The fonds consists of records that reflect the various activities of the education sector in the World Bank. Included in the fonds are records related to research activities. These include: proposals; Research Project Outputs (RPOs); exploratory studies; and other research undertaken by education sector departments. Record formats may include, but are not limited to: research proposals; terms of reference; contracts; agreements with consultants, universities and other third parties who are doing research for or with the division; back-to-office reports; statistical and other data; published and unpublished reports; working papers; related correspondence; information on surveys; and supporting documentation. Topics may include but are not limited to: economic impact of education; women in education; structural adjustment and education; education and public expenditures; education strategy and employment policies; assessments of testing capacities; effects of school conditions and atmosphere on students' performances.

Research records related to policy and best practice development are also included. Topics may include, but are not limited to: building research capacity; economics of education; primary, secondary and higher education; education and adjustment; employment and labor market; vocational training; and higher education in the sciences. The majority of these records is correspondence, but may also include: sector policy reviews; Operations Annual Review; Sector and Operations Vice Presidency (OSP) Annual Sector Review; Operations Evaluation Department (OED) Annual Reviews; and documents relating to special studies. Also included is a final version of the education sector strategy paper (1999) as well as records related to an External Advisory Panel's Advisory Group on Education, which contains correspondence, Group reports, meeting materials, and presentation slides.

Records that document the sector's operational support to the Bank's lending and project activities are included in this fonds. These records primarily include regional strategy papers and supporting correspondence, country summaries, and education status data. Also included are the final review reports of the quality enhancement review panel's work on a number of education projects between 2001 and 2007.

A small amount of correspondence, policy, guidelines, proposals, and organization files related to the Special Grant Program as well as trust funds administered by the education sector are also included.

The fonds also consist of recordsof liaison between Bank education sector departments and national and international organizations, academic institutions and other external education and employment sectors. These records consist exclusively of correspondence.

Records related to communications, training, and outreach activities of the education sector are contained in this fonds. Records relating to a variety of conferences, workshops, seminars, and study tours are included. These records include correspondence, agendas, presentation slides, and training materials. A considerable amount of records related to the World Conference on Education for All (WCEFA) in 1989 are contained in this fonds. The Conference was jointly sponsored by the Bank and the United Nations (UN). While the records were originally created by the Secretariat in New York City, the Bank took responsibility for follow-up matters and thus the records were transferred to the Bank's offices in Washington. A small amount of education sector publications are included; these consist of discussion papers of the Education and Training Series from the mid-1980s. A variety of knowledge and information products produced or received by education sector departments are included. These take the form of: Bank reports; project lesson reports; newsletters; presentations; correspondence; and supporting documentation.

This fonds also consists of education policy reports primarily authored by World Bank education policy staff and consultants from 1974 to 1990.

The fonds also contains small amounts of: Education Sector Board meeting records; chronological files of the Education Sector Board (ESB); and subject files. Also included are HDNED budget and financial review records from 1997 to 2000. These include: business plans; mid-term reviews; retrospective reviews; and budgets.

Records of the Population, Health, and Nutrition Sector

The fonds consists of records that reflect the various activities of the population, health, and nutrition sector in the World Bank. Included in the fonds are records related to Working Paper, policy, project, and program research. Many of these records were created by PHN's Policy and Research Unit (then Division, PHNPR) in the 1980s. Research topics may include but are not limited to: cost benefit and cost effectiveness studies; resource allocation; demographic data; AIDS research; health care management; family planning; infant mortality; safe motherhood; nutrition delivery services; fertility; special disease control; national health projects; pharmaceuticals and drugs; country health surveys; irrigation health risks; food subsidies and pricing; and the interaction between health and water supply. Records related to the creation of Sector Strategy - Health, Nutrition & Population (1997) are also included as are records, primarily in the form of data print outs, related to the creation of World Development Reports #1 to #8. Records may include but are not limited to: final or printer's copies of reports; concept papers; sector reviews and strategy papers; annual operational reviews; Annual Technical Reports of the Human Reproductive Program (1991-1999); sector and topical policy papers; correspondence; office memoranda; manuals on Bank measurement of poverty; reports on sector work; material on conferences and seminars; project briefs; and committee papers. Reports submitted to Bank Presidents are also included.

