This series contains correspondence and notes regarding guest lectures and remarks by President McNamara and conferences he attended, both in the U.S. and in Europe. It is clearly fragmentary and does not cover many of the events in which McNamara participated. The series includes speeches he gave on topics such as population (University of Notre Dame in May 1969), poverty and population (American Urological Association in October 1977), and international development (Frederick Ebert Foundation in Bonn in 1979). Several files relate to awards given to McNamara, including on from the Tun Abdul Razak foundation in Malaysia; some awards files include speeches and remarks he made at the presentation of the award.

A few conference files include McNamara's handwritten notes of points made by other speakers; sometimes a typescript copy of his notes on the proceedings is filed. Because the speakers were often important figures in public affairs, these notes are useful for researching both the positions taken bythe participants and McNamara's understanding of the points they made.

This series contains records relating to President Conable's meetings during Annual Meetings of the Bank's board of Governors. The organization of the Annual Meeting is the responsibility of the Corporate Secretary, so these records are those of the President himself and the arrangements made by and for his immediate office. The records are arranged in 2 subseries. The first subseries contains the President's records for the Annual Meetings, including background materials and briefings prepared by the staff in preparation for general meetings and meetings with country delegates. The records cover only the first three years of Conable's term (1986-1988).

The second subseries contains the administrative files the President's office created while preparing for the annual meetings. The files include schedules for the President and senior Bank officials, files for Mrs. Conable's activities, special guest lists, letters of invitation, travel and financial arrangements for staff, hotel accommodations and related items. Briefings are included in the files for some meetings. The administrative file on the 1987 annual meeting, for example, includes sub-files titled: Part I [country Governors], Part II [country Governors], Africa, Asia, EMENA [Europe, Middle East, North Africa], LAC [Latin America and Caribbean], IMF, Social, VIPs, JS [Joint Secretariat] documents, Speeches, Development/Interim Committee, Briefs, Administration. The series includes a photo of three Bank Presidents - McNamara, Clausen, and Conable - taken at the 1986 Annual Meeting.

The series consist of records maintained by OSPVP Director David Bock. The records include sector policy papers focused on numerous topics, including privatization, housing policy, family planning, water, power, industry, poverty monitoring, development effectiveness, and other topics. The policy paper records include: copies of policy papers; attached memoranda; and Bock's handwritten annotations related to policy drafts. Bock's records also focus on the creation, management, and budget of OSPVP. This includes: records regarding roles and procedures of OSPVP; cross support budget and mid-year review budget records; and records related to OSPVP retreats.

The series consist of records related to liaison with organizations external to the Bank. This includes correspondence maintained by Transportation, Water, and Telecommunications Department (TWT) related to the joint United Nations Development Programme (UNDP) - World Bank Water and Sanitation Program from 1978, and correspondence maintained by TWT and WUD related to the joint World Health Organization (WHO) / World Bank Cooperative Program, which also focused on water and sanitation, from 1977 to 1987.

Series consists of chronological files created during Chernick's time as Assistant Director of the Country Policy Department (CPD). The type of activities undertaken by Chernick in the CPD was quite similar to those during his years in PPPRD and, consequently, the types of records are also very similar. The majority of the records consist of correspondence in the form of carbon copies, paper copies, and telexes. Nearly all correspondence was authored by Chernick and there is very little incoming correspondence. Reports sometimes accompany correspondence or are included in the files without accompanying correspondence.

Records relating to country program papers (CPPs) are included in this series, but not in great number. Records generally discuss the scheduling of Regional Vice Presidents (RVP) and Management Review meetings. In addition, Chernick served as Secretariat of the Operations Policy Subcommittee (OPSC). The OPSC was also involved in the review of CPPs and records related to the OPSC in this seriesdiscuss this activity.

Series also consists of regular status reports on Structural Adjustment Lending (SAL) and Program Lending (PL) operations. Other SAL-related records are included, such as Proposed Structural Adjustment Loan and Related Technical Assistance Project reports and SAL Progress Reports.

Between 1982 and 1983, Chernick was on the Steering Group Committee for the Bank's 'Pioneers' of development economics lecture series. His responsibilities included booking guests/speakers, making announcements, booking rooms, and planning Steering Group Committee meetings. Records related to these activities are included in this series.

Records in this series also relate to a variety of other topics and activities, including: seminar attendance and planning; Department retreat planning; and publication of country Economic Memoranda. Other records include: Terms of Reference for Country and Economic and SAL Supervision missions; comments by Chernick on reports and project proposals; Country Economic and Sector Work quality control reports; and administrative and staffing records.

Series consists of records created and maintained by the front office of the Human Development Network, Education Team (HDNED) and predecessor units between 1964 and 2013, beginning with the Education Department (EDP) in existence from 1968 to 1972. The records document management oversight and strategic planning; directing research, policy work, and sector programs; managing the Bank's relationship with external partners in the sector; and, to a lesser extent, donor coordination activities. The records also provide information about the units' structure and communication between the director and advisers in the front office. The department's front office initially consisted of a senior adviser, economic adviser, implementation adviser, training adviser and education adviser from at least 1968 until the creation of the functional units, later divisions, under the Education Department (EDC) beginning in July 1977. The Training Unit (EDCTR) was established in 1977 followed in July 1983 by the Education Research Program (EDCRS), Education Operational Policy Program (EDCOP), and Education Project Related Training Program. The units were elevated to divisions in 1985 led by division chiefs and acronyms were changed. This structure changed again in the 1987 Bank-wide reorganization and the formation of the Population and Human Resources Department, Education and Employment Division (PHREE).

Records cover the tenure of the following directors: Duncan Ballantine (tenure 1964 - 1977); Aklilu Habte (1977 - 1987); WadiD. Haddad (1987 - 1988); Maris O'Rourke (1995 - 2000); Ruth Kagia (2001 - 2008), and Elizabeth (Beth) M. King (2009 - 2014). There is a gap in the records of directors and managers between 1989 and 1994. The tenures of O'Rourke and Kagia are the most widely represented. Between 2000 and early 2001, Senior Advisers Bruno LaPorte and Marlaine Lockheed served as acting directors, and they are also creators of records in this series.

The series is comprised of subject files, chronological files, and a small number of briefing books for the Bank's senior officials. A sizeable portion of the subject file records reflect the development and oversight of the sector's policy, research, and training programs and activities, particularly in the early period between 1965 and 1988. The earliest records consist of correspondence and data sheets related to diversified secondary curriculum (Discus) projects (1964 - 1976).

Education policy

The series includes records related to the preparation, dissemination, and promotion (1974 - 1980) of the 1979 Education Sector Policy (PUB2680). Files were created and accumulated by EDC Director Aklilu Habte, Implementation Adviser David H. Lewis, Senior Adviser Mats Hultin, and others. There is some overlap amongst these files maintained by various personnel in EDC with separate roles in the development of the policy paper. Internal memoranda are between senior management and staff, regional educational divisions, and other Bank staff regarding comments on the sector paper and internal discussions on developing stronger policy for the sector, and discussion on work program and priorities. There are also cables and incoming and outgoing letters with colleagues external to the Bank documenting their collaboration on reviewing the drafts and responses to external requests for policy information and previous publications.

The policy paper correspondence is filedwith draft outlines, data tables, preliminary and final drafts of chapters for discussion, Policy Review Committee revised version and committee minutes, list of commenters including a summary of seminars and discussions held on the draft, draft foreward prepared for President McNamara, summary of Board discussion on sector policy paper, copy of the bound publication issued September 1979 and a copy of the earlier sector policy paper published in 1974.

The Education Sector Policy dissemination and promotion records include: prepared remarks by Habte (October, 1979); memoranda regarding discussion of the policy at a regional senior staff meeting; draft and final board paper on cooperation between the World Bank and other organizations in the education sector in follow up to the sector paper; copies of press releases in English, Spanish, French, and Arabic; and copies of articles, journal and book reviews, and editorials documenting reactions to the policy. There is also a substantive 1980 report submitted by Wadi D. Haddad to Habte, summarizing procedures followed in the preparation of paper, consultations, policy gaps and procedure for future policy work, and proposal for a policy information system.

The sector policy files also include reference to the External Advisory Panel appointed by President McNamara in 1977 to review the status of education in the developing world including the Bank's education and training projects and recommend areas for future action. Files contain copies of memoranda from Vice President, Central Projects Warren C. Baum to Vice President of Operations (SVPOP) Ernest Stern regarding the panel report which contains Stern's notations. There is also correspondence addressed to panel Chair David Bell, Ford Foundation detailing external individual's comments on the 1978 panel report and items for discussion with the panel prepared by Habte.

Other records relate to the Task Force on Issues and Strategies for Meeting Needs of High-Level Agricultural Training in Africa (1986 - 1987) including Terms of Reference, meeting summaries, draft and final reports, and draft report and progress report regarding the Special Program for African Agricultural Research (SPAAR) initiated by the Bank to bring together multilateral and bilateral donors to develop a special program on agriculture research. These records were mostly accumulated by Education Policy Division (EDTPD) Operations Adviser Ralph W. Harbison and EDTPD Agriculture Education and Training Adviser J. Price Gittinger.

Sub-Saharan Africa education policy

Records also relate to the development, collaboration, and dissemination of the Bank's Sub-Saharan Africa education policy paper (1982 - 1988). Background preparation included the formation of an External Advisory Panel to advise on the policy paper. There are memoranda between Habte, Haddad, Policy Division Senior Economist Peter R. Moock and Adviser J. Price Gittinger concerning Gittinger's attendance at a meeting of donor agency representatives to discuss the implications for donors of education in sub-Saharan Africa. There are also: Terms of Reference and other records related to a meeting of the advisory panel and seminar program in Dijon, France in 1985 attended by Habte and other staff from EDT, the Regions and other Bank divisions; Dijon meeting background reports and World Bank Staff Working Papers by various authors; consultants' papers, and back-to-office report (BTOR). Other records are related to the African ministers of education meeting in 1987 attended by PHREE Division Chief Haddad, and conference of European donors to education in 1987 attended by Moock that includes a conference report and BTOR.

Correspondence and other items also pertain to the dissemination of the Sub-Saharan African education policy paper largely handled by Moock. There are letters to government officials from Wadi Haddad Chief, Education and Employment Division, (PHREE). 1987. The paper issued in 1988 was titled "Education in Sub-Saharan Africa: policies for adjustment, revitalization, and expansion"..

