Country Assistance Evaluations

The series consists of Country Assistance Reviews (CARs), Country Assistance Notes (CANs), Country Assistance Evaluations (CAEs), and related records created by the OED. Country Assistance Reviews (CARs) were launched in 1994 when they were endorsed by the Joint Audit Committee (JAC) Subcommittee on OED Reports. OED's first CAR focused on Ghana and was completed late in FY 95. The CARs were, in essence, countrywide impact evaluations that concentrated on the overall impact and development effectiveness of the Bank's whole program of assistance (for both lending and non-lending activities) to a country over a number of years, usually a decade. They evaluated the Bank's overall assistance program to a country in the same way that performance audits evaluated individual projects. CARs processing schedules were eventually timed and designed so as to be useful inputs into the preparatory work for the corresponding Country Assistance Strategy by both Bank staff and government officials and to provide the ExecutiveBoard with an up-to-date, independent evaluation of past results of Bank assistance one to three months in advance of the scheduled CAS consideration.

Country Assistance Notes (CANs) were introduced in 1997 as a way to speed the process of country assistance evaluations. CANs were meant to be mini-CARs and thus were more limited in the scope and/or time frame covered. For example, CARs covered all relevant sectors of a country, whereas the CANs were more selective. The rationale for introducing the CANs was to achieve greater coverage of countries in the short term. After the introduction of CANs, CARs were limited to the largest borrowers, in total or per capita, or to outliers in terms of performance and GDP per capita. CANs were produced for countries undergoing a second evaluation and for which a CAR had previously been produced. The length of both the CARs and CANs changed over time. The first CARs were typically about 100 pages; later CARs were limited to 15 to 30 pages of main report. The CANs were shortened to 5 to 15 pages. As time went by, OED softened the distinction between CARs and CANs and by the late 1990s, the country-wide evaluations were simply referred to as Country Assistance Evaluations (CAEs), but OED did generate mini CAEs that were the equivalent of CANs.

CARs, CANs, and CAEs were based largely on a review of OED and Bank Reports available in Washington: Staff Appraisal Reports; Performance Audit and Implementation Completion Reports; Country Assistance Program/Strategy Papers; Country Briefs; Country Economic Memoranda; sector reports; Country Risk Assessments; management briefs for the Annual Meetings and for high-level field visits; and project and general country files. They also relied on direct interviews with key current and former government officials, other relevant national and/or association representatives, donor representatives, and current and former Bank staff members. CANs did not usually involve an OED mission to the client country and personal contact with other donors, whereas CARs may have involved more than one mission and increasingly included evaluation participants from other donor agencies. CARs, CANs, and CAEs were all prepared in close consultation with the Regional operational staff.

The content of the files for the country assistance evaluations varies somewhat but the more complete files contain: copies of the previous OED and Bank studies and reports for the country; Terms of Reference for the OED staff members and/or consultants assigned to the project team; drafts of the Approach Paper and Study Design Paper; memoranda and correspondence regarding the team's travel plans if a mission to the client country was required; a Back-to-Office Report regarding the mission; intra-OED correspondence regarding the format for the evaluation; various drafts of the evaluation; minutes of One-Stop Review Meetings at which the top OED managers evaluated progress on or reviewed a draft of the evaluation; comments on the drafts from OED and Regional staff, officials in the client country, and representatives from other aid/lending organization; drafts of the DGO's comments to CODE regarding the evaluation; minutes of CODE meetings at which the evaluation was discussed; drafts of the DGO's transmittal memorandum to the Executive Directors and the President; summaries of the Executive Directors' discussion of the report and copies of the chairman's published comments; drafts of the management response to the evaluation; a draft of the OED Fast Track Brief and Precis regarding the evaluation; the final, published (grey cover) evaluation; and letters transmitting the final, published evaluation to officials in the client country. A few files also contain questionnaires completed by stakeholders, paper copies made from computer-assisted presentations, and copies of records used in workshops held for various stakeholders.

All of the country assistance evaluations in this series were generated by the OED's Country Evaluation and Regional Relations Division/Group (OEDCR) and its predecessor, the Country Policy, Industry and Finance Division (OEDD2). The series contains reports and related working files for many countries, including: the Russian Federation, Bulgaria, Lithuania, Paraguay, El Salvador, Brazil, Peru, Haiti, the Dominican Republic, Guatemala, Chile, Guinea, Niger, Eritrea, Zambia, Lesotho, Jordan, Mongolia, India, Zambia, Yemen, Tunisia, Nepal, Pakistan, Costa Rica, Malawi, Kenya, Thailand, Cameroon, Zimbabwe, Uruguay, Croatia, Uganda, Ghana, Cote D'Ivoire, Cambodia, Mozambique, West Bank and Gaza, Papua New Guinea, Philippines, Ecuador, Tanzania, India, Poland, Ecuador, Argentina, Chile, Maldives, Kazakhstan, Indonesia, Morocco, Mexico, Albania, Azerbaijan, Bangladesh, Burkina Faso, Egypt, Jamaica, Sri Lanka, Tgo, Ukraine, Brazil, Armenia, Belarus, Bolivia, Nepal, China, and Turkey. Of special note in this series is the extensive documentation for the CAR for India completed by a team headed by Gianni Zanini and issued in 2001. In addition to the usual documentation generatedfor a country assistance evaluation, the files for the India CAR include an extensive collection of Bank reports on India, materials from workshops organized by OED and the South Asia Region from March to May 2000, and twenty or more background papers prepared by OED staff and consultants. Also of note are the voluminous files for the Russian Federation CAR which, in addition to the usual CAE records, include schedules and briefing papers for President Wolfensohn's visits to Moscow in May 1998 and February2000.

Chronological file (outgoing)

This series consists of copies of letters and memoranda drafted by McNamara or drafted for him, in his Office or another department of the Bank, except those drafted by the Bank's Department of Information and Public Affairs (IPA). Originally this series contained the Personal Assistant to the President's copies of McNamara's outgoing correspondence, with the President's office maintaining a separate series of McNamara's personal outgoing letters. Beginning in 1973 these two were merged in this series.

The addressees are heads of States, international organizations and regional banks, government officials, Bank Governors and Executive Directors, U.S. Senators and Congressmen, bankers, lawyers, journalists, publishers, and scholars. Subjects range from congratulations, invitations to the annual meeting of the Bank and thank-you notes following official trips, to World Bank bond issues, the replenishments of IDA, the approval, status or questioning of a loan, development activities of other agencies, and development policy. The series also includes short memoranda addressed by McNamara to his senior staff that reflect the President's close monitoring of the operations of the Bank and his particular concern for the areas of agriculture, education, nutrition and population.

General correspondence

This series contains letters and copies of letters addressed to President McNamara by heads of States, international organizations and regional development banks, government officials, U.S. Senators and Congressmen, economists and lawyers. It also contains internal memoranda addressed to the President by the Executive Directors or the staff. Incoming letters and memoranda are often annotated or accompanied by notes by McNamara or minutes of his responses. Although generally incoming items, the series also contains a small quantity of outgoing letters and memoranda. Correspondents include heads of State Indira Gandhi, Yahya Khan, and Gamel Abdel Nasser; U.S. Treasury Secretaries Henry Fowler, John Connally, William Simon, W. Michael Blumenthal and G. William Miller; UN Secretary Generals U Thant and Kurt Waldheim; various directors of WHO, FAO, the UN Environment Programme and World Food Council; and public figures such as Barbara Ward. The correspondence deals with the general issue of development, development programs of other agencies, relations with the U.S. government and Congress, and governments of other member countries, in particular India and Pakistan. The internal memoranda addressed to the President mostly concern the IDA replenishments and the situation in India and Pakistan, but there are also some exchanges on joint financing, World Bank borrowing, relations with OPEC countries, energy, the World Development Report of 1978, and a number of memoranda regarding the U.S. Congress' committee investigation on the Bank's effectiveness in reaching the poor (1977). McNamara's minutes and notes include his letter to Lester B. Pearson asking him to organize a committee to study development in the next decade (1968); letters to various U.S. Treasury Secretaries and U.S. Secretary of State Henry Kissinger on the IDA replenishments and the Foreign Assistance Appropriation Bill, the Bank and the OPEC countries; memoranda of conversations with Executive Directors and notes on the IDA, the India-Pakistan war, and Bangladesh; and an annotated draft of the World Development Program proposal (1977). The series also includes two photographs of Robert McNamara with U.S. President Richard Nixon in the White House at the signing ceremony on 10 March 1972 of the bill authorizing the United States' contribution to International Development Association (IDA).

President's Council minutes

The President's Council was established by President Woods in March 1965. Originally composed of the Vice-Presidents, the Economic Adviser to the President, the General Counsel and the Directors of the Information, Administration, and Development Services Departments, the size of the President's Council increased to more than twenty members after the McNamara reorganization of 1972, including the Senior Vice-Presidents, Vice-Presidents, and Department Directors. For discussion of special topics, additional persons attended on an as needed basis.

This series consists of the minutes of the President's Council meetings prepared by the Personal Assistant to the President. It contains occasional notes, drafts and annotations by President McNamara. Minutes of the Council record President McNamara's reports on official trips, meetings or interviews, recommendations, and special assignments, and members' reports on the activities of their sector or department. Issues discussed at the weekly meeting included relations with the Board of Directors, the Annual Meeting, lending and borrowing programs, the IBRD and IFC capital increases, the IDA replenishments, the Third Window, and the work of the Pearson and Brandt Commissions. The organization of the Bank, personnel issues, the status of particular projects, and studies on population control, rural development, urban poverty, health, women or energy were also major topics on the Council's agenda.

World Bank Documents on management and operations

This series consists of sample reports compiled by the President's office to provide President McNamara with examples of the various types of documents and reports commonly produced throughout the Bank. Each sample is an actual Bank report, accompanied by a short description of the report type explaining the report structure and function within the operations and management of the Bank. Standard report types included in the series are: Monthly Operational Summary; IBRD Financial Policies Report; Administrative Budget; President's Report; Appraisal Report; Supervision Report; Audit Report; Evaluation Report; and Country Economic Report. The reports used for this sample are dated between 1971 and 1973.

Files Maintained by Vinod Dubey and Enzo Grilli, Directors, Economic Advisory Staff, Related to Collaboration between the World Bank and the International Monetary Fund

The bulk of the series consists of Policy Framework Papers (PFP) and related records documenting Bank/Fund collaboration in connection with the Fund's Structural Adjustment Facility (SAF), and the later Enhanced Structural Adjustment Facility (ESAF) from April 1986 to September 1991. These files are arranged in three segments. The first two segments are arranged alphabetically by client country and maintained primarily by Vinod Dubey when he was Director of the Country Policy Department (CPD) and Directorof the Economic Advisory Staff (EAS). The third segment focuses on Bank-Fund collaboration in reviewing the PFP process and the SAF program, and development of the ESAF program. The country files may include comments on a draft PFP from Regional staff, the Economics and Research Staff, and the Senior Vice President for Operations (SVPOP); minutes of meetings of the Operations Policy Subcommittee and the Operations Policy Committee at which the PFP was discussed; and summaries of discussions and agenda and minutes of meetings of the Committee of the Whole at which a PFP was discussed.

