Background Materials, Memoranda, and Drafts of Research Papers

This series contains background materials, intra-Bank memoranda, and drafts of research papers primarily of staff from two Economic Analysis and Projections Department (EPD) units: the International Trade and Capital Flows Division (EPDIT) and the Global Analysis and Projections Division (EPDGL). The records are divided into two parts. The first and more voluminous part (2.33 linear feet) consists of EPD files dated 1977 to 1984 and containing rough working files for research papers. In addition to rough drafts of papers, these files contain intra-Bank memoranda containing comments on drafts or concerning EPD computer usage, analysis of data compiled by EPD staff, and other issues relating to research. The second part of the series contains drafts of research papers dated 1979 - 1990 and generated primarily by EPDIT and EPDGL staff, but there are also four papers written by staff from the International Economic Analysis and Prospects Division (IECAP) of the International Economics Department and threepapers authored by economists from: the School of International Service at American University; Seoul University; and Sidney Sussex College, University of Cambridge. Some of the research papers in this series were issued as Division Working Papers which reported on research work in progress and were circulated only for Bank staff use to stimulate discussion and comment. Others were prepared for presentation at a conference or for publication by the World Bank or in a professional journal.

Records of the Economics and Research Staff, Departments, and Divisions

The files in this series contain correspondence, reports, and publications documenting the economic analysis and research work of the Economics and Research Staff (ERS) and the two ERS departments: the Economic Analysis and Projections Department (EPD) and the Development Research Department (DRD). Most of the correspondence was sent or received by the Director of EPD and by staff in the EPD divisions, but there is some correspondence of the Vice President of ERS and of the DRD staff. The correspondence concerns commodity price forecasts, economic and social data generated by ERS, international trade, external debt of developing nations, and comments on drafts of the World Development Report (WDR) and on background papers prepared for the WDR. Specific documents and publications include: Back-to-Office Reports from ERS staff attending conferences or undertaking missions to analyze a specific industry; copies of the commodity handbooks issued by the Commodities and Export Projections Division (EPDCE); quarterly reviews of commodity markets; publications on commodities from the Commodity Studies and Projections Division (EPDCS); copies of the 1984 - 1986 annual reports on the World Bank Research Program; the EPD's User's Guide on World Bank Trade Data System issued in October 1985; and a June 1984 draft of the Pfeffermann Committee's Report on Economy-Wide Modelling in the Bank.

Files Relating to ERS Reviews of Documents Disscussed in Meetings of the Loan Committee, the Operations Policy Subcommittee, and the Operations Policy Committee

This series contains five sets of files that the Economics and Research Staff (ERS) compiled while reviewing proposals and developing the ERS position on proposals (for loans, credits, Country Policy Papers, Country Strategy Papers, and Policy Framework Papers) that were considered primarily by the Loan Committee but also by the Operations Policy Subcommittee (OPSC) and, beginning in September 1986, by the Operations Policy Committee (OPC).

  1. The bulk of the series (1.5 linear feet) contains country files, dated 1985 to 1987 and arranged alphabetically by client country and thereunder chronologically. The file for a particular country contains, at a minimum, the agenda and/or minutes of the committee meeting at which a proposal was discussed. The minutes include a summary of the proposal but not the complete text. Other documents in a typical file include intra-ERS memoranda analyzing a proposal and containing recommendations regarding the position ERS should support; a briefing note summarizing the ERS position; an ERS staff member's report on the meeting, providing information to supplement the official minutes; memoranda from the ERS staff to Regional or sector staff clarifying the position ERS took on the proposal in the committee meeting; other correspondence between ERS and Regional staff; and some Back-to-Office Reports from ERS staff who took part in negotiations with the client country. Filed under Rwanda/SAVEMS is a small collection of statistical tables (titled Selected Analytical Variables for Economists and Managers), 1985 - 1987, arranged by client country that the Country Analysis and Projections Division (EPDCO) of ERS generated on 28 countries.

Filed at the end of the series are four small collections of files. Many of the items in these files are duplicated the country files.

  1. A set of files concerning Country Policy Papers (CPPs), arranged alphabetically by client country and dated February 1984 - January 1987. For Bolivia and Jamaica, the files refer to Divisional Country Briefs (DCBs) rather than CPPs. The file for a particular country typically includes an agenda for the Operations Policy Subcommittee (OPSC) or Operations Policy Committee (OPC) with comments on major policy issues in the CPP that were identified by the Country Policy Department (CPD) and the Planning and Budget Department (PBD); a Postscript of the OPSC or OPC meeting at which the CPP was discussed; and a memorandum forwarding the CPP to the Managing Committee of which the Vice President of ERS was a member. In most cases, the complete CPP is not in the file, but most files do include intra-office memoranda and briefing notes from ERS staff.

  2. A set of minutes of the Operations Policy Subcommittee and, beginning in November 1986, of the Operations Policy Committee, arranged chronologically and dated September 1986 - April 1987. The meetings were held to discuss Policy Framework Papers (PFPs) and most are Structural Adjustment Facility PFPs. Attached to the minutes are summaries of the PFP provided by the Director of the Country Policy Division, but complete PFPs are not found in the files.

  3. Agenda and Minutes of Loan Committee meetings arranged by Region and dated September 1984 - May 1987. Included with the agenda are summaries of the proposed loan or credit provided by the Director of the Country Policy Department.

  4. Agenda and Minutes of Loan Committee meetings and Operations Policy Committee meetings, arranged alphabetically by country and dated April 1985 - April 1987. The OPC meetings dealt with Structural Adjustment Facility Policy Framework Papers, Country Policy Papers, and Divisional Country Briefs. This file also includes briefing notes stating the ERS position on a proposal and post-meeting notes from ERS staff supplementing the official minutes.

Files Regarding the Publication and Dissemination of Research Products

The files in this series contain correspondence, reports, and other records establishing policies and procedures for the publication and dissemination of World Bank research products. The files were maintained successively by the Development Policy Staff (DPS), the Economics and Research Staff (ERS: primarily by Research Administrator Deepak Lal and Policy Advisor Dennis N. de Tray), and finally by Research Administrator de Tray in the Policy, Planning, and Research Staff.

Subjects covered include: the establishment and funding of the Bank Research Documentation Center (BRDC) as the primary depository of research documentation on projects funded by the World Bank Research Program, 1980 - 1984; the selection of topics for the next several editions of the World Development Report, 1985 - 1988; the costs of producing the Bank's main periodicals on research, 1986; and general discussions of the types of publications best suited for the dissemination of information about the research program. Specific documentsin the files include: copies of key documents (Terms of Reference; agenda and minutes of meetings), 1985 - 1987, for the Comparative Studies Coordination Committee and its successor, the Research Coordination Committee; the July 1984 draft of the report of the Committee on Economy-wide Modeling in the Bank (filed under Model Review Committee); a copy of Bela Balassa's August 1987 Report on World Bank Research and the voluminous comments from Bank staff on that report (filed under Review of Bank's ResearchProgram); briefing papers used in an ERS presentation by ERSVP Anne Kruger to the Executive Directors, December 1986; correspondence and intra-DPS and ERS memoranda outlining policies concerning the publication of products of the Bank's staff (filed under Publication Policies); and a copy of the October 1984 preliminary report of the Subcommittee of BRAG [Bank Research Advisory Group] on dissemination of the Bank's research output (filed under Research Dissemination).

Subject Files of the Research Advisers

This series contains the subject files of Research Advisers Ernest Stern (originally titled Senior Adviser) and, beginning in April 1974, Benjamin B. King. After King left the position in March 1977, Ian M.D. Little and Bela Belassa served as acting Research Adviser until the appointment of Shankar Acharya in July 1979. The files include the advisers' correspondence with President McNamara, the Vice President of Development Policy, the directors and staff of the Development Policy departments, members ofthe Research Committee, and non-Bank research professionals. This series also includes some correspondence of the Research Committee secretary. A file on the early administration of the World Bank's research program, 1971 - 1974, includes a history and description of the research program, outlines of research priorities, and memoranda on the policy of long-term consultant appointments funded from the External Research Budget.

Other files contain: tables and correspondence regarding the research budget and the funding of specific projects, July 1971-June 1973; correspondence on rejected proposals, October 1971 - May 1974, including comments on the project proposals and memoranda explaining why specific research proposals were rejected; agenda (May 1971 - June 1979) and minutes ( April 1971 - October 1974; January 1975 - March 1979) of Research Committee meetings; minutes of Review Panel meetings, 1972 - 1978; correspondence regarding the size and membership of the Research Committee, 1971 - 1979; correspondence regarding research proposals (instructions and deadlines for submitting proposals, memoranda conveying the decisions of the Research Committee, lists of proposals each department planned to submit in the coming fiscal year), 1972 - 1974; comments on drafts of the annual report to the Executive Directors on the research program and memoranda summarizing the response of the Directors to the report, 1973 - 1974; correspondence regarding the evaluation of urban development projects and the financing of these evaluations, 1972 - 1975; correspondence with non-Bank personnel, 1971 - 1974 (filed under Outside Correspondence); excerpts from Research Committee minutes and memoranda on funding the sector research program, 1973 - 1977; and information regarding the Development Policy staff's participation and attendance at the International Meetings of the Directors of Development Research and Training Institutes, OECD [Organization for Economic Co-operation and Development] in Belgrade, Yugoslavia, August 1972, and in Abidjan, Ivory Coast, August 1974.

Research File of Bela Balassa

Most of the correspondence in this series covers the period when Balassa reported both to the Vice President, Development Policy Staff (VPD, later Vice President, Economics and Research [VPERS)] and to the Director of the Development Research Center (DRC), and, after the 1987 Reorganization, the Vice President, Development Economics and Chief Economist (DECVP). He also served during this period as Chairman of the Development Policy Staff Trade Advisory Committee. The files are loosely organized around Balassa's projects while serving as consultant to the Bank during this period.

Included are Balassa's completion reports for some of the projects he personally carried out, his comments on proposals and research projects conducted by others in the Bank, and correspondence with the Research Projects Approval Committee (REPAC) and the head of the Research Administration Unit in VPERS. Some files contain background materials, including statistical data, used in Balassa's research. Specific documents include: Terms of Reference (TOR) for a May-June 1983 mission to Tunisia led by Balassa that constituted the first phase of a study on employment creation; his TOR and Back-to-Office (BTO) Report for a January 1985 Industrial Policy Mission he led to Tunisia; and his report on his coordination of a Latin American development strategy study (introduced by David Rockefeller) while on leave from Johns Hopkins University. Correspondence, including a BTO Report, for a mission to Venezuela Balassa led from January to October 1987 to hold discussions with the Venezuelan government on the economy and possible resumption of Bank lending is also part of the series.

Also included in the series are copies of talking points and papers Belassa prepared at the request of high-level Bank officials and correspondence with DECVP. Belassa's handwritten notes and drafts can be found throughout the series.

Secretariat's Copies of Policy Papers and Minutes of Policy Review Committee Meetings and of Staff Review Meetings

The Policy Planning and Program Review Department staff (Pedro-Pablo Kuczynski, Frank Vibert, and Shahid J. Burki) served as the secretariat for the Policy Review Committee (PRC). This series contains the secretariat's set of policy papers and the notices of meetings and minutes of staff review meetings and of Policy Review Committee meetings at which the policy papers were discussed. The policy papers, which were drafted by various units throughout the Bank, were distributed for review at the PRC stafflevel or by the Policy Review Committee as a whole or were widely distributed throughout the Bank for comment or for information purposes prior to consideration by the Executive Directors. The files contain the various versions of a paper as it proceeded through the review process. The policy papers cover a broad range of subjects: sector issues, project costs overruns, the lending policies and practices of IDA, the World Bank's approach to interest rates and credit allocation issues, and the establishmentof the Third Window.

