Personal Papers of Adrian Wood

Fonds contains field notes and other documents from Adrian Wood's work on China as a member of the World Bank's China Division from 1980 to 1985, material related to his World Bank consultancies on China from 1985 to 1995, and documents in the form of articles and presentation slides containing his retrospective views from 2015 to 2018. Also included are photos related to mission and conference travel from Wood's time at the Bank and as a consultant.

Note that a small number of annotations on the recordsand paper inserts containing explanatory notes have been added by Adrian Wood in 2022 prior to the transfer of the records to WBG Archives' custody, and after his employment at the World Bank Group.

Records of President A. W. Clausen

A. W. Clausen became World Bank President in July 1981 and served a full five year term. Shortly after he became President, Clausen established a Managing Committee to provide overall administrative and programmatic control of the Bank's activities. The records of the Clausen presidency are best approached through the official files of this Managing Committee, which provide comprehensive documentation on virtually all issues before the Bank during those years. Both Clausen's personal records of the Committee as well as the Committee's official records are part of this sub-fonds.

Clausen was President during the world debt crisis of the early 1980s, and throughout the files are documents about the issues of debt management and the Bank's programs of sectoral and structural adjustment. Discussions of a multilateral investment insurance program began during the Clausen years, which culminated in the establishment of the Multilateral Investments Guarantee Agency (MIGA) after Clausen left office. Both the Special Assistance Program for countries coping with the global recession and the Special Facility for Africa to provide policy reform assistance in sub-Saharan Africa were launched during Clausen's tenure, and the Clausen years saw a growing emphasis on programs in agricultural and rural development and environmental management, among others. Evidence of Clausen's personal interest in these issues can be found throughout the records, but particularly in the extensive set of alphabetical subject files that show Clausen's involvement with issues and organizations. Clausen's views are also evident in the chronological file of his outgoing correspondence during his entire time in office.

The country files and the itinerary files on official trips are good sources of information on the Bank's relationship with and the economic situation in the member countries. The records include photographs of Clausen's visits to countries and to World Bank projects.

Records of the Human Development Network

The fonds consists of records that reflect the various activities of HDN and its oversight of, and involvement with, sector departments within the network. Note that a small amount of records in this fonds were created prior to the creation of HDN by Bank employees within the Human Development Department (HDD); they were brought into HDN's recordkeeping system as a result of staff transfer into HDN.

Included are records related to HDN Council's meetings and activities. Topics include: communications; budget; human resources; and strategy. Records include: minutes and agendas; strategy papers; correspondence with HDN sector boards, external bodies, external advisers, the regions, and other non-HDN sectors and networks within the Bank. Also included are records related to the launch of the HD network from 1996 to 1997. These include: informational memos for network employees; records related to professional associations; staff feedback; and records related to network staff training and development.

Also included in this fonds are records related to meetings, events, seminars, and conferences participated in or organized by HDN. These include records related to meetings of network council and Vice President with external bodies and government agencies as well as records related to HD Week events from 1997 to 2000. The latter includes records related to: exhibitors; budget; registration; keynote speakers; and programs. Video recordings of keynote speakers for HD Week 2000 are also included.

The fonds also consists of communications between HDN and Bank President Wolfensohn. Records include correspondence between the HDN Vice President and senior managers with Wolfensohn as well as correspondence from Wolfensohn to external agencies and governments that was forwarded to HDN. Briefing books prepared for Wolfensohn by HDN are also included.

The fonds also includes the correspondence files of the HDNVP unit from 1997 to 2005 as well as the chronological files of HDN Vice President Jean-Louis Sarbib from 1996 to 2000.

The fonds includes memoranda, notes, letters, and emails sent and received by Hans Wyss, Director of the Central Operations Department (COD), and by those acting as Director in his absence for the year 1992.

The records also include correspondence and memoranda (external and internal) maintained for the Operational Policy and Country Services Network (OPC) VP and Head of Network James Adams for the years 2001 to 2002.

Budget planning and work programs

The fonds includes budget planning, work program, and task planning budget records for the Operational Policy and Country Services Network (OPC) and its subordinate departments and units for the years 2000 to 2007.

Procurement policy and advisory services

The fonds includes records for departments and units responsible for coordinating functions related to procurement policy and advisory services, including: the Procurement Unit (PPDPC) of the Projects Policy Department (PPD) from 1983 to 1987; the Procurement Unit (CODPR) of the Central Operations Department (COD) from 1987 to 1992; the Procurement Policy and Coordination Unit (OPRPR) of the Operations Policy Department (OPR) from 1993 to 1997; the Procurement Policy and Services Group (OCSPR) from 1997 to 2000; and the Procurement Policy and Services Group (OPCPR) from 2001 to 2004.

Included are records assembled by Raghavan Srinivasan, who served as Procurement Adviser for the PPDPC, and later served as the Chief of CODPR and OPRPR from 1983 to 1994. Included are correspondence and policy development records relating to a wide range of procurement processes and procedures, including shipment inspection, selection of consultants, and contract bidding. The records also include comments on draft World Bank issuances including Procurement Guidelines. Additional records assembled by Srinivasan include memoranda related to CODPR organization and management from 1987 to 1988.

The records also include correspondence, memoranda, and back-to-office reports maintained by Srinivasan concerning borrowers' procurement training sessions and seminars held in the Regions from 1988 to 1991.

Additional records maintained by Srinivasan include records related to CODPR's development of the computerized register Data on Consulting Firms (DACON) from 1984 to 1989. The records include correspondence with firms wishing to do business with the Bank or with Bank borrowers, intra-Bank memoranda and correspondence regarding the revised system (DACON II) and changes and improvements in that system, and revisions of the DACON registration form submitted by consulting firms.

Srinivasan's records also include records related to CODPR's coordination with the Development Assistance Committee (DAC), a subsidiary unit of the Organization for Economic Co-operation and Development (OECD), and the United Nations (UN) from 1992 to 1993. The records include agendas and notes of high level DAC meetings and meetings of DAC's Ad Hoc Group of Procurement Experts, along with related correspondence. The UN records consist of Srinivasan's contacts with UN components on procurement related and consultant issues and the participation of Bank officials in UN sponsored training.

Records are also included for the International Business Opportunity Services (IBOS) subscription service, which provided a publication that informed the international business community, civil works constituents, contractors, subcontractors, and consultants on World Bank procurement procedures and upcomingBank funded projects. Responsibility for IBOS was transferred from the External Affairs Department (EXT) to the OPRPR in 1994. The IBOS records consist primarily of the multiple types of documents produced for this publication, including: Technical Data Sheets (TDS) from 1982 to 1998; Procurement Notices from 1985 to 1994; and Notices of Contract Awards from 1987 to 1994. The IBOS related records also include fact sheets, form letters, and correspondence.

Also included are records relating to the Operations Procurement Review Committee (OPRC) of OPRPR and its successor OCSPR from 1993 to 2000. The OPRC records focus on the review of contract awards. A review was conducted to ensure that procurement was done in accordance with tender requirements and the Bank's procurement guidelines. Each contract award recommendation considered by OPRC usually consists of: a summary of the contract award; names of the country, executing agency and sector; loan /credit number; descriptions of the scope, prequalification status, and number of qualified bidders for the contract; and dates of the bid opening, receipt of the award recommendation, and the Bank's "no objection" action on the award. Sometimes the report of contract award recommendation is accompanied by a copy of the bid evaluation performed by the borrower, correspondence regarding bidder disputes, and a facsimile message or other correspondence notifying the borrower of OPRC's action.

The records also include procurement policy development and review records maintained by PPDPC, CODPR, OPRPR, and OCSPR from 1986 to 2000. The records concern the creation, development, and review of Bank Group-wide and divisional procurement or consultant policies. The policy development records include the following types of records: development proposals; draft policy statements; terms of reference; copies of pertinent legal documents; papers presented to the Procurement Board; correspondence and memoranda; research and background records related to policy development; and final policy papers. Subject files related to procurement policy development are also included and cover a wide variety of topics, including: procurement of contractors and suppliers; selection of consultants; advertising; evaluation of bids; contract awards; and Bank review functions. The records also consist of draft and final versions of guidelines, specifications, forms, standard documents used in bidding and for contracting, and directives and handbooks for various types of procurement.

Records related to Procurement Audit Reports prepared by the Bank's Internal Auditing Department (IAD) and reviewed by OPRPR and OCSPR are also included for the years 1994 to 2000. The audit reports focus on projects particular to a country. The records include: draft and final copies of audit reports; comments on the reports; and correspondence and memoranda regarding audit reports.

Record related to liaison and external relations with NGOs, multilateral development banks (MDBs), and other international organizations are also included for CODPR, OPRPR, OCSPR, and OPCPR from 1987 to 2003. The records primarily include correspondence and memoranda, programs, participant lists, and meeting minutes and agenda for numerous meetings and seminars. Some examples include records for the following meetings: Head of Procurement Multilateral Development Banks Meetings; Annual Meeting of the International Financial Institutions/International Contractors Association (CICA); Biennial Meeting with the Lending Agencies and the Consulting Industry (AMILACI); meetings with the International Federation of Building and Wood Workers; meetings and seminars with the UN Inter-Agency Procurement Services Office (IAPSO); and meetings and seminars with the International Federation of Consulting Engineers (FIDIC).

The records also include external and internal correspondence regarding complaints and inquiries from suppliers, consultants, contractors, and the Bank's Executive Directors (ED) related to Bank-funded projects, and topics related to procurement. The records were maintained by OPRPR and OCSPR from 1993 to 2000.

Operations policy development

This fonds includes records related to the departments and units responsible for the development, revision, and issuances of operational policies, standards, and guidelines, including: the Projects Advisory Staff (PAS, later renamed the Projects Policy Department [PPD]) from 1972 to 1987; the Operations Policy Unit (CODOP) of the Central Operations Department (COD) from 1987 to 1992; the Operations Policy Group (OPRPG) of the Operations Policy Department (OPR) from 1993 to 1997; and the Operations Policy and Strategy Group (MDOPS) from 1997 to 1999.

The fonds includes records related to the development of Operations Manual Statements (OMS), and its successors Operational Directives (OD), Operational Policies (OP), Bank Procedures (BP), and Good Practices (GP) developed for the World Bank's Operational Manual (OM). The OMSs were replaced by the ODs in 1989. Similarly, the ODs were restructured into new OPs, BPs, and GPs in 1993.

The OMS related records primarily span the years from 1972 to 1988, and include OMS draft and final copies, comments, and correspondence and memoranda from PAS/PPD and CODOP regarding proposed revisions to the Operational Manual and OMSs. The OMS records also consist of Operational Circulars (Circular Ops), and Operations Policy Notes (OPNs). Central Project Memoranda (CPM) and Projects Department Directors' Memoranda related to drafting and revising of OMSs are also included for the years when PAS was part of the Central Projects Staff (CPS) from 1972 to 1982.

The records also include planning and procedure records maintained by CODOP and its successor OPRPG from 1987 to 1994 related to the redrafting of OMSs into ODs for a new Bank Operations Manual (OM) in 1989, and the restructuring of ODs into OPs, BPs, and GPs in 1993. The records consist of: background records on methodology for preparing the Bank's Operational Manual (OM); status reports on transitioning OMSs to ODs; formats, style, design, and procedures for drafting ODs; records related to the impact of the 1987 Bank reorganization on drafting the OM; instructions for coding ODs; administration and distribution of OM; computerization of the OM; procedures for review and approval of ODs; records related to training modules, seminars, and workshops devoted to ODs training; and records regarding the restructuring of ODs into the new OP/BP/GP system. Operations Policy Notes (OPNs) and Central Project Memoranda (CPM) files are also included as part of background research information.

