Budget management

Series consists of records maintained by the front office of the Education Team of the Human Development Network (HDNED) related to fiscal year business planning and reviews in preparation for budget allocation and monitoring. Business plans were developed by the sector director and advisers and were subsequently endorsed by the Education Sector Board on which the director served as chair. Records were predominantly created between 1997 and 2001 by Directors Maris O'Rourke and Ruth Kagia and other senior staff including Bruno LaPorte, Jamil Salmi, and Sukai Prom-Jackson. The records provide contextual information about the organization of HDNED teams, the sector's thematic activities, strategic objectives, support to Bank regions, partnerships, spending, and lending.

Record types within the series include memoranda, hard copy emails, budget sheets, staffing lists, cost and expenditure tables, guidelines, hard copy presentation slides, HDN issues notes, and draft and final reports concerning the sector'sbusiness plans, mid-term review of work programs, and retrospective reviews. These records, particularly the reports that are in table form, detail the sector's various work programs, such as early childhood education, under which the program's various themes, activities, projects and outcomes, and regions of focus are outlined.

Correspondence is between HDNED director or other senior staff and the Human Development Network Vice Presidency (HDNVP), Human Development Network Operations (HDNOP), and Strategy, Finance, Risk and Resource Management (SFRRM) regarding the planning process and budget matters, and allocation of funds to the regions and HD anchor.

Series also includes a file from 2004 containing records related to global partnerships and programs, specifically preparation of the Development Grant Facility (DGF) work program, budget, and Global Program and Partnerships (GPP) portfolio review. Among the records are a hard copy presentation on DGF and proposed DGF budget FY05 to executive directors, hard copy emails attached to DGF summary information with budget requests and allocations, DGF work program task outlines, draft report, and DGF Council correspondence and reports on allocations for HDN. Correspondence is mainly between HDNED staff and DGF manager.

Grant and trust fund management

Series contains records of the Human Development Network Education Team (HDNED) and previous units related to the management of funds to support global and regional development initiatives. Records document financial support for various education programs under the Bank's Special Grants Program (SPG) as well as the Development Grant Facility (DGF) approved in fiscal year 1998 which later absorbed the SPG. Most records in this series relate to DGF-supported programs. The programs represented in the records were implemented by the Bank's development partners including United Nations agencies, international organizations, bilateral agencies, foundations, and the private sector. DGF programs consisted of: country-level activities; capacity building; knowledge initiatives such as organization of conferences and training; and collective action across countries on education sector priorities.

Partnerships and programs represented in the files include, but are not limited to: World Education Forum for the Education for All (EFA) program; United Nations Educational, Scientific and Cultural Organization Institute for Statistics (UIS) program of education statistics to monitor country-level progress towards EFA goals; Global Development Network (GDN) to support education research; Association for the Development of Education in Africa (ADEA) and knowledge initiatives; Forum of African Women Educationalists (FAWE); and International Programme for the Improvement of Educational Outcomes (IPIEO).

Records were createdand maintained between 1995 and 2005 by various HDNED staff primarily including Shobhana Sosale, senior education specialist and program manager for trust funds, Task Manager and Economist Elizabeth (Beth) King, Adviser Marlaine Lockheed, and Sukai Prom-Jackson. The records reflect the activities of program managers throughout the grant and trust fund cycle, including preparation and review of grant proposals for the sector board, handling communication with partner grant recipients, preparation of the Letter of Approval (LOA) issued by the HDN vice president, arranging disbursement of funds, and the audit and evaluation of programs. Other records reflect participation in Bank and externally organized conferences and workshops on trust funds, and the trust fund learning and certification program.

Files contain detailed information on grant and trust fund-related programs, activities, achievements, and partnerships and contain the following formats: internal memoranda; all-in-1 notes and email hard copies; incoming and outgoing letters; handwritten notes; draft and final proposals; partnership approval and tracking system (PATS) output reports; guidelines; recipients' annual, financial and technical reports; recipient and internal progress reports; expenditure statements; budget reports; funding data tables; agenda and minutes of meetings; background papers, some prepared by the sector; fiscal year education DGF strategy and programs draft paper; letters of representations; lists of program trust funds; and printed material produced by partner organizations.

Internal correspondence is mostly between the responsible HDNED program manager or director, sector staff, and sector board, and HDN vice president. The correspondence covers various matters such as: reviews of proposals including recruitment of external peer reviewers for proposals; survey data for DGF applications; feedback and comments on proposals, including from the Education Sector Board; reporting on priorities for use of trust funds; the Bank's trust funds management reform; and announcements of trust fund agreements from the Trust Funds and Cofinancing Department (CTF). Other correspondence and associated records, such as the draft DGF sector strategy proposal, detail how funding was shaped by the Education Sector Strategy Paper issued in 1999.

Hard copy emails between program manager Sosale and the DGF unit and with HDNED directors concern the disbursement of educational grant program funds and contain general details on proposed individual programs and fiscal year priorities for funding. Attached to these emails are score cards of proposals from DGF manager, submission summary report, and strategy reports.

External correspondence includes the LOA sent by HDNVP to the president or head of the partner and recipient organization, and letters or hard copy emails from the director and program managers about proposal preparation, use and disbursement of funds, and other matters and queries such as categorization of funding.

The series also consists of records related to the Bank Netherlands Partnership Program (BNPP, 1997 - 2003) that contain funding proposals for the Dutch Trust Fund, email hard copies and memoranda outlining prioritized proposals by Marleen Dijkman (HDNHE) and from Education Sector Board Secretary Margaret Amaral to HDN Vice President David de Ferranti. Records document activities, timeline, and costs of regional and global activities in the education sector such as girls education and EFA.

There are also files related to rejected proposals and task managers' meetings (2000 - 2001).

WID reference files

The series consists of Women in Development (WID) reference files that contain numerous reports, articles, and policy records produced by both the World Bank and outside agencies. Correspondence and memoranda are interfiled with some of the reference files. All reference files are devoted to a particular topic pertinent to women related issues, including: agriculture and rural development; basic needs; anthropology; children; education; fertility; female circumcision; housing and development; poisons; populations; water and sanitation; and so on.

Included are a number of budget reports, including some that were created for the Environmentally Sustainable Development Vice Presidency (ESD). These include: ESD Work Program Indicators (FY96 and FY97); ESD Retrospective Reviews (FY 94, FY 95, and FY 96); ESD Original FY95 Work Program; ESD FY96-98 Business Plan; ESSD FY98-00 Business Plan; ESSD Final Budget Outcome. Also included are records that relateto: the Leadership Asset Management Program (LAMP); the allocation of funds to the Development Grant Facility (DGF); and budget planning for FY00 and FY01.

