External Affairs

This series is a rich source of information on the liaison and public relations activities of the Preston Presidency. The records are particularly strong on the Bank's efforts to improve relationships with the Government of the United States and the U.S. public. Other files cover efforts to improve internal communications in the Bank and to coordinate with Bank field offices. In addition, McHugh's files on Presidential trips cover travel that is not included in the Travel files of the President.

Subject files

Records relate to Conrad's role as senior adviser to President Wolfensohn from 1995 to 1997. Records specifically relate to subjects on which Conrad focused during his time at the World Bank Group (WBG). These include, but are not limited to: Multilateral Guarantee Investment Agency (MIGA); International Finance Corporation (IFC); infrastructure financing; WBG staff pension; guarantees, including the Guarantee Action Plan (GAP) Working Group, which Conrad contributed to; and WBG financing. Records relatingto Conrad's participation in President Wolfensohn's Executive Committee (EXCOM) meetings in 1996 and 1997 are also included.

Records primarily consist of internal communications in the form of memoranda, email, draft reports, and Board documents. A videotape titled World Bank Strategic Forum: A New Budget Process for the New Bank is included as are four audiotapes from the second CEO gathering at the World Bank Group from March 1998. Handwritten notes by Conrad are also included.

Copies of outgoing letters and faxes authored by Conrad and others are included. The latter includes external correspondence to and from President Wolfensohn. A small collection of newspaper clippings relating to topics of Conrad's interest are included, as are a small number of external publications (brochures, journals, etc.)

Director and Front Office records

Series consists of records created and maintained by the front office of the Population, Health and Nutrition Division (PHRHN) and predecessor units that date from 1968 to 1992, including the Population Projects Department (PNP) in existence from 1969 to 1972. The records document the activities of the office in overseeing the population, health, nutrition portfolio and strategy, directing the research and policy work of the department, and managing the Bank's relationship with external partners in the sector. Records cover the tenure of the following directors: Dr. Kandiah Kanagaratnam (1969 - 1979); Dr. John R. Evans (1979 - 1983); John D. North (1983 - 1987); and Ann O. Hamilton (1987 - 1993).

The series is primarily comprised of subject files. Types of records within the files include, but are not limited to: internal memoranda between the department, divisions, Bank president, and other Bank departments; incoming and outgoing letters; back-to-office reports; terms of reference; draft and final research study and concept papers; Board and committee meeting records; panel reports; demographic and country briefs; minutes or summaries of meetings; research proposals; copies of journal articles; and external reports.

A large volume of records relate to the department's relationship and collaboration with international organizations, universities and research institutes, national aid agencies, private foundations, and Nongovernment Organizations (NGOs) during the years 1968 - 1983. Organizations include, but are not limited to: American Public Health Association (APHA); United Nations (UN); United Nations Children?s Fund (UNICEF), United Nations Population Fund (UNFPA), United Nations Educational, Scientific, and Cultural Organization (UNESCO) and committees; World Health Organization (WHO); Population Reference Bureau; Population Service International; European Economic Community and European Parliament; World Population Society; Harvard University; Ford Foundation; Asian Development Bank; Smithsonian Institute; Rockefeller Foundation; Population Council; and United States Congress. Liaison correspondence details operations between the sector and partners, summaries of meetings, participation in Bank missions, coordination of aid and perspective investments in countries, comments on papers, and exchange of information on various health topics. A smaller volume of records relate to the sector's involvement in collaborative disease-prevention programs (1973 - 1983) such as the Onchocerciasis Control Program (OCP, or river blindness) that was administered within the Africa Regional Vice Presidency.

Other records relate to: the work of the external panels and review groups and the Bank's follow-up, such as the 1975 Board-appointed External Advisory Panel on population chaired by Dr. Bernard Berelson; formulation of the 1973 nutrition policy and 1974 health policy; conferences, seminars, lectures, and trainings organized or attended by the Director and staff; population and health lending program; project supervision and disbursement; research and policy papers prepared by the department, such as contraceptive research and development and Kenya health and worker productivity studies; World Development Report (WDR); and specific health topics including public health, environmental health, and HIV/AIDS. The correspondence regarding HIV/AIDS dates from 1986 to 1988, prior to the time when the Bank formed the HIV/AIDS Global Program Unit under the Human Development Network, in 2002. The series also contains two files relating to education and educational projects (1970 - 1980).

Records maintained by Ann O. Hamilton, director, Population and Human Resources Department (PHRDR) who served from 1987 to 1992 include correspondence with the Bank president (1987 - 1992) as well as correspondence and other records related to: the Bellagio Conference of the Task Force on Child Survival (1987 - 1988); FY 1989 and 1990 annual sector review; work program FY 1991; and HIV/AIDS (1988).

Series also contains records maintained by Dr. Anthony R. Measham from 1981 to 1987 while he served as public health specialist, PHND3 (1982 - 1984) followed by health adviser in the director's office (April 1984 to May 1988) prior to becoming division chief, PHRHN 1988 - 1992. Measham's records primarily relate to his economic research and involvement in external partnerships in the health sector as well as participation in conferences, seminars, and workshops. Records include: internal memoranda; letters; cables; reports and studies authored by Meashamand others; briefing notes; conference press kit as well as draft conference program, workshop proposal, and participants list; and minutes of meetings of the Task Force for Child Survival on which Measham served as the Bank representative. Memoranda is mainly between Measham and PHN divisions, and correspondence is with colleagues external to the Bank such as task force representatives, some letters detailing the Bank's support and views. Specific topics covered in the files include Tobacco Working Group,maternal mortality, WHO programs and strategy, health sector survey, and the first Safe Motherhood conference in February 1987. Measham and Division Chief Barbara Herz, Women in Development (PHRWD), participated in coordinating Safe Motherhood conference donors, participants, and prepared papers to be presented at the conference. The conference was followed by Measham and Herz's World Bank Discussion Paper publication The Safe Motherhood Initiative: Proposals for Action no. WDP 9, published in May 1987. There are also records related to Measham's recruitment and management of staff and consultants. The health sector survey file contains material in Chinese such as surveys and research data regarding hospital costs.

Also included in the series are several correspondence files (1974 - 1986) authored by department senior management and advisers that were originally sent to the Non-Regional Information Center (NRIC) and arranged under the Bank-wide classification. Files are titled 'health', 'population', 'nutrition', 'external advisory panel', and 'general' and include mostly memoranda and letters that cover the various sector activities such as policy work, research, review of projects, and partnerships. Much of the correspondence is between director and division chiefs, and Operations Vice Presidency (VPOPS) and some is with external agencies, mostly within the United Nations family. Reports, discussion papers, and guidelines are occasionally filed with the correspondence.

A small volume of records in the series relate to the management of the division, work plan, 1975 relocation of the nutrition division, management team meeting minutes (1987 - 1990), and involvement in the Board of Governors Annual Meetings.

UNDP/World Bank Energy Sector Programs management and donor coordination

Series consists of records related to the management of the joint United Nations Development Programme / World Bank Energy Sector Assessment Program (EAP) and the Energy Sector Management Assistance Program (ESMAP). The Bank's Energy Department (EGY) was the executing agency of both the EAP technical assistance program (in existence from 1980 to 1987) and ESMAP, created in April 1983 as a companion to EAP to follow up on energy assessments. Records in the series were created by the Office of the Energy Director (EGYDR) and Office of the ESMAP Manager (ESMMR), positions that were merged after the January 1993 reorganization. Records in the series were also maintained by EGY divisions and successor units. The body of records reflects liaison activities with EAP and ESMAP cosponsor UNDP, organization of ESMAP donor annual meetings, donor coordination, fundraising, and ESMAP governance.

Donor coordination

A substantial portion of records in the series concerns relations with donors, financial contributions, and cofinancing (1981 - 1997) for EAP and ESMAP activities. Donor files represent the energy units' liaison with government development agencies of Australia, Austria, Canada, Belgium, Denmark, Germany, Finland, France, Japan, Netherlands, New Zealand, Norway, Portugal, Sweden, Switzerland, Spain, United Kingdom, and the United States. Multilateral donor coordination files include African Development Bank, Asian Development Bank, Commission of European Communities (EEC), International Labor Organization, and Nordic Development Bank. A small set of records (1994 - 2005) related to the management of ESMAP trust funds indicate the trust fund number and/or Bank project number and are organized by government donor, then name of the specific ESMAP project financed.

Internal memoranda are primarily between the Bank's energy divisions (Energy Strategy and Pre-Investment Division II [EGYS2], successor Energy Efficiency and Strategy Unit [IENEE] and others) and include Terms of Reference (TORs) and back-to-office reports (BTORs) of donor visits and consultations, summaries of meetings, discussions about financing and cofinancing, funding allotments, proposals for activities, eligible countries for cofinancing, and other matters. Letters and cables between EGY and donors communicate contribution amounts, lists of activities financed or cofinanced, special assignment agreements, recruitment of staff and consultants, and other administrative matters. Other records are occasionally attached to the correspondence including: ESMAP project reports such as Activity Initiation Briefs (AIBs), assessment aide-memoires, financial data tables, project proposals, meeting agenda, Memorandum of Understanding and Letter of Agreement drafts or copies, externally printed material of donor organizations, and reports dating from 1981.

There are also several general donor files (1983 - 1992) and individual files regarding cofinancing (1983 - 1987), Consultants Trust Funds Program (1990 - 1991), ESMAP Financial Committee (1992), Energy Education Donors Conference in Cote d'Ivoire (1990) and Energy Research Donors Meeting (1990).

Liaison and coordination with UNDP

Records in the series also reflect coordination with EAP and ESMAP cosponsor, UNDP through the UNDP Division for Global and Interregional Projects and UNDP regional offices (1984 - 1996). Letters and facsimiles between UNDP and the Energy Assessment Division (EGYEA), later Office of the ESMAP Manager (ESMMR) and other successors, cover various management issues of the joint energy programs, such as the distribution of reports, recruitment of personnel, work program and financial support of ESMAP activities, ESMAP country studies, discussion of bilateral donor contributions, and support of the ESMAP governance bodies. Internal memoranda include summaries of meetings and joint UNDP and donor meetings, BTORs, and ex-post evaluation. Records filed with the correspondence are project proposals and reports, task descriptions, draft MOUs, financial reports, and other items.