Additional PFP related records include program review and development records maintained by Enzo Grilli when he was Director of EAS. The records include: IMF papers submitted to the Executive Board related to PFP extensions and PFP modifications; IMF proposal papers related to ESAF operational and financial arrangements, legal documentation, and access and monitoring procedures; SAF/ESAF review papers submitted to the IMF Executive Board; and IMF Executive Board meeting minutes related to SAF/ESAF review. The records also consist of materials related to the IMF/Bank Working Group on PFP Issues and the Bank/IMF Seminar with Donors on PFPs. The records include Working Group meeting minutes and summary reports, and papers prepared by both IMF and Bank staff for the PFP Seminar. Lastly, records related to PFP procedures and practices, and country schedules for PFPs are also included.

The series also consists of background correspondence concerning the compilation of three reports on Bank/Fund collaboration between 1984 and 1990. The initial report was issued in February 1985; the second report was issued in May 1986 to document progress on Bank/Fund collaboration during the previous year. A third report was issued in July 1990. Final copies of reports are in the files. Records related to the Bank/Fund collaboration report include: President's Memoranda sent to the Bank's Executive Board of Directors; Executive Directors meeting minutes and notes; and meeting minutes held between Senior Vice President of Operations (OPNSV) Moeen Qureshi, and Senior Staff of IMF regarding the report. Vinod Dubey in the Country Policy Department (CPD) had responsibility for coordinating the Bank's input; C. David Finch was the IMF contact. This responsibility continued with Dubey and Grilli in EAS.

The series also includes records dealing with Bank/Fund collaboration from February 1972 to February 1984. The records come from Development Policy Staff (DPS) units from the Development Policy Vice Presidency (VPD), the Economics and Research Staff (ERS), and from Vinod Dubey while he was the Chief Economist in EMENA. The records are primarily intra-Bank memoranda and reports.

The series also consists of copies of Bank-wide records outlining Bank/Fund collaboration from 1966 and 1970 to 1979. The records were compiled by the Program Review Division (PRD) of the Policy Planning and Program Review Department (PPR) of the VPD, and includes intra-Bank memoranda, joint Bank/Fund memoranda, PPR and PRD memoranda, notes regarding the meetings of the Bank/Fund Working Group, which first met April 3, 1974, and published articles regarding the Bank/Fund relationship.

The series also includes records related to Bank-Fund collaboration on arrears for member countries, or overdue debt obligations to the Bank and IMF from 1988 to 1991. The records include: approach papers and reports produced by the IMF countries in arrears; IMF Executive Board meeting minutes regardingarrears; Joint Audit Committee (JAC) meeting minutes regarding joint IMF/Bank review of countries in arrears, and debt relief strategies for arrears; records related to preparation of collectability papers for countries in arrears; and incoming and outgoing correspondence records for EAS Directors Vinod Dubey and Enzo Grilli, Senior Vice President of Operations (OPNSV) Moeen Qureshi, Senior Vice President of Finance (FINSV) Ernest Stern, and Bank President Barber Conable regarding arrears. Country files are also maintained and include memoranda and correspondence focused on the following topics: arrears clearance, arrears country strategies and reviews, approach papers, and issue papers prepared for individual arrears member countries.

The series also consists of records related to EAS involvement in IMF/Bank collaboration on joint IMF/Bank papers, press releases, and publications for the years 1988 to 1991. The records include numerous draft papers with attached EAS comments related to economic policy topics, such as debt, export credits, or balance of payments (BOPs). EAS comments on drafted IMF press releases and joint IMF/Bank communiques for the IMF/Bank Annual Meetings and Interim Committee are also included.

Subject File of the External Funding Coordinator, Program Management Unit, Policy and Review Department

These files were maintained by Zamarak Shalizi, in the office of the Program Management Unit (PRDPM), Policy and Review Department (PRD) which came under the Office of the Senior Vice President, Policy, Research and External Affairs (PRESV). Found in this series are: copies of completed Trust Fund project description forms (Trust Fund Summary of Characteristics) for agreements concluded in 1991. These forms include the title of the project, the donor and the beneficiary countries, the effective date andduration of the project, and the project's sector; copies of Initiating briefs for Trust Fund projects (1991); copies of documents describing cooperation between ESMAP [Energy Sector Management Assistance Program] and the Regions; and several ESMAP reports including that of a commission to review ESMAP in the 1990s. The series also includes minutes of meetings of the Funding Coordinators' Group (1990 - 1991) of which Shalizi was a member and some administrative correspondence. DECVP reported to PRESV.

Work Program and Budget Records for Fiscal Years, 1988-1992 Maintained in the Policy and Review Department

The earliest work program and budget records in this series are the FY 1988 mid-year review records for the Policy, Planning and Research Staff (PPR). PPR, created after the May 1987 Bank reorganization, brought together existing departments from different parts of the Bank (principally the Economics and Research Staff [ERS] and the Operations Staff [OPS]). budget files maintained by Richard Woodford, Program Coordinator, Office of the Senior Vice President, Policy, Planning and Research (SVPPR) and Ziaddin Choudhury, SVPPR contain copies of PPR organizations' FY 1988 mid-year review reports; the FY 1988 PPR mid-year review report submitted by SVPPR to the Planning and budget Department (PBD) of PPR; and PBD's memo of June 29, 1988 to President Conable giving preliminary findings of PBD's review of the Bank's planning and budgeting system. PBD had responsibility for budget analysis and monitoring of work program and budget performance for the entire Bank. DECVP reported to SVPPR.

Budget files maintained by Gregory Ingram, who joined the SVPPR staff as Principal Adviser, Policy and Research, along with the Woodford and Choudhury files contain: budget and work program guidelines, submissions, reports, and memos (FYs 1989-1992); FY 1989 and FY 1990 capital budget guidelines and requests from PPR organizations for office technology and other equipment; mid-year review submissions from PPR organizations for FYs 1989 and 1990 and retrospective review submissions and drafts for FY 1989; PBD's draft mid-year review report of the FY 1989 budget forwarded to the President's Council for review; documents assembled for the PPR FY 1989 work program review meetings with PBD; and the FY 1990 PPR budget plan (management contract) developed after the Bank's FY 1990 budget was approved by the Board.

After PPR became Policy, Research and External Affairs (PRE) in 1990 and the Policy and Review Department (PRD) was created in PRE, Ingram (PRDRA) and Woodford (PRDPM) had continued responsibilities for budget (management contract) and work program coordination for PRE. Their files and those of Zmarak Shalizi (PRDPM) and Ziaddin Choudhury (PRDPM) contain copies of PRE organizations' submissions for the FY 1991 work program and budget; FY 1991 mid-year review submissions from PRE organizations; and the PRE FY 1991 mid-year review report. There is a small amount of information concerning funding of special grant programs after FY 1991. DECVP reported to PRESV.

Apex and Retrospective Review Reports Maintained in the Policy and Review Department

These files were maintained by Richard Woodford, Program Coordinator in the Office of the Senior Vice President, Policy, Planning and Research (SVPPR); Gregory Ingram, Principal Adviser, Policy and Research, Policy and Review Department (PRD); and Amarak Shalizi in the Program Management Unit (PRDPM) in PRD. PRD reported to the Senior Vice President, Policy, Research and External Affairs (PRESV).

  • The Apex Reports covering all PPR (later PRE) organizations, including DEC, were prepared at the end of each fiscal year quarter from feeder reports prepared by all PPR (PRE) organizations and included a summary of the status of principal elements of the current fiscal year's budget plan and descriptions of activities and accomplishments of each organizational unit. Annexes to the Reports provided listings of major policy and research papers completed or initiated during the quarter.

  • Retrospective reviews were conducted for PPR (later PRE) organizations after the close of a fiscal year. They provided Department Directors, Vice Presidents, and the Senior Vice President opportunities to compare organization performance against the fiscal year budget plan, to determine the reasons for any deviations from the plan, to gain insights for the implementation of the new fiscal year budget plan, and to share findings at the institutional level.

  • A folder containing a draft of and supporting materials for a briefing book for an Executive Directors budget Priorities Colloquium has also been included in this series. Thecolloquium was held on 9 October 1990 and appears to have been organized by the SVPPR and PRD.

Correspondence and Other Records of the Program Management Unit (PRDPM), Policy and Review Department

This series contains correspondence and other records of the Program Management Unit (PRDPM). The correspondence is in two parts. The first part is a chronological file that consists primarily of e-mail printouts received by PRDPM from October 1990 to May 1991. A few printouts of e-mails sent are included. Most of the e-mails were widely distributed to managers throughout the Policy, Research and External Affairs (PRE) complex. The few that are PRDPM specific concern the distribution of computers and the development of the Information Management and Technology Plan for PRE. The second correspondence segment contains memoranda and e-mail printouts both sent and received by PRDPM from April to August 1991. Filed among the correspondence are PRDPM director Zmarak Shalizi's handwritten notes from meetings with PRD and PRE managers. The correspondence primarily concerns the duties of the PRDPM support staff, budget allocations for PRE publications, and planning for the FY 91 retrospective reviews of PRE.

In addition to the correspondence, there are files concerning the development of a records management program and Management Information Systems for units in the PRE complex. These files include records of several task forces Filed under Management Information Services are records of the PRE Information Needs Task Force, February - June 1991, which was established to evaluate the Management Information Requirements for PRE. Included are agenda, notes from meetings, and a draft report. There are also pre-PRDPM records of the Working Group on Measuring PPR's (a predecessor of PRE) Outputs. This group, headed by Nancy Barry, was organized in August 1988 to develop a system of quarterly reports for measuring PPR outputs and activities. The records include the Terms of Reference for the group and the completed questionnaires from each of the PPR divisions. Filed under Information Management Committee Records is some scattered correspondence concerning the Information Management and Technology Policy Committee (IMTPC) which was established to formulate Bank-wide IMT strategies.

Inventories and Status Reports of Major Policy Products and of Annual and Semi-Annual Reports, Policy and Review Department

This series contains Lotus 123 spreadsheet printouts that provide inventories of and status reports on major policy products and on annual and semi-annual reports which had Bank-wide operational/policy relevance. The reports serve as a quick reference to the policy products and reports that made their way to the Board each year; they were generated by the Strategic Planning and Review Department (SPR) through June 1990 and thereafter by the Policy Review Department (PRD). The entries on the reports for policy products cover all policy papers, best-practice papers, and information papers which were destined for the Board. The entries for annual and semi-annual reports cover all regular and non-regular reports that were destined for the Board. For each Bank complex, the products or reports are listed in the order of the Board meeting dates at which the item was discussed. Entries on the spreadsheets show for each item: the name and Bank unit of the staff member with prime responsibility for the item; an abbreviated title of the item; date of the policy brief that initiated the item (if applicable); dates when the item was discussed at various review meetings; and brief comments regarding the status of the item.