CGIAR meeting and planning records

Series consists of records related to Consultative Group on International Agricultural Research (CGIAR) and ESSD Vice President Ian Johnson's role as CGIAR Chairman. Johnson served as Chairman from 2000-2006. Records relate to CGIAR planning and policy development and to CGIAR meetings, conferences, and workshops.

Series contains agendas, supporting materials, and notes related to a variety of meetings, conferences, and workshops participated in and/or attended by Ian Johnson, including: European Donors Meeting, Paris (17 April 2001); CGIAR System Office Workshop (13-14 March 2002); CGIAR North American Donors Meeting (5 April 2001); and CGIAR's Synthesis Meeting, Reading, UK (4-7 October 2000). Materials supporting the European Donors Meeting are also included.

Supporting materials include numerous reports. A number of these reports relate to CGIAR planning, organizational changes and strategies and were authored by the CGIAR's Change Design and Management Team (CDMT). Reports on these activities preparedby the CGIAR Technical Advisory Committee (TAC) are also included.

A small amount of records which relate to the Operation Evaluation Department's (OED) meta-evaluation of CGIAR of 2002 are also included. The majority of these records are correspondence and discuss CGIAR staff feedback and comments.

Management and oversight

Series consists of records related to management and oversight activities of ESSDVP. Records primarily relate to high-level meetings attended by ESSD Vice President Ian Johnson within ESSD as well as other units and committees of the World Bank. This includes meetings with Bank President Wolfensohn and Managing Director Shengman Zhang as well as meetings of the Bank's Operational Vice Presidents. Records from Bank-wide Corporate Days (1998-2002) and Strategic Forums (2000-2001) are also included. These records include: background notes (prepared for ESSDVP Ian Johnson by ESSD staff); presentation notes and slides; correspondence; progress reports; agendas; and follow-up materials.

Records related to management and organizational meetings of the ESSD include: ESSD Council meetings (2001-2003); ESSD Anchor meetings (2000-2001, 2003); ESSD FY02-04 Business Planning MD/VP Meeting; ESSD FY04-06 Strategic Planning; ESSD Knowledge Management strategy (1998-2000); and ESSD Management Retreats (including EnvironmentSector Board retreat [2002]) and Team Meetings.

Daily schedules

The calendar has daily information on President McNamara's whereabouts, visitors, and telephone calls for his entire office. Itineraries, programs, guest or participant lists, briefings or correspondence pertaining to the occasion are occasionally attached to the daily schedules.

Development Committee files

This series contains President Clausen's records related to the Development Committee meetings from 1983 through 1986. Formally the Joint Ministerial Committee of the Boards of Governors of the World Bank and the International Monetary Fund on the Transfer of Real Resources to Developing Countries, the Development Committee was established in 1974 with its own secretariat that maintained the official records of the Committee.

The records in this series, therefore, are Clausen's office files on the Development Committee meetings during his tenure (meetings 21-28). The records, organized by meeting, include correspondence, memoranda regarding the meetings, drafts of the President's opening remarks and the President's Report to the Development Committee, summaries of Committee discussions, and statements to the press. The files also contain papers and reports prepared for the Development Committee, including the Development Committee Annual Report, task force and working group reports, and papers on topics such as development in Sub-Saharan Africa, the world economic outlook, and external debt problems of developing countries.

Annual Meeting files

This series contains President Clausen's records related to the Annual Meetings of the Board of Governors. The records are a mix of substantive and administrative materials, from lists of delegations and special guests to briefing materials on countries and issues. The files contain the President's opening and closing remarks, speeches and addresses; records relating to the annual Ministers' luncheon, Co-Financing breakfast, and the Latin-American Governors' luncheon; records of press conferences; correspondence and memoranda regarding appointments with country delegations; schedules, letters of invitation and thank you notes.

President's Council minutes

The President's Council was established by President Woods in March 1965. Originally composed of the Vice-Presidents, the Economic Adviser to the President, the General Counsel and the Directors of the Information, Administration, and Development Services Departments, the size of the President's Council increased to more than twenty members after the McNamara reorganization of 1972, including the Senior Vice-Presidents, Vice-Presidents, and Department Directors. For discussion of special topics, additional persons attended on an as needed basis.

This series consists of the minutes of the President's Council meetings prepared by the Personal Assistant to the President. It contains occasional notes, drafts and annotations by President McNamara. Minutes of the Council record President McNamara's reports on official trips, meetings or interviews, recommendations, and special assignments, and members' reports on the activities of their sector or department. Issues discussed at the weekly meeting included relations with the Board of Directors, the Annual Meeting, lending and borrowing programs, the IBRD and IFC capital increases, the IDA replenishments, the Third Window, and the work of the Pearson and Brandt Commissions. The organization of the Bank, personnel issues, the status of particular projects, and studies on population control, rural development, urban poverty, health, women or energy were also major topics on the Council's agenda.

World Bank Documents on management and operations

This series consists of sample reports compiled by the President's office to provide President McNamara with examples of the various types of documents and reports commonly produced throughout the Bank. Each sample is an actual Bank report, accompanied by a short description of the report type explaining the report structure and function within the operations and management of the Bank. Standard report types included in the series are: Monthly Operational Summary; IBRD Financial Policies Report; Administrative Budget; President's Report; Appraisal Report; Supervision Report; Audit Report; Evaluation Report; and Country Economic Report. The reports used for this sample are dated between 1971 and 1973.

Travel briefings

This series contains records related to President Conable's trips and attendance at meetings and conferences abroad and appearances and presentations inside the United States. The first file contains a table of travel undertaken by the President from September 1986 through September 1990, with columns for the dates, region visited, the country/state/city/town/field location visited, the purpose of the trip, meeting dates, and whether Mrs. Conable accompanied the President.

The files consist of travel itineraries background information on countries, briefing notes for meetings, arrival and departure statements and sometimes speeches, press conference briefings, remarks, schedules of meetings and appointments, agendas, correspondence with government leaders (including thank you notes), lists of government officials and biographical data, general background information on countries and governments, notes on projects and field visits, and maps of the country. A videotape is included on Conable's trip to India in November 1987.

Chronological files (outgoing)

This series contains letters and memoranda signed and sent by the President. Topics range from substantive issues of development assistance to social and public relations messages. Letters are addressed to foreign heads of state, government officials, banks, private citizens, US Senators and Congressmen, scholars, development institutions and academics, heads of organizations, diplomats, and journalists. Some internal messages and memorandam, including memoranda to the files, are included.