Annual ESMAPmeeting coordination

Records also relate to the organization of ESMAP annual consultative meetings (1987 - 1991) that were mostly created by the Energy Strategy, Management and Assessment Division, Industry and Energy Department (IENES) donor relations manager and IEN Director's Office. Included are: draft and final summary of proceedings sent by the director to IEN staff; statements by IEN and UNDP directors; transcripts and aide-memoires for certain meetings; invitations and post-meeting follow up letters to donors and recipient representatives sent by the IEN director; letters, facsimiles, telexes regarding responses of invitees and administrative arrangements for meetings; provisional and final list of participants and agenda; background discussion reports (some authored by UNDP); and internal memoranda in the form of BTORs outlining donor relations manager and IEN senior management missions to ESMAP donor countries and multilateral donors. Other memoranda from IENES donor relations manager to IEN divisions and UNDP outline discussions with donors and multilateral meetings.

The series also contains records related to the ESMAP in the Nineties Commission set up in 1990 and the subsequent formation of a structured governance body in the form of the ESMAP Consultative Group (CG) and the Technical Advisory Group (TAG) in 1991. Files include agenda and minutes of the first meeting of the commission in May 1990 as well as position papers, background material on work program and donors, proposal for the committee, and internal memoranda. Memoranda concerns internal and external peer review, nominations of the Natural Gas Development Unit (IENGU) chief for individuals to serve on the panel, notes for a second commission meeting prepared by IENEE, and meeting preparations.

ESMAP governance relations

ESMAP CG and TAG meeting records were maintained by the executive secretary for the ESMAP secretariat, former donor relations manager, until around 1992 when the executive secretary position was eliminated. They were also kept by ESMAP manager and IEN Office of the Director. CG records (1991 - 1996) include letters of invitation from CG Chair and Vice President V. Rajagopalan and responses with discussion of agenda, reports distributed for meetings, agenda, list of participants, minutes, transcripts, and communiques distributed to ESMAP staff. Technical Advisory Group records (1991 - 1992) relate to planning the inaugural TAG meeting in July 1991 and subsequent meetings and contain draft and final Terms of Referencefor TAG, list of members, agenda, position descriptions, a briefing note on the genesis of ESMAP, and letters from the CG Chair, FDPVP to TAG members with attached meeting documents and pre-meeting notes, and letters from ESMAP Manager, later IEN Director Richard D. Stern regarding involvement in ESMAP activities. Internal memoranda, mostly between Finance and Private Sector Development Vice Presidency (FPD) and IEN, covers topics such as the status of implementation of the commission's recommendations, meeting arrangements, and TAG membership with attached biographical notes and curriculum vitae.

Reports and other program management records

The series also contains a set of ESMAP Annual Reports (1987 - 1997), audit report with related correspondence (1992), evaluation report jointly authored by the governments of Canada and the Netherlands (1988), commission report on ESMAP (1990), and periodic Information and Status Reports (1987 - 1990) that describe current and prospective activities and priorities and provide statistical data.

The series also contains a set of various reports (1984 - 2002) likely collected for reference, including: proceedings and reports of ESMAP workshops and seminars and jointly organized workshops between ESMAP, sector and regional units; final and draft ESMAP country proposal numbered reports; ESMAP technical working papers; Energy Development Information Note reports; Board reports; regional sector unit reports; internal discussion papers on financial and trust fund matters; meeting files; external reports; and reprint of the 1960 International Development Association (IDA) Articles of the Agreement.

Operations research and reference material

Series consists of records created and received by the Energy Department units, successors, and consultants in conducting research and analysis in support of operations projects, programs, initiatives, and sector topics. The results of research involving technical, economic, and environmental issues within the energy sector were often disseminated and published in the form of departmental working papers or ESMAP Papers.

Record types include: back-to-office reports (including copies of regional unit BTORs); Terms of Reference (TORs); ESMAP reports; proposals; staff appraisal reports; project completion reports (PCRs); consultant reports; statistical data tables and worksheets; background papers; handwritten notes; United Nations project documents; and external guidelines, reports, brochures, press clippings, and articles.

Research papers and studies

The largest volume of records in the series (1985 - 1992) are those concerning research related to the Electric Power Utility Efficiency Study (EPUES). EPUES was a research study funded by bilateral donors, United Nations Development Programme (UNDP), and the Bank that was organized in January 1989 to investigate the causes of poor power plant performance in developing countries, to measure related economic and financial costs, and prepare programs and guidelines to improve performance. As the executing agency on behalf of the Bank, records were created and received by Industry and Energy (IEN) unit staff including Energy Development Division (IENED) while managing the study and consultants. Records document the preparation of the study, development of guidelines, multilateral and research collaboration, and communication with donor agencies. There are also records concerning the EPUES Steering Committee such as draft and final minutes, and reports or summaries of UNDP and EPUES missions. The topicsexamined included power system efficiency, power transmission and distribution, power sector rehabilitation, power sector lending, and environmental and efficiency measures for diesel electric power plants. Several files relate to Somalia and general regions of Africa and Latin America.

Another set of records primarily maintained by Shigeru Kubota (Industry and Energy Division, EMTIE), relate to rural development, oil and gas, and energy situation in the Soviet Union and post-Soviet Russia (1991 - 1993).Several of the press clippings, articles, and reports are in Japanese language.

Two files relate to the research fellow program (1990 - 1991) that was launched by the Bank in 1989 to draw development research scholars into research activities. The file contains internal memoranda regarding nominations with curriculum vitae (CVs), outline of proposed IEN study, and external reference material.

Reference material

Series also contains assorted reference materials maintained by the Natural Gas Development Unit, Industry and Energy Department (IENGU) and its successor, Oil and Gas Division (IENOG) concerning various oil and gas topics and information about Bank energy activities (1987 - 1993). There are several files of press clippings and articles from various international newspapers about the "new" natural gas unit (1989) and the petroleum industry. A portion of files also contain internal and external study papers, Policy Planning Review technical papers, memoranda regarding publication of papers andpeer review, and other items.

Another set of miscellaneous files (1990 - 1995) include worksheets, externally printed material of international oil companies, brochures, World Energy Council 15th Congress technical session bound reports, handwritten notes, and presentation slides of external presenters at the 1994 World Bank energy efficiency roundtable.

NRIC and EISIC correspondence and related records

A small portion of records originally maintained in the Non-Regional Information Center (NRIC) dated 1977 to 1984 are mostly comprised of internal memoranda between EGY assistant directors, division chiefs, advisers, and regional units. Topics include comments on EGY research proposals, internal EGY discussions on proposals, planning and preparation of studies, and research grants. Other records occasionally filed with the correspondence include study TORs and reports. Two of these files relate to a thermal generation study (1980).

Three files maintained in the Energy and Industry Information Center (EISIC) include mostly copies of memoranda between EGY director, division chiefs, and Central Projects Staff Vice Presidency discussing sector research priorities, the Bank's research program, quarterly progress report IDP policy and research functions, research activities on industry and trade, and Research Committee activities (1975 - 1986).

Liaison, partnerships and program collaboration

Series consists of records related to collaborative activities and partnerships between the Industry and Energy (IEN) Department units and mostly external organizations, but liaison with Bank Group institutions and internal committees as well. Records cover the period from 1975 to 2013 and provide information about common initiatives with partners, director and senior staff participation on high-level committees or events, and development of collaborative global programs. Most records relate to the energy sector, but content within certain files frequently includes the industry and mining sectors as well. See the arrangement note below for more information.

Liaison with external organizations

The series contains records organized by external organization or Bank Group body, including the International Energy Agency (IEA, 1993 - 1996), Organization of the Petroleum Exporting Countries (OPEC, 1975, 1986 - 1988), non-governmental organizations including Bretton Woods Committee (1992 - 1997), Solar Development Corporation (1996 - 1997), the International Finance Corporation (IFC, 1991 - 1992), Economic Development Institute (EDI), now World Bank Institute (WBI, 1994 - 1996), Enron (1993 - 1996), Organizacion Latinoamericana de Energia (OLADE, or Latin American Energy Organization, 1988 - 1990), European Bank for Reconstruction and Development (EBRD, 1991), and other research institutions, private foundations, and United States government agencies. A file on the G7 Nuclear Safety Working Group discusses the Chernobyl, Ukraine nuclear plant closure and energy strategies.

These records were primarily maintained by the Power Development, Efficiency & Household Fuels Division (IENPD) and the Office of the Director (IENDR). Files contain internal memoranda, All-in-1 messages, and letters between IEN units and representatives of organizations regarding arrangement of and discussion at meetings, discussion of partnerships and current or potential collaborative activities preparation of implementing agreements, information about ESMAP activities, and knowledge sharing. Other memoranda are between IENDR and Finance and Private Sector Development Vice Presidency (FPD) and other Bank departments including the Office of External Relations. Memoranda are also occasionally in the form of Terms of Reference (TORs) and back-to-office reports, describing events attended. Some files only contain United Nations agency reports and other external annual reports, press clippings, or booklets as reference. A single file consists of a 1975 preliminary briefing note on OPEC regarding optimal pricing policies for OPEC among the records.

Also included in the series are a set of records originally maintained in the Energy and Industry Information Center (EISIC, 1975 - 1987). Most of the files concern the Bank's relationship with United Nations Development Programme (UNDP) and contain general correspondence with UNDP (1975 - 1987). Some liaison files reflect joint initiatives between the EGY and Industry Department (IND) departments when they were two separate departments under Energy and Industry Staff Vice Presidency (EISVP).

Other record types consist of copies of Board documents, draft Memoranda of Understanding (MOUs), meeting and seminar agenda, meeting minutes and summaries, presentation slide hard copies, concept papers, TORs, curriculum vitae (CVs), external brochures and reports, and copies of Congressional committee papers.

Global Gas Flaring Reduction Partnership (GGFR)

A large volume of records in the series (2001 - 2013) relate to the Global Gas Flaring Reduction Public-Private Partnership (GGFR) that originated in 2002. Records document the origins of the Bank Group-led Gas Flaring Reduction Initiative in collaboration with the Government of Norway and the role played by the joint Bank and International Finance Company (IFC) department, the Oil, Gas, Mining and Chemicals Department (COC), and its Policy Division (COCPO), later the Sustainable Energy, Gas, Oil, Mining unit [SEGOM]). COCPO was central to planning and organizing the Oslo 2002 conference and discussion of the GGFR Terms of Reference (TORs), arranging subsequent conferences and stakeholder consultations, and preparing and disseminating GGFR studies and reports. Most records were maintained by GGFR Program Manager Bent Svensson who led the task team responsible for implementing GGFR activities and liaising with stakeholders in coordination with the GGFR secretariat.