Chronological File of EAS Director

Series consists of chronological files maintained by EAS Director Vinod Dubey from between January 1989 and November 1990. After Dubey's appointment as director of EAS in June 1987, he continued many of the duties he had in the Country Policy Department (CPD): coordinating the Bank's interaction with the Paris Club, the Berne Union, the OECD Export Credit Group, and the International Monetary Fund; reviewing country strategy papers and Structural Adjustment Policy Framework Papers (PFPs); providing the SVP Operations with analysis on operational issues and policy initiatives; serving as the Secretariat to the Operations Committee; and providing advice and support to the Regional staff on major policy questions, especially regarding country strategies, adjustment operations, and country economic and sector work. Much of the records in this series relate to the duties listed above and take the form of agendas, schedules, and requests for comments or review for discussion. In the case of the latter, the reports and policy papers are rarely attached.

Research Project Files Maintained by the Research Administrator

The records in this series are the official project files maintained by the office of the Research Administrator and predecessor units for research projects funded wholly or in part from the Research Support Budget (RSB). Research proposals were received from the Regions, Sectors, and from DEC or earlier Economics and Research Staff (ERS) units. Research proposals dealt with development policy and planning, finance and trade, capital markets, rural development, industry, infrastructure, poverty and socialwelfare, labor markets, education, environmentally sustainable development including environmental economics, energy, agriculture and natural resources, private sector development, regional development, and population.

The series is arranged in five parts, the first four of which cover overlapping time periods from 1981 to 2000. The fifth segment consists of a single research project file for the 1995-1997 period maintained by a project manager. The bulk of the files in this series include: a project proposal; memoranda to project proposal reviewers for projects that exceeded the cost ceiling for approval by the Research Administrator, reviewers' evaluations of the project proposal; the project manager's response to the reviewers' evaluations; Research Advisory Staff (RAD) memoranda to members of the REPAC [Research Projects Approval Committee] or the Research Committee (RC) subcommittee selected to review the proposal; comments from subcommittee members; the project manager's response to the subcommittee's comments; minutes of the REPAC or RC meeting at which the proposal was discussed; intra-RAD memoranda discussing the project; RAD's memorandum to the project manager conveying approval and funding of the project; Back-to-Office Reports (BTOs) from missions connected to the project; correspondence between the project supervisor and the Research Administrator that may include requests for an extension of the project completion date or for additional funds; budget tracking reports; a project completion report on a standardized form; and copies of the publications and papers that constituted the output from the project. Not all of the files contain completion reports. Some files include status reports and comments on the proposal from Regional organizations.

Among the earlier files in the series are four files for research projects associated with the Living Standards Measurement Study (LSMS) (RPO file nos. 673-22, 673-38, 674-17, and 674-19). Some of the files in the series that predate 1990 relate not tospecific research projects but to administrative matters relating to research: authorizations for the transfer of funds from the RSB (RPO 671-99); costs for the World Bank Economic Review (RPO 673-570), the Research Observer (RPO 673-61), and the World Bank Research News (RPO 673-71); RAD costs for the First Annual World Bank Conference on Development Economics (RPO 674-82); and routine authorizations for the transfer of funds from the RSB for consultants, project proposal reviewers, etc. (RPO 671-99). The Research Policy Council (RPC) approved funding for the three previously mentioned publications.

Beginning in 1991; the records within each project file were divided into five categories, each with a separate tab: proposal; reviews; correspondence; budget; and completion. Filed under the proposal tab is the formal project proposal sent to RAD and correspondence between the RAD staff and the project manager. Under the review tab are RAD's correspondences with referees who agreed to comment on the proposal, the referees' comments, and the project manager's responses to RAD regarding issued raised by the referees. The items under the 'correspondence tab include a wide range of records: intra-RAD memoranda regarding a project proposal; reports from the Research Committee subcommittee that reviewed the project proposal; notices that the project manager and/or the managing unit had changed; replies from the manager to specific questions from RAD staff; requests for deadline extensions; BTOs from missions connected to the project; copies of book reviews of publications resulting from a research project; and handwritten notes of RAD staff. Correspondence under the budget tab generally includes a copy of the RAD memorandum to the project manager indicating the proposal had been approved and explaining how the budget should be managed. In addition, there may be requests from the project manager for additional funds or for an extension of the completion date, and a copy of RAD's instructions as to how to handleproject funds remaining at the end of the fiscal year. Not all of the files for 1991 and later contain a project completion report under the completion tab. Some files contain copies of publications resulting from the research output or a RAD memorandum requesting an overdue project completion report under this tab. A small number of the project files created after 1991 are for funding conferences and workshops, expenses connected with the Bank's Visiting Research Fellows program, and the production of avideo of the slide presentation used as the keynote to a conference. The file for Symposium/Workshop on Accelerating Native Forest Regeneration on Degraded Tropical Lands (RPO 677-67) contains only the materials distributed to workshop attendees and a note indicating that no file for the project could be found.

Project Manager John Nash's file (fifth part of series) for the research project Regulating Technology Transfer: Impact on Technical Change, Productivity and Incomes covers the years 1995-1997 andincludes a request for RSB funding for the project; a response to the review of the research project; expense/budget reports for the project; Terms of Reference for missions connected to the project; a copy of a consultants BTO report for December 1995 visits to Malawi, Zimbabwe, Kenya, and Ghana in connection with project; and Nash's correspondence with consultants associated with the project. The official file for this research project is also in this series.

Project evaluation reports are not in the files in this series, but, in most cases, the project completion report, when present in the file, has been annotated to indicate that the evaluation was completed.

Records of the Social and Economic Statistics Committee (SESC)

The Bank-wide Social and Economic Statistics Committee (SESC) was established in 1987 and was responsible for advising the Senior Vice President, Policy, Planning and Research (SVPPR) on policies of the Bank's social and economic statistical services. It served as a Bank-wide forum for ensuring that the interests of the Bank's socio-economic data collectors, managers, and users were adequately considered. The Committee met at roughly quarterly intervals; the Chief Economist (DECVP) was chair and Ramesh Chander, Statistical Adviser (DECVP), was ex-officio Secretary.

This series contains a small collection of SESC records that D.C. Rao maintained while he was Director of the Risk Management and Financial Policy Department (FRS) and a member of SESC. This set of the Committee's records includes lists of members; Terms of Reference; minutes of the first meeting held on September 8, 1987; an August 11, 1988 note from Stanley Fischer summarizing the major issues regarding the Bank Economic and Social Database (BESD) prior to a discussion of BESD at a SESC meeting; and a copy of the 1987 questionnaire for Short Term, Long Term and Credit Worthiness Surveys.

While Rao was neither the Chair nor the Secretary for this Committee, there are no known records related to the SESC found in the custody of the World Bank Group Archives. Therefore, this set of records is retained permanently.

Stanley Fischer's Chronological File of Correspondence with Bank Staff (Internal Chronological Files)

The correspondence in this series documents Stanley Fischer's wide range of responsibilities as DECVP. Fischer did not officially assume the duties of DECVP until January 1988 and much of the correspondence in the series prior to that time concerns organization of the VPDEC Front Office, personnel matters, and scheduling of meetings. A significant amount of his correspondence is from the directors and division chiefs of the International Economics Department (IEC), the Country Economics Department (CEC), the Economic Development Institute (EDI), and his Front Office staff. Incoming communications are found with some of Fischer's outgoing memoranda, letters, e-mail, handwritten notes, and other communications. Copies of policy briefs and outlines for studies and papers, policy papers, and research papers on the debt crisis, structural and sectoral adjustment lending, trade policy, environmental issues, and other international economic issues were forwarded from the divisions and the Front Office for Fischer's review and/or further action. Structuring of work programs, proposals for the annual World Development Report (WDR) and drafts of the WDR, World Debt Tables, and proposals for EDI training are also subjects of Fischer's correspondence.

As Chief Economist, Fischer served as principal economic adviser to President Barber Conable (EXC) and to W. David Hopper, Senior Vice President, Policy, Planning and Research [PPRSV] and Hopper's successor, Wilfried P. Thalwitz, Senior Vice President, Policy, Research and External Affairs [PPRSV]. Fischer's memos, informal notes, and other communications with PPRSV are found throughout the series. Memos and informal notes sent in his role as Chief Economist to Moeen A Qureshi, Senior Vice President, Operations (OPNSV) and Ernest Stern, Senior Vice President, Finance (FNSV) concern matters coming before the Operations Committee.

Found with correspondence for 1988 are Fischer's briefing papers for Conable for a June 1988 meeting at the Bank with the Director-General, GATT, Arthur Dunkel and for an August 1988 meeting with Julius Katz, Chairman of the Uruguay Round Negotiating Group on the Functioning of the GATT System (FOGS); Fischer's background paper containing information for an October 1988 meeting between Conable and Romano Prodi, President of the Instituto per la Ricostruzione Industriale (IRI); memos prepared for Conable on the debt problem (May 1988) and Argentine loans (August 1988); and talking points for Conable's May 1988 speech at the brookings Institution.Among the 1989 correspondence are talking points Fischer prepared for a Conable-Camdessus luncheon meeting on proposals to improve collaboration between the Bank and IMF; a policy brief prepared for Conable on Experience in Trade Reform (April 1989); an informal memo on the Brady Plan debt strategy (April 1989); a draft memo to Conable on World Bank Intellectual Leadership (September 1989); and a formal proposal to Conable regarding establishment of a Socialist Economy Reform Unit within CEC (October 1989)which was approved the following month. Among the 1990 correspondence are several memos containing talking points for Conable-Camdessus luncheon meetings.

Fischer also corresponded with OPNSV regarding the classification of economists. Found throughout the series are Fischer's memos announcing meetings of the Economists Review Panel which he chaired, announcing actions taken by the panels, addressing appeals to the panels' actions, and inviting Bank staff to fill panel vacancies. The series also contains Fischer's correspondence as Chairman of the EDI Advisory Board and the Research Committee and his correspondence with the Research Administrator (RAD). Some Fischer correspondence with the Vice President, Sector Policy and Research [PREVP], Visvanathan Rajagopalan, is also part of the series.

Back-to-Office (BTO) Reports prepared by Fischer following trips to Argentina, Germany, Switzerland (Geneva), and China in 1988, to Kenya, Nigeria, Senegal, Tanzania, Yugoslavia, and Poland in 1989, and Japan, Israel, India, Poland, and London in 1990 are in the series. Also part of the series are copies of speeches, Il Messagero articles, and other papers Fischer prepared that were sent to DEC managers who provided him input. Correspondence with other Bank officials and papers forwarded to him for comment from other Bank offices and some outside economists are part of the series. Routine correspondence concerning administrative and personnel matters are scattered throughout the series. Fischer's last official day as DECVP was August 31, 1990 but the series includes correspondence for September - December 1990 during which time Fischer made brief visits to the Bank from the Massachusetts Institute of Technology (M.I.T.) and served as a consultant to the joint Bank/IMF study of the Soviet economy.

Reading File of the Research Advisory Staff (RAD)

The series consists of documents sent electronically within RAD, to other parts of DEC, and to other Bank organizations by the Research Administrator and other RAD staff concerning the Annual Bank Conference on Development Economics (ABCDE), The World Bank Economic Review, the annual report of the World Bank Research Program, the World Bank Visiting Research Fellows Program (VRFP), research and conference funding, the Working Papers series, and research and conference proposals.

