This series contains a complete set of official numbered documents of the Committee which include but are not limited to topical papers distributed to members of the Committee prior to meetings, reports of working groups and task forces, records of discussion, and notices of meetings and proposed agendas. Statements to the Committee from the President of the World Bank and the Managing Director of the International Monetary Fund are included, as are communiques from the meetings of the Intergovernmental Group of 24 on International Monetary Affairs. Beginning in 1988 the series also includes official statements made during the year by members and observers. Each document is usually present in English, French, and Spanish versions. The content of the documents is reflected in the titles of the items.

This series consists primarily of copies of Chenery's memoranda to McNamara, many of which were returned to Chenery heavily annotated with McNamara's handwritten notes and/or a red stamp indicating the President has seen. Some Chenery memoranda to McNamara are marked returned by McNamara's Office on a specific date with no notes or stamp. Also included are McNamara's memoranda to Chenery, memoranda sent to McNamara by other Bank staff (e.g. Ernest Stern) and copied to Chenery, letters and memoranda McNamara sent to Bank staff and copied to Chenery, and copies of letters Chenery drafted for McNamara's signature. Also included are Chenery's agenda for meetings with McNamara, Chenery's memoranda to the files summarizing discussions with McNamara, Chenery's handwritten notes from his meetings with McNamara, and copies of Chenery's memoranda to his managers summarizing either his discussions with McNamara or meetings that he attended of the President's Council.

In May 1973, Chenery asked McNamara for time to finish his book, The Developing Economy. McNamara agreed that following Chenery's August vacation, he would be allowed to spend sixty percent of his time until December 31 on that book. To permit Chenery to do this, Ernest Stern took over most of the day-to-day direction of the Development Policy Staff, and many of the August to December 1973 memoranda in this series were sent to McNamara by Stern rather than Chenery.

The records cover a wide range of subjects including the work program, organization, budget,and staffing for the Economics Department and the Development Policy Staff; the recruitment and assignment of economists in the Bank Group; the preparation, format, review, and scheduling of country economic programs and sector program papers; ex-post project evaluation work in the Bank; topics for and draft content of the President's annual meeting speeches and the preparation of other speeches for the President; the 1972 Bank reorganization; Bank coordination with the Ford Foundation and the International Monetary Fund; the review of country program papers; the preparation of seminars led by external experts for high-level Bank management; the preparation and review of papers on development policy; the World Bank's research program and budget; drafting of policy papers prepared in response to specific requests from McNamara; comments on policy papers scheduled for discussion by the Executive Directors; policy planning and the role of the Policy Review Committee; economic projections generated by the Development Policy Staff; the coordination of statistical work in the Bank; background information on individuals (and their country's issues) who were scheduled to meet with McNamara; management of the World Development Report team and plans for WDR topics and content; the treatment of Taiwan in World Bank reports; the initiation of the Living Standards Measurement Study (LSMS); and the selection of Chenery's successor. Beginning in 1977, many memoranda concern the reports of the external Research Advisory Panels and the implementation of recommendations made by those panels.

This series consists of records relating to preparation for President Wolfensohn's engagement with the news media. Engagements include print interviews, television interviews, interviews for film productions, and press conferences. Records include briefing materials as well as press clippings, magazine and journal articles, and other print media that was generated with or without the participation of President Wolfensohn or the World Bank Group (WBG). Note that materials related to engagement with the media during Annual and Spring Meetings are arranged elsewhere in this subfonds as are audio-video materials that resulted from Wolfensohn's involvement.

Some of the briefing materials contained in this series include a "Document Log" sheet, but they are not as common as with other types of briefing materials. Information in the log includes event title, interviewer name (if applicable), date and time of engagement, other logistical information, and brief information about the purpose and/or topics to be discussed during the engagement.

Cover notes for interviews and other engagements with the media are often included at the beginning of each briefing and can provide logistical information, rationale for the interview, information on the media outlet, and interview questions (if supplied). Cover notes for press clippings, when present, generally only include the title of the article and occasionally a small amount of background or summary of the story.

The briefing materials for each engagement with the media can include: talking points on topics that are expected to be discussed; background materials on topics to be discussed; question and answer documents containing suggested answers to specific questions; and biographies on the interviewer and, in some cases, samples of other stories they have written. In some cases, transcripts of interviews and press conferences are included as is internal correspondence regarding the use of the interview.

The series consists of published media clippings in the form ofclippings from newspapers, print outs of online articles, and full journals or magazines containing stories on the WBG and/or President Wolfensohn covering most of Wolfensohn's tenure. In addition, a small number of clippings profiling Wolfensohn prior to his arrival at the WBG and relating to his nomination as WBG president in March 1995 are also included. In some cases, clippings have been combined into single, large folders organized by date or topic; many of the clippings appear to have been compiled by the Office of External Relations (EXT) and forwarded to the Office of the Director (EXC). In other cases, a single clipping has been filed in one folder and filed with EXC's briefing materials. In almost all cases there are no accompanying records.

The media relations series includes press releases disseminated by the World Bank Group relating to operations and activities from the founding of the World Bank in 1946 through 1995. Press releases of the International Bank for Reconstruction and Development (IBRD), International Development Association (IDA), and the International Finance Corporation (IFC) are included in this series.

The series consists of IBRD numbered press releases relating to Bank Group operations and activities dating from 1946 to1995. Press releases document country membership admission to the Bank and announce staff appointments in various member countries and other promotions within the Bank. The majority of IBRD press releases relate to IBRD loans, including applications, agreements, and issuances. Other topics of press releases include organizational changes (including reorganizations, retirements, and staff and Executive Director appointments), country membership, bond issuances, Resident Mission developments, speeches by senior management, report publications, conference attendance, consultative group meetings, mission travel undertaken by senior management, and Spring and Annual meetings. Early press releases were numbered consecutively. Beginning in 1962, press releases were numbered according to the year of release. Numbered press releases are missing from the following years: 1982, 1983, 1985, and 1986.

Series also includes press releases relating to IDA operations and activities from its creation in 1960 to 1994. The majority of IDA press releases relate to the funding of projects through IDA credits. Other topics of press releases include organizational changes (including reorganizations, retirements, and staff appointments), country membership, IDA replenishments, consultative group meetings, conference attendance, and Spring and Annual meetings. The press releases are arranged consecutively by number from 1960 through December 1961, numerically by calendar year from 1962 to June 1976, and numerically by fiscal year from July 1976.

An index for IBRD and IDA press releases from 1946 to 1994 is included. Indexes provide a brief descriptive subject title along with press release number and date. A separate index for IDA records for the years 1962 to 1979 is also included and contains the same information.

A portion of IBRD and IDA press releases dating from 1946 to 1994 are unnumbered and arranged chronologically. Unnumbered press releases are included in the file indexes as "unnum" or "unnumbered" but are not filed withthe numbered press releases. Some press releases have published informational supplements attached; supplements originated in both the Bank and in other organizations.

The series also contains translations of some of the IBRD and IDA press releases from 1948 to 1994. French and Spanish translations are most common but translations into Chinese, German, Italian, Arabic, Japanese and Portuguese are also included. A number of smaller series of press releases dating from 1987 through 1994 that relate to specific World Bank agencies or topics are also included. The financial series describes general World Bank finances, currency issues, and bonds. The larger special series details World Bank presidents' visits to member countries, staff appointments, and new Bank initiatives. A small number of press releases from the early 1990s relate to the Multilateral Investment Guarantee Agency (MIGA), the Consultative Group for International Agricultural Research (CGIAR), and the impact of development on particular US states export growth are also included.

The series also includes versions of speeches and addresses by Bank Group officials that were disseminated as press releases. These date from 1946 to 1965. The majority of the speeches are by Bank presidents Eugene Meyer, George Woods, and Robert McNamara. Speeches by other Bank officials include: J. Burke Knapp; Sir Denis Rickett; Mohamed Shoaib; Siem Alderweld; and Irving Freidman. These speeches include commencement addresses, Annual Meetings addresses to the Board of Governors, remarks during sessions of Economic and Social Council of the United Nations, and addresses to various bank associations and conferences.

The series also contains IFC press releases relating to operations and activities dating from 1956 to 1979. Topics include external operations as well as organizational changes, activities and events. Responsibility for writing and disseminating IFC press releases was the responsibility of various departments within the Information and Public Affairs Department (IPA) between IFC's creation in 1956 and 1979. In 1979, this activity was transferred to IFC's new Information Office. A small number of press releases dating from 1965 to 1974 include IPA correspondence relating to the authorship and dissemination of both press releases and photographs from the Bank's photograph library. These files are titled according to either the name of the company that received the investment or by country, thereunder by name of company.

The series also contains records relatingto press tours organized and facilitated by the Bank and governments and institutions of member countries. Press tours included media from around the world. Participants visited sites of projects funded by the Bank, partook in talks and discussions related to development, and met with government officials. Records include memoranda related to the planning of the trip, programs and itineraries, and background publications for participants.

Series consists of records relating to external conferences attended by Maurice Strong in his capacity as senior adviser to the World Bank Group (WBG) president. Series also includes records relating to Strong's attendance at and participation in both internal and external meetings. Internal meetings often include meetings with President Wolfensohn as well as the Executive Management Committee (EXCOM). Records also relate to other meetings and retreats with WBG senior management, including the managing directors and vice presidents, as well as meetings involving WBG Board of Executive Directors. Records regarding planning and support provided for President Wolfensohn's attendance at meetings and conferences is also included. Strong's meetings with managing directors cover a range of topics, including the environment sector, rural development sector, the WBG's disclosure policy, private sector development, budget issues, and liaison with non-governmental organizations (NGOs). Records with WBG vice presidentsprimarily relate to Strong's participation in vice president strategy retreats in 1995 and 1996.

Records relating to the planning, preparation, and attendance of meetings by President Wolfensohn are included in this series and reflect Maurice Strong's role in guiding President Wolfensohn's attendance at and preparation for these meetings. Records primarily concern deciding which meetings President Wolfensohn will attend and briefing him in advance.

The series also includes records relating to conferences which Strong served as moderator or chair. These include the Global Knowledge Conference (June 1997), Getting Bureaucrats out of Business (October 1995), the Special E7 Meeting (June 1996), and the United Nations Conference on Human Settlements, Habitat II (June 1996). Records relating to conference participation and attendance include conference programs and schedules, background information for attendees, and logistical information.

This series consists of records relating to support for President Wolfensohn's participation in meetings and events with both internal and external partners. Meetings and events relate to all major functions for which the president of the World Bank Group (WBG) is responsible and encompass a wide range of activities, including meetings, conferences, retreats, phone calls, WBG staff events, exhibits, concerts, receptions and parties, dinners and luncheons, and others. Note that briefing materials supportingPresident Wolfensohn's participation in Spring and Annual Meetings activities, media engagements, and speaking engagements are arranged elsewhere in this subfonds as are records relating to briefing the president on mission travel.

The preparation of the president's briefing materials is managed by the Office of the President's Middle Office, who provides guidance to WBG staff in the preparation of briefing books and who receives briefing books from other WBG units. Briefing materials in this series are generated by staff in the Office of the President (EXC), the Office of External Relations (EXT), World Bank Group (WBG) managing directors, and other WBG vice presidencies.

Records relate to meetings and events with the WBG's external partners including heads of state and senior officials of member countries, leaders and representatives of civil society and nongovernmental organization (NGO) organizations, heads of private business and enterprise, leaders and representatives of other multilateral organizations (including the International Monetary Fund [IMF], United Nations, and other development economic institutions), donors, academics and thought leaders, and others.

Records also relate to meetings and events involving internal WBG staff. Topics include all aspects of WBG operations and administration. Records relate to meetings with WBG senior management, including managing directors and vice presidents, both individually and in small groups or as part of regular Executive Management Committee meetings(EXCOM), which consisted of both managing directors and some vice presidents, or Management Committee meetings, which consisted primarily of WBG managing directors. Briefing materials related to "Corporate Days" (1998-2005) are also included in this series. The monthly, day-long meeting, usually chaired by President Wolfensohn or by a managing director in his absence, included WBG senior leadership members (including leadership from the International Finance Corporation [IFC], Multilateral Investment Guarantee Agency [MIGA], and International Centre for Settlement of Investment Disputes [ICSID]) and involved discussion on key strategy and management issues.

Briefing materials in this series also relate to President Wolfensohn's meetings with leadership and senior management teams from nearly all WBG units, including: all regional vice presidencies, Human Development Network (HDN), Environmentally and Socially Sustainable Development Network (ESSD), Poverty Reduction and Economic Management Network (PREM), Private Sector Development and Infrastructure Network (PSI), Financial Sector Network (FSN), Development Economics Vice Presidency (DEC), External Affairs and United Nations Affairs (EXT), Operations Policy and Country Services (OPCS), Resource Mobilization and Cofinancing (RMC), Treasury (TRE), Strategy and Resource Management (SRM, later Strategy, Finance, and Resource Management [SFR]), Controller (CTR), Economic Development Institute (EDI, later World Bank Institute [WBI]), General Accounting Office (GAO), General Services Department (GSD), Human Resources (HR), Information Solutions Group (ISG), Internal Auditing Department (IAD), Legal Vice Presidency (LEG), and Operations Evaluation Department (OED). Briefing materials related to meetings with the staff from the International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA) are also included.

Briefing materials for meetings attended by President Wolfensohn on numerous WBG programs and initiatives are included in this series. These include, but are not limited to: the Heavily Indebted Poor Countries (HIPC), a comprehensive approach to relieve high external debt burdens of poor nations; the Strategic Compact, a series of initiatives approved by the WBG Board of Directors in 1997 designed to clarify the objectives of the WBG and address issues of accountability; the semi-regular Strategic Forum, a strategy and planning meeting first held in January 1998 consisting of President Wolfensohn and senior management; the Comprehensive Development Framework (CDF), President Wolfensohn's new and more inclusive approach to WBG operations; the Development Gateway, an early WBG initiative to connect the WBG, its members, and other development practitioners via the internet; the Ideas Line, a program designed to solicit suggestions and feedback from WBG staff; the President's contingency fund, the institutional budget reserve intended to fund major resource requirements that were not anticipated at the time of budget preparation; and CEO Days, an annual forum for the exchange of ideas between external business leaders and WBG senior management hosted by President Wolfensohn and the WBG.

This series also includes a small number of briefing materials created for President Wolfensohn at his request but not for a specific meeting or event. Of note are the folders titled "Presidential Archives" which contain initial briefings by WBG units and senior staff on various WBG functions and topics; these folders date from March 1995, prior to Wolfensohn's official arrival at the WBG.

