The series includes chronological correspondence, memoranda, and other records of Heywood Fleisig created or received during his position as Principal Economist in the Country Operations Division, Asia-Country Department II (AS2CO). Most of the records are related to debt restructuring plans and strategies for the Task Force on Philippines Debt from 1989. Much of the correspondence and memoranda include attached reports or surveys, Fleisig's personal notes, and financial and statistical data. The correspondence and memoranda are mostly between Fleisig and other Asia Country Department staff. Meeting minutes from the Executive Board of Directors related to debt restructuring in the Philippines are also interfiled in records.

The series includes chronological correspondence, memoranda, and other records of Heywood Fleisig created or received during his position as Principal Economist in the Asia Vice Presidency (ASIVP). The correspondence and memoranda are primarily between Fleisig and the Lead and Chief Economist in the Asia Regional Office (ASI) regarding economic and sector work (ESW) projects. Draft research papers and reports are attached, and contain comments and handwritten notes by Fleisig. Back-to-office reports, project proposal reports, initiating memoranda, mission reports, financial and statistical data printouts, and meeting minutes related to regional ESW projects are also included.

Benjamin King retained a copy of papers he wrote and correspondence he drafted, both for his signature and for the signature of other Bank officials. Although there are gaps in the records, the chronological series provides a good overview of the interests of King and the issues with which he dealt as a staff member of the Bank.

The first part of the chronological file, dating from 1952-1967, includes items relating to King's missions to the Gold Coast, Germany, and Norway and contains notes on the status of operations, planning and procedures, currency, lending resources, and external debt. King also wrote notes on the General Training Committee and a 1955 draft curriculum for the Economic Development Institute, which King joined in 1957. The second part of the chronological file includes papers on the economic work in the Bank; comments on economic reports; drafts of the Charter of the Multilateral Investment Guarantee Agency (MIGA); materials relating to external debt in Iran, India and Pakistan; a study of the feasibility of using computers in the Bank; and a paper on allocation of funds to the International Development Association. The final part of the chronological file includes memoranda and letters to members of the Research Committee and to external research institutions commenting on research proposals and reports. After King was appointed as Director of the Development Economics Department in 1978, the file includes documents on personnel, recruitment, plan, project evaluations, comments on economic reports and clearances for publications. Of particular interest are a March 1979 memo on the Department and King's summaries of the Board meetings he attended The subject files are clearly a fragment of a larger file, because they include only files with subject headings A-E. Many of the same issues found in the chronological file material area found here, including investment criteria, creditworthiness, terms of aid, program lending, and the use of computers. Two files on the Bernard Bell study on India and an agriculture file on India are useful supplements to the official records on the Bell study and to the Bernard R. Bell files. The External Debt Review Committee was established at the end of 1967 to investigate the collection, processing and use of international debt statistics by the Bank. King chaired the Committee in 1967-1968, and his subject files contain memoranda regarding the Committee meetings, the operations of the External Debt Section, material relating to a questionnaire on statistics, and comments on the Committee report.

The country files contain Economic Committee documents, interspersed with some original material of King's regarding economic missions and economic reports.

The small correspondence series from 1986 includes files on many of the countries in the South Asia region. The files include correspondence with leaders in the countries and internal Bank memoranda on projects, planned or in operation. This is clearly a fragment of a larger chronological series that was maintained for Hopper by the office staff.

The bulk of the sub-fonds consists of the office correspondence file from Hopper's period as Senior Vice President for Policy Planning and Research; it is arranged chronologically. The series apparently was begun by L. Richard Meyers, who was Special Assistant to Hopper, as the early files are marked DM Chron. The topics in the records include poverty and family planning programs focusing on women, the Bank's new environmental initiative, appreciation and criticism of the Bank's environmental role, especially with regard to rain forests and indigenous peoples, agricultural development, including genetic research and application of developmental agriculture in Africa, and administrative details of the new Policy Planning and Research Department.

The series on the Senior Management Council and the series on the Personnel and Administration Committee both begin with a set of minutes, followed by agendas and reports and memos. The series on the SMC also includes a set of monthly financial reports. Records are missing for several months in both series. The topics in the records include personnel policies, the Disaster Recovery Plan, security, long-term facilities planning, and information resources management.

The file unit on the work of the Operations Managers Review Group contains six items on the selection of operations managers.

The records are largely electrostatic copies of correspondence and papers, filed by the type of function that generated the records. The majority of the records date from 1992-1995 when Shalizi was chief of the Transport Division.

The records are arranged in four sections. The first section has administrative records; the conference files include the background readings for a 1991 seminar for Bank staff on air quality in urban transportation.

The second section is records of research projects funded by the regular budget, trust funds or other special funds. Four of the research proposal files consist primarily of reviews of proposed Bank positions on taxation policies and on poverty lending in the urban sector, 1980-1991, and three additional files concern Bank transport sector policy and performance reviews, 1992-1995. The chronological file consists principally of notes and correspondence regarding the review of taxation and poverty policies found in the research proposals. The papers and a small quantity of correspondence were written by persons other than Shalizi and sent to him for his comments or use. The topics range from road pricing to automotive emissions in developing countries to railways to informal gold mining and mercury pollution in Brazil. The publications are primarily those produced by the Bank, although a few others from sources such as the Journal of Transport Economics and Policy are included. The principal topics are railways and transport-related air pollution; some correspondence related to the publications is included.

The third section consists of records of operational support for projects. One of the four files consists of country studies of taxation in Mexico, Brazil, Nigeria, Indonesia, and Malawi. This is followed by three files of correspondence, arranged chronologically, commenting on projects and studies, proposed and ongoing.