Working File for the Trade Policy Development Project Maintained in the Development Research Group

In November 1999, the World Bank established a new program of international standards, technical regulations, and trade policy with the support of the United Kingdom's Department of International Development's (DFID) Trust Fund. The DFID umbrella Trust Fund project had eight sub-components or projects: WTO 2000 and WBI Core Course developed by the World Bank Institute; WTO Agriculture; Services Trade; Trade Support; International Standards Support; Trade Policy Data System; and Impact Modeling. This file appears to have been initially maintained by Anthony Venables (Manager for Trade, Development Research Group [DECRG]) who was designated Task Manager to administer this three-year Trust Fund project.

Found in the series are copies of electronic messages (e-mails) exchanged in 1998 between L. Alan Winters, then Trade Manager, DECRG with David Batt, Head of DFID about a DFID-World Bank collaboration on trade policy in advance of the next round of World Trade Organization (WTO) negotiations in order to increase understanding of the policy implications and economic impact of standards and regulations on world trade development. A copy of Winter's 21 December 1998 letter to Botts expressing the Bank's interest in a Trade Policy Development Project is in the file. Also in the file are copies of e-mails and notes concerning the preparation process for a Bank Initiating brief for a Trust Fund for the Trade Policy Development Project and a copy of the Initiating brief executed on 29 March 1999 that describes the objectives of the Trust Fund.

In the series are descriptions of each sub-component project approved by DFID for financing, program updates/progress reports, and other project related correspondence including Venable's correspondence with personnel designated as Bank contact points for the sub-projects and with DFID and a copy of a later 2001 facsimile message requesting payment from DFID for expenditures for the period 1 October 2000 to 30 September 2001.

Research Materials Relating to Public Sector Enterprises (PSEs) in India, Mexico, Chile, Ghana, Turkey, and the Philippines Compiled by the Finance and Private Sector Development Division

The research materials in this series were compiled by the staff of the Finance and Private Sector Development Division (PRDFP) of the Policy Research Department (PRD) and concern public sector enterprises (PSEs) in India, Mexico, Chile, Ghana, Turkey and the Philippines and government efforts to reform and/or privatize those enterprises. The materials have been heavily tabbed and annotated by the PRDFP staff, but this series does not contain any drafts of the resulting PRD studies. Included are annual PSE audit reports; copies of performance contracts (also called Memoranda of Understanding) between a government and a PSE; government-issued data, surveys, and reports regarding PSEs; copies of World Bank documents (staff appraisal reports, completion reports) relating to loans or credits affecting PSEs; World Bank studies of PSEs and privatization efforts; academic articles; news clippings; book chapters; transcripts of lectures; and IMF documents and reports.

Project Files for the UNDP/World Bank Trade Expansion Programme (TEP) Maintained by the Chief, International Trade Division (IECIT)

This series contains the project files for Phase I, 1987-1991 (Project INT/86/033/A/01/42) and part of Phase II, 1991 - 1994 (Project INT/90/036/A/0142) of the joint UNDP/World Bank Trade Expansion Programme (TEP) to provide technical and policy advice to countries that intended to reform their trade regimes. These files were maintained successively by the Trade and Adjustment Policy Division (CPDTA) of the Country Policy Department, the Trade Policy Division (CECTP) of the Country Economics Department, the Trade Policy Division (PRDTP) of the Policy Research Department, and the International Trade Division (IECIT) of the International Economics Department. Jaime de Melo (CECTP) was the original project co-director with Thomas Cox (and later Timothy S. Rothermel) of the Division for Global and Interegional Projects, UNDP. Most of the files concern Phase I of the project and include copies of the formal signed Project Documents for Phase I and Phase II; CECTP staff (Jaime de Melo, Maria Lozos, Vinod Thomas, Oli Havrylshyn, and John Nash) correspondence with Cox, Regional Bank staff, project consultants, and officials in the countries involved in the project; Terms of Reference for project consultants; Back-to-Office reports from CECTP staff and consultants who completed missions in connection with the project; and a copy of the brochure for the project. Documents spanning both Phase I and Phase II include: copies of the 11 Occasional Papers about trade expansion issues written in conjunction with the project; copies of Country Reports chronicling the TEP experience in 16 countries; and summary Country Reports for Morocco, Poland, and Uruguay.

International Economics Department (IEC) Secretariat Records of the Planning Assumptions Committee MAintained in the International Economic Analysis and Prospects Division (IECAP)

This series contains copies of PAC Memoranda, summaries of meetings, and other records of the Planning Assumptions Committee (PAC) and related records of the Economic Analysis and Projections Department (EPD) and later of the International Economic Analysis and Prospects Division (IECAP), the two units that maintained these records.

Originally formed in the early 1970s as the Deflator Committee, the Committee approved the deflator projections to be used in Bank financial planning and in project appraisals. Late in 1980, the name was changed to Planning Assumptions Committee, and its role was broadened to cover a wide range of key indicators of change in the global environment. By establishing common planning assumptions about the world economy, the Committee ensured that the various parts of the Bank used the same projections for economic and sector work, project analysis, financial and budget analysis, and the World Development Report. The Global Analysis Division (EPDGL) of EPD and later the International Economic Analysis and Prospects Division (IECAP) of IEC prepared the background analysis and projections for PAC. This series includes memoranda from those two units transmitting projections data to the PAC chairman. That data was incorporated into the PAC Memoranda which were issued twice a year, in the spring and the fall, to units throughout the Bank. By the late 1980s, these memoranda were issued directly by IECAP, through the Director of the International Economics Department (IECDR) as PlanningAssumptions for Major Macroeconomic Indicators and Financial Indicators. In addition to the official PAC memoranda, there are intra EPD and IEC memoranda documenting the process of compiling the planning data.

Policy Research Department Poverty and Human Resources Division (PDRPH) Research

This series contains a variety of research materials accumulated in support of research projects undertaken by various staff in the Policy Research Department (PRD) and its predecessors, the Poverty Analysis and Policy Division (PHRPA) and later the Welfare and Human Resources Development Division (PHRWH) of the Population and Human Resources Department.

This series contains background materials, and administrative and research records from 1972 to 1991 (predominant 1985-1991) relating to the Living Standards Measurement Survey (LSMS) update for Peru in 1990. Records were compiled by Gillette Hall who was, along with Peruvian economist Richard Webb, responsible for the update. The original LSMS for Peru was conducted in 1985-1986 jointly by the Peruvian government and the World Bank (specifically the Education Department and the Development Research Department). These records consist of World Bank and Peruvian government studies, reports, and articles containing background materials on social and economicconditions in Peru, 1972 - 1985, that were gathered as part of the first survey. There is also a small amount of administrative material (back-to-office reports, notes regarding data entry, sample questionnaires, a summary of initial results from the survey, a list of studies based on the 1985 - 1986 data, and notes on fieldwork) relating to the first survey. Hall's records of the 1990 survey and of later research regarding Peru include: applications for funding; notes regarding the project's budget and sampling methods; background articles and reports on Peru published after the 1985 - 1986 survey; back-to-office reports for the Peru Social Sector Review, January 14 - 25, 1991 and for a mission to prepare for the update of the LSMS, June 17 - 18, 1991; correspondence concerning a fiscal year 1992 regional study to include programs in Peru; a copy of Hall's Cambridge University Master's thesis; notes prepared for a presentation on the 1990 survey; articles by Hall regarding conditions in Peru; and various drafts of an article on poverty in Peru by Hall and by Paul Glewwe of the PHRPA and later the PHRWH of the Population and Human Resources Department.

The series also contains records compiled by Elizabeth M. King relating to nine Bank published research papers pertaining to Peru that were authored, co-authored, or reviewed by King while working as an Economist first in the Education and Employment Division of the Population and Human Resources Department (PHREE) and later in PRDPH. The nine papers appear to have been based primarily on findings from the Living Standards Measurement Survey (LSMS) conducted in Peru. Six of the nine papers were published in the LSMS Working Papers series. Two papers were published in the Bank's Policy, Planning and Research Working Papers series and one paper was published as a Policy, Planning and Research Working Paper. In addition to drafts of the papers, which relate primarily to education and wages in Peru, the series includes: reference copies of other papers relating to Peru; computer generated tables relating to wages, GDP, and education in Peru; copies of a few papers presented by King at professional meetings; 5 1/4 inch floppy discs primarily containing different versions of reports as well as a small amount of research; and presentation materials. There is also some correspondence concerning a proposed book based on findings of the Peru LSMS.

Finally, records relating to World Bank staff research as part of the Youth Training and Employment Partnership Programme (YTEPP) in Trinidad and Tobago are included in this series. Most of the records were created in the PHRWH, although activities related to the YTEPP were moved to PRDPH in 1993. Records include correspondence, back-to-office reports, Terms of Reference, memoranda, YTEPP publications, questionnaires and codebooks. Also contained are 3 1/2 inch floppy discs that appear to contain research data in various forms.

Liaison with external organizations, individuals, and United States government

The series consists of records related to liaison activities of the World Bank Group that were maintained in the centralized files. The records detail the arrangement and proceedings of meetings hosted by the Bank and meetings the Bank attended that were organized by external organizations, as well as exchanges of information and collaborative programs. Records were predominantly created between 1969 and 1971 and originated in departments who records were centralized including (but not limited to): The Technical Assistance and Liaison Department (TAL) and successor, Development Services Department (DSD); Economics Department; and Projects Department and its sector divisions. A very small volume of correspondence is authored by the Bank president or vice president, field office representatives, country departments, and IFC departments.

Organizations covered in the files include, but are not limited to: International Monetary Fund (IMF); United Nations (UN); United Nations Development Programme (UNDP); United Nations Economic and Social Council (ECOSOC); United Nations Conference on Trade and Development (UNCTAD); United Nations Educational, Scientific, Cultural Organization (UNESCO), United Nations Administrative Committee on Coordination (UNACC), United Nations Industrial Development Organization (UNIDO), and other UN bodies. UNDP files (1969 - 1971) mostly contain correspondence relating to UNDP representatives on assignment and detailing country activities. There are also numerous liaison files with economic commissions, private foundations, academic and scientific institutes, industry and professional associations, religious organizations, international organizations such as Organisation for Economic Co-operation and Development (OECD), Food and Agriculture Organization (FAO), World Health Organization (WHO), and International Atomic Energy Agency (IAEA) containing correspondence to and from the Bank President McNamara, director of Development Services Department, and others. The correspondence is general in matter regarding meetings, visits, conferences, information sharing, ideas for development assistance and occasionally, Bank projects and operations. A portion of the alphabetical files (1972 - 1974) also include individual correspondents external to the Bank such as ministry and central bank officials and heads of corporations, business organizations, or academic institutions, mostly addressed to Bank president. Outgoing replies are from various country departments, Economics Department, Projects Department and sectors, development finance companies director, and others.

Internal memoranda are occasionally in the form of briefing notes, back-to-office reports, and terms of reference. Other records found in the external organization files include external reports and concept papers, and conference and meeting agenda.

The series also contains a smaller volume of records regarding the Bank's early relations with the United States government executive and legislative branches and federal agencies (1946 - 1971). Most of the records are in the form of internal memoranda and incoming and outgoing letters regarding support for foreign aid and operations. Many letters are between senior White House officials, congressmen, and the Bank president, vice president, or US executive director, and between independent US executive branch and federal government agency representatives and Bank senior staff. Bank staff correspondents include the Loan and Economic Departments, Technical Operations and Treasurer's Departments, Information and Public Affairs Department (IPA, initially under DSD), in collaboration mainly with the US Export-Import Bank (EXIM), US Agency for International Development (USAID), and US Department of Agriculture. Some correspondence is filed with proposals, meeting summaries, minutes, financial statements, data tables, Board, Economic and Staff Loan Committee documents, press clippings, copies of US legislation, agency speeches and press releases, and other records. There is also a preliminary draft paper by Carl B. Fritsche titled "The Role of the World Bank in Global Development" (1949).