The records also include "dead copy" files of OMSs being replaced by ODs from 1987 to 1991. The dead copy files primarily consist of draft ODs with comments, and Manual Transmittal Memoranda drafted for the OM distribution recipients. Records also included separate files from the same period consisting of correspondence, memoranda, revisions, drafts, and final copies of ODs.

Operational Policies (OP), Bank Procedures (BP), and Good Practices (GP) records maintained by CODOP and MDOPS from 1993 to 1999 are also included. Records consist of correspondence and memoranda regarding revisions, draft, and final copies of OPs, BPs, and GPs with comments.

Records also consist of materials maintained by the Operational Policy Committee (OPC) from 1993 to 2003. The OPC was chaired by one the Bank's Managing Directors (MD), and the Committee was composed of members from the Sector Vice Presidencies, Bank Network departments, and staff from the Regional Vice Presidencies (RVP). The OPC had the responsibility of reviewing sector strategy approach papers, issue papers, and reports primarily prepared by the Bank's sector departments or by Bank special task forces. This review helped inform the development of new OPs, BPs, and GPs within Bank operations. It also informed the revision and conversion of existing OPs, BPs, and GPs. The records include: agenda and meeting minutes for OPC; drafts of approach papers, issue papers, and reports with memoranda and comments from members of OPC; OP/BP conversion plans; OPC review schedules; attendance lists; background documents; and meeting briefs prepared for the Managing Director (MD) and Chair for OPC.

Records also include the subject files maintained by CODOP Chief Randolph L. P. Harris from 1987 to 1993. The subject files concern the work of CODOP and consist of records related to the following topics: environment technical assistance; lending review; operations evaluation; office administration; policy, planning, andresearch; operational directives; and annual reviews. The records also contain copies of reports and policy papers.

Records also consist of materials maintained by Rene Ruivivar, who served as Operations Adviser and Senior Operations Adviser for CODOP, OPRPG, and the Operational Services Group (OCSOS) of OCS from 1992 to 1999. The records include: Standard Disbursement Profiles concerning estimates for disbursement and loans from 1985 to 1996; the 1999 OCS Study of Field Based Supervision; records regarding the development of and guidelines for Project Concept Documents and Project Appraisal Documents; and various studies regarding Bank procedures from 1996 to 1997.

International organization and non-governmental organizations (NGO) liaison

The fonds also consist of international organization and NGO liaison records of the PAS/PPD, CODOP, and OPRPG from 1983 to 1997. The records concern liaison with the United Nations, the United Nations Development Programme (UNDP), and other external organizations. Therecords were primarily maintained by Nimrod Raphaeli who worked in the following positions: Planning Advisor and Advisor for UN/UNDP for PPD from 1982 to 1987 and UN Technical Cooperation Advisor for CODOP and OPRPG from 1987 to 1997. These records include: correspondence, memoranda, reports, and minutes of meetings compiled by Raphaeli and other staff regarding Bank-supported technical assistance and the Bank's interaction with the United Nations (UN), the United Nations Development Programme (UNDP), and other organizations external to the Bank. The records also include minutes of meetings of the Bank/UNDP High Level Task Force from 1986 to 1993.

Project management and operational review

This fonds also includes records related to the departments and units responsible for the review of projects and economic sector work (ESW) in the Bank's Regional Vice Presidencies (RVP): the Operations Policy Unit (CODOP) of the Central Operations Department (COD) from 1987 to 1992; the Operations Policy Group (OPRPG) of the Operations Policy Department (OPR) from 1993 to 1997; and the Operations Policy and Strategy Group (MDOPS) from 1997 to 1999.

The fonds includes project review records maintained by the CODOP from 1987 to 1993. Project reviews were usually requested by the Bank's Regional Vice Presidencies (RVP) to gain approval for changes to loan/credit agreements for a particular project. CODOP reviewed these projects on the behalf of Operations Senior Vice President (OPNSV) Moeen Qureshi. The project review records include: requests by the Regions for approval to change existing loan/credit agreements with the Bank for projects; requests for waivers of conditions for release of funds; records related to permission to restructure projects; records related to the use of savings accrued for other projects; and records related to the extension of closing dates for credits, loans, or projects themselves.

Records also include materials related to the Final Executive Project Summaries (FEPS) reviewed by the CODOP from 1987 to 1993. The FEPSs were prepared by departments and units within the Regional Vice Presidencies (RVP), and then reviewed by CODOP before their submission to the Operations Senior Vice President (OPNSV) Moeen Qureshi for approval. Most of the FEPS were submitted for loans and credits for projects in the areas of health, nutrition, population, education, infrastructure, agriculture, energy, mining, research and development, and technical assistance. A typical FEPS includes the following: the project summary; a review document prepared by CODOP that analyzes the summary's documentation from various perspectives; and a memorandum from the OPNSV approving or disapproving the FEPS.

Records also consist of economic sector work (ESW) reports prepared by the Regional Vice Presidencies (RVP), which were submitted to the OPRPG and MDOPS for review for the years 1996 to 1998. The records include country specific draft and final reports focused on various economic and development issues. Also included are background papers and reports produced external of the Bank, and correspondence related to review and tracking ESW in the Regions by OPRPG and MDOPS.

Records of the Operations Committee (OC) and Regional Operations Committee (ROC)

The fonds also includes records related to the Bank-wide Operations Committee (OC) and the Regional Operations Committee (ROC) from 1997 to 2003. The OC and ROC were chaired by one the Bank's Managing Directors (MD), and the committees were composed of members from the Bank's Network departments, and staff from the Regional Vice Presidencies (RVP). The period these records were created, the Operations Policy and Strategy Group (MDOPS) and the Operations Policy and Strategy Vice Presidency (OPS) provided membership representation for the OC/ROC Committees from 1997 to 2001. After 2002, membership representation was provided by staff from the Operational Policy and Country Services Network (OPC). The OC and ROC records focus on review of Country Assistance Strategies (CAS), structural adjustment loans (SALs), Sector Adjustment Loans (SECALs), and other policy concerns specific to a country. The records include: draft CAS, SAL, and SECAL papers with memoranda and comments from OC/ROC members; meeting minutes and agenda for OC/ROC meeting minutes; copies of meeting briefs prepared for the Managing Director and Chair of OC/ROC Committees; copies of the final President's recommendation report submitted to the Executive Directors on SALs, SECALS, and CAS for review; and meeting minutes and discussion summaries of the Board of Executive Directors.

Government Accountability Office (GAO) review records

The fonds also includes records related to reviews performed by the U.S. Congressional Government Accountability Office (GAO) of the Bank's assistance and development strategies, lending programming, and other special programs from 1996 to 2000. OCS assisted GAO in this process by helping to form advisory groups to collaborate in the review process. The GAO records cover a wide range of topics for multiple reviews performed, including some of the following examples: review of management controls over investment lending; review of the Bank's Heavily Indebted Poor Country (HIPC) Initiative; and review of the Bank's Fraud and Corruption program. The GAO records generally include: meeting minutes and agenda for the Bank-wide Audit Committee; meeting minutes and agenda with the Bank's Executive Directors, especially the US Executive Director; terms of reference outlining advisory groups formed to assist and collaborate in the review process with GAO; GAO draft and final copies of audit reports; and correspondence and memoranda primarily between the OCS VP and Head of Network Katherine Sierra, GAO representatives, the U.S. Executive Director, and members of the Audit Committee.

Operational monitoring

The fonds also includes operational monitoring records of the Operations Monitoring Unit (CODMO) from 1987 to 1991.

Included are Overdue Service Payment records created and maintained by the CODMO, which concern problems with overdue service payments from countries receiving IBRD and IDA loans. The records consist of memoranda, reports, and directives concerning procedures for tracking and collecting overdue payments and Bank policy towards governments in arrears on payments. Most of the records consist of IBRD and IDA Overdues Weekly Reports and weekly printouts of overdue service payments. Also included are agreements between the IBRD and the IMF regarding member countries with overdue obligations; memoranda regarding the arrears of specific countries; memoranda regarding overdue financial obligations to the IMF, minutes and reports of the Joint Audit Committee; and records of the Task Force on Policy on Collection of Overdues and Suspension chaired by the Director of the Central Operations Department (COD).

The records also consist of materials from 1988 to 1991 related to the drafting and preparation by CODMO of the Annual Review of Implementation and Supervision (ARIS). The records include draft and final copies of the ARIS submitted to the Bank's Executive Directors for review as well as correspondence and memoranda regarding the ARIS.

Country policy and strategy

The fonds also includes records from 1991 to 1993 related to Country Strategy Papers (CSP), Country Assistance Strategies (CAS), and sometimes Policy Framework Papers (PFP) with related comments from the staff of CODOP and OPRPG. The records document staff comments on and review of proposed loan and credit projects prior to their discussion in meetings of the Bank's Loan Committee. Some records contain only the Chairman's concluding remarks from a meeting of the Executive Directors regarding the Bank's CAS for a particular country.

Also included are Country Policy and Institutional Assessment (CPIA) records maintained by the Operational Policy and Country Services Network (OPC) from the years 2001 to 2006. A CPIA is a diagnostic tool or survey used to assess the quality of a country's policies and institutional arrangements. The CPIA records include country worksheets drafted for a country, which outline quality performance ratings for specific policies within that country.

Special task forces

The fonds includes records related to OPRPG's participation in the Task Force on Portfolio Management under the chairmanship of Willi A. Wapenhans, Vice President and Special Advisor. The Task Force was established in February 1992 by Bank President Lewis T. Preston. Included are the records of Task Force member Michael Pommier, Operations Advisor, which contain extensive correspondence, studies, and draft and final versions of the Task Force report issued in November 1992.

The records also include news releases, articles, and Bank comments on the Task Force report ("Wapenhans Report") which OPRPG used in developing the OPR's study for the Board of Executive Directors in 1994 entitled "Progress Report on The Implementation of Portfolio Management: Next Steps - A Program of Actions." Responses from various parts of the Bank to the report are included in the records.

The records also consist of reports and correspondence documenting progress under the "Next Steps" program in improving portfolio performance management. These were used in drafting the "Second Progress Report on the Implementation of Portfolio Management: Next Steps - A Program of Actions." Drafts and final copies of the report are part of the records.

The fonds also includes records related to OCS and OPC involvement in the extensive review and reform of the Bank's Middle Income Countries (MIC) development and lending strategies from 1997 to 2008. The records are the accumulation of MIC Task Forces launched in 2001 and 2004, and the development of the MIC Action Plan in 2005. The records include background information and records related to the extensive collaboration within the Bank and with Multilateral Development Banks (MDBs), Bank member MIC, MIC Donors, and other International Financial Institutions (IFI) to develop and reform the Bank's MIC strategies. The MIC records include: external background papers, articles, and reports regarding MIC lending in Bank operations; MIC Action Plan drafts; statements drafted by the Bank's Executive Directors with comments and reviews of the MIC Action Plan; informal Executive Director and Board meeting summaries regarding the MIC Action Plan; Second Progress Memoranda regarding MIC Action Plan; President's Memoranda related to MIC reform and strategy; and Strategic Themes and Operational Matrix charts for MIC Strategy.