This is a verycomplete record of Conable's views on all matters that came before him and of the people with whom he corresponded. Although these are duplicate copies of records that should appear elsewhere in the files of the President's office or the Bank, this is a particularly useful series when other files have gaps.

Space Files

The series concerns the expansion, retrofit and reconstruction options for buildings occupied by the Bank in Washington, DC (known as Buildings A, B, C, D, E, F and I). It is the most complete set of records in the President's office on space issues facing the Bank.

More than half of the files are reports submitted to the Bank by architects, real estate appraisers, and real estate developers. The internal memoranda and external correspondence cover such topics as the space needs of the Bank, real estate values, and the acquisition and sale of properties, in particular the agreement between the Bank and the IFC regarding the transfer of the responsibility for the IFC building. The International Monetary Fund's expansion is the subject of one file.

Liaison files - U.S. Government

This series contains the records of President Preston's interaction with both Congressional and Executive branches of the U.S. Government. The files include information on legislation affecting the Bank or its staff, briefing notes and minutes of the meetings with the Members of Congress and senior officials in the Executive Branch, and correspondence with the White House. The file on the White House contains mostly records from the Conable Presidency.

Chronological files

This series contains President Preston's outgoing correspondence, principally letters, between December 1990 and May 1995, as well as some incoming correspondence addressed to Preston, and other correspondence originating in the Office of the President. The first file predates Preston's tenure at the Bank. As the series covers the entirety of Preston's term, records created during his leave of absence by acting President Stern and other Office staff are included.

Because the Preston records are scant, this series of formal outgoing letters provides an important overview of the external liaison activities in which the President engaged.

Records of the Portfolio Management Task Force (Wapenhans Report) and follow-up

In February 1992, Lewis Preston ordered a study of the Bank's basic portfolio management and evaluation process for loans and credits. Headed by Willi Wapenhans, who was assigned to the President's office for the study, the Portfolio Management Task Force produced a report in September 1992 that is one of the most famous in the Bank's history. It argued that the Bank did not pay enough attention to the implementation and supervision of loans and that sustainable development impact is the true measure of success. The Wapenhans Report, as it came to be known, was presented to the Board of Executive Directors in November 1992. In January 1993 Preston assigned Visvanathan Rajagopalan, who as a vice president who had been a member of the advisory council to the Task Force, to coordinate discussions regarding the implementation of the recommendations in the Task Force report.

The files are in 2 parts. The first part is the files of Wapenhans as the chair of the Task Force. These files were inherited by Rajagopalan as he worked on the implementation of the report during 1993. The second are the files of Rajagopalan, both a file regarding the work of the Task Force that he had maintained while he was the Vice President, Sector and Operations Policy, and files that he created during the follow-up period.

This series is the central source for information on the work of the Task Force. It includes the record of the discussion of the Executive Directors at the time the Task Force was formed and the background documents for the meeting of the Executive Directors after the report was issued, the minutes of the meetings of the Task Force from March through June and the audio tapes and the transcripts of a 2 day meeting with partner organizations (cofinancers), and feeder studies on topics ranging from the Bank's internal culture to the use of information technology.

Records regarding the Consultative Group on International Agricultural Research (CGIAR)

This series contains records compiled by Visvanathan Rajagopalan in his capacity as Chairman of the Consultative Group on International Agricultural Research (CGIAR). The records include his correspondence, agendas and travel plans for meetings, copies of papers presented at meetings or circulated prior to meetings, copies of his introductory remarks delivered at meetings, his briefing books for International Centers Week (the annual meeting of the international agricultural research centers that form the CGIAR network), and scattered reports of the CGIAR Oversight Committee and its Technical Advisory Committee. Correspondence covers meeting arrangements; appointments, salaries, and other personnel matters affecting staff; and resource allocations. The series includes a small amount of the correspondence of Wilfried Thalwitz, Rajagopalan's predecessor as chair of CGIAR.

Chronological files

Series consists of incoming and outgoing correspondence on a variety of topics. Correspondence takes the form of faxes, letters, and memoranda.

External correspondents include: staff members and diplomats at the United Nations; representatives of energy and environment-related organizations; leaders in the financial sector; government officials from various countries; academic institutions; and nongovernmental organizations (NGOs).

Series includes internal memos to President Wolfensohn. These are generally brief and relate to information sharing, mission and meeting briefing, planning and logistics, brief advisory submissions, and reports on Strong's activities. Other memos are to World Bank Group (WBG) senior management including managing directors and vice presidents. Topics are wide-ranging.

Faxes from Strong's office at the WBG to Strong's assistant are included. These generally include information for upcoming meetings and logistical information provided to Strong when he was away from Washington, DC

A small amount of correspondence relate to Strong's separate roles as chairman of the World Resources Institute (WRI) and the Earth Council.

Liaison files - U.S. Government

This series contains the records of President Conable's interaction with both Congressional and Executive branches of the U.S Government. The files include information on legislation affecting the Bank or its staff, briefing notes and minutes of the meetings with the Members of Congress and senior officials in the Executive Branch, and correspondence with the White House. A few documents are included from the end of the Clausen Presidency.

A general file covers Congressional matters, in addition to files on the House of Representatives and the Senate. One subject file is included, on an initiative by the U.S. Treasury Secretary James Baker III and Senator Bill Bradley to develop a new strategy to manage international debt. In addition, one file is included on the Bank's relationship with the government of the District of Columbia.

Subject files

The files in this fragmentary series contain primarily memoranda and reports on a few administrative topics. Some of the items in the files had been accumulated by Khann's predecessor as Special Assistant, Josue Tanaka. Some files are useful because they continue a subject found elsewhere; for example, the environment file in this series complements and extends the environment file found in the Haug subject files. The private sector development file postdates the Conable Presidency.

Budget files

The series consists of FY88 budget appeals and the effect of reorganization on the budget, budget policy and discussions, planning and budget guidelines; a budget framework paper; records of midyear budget reviews, the FY89 work program, and budgets for regional offices. The records also include the initial budget guidelines provided to the senior management group by President Conable.

Subject files

This series provides an unusually good overview of the scope of issues handled by staff assistants in the Office of the President. Unlike the Stanton files in WB IBRD/IDA 03 EXC-11-02 which are focused on reorganization and space needs, the Haug files cover a very wide range of administrative matters and program topics. The Bank's increasing emphasis on environmental and social issues is reflected here, in such files as environment, forestry, population, and women in development. The monitoring of program operations can be traced in such files as annual sector reviews and strategy papers from Bank entities. Haug also had special interests in staff issues, reflected in files on outside interests and activities, the staff association, the staff retirement plan and staff compensation.