The fourth section is records of research projects funded by the Bank's Research Support Budget. The majority of the files relate to Shalizi's 1989-1991 project on a "Practical framework for evaluating mineral payment/taxation schemes" and are linked to the taxation files found in the second section. In the publications file is a copy of the project document on "Trade and transport in West and Central African States" dated April 1993, while the files of original research data include two papers co-authored by Shalizi, "Contract Policy and the Variability of Government Revenue form Mining Projects" (1990, with R. Conrad and J. Syme) and "The Role of Extraction Charges in Mineral Contracts (1991, with R. Conrad and M. Engers). The research files also include three files on the project on taxation in developing countries, one file on a framework for tax policy analysis in Sub-Saharan Africa, two files on uniform rates of effective protection and efficient taxes, and three files on an analysis of the tax system in developing countries as applied to Pakistan and Mexico.

Records in this series relate to the activities of the Bank's Research Committee and Kuczynski's participation in the Committee in 1972 and 1973. The Committee's responsibilities included: developing an overall research program and setting research priorities; reviewing research proposals and allocating resources to successful proposals, including those undertaken by both Bank staff and external persons; reviewing process of ongoing research programs and budgets; monitoring the work of and liaising with other institutions; and encouraging the dissemination of research output. The Committee consisted of ten to twelve members from the World Bank, including the International Finance Corporation (IFC). Participation on the Committee was for generally a year or twoone or two years.

The majority of the records in this series are materials disseminated in advance of Research Committee meetings. The meetings were held twice annually. Participants at these meetings considered further allocations of funds to existingand new projects and reviewed ongoing research projects. Records in this series relate to the three meetings that occurred while Kuczynski was a member of the committee: June 1972; September 1972; and May/June 1973.

Records were originally disseminated to Committee members as part of "books". These books contained all the materials necessary for the meeting of the Committee, including project reviews, budget materials, and, most voluminous, project proposals. The latter are arranged according to project sector topic. Tables of contents are included. Project proposal materials generally include two parts: the research proposal form and the project description. Other materials, including memoranda between Committee members discussing the proposed project prior to the Committee meeting, may be included. Memoranda, generally authored by Ernest Stern and disseminated to Committee members, is also included; it is not clear if these records were distributed with the meeting book or filed with the book's contents by Kuczynski.

Research proposals by Bank staff for fiscal year 1974 are also included. These do not appear to be part of the normal dissemination of meeting materials. It is not clear if these are to be discussed at a specific meeting or if they are part of a planning exercise. Projects related to only three sectors are included: industry and trade; agriculture and rural development; and urbanization and regional development.

A small amount of related memoranda and reports are filed separately. These include correspondence between group members discussing: research protocols; functions and logistics of the committee; potential and ongoing projects; budget reporting and projections; and recommendations for research. An update on the Committee's work for Office of the President is also included as is a a summary report of then current (1972) research projects.

Series contains records maintained by Leonard B. Rist from the early period of IBRD history primarily when he first served as Director of the Research Department, later Economics Department between 1946 and 1960. Records are varied and include correspondence and speeches that Rist drafted for President Eugene Black during the period 1947-1953 and an information packet prepared for Black's 1952 trip on which Rist and other senior staff accompanied him to Pakistan, India, Ceylon, Thailand, and Australia. Also included is a file of Rist's speeches to the information conferences (1949-1959), two or three-day sessions at the Bank where groups of individuals in the finance profession would be introduced the Bank and its operations (1949-1951), a file on establishing the Research Department in 1946, and files on loan policy, 1946-1967. Records from the 1950s relate to the European Investment Bank and French oil exploration, and UK credit conditions covering 1945-1957. In 1963 and 1964 while he was Special Adviser to the President, Rist chaired the Committee on Loan Charges, and these files include correspondence on the Committee's Memorandum on Loan Charges (1964). Other files (1960-1968) relate to terms of Bank loans, market loans, IBRD reserves and 9% subscriptions, and Bank and IDA financial policy.

The majority of the subfonds consists of chronological correspondence records sent and received by Stern from the start of his World Bank career in 1972 to his retirement as a Managing Director in 1995. The subfonds also contains speeches given by Stern while serving in various positions from 1973 to 1995 and records relating to committees in which he participated.

The series consists of memoranda, letters, and telexes written or received by Stern during his tenure as Senior Vice President of Finance (FINSV) from 1988 to 1991. Stern assumed his duties in FINSV in May 1987 but there is a gap in his chronological files for the year 1987. Records consist mostly of internal memoranda to the President, the Regional Vice Presidents, other senior managers in the Finance Vice Presidency and President's Council as well as the Board of Directors. A smaller portion of the correspondence is with external banks or institutions and country ministers. Reports and draft papers are occasionally attached to the correspondence in addition to handwritten notes and annotations.

Issues covered in the files relate to: investment guidelines and operations; lending arrangements; monthly financial reports for clearance; market updates; currency management and policies to borrowers; country loan payments; comments on internal and external reports and papers; IDA9 deputies meeting administration and IDA9 negotiations; World Bank-International Monetary Fund collaboration and debt reduction; pension fund management; capital subscriptions; FINSV's work program and budget; and staffing matters. Topics of note are: U.S. Treasury's Brady Plan for international debt reduction and the role of the World Bank; review of the Bank's reimbursable programs; and the establishment of the Global Environment Facility (GEF) in 1991.