Records cover routine information exchange and attendance at seminars and roundtables in addition to more substantive subjects such as: the role of the Bank in the European Recovery Project (also known as the Marshall Plan); the establishment and activities of the Bank interdepartmental committee drawn from Research Department and Loan Department to study the Marshall Plan; cooperation with the House Committee of Foreign Affairs and economic policy subcommittee; loan operations of the Bank and US Export-Import Bank and credit applications to countries, also discussion of disbursement rate, joint financing, private capital flows, and proposed US legislation; the Bank's involvement in the missions and hearings of the Committee on Banking and Currency chaired by Senator Homer E. Capehart. The Capehart Committee commissioned a study of IBRD and the Export-Import Bank operations and their relationship to expansion of international trade in 1954. There are several memoranda authored by DSD Senior Policy Planning Adviser Shirley E. Boskey reporting on the proceedings of the committee hearings and comments on draft Bank presentations to the committee.

Reading File of Michael Lav, Economic Adviser, Development Policy Group (DPG) and Bank Liaison to the Paris Club and the Berne Union

The series consists of documents sent electronically by Michael Lav within DEC and to other parts of the Bank; a few documents were sent by other DPG staff and a staff member of PRDTP [Trade Policy Division, Policy Research Department]. The documents relate to Lav's responsibilities as Bank Liaison Officer to the Paris Club and to the Berne Union. Several of the e-mails concern transition arrangements for his successor, Ronald P. Brigish, as Bank Liaison Officer to the Paris Club as well as transition arrangements for the Bank Liaison Officer to the Berne Union. Organizational responsibilities for both were shifted to the International Economics Department (IEC) on November 22, 1993. Several of Lav's documents concern preparations for Paris Club and Berne Union meetings in 1993, papers and statistical information being prepared in the Bank for Paris Club meetings, and arrangements for a 30 November 1993 - 1 December 1993 visit to the Bank of a Berne Union President's Group representing some of the major export credit and investment agencies.

The series also includes documents concerning debt swaps and containing comments on Initiating Memoranda (IMs) for an adjustment operation, an adjustment loan, and a Sri Lanka project, and Country Assistance Strategy (CAS) papers. A November 19, 1993 document from a staff member from the Information, Technology and Facilities Department (ITF) to the Director of the Planning and budget Department (PBDDR) reports on the status of the renovation of the Edward R. Murrow Park (Reservation 30) in front of the World Bank Main Complex.

Files Maintained by Fred D. Levy, Senior Adviser, Economic Advisory Staff on the Berne Union

These files were maintained by Fred D. Levy, Senior Adviser, Economic Advisory Staff (EAS) while representing the Bank as an observer to the Berne Union and coordinating meetings of Berne Union representatives at the Bank. The International Union of Credit and Investment Insurers (Berne Union) was formed in 1934 with members from France, Italy, Spain the United Kingdom. By 1988 the number of members had increased to over 30. Its purpose was to foster international acceptance of sound principles of export credit insurance; to establish and maintain discipline in terms of credit for international trade; to maintain sound principles of foreign investment insurance; to encourage a favorable investment climate; and to exchange information, assistance, expertise, and advice in relation to the commercial and political risks associated with export credit and investment insurance.

  • At the beginning of the series are memoranda, telex messages, draft and final schedules of country reviews, and Levy's detailed handwritten notes taken at meetings between the Bank and representatives of the Berne Union [International Union of Credit and Investment Insurers] visiting with the Bank and the IMF, respectively, on November 2 and 3, 1987. These are followed by files containing Levy's reports to Moeen Quereshi, Senior Vice President, Operations of Berne Union Annual General Meetings and meetings of the Berne Union Export Credit Insurance Committee and Investment Insurance Committee from 1988 to 1990 at which he represented the Bank as an observer. The extensive reports cover discussions of countries under review at those meetings and are filed with Levy's handwritten notes taken during the meetings.

The files containing Levy's 1988-1990 Berne Union meeting reports also include draft and printed meeting agendas and lists of participants, copies of papers discussed at the meetings, and copies of formal meeting minutes provided by the Berne Union Secretariat. A file titled Berne Union Meeting briefing book contains handwritten notes arranged by country that appear to have been prepared by Levy in 1989 during briefings given by Regional Office staff. The name of the staff member giving the country briefing and the date are usually included in the notes. Printed statistical information, Country briefs, and correspondence are included for some countries.

Also part of the series is a Back-to-Office Report prepared for the files by Vinod Dubey, Director, EAS of a meeting of the Export Credit Group of OECD [Organization for Economic Cooperation and Development] in Paris on June 13, 1989 at which he participated in a discussion of Export Credit cover for countries with payment difficulties. Copies of meeting papers and a list of meeting participants accompany the report. A copy of the report to the Director, EAS, of the 1987 Annual General Meeting of Berne Union prepared by Jeffrey Katz, Resource Mobilization Department (FRM), who represented the Bank as an observer, is also in the series.

International Economics Department (IEC) FY 1992-FY 1994 Budget and Work Program Proposals

This series contains memoranda regarding their work programs and budgets from the IEC division directors to Director D.C.Rao; copies of memoranda that Rao sent the Chief Economist outlining the proposed IEC budgets and work programs; and copies of memoranda from the Chief Economist and his staff outlining the guidelines for the annual budgets.

Memoranda of the Directors, International Economics Department (IEC) Regarding the Planning Assumptions Committee (PAC) Baseline Numbers

This series contains memoranda sent and received by Directors of the International Economics Department (IECDR) regarding the Planning Assumptions Committee (PAC) and the process of revising PAC Baseline Numbers. The Planning Assumptions Committee met twice a year, in the spring and the fall, to review and validate Bank-wide planning assumptions about international prices (particularly of manufactures), interest rates, and related global indicators. These assumptions became the PAC Baseline Numbers that were used in various Bank projections, e.g. in setting price and interest rate guidelines for Bank project work. IEC served as the secretariat to the PAC; the Chief Economist was chair. The memoranda in this series concern ways to improve the PAC process and the methods used to develop the baseline indicators and plans to develop a downside scenario as an alternative to the Baseline Numbers for 1990.

Board of Directors support and reference

Series consists of records related to the functions of the Board of Executive Directors of the International Bank for Reconstruction and Development (IBRD), International Development Association (IDA), and International Finance Corporation (IFC) that were maintained in the Bank's centralized filing system since 1946, originally General Files, then Central Files. The centralized records originated primarily from Secretary's Department as well as the Office of the President. As described in the archival history section, Secretary's Department is the custodian of Board of Directors records and proceedings but distributed certain correspondence and related documents to the Central Files while maintaining its own official files.

Records in this series include general correspondence files (1947 - 1977) concerning IBRD composition of standing committees, statements of directors, board schedules, procedural issues, information on monthly reports, and routine administrative matters. Correspondence is occasionally filed with related Board reports. While the IDA general correspondence file (1960 - 1966) is sparse, the more substantive general correspondence files for IFC (1956 - 1967) contain draft and issued Board reports regarding country membership and rules of procedure, memoranda concerning routine announcements and amendments to rules of procedure, directors' membership, formation of the IFC Board, statements and meeting summary of the IFC Directors, and investment processes. The IFC general correspondence file also contains the Rules of Procedure and By-laws booklets (1956). Individual correspondence files (1947 - 1971) consist of internal memoranda, outgoing cables and letters, and original letters primarily to and from the Bank president, secretary, and government officials regarding appointments and resignations of directors and alternates, their travel, and other administrative issues. Some individual files occasionally include the director's biographical statement.

There are also cables, memoranda, and Board reports relating to elections (1950 - 1971) and salaries and expenses (1948 - 1971), the latter which includes the report of the Board of Governors Ad Hoc Committee to consider provisions of the Articles of Agreement and By-laws relating to duties and renumeration of executive directors (1949 - 1950).

The series also includes meeting correspondence (1950 - 1971), agenda for IBRD and IDA executive director meetings (1966 - 1974), minutes of some IBRD, IDA, and IFC executive director meetings (1966 - 1974) including IFC directors' 1956 first meetings, IBRD special meetings minutes (1964), summaries, and IBRD, IDA, and IFC resolutions (1967 - 1971).

The series also includes a small volume of records relating to: the establishment and proceedings of the Bank Committee on Directors' Administrative Matters (CODAM, 1967 - 1971); agreement and administration of the Bank-Fund Executive Directors' Library (1968 - 1971); establishment of the Joint Audit Committee of the Executive Directors (1969 - 1971); and revisions of the Operational Policy Manual including the section on aid coordination and well as the approach paper on aid coordination (1970 - 1971).

Operations policy and procedures

Series consists of records related to the formulation of policies, guidelines, standards, and advisory support for lending, economic sector work, and other operations of the International Bank for Reconstruction of Development (IBRD), International Finance Corporation (IFC), and International Development Association (IDA) that were maintained in the centralized files. Records date from 1946 to 1986. There are no records from 1987 in this series, likely because files were handed over to the functional departments following the closure of the NRIC in July 1987. The offices and non-regional departments whose records were centralized over time and are represented most prominently in this series include, but are not limited to: Office of the President and Vice President; Treasurer's Department; Office of the Controller; Research, later Economic Department (years of operation between 1946 - 1952); Technical Operations and divisions (1952 - 1965) and its successors Projects Department (1965 - 1972), Central Projects Staff (1972 - 1982), and Operations Policy Vice Presidency (1982 - 1986); Technical Assistance and Liaison Department (1951 - 1967) and successor, Development Services (1967 - 1973).

Records comprising the series include internal memoranda, incoming and outgoing letters, cables, copies of Board records and committee documents, legal document drafts, concept and strategy papers, external reports, summaries, minutes or excerpts of senior staff and other department or external meetings, and published articles and press clippings. Back-to-office reports and Terms of Reference are often in the form of internal memoranda.

Development and debt policy

A significant volume of records relate to general development and foreign aid policy, strategy, and activities for developing countries. Records cover the period 1947 to 1977 and contain internal memoranda and Bank-produced reports or comments on reports on development including the Tinbergen Report (1953 - 1958), Horowitz Proposal (1964 - 1968), Machado proposal (1963 - 1968), and an article by Hollis B. Chenery entitled "Effectiveness of Foreign Assistance". Also contains original letters sent to and from Presidents Woods and McNamara, and memoranda between the president, vice president, president's Economic Advisor Irving Friedman, with directors or advisors of Economic Department, Development Services, Area Departments, general counsel of the Legal Department, and IFC. There is correspondence regarding President Woods' proposal for a grand assize on development assistance and responses from government officials, and correspondence related to the Bank's support to the Commission on International Development (or Pearson Commission) formed in 1968 at President McNamara's request. There is also correspondence to and from McNamara and senior Bank staff following the Pearson Commission's findings as well as proceedings of the Bank's Committee of the Whole on Pearson Commission Recommendations. Other development topics covered are: development finance trends and outlook; Bank's role as aid coordinator; coordination of bilateral project financing; multilateral financing; Bank study of aid results; use of leverage in development aid; land reform; and the Brandt Commission (1976 - 1983) also known as the Independent Commission on International Development Issues. Development correspondence is often filed together with external reports, copies of Economic Committee papers, published articles and press clippings, and excerpts of senior staff meetings.

Series also includes correspondence, reports, and other documents relating to the Bank's policy on indebtedness (1947 - 1977), debt information compiled for the Annual Report, communication with regional development banks on joint debt, and the Foreign Bondholders Council (1946 - 1971).

