Biographical history
Matthew F. McHugh, an American national, was a lawyer and a US congressman before arriving at the World Bank Group (WBG). He was hired by the WBG in May 1993 as counselor to President Lewis T. Preston. He would also serve under WBG President James Wolfensohn.
While at the WBG, McHugh focused on mobilization of resources and other initiatives related to the implementation of the WBG's poverty programs. He also served as the Office of the President's (EXC) liaison with the External Affairs Department (EXT), supporting the institution's contacts with the media, government officials (particularly the US government), academics, private sector, and the general public worldwide. He also played an important role in planning the commemoration of the 50th anniversary of the Bretton Woods Conference in 1994.
McHugh left the WBG in June 2005, coinciding with the departure of President Wolfensohn.