Haug brought some files with her to the President's office, including those on the Joint Committee on Staff Compensation and the Outside Interests Committee, from which she resigned when she joined the President's staff. In addition, a few documents from 1991 in the U.S. estate tax file post-date her tenure and presumably were filed by the President's office staff into Haug's subject file after she departed.

Correspondence

This series consists of external correspondence received by President Wolfensohn during his tenure as World Bank Group president. It also includes internal correspondence received by the president from 2000 to the end of his tenure in 2005. Internal and external correspondence was, from the beginning of Wolfensohn's tenure in 1995 to the end of 1999, managed separately and in separate sequences in the Office of the President's (EXC) document management database. Internal correspondence from this period is arranged elsewhere in this subfonds. Beginning in 2000, external and internal correspondence were combined and have not been separated, resulting in the inclusion of internal correspondence from 2000 to 2005 in this series.

The majority of external correspondence files are initiated by incoming correspondence. These take the form of letters, faxes, and emails and can sometimes include accompanying information in the form of brochures, fact sheets, reports, and similar. A small amount of external communication is initiated by the Office of the President (EXC). The purpose of this type of correspondence can include expressions of congratulations or gratitude, requests for participation in programs or conferences, or requests for donations.

Upon receiving or initiating a correspondence, the letter was logged in the correspondence management database and given a reference number. A profile for each piece of correspondence was completed and, in almost all cases, this information was added to the physical file in the form of an "External Correspondence Profile". The profile includes a description of the correspondence (name, organization, addressee at the WBG, date, and topic) and the WBG office and individual designated for action. In most cases, the "action" is to draft a response either for the president's signature or by a member of WBG senior management in the president's place; in these cases, instructions and a due date are provided. In addition to the profile, each external correspondence package may consist of internal memoranda or emails discussing the response (including related past communications and other materials to provide background information) and the response itself. In some cases, responses to correspondence were made by telephone and this is noted in the internal correspondence or on the correspondence profile. In others, it is determined that no response is necessary and this is noted in the instructions in the correspondence profile. Generally, all materials relating to a single correspondence are stapled together. Some of the incoming correspondence is in a language other than English; in these cases, an English translation is usually provided either by the correspondent or by the Bank.

The types of external correspondents included in this series are wide-ranging. They include: country leaders, government officials, and diplomats; international organizations; non-governmental organizations (NGOs) and other members of civil society; foundations; academic and research institutions; public figures; and private citizens.

Note that the correspondence unit also received and logged personal correspondence received by President Wolfensohn. Following its registration, personal correspondence was managed separately and is not included in this series. However, as the personal correspondence was logged, it did receive a reference number and this explains the missing items in the reference numbering sequence. In later years, beginning in 2002, a paper was inserted into the physical correspondence that read "JDW Personal Mail (No File Copy)".

The topics covered in the correspondence are varied. They include: requests for financial support or information; expressions of gratitude and congratulations; invitations for the president to visit a country or organization, to participate in conferences, to speak at events, or to contribute an article; invitations for the president to attend social events; knowledge and information sharing; and networking and making connections.

As noted, this series includes internal correspondence received and sent by President Wolfensohn from 2000 to the end of his tenure in 2005. Internal correspondence makes up a very small percentage of the records during this time. Correspondents generally include members of the WBG's senior management and relate to information sharing, responses to President Wolfensohn's requests for information, discussion of personnel decisions, updates on projects, and courtesy copies of correspondence between other WBG staff.

Board of Executive Director meetings and event briefing materials

This series consists of records relating to preparation for President Wolfensohn's participation in meetings and other engagements with the World Bank Group's (WBG) Board of Executive Directors. The Board plays a role in deciding on proposals made by the WBG president relating to loans, credits, and guarantees, new policies, and administrative budget. The WBG president serves as chairman of the Board, meeting regularly with the Board of Executive Directors, both formally and informally. Records in this series relate to both formal meetings between President Wolfensohn, WBG leadership, and the Board as well as informal meetings on specific topics often consisting of individual or small groups of executive directors and the president.

Records in this series primarily take the form of briefing materials created for President Wolfensohn. Briefing materials for formal meetings of the Board are primarily compiled by Office of the President (EXC) staff and WBG senior leadership, including managing directors and vice presidents. Generally, these briefing materials are not as organized or consistent as other briefing materials created for the president; they usually lack cover sheets and indexes and internal correspondence and correspondence with executive directors is often included along with other material.

Briefing materials for most formal Board meetings include a "Document Log" sheet at the beginning or end of the records that is generated by EXC's document management system. The log usually contains information about: the meeting (agenda, participants, etc.); nature of President Wolfensohn's participation; and the roles and support provided by WBG staff.

Other briefing materials include Bank reports, minutes from past Board and non-Board meetings, talking points, and summaries of comments submitted to the president on specific topics. Also note that, while the WBG president chairs meetings with the Board of Directors, WBG leadership and staff are often responsible for presenting proposed projects, policies, or other topics. As such, briefing material includes presentation materials, either in the form of notes or presentation slides, authored and disseminated by WBG staff.

Briefing materials for informal meetings can include a covers sheet describing the origin and purpose of the meeting, background materials on topics to be discussed, biographies of meeting counterparts, and internal correspondence relating to the planning and preparation for the meeting. Briefing materials for ad hoc events involving executive directors, such as seminars, dinners, or field trips, contain records similar to above as well as logistical information.

Country and region area files

Series consists of country and area records containing information on individual countries and various geopolitical areas. In some cases, records relating to individual countries are general in nature, covering a variety of topics. Other folders primarily relate to specific operations in the country or specific topics related to the country. Note, however, that folders with titles indicating a specific topic may also include records relating to other topics, activities, or World Bank Group (WBG) operationsin that country.

Records include correspondence and briefings originating in the WBG as well as correspondence, reports, and background information from government officials and offices, nongovernmental organizations (NGOs), or other external partners and sources.

Travel files

Series consists of records relating to McHugh's travels in late 1994 and 1996. Travel includes: the "Lesson with Borders" conference in Denver, Colorado in May 1996; Des Moines, Iowa for various meetings in June 1996; meetings with the heads of foundations in Washington, DC in March 1996; and a Socratic Seminar during the 1994 Board of Governors Annual Meetings in Madrid, Spain in October 1994.