A considerable amount of records in this fonds relates to the Special Programme for Research and Training in Tropical Diseases (TDR). The TDR was created in 1975 at the World Health Organization (WHO) in order to support the development of research, leadership, tools, and strategies to fight infectious diseases in developing countries. The World Bank became a cosponsor of the TDR in 1977. Records include: Scientific and Technical Research Committee (STRC) reports; Scientific and Technical Advisory Committee reports and related records; background material for Bank participation; Tropical Diseases Research Committee records; annual reports; Joint Coordinating Board correspondence and meeting records; correspondence with donors; fundraising materials; general correspondence; fund arrangement records; Onchocerciasis Fund agreement (1979); country profiles; Standing Committee records; legal agreements and board papers; and records of the External Review Committee.

The fonds contains Director's records from the beginning of the Population Projects Department in 1969 through to the early 1980s. Records include: reports; subject files; final reviews; Board and committee meeting records; panel reports; demographic briefs; external advisory panel records; donor's meeting records; country briefs; health sector papers; research proposals; and program papers. Records of liaisons with international and other organizations are also included. Organizations include but are not limited to: American Public Health Association (APHA); United Nations (UN) and the UN Population Division; Population Reference Bureau; Population Service International; World Health Organization (WHO); United States Senate/House and State Department; World Population Society; national aid agencies; Ford Foundation; Asian Development Bank; Smithsonian Institute; UNICEF; John Hopkins University; Rockefeller Foundation; Harvard University; and World Fertility Society.

Records from the PHN Front Office from between 1982 to 1987 are also included. These generally take the form of subject files. Subjects include: national, bilateral, international, and non-governmental aid agencies; annual meetings; team meetings; correspondence with the Bank President; research on specific topics; country and region files; operational policy papers; and seminars and training courses. The fonds contains quality enhancement and development effectiveness reports and background materials created to provide review services and guidelines to operational task teams managing health, nutrition, and population projects. These reports were created by panels which often, but not always included, an HDNHE representative. The majority of these documents date from 1996 to 2007 and generally consist of completed reports; in some cases, panel information and terms of reference are also included.

The fonds also consists of records related to the Special Grants Program and Development Grant Facility. Records contain accounting and disbursement records as well as substantive material on the projects themselves. The latter is most often contained in correspondence and memoranda.

Nutrition sector country files are included in this fonds. These records consist of reports and correspondence between Population, Health, and Nutrition sector employees and country offices. Files are created and organized according to country. A small amount of files organized by country and originating in the PHN department of the HRO vice presidency are also included. These include correspondence between PHN staffand other Bank staff, including the Regions, and discuss a variety of topics related to population, health, and nutrition. Conference, seminar, partnership, and training records created most commonly between 1997 and 1999 are also contained in this fonds.

The fonds also contains chronological files of the Population, Health, and Nutrition Department (PHN) of the HRO vice presidency from between February, 1992, to August, 1995. Records from August, 1995, were created or received by Human Development Department (HDD). Records generally consist of correspondence and attachments. Much of the correspondence is between PHN staff and external agencies, institutions, and governments discussing information exchange and collaboration on projects and conferences. Correspondence between PHN staff and between PHN and other Bank departments related to: research paper publication; peer review and comments on research, strategy, and policy papers; conference attendance and planning; preparation of sector reviews; grants and trust funds; and assistance to and collaboration with the Regions. Records include: back-to-office reports; aide memoires; published and unpublished reports and policy papers; and sector reviews and business plans.

Conference, seminar, partnership, and training records created most commonly between 1997 and 1999 are also contained in this fonds.

Finally, a diverse group of staff and adviser records are contained in this fonds. A group of staff policy research papers and related materials are included; these relate to the work of specific staff members and are organized by name. Notably,he records of K.C. Zachariah, Senior Demographer at the World Bank between 1971 and 1987, are present. These records consist of: subject files; chronological files; terms of reference; back-to-office reports; and copies of Zachariah's reports and articles. Also included are the records created by Dr A. Measham, Health Adviser. These take the form of subject files and date from 1985-1987.

This chronological file, which was maintained by Elizabeth King while she was working in the Education and Employment Division of the Human Resources Department (PHREE), includes both her incoming and outgoing correspondence. Much of the correspondence is with economists and educators external to the Bank, but the files include her correspondence with other PHR and Bank employees. Among the correspondence are copies of her Terms of Reference, travel documents, and Back-to-Office Reports regarding her missions and attendance at conferences; copies of draft papers on which she commented; drafts of her own publications with comments from others; and copies of research project proposals she drafted. The correspondence also documents her role as part of the World Development Report 1991 team and her drafting of the chapter on human resources in the report.