Review Files for Policy Papers/best Practices Papers, and Other Publications and Issuances, Policy Development Unit, Policy and Review Department

This series documents the review process for World Bank Policy Papers, best Practices Papers, and information papers, most of which were generated by Policy, Research, and External Affairs (PRE) units. Also included are a file for Development Committee papers and files for annual publications such as the World Development Report and Global Economic Prospects. The files, which were maintained by Geoffrey Lamb and the Policy Development Unit (PRDPD), generally contain a copy of the initiating policy brief for the paper, copies of all the major revisions of the paper, copies of comments on the paper from high-level Bank managers, notes and minutes from meetings at which the paper was discussed (e.g. review meetings within the concerned complex, PRE managers' meetings, meetings of the PRE Committee, and meetings of the President's Council or the Committee of the Whole), and information about Board seminars regarding the policy outlined in the paper. The file for the Task Force on Environmental Action contains only the final report. In addition to the files for specific policy/best practices papers, one folder (filed under Pending correspondence) contains 1991 memoranda and intra-Bank correspondence on a number of policy papers that were still pending when PRD was abolished on November 30, 1991. The several files that predate the establishment of PRD contain only an initiating brief.

Studies Generated by the Strategic Planning Division (SPRSP), Strategic Planning and Review Department

Filed in this series are copies of studies generated by consultants and staff in the Strategic Planning Division (SPRSP) of the Strategic Planning and Review Department. Filed with some of the studies are memoranda between the author and SPRSP staff or between SPRSP staff and the SPR Director. Although some of the papers were issued as PRE Working Papers and/or SPR Discussion Papers, most were not published. Of special note is the paper, Strategic Planning in the World Bank, 1987-1990, by SPR staff member Norman Hicks, which provides a history of strategic planning in the Bank and the role of SPRSP in that process and analyzes the successes and failures of SPRSP. The annex to the paper contains a list of the major products of the Strategic Planning Division, most of which are filed in this series.

Chronological File of the Policy Development Unit (PRDPD), Policy and Review Department

This series contains copies of the outgoing letters, memoranda, and facsimile messages from the chief and other members of the Policy Development Unit (PRDPD). Included with the outgoing messages are a few incoming memoranda from the Director of the Policy and Review Department (PRDDR) and from the Senior Vice President, Policy, Research and External Affairs (PRESVP). Much of PRDPD's correspondence concerns the scheduling of review work on policy papers, comments on draft policy papers, coordination of PRE policy matters with the Board, and the compilation of information for the inventories of policy products. PRDPD had responsibility for managing the PRE Committee, and this series includes memoranda transmitting schedules, agenda, and minutes of meetings of the Committee, some of which include copies of the papers to be discussed by the Committee. Also included are 1991 agenda of the New Products Working Group and materials for the first meeting (September 4, 1991) of the Working Group on Military Expenditures.

Post-Operations Committee Meeting Memoranda of the Review and Analysis Division, Policy and Review Department

This series contains memoranda prepared by staff in the Review and Analysis Division (PRDRA) of the Policy and Review Department and its predecessor, the Policy Analysis and Review Division (SPRPA) of the Strategic Planning and Review Department. The memoranda summarize discussions in meetings of the Operations Committee (OC) that were of interest to the Policy, Research and External Affairs (PRE) staff. The memoranda were written to the files and copies were sent to the Chief Economist and to the headsof other Policy, Research and External Affairs units. Most of the memoranda are post-meeting memos that summarize the OC's discussion on a particular topic, but scattered throughout the series are several pre-meeting briefing memoranda that analyze the document that is to be the topic of discussion at the next OC meeting. One such pre-meeting memorandum, dated April 11, 1990, was sent to Ajay Chhibber in preparation for his briefing for the Chief Economist.

Pre-Operations Committee Briefing Memoranda of the Policy Analysis and Review Division (SPRPA), Strategic Planning and Review Department

This series primarily contains briefing memoranda prepared by staff in the Policy Analysis and Review Division (SPRPA) of the Strategic Planning and Review Department. SPRPA was the predecessor to the Review and Analysis Division (PRDRA). The memoranda, which analyze documents to be discussed at an Operations Committee (OC) meeting and propose a position to be taken by the Chief Economist (DECVP), were forwarded to the Chief Economist and, in some cases, also to the Vice President for Sector Policy and Research (PREVP). Most of the items discussed in the briefings are Country Strategy Papers and adjustment loan/credit documents. Included in the series are several agenda for OC meetings and some post-Operations Committee meeting memoranda summarizing the discussion at an OC meeting.

Subject Files of the Director, Policy and Review Department (PRDDR)

This series contains both the incoming and outgoing correspondence of the Director, Policy and Review Department (PRDDR) and his immediate staff. Much of the incoming correspondence is heavily hand annotated by Director Paul Isenman with his reply and/or his comments regarding the disposition of the incoming document. The files also contain agenda and minutes of meetings; drafts of reports, papers, and publications; and Isenman's handwritten notes from meetings. The series consists of the following four parts:

  1. The first and largest (8.83 linear feet) segment is the main subject file, January 1990 - November 1991. It consists largely of files on draft policy papers that the PRD staff reviewed. These files contain Isenman's copies of the correspondence, comments, and minutes of meetings relating to the policy paper throughout the drafting process. Policy subjects covered include: forestry, governance, guarantees (i.e. expanding Bank guarantee instruments for private sector development), human development, military expenditure, poverty, the Soviet economy, technical assistance for the Soviet Union, and policy guidelines on tobacco. Also included are files regarding the review of the Report of the Technical Assistance Review Task Force (TARTF); files documenting the development of Business plans for units in PRE [Policy, Research and External Affairs]; and memoranda and other correspondence, dated January - October 1990, on the transition to establish PRD from the Strategic Planning and Review Department (filed under New Department). Filed under President's Council are agenda and minutes of meetings of the President's Council (PC) along with PRD staff comments on documents that were to be discussed at the meetings.
  • The second segment, Isenman's working file, 1989 - 1991, contains many documents that Isenman annotated as working file or file W. Most of the files relate to subjects that were of short-term interest to PRD, but filed under Policy Research and External Affairs (PRE) Committee are schedules for PRE meetings and minutes and agenda for meetings of the PRE Committee on which Isenman served. Some items filed under lunches and people are dated as early as 1989 when Isenman was director of the Africa-South Central and Indian Ocean Department (AF3).

  • The third segment, January 1990 - August 1991, contains PRD's correspondence with and notes from meetings with PRE managers and the staff in PRD's Program Management Unit (PRDPM) concerning the drafting and monitoring of budgets and work programs for all PRE units. Also included are files on the FY 91 retrospective reviews for PRE units and the FY 92 PRE management contract.

  • The final segment appears to be another working file pulled together as PRD was being abolished. It contains a number of files pulled from the first segment, but the bulk of it consists of thick accordion files in which Isenman filed background materials on topics of current interest or in preparation for attendance at a meeting on the topic. Many include Isenman's handwrittennotes from meetings.

United Nations Conference on Trade and Development (UNCTAD) Files of the Special Representative to the U.N. Organizations in Geneva Relating to Least Development Countries (LDCs)

Included in the series is the 1982 correspondence between L. Peter Chatenay while assigned to the International Relations Department (IRD) and Representative Mahmud Burney regarding Bank/UNDP/UNCTAD cooperation on Least Developed Countries (LDC) issues and meetings attended on LDC issues. Correspondence between the two concerning LDCs continued after Chatenay succeeded Burney as Representative and Burney was designated Senior Adviser, U.N. Affairs, IRD. Also in the series is Chatenay's correspondence with other IRD officials and Representatives Siebeck and Baneth's correspondence with Bank Headquarters and U.N. officials on various LDC issues and the Second United Nations Conference on the Least Developed Countries held in Paris on 3 March 3 1990 - 14 March 1990. Copies of statements made by Bank officials at the Conference are part of the series.

Subject Files of the Office of the Special Representative to the U.N. Organizations in Geneva

Most of these files appear to have been created while Wolfgang Siebeck (1986-1989) and Jean Baneth (1989-1992) served as Special Representative. A few files contain documents of earlier Representatives who served during the 1980s (Mahmud Burney and L. Peter Chatenay) and of Jean Baneth's successor in 1992, Sorsa Piritta. Documents placed in these files include not only memoranda, electronic messages, speeches, and statements prepared or received by the Representatives but also memoranda and other documents prepared by members of their staffs and other Bank officials.

A few files (Women, North/South Roundtable on Trade) contain only a single document but others are more substantive. The International Labor Organization (ILO) files (1982 - 1990) contain considerable correspondence of both Siebeck and Baneth covering coordination between the World Bank and ILO. In some of the correspondence, Siebeck is identified as Director, International Relations Department, Geneva Office (IRDGO). Much of the correspondence in the Human Rights file pertains to Baneth's participation as Bank representative at meetings of the U.N. Centre for Human Rights and preparations for the 1993 U.N. Conference on Human Rights. The file also contains some correspondence of earlier Representatives concerning human rights issues. The Gulf Crisis file (26 October 1990 - 16 July 1991) includes Baneth's (and his Administrative Assistant's) correspondence concerning United Nations Disaster Relief Organization (UNDRO) efforts on behalf of displaced persons in the Middle East during the crisis. Correspondence was exchanged during the crisis with the Vice President, Corporate Planning and budget Robert Picciotto; the Senior Vice President, Policy Research and External Affairs Wilfred Thalwitz; and the Director, External Affairs Alexander Shakow.

Correspondence and Reports of the Office of the Special Representative to the U.N. Organizations in Geneva Concerning Negotiation of General Agreements on Tariffs and Trade (GATT) for the Uruguay Round

Most of the records were maintained by Special Representatives Wolfgang Siebeck and Jean baneth who were also referred to as Directors of the Geneva office from 1986 to 1992. Baneth was succeeded by Pritta Sorsa in 1992. Beginning in 1987, the Geneva Office reported as SPRGE to the Senior Vice President, Policy Research and External Affairs (SVPRE). After the restructuring of the Policy, Planning, and Research Complex (PPR), the Geneva Office reported to the Senior Vice President, Policy, Planning and External Affairs (PRESV). As the GATT negotiations gained momentum, the Geneva Office was upgraded and transferred to the Front Office of PRESV, reporting as PREGE. Following the termination of all Senior Vice Presidencies in the Bank, the Geneva Office was transferred to the Front Office of DEC on December 12, 1991 and began reporting as DECGE to the Vice President, Development Economics and Chief Economist (DECVP).

The Uruguay Round, the eighth GATT multilateral trade negotiation, was launched in September 1986 in Punta del Este and was completed in 1994. This series includes correspondence with Headquarters of the Representatives and others designated as observers at various Trade Policy and GATT Council meetings. Subjects include: general progress of the Uruguay Round; development of a handbook on multilateral trade negotiations to support developing countries in the Uruguay Round; Bank participation in seminars and workshops to provide technical assistance and support to developing countries in the Uruguay Round; Bank access to country trade and tariff data; and arrangements for visits of the Director General and the Personnel Director of GATT to the Bank in Washington, DC.