Records consist of briefing notes, schedules and agendas, logistical materials, meeting notes, and correspondence.

President briefing books

Records relate primarily to two engagements with commissioners on the International Financial Institutions (IFIs) Advisory Commission (also known as the Meltzer Commission) held in November 1999 and February 2000. McHugh played a significant role monitoring the commission and briefing World Bank Group (WBG) President Wolfensohn on the commission.

Records relating to the IFI Advisory Commission include briefing books for a dinner with the commission on November 1, 1999 and for a hearing with the commissionon February 2, 2000. Briefing book records consist of talking points, background on the formation of the commission, background on commission members, and papers and reports on the topic of IFIs authored by commission members.

Other records in this series relate to a series of meetings President Wolfensohn had with units of International Finance Corporation (IFC) in December 1997. Records consist of briefing materials as well as resources provided to President Wolfensohn following individual meetings.

Daily scheduling

Contains records related to the daily scheduling of President Wolfensohn's activities. Schedules cover activities related to both his roles as World Bank Group president as well as a private citizen, although in the case of the latter less detail is included. World Bank Group business and personal activities often overlap.

Records include daily schedules for President Wolfensohn and indicate travel, meetings, meeting participants, and other activities. Daily schedules are available for nearly every day of President Wolfensohn's presidency. In some cases when President Wolfensohn was on extended travel, a separate schedule bundle was created in place of, or in addition to, regular daily schedules and these are included as well. In a small number of cases, briefing material accompanies the travel schedule.

Other materials include long-term monthly calendars printed off monthly or bimonthly for the following six months.

Photograph documentation

This series contains photographs documenting internal and external meetings, speaking engagements, appearances, mission travel, and other events participated in by President Wolfensohn or otherwise related to the activities of the Office of the President (EXC). Most photographs are taken by World Bank Group (WBG) photographers, although some were apparently taken by country offices hosting the president or by host countries or organizations who similarly documented the event and shared the photographs withthe EXC. In the case of photos shared by other parties, a letter or note that accompanied the photos is sometimes included.

Materials in this series are almost all photograph prints; a very small number of slides, negatives, and contact sheets are also included. Photographic prints range in dimension. The majority are color but black and white photos are also included.

Most photographs are in file folders, while some are in envelopes or, in even lesser number, scrapbooks. The number of photos in folders and envelopes generally range from one to ten photos, although there are instances where a folder can contain more than fifty photos, particularly those related to mission travel. A very small number of the photos are housed in frames, likely as the result of being given to President Wolfensohn as a gift.

Photos from President Wolfensohn's mission travel are the most numerable and cover a wide variety of activities, from meeting with country heads of state, government ministers, civic leaders, and private citizens, to touring cultural sites and WBG project. Mission travel includes both visits to country members who receive World Bank Group loans as well as travel to countries that fund and donate WBG operations. A number of travel-related photographs are of Elaine Wolfensohn, President Wolfensohn's wife, who accompanied him on much of his mission travel and would often tour project and cultural sites and meet with local people independently. A small number of photograph albums sent from country governments and/or representatives that had hosted President Wolfensohn are also included in this series.

Photos related to non-mission travel activities, primarily internal to the WBG or at events in the Washington, D.C. area, are also included. These include photos from the WBG / International Monetary Fund (IMF) Board of Governors Spring and Annual Meetings as well as internal events participated in or attended by President Wolfensohn, such as loan signings, social events, and staff recognition events. Photos with senior World Bank Group staff are also included.

A small number of photos not directly related to President Wolfensohn or EXC are also included in this series. These photos presumably were used for publications or communications originating in EXC. They include photos of senior staff, loan signings, World Bank Articles of Agreement signing, and country photos. Some of these photos date from prior to President Wolfensohn's tenure or are undated.

A small amount of textual materials accompany photos.These are primarily Document Log sheets generated by EXC and contain a description and date of the photo. Receipts generated by the internal printing unit are also included in a small number of folders. Records dating from 2004-05 that relate to the management and digitization of photos in this series are also included. Other textual materials sometimes found in folders alongside photos include agendas and itineraries from meetings and mission travel documented in the photos.

A small number of publications have been included in this series. These are generally travel or tourist publications that were either collected by WBG staff during President Wolfensohn's mission travel or gifted to President Wolfensohn during mission travel. Of these publications only one, a photo album commemorating the 1997 Annual Meetings in Hong Kong, relates directly to the World Bank Group.

Finance Committee file

The President's Finance Committee was established by President McNamara on 9 August 1979 together with the Personnel Management Committee. Both committees operated as sub-committees of the President's Council. The purpose of the Finance Committee was to deal with such matters as liquidity objectives, profit objectives, the lending rate, financial structure, and IDA transfers. The membership consisted of the President as chair, the Senior Vice President, the Vice President for Finance who served as vice chair, the Vice President for Operations, the Vice President and General Counsel, the Vice President and Secretary, the Vice President and Treasurer, and the Director, Programming and Budgeting.

The series contains the agenda and minutes of the Committee meetings between August 1979 and June 1981. It includes papers regarding the currency pooling system, debt problems of developing countries, co-financing, the cost of IBRD borrowings, criteria for selective capital increase and other papers distributed to the members of the Committee for discussion.

Chronological file (outgoing)

This series consists of copies of letters and memoranda drafted by McNamara or drafted for him, in his Office or another department of the Bank, except those drafted by the Bank's Department of Information and Public Affairs (IPA). Originally this series contained the Personal Assistant to the President's copies of McNamara's outgoing correspondence, with the President's office maintaining a separate series of McNamara's personal outgoing letters. Beginning in 1973 these two were merged in this series.

The addressees are heads of States, international organizations and regional banks, government officials, Bank Governors and Executive Directors, U.S. Senators and Congressmen, bankers, lawyers, journalists, publishers, and scholars. Subjects range from congratulations, invitations to the annual meeting of the Bank and thank-you notes following official trips, to World Bank bond issues, the replenishments of IDA, the approval, status or questioning of a loan, development activities of other agencies, and development policy. The series also includes short memoranda addressed by McNamara to his senior staff that reflect the President's close monitoring of the operations of the Bank and his particular concern for the areas of agriculture, education, nutrition and population.

Travel briefings

This series contains the briefings prepared for President McNamara's official trips. It includes notes by McNamara, some handwritten; correspondence with senior staff and government officials; and staff reports on visits.

