Series is comprised of Leonard B. Rist's collection of reference material on the Bretton Woods Conference and the events leading up to it. Document types include official copies of proposals, agreements and amendments relating to the Bretton Woods institutions, IBRD and IMF, as well as reports and commentary from U.S. government agencies (Treasury, Federal Reserve, State Department), research institutions, and the press (Foreign Affairs, Finance, Foreign Commerce Weekly). Also included are President Roosevelt's address to Congress recommending passage of the Bretton Woods agreements, 1963 amendment to the Bretton Woods agreement, and several unpublished papers.

This series contains Stern's records relating to the Interim Committee of the Board of Governors on the International Monetary System, known as the Interim Committee. The Interim Committee was created by the International Monetary Fund (IMF) in 1974 to advise in the supervision of the management and adaptation of the evolving international monetary system until the establishment of a permanent decision-making body. Stern attended the meetings of the Interim Committee on behalf of the Bank. The records consist of agendas, reports, and records of discussion of the Interim Committee meetings from August 1975 to December 1981. Also included is Stern's correspondence regarding Interim Committee meetings and issues.

The series consists of records created and received by Stern while serving as Managing Director from December 1991 until his retirement in 1995. The majority of the records are chronological files containing outgoing memoranda, letters, reports, and handwritten notes addressed to his fellow Managing Directors Atilla Karaosmanoglu and Sven Sandstrom, President Lewis Preston, Regional Vice Presidents, and other senior managers. The files cover issues including: Loan Committee proceedings for which Stern served as Chairman; Commonwealth of Independent States (CIS) food security, staffing, and other matters; initiation and status of country loans; country debt; planning and review of Bank program and budget; recruitment; and comments contributing to internal papers and strategy discussions. Other external correspondents include senior government officials, academic institutions, and private sector executives. Series also contains a small portion of files relating to lending operations and portfolio management, Lending Allocation Review (LAR) guidelines, Policy Review Committee guidelines, and Country Strategy Assistance Program guidelines.

The series consists of correspondence between Stern and World Bank Presidents McNamara, Clausen, Conable, and Preston accumulated over the course of his time at the Bank. Correspondence includes copies of memoranda and attachments authored by Stern and sent to the President as well as some of the President's incoming and outgoing correspondence from others, which was forwarded to Stern. Correspondence serves a variety of purposes: information dissemination; briefing for President's meetings; responding to requests for information; authoring correspondence for the President; and submitting reports, announcements, and correspondence for the President's approval. A small portion of the memoranda are originals sent by Stern or the President, and many also contain attached reports and papers or articles. Other record types include telexes and letters. The files document a broad range of policy and management issues during Stern's various appointments such as country economic issues, debt repayment, World Bank program review and budget, Bank-Fund relations, annual meetings, and women in development. One folder from 1987 to 1990 exclusively relates to activities of the Finance Vice Presidency.

Series contains primarily outgoing copies of memoranda and typewritten or handwritten notes sent or received by Stern relating to his business with Executive Directors. The records span the period when Stern was Senior President of Operations (SVPOP), Senior Vice President of Finance (FINSV), and Managing Director and therefore documents a crossover of operational, financial, and executive management matters. Correspondence is addressed to and from individual or all Executives Directors as a group, or is authored by other senior officials and sent to Stern for his consideration or comments. A significant volume of the correspondence contains attached letters, reports and telexes and covers issues including: county projects, loans and repayments; aid coordination; International Development Association (IDA) resources; and governance and operational policy and procedures such as Board management and overdue loans and arrears.

The series consists of outgoing memoranda written by Stern while he served as Vice President of the Bank's South Asia Region (SAR). Some memos are addressed to the World Bank President McNamara and others to senior managers and managers in SAR. The series also includes letters and telexes to the regional missions and government officials in South Asia, notably India and Pakistan. The records address such issues as the formulation of the lending programs for the region or its individual countries, the review of individual projects, operational policies and procedures, cooperation with the Central Projects Staff and the Development Committee, and staffing and budgeting.

This series contains Stern's records relating to the organization and functioning of the Joint Ministerial Committee of the Boards of Governors of the Bank and the Fund on the Transfer of Real Resources to developing countries, known as the Development Committee. The series includes Stern's correspondence regarding the Development Committee and the Draft Resolution establishing it, its initial work program, administrative arrangements, membership lists, and budget. Included in the administrative files are April and September 1974 reports from the Technical Group on the Transfer of Real Resources, the Committee of Twenty, as well as the September 1974 suggestions for the work program of the Development Committee. The bulk of the series are Stern's files on meetings of the Committee from its inaugural meeting in October 1974 through September 1981. The series also includes files on two working groups and a task force established by the Committee.