With the correspondence are documents provided to the Special Representatives by the GATT Secretariat headquartered in Geneva including Trade Policy Review reports (1989 - 1993) documenting reviews of trade policies and practices by the GATT Council. Also included are documents furnished by the GATT Secretariat concerning acceptances(Protocol of Accession) to GATT of Bolivia, Bulgaria, China, Costa Rica, Ecuador, Guatemala, Panama, Paraguay, and Nepal (1987 - 1992) and Romania, Switzerland, Tunisia, and Venezuela (1990 and 1992). Documents concerning the renegotiation of Terms of Accession for Poland (1991 - 1992) and working papers and notes of meetings at the Uruguay Round and the mid-term review of the Round completed in Geneva in 1989 were also furnished by the GATT Secretariat.

The Geneva Office continued to represent the Bank in the GATT negotiations in the Uruguay Round and in meetings of UNCTAD and other U.N. organizations at Geneva. As the Uruguay Round negotiations came to an end, the Geneva Office was closed on June 30, 1993. After the Geneva Office closed, its functions were provided through a combination of Geneva-based consultants and Headquarters staff sent to Geneva.

Research File of Bela Balassa

Most of the correspondence in this series covers the period when Balassa reported both to the Vice President, Development Policy Staff (VPD, later Vice President, Economics and Research [VPERS)] and to the Director of the Development Research Center (DRC), and, after the 1987 Reorganization, the Vice President, Development Economics and Chief Economist (DECVP). He also served during this period as Chairman of the Development Policy Staff Trade Advisory Committee. The files are loosely organized around Balassa's projects while serving as consultant to the Bank during this period.

Included are Balassa's completion reports for some of the projects he personally carried out, his comments on proposals and research projects conducted by others in the Bank, and correspondence with the Research Projects Approval Committee (REPAC) and the head of the Research Administration Unit in VPERS. Some files contain background materials, including statistical data, used in Balassa's research. Specific documents include: Terms of Reference (TOR) for a May-June 1983 mission to Tunisia led by Balassa that constituted the first phase of a study on employment creation; his TOR and Back-to-Office (BTO) Report for a January 1985 Industrial Policy Mission he led to Tunisia; and his report on his coordination of a Latin American development strategy study (introduced by David Rockefeller) while on leave from Johns Hopkins University. Correspondence, including a BTO Report, for a mission to Venezuela Balassa led from January to October 1987 to hold discussions with the Venezuelan government on the economy and possible resumption of Bank lending is also part of the series.

Also included in the series are copies of talking points and papers Belassa prepared at the request of high-level Bank officials and correspondence with DECVP. Belassa's handwritten notes and drafts can be found throughout the series.

Front Office Business Plans for Fiscal Years 1991-2000

These copies of DEC Business Plans were maintained by Lesley Davis (Leslie Davis Arnold) who was Program Coordinator for Administration in DEC's Front Office. Prior to the 1992 reorganization, DEC Business Plans were submitted to the Senior Vice President, Policy, Planning and Research (PPRSV). After the reorganization of that year, they were submitted to the Director, Planning and budgeting Department (PBD). The plans were submitted for all DEC units. The Business plan was a major component of Bank budget cycles and provided information from DEC that would become part of priorities and framework papers presented to the Board. The Business plan also served as the basis for DEC's next fiscal year work program and budget, described each DEC organization's plans for the following two or more fiscal years, described each organization's underlying strategy and work program, and indicated plans for special emphases and topics that cut across department and other organizational boundaries. Included in files aredraft and final Business plans, submissions for each DEC unit, background correspondence, data relating to the preparation of the plans, and copies of monitoring reports. The FY 1998 - 00 [2000] DEC Business Plan was prepared in April 1997 in anticipation of the Bank reorganization by July 1 of that year which would form as major parts of DEC a new Research, Data and Prospects Group and an Economic Development Institute and Leadership Center (EDI) in alliance with the Bank's new Strategic Compact.

Budget and resource allocation

Series consists of records related to, or the product of, budgetary planning and resource allocation. Included are a number of budget reports, including some that were created for the Environmentally Sustainable Development Vice Presidency (ESD). These include: ESD Work Program Indicators (FY96 and FY97); ESD Retrospective Reviews (FY 94, FY 95, and FY 96); ESD Original FY95 Work Program; ESD FY96-98 Business Plan; ESSD FY98-00 Business Plan; ESSD Final Budget Outcome. Also included are records that relateto: the Leadership Asset Management Program (LAMP); the allocation of funds to the Development Grant Facility (DGF); and budget planning for FY00 and FY01.

Chronological files

This chronological series primarily contains outgoing letters and memoranda. Many of the items relate to the oral history program: making appointments for interviews; sending proposed questions; and sending transcripts to the person interviewed. Other memoranda send Bank reviewers draft chapters from the World Bank history project and send comments to the project from the reviewers; some memoranda also send the work of the Historian's Office out for comment. Letters and memoranda to the Brookings Institution and to senior Bank staff track the progress of the history project.

Policy and guidelines development and supporting materials

Series consists of records related to ESSD and Bank-wide policy and guidelines development. In some cases, ESSDVP and Vice President Ian Johnson played active roles in the development of policy and guidelines while in others reports and correspondence were forwarded to ESSDVP for comment or for informational purposes. The series contains some records that evidence the formation of institutional rules and policies, namely Operational Policy and Business Practice (OP/BP). However, the majority of records in this series are the product of ESSDVP research and information exchange on various topics for the purpose of writing reports, planning projects, or developing relationships with external agencies, institutions, and governments.

The series contains a significant amount of records related to the development and evaluation of OP/BP. Records related to Bank forestry policy are numerous and include: a copy of Forest Policy Implementation Review and Strategy (OP/BP 4.36); a copy of Revised Forestry Strategy for the World Bank Group; minutes of an ad hoc group on the topic; ESSD Council meeting minutes on the topic; related correspondence; and an inventory of projects having to do with the topic. Series also contains records related to OP 4.12 Involuntary Resettlement and OP/BP 13.05 Guidelines for Projects Supervision. These include: correspondence; drafts of policy; and comments made by ESSDVP staff.

Records of the Operational Policy Committee Meeting from 1999 to 2002 are also included; records discuss OP/BP and guideline development. Records include: minutes; agendas; reports; comments; correspondence; and supporting materials.

Records in this series that do not relate to the development of specific policy may relate to ESSDVP and Ian Johnson's involvement in the research and writing of guidelines, reports, and evaluations but may also be limited to providing comments or receiving reports and correspondence for informational purposes. Topics include but are not limited to: human rights; indigenous peoples; safeguard policies; social development strategic directions; civil society; disaster management; water management and infrastructure; food assessment; climate change; desertification and drylands management; fisheries; commodity price risk management; global public policy; investment in energy infrastructure; promoting sustainability in development ; and Green procurement. Records on these topics include but are not limited to: final and draft versions of reports; comments from ESSDVP and, most often, Vice President Johnson; correspondence; meeting agendas and minutes; and briefing notes. Records from meetings and workshops attended and, in some cases, participated in by Johnson are included. These records include event and background materials and Johnson's notes.

A small amount of files contain records forwarded to Johnson from the Social Development Department (SDV) of ESSD. Topics of these records include: NGO/Bank relations; community driven development; cultural development; civil society; and post conflict development. Records generally include reports and correspondence.

Records related to Johnson's activities involving the Global Environment Facility (GEF) are also included, although small in number. These include correspondence and informational reports forwarded to Johnson and materials from replenishment meetings attended by Johnson.

The series also contains final reports and other records that the Operations Evaluation Department (OED, now the Independent Evaluation Group [IEG]) created that relate either directly to ESSD or to topics relevant to ESSD's sectors. OED reports found in this series include: OED Review of the Bank's Performance on the Environment (2001, draft, accompanied by presentation slides); Phase I Interim Report: 'Promoting Environmental Sustainability in Development: An Evaluation of the World Bank's Performance' (2000); Safeguard Policy Framework: OED Comments on Systemic Issues (2000); OED Forest Strategy Review (2000); OED Review of the World Bank Forest Strategy and Its Implementation (2000); The World Bank and Global Public Policies and Programs: An Evaluation Strategy (2001); How Far into the Mainstream? A Review of Environmental Issues in IDA Activities (2001); IDA's Partnership for Poverty Reduction (FY94-FY00) (2001); and OED IDA Review: Environmental Sustainability Issues in IDA 10-12 (2000). A number of reports on Forest Development and World Bank Assistance related to specific countries (China, India, and Brazil) are also included and are accompanied by briefing materials. Records that accompany reports include comments from ESSDVP and sector department staff as well as correspondence. A small amount of correspondence and reports forwarded to ESSDVP for informational purposes that relate to the Committee on Development Effectiveness (CODE) are also included in this series.

Trust Fund management and oversight

Series consists of records related to ESSD's role in providing management, oversight, and resource allocation for those trust funds that involve ESSD sectors. Records relating to trust funds provided by Denmark (TF024153), Norway (TF0231295), and Italy (TF023333) are the most numerous. Records related to Denmark are dated from 1996-1997 and 2000 and include: proposals; trust fund agreements; budget requests; initiating briefs; and correspondence between ESD and Danish government ministers. Records from 2000 relate to a proposal for a possible second phase of the Danish ESSD Trust Fund. These records include a proposal by SDV to the Government of Denmark as well as debriefing and consultation notes and a copy of Denmark's Development Policy (2000). Records related to Italy include correspondence between Bank officials (including the Bank President and ESSD Vice President) and Italian officials including their American Ambassador. Also included is background material on the Trust Fund for Culture and Sustainable Development for which Italy provided funding. Records related to Norway include funding proposals by SDV as well as other Bank units external to ESSD. Also included are records relating to the Norwegian Trust Fund for Environmentally and Socially Sustainable Development (NTF-ESSD). These records include: status reports; reports; meetings notes; and background information on the Bank-Netherlands Partnership Program related to Water Resources Management. A small amount of correspondence from 1999 related to a proposed Social Development Trust Fund funded by Japan is also included.

Records relating to funds managed or overseen by ESSDVP are also included. Records related to the launch and subsequent Donor Councils of the Critical Ecosystem Partnership Fund are included; correspondence related to this Fund is also included. In addition, the series also contains correspondence files for the Prototype Carbon Fund.

A variety of records related to the general management of ESSD-related trust funds is also included. These include: records related to fund allocation and transfer; a list of task managers and division chiefs for specific, ESSD-related trust fund projects; and notes, slides and announcement emails for a Trust Fund Awareness Training program organized by the ESSDVP.

Lecture and speech files

From 1985 to 1990, Vinod Dubey participated in over 20 seminars, symposia, and conferences at which he served as lecturer, speaker, panel chairman or member, or commentator. Files were prepared for each engagement. They include key documents, notes, statistical information, and outlines used in Dubey's preparations. The evolution of the Bank, Bank policy, and adjustment lending were frequently the topics of his presentations.