Briefing materials for each meeting or event range significantly. Briefing materials range in size from thin, grey portfolio folders containing a small number of documents to large accordion folders or multi-volume sets of folders. Most folders include a "Document Log" sheet at the beginning or end of the records that is generated by EXC's document management system. The log contains a field for information related to the meeting or event that may include: title of meeting; nature of President Wolfensohn's participation; venue/location; contact information; program outline; attendees; and support provided by WBG staff.

Briefing materials for both external and internal meetings may include a broad range of information and document types. Information and/or documentation related to the request for or origin of the meeting or event may be included in the form of communication and/or invitation from the participants. Communications between EXC and other meeting participants may be included and could include logistical information or briefing materials. Internal WBG communications relating to meeting or event logistics may also be included.

Guidance for the president in the form of a cover note, talking points, or possible discussion topics is often included, although they can range in degree of formality, from official briefings authored by EXC or EXT staff, WBG managing directors, or WBG vice presidents to less formal notes authored by President Wolfensohn's chief of staff, assistants, or advisers. In some cases, meeting counterparts will provide briefing materials in advance of the meeting.

A list of meeting or event participants is commonly included in briefing materials, particularly for external meeting and events. Short biographies of meeting participants are sometimes included.

Briefing materials created for meetings and events with country leaders, officials, and other representatives often include extensive information on the country in the form of country briefs (focusing on political and economic developments and key economic data), relevant WBG reports (country reports, project documents, etc.), internal correspondence that discusses the country or the WBG's engagement with the country, and copies of past press releases. Briefing materials often include possible discussion topics or talking points.

Similarly, for meetings with representatives of private business or civil society, briefing materials may include lists of and information on meeting or event participants, summaries of organizations including their histories, copies of past press releases, minutes from previous meetings with same individuals or organizations, copies of past correspondence relevant to the meeting or event, and internal correspondence relating to meeting or event planning or logistics. These materials may also include discussion topics or talking points.

Handwritten notes, presumably by President Wolfensohn as well as others, are sometimes found on the records in this series.

At a later point in President Wolfensohn's tenure as WBG president, the practice of inserting meeting minutes into the briefing folder at some point after the conclusion of the meeting was initiated.

This series consists of both the administrative files on each meeting and the numbered Committee documents of the meeting; that is, it is a combination of the records found in (WB IBRD/IDA DC-02) and Meeting files (WB IBRD/IDA DC-03).

This series consists of the administrative records of each session of the Development Committee. Included are agendas, lists of speakers, attendance, travel and seating arrangements, drafts of statements, records of discussions, and internal and external correspondence relating to the meeting. As an example, the file on the 38th meeting (May 1990) includes the agenda, press communique, seating chart, remarks for plenary, afternoon, and closing sessions, luncheon arrangements, press conference attendance, information for participants, statements, background materials, administrative matters, and the record of discussions.

Series contains records maintained in Central Files and semi-centralized filing stations from 1946 until 1977 that relate to membership of the International Bank for Reconstruction and Development (IBRD), International Finance Corporation (IFC), and International Development Association (IDA). The records originated in the departments and offices whose files were centralized over a period of time including, but are not limited to: Offices of the President and Vice President; Treasurer's Department and its Cashier's Division; Office of the Controller; Legal Department; and others. Records also originated from the Secretary's Department responsible for coordinating the membership process. The department distributed certain correspondence and related documents to the Central Files while likely maintaining its own official files.

Records include internal memoranda, letters, cables, drafts and final Board resolutions, Secretary's memoranda, financial statements, handwritten notes, press releases, press clippings, external reports, national legislation documents, and other records. Informal meeting notes and summaries of discussion during visits to countries are in the form of internal memoranda. There are also summaries of annual meeting discussions between regional staff with delegations prepared as internal memoranda. Letters are primarily between the Bank president, vice president, Secretary's or Treasurer's Departments and government officials such as ministers, central bank authorities, and ambassadors.

Individual country membership files were separately maintained for IBRD, IFC, and IDA. The files document early discussions of membership, changes in membership status, and occasionally refers to the political situation of the country interested in membership.

Within the IBRD membership records (1946 - 1977), country files are subdivided into membership, capital, depository, governors and alternates, and withdrawals of membership for certain countries. Correspondence specifically relates to: notifications of interest or intention for membership; acknowledgement of applications and updates on membership process; opening and closing of accounts; payments of contributions by central banks; revaluations and devaluations of contributions; problems of interest due and unpaid subscriptions; bearing demands; audit and policy questions; monthly statements of transactions; procedures for maintenance of accounts in the name of IBRD; and adjustments of loans.

IFC country membership files (1954 - 1971) contain correspondence regarding background material for Bank/IFC/International Monetary Fund membership, discussions on projects financed by IFC, payments required from each country on its pending capital subscription to IFC, statements showing the balance of accounts, IFC loans, and a file concerning United States budget contribution to IFC. There is a smaller volume of files related to general IFC membership matters, IFC capital, and replenishment resources. General membership correspondence covers issues such as pending increases in member's capital subscriptions, holdings of non-convertible currencies in member countries as of June 1971 and matters relating to China's membership. Other files concern IFC capital stock and capital increase, subscriptions of member countries, replenishment of IFC capital, correspondence from IBRD to IFC concerning the use of Bank funds loaned to IFC, financial statements, schedules of projected subscriptions adjustments of IFC capital subscription. IFC replenishment resourcesfiles include correspondence documenting IFC needs for additional loan, increase of IFC equity resources, or capital stock, and new projection capital invested in equities.

IDA membership correspondence (1960 - 1977) concerns requests for the maintenance of accounts, additional subscriptions under IDA replenishment resources and payment process, requests for opening accounts in IDA books, balance of accounts, and maintenance of value due on initial subscription.

Contained in this series are memoranda and copies of Bank-wide issuances concerning the Bank's Reorganization of 1972 as it affected the Economics Department and, after the reorganization, the Development Policy Staff. The notebook appears to have been maintained first by P. D. Henderson and, after the reorganization, by Alexander Stevenson, the Director of the Development Economics Department (DED). Among the contents are: November 1971 memoranda to Henderson from Economics Department managers with their thoughts on possible future organizational structures for the Bank; copies of December 1971 memoranda from Mohamed Shoaib (chair of the Organization Study Steering Committee) and Hollis B. Chenery to President McNamara with their reorganization ideas; Henderson's notes from the December 22, 1971 meeting of the President's Council; McNamara's January 7, 1972 announcement of a study of the Bank's organization and procedures; Henderson's correspondence from McKinsey, the consulting firm which helped with the study; a copy of the July 13, 1972 memorandum outlining the views of Mahbub Haq and Ernest Stern regarding the Bank's policy function; a copy of E. Lerdau's July 24, 1972 comments on Haq's and Stern's views; the August 10, 1972 announcement of the first phase of the restructuring; memoranda from various managers of the Central Economic Staff (CES) to Henderson with ideas as to how to reorganize CES; Henderson's September 30, 1972 draft of a memorandum from Hollis B. Chenery to President McNamara concerning responsibility for sector development policy; the October 16, 1972 announcement of the Development Policy Staff's organization; and other memoranda further refining the organization and staffing of the Development Economics Department in the Development Policy Staff.

The records in this series were maintained by the Development Policy Group (DPG) and its predecessor, the Economic Advisory Staff (EAS), and consist of the following seven small groupings of memoranda and reports concerning schedules and procedures for the drafting and review of Country Strategy Papers (CSPs):

• 1. EAS status reports and memoranda concerning schedules for producing CPSs and slippages in those schedules, November 25, 1987 - February, 19, 1991.
• 2. EAS correspondence with Regional staff regarding schedules for CSP Initiating Memoranda, May 24, 1989 - March 16, 1990.
• 3. EAS and DPG memoranda regarding revisions of CSP guidelines for inclusion in the Operational Manual (OM) and copies of the relevant sections from the OM, January 5, 1987 - February 4, 1993.
• 4. EAS copies of CSP reviews prepared in FY 88 and FY 90 and comments on those reviews, October 10, 1988 - April 27, 1990.
• 5. EAS correspondence regarding guidelines for country strategy reviews for IDA countries, March 13, 1990 - June 4. 1993.
• 6. EAS memoranda concerning plans for scheduling CSP in FY 1992, February 19 -July 5, 1991.
• 7. EAS and DPG correspondence concerning CSP schedules and procedures regarding the content and the review process for CSPs, April 20, 1988 - April 6, 1994.

The Memoranda for the record series contains a set of minutes of McNamara's meetings with Bank staff, US representatives, and other visitors from outside the Bank. The memoranda generally were prepared by the Personal Assistant to McNamara, but there are also some memoranda of conversations drafted by McNamara and reports prepared by members of other departments in the Bank; some of the minutes are copies of minutes of the President's Council or the Policy Review Committee meetings. Background material, including notes and figures in McNamara's handwriting, sometimes accompanies the memoranda.

Meetings with Bank staff involve Vice-Presidents and Senior Vice-Presidents, the General Counsel and his Associate, the Secretary, Advisors and Special Assistants, Department Directors and the Executive Secretary of the Development Committee. Memoranda of meetings with the Staff Association are also included. Topics discussed with staff include the Bank's lending programs and budget, financial operations, organization and procedures, work programs and special studies. Among the latter are papers on capital markets; lending rate; financial policy; preference in procurement; agricultural research; commodities; the mining, urbanization and health sectors; agricultural credit; urban, nuclear power and aviation policies; river blindness; nutrition; population; employment; land reform; IDA policies and world development issues. The meetings also included discussions of McNamara's annual speech to the Governors and other speeches and statements, the preparation of Board meetings and other meetings, questions submitted by journalists, McNamara's trips to East and West Africa, and particular issues such as the increase of IBRD capital, the Development Committee, and the establishment of the Third Window.

Personalities meeting with McNamara from outside the Bank are U.S. Treasury Secretaries and other government officials, U.S. Congressmen, heads of international organizations, bankers, businessmen, economists, health specialists and journalists. These conversations concern the IDA and bond issues, marketing legislation, specific lending issues, and development cooperation.

This series contains memoranda sent and received by Directors of the International Economics Department (IECDR) regarding the Planning Assumptions Committee (PAC) and the process of revising PAC Baseline Numbers. The Planning Assumptions Committee met twice a year, in the spring and the fall, to review and validate Bank-wide planning assumptions about international prices (particularly of manufactures), interest rates, and related global indicators. These assumptions became the PAC Baseline Numbers that were used in various Bank projections, e.g. in setting price and interest rate guidelines for Bank project work. IEC served as the secretariat to the PAC; the Chief Economist was chair. The memoranda in this series concern ways to improve the PAC process and the methods used to develop the baseline indicators and plans to develop a downside scenario as an alternative to the Baseline Numbers for 1990.

This series contains various record types: draft memos; correspondence (e.g., from Clark to World Bank President George D. Woods; from Lars J. Lind to Clark); drafts of speeches; press articles; notes on meetings and conversations (e.g., Clark?s notes on his conversation with Willy Brandt and Egon Bahr on January 18, 1977; Clark?s notes on McNamara?s conversation with Willy Brandt on March 7, 1979); drafts of professional memoir; a survey on major international conferences and resolutions on development issues in the 1970s; a press release about the ?Delhi Announcement on Brandt Commission;? a copy of Willy Brandt?s opening address on December 9, 1977; and many more. Records in this series cover a broad range of topics, including Clark?s travel schedule between 1968 and 1980; Clark?s thoughts on the type of job he wanted to do at the World Bank Group (e.g., to be involved in discussions about the future of the Indian Consortium); Clark?s notes on World Bank policies; relations with the United Nations; development issues; public support strategies for the Bank Group; the Pearson and Brandt Commissions that studied development issues during the McNamara years; Clark's and McNamara's appointment to the World Bank; and the development of Clark's memoirs.

Both incoming and outgoing correspondence is included in this series. The incoming correspondence in the first part of the series documents Bruno's roles as Manager of the Development Economics Vice Presidency, Chief of Research for the Bank and the Bank's principal economic adviser, Chairman of the Research Committee, and Chairman of the Economist Panel. The letters from January to August 1993 were signed by D.C. Rao who was serving as Acting DECVP until Bruno's assumption of duties.

EDI funding and programs, selection of topics for annual World Development Reports, DEC Business plans, relations with the World Trade Organization (WTO), liaison functions with Berne Union and the Paris Club, and Terms of Reference for DEC department heads leading missions are among the many subjects of Bruno's correspondence with DEC department heads and Bank Managing Directors in the first part of the series. Responses to Ernest Stern, Chairman of the Loan Committee, on lending options and comments offered for Country Assistance Strategy (CAS) Reviews are also in the first part of the series along with Bruno's reports on his 1994 visits to India; Slovenia, Slovakia, and the Ukraine; Brazil and Argentina; and South Africa, Senegal and Kenya.

The internal correspondence file relating to Bank President James D. Wolfensohn in the second part of the series includes informal memos and notes from Bruno to Wolfensohn on Bank-Fund [IMF] relations and collaboration and issues raised in policy papers and presentations; background papers prepared for Wolfensohn on various subjects including the closure of the World Bank office in Geneva and Wolfensohn's forthcoming trip to Russia and Hungary; and copies of Wolfensohn's staff announcements. Bruno's elevation to Senior Vice President and to the President's new Executive Committee is part of the December 7, 1995 Announcement to Staff on the Restructuring of the Bank's Top Management. Also placed in the file is a copy of a Wolfensohn December 26, 1996 memo addressed to all staff announcing Michael Bruno's death on December 25, 1996 in Jerusalem. Bruno had left the Bank earlier in 1996. Filed at the end of the internal correspondence in the first part of the series is a small amount of Lyn Squire's correspondence while serving as Acting DECVP following Bruno's departure from the Bank. It includes correspondence concerning meetings with Joseph Stiglitz in January 1997. Filed immediately following the internal correspondence are comments and other correspondence concerning the 1994 WDR.

The external correspondence file relating to Bank President Wolfensohn includes letters from outside organizations and private individuals forwarded to Bruno by the President's office requesting that a response be prepared in DEC for Wolfensohn's signature, Bruno's signature, or for signature by one of the DEC department heads. Background information provided to Wolfensohn to use in his replies and information copies of Wolfensohn's correspondence forwarded to Bruno are also in this external correspondence file.

This series consists of Loan Committee records that were maintained in the office of the Chairman, Ernest Stern. A typical file contains the Initiating Memorandum (IM), comments regarding the IM from committee members, memoranda suggesting agenda topics, minutes and amendments to minutes of Loan Committee meetings, and memoranda and notes from Stern.