Correspondence records consist of draft and final outgoing letters, facsimiles, and email hard copies, including invitations to GGFR members and facsimiles sent by IFC Executive Vice President Peter L. Woicke and jointly authored letters with partner European Bank for Reconstruction and Development (EBRD) inviting attendees to workshops, forums, and similar events. Other correspondence is with consultants recruited to conduct gas flaring studies and internal hard copy emails regarding meeting planning, launching events, and press arrangements. Other records filed with correspondence include: draft and final TORs including for the GGFR partnership; summary action plans and activity descriptions; draft country profile information including summary of Bank work activities; progress and final reports; consultation briefing notes; agenda and meeting summaries with stakeholders and partners; data tables; budget sheets; GGFR promotional materials such as brochures; draft workshop session notes; speeches and talking points; presenter biographies; presentation slides; handwritten notes; and reference material suchas newsletters and webpage hard copies.

A small volume of records relate to financing GGFR activities through a multi-donor trust fund and include: agreements and amendments signed by COC director; initiating brief for trust funds (IBTFs); notice of contributions; letters and hard copy emails with donors or between COC units and GGFR secretariat regarding financing agreements and the transfer and use of funds; quarterly and annual financial reports, and other reports prepared and submitted by Svensson; GGFR steering committee minutes; briefing papers; and confidentiality agreements.

GGFR is governed by a Steering Committee that was chaired by COC Director Rashad-Rudolf Kaldany at its establishment. Steering Committee records (2002 - 2013) were maintained by COCPO and SEGOM in addition to International Gas Flaring Reduction conferences, GGFR regional conferences, and workshops on carbon credits and best practice, standards, and guidelines for flaring reduction. Records include invitation letters, quarterly updates to committee members, agenda, minutes, list of participants, briefing papers, and reports for review. Also included are two files related to the World Summit on Sustainable Development (2002).

Extractive Industries Review (EIR)

Series also contains records related to the Extractive Industries Review (EIR) to examine the role, and future of, the Bank Group in the oil, gas, and mining sectors that was established in July 2001 and led by Dr. Emil Salim. Salim, a former minister of the Government of Indonesia, was appointed by Bank Group President Wolfensohn. Records cover the period 2000 to 2004 and appear to be maintained by both the EIR secretariat and the joint Bank-IFC Oil, Gas, and Chemicals Department (COC), Policy Division, Oil and Gas (COCPO), and the Mining Department director (CMNDR) in support of planning and developing EIR activities. Files relate to EIR activities and events including the planning workshop in Brussels (2001), multistakeholder consultation workshops in Africa, Asia Pacific, Europe and Central Asia, and Middle East and North Africa (2003), advisory group feedback meetings and final workshop (2003), and other meetings. These files, as well as a set of chronological correspondence files, contain mostly email hard copies between the EIR secretariat, consultation participants, and consultants and between COC and IFC senior management and staff. Topics covered in the correspondence include comments on EIR drafts and submissions to the review, nominations for advisory group membership (with participant lists and CVs), representation of regions, comments on consultation workshop reports, budget and trust funds, communications strategy, planning and discussion around Bank Group oil and gas activities, and event administration and logistics. Correspondence between Salim and EIR secretariat discuss managing and planning EIR work, schedule, budget, consultants, sharing of information and articles, status of EIR recommendations and finalizing report, planning of meetings with Bank senior staff, country visits and itineraries, advisory group member selection, and withdrawals of EIR process. There is also correspondence between Salim and Bank Group President Wolfensohn, Director Kaldany, Mining Director James Bond, and IFC officials, discussing EIR activities, meetings, and an amendment to the EIR TORs.

Record types consist of: EIR executive summary recommendations draft outlines; meeting minutes or summaries; lists of participants; hard copies of slide presentations; draft and final EIR TORs; aide-memoire; consultation reports; testimonial reports and transcripts of regional and informal consultations; background papers including one on Bank Group activities in the extractive industries by COCPO; hard copies of slide presentations; handwritten notes; draft and final OED approach paper Evaluation of World Bank Group Activities in the Energy and Extractives sector; external reports, brochures, and articles regarding extractive industries; and more.

A smaller volume of files concerning Salim's project field visits (2000 - 2003) to Asia and Africa (Chad Cameroon oil pipeline project) include a briefing book, and planning records such as: email hard copies of travel arrangements discussion of case studies, outreach and workshops, and Bank group oil, gas and mining investments data; agenda and itineraries; EIR project sheets; country briefs; and external reports, press clippings, and other reference documentation on oil spills and pipelines.

Records are mostly in English with some correspondence and press clippings in French. EIR official reports and stakeholder letters are also in French, Russian, and Spanish.

Committees, task forces, and working groups

The series also contains records of energy sector management and senior staff participation in various external and Bank-wide committees. Most records relate to the International Gas Union (IGU) Council meetings and committees (1988 - 1994) that energy division chiefs participated in, on behalf of the Bank. Energy Development Division Chief Gunter Schramm (IENED) presented in 1989 on the Bank's work in hydrocarbons and future liaison with Bank-IGU. Included in the records are council agenda, minutes, reports, background papers, study proposals, BTORs following meetings, and mostly routine correspondence regarding administrative arrangements.

There are also files relating to the Energy Sector Board (1992 - 1996) created in 1993 and its sub-committee on staffing including meeting announcements and lists of participants, occasionallyagenda and minutes focusing on project updates, reports, position descriptions, and All-in-1 notes regarding board membership, energy policy strategy. Other files relate to the sector's participation in the Multilateral Development Bank Task Force (1995 - 1997), Intergovernmental Panel on Climate Change (IPCC, 1995) and smaller files on Finance and Private Sector Development Vice Presidency (FPD) task forces, advisory committee, working groups on quality enhancement of projects and on large dams (1993 - 1997).

Trust fund program management

A small set of records relate to IENDR, its divisions, and successors' management of trust funds to support energy sector programs and activities in member countries. Three files document the establishment of the Danish Trust Fund for Rural and Renewable Energy and subsequent activities financed by the Government of Denmark (1997 - 2003) including the Africa Rural and Renewable Energy Initiative (AFRREI). Correspondence is filed with Bank-authored progress reports, financial statements, presentation slide hard copies, and other items. There is also an individual file related to an agreement and financial support between the Government of Israel and the Bank for a gas strategy study for Israel (1995).

Knowledge and learning events and products

Series consists of records related to conferences, symposia, seminars, workshops, roundtables, and similar knowledge and learning events that were developed and hosted by Industry and Energy Department (IEN) energy units or attended by sector directors and staff. A portion of files also relate to sector staff's participation in preparatory work for events such as conference steering committees and the vetting of papers submitted. The series also contains newsletters as well as published and unpublished articles and reports authored or co-authored by sector staff. The earliest records dated 1984 are copies of externally authored discussion and presentation papers. Records were created and maintained by various units such as: Industry and Energy Office of the Director (IENDR), Natural Gas Development Unit (IENGU), Power Development, Efficiency & Household Fuels Division (IENPD), and ESMAP Operations Division (ESMOD).

Conferences, seminars, and similar events that were organized as Energy Sector Management Assistance Program (ESMAP) technical assistance or relating to other ESMAP projects are not included in this series if there was a clear distinction. See the related units of description note below for more information.

Conferences, seminars, other knowledge and learning events

Records reflect IEN Director Richard Stern's attendance and or participation including as a panel member at various international conferences and symposia such as the World Energy Council Congress (1995) and World Economic Development Congress Power Project Finance Summit. Stern also maintained records of World Bank seminars conducted by his division chiefs and staff as reference (Seminar on Technical and Economic Nuclear Issues, 1994). There is also a small volume of files containing papers presented by IENDR Adviser Dennis Anderson on the Bank's solar initiative experience to date at the International Symposium on the Grand Solar Challenge (1995) with other event records. Also included are a draft and three computer disks relatedto Anderson's paper "Energy, Environment and Economy". Knowledge and learning event records were largely maintained by IEN divisions. The whole of the records of IENDR and divisions cover the period 1988 to 1998.

Records consist of facsimiles and letters sent to participants or organizers covering invitations to the event and preparation of the agenda, and internal memoranda between IENDR, division management, and staff discussing the organization of speakers, selection of panels and topics, administrative arrangements, and follow-up to various events. Memoranda are often in the form of Terms of Reference (TORs), back-to-office-reports, and summaries of discussions, together with an attached event program, drafts and final agenda, presentation slide hard copies, or the paper presented at the event, some of which are externally authored papers. Additional record types in the series include: conference session papers; lists of participants and speakers; program and presentation outlines and notes; papers prepared by sector staff or consultants; working papers and reports produced by participants or external authors; transparency slides; biographical sketches of presenters; and press clippings or articles.

Specific topics represented in the knowledge and learning events include, but are not limited to: seminars concerning power sector regulatory issues; structure and pricing; energy policy; power system planning; natural gas; electricity and gas trade; financing energy; roundtables on energy efficiency; independent power projects; or power supply in low- and lower-middle income countries; International Gas Trade Roundtable; and workshops on renewable energy; oil and gas; commercialization of natural gas; and annual World Bank Energy Workshops.

Speeches, newsletters, publications, and other material

The series contains speeches of the first IEN Director, Anthony Churchill, given at various external conferences and events (1990 - 1993) and speeches on the topic of energy and the environment given at conferences and similar events by Churchill and others including Bank Group President Barber B. Conable and Energy Strategy, Management, and Assessment (IENES) Division Chief Robert J. Saunders at the ESMAP consultative meeting, 1988. A single file containing material for speeches on gas mostly contains papers authored by IENGU chief and draft papers used for the 1992 World Development Report (WDR) related to natural gas benefits to the environment, gas activities of ESMAP, and letters to external peers requesting review and comments.

Series also consists of two files of publications and computer disks maintained by Anderson on various energy and environment topics that he mostly authored and co-authored (1988 - 1996). Files contain an item list of papers, final drafts, final papers published in academic journals and at conferences, and a draft for the new Finance and Private Sector Development Vice Presidency (FPD) series on "Approaches to Private Power". Publication topics include: cost effectiveness in addressing the CO2 problem; cost of nuclear power and fossil fuels; sustainable development; energy efficiency and pollution; industry and the environment; and more. The files also contain some papers by other colleagues including "Transportation and CO2 Emissions: Flexing the Link - A Strategy for the World Bank".