During the period covered by this series, Vinod Dubey served as: Senior Adviser (1984 - 1985) and Director (1986 - 1987) in the Country Policy Department in the Office of Operations Policy, and as Director, Economic Advisory Staff (1987-1990) under the Senior Vice President, Operations. Dubey also served as the first Liaison Officer to the Paris Club during the period 1984 - 1986.

Dubey served several times as: a lecturer for EDI [Economic Development Institute] seminars (1985, 1986, 1988, and 1989); lecturer, panel chairman or panelist for a number of other Bank sponsored seminars and conferences (1985 - 1990); and lecturer for the IMF Institute (1985, 1986, 1988). The file created for a Bank-sponsored symposium in Copenhagen, May 5 - 6, 1987 on economic adjustment and the Third World includes copies of a number of the papers that were presented, including Dubey's paper entitled Ensuring That The Poor Benefit From Improved Policy.

Dubey was also invited to speak at symposia and conferences sponsored by outside organizations including the Foreign Service Institute (1986), the Inter-American Development Bank (1987, 1989), and the Agency for International Development (1987, 1989). The file created for Dubey's Back-to-Office Report of a visit to Japan, January 25 -3 0, 1987 to speak to Japanese officials in seminars on structural adjustment lending includes copies of Dubey's lectures in Japan.

Several files were created for other conferences and symposia sponsored by the Bank and outside organizations which Dubey attended including SVPOP (later OPNSV) retreats (1986, 1988, and 1989) and a Bank/UNICEF meeting on collaboration on adjustment issues (1987). Notes taken by Dubey of discussions at these events are part of the files.

A file titled The Institute Lecture contains a copy of President Clausen's remarks at the Joint Bank-Fund Luncheon, May 25, 1985; Dubey apparently prepared the remarks. The series also includes a file created after Dubey was asked to represent the Bank at the June 5 - 10, 1989 Berne Union Meeting in place of Fred Levy. Separate files (1987 - 1988, 1988 - 1989) were created just for background materials for Dubey's lectures and speeches. The files include copies of Bank documents and publications, IMF publications, reprints of articles on finance and economics, newspaper clippings, and Dubey's handwritten notes.

Economic Development Institute chronological files

Series consists of chronological files created during Chernick's time as Advisor on Senior Policy Seminars in the Economic Development Institute (EDI). The majority of the files consist of correspondence in the form of carbon copies, printed copies, and telexes; a small number of draft reports accompany the correspondence. Records primarily relate to the development and planning of Senior Policy Seminars and their evaluation. Records related to the development and planning of seminars include: correspondence with potential seminar leaders and attendees; Terms of Reference related to Chernick's trips to plan or oversee seminars; back-to-office reports; reports to other members of EDI describing planned seminars; suggestions for, and discussions of, potential seminar topics; activity briefs; and logistics. Records related to the evaluation of seminars include: Terms of Reference for Impact Evaluation of EDI activities; a draft of a seminar evaluation package; blank evaluation questionnaires; and EDI EvaluationPolicy Committee meeting records (including a report on the Committee itself [1987]).

Other records include: a report on the World Bank Graduate Scholarship Program (1987); Chernick's proposed work program for 1987; materials related to World Bank Graduate Scholarship Program meetings; a report authored by Chernick entitled A Briefing Note on Foreign Exchange Risk (1985); reports and correspondence discussing the relationship between OED and EDI; EDI submissions to the World Bank Annual Report (submitted by Chernick); materials related to EDI Advisory Board meetings; and materials related to EDI Senior Staff meetings.

South Asia Country Programs Department chronological files

Series consists of chronological files created during Chernick's time as Senior Economist in the South Asia Country Programs Department (ASADR). The majority of the files consist of correspondence in the form of carbon copies, printed copies, and telexes. Records reflect various activities undertaken by Chernick, including: research; commenting on Bank research and policy papers and project and loan reports; writing of country program papers (CPPs); staffing of ASADR; information sharing; and seminar planning. A small number of reports are included in this series; these include: Current and Mid-Term Assessment of South Asian Countries; Indicative Statements of Economic and Sector Work for the South Asia Region; Disbursement Estimates; and Country Reports. There is, notably, a significant amount of material related to a problematic Maldives Country Report from 1986.

Country Policy Department chronological files

Series consists of chronological files created during Chernick's time as Assistant Director of the Country Policy Department (CPD). The type of activities undertaken by Chernick in the CPD was quite similar to those during his years in PPPRD and, consequently, the types of records are also very similar. The majority of the records consist of correspondence in the form of carbon copies, paper copies, and telexes. Nearly all correspondence was authored by Chernick and there is very little incoming correspondence. Reports sometimes accompany correspondence or are included in the files without accompanying correspondence.

Records relating to country program papers (CPPs) are included in this series, but not in great number. Records generally discuss the scheduling of Regional Vice Presidents (RVP) and Management Review meetings. In addition, Chernick served as Secretariat of the Operations Policy Subcommittee (OPSC). The OPSC was also involved in the review of CPPs and records related to the OPSC in this seriesdiscuss this activity.

Series also consists of regular status reports on Structural Adjustment Lending (SAL) and Program Lending (PL) operations. Other SAL-related records are included, such as Proposed Structural Adjustment Loan and Related Technical Assistance Project reports and SAL Progress Reports.

Between 1982 and 1983, Chernick was on the Steering Group Committee for the Bank's 'Pioneers' of development economics lecture series. His responsibilities included booking guests/speakers, making announcements, booking rooms, and planning Steering Group Committee meetings. Records related to these activities are included in this series.

Records in this series also relate to a variety of other topics and activities, including: seminar attendance and planning; Department retreat planning; and publication of country Economic Memoranda. Other records include: Terms of Reference for Country and Economic and SAL Supervision missions; comments by Chernick on reports and project proposals; Country Economic and Sector Work quality control reports; and administrative and staffing records.

Policy, Planning and Program Review Department chronological files

Series consists of chronological files created during Chernick's time as Division Chief, Senior Advisor, and Acting Director of the Policy, Planning and Program Review Department (PPPRD) between 1972 and 1982. Chronological files contain correspondence in different formats; carbon copies of correspondence sent by Chernick are the most common, while paper copies and telexes are also included. The amount of outgoing correspondence, authored by Chernick, is far more substantial than correspondence received byChernick. While much of the correspondence refers to attachments (reports, country program papers [CPPs], meeting minutes, etc.), very few are included in the files.

Records related to Chernick's role as Division Chief of PPPRD's Program Review Division (PPRPR) from 1973 to 1976 are numerous. The Division's primary roles were to provide guidelines for economic analysis in economic reports and country programs and review CPPs before their submission to the President in order to ensure quality and consistency with the Bank's development objectives. CPPs are confidential reports authored by the regional departments, usually on an annual basis. They include a discussion of a given country's political and economic situation and a history of the Bank's loans and external financing and on that basis propose a five-year lending program for the country. Other, special studies (usually discussing a specific sector within a country or a general development issue) and economic reports were also reviewed by the PPPRD. Chernick's role was to manage his Division's review of CPPs and to arrange Regional Vice Presidents (RVP) meetings and Management Review meetings. As such, correspondence includes: assignment of reviews; schedule of review meetings; discussion of reviews; and policy development and explanation.

Series also consists of correspondence relating to the development and revision of Operational Manual Statements (OMSs). Assignment of tasks related to OMSs is included as are a small amount of OMS drafts and comments on drafts.

Records related to a Working Group on Bank/Fund Collaboration are found in this series. This includes Bank President McNamara's initial request for a report. Chernick's role in the research and writing of this report is unclear; he is copied on related correspondence and drafts were sent to him for review.

Chernick played a significant role in the Development Committee between 1980 and 1982. Created in 1974, the Committee was designed to provide a focal point at a high political level in the structure of economic cooperation for the formation of a comprehensive overview of international activities in the development area, for efficient and prompt consideration of development issues and for coordination of international efforts to deal with problems of financing development. Drafts of Committee meeting agendas are included; in some cases, these drafts are sent from Chernick, as Acting Director of PPPRD, to Bank President McNamara. Correspondence related to scheduling and Committee reviews and projects is also included.

Records in this series relate to a variety of other topics and activities, including: staff hiring and reviews; staff meetings; mission planning; work programs; conference participation and planning; and policy development related to Structural Adjustment Loans (SALs). Also included are: regular summaries of Board meetings authored by Chernick for Hollis Chenery, Vice President of Development Policy (DPS); ad hoc reports and reviews created by Chernick or his staff for superiors within the Development Policy Vice Presidency (DPS) and externally; comments on reports; and a small amount of correspondence related to the research and publication of Chernick's book The Commonwealth Caribbean: The Integration Experience (1978).

Governance, management and oversight

Series consists of records created and received by the Industry Department (IND) units, previous units and successors, related to managing the industry and mining portfolio and strategy and directing the research, policy, and project work of the department.

EISIC Subject files

A substantial portion of records are thematic, or subject files (1972 - 1987) primarily organized by specific industry subsector that contain correspondence, reports, and other material created by division chiefs and seniorstaff and often copied to the Office of the Director that were maintained in the EISIC. The more predominant subjects include the following industries or subsectors: alcohol; coal; fertilizer (phosphate and nitrogen); mining and minerals; pulp and paper; lead and zinc; steel (including iron ore); textiles; oil shale; refinery; science and technology; capital goods; as well as individual files on several other industries.

Files contain mainly copies of internal memoranda or cables between the Office of the Director (INDDR) to division chiefs and other IND staff and Bank departments including in the Regions, or to INDDR reporting office, Senior Vice President, Operations Policy (SVPOP). A broad range of subjects are covered, such as: summaries of visits to external organizations and meetings; representation at conferences or other events; arrangement of consultants for studies or reviews; review and comments on department papers or data (including commodity price projections); compilation and sharing of project data; discussion of project practice and impact of sector review (pricing, subsidization); sector issues and trends (new technologies, commodity pricing systems). Memoranda are occasionally in the form of Terms of Reference (TORs) for studies or missions, and back-to-office reports (BTORs) including copies of regional staff BTORs. There are also originals and copies of incoming letters and outgoing letters between IND senior management or staff and representatives of external organizations or government offices regarding: invitations or confirmations to participate in external meetings or conferences; proposed projects for the sector; and sharing of information on projects and common issues.

Other record types occasionally filed with the correspondence include: consultant reports; draft and final background papers or reports; agenda; list of participants; commodity and industry data such as price projections, company revenues, and production; external journal articles or press clippings; and other items.

Several files are titled "Industry Department general correspondence" (1977 - 1987) and industry sector reports (1973 - 1986). The general correspondence records cover a broad range of topics ranging from routine to substantive matters originating from IND successor, the Industrial Projects Department (NDP, later IPD). Topics of the latter include: division work program and budget, Bank lending program, confirmations on appointments and divisional assignments; Bank programs and activities in related sectors; procedural changes; and training requirements. Routine matters cover staffing and consultants, recruitment, bidding process, and other administrative matters. Files also contain copies of memoranda from Operations Vice President Ernest Stern to operational vice presidencies and Regional Vice Presidencies.