The briefings consist of schedules, airport statements, government lists and biographies, lists of topics for discussion, basic data and maps, background information on the political and economic situation and the Bank's operations in the country visited and, for Part II countries, aid programs and IDA contributions. Schedules, statements, biographies, and topics for discussion are often annotated by McNamara, some heavily. If the trip included more than one country, the first file may include general information on the region. While most files contain a full briefing, a few files include only the list of persons visited or a schedule.

The 1980 files on an African trip include a file of Mrs. McNamara's activities. The series includes one photo from McNamara's trip to Peru in 1976.

These files are valuable for any researcher looking at the Bank's relationship with a country. The rich analytical material in the briefing file pulls together the Bank's information on a country at a particular date which, when supplemented with McNamara's notes, give a snapshot of the country's stage of development and its political climate.

FSEVP budget monitoring and planning records

The series consists of budget monitoring records for the fiscal years 1999 to 2002 for FSEVP and its subordinate departments and units. The budget records include correspondence and memoranda; work program budgets; budget guidelines reports; quarterly and mid-year budget review reports; staffing expense reports; budget allocation; status budget reports; and budget deliverables. Proposed and planned budget records are also included for projects funded by the New Spending Authority (NSA) as part of the WorldBank and IMF Financial Sector Assessment Program (FSAP) for the years 1998 to 2001. The FSAP records include retrospective reports, strategic compact funding, and cross support budget records.

Records of the General Research Advisory Panel and the Special Research Advisory Panels

This series contains the records of the General Research Advisory Panel (GRAP), reports of most of the Special Research Advisory Panels, and detailed records of two of the Special Panels: the Research Advisory Panel on Industrial Development and Trade (ID and T) and the Research Advisory Panel on Income Distribution and Employment (RAPIDE). The GRAP was a panel of outside experts chaired by Sir Arthur Lewis and established by the Bank in 1978 to review the entire research program of the Bank. GRAP was assisted in its work by eight Special Research Advisory Panels which examined and made recommendations on Bank research in specific sectors: Agriculture and Rural Development; Industrial Development and Trade; Commodities; Energy, Water and Telecommunications; Transport; Income Distribution and Employment; Education; and Population. For administrative purposes, the panels were assigned to the Office of the Vice President, Development Policy (VPD), and Suman Bery in VPD served as secretary.

The GRAP records include: biographical notes on and Terms of Reference for panel members; a letter of appointment for each panel member; extensive background documents on the World Bank, the World Bank research program, and the Research Committee; lists of assignments for individual panel members; schedules for the October 26 - 28, 1978, March 5 - 7, 1979, and June 6 - 8, 1979 meetings and handwritten notes from the October and June meetings; various drafts of the panel's report and comments on the drafts from Bank staff; drafts and the final printed copy of President McNamara's November 6, 1979 memorandum to the Executive Directors regarding the GRAP report; the final printed GRAP report dated August 13, 1979 (R79-221); a Summary of Discussion at the Meeting of Executive Directors of the Bank and IDA, December 4, 1979 at which the GRAP report was discussed; memoranda to VPD Chenery regarding the responses of individual Executive Directors to the GRAP report and to President McNamara's memorandum on the report; and Bank staff memoranda regarding the GRAP recommendation for a Research Subsidiary in the Bank. Also included are 1979 - 1980 Bank memoranda regarding: planned follow-up to the GRAP report; funding and guidelines for research; and the Development Policy Staff (DPS) work program and budget for FY 81.

The records of the Research Advisory Panel on Income Distribution and Employment (RAPIDE) include: biographical notes on and Terms of Reference for panel members; individual panel members' letter of appointment and correspondence with other panel members and with Michael Beenstock in the Policy Planning Division who served as coordinator for RAPIDE; copies of Bank documents Beenstock provided the panel members as background material, including a number of memoranda concerning the Bank's research on Income Distribution and Employment; a list of specific assignments for individual members; the schedule for the panel meeting held October 10 - 12, 1977; correspondence with the chair of GRAP regarding the work of the RAPIDE members; various drafts of portions of the panel's report; a copy of the final draft, dated April 10, 1978; and comments from Bank staff on that draft.

The records of the Research Advisory Panel on Industrial Development and Trade (ID and T) include: biographical notes on and Terms of Reference for panel members; letters of appointment; background materials including memoranda and reports from Bank staff regarding research on industry and trade; schedules for the July 17 - 1, 1978, October 10 - 12, 1978, November 30 - December 2, 1978, and February 8 - 9, 1979 meetings and handwritten notes from the July and October meetings; various drafts of the panel's report and comments on the drafts from Bank staff; and copies of first and second Interim Reports of the Industry and Trade Research Steering Committee.

Included in this series are draft final reports for all the special panels except the ones on Population and on Education which are filed separately in (see folder numbers 30135058 and 30135060). Also included are copies of the Terms of Reference and the background reports for the Panel on Energy, Water and Telecommunications and a July 13, 1978 memorandum outlining plans for future work for the Panel on Transport.

Commodity Files of the Director, Development Policy

These files were compiled by the Senior Adviser whose title became in April 1974 Director, Development Policy. That position was held by Ernest Stern from 1972 to September 1975 and by Attila Karaosmanoglu from October 1975 to June 1979. The files include correspondence, reports, studies, publications and policy papers regarding commodities and Bank policy towards specific commodities. Topics covered include Bank policy for financing the production of a specific commodity, Bank policy on publication of information on commodities, commodity price forecasts and stabilization, and analysis of world production and demand for a commodity.

Policy Review Committee Files of the Director, Development Policy

These Policy Review Committee (PRC) records were maintained by the Senior Adviser whose title became in April 1974 Director, Development Policy, positions held by Ernest Stern from 1971 to September 1975; by Attila Karaosmanoglu from October 1975 to June 1979; and by E. Bevin Waide from July 1979 to 1982. A file typically contains a copy of a policy document or issues paper; minutes of the PRC staff review meeting and/or the PRC meeting at which the paper was discussed; and often background materials documenting the development of a policy paper before it reached the PRC including: comments on the draft paper from Development Policy staff and staff throughout the Bank, copies of memoranda between the Director, Development Policy and President McNamara and VPD Chenery, intra Development Policy Staff correspondence, and copies of Back-to-Office Reports forwarded to Stern or Karaosmanoglu.

Governance Task Force Chair's records

This series consists of records related to the study of governance maintained by K. Sarwar Lateef, chair of the Governance Task Force. Included are inputs about governance submitted by regional officers; the task force's working drafts, comments on drafts, and final versions of the "Managing Development: The Governance Dimension" discussion paper; and notes on the task force's presentation to the Board of Directors in June 1991. Also included are chronological files of governance-related correspondence to and from Lateef, some of which were created in 1992, after the Governance Task Force had been disbanded.