Project Related Training program and other training seminars and activities

The series contains records of the front office and divisions (1980 - 1987) regarding training programs and seminars organized by the sector, some in collaboration with other Bank divisions. Records primarily document staff training programactivities of the Project Related Training Division (EDTPT, in existence 1983 - 1986). Most of these records were maintained by the front office for reference purposes and contain copies of training material.

There are several seminar files that contain a schedule or agenda, list of participants, course materials consisting of concept papers and case studies, and evaluation form. Topics of seminars include issues in education projects, tools for sector analysis, financing of education, education policy analysis, mass communication, and others. Three training files relate to a staff seminar on preparation and design of project-supported institutional development components and contain handouts, outlines, exercises, case studies, and evaluation form. There are also draft seminar modules for a seminar in agriculture projects, project related training and institutional development in agricultural lending training material, BTORs of senior training advisers, and announcement memoranda to other Bank departments.

Records of Senior Adviser Richard K. Johanson, Director's Office (EDTDR) and others contain reports in the form of memoranda addressed to division chiefs including evaluation report on staff seminars and training, and summary of a Bank seminar on the quality of education in development countries with a list of consultants and credentials, agenda, session outline, and keynote address. Also included are a seminar report, background papers and externally printed material on a school quality and education project management course developed under Implementation Adviser Adriaan Verspoor.

Research program

A small volume of research program records relate to the International Fund for Education Research (IFER, 1973 - 1984). Included are internal memoranda within the Education Research Program unit (EDCRS), BTORs, Terms of Reference, and outgoing letters from EDC Senior Sociologist and later Chief, Education and Training Design Division, Education Development Institute, Stephen Heyneman. Correspondence discusses budget allocation, paper proposals, financial assistance to countries, and comments on the education research strategy paper.

There is a large bound volume of correspondence (1973 - 1979) consisting mostly of internal memoranda of Senior Adviser Mats Hultin and copies accumulated including memoranda from Vice President Ernest Stern to President McNamara regarding the Bank Group research program and education research activities. Memoranda is also addressed to Director Ballantine including an original memo from the Development Policy vice president. Draft research project papers (RPO), Board reports, and project proposals are also filed in the volume.

Also included is a file on a joint United Nations Educational, Scientific, Cultural Organization (UNESCO) Bank education study with background papers (1973).

Knowledge and information products

Series contains World Bank Education Newsletters (WBEN, 1986 - 1987) issued beginning in April 1986 to report on challenges of education investment and Bank efforts to support education. The newsletters were edited by EDTDR Senior Adviser Richard K. Johanson. The newsletters inform about news of country policies, summary of education projects, recent papers and books published, education research updates, and policy notes features. The file also contains memoranda from Johanson.

A retreat file contains background papers and publications that are mostly external.

HDNED Subject files

Also included in this series are subject files maintained by Human DevelopmentNetwork, Education Team (HDNED) Directors O'Rourke and Kagia from 1995 to 2004 mostly relating to unit activities and programs and the strategic direction of the sector and its partnerships and global programs. A single item dated 1973 is a copy of an education project appraisal in Costa Rica found in the 2002 file pertaining to education and technology. Correspondence includes mainly internal memoranda, letters, and hard copy emails. There are memoranda from Kagia to the Bank managing director regarding partnership proposals and hard copy emails concerning the arrangement and proceedings of meetings. Other records filed with the correspondence are internal draft and final reports or concept papers, some annotated; report outlines; agenda, list of participants and reports from various conferences; Poverty Reduction Strategy papers (PRSP); lists and inventory of Human Development Network (HDN) and partnerships; education action plans outlining country information and goals and progress; press releases; and speeches. Topics covered in the files include but are not limited to: Dakar World Conference outcomes; sector lending; grant and trust funds for education; partnership selectivity and oversight; and user fees.

Several subject files relate to the Education for All Fast Track Initiative (EFA-FTI) program and reflect the sector director's support to, or representation at, high level program or partnership meetings, conferences, and working groups. Records include a briefing note and talking points for Bank President Wolfensohn prepared by Kagia, meeting summaries of the G-8 Education Task Force and PRSP Task Force, and committee activities and comments regarding an EFA concept note and financing paper. Also included is a file on the EFA-FTI donors meeting (2002-2003) coordinated by the sector director's office which contains correspondence prepared for the vice president, HDN regarding FTI funding and donor pledges, presentations, agenda, list of participants, and draft summary of discussion and agreements.

Other HDNED subject files relate to the delivery of presentations or addresses given by the director at Bank meetings or externally organized events. Several of these files contain transparency slides and, occasionally, the hard copy presentation and notes on topics such as the Bank's role and strategy for education (1998).

HDNED Director chronological files

Series also consists of mostly outgoing chronological correspondence records that reflect the wide range of management and liaison functions of MarisO'Rourke (HDD senior advisor and later HDNED director, tenure 1995 - 2000), HDNED Director Ruth Kagia (2001 - 2008) and HDNED Director Elizabeth (Beth) M. King (2009 - 2014). There is a gap in correspondence in 2008 which could be the result of Kagia's promotion to country director in the Africa Regional Vice Presidency in August 2008. King's correspondence as director covers her tenure only until 2013.

Correspondents within the records include other Education Sector colleagues, Bank staff in the regions and the Office of External Relations, government officials, United Nations agency officials, and representatives of other external organizations. The correspondence covers various topics such as: visits with education professionals and academics; responses to invitations to conferences and UN governance meetings; comments on external education reports and initiatives; proposals for collaboration or Bank funding; external projects in member countries; small grants program; supervision of project components; sector strategy concept paper and sector policy; research projects; consultants' activities; staffing; adult learning, girls education, and other thematic areas; database development; the Education for All (ETA), Fast Track Initiative (ETA-FTI) and the Bank's Learning for All programs, and ETA-FTI successor, the Global Partnership for Education (GPE).

Correspondence is in the form of all-in-1 notes and email hard copies and incoming and outgoing letters and is sometimes filed with various records such as: trust fund agreement copies; draft and final discussion papers; program or study proposals; meeting or conference agenda and outlines; BTORs; summaries of meetings or conferences attended; speeches and statements; curriculum vitae (CVs); copies of external articles; United Nations agency reports; and other external annual reports.

The series also contains external correspondence files (2000 - 2007) concerning replies prepared for the Office of the President and Office of the Vice President and Head of Network (HDNVP). These files contain correspondence logs or cover sheets indicating correspondence details and action instructions that are filed with the original incoming letters mostly addressed to Bank Presidents Wolfensohn and Wolfowitz, and, to a lesser extent, Zoellick. The outgoing responses were prepared by or on behalf of Directors O'Rourke or Kagia. The HDNVP incoming external correspondence files are primarily addressed to the HDN vice president and occasionally to the Bank president. Topics include: financial contributions of the Bank; invitations to conferences, symposia, roundtables, and other events; Development Grant Facility (DGF); partnership and liaison activities with international organizations and the private sector; and other matters.

There are also a small number of files titled "deadline logbooks" maintained by O'Rourke that contain correspondence log sheets with the attached letters addressed to President Wolfensohn for reply by the sector or by the HDN vice president.

The series also consists of chronological correspondence (2005 - 2006) prepared for Nicholas Krafft, Office of the Vice President (HDNVP). Many of the letters were drafted by Director Kagia or other HDNED senior staff to be sent by the HDN vice president or the Bank president.

Economist Elizabeth King chronological file

The series contains a chronological file which was maintained by Beth King while she was an economist, later senior economist of PHREE between September 1987 to March 1991 and July1991 to March 1992. The file includes both her incoming and outgoing correspondence. Much of the correspondence is with economists and educators external to the Bank, but the files include her correspondence with other sector and department employees. Among the correspondence are copies of her Terms of Reference, travel documents, and back-to-office reports regarding her missions and attendance at conferences; copies of draft papers on which she commented; drafts of her own publications with comments from others; and copies of research project proposals she drafted. The correspondence also documents her role as part of the World Development Report 1991 team and her drafting of the chapter on human resources in the report.

Briefing books

The series also consists of a small set of briefing books (1997 - 2002, 2009) prepared by the sector primarily for senior officials including President Wolfensohn at the World Education Forum held in Dakar in 2000, for Wolfensohn's meeting with the Bureau of African Ministers of the Association for the Development of Education in Africa (ADEA, 1997 - 2000, and a quarterly briefing book for Managing Director Mamphela Ramphele (2002). There are briefing books (1998 - 2002) for HDNED director external meetings and events and a briefing book of Director King (2009).

NRIC correspondence and related records

Also included in the series are several correspondence files (1975 - 1986) authored by department senior management, division chiefs, and advisers that were originally sent to the Non-Regional Information Center (NRIC) and arranged under the Bank-wide classification. Files are titled "general" and "agriculture modular instruction" and include mostly internal memoranda, letters, and cables that cover the various sector activities such as policy work, project related training and workshops, unit work program and objectives, education lending and economic and sector work reviews, and liaison with partners. Study outlines and papers, Terms of Reference, meeting summaries, proposals, final reports, and bound publications are sometimes filed with correspondence.

Most records in the series are in English. However, a small amount of correspondence and other items are in French and the 1979 Education Sector Policy press release is also in French, Spanish, and Arabic.

Series contains records maintained by the Education Department (EDP, 1968 - 1972, later EDC, 1977 - 1984) and successor units responsible for producing and disseminating research. Research is conducted by the sectors to support operations projects as well as regional, country, or specific sector programs and initiatives, and to improve the level of sector knowledge in particular areas. Records were primarily created between 1968 and 1991 apart from a set of questionnaires dated 2005 and copy of an externalreport dated 1965 used for reference.

Many of the records were created by George Psacharopoulos during his tenure as education research adviser, Education Department (EDC, 1981 - 1983), manager, Education Research Program (EDCRS, 1983 - 1985) followed by Research Division chief (EDTRS, 1985 - 1987). Other records were created by Senior Adviser Wadi D. Haddad, Senior Sociologist Stephen P. Heyneman, Economist Elizabeth (Beth) M. King, Michael Wilson, and others.

Record formats include, but are not limited to: correspondence regarding collaboration, sharing of information, comments on draft papers, or research conducted for the unit by university professors and other third parties; research proposals; initiating briefs; preliminary outlines; Terms of Reference; back-to-office reports for missions relating to research projects; statistical and other data; operational project audit and completion reports; published and unpublished external reports from governments, external organizations and scholars; working and discussion paper drafts and final versions; surveys; handwritten research notes; copies of journal articles and press clippings; and computer floppy disks containing final papers and research results.