Series consists of a variety of records primarily documenting speaking appearances made by Stern during his time at the World Bank Group. The majority of the records consist of full-text speeches given at academic institutions, external conferences, seminars, symposia and at various meetings of country ministers and International Development Association (IDA) replenishment meetings. Other speeches were made by Stern at internal World Bank Group functions such as Board and Executive Directors meetings, presidents' retreats, and senior operations manager retreats. The series also includes press releases, talking points prepared for Stern, copies of articles written by Stern, or publications containing interviews with him. The series also contains a copy of a 1971 speech "Foreign Assistance Agencies and the Problem of Unemployment" given by Stern prior to his World Bank employment when he was at USAID. His farewell speech as Managing Director in 1995 is also included.

The subfonds consists of records maintained by Debrework Zewdie during the period from 1999 to 2006 when she served as manager of the AIDS Campaign Team for Africa (ACTafrica) in the Africa Region, and then as adviser and director, HDNGA. Records reflect Zewdie's managerial and oversight role over the Bank's HIV/AIDS programs, her participation in conferences and meetings, and collaboration with external organizations.

Series consists of chronological files created by Johannes Linn while serving in the Urban and Regional Economics Division of the Economics Department (ECDRB) and its successor the Development Economics Department (DEDRB) of the Development Policy Vice Presidency (DPS). Correspondence and memoranda contained in the chronological files generally relate to his work on urban development policy. Chronological files include those labeled "Chronological File - Official Correspondence" and labeled "Chronological File".

The "Official Correspondence" folders date from 1973 to 1981 and exclusively contain correspondence between Linn and individuals external to the World Bank. Most of the correspondence deals with the sharing of information (i.e. papers and reports), conference participation, and speech requests and logistical planning for conferences. A small number of papers and reports are included as attachments to correspondence. Correspondence is between Linn and academics, journalists, government officials, multilateral institutions, and other institutions and associations.

Other chronological files in this series primarily contain correspondence and memoranda between Linn and World Bank staff. Correspondence between Linn and external, non-Bank staff is more personal and substantive in nature than that found in the Official Correspondence files. Topics in these records include: project proposals; seminar and conference participation; research projects; work programs; economic analysis of Bank projects; and country and city studies.

The series includes incoming and outgoing correspondence and memoranda of Syed Shahid Husain from when he served as Vice President for Management and Personnel Services (MPSVP). The correspondence and memoranda are primarily between MPS staff, the Office of the President (EXC), and Vice President Offices of numerous units of the Bank. The correspondence and memoranda cover various topics, including: personnel recruitment; compensation; personnel performance review; redundancies; and re-organization of Bank units.

Series consists of copies of a variety of different types of agreements formed between 2001 and 2005 while Ian Johnson was Vice President of ESSD. Included are trust fund, programme, and project funding agreements involving external agencies, foundations and governments. There is, in some cases, small amounts of background information related to the funds, projects, and programmes being sponsored and/or created.

Work program agreements between ESSD and other World Bank units are also included.

Series consists of correspondence related to Johnson's role as Chairman of the Consultative Group on International Agricultural Research (CGIAR). Correspondence is between Johnson and: other World Bank units; research institutes; aid agencies; Banking institutions; government agencies and officials; and academic institutions. Correspondence generally relates to: invitations to meetings and conferences; information exchange; and, in small quantities, requests for sponsorship and funding.

Series consists of briefing materials prepared by ESSD and its sector departments for Bank President Wolfensohn. Briefing materials provide information on various individuals, organizations, and governments in advance of their meetings with Wolfensohn. A small amount of background research material is also included.

Series also consists of copies of reports submitted by ESSD to the Bank's Secretary of Board Operations. Finally, copies of Inspection Panel Investigation Reports on two South American loans from 2004 are included: Paraguay - Reform Project for the Water and Telecommunications Sector (Loan No. 3842-PA) and Argentina - SEGBA V Power Distribution Project (Loan No. 2854 - AR).

Series consists of records relating to Johnson's attendance at, and participation in, the World Bank's annual meetings in 2001 to 2003 and spring meetings in 2001 and 2002. Included are Briefing Binders for annual meetings in 2001 and 2002 and spring meetings in 2001 to 2003. These binders contain: Issue Briefs; Regional Briefs; Success Stories; press coverage; talking points; schedules; Notes from the President; and briefings and summaries on a variety of other topics. Records related to roundtable discussion with civil society are also included.

Series also includes files containing briefing reports for Bank President Wolfensohn in advance of meetings with representatives from a number of donor countries prior to the 2002 spring meetings. It is unclear who prepared these briefings for Wolfensohn. However, the focus of the briefings extends beyond the scope of ESSD and so it is likely that they are contained in Johnson's files for informational purposes and not because he or ESSD had a hand in their preparation.

The series consists of records collected and maintained by Vinod Dubey during his time at the World Bank. The majority of the records were created during Dubey's time in CPD and EAS.

Fonds consists of papers and reports Alexander Nowicki produced while in the employment of the World Bank.

This series consists of ten files containing papers that Alexander Nowicki compiled primarily while he was a senior economist in the Projects Department of the South Asia Regional Office and later as Director of the OED's Policy-Based Lending, Industry, Public Utilities and Urban Sectors Division (OEDD2). Included are Nowicki's own October 19, 1967 paper, Academic and Private Research on Economic Problems of Developing Countries - Survey of Work and Thinking in France, and a copy of a lecture, General Issues and Actual Problems of Central Planning, that he delivered at a September 1986 seminar organized by the Brazilian Ministry of Planning. Other documents include copies of papers presented at the 1985 Manila Conference on Privatization Policies, Methods, and Procedures; two papers on industrial restructuring and on competition policies for industrializing countries that were prepared for discussion at Bank Board seminars in 1989; a December 1981 Bank compilation of basic data on population; copies of a March 1983 country program paper for Pakistan and a draft January 20, 1984 report regarding recent economic development in Pakistan; and a copy of a Handbook on Balance of Payments that was presented at the World Bank Seminar on Debt and Developing Countries, April 18-20, 1984.