Series contains chronological files of Debrework Zewdie that cover her various activities related to managing the Bank's HIV/AIDS programs and partnerships. Three files date 1999 to 2001 and cover the period when Zewdie led the AIDS Campaign Team for Africa (ACTAfrica) in the Africa Regional Vice Presidency (AFRHV). The 1999 chronological file contains only a single letter. The records reflect Zewdie's collaboration with external organizations, attendance at externally organized events, and peer review of reports, and include: hard copies of emails to World Health Organization (WHO) and the Joint United Nations Programme on HIV/AIDS (UNAIDS) colleagues, including comments on a UNAIDS/WHO working paper; invitation letters to external meetings and conferences; letters from development organizations; and letters from country officials addressed to Bank President James Wolfensohn regarding concessional funding and the World AIDS campaign. There are internal hard copy emails addressed to colleagues of the Africa Region AIDS Campaign Team and director of the Human Development, Health, Nutrition, and Population Team (HDNHE) on meetings of common interest or participation. Correspondence is filed with provisional agenda and reports, internal and external working papers and guidance documents sent for Zewdie's review, and UNAIDS press releases and meeting papers.

Chronological files dated 2002 to 2004 cover Zewdie's tenure as director, Global HIV/AIDS Program (HDNGA). Files contain mostly hard copy emails and facsimiles between Zewdie and her reporting unit, Human Development Network Vice Presidency (HDNVP), and Zewdie's responses to requests addressed to the Bank president or HDN vice president. Topics covered in the files include program audit, relations with The Global Fund to Fight AIDS, Tuberculosis and Malaria, HIV/AIDS research, Bank-organized consultation workshops, partnership between the Global HIV/AIDS unit and AIDS Campaign Team for Africa Region, and administrative matters. Other record types found in thefiles are external newsletters, conference booklets, project proposals, a unit progress report (2002), and financial reports to UNAIDS on use of funds.

Sub-fonds consists of incoming and outgoing correspondence files maintained by or for Syed Shahid Husain during his employment as Vice President for the Latin America and the Caribbean Region (LACVP) from 1987 to 1994, and Vice President for Management and Personnel Services (MPSVP) from 1994 to 1995.

The series includes incoming and outgoing correspondence and memoranda of Syed Shahid Husain from when he served as Vice President for Latin America and Caribbean Region (LACVP). The correspondence and memoranda are primarily between Husain and other LAC regional staff regarding a number of topics, including: country assistance strategies (CAS); technical assistance action plans, progress reports, and planning; policy reports and papers; structural adjustment loans; private sector development; and regionalmeetings, workshops, and retreats. The series also consists of correspondence external to the Bank from various country ministry offices. Correspondence and memoranda between Husain, the Office of the President (EXC), and the Bank's External Affairs Department (EXT) are also included.

Fonds consists of chronological files created by Timothy Campbell during his employment in the Latin America and Caribbean Region and Transportation, Water and Urban Development Department. Records from his time in the World Bank Institute (WBI) are not present. The majority of the records in this fonds provide evidence of Campbell's research activities and his communication and collaboration with agencies and institutions external to the Bank. As such, the majority of the records take the form of researchmaterials, drafts of articles and reports, and correspondence.

Series consists of records related to Johnson's work in the Europe, Middle East and North Africa Projects Department, Power and Energy Division (EMPPE) in 1984 and 1985. Much of the records in this series relate to Johnson's contribution to projects in Turkey. Records relating to Agricultural Sector Policy Loan to Turkey, the Thrace Gas Development project (Loan 2327-TU), and background reports relating to Turkey's energy sector are particularly plentiful. Included are: a working paper draft authored by Johnson entitled Turkey Agricultural Sector Policy Loan Village Electrification Program (1984); Terms of Reference and back-to-office reports related to Johnson's missions to Turkey; telexes between the World Bank and Turkey government officials; a report on Turkey's Energy Strategy Paper; technical notes; a back-to-office report authored by Johnson entitled Turkey: Public Investment Review Energy Sector Adjustment Loan (1985); a report authored by Johnson and others entitled Turkey Public Investment Review Energy Sector Outline of Draft Reports (1985); and a report authored by Johnson entitled Contribution to Turkey: Country Assistance Paper Energy Sector (1985).

Records related to Loans 1873-CY, 2286/2287-CY, Transmission & Distribution Project and Energy Planning and Conservation Project to Cyprus are included. Records related to projects in Jordan are also included: Energy Development Project I - Loan 2371-JO; Fourth Power Project - Loan 1986-JO; and Fifth Power Project - Loan 2162-JO. A back-to-office andfull report for Romania Power Subsector Loan (FY 88) are included.

The series contains records, memoranda and reports related to Johnson's activities in the EMPPE. Notably, drafts of a Europe, Middle East and North Africa Projects Department (EMENA) Regional Energy Strategy Paper are included; one of these drafts has Johnson's hand-written comments.