A portion of the material specifically relates to country studies regarding living standards in Peru, higher education in Africa, diversified secondary curriculum (DiSCus) in Colombia and Tanzania, and university education in Pakistan. Other topics include, but are not limited to: economic impact of education; women in education; structural adjustment and education; education and public expenditures; vocational training; education strategy and employment policies; assessments of testing capacities; effects of school conditions and atmosphere on students' performances; informal sector education and employment; education and earnings; and education and environment.

Several of these subject files relate to the preparation of Research Project Outputs (RPOs). The RPO numeric code was assigned to projects throughout the Bank by the Development Economics Department. One such set of files relates to RPO 672-45 Diversified Secondary Curriculum Study (1968 - 1985, not inclusive) prepared by George Psacharopoulos and previously by Wadi Haddad. Records consist of back-to-office reports following missions, internal and external correspondence including with the Research Committee, working papers, questionnaires, research notes and data, and various other record types.

There are also records (1984 - 1986) pertaining to the EDTRS publication "Financing education in developing countries: an exploration of policy options" issued in 1986. Records include working drafts and review draft versions, memoranda from EDT Director Aklilu Habte to Operations Policy Staff Vice President S. Shahid Husain including the initiating brief, correspondence concerning press reaction, and other items.

A small portion of records in the series reflect collaboration between the Research Division and the Education Policy Division (EDTEP) led by Division Chief Dean T. Jamison regarding policy on education in Africa (1983 - 1987). Records include memoranda from Jamison and Psacharopoulos to OPSVP sharing a summary of the Bank-organized Research Priorities in Education in Sub-Saharan Africa Conference proceedings held in Bellagio in 1985, final conference report, agenda and list of participants, papers presented at the conference, and a pre-conference report on workshop research priorities (1984).

The sector policy study "Education in Sub-Saharan Africa: policies for adjustment, revitalization, and expansion" soon followed, issued in 1988. There are three volumes of files (1984 - 1987) pertaining to the preparation of the study. Included are memoranda between Haddad, Jamison, task leader and Senior Economist Peter R. Moock (EDTEP), Operations Adviser Ralph W. Harbison, and other staff discussing the development of the paper, comments on preliminary versions, and budget. Included with the memoranda are the initiating brief with follow-up comments, meeting address of Habte, and background data and papers.

Records originally maintained in the NRIC (1981 - 1982) contain internal memoranda between Haddad and Habte, letters exchanged with external agencies, primarily the International Development Research Center regarding the sector's participation in the Research Review and Advisory Group and other collaborative activities. Back-to-office reports, draft outlines and reports, and other items are also filed with the correspondence. Finally, a small portion of questionnaires maintained by Director Ruth Kagia related to the Ngecha Education Study (2005) also belong to the series.

Most of the records are in English, with correspondence and reports occasionally in French and Spanish, and research data and questionnaires in Swahili.

Series consists of correspondence created and received by Frank Vita while he was Manager of Corporate Development in the International Finance Corporation (IFC). Records are contained in chronological files and, in fewer number, subject files. Records relate to: the identification of investment opportunities; project proposals; establishing contacts in the private sector; IFC policies and procedures; and responding to inquiries.

Series consists of correspondence, reports, and other records created or received by Frank Vita while serving as Senior Country Officer in the Europe, Middle East, and North Africa Vice Presidency (EMENA) and, following the 1991 reorganization of the World Bank's operational units, the Europe and Central Asia Vice Presidency (ECAVP). Vita left this position and retired from the World Bank in 1992. During most or all of his time in EMENA and ECAVP, Vita was the Country Officer for Czechoslovakia, or Czech and Slovak Federal Republic (CSFR). As a result, almost all of the records in this series relate to CSFR project lending and sector research. Of these, records relating to the "Technical and Financial Advisory Project" are most common; note, however, that the CFSR government eventually withdrew from the project. Records related to the Technical and Financial Advisory Project include: project cycle documents, including project briefs, appraisal and post-appraisal documents, final executive project summary, and legal documents; Terms of Reference; back-to-office reports; Aide-Memoires; country strategy notes (including drafts); and correspondence with and briefing notes for CFSR government and state Bank officials.

Other CFSR records relate to: country risk assessment; privatization and restructuring of state-owned enterprises and infrastructure (the latter through the Build, Own, Operate Transfer [BOOT] system); sector reports and research materials (including banking and financial sector, energy sector, and transportation sector); country briefs; a VHS videocassette related to CFSR "Enterprise for Privatization" initiatives; and Annual Meeting briefs. Records relating to senior Bank management mission trips to CFSR are also included. Vita often acted as liaison and facilitator for these trips, which included Moeen Qureshi (Senior Vice President of Operations [OPNSV]) and Willi A. Wapenhans (EMENA Vice President). A small amount of loan documents related to other CFSR projects are also included.

Series consists primarily of records related to Theodores's role as Resident Representative for Afghanistan between 1977 and 1980. Many of the records in this series appear to have been compiled by Theodores as either research or memory aids; they have been placed in plastic sleeves and, in many cases, given annotations in the form of sticky notes affixed to the front page of a document or group of documents that describe the document(s) or, in some cases, provide commentary. As part of these compilations,records relating to Afghanistan that were received or collected by Theodores previous or subsequent to his time as Resident Representative have also been included.

Series consists of records relating to the role and mission of the Resident Representative and its relationship with the United Nations Development Programme (UNDP) representative in Afghanistan. These records date back to the opening of the World Bank country office in Kabul, Afghanistan in 1969. Specifically, records relate to: the establishment of the Afghanistan Resident Mission in 1969; briefings on the country's military and political situation (including after the 1973 coup d'etat); the World Bank's role in Afghanistan; Theodores's assignment to Kabul, Afghanistan; the role and objectives of the Resident Mission in Afghanistan; the Mission's relationship and communications with the UNDP representatives regarding operations and security policy; and the diplomatic status of the Resident Representative.

Records related to Theodores's activities as Afghanistan Resident Representative are contained in a chronological file divided into sections according to topic (credentials/identification, receiving guests, health, insurance, taxes, and shipping) and correspondent (World Bank headquarters, family, and personal). Correspondence with World Bank colleagues relates to administration, staffing, travel, housing logistics, and expressions of congratulations or gratitude. Substantive discussion of ongoing or prospective lending operations or economic and sector work is minimal.

Series also consists of four maps of Afghanistan. These include two maps showing political regions (1976), a navigational map (1966), and a general map (1975).

Records compiled by Theodores that appear to be research or memory aids relate to a variety of topics, including: the origins and early days of the Soviet/Afghan war; World Bank security policy and updates; encryption of correspondence; evacuation guidelines; Afghan office budgeting; Bank and resident mission staffing;Theodores's emergency evacuation from Afghanistan in January 1980 for health reasons; assistance of Afghan nationals in communication with the American embassy; transfer of confidential records upon closure of the Kabul office; the Theodores family's final departure from Afghanistan in June, 1980; the closure of the World Bank's Kabul office; and updates on local office staff subsequent to Theodores's departure from Afghanistan. The majority of the records are from Theodores's time in Afghanistan, but somerecords date subsequent to his departure. Records are in the form of correspondence (typed, handwritten, telexes), reports, newspaper clippings, and Afghan government issuances.

Theodores compiled records related to the 1973 and 1978 coups and subsequent Soviet invasion in 1979 as well as the murder of United States Ambassador Adolph "Spike" Dubs in February 1979. These records primarily consist of correspondence between Theodores and Bank colleagues. Records also contain lengthy handwritten letters fromTheodores to his family. Speeches, decrees, and reports made by the various Afghan leadership regimes in 1978 and 1979 are also included.

In addition to correspondence, newspaper clippings from Afghanistan and from other international publications reporting on events in Afghanistan as well as editorials and speeches by external experts commenting on the events and future of Afghanistan are included. Included is a collection of materials related to the nearly decade-long conflict between Afghanistan and the Soviet Union and is primarily newspaper clippings and magazine articles.

Series also consists of three sets of photograph prints. The first consists of fifteen black and white prints depicting Afghani citizens and landscapes. The images appear to be shot by John Siceloff of the American Peace Corps and are not dated. The other two sets of photographs consist of ten color prints and three black and white prints depicting Afghani citizens, landscapes, and towns. Prints appear to have been sold and acquired by Theodores commercially.

A small amount of records related to a talk that Theodores gave at the Newport Public Library in 2002 on the past and future of Afghanistan are also included. Records include presentation notes, articles, and correspondence.

This series contains records related to the partnerships and collaboration activities of the World Bank (Bank), United Nations Development Programme (UNDP), and other international agencies in support of the UNDP-World Bank Water and Sanitation Program (UNDP-World Bank WSP) and the United Nation's 1981 - 1990 International Drinking Water Supply and Sanitation Decade (IDWSSD). It also contains records documenting the trust fund management that supported the UNDP-World Bank WSP projects relating to low-cost development solutions for water and sanitation in low-income countries (i.e., funding contributions came from UNDP and Bank and trust fund resources derived from various international donors).

Partnerships and collaboration records

Records relating to partnerships and collaboration contain the following topics: missions in various countries (e.g., India, Philippines, Ethiopia, Zimbabwe, Morocco, Yemen, etc.); low-cost water sanitation techniques; field trials (e.g., VLOM-Village Level Operated and Maintained handpumps and Canadian Monarch handpumps); related initiatives; advisory panel meetings to discuss staffing, and ongoing and future field trials in regions such as East Africa and Southeast Asia; project implementations and timelines; loan and grant conditions applied by the External Support Agencies (ESAs); recommendations on aid-giving procedures; and meetings with the Collaborative Council of ESAs in the water sector in 1989 (held in Sophia Antipolis, France) and the Steering Committee for Cooperative Action in 1981-1985 (held at the World Bank in Washington, DC); the United Nations Educational, Scientific and Cultural Organization-UNESCO; the United Nations Children's Fund-UNICEF; and the Food and Agriculture Organization-FAO).

Types of partnership and collaboration records in this series include but are not limited to mission reports and communications, job descriptions, project proposals (including work plans, project justifications, budget outlines, schedules, etc.), progress and status reports, and meeting files (e.g., agenda, minutes, progress reports, memos, etc.). Examples of other institutions collaborating with the Bank in this activity are the Science and Technology Fund of the UNDP, Kumasi City Council, University of Science and Technology in Ghana, Banque Ouest Africaine de Developpment-BOAD, ARLAB (a subsidiary of Mines ParisTech5), Georgia Institute of Technology, and others.