The sub-fonds consist of chronological correspondence records from different units throughout Masood Ahmed's World Bank career. The series additionally includes speech and presentation records from his time in IEC and PREM, and records related to his involvement with the Economic Development Institute (EDI, now renamed the World Bank Institute [WBI]).

Sub-fonds consists of chronological correspondence files for Geffrey Lamb for the following positions and years: Economist for the Development Research Department (DRD) from 1980 to 1982; Public Sector Management Adviser for the Public Management Unit (PPDPS) from 1983 to 1987; Adviser for the Strategic Planning Division (SPRSP) and the Policy Development Unit (PRDPD) from 1988 to 1991; and Unit Chief for the Public Sector Management Unit (EMTPM) within the ECA/MENA Technical Department of the Europe and Central Asia Vice Presidency (ECA) for 1992. The sub-fonds also includes: DRD country strategy papers, study papers, and policy papers maintained and created by Lamb from 1980 to 1981; policy papers focused on institutional reform maintained by Lamb during his time in PPDPS from 1982 to 1987; records related to policy papers prepared by Lamb prior to his employment at the Bank; records related to papers prepared for and involvement in conferences and seminars from 1987 to 1991; and records related to Lamb's involvement with PRDPD work program planning and working group participation from 1990 to 1991.

This series includes records related to work programs and working groups Geoffrey Lamb participated in or helped develop as the Adviser for the Policy Development Unit (PRDPD) of the Policy and Review Department (PRD). This includes records related to development and implementation of a work program related to economic policy reform in post-apartheid South Africa from 1990 to 1991. The development and implementation of the work program was done in close collaboration with PRDPD, the Public Sector Management and Private Sector Development Division (CECPS) of the Country Economics Department (CEC) within the Development Economics Vice Presidency (DEC), and the Country Operations Division (AF6CO) of the Africa Regional Vice Presidency (AFR). The records include correspondence and memoranda between Lamb, the Africa Region Vice President (AFRVP) Edward Jaycox, AFC60 staff, and CECPS staff. The records also include: back-to-office reports (BTOs) regarding economic missions in South Africa; extensive academic papers, reports, and newspaper articles produced outside the Bank related to South Africa and its economy; CECPS produced economic policy papers and reports; and meeting minutes and summaries regarding meetings with members of the African National Congress (ANC), and meetings between World Bank President Barber Conable and South African Government Ministers.

The series also includes records related to the Working Group on Military Expenditure in which Lamb participated in 1991. The Working Group was a response to the International Monetary Fund's (IMF) paper Military Expenditure and the Role of the Fund. The Working Group was given the responsibility to assess areas of Bank operations that address issues related to military expenditure, and create a report for the Bank President in preparation for the Joint Annual Meeting of the IMF and World Bank. The working group records include: correspondence and memoranda between the working group members; lists of working group board members; summaries of Fund Board meetings regarding the IMF Military Expenditure paper; summary reports on Bank work related to military expenditure; back-to-office reports (BTOs); meeting minutes of the Executive Director's Board regarding military expenditure; additional background papers and reports related to military expenditure; and letters prepared by Bank President Barber Conable, Senior Vice President of Operations (OPNSV) Moeen Qureshi, and IMF Managing Director Michel Camdessus regarding military expenditure.

This series includes records related to Lamb's involvement with the International Development Exchange Program Seminar on Economic Policy Change and Governmental Process held November 9 -12, 1987 in Seoul, Korea. The seminar was organized jointly by the Korea Development Institute and the World Bank's Economic Development Institute (EDI). Lamb participated in the seminar, and helped prepare and edit the subsequent seminar publication Managing Policy Reform in the Real World: Asian Experiences (1991), whichwas prepared jointly by EDI and Country Economics' Public Sector Management and Private Sector Development (CECPS). Records related to this seminar include: a draft copy and numerous published copies of the seminar publication; photographs and handwritten notes of the seminar; discussion notes and speech transcripts from country case studies presented at the seminar; and reference material.

The series includes chronological correspondence files from when Attila Karaosmanoglu served as the Director in the Country Programs Department 1 of the Europe, Middle East, and North Africa Region (EM1DR). The records primarily include incoming and outgoing correspondence and memoranda between Karaosmanoglu and EM1 staff regarding the numerous activities of EM1. Correspondence and memoranda between Karaosmanoglu, the Office of the President (EXC), and members of the Executive Board of Directors are also included.

The series includes chronological correspondence files from the period Attila Karaosmanoglu served as Director for Development Policy Vice Presidency (VPD). The correspondence is primarily between Karaosmanoglu, the Office of the President (EXC), and members of the Board of Executive Directors. The correspondence focuses on numerous topics, including: planning of the annual World Development Report (WDR) publication; world economic and social indicators forecasting; and budgeting and planning for research initiatives.

This series consists of chronological correspondence from when Joseph Wood served as the Vice President for the Financial Policy, Planning, and Budgeting Vice Presidency (FPBVP), and later as Vice President for the Financial Policy and Risk Management Vice Presidency (FPRVP), the successor to FRBVP. The series primarily consists of correspondence and memoranda between Joseph Wood, the Office of the President (EXC), Senior Vice President of Finance Moeen Qureshi, Senior Vice President of Finance Ernest Stern (succeeded Moeen Qureshi in 1987), Executive Directors Board members, and other World Bank staff. Wood's handwritten notes and annotations are also included. The chronological correspondence focus on numerous topics, including: IBRD lending; the "Future Role of the Bank"; fiscal years budgets for 1986 to 1988; IDA commitments and agreements; and General Capital Increase (GCI).