The files in this series were maintained by Vinod Dubey while he was Senior Advisor in and Director of the Country Policy Department (CPD) and later as Director of the Economic Advisory Staff (EAS). Most of the files concern the preparation of briefing books for Moeen Qureshi's attendance at the Aspen Seminars from 1988 to 1991 and at the World Economic Forum in Davos, Switzerland, February 2 - 4, 1990. One file documents Dubey's attendance at the U.N. Symposium on Economic Reforms and the Role of Asian Centrally Planned Economies, China, Eastern Europe and the Soviet Union in Global Economic Relations, Helsinki, June 12 - 16, 1989. Included in that file are his notes from various sessions, his copies of the papers distributed to attendees, and his conference comments on Thomas A. Wolf's paper, Macro-economic Adjustment and Reform in Planned Economies. Other files contain CPD staff comments on drafts of the 1984 report, The Future of Operations of the Bank; EAS review of Expanded Cofinancing Operations for Hungary, India, and China; the CPD preparation of a progress report on Sector Adjustment Lending (filed under OECD Export Credit Group), CPD preparations for and follow up to a 1985 Bank-Fund Collaboration Seminar, and a CPD file on the IMF's Structural Adjustment Facility (filed under IMF Special Disbursement Account).

This series contains copies of Vinod Dubey's outgoing memoranda, letters, telexes, and routing slips that he generated while he was working in the Europe, Middle East and North Africa Region (EMENA), the Country Policy Department (CPD), and the Economic Advisory Staff (EAS). For some of the periods covered by this series, Dubey's incoming correspondence is filed with the copy of his related outgoing correspondence.

For the period that Dubey was a Senior Economist in EMENA, the files include copies of his outgoing letters, memoranda, and reports and copies of memoranda and letters that he prepared for the signatures of others. Very little incoming correspondence or attachments to outgoing correspondence is included for this period. Among the outgoing correspondence are his minutes of the EMENA senior economists' biweekly meetings; his comments on draft papers and reports, especially regarding Country Program Papers and economic and sector work; the Back-to-Office reports from his missions; his reviews of research proposals; and the minutes he prepared for the research proposal review panels on which he served. Most of his correspondence was sent to the Director, Development Policy Staff, the EMENA senior vice president, and other EMENA economists.

After Dubey became Chief Economist for EMENA in October 1975, the files primarily contain copies of incoming documents that he transmitted to the EMENA program departments and senior economists with requests for their comments. There is little showing his input into policy development; the files consist mostly of copies of his routing slips, some without an incoming document attached.

Dubey's files are much richer for the period beginning in January 1984 when he was a senior adviser in the Country Program Department (CPD). The records reflect his responsibilities for: coordinating Bank relations with the IMF, the Paris Club, and the OECD Export Credit Group; preparing policy papers for the director of CPD; advising the Regions on adjustment lending; directing the CPD Secretariat for the Loan Committee; and preparing the agenda for Loan Committee meetings.

Specific topics covered include preparations for the Bank-Fund Seminar on assisting member countries in Sub-Saharan Africa, May 22 - 24, 1985; planning for seminars on Policy Based Lending held June 18 - 20, 1985 and December 11 - 13, 1985; and the scheduling of Country Policy Papers for review by the Operations Policy Subcommittee. Much of Dubey's correspondence beginning in September 1984 concerns his drafting of a Board paper on Bank-Fund collaboration. None of the drafts is found in the files, but there is extensive correspondence with Bank and Fund staff concerning the preparation of the report which was issued in the spring1985.

Specific documents of note are: his May 23, 1984 report, Bank-Fund Collaboration: A Brief Historical Note, which is a compilation of the documents relating to Bank/Fund collaboration from May 1946 to April 1981; a November 28, 1984 memo to Files on the role of the World Bank in theParis Club; a December 14, 1984 draft of his paper Policy Based Lending and the World Bank; his reports from attendance at OECD Export Credit Group and Paris Club meetings; and the agenda he prepared for meetings of the Operations Policy Subcommittee and of the Loan Committee.

Most of his outgoing correspondence for this period was sent to Regional Chief Economists; the SVP for Operations (SVPOP); the Vice President for Operations Policy (OPSVP); the Director of CPD; the secretary of the Research Policy Committee; IMF managers; and staff/members of the Paris Club, the OECD, and the International Labor Organization (ILO). A number of his memoranda are written to the files and primarily concern meetings he attended on structural adjustment lending.

After Dubey became Director of the Country Policy Department in January 1986, his files reflect less of his role in policy development. The bulk of the files for this period consist of his agenda for meetings of the Loan Committee and the Operations Policy Subcommittee. The files often contain copies of his incoming correspondence, much of which was forwarded to CPD staff.

After Dubey's appointment as director of EAS in June 1987, he continued many of the duties he had in CPD: coordinating the Bank's interaction with the Paris Club, the Berne Union, the OECD Export Credit Group, and the International Monetary Fund; reviewing country strategy papers and Structural Adjustment Policy Framework Papers (PFPs); providing the SVP Operations with analysis on operational issues and policy initiatives; serving as the Secretariat to the Operations Committee; and providing advice and support to the Regional staff on major policy questions, especially regarding country strategies, adjustment operations, and country economic and sector work.

nA large portion of his records for the EAS period consists of agenda, schedules, and postscripts for Operations Committee meetings and correspondence regarding the preparation and review of documents for discussion by the Committee. Othercorrespondence concerns the preparation of documents for the signatures of the Senior Vice President, Operations and President Conable and his review of research proposals.

