linn and external, non-Bank staff is more personal and substantive in nature than that found in the Official Correspondence files. Vice President, Finance and Private Sector Development Vice Presidency (FPD) chronological correspondence files

Series consists of the chronological files created by Rischard during his time as Vice President of the Finance and Private Sector Development Vice Presidency (FSDVP). The FSDVP's responsibilities included supervision of the overall management of the VP's three sectoral departments as well as maintaining relationships with other development and commercial banks and private sector executives. The departments of the FSDVP included the Financial Sector Development (FSD), Private Sector Development (PSD), and Industry and Energy Sector departments (IEN). They were responsible for: operational support to the Regions; developing and monitoring policy; maintaining effective relationships with the external community; and for setting research priorities.

Series consists of records relating to a variety of topics and activities, including: operational support (in the form of proposals, advice, and information); Operations Evaluation Department (OED) project reviews; budgeting; staffing and other human resources related issues; information dissemination; conference planning; dissemination of publications and products produced by FSDVP departments; and the reorganization of 1997-98 and related mapping of staff. Records also consist of: responses to external individuals or organizations for requests for information; VP Annual retrospectives; project updates for the Office of the President; three year business plans; and briefings and summaries on a variety of topics for Bank senior management including Presidents Prestonand Wolfensohn. A small amount of correspondence relating to the Energy Sector Management Assistance Programme (ESMAP) is included.

Series also includes four sets of transparencies created by FPDVP sector departments for a presentation to the council of the new Finance, Private Sector Development, and Infrastructure Network (FPSI). The council reported to the network head and is composed of the top network managers from each Region and was responsible for setting the overall agenda for the network and forpromoting effective deployment of skills across network units. The presentations describe the accomplishments, ongoing work, direction, organizational structure, and collaborative efforts of each department.

Note that the transition from FPDVP to the new FPSI network was staggered. Although it technically began in 1997, much of the transition had not been completed by the time Rischard left the FSDVP/FPSI to begin his new role as Vice President of Europe (EXTEU) in the summer of 1998. Rischard continues to refer to himself as FPDVP in his correspondence and does not begin a new folder reflecting the creation of the new network.

Director, Investment Department (INV) chronological correspondence files

Series consists of the chronological files created by Rischard during his time as Director of the Investment Department (INV) in the Treasury Vice President (TREVP). Records relate to Rischard's position as director of the department and manager of its various units and their activities. The majority of the correspondence are in the form of office memoranda between Rischard and other Bank staff discussing: divisional work programs; specific topics related to unit activities; the creation of the new products and strategies division; staffing; workshop and meeting planning, scheduling, and attendance; and information sharing. Monthly portfolio and annual retrospective reports are also found amongst the office memoranda. A smaller amount of correspondence are letters between Rischard and external individuals and organizations primarily discussing meetings and the exchange of information.

Note that the series contains correspondence authored and received by Rischard's predecessor in the role of INV Director, Bernard Holland, from January 1989 to July 1989. Rischard became the INV Director in September of 1989. It appears that the correspondence of the new Director was added to the folder for the year 1989 initiated by Holland.

Financial analyst and division chief, Financial Policy and Analysis Department (FPA) chronological correspondence files

Series contains the chronological files created by Rischard during his time as a financial analyst in the Financial Policy and Analysis Department FPA; he worked in both the Financial Analysis Division (FPAFA) and the Financial Studies Division (FPAFS). The series also contains records maintained by Rischard after he was named the Department's division chief for the new Financial Management and Analysis Division (FPAMA) in 1984. Records in this series relate to the various activities for which these units were responsible. Work areas included: IBRD financial forecasting (as part of the IBRD Financial Projections Task Force that Rischard participated in and, at times, led); IBRD and IDA program and financial policy review; the Bank's relationship with high debt countries and its advisory role in debt restructuring; exchange rate and currency availability and disbursements; commercial loan sales; guarantee pricing; and the creation of an IBRD subsidiary bank. Many of the records in this series were created in the context of the FPA's Management Support Group (formerly the Data Support Group). Note that when Madavo was named Vice President in 1996, it was as co-Vice President with Jean-Louis Sarbib. A small amount of the correspondence in this series is either authored by both Madavo and Sarbib or is authored by Madavo on correspondence with letterhead naming both Vice Presidents.