The series includes: formal minutes of regular meetings from April 1948 to May 1987; minutes of special meetings from January 1968 to August 1972; notes on weekly meetings from May 1950 to January 1962; summaries of decisions reached at meetings from April to August 1948; and memoranda requesting that the Committee approve a loan without meeting from 1969 to 1972. In some cases, memoranda regarding the date and agenda of a meeting are included. Filed at the end of the series is a chronological set of memoranda to Committee members from June 1983 to March 1987 confirming the date and topic of a meeting.

This series contains the minutes, agenda, and other records of the Research Policy Council (RPC) and the Bank Research Advisory Group (BRAG). Based on the recommendations in a report on the management of Bank research which was produced by a study team under the auspices of the Organization Planning Department (OPD), President A. W. Clausen established the RPC on August 2, 1983 to provide overall leadership in the guidance, coordination and evaluation of all Bank research. Anne Krueger, Vice President, Economics and Research Staff (VPERS), served as chairperson. The RPC records in this series consist primarily of agenda and minutes of meetings, August 1983 - February 1987. Filed with some of the agenda are copies of the issues papers to be discussed at the meetings. Included with the records are: a small file of May 1987 intra-Bank memoranda regarding the Internal Audit Department's proposed review of the comparative studies program, and memoranda and issuances, August 1983 - October 1985, outlining the role of the RPC and how it changed the role of the Research Committee. There is also a copy of the minutes of the first meeting (November 19, 1987) of the Research and Publications Policy Council (RPPC) which replaced the RPC.

The Bank Research Advisory Group (BRAG) was established by the RPC to advise it on a wide range of Bank views on research issues of interest to the Council and to assist the RPC in formulating institutionally relevant research priorities. Anne Krueger (VPERS) chaired BRAG and appointed its members after consultation with the RPC. The BRAG had a membership of 20 senior Bank staff chosen so as to ensure a wide representation of perspectives. The Secretary of the RPC was also an ex-officio member of BRAG. The BRAG records in this series consist of: lists of the BRAG members; Anne Krueger's correspondence with members, February-August 1984; copies of key documents establishing BRAG and outlining its duties; and agenda and minutes of the two BRAG meetings, April 12, 1984 and October 4, 1984. Filed with the agenda are copies of documents to be discussed at the meetings, including a copy of the October 1984 report on dissemination of the Bank's research output that was prepared by a BRAG subcommittee, chaired by C. Michalopoulos.

The series consists of documents that were most likely retained for reference purposes by the Directors of the Geneva office (also referred to as Special Representatives to the U.N. Organizations in Geneva) and their staffs. Included in the series are: copies of the agreement regarding privileges and immunities concluded between the U.N. and the Swiss Federal Council on 19 April 1946; a copy of the 22 June 1978 letter from the Director, International Relations Department of the Bank to the Deputy Director-General of the U.N. announcing the opening of the Bank's Geneva office with Mahmud Burney as permanent representative; biographical information about Bank Presidents; copies of staff and other announcements of the appointments of Wolfgang Siebert (effective 20 January 1986) and Jean Baneth (effective 4 August 1989) as Directors; copies of the announcement of Baneth's departure and the appointment of his successor Piritta Sorsa (effective 14 December 1992); memos and other correspondence concerning the Post Adjustment (cost-of-living) System for Field Assignments (1988 - 1992); memoranda concerning work plans (1990 - 1991) and staffing requirements (1985, 1987, 1989) for the office; an unsigned 7-page monograph titled Notes on the Bank Office in Geneva dated 20 November 1985 most likely written by L. Peter Chatenay who headed the office from 1982 to 1985; and a draft of a letter to the U.N. office in Geneva announcing the permanent closing of the Bank's Geneva office as of 1 July 1993. Copies of a small amount of correspondence prepared by Siebert and Baneth regarding the Geneva office and correspondence from other permanent missions at Geneva are also part of the series.

Series consists of nutrition sector country files maintained by the Health, Nutrition, and Population Team (HDNHE) and predecessors beginning from the Population and Nutrition Projects Department formed in 1972. Country files were predominantly created between 1973 and 2000 and contain external reports, publications, and internal memoranda between HDNHE staff and country offices regarding the status of the health and nutrition sector of member countries. There are also a small number of items within the files that were externally produced between 1963 and 1968 and used as reference by HDNHE staff.

Records in this series were maintained in continuity during the period when the nutrition unit was situated under two different sector departments. The Nutrition Unit (PNPD2) was created under the Population Projects Department in July 1972 (later renamed Population and Nutrition Projects Department). Nutrition functions were then transferred to the Agriculture and Rural Development Department (AGRNU) in November 1975 until the Population, Health and Nutrition Department (PHN) was established in October 1979.

Records in the series were created and maintained by various staff including: Dr. Alan D. Berg (deputy director, Nutrition Unit, PNPD2, 1972 - 1975, then Senior Nutrition Advisor 1975 -1992 in AGRDR, later PHNDR and PHRDR); Dr. Judith S. McGuire (nutritionist, PHRHN 1988 - 1993, then senior nutrition advisor); Joy Miller Del Rosso (nutrition consultant, PHRHN later Human Development Department, between 1992- 1996); and others.

Most of the country files represent low-and lower-middle- income countries, however, Sweden and the United States are also represented in the files in the form of background reference reports. The Sweden file contains an article and report on diet in Sweden and Scandanavia. Among the earliest nutrition sector country files with material from the 1960s and early 1970s are Singapore, Sweden, Mauritius, Malaysia, Tunisia, Nepal, Nicaragua, Costa Rica, El Salvador, Gabon, Kenya, Korea, and Pakistan. There are also files concerning nutrition in the former Soviet Union (1993 - 1997). Several of the nutrition sector files specifically relate to Venezuela and are titled constraint assessment (1988 - 1998), food policy study (1996 - 1999), and nutrition education component (1996 - 1997). Other topics represented within the series include, but are not limited to: breastfeeding, child nutrition, malnutrition, micronutrients, and food policy.

A small number of the nutrition sector country filescontain project-related correspondence and the department's missions and preliminary reports. These include the Nutrition Research and Development Project for Brazil approved in 1976 and the India Tamil Nadu Nutrition Project approved in 1980. The India file reflects early discussions and project planning from 1974. The Brazil and India projects where two of only four standalone nutrition projects approved by the Bank between 1976 and 1981.

Other records in the series include: internal memoranda regarding unit comments on Research Project Outputs (RPOs); mission travel and mission findings to examine proposed nutrition components of projects, and other nutrition sector work; sector issue reports including drafts; Initial Executive Project Summaries (IESPs) on countries distributed from the regional division chief; back-to-office reports, some authored by country departments; consultant's reports; external reports, brochures and booklets; external mission reports and drafts or final versions of concept papers authored by United Nations agencies, government ministries, international organizations or by individuals from academic and research institutes; and journal articles. One report in is Portuguese.

Several files contain only external reference material related to the country's nutrition sector.

This series includes chronological correspondence, memoranda, and other records of Heywood Fleisig created or received during his position as Principal Economist in the Office of the Chief Economist, Latin America and Caribbean Region (LACCE). The records are primarily devoted to economic and sector work (ESW) planning, and reporting for the Latin America and Caribbean Region (LAC). The records include: initiating memoranda; ESW business plans; ESW task briefs; terms-of-reference; back-to-office reports; and research paper and survey proposals. The series also includes meeting minutes from LAC regional ESW planning meetings, and draft policy papers with handwritten notes and comments by Fleisig. Most memoranda and correspondence are between Fleisig, the Region's Lead Economists, and other staff in the LAC Region. Correspondence between Fleisig and the Office of the President (EXC) are also included.

The series includes incoming and outgoing correspondence and memoranda of Syed Shahid Husain from when he served as Vice President for Latin America and Caribbean Region (LACVP). The correspondence and memoranda are primarily between Husain and other LAC regional staff regarding a number of topics, including: country assistance strategies (CAS); technical assistance action plans, progress reports, and planning; policy reports and papers; structural adjustment loans; private sector development; and regionalmeetings, workshops, and retreats. The series also consists of correspondence external to the Bank from various country ministry offices. Correspondence and memoranda between Husain, the Office of the President (EXC), and the Bank's External Affairs Department (EXT) are also included.

Series consists of records concerning the formulation of policies, guidelines and standards, and advisory support for lending as well as economic sector work of the International Bank for Reconstruction of Development (IBRD). These records were maintained in the centralized files from 1946 to 1987. The 1987 records in this series are very few. The remainder of 1987 files were likely handed over to the functional departments following the closure of the NRIC in July 1987. The offices and non-regional departments whose records were centralized over time and are represented most prominently in this series include (but are not limited to): Office of the President and Vice President (beginning 1946); Research, later Economic Department (1946 - 1952); Technical Operations and sector divisions (1952 - 1965) and its successors Projects Department (1965 -1972), Central Projects Staff (1972 - 1982), and Operations Policy Vice Presidency (1982 - 1986).

Records in the series predominantly cover the period 1946 to 1986, apart from a file on pulp and paper that contains a copy of an external report dated 1944. The 1987 records are limited to a single file concerning urban development. Records are mostly in the form of internal memoranda or incoming and outgoing letters that are sometimes filed with cables, project data reports, evaluation reports, commodities notes, study reports or concept papers written by staff or consultants, private sector proposals, external publications and reports from governments and agencies, press clippings, external articles, conference and meeting invitations, list of participants, and booklets. Draft and final case studies, back-to-office reports, terms of reference, and progress reports are often in the form of internal memoranda.

The series contains a substantial quantity of records concerning the Bank lending policy and guidelines as well as economic sector work in the form of projects and studies for operational sectors including (but not limited to): agriculture; education; industry; rural and urban development; housing; energy; ecology; environment; population and family planning; health and nutrition; trade; transportation; water supply and waste; public utilities; and public finance. Specific industries covered in the files are mining, forestry, construction, ports and shipping, tourism, and science and technology, among others.

Sector lending policy and guidelines files consists mostly of internal memoranda originating in the Economic Department (1946 - 1952) and its successors later under the vice president then senior vice president of operations including Central Projects, its sector departments, and Operations Policy Vice Presidency. Correspondents outside of the Bank include consulting firms, assorted United Nations agency officers, country and university officials, and private industry representatives. The records contain general policy formulation and discussion on the following subjects: project evaluation; studies to support consideration of Bank loans and terms of reference for the studies; comments on concept papers and on industry guidelines; Bank staff visits to the field and missions; project performance audit reports; unit activities and work program; participation in seminars, conferences or other events; and requests for technical information from international industry experts regarding pulp and paper management, seed processing machinery, animal breeding, and other specialized topics.

Also included in the series are several files, many originating from the Projects Advisory Staff and units, concerning procurement (1978 - 1986), consultants and consulting services (1980 - 1986), cofinancing (1983 -1986), and feasibility program files which concern project and sector studies of the Development Service Department (1960 - 1965). There is also a single file dated 1978 regarding the Consultative Group on Food Production and Investment in Development Countries (CGFPI), and three photographs depicting a World Bank display of publications and posters for an environment sector event in the 1970s.

Project and study files also include the Bank's research and policy analyses on numerous commodities as well as commodity prices stabilization, development aid, economic data and reporting, capital markets and capital mobilization, imports and exports, Bank financing, and other subjects. The commodities files include several on coffee which provide information about statistics on prices, production, distribution and export, project participation with the International Coffee Organization and ICO meetings in which the Bank participated as observers, and the International Coffee Agreement (1969 - 1971). Other commodities included among the files are oil, gold, metals, sugar, jute, livestock, and several others.

Series consists of records relating to Biderman's work supporting the World Bank's lending and operations function while serving in various regional operational units.

Records relating to project support provided by the Urban Projects Department (URB) between 1976 and 1979 are included. Records relate to: urban development project identification in Chad; India - Kanpur Urban Development Project (P009795); and a potentialurban development project in Ghana.

Also included are records related to the East Asia and Pacific Regional Vice Presidency's Urban and Water Supply Division's (AEPUW) support of project lending activities in China and Indonesia. Records date from 1983 to 1995 (predominant 1983 to 1987) and specifically relate to a proposed Shanghai housing project in China, public sector and urban sector reviews in Indonesia, and a proposed housing project in Indonesia.

Records related to Biderman's work as a Senior Economist in the Africa Vice Presidency's Department 6 (AF6) between 1987 and 1991 are included. The majority of the records relate to: Angola - Economic Management Capacity Building Project (P000037); and a Public Expenditure Review (PER) for Mozambique. Series also consists of records related to Angola's application for membership, request for assistance, and a country economic review of Angola. Records include: annual meetings briefs; back-to-office reports; country economic review; Terms of Reference; applications for membership; and official requests for Bank assistance. Slides for a 2009 presentation by Biderman at the Africities Conference are also included. The presentation is titled "Urban Transition in Sub-Sahara Africa and the Role of the World Bank".

Records related to the Europe and Central Asia Vice Presidency (ECA) project lending activities in Estonia are also included. Records specifically relateto Estonia - Rehabilitation Loan Project (P008399).

Records relating to project support generally include: memoranda; back-to-office reports; supervision mission reports; aide memoires; meeting notes and minutes; summary of negotiations; Terms of Reference; supervision reports; and correspondence with external parties including government officials.

Series consists of records documenting HDNED and previous units support to the Bank's lending and project activities within the education, training, and employment sector. Records are organized into subject files and contain details on Bank loans and credits and interaction with units in the various regions.

The earliest records in the series were maintained by the Project Related Training Program (EDCPT) staff of the Education Department created in July 1983. The unit provided operational support to theregional transportation, public utilities, and agriculture divisions on matters related to project-related training (PRT) which primarily involved developing advanced courses and instructing sector staff on project design and implementation. In February 1985, EDCPT became the Project Related Training Division (EDTPT) under the renamed Education and Training Department and was terminated in July 1986. Records cover the period from 1982 to 1986 and include: preliminary draft guidelines; copies of internal memoranda, many to EDT director; policy notes; discussion papers; and a copy of the 1978 Operation Evaluation Department (OED) Review of Bank Operations in the Education Sector report. Specific topics covered, but not limited to, include: guidelines for project related training components in transportation projects; an approach to manpower development for the transport sector; guidelines for designing training components in agricultural and rural development projects; and United Nations Educational, Cultural, and Scientific Organization (UNESCO) Cooperative Program review. EDPT records were primarily created by Senior Training Adviser Augustin Alberti, Division Chief Lennart Swahn, and Senior Training Adviser H.W. Barker.

The series also contains records related to the Quality Enhancement Review (QER) panel's work on various education projects managed by operational task teams, and a review of the World Bank Institute Education Training program. The QER panel was first instituted for HDN projects in Fiscal Year 1999. QER broadly followed the Quality Assurance Group (QAG) methodology to improve the quality of projects but functioned as an independent group of senior colleagues who conducted the project preparation review with the task teams.