The earliest projects related to the Bank's global partnership and collaboration with other organizations associated with water resources and management are:

Trust fund management records

Records relating to trust fund management contain topics such as: trust fund agreements and amendments to agreements; cost-sharing; executing trust fund activities; funds received and transferred; country reports; financial management assessments or financial compliance reviews; policy exceptions; project phases (i.e., information gathering and testing; and development and implementation); audit review findings; proposals of project descriptions; Global Water Partnership Interim Committee; financial support for the Participatory Learning and Action Initiative; opportunity to initiate a core-funding relationship with various countries (e.g., Finland, France, Ireland, etc.); and collaborations with bilateral agencies (e.g., UK's Department for International Development-DFID, German Technical Cooperation Agency-GTZ, etc.). They also document communications about trust fund management between the Bank (including the Technical Advisory Group) and other institutions (e.g., UNDP, the Swedish International Development Cooperation Agency-SIDA,the Danish International Development Agency-DANIDA, the Swiss Development Corporation-SDC, Norway's Ministry of Development Cooperation, AusAID Trust Fund, World Health Organization-WHO, United Nations Children's Fund-UNICEF, etc.).

Types of trust fund management records in this series include but are not limited to master budget files, contribution and disbursement statements, project delivery reports (PDR), audit files (e.g., Terms of Reference), reports, waivers, original contracts, legal agreements,payment records, cost-sharing files, Bank internal clearances, Initiating Brief for Trust Funds (IBTF), funding proposals, project files (e.g., evaluations progress reports), recommendations, and donor correspondence.

This series also contains sixteen volumes, entitled Preliminary Study: The Large Aqueducts System, 1969 - 1971. These are bound volumes of pre-feasibility study reports by Gilbert Associates, Inc. (Reading, PA) for the Obras Sanitarias de la Nacion Argentina-OSN (now Agua y Saneamientos Argentinos-AySA), a utility company based in Argentina. These reports are associated with the loan agreement signed on June 3, 1963, between the Argentine Government and the USA through the US Agency for International Development (USAID). These volumes may have been used as reference files.

Series contains records created and maintained by the front office of the Transportation Department (TPD), successor offices, and divisions. The records relate to managing transportation research, policy, sector program work, oversight and business planning, and collaboration with external institutions.

Types of records comprising the series include: internal memoranda sent or received by Bank transport directors, senior advisers, sector staff, and staff from other Bank units including its superior, Operations Policy Vice Presidency (OSPVP) and regional units; letters with external organizations; internal and external reports; drafts and published articles and working paper; proposals; minutes and meeting notes; Board papers; handwritten notes; newsletters; and external brochures and publications.

The earliest material in the series dating from 1969 and the early 1970s relates to highways, transport regulation, aviation, and railway subsectors. Railway sector information is organized by country including European countries and developing countries.

Many records relate to transport sector projects and sector work. There are memoranda and reports about the transport sector support strategy paper by the Transport and Water Department (TWD) in 1983 and operational reviews of the Bank's transport sector work in the late 1980s. Correspondence and reports relate to urban transport, traffic simulation, transport pricing, construction industry, generalized road roughness index for worldwide use, road roughness measurement and application in Australia, traffic flow theory, and rural road user costs; some of these reports are country-focused. Files related to research include a paper presented by Director Christopher Willoughby on Transport Research in Developing Countries, discussion paper "Transportation Research at the World Bank: Opportunities for Collaboration," and memoranda discussing transport research program, future needs, impact on Bank policies and operation, and TRP strategy objectives.

Other topics covered are project success cases, transport project completion reports (e.g., Nepal Second Highway Project - P010112, Yugoslavia Fifth Railway Project -P009180), project implementation reviews and performance audit reports (PPARs), involuntary resettlement in Bank-financed transportation projects,structural adjustment lending (SAL) operational features paper, comments on Operations Evaluation Department (OED) annual review of PPAR transportation chapter and lessons learned from PPAR review, and other matters. Four volumes of problem project reviews are mostly copies of memoranda between regional vice presidents (RVPs) and senior vice president (SVP), Operations (SVP), or regional unit staff with copy to the transport sector unit director. These volumes pertain to railway projects, inland waterways,and various other sector projects.

There are also correspondence, reports, publications, and other records that relate to the Bank's liaison with external organizations in the transport sector, primarily through Senior Adviser Vincent Hogg. Organizations include the International Maritime Organization, International Road Federation, International Road Transport Union, national research institutions and others. Records pertain to conferences or annual meetings about transport policies, research about transportation systems, and other collaborative activities.

Records in the series also relate to the sector's business plans, work programs, and budgets, and transport sector units' comments and responses to several Bank-wide initiatives including organization manual statement on Bank financing of recurrent costs, SAL, and SAL procedures. Some files contain widely distributed information about Bank sector departments' initiatives and collaboration with other sectors and Bank departments such as environment and Economic Development Institute (EDI). In terms of environment, the records concern drafting environmental guidelines for port and harbor projects, training course, environmental procedures in Bank operations, and comments on key environment papers.

Series consists of records relating to seminars, conferences, training, and workshop events organized or attended by staff of the Transportation Department (TRP) and Infrastructure and Urban Development Department Transport Development Division (INUTD). Records relate to various transportation-related topics and event planning records. Records concern the attendance and participation of transportation sector staff in external and internal conferences, seminars, symposiums, training courses, and lectures. Many records relate to the activities of Senior Highway Engineer William D. O. Paterson, Ports and Aviation Adviser John R. Lethbridge and Principal Transport Economist Clell G. Harral. Record types include course materials, draft and final conference papers prepared by Bank staff, agenda, lists of events, list of participants and attendance lists, internal memoranda including back-to-office reports, letters from external organizations, speeches, handwritten notes, summary evaluations, and external reports,brochures, and other printed material.

Topics covered in the records include harbors and port technology, port maintenance in developing countries, global shipping, Port of Rouen training course, liner shipping policy developments, inland water and coastal and barge transportation review, England and France Channel Tunnel (informally, Chunnel) project, Port of Baltimore dredging works, American public works and infrastructure, International Road Federation (IRF) African Highway Conferences, rural roads, urban transport, highways and road pavement design, pavement performance and maintenance, Strategic Highway Research Program, and air and rail transport.

Two files that relate to planning Bank transport staff training and Bank staff grading contain mostly internal memoranda and discuss internal and external sector staff training needs including regional participation, opportunities, and preparation.

Topics covered in this series include reorganization of the World Bank, procurement review, communications, loan documentation, World Bank Group (Bank Group) studies, the succession of Bank Group presidents, and improving efficiency in the Bank Group.

This series contains various textual records: correspondence (e.g., with Robert S. McNamara, J. Henry Smith, Warren C. Baum, etc.); personnel files (pertaining to Sommers's personal information data, employment history, reappointments, semi-annual summaryof work activities, etc.); copies of transcripts (i.e., Sommers's two oral history interviews in 1961 and 1985 and a conversation between Sommers, John J. McCloy, and Richard Demuth in 1984); speeches (e.g., "Legal Aspects of the International Bank's Structure and Juridical Personality," February 20, 1950; and "Legal Problems Arising in the Bank?s Loan Operations", February 24, 1950;) articles given by and/or written by Sommers (e.g., a description of the World Bank and its operations, presented in Mexico City in February 1950; an address entitled "Early Days of the Bank given to Bank staff in 1960"; and a 1984 article for the Bank/IMF periodical, Finance and Development, to commemorate the fortieth anniversary of the Bretton Woods Conference); publications (e.g., a photocopy of Sommers's "The World in Ferment", July-August 1967); newspaper clippings; copies of International Bank Notes; and many more.

This series also contains photographs documenting: World Bank's B building remodeling in the late 1950s,a British-Egyptian negotiation in 1959 (possibly the Suez Canal negotiations; individuals include Sommers, Eugene Black, and an unidentified Egyptian negotiator), the World Bank's twentieth-anniversary luncheon in 1966 (individuals include John J. McCloy, George D. Woods, Eugene Black, Martin Rosen, etc.), and the Pension Finance Committee in 1985 and 1987 (e.g., John Lowe, John Hagler, etc.).

Series consists of chronological files created by Johannes Linn while serving in the Urban and Regional Economics Division of the Economics Department (ECDRB) and its successor the Development Economics Department (DEDRB) of the Development Policy Vice Presidency (DPS). Correspondence and memoranda contained in the chronological files generally relate to his work on urban development policy. Chronological files include those labeled "Chronological File - Official Correspondence" and labeled "Chronological File".

The "Official Correspondence" folders date from 1973 to 1981 and exclusively contain correspondence between Linn and individuals external to the World Bank. Most of the correspondence deals with the sharing of information (i.e. papers and reports), conference participation, and speech requests and logistical planning for conferences. A small number of papers and reports are included as attachments to correspondence. Correspondence is between Linn and academics, journalists, government officials, multilateral institutions, and other institutions and associations.

Other chronological files in this series primarily contain correspondence and memoranda between Linn and World Bank staff. Correspondence between Linn and external, non-Bank staff is more personal and substantive in nature than that found in the Official Correspondence files. Topics in these records include: project proposals; seminar and conference participation; research projects; work programs; economic analysis of Bank projects; and country and city studies.

This series contains records from the Urban Unit of the Finance, Economics and Urban Department (FEUUR) and its predecessors, relating to economic and sector work, as well as projects managed by regional vice presidencies. Record formats include, but are not limited to, internal research working papers, discussion papers, general operational reviews and annual urban sector portfolio review reports, manuals and handbooks, copies of articles, Terms of Reference, agenda and list of participants, briefing notes and correspondence for senior management signature, presentation slide hard copies, publication lists.

The topics covered in these records are both general and country-specific and include urban and housing policy, public investment and expenditures, monitoring and evaluating urban development programs, land use, urban property taxation, rent control, shelter and housing, infrastructure services, financing urban services, industrial location policies, urban development and the environment, urban transportation, and local government.

Records were primarily maintained by Knowledge Management Analyst Laura Lewis de Brular as well as Principal Urban Planner George Gattoni and, to a lesser extent, Sector Manager Abha Joshi-Ghani. The records originally identified as "project files" contain a combination of project support, sectoral studies, and conferences and other knowledge and learning event records. Records relate to the sector staff participation and attendance at various international conferences, seminars, workshops, and similar events. The records also reflect the units' role in planning and organizing certain events. The series contains audio and video recordings of the Urban Forum proceedings (2006), Urban Research Symposium (2003), Urban Development and Poverty Reduction (2002), and the jointly organized Infrastructure Forum on Municipal Finance (2001). Textual records accompany most of the recordings.

Other activities include the United Nations Conference on Human Settlements (Habitat II), municipal development sector review, annual sector portfolio review, quality assurance, urban policy paper, external website, and performance indicators for the urban sector.