There are also two files containing internally produced newsletters (1994 - 1996), including Oil and Gas, Energy Notes, FPD Notes about the activities of Finance and Private Sector Development Vice Presidency, internal memoranda about the publications, and external press articles about the Bank sectors.

Three training-related files relate to Monitoring Training Program and IEN Support Staff Workshop (1993 - 1995) as well as IENGU gas training (1989 - 1990).

Barbara Herz chronological correspondence files

The series includes chronological correspondence kept by Barbara Herz from January 1985 to December 1987. It covers the period when she transitioned from the role of WID Adviser in the Projects Policy Department (PPD) to the Division Chief in the Women in Development Division of the Population and Human Resources Department (PHRWD), which was established in July 1987.

WID operational support records

This series includes records created in the course of project surveys and evaluations. Records related to training sessions on WID issues organized by the WID Adviser are also included. The records include WID Adviser mission project files containing: correspondence; memoranda; project proposals; back-to-office reports; project completion reports; travel information; and project loan information for the years 1983 to 1984. The project mission files discuss short-term survey projects done by WID team members for particular development projects, as well as training sessions given to World Bank staff, NGOs, government officials, or any other participant involved in a development project with implications on women.

The series also consists of project file evaluation studies and background papers. Project files specific to a country and sector (e.g. agriculture and development, education, health, urban development, etc.) are kept for each evaluation study. The files include correspondence, memoranda, backgroundpapers, and evaluation studies. The background papers include handwritten notes, articles, and reports of technical data produced by other units within the World Bank, primarily the sector department pertinent to the particular project. The evaluations studies are the reports produced by the WID Adviser team, which summarizes the findings of the evaluation project, and includes advisory recommendations.

Additional country correspondence files from the years 1980 to 1987 consist of articles, external reports, and correspondence discussing particular women related issues within a country.

Chronological correspondence

The files primarily consist of correspondence to and from Nurick, and drafts of correspondence, reports and other records. The chronological files kept by Nurick capture a variety of topics, related both to Bank work and to personal activities. As the correspondence was captured chronologically, each folder contains records relating to a large variety of (and sometimes unrelated) topics, activities or events. Researchers looking for records related to specific topics, activities or events may need to review all records within the Series using dates as a guideline. The correspondence relates, but is not limited, to: member contributions; membership (including origin of Part 1 and Part 2 countries); Bank subscription increases; bond issues; borrowing and loans to various countries; co-financing; IDA replenishments; Bank financial statements; valuation of capital; arrears and settlement of foreign claims; International Finance Corporation matters; Loan Committee; Development Committee; Joint Ministerial Committee; Bank IDA Statutory Committees; Disbursement Committee; selection of Robert McNamara; the Arab boycott; administrative and other personnel matters, including litigation, Administrative Tribunal and appeals; procurement guidelines; relations with other organizations and the US government; Second Committee of the UN; EEC Special Action Programme; and many others.

World Bank History Project liaison records

In 1989 the World Bank commissioned the Brookings Institution to prepare a history of the Bank as part of the commemoration of the Bank's fiftieth anniversary. Originally planned for publication in 1994, the two volume work, The World Bank: Its First Half Century, was published in 1997. When the Office of the Historian was established at the beginning of 1993, the task of liaison between the Bank and Brookings and the authors fell to the Historian. This series documents the evolving relationship between the Bank and the Brookings Institution's World Bank History Project, both before and after the establishment of the Historian's Office.

The first subseries, the chronological General Files, shows the genesis of the idea for a history (including copies of documents on the Bank's history dating back to December 1967), the funding of the project, and the administration of the relationship between the Bank and the Brookings Institution. Files contain a transcript of the meeting of the project advisory committee in 1993.

An Internal Review Group was established by the Bank in 1993 to read and comment on each chapter produced by the project. The Office of the Historian served as secretary for the group, both sending out chapters for review and transmitting the group members' comments to the project. The second subseries is the correspondence of the historian with the group and with the project.

The Office of the Historian conducted its own oral history program at the same time as the World Bank History Project wasinterviewing people for the fiftieth anniversary volumes. Each program provided some copies of interviews to the other, and the third sub-series contains a file about the interviews, including lists of persons interviewed by the project, and duplicate copies of rough transcripts of some project interviews, including those with World Bank Group presidents A.W. Clausen, Barber B. Conable, and Lewis T. Preston.

The fourth subseries is the draft of the history, arranged by volume and thereunder by chapter. Nocopy exists for chapter 8 of volume II. The copies are not annotated.

Correspondence - March 5, 1990, letter

In February, 1990, John Lewis and Richard Webb sent approximately 700 letters to senior Bank staff, followed by hundreds more letters on March 5, 1990, to Bank alumni, present and former Executive Directors of the Bank, and present and former members of the Development Committee, asking them for ideas about which subjects the study should emphasize. They asked for responses by the end of March. This series contains the responses to the mailings in the form of letters as well as a few notes of telephone calls. Some responses are very brief, while others provide extended comments on suggested topics or enclose copies of speeches or documents. The responses from former Executive Directors often include information on representational duties and the influence the EDs had on the Bank's policies. While some of the respondents were later interviewed, for others this is the only source for their views. Replies drafted by Lewis and Webb are also included.

Research materials

This series consists of electrostatic copies of documents obtained and collected by the World Bank History Project staff in the course of researching and writing The World Bank: Its First Half Century. The documents relate primarily to the topics of the chapters in Volume I; a few are the background to the research papers prepared by the project's research assistants. The authors filed the copies by subject, sometimes with cryptic subject titles. Some files may have been kept by an individual staff member,but those files have been combined in this general reference series.

The majority of the documents copied in these files are in the archives of the Bank, but some are also copies received from former Bank staff or from non-Bank sources.

Minutes of Loan Committee meetings

The series includes: formal minutes of regular meetings from April 1948 to May 1987; minutes of special meetings from January 1968 to August 1972; notes on weekly meetings from May 1950 to January 1962; summaries of decisions reached at meetings from April to August 1948; and memoranda requesting that the Committee approve a loan without meeting from 1969 to 1972. In some cases, memoranda regarding the date and agenda of a meeting are included. Filed at the end of the series is a chronological set of memoranda to Committee members from June 1983 to March 1987 confirming the date and topic of a meeting.

Administrative files

This series contains basic information on the establishment and progress of the World Bank History Project. Most of the documents are printouts of routine email messages, with the exception of the records in the project structure file, which are incoming and outgoing paper correspondence. The Project background/contract file contains a copy of the official agreement between the Brookings Institution and the Bank to undertake the study; it also contains handwritten and typed notes of the first meeting of the International Advisory Council on January 22, 1990. The Archives 1991-1993 file contains a list of senior personnel at the Bank each year from 1968-1991.

Advisory committee's files

The World Bank History Project was advised by three committees. One, a formal advisory committee of persons external to the Bank, was formed by the project in 1990 and held four meetings: January 22-24, 1990; September 26-27, 1990; April 9-10, 1992; September 30-October 2, 1993. The second, a group of former staff members of the Bank and related institutions, was established as a Guidance and Closure Committee by the Brookings Institution in 1994 to help the project in its final stages. Finally, the Bank established an internal review committee to read and comment on all chapters of the two volumes.

Only two paper files exist on the work of these committees, but other correspondence is found throughout the files of both the project and of Office of the Historian. One file, titled, Comments on Volume I, contains comments from both the advisory committee and the Bank's review committee plus comments from other persons to whom the authors sent drafts for review. The file is organized by chapter. Some of the comments are extremely long and contain information about the topic for the consideration of the authors rather than simply comments on the draft text. The second file, World Bank Review Committee Comments on Volume II, is organized alphabetically by the name of the author contributing the chapter.

The series also contains audio tapes of the four meetings of the international advisory committee. The project files contain no transcript or minutes of the meetings.

Finally, one audio tape is a dictated set of comments by an unknown reader of the fifth chapter of Volume I written by Richard Webb.

Series contains dupiclate reference copies created by the Bank Archives of nearly all of the tapes; as such, only 31 of the 60 tapes listed in the extent are original.

Volume II drafts

The authors conceived Volume II of The World Bank: Its First Half Century as a series of essays that would look at the Bank from outside vantage points, including the points of view of borrowers, lenders, the economics profession,and political analysts. The project contracted with authors for these essays, and this series consists of submitted drafts as well as exchanges of comments with the authors. It includes both essays that were published in volume IIand also a draft on Brazil and a draft on politics and the Bank that ultimately were not included.

Liaison files - Non-governmental and international agencies

This series documents the communications between the Bank, particularly the President's office, and various national and international organizations, governmental and nongovernmental, non-profit and commercial. A wide range of liaison activities are reflected; the records include invitations to meetings and conferences, points of discussions for meetings, meeting briefs and minutes of meetings, news releases and communiques, and correspondence. An equally broad range of topics is included, from agricultureand the environment to trade and financial affairs. A few files include records from the period of the Clausen presidency.

One subject file on the Gulf crisis of 1990-1991 is included. It relates primarily to funding issues, both for countries in the region of the crisis and for the return of refugees in the post-crisis period. The UNICEF file contains black and white photographs of President Conable at a meeting on February 6, 1989.

Administrative files

This series contains subject files on administrative and budgetary issues involving the Bank and, occasionally, the International Monetary Fund. The records include management discussion briefs, correspondence, and reports. The files cover important topics such as Paul Volcker's meetings with Conable, the purchase of theI building, press relations, staff issues such as pension and compensation, and fine tuning the 1987 Bank reorganization. The files also include a copy of a lecture delivered by Ibrahim F.I. Shihata, Vice President and General Counsel, in reference to the Multilateral Investment Guarantee Agency (MIGA) and the legal treatment of foreign investment. Some files contain material dating from the Clausen presidency.

This is one of the few series of records from the Conable Presidency whose content is principally the internal administration of the World Bank. As such, it provides insight into Conable's administrative style and the set of issues in which he was interested. This series does not contain files on the major reorganization that he undertook in 1987; it does, however, have substantive files on the subsequent fine tuning of the reorganization in late 1989.

General correspondence

This series was used by the President's office as a catch-all file for material that did not fit in other subject series. As such, it is very heterogenous in topics and correspondents. A few pieces of correspondence predate the Conable Presidency.

Transition Correspondence

This small series contains President's Conable's correspondence at the time of his appointment as President of the World Bank and for the first few months of his term. The records include congratulations, thanks, job inquiries, and letters from persons advertising their services, and the correspondents include both friends and institutions such as commercial banks. The series provides an interesting view of the type of approaches made to an incoming President.