QER records were created between 2000 and 2007 apart from a file containing a 1997 report. Senior Education Specialists Juan Manual Moreno, Yidan Wang, and other HDNED served as QER panel members with typically two or three other colleagues from the region's education units. QER panels were not always represented by HDNED staff but in the case of these records, the panel reviews were jointly sponsored by the Education Sector Board and QAG. Records contain panel Terms of Reference, agenda or interview schedule, draft project concept notes, project appraisal documents (PADs), aide-memoires, issues papers, minutes of review meetings, back-to-office reports, project data tables, country profiles, external strategy papers and reports, previous QER reports, and other reference material collected by the panel to support its review. Most files do not contain a final panel review report. Among the several projects represented in the files are West Bank and Gaza Higher Education (P083767) and Montenegro Education Project (P084597).

There are also files regarding sector plans, sector strategy, and country and lending information. Sector plan files relate to the Fast Track Initiative (2002 - 2005) and include Education for All and Fast Track Initiative (EFA-FTI) proposals and plans produced by member countries across multiple regions. Education sector strategy records (1999) contain an implementation plan, chapters, annexes with data tables and figures and maps outlining education lending, and two hard copy emails between HDNED Adviser Jeffrey Waite and Anja Robakowski-Van Strolen. Finally, there is a file containing country information divided by region with country action plans and supporting data on the status of education and Bank assistance in each country.

Series consists of records related to the Energy Department (EGY) and successor divisions and units' support to project lending, technical assistance, implementation of the United Nations Development Programme (UNDP)/World Bank Energy Sector Management Assistance Program (ESMAP) projects, economic and sector work (ESW), and other sector analyses. The earliest records in the series are externally produced geological maps (Ghana, 1958), seismic maps, and external technical reports starting from 1959 that were kept as reference mainly for ESMAP energy assessments and petroleum exploration projects.

Related sectors such as industry, forestry, and environment are occasionally represented in the project records, usually in the form of copies of staff appraisal reports, other sector project documents, or memoranda regarding collaboration and information sharing. The series also contains records created in support of mining operational activities primarily during the period of the Oil, Gas, Mining, and Chemicals Department (COC, 2002 - 2010).

The following are three major groupings of records: Energy Assessment Programme (EAP) and ESMAP projects; Bank project lending, cross support and ESW; and general country and topical files. These are described further below. Each grouping represents several different units that maintained the records and these units' separate recordkeeping systems over time.

EAP and ESMAP project records

The largest volume of records in the series (1958 - 2002) relate to energy sector projects to aid low- and lower-middle income countries, particularly oil-importing nations, that were carried out under ESMAP and its precursor program, EAP. In operation from 1980 to 1987, EAP was the technical assistance program co-sponsored by UNDP and the Bank to diagnose a country's most serious energy problems and evaluate options. Assessment missions produced reports for over 70 countries. ESMAP was created in 1983 as a trust-funded program to complement EAP and implement the assessment priorities. After EAP ended in 1987, ESMAP took over assessment work. As the executing agency for ESMAP and EAP, the Energy Department units and successor Industry and Energy Department (IEN) units were responsible for implementing the program and its projects, providing management and budgetary support, recruiting consultants, and preparing reports. From December 1991 to December 1992 when ESMAP was an independent department from IEN, the ESMAP Operations Division (ESMOD) and ESMAP Strategy and Programs Division (ESMPD) carried out ESMAP projects. Since ESMAP's establishment, projects were frequently undertaken in collaboration with consultants who visited project recipients and field sites, researched and collected data, and prepared reports.

ESMAP projects included various activities in the areas of: assessments, project formulation and justification (feasibility and prefeasibility studies), and institutional and policy support (technical assistance, strategies, etc.). Projects were financed or cofinanced by UNDP, theBank, and bilateral and multilateral donors.

The records document the initiation, analysis, preparation, and implementation stages of ESMAP projects in the energy subsectors in collaboration with the Bank's regional operational units, UNDP Division for Global and Interregional Projects, UNDP resident representatives, and occasionally the Bank's Industry Department units. Regional units were involved in the design, review, and dissemination of the country assessments and other ESMAP projects. Although a majority of projects are country-specific, a portion of records relate to regional and global projects. The records also provide insight into the program's evolution to meet the complex demands and diversity of the energy sector.

An early focus of ESMAP was household energy and a study series called ESMAP Household Energy Strategy Studies (HESS) was produced. These were country-based strategies to assist governments to improve capacity to transition from traditional to sustainable energy systems for households in urban and rural locations and establish regulatory reforms. Many, but not all, of the studies were conducted in African countries and published as ESMAP papers (ESM and other numbered reports) beginning in the early 1990s. There are also records from the early 1980s to the 1990s that are related to the Biomass Gasifier Monitoring Program.

Other ESMAP project topics and related research include: electricity; rural electrification; petroleum (oil and natural gas) development and conservation; improved stove; kerosene and liquified gas stoves; environment health and safety; power and gas pipelines; gas flaring reduction; greenhouse gas reduction; clean coal; heat supply restructuring and conservation; wind farm development; photovoltaic systems and technology; waste to energy; women in energy; and energy sector reform. Certain ESMAP project files also relate to the industry sector: industrial energy efficiency; industrial energy conservation (including Sri Lanka and Senegal); interfuel substitution and power generation; and energy efficiency in the fertilizer and cement industries (including Syria and Poland).

Record types include: ESMAP task descriptions; drafts and final Activity Initiation Briefs (AIB); AIB background and project proposals; initiating project memoranda; draft contracts; copies of regional unit back-to-office reports (BTORs) of project missions; BTORs of ESMAP assessment missions, project preparation, and follow-up missions; Terms of Reference (TORs); aide-memoires detailing conclusions of missions; final draft (yellow cover) Activity Completion Reports (ACRs) circulated for review and approval; approved draft (green cover) ACRs; project working papers; energy audit reports; consultant reports; agenda and minutes of internal meetings and with government officials and copies of review meetings prepared by regional units; budget sheets; final and draft ESMAP country assessment reports; assessment status reports; UNDP project documents; data tables, i.e. consumption calculations, conversion factors; handwritten notes and data; press clippings; and external reference material such as discussion and conference papers, government and corporate reports, guidelines, legislation, and equipment brochures. The reference materials were created and compiled by staff and consultants when conducting research work for ESMAP projects such as energy assessments, strategy studies, and surveys.

Correspondence consists of memoranda, letters, cables, facsimiles, or All-in-1 hard copy messages between the energy units and regional units or consultants, Bank resident missions, government officials, or UNDP representatives. Topics discussed in the correspondence include requests for ESMAP assistance, resource allocation, collaboration between energy sector units and regional units, sharing project information and updates, reporting on project issues or field investigations, data collection, financing and allocating resources for projects, dissemination of reports, recruitment and reporting of consultants, and other operational and administrative matters. In addition to textual records, there are also an undetermined number of technical drawings, geological and country maps, and computer disks.

ESMAP project records also relate to the organization and delivery of regional and country-based seminars, workshops, and conferences that were often included as a training component in the technical assistance projects as early as 1983. These workshops and similar events evolved into a knowledge dissemination function likely in the late 1990s or early 2000s. The events were organized by EGY and IEN division staff in coordination with regional staff, and often involved the recruitment of external consultants to develop materials or background papers or conduct the learning events. Specific conference or seminar topics include but are not limited to, energy efficiency, energy conservation, energy strategy for rural and low-income urban communities, reducing electric power system losses in Africa, and a global windmill testing program workshop.

Record types found in the seminar and workshop files are similar in content to other ESMAP operational files and include: draft and final AIB for the seminar or workshop; proceedings; speeches and addresses; conference agenda and program description with lists of participants; BTORs; TORs; aide-memoires; draft and final workshop reports; copies of consultant contracts; and evaluation summaries. Correspondence such as incoming and outgoing letters, cables, facsimiles, and hard copy emails between IEN staff, government officials, private sector, and consultants document administrative and financial arrangements, invitations, selection of speakers, participants and consultants, collaboration with Economic Development Institute (EDI), outreach, and event follow up. The correspondence also covers substantive matters such as roundtable discussions, policy, statistical data provided in support of a study or event, and sharing of country sector information.

Less commonly, ESMAP funds were also used for assistance in organizing energy sector donor meetings for specific countries such as Senegal (1985 - 1986); a very small volume of records relate to these meetings and preparations.

A small portion of correspondence and other records maintained in the Non-Regional Information Center (NRIC) indicate the UNDP project identifier number and are nearly all general files related to ESMAP (1981 - 1987) or assessments (1980 - 1986) and Biomass Gasifier Monitoring Program (1983 - 1987) that were financed, or partially financed, by UNDP under ESMAP. Other project files relating to testing and demonstration of solar pumping systems and renewable energy technologies do not always include mention of ESMAP and may be separate projects.

Project lending, cross support records, and Economic and Sector Work (ESW)

Records in the series also reflect EGY, IEN, and successor energy units' support to project identification, preparation, and supervision for investment, structural adjustment, and other development projects that were financed, cofinanced, or managed by the Bank's regional operations units (approximately 1980 - 2010) with reference material dating from the early 1960s. These include completed and dropped projects. Energy sector units aided project preparation by selecting and recruiting consultants and supporting consultant work and reports. They also reviewed operational documents and provided guidance, advice, or analytical tools to regional offices.

Projects involved, but are not limited to, petroleum exploration (both oil and natural gas), hydroelectric power, power distribution and efficiency, gas engineering, gas utilization, and energy sector rehabilitation. Specific projects supported by the COC mining and energy units that represent the more extensive files include: Mining Sector Capacity Building and Environmental Management Project - Burkina Faso P000283; Mine Closure and Social Mitigation Project - Romania P056337; Sustainable Management of Mineral Resources - Nigeria P086716; Mineral Resources Management Capacity Building Project - Mozambique P001808; Energy Conservation Project - China P003606; Coal Sector Rehabilitation Project - India P009979; and Environmental Management Capacity Building Pilot Project of the Hydrocarbon Sector - Bolivia P065902.

Record types include: memoranda sent and received by the energy units discussing project support, progress, or provision of comments on reports; minutes of meetings; notes for files; briefing papers; BTORs; aide-memoires; white cover reportcopies; supervision reports; project performance audit reports; aide-memories resulting from review missions by regional staff and or consultants; consultant proposals; CVs; draft reports, particularly from the gas industry; copies of loan agreements and related documents; and externally produced geological maps.

From time to time, ESMAP externally funded staff would provide cross support to the Bank's country departments on economic and sector work and technical assistance, as well as lending preparation and appraisal, at the financial expense of the country departments. Cross support records are also reflected in this series and include: ESMAP and consultant feasibility reports and studies; BTORs; curriculum vitaes of consultants; letters and facsimiles and other correspondence (between IEN, consultant, government officials) concerning progress on reports, project status and country energy situation, procurement matters; and internal memoranda or All-in-1 hard copy messages between IEN and regional units.

Series also contains records created and compiled by EGY and successor unit staff to produce the ESW analytical reports that helped direct development programs and project lending. Records span the period from approximately 1978 to 1996 and include: surveys; survey result reports; draft and final study reports, including World Bank Study of multiple country energy topics; working papers; TORs; Board documents; proposals; internal memoranda between IEN divisions and regional units; letters to and from external parties regarding collaboration on studies; statements and speeches of IEN director or Bank Group senior management; and background documents including external reports, national energy legislation, and supporting data such as pricing figures. Numerous files (for which approximate dates follow), relate to reviews of Bank lending for natural gas (approximately 1983 - 1992), petroleum, oil and gas contracts, privatization and other issues (1978 - 1991), Indonesia gas development planning (1988 - 1993), electricity (1989 - 1993), various environment matters (1988 - 1993), ESMAP, and files by country or region.

General country and topical files

General country and topical files in the series (1980s - 2005) are labeled as such and include a mix of reports, correspondence, and other records related to both ESMAP and Bank lending activities in oil, gas, and mining as well as country studies and reports in these sectors. A portion of the mining files titled "development activities" are organized by country. These records describe the status of mining projects, investments, and development activities, as well as discuss government policy in member countries and minerals and mining issues including conflict diamonds and coal. Other country and subject files (1992 - 2004), although fragmentary, contain mostly hard copy emails and related records maintained by Craig B. Andrews (Industry and Mining Division, IENIM) and Jeffrey Davidson (Policy Division, Industry and Mining (CMNPO), later the Policy Division, Oil, Gas and Mining (COCPO). These files relate to operational and project support of IFC/Bank projects in oil and gas and mining and mining activities in Nicaragua, Senegal, Burkina Faso, and Madagascar.

A set of IEN subject files (1987 - 1998) shared by the Power Development, Efficiency and Household Fuels Division (IENPD), Oil and Gas Division (IENOG) broadly cover project management and program support topics. The files were further classified into Country Area Programs (CAP) and Management or Program Support (MPS). There appears to be some overlap between the two. Many of the files relate to ESMAP projects including proposals, assessments, recruitment and reporting of consultants, and arrangement and delivery of ESMAP workshops. Other management or program support files relate to organization and delivery of Energy Week program, global themes such as energy efficiency and renewable energy, clean coal case studies, and country-level activities. Specific record types include many of those mentioned in the above sections.

This series is comprised of Moeen Qureshi's set of minutes, postscripts, and memoranda relating to meetings of the Operations Committee during the period when Qureshi was Senior Vice President, Operations, and chairman of the Operations Committee. The contents of the files for the meetings vary somewhat but may contain the Country Strategy Paper, Initiating Memorandum, or report that was discussed at the meeting; the minutes of the meeting and/or the related Postscript; and memoranda from other members of the Operations Committee, members of the Operations staff, regional directors, or members of the Economic Advisory Staff. The files include Qureshi's handwritten annotations and notes and copies of his formal comments.

The series includes chronological correspondence, memoranda, and other records of Heywood Fleisig created or received during his position as Principal Economist in the Country Operations Division, Asia-Country Department II (AS2CO). Most of the records are related to debt restructuring plans and strategies for the Task Force on Philippines Debt from 1989. Much of the correspondence and memoranda include attached reports or surveys, Fleisig's personal notes, and financial and statistical data. The correspondence and memoranda are mostly between Fleisig and other Asia Country Department staff. Meeting minutes from the Executive Board of Directors related to debt restructuring in the Philippines are also interfiled in records.