The series contains numerous working papers of the Urban Management Programme (UMP), the joint United Nations Development Programme (UNDP)/UN-Habitat/World Bank global technical assistance program that develops and disseminates policies and tools. Series also consists of reports authored by urban sector staff, consultants, other Bankstaff, or external authors created between 1992 and 2001. Reports were prepared for internal dissemination, presentations at conferences or seminars, or issued as publications.

The series also contains correspondence between the urban units' director, task manager, Controller's Vice Presidency, and donors regarding trust fund proposals, agreements, amendments, and use of consultants. Projects reflected include Strategic Municipal Solid Waste Planning, Bosnia and Herzegovina Emergency Public Works and Employment Project, and Prague Forum 2000 Foundation Cities of Change Initiative.

This series consists of eight appointment books for President Clausen, containing the dates and times of appointments and the names of the individuals or organizations with whom he met.

Hollis Chenery served as the Economic Adviser to the President from 1970 until 1972. Reporting directly to the President, he commented on virtually all the significant economic issues that confronted the Bank. The series consists of one file of Chenery's memoranda and correspondence and two files on the Development Research Center of the World Bank.

The correspondence file includes a memorandum by Chenery on research prospects in Latin America in April 1972; a proposal to the Bank on generation of employment in Mexico and a draft study with comments on planning in Mexico; and a draft study on Ethiopia. The correspondence ends in May 1972; an invitation dating from 1973 is also included.

The two files on the Development Research Center primarily drafts of economic studies. The study topics include evaluations of various economic models, Mexican agriculture, and substitution of labor for equipment in road construction.

The Memoranda for the record series contains a set of minutes of McNamara's meetings with Bank staff, US representatives, and other visitors from outside the Bank. The memoranda generally were prepared by the Personal Assistant to McNamara, but there are also some memoranda of conversations drafted by McNamara and reports prepared by members of other departments in the Bank; some of the minutes are copies of minutes of the President's Council or the Policy Review Committee meetings. Background material, including notes and figures in McNamara's handwriting, sometimes accompanies the memoranda.

Meetings with Bank staff involve Vice-Presidents and Senior Vice-Presidents, the General Counsel and his Associate, the Secretary, Advisors and Special Assistants, Department Directors and the Executive Secretary of the Development Committee. Memoranda of meetings with the Staff Association are also included. Topics discussed with staff include the Bank's lending programs and budget, financial operations, organization and procedures, work programs and special studies. Among the latter are papers on capital markets; lending rate; financial policy; preference in procurement; agricultural research; commodities; the mining, urbanization and health sectors; agricultural credit; urban, nuclear power and aviation policies; river blindness; nutrition; population; employment; land reform; IDA policies and world development issues. The meetings also included discussions of McNamara's annual speech to the Governors and other speeches and statements, the preparation of Board meetings and other meetings, questions submitted by journalists, McNamara's trips to East and West Africa, and particular issues such as the increase of IBRD capital, the Development Committee, and the establishment of the Third Window.

Personalities meeting with McNamara from outside the Bank are U.S. Treasury Secretaries and other government officials, U.S. Congressmen, heads of international organizations, bankers, businessmen, economists, health specialists and journalists. These conversations concern the IDA and bond issues, marketing legislation, specific lending issues, and development cooperation.

This series consists of four photograph albums of President and Mrs. McNamara's visits to Niger (March 5-6, 1972), Bolivia (March 7-9, 1976), Bangladesh (November 3-6, 1976), and Sri Lanka (November 20, 1978). The photographs arein black and white.

The personal chronological file contains material drafted by McNamara or his secretaries between 1968 and 1972. It includes outgoing correspondence, short memoranda to the senior staff and memoranda recording conversations, notes on special issues and notes to himself.

The correspondence consists of acceptances or declinations to speak, comment, serve on committees, join boards, lunch and dine; thank-you notes; congratulations and condolences; recommendations; the President's requests for meetings or support; letters on Bank activities and letters on private matters. Addressees include heads of States and government officials, U.S. Senators and Congressmen, bankers, scholars, publishers, journalists, art dealers and old friends. There are letters and cables to Hubert Humphrey, Edward Kennedy, David Rockefeller, John Kenneth Galbraith, Arthur Schlesinger, Pierre Salinger, Henry Kissinger, Walt W. Rostow, Edward Heath, Lord Mountbatten, and Harlan Cleveland.

The memoranda to the staff are short notes to the Vice-Presidents, the Economic Advisor, the General Counsel, and the Directors of the Development Services, External Affairs and Administration offices on particular issues of concern to their sector or department. Memoranda of conversations record discussions with members of the Board, Bank staff and government officials, including Henry Fowler, John Connally, Dean Rusk, Walt W. Rostow, Daniel Ellsberg and Maurice Strong.

Interfiled with outgoing letters and memoranda are lists of projects President McNamara drafted for himself in May 1968, April and August 1969, January 1971 and December 1972. There also are points for meetings and for the press, outlines of the Bank President's annual speech and notes and figures on the Bank's capital increase, the IDA policies and third replenishment, the budget, the Bank's organization, staff compensation, population growth, the gap between poor and rich nations and nuclear force issues.

This series consists of ten files containing papers that Alexander Nowicki compiled primarily while he was a senior economist in the Projects Department of the South Asia Regional Office and later as Director of the OED's Policy-Based Lending, Industry, Public Utilities and Urban Sectors Division (OEDD2). Included are Nowicki's own October 19, 1967 paper, Academic and Private Research on Economic Problems of Developing Countries - Survey of Work and Thinking in France, and a copy of a lecture, General Issues and Actual Problems of Central Planning, that he delivered at a September 1986 seminar organized by the Brazilian Ministry of Planning. Other documents include copies of papers presented at the 1985 Manila Conference on Privatization Policies, Methods, and Procedures; two papers on industrial restructuring and on competition policies for industrializing countries that were prepared for discussion at Bank Board seminars in 1989; a December 1981 Bank compilation of basic data on population; copies of a March 1983 country program paper for Pakistan and a draft January 20, 1984 report regarding recent economic development in Pakistan; and a copy of a Handbook on Balance of Payments that was presented at the World Bank Seminar on Debt and Developing Countries, April 18-20, 1984.

This series contains some significant material on the increase of IBRD capital, the IDA VIth replenishment and the Brandt Commission. Most of the other files concern issues that President McNamara was dealing with at the end of his tenure: FY82 budget, maintenance of value, the PLO observers issue, China's membership, the establishment of an energy affiliate, and the briefing of A.W. Clausen. They often consist of background material, sometimes annotated by McNamara.

Among the materials concerning the IBRD capital increase, a file on the President's paper to the Board, Future role of the World Bank and its associated capital requirements (31 January 1977), includes McNamara's handwritten notes and drafts of memoranda on the informal meetings held with the Executive Directors to discuss the paper, minutes of the informal meetings, Programme and Budgeting J. Wood's IBRD Capital Increase Proposal and other internal memoranda, with annotations by McNamara. There are also minutes of McNamara's discussions with Kuhn Loeb partners and the U.S. Treasury.

The file regarding IDA VIth replenishment contains Senior Vice-President J.B. Knapp's memoranda on country participation, Special Advisor S. El Fishawy's memoranda on the United Arab Emirates contribution, and material on U.S. congressional approval of the IDA VIth authorization bill. The latter includes briefings for McNamara's meetings with Senators and Congressmen, the minutes of McNamara's discussions with U.S. officials Donald Regan, Meyer Rashish and Alexander Haig, and U.S. Executive Director Colbert King's memorandum on President Ronald Reagan's decision to request congressional authorization on full participation (February 1981). The file contains numerous notes, figures and annotations by McNamara.

The Brandt Commission file concerns the creation of the Independent Commission on International Development Issues. It contains McNamara's correspondence with Chairman Willy Brandt and Treasurer Jan P. Pronk, Secretary of the International Development Center David Hopper, Director of the Aspen Institute Harlan Cleveland, and Commissioners Edward Heath and Katharine Graham on the announcement, organization, work, and final report of the Commission. The file contains also two sets of McNamara's handwritten notes of and for conversations with Brandt, Hopper, Cleveland, Executive Directors, and Vice-President of External Affairs William Clark; and his drafts, or annotations of drafts, of the terms of reference, announcement and final report of the Commission. The rest of the file contains Clark's reports on his early 1977 conversations in Europe, McNamara's meetings with Brandt, and the progress of the launching of the Commission, as well as other internal memoranda on McNamara's proposal, the reactions of the Less Developed Countries (LDC) Executive Directors and members of the Group of 77, and the Bank's response to the recommendations of the Commission. Two photographs of Willy Brandt, Katharine Graham, and Shridath Ramphal, Secretary General of the Commonwealth, at the presentation to McNamara on 13 February 1980 of a copy of North-South: A Program for Survival are included.

This series primarily contains briefing memoranda prepared by staff in the Policy Analysis and Review Division (SPRPA) of the Strategic Planning and Review Department. SPRPA was the predecessor to the Review and Analysis Division (PRDRA). The memoranda, which analyze documents to be discussed at an Operations Committee (OC) meeting and propose a position to be taken by the Chief Economist (DECVP), were forwarded to the Chief Economist and, in some cases, also to the Vice President for Sector Policy and Research (PREVP). Most of the items discussed in the briefings are Country Strategy Papers and adjustment loan/credit documents. Included in the series are several agenda for OC meetings and some post-Operations Committee meeting memoranda summarizing the discussion at an OC meeting.

This series contains memoranda prepared by staff in the Review and Analysis Division (PRDRA) of the Policy and Review Department and its predecessor, the Policy Analysis and Review Division (SPRPA) of the Strategic Planning and Review Department. The memoranda summarize discussions in meetings of the Operations Committee (OC) that were of interest to the Policy, Research and External Affairs (PRE) staff. The memoranda were written to the files and copies were sent to the Chief Economist and to the headsof other Policy, Research and External Affairs units. Most of the memoranda are post-meeting memos that summarize the OC's discussion on a particular topic, but scattered throughout the series are several pre-meeting briefing memoranda that analyze the document that is to be the topic of discussion at the next OC meeting. One such pre-meeting memorandum, dated April 11, 1990, was sent to Ajay Chhibber in preparation for his briefing for the Chief Economist.

This series primarily contains copies of the public speeches of D.C. Rao who became IEC's Director on May 1, 1990. The series also includes Rao's copies of two speeches President Conable gave in Mexico City on January 24, 1990 and in Warsaw, Poland on February 23, 1990; Rao's handwritten notes and copies of agenda from various meetings at which he spoke; background data provided Rao to help him prepare a briefing; and rough notes, outlines, talking points,and computer-generated slides for speeches he delivered.