The MIC records alsoconsist of records related to workshops, seminars, and working groups organized with other Multilateral Development Banks (MDBs), International Financial Institutions (IFI), and MIC Donors to help facilitate the development of joint papers and reports for MIC development reform. The records include: agenda and meeting minutes for various workshops, seminars, and working groups; interview transcripts of workshops; presentation slides and speech transcripts; correspondence and memoranda between involved Bank parties and cooperative MDB, IFI, or donor representatives; and copies of joint drafted papers and reports submitted to Bank Senior Management and Executive Directors Board members with comments. The records also include materials related to the drafting of Strengthening the World Bank's Engagement with IBRD Partner Countries as part of the joint World Bank-IMF Development Committee for the 2006 Fall Annual Meeting.

Also included are records related to consultation meetings organized jointly by the Bankand MDBs to help facilitate support of Bank MIC development strategies, update Bank member countries of MIC reforms, and develop country partnerships strategies. The participants of the meetings usually included the Executive Director for a specific country, the various ministers in a country, and other country officials. The records include: agenda and meeting minutes; participant lists; presentation slides and speech transcripts; invitation letters sent to participants; and correspondence between Bank representatives, MDB representatives, the country Executive Director, and country ministers.

Conferences, seminars, and workshops

The fonds also includes records related to the conferences and seminars planned or participated in by the Aid Effectiveness Unit (OPCAE) and the Harmonization Unit (OPCCH) of the Operational Policy and Country Services Network (OPC) from 2003 to 2009. The records primarily consist of records related to High Level Forum (HLF) conferences organized jointly by the Bank and Multilateral Development Banks (MDBs), which focused on the topics of aid effectiveness and harmonization. The HLF records include: correspondence and memoranda regarding preparation, arrangements, and reporting on HLFs; travel expense records; agenda and meeting minutes of HLFs; invitation letters sent to HLF participants; reimbursement records; and reports, studies, and programs prepared or presented for HLFs. The records also include materials related to workshops and seminars planned by OPCAE and OPCCH. Workshopand seminar records include: travel expense records; budget and expense reports; presentation materials prepared for workshops and seminars; agenda and meeting minutes; and mission reports regarding workshops and seminars held in Bank member countries.

Quality assurance and review

The fonds also includes records from 1997 to 2010 related to the Quality Assurance Group (MDOQA) of the Front Office to the Managing Directors and its successor Quality Assurance Group (QAG) of the Operational Policy and Country Services Network (OPC).

The QAG records include budget and business plan records for the fiscal years 2001 to 2009. The records include: correspondence and memoranda; budget monitoring reports; cross support budget reports; budget estimate reports; cost update reports; and compact summaries outlining business plan budget expenses for QAG.

The QAG records also consist of records related to the review of the QAG by the Bank's Internal Audit Department (IAD) from 2007 to 2010. The review records include:IAD review and recommendation reports; memoranda and correspondence related to the IAD reports; meeting minutes from the Bank's Audit Committee regarding the QAG review; and background information summarizing QAG activities.

The QAG records also include organization and management records focused on the re-integration of QAG into the OPC Network in 2010. The records primarily include correspondence and memoranda and work program records detailing QAG functions and activities post-integration.

The QAG records also consist of materials related to the preparation of QAG quality assessment papers and reports prepared for the Bank's senior management regarding the Bank's quality assurance portfolio from 1997 to 2009. The QAG quality assessment papers were prepared to assess Bank operations in the following portfolio areas: lending; non-lending; support for quality enhancement (SQE); and institutional. The records related to the preparation of quality assessment papers include, but are not limited to the following types of assessments prepared by QAG: Quality at Entry Assessments (QEA); Quality of Supervision Assessments (QSA); Sector Board Assessments; ESW Assessments; Global Programs and Partnerships (GPP); World Bank Institute (WBI) Assessments; Country Analytic and Advisory Activities (AAA); and Other Economic Sector Work (OESW). The quality assessment records also include correspondence and memoranda, interview transcripts and notes, and background papers and reports external of QAG gathered in preparationof quality assessments. The records also include assessment paper review files maintained for the Quality Assessment of the Lending Portfolio (QALP) Program, which was launched in 2008. The review files include copies of quality assessment papers related to lending projects with comments from members of the QALP Panel.

The quality assessment records also consist of records related to QAG planning and preparation of the Annual Report on Portfolio Performance (ARPP) reports prepared for the Bank's Senior Management, the Bank's Executive Board of Directors, and members of the Bank's Committee of Development Effectiveness (CODE). The ARPP summarized information gathered by the quality assessment papers, and informed its audience of the quality and scope of the Bank's lending portfolio and other programs. The ARPP records include: correspondence and memoranda regarding preparation of ARPP; project implementation plans for ARPP; and copies of the ARPP prepared for submission. The QAG records also include presentation materials prepared for various conferences and seminars from 2003 to 2009. The records include copies of hardcopy and mylar presentation slides.

Post Conflict Fund (PCF) program trust fund records

The fonds also includes trust funds records maintained by the Fragile and Conflict Affected Countries Group (OPCFC) of OPC from 1996 to 2007. The records primarily consist of grant documentation for the Post Conflict Fund (PCF) program. The grant fund documentation for PCF include: copies of grant agreements; correspondence sent to country finance ministers or responsible agency authorities regarding grant agreements and amounts allotted; request for grant disbursement; request for payment of professional/contractual services; request for Development Grant Facility (DGF) funding; and external background papers and reports focused on a particular country.

The trust fund records also consist of training materials for sponsored Post Conflict Fund (PCF) programs. The training materials primarily include training manuals and guides, program brochures, and other presentation materials designed to be utilized by educational and mental health practitioners.

Operations Policy

Olga Jonas files

The subfonds consists of records maintained by Olga Jonas during the period from 1999 to 2014 while she served as principal economist, Resource Mobilization Department (FRM) and then as economic adviser in various Operations Policy and Country Services Network (OPC) and Human Development Network (HDN) units. Records primarily reflect Jonas' activities as coordinator of the Bank's Avian and Human Influenza (AHI) response program, as well as her role in the international Small States Task Force and the Indian Ocean tsunami disaster recovery response.

Knowledge and learning

Series consists of records relating to seminars, conferences, training, and workshop events organized or attended by staff of the Transportation Department (TRP) and Infrastructure and Urban Development Department Transport Development Division (INUTD). Records relate to various transportation-related topics and event planning records. Records concern the attendance and participation of transportation sector staff in external and internal conferences, seminars, symposiums, training courses, and lectures. Many records relate to the activities of Senior Highway Engineer William D. O. Paterson, Ports and Aviation Adviser John R. Lethbridge and Principal Transport Economist Clell G. Harral. Record types include course materials, draft and final conference papers prepared by Bank staff, agenda, lists of events, list of participants and attendance lists, internal memoranda including back-to-office reports, letters from external organizations, speeches, handwritten notes, summary evaluations, and external reports,brochures, and other printed material.

Records in this fonds most commonly relate to the training and programming offered by the WBI. Topics of WBI training classes, programs, seminars and other events are generally aligned with the Bank's networks and sectors; these include, for example, training courses related to the environment, health, social protection, education, etc. Other training programs represented in these records include: Women Entrepreneurship Development (WED); Women's Management Training Outreach Program (WMTOP); Women in Enterprise Management Training Outreach Program (WEMTOP); Portuguese Speaking African Countries (PALOP); South Pacific Development Management Program (SPDMP); UNEDIL (UNDP/EDI/ILO program for Strengthening African Management Institutions in Africa); Agricultural Management Training in Africa (AMTA); Agricultural Rural Development Network (ARDNET); Gender and Developing Training Programme (GAD); and the Social Policy Reform in Transition Economies (SPRITE). Also included are records related to: programs organized in cooperation with the Joint Vienna Institute; the Foundation for Advanced Studies on International Development (FASID); Food and Agriculture Organization (FAO); and the United Nations Development Programme (UNDP).

Prior to 1994, the EDI division responsible for a training activity would, at the conclusion of the project, create a 'Master' training file. This consists of the records considered to be the essential products of the training unit. Included in these files are: terms of reference; seminar/training course programs and agendas; data on participants, including participants' registration questionnaires; activity briefs; activity completion reports; and final reports. After 1994, divisions and units sent master copies to the Internal Documents Unit (IDU) and the Infoshop for public dissemination and, consequently, no longer maintained these types of files.

The fonds contains a variety of other records related to training programs organized by WBI/EDI or in cooperation with other agencies and institutions. Records from these programs may include, but are not limited to: participants lists; activity briefs; timetables; agendas; administrative arrangements; budget information; strategic plans; mission statements; descriptions of functional responsibilities; terms of reference; program goals; structure and management records; periodic reports; policy papers; substantive correspondence; chronological files; Memoranda of Understanding; liaison reports; background information on organizations; Back-to-Office reports; and aide memoires. Program evaluation studies and impact evaluations of specific EDI programs are also included. Studies may involve use of questionnaires or site visits, and may be conducted by EDI or by cofinancing partners or external agencies.

Records relating to a program organized and provided by EDI for non-governmental organizations (NGOs) to strengthen the participation of [NGOs] in the planning and execution of development policies/programs are also included. Records of the African Virtual University (AVU) are also included. Records related to seminars organized and presented by EDI in the 1990s are included in this fonds. A small amount of records relating to EDI's Senior Policy Seminars in the late 1980s are also included.

The fonds also consists of divisional and departmental work program and budget records. Divisional work program and budget records from the early to mid-1990s include: budgets; payments and expenditures; budget reviews; trust fund letters of agreement; budget and cofinancing allocation; accrual payment reports; and regional and topical work programs. The fonds also includes retrospective, quarterly, and mid-year work program and budget reviews from 1985 to 1992, as well as records related to the Institute's periodic reorganizations.

Also included in this fonds are a variety of records related to cofinancing of EDI/WBI projects and programs; these records are from the late 1980s through the 1990s. Included are fact sheets summarizing training activities undertaken in developing countries through cofinancing. These consist of: program statements; correspondence; progress reports; Summary Activity Briefs; evidence of expenditures; and related materials. The fonds contains records related to the Joint Japan/World Bank Graduate Scholarship Program and the McNamara Fellowship Program. Joint Japan/World Bank Graduate Scholarship Program records primarily include scholars' information (applications, reference letters, etc.) from the late 1990s through the mid 2000s. However, Steering Committee records from its inception (1987 to 1991) and Annual Reports and Director of Scholars (1990 to 1993) are also included. Records related to the McNamara Fellowship Program are similar. Records include: applicant correspondence and reference letters; applicant proposals; letters of award; payment information; quarterly progress reports; and final reports. McNamara Fellowship budget records from 1983 to 1989 relate to: scholars' tuition; travel expenses; subsistence allowances; insurance costs; and other records related to the administration of the Fellowship. A variety of EDI/WBI network/departmental and divisional chronological and subject files are included in this fonds. The fonds contains a variety of the Institute's publications. These include: copies of EDI Bulletins from the 1980s and 1990s; the EDI Preliminary Prospectus (1955); EDI booklets and pamphlets from the 1950s to the 1970s; copies of Selected Readings and Source Materials on Economic Development published by EDI (1963/64 and 1965/66); EDI Curricula of Courses publications (1968 to 1976); and EDI Directory of Fellows (various years, 1967 to 1980).

Records related to the Development Education Program (DEP) are included as well. The DEP, formerly the Schools Program, was begun in the late 1970s with the objective of producing and marketing education materials about economic development for secondary schools in the U.S. and other countries. Records include: published materials based on DEP materials; catalogues; marketing and outreach materials; budget and human resource records; program records; and chronological records.

The fonds also contains briefing books prepared for the WBI Vice President by WBI staff for the years 2001 to 2003. A small number of briefing books prepared for Bank President Wolfowitz (2006 to 2007) are also included.