IDA operational policy and procedures

The series contains a set of IDA general operational policy and procedure files (1960 - 1971) and files regarding credit regulation, creditworthiness, and Statements of Credits (1966 - 1968). General IDA policy files include reports from the Staff Loan Committee, Board of Directors meetings, IDA Financial Policy committee, and a draft of the Report of the Working Group on IDA policies by Benjamin B. King (1968). Other records concerning IDA policy and guidelines are found throughout this series filed according to the subject matter.

Lending and non-lending policy and procedures

A large volume of records comprising this series relate to IBRD, IFC, and IDA lending policy (1948 - 1986) including specific topics such as: loan regulations and agreements; loan administrative reports; procedures for handling loan applications; lending forecasts including Five-Year Program; structural adjustment lending; Special Project Preparation Facility; Third Window loans; cancellation of loans and credits; and consultative and negative pledge clauses in loan agreements. There are also files on colonial lending (1948 - 1952), effective date, determination of loan grace periods, and amortization payment and maturity.

The series also contains records related to the Bank's technical assistance function from 1946 to 1977 and includes material on the UN Technical Assistance Board, correspondence with technical research institutes and training centers, and quarterly reports.

Project policy and procedures

A sizable portion of records also relate to the development of standards and policy surrounding Bank projects (1946 - 1977) such as appraisal of proposed projects, preparation and costs of projects, supervision of Bank and IDA project loans, project monitoring and identification of problem projects, performance audit reports, and origin of supply particularly for civil works projects.

Also included are records related to the creation, development, and review of Bank Group-wide and divisional procurement and consultant policies (1947 - 1986). Procurement policy issues and advice cover topics such as: assistance to borrowers in procuring materials needed for a project; contract bidding; selection of consultants; sector project contracts; review visits and discussions with governments; and comments on Bank procurement guidelines.

Specific files regarding consultants and contractors selected for Bank projects include correspondence on bidding, bonds, contractual arrangements, and international industry federations. There are also contractor files for certain member countries as well as the 1956 Colquhoun consultancy report.

Mission policy and procedures

Mission files comprising the series (1947 - 1971) relate to the establishment, administration, and functions of economic and sector missions, project supervision missions, technical assistance missions and special missions undertaken primarily by the Area Departments and Projects Department. Correspondence containing mostly internal memoranda, details practices and procedures for the collection of data and reports, scheduling and staffing for missions, cooperation with United Nations other international organizations and financial support of missions, and country updates. Memoranda is occasionally attached to lists of missions, tables with comparative data, Economic Committee reports on missions, and excerpts of senior staff meetings. Also includes a 1947 report on European missions and description of proposed missions. There are a portion of files (1972 - 1974) containing cables and outgoing letters drafted by the Projects Department and its sectors, mostly pertaining to administrative arrangements for missions and meetings and occasionally mission follow up discussions.Also included are correspondence and reports from the Bank's resident offices and missions (1947 - 1968).

Operational committees, working groups, task forces, and meetings

Series also contains the centralized records related to the practices, procedures, composition, and functions of the Bank's committees, working groups, and task forces concerned with operations. Includes memoranda, agenda, minutes, or reports of the Loan Committee (1946 - 1971), Economic Committee (1953 - 1968), Statutory Loan Committee (1947 - 1968), Financial Policy Committee (1949 - 1967), Technical Assistance Committee (1961 - 1964), Committee on Development Projects and Prospects (1975 - 1977), Operational Policy Subcommittee (1982), Advisory Panel on Bank Operations (1966 - 1968) and Working Parties on Financial Aspects of Development Assistance (DAC, 1969 - 1971). The functions of the Technical Assistance Committee that was established in 1961 under the chairmanship of the director of Development Services to review proposals forBank/IDA technical assistance were taken over in 1964 by the Loan Committee. Loan Committee records document committee deliberations, function, structure of meetings, designation of officers, drafting of Operational Memoranda, and subjects for discussion presented by Bank staff. Among the committee records are also files related to senior staff meetings (1963 - 1968).

External aid coordination

The series also contains records concerning the development and implementation of policy and strategies for co-financing covering the period 1975 to 1986 including joint and parallel financing. Records also cover development aid coordination with bilateral and multilateral organizations, aid untying, and guidelines and procedures related to consortia and consultative aid groups sponsored by the Bank (1971 - 1980). Also contains correspondence and documents related to the Consultative Group on Food Production and Investment in Developing Countries (CGFPI, 1974 to 1977).

Arbitration policy and procedures

Arbitration records in the series (1960 - 1971) concern policy and practices for the settlement of differences between member country clients, consultants, contractors, and manufacturers involved in Bank projects. Included is correspondence sent and received primarily by IBRD general counsel and staff and occasionally from operations or sector departments. There is also material concerning the Convention on the Settlement of Investment Disputes (SID), and the establishment of the International Centre for Settlement of Investment Disputes (ICSID) including summary of meeting proceedings (1964 - 1968).

Finance policy and procedures

Financial audit records in the centralized files were primarily created by Treasurer's Department, Office of the Controller, Technical Operations Department, its sector divisions, and successors and relate to external auditing of Bank and IDA borrowers accounts by independent and corporate auditors. Letters and cables to and from government officials, companies, and private banks provide information on balances of loans and loan details, and internal memoranda outlines countries with project loans and contains arrangements and reviews of accounting practices of industrial borrowers.

Records related to the Bank's policy on investment were created between 1950 - 1973 and covers the advancement and protection of private and foreign investments, guarantees, insurance, and the Symington Plan (1953 - 1957). There is also correspondence with international investment institutions and memoranda from Shirley E. Boskey, policy planning officer and senior policy planning advisor in the Development Services Department, concerning the Working Party on International Investment Guarantees.

Portfolio sales and participation records in the series (1947 - 1968) include memoranda to and from Legal and Treasurer's Departments and the Office of the President including President Black. There are also letters, cables, and other material related to the sales of bonds received under loan agreements and participation by outsiders in loans. Includes approvals for borrowing filed by country, certificates of investment, exchange transfers, and statements of borrowers' obligations. Also includes correspondence relating to the Ford Foundation participation (1956 - 1962), German purchasers, and transactions handled by the Bank's New York and Paris Offices.

Development banks and development finance companies

Several files in the series relate to development banks and development finance companies (1951 - 1978) including Bank Group meetings with regional development banks and development finance companies. Other records relate to IFC's appointment of directors to the boards of development banks and of finance companies in which IFC is a shareholder. There are also a few files regarding the Conference of Development Finance Companies (1965 - 1971).

Operations administration

Series contains records concerning Bank operations administration from as early as 1946 and departments' status of projects, reports to andfrom department heads, country assignments, schedules of operations, operational vice president meetings (1978 - 1986), operations evaluation system (1975 - 1977), and operations evaluation reports including the annual report (1978 - 1983). There are also records related to the preparation of Board reports and working papers such as Future Role of the Bank (1977), Possible Improvements in Techniques of Lending - A Study by the Staff of the World Bank (1970), and a review of Bank experience with proposals for the future (1969). Two general reports files (1975 - 1977) relate to the distribution, format, quality of various reports proposals and standards for the president's report, appraisal report, economic and sector reports, annual report, and drafting of confidentiality agreement of contractors regarding Bank records.

The series also includes correspondence and other records related to policies, practices, and preparation for Bank Group operational reports and statements including: Monthly Operational Summary of Bank and IDA projects (1955 - 1971); Semi-Monthly Operational Report to the Executive Directors on Bank and IDA Operations (1967 - 1971); IFC Monthly Report (1966 - 1968); Statement of Loans (1952 - 1976); Status of Loans (1954 - 1970); Statement of Credits (1969 - 1975); World Tables (1969 - 1976); Country Data and Economic Indicators, Country Economic Brief and Country Program Papers (1969 - 1985).

There is also material concerning the planning and preparation of the Bank's operational directives including the Operational Memorandum and Manual (1952- 1986), Central Projects Notes and Operational Policy Note (1981 - 1986) and Projects Department Director's Memoranda (1969 - 1971).

Fellowship and training files in this series (1969 - 1971) primarily originated in the Projects Department and its sectors, particularly the Education Sector, and contain mostly internal memoranda and cables related to: administrative arrangements of member country trainees for operational projects also known as manpower trainees; nominations of trainees; proposed training for Projects Department professional staff; trainee and fellowship recipient reports; and comments on a draft manual on an "overseas" training program.

Records of the 1992 Tokyo Trip of D.C. Rao, Director, International Economics Department (IEC)

This series consists of the records that D.C. Rao, Director of the International Economics Department (IECDR), compiled from his trip to Tokyo, April 1 - 10, 1992, to attend the annual seminar on world debt arranged by the Japan Center for International Finance (JCIF). Included are: a copy of Rao's April 14, 1992 Back-to-Office Report sent to Chief Economist Lawrence Summers; a copy of the opening statement Rao delivered at the seminar; and briefing papers Bank staff provided him and Masood Ahmed, who accompanied Rao to Japan, prior to their departure.

Background Materials Compiled by the Public Sector Management and Private Sector Development Division (CECPS), Country Economics Department (CEC) for Privatization: The Lessons of Experience

These files contain the background materials compiled for use in a study carried out by Sunita Kikeri, John Nellis, Mary Shirley, and other staff from the Public Sector Management and Private Sector Development Division (CECPS) of the Country Economics Department. Their study, published by the World Bank in August 1992 as Privatization: The Lessons of Experience reviewed the experiences of both developing and industrialized countries with state-owned enterprises (SOEs) and the privatization of those enterprises. The background materials in this series cover issues relating to state-owned enterprises and Bank-supported efforts to privatize such enterprises; public enterprise sector reform projects; structural adjustment programs; enterprise development projects; economic management capacity building projects; divestiture design studies; export development projects; and technical assistance for economic reforms. Most of the materials are Bank Group documents: Staff Appraisal Reports, Memoranda of the President, Initiating Memoranda, and minutes of meetings of the Operations Committee regarding proposed loans and credits; published reports and studies; published EDI [Economic Development Institute] and PRE [Policy, Research and External Affairs Complex] working papers; Back-to-Office Reports from supervision, economic, or technical assistance preparation missions; Country Economic Memoranda (CEM); copies of Intra-Bank correspondence; and World Bank daily news summaries. Non-Bank materials include news articles;copies of book chapters; academic conference papers and lectures; reports published by governments of client countries; IMF newsletters; and annual reports of state-owned utility companies, airlines, and telecom enterprises.

Country Assistance Evaluations

The series consists of Country Assistance Reviews (CARs), Country Assistance Notes (CANs), Country Assistance Evaluations (CAEs), and related records created by the OED. Country Assistance Reviews (CARs) were launched in 1994 when they were endorsed by the Joint Audit Committee (JAC) Subcommittee on OED Reports. OED's first CAR focused on Ghana and was completed late in FY 95. The CARs were, in essence, countrywide impact evaluations that concentrated on the overall impact and development effectiveness of the Bank's whole program of assistance (for both lending and non-lending activities) to a country over a number of years, usually a decade. They evaluated the Bank's overall assistance program to a country in the same way that performance audits evaluated individual projects. CARs processing schedules were eventually timed and designed so as to be useful inputs into the preparatory work for the corresponding Country Assistance Strategy by both Bank staff and government officials and to provide the ExecutiveBoard with an up-to-date, independent evaluation of past results of Bank assistance one to three months in advance of the scheduled CAS consideration.