Series consists of records related to the formulation of policies, guidelines, standards, and advisory support for lending, economic sector work, and other operations of the International Bank for Reconstruction of Development (IBRD), International Finance Corporation (IFC), and International Development Association (IDA) that were maintained in the centralized files. Records date from 1946 to 1986. There are no records from 1987 in this series, likely because files were handed over to the functional departments following the closure of the NRIC in July 1987. The offices and non-regional departments whose records were centralized over time and are represented most prominently in this series include, but are not limited to: Office of the President and Vice President; Treasurer's Department; Office of the Controller; Research, later Economic Department (years of operation between 1946 - 1952); Technical Operations and divisions (1952 - 1965) and its successors Projects Department (1965 - 1972), Central Projects Staff (1972 - 1982), and Operations Policy Vice Presidency (1982 - 1986); Technical Assistance and Liaison Department (1951 - 1967) and successor, Development Services (1967 - 1973).

Records comprising the series include internal memoranda, incoming and outgoing letters, cables, copies of Board records and committee documents, legal document drafts, concept and strategy papers, external reports, summaries, minutes or excerpts of senior staff and other department or external meetings, and published articles and press clippings. Back-to-office reports and Terms of Reference are often in the form of internal memoranda.

Development and debt policy

A significant volume of records relate to general development and foreign aid policy, strategy, and activities for developing countries. Records cover the period 1947 to 1977 and contain internal memoranda and Bank-produced reports or comments on reports on development including the Tinbergen Report (1953 - 1958), Horowitz Proposal (1964 - 1968), Machado proposal (1963 - 1968), and an article by Hollis B. Chenery entitled "Effectiveness of Foreign Assistance". Also contains original letters sent to and from Presidents Woods and McNamara, and memoranda between the president, vice president, president's Economic Advisor Irving Friedman, with directors or advisors of Economic Department, Development Services, Area Departments, general counsel of the Legal Department, and IFC. There is correspondence regarding President Woods' proposal for a grand assize on development assistance and responses from government officials, and correspondence related to the Bank's support to the Commission on International Development (or Pearson Commission) formed in 1968 at President McNamara's request. There is also correspondence to and from McNamara and senior Bank staff following the Pearson Commission's findings as well as proceedings of the Bank's Committee of the Whole on Pearson Commission Recommendations. Other development topics covered are: development finance trends and outlook; Bank's role as aid coordinator; coordination of bilateral project financing; multilateral financing; Bank study of aid results; use of leverage in development aid; land reform; and the Brandt Commission (1976 - 1983) also known as the Independent Commission on International Development Issues. Development correspondence is often filed together with external reports, copies of Economic Committee papers, published articles and press clippings, and excerpts of senior staff meetings.

Series also includes correspondence, reports, and other documents relating to the Bank's policy on indebtedness (1947 - 1977), debt information compiled for the Annual Report, communication with regional development banks on joint debt, and the Foreign Bondholders Council (1946 - 1971).

IDA operational policy and procedures

The series contains a set of IDA general operational policy and procedure files (1960 - 1971) and files regarding credit regulation, creditworthiness, and Statements of Credits (1966 - 1968). General IDA policy files include reports from the Staff Loan Committee, Board of Directors meetings, IDA Financial Policy committee, and a draft of the Report of the Working Group on IDA policies by Benjamin B. King (1968). Other records concerning IDA policy and guidelines are found throughout this series filed according to the subject matter.

Lending and non-lending policy and procedures

A large volume of records comprising this series relate to IBRD, IFC, and IDA lending policy (1948 - 1986) including specific topics such as: loan regulations and agreements; loan administrative reports; procedures for handling loan applications; lending forecasts including Five-Year Program; structural adjustment lending; Special Project Preparation Facility; Third Window loans; cancellation of loans and credits; and consultative and negative pledge clauses in loan agreements. There are also files on colonial lending (1948 - 1952), effective date, determination of loan grace periods, and amortization payment and maturity.

The series also contains records related to the Bank's technical assistance function from 1946 to 1977 and includes material on the UN Technical Assistance Board, correspondence with technical research institutes and training centers, and quarterly reports.

Project policy and procedures

A sizable portion of records also relate to the development of standards and policy surrounding Bank projects (1946 - 1977) such as appraisal of proposed projects, preparation and costs of projects, supervision of Bank and IDA project loans, project monitoring and identification of problem projects, performance audit reports, and origin of supply particularly for civil works projects.

Also included are records related to the creation, development, and review of Bank Group-wide and divisional procurement and consultant policies (1947 - 1986). Procurement policy issues and advice cover topics such as: assistance to borrowers in procuring materials needed for a project; contract bidding; selection of consultants; sector project contracts; review visits and discussions with governments; and comments on Bank procurement guidelines.

Specific files regarding consultants and contractors selected for Bank projects include correspondence on bidding, bonds, contractual arrangements, and international industry federations. There are also contractor files for certain member countries as well as the 1956 Colquhoun consultancy report.

Mission policy and procedures

Mission files comprising the series (1947 - 1971) relate to the establishment, administration, and functions of economic and sector missions, project supervision missions, technical assistance missions and special missions undertaken primarily by the Area Departments and Projects Department. Correspondence containing mostly internal memoranda, details practices and procedures for the collection of data and reports, scheduling and staffing for missions, cooperation with United Nations other international organizations and financial support of missions, and country updates. Memoranda is occasionally attached to lists of missions, tables with comparative data, Economic Committee reports on missions, and excerpts of senior staff meetings. Also includes a 1947 report on European missions and description of proposed missions. There are a portion of files (1972 - 1974) containing cables and outgoing letters drafted by the Projects Department and its sectors, mostly pertaining to administrative arrangements for missions and meetings and occasionally mission follow up discussions.Also included are correspondence and reports from the Bank's resident offices and missions (1947 - 1968).

Operational committees, working groups, task forces, and meetings

Series also contains the centralized records related to the practices, procedures, composition, and functions of the Bank's committees, working groups, and task forces concerned with operations. Includes memoranda, agenda, minutes, or reports of the Loan Committee (1946 - 1971), Economic Committee (1953 - 1968), Statutory Loan Committee (1947 - 1968), Financial Policy Committee (1949 - 1967), Technical Assistance Committee (1961 - 1964), Committee on Development Projects and Prospects (1975 - 1977), Operational Policy Subcommittee (1982), Advisory Panel on Bank Operations (1966 - 1968) and Working Parties on Financial Aspects of Development Assistance (DAC, 1969 - 1971). The functions of the Technical Assistance Committee that was established in 1961 under the chairmanship of the director of Development Services to review proposals forBank/IDA technical assistance were taken over in 1964 by the Loan Committee. Loan Committee records document committee deliberations, function, structure of meetings, designation of officers, drafting of Operational Memoranda, and subjects for discussion presented by Bank staff. Among the committee records are also files related to senior staff meetings (1963 - 1968).

External aid coordination

The series also contains records concerning the development and implementation of policy and strategies for co-financing covering the period 1975 to 1986 including joint and parallel financing. Records also cover development aid coordination with bilateral and multilateral organizations, aid untying, and guidelines and procedures related to consortia and consultative aid groups sponsored by the Bank (1971 - 1980). Also contains correspondence and documents related to the Consultative Group on Food Production and Investment in Developing Countries (CGFPI, 1974 to 1977).

Arbitration policy and procedures

Arbitration records in the series (1960 - 1971) concern policy and practices for the settlement of differences between member country clients, consultants, contractors, and manufacturers involved in Bank projects. Included is correspondence sent and received primarily by IBRD general counsel and staff and occasionally from operations or sector departments. There is also material concerning the Convention on the Settlement of Investment Disputes (SID), and the establishment of the International Centre for Settlement of Investment Disputes (ICSID) including summary of meeting proceedings (1964 - 1968).

Finance policy and procedures

Financial audit records in the centralized files were primarily created by Treasurer's Department, Office of the Controller, Technical Operations Department, its sector divisions, and successors and relate to external auditing of Bank and IDA borrowers accounts by independent and corporate auditors. Letters and cables to and from government officials, companies, and private banks provide information on balances of loans and loan details, and internal memoranda outlines countries with project loans and contains arrangements and reviews of accounting practices of industrial borrowers.

Records related to the Bank's policy on investment were created between 1950 - 1973 and covers the advancement and protection of private and foreign investments, guarantees, insurance, and the Symington Plan (1953 - 1957). There is also correspondence with international investment institutions and memoranda from Shirley E. Boskey, policy planning officer and senior policy planning advisor in the Development Services Department, concerning the Working Party on International Investment Guarantees.

Portfolio sales and participation records in the series (1947 - 1968) include memoranda to and from Legal and Treasurer's Departments and the Office of the President including President Black. There are also letters, cables, and other material related to the sales of bonds received under loan agreements and participation by outsiders in loans. Includes approvals for borrowing filed by country, certificates of investment, exchange transfers, and statements of borrowers' obligations. Also includes correspondence relating to the Ford Foundation participation (1956 - 1962), German purchasers, and transactions handled by the Bank's New York and Paris Offices.

Development banks and development finance companies

Several files in the series relate to development banks and development finance companies (1951 - 1978) including Bank Group meetings with regional development banks and development finance companies. Other records relate to IFC's appointment of directors to the boards of development banks and of finance companies in which IFC is a shareholder. There are also a few files regarding the Conference of Development Finance Companies (1965 - 1971).

Operations administration

Series contains records concerning Bank operations administration from as early as 1946 and departments' status of projects, reports to andfrom department heads, country assignments, schedules of operations, operational vice president meetings (1978 - 1986), operations evaluation system (1975 - 1977), and operations evaluation reports including the annual report (1978 - 1983). There are also records related to the preparation of Board reports and working papers such as Future Role of the Bank (1977), Possible Improvements in Techniques of Lending - A Study by the Staff of the World Bank (1970), and a review of Bank experience with proposals for the future (1969). Two general reports files (1975 - 1977) relate to the distribution, format, quality of various reports proposals and standards for the president's report, appraisal report, economic and sector reports, annual report, and drafting of confidentiality agreement of contractors regarding Bank records.

The series also includes correspondence and other records related to policies, practices, and preparation for Bank Group operational reports and statements including: Monthly Operational Summary of Bank and IDA projects (1955 - 1971); Semi-Monthly Operational Report to the Executive Directors on Bank and IDA Operations (1967 - 1971); IFC Monthly Report (1966 - 1968); Statement of Loans (1952 - 1976); Status of Loans (1954 - 1970); Statement of Credits (1969 - 1975); World Tables (1969 - 1976); Country Data and Economic Indicators, Country Economic Brief and Country Program Papers (1969 - 1985).

There is also material concerning the planning and preparation of the Bank's operational directives including the Operational Memorandum and Manual (1952- 1986), Central Projects Notes and Operational Policy Note (1981 - 1986) and Projects Department Director's Memoranda (1969 - 1971).

Fellowship and training files in this series (1969 - 1971) primarily originated in the Projects Department and its sectors, particularly the Education Sector, and contain mostly internal memoranda and cables related to: administrative arrangements of member country trainees for operational projects also known as manpower trainees; nominations of trainees; proposed training for Projects Department professional staff; trainee and fellowship recipient reports; and comments on a draft manual on an "overseas" training program.

The series includes records from: the Transportation, Water, and Telecommunications Department (TWT) from 1978 to 1982; the Urban Projects Department (URB) from 1978 to 1982; the Water and Urban Development Department (WUD) from 1983 to 1987; and the Transportation Department (TRP) from 1983 to 1987. These departments were primarily mixed sector departments, therefore, the records cover a broad range of topics, including but not limited to: highway maintenance and development; port development; railways;maritime transportation; water and sanitation systems maintenance and development; tourism services and infrastructure development; urban development; and telecommunication infrastructure and public utilities development. The records include: internal and external correspondence, including letters and memoranda; initiating memoranda; project files; project completion and audit reports; sector support and research files; sector policy papers; back to office reports (BTOs); terms of reference (TORs); and departmental publications. Records related to the Bank's Urban Project Program, which was originally launched in 1975 and supported by URB and later WUD are also included. The Urban Poverty Program records primarily include correspondence and reports related to various sector projects done in support of the program.

Series consists of records related to activities in the Operations Policy Department's Policy Group (OPRPG). Records relate specifically to a Task Force on Multilateral Development Banks (MDBs) focusing on operational responsiveness and evaluation and accountability. Records consist of a variety of reports and memoranda. Series also consists of Annual Reports on Portfolio Performances (ARPPs) for 1994 and 1996.

Series contains records maintained by the Education Department (EDP, 1968 - 1972, later EDC, 1977 - 1984) and successor units responsible for producing and disseminating research. Research is conducted by the sectors to support operations projects as well as regional, country, or specific sector programs and initiatives, and to improve the level of sector knowledge in particular areas. Records were primarily created between 1968 and 1991 apart from a set of questionnaires dated 2005 and copy of an externalreport dated 1965 used for reference.

Many of the records were created by George Psacharopoulos during his tenure as education research adviser, Education Department (EDC, 1981 - 1983), manager, Education Research Program (EDCRS, 1983 - 1985) followed by Research Division chief (EDTRS, 1985 - 1987). Other records were created by Senior Adviser Wadi D. Haddad, Senior Sociologist Stephen P. Heyneman, Economist Elizabeth (Beth) M. King, Michael Wilson, and others.

Record formats include, but are not limited to: correspondence regarding collaboration, sharing of information, comments on draft papers, or research conducted for the unit by university professors and other third parties; research proposals; initiating briefs; preliminary outlines; Terms of Reference; back-to-office reports for missions relating to research projects; statistical and other data; operational project audit and completion reports; published and unpublished external reports from governments, external organizations and scholars; working and discussion paper drafts and final versions; surveys; handwritten research notes; copies of journal articles and press clippings; and computer floppy disks containing final papers and research results.

A portion of the material specifically relates to country studies regarding living standards in Peru, higher education in Africa, diversified secondary curriculum (DiSCus) in Colombia and Tanzania, and university education in Pakistan. Other topics include, but are not limited to: economic impact of education; women in education; structural adjustment and education; education and public expenditures; vocational training; education strategy and employment policies; assessments of testing capacities; effects of school conditions and atmosphere on students' performances; informal sector education and employment; education and earnings; and education and environment.

Several of these subject files relate to the preparation of Research Project Outputs (RPOs). The RPO numeric code was assigned to projects throughout the Bank by the Development Economics Department. One such set of files relates to RPO 672-45 Diversified Secondary Curriculum Study (1968 - 1985, not inclusive) prepared by George Psacharopoulos and previously by Wadi Haddad. Records consist of back-to-office reports following missions, internal and external correspondence including with the Research Committee, working papers, questionnaires, research notes and data, and various other record types.