This series contains memoranda and reports compiled by L. Peter Chatenay, which primarily relate to the World Bank's early organization and staffing. Although his participation is not detailed nor confirmed in the records, it is apparent that Chatenay worked in some capacity on tasks associated with the Organization Study Team and that this is a file created in support of that activity. The Study Team (also referred to as the Study Committee) was chaired by Bank Vice President M. Shoaib and was charged with reviewing a Bank organization study completed by external consultants and studying other topics related to the 1972 Bank-wide reorganization.
Included in this series are copies of memoranda from Humphrey C. Winterton, Farrokh Kavarana and Philippe Beuzelin to the Study Team. Winterton and Beuzelin were two of the six members of the Study Team while Kavarana was part of the external consultant team. The rest of the records in this series consist of reports and reference materials on the organization and staffing of the Bank. These include: a FY 1971 chart and March 1972 memoranda comparing the time required to negotiate a project proposal in the various Regions and sectors; a February 1972 report on the status of the World Bank's current organization; a 15 March 1972 draft of a report: Dimensions of the "Main-Frame" Structural Problem which is an analysis the Bank's structure prior to the 1972 reorganization; a list showing major Bank organizational changes, 1952 - 1972 and tables showing changes in staffing (i.e. comparing the number of people allocated to the categories professional, special services, and general services) in 1961, 1971, and projections for 1976; and tables analyzing the Bank's administrative expenses, 1962 - 1971 with projections through 1978.

This series consists of records related to Masood Ahmed's work with the Bank's energy and industry units from 1980 to 1991. During this time, he served in the following roles and divisions: Economist in the Energy Department (EGYDR), 1980-1981; Economist in the Energy Assessment Division (EGYEA), 1981-1982; Senior Economist in the Energy Assessment Division (EGYEA), 1983; Deputy Division Chief in the Energy Assessment Division (EYGEA), 1983-1985; Deputy Division Chief in the Energy Strategy and Pre-Investment Division I (EGYS1), 1985-1986; Deputy Division Chief in the Industrial Development and Finance Companies Division of the Europe, Middle East, and North Africa Projects Department (EMPID), 1986-1987; and Division Chief in the Industry and Energy Operations Division of the Europe, Middle East, and North Africa Country Department II (EM2IE), 1987-1991. Records from 1987 to 1991 are related to lending and advisory services for development projects in the Maghreb countries of Northwest Africa. Additional records consist of travel, leave, and timesheet information dating from 1987 to 1991.

This series consists of Masood Ahmed's speech transcripts, presentation slides, and briefing books from his time as the Director of the International Economics Department (IEC) from 1993 to 1997 and the Vice President of the Poverty Reduction and Economic Management Network (PREM) from July 1997 to December 1998. Many of his speeches and presentations are found in files from 1996 to 1998, overlapping his time in IEC and PREM. Additional records include speeches and presentations related to the IEC publication Global Economic Prospects (GEP) dating 1995 to 1996. Other IEC staff speeches and presentations records are dated 1996 to 1998. The series also includes reference files of speeches and presentations created by staff in other units in the World Bank from 1993 to 1996; primarily from meetings and events he attended. The briefing books in this series include records prepared by his unit for Ahmed prior to a meeting or event. These records include: programs; agendas; itineraries; logistical information; issues to be addressed; notes; and other pertinent information. The briefing books are also maintained in files from 1996 to 1998, and overlap his time in IEC and PREM.

This series consists of the incoming and outgoing correspondence and memoranda created and compiled by Davis when he served as Sector Manager in the Environmentally and Socially Sustainable Development Unit , Latin America and Caribbean Region (LCSES), 1998-1999, and as Sector Manager in the Social Development Unit, Latin America and Caribbean Region (LCSEO), 2000-2004. The correspondence comes from external agencies, institutions, and individuals outside of the World Bank, which are inquiring about potential employment, or are interested in Davis's research or work related to indigenous rights, the environment, sustainability, Latin America, and the Caribbean. Other correspondence addresses collaborative initiatives, working groups, and panels Davis took part in, or for which he received invitations. The remaining correspondence and memoranda are internal communications related to Davis' work in the Bank, including oversight of development projects compliance to social safeguard policies, indigenous policy development, and collaboration with project partners, authorities, and local communities.

This series includes policy papers prepared by Lamb for conferences and seminars when he served as a research Fellow at the Institute of Development Studies at the University of Sussex from 1977 to 1979. The papers pre-date his appointment to the World Bank in 1980. The following draft papers are included: Distributive Politics in Tanzania; The Politics of Growth and Distribution: Is a Policy-relevant Analysis Possible?; and Organising for Technology Appropriation: An approach to appropriate technology implementation.