Photographs

This series contains primarily photographic prints and negatives documenting some of President Conable's trips abroad, taken by governments or businesses where he visited. The photographs, all in albums, are in predominantly in color, with a few in black and white. The photographs have no identification other than country and date. One album contains photographs taken by the World Bank of the 1990 annual meeting in Washington and includes photographs of U.S. President George W. Bush.

Chronological file

This chronological file consists of copies of the outgoing letters and memoranda, both those handled for President Conable by Marianne Haug and Haug's own correspondence. The records begin in July 1985 when Haug was the Assistant Director of the Industry Department, continue through her service as Assistant Director, West Africa Projects, and conclude in May 1990 at the end of her stay in the President's office. A few incoming letters are included. The files for the periods mid-October 1985 through March 1986, October through December 1986, and mid-March through June 1989 are missing.

The files are useful both for their window onto the issues handled in the president's office and also for the glimpse they give of Haug's work as the first woman to serve as an Executive Assistant to the President of the Bank.

Speeches

This series contains both draft and final copies of Mr. Preston's speechesm, opening remarks, and addresses given to the Board of Governors and at Annual Meetings, United Nations' conferences, official luncheons, and farewells. The series is incomplete.

Commission meetings and regional hearings

Series consists of records documenting the activities and proceedings of the Commission on International Development from the time of its establishment in 1968. The records predominantly cover the years 1968 to 1969 apart from a regional hearing file dating 1970. The Commission met four times to decide the direction of the staff's work, to make decisions about the ideas and conclusions on international development issues, and to write their report. Records include correspondence and minutes of Commission meetings held in Mont Gabriel near Montreal (December 16-17, 1968), followed by meetings in Rome (March 1969), Copenhagen (June 1969), and Geneva (August 1969).

There are also records concerning several meetings in Sydney followed by Tokyo in April 1969 between Chairman Pearson, Commission member Dr. Saburo Okita, and ministers, other government officials, and Japanese industrialists. The meetings discussed aid policy, aid activities, and allocation. A meeting with the President of the Asian Development Bank (ADB) spoke about relations with World Bank and United Nations Development Programme, aid tying, and ADB country projects. Records are primarily in the form of meeting summaries with press clippings, memorandum, and copy of a lecture dated 1965 by Professor David C. Corbett regarding Australian aid in south and southeast Asia.

Also included in the series are audio recordings of press conferences and addresses at Commission meetings and regional hearings made by Chairman Pearson and Commission members Okita, Lewis and Guth. Commission press conference recordings cover two of the Commission's four meetings including the first meeting at Mont Gabriel in December 1968 and in Copenhagen in June 1969. Regional hearing press conferences and statements include: Abidjan and Kampala (March 1969), and New Delhi and Singapore (April 1969). The Kampala press conference includes a statement by the President of Uganda, Dr. Milton Obote. There is a single audio reel in French, entitled "La commission internationale de laBanque Mondiale d'aide au developpement."

Latin America and Caribbean Projects Department (LCP) chronological files

Series includes Jennings' chronological files relating to his work as assistant director in the Latin America and Caribbean Projects Department (LCP). Records include memoranda related to: training; staffing; departmental budget; the implementation of the Performance, Planning, and Review (PPR) system in the Latin America and Caribbean (LCR) Vice Presidency; procurement procedures; LCR project implementation reviews; and oversight of sector departments reporting to LCP director S. M. L. van der Meer. Chronological file also includes numerous informal "Notes" to Bank colleagues.

Correspondence

This series contains fragments of John J. McCloy's correspondence with political leaders and prominent businessmen during his time as President of the World Bank from March 1947 to May 1949. The most substantial bodies of correspondence are with Emilio G. Collado, U.S. Executive Director of the World Bank, 1946-1947; Russell C. Leffingwell, Chairman of the Executive Committee of J.P. Morgan and Co. Inc.; and Bernard H. Baruch, American financier and stock investor.

The correspondence with Emilio Collado consists of letters and memoranda to McCloy regarding World Bank activities, including excerpts from memoranda Collado prepared for U.S. Secretary of State Dean Acheson and a document entitled "Note Relating to a Debt Limit" dated May 1947. McCloy's correspondence with Russell C. Leffingwell includes substantive comments on topics related to the Bank and its operations, such as money stabilization, sterling devaluation, the Bank's lending philosophy, and the prospects for European recovery under the MarshallPlan. Letters to and from Bernard H. Baruch include: a letter related to an Export Import Bank loan to England; a letter sent by Baruch to John Snyder, U.S. Treasury Secretary, on how to stimulate production in the world; and a copy of McCloy's memoranda to Snyder on lending.

Also included are McCloy's answers to questions from U.S. House of Representatives member Howard Buffet and U.S. Senator Leverett Saltonstall. Finally, a letter from Secretary of the Treasury John Snyder forwarding an August 1947 memoranda by U.S. President Harry Truman is also included. It concerns U.S. Ambassador to Chile Claude Bowers' complaint about Wall Street control over the operations of the Bank.

Country correspondence

The country correspondence files contain miscellaneous correspondence with persons and businesses from particular countries, mostly for the period after Woods' tenure as Bank President. They include invitations, thank you letters,travel arrangements and some printed brochures. In the Pakistan file is a set of material relating to the groundbreaking ceremony for the Tarbela Dam in November 1968.

Travel files

The travel files are for foreign trips exclusively. They include both trips undertaken for specific operational purposes, such as raising funds for IDA and promoting bond issues in Part I countries and encouraging the establishment of development funds, banks and agencies, and trips undertaken for ceremonial activities, such as the groundbreaking ceremony of an Aluminum Smelter in Ghana. Individual trips files may include handwritten notes President Woods took during meetings with heads of state and other dignitaries, speeches, and frequently memoranda to files summarizing the purposes and highlights of important meetings, as well as invitations, acceptance and thank you letters, background or formal briefing papers on the politico-economic situation of the countries visited, itineraries, agendas, programs, flight schedules, information on lodgings and tourist attractions, maps, and newspaper clippings.

Transition briefing files

This series consists of briefings prepared for A.W. Clausen upon his inauguration as the World Bank's President in July 1981 and Clausen's copy of briefings on Bank operations prepared in 1986 for the Presidential transition from Clausen to Barber Conable. The files provide a broad overview of the Bank's structure and functions, as well as the status of World Bank's projects throughout the world.

The 1981 briefings on the Bank itself describe the origins, purpose, objectives, and current status of the various Bank entities, including the Financial complex, Operations, Development Policy Staff, World Bank Group Staff Association, Secretary's Department, Legal Department, Central Projects Staff, External Relations, Compensation, and the Administration, Organization and Personnel Complex. Also included are briefings on the International Finance Corporation (IFC) and on Bank/Fund collaboration.

Regional briefings summarize the history and current status of development projects throughout the world. They are arranged by region, and then by country, and typically summarize the political background, economic structure, development policy, future prospects, and the Bank's role in development. Included are briefings on Europe; Eastern Africa Region; Western Africa Region; Europe, Middle East and North Africa (EMENA); East Asia and Pacific Region; South Asia Region; and Latin America and Caribbean Region.

The briefing on Operations prepared in 1986 for in-coming President Barber B. Conable provides an overview of the Operations Policy Staff and the Energy and Industry Staff. It also gives the history and status of Bank operations in EMENA, East Asia and Pacific, South Asia, West Africa, Eastern and Southern Africa.

The series includes background material dating back to 1970.

This series contains President A. W. Clausen's subject files. The records consist of correspondence, memoranda, reports and background materials relating to a broad spectrum of organizations, interests and concerns. They contain general correspondence, internal Bank communications, and external correspondence with the European Economic Community; the U.S. Congress and the Departments of Treasury and State, among others; the United Nations and its many specialized agencies; and various international banksand organizations. The UNICEF file includes photographs of Mr. Clausen with the Bay Area Corporate Committee for UNICEF in 1985.

PRMPO and PRMPR Trust Fund Cycle project records

This series includes PREM Poverty Division (PRMPO) and its successor the PREM Poverty Reduction Group (PRMPR) records related to projects supported by trust funds. The series consists of records related to proposed projects funded by numerous trust fund donors, including: the Swedish International Development Cooperation Agency (SIDA); the Bank of Netherlands Partnership Programme (BNPP or Dutch Trust Fund); the World Bank's President Contingency Fund; the Korea Consultant Trust Fund (CTF); and other smaller donors. Records are maintained for SIDA funded projects planned for the fiscal years 2005 to 2009. SIDA records include administration agreement records and set-up documents. BNPP trust fund project records are maintained for the years 1998-2001. Additional proposed project records include records for Poverty Reduction Strategy Papers (PRSP) projects for the years 1998 to 2003. PRSP records include: correspondence between the donors and recipients; Letter of Representation (LOR); reports; records related to the closing and end of date extensions; expense records; and records of hired consultants. Records related to proposed study projects for the Moving Out of Poverty: Understanding Growth, Well-being, and Freedom from the Bottom-up initiative from 2005 to 2007 are also included. The records for these projects consist of: award notification and trust fund set-up documents; amendment documents; request for funds proposals; original project proposals; proposals for overflow funds; reporting records; request for transfer money to trust fund; and BNPP donor correspondence.

WID liaison, conferences, meetings, training, seminars, and symposiums

The series consists of WID liaison records with organizations external to the World Bank. This includes records related to the United Nations Decade of Women (1976-1985), which was declared at the World Conference on Women, held in Mexico City in 1975. The records consist of: memoranda; correspondence; agenda; itineraries; travel information; speakers' notes; and meeting minutes from the extensive liaison between WID Advisers Gloria Scott and Barbara Herz and various United Nations units, including the UN Commission on Status of Women. The records are from attendance in conferences, meetings, training sessions, seminars, and symposiums dedicated to women's issues. Numerous articles, press releases, publications, and reports produced by the United Nations units or other outside agencies are also included. This series also consists of records for liaison with universities, private organizations, NGOs, women's organizations, labor organizations, agricultural organizations, government agencies, and other multilateral development agencies. These records include correspondence; agenda; meeting minutes; articles; press releases; publications; and reports.