Finally, the fonds contains records created from the early-1950s through 1968 that relate to the origins of the Institute and its early operation. These records include chronological files from 1952 to 1968 that contain correspondence between the Bank and academics, civil servants, politicians, institutions, agencies, and others. Minutes of the Bank's Staff Loan Committee that relate to EDI's creation and its early operation are also included in these files as are proposals, planning, and budget records for the creation of the EDI. World Bank Institute

Governance, management, and oversight

Series contains records created and maintained by the front office of the Transportation Department (TPD), successor offices, and divisions. The records relate to managing transportation research, policy, sector program work, oversight and business planning, and collaboration with external institutions.

Types of records comprising the series include: internal memoranda sent or received by Bank transport directors, senior advisers, sector staff, and staff from other Bank units including its superior, Operations Policy Vice Presidency (OSPVP) and regional units; letters with external organizations; internal and external reports; drafts and published articles and working paper; proposals; minutes and meeting notes; Board papers; handwritten notes; newsletters; and external brochures and publications.

The earliest material in the series dating from 1969 and the early 1970s relates to highways, transport regulation, aviation, and railway subsectors. Railway sector information is organized by country including European countries and developing countries.

Many records relate to transport sector projects and sector work. There are memoranda and reports about the transport sector support strategy paper by the Transport and Water Department (TWD) in 1983 and operational reviews of the Bank's transport sector work in the late 1980s. Correspondence and reports relate to urban transport, traffic simulation, transport pricing, construction industry, generalized road roughness index for worldwide use, road roughness measurement and application in Australia, traffic flow theory, and rural road user costs; some of these reports are country-focused. Files related to research include a paper presented by Director Christopher Willoughby on Transport Research in Developing Countries, discussion paper "Transportation Research at the World Bank: Opportunities for Collaboration," and memoranda discussing transport research program, future needs, impact on Bank policies and operation, and TRP strategy objectives.

Other topics covered are project success cases, transport project completion reports (e.g., Nepal Second Highway Project - P010112, Yugoslavia Fifth Railway Project -P009180), project implementation reviews and performance audit reports (PPARs), involuntary resettlement in Bank-financed transportation projects,structural adjustment lending (SAL) operational features paper, comments on Operations Evaluation Department (OED) annual review of PPAR transportation chapter and lessons learned from PPAR review, and other matters. Four volumes of problem project reviews are mostly copies of memoranda between regional vice presidents (RVPs) and senior vice president (SVP), Operations (SVP), or regional unit staff with copy to the transport sector unit director. These volumes pertain to railway projects, inland waterways,and various other sector projects.

There are also correspondence, reports, publications, and other records that relate to the Bank's liaison with external organizations in the transport sector, primarily through Senior Adviser Vincent Hogg. Organizations include the International Maritime Organization, International Road Federation, International Road Transport Union, national research institutions and others. Records pertain to conferences or annual meetings about transport policies, research about transportation systems, and other collaborative activities.

Records in the series also relate to the sector's business plans, work programs, and budgets, and transport sector units' comments and responses to several Bank-wide initiatives including organization manual statement on Bank financing of recurrent costs, SAL, and SAL procedures. Some files contain widely distributed information about Bank sector departments' initiatives and collaboration with other sectors and Bank departments such as environment and Economic Development Institute (EDI). In terms of environment, the records concern drafting environmental guidelines for port and harbor projects, training course, environmental procedures in Bank operations, and comments on key environment papers.

Research projects and operational support

Series consists of records documenting the Transportation Projects Department (TPD) and successor units' research projects and activities, United Nations Development Programme (UNDP) projects, and operational support to the Bank's lending and project activities in the transport sector. Specific records are further described within the sections below.

Highway Design and Maintenance Standards Study (HDMS) and Highway Design and Maintenance Standards Model (HDM)

The largest volume of records in this seriesrelate to the World Bank's Highway Design and Maintenance Standards Model (HDM) and to the research projects that served as the basis for the model's creation (1969 - 1988). The mathematical model resulted from the Highway Design and Maintenance Standards Study (HDMS) initiated in 1969 by Transportation Department (TRP) engineers to develop a new quantitative basis for investment decision making in the highways sector. The HDMS became a large-scale collaborative research project involving academic institutions and road agencies in several countries. Among the first collaborators were the British Transport and Road Research Laboratory (TRRL), the French Laboratoire Centrale des Ponts et Chaussee, and the Massachusetts Institute of Technology (MIT) in the United States.

While most of the records in this series concern the third model version, HDM-III, released in 1987 and researched and prepared over the previous decade, a massive portion of reports and background research materials from the earliest years of the project are also included. Records relate to general methodologies, country-based studies and analysis of highway design, evaluation, damage, costs, pavement performance, roughness measurement systems, deterioration, and maintenance. Records also relate to proposals to modify the HDM model, work programs, release of HDM, and discussion of a Permanent International Association of Road Congresses (PIARC) Committee on roads in developing regions.

Project records include proposals, reports, research and discussion papers, budget tables, user manuals, questionnaires, lists of computer specifications, model descriptions, and training materials. HDM-II and III were mainly based on field studies undertaken in Kenya, Brazil, India, and the Caribbean. The series mostly contains records that relate to the Brazilian and Indian studies, including internal and external reports, working papers, data tables or datasets, calculations, notes, memoranda, correspondence, back-to-office reports, project files, and seminar and presentation notes. Also included are the volumes of the Bank's Highway Design and Maintenance Standards Series that document the results of the HDM study: "The Highway Design and Maintenance Standards Model"; User's Manual for the HDM-III Model, both authored by Thawat Watanatada, Clell G. Harral, William D. O. Paterson, Ashok M. Dhareshwa, Anil Bhandari, and Koji Tsunokawa and "Vehicle Operating Costs: Evidence from Developing Countries" by Andrew Chesher and Robert Harrison; and "Modelo de Normas de Diseno y Mantenimiento de Carreteras".

The Brazil Highway Research Project study was the largest of the HDM field studies and was conducted from 1975 to 1984. The results were used as the primary basis for the empirical and theoretical work of the HDM-III model issued in 1987. The project was financed by the Government of Brazil and the United Nations Development Programme (UNDP) and executed by the Empresa Brasileira de Planejamento de Transportes (GEIPOT) jointly with a team from the World Bank and the Texas Research and Development Foundation. Its objectives were to determine the total cost of highway transportation in Brazil and minimize the cost. Topics among the records include costs of highway construction, highway characteristics, vehicle utilization and maintenance, road deterioration analysis, road roughness analysis, road costs, paved road deterioration, traffic simulation model, and fuel consumption. Many records were maintained by TRP's Senior Highway Engineer William D.O. Paterson, who was responsible for methodology and processing of the primary data.

Records of the India studies concern the spectrum of axle loads on national highways, growth of highway traffic, construction and maintenance of roads, road user cost, and road improvement programs in India.

Highway and road research and project support

Series also contains various records created and maintained while conducting research projects for publication, or analysis and support for Bank lending projects. The earliest records relate to a Washington Motor Vehicle Operating Cost Survey (1952 - 1953). Most material dates between 1968 and 1991.

Records include technical, laboratory, and work progress reports, as well as correspondence with external institutions, executive summaries, notes, back-to-office reports, Terms of Reference, project cycle documents, government reports, topography maps, and chronological files primarily maintained by Senior Highway Engineer William D. O. Paterson. The records contain information about the Indonesia Highway Betterment Project P003838 concerning pavement and asphalt testing and road maintenance, as well as state-owned transport enterprises in Indonesia, road management system, India road deterioration study, Niger Fourth and Sixth Highway Project missions, road and pavement management in Niger and Nigeria, Eastern Europe highway survey and analysis, supervision of transport studies under the Korea Highway Sector Loan P004112 and the Korea Provincial and County Roads. or Road Development Project P004107, road maintenance study in Tunisia, fuel pricing, taxing transport, road use costs, and road engineering.

Also included are working papers and reports from various authors regarding cost responsibility and allocation, vehicle size and load limits, pavement design and management, and road roughness in the United States, South Africa, Brazil, etc., reports and proceedings about road deterioration and terrain analysis, and correspondence, articles, notes concerning axle-load regulations, climate analysis, and the American Association of State Highway Officials (AASHO) design method, which was based on extensive tests on pavement failure carried out between the 1950s and early 1960s.

There are also photographic prints and negatives that depict road maintenance work, however the location and context of the photographs are not known.

World Bank / United Nations Development Programme (UNDP) projects

The series also contains records regarding the Transportation Department (TPD) role as the executing agency for projects of the United Nations Special Fund and the Fund's successor UNDP between 1968 and 1972. Through financing and technical assistance, the Bank and UNDP assisted former territories and countries who requested assistance to improve their transportation system. Projects in the series primarily relate to the Bank's supervision of national transport studies and surveys, which were typically conducted by outside consulting agencies or individuals (e.g., experts for technical assistance on the managerial level, engineers, soils and pavement specialists, economists, project managers, etc.) recruited by UNDP.

The records reflect project coordination, pre-appraisal and appraisal activities, feasibility studies, negotiations with contracting agencies (e.g., Kampsax, Louis Berger Inc.), staffing, cost estimates, project and contract extensions, logistic management, study findings and recommendations, and comments on reports.

Types of records include: survey and economic mission reports; applications and proposals; contractors' resumes; contracts for consultants' services; Terms of Reference; progress reports from contractors concerning various activities (e.g., implementation of rehabilitation work).

Specific projects include: Indonesia transport and port and dredging survey; Fiji transport and highway Maintenance Surveys (application submitted by the Government of the United Kingdom, on behalf of the Government of Fiji); Korea transport, highway studies, highway coordination and organization, and ports and harbors; Malaysia transport survey; Pakistan Karachi port expansion study; East Pakistan ports and waterways; East/West Pakistan transport study, Papua New Guinea highway study; Philippines port study; and Bangkok Thailand transport study.

Appraisal software user manuals

The series contains four user manuals developed by the Transportation and Urban Projects Department (TUD) with the assistance of the Computing Activities Department (1974, 1976 - 1977). The manuals provide instruction for the appraisal software used for Bank operational projects. The software was also distributed to member countries. Manuals include: Financial Analysis System (FAST, 1977), Port Simulation Model (PORTSIM, 1974), Cost Benefit Package (CBPACK, 1974), and the Road Analysis Model (RAM, 1976). FAST was designed to support the financial analysis of projects implemented by the Bank. CBPACK was produced to support the cost benefit analysis of projects. The Port Simulation Model (PORTISM) was an appraisal tool designed to support the evaluation of port projects. It aided Bank engineers and economists to accurately estimate the operational implications of the projects. The RAM appraisal tool was designed to support the economic evaluation of road projects by the Bank by providing an estimated return on the contemplated investment. The software is not included in the series.

Bank operational project support

The series also contains records related to the Transport Division of the Transport and Urban Development Department (TUDTR) and successor units' support to Bank lending projects (2001 - 2011). Records contain information about technical proposals for the supervision consultancy for Jaffna District in the Sri Lanka Provincial Roads Project - P107847 and technical assistance services for an environmental audit as part of the Bangladesh Rural Transport Improvement Project - P071435. Record types include reports and studies (e.g., status and audit reports), manuals, and procurement-related records.

Zmarak Shalizi files

The records are largely electrostatic copies of correspondence and papers, filed by the type of function that generated the records. The majority of the records date from 1992-1995 when Shalizi was chief of the Transport Division.

The records are arranged in four sections. The first section has administrative records; the conference files include the background readings for a 1991 seminar for Bank staff on air quality in urban transportation.