Records in this series relate to the various responsibilities of the AFRVP, including: the development and review of lending operations in the Region; reviewing country strategies; handling high-level communications with member countries; operational policy making; high-level staffing; and support of the Office of the President.

Correspondence in the "Letters" section of the chronological files contains correspondence sent or received by Madavo primarily to external parties. These include: member government officials including country leaders, ministers,and ambassadors; external organizations including NGOs and multilateral organizations; and Bank executive directors. Some of the correspondence is authored by Madavo on behalf of World Bank President Jim Wolfensohn. In addition, a small amount of correspondence in this section is with Bank staff including President Wolfensohn; these often take the form of briefing notes in advance of meetings with external individuals or groups. Topics of correspondence in the "Letters" section are varied. They include: combatting corruption; conference planning and attendance; debt and the Heavily Indebted Poor Countries (HIPC) initiative; HIV/AIDS; planning visits to countries; and collaboration with external organizations. Other correspondence relates to requests for support from external parties, invitations to events, and the dissemination of information.

The "Office Memoranda" section of the chronological files contains correspondence sent or received by Madavo to Bank staff. Topics include: debt reduction; capacity building; proposed and ongoing country projects and technical assistance; budgeting; review of Bank programs; country office audits; Bank operations in conflict areas; conference attendance; country program development and monitoring; staff recruitment and appointments; operations policy development and implementation; travel planning, logistics, and expenses; and the Special Program of Assistance for Africa (SPA). Correspondence includes mission reports and reports on country economic and political developments.

The sections of the chronological files titled, Notes, Electronic Messages/Emails, Miscellaneous, and Travel are relatively small compared to the Letters and Office Memoranda sections. The Notes section generally contains updates and briefing materials addressed to President Wolfensohn, Bank Managing Directors, or other VPs. The Electronic Messages section generally contains short messages related to administrative matters, attendance at meetings or events, travel logistics or expenses, and expressions of gratitude. The Miscellaneous section contains travel expenses, invoices, and statements of expenses as well as reference materials and correspondence related to staffing. The Travelling section contains travel invoices and statements of expenses.

Country Director, East Asia and Pacific Regional Vice Presidency (EAPVP) chronological correspondence files

This series contains chronological correspondence files from the first year and a half of Madavo's time as Country Director in the East Asia and Pacific Regional Vice Presidency (EAPVP). Madavo oversaw the Country Department responsible for lending and country monitoring for Cambodia, Korea, Lao PDR, Malaysia, Mekong Committee, Myanmar, Philippines, Thailand, and Vietnam. The correspondence is between Madavo and: member government officials including ministers; Bank staff including the East Asia and Pacific Regional Vice President, department division chiefs, and Bank resident missions of countries in Madavo's department; and Bank executive directors. Topics of correspondence are various but include: visits to countries; proposed and ongoing country projects and technical assistance; country tariffs; conference attendance; portfolio review; Country Strategy Paper and sector paper preparation; debt reduction; regional budgeting; staffing; and travel logistics and expenses. This series contains chronological correspondence files from the last three months of Madavo's time as Country Director in the Africa Regional Vice Presidency (AFRVP). Madavo oversaw the Country Department responsible for lending and country monitoring for Ethiopia, Kenya, Mauritius, Somalia, Sudan, and Uganda. The correspondence is between Madavo and: Bank member government officials including ministers and ambassadors; and Bank staff including the Africa Regional Vice President Kim Jaycox as well as the Bank resident missions of countries in Madavo's department. The fonds also contains speeches given by Madavo between 1996 and 2001 while serving as Regional Vice President of AFRVP.

Administrative Circulars and For Your Information announcements

Series contains copies of of World Bank/International Finance Corporation/International Development Association (IBRD/IFC/IDA) Administrative Circulars from 1973 to 1985 and For Your Information (FYI) announcements from 1986 to 1991 collected by Moeen Qureshi. The collection was added to from a complementary set in the Archives up to 1993. Administrative Circulars were circulated Bank-wide, and provided announcements of senior staff appointments, organizational and procedural changes, and Bank-wide initiatives. As of 1986, the circulars were renamed For Your Information. The frequency of the announcements varied from week to week.