Country Assistance Notes (CANs) were introduced in 1997 as a way to speed the process of country assistance evaluations. CANs were meant to be mini-CARs and thus were more limited in the scope and/or time frame covered. For example, CARs covered all relevant sectors of a country, whereas the CANs were more selective. The rationale for introducing the CANs was to achieve greater coverage of countries in the short term. After the introduction of CANs, CARs were limited to the largest borrowers, in total or per capita, or to outliers in terms of performance and GDP per capita. CANs were produced for countries undergoing a second evaluation and for which a CAR had previously been produced. The length of both the CARs and CANs changed over time. The first CARs were typically about 100 pages; later CARs were limited to 15 to 30 pages of main report. The CANs were shortened to 5 to 15 pages. As time went by, OED softened the distinction between CARs and CANs and by the late 1990s, the country-wide evaluations were simply referred to as Country Assistance Evaluations (CAEs), but OED did generate mini CAEs that were the equivalent of CANs.

CARs, CANs, and CAEs were based largely on a review of OED and Bank Reports available in Washington: Staff Appraisal Reports; Performance Audit and Implementation Completion Reports; Country Assistance Program/Strategy Papers; Country Briefs; Country Economic Memoranda; sector reports; Country Risk Assessments; management briefs for the Annual Meetings and for high-level field visits; and project and general country files. They also relied on direct interviews with key current and former government officials, other relevant national and/or association representatives, donor representatives, and current and former Bank staff members. CANs did not usually involve an OED mission to the client country and personal contact with other donors, whereas CARs may have involved more than one mission and increasingly included evaluation participants from other donor agencies. CARs, CANs, and CAEs were all prepared in close consultation with the Regional operational staff.

The content of the files for the country assistance evaluations varies somewhat but the more complete files contain: copies of the previous OED and Bank studies and reports for the country; Terms of Reference for the OED staff members and/or consultants assigned to the project team; drafts of the Approach Paper and Study Design Paper; memoranda and correspondence regarding the team's travel plans if a mission to the client country was required; a Back-to-Office Report regarding the mission; intra-OED correspondence regarding the format for the evaluation; various drafts of the evaluation; minutes of One-Stop Review Meetings at which the top OED managers evaluated progress on or reviewed a draft of the evaluation; comments on the drafts from OED and Regional staff, officials in the client country, and representatives from other aid/lending organization; drafts of the DGO's comments to CODE regarding the evaluation; minutes of CODE meetings at which the evaluation was discussed; drafts of the DGO's transmittal memorandum to the Executive Directors and the President; summaries of the Executive Directors' discussion of the report and copies of the chairman's published comments; drafts of the management response to the evaluation; a draft of the OED Fast Track Brief and Precis regarding the evaluation; the final, published (grey cover) evaluation; and letters transmitting the final, published evaluation to officials in the client country. A few files also contain questionnaires completed by stakeholders, paper copies made from computer-assisted presentations, and copies of records used in workshops held for various stakeholders.

All of the country assistance evaluations in this series were generated by the OED's Country Evaluation and Regional Relations Division/Group (OEDCR) and its predecessor, the Country Policy, Industry and Finance Division (OEDD2). In addition to the usual documentation generatedfor a country assistance evaluation, the files for the India CAR include an extensive collection of Bank reports on India, materials from workshops organized by OED and the South Asia Region from March to May 2000, and twenty or more background papers prepared by OED staff and consultants. Also of note are the voluminous files for the Russian Federation CAR which, in addition to the usual CAE records, include schedules and briefing papers for President Wolfensohn's visits to Moscow in May 1998 and February2000.

Special Evaluation Studies

The special evaluation studies build on the primary assessments covered by Completion and Audit Reports and Impact Evaluations. Those primary evaluation products for specific projects generate data, findings, and lessons that support the special evaluation studies which examine the impact of a number of projects and their implications for the World Bank's policies, practices, and procedures. The special evaluation studies cover topics and issues raised by the Executive Directors and by management and operations staff as well those emerging from audit work. The studies focus on countries, sectors, Bank processes and policies, and broad themes.

  • Sector Studies- Address the effectiveness of Bank programs on sector policies and on project selection, design, and implementation. Many of the sector studies compare experiences across countries (examples include studies of human resource development, Bank experience in the Education Sector, and rural water supplies), whereas others are in-depth reviews of particular sectors in individual countries (e.g., educational development in Korea, population policies and programs in Kenya).

  • Process- Studies Evaluate the Bank's business processes from a development perspective. These studies examine how well the Bank applies its policies and evaluate the efficiency and effectiveness of Bank business practices. Examples include: studies of: poverty assessments; Environmental Impact Assessments and Action Plans; and Project Appraisals.

  • Policy Reviews- Examples of topics covered by such studies include: experience with agricultural research; fiscal management; financial sector reform; and experience in large dams.

  • Thematic Studies- Examine broad themes that encompass multiple sectors and countries and themes of special emphasis for the Bank, such as: resettlement policy; gender; anti-corruption; and poverty alleviation.

Records in this series relate to activities in which Adrian Wood participated following his departure from the World Bank in 1985 and which relate to his ongoing work on China. This work took the form of consultancies for the World Bank, participation in conferences, presentations, and writing. Records relate to the following activities: participation in the Bashan Lun ("boat") conference (1985); various seminars and lectures on China (1985-1992); United Nations Development Programme (UNDP) consultancy on system reform in Vietnam and China (1989-90); World Bank consultancy in support of China's Country Economic Memorandum (1989, report published in 1990); and research and writing on joint stock companies, enterprise reform, public ownership, and market economy transition. Records consist of conference programs, lists of conference participants, conference invitations, presentation notes and slides, field notes, journey reports, papers, and unpublished materials. Photos related to many of the activities listed above are also included in this series.

This series also consists of materials related to retrospective writings and presentations on China by Wood. Included are: an article that accompanied the reprinting of the 1985 report "China: Long-Term Development Issues and Options"; notes and slides from a 2017 presentation in Beijing on practical lessons from China's low-to-middle income transition; notes and slides from a 2017 presentation at the University of Oxford called "The Evolving Influence of Socialism on China?s Economic Development"; and notes and slides for the final version of a lecture Wood gave numerous times between 2005 and 2015 titled "Trade, Development and China: Applying Heckscher-Ohlin Theory".

CGIAR's International Agricultural Research Centers (IARC) general files

The series consists of records created and received by the CGIAR Secretariat as a result of its ongoing relationship with the International Agricultural Research Centers (IARC). The series contains records relating to three of the IARCs: the International Livestock Centre for Africa (ILCA), the International Laboratory for Research on Animal Diseases (ILRAD), and the International Network for the Improvement of Banana and Plantain (INIBAP). These IARCs no longer exist; in 1994, INIBAP was absorbed into theInternational Plant Genetic Resources Institute (IPGRI, renamed Bioversity International in 2006) and, in the same year, the ILAC and ILRAD merged and formed the International Livestock Research Institute (ILRI).

Records related to the ILRAD include: correspondence between the CGIAR Chairman and ILRAD; schedule of the Chairman's visit to ILRAD and other IARCs; position search and announcements; ILRAD Board of Directors annual meeting agenda (1989); correspondence and announcements concerning funding disbursements; external reviews; survey of ILRAD board members; Director General's report to the ILRAD Board of Directors (1990); and other materials.

Committee of Center Board Chairpersons (CBC) meeting files

The series primarily consists of CBC meeting agendas, minutes, and supporting materials for meetings held between 1987 and 1991. Included with the materials for the CBC meeting held on October 25 and 26, 1990, is an attachment entitled CBC Corporate Memory which includes a summary of CBC meetings and meeting activities, subjects, and decisions for meetings held between 1985 and 1990.

The series also contains records related to Board surveys conducted by two of the International Agricultural Research Centers (IARC) represented on the CDC: the International Institute of Tropical Agriculture (IITA) and the International Livestock Centre for Africa (ILCA). A small amount of other informational material is also included.

Subject Files of the Forestry Program

This series consists of the alphabetical subject files of the forestry program. The records include memoranda, correspondence, reports, policy papers, and drafts of papers and book chapters. The principal focus of the files is the development of the World Bank's forest policy paper of 1991, including a series of background reports commissioned from world forestry experts during 1990.

The records also contain files on the Tropical Forest Action Plan, a program sponsored jointly by the Bank and the Food and Agriculture Organization, the United Nations Development Program, and the World Resources Institute, including records that reflect the establishment of the Bank's policy on the Plan. Files on forestry projects throughout the world between 1991 and 1993 include correspondence, mission reports, sometimes project supervision and completion reports, and publications. A few files on the International Board for Plant Genetic Resources, although labeled Weekly staff bulletin, actually contain useful reports,background papers, and handbooks on the operation of the Board.

The records are unusually complete, and it is possible to trace the development of the 1991 forest policy paper in its entirety. The paper itself is published, but these files provide important background content and context for research on forestry policy.

Sub-Saharan Africa Hydrological Assessment records

Series consists of records related to the Sub-Saharan Africa Hydrological Assessment (SSAHA) project. The SSAHA was a United Nations Development Programme project (UNDP, Project # RAF/87/030). However, the World Bank served as the primary implementer of the project. The World Bank also helped finance the project, along with the UNDP, the African Development Bank (ADB), the French Ministry of Cooperation, and the European Community (EC).

The SSAHA was developed in response to requests from African governments to review the hydrological services in Sub-Saharan Africa. Its aim was to assist sub-Saharan countries in the creation and/or improvement of a sound hydrometric base for the purposes of planning and evaluating water resources development programs and projects. The project would evaluate the status of all existing water resource data and information and make recommendations for the filling of important gaps and for the general enhancement of the capability to measure, retrieve, process and publish hydrological data and information (Sub-Saharan Africa Hydrological Assessment Project Document; c. December, 1986; File #30187398). The project involved: preparing inventories of the present status of data collections, processing and publication including the listing of bibliographies; identifying the more important gaps that exist in present programs; and making recommendations on priority programs to fill the gaps including institutional and training aspects.

The SSAHA project was prepared by the World Bank in1986-1987 in consultation with the UNDP, the United Nations Department of Technical Co-Operation for Development (UNDTCD, later the United Nations Department of Economic and Social Development [UNDESD]), the World Meteorological Organization (WMO), regional African agencies, and African national governments. The UNDP approved the project in June, 1987 and the World Bank signed the Project Document as Executing Agency in the same month. The project became effective in September, 1987. A Steering Committee comprised of donor agencies, regional agencies, country representatives, WMO and UNESCO was established at this time. The UNDP chaired the Committee with the World Bank and ADB serving as co-chairs. It began to meet twice annually (or when convened by the Chairman) in November, 1987, to assist in the supervision of the project, to redirect approaches as needed, and to evaluate the project results.

Within the World Bank, the Agriculture and Rural Development Department's Production and Services Division (AGRPS) was designated the executing unit. Ulrich Kuffner served as task manager from 1987 until January 1, 1992 when Geoffrey Matthews, Agriculture and Rural Development Department, Technology and Natural Resources (AGRTN), replaced him. Torbjorn Damhaug of the African Regional Office, Environmentally Sustainable Division (AFTES), was made a co-task manager in 1994 or earlier. A Project Management Committee (PMC) was established in 1987 to serve as a liaison between the Agriculture and Rural Development Department (AGR) and the African Regional Office (AGR).

Series contains records created and received by the AGRPS that relate to SSAHA project planning, financing, execution, oversight, and evaluation. The majority of the records are organized into numbered volumes according to: consultant firm; African region; project organizer and/or financer; Steering Committee meeting; and general correspondence files.