The second section is records of research projects funded by the regular budget, trust funds or other special funds. Four of the research proposal files consist primarily of reviews of proposed Bank positions on taxation policies and on poverty lending in the urban sector, 1980-1991, and three additional files concern Bank transport sector policy and performance reviews, 1992-1995. The chronological file consists principally of notes and correspondence regarding the review of taxation and poverty policies found in the research proposals. The papers and a small quantity of correspondence were written by persons other than Shalizi and sent to him for his comments or use. The topics range from road pricing to automotive emissions in developing countries to railways to informal gold mining and mercury pollution in Brazil. The publications are primarily those produced by the Bank, although a few others from sources such as the Journal of Transport Economics and Policy are included. The principal topics are railways and transport-related air pollution; some correspondence related to the publications is included.

The third section consists of records of operational support for projects. One of the four files consists of country studies of taxation in Mexico, Brazil, Nigeria, Indonesia, and Malawi. This is followed by three files of correspondence, arranged chronologically, commenting on projects and studies, proposed and ongoing.

The fourth section is records of research projects funded by the Bank's Research Support Budget. The majority of the files relate to Shalizi's 1989-1991 project on a "Practical framework for evaluating mineral payment/taxation schemes" and are linked to the taxation files found in the second section. In the publications file is a copy of the project document on "Trade and transport in West and Central African States" dated April 1993, while the files of original research data include two papers co-authored by Shalizi, "Contract Policy and the Variability of Government Revenue form Mining Projects" (1990, with R. Conrad and J. Syme) and "The Role of Extraction Charges in Mineral Contracts (1991, with R. Conrad and M. Engers). The research files also include three files on the project on taxation in developing countries, one file on a framework for tax policy analysis in Sub-Saharan Africa, two files on uniform rates of effective protection and efficient taxes, and three files on an analysis of the tax system in developing countries as applied to Pakistan and Mexico.

Speech reference collection

This series contains speeches made by Bank staff and, in lesser amounts, Bank consultants, Executive Directors, and government officials. These records were maintained by EXT staff as a reference collection. In addition to speeches, a small amount of similar materials are included, such as: talking points for speeches; transcripts of radio addresses, lectures, press conferences, and interviews; and a small number of published articles.

Note that, while one of EXT's responsibilities was to serve as speechwriter for the Bank President and other senior staff, there is no evidence of speechwriting activities contained in the records of this series. Additionally, EXT staff were regularly responsible for fielding requests for appearances and speeches by Bank Presidents and managing logistics related to those appearances; records related to these activities are likewise not included in this series.

Speeches of Bank Presidents

Speeches made by every Bank President from 1946 to 1999 are included. Presidential speeches contained in this series were delivered to a variety of audiences, both internally and externally, although the latter is more common. The most frequent audience is the Board of Governors at the Bank's Annual Meetings. Other external audiences include international organizations (including the United Nations and its various councils, divisions, and conferences), clubs, associations, and academic institutions.

The speeches of Bank Presidents contained in this series are often small pamphlet-sized publications. This is most commonly the case with the annual Address to the Board of Governors given at the Bank's Annual Meetings. Other formats include photocopies and press releases.

Only three speeches made by President Eugene Meyer are included in this series. Two of the speeches, both dating from 1946, are from: the Annual Meeting of the Academy of Political Science; and a dinner in honor of the World Bank and International Monetary Fund's (IMF) Boards of Governors. The third speech, from 13 January 1947, was given to the Canadian Club subsequent to Meyer's resignation as Bank President.

President John J. McCloy's speeches date from April 1947 to June 1949. In addition to speech transcripts and the scripts of two television programs McCloy participated in, the script for his three-part lecture given at John B. Stetson University in February 1949 is also included. Statements made by McCloy to the United States Senate Committee on Foreign Relations in January 1948 and the House Committee on Bank and Currency in May 1949 are also included.

The speeches of President Eugene Black date from 1947 to 1962. These include speeches from 1947 and 1948 made by Black while serving as the U.S. Executive Director to the Bank. In addition to his speeches, a single folder includes Bank press releases related to Black's appointment as President of the Bank and to other matters. A small number of photocopied magazine articles profiling Black are also included.

President George D. Woods' speeches date from January 1963 to May 1968. In addition to speeches, a small amount of Bank press releases related to Woods' appointment as Bank President as well as magazine articles related to Woods and the World Bank are included; the latter includes a copy of Forbes magazine dated 15 December 1963 featuring Woods on the cover. An article authored by Woods and published in Foreign Affairs magazine in January 1966 is also included.

The majority of President Robert S. McNamara's speeches are in published form and date from 1968 to 1981. Three speeches given by McNamara following his departure from the World Bank are also included: the Sir John Crawford Memorial Lecture (1 November 1985); the Africa Leadership Forum (21 June 1990); and the Annual Conference on Development Economics (25 April 1991).

President A. W. Clausen's speeches date from 1981 to 1986. Clausen's addresses to the Board of Governors are available in published pamphlet form as are a small number of other speeches. The remainder are photocopies.

President Barber Conable's speeches date from 1986 to 1991. Conable's addresses to the Board of Governors at the Annual Meetings from 1988 to 1990 include translations in a number of languages, including: Arabic, Chinese, Japanese, Spanish, Portuguese, German, and French.

President Lewis Preston's speeches date from 1991 to 1994. Only talking points are included for a number of his speeches.

President James D. Wolfensohn's speeches date from 1997 and are relatively few in number. Speeches are filed alongside those of other Bank staff and external political figures.

Bank staff (non-President) and other speeches

This series also contains speeches made by Bank Group staff (including International Finance Corporation [IFC] staff) and, in far less number, Bank consultants, Executive Directors of the Bank, country leaders and ministers, and other prominent external figures. The majority of the speeches are by International Bank for Reconstruction and Development (IBRD) staff. Speeches date from 1946 to 1993. In addition to speeches, a small number of interview transcripts, statements, and published articles are included. In most cases, there are between one and three speeches per individual, although in the case of more senior staff, the number of items can exceed a dozen. Drafts of speeches are included, although in very small number. Translations of speeches are included for some speeches and in a few cases the speech exists only in a language other than English; in the case of the latter, the most common languages are French and Spanish.

Note that some speeches by senior External Relations staff that were filed alongside the speeches of other senior Bank staff are included in this series. These include speeches, lecture and press conference transcripts, speech notes (with hand-written annotations), and published articles dating from 1996 to 1999 by EXTVP Mark Molloch Brown.

EXT speechwriters' reference collection

A group of speeches maintained as reference copies by EXT speechwriters from 1981 to 1989 are also included in this series. Speeches made by Presidents Clausen and Conable are the most common in this collection. Conable's speeches from August 1987 to September 1989 are interfiled with speeches made by other senior Bank staff and prominent external figures. Conable's speeches, however, still make up the majority of the records during this period.

Transportation, telecommunication, water, and urban development

The sub-fonds includes operations policy and project support records from the following departments: the Transportation, Water, and Telecommunications Department (TWT) from 1978 to 1982; the Urban Projects Department (URB) from 1978 to 1982; the Water and Urban Development Department (WUD) from 1983 to 1986; and the Transportation Department (TRP) from 1983 to 1986. The sub-fonds also includes records related to liaison with external organizations, which were maintained by TWT from 1978 to 1983.

Records of the Environmentally Sustainable Development Vice Presidency

The fonds consists of chronological files created by ESDVP. Separate chronological files were created for incoming and outgoing correspondence as well as for incoming faxes. Correspondence relates to: the research and writing of departmental reviews; conference planning and attendance (specifically the Hunger Conference of November 30 to December 1, 1993); the publication of research; plans related to the Bank's 50th anniversary celebration; IT issues within ESD; cross-sectoral and Regional support and collaboration; staff training; budget planning; Bank-wide policy reviews (including the Bank-wide Review of Involuntary Resettlement [1986-1993]); personnel decisions; collaboration and communications with external agencies, institutions, governments, etc.; participation in and organization of meetings; and grants and trust funds.

The fonds also contains the chronological files of ESD Vice President Ismail M. Serageldin from January 1993, to December 1996. Records include correspondence between Serageldin and: ESD's sector department directors; other thematic vice presidencies in the Bank; Bank President Lewis Preston; other Bank departments and units; and external agencies, institutions, government officials, and NGOs outside of the Bank. Records relate to: the planning, research, and review of annual reports, research reports, policy papers, and projects/operations reviews; conference attendance and planning; meetings; budget planning and resource allocation; and cross support between ESD and other vice presidencies and the Regions. General discussion of Serageldin's new position as ESD Vice President and the function and purpose of the newly created ESD is also the subject of some correspondence.

The fonds also contains records of the Transport, Water, and Urban Development Department (TWU) from January 1993, to December 1995. Records include chronological files. Files consist exclusively of electronic message print-outs. Correspondence is between the Department and other ESD departments and Bank departments.Correspondence is created by and addressed to the various TWU divisions. Records relate to: Bank projects; information exchange; meeting and working group participation; cross support between departments, vice presidencies, and the Regions; training of Department staff; conference attendance and organization; hiring and staffing; review of Country Assistance Strategy reports; and mission proposals.

Environmentally Sustainable Development Vice Presidency

Subject files

The series consists of records related to Jonas' coordination of Bank operational responses to emergencies, pandemics, and other key initiatives, primarily through her participation and organization of high-level meetings, conferences, and other events. Most of the records comprising the series (four files, 2006 - 2014) contains information about the Bank's Avian and Human Influenza (AHI) program and collaboration with the United Nations and UN System Influenza Coordinator (UNSIC), World Health Organization (WHO), Food and Agriculture Organization (FAO), and the World Organization for Animal Health (WOAH, founded as OIE). Meetings and conferences represented within the files include: International Conference on Avian Influenza (2006); High Level Technical Meeting to Address Health Risks at the Human-Animal Ecosystems Interfaces (2011); and Avian Flu working group.

Other records (two files) relate to Jonas' work with the international Task Force on Small States (1999 - 2006), participation in the Global Conference on the Development Agenda for Small States in 2000 and the Small States Forum (2004 - 2005).

Also included is an individual file related to the Bank's support to post-tsunami disaster recovery in Indonesia and affected South Asia countries (2005 - 2006) including Bank staff participation in the Global Consortium on Tsunami Recovery held at UN, New York in April 2006.

There is also a briefing file related to Bank President Paul Wolfowitz's meeting with Roberto Danino kept by Jonas for reference (2005).

Record types include: meeting and conference working papers, agenda, concept note, and summary of proceedings; hard copies of Jonas' and other Bank staff slide presentations; talking point notes; briefing notes, e.g., status of the Bank's contributions to global avian and pandemic response and situation in Aceh and the Bank's post-tsunami activities; copies of Executive Board records and papers presented to the Board; financing requirement note; external reports, including the European Union (EU) and World Food Programme (WFP); draft notice for donors; background paper on pandemic risk for the 2014 World Development Report (WDR) and hard copy of a blog, both authored by Jonas; internal papers prepared by Bank units on tsunami recovery and poverty reduction; and travel and administrative documents.

E-mail hard copies are between Jonas and internal and external colleagues and between country directors, regional staff, and other Bank colleagues. Topics discussed include preparation and organization of conferences and meetings and invitations, Bank support activities, comments on papers, travel arrangements, and other business matters.

Records of the East Asia and Pacific Regional Vice Presidency

Note that the countries included in the East Asia and Pacific Region fonds fluctuated over the years; countries were moved from one Region to another and Regional Vice Presidencies were merged and separated. The only significant impact this had on the records of this fonds is the exclusion of Burma/Myanmar's operational correspondence previous to 1987. As described in the "Administrative History" field above, Myanmar was moved into EAP unofficially in 1987 and officially in 1991.