Country Strategy Papers

Series consists of Moeen Qureshi's set of Country Strategy Papers (CSP) and Country Strategy Notes (CSN), and their predecessor, Country Program Papers (CPP). While Qureshi was both Executive Vice President of the International Finance Corporation (IFC) and the International Bank for Reconstruction and Development's (IBRD) Vice President of Finance from 1979 to 1980 through his tenure as Senior Vice President, Finance (SVPFI, 1981-1987), the papers were copied to him for his information. The CPPs and CSPs map out the Bank's assistance strategy for a country and were submitted by the Regional Vice Presidencies (RVPs) to the Operations Committee (OC) or the Operations Policy Committee (OPC) for review and approval. Most of Qureshi's files contain copies of the postscripts, which summarize the action taken by the OC, the OPC, or the OPNSV, together with the CPP or CSP, and copies of memoranda to the Senior Vice President for Operations (SVPOP). In a few instances, the country papers maintained when Qureshi was Vice President then Senior Vice President of Finance include attached typewritten notes. The notes were addressed to Qureshi from IBRD/IFC senior staff or were prepared by Qureshi, to provide additional economic information or insight on the country. Some of the files created when Qureshi was SVPOP beginning in 1987 also contain original memos and both review drafts and final versions of CSPs. The few earliest files, from 1974 to 1977, were maintained by Qureshi's IFC predecessor, Ladislaus Von Hoffman.

Correspondence with World Bank President

Series contains Qureshi's correspondence with Bank Presidents Robert S. McNamara, Alden W. Clausen, and Barber Conable beginning when Qureshi was both Executive Vice President of the International Finance Corporation (IFC) and Vice President Finance, International Bank for Reconstruction and Development (IBRD) in 1979 to his retirement in 1991 as Senior Vice President for Operations.

Although Qureshi maintained this correspondence in a single chronological series, the nature of the files changes somewhatwith each president. Records from the McNamara era, 1979-1981, include: copies of notes and memoranda sent by or through Qureshi to McNamara; copies of letters forwarded by Qureshi to McNamara for his signature; letters forwarded to McNamara by others and copied to Qureshi; copies of letters and memoranda McNamara sent to others and copied to Qureshi; and memoranda "to the files" summarizing important meetings that McNamara held with others and that Qureshi attended as an observer and/or recorder. Many of Quresh's memoranda to McNamara were returned with extensive handwritten comments and/or replies from McNamara. In many cases, a typed version of McNamara's handwritten comments is also attached to the incoming correspondence.

Records from the Clausen era, 1981-1986, primarily consist of: copies of letters Clausen sent to others and copied to Qureshi; copies of memoranda and notes sent by or through Qureshi to Clausen; and copies of letters Qureshi and his staff prepared for Clausen's signature.

Topics covered in the files during the McNamara and Conable presidencies include (but are not limited to): draft Board papers; Bank borrowing operations; World Bank capital increases; International Development Association (IDA) replenishments; currency management; fiscal projections and monthly financial reports; work program and budget; and staffing requirements and personnel matters.

Records from the Conable era, 1986-1991, include: copies of letters Conable sent to others and copied to Qureshi; copies of memoranda and notes sent by or through Qureshi to Conable; and copies of correspondence Qureshi and his staff prepared for Conable's signature. None of Qureshi's correspondence to Conable were returned with the President's comments. Memoranda and notes that Conable sent directly to Qureshi are filed in Qureshi's subject files.

Most of the correspondence from Conable's era was sent when Qureshi was Senior Vice President for Operations (SVPOP) beginning in 1987. Correspondence covers subjects including: debt; Special Action Program for African countries; International Development Association (IDA) allocations; country lending and emergency situations; and adjustment lending and operations.

The series also contains an index of all of Qureshi's correspondence, 1979-1991, indicating the date, subject, and occasionally, the type of correspondence.

Subject files

Series contains subject files created and maintained during Qureshi's career in the World Bank Group (WBG). Although the files are most voluminous for the period during which Qureshi was the Bank's Senior Vice President for Operations, 1987 to 1991, the series also includes records accumulated while Qureshi served in his various capacities at the international Finance Corporation (IFC), through his tenure as Senior Vice President of Finance, 1981 to 1987. Subject files also contain some reproductions of earlier publications and documents within the files dating from 1945.