There are also records (1984 - 1986) pertaining to the EDTRS publication "Financing education in developing countries: an exploration of policy options" issued in 1986. Records include working drafts and review draft versions, memoranda from EDT Director Aklilu Habte to Operations Policy Staff Vice President S. Shahid Husain including the initiating brief, correspondence concerning press reaction, and other items.

A small portion of records in the series reflect collaboration between the Research Division and the Education Policy Division (EDTEP) led by Division Chief Dean T. Jamison regarding policy on education in Africa (1983 - 1987). Records include memoranda from Jamison and Psacharopoulos to OPSVP sharing a summary of the Bank-organized Research Priorities in Education in Sub-Saharan Africa Conference proceedings held in Bellagio in 1985, final conference report, agenda and list of participants, papers presented at the conference, and a pre-conference report on workshop research priorities (1984).

The sector policy study "Education in Sub-Saharan Africa: policies for adjustment, revitalization, and expansion" soon followed, issued in 1988. There are three volumes of files (1984 - 1987) pertaining to the preparation of the study. Included are memoranda between Haddad, Jamison, task leader and Senior Economist Peter R. Moock (EDTEP), Operations Adviser Ralph W. Harbison, and other staff discussing the development of the paper, comments on preliminary versions, and budget. Included with the memoranda are the initiating brief with follow-up comments, meeting address of Habte, and background data and papers.

Records originally maintained in the NRIC (1981 - 1982) contain internal memoranda between Haddad and Habte, letters exchanged with external agencies, primarily the International Development Research Center regarding the sector's participation in the Research Review and Advisory Group and other collaborative activities. Back-to-office reports, draft outlines and reports, and other items are also filed with the correspondence. Finally, a small portion of questionnaires maintained by Director Ruth Kagia related to the Ngecha Education Study (2005) also belong to the series.

Most of the records are in English, with correspondence and reports occasionally in French and Spanish, and research data and questionnaires in Swahili.

Series contains records created and maintained by the Industry Development Division (IENIN) and predecessor units responsible for producing and disseminating sectoral research in industry and trade. Research was conducted to support operational projects as well as regional, country, or specific sector programs and initiatives, to improve the level of sector knowledge in certain areas and support emerging priority areas of the Bank. Records also document collaboration between industry sector units and the Development Economics Vice Presidency (DECVP) units, particularly in preparing research project output papers. Most often, reports such as department working papers or policy papers, were published following the units' research. However, some records described below were not disseminated or incorporated into reports.

Record types within this series include: internal memoranda with industry sector units and regional and publication units; back-to-office reports (BTORs); study proposals; lists of participants; workshop reports; conference background papers or notes by external presenters from university and research institutions; draft and final papers authored by IENIN, other Bank staff, and consultants including working papers, discussion and research project papers (RPOs); questionnaires; Terms of Reference (TORs); invitations; letters between Bank staff and national academic or research institutions; handwritten notes on research and discussions at conferences; minutes of meetings with government officials or other external meetings shared with the Bank; press clippings; government and other external institution reports, publications, and brochures; and copies of national legislation. Within the industrial development research files, there is a substantial amount of data tables, computer printouts and handwritten computations, most of which relate to a 1976 Korean export study that analyzed relative importance of domestic and imported inputs for export production (traditional and modern industries), debt (equity ratio, capital intensity), estimates of imputed rate of return on real value of equity under alternative policy regimes, estimates of trend growth of exporting companies and their profitability during 1970 - 1975. There is also data related to Russian enterprises; both studies are further described below.

Industrial development research and studies

The largest quantity of records comprising the series relate to research and analysis of Republic of Korea industrial development (1970 - 1989). The records were maintained by Economist Yung W. Rhee beginning from his tenure in the Development Research Center, Special Topics Division (DRCST ) followed by Economics of Industry Division (DEDND), both under the Office of the Vice President, Development Policy (VPD). Rhee moved to the Industry Department, Strategy and Policy Division (INDSP) starting mid-1982, then IENIN as a senior economist. Numerous files represent Rhee's work on a survey of over 100 Korean exporting firms conducted with DRCST and INDSP colleague Economist Garry Pursell in 1976. Rhee had a special interest in export incentives and collaborated with the Incentives and Comparative Advantage (INCA) unit, notably his co-author, Pursell (see the related units of description note for more information about INCA unit research records). Rhee and Pursell's survey and research were part of a larger Bank research project under the overall direction of Bank Consultant and Special Advisor Bela Balassa, entitled "Export incentive policies in developing countries" (RPO 671-35). A portion of records reflect Rhee's research and analysis of data and drafting of this RPO paper. The Korea survey was also the basis for Rhee's co-authored research study "Korea's competitive edge: managing the entry into world markets" published in 1984. Some records are in Korean, including the qualitative questionnaires and data. Typed and handwritten draft questionnaires are also in English.

The series also contains research records such as final draft publications and other papers (1975 - 1986) related to the topic of the acquisition of technological capabilities in various industries of newly-industrializing countries that were mostly maintained by Carl J. Dahlman, INDSP. Some material represents analytical comparisons of the economies of Korea, Brazil, India, and Mexico that were likely utilized for the research project, Acquisition of Technological Capability directed by Dahlman and Larry Westphal (DRC) that began in 1982 and continued over three years. There is also reference material maintained by Dahlman related to science and technology in Singapore and Taiwan, and industrial technology development in Malaysia and Brazil (1984 - 1990).

A smaller volume of records relate to science and technology, defense conversion, and industrial restructuring in the recently formed Russian Federation (1991 - 1992) and potential Bank support. Records were mostly maintained by Industrial Economist Dr. Masayuki (Masa) Kondo, IENIN. Records reflect Kondo's research and attendance at conferences and workshops including the International Institute for Applied System Analysis (IIAA). Additional files relate to Kondo's research of technology strategy for Mauritius (1992) and a China machine tool sector study (1991). Some of the correspondence and notes are in Russian and Japanese.

Industry adjustment lending research material and database

Series also contains records (1981 - 1992) related to IENIN departmental working papers (also referred to as "pink papers"), sector review, and the adjustment lending conditionality and implementation database (ALCID) that the unit developed to provide data on policy conditionality and implementation in adjustment and other policy-based Bank loans. The majority of records reflect research material and preparation of data primarily kept by Hemamala (Mala) Hettige in preparing departmental working papers and Industry Trade and Finance (ITF) sector review Fiscal Year 1989. Final working papers included Industry and Energy Department (IEN) Industry Series Paper 45 "The Impact of Adjustment Lending in African Countries" published in 1991. Other record types consist of: ALCID user guide prepared by IENIN and ALCID coding sheets;database reports of adjustment loan data, particularly on Sub Saharan Africa countries; memoranda with draft proposal, data tables and graphs representing calculations of Bank project loans and policy areas; lessons learned issue survey and guide (used to prepare the industry sector inputs into the report on adjustment lending and annual sector review); handwritten notes; preliminary draft report excerpts; reference material such as World Bank annual reports; lists of approved projects; FY89 ITF sector review final annexes; final copy of the sector review published November 1990.

SINTIA, SINTIA-T and related software and database material

There are also records related to the development of computer software by INDSP, later IENIN, including Software for Industrial Trade and Incentives Analysis (SINTIA and SINTIA-T) and related packages (1982 - 1988, 1990), for Bank member countries and users, as well as the units' use of an industry database. Specific records include: SINTA user guide, tariff and nominal protection manual on the use of SINTA-T; Introduction to Software for Industrial, Trade and Inventive Analysis (SINTIA) manual (1984); technical notes and software procedure notes, including for calculations and extracting data; SINTIA computer disks and source code; industry database hard copy reports prepared in 1987, including trade value of exports and imports of numerous developing countries, 1966 to 1986; handwritten notes on using the industry database and related country data that was compiled ;and material used as reference or that reflect use of the software, such as technical notes and manual prepared by the INDSP Incentives and Comparative Analysis (INCA) Unit, pre-appraisal mission report, a draft chapter regarding Pakistan trade policy review; and INDSP paper on growth and structural change in world industry data base. There are three individual files containing memoranda from IENIN to regional unit or copies of memos between regional units sharing data on tariff analysis (nominal rate of protection) and attached data tables for Rwanda, Madagascar, and Venezuela (1987 - 1990).

Policy and best practice

The series also contains a small volume of records related to IENIM participation in an energy and environment strategy paper (1996 - 1998). Includes memoranda regarding preparation of the paper and consultation with NGOs, draft note on coal strategy and Bank lending, press release, and draft of "Fuel for Thought: An environmental strategy for the energy sector".

Non-Regional Information Center (NRIC) correspondence and related records

Also included in the series are four files originally maintained in the NRIC (1981 - 1985) that are mostly comprised of internal memoranda to and from IND divisions and outgoing letters and cables between the division and external consultants or corporations. Topics include status of sector studies, review of studies and reports, proposals, evaluation of proposals, and Bank reviews on external research reports.

Series consists of records created and received by the Energy Department units, successors, and consultants in conducting research and analysis in support of operations projects, programs, initiatives, and sector topics. The results of research involving technical, economic, and environmental issues within the energy sector were often disseminated and published in the form of departmental working papers or ESMAP Papers.

Record types include: back-to-office reports (including copies of regional unit BTORs); Terms of Reference (TORs); ESMAP reports; proposals; staff appraisal reports; project completion reports (PCRs); consultant reports; statistical data tables and worksheets; background papers; handwritten notes; United Nations project documents; and external guidelines, reports, brochures, press clippings, and articles.

Research papers and studies

The largest volume of records in the series (1985 - 1992) are those concerning research related to the Electric Power Utility Efficiency Study (EPUES). EPUES was a research study funded by bilateral donors, United Nations Development Programme (UNDP), and the Bank that was organized in January 1989 to investigate the causes of poor power plant performance in developing countries, to measure related economic and financial costs, and prepare programs and guidelines to improve performance. As the executing agency on behalf of the Bank, records were created and received by Industry and Energy (IEN) unit staff including Energy Development Division (IENED) while managing the study and consultants. Records document the preparation of the study, development of guidelines, multilateral and research collaboration, and communication with donor agencies. There are also records concerning the EPUES Steering Committee such as draft and final minutes, and reports or summaries of UNDP and EPUES missions. The topicsexamined included power system efficiency, power transmission and distribution, power sector rehabilitation, power sector lending, and environmental and efficiency measures for diesel electric power plants. Several files relate to Somalia and general regions of Africa and Latin America.

Another set of records primarily maintained by Shigeru Kubota (Industry and Energy Division, EMTIE), relate to rural development, oil and gas, and energy situation in the Soviet Union and post-Soviet Russia (1991 - 1993).Several of the press clippings, articles, and reports are in Japanese language.

Two files relate to the research fellow program (1990 - 1991) that was launched by the Bank in 1989 to draw development research scholars into research activities. The file contains internal memoranda regarding nominations with curriculum vitae (CVs), outline of proposed IEN study, and external reference material.

Reference material

Series also contains assorted reference materials maintained by the Natural Gas Development Unit, Industry and Energy Department (IENGU) and its successor, Oil and Gas Division (IENOG) concerning various oil and gas topics and information about Bank energy activities (1987 - 1993). There are several files of press clippings and articles from various international newspapers about the "new" natural gas unit (1989) and the petroleum industry. A portion of files also contain internal and external study papers, Policy Planning Review technical papers, memoranda regarding publication of papers andpeer review, and other items.

Another set of miscellaneous files (1990 - 1995) include worksheets, externally printed material of international oil companies, brochures, World Energy Council 15th Congress technical session bound reports, handwritten notes, and presentation slides of external presenters at the 1994 World Bank energy efficiency roundtable.

NRIC and EISIC correspondence and related records

A small portion of records originally maintained in the Non-Regional Information Center (NRIC) dated 1977 to 1984 are mostly comprised of internal memoranda between EGY assistant directors, division chiefs, advisers, and regional units. Topics include comments on EGY research proposals, internal EGY discussions on proposals, planning and preparation of studies, and research grants. Other records occasionally filed with the correspondence include study TORs and reports. Two of these files relate to a thermal generation study (1980).

Three files maintained in the Energy and Industry Information Center (EISIC) include mostly copies of memoranda between EGY director, division chiefs, and Central Projects Staff Vice Presidency discussing sector research priorities, the Bank's research program, quarterly progress report IDP policy and research functions, research activities on industry and trade, and Research Committee activities (1975 - 1986).

The operations support and supervision series consists of records relating to Garcia de Truslow's work in the Latin America and Caribbean regional vice presidency between 1981 and 1987 as an Urban Planner and between 1990 and 1998 as Senior Projects Officer. The series includes records relating to both project support and to sectoral and country research and planning. Records relate to work in countries throughout South and Central America including Argentina, Bolivia, Chile, Dominican Republic, Ecuador, Guatemala, Mexico, Panama, Paraguay, Peru, and Uruguay. Of these, Argentina and Panama are represented the most.

Series consists of records maintained by Garcia de Truslow relating to specific projects. Garcia de Truslow maintained her own binders of records on projects that she was involved in and these are contained in this series. Projects that are represented most abundantly include: Bolivia - Urban Development Project (P006132) Dominican Republic - Project for the Institutional Development of the Municipality of Santo Domingo (P006993) Argentina - Yacyreta Hydroelectric Project (P005937) Ecuador - Mining Development and Environmental Control Technical Assistance Project (P007129) Argentina - Mining Sector Development Technical Assistance (P006055) and Panama - Colon Urban Development Project (P007810) Project records include: copies of official loan documents (including drafts); project briefs (including revisions); back-to-office reports;internal memoranda; correspondence with external parties, including government officials; Terms of Reference; mission notes, itineraries, and other records collected while on mission; project status reports; newspaper clippings; environmental assessment reports; and aide memoires.

Country operation records are also included in this series. These records relate to project identification and preparedness, mission travel, and the preparation of Country Economic Memoranda (CEM) and other papers. In some instances, country operation files include records related to ongoing projects for which Garcia de Truslow provided support. Research and reference materials are also included. Note that country operation records from the 1980s were created and collected during Garcia de Truslow's time as an Urban Planner and, as such, records related to urban planning and housing are numerous. Many of the country operation records were contained in black binders. Record types include: country and country sector reports; investment reviews; aide memoires; back-to-office reports; correspondence between Garcia de Truslow and parties external to the Bank including country officials; Terms of Reference; project briefs; and Bank- and external-authored reports related to the country's economic development and lending operations.

The operations support and supervision series also contains country-focused subject files. The majority of the country subject files are general in nature. A small number relate to the specific sector of a given South or Central American country, such as science and technology or urban development. Country subject files contain small amounts of internal memoranda related to project support, research, and mission travel. Correspondence with external parties, including country officials, is also included. However, the majority of the country subject files consists of reports, background papers, and reference materials. Some of the reports and papers are drafts that had been sent to Garcia de Truslow for comment.