Also note that this fondshas been provisionally arranged into one sub-fonds and twelve series. Sub-headings are used to break the content of this field up according to sub-fonds and series. For a complete list of the provisional series, see the "System of Arrangement" field below.

Asia operational correspondence (sub-fonds)

The majority of the records in the Asia operational correspondence sub-fonds are the result of a records management decision implemented by the central files classification system and then, after 1972, by the Regional Information Service Centers (RISCs). Two "Operational correspondence - Asia" classes of records were created in which records related to Asian regional lending and programming, economic and sector work, and reference were filed together regardless of unit of origin. Records were thus created by the units of the various Asia and East Asia regional department and Vice Presidency iterations, including: department heads, and, after 1972, Vice Presidents; Country Program Department heads and staff; and Projects/Technical Department heads and staff. Note that records of the Technical Departments (AST) units that were shared by SAR and EAP between 1991 and 1997 are included in these records. See 2.3 for further elaboration.

Records relate to a variety of topics that pertain to operations in the Asian region and to individual countries. These include: Bank missions to Asian countries; potential and ongoing projects; conferences attended by Bank staff; investment promotion; technical assistance in the region; UNDP projects; operations policy; external debt; audits; co-financing; Economic Development Institute (EDI); Project Implementation Review (PIR); and sector research and policy work. Records related to multilateral institutions with which the Bank has a relationship are included. Institutions include: the Asian Development Bank (ADB); Private Investment Corporation of Asia (PICA); Asian Institute of Economic Development; the Colombo Plan; the Mekong Committee; and the South Pacific Commission.

Also included in this sub-fonds are a small number of records created by the Asia Vice Presidency (ASI) during its existence between 1987 and 1991. These records were not transferred to the Asia RISC and were thus not classified according to the RISC classification system. Records include correspondence and reports related to UNDP projects (specifically RAS/86/160 - Water Supply and Sanitation Sector Development) as well as records related to regional Economic and Sector Work (ESW) maintained by the ASI Front Office from 1987 to 1991. Lastly, records of ASI Chief Economist Oktay Yenal are included. The majority of these records are correspondence from Yenal to ASI Vice President Attila Karaosmanoglu in which Yenal provides comments and advice. Note that while Yenal's records cover the entire period of ASI's existence (1987-1991), a small amount also relate to Yenal's time as Chief Economist of EAP from 1984 to 1987; during this time he was also reporting to Karaosmanoglu and the records are similar in character. A file containing Yenal's speeches from between 1989 and 1991 is also included.

Country operational records

The majority of the records in this fonds are country operational records. The records in the "Country operational record" series broadly consist of project records relating to the negotiation and administration of loans and general country records relating to economic and sector study. These records were created by Area Departments (1947-1972), Country Departments (CDs, 1972-1997) and Country Management Units (CMUs, 1997- ) as well as Economic Department (1946-1952), Technical Operations Department (TOD), Projects Department (1965-1972) and Regional project departments (1972 - 1987), technical departments (1987 - 1997), and sector departments (1997 - 2009).

Records related to the Bank's projects overseen by EAP are contained in the "Country operational records" series. These records relate to investment, structural adjustment, and other development projects financed, co-financed, or managed by the Bank. Note that projects funded or co-funded by external bodies such as the United Nations Development Programme (UNDP), national governments, and trust funds but which were executed by the Bank are included.

Records relating to all phrases phases of the World Bank Project Cycle, from conception through negotiation and completion, are found here. Project records contained in this fonds were created by both the unit identified as the designated record keeping unit within the Region and, in smaller number, theRegional units that provided project support. Included are records relating to not only completed projects but also to abandoned projects (i.e. projects that were abandoned in course of preparation or that failed to gain Board approval) and suspended projects (i.e. approved projects, including those partially disbursed, which have been suspended and not resumed). Records related to the discussion and negotiation of projects that were never initiated are also included.

Correspondence files make up the bulk of the project records and relate to the identification, preparation, appraisal, negotiation, approval, supervision, fund disbursement, completion, and review of each individual project. Correspondence is in the form of letters, printed email, memoranda, telexes, and faxes. Accompanying materials most often include aide-memoires, minutes of meetings, Terms of Reference, back-to-office reports, etc. Correspondence is between the Bank and government officials, ambassadors, institutions, contractors, and consultants.

Project records may also include: Project Implementation Index File (PIIF) documents; executive project summary/project concept documents; annual progress reports; supplemental documents; Project Completion Reports (PCRs, also known as Completion Reports); consultant reports; supervision reports; and final versions of mandatory reports. A small amount of project-related newspaper clippings, financial statements, photographs, hand-written notes, maps, engineering plans, and copies of loan agreements and related documents may also be found, as well. External documents received from borrowers, governments, contractors, consultants, etc., including studies, reports, plans, specifications, PIIF documents, etc., are also included.

General country files are also included in the "Country operational records" series. These refer to correspondence, topical and subject files, and other records of the Region's support activities for IBRD/IDA lending programs, other than those maintained for individual loans and credits. Records relate to economic, social, and sector work study and analysis and the development of sector and country programs, policies and strategies. Specifically, these records might relate to: capital markets; indebtedness; investment law; missions to the country; technical assistance; disbursement; government relations; inquiries; local bond issues; co-financing; Consultative Groups; aid groups; country liaison; resident representatives; Country Program Papers (CPP) preparation; and Project Implementation Review (PIR). Records relating to and filed according to the various sectors of investment are also included. In each series, sector files may include but are not limited to: agriculture; education; energy; industrial development and finance; industry; population; health; nutrition; telecommunications; tourism; transportation; urban development; water and sewage; and social development. General country file records take the form of correspondence, memoranda, minutes of meetings, notes for files,back-to-office reports, aide-memoires, briefing papers, and reports. Records relating to other analytical and advisory activities (AAA) and the related collection of data for these activities may also be included. These records may include research material in the form of surveys and spreadsheets and guides created or used for analysis or processing of data.

Country-specific records relating to country program management and aid coordination are also included in the country operational record series. These records were maintained primarily by the Country Department headquarter units and were used to document Bank Group assistance planning and strategy for each country. Records may pertain to the creation of Bank reports such as: the Country Assistance Strategy (CAS); Country Briefs; Country Strategy Papers; Country Economic Memoranda; Medium Term Framework Papers; and policy statements. These records take the form of: agendas; briefings and reports of country team meetings; final versions of reports; external reports; meeting summaries and notes; and background materials used in the preparation of reports. Briefing papers prepared for Annual Meetings and other reports to management may also be included. Materials generated from aid coordination activities not specific to projects, such as co-financing arrangements, donor meetings, Consultative Group meetings, and Country Team meetings, may also be included.

Also included are informational records related to each country and to development issues specific to that country. Much of the topics covered in these records are focused on various development sectors. These records primarily contain externally created reference material, although a small amount of internally generated material (such as speeches and addresses and material related to internally sponsored conferences and seminars) may also be included. Reference materials may include: lists of government officials; information on external consultants; newspaper clippings related to country matters; press releases related to Bank and country activities; correspondence with government officials and/or ministries; and documents related to the operations of field offices in the country. Also included, in small amounts, are books, journals, magazines, articles, extracts, directories, manuals, handbooks, guides, and dissertations originating from elsewhere in the Bank Group or of external origin. Topics include common development sectors (agriculture, transportation, education, etc.) as well as: resettlement; indigenous peoples; participation; Global Environment Facility (GEF); World Bank operation policies; country politics, legislation, and economic situation; and natural resource management.

Regional operational records

Operational records related to the East Asia and Pacific Region are also included in this fonds. Included are the project records of projects that span more than a single country, such as the founding of new regional banks, the establishment of a common market, tourism projects, and the creation of regional infrastructure, such as roads, ports, electric power generation and telecommunications. The types of project-related records are similar to those described in the "Country operational records" series section above. Also included are general records related to economic, social and sector work study and analysis and the development of sector and regional programs, policies and strategies. In terms of topic and form, these records are similar to the general records of the country operational series described above; this includes records related to sector study and development, and analytical and advisory activities (AAA). However, records relate to either the region as a whole or to multi-country areas of the region. Also included are records relating to external institutions that work together with the Bank through research, co-financing, and other endeavors. These include: the Asian Forum of Parliamentarians on Population and Development; the Asian Development Bank; the Private Investment Corporation of Asia; the Mekong Committee; Asian-Pacific Telecommunity (APT); Association of Development Financing Institutions in Asia and the Pacific; Asian Institute of Technology (AIT); Food and Agriculture Organization (FAO); International Labor Organization (ILO); United Nations (UN) and its various funds and programmes; and the World Health Organization (WHO).

External aid coordination

Series consists of records relating to the development and implementation of aid coordination activities not specificto projects, such as co-financing arrangements, donor meetings, consultative group meetings, and Country Team meetings. Records originate in country and sector departments and relate to cooperative relationships between the Bank Group and donor members, cofinanciers, development agencies, non-governmental organizations (NGOs), and other concerned organizations. Specifically, records may relate to: collaborative development assistance; Bank-sponsored seminars and conferences; cofinancing and trust funds; the Consultant Trust Fund Program (CTFP); and external funding for consultants. Records may include: copies of agreements and other legal documents; initiating briefs; reports and memoranda concerning disbursement of cofinanced funds; periodic reports to cofinanciers; and other related materials.

The series contains records documenting the establishment, proceedings and activities of the consultative groups convened and chaired by the Bank to assess and coordinate external financial assistance and which theBank provided secretarial support to. These include consultative groups for Malaysia (1965), Thailand (1966), Korea (1966), Philippines (1971), Burma - Myanmar (1976), Papua New Guinea (1988), Indonesia (1992, previously the Intergovernmental Group on Indonesia in which the Bank participated), Vietnam (1993), and Cambodia (1996). Many of the groups met bi-annually for several successive years, some continuing over decades as in the case of Philippines.

Consultative group files contain a large body of correspondence between the country department staff, the chairman who was typically the Area or Country Director but on occasion was the Regional Vice President, and members of the consultative groups including the recipient country. Correspondence includes copies of outgoing memoranda and letters, cables, original letters from member government officials (some addressed to the Bank President), notes to the file, minutes of pre-consultative group meetings, sector, and/or local meetings organized by country staff in between consultative group meetings, and drafts of documents. Topics covered by the correspondence include policies and practices of the consultative group or aid group; its origins and establishment; changes in membership or participation; pledges and terms of aid by donor countries; and collaboration with International Monetary Fund (IMF) and other multilateral participants or observers.

Also included are the set of official meeting documents of the Bank-chaired consultative groups aforementioned that contain: preliminary meeting summaries, notice of meeting, agenda, list of delegates, Bank-authored or government authored memoranda or economic reports and policy papers, Chairman's report of proceedings, transcripts or verbatim proceedings, participants statements, and press release. Meeting files also contain small amount of administrative correspondence authored by Secretary's department or the Area or Country Department concerning meeting preparations, distribution of documents, or announcements about participants in attendance of the meetings.

There is also a smaller volume of files relating to donor meetings chaired by the department, as well as consultative meetings or roundtables chaired by other organizations outside of the Bank including the United Nations Development Program (UNDP) in which the Bank participated.