Personal papers of Benjamin B. King - Materials related to Zambia

The papers consist of a body of materials related to Zambia. King undertook a mission to Zambia for the Bank and wrote a report on it, and he collected information about and remained interested in Zambia thereafter. The materials related to Zambia include four documents prepared and distributed for the December 1986 meeting of the Consultative Group on Zambia, which had had its first meeting in June 1978. Most of the other documents related to Zambia are internal World Bank documents, with a few Bank publications and some publications from other sources. The materials are arranged in four sections: Consultative Group documents; unpublished Bank materials; Bank publications; and other publications. This is a useful body of materials for an overview of Zambian economic issues in the 1980s.

Chronological files

The series contains chronological records created by the Industry and Energy Department (IEN) and its subordinate units and predecessors, including those forwarded to the IISC.

Many of the files maintained in the IISC are thin, some containing a single piece of correspondence. The IISC presumably implemented a file classification system that organized files by the creator unit code indicated on the physical folders. Files were subsequently titled by country, subject, or less frequently, general. Countryfiles are secondarily labeled as subsector (energy, power, gas, oil, etc.), by project title and loan or credit number, or general. The unit codes identify the correspondence as sent and received by the following: IEN DR (Office of the Director), IEN ED (Energy Development Division), IEN EP (Energy Policy and Strategy Division), IEN OG (Oil and Gas Division). The chronological files also include correspondence regarding the Energy Sector Management Assistance Program (ESMAP) when the program was carried out by IEN divisions in the 1980s and when ESMAP operated independently from IEN between 1991 and 1992. ESMAP-related files are organized within the folders of the responsible IEN units designated by the above-mentioned unit code.

There is also a set of IEN general chronological files (1987, 1992 - 1996, predominant 1994 - 1995) that includes correspondence of various IEN units and their activities including Industry and Mining (IENIM), Telecommunications and Informatics (IENTI), and others. This set is organized chronologically by year.

Correspondence consists of outgoing internal memoranda, letters, hard copies of All-in-1 messages, facsimiles, telexes, and attachments. Much of the correspondence is between division staff, and with regional technical units. Other letters, facsimiles, or telexes are addressed to consultants, United Nations agency officials, and other development partners involved in projects or other collaborative activities.

A large portion of the files relate to ESMAP activities carried out by IEN departments, including assessment missions, project reconnaissance and identification missions, pre-investment studies and ESMAP program liaison with the United Nations Development Programme (UNDP). UNDP files are physically labeled with the alphanumeric project numbers. UNDP files consist of correspondence with the UNDP Division for Global and Interregional Projects, UNDP resident representative, or Bank regional staff related to ESMAP country assessment mission staffing and arrangements including with consultants, bilateral donor trust fund contributions, funding of assessments, comments on reports, knowledge and learning activities, project issues, and project meeting summaries also involving regional staff. Specific topics include household energy, fuelwood pre-investment studies, Arun Hydroelectric Project, coal conversion, coal energy efficiency and specifically in the tobacco and tea industries, energy efficiency and pollution control, national sector power development, natural gas development and import, energy planning and management, and others.

There are also files related to: Bank lending projects including energy efficiency and conservation; gas flaring reduction; gas pipelines and urban transport; environmental management; Bank and IEN reorganizations; work program; budget; special grants and donors; conferences and workshops; dissemination and training; policies and procedures of energy units and products; and local committee files which relate to sector board minutes and correspondence and other IEN committees and working groups. Notable individual files relate to the 1993 Oil and Gas Division, Industry and Energy Department (IENOG) reorganization, the Organization of Petroleum Exporting Countries (OPEC), Overseas Development Institute (ODI), and national development agencies.

The record types occasionally filed with the correspondence include: back-to-office reports; mission and consultant Terms of Reference (TORs); ESMAP Activity Initiation Briefs (AIBs) authored by energy sector units; ESMAP final draft (yellow cover) review reports; ESMAP conference reports; conference or training seminar agenda; draft and final aide-memoires detailing summary of issues and recommendations; post-mission issues papers; project status reports; revised and final budget sheets; proposals; and Bank technical reports.

The series also contains incoming and outgoing correspondence (1987 - 1990), mainly telexes and facsimiles, that were predominantly created and received by the Energy Efficiency and Strategy Unit (IENEE), Household Efficiency Unit (IENHE), and successor units including Energy Department (EGY) units. These records largely reflect ESMAP activities and include correspondence with government ministries, bilateral and multilateral donors, Bank resident offices, and UNDP officials regarding matters such as: ESMAP projects; notification of submission of studies or reports; notification and status of assessment missions and follow up plan; status of UNDP-financed projects and UNDP contributions to energy assessments; financial contributions from donors; donor representatives participation in workshops; status requests from consultancy agencies; meeting arrangements; and routine administrative matters.

Personnel inquiries

This series of consists of correspondence and copies of curricula vitae from people interested in employment with the Bank. The records also include thank you letters and letters of recommendation from applicants.

Country files

The series contains records of President Preston's briefings and talking points for meetings with Government leaders and representatives of member countries, background information on the country, country strategy papers, and internal memoranda. A few files contain items from the Conable Presidency. Many of the records in the files are memoranda and correspondence of the Managing Directors; however, the records were maintained as the record set of country files for the Office of the President.

The files cover only the first three years of the Preston term. Files on countries during the last part of the Preston years are found in the records of Matthew F. McHugh, who was appointed Counselor to the President in 1993. McHugh remained in the President's office for the first term of the Wolfensohn Presidency and he continued to use and file into the country files he maintained; these records are part of the Wolfensohn Presidential records.

Transparencies for Presentations Made by the Directors-General, Operations Evaluation

Series consists of transparencies and/or transparency master (hard) copies prepared for presentations made by the Director-General, Operations Evaluation (DGO), within the Bank and to external groups. Most of the presentations dealt with the role played by OED in supporting the Bank's development agenda. Some of the transparencies are accompanied by copies of speeches or presentation outlines.

Third System Review

The series consists of records related to CGIAR's Third System Review conducted in 1996-1998. The Review's purpose was to assess the role, relevance and future directions of the CGIAR System and make recommendations for improving its overall effectiveness. Its focus included, but was not limited to:

  • Mission and strategy: mission, scientific orientation, goals, principal activities, priorities, and strategies of the System

  • Governance and finance: roles and responsibilities of System-wide units, System-level management processes (priority setting, resource allocation, evaluation); funding modalities

  • Operational effectiveness: quality, relevance, and efficiency of the science practiced by the centers; partnerships; structural considerations.

The Review was conducted by an external panel which was supported by separate Working Groups and facilitated by a secretariat. The series contains Review Panel meeting minutes along with extensive background readings and other supporting materials. Indexes for meeting-related materials are included. Series also contains correspondence related to the System Review. Correspondence relates to the selection of Panel and Working Group members as well as meeting and conference planning and requests for comments on Review-generated reports. The series also contains a file of reports commissioned by the Review Panel as well reports created or collected by the Panel. Finally, the series contains a copy of the Review's final report, The International Research Partnership forFood Security and Sustainable Agriculture, dated October 8, 1998. A draft of the final paper by the Specialist Panel on Governance and Finance (August 24, 1998) is also included.

Indonesia project and research reports (English)

Each project, whether funded by the World Bank or by other donors, requires formal reports. In addition, research reports on Indonesia published by various institutions were obtained by Gloria Davis as background to her work on Indonesia, including a few pre-publication versions.

This series contains project and research reports in English; Bahasa language reports are in a separate series. The first section includes reports from the Government of Indonesia and reports to it by its contractors. The second section has reports of research undertaken by Indonesian institutions. Of particular interest are the reports of a Bogor Agricultural University project established in 1977 to do long term social-economic monitoring of the two transmigration settlements of Batu Marta, South Sumatra, and Way Abung, North Lampung. The third section has reports from projects undertaken by a foreign government, the fourth section has reports from projects and research undertaken by international institutions., and the finalsection contains reports by research institutions outside Indonesia.

Subject Files of the Directors-General, Operations Evaluation

This series consists of subject files containing: copies of the Director-General's outgoing correspondence; and the reports, articles, minutes, agenda of meetings, and other records received by the DGO. Much of the series relates to routine OED administrative matters but the files cover a broad range of topics: the 1993 review of OED's processes and structure (filed under OED Process Review); changes in the Operational Directives affecting OED (filed under Operational Directives); the establishment of an independent Inspection Panel in the Bank (filed under Operations Inspections in the Bank); the establishment of the OED's Publication Committee; Failed States and UN/World Bank cooperation in post-conflict reconstruction; and rules of conduct for OED staff. Specific documents include: summaries, drafted by OED attendees, of discussions of OED-related topics covered in Executive Board meetings (filed under Board of Executive Directors); invitations, trip itineraries, copies of presentations made by OED staff, agenda, and other documents regarding conferences and seminars attended by OED personnel (filed under Conferences and Seminars); Apex reports for OED; copies of statements and presentations made by the Director-General (filed under Presentations) agenda, articles, and other documents relating to the 1994 Joint DAC/UNDP/World Bank Seminar on Technical Cooperation; the program packages provided to staff members prior to 1993 and 1995 OED staff retreats; and copies of notes summarizing the weekly meetings the Director-General had with the OED managers, November 1989 - May 1992 and September 1992 - June 1995 (filed under Management Team Meetings). Filed under Miscellaneous are personal notes sent to the Director-General and much of his correspondence with job applicants and other non-Bank personnel. The files for the Task Force on Portfolio Management contain copies of memoranda regarding the changing mandate of OED.

Director-General Robert Picciotto's Files Relating Primarily to Committees, Commissions, Task Forces, and Boards on which he served

The series consists of files compiled by DGO Robert Picciotto that relate to topics not directly connected with the work of OED; most of the files concern committees, commissions, task forces, or boards on which Picciotto served. The majority of files concerns the Bank-wide Social Development Task Force (SDTF) which was established early in 1996 as an acknowledgement of the social dimensions of development in project design and to take a considered look at the various initiatives and approaches underway onsocial development and to make recommendations on further actions to advance [that] work. Picciotto served as chair of the Task Force's Satellite Group 9 on Bank Instruments of Lending. Picciotto's Task Force records include: agenda for meetings and retreats; copies of and comments on the drafts of the Group 9 report; correspondence with other members of Group 9 and with other Task Force members; and copies of input from the other Task Force groups.

Related to the SDTF are records filed under Adapting Lending Products and Adaptable Lending Products. Picciotto was a member of the New Products Steering Committee which was organized to implement the recommendations of the SDTF. That led to the Adaptable Lending Group which first met in March 1997 to create a new line of lending products recommended for Bank-wide adaptation to implement SDTF goals. The Executive Directors approved the Adaptable Lending Instruments in September 1997. The files contain Picciotto's correspondence regarding the development of the new lending products.