Indonesia project and research reports (Bahasa)

This series contains project and research reports on Indonesia that were prepared by or for the Government of Indonesia or as part of the regular work of an Indonesian institution. A few are pre-publication versions. They were obtained by Gloria Davis as background for her work on Indonesia.

In a few cases Gloria Davis obtained part of a series of reports in English and part in Bahasa; see, for example, the Survey Agro Ekonomi where working papers 8, 9 and 11 are English and the rest of the seriesis in Bahasa. Similarly, the early monitoring reports of the Baturaja and Way Abung monitoring by Institut Pertanian Bogor are in English, but the draft final reports are in Bahasa.

Personal file

The series appears to have been established by Davis when she began work at the World Bank, although it incorporates two papers that she wrote before coming to the Bank. Each file is titled with her name, the subject of the document it contains and usually a date. A file of drafts, primarily of papers Davis wrote in the 1970s, was added to the subject files.

Most of these items are memos or reports written by Davis during her first years at the Bank. They all concern Indonesia, and in them Davis' voiceand opinions are clearly expressed. Particularly interesting are notes she wrote following a visit to Saimen in August 1978, reporting on what residents told her about the Kali Tapan demonstration project.

Indonesia maps and charts

This series principally contains maps, but it also includes some oversize organization charts and schematic drawings. Approximately half are commercial maps of Indonesia, the remainder are maps created for projects funded by the Bank. Some project maps are hand colored or annotated.

The maps are extremely useful for studying the Bank funded transmigration projects, particularly the surveys undertaken in 1978 and 1979.

Subject Files of the Forestry Program

This series consists of the alphabetical subject files of the forestry program. The records include memoranda, correspondence, reports, policy papers, and drafts of papers and book chapters. The principal focus of the files is the development of the World Bank's forest policy paper of 1991, including a series of background reports commissioned from world forestry experts during 1990.

The records also contain files on the Tropical Forest Action Plan, a program sponsored jointly by the Bank and the Food and Agriculture Organization, the United Nations Development Program, and the World Resources Institute, including records that reflect the establishment of the Bank's policy on the Plan. Files on forestry projects throughout the world between 1991 and 1993 include correspondence, mission reports, sometimes project supervision and completion reports, and publications. A few files on the International Board for Plant Genetic Resources, although labeled Weekly staff bulletin, actually contain useful reports,background papers, and handbooks on the operation of the Board.

The records are unusually complete, and it is possible to trace the development of the 1991 forest policy paper in its entirety. The paper itself is published, but these files provide important background content and context for research on forestry policy.

Sub-Saharan Africa Hydrological Assessment records

Series consists of records related to the Sub-Saharan Africa Hydrological Assessment (SSAHA) project. The SSAHA was a United Nations Development Programme project (UNDP, Project # RAF/87/030). However, the World Bank served as the primary implementer of the project. The World Bank also helped finance the project, along with the UNDP, the African Development Bank (ADB), the French Ministry of Cooperation, and the European Community (EC).

The SSAHA was developed in response to requests from African governments to review the hydrological services in Sub-Saharan Africa. Its aim was to assist sub-Saharan countries in the creation and/or improvement of a sound hydrometric base for the purposes of planning and evaluating water resources development programs and projects. The project would evaluate the status of all existing water resource data and information and make recommendations for the filling of important gaps and for the general enhancement of the capability to measure, retrieve, process and publish hydrological data and information (Sub-Saharan Africa Hydrological Assessment Project Document; c. December, 1986; File #30187398). The project involved: preparing inventories of the present status of data collections, processing and publication including the listing of bibliographies; identifying the more important gaps that exist in present programs; and making recommendations on priority programs to fill the gaps including institutional and training aspects.

The SSAHA project was prepared by the World Bank in1986-1987 in consultation with the UNDP, the United Nations Department of Technical Co-Operation for Development (UNDTCD, later the United Nations Department of Economic and Social Development [UNDESD]), the World Meteorological Organization (WMO), regional African agencies, and African national governments. The UNDP approved the project in June, 1987 and the World Bank signed the Project Document as Executing Agency in the same month. The project became effective in September, 1987. A Steering Committee comprised of donor agencies, regional agencies, country representatives, WMO and UNESCO was established at this time. The UNDP chaired the Committee with the World Bank and ADB serving as co-chairs. It began to meet twice annually (or when convened by the Chairman) in November, 1987, to assist in the supervision of the project, to redirect approaches as needed, and to evaluate the project results.

Within the World Bank, the Agriculture and Rural Development Department's Production and Services Division (AGRPS) was designated the executing unit. Ulrich Kuffner served as task manager from 1987 until January 1, 1992 when Geoffrey Matthews, Agriculture and Rural Development Department, Technology and Natural Resources (AGRTN), replaced him. Torbjorn Damhaug of the African Regional Office, Environmentally Sustainable Division (AFTES), was made a co-task manager in 1994 or earlier. A Project Management Committee (PMC) was established in 1987 to serve as a liaison between the Agriculture and Rural Development Department (AGR) and the African Regional Office (AGR).

Series contains records created and received by the AGRPS that relate to SSAHA project planning, financing, execution, oversight, and evaluation. The majority of the records are organized into numbered volumes according to: consultant firm; African region; project organizer and/or financer; Steering Committee meeting; and general correspondence files.

Records relating to Regional African Agencies are numerous and contain correspondence between the Bank andthe Agencies' representatives. Folders are labeled according to region: South African Development Coordination Conference (SADCC, in 1992 renamed the South African Development Community [SADC]), and the International Authority on Drought and Development (IGADD, in 1996 renamed the Intergovernmental Authority on Development [IGAD]), as well as Madagascar, which is not included in one of the aforementioned Regions. Records relate to: project planning and negotiation; consultants' reports; planning of meetings and workshops; and coordinating with consultants. Records contain: drafts of consultants' reports and Regions' comments; back-to-office reports; Terms of Reference; consultants' proposals and contracts; and aide memoires.

Records also contain correspondence with consultants who have been awarded a contract. Records relate to: payment; revisions to Terms of Reference or payment; negotiation of completion and reporting dates; publishing; and coordination of consultants with Regions and countries.