Sub-fonds consists of records created and received by Pedro-Pablo Kuczynski during his employment at the World Bank between 1971 and 1973. Records were filed according to subject title and record types, including: Latin American development; seminars; commodity trading and development; general economics; Bank operations and planning; speechwriting for the Office of the President; seminars; Country Program Papers (CPPs); and World Tables. Records related to the Bank's Research Committee are also included.

Series is comprised of Leonard B. Rist's collection of reference material on the Bretton Woods Conference and the events leading up to it. Document types include official copies of proposals, agreements and amendments relating to the Bretton Woods institutions, IBRD and IMF, as well as reports and commentary from U.S. government agencies (Treasury, Federal Reserve, State Department), research institutions, and the press (Foreign Affairs, Finance, Foreign Commerce Weekly). Also included are President Roosevelt's address to Congress recommending passage of the Bretton Woods agreements, 1963 amendment to the Bretton Woods agreement, and several unpublished papers.

This series contains Stern's records relating to the Interim Committee of the Board of Governors on the International Monetary System, known as the Interim Committee. The Interim Committee was created by the International Monetary Fund (IMF) in 1974 to advise in the supervision of the management and adaptation of the evolving international monetary system until the establishment of a permanent decision-making body. Stern attended the meetings of the Interim Committee on behalf of the Bank. The records consist of agendas, reports, and records of discussion of the Interim Committee meetings from August 1975 to December 1981. Also included is Stern's correspondence regarding Interim Committee meetings and issues.

The series consists of records created and received by Stern while serving as Managing Director from December 1991 until his retirement in 1995. The majority of the records are chronological files containing outgoing memoranda, letters, reports, and handwritten notes addressed to his fellow Managing Directors Atilla Karaosmanoglu and Sven Sandstrom, President Lewis Preston, Regional Vice Presidents, and other senior managers. The files cover issues including: Loan Committee proceedings for which Stern served as Chairman; Commonwealth of Independent States (CIS) food security, staffing, and other matters; initiation and status of country loans; country debt; planning and review of Bank program and budget; recruitment; and comments contributing to internal papers and strategy discussions. Other external correspondents include senior government officials, academic institutions, and private sector executives. Series also contains a small portion of files relating to lending operations and portfolio management, Lending Allocation Review (LAR) guidelines, Policy Review Committee guidelines, and Country Strategy Assistance Program guidelines.

The series consists of correspondence between Stern and World Bank Presidents McNamara, Clausen, Conable, and Preston accumulated over the course of his time at the Bank. Correspondence includes copies of memoranda and attachments authored by Stern and sent to the President as well as some of the President's incoming and outgoing correspondence from others, which was forwarded to Stern. Correspondence serves a variety of purposes: information dissemination; briefing for President's meetings; responding to requests for information; authoring correspondence for the President; and submitting reports, announcements, and correspondence for the President's approval. A small portion of the memoranda are originals sent by Stern or the President, and many also contain attached reports and papers or articles. Other record types include telexes and letters. The files document a broad range of policy and management issues during Stern's various appointments such as country economic issues, debt repayment, World Bank program review and budget, Bank-Fund relations, annual meetings, and women in development. One folder from 1987 to 1990 exclusively relates to activities of the Finance Vice Presidency.

Series contains primarily outgoing copies of memoranda and typewritten or handwritten notes sent or received by Stern relating to his business with Executive Directors. The records span the period when Stern was Senior President of Operations (SVPOP), Senior Vice President of Finance (FINSV), and Managing Director and therefore documents a crossover of operational, financial, and executive management matters. Correspondence is addressed to and from individual or all Executives Directors as a group, or is authored by other senior officials and sent to Stern for his consideration or comments. A significant volume of the correspondence contains attached letters, reports and telexes and covers issues including: county projects, loans and repayments; aid coordination; International Development Association (IDA) resources; and governance and operational policy and procedures such as Board management and overdue loans and arrears.

The series consists of outgoing memoranda written by Stern while he served as Vice President of the Bank's South Asia Region (SAR). Some memos are addressed to the World Bank President McNamara and others to senior managers and managers in SAR. The series also includes letters and telexes to the regional missions and government officials in South Asia, notably India and Pakistan. The records address such issues as the formulation of the lending programs for the region or its individual countries, the review of individual projects, operational policies and procedures, cooperation with the Central Projects Staff and the Development Committee, and staffing and budgeting.

This series contains Stern's records relating to the organization and functioning of the Joint Ministerial Committee of the Boards of Governors of the Bank and the Fund on the Transfer of Real Resources to developing countries, known as the Development Committee. The series includes Stern's correspondence regarding the Development Committee and the Draft Resolution establishing it, its initial work program, administrative arrangements, membership lists, and budget. Included in the administrative files are April and September 1974 reports from the Technical Group on the Transfer of Real Resources, the Committee of Twenty, as well as the September 1974 suggestions for the work program of the Development Committee. The bulk of the series are Stern's files on meetings of the Committee from its inaugural meeting in October 1974 through September 1981. The series also includes files on two working groups and a task force established by the Committee.

Series contains chronological files of Debrework Zewdie that cover her various activities related to managing the Bank's HIV/AIDS programs and partnerships. Three files date 1999 to 2001 and cover the period when Zewdie led the AIDS Campaign Team for Africa (ACTAfrica) in the Africa Regional Vice Presidency (AFRHV). The 1999 chronological file contains only a single letter. The records reflect Zewdie's collaboration with external organizations, attendance at externally organized events, and peer review of reports, and include: hard copies of emails to World Health Organization (WHO) and the Joint United Nations Programme on HIV/AIDS (UNAIDS) colleagues, including comments on a UNAIDS/WHO working paper; invitation letters to external meetings and conferences; letters from development organizations; and letters from country officials addressed to Bank President James Wolfensohn regarding concessional funding and the World AIDS campaign. There are internal hard copy emails addressed to colleagues of the Africa Region AIDS Campaign Team and director of the Human Development, Health, Nutrition, and Population Team (HDNHE) on meetings of common interest or participation. Correspondence is filed with provisional agenda and reports, internal and external working papers and guidance documents sent for Zewdie's review, and UNAIDS press releases and meeting papers.