Filed under Project Implementation Commission - Brazil are Picciotto's records, dated July 1999 - August 1996, for the Brazil/World Bank Commission on Improving the Developmental Effectiveness of World Bank Financial Projects. Picciotto was a member of the joint Bank/Brazil Commission which was created to improve the Bank's portfolio in three sectors (education, rural poverty, and health) in the Northeast Region of Brazil and in the environment sector across Brazil. Picciotto's recordsinclude: correspondence with Commission members; Terms of Reference for consultants assigned to work with the Commission; minutes of Commission meetings; intra-OED correspondence regarding audits of Brazilian projects and the establishment of new projects in Brazil; draft outlines of the Commission's final report; drafts of the Executive Summary of the report; and comments regarding drafts of the final report. Drafts of the entire report are not in the files.

Picciotto served on the Joint Fund-Bank Committee on Finance and Development which was the advisory board for Finance and Development (F and D), the quarterly publication of the International Monetary Fund and the Bank. His Board records (filed under Internal Correspondence - Finance and Development) date from December 1987 when he was Vice President for Corporate Planning and Budgeting. Included are: his correspondence with the editor of F and D; agenda and minutes of Board meetings; copies of book reviews he provided for publication; resumes of job applicants for positions with the publication; articles submitted for publication which were forwarded to Picciotto for comment; and a copy of an article, A New Project Cycle for the World Bank? which he and Rachel Weaving submitted for publication in October 1994.

In addition to board, task force, and committee records, this series includes files on several other non-OED topics. Filed under Socratic Seminar Files are Picciotto's records regarding his coordination work for a television program, Banking on the Poor, which was part of a public television series The Fred Friendly Seminars. Picciotto had the lead in planning for the October 1, 1994, program which took place in Madrid, Spain, at the time of the Bank's annual meeting. It was the third in a series sponsored by the Bank to examine the role of international finance in fighting poverty. The program followed the Socratic Seminar format, created in the 1970s by Fred Friendly and Stuart Sucherman. Picciotto's records are dated May to October 1994 and include concept papers and e-mails regarding logistical planning for the program.

This series also includes copies of June 1996 - June 1998 correspondence (filed under Knowledge Center - Management) Picciotto received regarding the Knowledge Management Board that was established in July 1997 as well as copies of his comments on proposals for knowledge management within the Bank.

Correspondence Files of the Directors-General, Operations Evaluation, Relating to the Establishment of and Participation in DAC and OECD

The series consists of correspondence files containing communications between the DGO and representatives of the Organization for Economic Cooperation and Development (OECD). The correspondence relates to aid evaluation and the promotion of evaluation functions in client countries. This exchange culminated on December 1, 1980, in DGO Mervyn Weiner's nomination of Shiv Kapur, OEDDR, as the Bank's correspondent for DAC's work in aid effectiveness. Following Kapur's selection as DGO, Yukinori Watanabe, OEDDR,was nominated on October 15, 1984, as the Bank's representative to DAC's Expert Group on Evaluation.

Correspondence and other documents for the period 1981 - 1995 relate to the establishment of DAC's Expert Group on Aid Coordination (later Evaluation) which held its first meeting in Paris on March 8 and 9, 1983, and include meeting schedules and agenda, meeting summaries, reports, seminar papers and other correspondence of the Directors-General who served as the Bank's representatives at high level meetings of the DAC Expert Group on Aid Evaluation during this period. Topics include: primary health care; technical cooperation; non-governmental organizations (NGOs); the economic environment; gender issues; public support for aid; and aid effectiveness. Correspondence regarding DGO Robert Picciotto's participation in the Third Annual Conference on Environmentally Sustainable Development held in October 1995 is also included.

Subject files covering the period 1984 - 1989 consist primarily of issue papers and proposals prepared for discussions at DAC meetings and seminars as well as correspondence dealing with issues of coordination, evaluation and the environment. Subjects covered in the records relate to institution building, health, the environmental impact of development projects and the Economic Development Institute (EDI) evaluation function. Documents prepared for a November 1988 meeting with NGOs are also in the files.

UNDP project administration

Series consists of records related to UNDP projects for which the Agriculture and Rural Development Department (AGR) was the executing agency. Projects date from between 1977 and 1992. Records relate to project planning, project budgeting and review, workshop planning, and hiring and management of consultants. Records primarily consist of correspondence between AGR staff and UNDP staff, country representatives, consultants, and other Bank staff. Other records include Project Documents, Preparatory Assistance Documents, copies of contracts, Terms of Reference, back-to-office reports, and reports.

Also contained are budget revision records for UNDP projects dating from 1986 to 1992. Records date from 1992 to 1998. Revisions consist of originals, signed by both the World Bank and the UNDP, and are unattached to any other records. However, some of the records are attached to correspondence to or from the UNDP or to the Bank's Legal Department (LEG) or Controller (CTR). A small number of complete project contracts are also included.

Technical assistance

The series contains records relating to technical assistance projects that were managed by the International Relations Department's Technical Assistance Division (TAD) and its predecessors. The functions of technical assistance coordination and United Nations liaison were the responsibility of the Technical Assistance and Liaison Department (TAL) from 1946 to 1961. TAL was terminated in 1961 and these functions were transferred to the Technical Assistance Division (TAD) of the Development Services Department and subsequently to the External Relations Vice Presidency as part of the newly formed International Relations Department (IRD) in 1973. Records in this series are predominantly from 1973 to 1983.

The majority of the records in this series relate to technical assistance projects that are almost entirely funded by the United Nations Development Programme (UNDP) or its predecessor, the UN Special Fund (UNSF), but administered and executed by the Bank. A very small portion of the series relates to technical assistance directly supporting Bank Group lending operations.

Records document TAD and its successor TAL's role in coordinating technical assistance between the Bank's operating departments and UNDP and UN or, for Bank-funded projects, between project consultants and Bank departments. Records consists of correspondence and supporting documents that cover the appraisal and negotiation of proposed projects in addition to the project's administration. Topics include: payments and use of funds; budget revisions; TA consultants contract arrangements; and project evaluation and reporting.

Correspondence is between TAD and the respective World Bank regional or sector departments or vice presidencies, UNDP and other UN officials, senior government officials, and project manager consultants and includes copies of outgoing memoranda, letters, telexes and cables. The correspondence is filed with project documents and includes: proposals and plan of operation; contracts; externally-produced reports, many issued by UNDP; Bank project evaluation draft reports and final reports; newspaper clippings; and occasionally plans and diagrams. A portion of country files that are labelled 'Miscellaneous' contain correspondence and supporting proposals for projects requested by the government for UNDP assistance and were sent by UNDP officials for Bank comment.

Also included in the series are IRD correspondence files relating to general technical assistance administration and procedures. Records include copiesof outgoing memoranda between IRD senior staff including Director Shirley Boskey and successor Shahid Javed Burk as well as TAD Chief Vincent J. Riley, senior advisors, and other Bank staff. Some correspondence is authored by IRD Directors or other senior staff to be sent by World Bank President McNamara or Clausen, or Vice President of External Relations Jose Botafogo. A portion of the correspondence is also with external bodies including UNDP officials. Series also contains semi-annual reports on the Bank's technical assistance activities and other ad hoc reports as well as files related to UNDP's annual General Council meetings (1975-1976).

Although the technical assistance function was transferred from IRD to the regional vice presidencies in 1981, a few correspondence files in this series extend to 1986 and reflect IRD's continuing function in advising on operational activities with UNDP and UN bodies. Files from this period contain copies of outgoing memoranda and reports about technical assistance projects managed by UNDP, discussion of the relationship of technical assistance advisors with UN Resident Coordinators, and communication on country projects as well as a copy of World Bank Technical Paper WTP23 "Twinning of Institutions: Its Use as a Technical Assistance Delivery System", released in 1984.

Media relations

The media relations series includes press releases disseminated by the World Bank Group relating to operations and activities from the founding of the World Bank in 1946 through 1995. Press releases of the International Bank for Reconstruction and Development (IBRD), International Development Association (IDA), and the International Finance Corporation (IFC) are included in this series.

The series consists of IBRD numbered press releases relating to Bank Group operations and activities dating from 1946 to1995. Press releases document country membership admission to the Bank and announce staff appointments in various member countries and other promotions within the Bank. The majority of IBRD press releases relate to IBRD loans, including applications, agreements, and issuances. Other topics of press releases include organizational changes (including reorganizations, retirements, and staff and Executive Director appointments), country membership, bond issuances, Resident Mission developments, speeches by senior management, report publications, conference attendance, consultative group meetings, mission travel undertaken by senior management, and Spring and Annual meetings. Early press releases were numbered consecutively. Beginning in 1962, press releases were numbered according to the year of release. Numbered press releases are missing from the following years: 1982, 1983, 1985, and 1986.

Series also includes press releases relating to IDA operations and activities from its creation in 1960 to 1994. The majority of IDA press releases relate to the funding of projects through IDA credits. Other topics of press releases include organizational changes (including reorganizations, retirements, and staff appointments), country membership, IDA replenishments, consultative group meetings, conference attendance, and Spring and Annual meetings. The press releases are arranged consecutively by number from 1960 through December 1961, numerically by calendar year from 1962 to June 1976, and numerically by fiscal year from July 1976.

An index for IBRD and IDA press releases from 1946 to 1994 is included. Indexes provide a brief descriptive subject title along with press release number and date. A separate index for IDA records for the years 1962 to 1979 is also included and contains the same information.

A portion of IBRD and IDA press releases dating from 1946 to 1994 are unnumbered and arranged chronologically. Unnumbered press releases are included in the file indexes as "unnum" or "unnumbered" but are not filed withthe numbered press releases. Some press releases have published informational supplements attached; supplements originated in both the Bank and in other organizations.

The series also contains translations of some of the IBRD and IDA press releases from 1948 to 1994. French and Spanish translations are most common but translations into Chinese, German, Italian, Arabic, Japanese and Portuguese are also included. A number of smaller series of press releases dating from 1987 through 1994 that relate to specific World Bank agencies or topics are also included. The financial series describes general World Bank finances, currency issues, and bonds. The larger special series details World Bank presidents' visits to member countries, staff appointments, and new Bank initiatives. A small number of press releases from the early 1990s relate to the Multilateral Investment Guarantee Agency (MIGA), the Consultative Group for International Agricultural Research (CGIAR), and the impact of development on particular US states export growth are also included.