This series includes subject and activity files related to the various activities and responsibilities of Joseph Wood from his time as Division Chief and later Assistant Director of the Program and Budgeting Department (PAB). The bulk of the records consist of incoming and outgoing correspondence; memoranda; reports; draft PAB project proposals; draft working papers; draft policy papers; background research material; and handwritten notes sent or received by Joseph Wood and other PAB staff. Most records are extensively annotated by Joseph Wood, and some background research material pre-dates Wood's time in PAB. Memoranda, correspondence, and meeting minutes received by or sent to the Office of the President (EXC) and the Executive Board of Directors are also included. Some subject files include: discussion and working paper drafts on capital increase and the report entitled, "Future Role of the Bank"; revision of the Bank's lending program; reports and draft policy papers on capital market prospects; revisions for draft financial policy papers; drafts and background material on selective capital increase; reports on access to capital markets; IDA statistical tables, data, and documents; FY77 budget issues records; correspondence related to the OPEC Recycling Scheme; notes on disbursement projections; and so on.

This series consists of ten files containing papers that Alexander Nowicki compiled primarily while he was a senior economist in the Projects Department of the South Asia Regional Office and later as Director of the OED's Policy-Based Lending, Industry, Public Utilities and Urban Sectors Division (OEDD2). Included are Nowicki's own October 19, 1967 paper, Academic and Private Research on Economic Problems of Developing Countries - Survey of Work and Thinking in France, and a copy of a lecture, General Issues and Actual Problems of Central Planning, that he delivered at a September 1986 seminar organized by the Brazilian Ministry of Planning. Other documents include copies of papers presented at the 1985 Manila Conference on Privatization Policies, Methods, and Procedures; two papers on industrial restructuring and on competition policies for industrializing countries that were prepared for discussion at Bank Board seminars in 1989; a December 1981 Bank compilation of basic data on population; copies of a March 1983 country program paper for Pakistan and a draft January 20, 1984 report regarding recent economic development in Pakistan; and a copy of a Handbook on Balance of Payments that was presented at the World Bank Seminar on Debt and Developing Countries, April 18-20, 1984.

This series contains records related to the partnerships and collaboration activities of the World Bank (Bank), United Nations Development Programme (UNDP), and other international agencies in support of the UNDP-World Bank Water and Sanitation Program (UNDP-World Bank WSP) and the United Nation's 1981 - 1990 International Drinking Water Supply and Sanitation Decade (IDWSSD). It also contains records documenting the trust fund management that supported the UNDP-World Bank WSP projects relating to low-cost development solutions for water and sanitation in low-income countries (i.e., funding contributions came from UNDP and Bank and trust fund resources derived from various international donors).

Partnerships and collaboration records

Records relating to partnerships and collaboration contain the following topics: missions in various countries (e.g., India, Philippines, Ethiopia, Zimbabwe, Morocco, Yemen, etc.); low-cost water sanitation techniques; field trials (e.g., VLOM-Village Level Operated and Maintained handpumps and Canadian Monarch handpumps); related initiatives; advisory panel meetings to discuss staffing, and ongoing and future field trials in regions such as East Africa and Southeast Asia; project implementations and timelines; loan and grant conditions applied by the External Support Agencies (ESAs); recommendations on aid-giving procedures; and meetings with the Collaborative Council of ESAs in the water sector in 1989 (held in Sophia Antipolis, France) and the Steering Committee for Cooperative Action in 1981-1985 (held at the World Bank in Washington, DC); the United Nations Educational, Scientific and Cultural Organization-UNESCO; the United Nations Children's Fund-UNICEF; and the Food and Agriculture Organization-FAO).

Types of partnership and collaboration records in this series include but are not limited to mission reports and communications, job descriptions, project proposals (including work plans, project justifications, budget outlines, schedules, etc.), progress and status reports, and meeting files (e.g., agenda, minutes, progress reports, memos, etc.). Examples of other institutions collaborating with the Bank in this activity are the Science and Technology Fund of the UNDP, Kumasi City Council, University of Science and Technology in Ghana, Banque Ouest Africaine de Developpment-BOAD, ARLAB (a subsidiary of Mines ParisTech5), Georgia Institute of Technology, and others.

The earliest projects related to the Bank's global partnership and collaboration with other organizations associated with water resources and management are:

Trust fund management records

Records relating to trust fund management contain topics such as: trust fund agreements and amendments to agreements; cost-sharing; executing trust fund activities; funds received and transferred; country reports; financial management assessments or financial compliance reviews; policy exceptions; project phases (i.e., information gathering and testing; and development and implementation); audit review findings; proposals of project descriptions; Global Water Partnership Interim Committee; financial support for the Participatory Learning and Action Initiative; opportunity to initiate a core-funding relationship with various countries (e.g., Finland, France, Ireland, etc.); and collaborations with bilateral agencies (e.g., UK's Department for International Development-DFID, German Technical Cooperation Agency-GTZ, etc.). They also document communications about trust fund management between the Bank (including the Technical Advisory Group) and other institutions (e.g., UNDP, the Swedish International Development Cooperation Agency-SIDA,the Danish International Development Agency-DANIDA, the Swiss Development Corporation-SDC, Norway's Ministry of Development Cooperation, AusAID Trust Fund, World Health Organization-WHO, United Nations Children's Fund-UNICEF, etc.).

Types of trust fund management records in this series include but are not limited to master budget files, contribution and disbursement statements, project delivery reports (PDR), audit files (e.g., Terms of Reference), reports, waivers, original contracts, legal agreements,payment records, cost-sharing files, Bank internal clearances, Initiating Brief for Trust Funds (IBTF), funding proposals, project files (e.g., evaluations progress reports), recommendations, and donor correspondence.

This series also contains sixteen volumes, entitled Preliminary Study: The Large Aqueducts System, 1969 - 1971. These are bound volumes of pre-feasibility study reports by Gilbert Associates, Inc. (Reading, PA) for the Obras Sanitarias de la Nacion Argentina-OSN (now Agua y Saneamientos Argentinos-AySA), a utility company based in Argentina. These reports are associated with the loan agreement signed on June 3, 1963, between the Argentine Government and the USA through the US Agency for International Development (USAID). These volumes may have been used as reference files.

Series contains records related to the partnerships between education sector units and external organizations and global program collaboration that cover the period from 1987 to 2000. The largest portion of records in the series relate to the World Conference on Education for All (WCEFA), an inter-agency initiative that began with a conference to universalize basic education and that launched the Education for All (EFA) program.

World Conference on Education for All (WCEFA)

The WCEFA records document the establishment, governance, and proceedings of the conference convened by World Bank, United Nations Education, Scientific and Cultural Organization (UNESCO), United Nations and Development Program (UNDP), United Nations Population Fund (UNFPA), and United Nations Children's Fund (UNICEF). The impetus for the conference was the United Nations General Assembly declaration of 1990 as International Literacy Year. Invitations to the inaugural WCEFA were jointly sent from Bank President Conable and the heads of fellow sponsoring agencies. The conference was held March 2-5, 1990, in Jomtien, Thailand and brought together 155 governments, 33 intergovernmental bodies, and 125 nongovernmental organizations (NGOs). The participants adopted the World Declaration on Education for All charter consisting of six goals to meet the learning needs of children, youth, and adults, and a Framework for Action: Meeting Basic Learning Needs that outlined general priority actions for countries.

WCEFA records were mostly maintained by Wadi Haddad, executive secretary of the WCEFA Inter-agency Commission originally based in New York City, and WCEFA Deputy Executive Secretary Nat J. Colletta. For more information about the custody of these records, see the above archival history section. Haddad and Colletta were both senior Bank staff prior to their appointment to the Inter-agency Commission secretariat. Haddad served as the Population and Human Resources, Education and Employment Division chief (PHREE) and Colletta was previously a senior educator in the Bank's India Country Department. WCEFA records were also maintained by Maris O'Rourke who represented the Bank on conference committees during her tenure as senior adviser, Human Development Department (HDD, 1995 - 1996) and director, Human Development Network, Education Team (HDNED, 1998 - 2000). Prior to O'Rourke, other Education Sector senior management or advisers represented the Bank on the various committees and working groups. Adriaan Verspoor, implementation adviser (PHREE, predecessor of HDD), served to represent the Bank on the WCEFA Executive Committee along with Vice President Visvanathan Rajagopalan, Sector Policy and Research (PRE).

The series also contains a substantial portion of meeting records related to the organization and governance of the WCEFA. These are: Steering Group Meeting (1988 - 1990, first meeting October 1989) including proposals for membership and chronological file, (1987 - 1990); regional consultations (1989 - 1990); Working Group on the Basic Education for All Conference (1988 - 1989); Executive Committee meetings (first meeting in Paris, March 1989 - 1990); heads of agencies meeting (1988 - 1990); sponsors meetings (1989); Regional Conference and International Task Force on Literacy and regional consultations minutesand reports (1989 - 1990). Most files contain agenda, minutes, and correspondence, however others may only contain list of participants and annexed reports or briefing notes.

There are also agreements between the WCEFA sponsors and host government of Thailand, preliminary conference objectives notes, conference programme and roundtable programmes in English and French, and numerous conference workshop files (1989). Workshop files on basic training for out-of-school youth contain the agenda, list of participants, terms of reference, externally authored background reports, case studies, journal articles, and pamphlets. Other workshops on the topics of adult literary and data analysis and presentation include terms of reference, summary record, and correspondence from Deputy Executive Secretary Colletta regarding workshop preparation.

Other WCEFA files are titled "Illustrative" and "Thematic" (1978 - 1990). Illustrative files contain conference pamphlets, abstracts, background papers, case studies, and othersession materials distributed to participants. Thematic files contain guidelines, publications, and special studies booklets for roundtables organized by the secretariat, lists of proposed thematic or global roundtables, draft outlines, notes for the record, and correspondence with roundtable coordinators and attached proposals from sponsoring agency representatives regarding contributions. Some thematic files contain abstracts and background reports as in the illustrative files. Abstracts, or synthes, arecommonly in both English and French. Several reports and publications presented or studied at the roundtable sessions were prepared by Bank education staff. The earliest report is the 1978 World Bank Staff Working Paper No. 298 by Stephen P. Heyneman, Education Department Research Program (EDCRS) and co-authors.

WCEFA subject files (1984 - 1992) relate to topics including: WCEFA partners and participants such as UN agencies, government aid agencies, NGOs, private foundations, and various countries; conference declaration and press coverage; and cultural factors and learning needs.

The 1990 Jomtien conference launched the international Education for All (EFA) program with the financial support of the Bank and the other conference conveners as well as various foundations and international and nongovernmental organizations. As of 2021, the Global Partnership for Education (GPE), formerly EFA, continues to fund projects, activities, and services in the public and private sectors for children, youth, and adults within and outside school. This series contains records concerning the Bank's participation in post-conference EFA initiatives and meetings. These records pertain to the International Consultative Forum on Education for All Steering Committee established to monitor goals and progress towards the Education for All program (1997 - 2000), the G8 Task Force on Education organized with the Canadian International Development Agency (CIDA) in (2001), Accelerating Action for Education for All, Amsterdam (2002), and Education for All Fast Track Initiative (EFA - FTI) donor meeting and technical meeting (2002 - 2003). FTI was established in 2002 before evolving into the GPE. There is also a general Education for All initiative partnerships file (1997 - 2000).

Other liaison and partnership files

Other partnership records comprising the series (1994 - 2001, 2007) mostly consist of correspondence to and from HDNED Director O'Rourke and other senior staff concerning the sector's collaboration and liaison activitieswith numerous international and national organizations, academic institutions, and private sector education and employment institutions.

A small portion of records were created by Director Ruth Kagia who succeeded O'Rourke as director in 2001. The partnership files document the sector's involvement in high-level meetings including the arrangement and proceedings of meetings, and discussion of shared activities and collaboration. Correspondence consists of all-in-one notes and email hard copies, memoranda, incoming and outgoing letters, and facsimiles. Back-to-office reports are in the form of memoranda. Other record types found among the correspondence include external annual reports, agenda and invitations to meetings or conferences, proposal papers, brochures, and copies of external articles.

Records regarding partnership activities with UNESCO and other United Nations agencies comprise most of the files. There is a single file concerning UNESCO partnership dated 2007 and two files related to the UN Special Rapporteur Katarina Tomasevski which contains correspondence with Director Kagia, Human Development Network Vice Presidency, and others. The topics covered are Bank financing and support to education programs, draft annual report for comment and final annual report to United Nations Economic and Social Council (ECOSOC), and feedback on an HDNED Education Sector Strategy Paper.

Other partner institutions include, but are not limited to: European Union; Soros Foundation; Japan International Cooperation Agency; International Association for the Evaluation of Education Achievement (IEA); and World Links. There are also individual files concerning the Human Development Professional Mentoring Program (1997), Development Grant Facility (DGF, 1997 - 1999), and various conferences (1996 - 1997).

Series consists of records documenting the partnerships of the various divisions and departments responsible for the population, health, and nutrition sector with external organizations across the sector and program collaboration.

The largest volume of records in the series relate to the administration of the International Health Policy Program (IHPP, 1983 - 1989) initiated by Pew Charitable Trusts, and later jointly funded by Carnegie Corporation, to provide institutional grants for health policy research and individual fellowships for career development. The Population, Health, and Nutrition Department (PHN) and World Health Organization (WHO) provided guidance and support to IHPP. Beginning in 1986, the Bank provided office accommodations to the program's three-person secretariat within PHN (soon the Population, Health, and Nutrition Division [PHRHN] after the Bank-wide 1987 reorganization). The IHPP Secretariat was led by Director Davidson R. Gwatkin who reported to the international Advisory Committee responsible for guiding and overseeing the activities of IHPP. The secretariat salaries and expenses were paid by the Institute of International Education (IIE), the agency that administered Pew's contribution. Dr. Anthony Measham and David de Ferranti of PHRHN represented the Bank as members of IHPP's Advisory Committee.

Records reflect the secretariat's role in managing the IHPP including handling proposals and inquiries and directing operational strategy and activities primarily focused on Asian andAfrican countries. There are also records related to meetings and conferences attended by the secretariat and the Bank's activities related to the IHPP. Types of records include correspondence (some arranged in a chronological file), proposals, guidelines, reports submitted to IIE, discussion notes, external reports, Pew conferences papers, and financial and administrative records.