The series includes chronological correspondence, memoranda, and other records created or received while Geoffrey Lamb served as Adviser for the Strategic Planning Division (SPRSP) and the Policy Development Unit (PRDPD). SPRSP records prior to July 1990 include correspondence and memoranda primarily between Lamb, Strategic Planning and Review Department (SPR) Director Alex Shakow, Senior Vice President for Policy Planning and Research (SVPPR) David Hopper, staff from departments within the Development Economics Vice Presidency (DEC), and staff from the Regional departments. The correspondence and memoranda focus on the following topics: review of various policy papers by SPRSP; review of Bank's Strategic Agenda; preparation and review of speech prepared for Bank President Barber Conable for the Bank's Annual Meeting; joint organization of SPR and International Economics Department (IEC) seminar; re-organization of private sector development functions and personnel in the Bank; Bank strategy and economic policy reform in Eastern Europe; and hiring of consultants.

The SPRSP correspondence and memoranda after July 1990 transition into when SPR was replaced by the PRDPD, and the parties involved in this transition. The correspondence and memoranda of SPRSP and PRDPD after July 1990 are primarily between the following parties: Lamb; PRD Director Paul Isenman; Senior Vice President Wilfred Thalwitz of the Policy, Research and External Affairs (PRESV); PRDPD staff; and members of the Policy, Research and External Affairs (PRE) Committee. The correspondence and memoranda discuss review, comments, and approval of publication of numerous policy papers and Bank annual publications by PRDPD and PRE. Also included are records related to working groups, task forces, and symposiums participated in, or jointly organized with PRDPD, including task forces focused on such topics as governance and military expenditure. Incoming and outgoing correspondence sent and received by Lamb from individuals and organizations external to the Bank are also included. The correspondence also consists of sub-files with the following types of records: copies of faxes, telex messages, and cables sent to Lamb; travel request records; leave request records; expense reports; timesheets; and performance review records.

The series includes chronological correspondence files from when Attila Karaosmanoglu served as Vice President in the Asia Vice Presidency (ASIVP). The records include correspondence, memoranda, agenda and meeting minutes, and other records related to support of ASIVP operations, including: memoranda of country project loan signings; meeting minutes and agenda records for meetings with ASI staff, Board of Executive Directors members, country representatives from the ASI countries, and other senior World Bank officials; and incoming and outgoing correspondence and memoranda regarding management of ASI and support of ongoing projects within the ASI Region.

This series includes subject and activity files collected by Joseph Wood while Vice President of the Financial Policy, Planning, and Budgeting Vice Presidency (FPBVP, 1983-1987) and the Financial Policy and Risk Management Vice Presidency (FPRVP, 1987-1991). The FPBVP contained the Financial Policy Department (FPA) and the Planning and Budgeting Department (PBD). The FPRVP contained the Financial Policy Department as well as the Resource Mobilization Department (FRM). Records in this series relate to Wood's role overseeing the work of these units. Subject files include: lending programs; adjustment lending; debt and debt servicing; cofinancing; Bank relations with external institutions; Bank sectors (i.e. environment, women in development, etc.); risk management; Bank capital and currency management; borrowing and liquidity policy; International Finance Corporation (IFC) operations; International Development Association (IDA) policy; IDA replenishment; IBRD General Capital Increase (GCI); country positions on various topics; and the Brady Proposal. Sub-fonds consists of incoming and outgoing chronological correspondence files maintained by Heywood Fleisig during his employment in the following positions: Senior Economist in the East Asia and Pacific Vice Presidency (AENVP); Principal Economist in the Asia Vice Presidency (ASIVP); Principal Economist in the Country Operations Division, Asia-Country Department II (AS2CO); and Principal Economist in the Office of the Chief Economist, Latin America and Caribbean Region (LACCE).

This sub-fonds consists of chronological files created by Johannes Linn during his time in a variety of positions at the World Bank, including: the Urban and Regional Economics Division of the Economics Department (ECDRB) and its successor the Development Economics Department (DEDRB) of the Development Policy Vice Presidency (DPS); the East Asia and Pacific Vice Presidency (AENVP) and Asia Regional Vice Presidency (ASI); the Development Economist and Chief Economist Vice Presidency (DECVP); and the Vice President of the Financial Policy and Risk Management Vice Presidency (FPRVP). Series consists of chronological files created by Johannes Linn while serving as the Vice President of the Financial Policy and Risk Management Vice Presidency (FPRVP). Files primarily consist of correspondence and memoranda between Linn and World Bank staff including Senior Vice President of Finance (SVPFI) Ernest Stern as well as World Bank managing directors. Drafts of reports and papers for review and information sharing often accompany correspondence. This series also contains correspondence with external individuals and institutions. These records discuss speaking engagements, information exchange, commenting on drafts, and offers of employment. They also contain announcements (often related to IDA replenishments) and letters of gratitude.

Fonds contains chronological correspondence files created by Madavo and his staff from 1991 to 2002 covering his time as Director in the Africa Regional Vice Presidency (AFRVP) and East Asia and Pacific Regional Vice Presidency (EAPVP) and as Regional Vice President of AFRVP. The fonds also contains speeches given by Madavo between 1996 and 2001 while serving as Regional Vice President of AFRVP.