A set of "industrial strategy and policy" files (1982 - 1987) mainly reflect the various activities of the Industrial Strategy and Policy Division (INDSP). Memoranda covers arrangement of seminars, draft guidelines, summaries of meetings with external organizations representatives and government officials, budget and work plan, dissemination of draft papers including policy papers for comments, delegation of authority, and other matters.

NRIC correspondence and related records

The series also contains some correspondence files (1978 - 1986) authored by IND senior management and advisers and chiefs that were originally sent to the Bank's centralized records in the Non-Regional Information Center (NRIC). Files are titled "industry", "mining", and "general" and include mostly memoranda and letters that cover the various sector activities such as policy work, sector studies and projects, division work programs and organizational structure, and liaison with external organizations. "General" correspondence files cover various routine and substantive matters; among the latter includes notes about sector projects, policy and analysis, comments on regional lending program, IPD lending/work program, training components in Bank projects, sector activities in Regions, and external meetings. Attached documents include sector-authored yellow cover papers, published technical reports, draft policy papers or publication chapters, work program summaries, data tables (including lending operations); and external reports. A "General PIN" file contains drafts and final report, titled "World Bank Role in Non-Fuel Mineral Development", that outlines the potential for developing non-fuel indigenous resources in developing countries. "Mining" files are thin in volume. There is some overlap in certain records between these NRIC files and those above maintained in the EISIC as the department "working files"; however, this set of NRIC files is considerably smaller in volume and scope of sector activities.

Knowledge and learning events

Series consists of records related to the Industry and Energy (IEN) industry units' participation and attendance at international conferences and other knowledge and learning events. Records were primarily maintained by Industry and Mining Division (IENIM) staff including Economist and Lead Mining Specialist Craig Andrews and Principal Mining Engineer Christopher Wardell and relate to four major events. The records also reflect the role of IENIM in planning and organizing these events.

The Conference on Development, Environment and Mining (Washington, D.C., June 1-3, 1994) co-sponsored by the Bank, United Nations agencies, and the International Council for Metals and the Environment (ICME) addressed the contribution of mining to economic development and management of environmental impacts for sustainable development. Other records relate to: IENIM-organized international roundtable, Mining in the Next 25 Years, on the future of the mining industry and management of risk (1997); Mining and the Community Conference (Quito, 1997 - 1998) to share experiences and research in the mining sector and local communities including indigenous communities, and environmentally sustainable mining; and the Mongolia Investors Conference (Ulanbataar, 1997) organized by Wardell and co-hosted by the Europe and Central Asia Vice Regional Vice Presidency (ECAVP) and Resource Mobilization and Private Sector Development Department (acronym unknown). The purpose of the conference was to promote investment in the areas of oil, gas andmining and to facilitate bilateral discussions between the Government of Mongolia and participants from various countries that included ambassadors, technical specialists and other representatives from the mining, engineering, financial and banking sectors.

Records consist of draft and final outgoing facsimiles and letters to participants or co-organizers covering the development of the conferences or other events, invitations and incoming replies, preparation of the agenda, or requests for funding from government agencies and subsequent financial arrangements for certain events. Internal memoranda between IENIM management and staff discusses the organization of speakers or consultants, selection of panels and topics, and administrative arrangements.

Additional record types that are filed with the correspondence include: agenda; objectives and discussion group descriptions; draft and final list of participants; curriculum vitae (CVs) of speakers; draft session papers; case studies; IENIM staff-authored articles; consultant reports (i.e. mineral resource and petroleum exploration in Mongolia); discussion paper proposals; background reports; conference brochures; printed material of other external institutions; and "Mining and the Community: Results of the Quito Conference", EMT (Energy, Mining and Telecommunications) Occasional Paper No. 11 (1998).

Chronological files

The series contains chronological records sent and received by the Industry and Mining Division (IENIM), Industry and Energy Department that were forwarded to, and maintained in the IISC.

Many of the files maintained in the IISC are thin, some containing a single piece of correspondence. The IISC presumably implemented a file classification system that organized files by the creator unit code indicated on the physical folders. Files were subsequently titled by country, subject, or sector. Country files are secondarily labeled as subsector (coal, gas, oil, environment, steel, energy, etc.), by project title and loan or credit number, or general. The unit codes identify the correspondence as sent and received by the following: Industry and Mining (IEN IM); IENIM predecessor, Industry Development Division (IEN IN); and IEN DR (Office of the Director). The latter two are smaller in volume.

The majority of records relate to industrial manufacturing and mining activities and support to specific lending or technical assistance projects in various countries. The correspondence includes the division's comments and contributions to project documents (initiating memoranda, audit reports), draft papers and other products, as well as arrangements of missions or project consultancy services. General sector files that do not cover a particular country mostly pertain to industry, mining, minerals, coal, steel, and forestry and also contain IENIM's comments on project reports and other support activities.

A smaller portion of records, mostly individual files, relate to the division budget and work plan, training seminars, conferences, and a file titled "local committee". The training file contains information about Bank seminars organized by other units or external seminars. The agenda and related records of the Industry Sector Board's first retreat are included in the conferences file. The local committee file pertains to IENIM collaboration and sharing information with the International Committee for Economic Reform and Cooperation and its Raw Materials Working Group.

Correspondence consists of outgoing internal memoranda, letters, hard copies of All-in-1 messages, facsimiles, telexes, and attachments. Much of the correspondence is between division staff, regional technical units, and with Central Operations Department Office of the Director (CODDR). Other letters, facsimiles, or telexes are addressed to government officials or representatives of external agencies regarding collaborative activities and meeting arrangements.

The record types occasionally filed with the correspondence include summaries of meetings or seminars, agenda, Terms of Reference (TORs), Initiating Memorandum, aide-memoires, and external reports, some of which are authored by other international organizations.

World Bank Resident Representative for Afghanistan activities and related research and reference materials

Series consists primarily of records related to Theodores's role as Resident Representative for Afghanistan between 1977 and 1980. Many of the records in this series appear to have been compiled by Theodores as either research or memory aids; they have been placed in plastic sleeves and, in many cases, given annotations in the form of sticky notes affixed to the front page of a document or group of documents that describe the document(s) or, in some cases, provide commentary. As part of these compilations,records relating to Afghanistan that were received or collected by Theodores previous or subsequent to his time as Resident Representative have also been included.

Series consists of records relating to the role and mission of the Resident Representative and its relationship with the United Nations Development Programme (UNDP) representative in Afghanistan. These records date back to the opening of the World Bank country office in Kabul, Afghanistan in 1969. Specifically, records relate to: the establishment of the Afghanistan Resident Mission in 1969; briefings on the country's military and political situation (including after the 1973 coup d'etat); the World Bank's role in Afghanistan; Theodores's assignment to Kabul, Afghanistan; the role and objectives of the Resident Mission in Afghanistan; the Mission's relationship and communications with the UNDP representatives regarding operations and security policy; and the diplomatic status of the Resident Representative.

Records related to Theodores's activities as Afghanistan Resident Representative are contained in a chronological file divided into sections according to topic (credentials/identification, receiving guests, health, insurance, taxes, and shipping) and correspondent (World Bank headquarters, family, and personal). Correspondence with World Bank colleagues relates to administration, staffing, travel, housing logistics, and expressions of congratulations or gratitude. Substantive discussion of ongoing or prospective lending operations or economic and sector work is minimal.

Series also consists of four maps of Afghanistan. These include two maps showing political regions (1976), a navigational map (1966), and a general map (1975).

Records compiled by Theodores that appear to be research or memory aids relate to a variety of topics, including: the origins and early days of the Soviet/Afghan war; World Bank security policy and updates; encryption of correspondence; evacuation guidelines; Afghan office budgeting; Bank and resident mission staffing;Theodores's emergency evacuation from Afghanistan in January 1980 for health reasons; assistance of Afghan nationals in communication with the American embassy; transfer of confidential records upon closure of the Kabul office; the Theodores family's final departure from Afghanistan in June, 1980; the closure of the World Bank's Kabul office; and updates on local office staff subsequent to Theodores's departure from Afghanistan. The majority of the records are from Theodores's time in Afghanistan, but somerecords date subsequent to his departure. Records are in the form of correspondence (typed, handwritten, telexes), reports, newspaper clippings, and Afghan government issuances.

Theodores compiled records related to the 1973 and 1978 coups and subsequent Soviet invasion in 1979 as well as the murder of United States Ambassador Adolph "Spike" Dubs in February 1979. These records primarily consist of correspondence between Theodores and Bank colleagues. Records also contain lengthy handwritten letters fromTheodores to his family. Speeches, decrees, and reports made by the various Afghan leadership regimes in 1978 and 1979 are also included.

In addition to correspondence, newspaper clippings from Afghanistan and from other international publications reporting on events in Afghanistan as well as editorials and speeches by external experts commenting on the events and future of Afghanistan are included. Included is a collection of materials related to the nearly decade-long conflict between Afghanistan and the Soviet Union and is primarily newspaper clippings and magazine articles.

Series also consists of three sets of photograph prints. The first consists of fifteen black and white prints depicting Afghani citizens and landscapes. The images appear to be shot by John Siceloff of the American Peace Corps and are not dated. The other two sets of photographs consist of ten color prints and three black and white prints depicting Afghani citizens, landscapes, and towns. Prints appear to have been sold and acquired by Theodores commercially.

A small amount of records related to a talk that Theodores gave at the Newport Public Library in 2002 on the past and future of Afghanistan are also included. Records include presentation notes, articles, and correspondence.

Personal records

A business card file containing various business cards of James L. Theodores and of other individuals in the fields of international development, media, and hospitality is included in this series. Numerous versions of Theodores's Curriculum Vitae and commendation letters are also included.

World Bank Group Field Coordinator security policy and planning

Series consists of records relating to World Bank Group security policy, planning, coordination, and response activities, and James L. Theodores's role leading this work as Field Coordinator (FC) between 1981 and 1987. Records include: official Bank policies and procedures on security in the field and other materials authored by Theodores and distributed to Bank staff; external publications on security and terrorism; undated and uncredited briefing papers on hijackings, letter and parcel bombs, and telephone threats; consultants' reports on World Bank Group security policy and planning; staff guidelines regarding street crime, burglary, vehicles and travel, and fire protection; reports and summaries of political incidents, security advisories, and incidents involving Bank staff; correspondence regarding specific travel bans; work program and other materials related to the Field Office Improvement Program developed by Theodores upon taking over the position of FC; and the FC transition program that resulted in the transfer of the Field Security System to the General Service Department's (GSD) Security Division upon Theodores's departure from the World Bank in 1987. Some records also relate back to Theodores's time as Resident Representative in Kabul, Afghanistan (1977-1980) and the various security plans and guidelines he followed and enforced.