Chronological files dated 2002 to 2004 cover Zewdie's tenure as director, Global HIV/AIDS Program (HDNGA). Files contain mostly hard copy emails and facsimiles between Zewdie and her reporting unit, Human Development Network Vice Presidency (HDNVP), and Zewdie's responses to requests addressed to the Bank president or HDN vice president. Topics covered in the files include program audit, relations with The Global Fund to Fight AIDS, Tuberculosis and Malaria, HIV/AIDS research, Bank-organized consultation workshops, partnership between the Global HIV/AIDS unit and AIDS Campaign Team for Africa Region, and administrative matters. Other record types found in thefiles are external newsletters, conference booklets, project proposals, a unit progress report (2002), and financial reports to UNAIDS on use of funds.

Sub-fonds consists of incoming and outgoing correspondence files maintained by or for Syed Shahid Husain during his employment as Vice President for the Latin America and the Caribbean Region (LACVP) from 1987 to 1994, and Vice President for Management and Personnel Services (MPSVP) from 1994 to 1995.

The series includes incoming and outgoing correspondence and memoranda of Syed Shahid Husain from when he served as Vice President for Latin America and Caribbean Region (LACVP). The correspondence and memoranda are primarily between Husain and other LAC regional staff regarding a number of topics, including: country assistance strategies (CAS); technical assistance action plans, progress reports, and planning; policy reports and papers; structural adjustment loans; private sector development; and regionalmeetings, workshops, and retreats. The series also consists of correspondence external to the Bank from various country ministry offices. Correspondence and memoranda between Husain, the Office of the President (EXC), and the Bank's External Affairs Department (EXT) are also included.

Fonds consists of chronological files created by Timothy Campbell during his employment in the Latin America and Caribbean Region and Transportation, Water and Urban Development Department. Records from his time in the World Bank Institute (WBI) are not present. The majority of the records in this fonds provide evidence of Campbell's research activities and his communication and collaboration with agencies and institutions external to the Bank. As such, the majority of the records take the form of researchmaterials, drafts of articles and reports, and correspondence.

Series consists of records related to Johnson's work in the Europe, Middle East and North Africa Projects Department, Power and Energy Division (EMPPE) in 1984 and 1985. Much of the records in this series relate to Johnson's contribution to projects in Turkey. Records relating to Agricultural Sector Policy Loan to Turkey, the Thrace Gas Development project (Loan 2327-TU), and background reports relating to Turkey's energy sector are particularly plentiful. Included are: a working paper draft authored by Johnson entitled Turkey Agricultural Sector Policy Loan Village Electrification Program (1984); Terms of Reference and back-to-office reports related to Johnson's missions to Turkey; telexes between the World Bank and Turkey government officials; a report on Turkey's Energy Strategy Paper; technical notes; a back-to-office report authored by Johnson entitled Turkey: Public Investment Review Energy Sector Adjustment Loan (1985); a report authored by Johnson and others entitled Turkey Public Investment Review Energy Sector Outline of Draft Reports (1985); and a report authored by Johnson entitled Contribution to Turkey: Country Assistance Paper Energy Sector (1985).

Records related to Loans 1873-CY, 2286/2287-CY, Transmission & Distribution Project and Energy Planning and Conservation Project to Cyprus are included. Records related to projects in Jordan are also included: Energy Development Project I - Loan 2371-JO; Fourth Power Project - Loan 1986-JO; and Fifth Power Project - Loan 2162-JO. A back-to-office andfull report for Romania Power Subsector Loan (FY 88) are included.

The series contains records, memoranda and reports related to Johnson's activities in the EMPPE. Notably, drafts of a Europe, Middle East and North Africa Projects Department (EMENA) Regional Energy Strategy Paper are included; one of these drafts has Johnson's hand-written comments.

The files in this series were maintained by Vinod Dubey while he was Senior Advisor in and Director of the Country Policy Department (CPD) and later as Director of the Economic Advisory Staff (EAS). Most of the files concern the preparation of briefing books for Moeen Qureshi's attendance at the Aspen Seminars from 1988 to 1991 and at the World Economic Forum in Davos, Switzerland, February 2 - 4, 1990. One file documents Dubey's attendance at the U.N. Symposium on Economic Reforms and the Role of Asian Centrally Planned Economies, China, Eastern Europe and the Soviet Union in Global Economic Relations, Helsinki, June 12 - 16, 1989. Included in that file are his notes from various sessions, his copies of the papers distributed to attendees, and his conference comments on Thomas A. Wolf's paper, Macro-economic Adjustment and Reform in Planned Economies. Other files contain CPD staff comments on drafts of the 1984 report, The Future of Operations of the Bank; EAS review of Expanded Cofinancing Operations for Hungary, India, and China; the CPD preparation of a progress report on Sector Adjustment Lending (filed under OECD Export Credit Group), CPD preparations for and follow up to a 1985 Bank-Fund Collaboration Seminar, and a CPD file on the IMF's Structural Adjustment Facility (filed under IMF Special Disbursement Account).

This series contains copies of Vinod Dubey's outgoing memoranda, letters, telexes, and routing slips that he generated while he was working in the Europe, Middle East and North Africa Region (EMENA), the Country Policy Department (CPD), and the Economic Advisory Staff (EAS). For some of the periods covered by this series, Dubey's incoming correspondence is filed with the copy of his related outgoing correspondence.