This series contains chronological correspondence files from the last three months of Madavo's time as Country Director in the Africa Regional Vice Presidency (AFRVP). Madavo oversaw the Country Department responsible for lending and country monitoring for Ethiopia, Kenya, Mauritius, Somalia, Sudan, and Uganda. The correspondence is between Madavo and: Bank member government officials including ministers and ambassadors; and Bank staff including the Africa Regional Vice President Kim Jaycox as well as the Bank resident missions of countries in Madavo's department. Topics of correspondence are various but include: proposed and ongoing country projects and technical assistance; country program development; country reports; portfolio review; and travel logistics and expenses.

This series contains chronological correspondence files sent and received by Madavo during his time as Vice President of the Africa Regional Vice Presidency (AFRVP). Note that when Madavo was named Vice President in 1996, it was as co-Vice President with Jean-Louis Sarbib. A small amount of the correspondence in this series is either authored by both Madavo and Sarbib or is authored by Madavo on correspondence with letterhead naming both Vice Presidents.

Records in this series relate to the various responsibilities of the AFRVP, including: the development and review of lending operations in the Region; reviewing country strategies; handling high-level communications with member countries; operational policy making; high-level staffing; and support of the Office of the President.

Correspondence in the "Letters" section of the chronological files contains correspondence sent or received by Madavo primarily to external parties. These include: member government officials including country leaders, ministers,and ambassadors; external organizations including NGOs and multilateral organizations; and Bank executive directors. Some of the correspondence is authored by Madavo on behalf of World Bank President Jim Wolfensohn. In addition, a small amount of correspondence in this section is with Bank staff including President Wolfensohn; these often take the form of briefing notes in advance of meetings with external individuals or groups. Topics of correspondence in the "Letters" section are varied. They include: combatting corruption; conference planning and attendance; debt and the Heavily Indebted Poor Countries (HIPC) initiative; HIV/AIDS; planning visits to countries; and collaboration with external organizations. Other correspondence relates to requests for support from external parties, invitations to events, and the dissemination of information.

The "Office Memoranda" section of the chronological files contains correspondence sent or received by Madavo to Bank staff. Topics include: debt reduction; capacity building; proposed and ongoing country projects and technical assistance; budgeting; review of Bank programs; country office audits; Bank operations in conflict areas; conference attendance; country program development and monitoring; staff recruitment and appointments; operations policy development and implementation; travel planning, logistics, and expenses; and the Special Program of Assistance for Africa (SPA). Correspondence includes mission reports and reports on country economic and political developments.

The sections of the chronological files titled, Notes, Electronic Messages/Emails, Miscellaneous, and Travel are relatively small compared to the Letters and Office Memoranda sections. The Notes section generally contains updates and briefing materials addressed to President Wolfensohn, Bank Managing Directors, or other VPs. The Electronic Messages section generally contains short messages related to administrative matters, attendance at meetings or events, travel logistics or expenses, and expressions of gratitude. The Miscellaneous section contains travel expenses, invoices, and statements of expenses as well as reference materials and correspondence related to staffing. The Travelling section contains travel invoices and statements of expenses.

Series contains a variety of records related to speaking appearances made by Callisto Madavo while serving as Vice President of the Africa Regional Vice Presidency (AFRVP). The majority of the records consist of full-text speeches and talking points for speeches. Also included are: transcripts of interviews, press briefings, and question and answer sessions; articles he authored or co-authored; and background notes prepared for Madavo by staff in advance of events at which he was speaking or panels on which he was appearing. While a small number of the speeches made by Madavo were internal to the Bank, the majority were at conferences, forums, academic institutions, and other events external to the Bank. The speeches discuss a variety of topics, including: trade and investment in Africa; the relationship between the World Bank and Africa; Africa and education; Africa's future; globalization; and HIV/AIDS.

Series contains the chronological files created by Rischard during his time as a project officer in the Industrial Projects Department (NDP/IPD/IND) from 1976 to 1982. The records in this series relate to the various activities of sectoral project officers. Regarding involvement with lending operations, records evidence Rischard's role in multiple projects and countries. Common project types include funding of chemical industries, fertilizer production, and industrial energy conservation and diversification. Specific projects include: P008691 - Tecuci Fertilizer Project (Romania) P006289 - Copesul Petrochemical Project (Brazil) P008710 - Craiova Chemical Project (Romania) P009665 - Gorakhpur Fertilizer Expansion Project (India) P009369 - Ashuganj Fertilizer Project (Bangladesh) and P008639 - Industrial Energy Conservation and Diversification Project (Portugal) Records related to travel logistics and expenses and the exchange of information within the World Bank and with external organizations are also included.

Records primarily consist of correspondence between Rischard and other World Bank staff (in the form of office memoranda and telexes) and official correspondence between Rischard and external individuals, including country representatives. In addition to correspondence, back-to-office reports, Terms of Reference, and reports and studies on industrial sector topics are included.