The series also contains multiple volumes labeled General Correspondence. These records include correspondence with Regional African Agencies as described earlier. Correspondence with consultants is also included, although the majority of this material was created before contracts were awarded and thus contain Terms of Reference, proposals, minutes of negotiations, and related records. General correspondence files also contain correspondence with: the Bank's country and regional offices; country officials and representatives; participating agencies (UNDP, WMO, EC, ADB, etc.); and short-term consultants. Records relate to: project planning; meetings; training exercises; workshops; project coordination and logistics; contracts; financial issues; Bank staff reporting; evaluation of consultants' reports; project funding; and project research and planning.

The series contains folders for each of the eight Steering Committee meetings held between November, 1987 and July, 1996. Records relate to meeting planning and coordination and the invitation of participants. Records include: agendas; minutes; list of participants; preparatory materials (i.e. reports); and back-to-office reports by meeting attendees. A lesser amount of records relating to the World Bank's Project Management Committee meetings are also included; records are of similar type to those previously described.

Separate folders for correspondence with WMO, UNESCO, and the Comite Interafricain d'Etudes Hydrauliques (CIEF) are also contained in this series.

Budget files containing reports, budgets, copies of contracts, revisions, and disbursement records are also included.

The series also contains numerous folders labeled General Files. Records include: reports and articles used as background or research; reviews of the SSAHA project written by Bank staff or consultants; copies of contracts with consultants; correspondence with consultants; budget and financing summaries; consultant negotiation materials; cost estimates; drafts of SSAHA pamphlets; correspondence related to meetings; comments on consultants' reports from Bank staff and external; Project Performance Evaluation Reports (PPER) for RAF/87/030 (1992 and 1994); correspondence between AGR staff related to project planning and development; multiple drafts of the original SSAHA Project Document; final versions of the original SSAHA Project Document; copy of signed WB/UNDP SSAHA agreement; meeting notes; progress reports of consultants; recommendations for future action; World Hydrological Cycle Observing System (WHYCOS) project document and supporting materials, including materials related to its regional components; files on individual and short-term consultants; records related to SSAHA hydrological workshop (1994); copies of booklet, Sub-Saharan Africa Hydrological Assessment (1993); text of the SSAHA Program Completion Brochure (1996); and a paper by Geoffrey J. Indonesia projects file

In addition to the large program review of the Indonesia transmigration projects and the later review of the entire transmigration sector, Gloria Davis was involved with or closely followed other projects in Indonesia. This series consists of files on the Second Swamp Reclamation project, a Transmigration Income Survey project, the UN Development Program's Bank-funded Transmigration Management and Monitoring Service Project, and UN Food and Agriculture Organization/World Food Program projects. The files include correspondence, reports, survey forms, drafts, copies of contracts, and work plans.

The three files on the UNDP program are helpful to understand the background of the monitoring service. By 1979 the Bank and other funders were concerned that the transmigration project had grown beyond the capacities of the Government of Indonesia's current management structure. The Bank agreed that the Government could use $2 million of the funds already lent to the Government to establish a monitoring project; UNDP provided a grant of $1.5 million; and the Government of Indonesia made a contribution, all of which funds would be administered by UNDP which would contract with a management firm to provide assistance to the Junior Minister of Transmigration to improve the management of the overall transmigration program and to assist in establishing procedures and training for the staff and establish a system for monitoring and evaluating the development of and benefits of the Transmigration II project. In 1980 the firm of Resources Management, International, was awarded the contract. Gloria Davis was involved in the negotiations for the monitoring program, and reports on the program are found in her file of project and research reports and other correspondence on the monitoring project is found in the correspondence file.

Records of sub-committees, task forces, and working groups

During its first years, the Development Committee created subordinate bodies to help manage the Committee itself (the Sub-committee on Administration) and to investigate issues and propose positions (task forces and working groups). In 1979 the Committee decide to abolish working groups, but task forces with a specific limited task and duration might still be established. Thereafter the Committee created task forces rarely, choosing instead to handle most matters within the Secretariat and the Committee.

An ad hoc working group on administration was established by the Committee chairman and met in Paris on 9 June 1975, to discuss the budget and organization of the Committee. This working group recommended the establishment of a sub-committee of the Development Committee, to be designated the Sub-committee on Administration, to consist of ten members to review the budget (see numbered Committee document DC/75-17). Although the sub-committee was intended to be a continuing body, it failed to gain acceptance and was terminated in 1978.

The Development Committee created task forces on private foreign investment (1979-1980), non-concessional flows (1980-1982), and concessional flows (1982-1985) and working groups on access to capital markets (1975-1978) and on development finance and policy (1977-1979). These bodies commissioned papers, held meetings and consultations, and prepared proposals for the Development Committee. The papers and proposals, prepared as numbered documents, provide important overviews of world economic mechanisms as of the beginning of the fourth quarter of the twentieth century. Of particular interest are records of a seminar held by the Working Group on access to capital markets in October of 1978. The seminar brought together representatives of developing countries and market operators and institutional investors, and the report of proceedings shows the divergent points of view current at that time.

Administrative files

The series consists of subject files covering the operations of the Committee on a day-to-day basis. These include records of meetings of the Committee President with various members, with the President of the Bank and the Managing Director of the International Monetary Fund (the three together are known as the Troika), and with the Intergovernmental Group of Twenty-Four on International Monetary Affairs. There are records of administrative matters such as governance and membership, budgets, work programs,and correspondence with other multi-lateral international development agencies. Other files contain information on topics of interest to the Committee, such as health, environment, and debt issues, while still others are speeches, general correspondence, and the publication of a pamphlet for the tenth anniversary of the Committee.

When this series was in active use, it was the heart of the Development Committee secretariat operations, according to former Executive Secretary Peter Mountfield. It is an essential resource for understanding the scope and operations of the Development Committee during its first two decades.

Meeting and Numbered Committee Document File

This series consists of both the administrative files on each meeting and the numbered Committee documents of the meeting; that is, it is a combination of the records found in (WB IBRD/IDA DC-02) and Meeting files (WB IBRD/IDA DC-03).

EDI Task Force Secretary's records

This series consists of records related to the research and consultation undertaken by the task force. This includes the reports on consultations; some items relating to EDI and its programs that pre-date the task force (including a copy of the Bank's 1976 EDI/20 : Memoir of a Fellowship); memoranda to and from the task force members; interim reports; drafts; and a copy of the final report to the Board.

Bretton Woods 50th Anniversary Conference records

This series consists of records pertaining to the Bretton Woods 50th Anniversary Conference held in Madrid, September 29-30, 1994. Included are materials relating to participants and invitations, official documents, travel, conference arrangements, meetings with other groups, speakers and schedules, and other topics concerned with conference organization.