Records relating to Regional African Agencies are numerous and contain correspondence between the Bank andthe Agencies' representatives. Folders are labeled according to region: South African Development Coordination Conference (SADCC, in 1992 renamed the South African Development Community [SADC]), and the International Authority on Drought and Development (IGADD, in 1996 renamed the Intergovernmental Authority on Development [IGAD]), as well as Madagascar, which is not included in one of the aforementioned Regions. Records relate to: project planning and negotiation; consultants' reports; planning of meetings and workshops; and coordinating with consultants. Records contain: drafts of consultants' reports and Regions' comments; back-to-office reports; Terms of Reference; consultants' proposals and contracts; and aide memoires.

Records also contain correspondence with consultants who have been awarded a contract. Records relate to: payment; revisions to Terms of Reference or payment; negotiation of completion and reporting dates; publishing; and coordination of consultants with Regions and countries.

The series also contains multiple volumes labeled General Correspondence. These records include correspondence with Regional African Agencies as described earlier. Correspondence with consultants is also included, although the majority of this material was created before contracts were awarded and thus contain Terms of Reference, proposals, minutes of negotiations, and related records. General correspondence files also contain correspondence with: the Bank's country and regional offices; country officials and representatives; participating agencies (UNDP, WMO, EC, ADB, etc.); and short-term consultants. Records relate to: project planning; meetings; training exercises; workshops; project coordination and logistics; contracts; financial issues; Bank staff reporting; evaluation of consultants' reports; project funding; and project research and planning.

The series contains folders for each of the eight Steering Committee meetings held between November, 1987 and July, 1996. Records relate to meeting planning and coordination and the invitation of participants. Records include: agendas; minutes; list of participants; preparatory materials (i.e. reports); and back-to-office reports by meeting attendees. A lesser amount of records relating to the World Bank's Project Management Committee meetings are also included; records are of similar type to those previously described.

Separate folders for correspondence with WMO, UNESCO, and the Comite Interafricain d'Etudes Hydrauliques (CIEF) are also contained in this series.

Center Directors Committee (CDC) meeting and informational files

The series consists of records that evidence the relationship between the CGIAR Secretariat and the International Agricultural Research Centers' (IARC) Directors and the Center Directors Committee (CDC). The majority of the records in the series are informational reports and other materials forwarded, most commonly, by the CGIAR Executive Secretary to CDC members. These records include topical reports, CGIAR-authored reports, CGIAR-related external publications, and CGIAR project and initiative updates. Some records also relate to the recruitment of new CGIAR members/donors. Series also consist of reports authored by the CDC or CDC members as well as a small amount of CDC meeting agendas and minutes.

Minutes and other Loan Committee records of the Chairman (Ernest Stern)

A typical file contains the Initiating Memorandum (IM), comments regarding the IM from committee members, memoranda suggesting agenda topics, minutes and amendments to minutes of Loan Committee meetings, and memoranda and notes from Stern.

Records of the Directors-General, Operations Evaluation, Regarding the Evaluation Capacity Development Program

This series contains correspondence and other documents regarding: the development of monitoring and evaluation systems in member countries; the evaluation of specific Bank-funded projects; and the formal Evaluation Capability Development Program (ECDP), which was established in OED in 1987 and was renamed the Evaluation Capacity Development Program in 1993. The main tasks of ECDP were to: strengthen networks of evaluators in developing countries; assess countries' interest in evaluation and their evaluation capacity-building requirements; organize evaluation seminars and workshops; provide short-term training within OED for client staff; and organize pilot programs in a small number of countries. The files generally contain: correspondence; reports from evaluation missions; Terms of Reference for special studies or missions regarding project evaluations; studies, reports, and articles regarding ex-post evaluations or evaluation capabilities; agenda and other planning documents for monitoring and evaluation seminars and workshops; and schedules and other records regarding visits of staff from client countries to OED for monitoring and evaluation training. Of special note is the extensive documentation filed under India: Narmada which OED compiled while working on an evaluation of the Narmada project. Most of the correspondence in the series is with the Director-General or with Robert van der Lugt and Pablo Guerrero, the two special advisors who coordinated ECDP within OED.

Chronological Files of Directors-General Mervyn L. Weiner and Shiv S. Kapur

This series contains the chronological files of Mervyn L. Weiner for May 4,1982 to June 11,1984 and of Shiv. S. Kapur for June 27,1984 to February 28,1986. Weiner's file consists of: carbon copies of the letters,memoranda,and telex messages he sent to officials in aid organizations and in development banks,evaluation officials in other organizations,President Clausen,the Bank's regional vice presidents,OED staff,staff in the Bank's Personnel Management Department,and job applicants. Most of his file consists of: courtesy correspondence such as replies to invitations to speak; thank you notes for articles and books received; memoranda regarding travel plans and arrangements; post-travel notes to officials in host countries; notes to friends and colleagues regarding his retirement plans; and replies to inquiries regarding employment in OED or requests for OED publications. Some are more substantive and include proposed speech material for President Clausen,comments on OED draft reports,memoranda regarding OED staffing issues,and letters to Bank country directors regarding his observations from a recent trip.

Kapur's file consists of electrostatic copies of his letters,memoranda,and telex messages sent to OED staff,evaluation officers in other organizations and countries,officials in client countries,regional Bank staff,and job applicants. Much of his correspondence is substantive and includes: copies of his oral presentations to the Joint Audit Committee and to the Executive Directors; his comments on draft OEDproducts; and memoranda regarding arrangements for OED seminars,the OED work program and budget,and OED personnel issues. The remainder of his correspondence is routine in nature and concerns requests for Bank publications or employment,his annual leave plans,or his appreciation for assistance while on official travel.

Files of the Directors-General, Operations Evaluation, Documenting Relations with United Nations Organizations

This series consists of records that document the Director-General's coordination with units and personnel within the United Nations (UN) that were responsible for evaluations. The correspondence in the files is primarily between UN evaluation personnel and the Director-General or his special advisors, and it concerns evaluation methodology and strategy, an exchange of evaluation personnel between the institutions, joint Bank and UN evaluation efforts, and funding for evaluations. Among the files for the United Nations Development Programme (UNDP) are reports, correspondence, and minutes of meetings of the Inter-Agency Working Group on Evaluation (IAWG), which was established in January 1984 to provide a forum for discussion of evaluation issues by the UNDP and the executing agency partners and to promote simplification and harmonization of evaluation reporting practices among the UNDP and the executing agencies. An advisor to the DGO was a member of the Group. The files also contain UN publications and reports regarding evaluation methods and procedures or specific evaluations.

Director-General Robert Picciotto's Working Files for OED Studies, Reports, and Reviews

This series contains the working files that Director-General Robert Picciotto and his assistant, Pablo Guerrero, maintained for OED's special evaluation studies, Annual Reviews (known as the Annual Review of Evaluation Results [ARER] until 1997 when they became the Annual Review of Development Effectiveness [ARDE]), impact evaluation reports, annual Process Reviews of Annual Reports on Portfolio Performance (ARPP), Country Assistance Reviews, and Country Assistance Notes. Also included are files for OED'sannual policy ledgers which compiled OED recommendations from its reports and management responses to those recommendations. Most of the documents in these files are presumably duplicated elsewhere among the OED records relating to Annual Reviews and to the creation of evaluation products, but many of the intra-OED memoranda and e-mail exchanges are originals, and a number of the documents are heavily annotated by DGO Picciotto. The records in the files relating to OED's 1993 - 1997 annual ARPPs are uniqueto this series.

The files on any given OED product generally contain: multiple drafts of the study, report, or review; intra-OED correspondence and e-mail exchanges; minutes of meetings of the Committee on Development Effectiveness (CODE) and of the Executive Directors at which the product was discussed; drafts of management responses to the OED product; comments on draft and final versions of the product; copies of OED presentation slides, agenda, and other documents from OED workshops related to a study; and clippings regarding OED issuances and Bank policies. Files for evaluation studies may also contain Terms of Reference for consultants assigned to the study, initiating memoranda, design and approach papers, and a copy of the printed study.

Files of the Directors-General, Operations Evaluation, Documenting the Early History of OED

This series consists of files compiled by the Director-General containing his copies of reports and correspondence documenting the early history of the Operations Evaluation Department. Filed under Operations Evaluation History are copies of documents dated 1969 - 1974 that established the evaluation function in the Bank and the responsibilities of the OED and the Director-General. Included are copies of the DGO's correspondence with President Robert McNamara, the President's memoranda and circulars regarding OED and the evaluation function, and a 1974 General Accounting Office (GAO) proposal regarding Operations Evaluation. Filed under GAO Audits are copies compiled in June 1973 of documents dated 1967, 1969, and 1973 regarding audits of several international and government institutions in response to a bill to revise the functions of the Comptroller General of the U.S (the head of GAO). Filed under U.S. Congressional Staff Report on International Finance Institutions (IFIs) and DGO's Commentary are copies of documents dated 1975 - 1981 regarding a 1979 investigation of International Finance Institutions by the U.S. House Committee on Appropriations. DGO Mervyn L. Weiner reviewed a draft of the investigative report and prepared the Bank's response. That file also includes a 1981 GAO review of operations evaluation in the World Bank and Weiner's response to recommendations from that review. A file labeled OED 50: 'Learning About Development - Major Evaluation Findings' contains the DGO's copy of the draft of abooklet on OED prepared in connection with the Bank's 50th anniversary and OED's 20th anniversary. Filed with the draft are background materials used by Stokes Tolbert, one of the two consultants who drafted the booklet. Filed under Operation and Impact of the Bank's Evaluation System are various drafts of the 1989 OED booklet, Improving the World Bank's Performance: the Role of Operations Evaluation. Also in that file are copies of the Operational Directives chapters that concerned OED and copies of OED staff and DGO memoranda, articles, and presentations about OED and the Bank's evaluation system, 1975 - 1989.

Correspondence of the Directors-General with the International Finance Corporation (IFC)

The series consists of correspondence primarily between DGO Yves Rovani and IFC Chief Evaluation Officer Walter I. Cohn, and relates to the DGO's responsibility for oversight of IFC's operations evaluation activities. An Operations Evalution Unit (OEU) was established within the Development Department of IFC in 1984. Included are drafts of IFC operations evaluation work programs for fiscal years 1986-1993 forwarded by Cohn to Rovani and to his successor Robert Picciotto for review and comment. Accompanying many of the work programs are proposals for special studies. Draft approach papers for those studies, also forwarded to DGO for review, include those prepared for the following studies: IFC's experience in the tourism sector (1989); performance of IFC's oil and gas exploration program (1991); successful IFC investments in Sub-Saharan Africa (1991); lending for industrial technology development (1992); IFC's market assessments (1992); and IFC's experience in the privatization of State-owned enterprises (1992). Comments prepared by the Country Policy, Industry and Finance Division (OEDD2) on some of the approach papers are included.

Also among the correspondence are comments from the DGOs to Cohn on OEU work programs and use of resources along with notes from the first meeting (July 16, 1986) at which the role of DGO in operations evaluation in IFC was discussed. Also included are: minutes of special meetings of the Portfolio Committee at which IFC evaluation studies were discussed; a list of IFC project completion reports for fiscal year 1982 to fiscal year 1986; a copy of a May 20, 1987, memo distributed to all IFC high level staff on new procedures for project completion reports; and Cohn's February 21, 1991, memorandum copied to Rovani in which he responds extensively to issues raised at an earlier Joint Audit Committee (JAC) Sub-Committee on Operations Evaluation meeting regarding IFC's evaluation capacity, IFC evaluation work, and the relationship between IFC and DGO and OED. In this memo he also responds to issues surrounding a report prepared by OEU on IFC's experience in the agricultural production sector.