Series contains the chronological files created by Rischard during his time as a financial analyst in the Financial Policy and Analysis Department FPA; he worked in both the Financial Analysis Division (FPAFA) and the Financial Studies Division (FPAFS). The series also contains records maintained by Rischard after he was named the Department's division chief for the new Financial Management and Analysis Division (FPAMA) in 1984. Records in this series relate to the various activities for which these units were responsible. Work areas included: IBRD financial forecasting (as part of the IBRD Financial Projections Task Force that Rischard participated in and, at times, led); IBRD and IDA program and financial policy review; the Bank's relationship with high debt countries and its advisory role in debt restructuring; exchange rate and currency availability and disbursements; commercial loan sales; guarantee pricing; and the creation of an IBRD subsidiary bank. Many of the records in this series were created in the context of the FPA's Management Support Group (formerly the Data Support Group). The Group's work consisted of: IBRD forecasting; FPA work scheduling; and development of management information and monitoring tools (including management of resource mobilization, net transfer, and income).

Series consists of the chronological files created by Rischard during his time as Director of the Investment Department (INV) in the Treasury Vice President (TREVP). Records relate to Rischard's position as director of the department and manager of its various units and their activities. The majority of the correspondence are in the form of office memoranda between Rischard and other Bank staff discussing: divisional work programs; specific topics related to unit activities; the creation of the new products and strategies division; staffing; workshop and meeting planning, scheduling, and attendance; and information sharing. Monthly portfolio and annual retrospective reports are also found amongst the office memoranda. A smaller amount of correspondence are letters between Rischard and external individuals and organizations primarily discussing meetings and the exchange of information.

Note that the series contains correspondence authored and received by Rischard's predecessor in the role of INV Director, Bernard Holland, from January 1989 to July 1989. Rischard became the INV Director in September of 1989. It appears that the correspondence of the new Director was added to the folder for the year 1989 initiated by Holland.

Series consists of the chronological files created by Rischard during his time as Vice President of the Finance and Private Sector Development Vice Presidency (FSDVP). The FSDVP's responsibilities included supervision of the overall management of the VP's three sectoral departments as well as maintaining relationships with other development and commercial banks and private sector executives. The departments of the FSDVP included the Financial Sector Development (FSD), Private Sector Development (PSD), and Industry and Energy Sector departments (IEN). They were responsible for: operational support to the Regions; developing and monitoring policy; maintaining effective relationships with the external community; and for setting research priorities.

Series consists of records relating to a variety of topics and activities, including: operational support (in the form of proposals, advice, and information); Operations Evaluation Department (OED) project reviews; budgeting; staffing and other human resources related issues; information dissemination; conference planning; dissemination of publications and products produced by FSDVP departments; and the reorganization of 1997-98 and related mapping of staff. Records also consist of: responses to external individuals or organizations for requests for information; VP Annual retrospectives; project updates for the Office of the President; three year business plans; and briefings and summaries on a variety of topics for Bank senior management including Presidents Prestonand Wolfensohn. A small amount of correspondence relating to the Energy Sector Management Assistance Programme (ESMAP) is included.

Series also includes four sets of transparencies created by FPDVP sector departments for a presentation to the council of the new Finance, Private Sector Development, and Infrastructure Network (FPSI). The council reported to the network head and is composed of the top network managers from each Region and was responsible for setting the overall agenda for the network and forpromoting effective deployment of skills across network units. The presentations describe the accomplishments, ongoing work, direction, organizational structure, and collaborative efforts of each department.

Note that the transition from FPDVP to the new FPSI network was staggered. Although it technically began in 1997, much of the transition had not been completed by the time Rischard left the FSDVP/FPSI to begin his new role as Vice President of Europe (EXTEU) in the summer of 1998. Rischard continues to refer to himself as FPDVP in his correspondence and does not begin a new folder reflecting the creation of the new network.

Series consists of various records maintained by Debrework Zewdie while managing the Bank's HIV/AIDS program and developing its strategic direction. Records included in the series are: reports on Global HIV/AIDS activities and work program (1999- 2003); summaries of internal meetings regarding the Bank's HIV/AIDS portfolio and minutes of a briefing to Bank President Wolfensohn by Zewdie and colleagues on portfolio implementation (2002); action plan on accelerating implementation (2002); draft papers submitted to the Development Committee (2002); and regional AIDS sectoral strategies (2001 - 2002).

The series also contains a small volume of records related to evaluation of the United Nations Joint Programme on HIV/AIDS (UNAIDS) and UNAIDS Monitoring and Evaluation Reference Group (2002), World HIV/AIDS Campaign strategy (2002 - 2003) as well as comments on HIV/AIDS project design and other records regarding projects in Brazil (2002), Guinea (2003), and Sri Lanka (no date). There are also individual filesregarding HIV/AIDS treatment projects in Africa (2003), telemedicine (2002), lending numbers (2002), and partnership for social justice with faith groups (2002).

The first series of records are King's files on Bank studies in which he participated. These include a review by the Projects Staff of completed sector and feasibility studies in order to improve the Bank's technical assistance to developing countries, a study of project management, and the studies undertaken as part of the 1972 Bank reorganization. The files include minutes of meetings, correspondence, memoranda, background data, and successive drafts of the final report. The files on the 1972 reorganization also include staff opinion surveys and reviews of the implementation of the reorganization plan.