Series also includes records related to the hijacking of Pakistan International Airlines PK326 in March 1981. One of the hostages was World Bank staff member Jeffrey Balkind. Theodores served as the coordinator and major spokesman for the World Bank's informal Crisis Management Team during the hostage taking. Records include regular updates on the hijacking, primarily in the form of wires from the United Nations Development Programme's (UNDP) Resident Representative in Kabul, Afghanistan. Security updates authored by Theodores presumably for internal World Bank consumption are also included.

Records in this series related to the hijacking were subsequently used by Balkind for research purposes. A letter from Balkind to Theodores thanking him for the use of these records is included as is the packaging used to courier the records back to Theodores. The packaging is dated June 26, 1996. A complete draft of Balkind's unpublished history of the hijacking, "Life and Death on a Tarmac: The Hijacking of PK326" is included. Other chapters of the book that were reviewed and annotated by Theodores are also included, as is correspondence between Theodores and Balkind.

Records related to the May 1985 abduction of consultant Dr. Robert Williams, his wife Jenny Williamson, and their driver are also included. Williamson was engaged in work on a World Bank supervised project in Pakistan. Records include initial reports and notes on the incident and regular updates, including those made to senior staff World Bank staff.

Operations support and supervision

The operations support and supervision series consists of records relating to Garcia de Truslow's work in the Latin America and Caribbean regional vice presidency between 1981 and 1987 as an Urban Planner and between 1990 and 1998 as Senior Projects Officer. The series includes records relating to both project support and to sectoral and country research and planning. Records relate to work in countries throughout South and Central America including Argentina, Bolivia, Chile, Dominican Republic, Ecuador, Guatemala, Mexico, Panama, Paraguay, Peru, and Uruguay. Of these, Argentina and Panama are represented the most.

Series consists of records maintained by Garcia de Truslow relating to specific projects. Garcia de Truslow maintained her own binders of records on projects that she was involved in and these are contained in this series. Projects that are represented most abundantly include: Bolivia - Urban Development Project (P006132) Dominican Republic - Project for the Institutional Development of the Municipality of Santo Domingo (P006993) Argentina - Yacyreta Hydroelectric Project (P005937) Ecuador - Mining Development and Environmental Control Technical Assistance Project (P007129) Argentina - Mining Sector Development Technical Assistance (P006055) and Panama - Colon Urban Development Project (P007810) Project records include: copies of official loan documents (including drafts); project briefs (including revisions); back-to-office reports;internal memoranda; correspondence with external parties, including government officials; Terms of Reference; mission notes, itineraries, and other records collected while on mission; project status reports; newspaper clippings; environmental assessment reports; and aide memoires.

Country operation records are also included in this series. These records relate to project identification and preparedness, mission travel, and the preparation of Country Economic Memoranda (CEM) and other papers. In some instances, country operation files include records related to ongoing projects for which Garcia de Truslow provided support. Research and reference materials are also included. Note that country operation records from the 1980s were created and collected during Garcia de Truslow's time as an Urban Planner and, as such, records related to urban planning and housing are numerous. Many of the country operation records were contained in black binders. Record types include: country and country sector reports; investment reviews; aide memoires; back-to-office reports; correspondence between Garcia de Truslow and parties external to the Bank including country officials; Terms of Reference; project briefs; and Bank- and external-authored reports related to the country's economic development and lending operations.

The operations support and supervision series also contains country-focused subject files. The majority of the country subject files are general in nature. A small number relate to the specific sector of a given South or Central American country, such as science and technology or urban development. Country subject files contain small amounts of internal memoranda related to project support, research, and mission travel. Correspondence with external parties, including country officials, is also included. However, the majority of the country subject files consists of reports, background papers, and reference materials. Some of the reports and papers are drafts that had been sent to Garcia de Truslow for comment.

Collection of published materials and mementos

Series contains published materials and other items related to Lurick's work at the World Bank Group. Materials appear to have been selected by Nurick as personal mementos. Included are fourteen copies of the Bank's in-house staff publication International Bank Notes that contain mention of Nurick and his work or celebrate various anniversaries of the Bank. Also included are three copies of an IBRD Office of Information's press clippings compilation from May 1959 in which Nurick is mentioned. Materials related to a trip Nurick made to Japan in 1971 are included as are invitations for Nurick's attendance at a variety of events. Finally, an inscribed copy of a personal memoir by Bank colleague Davidson Sommers titled "Recollections" is included in this series.

AENVP/ASI chronological files

Series consists of chronological files created by Johannes Linn while serving as Senior Economist in the East Asia and Pacific Vice Presidency (AENVP) and Asia Regional Vice Presidency (ASI). Files primarily consist of correspondence and memoranda between Linn and World Bank staff. Topics include: publication of papers and monographs; feedback on papers and reports; mission travel; staffing and recruitment; Country Economic Memoranda (CEM); country sector reports; country projections; country creditworthiness; debt reporting; macromodelling; project review and planning; and work programs. During Linn's time in AENVP and ASI, he did extensive analysis of Thailand, as well as Indonesia, Korea, and the Philippines and this is reflected in the records of this series.

This series also contains correspondence with external individuals and institutions. These records discuss speaking engagements, information exchange, feedback on drafts, and offers of employment. Files also consist of a small amount of travel records.

ECDRB/DEDRB chronological files

Series consists of chronological files created by Johannes Linn while serving in the Urban and Regional Economics Division of the Economics Department (ECDRB) and its successor the Development Economics Department (DEDRB) of the Development Policy Vice Presidency (DPS). Correspondence and memoranda contained in the chronological files generally relate to his work on urban development policy. Chronological files include those labeled "Chronological File - Official Correspondence" and labeled "Chronological File".

The "Official Correspondence" folders date from 1973 to 1981 and exclusively contain correspondence between Linn and individuals external to the World Bank. Most of the correspondence deals with the sharing of information (i.e. papers and reports), conference participation, and speech requests and logistical planning for conferences. A small number of papers and reports are included as attachments to correspondence. Correspondence is between Linn and academics, journalists, government officials, multilateral institutions, and other institutions and associations.

Other chronological files in this series primarily contain correspondence and memoranda between Linn and World Bank staff. Correspondence between Linn and external, non-Bank staff is more personal and substantive in nature than that found in the Official Correspondence files. Topics in these records include: project proposals; seminar and conference participation; research projects; work programs; economic analysis of Bank projects; and country and city studies.

Records of the Country Policy Department (CPD)

The series includes records maintained by the Country Policy Department (CPD) and its subordinate divisions and units from 1981 to 1986. The records include correspondence and memoranda maintained by the CPD Directors, divisionalstaff, and unit staff. The records also include discussion papers, policy papers, and reports produced by the CPD divisions and units with comments for review.

Speech reference collection

This series contains speeches made by Bank staff and, in lesser amounts, Bank consultants, Executive Directors, and government officials. These records were maintained by EXT staff as a reference collection. In addition to speeches, a small amount of similar materials are included, such as: talking points for speeches; transcripts of radio addresses, lectures, press conferences, and interviews; and a small number of published articles.

Note that, while one of EXT's responsibilities was to serve as speechwriter for the Bank President and other senior staff, there is no evidence of speechwriting activities contained in the records of this series. Additionally, EXT staff were regularly responsible for fielding requests for appearances and speeches by Bank Presidents and managing logistics related to those appearances; records related to these activities are likewise not included in this series.

Speeches of Bank Presidents

Speeches made by every Bank President from 1946 to 1999 are included. Presidential speeches contained in this series were delivered to a variety of audiences, both internally and externally, although the latter is more common. The most frequent audience is the Board of Governors at the Bank's Annual Meetings. Other external audiences include international organizations (including the United Nations and its various councils, divisions, and conferences), clubs, associations, and academic institutions.

The speeches of Bank Presidents contained in this series are often small pamphlet-sized publications. This is most commonly the case with the annual Address to the Board of Governors given at the Bank's Annual Meetings. Other formats include photocopies and press releases.

Only three speeches made by President Eugene Meyer are included in this series. Two of the speeches, both dating from 1946, are from: the Annual Meeting of the Academy of Political Science; and a dinner in honor of the World Bank and International Monetary Fund's (IMF) Boards of Governors. The third speech, from 13 January 1947, was given to the Canadian Club subsequent to Meyer's resignation as Bank President.

President John J. McCloy's speeches date from April 1947 to June 1949. In addition to speech transcripts and the scripts of two television programs McCloy participated in, the script for his three-part lecture given at John B. Stetson University in February 1949 is also included. Statements made by McCloy to the United States Senate Committee on Foreign Relations in January 1948 and the House Committee on Bank and Currency in May 1949 are also included.

The speeches of President Eugene Black date from 1947 to 1962. These include speeches from 1947 and 1948 made by Black while serving as the U.S. Executive Director to the Bank. In addition to his speeches, a single folder includes Bank press releases related to Black's appointment as President of the Bank and to other matters. A small number of photocopied magazine articles profiling Black are also included.

President George D. Woods' speeches date from January 1963 to May 1968. In addition to speeches, a small amount of Bank press releases related to Woods' appointment as Bank President as well as magazine articles related to Woods and the World Bank are included; the latter includes a copy of Forbes magazine dated 15 December 1963 featuring Woods on the cover. An article authored by Woods and published in Foreign Affairs magazine in January 1966 is also included.

The majority of President Robert S. McNamara's speeches are in published form and date from 1968 to 1981. Three speeches given by McNamara following his departure from the World Bank are also included: the Sir John Crawford Memorial Lecture (1 November 1985); the Africa Leadership Forum (21 June 1990); and the Annual Conference on Development Economics (25 April 1991).

President A. W. Clausen's speeches date from 1981 to 1986. Clausen's addresses to the Board of Governors are available in published pamphlet form as are a small number of other speeches. The remainder are photocopies.

President Barber Conable's speeches date from 1986 to 1991. Conable's addresses to the Board of Governors at the Annual Meetings from 1988 to 1990 include translations in a number of languages, including: Arabic, Chinese, Japanese, Spanish, Portuguese, German, and French.

President Lewis Preston's speeches date from 1991 to 1994. Only talking points are included for a number of his speeches.

President James D. Wolfensohn's speeches date from 1997 and are relatively few in number. Speeches are filed alongside those of other Bank staff and external political figures.

Bank staff (non-President) and other speeches

This series also contains speeches made by Bank Group staff (including International Finance Corporation [IFC] staff) and, in far less number, Bank consultants, Executive Directors of the Bank, country leaders and ministers, and other prominent external figures. The majority of the speeches are by International Bank for Reconstruction and Development (IBRD) staff. Speeches date from 1946 to 1993. In addition to speeches, a small number of interview transcripts, statements, and published articles are included. In most cases, there are between one and three speeches per individual, although in the case of more senior staff, the number of items can exceed a dozen. Drafts of speeches are included, although in very small number. Translations of speeches are included for some speeches and in a few cases the speech exists only in a language other than English; in the case of the latter, the most common languages are French and Spanish.