Departmental reference materials and subject files

Non-country specific reference materials and subject files maintained by regional departments including both country departments and sector units are included in this fonds. Topics include the various development sectors as well as Bank operational topics such as: policy development; project identification; loan project procurement; consultants; exports; macroeconomic stability and growth; and private sector assessment. Reference materials may originate from elsewhere within the Bank or external to the Bank and may include: books; journals; magazines; newspaper clippings; articles; extracts, directories; manuals; handbooks; guides; Bank reports; dissertations. Subject files related to sector related associations are also included. These records may include: reports published or disseminated by associations; correspondence between the Bank and associations; meeting related records; and coordination records.

Department directors' chronological files and project records (reference)

Chronological files created and maintained by EAP Department directors are included in this fonds. These may include incoming and outgoing correspondence, copies of reports, and copies of other records created or received within the unit. Project file reference copies maintained by the CD, CMU, or Sector Family directors' front office staff are also included in this fonds. These include project-related records circulated from project managers to the departments for information, monitoring, review, or input. These records are arranged by project and then, in most cases, by project cycle component or phase.

Business plan and budget management records

Fonds includes records relating to business plan and budget management (i.e. planning, implementation, monitoring, and review) activities of the Region. These records include annual budget files created by the Region's budget and administrative units as well as Business Plans covering three-year periods and Retrospective and Mid-Year Reviews. Records relating to the budgets of Country Departments are included primarily in the form of correspondence and budget reports and tools. Budget records created by both the Regional VP and Country Departments relating to country field offices are included (these offices also go by the names "resident mission", "field office", or "country office.") Records related to the quarterly VP Business Review Meetings are also included. Records include correspondence related to final budget and accrual reports

Management and oversight of unit functions

Records relating to the management and oversight of the Region's country and technical departments' functional responsibilities,work program, and policy development are included in this fonds. Topics include: work program development; unit policy and procedures; agency structure and organization; management improvement studies; coordination and direction; departmental reviews; regional objectives and operational directives; and staffing. Records include: work program agreements and monthly reports; research program materials; general correspondence; various task force records including some final reports; unit reviews; procedural and budget guides; management team meeting records; management retreats; records related to the 1987 and 1991 reorganizations of the Asia Region and subsequent reorganization of the Technical Departments; and general correspondence. Records related to regular operations Vice Presidents' meetings are also included.

VP Chronological files

Fonds includes the chronological files of Vice President Russell J. Cheetham from 1994 to 1996. Records maintained by Cheetham's successor, Jean-Michel Severino, are alsoincluded. Note that Severino's records, from 1997 to 1999, are organized by country. (See Related Units of Description in this description for location of other EAP VP chronological files.)

Front office administration of field offices

Fonds includes those records maintained in the Region's front office relating to the administration and management of the Region's field offices. Records may include: correspondence; reports; establishment agreements; leases; contracts; Internal Auditing Department (IAD) reports; ad hoc reports related to staff issues in country offices; and other information of substantive nature. Records may relate to: renovation; capital budget; local staff; resident representatives; mission statement; job grading; and staff reassignment.

Conferences, meetings, and seminar organization and/or attendance

Fonds includes records related to the establishment, organization, and output of conferences, meetings, seminars, and training organized or attended by EAP staff. Records related to the Bank's Spring and Annual Meetings are also included. With regard to events organized or sponsored by the Region, records may relate to identification and selection of themes, topics, and speakers in addition to other planning, administrative, and logistical topics. Events organized by the Region can include both events internal to the Region (Country Assistance Strategy [CAS] retreat, Sector Manager's retreat, Regional Management Business Meeting, Regional Vice President and Country Directors' retreat, EAP and country office town hall meetings, etc.) and external (Executive Forum's East Asian Economic Forecast; World Bank Corporate Day meetings; World Bank Strategic Forums; MD/VP Business Review Meetings).

Records related to smaller or one-time meetings are also included. This includes meetings with a various individuals including government officials, representatives of institutions, academics, and other Bank staff. Records of these meetings may include the notes and memoranda of the Regional Vice President.

Committee Records

Fonds contains records relating to a number of temporary and standing committees, task forces, working groups, etc., on which the Region or its units are represented or about which they are kept informed. Activities of these committees generally include the establishment, recommendation, or supervision of policy and procedure. Other committees internal to the Regional VP or Country Department relate to research and sector work. Records may include terms of reference, agenda, agenda papers, decisions, member lists, supporting or background documentation, and minutes and reports.

Front Office Reference Material

A variety of front office reference material is included in this fonds. Topics include: development (including specific sector work); regional and country economic and political issues; corruption; governance; Bank-Fund collaboration; Bank operations; Asian Development Bank (ADB); post-conflict reconstruction; performance indicators; information technology; communications; privatization and private sector development; co-financing; consultants; Operations Evaluation Department (OED); human resources; the Quality Assurance Group (QAG); World Development Report (WDR); Global Environment Facility (GEF); and World Debt Tables. Records take the form of: photocopied articles; Bank-authored reports including task force reports; copies of Bank Executive Director memoranda; reports from external institutions; workshop publications; and seminar reports. Records received from other Bank Vice Presidencies are also included.

Briefing books and travel records

Fonds also consists of briefing books prepared for senior officials in preparation for visits to East Asia and Pacific countries as well as for meetings and seminars. Books wereBriefing books were created by EAP units including VP staff and were prepared for EAP senior officials as well as other senior Bank staff including World Bank presidents and Executive Directors. Briefing These books commonly contain: program of country visit; countryoverview; World Bank Group activities; visit and meeting briefs; project meeting briefs; as well as other World Bank authored reports which serve as background information. In some files, travel information accompanies or is part of the briefing books. This is especially true for records related to the EAP Vice Presidents.

Records of the Chief Financial Officer

The fonds includes records of the Vice President of Finance (VPF), the Senior Vice President of Finance (SVPFI/FINSV), and the Chief Financial Officer (CFO), all of which were responsible for the overall management of the Finance Complex of the Bank. The fonds does not include the records for the dual role of Managing Director and CFO (MDCFO) from 2003 to 2004. The administrative history outlines the complexity of the functional relationship between Managing Director and CFO from 1998 to 2014. See "Relatedunits of description" for the location of MDCFO records.

Records of the Finance VPs and CFO

The fonds includes records of the Vice President of Finance (VPF), the Senior Vice President of Finance (SVPFI/FINSV), and the Chief Financial Officer (CFO) from 1967 to 2010.

First, this includes IDA replenishment negotiation records maintained by the Vice President of Finance (VPF) I.P.M Cargill from 1967 to 1978. Records related to IDA replenishment prior to 1974 were previously maintained by the Office of Vice President Denis H.R. Rickett (OVPDR) and Senior Vice President of Operations (SVPOP) Burke Knapp, but these records were inherited by I.P.M. Cargill when IDA replenishment negotiation responsibilities were transferred to the VPF in 1974. The records consist of general files, IDA meeting files, and IDA country files. The general files consist of correspondence, briefs or background records on replenishment negotiations, and subject files arranged according to replenishment negotiation (e.g. IDA1 or IDA2).The IDA meeting records are arranged chronologically and contain meeting minutes, agenda, lists of deputies, and country correspondence for IDA 2 - IDA 5 meetings. IDA country files consist of internal memoranda and correspondence regarding member country contributions to IDA funds.

The records also consist of materials maintained by Senior Vice President of Finance (FINSV) Ernest Stern from 1987 to 1991. This includes chronological correspondence files containing cables, memoranda, and reports as well as briefing books prepared for Stern for meetings with member countries, International Monetary Fund (IMF)-World Bank Annual Meetings, and high level senior official meetings. Records relating to Stern's participation in the President's Council are also contained in this series. These include memoranda, reports, and correspondence to President Conable.

The records also include records maintained by Chief Financial Officer (CFO) Vincenzo La Via from 2005 to 2010. This includes: chronological correspondence files; briefing books prepared for the Joint IMF-World Bank Annual meetings, IDA 15-16 Replenishment meetings, and other high level senior meetings; speech transcripts, statements, and talking points prepared by La Via; and travel arrangement and reporting records.

Records of the Front Office directors and advisers

The records consist of Raymond J. Goodman records from when he served as Director of Financial Policy in the Front Office of the Vice President of Finance (VPF) I.P.M. Cargill from 1975 to December 1977.The records include: memoranda; cables; financial policy papers; Bank and non-Bank reports; press clippings; and notices of meetings related to topics of financial policy. Topics include: Bank borrowing; basic needs; capital markets; capital requirements; capital subscriptions; the Consultative Group on International Agricultural Research (CGIAR); cofinancing; the Common Fund; Counterpart funds; debt rescheduling; the Development Commission; the European Investment

Percy's records are arranged by the following subjects: IBRD, finance, development assistance, IDA, and personnel and organization.

Mistry's IBRD records related to: reports from Task force on the Future of the Bank; the Bank's Bank; Bank and International Monetary Fund (IMF) collaboration; Annual Meeting briefs; the Multilateral Investment Guarantee Agency (MIGA); Task Force Survey; and streamlining Bank procedures.

Mistry's finance recordsinclude general topics such as: accessing capital markets; capital subscription status; currency pooling; general capital Increase (GCI); investment authority; loan charges; and technical assistance for financial management.

Mistry's development assistance records include the following topics: debt and adjustment in developing countries; poverty alleviation; IMF Special Drawing Rights (SDR)/Aid link; U.S. position on multilateral development banks; Development Finance Companies; the Organisation for Economic Co-operation and Development (OECD); the Asian Development Bank; and others. The records also include: minutes and reports from the Bank's Development Committee; meeting minutes and agenda for the Task Force on Concessional Flows; and a report from the Bank's Task Force on Non-Concessional Flows.

Mistry's IDA related records include minutes and reports from IDA Deputies Meetings for IDA 6 - IDA 8 replenishment negotiations from 1980 to 1986. The records also include correspondence, memoranda, andreports focused on the following topics: IDA calls/encashments; IDA legislative status reports; IDA special contributions and trust funds; IDA 7 background papers; IDA 7 briefing papers; IDA country correspondence; IDA political campaign/initiatives; IDA public affairs strategies; IBRD transfers to IDA; and IDA deficits.

Mistry's personnel and organization records include reports and memos related to personnel staffing matters and the organizational arrangement of the Bank and the Finance Complex (FINCOM) from 1981 to 1987. Records related to personnel and organization of the Bank cover the following topics: institutional planning; feasibility studies for the Bank's London Office; the Young Professionals Program (YPP); policy on personnel payments; Bank policy committees; training programs; compensation review; and the IBRD Accounting Framework. The FINCOM records cover the following topics: planning and budgeting; performance planning and review; FINCOM department and unit organization; personnel issues; position descriptions; job grading; consultant hiring; recruitment; payroll administration; staff retirement plans; management development; personnel policy changes; and review and analysis of financial transaction flows.

Budget and planning

The fonds includes Bank-wide budget and planning records of the Office of the Chief Financial Officer (CFO) Vincenzo La Via prepared for meetings with the Bank President from 2006 to 2010. The records include: Bank-wide Quarterly Business Review reports; financial statement reports; and meeting minutes and agenda from President Meetings related to quarterly financial reporting, Bank strategic themes, and financial reporting by external audit and consulting firms.

Managing Committee records

The fonds also consist of records from the Managing Committee established by Bank President A.W. Clausen from 1981 to 1986. Clausen established the Managing Committee for the purpose of providing overall guidance for and management of the Bank in 1981. The SVPFI served as a committee member for the Managing Committee, along with the Senior Vice President of Operations (SVPOP) and other Bank vice presidents. The records were maintained by Senior Vice President of Finance (SVPFI) Moeen Qureshi. The records include: chronological Managing Committee agendas and meeting minutes; memoranda; and policy papers and reports drafted for the committee. The records focus on a broad range of finance-related topics, including: budgeting and planning; IBRD/IDA financing; IBRD borrowing; IBRD general capital increase (GCI); selective capital increase (SCI); financial policy; institutional planning, and others.