The series also contains records related to the Bank's partnership with the WHO / United Nations Development Programme (UNDP) / Bank Special Programme for Research and Training in Tropical Diseases (TDR, 1972 - 1988, predominant 1978 to 1987). TDR was formed in 1975 to develop research, leadership, tools, and strategies to control the endemic tropical diseases (malaria, schistosomiasis, filariasis [including onchocerciasis], trypanosomiasis, leprosy and leishmaniasis) in developing countries. The Bank became a cosponsor of the program in 1977 as well as administrator of the TDR trust fund which consisted of contributions of governments and multilateral organizations. In fiscal year 1982, the Bank became a financial contributor to TDR. Records document PHN's administration of the TDR fund, participation in TDR's annual governing body meetings (Joint Coordinating Board), Standing Committee, the Scientific and Technical Advisory Committee (STAC), and operational support.

TDR records include: memoranda, letters, and cables between PHN Directors Dr. John Evans and John North and TDR partners and donors, and some memoranda between PHN senior staff; programme, committee, and annual reports; financial statements; Board documents; copy of Memorandum of Understanding (MOU) agreement; Director Evan's back-to-office report and memoranda to senior vice president of operations; consultant reports; aide-memoirs; data tables; and printed material such as TDR newsletters, and external articles and reports. The MOU and fund arrangement file also contains the proposal for World Bank financial participation in international health research programmes, prepared by PHN in 1981 and presented as a memorandum from President McNamara to executive directors. Internal memoranda cover a range of topics such as securing resources to support TDR, arrangements for Bank's financial contribution to TDR, methods of investment and rate of return, budget, projects, policy, audit planning, comments on discussion papers and draft reports, and research capability strengthening. Correspondence from WHO assistant director-general to government officials and donors is copied to PHN director and relates to acknowledgment of contributions and soliciting participation in the Joint Coordination Board and fund raising. There is also correspondence between WHO assistant director-general and Senior Public Health Specialist Dr. Bernard Liese (PHNDR) regarding TDR contributions, budget, and other matters. A small number of files relate to the External Review Committee and history of TDR and background material for Bank participation (1974 - 1980).

Several files related to TDR thatwere originally maintained in the Non-Regional Information Center (NRIC) primarily contain correspondence beginning from 1972. These files contain original letters and memoranda to and from director of the Office of Environmental and Health Affairs (CPSEH) Dr. James Lee, (1975 - 1979) to WHO and the TDR director, and letters to and from the Bank's Water and Urban Development to TDR Officer. There is also correspondence sent and received by Public Health Officer Dr. Arlene Fonaroff (CPSEH 1978 - 1979, Population Projects Department Operations Division [POPD1] late 1979 - 1980, Division 1 Africa [PHND1] and PHN Director's Office [PHNDR] until 1981). Fonaroff and Lee were members of the TDR Standing Committee until approximately 1979.

The series also contains several files related to the Diarrheal Diseases Control (CDD) Programme (1978 - 1985) launched by WHO in 1978 in collaboration with PHN on behalf of the Bank, and other partners, UNDP, and United Nations International Children's Emergency Fund (UNICEF).Records include, but are not limited to: memoranda authored by Dr. James Lee on a draft proposal for CDD; memoranda between Fonaroff and Director Dr. Evans regarding CDD meetings and activities; and original letters from WHO director-general regarding CDD meeting follow-up.

Also included among the records in this series are several files related to PHN

budgeting and coordination support for the global Onchocerciasis Control Program (1979 - 1987) also known as river blindness disease. PHN supported the control program through technical assistance, attendance at statutory and technical meetings, co-organizing symposia, reviewing health project preparation, disease surveillance and control arrangements in OCP countries, and evaluating operational research undertaken by OCP such as the Onchocerciasis Chemotherapy Project Working Group. Onchocerciasis records were primarily maintained by PHN Epidemiologist Dr. Andre Prost and Deputy Division Chief Dr. Bernhard Liese (PHND2) who was a member of the secretariatof the OCP Committee of Sponsoring Agencies (CSA) and Expert Advisory Committee. Records include: back-to-office reports; copies of OCP committee and program reports; WHO OCP progress reports; Bank authored and WHO joint-authored research papers; PHN position paper on OCP; original and copies of internal memoranda between Prost, Liese, various PHN directors, and West Africa Region (WA1) senior management; copies of internal memoranda and outgoing letters from the Bank's OCP Coordinator Bruce Benton and theOCP programme director in Burkina Faso and correspondence from Bank senior vice president of operations and director, country programs in Africa to sponsoring members and donors.

The series also contains records related to the Special Programme of Research, Development and Research Training in Human Reproduction (HRP) in which the Bank is a partner with WHO, UNDP, United Nations Population Fund (UNFPA), and UNICEF. HRP was formed to conduct research in human reproduction, bringing together policymakers,scientists, health care providers, clinicians, consumers, and community representatives to identify and address priorities for research to improve reproduction and sexual health. Records primarily include annual technical reports, biennial reports, meeting reports of the policy and coordinating committee of HRP attended by PHN Senior Population Adviser Dr. Tom Merric or Director Ann Hamilton on occasion, and related correspondence. There are also files concerning the Scientific and Technical Advisory Group(STAG), Standing Committee Reports (1986 - 1994), and the Bank's role in global population efforts (1989, 1992 - 1994).

Series also contains two files related to Bank - UNDP partnerships on projects implemented by UNDP. These are: UNDP/GLO/81/007 Administrative Committee on Coordination (ACC) - Sub Committee on Nutrition Research Planning (SCN) (1981 - 1983); and UNDP/GLO/77/014 - International Centre for Diarrheal Disease Research (1978 - 1981).

The series appears to have been established by Davis when she began work at the World Bank, although it incorporates two papers that she wrote before coming to the Bank. Each file is titled with her name, the subject of the document it contains and usually a date. A file of drafts, primarily of papers Davis wrote in the 1970s, was added to the subject files.

Most of these items are memos or reports written by Davis during her first years at the Bank. They all concern Indonesia, and in them Davis' voiceand opinions are clearly expressed. Particularly interesting are notes she wrote following a visit to Saimen in August 1978, reporting on what residents told her about the Kali Tapan demonstration project.

The papers consist of a body of materials related to Zambia. King undertook a mission to Zambia for the Bank and wrote a report on it, and he collected information about and remained interested in Zambia thereafter. The materials related to Zambia include four documents prepared and distributed for the December 1986 meeting of the Consultative Group on Zambia, which had had its first meeting in June 1978. Most of the other documents related to Zambia are internal World Bank documents, with a few Bank publications and some publications from other sources. The materials are arranged in four sections: Consultative Group documents; unpublished Bank materials; Bank publications; and other publications. This is a useful body of materials for an overview of Zambian economic issues in the 1980s.

A business card file containing various business cards of James L. Theodores and of other individuals in the fields of international development, media, and hospitality is included in this series. Numerous versions of Theodores's Curriculum Vitae and commendation letters are also included.

This series of consists of correspondence and copies of curricula vitae from people interested in employment with the Bank. The records also include thank you letters and letters of recommendation from applicants.

The President's Personnel Committee was established by President McNamara on 9 August 1979 together with the Finance Committee. Both Committees operated as sub-committees of the President's Council. The purpose of the Personnel Committee was to deal with such issues as staff compensation and benefits, staff development, recruitment, management and manpower planning, Staff Association relationships and senior level appointments and transfers. The membership consisted of the President as chair, the SeniorVice President, the Vice President for Administration who served as vice chair, the Vice President for Operations, the Vice President for Finance, and one rotating member.

The series contains the minutes of the Committee as well as discussion papers distributed to the members of the Committee.

Three albums of color photographs, the first of a fashion show luncheon on 1963-10-02 hosted by Louise Woods and Mrs. Pierre-Paul Schweitzer, wife of the Managing Director of the International Monetary Fund, for wives of attendeesat the Annual Meeting of the Board of Governors; the second of a luncheon hosted on 1966-09-26 by Mrs. Woods and Mrs. Schweitzer for the same group during the Annual Meeting; and the third of the farewell dinner given for George D. and Louise Woods by the Executive Directors of the World Bank on 1968-03-29. All with captions.

This series contains photographs documenting internal and external meetings, speaking engagements, appearances, mission travel, and other events participated in by President Wolfensohn or otherwise related to the activities of the Office of the President (EXC). Most photographs are taken by World Bank Group (WBG) photographers, although some were apparently taken by country offices hosting the president or by host countries or organizations who similarly documented the event and shared the photographs withthe EXC. In the case of photos shared by other parties, a letter or note that accompanied the photos is sometimes included.

Materials in this series are almost all photograph prints; a very small number of slides, negatives, and contact sheets are also included. Photographic prints range in dimension. The majority are color but black and white photos are also included.

Most photographs are in file folders, while some are in envelopes or, in even lesser number, scrapbooks. The number of photos in folders and envelopes generally range from one to ten photos, although there are instances where a folder can contain more than fifty photos, particularly those related to mission travel. A very small number of the photos are housed in frames, likely as the result of being given to President Wolfensohn as a gift.

Photos from President Wolfensohn's mission travel are the most numerable and cover a wide variety of activities, from meeting with country heads of state, government ministers, civic leaders, and private citizens, to touring cultural sites and WBG project. Mission travel includes both visits to country members who receive World Bank Group loans as well as travel to countries that fund and donate WBG operations. A number of travel-related photographs are of Elaine Wolfensohn, President Wolfensohn's wife, who accompanied him on much of his mission travel and would often tour project and cultural sites and meet with local people independently. A small number of photograph albums sent from country governments and/or representatives that had hosted President Wolfensohn are also included in this series.

Photos related to non-mission travel activities, primarily internal to the WBG or at events in the Washington, D.C. area, are also included. These include photos from the WBG / International Monetary Fund (IMF) Board of Governors Spring and Annual Meetings as well as internal events participated in or attended by President Wolfensohn, such as loan signings, social events, and staff recognition events. Photos with senior World Bank Group staff are also included.

A small number of photos not directly related to President Wolfensohn or EXC are also included in this series. These photos presumably were used for publications or communications originating in EXC. They include photos of senior staff, loan signings, World Bank Articles of Agreement signing, and country photos. Some of these photos date from prior to President Wolfensohn's tenure or are undated.

A small amount of textual materials accompany photos.These are primarily Document Log sheets generated by EXC and contain a description and date of the photo. Receipts generated by the internal printing unit are also included in a small number of folders. Records dating from 2004-05 that relate to the management and digitization of photos in this series are also included. Other textual materials sometimes found in folders alongside photos include agendas and itineraries from meetings and mission travel documented in the photos.

A small number of publications have been included in this series. These are generally travel or tourist publications that were either collected by WBG staff during President Wolfensohn's mission travel or gifted to President Wolfensohn during mission travel. Of these publications only one, a photo album commemorating the 1997 Annual Meetings in Hong Kong, relates directly to the World Bank Group.

This series consists of photographs created by or for departments responsible for the external affairs function in the World Bank. The majority of the photographs included here were managed by Information and Public Affairs Department (IPA) staff responsible for the Photograph Library. Photographs were taken by Bank staff or were received from other sources, including contracted photographers, country representatives, among others. The Photo Library loaned or provided copies of photographs to external organizations, including publishing companies, newspapers, magazines, governments, and academic institutions. Photographs were also used in Bank publications and other promotional displays and projects in the World Bank Group headquarters and field offices.

This series contains an extensive collection of country photographs documenting project sites, and loan and credit signing events. The majority of these photos document International Bank for Reconstruction and Development (IBRD) and International Development Association (IDA) projects from 1946 to 2001, but projects financed by the International Finance Corporation (IFC) between 1962 and 1981 (predominant 1978-1980) are also represented. Country photos may also include images of cities, villages, dwellings, people, streets and markets, transportation, and water supply. Photographs documenting membership signings of the IDA and the International Centre for Settlement of Investment Disputes (ICSID) are also included. The majority of these photographs are 8x10black and white prints mounted on cardboard, often with captions on the reverse. More recent images are 35mm color slides often contained in binders. Some of the IFC project images are black and white negatives.

Photographs of World Bank staff, including Bank Presidents, as well as Executive Directors are included in this series. Photographs are generally portraits but, in the case of senior staff and, especially, Bank presidents, images documenting activities, meetings, trips, and other important events are also included. Photographs are 8x10 black and white prints and are, in most cases, mounted on cardboard, occasionally with captions on the reverse.

Photographs of Bank-owned buildings, including those in Washington DC and, in lesser number, Paris, France, are included. Images are of building exteriors and also include building interiors and the office of President Robert McNamara. Photographs date from 1946 to 1982 and are black and white prints of various size, some of which are mounted on cardboard.

Photographs from the Bretton Woods Conference held at Bretton Woods, New Hampshire in July 1944 are also included. Photographs include images of various national delegations as well as notable attendees. A small number of group photos and photos of country representatives signing International Bank for Reconstruction and Development (IBRD) Articles of Agreement are also included. Note that these photographs were originally taken by press sources and by the Office of War Information of the United States Government. Photographs are black and white prints of various size, some of which are mounted on cardboard with captions on the reverse.

Photographs documenting the Bank's Annual Meetings are also included in this series. These photographs show prominent guests, Bank staff, speakers, and events and are included for every year between 1946 and 1986 with the exception of 1976. Annual Meetings from 1994 to1996 and 1998 are also included. The majority of photographs are black and white prints of various size, some of which are mounted on cardboard with captions on the reverse. Some of the photographs from the 1990s are color prints or slides.

A small amount of textual records relating to the management of the photograph library and procurement of photographs are also included. These records, dating from 1959 to 1968, primarily relate to hiring photographers to travel to Bank member countries and photograph ongoing Bank-funded projects. Many of these contracts are with photographers represented by Black Star Publishing Co., Inc., in New York, New York. Much of the series contains correspondence with Black Star as well as with the photographers themselves discussing contracts, logistics, and related matters.

Textual records in this series also include correspondence between staff in the Bank's Information Department responsible for photograph lending and external correspondents representing publishing companies, academic institutions, international organizations, etc. Correspondence generally concerns requests and logistics related to the loan of photographs from the World Bank photo library. These records date from 1966 to 1968.

The series also contains single copies of the Bank publication "Loans at Work". Included are copies from 1950 through 1967 with the exception of 1951, 1956, and 1966. These publications, which provide country and regional lending information but primarily consist of photographs, were maintained by the Photo Library staff. Some of the publications contain annotations next to photographs indicating where in their library the photograph was stored.

Slides and black and white prints of images used in the 1984 to 1986 World Bank Group Annual Reports are also included in this series. A folder containing prints of diagrams and charts as well as a folder containing notes related to the creation and publication of the reports are are also included.

A small number of Photo Library brochures dating from 1983 and 1984 are also included in this series.