The second series is a subject file that relates principally to King's work as the Assistant to the Vice President, Projects. The records include a number of files from Charles A. Morse, who was the procurement adviser to the Vice President. The majority of the records relate to procurement policy, but they also include correspondence with Executive Directors (clearly a fragment, as a list of items included in the file says Vol. IV), minutes and agendas from Program Coordinators' meetings, records on project preparation and project insurance, drafts of speeches and articles by both Morse and King, and memos and reports relating to the 1976-1977 Arab boycott of U.S. goods.

The first set of records relates to the fifth session of the UN Advisory Committee for Coordination of Information systems, held in Geneva, Switzerland, September 18-21, 1989. The second set of records consists primarily of memoranda, papers and minutes of the Personnel and Administration Committee and the Managing Committee. Topics include systems development in the Finance complex, the budgets for fiscal years 1986 and 1987, the establishment of a facility in the Washington suburbs, cost effectiveness indicators, the Howard Baker proposal for the Bank, data security, a disaster recovery plan, institutional information technology standards and information resources management strategy. The third set of records is related to the 1972 reorganization of the Bank, conducted by McKinsey & Company, during which Barry was a member of the Bank study team. The record include copies of the discussion drafts of the recommended organization structure and the recommended program of changes, a set of interviews conducted by Barry and a McKinsey staff member on external perceptions of the Bank, and a file on planning and control functions. The final set of records relates to the 1987 reorganization. The records include the final report of the Information Technology and Facilities (ITF) support units task force, information for the President's task force from the ITF Office Systems Division, and a report on strategic options for meeting management information needs, with a report of the Information Systems Planning Study Team attached.

The records contain both correspondence and reference material maintained by Kraske relating to India. They include correspondence and draft papers from Kraske's period as chief of the Resident Mission in New Delhi; an historical reminiscence The New Delhi Office written by Kraske in 1993; copies of correspondence, memoranda, and draft papers on the history of the New Delhi office; copies of extracts from the debates in the Indian Parliament about the World Bank; clippings from the Asian Recorder on the Bank in India; two papers by Kraske on India, Some thoughts on the role of the New Delhi Office (1987) and The role of field-based staff in maintaining portfolio quality: The case of agriculture and the New Delhi Office (1992) and drafts of three speeches to African audiences; and publications by S.R. Sen, M. Narasimham, A.V. Desai, R. Mohan and others. Although quite small, this series is a rich source for the history of the World Bank in India.

Fonds consists of records maintained by Leonard B. Rist from the early period of IBRD history primarily when he first served as Director of the Research Department, later Economics Department beginning in 1946 and printed material that Rist collected relating to Bretton Woods.

This series documents Stern's functions covering the period from when he joined World Bank in 1972 as Senior Advisor in the Office of the Economic Advisor to the President (January-October 1972), to his successive positions in the Office of the Vice President, Development Policy (VPD) as Senior Advisor (October 1972-April 1974) and Director (1974-1975).

The files relating to his role as Senior Advisor in the Office of the President primarily includes memoranda addressed to or from Vice President Hollis Cheney, the Bank's Research Committee, and other colleagues in the Office of the Economic Advisor. The correspondence documents the establishment and organization of the World Bank's economic research program, activities of the Research Committee and the Development Research Center, research proposals and decisions, publication of economic reports, discussions on policy papers, joint projects with external organizations, and evaluation of the Bank's economic activities.

The files relating to Stern's Development Policy functions associated with the Front Office of the Vice President include memoranda and letters addressed to the managers of the constituent departments of the Development Policy complex, the President, senior managers, UN offices, government officials, and other outside development organizations and experts. Reports, notes, and other supporting documents are occasionally attached to the memoranda. Records document program, budget, and staffing matters in the Office of the Vice President, management of the research program, country program reviews, growth prospects of developing countries, U.S. aid to development countries, International Development Association (IDA) replenishments, capital markets, Special Drawing Rights (SDR) allocations, World Bank Group-International Monetary Fund cooperation, the European Economic Community, the Committee of Twenty, G-24, the Pearson Commission, the Technical Committee on the transfer of Real Resources, the oil crisis, and some region and country-specific economic statistics. Further, they include comments on the Bank's policy structure regarding the 1972 reorganization, draft speeches for President McNamara and Vice President Hollis Chenery, and reviews of books and articles relating to development.

Series consists of records primarily created during Bernard R. Bell's tenure as Director, Resident Staff Indonesia from 1968 to 1972. The series contains a draft paper on the historical development of the oil sector in Indonesia, including notes on Indonesian oil companies. Correspondence and notes concerning Bank economic missions reviewing the oil sector are included, as well as notes of interviews with Indonesian government officials and oil company personnel. The series contains copies of articles on Indonesian oil, copies contracts dating from 1963, copies of Indonesian laws regulating the oil sector, and statistics on the financial status of P. N. Pertamina, the Indonesian National Oil and Natural Gas Mining State Enterprise.