This series contains incoming and outgoing correspondence, reports, draft articles and papers, and other records maintained by the Directors of the International Economics Department. Most of the correspondence is with staff in the IEC divisions and with the Vice President and Chief Economist (DECVP). The files concern: external access to the IEC's Bank Economic and Social Database System (BESD); data management issues in IEC; the distribution and marketing plans for IEC products (filed under Dissemination Task Force Electronic Data including CD-Rom Project and External Dissemination of IEC Products); the Socio-Economic Data Division's (IECSE's) participation in the International Comparison Project (ICP); intra-IEC discussions on the rebasing of national accounts and on statistical capability building; the methodology for preparing trade data tables; and the 1990 and 1991 work program and budget of the Debt and International Finance Division (IECDI).

Specific documents include: IEC correspondence on drafting its September 1991 report on The Management of Commodity Price Risk and the Bank's Role; copies of computer-generated slides from the January 27, 1992 IEC Seminar on Information Management Opportunities; copies of background papers and IEC staff comments on papers prepared for Long-Term Prospects Paper, 1990; status reports and correspondence regarding the development of the Revised Minimum Standard Model - Extended (RMSM - X) in IECSE; a February 1993 draft research agenda for IECSE (filed under Unified Survey'); and IEC correspondence and comments on the World Development Indicators (WDI) production process.

The Development Policy Group compiled these files while assisting the Vice President and Chief Economist (DECVP) in developing DEC's position on proposals discussed at Loan Committee meetings. Most of the files consist primarily of agenda and minutes of Loan Committee (LC) meetings at which adjustment loans and credits were reviewed, but the files for 1993 and 1994 also include agenda and minutes of the President's review meetings to discuss Country Strategy Papers (CSPs) and Country Strategy Notes (CSNs) and memoranda from DEC staff or from the Vice President and Chief Economist (DECVP) commenting on a CSP/CSN. The files for all years include memoranda from the Chief Economist to the chair of the Loan Committee stating DEC's position on a document to be discussed by the Committee; memoranda from Regional staff to the LC chair; intra-DEC memoranda regarding DEC's position on a proposed loan or credit, and minutes of Regional Loan Committee meetings.

This series was compiled successively by staff in units responsible for maintaining and reviewing adjustment operations: the Country Policy Department (Assistant Director Sidney Chernick and Vinod Dubey who served as Senior Adviser and later Director of CPD), the Economic Advisory Staff (Directors Vinod Dubey and Enzo Grilli), and the Development Policy Group (Enzo Grilli, Anandarup Ray, Satish Mannon). The records are divided roughly into three parts. The first part relates to the early development of the Structural Adjustment Loan (SAL) program, 1979 - 1984, and includes copies of SAL papers and reports presented to the Board and summaries of discussions from Executive Directors' meetings in which the reports and papers were discussed.

The second part is dated 1982 - 1994 and consists of the working files created in CPD, EAS, and DPG relating to adjustment lending. The files include status reports and progress reports on adjustment lending; correspondence relating to the development of guidelines for the processing of adjustment loans; evaluations of the adjustment lending program from the Operations Evaluation Department (OED); correspondence concerning implementation and assessment of adjustment lending; and comments on the various reports, papers, and evaluations of adjustment lending.

The files in part three contain publications relating to adjustment lending and adjustment lending studies and reports that were forwarded to the Executive Directors, 1980-1992. Included in the files are summaries of discussions from Executive Directors' meetings.

This series contains writings, primarily on Indonesian topics, that were given to Gloria Davis by their authors. Both published and unpublished items are included. Some are papers that were presented at conferences; others are student papers, theses, and dissertations; many are reprints from journals. A few have annotations. The series concludes with the papers from the International Seminar on Settlement Concept as an Integrated Part of Regional and Rural Development, August 23-28, 1987, which Davis maintained as a set.

The series consists of seven parts. The first part contains correspondence and other records dated May to December 1995 and relating to plans for the issuance of Global Economic Prospects 1996 (GEP'96). Included are intra-IEC memoranda concerning overall plans for GEP '96; various drafts of the initiating brief for GEP '96; production schedules; copies of draft chapters with comments from IEC staff; and copies of DEC Notes regarding GEP '96.

The second part consists of memoranda and other records dated March 1994 to March 1995 and relating to the Organization for Economic Cooperation and Development (OECD) and the Development Assistance Committee (DAC). Filed under "OECD" are: Ahmed's correspondence with OECD staff and with Bank staff regarding OECD and DAC matters, March 1994 -March 1995; and memoranda, letters, schedules dated October 21, 1994 to November 15, 1994 regarding Ahmed's attendance at meetings of the OECD Economic Policy Committee, November 8 -10, 1994

The third part consists of agenda and minutes of meetings of the Departmental Management Team (DMT) which included the Director of IEC, the IEC Division Chiefs and other key staff. The records cover the period April 1990 to June 1997 and include minutes and agenda for the periods when D.C. Rao was Director from 1990 to 1993 and when Masood Ahmed was Director from 1993 to 1997. The files also include some background papers that were discussed at meetings and memoranda regarding follow-up actions from DMT meetings.

The fourth part includes agendas and minutes of meetings, memoranda, and correspondence related to administrative actions and planning initiatives by the DEC Vice President's Office from 1994 to 1997. This includes records related to: budget; reporting of department activities; and DEC-wide initiatives. Other records relate to the DEC Communication Strategy from 1995 to 1996, which sought to develop a cross-department communication policy and strengthen its partnership with the Bank's Office of External Affairs (EXT). These records consist of: correspondence between the DEC Vice President, DEC senior managers, other department staff, and EXT; approach paper drafts; agendas; minutes of meetings; and memoranda. Additional communications between the DEC VP, DEC department managers and staff, and EXT are included for the years 1994 to 1996 on a variety of topics.

The fifth part includes records related to a Bank-wide initiative to create an Information Services (IS) and Information Technology (IT) Task Force from 1995 to 1997 to help upgrade and centralize the Bank's IT Systems. Records consist of: correspondence sent to DMT, IEC Division staff, and DEC senior officials; reports, surveys, and audits of Bank IT systems and architecture; and agenda, minutes, and printed presentation slides related to Bank-wide IT development and management. The initiative proposed an Information Management Group (IMG), and sought representatives from units and departments across the Bank, including DEC and IEC.

The sixth part consists of records related to ongoing IEC collaboration with other national, multi-lateral, and external agencies through: attendance at seminars and meetings; exchange and sharing of research, data, and analysis through data systems, publications, and presentations; and policy advisement for international finance, debt, and trade issues. The records include agenda, meeting minutes, memoranda, correspondence, and reports from October 1995 to October 1996 related to the ongoing interaction between Ahmed of the IEC and the United Nations Conference on Trade and Development (UNCTAD). Most records relate to Ahmed's participation in UNCTAD meetings, and exchanging of global trade statistics through UNCTAD produced reports and IEC publications such as Global Economic Prospects (GEP). Other records in this part include agenda, memoranda, and correspondence related to the Bank-funded initiative International Comparisons Program (ICP) dated 1993 to 1997, which partnered with other national, bi-lateral, and multi-lateral institutions to conduct a massive survey of purchasing power parities (PPPs) among countries. IEC played a significant role in providing technical resources to conduct surveys and research, and led data processing and analysis activities. Records of meetings and seminars related to multilateral debt on severely and heavily indebted countries attended by Bank senior officials, or representatives from DEC or IEC are also included. These records consist of agenda, memoranda, meeting minutes, correspondence, briefings for senior officials, and external reports and papers for a variety of meetings, including: the OXFAM international meetings and seminars, 1995; the G-7 Summit-Halifax, 1995; and the G-7 Summit-Lyon, 1996. The bulk of correspondence in these records is internal communications between IEC, DEC, and the Office of the President (EXC) regarding: the content of the meeting and seminars; responses to papers, reports, and speeches related to multilateral debt; and the Bank's potential actions for multilateral debt. Lastly, records from the G-24 Group dated 1995 to 1996 contain external joint G-24 and IMF papers and reports related to various topics on international finance, debt, and trade issues.

The seventh part filed under "Miscellaneous" are memoranda and other records dated 1994 to 1995 concerning: 1) the Annual Bank Conference on Development Economics (ABCDE), May 1 -2, 1995, including memoranda regarding the drafting of the keynote speech; 2) Back-to-Office Reports and other records from DEC staff who attended the UN Symposium on Trade Efficiency that met in Columbus, Ohio, October 17 -21, 1994; and 3) a memorandum concerning guidelines for the Working Paper Series, December 5, 1994.

The series consists of documents sent electronically within PRD, to other parts of DEC, and to other Bank organizations. They include peer review comments and comments on other papers, sector reports, Country Assistance Strategy (CAS) documents, research design proposals, concept papers, and draft Final Executive Project Summaries (FEPS) sent to PRD divisions for review. These and other documents in the series reflect PRD divisions' involvement in research into aid effectiveness, poverty (including theold age security study and HIV/AIDS and STDs prevention and management), and the environment. Copies of Terms of Reference and Back-to-Office Reports for missions undertaken during this period and documents relating to establishment of a Research Advisory Group are part of the series. Also included are copies of reports from Bank Board meetings and DEC Senior Managers Meetings which were usually circulated to the divisions by the Department head or the Division Chiefs.

The documents dated August 1991 - January 1992 were created in the Policy and Review Department, which also had the acronym PRD and was abolished November 30, 1991. The few post-dated documents concern matters pertaining to the termination of that department. This reading file also includes copies of documents sent (4 January 1993 - 23 February 1993) by CECFP [Financial Policy and Systems], CECTM [Transition and Macro-Adjustment], and CECTP [Trade Policy] Division] staff short periods before and after 1 February 1993 when the Country Economics Department (CEC) was renamed the Policy Research Department (PRD). Three small subject files pertaining to a poverty handbook and budget matters are part of the series.

The series includes records maintained by the Country Policy Department (CPD) and its subordinate divisions and units from 1981 to 1986. The records include correspondence and memoranda maintained by the CPD Directors, divisionalstaff, and unit staff. The records also include discussion papers, policy papers, and reports produced by the CPD divisions and units with comments for review.