The series also includes versions of speeches and addresses by Bank Group officials that were disseminated as press releases. These date from 1946 to 1965. The majority of the speeches are by Bank presidents Eugene Meyer, George Woods, and Robert McNamara. Speeches by other Bank officials include: J. Burke Knapp; Sir Denis Rickett; Mohamed Shoaib; Siem Alderweld; and Irving Freidman. These speeches include commencement addresses, Annual Meetings addresses to the Board of Governors, remarks during sessions of Economic and Social Council of the United Nations, and addresses to various bank associations and conferences.

The series also contains IFC press releases relating to operations and activities dating from 1956 to 1979. Topics include external operations as well as organizational changes, activities and events. Responsibility for writing and disseminating IFC press releases was the responsibility of various departments within the Information and Public Affairs Department (IPA) between IFC's creation in 1956 and 1979. In 1979, this activity was transferred to IFC's new Information Office. A small number of press releases dating from 1965 to 1974 include IPA correspondence relating to the authorship and dissemination of both press releases and photographs from the Bank's photograph library. These files are titled according to either the name of the company that received the investment or by country, thereunder by name of company.

The series also contains records relatingto press tours organized and facilitated by the Bank and governments and institutions of member countries. Press tours included media from around the world. Participants visited sites of projects funded by the Bank, partook in talks and discussions related to development, and met with government officials. Records include memoranda related to the planning of the trip, programs and itineraries, and background publications for participants.

Support and communications of the Office of the President and senior staff

The staff support and communications of the Office of the President and senior staff series includes records related to a variety of activities undertaken by External Relations (EXT) departments. These include: authoring correspondence for senior staff and Bank presidents; scheduling and managing logistics for media relations and speaking engagements; liaising with the press with regard to publication requests; and authoring briefing books for mission travel and meetings. This series contains records related to these activities in addition to subject and reference files.

Series contains records related to the authorship of correspondence for the Office of the President (EXC). The correspondence was authored for Bank Presidents Robert McNamara (1968 to 1981), A. W. Clausen (1981 to 1986), and Barber Conable (1986 to 1991). The records include correspondence received by EXC and forwarded to EXT for response. Forwarded correspondence is accompanied by EXC's forms for requests of action (i.e. author a response,file with EXT records, provide advice, etc.) Topics of correspondence are wide ranging and include: requests for interviews; invitations to conferences and meetings; research proposals; and letters of introduction.

Also included in this series are records related to the scheduling and logistics planning provided by EXT for media interviews in which Bank presidents participated. Records relate to interviews with Presidents McNamara and to a lesser extent, Conable. Records include: correspondence leading upto the interview; internal memoranda concerning logistics; proposed questions and answers; and a clipping or a full transcript of the actual interview. Records relate to print interviews with the Wall Street Journal, Newsweek, Washington Post, New York Times and Life magazine. Television interviews include the BBC, Italian television, and McNamara's appearance on NBC's Meet the Press in 1974. The records related to McNamara's Meet the Press appearance include preparation notes, transcripts from the episode, and correspondence from viewers.

Records relating to EXT's support of press conferences in which President Conable participated are also included. Records include transcripts of press conferences and press interviews for the years covering 1986 to 1989. Topics include: Bank's 1987 Reorganization; Annual Meetings; annual reports; the establishment of the Multilateral Investment Guarantee Agency (MIGA); Bank policies on the environment; a 1988 loan package to Argentina; indebtedness; adjustment lending; and a 1989 loan package to Mexico. Series also includes records related to press conferences involving Sir William Ryrie (International Finance Corporation [IFC] Executive Vice President), Yoshio Terasawa (Executive Vice President of MIGA), and Ibrahim F. I. Shihata (World Bank Vice President).

Also included in this series are records related to the requests for speeches by Bank senior staff including the president. The majority of these records consist of correspondence with external organizations that are requesting participation by Bank staff in their conferences, meetings, and other events. In the cases where invitations were accepted, a transcript of the speech given is often included. In addition to requests to Presidents Black, Woods, and McNamara, requests are also made to a number of other World Bank vice presidents. A small amount of records related to World Bank policy with regard to speaking events is also included. Records date from 1950 to 1968.

Records relating to requests for article submission to periodicals and other publications are also included in this series. Records relate to requests made to Presidents Woods and McNamara. Records include correspondence with media representatives in which requests for articles are made. Records also relate to the submission of articles, including drafts (often with hand-written annotations) and final versions as well as correspondence with the publisher.

The series also includes records relating to logistical and program support for tours of member countries made by senior Bank staff including Presidents McCloy, Woods, and McNamara. Records date from 1947 to 1968 and consist of internal memoranda, correspondence (including invitations), and itineraries.

The series also contains briefing books prepared by EXT staff for President James Wolfensohn between 1996 and 2005 in support of his various trips and conferences. The briefing books include event background, speaking points, transcripts of speeches, meeting notes, agendas, itineraries, biographical and relevant information on meeting participants, and media biographies. Briefing papers relate to: Wolfensohn's visits to Geneva, Spain, and Switzerland; UN Special Representative Secretary General seminars; Annual Meeting seminars; and the 2002 Monterrey Mexico conference on development financing. There are also briefing papers and supporting materials for Wolfensohn and other staff members related to G-7 meetings from 1995 through 1997. A small number of briefing papers for Mats Karlsson (Vice President of External and United Nations Affairs [EXTUN]) covering 1999 to 2001 are also included.

The series includes recordings and transcripts (including physical and electronic formats) of President Wolfensohn's various internal addresses to staff. These include: high-level workshops, end of year messages, senior management meetings, townhalls, and, most voluminously, his semi-regular "journal" recordings that update staff on Bank operations and activities. This collection of speeches was to be included in Wolfensohn's online "Speech Bank" and incorporated into the Renewal website. The versions in this series were maintained by EXT as a reference collection.

Records also relate to EXT's involvement in the management of internal facing World Bank Group websites. Specifically, records relate to the creation of the Renewal website, a staff-focused resource providing updates on the 1997-1998 reorganization as well as other ongoing administrative and operational initiatives. Records include: email correspondence; materials related to the testing and creation of website content; reports created by the Planning and Budgeting Department; and printouts of pages from the Renewal site. The series also includes materials related to the creation and management of the EXC website from 1998 to 2000. These records include internal correspondence within the department for updates, requests for approval of information to be included on the website, drafts of page content, requests for images for website use, and printout copies of webpages.

The series also includes memoranda summarizing recommendations made by the Pearson Commission on International Development which investigated the effectiveness of the World Bank's first 20 years of operation. These memoranda, dated from 1969 to 1970 and authored by EXT staff for review by the Executive Directors, address specific topics such as education, population, economic reports, debt relief, and aid coordination. The memorandum has handwritten notes written on them by President McNamarato members of the Board.

Training material

This series contains records relating to two projects that were part of the UNDP (United Nations Development Programme)-World Bank Water and Sanitation Program (UNDP-World Bank WSP) that supported the United Nation's 1981 - 1990 International Drinking Water Supply and Sanitation Decade (IDWSSD). The two projects are the Information and Training Program in Low-Cost Water Supply and Sanitation (INT/82/002) and the International Training Network (ITN) for Water and Waste Management (INT/86/027). These projects were responsible for developing and delivering training modules geared toward water sector personnel and non-water professionals on topics concerning low-cost alternative technologies, sanitation (e.g., ventilated pit latrines), economic appraisal of projects, user participation, health aspects of water supply and sanitation, sanitation technology solutions, wells and handpumps, water distribution network, water and waste treatment, hygiene education, gravity-flow water supply, rainwater roof catchment systems, institutional and financial aspects, and many more. The goals of these training projects were to promote and deliver training on technical aspects, management, administration, finance, community development, and project support communications.

The training projects produced three major training packages for three primary stakeholders: the Decision Package for policy and senior government leaders; the Technical Package for students and sector professionals; and the Community (User) Participation Package for community workers and project staff.

UNDP financed the projects in cooperation with international agencies, while the World Bank (Bank) was responsible for project execution through the Technology Advisory Group (TAG) for technical assistance. The Bank's responsibilities included but were not limited to coordinating the recruitment process, agreements, feasibility studies, in-country training, project description drafts, course curricula design, etc.

Some of the key individuals mentioned in this series include but are not limited to Letitia Obeng, Saul Arlosoroff, Richard N. Middleton, and Mary Elmendorf (anthropologist/consultant, 1975-1996).

Materials include but are not limited to foundational records to prepare and produce the training modules; translations; progress and review reports; correspondence and memoranda; administrative files; conference and workshop files; photographic prints; and audiovisual items (e.g., magnetic cards, flexible disks, 35 mm color slides, and cassette tapes).

This series also contains records related to other initiatives: Research and Development in Integrated Resource Recovery (GLO/80/004) and TAG's collaboration with the UNDP's Women and the Decade Project (INT/83/003). It contains information about the promotion and support for women's participation in the United Nation's 1981 - 1990 International Drinking Water Supply and Sanitation Decade (IDWSSD) and the development of low-cost sanitation projects and training modules created by the Bank's EconomicDevelopment Institute (EDI).

Background Materials, Memoranda, and Drafts of Research Papers

This series contains background materials, intra-Bank memoranda, and drafts of research papers primarily of staff from two Economic Analysis and Projections Department (EPD) units: the International Trade and Capital Flows Division (EPDIT) and the Global Analysis and Projections Division (EPDGL). The records are divided into two parts. The first and more voluminous part (2.33 linear feet) consists of EPD files dated 1977 to 1984 and containing rough working files for research papers. In addition to rough drafts of papers, these files contain intra-Bank memoranda containing comments on drafts or concerning EPD computer usage, analysis of data compiled by EPD staff, and other issues relating to research. The second part of the series contains drafts of research papers dated 1979 - 1990 and generated primarily by EPDIT and EPDGL staff, but there are also four papers written by staff from the International Economic Analysis and Prospects Division (IECAP) of the International Economics Department and threepapers authored by economists from: the School of International Service at American University; Seoul University; and Sidney Sussex College, University of Cambridge. Some of the research papers in this series were issued as Division Working Papers which reported on research work in progress and were circulated only for Bank staff use to stimulate discussion and comment. Others were prepared for presentation at a conference or for publication by the World Bank or in a professional journal.