For the period that Dubey was a Senior Economist in EMENA, the files include copies of his outgoing letters, memoranda, and reports and copies of memoranda and letters that he prepared for the signatures of others. Very little incoming correspondence or attachments to outgoing correspondence is included for this period. Among the outgoing correspondence are his minutes of the EMENA senior economists' biweekly meetings; his comments on draft papers and reports, especially regarding Country Program Papers and economic and sector work; the Back-to-Office reports from his missions; his reviews of research proposals; and the minutes he prepared for the research proposal review panels on which he served. Most of his correspondence was sent to the Director, Development Policy Staff, the EMENA senior vice president, and other EMENA economists.

After Dubey became Chief Economist for EMENA in October 1975, the files primarily contain copies of incoming documents that he transmitted to the EMENA program departments and senior economists with requests for their comments. There is little showing his input into policy development; the files consist mostly of copies of his routing slips, some without an incoming document attached.

Dubey's files are much richer for the period beginning in January 1984 when he was a senior adviser in the Country Program Department (CPD). The records reflect his responsibilities for: coordinating Bank relations with the IMF, the Paris Club, and the OECD Export Credit Group; preparing policy papers for the director of CPD; advising the Regions on adjustment lending; directing the CPD Secretariat for the Loan Committee; and preparing the agenda for Loan Committee meetings.

Specific topics covered include preparations for the Bank-Fund Seminar on assisting member countries in Sub-Saharan Africa, May 22 - 24, 1985; planning for seminars on Policy Based Lending held June 18 - 20, 1985 and December 11 - 13, 1985; and the scheduling of Country Policy Papers for review by the Operations Policy Subcommittee. Much of Dubey's correspondence beginning in September 1984 concerns his drafting of a Board paper on Bank-Fund collaboration. None of the drafts is found in the files, but there is extensive correspondence with Bank and Fund staff concerning the preparation of the report which was issued in the spring1985.

Specific documents of note are: his May 23, 1984 report, Bank-Fund Collaboration: A Brief Historical Note, which is a compilation of the documents relating to Bank/Fund collaboration from May 1946 to April 1981; a November 28, 1984 memo to Files on the role of the World Bank in theParis Club; a December 14, 1984 draft of his paper Policy Based Lending and the World Bank; his reports from attendance at OECD Export Credit Group and Paris Club meetings; and the agenda he prepared for meetings of the Operations Policy Subcommittee and of the Loan Committee.

Most of his outgoing correspondence for this period was sent to Regional Chief Economists; the SVP for Operations (SVPOP); the Vice President for Operations Policy (OPSVP); the Director of CPD; the secretary of the Research Policy Committee; IMF managers; and staff/members of the Paris Club, the OECD, and the International Labor Organization (ILO). A number of his memoranda are written to the files and primarily concern meetings he attended on structural adjustment lending.

After Dubey became Director of the Country Policy Department in January 1986, his files reflect less of his role in policy development. The bulk of the files for this period consist of his agenda for meetings of the Loan Committee and the Operations Policy Subcommittee. The files often contain copies of his incoming correspondence, much of which was forwarded to CPD staff.

After Dubey's appointment as director of EAS in June 1987, he continued many of the duties he had in CPD: coordinating the Bank's interaction with the Paris Club, the Berne Union, the OECD Export Credit Group, and the International Monetary Fund; reviewing country strategy papers and Structural Adjustment Policy Framework Papers (PFPs); providing the SVP Operations with analysis on operational issues and policy initiatives; serving as the Secretariat to the Operations Committee; and providing advice and support to the Regional staff on major policy questions, especially regarding country strategies, adjustment operations, and country economic and sector work.

nA large portion of his records for the EAS period consists of agenda, schedules, and postscripts for Operations Committee meetings and correspondence regarding the preparation and review of documents for discussion by the Committee. Othercorrespondence concerns the preparation of documents for the signatures of the Senior Vice President, Operations and President Conable and his review of research proposals.

This series contains memoranda and reports compiled by L. Peter Chatenay, which primarily relate to the World Bank's early organization and staffing. Although his participation is not detailed nor confirmed in the records, it is apparent that Chatenay worked in some capacity on tasks associated with the Organization Study Team and that this is a file created in support of that activity. The Study Team (also referred to as the Study Committee) was chaired by Bank Vice President M. Shoaib and was charged with reviewing a Bank organization study completed by external consultants and studying other topics related to the 1972 Bank-wide reorganization.
Included in this series are copies of memoranda from Humphrey C. Winterton, Farrokh Kavarana and Philippe Beuzelin to the Study Team. Winterton and Beuzelin were two of the six members of the Study Team while Kavarana was part of the external consultant team. The rest of the records in this series consist of reports and reference materials on the organization and staffing of the Bank. These include: a FY 1971 chart and March 1972 memoranda comparing the time required to negotiate a project proposal in the various Regions and sectors; a February 1972 report on the status of the World Bank's current organization; a 15 March 1972 draft of a report: Dimensions of the "Main-Frame" Structural Problem which is an analysis the Bank's structure prior to the 1972 reorganization; a list showing major Bank organizational changes, 1952 - 1972 and tables showing changes in staffing (i.e. comparing the number of people allocated to the categories professional, special services, and general services) in 1961, 1971, and projections for 1976; and tables analyzing the Bank's administrative expenses, 1962 - 1971 with projections through 1978.