Finance Complex Central Files

The fonds also includes incoming and outgoing correspondence, memoranda, reports, and statements related to finance functions and the Finance Complex units of the Bank. The records were maintained as part of the Bank's centralized filing system of the Non-Regional Information Center (NRIC) from 1978 to 1986. The records are not exclusive to onefunction or unit of the Finance Complex. The records are organized by the following categories: General; Programming and Budgeting; Controller; and Treasurer. The General records cover subjects of data regarding currency exchange, IDA 4-8th replenishment resources, overdue service payments, the Interest Subsidy Fund (Third Window), and preparation for IBRD/IDA Annual Report. The Programming and Budgeting records primarily include review reports of the Bank's financial and operating programs prepared for the Bank's Executive Directors and senior staff. The Controller records are related to accounting and financial statements reporting. The Treasurer records relate to portfolio sales and participation, cashier's reporting, securities, the Staff Retirement Plan, and telegraphic test key arrangements with commercial banks.

Chief Financial Officer

Records of President Barber B. Conable

Barber B. Conable's term as President was noted for the major reorganization of the Bank he directed in 1987 and the emphasis on poverty reduction as a central mission of the Bank. He identified environmental protection as an important goal, culminating in the Bank joining with the UN Development Program and the UN Environment Program to establish the Global Environment Facility in 1991. Conable supported an increased role for women in development and he appointed a woman, Marianne Haug, to his senior staff. Broad political changes occurred in Eastern Europe during his tenure, and he maintained extensive liaisons with international organizations including the increasingly influential NGO community. Conable also authorized the project to write a history of the Bank; Brookings Institution was given the contract for the study which resulted in the two volume The World Bank: Its First Half Century. Conable gave the authors access to his Presidential files, and the use of some of the files by the Brookings team is noted in the series descriptions.

The records of President and his staff are extensive. The minutes of his President's Council reveal the mechanisms of Bank management. The usual Annual Meeting files are supplemented by his country files and the records of his travels around the globe. The two series of liaison files show his political skills with varied constituencies.

The records of the Office of the President also include separate series of records of the Executive Counselor to the President, J. William Stanton; the Executive Assistant, Marianne Haug; and the Special Assistant, Anapum Khanna. The file of Conable's Executive Assistant, Jennifer A. Volk, on the lunches between Conable and Michel Camdessus, the Managing Director of the International Monetary Fund, is a separate series, while within the President's files on travel and Annual Meetings are other files that Volk maintained.

Records of President Robert S. McNamara

Robert S. McNamara became World Bank President on April 1, 1968 and served 2 full five year terms and a partial term, leaving on June 30, 1981. The records are a very full account of his long and active presidency. Every part of the world is reflected in these records, as well as virtually every economic issue of the 1970s. Any student of the Bank during the McNamara years will find reading these records an essential first step for research.

When McNamara came to the World Bank, it was lending about $1 billion per year. When he left in 1981, Bank lending stood at about $12 billion a year. In addition to the dramatic increase in volume of loans, he refocused Bank lending beyond infrastructure and projects to basic human needs and poverty reduction. Using the term absolute poverty, his annual meeting speech in Nairobi in 1973 marked a turning point by identifying promoting rural development and alleviating the conditions of life to the poor as crucial development goals. He identified population growth as a major issue for the Bank to address and the Bank began proving support for family planning programs. The Bank also began providing loans for pollution control.

McNamara proposed the formation of the Consultative Group for International Agricultural Research (CGIAR), which makes major contributions to increasing global food production and reducing hunger. He mobilized Bank resources to launch an international onchocercieasis (river blindness) control program. He initiated two international commissions to examine world development: the Pearson Commission in 1968 and the Brandt Commission in 1977. The Joint Ministerial Committee of the Board of Governors of the World Bank and the International Monetary Fund on the Transfer of Real Resources to Developing Countries, usually known as the Development Committee, was established in 1974 to support international cooperation in development activities and coordination of international efforts in finance development, and to provide advice to the Board of Governors of the Bank and the Fund on all aspects of the transfer of real resources to developing countries. And in 1978 the World Development Report was launched, the Bank's flagship publication on development issues.

Records of all these activities can be found in the records of the McNamara presidency. An unusually large number of records are annotated by McNamara, providing unparalleled insight into the thinking and decision-making processes of the president.

The records also include files form assistants to the President, notably two series from economic adviser Irving S. Friedman that include his correspondence with both President George Woods and President McNamara.

Moeen Qureshi files

The majority of the subfonds consists of records created and maintained by Moeen Qureshi from the start of his career at the World Bank Group's International Finance Corporation (IFC) to his retirement from the Bank in 1991. Although the subfonds is most voluminous for the period during which Qureshi was Senior Vice President for Operations from 1987 to 1991, it also contains records accumulated during his various positions at IFC beginning from 1972 through his tenure as Senior Vice President of Finance (SVPFI) from 1980 to 1987.

Records of the Energy Sector

The fonds contains records created and received between 1958 and 2013 beginning from the Public Utilities Department and several successors through the Sustainable Energy Department (SEG). Records document the energy units' functional responsibilities including support to operational projects carried out by regional units, formulation of policy, preparation of research studies and publications, organization and participation in knowledge and learning events, liaison with external partners, and program collaboration across the energy sector. A large portion of records reflect the department's function as administrators of the United Nations Development Programme (UNDP)/World Bank Energy Sector Management Assistance Program (ESMAP) established in 1983 and ESMAP's precursor technical assistance program, the Energy Assessment Program (EAP) created in 1980 in response to the global energy crises of the 1970s.

While sector records were maintained in the Bank-wide centralized filing system from the early years of operations until mid-1987 and some of these records remain part of the Central Files fonds, departments often kept separate working files. It is primarily the working files of the energy sector that comprise the records in this fonds, along with records created after 1987 when recordkeeping responsibilities were turned over to the records-creating offices. See the arrangement note below for more information about the centralized files. The sector's rapid rate of growth and frequent organizational changes between the late 1970s until the mid-2000s are reflected in the various record-creating units in this fonds, their changes in names and reporting structure, and different filing systems. Primary sector functions however, as mentioned above, remained consistent over time.

The earliest records in the fonds, dating from 1958 to the late 1960s, are externally produced maps and reports that were used as reference for projects. The fonds also contains earlier records maintained by Assistant Director Efrain Friedmann that represent the department's energy sector work in the 1970s and cover discussion of nuclear power and energy conservation. Records are, however, predominantly from between 1980 and 2002.

Records in the fonds cover a broad range of subsectors and topics under energy development, including: electric power; fuel sources and technologies and hydrocarbons, such as coal, oil, natural gas; renewable and non-conventional energy sources, such as photovoltaic cells, solar power, hydropower, wind power, thermal power, and biomass; environmental issues and assessments; climate change; power systems and energy efficiency; gas trading; electricity supply and grid extension; rural electrification; power sector rehabilitation and institutional restructuring of power utilities; legislation and market forces; and competition and regulatory policy.

Mining sector records are also represented in the fonds, to a lesser extent. Although mining was originally situated within the industry sector in the Bank's organizational structure, the mining and oil and gas units coexisted under the same departments from 1982 until their merger into the Oil, Gas, Mining Division, Sustainable Energy Department (SEGOM) in 2010. Records related to the mining sector primarily cover the period from the 1990s to 2013, although there is some earlier material dating from the early 1980s. Energy Sector

Records of the Transport Sector

The fonds contains records that reflect the various activities of the transport sector units including operational project support to the Regions, research, collaboration with external organizations, and participation or organization of conference, seminars, and workshops. The records were created and maintained by transport-related units beginning in the late 1960s with the Transportation Projects Department (TRP) and several successor units through to the Transport, Water, and Information and Communication Technologies Department (TWI) created in 2007.

While sector records were maintained in the Bank-wide centralized filing system from the early years of operations in the 1940s until mid-1987 and some of these records remain part of the Central Files fonds, departments often kept separate working files. It is primarily the working files of the Transport Sector that comprise the records in this fonds, along with records created after 1987 when recordkeeping responsibilities were turned over to the records-creating offices. The fonds contains a gap in the records between 1992 and 2000. The gap is likely due to the frequent organizational changes of the transport units and coexistence with other sectors in the same department or division and therefore records becoming intermingled. Chronological records of the Transportation, Water and Urban Development Department (TWU) from 1993 to 1995 are part of the Records of the Environmentally Sustainable Development Vice Presidency fonds. See the related units of description note for additional information.

An extensive volume of records in the fonds are related to the Highway Design and Maintenance Standards Model (HDMS) created in 1969 and to research projects that served as the basis for the model's creation.

Reports, working papers, memoranda, and correspondence are the most common record form. The records cover a broad range of subsectors and topics under transport development, including, but not limited to: road and highway design, management, and maintenance; rural roads; pavement performance; railway construction and modernization; maritime transport and port engineering; and aviation and air transport.

Transport Sector

Records on the Task Force on Cost Sharing and Local Cost Financing

Sub-fonds consists of records created and received by Randolph Harris of the Central Operations Department (COD) while serving as Chairman of the Task Force on Cost Sharing and Local Cost Financing. Records consist of memoranda between Task Force members and drafts of the Task Force's final report. Records also consist of records related to communications with the World Bank Board of Executive Directors on the topic.

Task Force Chairman's records

Series consists of records relating to the Task Force on Cost Sharing and Local Cost Financing created and received by task force Chairman Randy Harris of the Central Operations Department (COD). Records include what was likely reference material for: the initial response to the Board regarding the determination of the levels of local cost financing and cost sharing for individual projects; and for the work of the actual Task Force on Cost Sharing and Local Cost Financing. These records primarily date from the mid- to late-1980s, but also include a November 29, 1968 memorandum by the Bank's general counsel in response to a policy paper on "Foreign exchange loans for local expenditures". Reference material dating from the 1980s primarily takes the form of memoranda discussing specific cases of cost sharing in Bank projects. A review of Bank practices and policies relating to cost sharing, dated March 14, 1986 and distributed by Operational Policy Vice President S. Shahid Husain, is also included.

The series includes records relating to the Bank's initial response to questions on cost sharing from the Executive Directors. These records primarily include memoranda and correspondence discussing the review of the drafted response but also include lists showing then current country cost sharing limits. A transcription of the portion of the June 13, 1989, Board meeting where questions about cost sharing in Bank projects were initially raised is included and what appears to be the final text of the response coordinated by COD Director Ducksoo Lee and shared with Secretary's Vice President and Secretary Timothy T. Thahane for distribution to the Executive Directors on October 2, 1989.

Records relating to the establishment of the Task Force begin in late October 1989 and consist almost exclusively of memoranda. Memoranda includes attachments in the form of reference material, Task Force report drafts and draft reviews, and responses by Task Force members to a request for thoughts on the subject of project cost sharing. Minutes of Task Force meetings are also included.

An early draft (February 14, 1990) distributed to Task Force members and to Senior Vice President of Operations (OPNSV) Moeen Qureshi is included. Responses to a subsequent draft circulated to Task Force members on April 27, 1990 is also included, although the draft itself is not. Two copies of the final report submitted to Qureshi on May 31, 1990 are also included, with a cover letter authored by Mr. Lee.

Records dating from after the submission of the report to Qureshi relate to implementation of the report's suggestions and to the drafting of OD 6.30 Local Cost Financing and Cost Sharing.