A small amount of miscellaneous correspondence arranged by subject (1983 - 1995) includes: formal and informal memoranda and other correspondence between the Director, OEU, Walter I. Cohn and DGO's Mervyn Weiner, Yves Rovani, and Robert Picciotto; approach papers for studies forwarded for approval to DGO before being sent to the JAC, copies of IFC policy papers, and draft IFC evaluation reports, workprograms, and budgets. Also included are an Annual Portfolio Evaluation Report for FY 1983 and an updated mandate statement for evaluation in the Bank and IFC that reflects findings of the March 1995 report of the review of evaluation in IFC.

Subject files (1980 - 1995) found with the correspondence include the report of IFC's first evaluation of a segment of its portfolio of investments, IFC Hotel Portfolio Review, forwarded by DGO Mervyn Wiener to the Joint Audit Committee (JAC) for review on May 11, 1981. Also included are reports of IFC evaluations in the agricultural, mining, and petrochemical sectors completed between 1983 and 1994 and in the cement and textile industries sectors between 1983 and 1989. There are also files containing correspondence and reports relating to: evaluations of successful investments in Sub-Saharan Africa (1994); support for small and medium scale enterprises (1995); investment assessments performed by OED (1992 - 1994); IFC's Five Year Program for fiscal years 1985 - 1989; and the review of evaluation in IFC (1994 - 1995).

A small amount of miscellaneous IFC and OEU reports (1979 - 1989), some of which are annotated, forwarded to DGOs Mervyn Weiner, Yves Rovani, and Robert Picciotto are in the series. A number of these reports were distributed to the Board of Directors including three confidential Project Completion Reports (PCRs) on three IFC investments in Guatemala (1979), Brazil (1979), and Indonesia (1979). These three reports were distributed in January 1980 to the Board based on a decision made at an October 30, 1979, Board meeting. Each director was to receive a copy to indicate the type of PCR IFC had been preparing and to illustrate why caution was necessary when disseminating information contained in the reports. Other IFC reports included are: Annual Portfolio Evaluation Reports for fiscal years 1984 and 1986 - 1988; a report entitled Deterioration in IFC's Portfolio: An Analysis (March 1985); and a report prepared by a consultant entitled IFC in Sub-Saharan Africa, Proposals for a New Approach (February 1987).

AENVP/ASI chronological files

Series consists of chronological files created by Johannes Linn while serving as Senior Economist in the East Asia and Pacific Vice Presidency (AENVP) and Asia Regional Vice Presidency (ASI). Files primarily consist of correspondence and memoranda between Linn and World Bank staff. Topics include: publication of papers and monographs; feedback on papers and reports; mission travel; staffing and recruitment; Country Economic Memoranda (CEM); country sector reports; country projections; country creditworthiness; debt reporting; macromodelling; project review and planning; and work programs. During Linn's time in AENVP and ASI, he did extensive analysis of Thailand, as well as Indonesia, Korea, and the Philippines and this is reflected in the records of this series.

This series also contains correspondence with external individuals and institutions. These records discuss speaking engagements, information exchange, feedback on drafts, and offers of employment. Files also consist of a small amount of travel records.

Subject files

Series contains subject files created and maintained during Qureshi's career in the World Bank Group (WBG). Although the files are most voluminous for the period during which Qureshi was the Bank's Senior Vice President for Operations, 1987 to 1991, the series also includes records accumulated while Qureshi served in his various capacities at the international Finance Corporation (IFC), through his tenure as Senior Vice President of Finance, 1981 to 1987. Subject files were created beginning in 1972 apartfrom a few reproductions of earlier publications and documents within the files.

Records include outgoing memoranda, letters, draft loan issuances, minutes, copies of Qureshi's speeches and articles, press releases and clippings, Qureshi's handwritten notes and comments, and occasionally externally-authored papers and reports. Several of the files contain Board papers presented to Executive Directors regarding a given topic.

Subject file topics include: debt; debt reduction; lending programs; Bank capital increases; co-financing; International Development Association (IDA) replenishments; overdue service payments; economic and social sectors; development of operations policy; Operations Evaluation Department (OED) project performance results; technical assistance; relations with China; relations with the Palestinian Liberation Front; currency pooling; special drawing rights; the Persian Gulf crisis; private sector development; women in development; and cooperation with the International Monetary Fund (IMF) and the United Nations (UN). Administrative topics include: budget issues, processes, and guidelines; Operations staffing, budget, and business planning; IT support; and managers' retreats.

Correspondence with World Bank President

Series contains Qureshi's correspondence with Bank Presidents Robert S. McNamara, Alden W. Clausen, and Barber Conable beginning when Qureshi was both Executive Vice President of the International Finance Corporation (IFC) and Vice President Finance, International Bank for Reconstruction and Development (IBRD) in 1979 to his retirement in 1991 as Senior Vice President for Operations.

Although Qureshi maintained this correspondence in a single chronological series, the nature of the files changes somewhatwith each president. Records from the McNamara era, 1979-1981, include: copies of notes and memoranda sent by or through Qureshi to McNamara; copies of letters forwarded by Qureshi to McNamara for his signature; letters forwarded to McNamara by others and copied to Qureshi; copies of letters and memoranda McNamara sent to others and copied to Qureshi; and memoranda "to the files" summarizing important meetings that McNamara held with others and that Qureshi attended as an observer and/or recorder. Many of Quresh's memoranda to McNamara were returned with extensive handwritten comments and/or replies from McNamara. In many cases, a typed version of McNamara's handwritten comments is also attached to the incoming correspondence.

Records from the Clausen era, 1981-1986, primarily consist of: copies of letters Clausen sent to others and copied to Qureshi; copies of memoranda and notes sent by or through Qureshi to Clausen; and copies of letters Qureshi and his staff prepared for Clausen's signature.

Topics covered in the files during the McNamara and Conable presidencies include (but are not limited to): draft Board papers; Bank borrowing operations; World Bank capital increases; International Development Association (IDA) replenishments; currency management; fiscal projections and monthly financial reports; work program and budget; and staffing requirements and personnel matters.

Records from the Conable era, 1986-1991, include: copies of letters Conable sent to others and copied to Qureshi; copies of memoranda and notes sent by or through Qureshi to Conable; and copies of correspondence Qureshi and his staff prepared for Conable's signature. None of Qureshi's correspondence to Conable were returned with the President's comments. Memoranda and notes that Conable sent directly to Qureshi are filed in Qureshi's subject files.

Most of the correspondence from Conable's era was sent when Qureshi was Senior Vice President for Operations (SVPOP) beginning in 1987. Correspondence covers subjects including: debt; Special Action Program for African countries; International Development Association (IDA) allocations; country lending and emergency situations; and adjustment lending and operations.

The series also contains an index of all of Qureshi's correspondence, 1979-1991, indicating the date, subject, and occasionally, the type of correspondence.

Country Strategy Papers

Series consists of Moeen Qureshi's set of Country Strategy Papers (CSP) and Country Strategy Notes (CSN), and their predecessor, Country Program Papers (CPP). While Qureshi was both Executive Vice President of the International Finance Corporation (IFC) and the International Bank for Reconstruction and Development's (IBRD) Vice President of Finance from 1979 to 1980 through his tenure as Senior Vice President, Finance (SVPFI, 1981-1987), the papers were copied to him for his information. The CPPs and CSPs map out the Bank's assistance strategy for a country and were submitted by the Regional Vice Presidencies (RVPs) to the Operations Committee (OC) or the Operations Policy Committee (OPC) for review and approval. Most of Qureshi's files contain copies of the postscripts, which summarize the action taken by the OC, the OPC, or the OPNSV, together with the CPP or CSP, and copies of memoranda to the Senior Vice President for Operations (SVPOP). In a few instances, the country papers maintained when Qureshi was Vice President then Senior Vice President of Finance include attached typewritten notes. The notes were addressed to Qureshi from IBRD/IFC senior staff or were prepared by Qureshi, to provide additional economic information or insight on the country. Some of the files created when Qureshi was SVPOP beginning in 1987 also contain original memos and both review drafts and final versions of CSPs. The few earliest files, from 1974 to 1977, were maintained by Qureshi's IFC predecessor, Ladislaus Von Hoffman.

Latin America and Caribbean Technical Department, Infrastructure and Energy Division chronological files

Series consists of records related to Tim Campbell's work in the Latin America and Caribbean Technical Department, Infrastructure and Energy Division (LATIE), as Senior Urban Planner and, briefly, as Chief, Urban and Water Unit. Series consists of correspondence and reports, among other formats. Records relate to project planning and evaluation activities as well as to urban development-related research conducted by Campbell and task forces and workshops on which Campbell participated. Records include: Terms of Reference; back-to-office reports; records related to missions to countries for project planning and information gathered (including Brazil, Mexico, and Guatemala); Campbell's comments on Departmental and external reports and policy papers; comments on Campbell's reports by Departmental colleagues and other Bank staff; Campbell's reviews of Project Completion Reports (PCRs); annual Urban Sector review; briefing notes; externally authored reports; meeting and seminar summaries; presentation notes and slides. Series also contains two reports authored by Campbell: Environmental Dilemmas and the Urban Poor (draft, 1989, prepared for the Overseas Development Council and not for the Bank); Decentralization to Local Government in LAC: National Strategies and Local Response in Planning, Spending and Management (1991, an LATIE Regional Study, accompanied by drafts and research materials); and Modes of Accountability in Local Governments of LAC (1992).

Transportation, Water and Urban Development Department Urban Development Division chronological files

Series consists of records related to Tim Campbell's work as Principal Urban Sector Specialist and Head of the Urban Partnership in the Transportation, Water and Urban Development Department's Urban Development Division (TWURD). Series consists almost exclusively of correspondence, the majority of which are incoming. Records contain correspondence with external agencies, institutions, and government representatives and include but are not limited to: the Inter-American Development Bank; the World Economic Development Congress; the Organisation for Economic Co-operation and Development (OECD); the United Nations Centre for Human Settlements; the World Conference of Mayors, Inc. Correspondence with government agencies and embassies of Switzerland, Great Britain, Sweden, Denmark, and Ecuador is also included. Correspondence relates to conference and meeting invitation, information exchange, and collaboration.

ESSD correspondence and internal memoranda

Series consists of correspondence and memoranda authored by or addressed to Johnson as Vice President of ESSD. Topics of external correspondence are from 2002 to 2004 and include invitations to participate in meetings and conference, and the exchange of information. Correspondence is with a variety of academic and research institutions, government agencies, and other external organizations.

Series also consists of memoranda from 2002 to 2004 authored by or addressed to Johnson to and from ESSD sector departments as well as other Bank units. Included are memoranda from Johnson to managing directors and Bank President Wolfensohn.

PSD and PSAS business plan, work program, and budget monitoring records

The series includes budget monitoring, business plan, and work programs records for: the Private Sector Development Department (PSD); its numerous units; and its successor, the Private Sector Advisory Services (PSAS) in PSIVP. The PSD units were mapped and merged into PSAS in late 1999, which came after the establishment of PSIVP in February 1999. Much of the PSD related records consists of correspondence and memoranda that details the carryover of funding for PSD projects to PSAS, and reorganization and merging of PSD units with other Bank and IFC units. Budget monitoring records for PSD and PSAS include: monthly monitoring tables for fiscal years 2000 to 2003; year-end projections reports; overrun cost reports; quarterly and mid-year review reports; reposting and dispute budget reports; chargeback reports; reimbursable income reports; cross support funding reports; staff budget reports; and discretionary budget reports. European Union trust fund reports and economic sector work (ESW) budget records for PSDrelated projects are also included, and discuss carryover and extension of projects to PSAS of PSIVP. Business plan and work program records for PSD and PSAS are included for fiscal years 2000 to 2003.