Note that some speeches by senior External Relations staff that were filed alongside the speeches of other senior Bank staff are included in this series. These include speeches, lecture and press conference transcripts, speech notes (with hand-written annotations), and published articles dating from 1996 to 1999 by EXTVP Mark Molloch Brown.

EXT speechwriters' reference collection

A group of speeches maintained as reference copies by EXT speechwriters from 1981 to 1989 are also included in this series. Speeches made by Presidents Clausen and Conable are the most common in this collection. Conable's speeches from August 1987 to September 1989 are interfiled with speeches made by other senior Bank staff and prominent external figures. Conable's speeches, however, still make up the majority of the records during this period.

PSDVP business plan, work program, and budget monitoring records

The series includes business plans, work programs, and budget monitoring records for the PSDVP. PSDVP business plans for fiscal years 2004 to 2006 are included, and consist of budget summary tables and departmental budget proposals. The fonds also consists of work programs that outline the functions and activities of PSDVP and its subordinate departments for the fiscal year 2004. The work program records include: organizational structure compact records that detail the objectives and activities of PSDVP and its units; budget distribution reports; compact deliverables for economic sector work (ESW) for PSDVP units; work program progress tables; and staffing information. The series also consists of numerous types of budget monitoring records, including: monthly monitoring tables for fiscal year 2004; reposting, budget transfer, and reimbursable income reports for fiscal year 2004; cross support budget records; quality assurance budget reports for fiscal years 2005 and 2006; trust fund budget reports; discretionary budget reports; and budget records related to the Investment Climate Survey and Assessment (ICA) program for fiscal year 2004.

Subject files

Series contains subject records created and received by Kuczynski during his second period of employment at the World Bank (1971-1973). The records were accumulated during his time as both Chief Economist of the Central America and Caribbean Department (CACDR) and Chief of the Policy Planning Division (EPRPP). Many of the files were begun whilecontain records from Kuczynski's time at the served in CACDR and then were added to while he led EPRPP.

Records related to the economic development of Latin American countries and their relationship with the World Bank are included in this series. These records date from the period when Kuczynski was Chief Economist for the Central America and Caribbean Department (CACDR); in addition there are two reports from 1970, prior to when Kuczynski assumed the position. Topics discussed in these records include: taxation and trade in Latin America; Bank relations with and activity of the Inter-American Bank (IDB); the Common Market in Latin America; and staff recruitment in the CACDR. The majority of the records are correspondence which either involves Kuczynski or was forwarded to him for informational value. Other records include: back-to-office reports describing country visits and meetings and conferences attended by Bank staff; lending reports for Bank member countries; reports (including "The World Bank in the Americas" authored by Kuczynski in August 1971); comments on memoranda and/reports by Kuczynski and others; and summaries on Latin American operations for Bank President McNamara in preparation for his participation in the Latin American Caucus in 1970 and 1971.

Records related to the Seminar on the Collection, Processing and Reporting of External Debt Statistics in Latin America are also included. The seminar, held in March 1973, was organized by the World Bank and the Inter-American Development Bank (IDB). Records include the seminar program guide as well as country presentations. Each country presentation was authored by country representatives and describe their country's debt administration and collection. Also included are report summaries and background information as well as correspondence discussing logistical details.

Records related to commodity production and trade are also included in Kuczynski's subject files. Commodities discussed include petroleum, coffee, tea, minerals, rubber, sugar, bauxite, rice, sulfur, cotton, and grains. Records also relate to: the Bank's role in the mineral sector; seminar planning on topics related to commodity production and trade; and the influence of the Organization of Petroleum Exporting Countries (OPEC). Records include: correspondence; memoranda; back-to-office reports; and Board papers (including commodity forecasts and studies). Also included are a number of reports including a series authored by John Foster of the Economic Analysis and Projects Department discussing oil revenue projects of OPEC member countries, collectively, and by Saudi Arabia, Abu Dhabi, and Kuwait individually.

Kuczynski's subject files also include records related to topics in general economics. These include: income distribution; population growth and impact; joint and parallel financing of Bank projects; employment rates; and private lending to developing countries.

Records relating to Bank-related topics are filed alongside the general economics records. These include: impact of budget cuts on economic research; staffing; relations with the United Nations Development Programme (UNDP); research project planning; publication of Bank reports;Bank Board procedures; and country economic reporting. The majority of the records are correspondence and memoranda dating from 1972 and 1973. A single document, "Glossary of Population Terms", dates from 1967. Also included are comments on papers and summaries of Area Heads' meetings from 1972.

A file containing records related to Bank operations collected by Kuczynski while Chief Economist of CACDR is also included. Records contain correspondence and memoranda discussing: the Bank's operations program for 1972, 1973, and 1974; the Area Departments method of reporting; and the Bank-wide reorganization of 1972.

Records related to planning and future Bank lending are found in this series. Kuczynski collected these correspondence and reports (both final and draft) during 1971 and 1972. Reports discuss creditworthiness and Bank operations, capital flows, and the scale of future Bank operations. Of note is the memorandum entitled "The Scale of IBRD Financial Operations, FY74-78", which was presented to the Board by President McNamara in December 1971.

This series also contains records relating to the research and writing of the speech President McNamara delivered to the Board of Governors at the 1973 Annual Meetings in Nairobi, Kenya. Records include: memoranda discussing possible themes for the speech; a draft outline of the speech; multiple drafts, with contributions by Kuczynski, Mahbub ul Haq, Ernest Stern, and Hollis B. Chenery; comments on drafts, including an annotated draft by McNamara, dated June 19, 1973; memoranda by high-level staff discussing topics contained in the speech, including food production, agricultural sector, and the rural poor; a background paper presented by Chenery to President McNamara entitled "A Conceptual Framework for the Analysis of Poverty"; and various data collections in memoranda and table form.

Also contained in this series are records related to research seminars organized by Bank staff. These seminars were initiated by President McNamara in the spring of 1971 and then formalized into a series of seminars by Hollis B. Chenery in the fall of the same year. The seminars were intended for the Bank's senior staff. Both Bank staff and external participants presented on development-related topics. Records in this series are primarily from 1971 although they extend through 1973. Records include the full text or distributed notes on seminar presentations as well as invitations to sessions. A schedule of speakers for the fall 1971 series is included.

Also included in this seriesare Country Program Papers (CPPs) for most borrowing countries as well as correspondence related to the review of CPPs by the Program Review Division (EPRPR). (The EPRPR existed alongside the division led by Kuczynski, the Policy Planning Division (EPRPP), in the Policy, Planning and Program Review Department.) In addition to the CPPs, Country Program Notes and CPP "postscripts" are also included.

Finally, a copy of the World Tables produced in 1971 by the Bank's Economic Program Department's Socio-Economic Data Division is included.

Records of David Bock, Director, Sector and Operations Policy (OSPVP)

The series consist of records maintained by OSPVP Director David Bock. The records include sector policy papers focused on numerous topics, including privatization, housing policy, family planning, water, power, industry, poverty monitoring, development effectiveness, and other topics. The policy paper records include: copies of policy papers; attached memoranda; and Bock's handwritten annotations related to policy drafts. Bock's records also focus on the creation, management, and budget of OSPVP. This includes: records regarding roles and procedures of OSPVP; cross support budget and mid-year review budget records; and records related to OSPVP retreats.

Development Finance Companies Department (DFC) chronological files

Series consists of correspondence created and received by Frank Vita during his tenure as an Economist in the Development Finance Companies Department (DFC). Vita was placed in the Financial Development Unit (FDU) and the majority of the records in the series relate to its primary activity, namely the review of the World Bank's activities in the area of financial development. FDU records primarily relate to the research and authorship of the FDU report "The World Bank's Approach to Interest Rate and CreditAllocation Issues". Records include what appears to be the final version of the report presented to Bank President Robert McNamara as well as drafts of the report. Comments and research materials related to the report are also included. Research materials include reports on meetings with the Bank's regional staff and reports on regional and country finance development issues.

Records also include correspondence with development finance companies discussing the appraisal of projects submitted for financing by development finance companies. The majority of this correspondence is with the Industrial Development Bank (IDB).

Latin America and Caribbean Vice Presidency (LCN) project and subject files

Series consists of correspondence created and received by Frank Vita during his time as loan officer in the Latin America and Caribbean Vice Presidency (LCN). Series contains a variety of records related to operations mission travel made by Vita to Uruguay. Records include Terms of Reference and back-to-office reports and other supporting material. Mission travel activities included project appraisal (Fourth Livestock Development Project) and supervision (Highway Project) as well as conducting research for sector studies. A subject file on Chile and Uruguay is also contained in this series. Records include World Bank authored reports and memoranda on country lending activities.

Operational support

Series consists of records relating to Biderman's work supporting the World Bank's lending and operations function while serving in various regional operational units.

Records relating to project support provided by the Urban Projects Department (URB) between 1976 and 1979 are included. Records relate to: urban development project identification in Chad; India - Kanpur Urban Development Project (P009795); and a potentialurban development project in Ghana.

Also included are records related to the East Asia and Pacific Regional Vice Presidency's Urban and Water Supply Division's (AEPUW) support of project lending activities in China and Indonesia. Records date from 1983 to 1995 (predominant 1983 to 1987) and specifically relate to a proposed Shanghai housing project in China, public sector and urban sector reviews in Indonesia, and a proposed housing project in Indonesia.

Records related to Biderman's work as a Senior Economist in the Africa Vice Presidency's Department 6 (AF6) between 1987 and 1991 are included. The majority of the records relate to: Angola - Economic Management Capacity Building Project (P000037); and a Public Expenditure Review (PER) for Mozambique. Series also consists of records related to Angola's application for membership, request for assistance, and a country economic review of Angola. Records include: annual meetings briefs; back-to-office reports; country economic review; Terms of Reference; applications for membership; and official requests for Bank assistance. Slides for a 2009 presentation by Biderman at the Africities Conference are also included. The presentation is titled "Urban Transition in Sub-Sahara Africa and the Role of the World Bank".

Records related to the Europe and Central Asia Vice Presidency (ECA) project lending activities in Estonia are also included. Records specifically relateto Estonia - Rehabilitation Loan Project (P008399).

Records relating to project support generally include: memoranda; back-to-office reports; supervision mission reports; aide memoires; meeting notes and minutes; summary of negotiations; Terms of Reference; supervision reports; and correspondence with external parties including government officials.

Reference files and training materials

Series consists of reference materials maintained by Garcia de Truslow during her employment at the World Bank. Included are: administrative manual statements; addresses by World Bank presidents; government directors; accounting handbooks; and World Bank publications including World's Word and Development.

Series also consists of training materials Garcia de Truslow collected during her employment at the World Bank. Training was provided by the Personnel Management Department's Staff Training Division. Training topics include: Land Information Systems; Project Economic Appraisal; Basic Procurement; Cofinancing Policies and Procedures; Private Sector Assessment; and Macroeconomics. Training materials from sessions on banking and financial management provided by the Economic Development Institute (EDI, later the World Bank Institute [EDI]) are also included.