This series consists of records related to Masood Ahmed's work with the Bank's energy and industry units from 1980 to 1991. During this time, he served in the following roles and divisions: Economist in the Energy Department (EGYDR), 1980-1981; Economist in the Energy Assessment Division (EGYEA), 1981-1982; Senior Economist in the Energy Assessment Division (EGYEA), 1983; Deputy Division Chief in the Energy Assessment Division (EYGEA), 1983-1985; Deputy Division Chief in the Energy Strategy and Pre-Investment Division I (EGYS1), 1985-1986; Deputy Division Chief in the Industrial Development and Finance Companies Division of the Europe, Middle East, and North Africa Projects Department (EMPID), 1986-1987; and Division Chief in the Industry and Energy Operations Division of the Europe, Middle East, and North Africa Country Department II (EM2IE), 1987-1991. Ahmed's records include correspondence and memoranda related to oversight, support and management of energy projects in various countries, and Ahmed's involvement with the Energy Sector Management Assistance Program (ESMAP). Records from 1987 to 1991 are related to lending and advisory services for development projects in the Maghreb countries of Northwest Africa. Additional records consist of travel, leave, and timesheet information dating from 1987 to 1991.

This series consists of Masood Ahmed's speech transcripts, presentation slides, and briefing books from his time as the Director of the International Economics Department (IEC) from 1993 to 1997 and the Vice President of the Poverty Reduction and Economic Management Network (PREM) from July 1997 to December 1998. Many of his speeches and presentations are found in files from 1996 to 1998, overlapping his time in IEC and PREM. Additional records include speeches and presentations related to the IEC publication Global Economic Prospects (GEP) dating 1995 to 1996. Other IEC staff speeches and presentations records are dated 1996 to 1998. The series also includes reference files of speeches and presentations created by staff in other units in the World Bank from 1993 to 1996; primarily from meetings and events he attended. The briefing books in this series include records prepared by his unit for Ahmed prior to a meeting or event. These records include: programs; agendas; itineraries; logistical information; issues to be addressed; notes; and other pertinent information. The briefing books are also maintained in files from 1996 to 1998, and overlap his time in IEC and PREM.

This series consists of the incoming and outgoing correspondence and memoranda created and compiled by Davis when he served as Sector Manager in the Environmentally and Socially Sustainable Development Unit , Latin America and Caribbean Region (LCSES), 1998-1999, and as Sector Manager in the Social Development Unit, Latin America and Caribbean Region (LCSEO), 2000-2004. The correspondence comes from external agencies, institutions, and individuals outside of the World Bank, which are inquiring about potential employment, or are interested in Davis's research or work related to indigenous rights, the environment, sustainability, Latin America, and the Caribbean. Other correspondence addresses collaborative initiatives, working groups, and panels Davis took part in, or for which he received invitations. The remaining correspondence and memoranda are internal communications related to Davis' work in the Bank, including oversight of development projects compliance to social safeguard policies, indigenous policy development, and collaboration with project partners, authorities, and local communities.

This series includes policy papers prepared by Lamb for conferences and seminars when he served as a research Fellow at the Institute of Development Studies at the University of Sussex from 1977 to 1979. The papers pre-date his appointment to the World Bank in 1980. The following draft papers are included: Distributive Politics in Tanzania; The Politics of Growth and Distribution: Is a Policy-relevant Analysis Possible?; and Organising for Technology Appropriation: An approach to appropriate technology implementation.

The series includes chronological correspondence, memoranda, and other records created or received while Geoffrey Lamb served as Adviser for the Strategic Planning Division (SPRSP) and the Policy Development Unit (PRDPD). SPRSP records prior to July 1990 include correspondence and memoranda primarily between Lamb, Strategic Planning and Review Department (SPR) Director Alex Shakow, Senior Vice President for Policy Planning and Research (SVPPR) David Hopper, staff from departments within the Development Economics Vice Presidency (DEC), and staff from the Regional departments. The correspondence and memoranda focus on the following topics: review of various policy papers by SPRSP; review of Bank's Strategic Agenda; preparation and review of speech prepared for Bank President Barber Conable for the Bank's Annual Meeting; joint organization of SPR and International Economics Department (IEC) seminar; re-organization of private sector development functions and personnel in the Bank; Bank strategy and economic policy reform in Eastern Europe; and hiring of consultants.

The SPRSP correspondence and memoranda after July 1990 transition into when SPR was replaced by the PRDPD, and the parties involved in this transition. The correspondence and memoranda of SPRSP and PRDPD after July 1990 are primarily between the following parties: Lamb; PRD Director Paul Isenman; Senior Vice President Wilfred Thalwitz of the Policy, Research and External Affairs (PRESV); PRDPD staff; and members of the Policy, Research and External Affairs (PRE) Committee. The correspondence and memoranda discuss review, comments, and approval of publication of numerous policy papers and Bank annual publications by PRDPD and PRE. Also included are records related to working groups, task forces, and symposiums participated in, or jointly organized with PRDPD, including task forces focused on such topics as governance and military expenditure. Incoming and outgoing correspondence sent and received by Lamb from individuals and organizations external to the Bank are also included. The correspondence also consists of sub-files with the following types of records: copies of faxes, telex messages, and cables sent to Lamb; travel request records; leave request records; expense reports; timesheets; and performance review records.

The series includes chronological correspondence files from when Attila Karaosmanoglu served as Vice President in the Asia Vice Presidency (ASIVP). The records include correspondence, memoranda, agenda and meeting minutes, and other records related to support of ASIVP operations, including: memoranda of country project loan signings; meeting minutes and agenda records for meetings with ASI staff, Board of Executive Directors members, country representatives from the ASI countries, and other senior World Bank officials; and incoming and outgoing correspondence and memoranda regarding management of ASI and support of ongoing projects within the ASI Region.