The series consists of documents sent electronically within the Front Office, to other parts of DEC, and to other Bank organizations by economic and statistical advisors and other staff. A few of the documents were sent by Mark Baird, DECVP [Director, Development Policy]. Included are comments on Country Assistance Strategy (CAS) papers, Initiating Memoranda (IMs) for loans and credits, Initial Executive Project Summaries (IEPS), the Unified Survey, and other papers received for review. Paris Club meetings are the subject of some of the documents.

This series consists of the administrative records of each session of the Development Committee. Included are agendas, lists of speakers, attendance, travel and seating arrangements, drafts of statements, records of discussions, and internal and external correspondence relating to the meeting. As an example, the file on the 38th meeting (May 1990) includes the agenda, press communique, seating chart, remarks for plenary, afternoon, and closing sessions, luncheon arrangements, press conference attendance, information for participants, statements, background materials, administrative matters, and the record of discussions.

Letters and memoranda sent by the Chairman in furtherance of the operations of the Development Committee.

Series consists of records relating to the Task Force on Cost Sharing and Local Cost Financing created and received by task force Chairman Randy Harris of the Central Operations Department (COD). Records include what was likely reference material for: the initial response to the Board regarding the determination of the levels of local cost financing and cost sharing for individual projects; and for the work of the actual Task Force on Cost Sharing and Local Cost Financing. These records primarily date fromthe mid- to late 1980s, but also include a November 29, 1968 memorandum by the Bank's general counsel in response to a policy paper on "Foreign exchange loans for local expenditures." Reference material dating from the 1980s primarily takes the form of memoranda discussing specific cases of cost sharing in Bank projects. A review of Bank practices and policies relating to cost sharing, dated March 14, 1986 and distributed by Operational Policy Vice President S. Shahid Husain, is also included.

The seriesincludes records relating to the Bank's initial response to questions on cost sharing from the Executive Directors. These records primarily include memoranda and correspondence discussing the review of the drafted response but also include lists showing then current country cost sharing limits. A transcription of the portion of the June 13, 1989, Board meeting where questions about cost sharing in Bank projects were initially raised is included and what appears to be the final text of the response coordinated by COD Director Ducksoo Lee and shared with Secretary's Vice President and Secretary Timothy T. Thahane for distribution to the Executive Directors on October 2, 1989.

Records relating to the establishment of the Task Force begin in late October 1989 and consist almost exclusively of memoranda. Memoranda includes attachments in the form of reference material, Task Force report drafts and draft reviews, and responses by Task Force members to a request for thoughts on the subject of project cost sharing.Minutes of Task Force meetings are also included.

An early draft (February 14, 1990) distributed to Task Force members and to Senior Vice President of Operations (OPNSV) Moeen Qureshi is included. Responses to a subsequent draft circulated to Task Force members on April 27, 1990 is also included, although the draft itself is not. Two copies of the final report submitted to Qureshi on May 31, 1990 are also included, with a cover letter authored by Mr. Lee.

Records dating from after the submission of thereport to Qureshi relate to implementation of the report's suggestions and to the drafting of OD 6.30 Local Cost Financing and Cost Sharing.

This series consists of notebooks that Davis kept or obtained during surveys of villages in Indonesia involved in transmigration. The first five notebooks relate to villages that she studied for her Ph.D. dissertation, of which the first four are Davis' notes and the fifth is a report written to her.

The next four notebooks are numbered, and the last is annotated very rapid general survey please hold and return. The second notebook is dated 12-3-78, giving the date for the survey. Each reports survey data from the villages of Pulung Kencana, Candra Kencana, Penumangan, Panaragan Jaya, Tara Karya, Bangun Sari, Sidomukti, Purbasakri, Makari, Marga Mulyo, Daya Sakri and Daya Murni. The names of the persons interviewed are not included. The data are date of arrival, originally from, type of migration, how many people were at home and how many migrated, what property is owned here and what property in Java, what type of house, occupation in Java, money brought from Java when migrating, number of times returned to Java, number of people who followed you here, and questions about the land given and purchased, crops grown and productivity of farm, fertilizer use, off-farm work, income here and in Java, expectations as against reality, and biggest difficulty.

The third set of notebooks are numbered 1-5 and labeled Unit Desa I (3 volumes) and Unit Desa II (2 volumes). They contain the same type of data as the second set of notebooks. These villages were organized by blok; in village I the bloks had letters for identification (for example, Blok E) while in the second village the bloks carried both a letter and the numeral II (Blok C II). In these surveys the name of the family surveyed is included.

Finally, 1 notebook marked Way Abung Apr. May 1978 Baturaja Mar 78? and 1 notebook marked Sitiung contain lists of variables and codes to be used in analyzing data.

Gloria Davis was a member of the June 1984 World Bank economic survey mission to Fiji, and this series is the set of subject files she compiled before and during the mission. The files contain correspondence, notes she took while in Fiji and while doing research, drafts, schedules, and information obtained from other Bank missions and from governments with projects in Fiji. At the end of the subject files is the draft report she wrote following the mission, Fiji: Equity Issues and Rural Development. Also included are two files of background information.

Although this series is small, Davis assembled a quantity of grey literature on Fiji that makes it a useful supplement to research on Fiji in the 1970s and early 1980s.

Series consists of chronological correspondence files of CGIAR Chairman Ismail Serageldin. Records provide evidence of fund-raising, communications, and public relations activities as well as activities related to CGIAR organizational and committee management. The majority of the records in this series are copies of the Chairman's outgoing mail. Letters are addressed to CGIAR member and potential member representatives (primarily ambassadors and agriculture ministers), CGIAR committees, International Agricultural Research Centers (IARC), and other agricultural research institutes and universities. Topics of correspondence include CGIAR membership, fund-raising and donations, meetings, CGIAR projects and initiatives, committee nominations and appointments, the Chairman's travel and visitation, conference attendance, speaking engagements, and IARC research, funding, and management.

The annual meeting of the CGIAR sponsors and centers is routinely videotaped. Normally these tapes are destroyed once the verbatim transcript of the meeting is produced. For especially significant meetings, however, the videotapes are preserved; the two meetings that fall into this category are the Ministerial level meeting on CGIAR reform and renewal held in Lucerne, Switzerland, in February 1995, and the twenty-fifth anniversary meeting held in 1996. The twenty-fifth anniversary program was taped in full, including sessions, panel discussions, a parallel session on genetics resources conservation, exhibitions, and the concluding press conference.

On the occasion of its twenty-fifth anniversary, CGIAR taped a number of interviews with individuals important in its history, both persons who worked at CGIAR and international agricultural scientists. It also produced videos titled CGIAR: The first 25 years and Serving the world through science: An introduction to the CGIAR. In the process it shot and acquired both stock footage of its operations, particularly in Ethiopia, and finished productions on topics ranging from rice to farming in Rwanda.

A few other videotaped interviews, speeches, and press conferences have been retained, including interviews with Nobel Prize winner Norman Borlaug, several speeches by CGIAR chairman Ismail Serageldin, and footage of the mid-term meeting in New Delhi in 1994.

This series consists of the alphabetical subject files, A C, of the Economics and Policy Division. The records include memoranda, letters, reports, policy papers, numbered research proposals, and speeches, but primarily consist of drafts (some annotated) of papers and book chapters. A range of agricultural development issues are covered, such as credit and rural finance, price policies, technological innovation, and trade. The records include discussions of the Division's methods and techniques of analysis, the quality of its work and ways to improve it, and the relationship of the Division's work to the country-based work carried out in the Bank's regional offices. A few files deal with computers and their use by the Division for economic modeling and organizing economic reference data, and a few others are on conferences that members of the Division attended.

Eleven files are coded with a Research Project Output (RPO) code number, which was assigned to projects throughout the Bank by the Development Economics department. However, another four such RPO coded files, listed on the original transfer to the archives, are not among these records and probably were returned to the Agriculture and Rural Development Sector after the initial transfer of the records to the archives in 1989. One research project, RPO 671 42, on agricultural prices and subsidies, is a broad study of many countries and their pricing policies, while others are on the pricing policy of a single country (Turkey in RPO 672 78, for example) or a single topic (agriculture technology and innovation in RPO 671 44).

The correspondence is mostly that of Graham Donaldson, who was chief of the division between 1977 and 1984, but a few correspondence files postdate his tenure. Also included is a set of files on agriculture and credit that seem to be those of J. D. Von Pischke, and a file labeled Agricultural development. Reports is for the most part the speeches of Montague Yudelman.

The principal value of these records for research is the view that the records provide of the process of research and policy paper development within the Division. Some material on particular countries is found in the records, including India, the Philippines, Somalia, Sri Lanka, Yugoslavia, Senegal, Mexico, and Indonesia, much of which has probably subsequently been published. A report on the World Food Program contractual study of agricultural development in Korea is in the file Agricultural development. Reports.

The series has two parts: records of the annual water seminars 1985 - 1994 and records of the water study tours 1976, 1987, 1991, and 1993. The records are the files of Herve L. Plusquellec, the irrigation engineering adviser in the Agriculture and Rural Development Department who was the organizer of the conferences.

In January 1985 the Agriculture and Rural Development Department started an annual seminar on irrigation and drainage. At that time irrigation was the largest component in the Bank's investment portfolio, and the Department believed it was the Bank's most stable and successful program in agriculture. The seminar was for Bank staff, and both Bank staff and external experts spoke. Only the Department director's speech to the seminar and the background papers exist from the first seminar. Thereafter the files include agendas, participant lists, a few administrative items and handwritten notes, speeches, and background materials. The papers and background readings include both broad topics (for example, A second look at irrigation development in the seventh annual seminar or Tradable water rights and water markets: Issues in the ninth) and case studies on a variety of countries and projects. In 1993 the annual seminar was retitled Water Resources Management Seminar, reflecting the breadth of issues the seminar had come to consider during its nine previous sessions. The last file is on the seminar of December 1994. The file for the sixth annual seminar is missing.

In 1976 the Bank sent a study tour mission of Bank staff to the southwestern and western United States to look at irrigation and agriculture projects and practices. In 1987 the Bank organized an irrigation study tour to Mexico and Arizona. This was followed by irrigation study tours to China in 1991 and to Mexico and Spain in 1993. The records include agendas, administrative correspondence, notes, lists of participants, and final reports of the missions.

Anyone researching water issues, whether irrigation, drainage, water supply, sanitation or water engineering, will find in these records the best contemporary information, both within the Bank and in the larger development community. In addition, researchers interested in the development of the Banks water policy will find these files an important source of information.