Records include outgoing memoranda, letters, draft loan issuances, minutes, copies of Qureshi's speeches and articles, press releases and clippings, Qureshi's handwritten notes and comments, and occasionally externally-authored papers and reports. Several of the files contain Board papers presented to Executive Directors regarding a given topic.

Moeen Qureshi files

The majority of the subfonds consists of records created and maintained by Moeen Qureshi from the start of his career at the World Bank Group's International Finance Corporation (IFC) to his retirement from the Bank in 1991. Although the subfonds is most voluminous for the period during which Qureshi was Senior Vice President for Operations from 1987 to 1991, it also contains records accumulated during his various positions at IFC beginning from 1972 through his tenure as Senior Vice President of Finance (SVPFI) from 1980 to 1987. Earlier reproductions of publications and other documents kept by Qureshi date from 1945. The fonds also contains Qureshi's collection of institutional circulars that were added to by the Archives up to 1993.

PRDPD work program and working group records

This series includes records related to work programs and working groups Geoffrey Lamb participated in or helped develop as the Adviser for the Policy Development Unit (PRDPD) of the Policy and Review Department (PRD). This includes records related to development and implementation of a work program related to economic policy reform in post-apartheid South Africa from 1990 to 1991. The development and implementation of the work program was done in close collaboration with PRDPD, the Public Sector Management and Private Sector Development Division (CECPS) of the Country Economics Department (CEC) within the Development Economics Vice Presidency (DEC), and the Country Operations Division (AF6CO) of the Africa Regional Vice Presidency (AFR). The records include correspondence and memoranda between Lamb, the Africa Region Vice President (AFRVP) Edward Jaycox, AFC60 staff, and CECPS staff. The records also include: back-to-office reports (BTOs) regarding economic missions in South Africa; extensive academic papers, reports, and newspaper articles produced outside the Bank related to South Africa and its economy; CECPS produced economic policy papers and reports; and meeting minutes and summaries regarding meetings with members of the African National Congress (ANC), and meetings between World Bank President Barber Conable and South African Government Ministers.

The series also includes records related to the Working Group on Military Expenditure in which Lamb participated in 1991. The Working Group was a response to the International Monetary Fund's (IMF) paper Military Expenditure and the Role of the Fund. The Working Group was given the responsibility to assess areas of Bank operations that address issues related to military expenditure, and create a report for the Bank President in preparation for the Joint Annual Meeting of the IMF and World Bank. The working group records include: correspondence and memoranda between the working group members; lists of working group board members; summaries of Fund Board meetings regarding the IMF Military Expenditure paper; summary reports on Bank work related to military expenditure; back-to-office reports (BTOs); meeting minutes of the Executive Director's Board regarding military expenditure; additional background papers and reports related to military expenditure; and letters prepared by Bank President Barber Conable, Senior Vice President of Operations (OPNSV) Moeen Qureshi, and IMF Managing Director Michel Camdessus regarding military expenditure.

Public Sector Management Unit (EMTPM) ECA/MENA Technical Department chronological correspondence files

The series includes chronological correspondence, memoranda, and other records created or received by Geoffrey Lamb while serving as Unit Chief in the Public Sector Management (EMTPM) unit of the shared regional ECA/MENA Technical Department of the Europe and Central Asia Vice Presidency (ECA). The records include memoranda and correspondence primarily between Lamb, ECA Vice President Wilfred Thalwitz, EMTPM staff, ECA Region staff, and Middle East and North Africa Region (MNA) staff. The correspondence and memoranda cover the following topics: ECA and MNA Regional Actions Plans for Technical Assistance (TA); EMTPM organized seminars, workshops, and training sessions; economic sector work (ESW) and Institutional Development Fund (IDF) lending for public sector management projects in the ECA Region; Dutch Trust Fund resources for ECA countries; and EMTPM planning priorities and consultant recruitment. Back-to-office (BTOs) mission reports and Terms of Reference (TORs) are interfiled among correspondence and memoranda. Incoming and outgoing correspondence sent and received by Lamb from individuals and organizations external to the Bank are also included. The chronological correspondence files also consists of sub-files containing: copies of faxes, telex messages, and cables sent to Lamb; travel request records; leave request records; expense reports; timesheets; and performance review records.