This series consists of photographs created by or for departments responsible for the external affairs function in the World Bank. The majority of the photographs included here were managed by Information and Public Affairs Department (IPA) staff responsible for the Photograph Library. Photographs were taken by Bank staff or were received from other sources, including contracted photographers, country representatives, among others. The Photo Library loaned or provided copies of photographs to external organizations, including publishing companies, newspapers, magazines, governments, and academic institutions. Photographs were also used in Bank publications and other promotional displays and projects in the World Bank Group headquarters and field offices.

This series contains an extensive collection of country photographs documenting project sites, and loan and credit signing events. The majority of these photos document International Bank for Reconstruction and Development (IBRD) and International Development Association (IDA) projects from 1946 to 2001, but projects financed by the International Finance Corporation (IFC) between 1962 and 1981 (predominant 1978-1980) are also represented. Country photos may also include images of cities, villages, dwellings, people, streets and markets, transportation, and water supply. Photographs documenting membership signings of the IDA and the International Centre for Settlement of Investment Disputes (ICSID) are also included. The majority of these photographs are 8x10black and white prints mounted on cardboard, often with captions on the reverse. More recent images are 35mm color slides often contained in binders. Some of the IFC project images are black and white negatives.

Photographs of World Bank staff, including Bank Presidents, as well as Executive Directors are included in this series. Photographs are generally portraits but, in the case of senior staff and, especially, Bank presidents, images documenting activities, meetings, trips, and other important events are also included. Photographs are 8x10 black and white prints and are, in most cases, mounted on cardboard, occasionally with captions on the reverse.

Photographs of Bank-owned buildings, including those in Washington DC and, in lesser number, Paris, France, are included. Images are of building exteriors and also include building interiors and the office of President Robert McNamara. Photographs date from 1946 to 1982 and are black and white prints of various size, some of which are mounted on cardboard.

Photographs from the Bretton Woods Conference held at Bretton Woods, New Hampshire in July 1944 are also included. Photographs include images of various national delegations as well as notable attendees. A small number of group photos and photos of country representatives signing International Bank for Reconstruction and Development (IBRD) Articles of Agreement are also included. Note that these photographs were originally taken by press sources and by the Office of War Information of the United States Government. Photographs are black and white prints of various size, some of which are mounted on cardboard with captions on the reverse.

Photographs documenting the Bank's Annual Meetings are also included in this series. These photographs show prominent guests, Bank staff, speakers, and events and are included for every year between 1946 and 1986 with the exception of 1976. Annual Meetings from 1994 to1996 and 1998 are also included. The majority of photographs are black and white prints of various size, some of which are mounted on cardboard with captions on the reverse. Some of the photographs from the 1990s are color prints or slides.

A small amount of textual records relating to the management of the photograph library and procurement of photographs are also included. These records, dating from 1959 to 1968, primarily relate to hiring photographers to travel to Bank member countries and photograph ongoing Bank-funded projects. Many of these contracts are with photographers represented by Black Star Publishing Co., Inc., in New York, New York. Much of the series contains correspondence with Black Star as well as with the photographers themselves discussing contracts, logistics, and related matters.

Textual records in this series also include correspondence between staff in the Bank's Information Department responsible for photograph lending and external correspondents representing publishing companies, academic institutions, international organizations, etc. Correspondence generally concerns requests and logistics related to the loan of photographs from the World Bank photo library. These records date from 1966 to 1968.

The series also contains single copies of the Bank publication "Loans at Work". Included are copies from 1950 through 1967 with the exception of 1951, 1956, and 1966. These publications, which provide country and regional lending information but primarily consist of photographs, were maintained by the Photo Library staff. Some of the publications contain annotations next to photographs indicating where in their library the photograph was stored.

Slides and black and white prints of images used in the 1984 to 1986 World Bank Group Annual Reports are also included in this series. A folder containing prints of diagrams and charts as well as a folder containing notes related to the creation and publication of the reports are are also included.

A small number of Photo Library brochures dating from 1983 and 1984 are also included in this series.

The series consists of records created and collected by the Associate Director (Research), Office of Agriculture, Technical Advisory Bureau, of the US Agency for International Development (USAID). The majority of the records relate to the first five years of the CGIAR. The series contains two types of files: chronological correspondence files and files relating to specific meetings and conferences.

The correspondence files are exclusively related to communication between USAID and the CGIAR Secretariat. Subjects of the correspondence include: International Agricultural Research Centers (IARC) appraisal, IARC financial practices and policy, and deliberations on and accounting of USAID funding. Records include: CGIAR meeting summary of proceedings; reports authored by the CGIAR's Technical Advisory Committee (TAC); CGIAR reports and records distributed to member countries for informational purposes; and materials related to International Centers Week (ICW). A small amount of correspondence sent within USAID departments on the topic of the CGIAR is also included in these files.

The majority of records relating to meeting or conference attendance relate to CGIAR's annual ICW meetings. A number of other USAID-CGIAR meetings are represented as are meetings of the CGIAR North American donors. Further, meetings relating to agricultural research that do not directly involve CGIAR but which are attended by USAID representatives are also present in small number. Records relating to meetings or conferences attended by USAID representatives include meeting agendas, minutes, summary of proceedings, and supporting documents. Also included are meeting and conference summaries authored by USAID attendees as part of their reporting responsibilities. A small number of Action Memoranda composed in response to issues raised and the subsequent need for deliberation are also included.

Series consists of records relating to the Conference on Improving the Effectiveness of Urban Assistance held in Washington on December 2-6, 1985. The Conference was convened by the World Bank to evaluate the previous decade's experience in the area of urban development and to develop plans for the future. Records include general Conference information and planning materials such as agendas, workshop plans, tour preparation, and planning committee correspondence. The series also includes speeches, biographies of speakers, and a published copy of the summary of proceedings. Correspondence relating to presenter, delegate, and donor invitations is also included as are thank-you and feedback letters from attendees.

Records in this series relate to the activities of the Bank's Research Committee and Kuczynski's participation in the Committee in 1972 and 1973. The Committee's responsibilities included: developing an overall research program and setting research priorities; reviewing research proposals and allocating resources to successful proposals, including those undertaken by both Bank staff and external persons; reviewing process of ongoing research programs and budgets; monitoring the work of and liaising with other institutions; and encouraging the dissemination of research output. The Committee consisted of ten to twelve members from the World Bank, including the International Finance Corporation (IFC). Participation on the Committee was for generally a year or twoone or two years.

The majority of the records in this series are materials disseminated in advance of Research Committee meetings. The meetings were held twice annually. Participants at these meetings considered further allocations of funds to existingand new projects and reviewed ongoing research projects. Records in this series relate to the three meetings that occurred while Kuczynski was a member of the committee: June 1972; September 1972; and May/June 1973.

Records were originally disseminated to Committee members as part of "books". These books contained all the materials necessary for the meeting of the Committee, including project reviews, budget materials, and, most voluminous, project proposals. The latter are arranged according to project sector topic. Tables of contents are included. Project proposal materials generally include two parts: the research proposal form and the project description. Other materials, including memoranda between Committee members discussing the proposed project prior to the Committee meeting, may be included. Memoranda, generally authored by Ernest Stern and disseminated to Committee members, is also included; it is not clear if these records were distributed with the meeting book or filed with the book's contents by Kuczynski.

Research proposals by Bank staff for fiscal year 1974 are also included. These do not appear to be part of the normal dissemination of meeting materials. It is not clear if these are to be discussed at a specific meeting or if they are part of a planning exercise. Projects related to only three sectors are included: industry and trade; agriculture and rural development; and urbanization and regional development.

A small amount of related memoranda and reports are filed separately. These include correspondence between group members discussing: research protocols; functions and logistics of the committee; potential and ongoing projects; budget reporting and projections; and recommendations for research. An update on the Committee's work for Office of the President is also included as is a a summary report of then current (1972) research projects.

Series contains records maintained by Leonard B. Rist from the early period of IBRD history primarily when he first served as Director of the Research Department, later Economics Department between 1946 and 1960. Records are varied and include correspondence and speeches that Rist drafted for President Eugene Black during the period 1947-1953 and an information packet prepared for Black's 1952 trip on which Rist and other senior staff accompanied him to Pakistan, India, Ceylon, Thailand, and Australia. Also included is a file of Rist's speeches to the information conferences (1949-1959), two or three-day sessions at the Bank where groups of individuals in the finance profession would be introduced the Bank and its operations (1949-1951), a file on establishing the Research Department in 1946, and files on loan policy, 1946-1967. Records from the 1950s relate to the European Investment Bank and French oil exploration, and UK credit conditions covering 1945-1957. In 1963 and 1964 while he was Special Adviser to the President, Rist chaired the Committee on Loan Charges, and these files include correspondence on the Committee's Memorandum on Loan Charges (1964). Other files (1960-1968) relate to terms of Bank loans, market loans, IBRD reserves and 9% subscriptions, and Bank and IDA financial policy.

The series consists of memoranda, letters, and telexes written or received by Stern during his tenure as Senior Vice President of Finance (FINSV) from 1988 to 1991. Stern assumed his duties in FINSV in May 1987 but there is a gap in his chronological files for the year 1987. Records consist mostly of internal memoranda to the President, the Regional Vice Presidents, other senior managers in the Finance Vice Presidency and President's Council as well as the Board of Directors. A smaller portion of the correspondence is with external banks or institutions and country ministers. Reports and draft papers are occasionally attached to the correspondence in addition to handwritten notes and annotations.

Issues covered in the files relate to: investment guidelines and operations; lending arrangements; monthly financial reports for clearance; market updates; currency management and policies to borrowers; country loan payments; comments on internal and external reports and papers; IDA9 deputies meeting administration and IDA9 negotiations; World Bank-International Monetary Fund collaboration and debt reduction; pension fund management; capital subscriptions; FINSV's work program and budget; and staffing matters. Topics of note are: U.S. Treasury's Brady Plan for international debt reduction and the role of the World Bank; review of the Bank's reimbursable programs; and the establishment of the Global Environment Facility (GEF) in 1991.

Series consists of a variety of records primarily documenting speaking appearances made by Stern during his time at the World Bank Group. The majority of the records consist of full-text speeches given at academic institutions, external conferences, seminars, symposia and at various meetings of country ministers and International Development Association (IDA) replenishment meetings. Other speeches were made by Stern at internal World Bank Group functions such as Board and Executive Directors meetings, presidents' retreats, and senior operations manager retreats. The series also includes press releases, talking points prepared for Stern, copies of articles written by Stern, or publications containing interviews with him. The series also contains a copy of a 1971 speech "Foreign Assistance Agencies and the Problem of Unemployment" given by Stern prior to his World Bank employment when he was at USAID. His farewell speech as Managing Director in 1995 is also included.
